Shyne or Jamal or Moses or Michael or Levi is putting fraudsters Andris Pukke and Lev Dermen into shame. Conman Shyne isn’t after a few parcels in Sanctuary Bay nor after a diplomatic passport. Shyne is out for Belize—he is out to transform Belize into one where deportees, women beaters and repeat offenders like himself can become the leader of the Opposition in Belize. Of course, Shyne is ultimately out to finally becoming his father’s son; this is a familial position that has eluded him since birth. This week, on a piece of fake news type paper passing as official correspondence to Her Excellency Froyla Tzalam, con artist Shyne engineered a photo shopped look to a palace coup to remove another women beater and repeat offender from the most coveted LOO position. Shyne did the media rounds gloating at how he is paving the grounds for the two rejects of the Belizean people—Micheal Peyrefitte, the UDP’s reinforced-chair man and Caribbean Shores reject Darrel Bradley. course, the smirk on Shyne’s face on one of the interviews showed con artistry. He is desirous of the LOO position and maybe leader of the UDP albeit to compensate for his daddy issue. Twenty two years after being involved in the shooting of Natania Rueben in the face and two other persons at a Times Square nightclub in New York City just as Y2K came in and spending the first 10 years of the 21st Century in prison, deportee and seemingly UDP’s best, Moses ‘Shyne’ Barrow is attempting to cover up his own past. This past quickly came to the fore in mid-2019 as he was seen in a video that went viral, stating that a given person, had the best minutes of her life, when she was with Shyne. This he shouted to the female’s father. Then, at the onset of October 2020, Shyne was accused by his wife of kicking her in the back after they discussed her desire to go visit her mom in Cayo. The mother herself found it necessary to go to the police to file a report accompanied by

As to the perpetrators, we can also respect your privacy beyond the Police report. No Belizean is happy with either of you representing Belize. It is a disrespect to our entire society. Belize Gets New Motor Vehicle Registration and Licensing System June 23, 2021 - Today, the Government of Belize headed by Prime Minister John Briceño, Minister Kevin Bernard, Minister Rodwell Ferguson, and the Embassy of the Republic of China (Taiwan) headed by His Excellency David Kuan-Chou Chien, Ambassador of the Embassy of the Republic of China (Taiwan) hosted an achievement and handing over ceremony for the Belize Motor Vehicle Licensing and Registration System (BMVRLS). In 2017, both countries designed the project for an integrated and national transport system for the Department of Transport. The BMVRLS project aims to improve the management of the entire transport sector with the use of information and technology. The digital transformation of the Department of Transport includes automating functions and integrating with key entities such as the Police Department, Customs and Excise Department, and Magistrates Court, into the system. This integration will strengthen the government’s ability to investigate vehicle theft, vehicle violation, tax evasion and traffic accidents. Representatives of the E-Governance and Digitalization Unit, under the Ministry of Youth, Sports and E-Governance, attended the ceremony, which underscores both countries’ shared vision of promoting digital economy. Speaking at the ceremony, Hon. Kevin Bernard, Minister of E-Governance, stated, “The Ministry of Youth, Sports & E-Governance, through the E- Governance and Digitalization Unit is committed to support the Belize Motor and Vehicle Licensing and Registration System project and the Department of Transport. This project highlights the opportunities that can be achieved through the digital realm.” The minister also highlighted the improvement of collaboration in data sharing and revenue collection while increasing efficiency of services to citizens. He expressed his ministry’s commitment to continuing its support of government entities in their journey towards digital transformation. For context: Without an iota in his résumé except being the PM’s son, Shyne has been a part of the National Institute of Culture and History(NICH) as Belize’s Music Ambassador to nowhere for some ten years. The deportee ambassador claimed in a past post that he made mistakes when he was young. Seems to Belize that the same type of mistake is now reoccurring(ask Fat Joe)—just outside of nightclubs as well. Should Shyne’s criminal record have kept him from even being a candidate to a Parliamentarian seat in our jewel? The very last supporters of the zombie UDP are self-deporting themselves into political limbo. The people of Belize are in opposition to a Shyne LOO streak and all the recklessness he would represent. They were all holding on by a rotten thread. What was once the United Democratic Party is no-more. Any semblance of unity within the remnants of the twice whipped corrupt party has disintegrated. The two candidates elected by proxy votes of the ghost workers are now the skeleton majority of three out of the UDP five. This majority of the Opposition in Parliament has nothing the people of Belize need in a healthy Opposition. That crosspollination of Belizean Shyne deported from the US has become the last conniving choice for the party of real infamy—the one formerly known as the UDP. A real political funeral is due as these dodos have masterfully run off the cliff following what is most incompetent and horribly corrupt. Shyne is insignificant yet looks large as he is but the symptom of a UDP that went wrong at every instance. Everything the UDP has touched reeks of corruption even their attempt to revive the dead party has been corrupted.

EDITORIAL You Ain’t No Mandela!
Just when you thought that things could not possibly get any worse, Shyne pulls the ultimate Coup d’état on the UDP. It seems that the self-appointed Chief Wap has also appointed himself as Leader of the Opposition and has spat in the face of the UDP traditions of political hierarchy, experience, and preparation. So, it has come to be that a rookie, that one hit wonder, has now forced himself not only upon the UDP but foisted himself forcibly upon Belize. It appears abundantly clear now that Mr. Barrow, an entertainer by profession, has in fact stolen the show and claims the spotlight for his very own. The absurd storyline that puts him as the valiant and courageous leader come to save the UDP and the institution of the Opposition is ludicrous. It really speaks volumes of an institution when they allow a convicted felon to highjack their party instead of rallying behind their most credible candidate, Honourable Tracy Taegar Panton. Clearly, the value, worth and standing afforded women in the UDP is significantly less than what they give an ex-con. It is understandable then that Hon. Tracy has decided to distance herself from the whole sordid affair. If we are to believe Julz, who can tell a person’s financial circumstance based on the brand of the fan they can afford to buy, Shyne has fallen on hard times. So, we can certainly appreciate the hurry he is in to become LOO and get that extra cash so he can finally buy the coveted Lasko fan. It does not sit well with Belizeans that the Honourable Patrick Faber be replaced with Shyne when both have been accused of perpetuating gender-based violence. The justification given by Shyne is that the complaint his wife made was withdrawn and she subsequently endorsed his candidacy. It would probably come as a surprise to Shyne that according to the World Health Organization about one third of women and girls worldwide will become victims of gender-based violence in their lifetime. It would also come as a surprise to know that in 2018 seven out of ten reports of gender-based violence were recorded only for future use and did not proceed to charges and legal proceedings. The reasons for withdrawing statements or charges are mostly fear of reprisals, intimidation, fear for life or that the perpetrator will withhold finances and is the sole provider of the family. The withdrawal of the charges by his wife is damning and her subsequent endorsement instead seems coerced. Mr Shyne likes to say that he has paid his debt to society. However, he has done nothing to atone for hitting his wife, or to learn from his mistake. He has sought no help nor counselling. In fact, he has not practised what he so loves to preach. His victim on the other hand was forced to recant and was further humiliated publicly for daring to report the incident. He is a showman and seeks only the limelight. He wants to parlay his criminal past into a life lesson for others, speaking about rehabilitation and being an example in turning one’s life around. Sir, sit down! You do not stand a leader with selfless purpose or righteous principle. You ain’t no Mandela!

¡Tú No Eres Mandela! Justo cuando se pensaba que las cosas no podían ir peor, Shyne da el último golpe de estado al UDP. Parece que el autoproclamado látigo del UDP se ha autodesignado como Líder de la Oposición (LOO, el acrónimo inglés) y ha escupido en la cara de las tradiciones del UDP de jerarquía política, experiencia y preparación. Así pues, un novato, una maravilla de un solo golpe, se ha impuesto no sólo al UDP, sino también a Belice. Parece muy claro que el Sr. Barrow, un artista de profesión, ha robado el espectáculo y reclama el centro de atención para sí mismo. La absurda historia que lo presenta como el valiente líder que viene a salvar al UDP y a la institución de la oposición es absolutamente ridícula. Dice mucho de una institución cuando permite que un delincuente convicto se apropie de su partido en lugar de apoyar a su candidata más creíble, la Honorable Tracy Taegar Panton. Está claro que el valor, la valía y la posición de las mujeres en el UDP es significativamente menor que lo que le dan a un exconvicto. Es comprensible entonces que la Honorable Tracy haya decidido distanciarse de todo este sórdido asunto. Si hemos de creer al Jules, que puede distinguir la situación económica de una persona en función de la marca del ventilador que puede comprar, Shyne ha pasado por momentos difíciles. Así que sin duda podemos apreciar la prisa que tiene parar convertirse en LOO y conseguir ese dinero extra para poder comprar por fin el codiciado abanico de marca Lasko. No les sienta bien a los beliceños que el Honorable Patrick Faber sea reemplazado por Shyne cuando ambos han sido acusados de perpetuar la violencia de género. La justificación dada por Shyne es que la queja que hizo su esposa fue retirada y posteriormente apoyó su candidatura. Probablemente sería una sorpresa para Shyne que, según la Organización Mundial de la Salud, alrededor de un tercio de las mujeres y niñas de todo el mundo se convertirán en víctimas de la violencia de género a lo largo de su vida. También sería sorprendente saber que en 2018 siete de cada diez denuncias de violencia de género se registraron sólo para uso futuro y no se presentaron cargos ni procedimientos judiciales. Las razones para retirar declaraciones o cargos son principalmente el temor a las represalias, la intimidación, el miedo a la vida o que el perpetrador retenga las finanzas siendo el único proveedor de la familia. La retirada de los cargos por su esposa es condenatoria y su posterior aprobación en su lugar parece coaccionado. Al Sr. Shyne le gusta decir que ha pagado su deuda con la sociedad. Sin embargo, no ha hecho nada para expiar los golpes a su mujer ni para aprender de su error. No ha buscado ayuda ni asesoramiento. De hecho, no ha practicado lo que tanto le gusta predicar. Su víctima, en cambio, se vio obligada a retractarse y fue aún más humillada públicamente por atreverse a denunciar el incidente. Es un showman, y sólo busca el protagonismo. Quiere convertir su pasado delictivo en una lección de vida para los demás, hablando de rehabilitación y de ser un ejemplo para dar un giro a la vida. ¡Señor, siéntese! Usted no es un líder con propósitos desinteresados ni principios justos. ¡Usted no es ningún Mandela!

Owes 4 Years Licensing Fees Haad Pay Wave radio owes close to 20 thousand in broadcasting fees for the years 2017, 2019, 2020 and 2021. All or part of these fees are owed to The Belize Broadcasting Authority which has found it necessary to publicly announce that the UDP radio mouthpiece owes. These rabid UDP’s in charge of fouling up Belize’s airwaves shouldn’t even be on the air. What happens when you do not pay to renew your Driver’s License? As far as the normal Belizeans know, any license that is not paid automatically revokes the practise that said license is paid for. So if it’s trade, driving, fishing, hunting, gun-owning, etc., you need to shelve the practise until your license is renewed. This is definitely another example of abuse of power of the UDP when they were in government. Every other station had to pay except the station that belonged to the Champion of Corruption themselves. Moving forward, we would suggest to Wave for them to go to the Leader of the UDP or the Leader of the Opposition to pay up. Thing is the UDP has not had a real leader in decades. Everyone that puts their name into the UDP ‘leader hat’ is only thinking about themselves vis-à-vis Barrow, Saldivar, Faber, Barrow…Bradley/ Peyrefitte. What a sorry set!

PORTION OF NEW RIVER CRITICALLY STRESSED
Belmopan, Belize. June 23, 2021. The Department of the Environment (DOE), with support from the Mar2R Project, is implementing a two-year monthly water quality monitoring program on the New River. Twenty key sample points were monitored for May extending from the Lamanai Lagoon to the Corozal Bay. The information collected is critical for understanding the changes in water quality characteristics of the New River and for alerting managing authorities and the public about emerging issues that may arise and act upon them before they become a major issue. The data collected identifies two critical parameters out of the 13 that are being monitored to evaluate the ecosystem health of the river. The Dissolved Oxygen (DO) in the river is an important water quality indicator as it determines the amount of oxygen available for living aquatic organisms to survive. Chlorophyll a (Chl a) concentration is a measure of the amount of algae growing in a waterbody. It is an indicator of organic load, particularly phosphorus and nitrogen, entering the system. The more

Chl a concentration, the less the DO level. The area from toll bridge to Trial Farm Village in the Orange Walk District shows signs of a critically stressed system and shows the highest levels of Chl a and lowest levels of DO, indicative of an algal bloom and reaching an anoxic state, which does not support aquatic life. See attached details. The identified critically stressed area is being affected mainly by industrial, agricultural, and urban discharges. UNHCR Celebrates World Refugee Day BELMOPAN, Belize – UNHCR, the UN Refugee Agency, in partnership with Help for Progress and Grupo de Mujeres Unidas Refugiadas -GMUR (Group of United Refugee Women) celebrated World Refugee Day in the community of Valley of Peace with the revelation of a mural that was painted by refugees and Belizeans. The mural was created to shine a light on the need for the social and economic inclusion of persons forced to seek refuge, and to celebrate the village of Valley of Peace, established in 1982 as the first refugee-hosting community in Belize. Juan Arias, Chairman of Valley of Peace said, “World Refugee Day is very special for me and for Valley of Peace. Many of us came to Belize seeking refuge and have found a safe haven to call home, rebuild our lives, and contribute to this beautiful country. Thank you to UNHCR, Help for Progress, and GMUR for celebrating this day with our community.” The Valley of Peace community has been hosting people forced to flee from their homes since it was founded in 1982, and it is currently a safe haven to some 10% of the country’s total number of refugees and asylum-seekers who have been arriving since 2010. Currently Belize hosts some 2,400 registered asylum seekers and an estimated 3,400 more unregistered ones. Established for and built by refugees, Valley of Peace – a name chosen to highlight a community of persons having found peace after having been forced to flee from the civil war in El Salvador – became an official village and has contributed to life in Belize, especially in the field of agriculture, but also in professions as doctors, nurses, teachers, and public servants. At the 2021 World Refugee Day ceremony, UNHCR’s Head of Office, Yolanda Zapata stated, “UNHCR is pleased that GMUR has painted this mural in Valley of Peace to commemorate the World Refugee Day. Firstly, because the community of Valley of Peace is a living example not only of the power of solidarity with people fleeing from violence but also of the power of their inclusion to support the development of countries that host them. And secondly, because the mural reflects very well the foundations that make GMUR and Valley of Peace so strong and that are embedded in the 2021 World Refugee Day slogan that refers to collective work, collective dreams and the need of care for each other.” GMUR is founded by 6 Belizean and refugee women from different backgrounds and living in different communities in Belize. In spite of their differences, they share similar challenges and have come together to work in solidarity, and to empower each other and other refugee and Belizean women living across the country. This mural is the first of a series of community empowerment initiatives in Cayo district, coordinated by GMUR, celebrating refugee-hosting communities, and promoting peaceful coexistence between refugees and Belizeans. World Refugee Day is celebrated each year on 20 June. This year’s theme is “Together we heal, learn, and shine”. Belize also forms part of UNHCR’s regional Jam Festival, an effort to share art and culture from Latin America and the Caribbean with the world.

National Women’s Commission in San Pedro with Sub Committee The National Women’s Commission is holding the Inaugural Meeting with the San Pedro/Caye Caulker Gender and Gender-based Violence Sub Committee at the San Pedro Town Council. Since the start of the pandemic, public officers have supported the government’s efforts to minimize the impact of this public health crisis. They have been on the front line, adapting the way they work to the changing circumstances and making sure Belizeans received quality healthcare. Public Officers have tackled
Hello! And Welcome to Public Service Week. This week is an opportunity to recognize all public officers across the country for their hard work, sacrifice and important contributions in their service to Belizeans. Public service is not the most glamorous of jobs nor a profitable line of work. But it is one of the most important. Public Officers, you are the face of the government. You provide direct interaction with our citizens. Your daily work is the fuel for the government engine, and keeps democracy alive. What better way to start the week than in praise, in worship. I want to thank Michelle, Christine and the team from the Ministry for organizing the service on Sunday. Those in attendance certainly were inspired by the heavenly music of Live To Worship and the inspiring words of Pastor Louis Wade who implored all of us to place value in work, value in organization and, above all, value in service to God and to each other. Belize is a nation of workers. Our National Prayer speaks about “Endeavors that tend to peace, social justice, liberty, national happiness, the increase of industry, sobriety and useful knowledge.” Our National Flag is not adorned with Kings or Queens or abstract symbols, but rather the powerful image of two hardworking Belizean men, our nation builders. The Father of the Nation, Rt. Hon. George Price spoke often about the value of hard work and the giant task of nation building. Two of his most famous quotes are “Serve the People” and “Wake up and Work” In this, our 40th year of Independence, if we are to return Belize to the path of true national development, then, we must embrace and promote these ideals. In December 2002, the United Nations General Assembly designated June 23 as Public Service Day. The UN encouraged member states to “organize special events on that day to highlight the contribution of public service in the development process.” Belize adopted the resolution in 2005 and celebrated Public Service Day each year since, recognizing the work of public officers, celebrating the value and virtue of public service to the community and encouraging young people to pursue careers in the public sector. Each year there is a Public Service Outstanding Honours and Awards Ceremony, and at the forefront of this event for many years has been Mrs. Freya August from the Quality Assurance Unit of the Ministry. We are proud of the work Freya has done and continues to do to improve the quality of service being provided. This year, we get to double up, because the ceremony was postponed in 2020 due to the Covid-19 pandemic. UN ASSEMBLY AGAIN VOTES TO END CUBAN EMBARGO
23rd June 2021 UN Affairs - A total of 184 countries on Wednesday voted in favour of a resolution to demand the end of the US economic blockade on Cuba, for the 29th year in a row, with the United States and Israel voting against. In the meeting held in-person on Wednesday at UN headquarters in New York, three countries - Colombia, Ukraine, and Brazil - abstained. With overwhelming backing from the international community, the resolution has been approved ever since 1992 when the General Assembly began to vote annually on the issue, with the sole exception of 2020, due to the restrictions
Sleeping Giant Mystery Solved Belmopan. June 21, 2021. 12:35 p.m. On June 19, 2021, a joint team comprised of geologists and the engineer from the Geology and Petroleum Department, forest rangers from the Forest Department, and guides/cut men from St. Margaret’s Village visited the area near the Sleeping Giant Mountain range that has been emitting plumes of smoke. The team found no evidence of any geological activity at the site, and none of the gases normally found at geothermal vents or fumaroles were present. Radiation levels were normal. The Forest Department found the cause or source of the plumes of smoke to be a deep smoldering detritus fire, possibly ignited from a lightning strike at the site, which occurred around June 8, 2021. The area is located on top of a ridge comprised of Paleozoic non-volcanic basement rocks, and is covered by a thick mat of detritus or decaying organic matter and dead trees which are fueling the continuous slow burning or smoldering. At the time of the visit, the area affected was approximately 100 meters long and 40 meters wide. The Forest Department is monitoring this slow burning fire to determine the best course of action. The ministry thanks the villagers who took the team to the site for their invaluable assistance.

BELIZE ESTABLISHES NEW SHARK REGULATIONS AND COLLABORATION WITH SHARK FISHERS FOR MANAGEMENT June 24, 2021 Sharks are in trouble in many parts of the Caribbean, but new regulations approved by the Government of Belize this week aim to improve shark management in Belize. Shark fishing is now prohibited within a two nautical mile radius around Lighthouse Reef, Glover’s Reef, and Turneffe atolls, establishing a safe haven for sharks across an area of around 1,500 square miles. These measures stem from recommendations to the Government of Belize made by the National Shark Working Group, a team composed of government, shark fisherfolk, NGOs and researchers. “The group looked at the scientific data available and concluded that these regulations were a good investment to better protect some of Belize’s threatened shark species” said Beverly Wade from the Ministry of Blue Economy. The new regulations are expected to be signed into law within the next month. Sharks are threatened in many nations around the world. Global FinPrint, the world’s largest survey of sharks on coral reefs found that sharks were absent on reefs in several of the 58 nations they surveyed. The results of the survey, recently published in the journal Nature, found hope even though shark depletion was widespread. Nations with strong shark fisheries management informed by science and large marine protected areas had more sharks than nations without these investments. “Thirty years ago, the Government Belize looked at data provided by the late Dr. Alan Rabinowitz and others and decided to protect the Cockscomb basin to preserve jaguars and other land animals and plants” said Ms. Wade, Ministry of the Blue Economy and Civil Aviation. “ The new shark regulations now protect the “Cockscomb of Sea”, a place where sharks can thrive for generations to come”. Another exciting outcome from the National Shark Working Group is a collaboration between shark fishers, the Fisheries Department and Mote Marine Laboratory’s Sharks and Rays Conservation Program. This initiative combines the fisher’s knowledge of how and where to catch sharks in Belize with Motes experience using a variety of electronic tracking devices in order to answer questions about shark movements. This information will be used by the Fisheries Department to make sound management decisions. Support for this program comes from Greg Manocherian, a close friend of Dr. Rabinotwitz, who has a long history of supporting shark conservation efforts, from the Georgia Aquarium supplying tags, and from The Ellen Fund, Ellen DeGeneres’ conservation foundation as part of their new Endangered Campaign. The team has already fitted 5 sharks in Belize with satellite tracking devices, two tiger sharks and three silky sharks. Additional funding comes from the Mays

This cooperative shark tagging program is a win for everybody, because sharks are tagged instead of being landed, the fishers are hired for research, and the scientists and managers obtain useful information. “We really enjoy tagging sharks with Dr. Chapman and the science crew” said Hector Martinez Jr, a shark fisher, “ We all learn a lot from one another and have come to respect each other’s viewpoints on shark management in the country”. Martinez recently tagged a large tiger shark for the program that has spent most of its time in deep water between the main reef and Glover’s Reef atoll. “ I am really excited that we have been able to develop a working group where all sectors are pulling together to improve shark management in Belize” Ms. Wade.

June 23, 2021 The Belize Fisheries Department in collaboration with the Wildlife Conservation Society (WCS) and Dr. Damian Chapman, Director of Shark and Rays Conservation Program at Mote Marine Laboratory are conducting a two-day workshop (June 22-23, 2021) on the use of a thermocycle DNA tool kit that will help to identify shark species harvested in Belize. The workshop aims to build capacity within the Fisheries Department to conduct testing of shark tissue for proper identification of shark species. This will enhance the Department’s capacity to assess the shark population that is commercially fished and exported and address the challenges of illegal fishing and potential trade of protected shark species. In addition, it further strengthens the monitoring and compliance with the international requirements for the export of shark species listed in Appendix II under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The Department will also be recipient of a DNA tool kit, donated by Mote Laboratory which will better equip Fisheries Enforcement Officers to conduct in-house testing and contribute to the improved management of the shark fishery in Belize.

THINK ABOUT IT ANTHONY SYLVESTRE SCORES BIG AT CARIBBEAN COURT OF JUSTICE Belize’s star constitutional lawyers, Anthony Sylvestre won a huge case at the Caribbean Court of Justice Wednesday morning. The case involved serious constitutional issues including the right of Belizeans to a fair hearing within a reasonable time, whether a lengthy delay is a breach of such a right, if so, what is the remedy; and, does our Court of Appeal and even the CCJ itself have the legal authority to determine such matters where the issue is not directly in front of them. A man from Dangriga was convicted in the Supreme Court and sentenced to ten years in jail. He appealed. His appeal remained unheard for nine years. When his appeal did get hearing, the Belize Court of Appeal agreed that the nine years delay was a breach of his right to a fair hearing within a reasonable time, but did not grant him any remedy for breaching his fundamental right which is guaranteed in our constitution. The man who had been given bail about a year ago lost his appeal late last year and was ordered to report to prison to serve the rest of his ten-year sentence. He and his fiancé rushed to Anthony Sylvestre. Anthony saw several serious constitutional issues in the matter. He appealed to the Caribbean Court of Justice - Belize’s highest appeal Court(CCJ). The CCJ agreed with Anthony that there are grave constitutional issues at stake. Usually three CCJ judges sit in a hearing. For this matter all seven judges considered it important enough to require their judgement. They delivered a seventy-seven pages judgement on Wednesday 23rd June, 2021. All the judges vindicated Anthony’s constitutional arguments and submissions. The Associations of Defense Attorneys which has been tracking several of Anthony Sylvestre success at the CCJ is recommending that he be made a Senior Counsel. He has won the most constitutional cases and advanced the improvement of the criminal law for the benefit of Belizeans more than any other attorney during the last eight years We should add that this new judgement of the CCJ has implications for persons languishing in prison for years and can’t get their appeal heard by Court of Appeal and many others cannot get their trials heard in the Supreme Court. Congratulations are in order and big respect to Anthony Sylvestre. SHYNE -ING Shyne Barrow was the first horse out of the paddock of five elected UDP area representatives. He had the boldness and ambition to spur the side of his intent and his vaulting ambition. He went public to condemn UDP leader Patrick Faber for displaying an unhealthy propensity to abuse women. The three other UDPS were shamefully silent. Shyne persisted and wrote media posts and letters and won the prize. After publicly jostling with Tracy Taegar Panton, the only elected UDP woman in Parliament, who showed no sterling stance against domestic abuse, Shyne got- guess who- his auntie Sista Bee- and Hugo Patt, to sign a letter to the Governor General requesting that Faber be replaced. The Governor General has no choice but to accept the majority (of 3 out of 5) request. So Patrick Faber is no longer the leader of the UDP in the House of Representatives…Easy like Sunday morning. Shyne and Sista B, or is it to be or not to be, would never sign such -letter without consulting a certain former Prime Minister, who never wanted Faber to lead the UDP. There is an equally serious move afoot. Just under three hundred UDP delegates have signed a petition requesting a formal voting process to remove Faber as leader of the UDP party. Shyne publicly stated on channel 7 this Tuesday morning that Faber is not a uniter and the UDP needs to be united. The UDP has become the DIS UNITED PARTY. The plot thickens. Faber, who has a unique ability to talk a lot while saying nothing, has been deafeningly silent. S.I. CAUSES PROBLEMS The new government is taking a beating in the public arena. This comes about because a Statutory Instrument, S.I., was signed by the Miniter responsible for fisheries matters on the 25th of May 2021. The S.I. has to do with persons applying for a fishing license. It reintroduces a provision which once again allows persons who are Permanent Residents to apply for a fishing license. Previously permanent residents were not allowed to apply. A permanent resident is a foreigner who is living in Belize legally for twelve months or more. Fishermen and fisherwomen became angry on learning of the S.I. They believe this new law will open the waters to abuse. Central American immigrants from Salvador, Honduras and Guatemala will find ways (including bribery) of getting fishing licenses in an already over-crowded occupation. Illegal fishing in Belizean waters has been destroying our fishing population. The new government has been hurt by the manner in which this S.I. was dumped on the public. It looked sneaky, it looked suspicious. It lacked consultations. It was

never publicised. We suggest, all Statutory Instruments should be tabled at meetings of the National Assembly, with a brief explanation of what the S.I. is about. We have a right to know. An S.I. is a law, it affects our lives, one way or another, in a minor or a major way. It is colonial, and arrogant, to sign a piece of paper in an office, print it in the gazette which no one other than lawyers read, and the citizens must swallow it. The new Chief Executive Officers need to get a handle on a new more progressive way in which our country is being governed. They must question everything, why it is done, what is the best way to do it. Has everyone who are affected, been consulted. We voted for a change of government, and change in how we are governed. SHARKS As a poco tempo fisherman, my real fulltime fisherman friends and relatives tell me of the trade in shark fins. Apparently, down southern waters sharks are being relentlessly fished for their fins. The fins are cut off and the sharks thrown back in the sea. Also, the Sabido family, then, Carla Smith and husband, Ian Bradley, and, later, Joel Mckenzie had his beauty parlor there. The beautiful wooden house is gone. Like so many of these landmark structures. A new owner is preparing the lot. A cement fence carries the bold letters UBUNTU. It is intriguing. UBUNTU! Got to be an African word or phrase. More intriguing, when we recall that at the further corner where Berkley Street meets Albert Street West, was the area called Eboe Town where large numbers of Nigerian slaves built their long barracks type houses. History, rich history in all its beauty and its ugliness. WASTING RESOURCES There are five lawyers in the Police Department in Belmopan. This includes the Commissioner of Police and one of the Assistant Commissioners. An Assistant Superintendent and two Inspectors are also trained lawyers. The last three are not being paid their proper salaries as legally trained police / public officers. They are not on the proper salary scale on which all other lawyers in other departments are paid. They will soon become frustrated and start to seek better opportunities elsewhere. We are further informed that they are underutilized. We are not convinced the police department has need for five lawyers. Certainly, they are not putting these trained officers to use. The Assistant Superintendent can take over the head of the Magistrate Court Prosecutors, rather than the civilian who suddenly turned up in that post under the last government. One of the Inspectors/Attorney should be at the DPP office as prosecutor as two of the prosecutors there are frustrated and looking for jobs elsewhere. The other Inspector not only have a law degree, he also has a Master’s Degree in legal drafting. How can such a valuable, highly trained Belizean be sitting down in a police station not utilizing his knowledge and skills in the legal profession? The Prime Minister will not be pleased, nor will Cabinet, when they hear about this waste of precious human resources. THE MIND The mind is like an umbrella, it functions best when it is open.

Development, Climate Change, and Disaster Risk Management, donated BZ$65,000 worth of equipment, transportation and uniforms to the Itzama Society. The donation of office and field equipment included a desktop computer, surge protector back-up, smart phones, chainsaws, GPS and two ATVs among other items. The Itzama Society manages the Elijio Panti National Park located in San Antonio Village, Cayo District. The park is one of the priority areas under the project, Selva Maya Natural Resource Protection, which seeks to maintain the ecosystem functions and cultural values of the Selva Maya that promote the welfare of its people and offer environmental services of global importance. The Selva Maya area covers approximately 42,300 km² between Belize, Guatemala and Mexico. It has the largest extension of tropical forests in Mesoamerica. Other core components of this project include the development and execution of an effective management plan, the prevention of deforestation and maintenance of the ecosystem’s health, establishment of actions that promote forest landscape restoration and agroforestry systems and the strengthening of the coordination capacity between Belize, Guatemala and Mexico for conservation and sustainable management of the Selva Maya. Help for the Belize Defence Force
The Government of Belize and the Central American Bank for Economic Integration (CABEI) signed a loan agreement for US$30 million (BZ$60 million) in 2015 for the Belize Integral Security Program. The Ministry of Defence and Border Security is now making moves to use funds from that loan to improve the Belize Defence Force (BDF). Operating with a limited budget, the BDF manages hundreds of soldiers and 200 buildings at Price Barracks. The loan will be used for the purchasing of equipment, including motor vehicles, and infrastructure improvements, including the kitchen and living areas that are in dire need of renovation.

June 19, 2021 On Friday, June 18, 2021, the Southern Health Region of the Ministry of Health & Wellness received two new 2020 Toyota Hiace ambulances procured through a grant of 82$398,500. The grant was secured under the GrassRoots Human Security Projects programme of the Government of Japan. The donation is in line with the ministry’s vision of improving quality health care and response capacity and will contribute to the improvement of emergency response transportation at the Southern Regional Hospital. During the handing over ceremony, Hon. Michel Chebat, Minister of Health & Wellness, expressed his appreciation to the Government of Japan and the management team at Southern Regional Hospital. H.E. Kazuhiro lryu, Ambassador of Japan to Belize, shared his commitment to continue to strengthen Belize and Japan’s bilateral relations during his tenure as ambassador.
The agreement for the Grass-Roots Human Security Projects grant was signed on March 11, 2011. The Southern Health Region first started communicating with the Embassy of Japan in 2018 when a project proposal was submitted. The handing over marks the successful completion of the project. Dr. Deysi Mendez, chief executive officer in the ministry, was present at the ceremony along with Dr. Franelda Gutierrez, Regional Health Manage for the Southern Health Region. Dr. Gutierrez was personally handed the keys to the two ambulances, which were transported to Dangriga Town.
Minister of Agriculture Attends Session on Bovine Embryonic Transplantation
Belmopan. June 21, 2021. 4:45 p.m. Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, along with livestock officers from the ministry, attended a session on bovine embryonic transplantation using in vitro fertilization at the Princess Hotel, Corozal Free Zone. The session was led by Mexican experts Dr. Juan Carlos Barros, Mr. Tobias Vasquez Casalez, Mr. Carlos Ortiz Manzo, and Mr. Eli Eric Rodriguez Arevalo. The presentations covered all aspects of embryo transfer protocol and techniques. In an effort to improve the quality of livestock in Belize and increase the quality of live beef and meat exports, the Ministry of Agriculture is exploring the use of selected cattle for genetic livestock improvement at the Central Farm Station through artificial insemination and embryo transfer. Accompanying Minster Mai were personnel from the Ministry of Agriculture, Belize Livestock Producers’ Association, Belize Agricultural Health Authority, and personnel from private livestock breeding facilities in Shipyard, Blue Creek and Spanish Lookout.
The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD5.4mn towards the cost of the Basic Needs Trust Fund Cycle 9 Project (BNTF 9) and intends to apply a part of the funds to cover eligible payments under the Agreement. The GOB has appointed the Belize Social Investment Fund (BSIF) as the Implementing Agency (IA) for the project, and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. Ministry of Blue Economy’s Position on S.I. No. 57 of 2021 June 22, 2021 - The Ministry of Blue Economy and Civil Aviation hereby provides clarity on the matter of Statutory Instrument No. 57 of 2021, which now allows for the participation of permanent residents in the fishing industry of Belize. In 2019, the Government of Belize, under the previous administration, issued legislation (S.I. No. 81 of 2019) to exclude permanent residents from being eligible for commercial fishing licenses. That was done under the perception that these licensed permanent residents were responsible for the depletion and overfishing of fish stocks in Belize. To date, the Fisheries Department has not validated this as data from 2015 to 2019 shows that the maximum number of licensed permanent residents did not exceed 40 fishers. Given the evidence that the fisher population in Belize is over 3,400, this number did not provide justifiable basis for this exclusion. The ministry differs from the position recently expressed in the media that national fishery resources are overfished. The Fisheries Department has not established the overfishing of any commercial fisheries. It is not justifiable to identify permanent resident fishers as being the sole culprits in illegal fishing. Illegal fishing is a complex matter that requires a multi-prong approach to ensure its deterrence and elimination. As with all international and domestic fisheries activities, there are areas of concern, particularly illegal, unreported, and unregulated fishing. The ministry is addressing these in coordination with fisheries enforcement officers as well as other partners including the Belize Coast Guard and marine protected areas personnel. It is the firm position of the Ministry of Blue Economy and Civil Aviation that permanent residents who have met the legal requirements should be afforded the opportunity to participate in the industry. As persons who are legally granted residence in Belize, it is the country’s responsibility to provide them equal opportunities to care for their families, especially their children, many of whom are Belizeans. The government’s role is not to marginalize but rather to put in place policies and programmes that will result in a robust, fair and profitable sector for all. It is important to highlight that this S.I. No. 57 of 2021 is in alignment with the new Fisheries Resources Act No. 7 of 2020 as well as the mandate of the Ministry of the Blue Economy to allow for non-Belizeans to participate in the development of the sector. Central to the ministry’s mandate is the development and realization of the economic potential of Belize’s “blue” resources while putting in place requisite social safeguards that are based on inclusion, equal opportunity and “blue” justice for all. The Ministry of Blue Economy and Civil Aviation invites the guidance and input of all its partners in government, non-governmental organizations and the wider community.

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Philip Goldson Highway and Remate Bypass Upgrading Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreements. The Financing Agreements prohibit withdrawals from the Financing Accounts for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreements or have any claim to the proceeds of the Financing.
The Ministry of Infrastructure Development and Housing (MIDH) through its Project Execution Unit (PEU), the Executing Agency, now wishes to procure consultancy services for an Environmental Specialist (ES).
The Ministry of Infrastructure Development and Housing (MIDH) through its Project Execution Unit (PEU), the Executing Agency, now wishes to procure consultancy services to design and conduct outreach to, and sensitisation/training of, schools and communities in the Project area, about Gender-based Violence (GBV), human trafficking/smuggling and transmission of Sexually Transmitted Diseases (STD) and HIV/AIDS.
The objective of the consultancy is to ensure that the environmental requirements are adhered to during the construction phases of the Projects. The ES will be responsible for reviewing, managing and/or monitoring the environmental measures in the Projects’ Environmental, Social, Health and Safety Management Plans including facilitation of the client’s responsibilities under same. The duration of the assignment is expected to be for a period of 28 months. The MIDH now invites interested, eligible individual consultants and firms who wish to propose individuals for consideration to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. Consultants shall be eligible to participate if: (a) the persons are citizens or bona fide residents of an eligible country; and (b)
in all cases, the Consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
REQUEST FOR EXPRESSIONS OF INTEREST
The objective of the consultancy is to develop and implement a Community and School training and public education/awareness programme for schools and communities along the Philip Goldson Highway and the Remate Bypass. Specifically, the consultancy will: (a)
Produce communication materials through consultation with stakeholders within the community and school via multiple media channels relating to GBV generally, human trafficking/smuggling specifically, as well as STD/HIV/AIDS prevention, including an Educational Toolkit to be used in schools; and
(b)
Conduct public gender education sessions on prevention and response to GBV including trafficking in persons/smuggling and sexual and reproductive health issues with Project-affected communities.
The assignment is expected to be implemented over a period of 15 months. The MIDH now invites interested eligible firms or joint ventures (JV) to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. A Firm/JV shall be eligible to participate if: (a)
in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
Eligible countries are member countries of CDB.
(b)
in the case of unincorporated firms, the beneficial owners are citizens or bona fide residents of an eligible country; and

The ES is required to possess the following minimum qualifications and experience: •
A Bachelor’s Degree in Environmental Engineering/ Environmental Sciences / Environmental Studies or related field with a minimum of five (5) years’ demonstrated experience in environmental management and environmental sustainability and supervision of environmental aspects of infrastructure projects.
In the assessment of submissions, consideration will only be given to qualifications and experience of the individual on similar assignments, and not on the corporate experience of the firm. PUBLIC NOTICE Public Utilities Commission (PUC) In exercise of the powers conferred upon it by Section 7 of the Electricity Act, Chapter 221 of the Laws of Belize and all other powers thereunto enabling with the approval of the Minister, the Public Utilities Commission (PUC; the Commission) hereby notifies the general public that it intends to enact a By-Law in relation to electricity procurement and power purchase. Summary of the intended By-Law: a) The By-Laws shall govern the procurement processes for wholesale, distributed energy resources and short term power purchases by addressing the roles of the Commission and utilities. b) The By-Laws seek to: i. secure public welfare, national security and service at the best value for money; ii. further clarify the exercise by the Commission of its duties under the Public Utilities Commission Act and Electricity Act in relation to the regulation of the electricity industry in Belize; iii. provide for increased conservation of electric energy, increased efficiency in the use of facilities and resources by electric utilities, and equitable retail rates for electric consumers, improved wholesale distribution of electric energy, reliability of electric service and the encouragement and prioritization of locally available resources; and iv. Detail the RFP and PPA processes - regulatory tools to achieve the Commission’s public interest mandate of setting tariffs for the provision of electricity service to the public. These tools ensure that the services rendered by a public utility provider are satisfactory and that the charges imposed in respect of those services are reasonable and that the tariff is correctly formulated to afford a reasonable rate of return to utilities. Sanitization and cleaning of the office is essential to provide a safe and healthy environment for the BTSD personnel and the public. Scope of work: To maintain a clean and healthy working environment at the BTSD at Charles Bartlett Hyde building and compound on Mahogany Street in Belize City, Belize, the contractor must undertake the following cleaning and maintenance services: Deliverables The scope of the contract shall include the following: 1. IDENTIFICATION During the time, the services are being performed, all employees for the contractors shall wear identifiable clothes showing that they are contractors’ workers. The contractor shall send a list of personnel and their hours of work for
the week to the Employer’s representative at the beginning of each week. SECURITY 1. The Contractor shall ensure that there is no pilferage on the part of his/her employees. 2. Most of the work to be done by the personnel in the building is highly sensitive and confidential, the Contractor and his personnel must ensure that they do not interfere with, read, make copies of, or remove any such papers from the building. 3. No such documents shall be removed from the building under the guise of being garbage or litter. 4. A police record shall be provided for all personnel. 5. The Contractor and all personnel must sign and adhere to the Confidentiality Oath. PROVISION OF LABOUR AND EQUIPMENT 1. It is hereby understood and agreed that by the Contractor that this is a “fixed price” contract, and the Contractor shall provide all labour, equipment and cleaning supplies to perform his/her duties under this contract including One (1) supervisor, five janitors and one yard attendant. • There is a dedicated storage room on the premises for keeping supplies and equipment. RESPONSIBILITY 1. The contractor shall ensure that the building has been properly cleaned in accordance with the terms and conditions of this contract. 2. The contractor is responsible for all fees, taxes and other cost related to worker’s compensation, GST, Social Security contributions, etc. 3. The Contractor shall attend quarterly meetings or as requested with the representative of the employers for monitoring and evaluation of cleaning and maintenance services performed by the contractor, as set out in the terms and conditions of the contract. 4. The Contractor must invoice the Government of Belize monthly for services rendered. 5. The Government of Belize assumes no liability, expenses or cost for the conduct and work of the contractor or its employees. 6. All work must be done between the hours agreed upon. COMENCEMENT AND DURATION The duration of the contract is for two (2) years for the period July 1, 2021, to June 20, 2023, and is subject to satisfactory performance of the contractor. QUALIFICATION FOR THE CLEANING COMPANY The selected consultant should have the following characteristics: 1. Have a minimum of three (3) years working experience in Government offices. 2. Cleaning and maintenance or similar type work experience of at least five (5) years is required. 3. Experience working in the public and private sector in similar assignment. 4.
Skills, Abilities and Knowledge The team will need to have or demonstrate the following: • Excellent written and communication skills in English and Spanish. • The ability to solve problems in a timely fashion. • Organizing a work team with hands-on experience. • Good public relations, organizational, coordination and networking skills required. • Honesty, integrity, and respect. • Demonstrate daily monitoring of on-site workers.
