'MONSTERS' CHARGED FOR BIZARRE MURDER
Thursday, June 22, 2017 At around 3:30am Friday morning, Jafari Castro, 21, and Wasani Castro, 23, both sons of Minister Edmond Castro, were involved in an altercation with Police in the Conchshell Bay Area. That altercation led to their detention, along with a friend identified as Dedric Ramclam, by PC Shelrick Caliz and members of the Southside Strike team called in as reinforcements when the men resisted arrest. While being processed at Precinct 1, Wasani Castro assaulted PC Donescio Coc, punching him to the right side of the head before he was subdued with assistance from other officers. Both the initial altercation and the altercation in the Police station were documented by the officers, and both officers requested Court action, yet within hours the men were freed, without charges levied against them. At a time when Police cover-ups of politically connected persons committing crimes seems like the rule, and not the exception, the case involving Minister Edmond Castro’s sons has to be one of the most stinking and bizarre in recent memory. And it is one in which Police Officers are being thrown under the bus, their official statements disparaged as mischievous, and even erroneous, while the brothers who assaulted them walked on a get out of jail free card. According to the official statement of PC Shelrick Caliz, he and WPC Kenisha Young were on motorcycle patrol in the Conchshell Bay area when they came across a speeding white Wingle Pickup. They pursued the vehicle and it stopped in an alley, at which point a boy later identified as Jafari Castro, 21, emerged. Castro, according to the report, stated he did not have a Driver’s License for the vehicle which had no license sticker. PC Caliz reported that when he advised Castro of the offences he committed, and of his rights, Castro replied, “yuh deh waste yuh time bredda cause yuh cyaa charge me a f#*k…yuh noh know who dah my pa? Edmond Castro!” Caliz states that his attempts to detain Castro were met with resistance and further obscene language, and he was then assaulted by Wasani Castro who exited the vehicle, causing him to call for reinforcements. Police dispute the report by Caliz, and Southside Commander Chester Williams asserted to the media that parts of Caliz’s report is fabricated. Williams also claimed to have no knowledge of an official Crime Information Management Report (CIMS) in which PC Donescio Coc detailed the assault on him by Wasani Castro and requested Court action. Regardless of both PCs Coc and Caliz requesting Court action, the men were released in the presence of their attorney Herbert Panton that same morning. ACP Southside Commander Chester Williams has taken much heat for the release of the Castro brothers, and for rubbishing an official statement given by PC Shelrick Caliz. In an interview with the media on Monday, he explained that he mediated a meeting between PC Caliz and the Castro brothers, with Herbert Panton present, in which PC Caliz agreed not to press charges for Aggravated Assault and a myriad of other charges. In return the brothers, who were allegedly beaten by Police, would not file a counter-suit. Williams further claimed that if PC Coc wants to press charges against Wasani Castro, then he is free to go look for him and do so. As a point of interest, Williams has insisted that at no point was there any directive by himself, the Commissioner or any politician not to charge the Castro boys. They were allowed to leave the station in their unlicensed white Wingle pickup.

Wednesday, June 21, 2017 On Monday, June 19, Steven Manzanero, Reginald Patt, and Armando Coleman were charged for the murder of Emy Guerra, 16 and the attempted murder of Eliseo Bacab, 22. The unexpected and senseless attack which took the life of the teenager from Santa Familia Village, Cayo and left Bacab grievously wounded can only be described as a monstrous act, perpetrated by monsters. On Friday night, Guerra and her boyfriend Bacab were hanging out at the football field in Santa Familia Village when they were attacked by three men that they knew. According to Bacab, the men were drinking, and all Steven Manzanero said was, “Hey guys the thing that I will do right now, I don't want nobody to say anything.” With his neck covered in bandages and lacerations and cut wounds on his back, Bacab explained to the media early this week, “me and Amy were sitting but when I hear that I tried to stand and then the boy grabbed by my neck with his hand and he had a knife and he stabbed me like 6 times right here." The men stabbed Bacab to left side of the neck, back of the head, and back of the body

multiple times and when he lost consciousness, he was thrown in the river and left for dead. The men then allegedly turned their attentions on Guerra. According to information from her family, Police say one of the accused murderers confessed in detail the horrific crime. According to that report, Steven Manzanero confessed that the three men raped the teenager, slit her throat but that she wouldn’t die so he took her to drown her in the river. Bacab, bleeding badly, regained consciousness and managed to drag himself out of the river and to a house nearby. He was immediately rushed to the San Ignacio Hospital and the Police were called. Guerra’s body wasn’t found until Saturday around midday by a search party comprised of villagers and Police who had been combing the river area all night. A post mortem examination was conducted on Guerra’s body yesterday, Tuesday and revealed that she died as a result of asphyxia by drowning due to head and neck trauma. There is no confirmation at this time whether the teenager was in fact raped, as the Police are allegedly awaiting the results of tests being done by the Forensics Service.
MINISTER’S SONS BUSTED WITH CONTRABAND Thursday, June 22, 2017 On Friday afternoon Jafari Castro and Wasani Castro, sons of Minister Edmond Castro, were inexplicably freed despite assaulting two Police officers assigned to Precinct 1, PCs Donescio Coc and Shelrick Caliz, and committing various traffic and other offences. Less than six hours after, the two boys would be in the custody of Customs officials after they were busted transporting 89 cases of contraband Corona beers in the Orange Walk District. According to Comptroller of Customs Colin Griffith, during an operation on the BSI road, a white Wingle pickup was stopped. In the pan were 89 cases of contraband Corona beers – no hidden and not covered with a tarp but in plain sight. At the time the vehicle was being driven by Jafari Castro. He was accompanied by his brother Wasani, Dedric Ramclam and Gian Espadas. According to Griffith, the men were escorted to the substation in Orange Walk.

The beer was labelled and the men were asked to come to Customs on Monday since they indicated that they wanted to resolve the matter out of Court. It is believed that they were coming from Botes, a popular contraband crossing spot, and Customs have since indicated that they believe the beers were destined for some event at the Cayes. What has outraged the public is that the Comptroller has refused to disclose the settlement which was reached between the Department and the Castros, though he did say that the market value of the contraband goods is somewhere in the region of $6200. Normal Belizeans caught with contraband would be forced to pay three times the value of the uncustomed goods, but sources say the settlement reached by the Customs Department and the Castros, with input from the Ministry of Finance, is no-
where close to that. Interestingly, the white Wingle in which the Castros were busted is the same vehicle, with no license plates and no license sticker, in which they were allowed to leave Precinct 1 in Belize City hours before. They were not charged for the traffic offences at that time. Neither did Orange Walk Police get involved after the contraband bust, and the Castros were free to take the unlicensed vehicle after they allegedly paid the undisclosed fine.

FAMILY OF SLAIN TEEN DEMANDS JUSTICE
Wednesday, June 21, 2017 On Tuesday morning, family members of murder victim Emy Guerra along with Santa Familia villagers and residents from the twin towns gathered in front of the San Ignacio Police Station awaiting the arraignment of the Steven Manzanero, Armando Coleman and Reginald Patt. The outraged protesters held banners stating “Life imprisonment is what they deserve,” and “lock them up and throw away the key.” Kathy Guerra, the mother of Emy Guerra, says she was told by officers that the men had been arraigned on Monday in Belmopan Magistrate’s Court since no Magistrate was available in San Ignacio Town - “The Police told me that they are not here right now - yesterday they took them to Belmopan and they charged them already.” The family did not believe that the men had been arraigned and mixed messages were sent as Ricardo Roches, one of the concerned villagers was later told by Police that the men were still at the police station. As more persons arrived at the park, Deputy Commander for San Ignacio, Inspector Daniel Iche asked Roches to tell the residents that the men were arraigned in Belmopan City on Monday. But the irate villagers continued to demand to see the accused murderers. “We want to see them, bring them out,” they shouted. Kathy Guerra told the Belize Times that she is reeling from this loss of her daughter and will continue to demand justice. “They should be given life in prison for what they have done, I don’t know how I will live with this, but I am praying to God to help me be strong for my other kids…they have the perfect witness, so I hope that justice can be fair for what they did, that they no come and give them 3 years and 15 years, no they deserve life to stay in prison forever.” “Solo queremos que se haga justicia para lo que le hicieron a mi nieta, para que no se vuelva a pasar a otra niña como se lo hicieron a mi nieta. But we were told this evening that they have been remanded to the Belize Central Prison until Au-
gust 21, 2017. They will be brought to San Ignacio Town for trial. Kathy Guerra told the Belize Times that the family and concerned residents will be out protesting for the trial. Bacab was readmitted to the Hospital on Tuesday for further treatment. Guerra will be buried today. A candlelight vigil will also be held on Friday night in the village in memory of Emy Guerra.

Questions to Ministers Would the Member for Queen Square and Prime Minister please say if he has gone on long leave prior to leaving office, since he has been missing in action for the longest time now? Could he further say if he is allowed to speak during Cabinet meetings now? Would the Member for Queen Square and Prime Minister please say if his spouse, the Special Envoy travelled to Nigeria recently to solicit monies on behalf of the children of Belize? If so, could he please ask his spouse to submit financial reports detailing how much money she received, and how it will be spent? And could he also remind her that we’re still waiting for an accounting of the monies received through the Trust in London? Would the Member for Collet and Deputy Prime Minister please say how he feels about the very close relationship between the Prime Minister and Ambassador Mark Espat? Could he say if he would feel comfortable with Espat as his leader? Would the Member for Collet and Minister of Education please say why the results of the PSE were delayed for two weeks after they were received? Could he respond to allegations that the Ministry manipulated those result to make teachers look bad? Could he further say why he had to use his government vehicle to travel to Mexico? My God… The monster who murdered 16-year-old Emy Guerra has killed before. He murdered a student in 2005, stabbed him to death. He was convicted of manslaughter in 2008 and sentenced to 15 years. That same year the Court of Appeal overturned that conviction on a technicality and ordered a retrial. That was 2008. This is 2017 and still no retrial. If the system had worked, Steven Manzanero may have been behind bars and a sixteen-year-old child would have had the opportunity to have a life. This is frigging unacceptable. The system failed Emy Guerra and she is dead. Mark… All of a sudden, out of the blue (or red as the case certainly is), Mark Espat has been resurrected in the Amandala. The fact that the nation’s largest newspaper contains a fluff piece on the man considered Judas by the PUP and Jesus by Dean Barrow isn’t just happenstance. The fact that the paper’s publisher goes out of his way to distance Mark from Michael (Ashcroft that is) is not coincidence. A couple weeks ago we reported that Mark and Dean were cavorting in the waters of Placencia, and that didn’t just happen. Mark is making a comeback, and you can take that to the bank. Patrick Faber has been telling close cronies that the UDP will break up before that ever happens. He gets agitated whenever the words Mark Espat are uttered in his presence. As he should…as he should. Like Mike… Seven days from today, Dean Barrow will have to find about $200M to pay his buddy Mike, thanks to an agreement the duo made during a cozy tete a tete in Miami. Wake the hell up, people. DOB has said he won’t pay. All that means is that for every day that he doesn’t pay, Mike will collect 10% interest. What is DOB’s game? The secret agreement we’ll call BarrowCroft for simplicity will break this country while enriching Mike and DOB’s next attorney of choice, first wife Lois maybe? When will it ever end? We’re up shit’s creek without a paddle. But don’t feel bad. We should rejoice. We may not have a pot to piss in, but BTL belongs to us. Hurray. And besides that, seems they started bringing known gang figures on campus and the school wasn’t having it so shipped their asses home. But hey…their dad went to Taiwan on official business and tried to teach a diplomatic chaperone about good touch/bad touch. Sheesh. #birthcontrol My Lerd… I can’t. I just can’t. Please call the mental health people and tell them to get to Cayo quick, fast and hurry. Wait, not enough. Please call Miss Jenny and Dr. Phil and Dr. Oz and oh hell, better get Oprah and the Vatican for good measure. Somebody sure as hell has got to do an intervention on Rene Montero. The man had a breakdown recently and sent a letter to Cabinet telling them that he has decided to name the new bridge between the twin towns the Rene Montero Bridge. Yes, he did. He really did. There is something very wrong with this fellow, and something even more wrong with Cabinet because they are considering it. I can just imagine the write-up on the plaque. Maybe they’d consider letter me do it. Wait, I’m having an epiphany. Here goes…this bridge linking the twin towns is named for the pig thief turned cow thief turned bridge thief whose contributions to himself have been exemplary and are worthy of recognition. The End. #helphimJesus Go figure… I just can’t figure this out. Here’s this guy who says he passed law school. I mean, he has the cool robes and everything. But when you hear him talk you’re pretty certain he didn’t pass primary school. How can that be? It frustrates the hell out of me. Half the time I want to make him stand up facing a corner, and the other half I want to run over to Angelus and buy him some reading textbooks and tutor him. See there’s this thing in Belize I’ve noticed. There are people who just are not very bright. They’re just not. All the dots just don’t connect. And then they go to law school. EDITORIAL Barrow’s Cross to Bear
I
n October, 2016, Dean Oliver Barrow rewarded Edmond Castro, always a Cabinet bridesmaid and never a bride, with the portfolios of Transportation and NEMO. The unexpected anointing of the integrity-challenged UDP representative was the result of tumultuous times in the UDP. Two of Mr. Barrow’s go-to Ministers, Gaspar Vega and John Saldivar, had seen their stars blown out of the sky by explosive charges of corruption, and even with the liberal use of Senators at his disposal, the PM had no more tricks to pull out of the hat. But Mr. Castro has a problem, and his problem has long created problems for Mr. Barrow who dearly loves to pontificate about his double-sided machete even though he hasn’t laid eyes or hands on that rusty old implement since 2008. The man from Maskall, who is now remembered for all manner of things other than clearing the land, is known as a very shady fellow. And perhaps because of his ‘roots’ personality, he does not bother to hide his shadiness behind any cloak of class. He doesn’t speak fancy or even intelligently, like his boss. He doesn’t pretty up the pig with bright red lipstick before he rolls around with that sucker in the mud. Barrow’s bad back notwithstanding, he has shouldered Castro’s cross, since 2010 when Castro was caught in a land hustle, milking a Belizean American woman out of money for land which was not his to give. Barrow has carried that cross when Castro used monies from BAA to pay his personal and campaign expenses. Barrow has carried that cross when Castro was accused of taking hundreds of thousands of dollars to facilitate Visas for Chinese nationals. Barrow has shouldered that cross through the humiliation of Castro being told by the Court that his character had not been defamed because he had no character to defame. Barrow has borne that cross in stoic fashion when Castro was accused of sexual impropriety in Taiwan while on an official trip representing the government of Belize. He has borne that cross when Castro was caught up in a sugar-cane scandal which resulted in the Belize Sugar Cane Farmers Association being decertified. And he has borne that cross while Castro’s shadiness was revealed in all its putrid glory in the Senate hearings just recently. Barrow has even borne that cross when the US revoked Castro’s Diplomatic and Tourist Visas, a major black eye for the UDP Minister and for the country. Mr. Barrow, cross on back, has weaved every imaginable fantasy to excuse his Minister’s proclivities. Perhaps the most interesting was the old ‘distasteful but not corrupt’ line used to dodge the BAA check bullet. Then again, it might have been the ‘Ali Baba and the forty thieves’ used to describe Castro’s involvement in Visa facilitation. Now Castro is a full Minister in an aging Cabinet where a very weary Prime Minister sits as a toothless paper tiger. His family members, as ‘roots’ as he is, as arrogant as he is and apparently as integrity-challenged as he is, have become new crosses for the Prime Minister to shoulder. Castro’s sons, Jafari and Wasani, are accused of assaulting two Police officers and breaking multiple laws. According to an official Police statement, one of the brothers punched the officer at the Police Station. Both officers recorded their statements, which is proper procedure. Both requested Court action against the Castro brothers. And one officer even recorded in his official log of activities that one of the brothers was read his charges, handcuffed and then detained. Miraculously, both Castro brothers and a man in their company when they were arrested, were able to leave that Police Station without any charges being levied against them. Amazing, isn’t it? Just hours after, the same two Castro brothers were caught with 89 cases of Corona beer in the back of their pickup, no plates and no license – the same pickup in which they had been arrested in Belize City hours earlier. In regards to that contraband bust, Customs has refused to disclose details of the deal that was struck, but the men allegedly paid some amount of money arrived at in a closed-door meeting and they were then free to get their vehicle and go. This matter will not go away, even though the cop in charge of the Southside is insistent that it is absolutely normal that these men who allegedly broke multiple traffic laws and assaulted Police officers were able to leave the Police Station without charges. He says it has nothing to do with the fact that they are a Minister’s sons, and claims to be totally unaware that one of the officers logged that one of the men had been charged and then the charge or charges disappeared. We are to believe that there is absolutely nothing wrong with any of that. It is our belief that Mr. Barrow will have nothing to say about the young criminal Castros, apples who have not fallen far from the tree, by all indications. He will say that the matter has been handled by the Police and by the Customs Department, so he does not need to speak. But Mr. Barrow has miscalculated the weight of the Castro crosses. The people are watching, and the rancid arrogance and criminality of these persons is distasteful, and corrupt. So too is the fact that our systems have failed us completely because they are managed by persons who dance when politicians sing. But like all else, the songs will come to an end…and then what?

Y él ha cargado esa Cruz cuando la turbidez de Castro fue revelada recientemente en todo su pestilencia esplendida en las audiencias del Senado. Pero por otra parte, podría haber sido lo de 'Ali Baba y los cuarenta ladrones' utilizado para describir la participación de Castro en la facilitación de visas. Su arrogancia tal cual es y al parecer también su integridad dudosa tal cual es, se han convertido en cruces nuevas a cargar por el Primer Ministro. Los hijos de Castro, Jafari y Wasani, son acusados de agredir a dos policías y la violación de varias leyes. Según un comunicado oficial de la policía, uno de los hermanos había golpeado al oficial en la estación de policía. Ambos oficiales documentaron sus declaraciones lo que es el procedimiento adecuado. Ambos solicitaron acción judicial contra los hermanos Castro. Y un oficial incluso inscribió en su registro oficial de actividades que a uno de los hermanos se le informo de sus cargos, fue esposado y luego detenido. Milagrosamente, los hermanos Castro y un hombre que los acompañaba cuando fueron detenidos, pudieron salir de esa comisaría sin cargos impuestos contra ellos. Increíble, ¿no? Apenas unas horas después, los mismos dos hermanos Castro fueron sorprendidos con 89 cajas de cerveza Corona en la parte trasera de su camioneta, sin placas y sin licencia, la misma camioneta en que habían sido apresados en la ciudad de Belice horas antes. En cuanto a esa redada de contrabando, los oficiales aduaneros se han negado a revelar los detalles del acuerdo al que se llego, pero los hombres pagaron supuestamente alguna cantidad de dinero que se acordó en una reunión a puerta cerrada y luego fueron librados para obtener su vehículo. Este asunto no desaparecerá, aunque el policía a cargo de la parte sur de la ciudad es insistente que es absolutamente normal que estos hombres que presuntamente violaron múltiples leyes de tráfico y agredieron a agentes de policía fueron capaces de salir de la estación de policía sin cargos. ADY PACHECO:
UDP MINISTERS INTIMIDATED ME! Thursday, 22 June 2017 Ady Pacheco, one of the most scandalized immigration officers of recent memory, and long believed to be one of the most criminally culpable in Immigration corruption with the possible exception of UDP Ministers, testified yesterday that on many occasions applications were brought in by Ministers, their drivers and even their secretaries. Under intense examination, Pacheco, whose name was called approximately 90 times in the Auditor-General’s Nationality Report, claimed that she and others processed whatever UDP Ministers brought in because they were intimidated and afraid of repercussions. According to Pacheco, they received those applications, many incomplete, “From Minister Penner and from all the ministers that came. I mean this is Belize. This is how it works sadly but it's the truth. If an officer does not comply with the request made by a Minister, they simply just move you to somewhere else.” Pacheco revealed that when Ministers – many of them including Ministers Edmond Castro and Erwin Contreras – brought in or sent in applications for processing with their drivers or secretaries, they were automatically facilitated. She admitted that in many cases those files were incomplete, and shockingly clarified that even now, there are hundreds of incomplete files in the system which have been processed. When she was asked specifically about her role in the Won Hong Kim scandal, she claimed that she only did as was asked of her, and she absolved herself of all culpability. She claims that she was instructed by her superior, Gordon Wade, into accepting the Won Hong Kim application file because she was intimidated by Elvin Penner From all indications, the Senate Committee never intended to question Pacheco on the most damning report against her. That’s the case of the Mexican-American fugitive, David Nanes Schnitzer, who lived in Belize for 3 years under the assumed identity, “David Banes”, which was crafted from fraudulent immigration documents. It was not covered by the Audit, but it fit neatly in the time when Immigration appeared to be one big hustle. It took 19 days to produce this fugitive’s fraudulent document. Pacheco was the officer who accepted the application, and interviewed somebody, and the alias “David Banes” was created. Gordon Wade, the officer in charge at the time, also made certain assertions that he was in Belize in 2003, and that he got permanent residency in 2006. Edmond Castro recommended that he should be given nationality. The then Immigration Director, Ruth Meighan, gave her approval, and David Nanes was given Belizean Nationality under the fake name, “David Banes”. From the perspective of the Former Immigration Director, Maria Marin, there were glaring irregularities with this
application which Pacheco, Wade, and Meighan should have spotted, but no one did. It’s almost as though these red flags were intentionally ignored. Because this case was not covered by the audit,
however, the Senate Committee's early indications were that they wouldn’t question Pacheco on it. When the opportunity presented itself, only Senator Michel Chebat challenged her on the case publicly. Even at his insistence that she was knowingly complicit in this illegal nationality, she insisted that she didn’t know that it was fraudulent. Pacheco asked to be given a reprieve when the questioning got too pointed, and she will be directed to return. It has long been believed that Pacheco was the go-to persons
for UDP Ministers since her name has come up in many of the most blatant cases of Immigration corruption. Following her role in the Wonhong Kim scandal, Pacheco was investigated and ordered before the Public Service Commission. We are told that she then threatened to call the names of prominent Ministers involved, and she was immediately returned to duty, no questions asked.

Gough Under the Scalpel in Negligence Lawsuit
Thursday, 22 June 2017 For two days in last week’s Court of Appeal Session, a panel of judges heard an appeal brought by UDP appointed Chair of the Belize Medical Council, Dr. George Gough. He is trying to reverse a judgment from the Supreme Court that he was negligent in the performance as a surgeon, and that he owes the aggrieved patient an award of $52,520. Readers may be aware of what the case is. The patient was Alice Arana-Gillett, and back in October 2009, she began experiencing severe pains. She was rushed to a private hospital. Dr. Gough became the doctor who attended

BARROW RAISES GAS PRICES AGAIN!
Wednesday, 21 June 2017 Without warning, and with not a care for Belizeans who are suffering from severe GAS-tritis, the Barrow Administration at midnight Tuesday raised the price of Regular Fuel, used by a vast majority of consumers, by a whopping 31 cents per gallon. In Belize City, the cost of a gallon of Regular Fuel is now way past the $10 mark, at $10.18, and higher in the districts. As a sick joke from this diabolical dictator, the price of Diesel Fuel, the stable of the transportation and productive sectors, went down - BY ONE CENT. The price of Super Fuel remains the same, but there are reports that at midnight tonight that will go up as well. Incredibly, the move by Barrow comes at a time when the world prices of oil have maintained a multi-month low. Global news reports revealed that “Oil prices held near multi-month lows on Wednesday as investors discounted evidence of strong compliance by OPEC and non-OPEC oil producers with a deal to cut a global output. Global benchmark Brent LCOc1 was unchanged at $46.02 barrel at 0651 GMT after falling nearly 2 per cent in the previous session to its lowest settlement since November.” Despite a promise before the Budget presentation that there would be no tax on fuel because it was already too high, the Barrow Administration’s Budget presentation contained that devastating news that fuel would be subject to higher taxes – higher than the staggering 49% already in place at that time. And of course, while Mr. Barrow boasted that any increase in taxes would protect the poor and productive sector, the higher taxes on fuel have had the direct effect of raising the prices of everything else. Farmers have to pay a higher cost of production, which means that fruits and vegetables are more expensive. Wholesalers have to pay more to bring in their goods (the result of another Bar-
row tax) and more to deliver to stores, so the prices of everything goes up – everything from rice to ramen to bread to corned beef to juice and milk. Mr. Barrow is a wutless man. Because he can eat filet mignon tea, dinner, tea – he doesn’t care about the plight of the poor. While the majority of Belizeans are driven into the poor house, Barrow continues to raise taxes ono fuel so that he can fill the coffers emptied by his corrupt, abusive and incompetent Ministers. How much more of this can the people take?
surgery, and assured her that it would be minimally invasive. This type of surgery was supposedly low impact, that she would make a speedy recovery. On December 18, 2009, he performed the surgery on her, and she was discharged from the hospital the following day. Two days later, she noticed that her skin and nails were turning yellow, and she started to vomit blood. She went back to Dr. Gough, who dismissed these warning signs as something mild. He prescribed medication, and sent her back home. Her family was rightly worried about her health, and they took her to another doctor, who discovered that she was having severe medical complications, and that Dr. Gough shouldn’t have discharged her. She was suffering from sepsis, and another potentially life-threatening complication. She was re-admitted, and a second surgery was performed on her. Later on, she had to go to Merida, Mexico and later to the United States for medical care to handle the medical complications. It was later determined that during the first surgery, Arana Gillett’s common-bile duct was lacerated, and subsequent physicians realized that it was quietly fixed, as though to conceal that it had happened. Arana-Gillett and her
07 7 attorney tried to convince the Supreme Court judge it was Gough who did this, and he didn’t tell her that it happened. Gough has maintained that he was not negligent, and that he performed adequately as her physician. Justice Courtney Abel heard all the evidence, and in his July 2016 judgment, he found that Gough mishandled the medical complications. He commented in his judgement, “This Court has concluded that the failure to disclose the fact of the laceration having taken place, amounts to what may even be described…as an attempt at covering up what in fact took place during the operation… and caused much of the insecurity and expense which the claimant later suffered in trying to understand what took place during the first surgery while under the defendant’s care.” Not satisfied with that outcome, Gough urged the Appeal Court to review the Supreme Court’s decision. Given this opportunity, Alice Arana-Gillett and her attorney asked the court to reconsider the quantum of the award of damages. They were seeking $200,000 for pain and suffering, and so, they asked the judges of the Court of Appeal consider all the aspects they believe the trial judge did not. Arana-Gillett’s attorney says that she is still suffering health difficulties which are consequences of that 2009 surgery. The Court of Appeal will deliver a decision at a later date.

Thursday, 22 June 2017 For a second time in Belize’s history, the United States Embassy which promotes LGBTI rights has raised a pride flag at its Floral Park Road compound in Belmopan. Present as guest speakers were Chargé d’ Affaires, Adrienne Galanek and UNIBAM’s executive director, Caleb Orozco. With 8 stripes of different colours, the rainbow flag honours the LGBTI community and will be flown at the Embassy until the end of June which is designated as LGBTI Pride Month. As explained by Galanek Pride Month honours the 1969 Stonewall Riots in Greenwich Village in New York which served as a tipping point for the Gay Liberation Movement in the US. Among all the activities planned throughout the month in major US cities are memorials for those who have been lost to hate crimes and HIV/AIDS. Galanek lamented, “unfortunately, even today in 2017, the struggle for LGBTI rights and security continues, as tragically do the attacks on the LGBTI community.” She reminded of the killing of 49 people in June last year at a club in Orlando. Galanek affirmed that the United States is committed to the defense of the human rights of all persons. In fact, she pointed out that advancing the fair treatment of all has long been a corner-
stone of American diplomacy and the US is, so far, the only country to have appointed a Special Envoy for the Human Rights of LGBTI persons. The Special Envoy was put in place by President Barack Obama in 2015 and endorsed by President Donald Trump’s administration in February 2017. She noted that the flag serves as a reminder that everyone, no matter their creed, race, sexual orientation or identity deserves basic human rights and human dignity and to show understanding and compassion to those we consider different from us. Orozco, in recognizing the importance of the flag raising noted, “the flag reminds us that we need to be visible and work for our freedom. And even though the Belizean Constitution speaks to all citizens having fundamental rights…it’s clear that the state does not move unless the people who are marginalized or feeling pain on the ground organize themselves and demand some kind of response. So for me, the flag is about giving the ideas or the values of freedom life through action and visibility.” In 2011 the US State Department’s Global Equality Fund which has partnered with 11 countries, corporations and private foundations has allocated over US $19 million to front line advocates in 50 countries. Among the four tenets pursued is the decriminalization of homosexuality.
Franklin Gunned Down on King Street
Thursday, 22 June 2017 Shortly after 6 p.m. on Wednesday night gunshots rang out on Belize City’s volatile southside. When it was done, Jermaine Franklin, 36, was left dead at #16 King Street, in the doorway of Teddy’s Music. Information to the Belize Times is that Franklin had just gone to purchase a DVD at Teddy’s Music and DVD Rental when a man up and opened fire, hitting him multiple times in the body. He was transported to the Karl Heusner Memorial Hospital where he was certified dead by medical officials. Alejandro Cowo, Asst. Supt. Of Police and OC CIB, today told the media that the shooting took place both inside and out-
side the establishment, because the suspect actually came in and fired shots at him. Wounded, Franklin allegedly chased the shooter outside the store where he was shot again and fell to the ground. Police quickly responded to the scene where they were able to detain one man believed to have been the perpetrator. Franklin is not a person known to the Police, who are still trying to find out more about him to determine a motive. Currently, after investigating the suspect, they believe it may be a result of a personal belief and is not gang related. Franklin may not be a familiar face but his older brother, Stackles Monsanto, is a known street figure.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

THE YELLOW FACTOR How do you parse or analyse the events that have unfolded concerning the brutish attack in the National Assembly by UDP operatives, which included the one known as Yellowman? Some very curious things have happened leading to the so called reprimand of the Sergeant at Arms/ Mace Bearer for his criminal acts done inside the National Assembly Chamber and during the Senate Inquiry into the findings in the Auditor General's Report. It is trite knowledge now that the political party chairman and his associates made attempts to and in reality did indeed disrupt the hearing on the occasion of their “sortie,” to use the term from the Amandala editorial. Apt term, because in my mind I was seeing the little airplanes launching their forays into enemy territory, and cheering at their success in disabling the victim. Now, we must recall that the thugs did not only disrupt the Senate hearing. They also assaulted journalists. The eminent Mace Bearer is also a paid goon for the party in power, and cameras were rolling when he threatened members of the media and grabbed a mobile telephone out of Ms. Amaya's hand. Our understanding is that these media persons reported the incidents to police, but they did not press the charges that they ought to have pressed. Amandala were loud and vociferous in their condemnation of the horrendous behavior of Yellowman, but then they did not support the journalists involved in making sure that they pursued their complaints. So what were their complaints all about then? One would have expected the journalists to carry through with their complaints of the heinous attacks upon their persons. Why is it then, that the UDP's favourite thug has gotten off yet again? I always say that memories are so short. Yellowman's attacks in the National Assembly are most definitely not the first time he has assaulted individuals. It is not as if he went a little overboard on this last occasion. That is a person who is accustomed to criminal behavior and other misconduct at the behest of this bosses. They are
only too willing to excuse him, because like I said, he is their favourite thug. Look at what the Prime Minister said when he was asked about Yellowman. He feigned dismay and disgust at the assaults, and intoned that that kind of thing cannot be countenanced. Yet he speedily went on to say that Yellowman should not lose his job as Sergeant at Arms. Of course, after he spoke everything fell right into place. That was his edict!! Therefore, despite many citizens' calling for his removal, because the National Assembly attacks should have been the last straw, the guy survived to literally fight another day. This leads to a focus upon Madam Speaker. The House of Representatives is her House. She should call the shots. It is upon her that reproach must lie for saving the Sergeant at Arms. But as with all things UDP, a nice little setup was cooked and curried – Staff Committee to the rescue. I do not believe that Belizeans are fooled in any way when Madam Speaker voted to have Yellowman fired. I think that this was only a poor attempt at face-saving, for it is crystal clear that two votes cannot beat five. Rubbish to Hon. Faber for saying that he was spoken to “very sternly.” I do have to say, however, that Madam Speaker did have for herself a small plank as a lifesaver. Let me quote what she said to the press when interviewed on the Yellowman matter. “If the media had pressed charges I would not have had to deal with it; that would have been an automatic removal. We need to understand our roles!!” (Emphasis mine.) A couple of my friends say of Madam Speaker, Touché!! The journalists backed off from pressing charges, which they should never have done. Why? Inquiring minds have a right to know. Self-respecting journalists and media houses must surely be aware of their roles, as Ms. Tucker Longsworth has said. Why then, has this lout gotten off yet again? You can't just blame the Prime Minister and the UDP. I call it the Yellow Factor!! And journalists will understand the significance of the colour.

As I write this at the start of the week, I feel that we have reached a critical stage in our democracy where as a people we need to decide if we are really willing to do away with every concept of right and wrong ingrained in us. I can tell you that now, more than at any time in my political career, I am ashamed of what politicians are doing to our people and to this country. Whatever happened to serving the people who elected them into office? Whatever happened to placing a hand on the bible and swearing an oath to serve the country faithfully and well? Whatever happened to being moral and good persons of integrity who can be trusted to always be on the side of right? I have said it before and I will say it again – sometimes I am ashamed of where we have come. What message are we sending out to our law-abiding citizens who work hard to be productive members of our community and country? What message are we sending to our youths when all they see is that if you are related to a politician, or connected to a politician, you can break the law and nobody will be able to touch you? Sometime this weekend persons carrying contraband beer, allegedly almost 100 cases, were stopped by authorities. Any normal person – even the poor villagers who are harassed by Customs for the vegetables and basic food items they bring across for their own consumption – would have had to face the fullest extent of the law. The details of the matter would have been public, because there are laws which have been broken. So how is it that when a son of Minister Edmond Castro is allegedly caught with all this beer, the Police cannot even admit that the incident happened? How is it that this matter can be so hushed up just because the perpetrator is the son of a Minister? And it’s not even just this one case. It seems that everywhere we turn, persons connected with Ministers, and certainly Ministers themselves, are able to pervert the systems put
in place to suit their own needs. We have seen it time and time again over the past years. We have seen friends of Ministers shooting weapons in public and there are no charges. We have sons of Ministers assaulting Police officers and they are not even charged. We have Ministers selling our national documents and they are allowed to walk free without even one charge laid against them. Every week I visit schools in Orange Walk – at the primary, secondary and tertiary levels. My message is always the same, no matter the level. I ask students to always do the right thing, to always work hard. I try to tell our students that with determination and hard work they can go far in life. I try to tell them that civic pride is important, that integrity and honesty are critical. I try to tell them to be mannerly and kind to others, to help those in need, to put others first, to take their roles in the community seriously. I do the same when I speak to our residents, our partners in the development of our community. I will do the same with my child, or children if God continues to bless me. It is important that we teach the right things, that we send the right messages. But then what does it say to them if every day they see our laws broken without repercussions, and see persons flaunting our rules because their daddies or best friends are Ministers? Are we then saying that it is not really important to do the right thing…it is more important to have political connections? We need to take back this country from those unscrupulous persons. We need to get rid of those who are put in place to safeguard the law, but who jump to protect the lawbreakers when they receive a call from politicians. We need to bring integrity back into our systems, into our communities and into our country. And we definitely need to put systems in place to punish those who have broken our laws and abused our trust. As Belizeans, we will never develop or prosper until we are once again guided by ironclad principles of truth, justice, right and wrong.

Complete and Utter Bullshit
Over the weekend a 16-year-old girl was brutally murdered, her throat cut before she was thrown into the river. Her boyfriend’s neck was also cut, and he was thrown in the river but survived. Old man in the media that I am, cold and callous even, I watched near tears as a mother spoke about her child. I watched her eyes. They lit up with pride when she spoke about her daughter going looking for jobs so she could save up her money to go to CET to study to be a chef. And then I watched as reality dimmed that pride and she understood that these memories are all she will ever have of her child. It was damned sad. I went into the archives today to check the name of one of the persons who viciously and cold-bloodedly attacked this boy and girl. Steven Manzanero was fifteen when he killed for the first time, in 2005. His victim that time was a high-school student. Manzanero stabbed him in the stomach, and from my research I learned that the young man died screaming in horrible agony. In 2008, Manzanero was convicted of manslaughter and it was appealed later that year. The appeal panel overturned the conviction on certain medical grounds surrounding the injury, and a new trial was ordered. But here’s the thing. There is no evidence of a new trial as ordered. It seems that the young killer was set free. Archived stories of him do not refer to any trial, but to other episodes of violence culminating in his murder of this child, this young girl. There are so many terrible stories of brutal, heinous, evil murder – because I believe these people who can take a life without any sign of remorse or humanity as evil. I remember particularly the recent murder of Pamela Lino, a petite schoolteacher from Santa Elena. Police have yet to even identify her charred remains, left in a burning vehicle which ran from a checkpoint six weeks ago. One month and a half, and Police do not know if the remains are those of Lino. See, they had to send away for DNA-testing, and there was a long
delay in preparing a purchase order to send the sample away. The truth is, we don’t even know if the sample has actually been sent anywhere, and if it has, we have no idea when it will come back. It could be anywhere from six months to a year. In the meantime, and likely for all time, Lino’s killer is free to do what he will. Lino’s friends cried out for justice. They will be denied. I have no doubt about that. How many mothers and fathers and loved ones have we seen make the same passionate, plaintive cry when we know there will be no justice had on this side of the veil? Today, a representative from the Police Press Office posted this little blurb – “of 100 criminal activities only 50% are reported. Of those, only half of that number want criminal action and the other half decides they do not want to pursue. Of that number 10 are arrested and charged. Of those, 5 are convicted, and of those convicted only 2 remain in prison.” My God. How are we to find any comfort in that? You know what is perhaps the worst piece of this putrid puzzle? Or at least the part which pisses me off the most? Whenever politically connected persons are involved in any crime or are accused of wrongdoing, all the forces that be in the Police Department will move mountains to ensure that those persons never see a charge sheet. It doesn’t seem to matter what they do. I was telling a friend today that when it comes to properly investigating and charging politically connected persons, our top cops suddenly turn into keystone cops, barely able to tie their shoes. We saw it with Godwin’s son in Belmopan. We saw it with Douglas Grant and that other guy who fired his gun in front of hundreds of persons on election night, including a big ass load of cops. Guess what – the Police couldn’t find anybody to give a statement of what happened. Like seriously. I won’t even get into this latest Castro shit. The cops involved in this charade will pay the price with their integrity and credibility. But hey, the top cop himself (and I mean top cop in reference to his position and not skill) paid that price without a whimper and he seems quite prosperous. So we’ve found a way to magically turn cops into political puppets. Now if we could only get them to do their damned jobs properly, maybe we’d get a chance at some real justice in Belize.

THE BIRTH OF THE UNITED WOMEN’S GROUP The United Women’s Group (UWG) is the women’s arm of the People’s United Party. Established since 1959 by Gwendolyn Lizarraga, the focus of the UWG has been to advocate for social justice, economic and political empowerment of women and equal rights for all women. Women have always played a critical role in the success of political campaigns in Belize and in the country’s national development. A quick Google/Wikipedia search will showcase the work of Madam Lizarraga, affectionately called Madam Liz. Two years after she established the UWG, Madam Lizarraga in April 1961 became the first woman elected to the National Assembly of British Honduras. She won the Pickstock Division and, subsequently, was appointed as Minister of Education, Housing and Social Services, making her the first female Minister in the country. She was re-elected in 1965 and 1969, both times being reappointed again to the same ministerial portfolios. In 1969, she spearheaded a project to build low-cost housing in the neighborhoods of King’s Park, Lake Independence and Queen’s Square. Additionally, despite Universal Adult Suffrage that was obtained in the late 1950s, male landowners still had the vast majority of land parcels. Recognizing this, Madam Liz made special efforts to help women acquire property. She took women from the UWG to the Lands Department to obtain land grants, but they were told there was no land available. Marching into the swamps, Madam Liz surveyed and created a map of parcels for the women. She then took it back to the Lands Department for recording. These women's parcels are located in what is today the Collet Constituency between Curassow, Elston Kerr and Gibnut Streets, bounded by North Creek. Madam Liz was equally concerned with the education of the young Belizean. When children were denied access to education because there was no money to prepare the site and construct a school in their poor and working-class neighborhood, Madam Liz and the UWG women began clearing the mangroves from the swamps with handsaws- quite a sight for that time in Belize. Workers from the Publics Works Department later joined the
women and the result was two new schools—Belize Junior Secondary Schools #1 and #2—were completed, which were later renamed Edward P. Yorke School and Gwen Lizarraga High School. Madam Liz began this movement of the UWG and the new executive is determined to continue in the spirit of her and so many other Belizean women who came afterwards in getting more access and equal access for women. Ms. Tanya Santos-Neal is the President of the new UWG executive. She is contesting the Mayoral race in Belmopan. Several other women join Ms. Santos-Neal across the country, both running for office and actively engaging and supporting the political campaigns for a better Belize. Mrs. Santos-Neal is leading the executive exemplifying that she will be a part of the change. Previous Women’s Agenda of the PUP have outlined women’s contribution as nation builders and have outlined PUP’s policies on charting greater pathways for women to political and economic empowerment. These Women Agendas made specific manifesto commitments which have largely been fulfilled by the PUP, the party of action and accomplishments. Ms. Santos-Neal and her executive members have begun the initial work in developing the party’s Women’s Agenda 2020 building on these successes. Connecting with other women is a powerful and beautiful thing. The UWG will be the change it wants to see for women in Belize. These are exciting times for the PUP. These are exciting times for the much needed change in Belize. To this end, the UWG has started meeting groups of women across the country, listening to their concerns and their perspectives on the governance of Belize. This is an ongoing effort. Women in Politics are first and foremost women. All women have worth. Each of us brings value to the table of decision-making. The UWG is advocating for women’s rights irrespective of race, religion, color, class, party or sexual orientation. Madam Liz demonstrated that we should never underestimate the power of a woman. Varios verdugos de campos de detención libios, que se hacían pasar por migrantes, ya han sido detenidos en los últimos meses en centros para migrantes en Italia tras haber sido reconocidos por
exprisioneros. Seis años después de la caída de Muamar Gadafi, Libia, desgarrada por las luchas por el poder y la violencia, se ha vuelto un punto clave de la emigración clandestina hacia Europa. Redes muy violentas multiplican los secuestros, extorsiones y asesinatos de migrantes, que son considerados como mercancías. Por AP 19 de Junio de 2017 Periodistas, defensores de los derechos humanos y activistas mexicanos han sido espiados por su propio gobierno mediante programa creado por una firma israelí que se vende exclusivamente a los gobiernos y que se supone debería ser usado solo para investigar a criminales o terroristas, según un reporte publicado el lunes por el Citizen Lab (Laboratorio Ciudadano) de la Universidad de Toronto. Según el informe del grupo, en la lista de personas espiadas estuvieron periodistas mexicanos de alto perfil como Carmen Aristegui y Carlos Loret de Mola, que han estado investigando presuntos actos de corrupción del gobierno y supuestos abusos de los derechos humanos por parte de las fuerzas de seguridad. El software espía Pegasus de la firma NSO Group permite a los hackers tener acceso a llamadas telefónicas, mensajes, las cámaras de los dispositivos y datos personales. La compañía dice que vende el producto solo a los gobiernos con el propósito de combatir la delincuencia y el terrorismo. Citizen Lab dijo que no tenía “pruebas concluyentes que atribuyeran estos mensajes a agencias gubernamentales específicas en México”, pero agregó que la “evidencia circunstancial indica que uno o más... de los clientes gubernamentales de NSO Group en México son los operadores probables”. US$80 millones han gastado las oficinas de espionaje mexicano desde el 2011, según el New York Times. El gobierno mexicano emitió un comunicado en el que dijo que rechaza haber realizado labor ilegal de espionaje. Citizen Lab informó en febrero que el software de NSO Group fue utilizado contra activistas mexicanos que habían hecho campaña en contra de las bebidas azucaradas y de la comida chatarra. Según The New York Times, el espionaje también alcanza hasta los familiares de los espiados, y destaca que también los abogados que representan a los 43 estudiantes desaparecidos supuestamente a manos de policías y narcotraficantes.
FARC COMIENZA ÚLTIMA FASE DE DESARME EN COLOMBIA La guerrilla FARC comienza este martes la última fase de su desarme en Colombia como parte de un acuerdo de paz con el Gobierno. Por AFP / Colombia 20 de Junio de 2017 Ese proceso se considera un paso clave para comenzar su transición a la vida civil y convertirse en movimiento político. “El desarme es una realidad y con él los avances para consolidar la paz con las Fuerzas Armadas Revolucionarias de Colombia (FARC) y darles a los colombianos mucha más tranquilidad”, dijo el presidente Juan Manuel Santos este lunes al anunciar que el 27 de junio se hará un acto de cierre de esta etapa. El grupo rebelde más antiguo del continente deberá consignar el 40% de sus armas a la misión de Naciones Unidas (ONU),
responsable de este procedimiento, en los 26 puntos de concentración de unos siete mil combatientes. El otro 60% lo consignó en las dos últimas semanas. Según el mandatario, unos cinco mil 800 guerrilleros, incluidos los privados de libertad, y milicianos ya han entregado sus armas a la ONU. “Ya iniciaron su proceso de reincorporación a la vida civil” , añadió. Vida civil Tras entregar el fusil, la ONU expide certificados de Dejación de Armas que permitirán a los excombatientes iniciar su tránsito a la legalidad y a movimiento político, cuya definición se realizará durante un congreso del gru-
po rebelde previsto para agosto. Posteriormente cada miembro de las FARC “firma un acta de compromiso ante la oficina del Comisionado de Paz de no volver a empuñar las armas so pena de perder los beneficios”, recordó Santos. Tragedia en Huehuetenango: mujer y cuatro hijos entre las víctimas Salieron desde temprano de San Pedro Soloma para llegar a Chiantla. Tres horas de camino esperaban a una mujer y sus cuatro hijos. El viaje terminó abruptamente cuando perecieron sepultados por un alud minutos después de partir. La familia es parte de las 11 personas que murieron soterradas cuando parte de un cerro cayó sobre el microbús en el que viajaban. cumbre Wachuná, caserío Jolompoc, que se encuentra apenas a un kilómetro y medio de la cabecera municipal. El microbús que se dirigía a Huehuetenango, recién había partido. Se supo que el cadáver del piloto fue tomado por la familia y llevado a su lugar de origen y no permitieron que fuera trasladado, como el resto de cuerpos, al gimnasio municipal. Al momento no ha sido identificado. Maestros de la escuela local así como vecinos de San Pedro Soloma ya comienzan a recaudar fondos para ayudar con los gastos funerarios para el sepelio de la familia, y ayudar al esposo que al final es el único sobreviviente. Según dieron a conocer autoridades locales, el derrumbe pudo deberse a las intensas lluvias que han caído en los últimos tres días
en el municipio y a la acumulación de humedad, no obstante, algunos pobladores aseguran que la extracción de piedrín desde la cima del cerro pudo haber contribuido a que los suelos se aflojaran. Durante la temporada de lluvias de este año, la de San Pedro Soloma es la primera tragedia masiva. Las precipitaciones de los últimos días, causadas por un sistema de baja presión, se han cobrado por lo menos siete vidas y han dejado 50 mil afectados.

Where is the Promised Development in Cayo Northeast? Tuesday, 20 June 2017 There is currently flooding in Billy White Village, and no help from the Ministry of Works or NEMO. Every year during the rainy season the village of Billy White gets flooded. Every year for the past 9 years we have been asking for the assistance of the Government to build adequate storm drains, put in culverts and dump materials on low areas. Nothing has been done. Billy White is a low-lying flood prone community in dire need of GOB intervention. However, the small community in Cayo Northeast comprised of about 50% Belizeans and 50% non-Belizeans has been abandoned by this government. Currently the road that leads to Santa Familia and into Bullet tree and the road to Spanish Lookout is in a disastrous condition. When the Iguana Creek Bridge floods and traffic will be diverted though these villages (BNE, SPKLT and other traffic), it will be interesting to see what will be done with the road. What is of great concern for the people is the fact that the Ministry of Works currently
and for the past 8 years have the Minister, the CEO, the Chief Engineer, the regional Officer in Charge, and the Works Foreman all being from Cayo, yet none can care the least for the condition of our roads and the living conditions of their fellow Belizeans. The Prime Minister's promise of unprecedented development for Cayo Northeast since 2012 has not materialized--as a matter of fact has not even commenced. Billy White would have been one of the villages serviced under the promised development. Where is Mr. NEMO? Where is Mr. Petro Caribe bonanza?
