Cabinet Brief Belmopan. 2nd June 2021. 6:00 p.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 1st June 2021. •

Cabinet welcomed the comprehensive Completion Report of the Emergency Works carried out from November 2020 to May 2021 from Hon. Julius Espat, Minister of Infrastructure Development and Housing. The report includes infrastructure works conducted after the passing of hurricanes ETA and IOTA and funds Cabinet approved to urgently restore and repair countrywide damage to roadways and road infrastructure and to make repairs to the national road network and streets that were already in a state of disrepair due to years of neglect.

Hon. Cordel Hyde, Deputy Prime Minister and Minister of Natural Resources, Petroleum and Mining, informed Cabinet about the technical challenges faced by Belize for managing the growing volumes of waste, the challenges in waste collection services, particularly in relation to rural communities, and the lack of adequate recycling programs and insufficient management practices at disposal sites.

Cabinet gave its full support for the establishment of an inter-ministerial committee to find ways to develop a plan to address these important waste management issues.

Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, reported on his visit to the northern border and his exchange with the Mexican press in relation to the 31st May 2021 phased reopening of land and sea border points to receive foreign tourists, namely, the Santa Elena Northern Border, Benque Viejo del Carmen Western Border, San Pedro and Punta Gorda borders for foreign tourists who wish to visit Belize for recreation and vacation purposes. Only tourists who are pre-booked at Gold Standard Certified accommodations for a period of no less than three days will be allowed entry into Belize.

Finally, the Prime Minister informed Cabinet that he was departing the country on Tuesday, 1st June 2021, to Guatemala City for an official visit with President Alejandro Giammattei Falla and that he would return to Belize on Thursday, 3rd June 2021. During his absence Hon. Cordel Hyde, Deputy Prime Minister, will act as Prime Minister.

At the invitation of H.E. Alejandro Giammattei, President of the Republic of Guatemala, Hon. John Briceño, Prime Minister of Belize made an official working visit to Guatemala on 2nd June 2021. During the visit President Giammattei and Prime Minister Briceño held substantive and productive discussions on a number of bilateral and regional issues. While Guatemala’s Claim is before the International Court of Justice, the two Heads reiterated their commitment to further strengthening the ties of friendship and cooperation between Belize and Guatemala. The Leaders exchanged views on the impact of COVID-19 pandemic on the health, social and economic sectors of their countries. They reiterated the urgent need for equitable and affordable access to vaccines so that a sustainable path to recovery could earnestly begin. Trade and Cooperation President Giammattei and Prime Minister Briceño reviewed the frameworks in place to facilitate bilateral trade and deepen cooperation between their two countries. In view of the important role trade can play in the economic recovery of their countries, the Leaders agreed to enhance the Partial Scope Trade Agreement between Belize and Guatemala. They directed their officials to reactivate the institutional framework of the PSA with a view to improving its implementation and advancing its expansion. Both Leaders welcomed the reactivation of the Belize Guatemala Joint Commission, which met on 18 May 2021 in Belize City. They reiterated their commitment to the full implementation of all thirteen bilateral cooperation agreements. They directed the Joint Commission to accelerate the implementation of all the agreements and to explore and design projects and programmes of cooperation between the two countries aimed at strengthening friendship between the people of Belize and Guatemala and their development. Security and Migration The Heads exchanged views on the threats posed by transnational organized crime to the security of their countries, quality of lives of their citizens and peace in the region. They directed discussions, towards the establishment of a high level security group, be commenced between their respective Ministries of Foreign Affairs, through the exist-

ing mechanisms established by the Agreement on a Framework for Negotiations and Confidence Building Measures between Belize and Guatemala signed in 2005. The two Leaders discussed the ongoing migration situation and reiterated the importance of a regional approach. Prime Minister Briceño congratulated President Giammattei on his imminent assumption of the Presidency Pro Tempore of the Central American Integration System and pledged Belize’s support and cooperation. Prime Minister Briceño thanked President Giammattei for the warm hospitality shown by the Government and People of Guatemala to him and his delegation. Prime Minister Briceño extended an invitation to President Giammattei to visit Belize at the earliest opportunity. The Official Visit to Guatemala of Prime Minister Briceño, was carried out following the positive dialogue started during the Meeting of Ministers of Foreign Affairs at the Office of the Organization of American States (OAS) in the Adjacency Zone (AZ), on March 4, 2021, and constitutes a historical event for the bilateral relationship that endorses the high priority that both Peoples and Governments give each other. Toxic Masculinity

oxic Masculinity and its malevolent odour permeate the UDP. The aggression and violence toward women are symptomatic of a greater, much deeper social ill. Misogyny is real and robust in the UDP. There have been several instances of alleged violence toward women by several key members of the UDP hierarchy. The entire nation witnessed just very recently the comportment of the Leader of the Opposition as he unleashed his verbal attack on the Speaker of the House. During the tirade, the LOO was observed to be churlish, aggressive, and condescending toward the Honourable Speaker disrespecting both her person, her office, and Belizean women everywhere. A video of the LOO followed which evidenced aggression toward a female in presence of a minor child. The LOO has since given an apology of sorts replete with butterfly kisses but absent of sincere remorse or concrete proposals on how he intends to do better and avoid total unravelling in the future. Enter the Sandman. The self-proclaimed whip of his party, Shyne quickly put in his last two cents, and is now broke, on the ongoing crisis. So quickly the pot and kettle agreed on only one thing, how swift and harsh the public outcry and backlash of the Belizean public on violent misogyny. It might be that sanctimonious is not a good look for Shyne nor does it suit a man accused of kicking his wife. Others in that party including Mark King and Alberto August were far wiser keeping quiet in mistaken hopes we might forget that they also have had their rather stellar moments. The LOO forgets that he is a Member of Parliament and as a public figure other men and young boys emulate in both thought and deed his attitudes and actions. He does a great disservice by his manifestations of deep-rooted misogyny. These wreak havoc on our society and are the result of a deeply patriarchal society. This results in loss of basic human rights for our women and girls and promotes violence in its many varied forms against them. There has been an outcry and denouncement of these attitudes from many corners, and even from within his own party. However, the tepid condemnation from Hon. Tracey Taegar Panton while noted still lacks the strong censure such reprehensible and repeated offences warrant. It is obvious from her missive that fails to name the culprit outright that the Albert area representative is intimidated and fears the reprisal it would bring. The failure and fear of an elected member of the House of Representatives to publicly condemn the LOO for his violence is another illustration that the despotic behaviour and attitudes run deep. We cannot expect our men and boys to do better if our former Deputy Prime Minister, an educator by profession, by his example teaches the disrespect of women, and normalizes violence against them. The Hon Tracey Taegar Panton on the other hand teaches women and girls that butterfly kisses and insincere apologies are enough to appease and forgive monsters. Her attitudes suggest that she too has been indoctrinated by a society that teaches women must not rock the boat, they must know their place and allow themselves to be led even if by unworthy men. We have come to expect very little form the LOO, and certainly this has been a new low. We had higher expectations from the Member from Albert, as a leader in her own right, to give women and girls in this country hope that she would stand with them in support to end violence against women in Belize. We urge the LOO to seek counselling and anger management and if he is indeed sincere to work along stakeholders to end this scourge in Belize.

Faber Ought to Resign It seems that LOO Faber resigns himself to battering anything that he disagrees with. The temp Leader of the Opposition Faber was caught on camera berating a woman just because he could. His disrespecting of the Speaker of the House Woods has Faber precedence as he has called her “gyal” as well albeit under the UDP normal of imagining the possibility but he did. During the May 28 House of Representatives sitting, Faber was at his public normal. He ran circles around the truth and when hindered by the authority in the House, Faber found how to disrespect and downright insult the Speaker’s commands. Is Patrick Faber motivated to berate the Speaker since she is a woman? Patrick Faber joined Shyne in the virility of videos that show sick hostility towards women he is close to. In what we can only term his private normal via a close caption video feed, Collet, Representative Faber, LOO Faber, Father Faber, and Boyfriend Faber was seen hurling at something. Whilst this sprint beat his UB record of 16 or so years ago, one can only guess that the baby was privy to some violent rapping on a door which probably gave in to the force and curse language. The video making it to the new world of the internet is tantamount a shout at the top of their lungs: HELP!! He apologized but we have heard that before. Belize cannot tolerate this level of abuse. Can Faber separate his being a Representative, Leader, Father, and ex-Boyfriend? Can Faber allude to political foul for the media talking about the video? Yes, it is fair...Faber should resign. But who will replace? There is no one.

Patrick Faber behaving in a violent and abusive manner towards the mother of one of his children and in the presence of his child. In the video, the Leader of the Opposition is seen walking into the house holding his daughter as she is crying profusely and then speaking in a verbally abusive manner to the mother of his child as she removes the child from his hold. The Leader of the Opposition is then seen charging towards the room, and sounds of a door being knocked/stomped open can be heard along with further verbal exchanges. The UWG strongly condemns these actions of the Leader of the Opposition as a senior political figure and a parliamentarian. He has an obligation to lead by example. UDP John Crows Are Out!

Now that the political carcass of the, for all intents, outgoing unapologetic UDP leader of the Opposition is out in the barrenness of the UDP, the zombie ex-Ministers and the other repeat offenders have sniffed red blood and they are out for the political jugular. They will whip this carcass until it is totally out of commission. These zombie ex-representatives and repeat offenders somehow find it easy to imagine that the empty seat of a Leader of Opposition(LOO) should be filled by another vile and corrupt entity. The problem with the UDP is that they have ZERO options…Sista B cannot say anything. Shyne is a repeat offender of people’s ears and more. Hugo is a constant question on wrongdoings. Tracy just barely won Albert except for all those extra people in her mom’s house and office. Imagine, the John Crows are circling but if they eat up Faber they would literally be eating up the very, very last of the UDP. They really were the Champions of Incompetence after all. In the end, it is all UDP infamy.

THE NATIONAL WOMEN’S COMMISSION ADVOCATES FOR A ZERO TOLERANCE TOWARDS VIOLENCE AGAINST WOMEN. Through the “Engaging Men and Boys to Advance Gender Equality and Help Prevent Gender-based Violence” training sessions, Belize has made great strides in engaging men and boys to become advocates for the end of gender-based violence and advancement of gender equality. This program is done in partnership with the Spouses of the Caribbean Leaders Action Network (SCLAN). Over the past year, there has been an increase in reports of violence against women attributed to the frustrations Belizean families faced due to the Covid-19 pandemic. This week alone, two disturbing incidents have arisen. First, a young woman was physically assaulted by two men of a rival company as she was doing her job. Second, a video emerged showing the Leader of the Opposition, Hon. Patrick Faber aggressing the mother of his child in the presence of the child. We vehemently condemn the actions of these three men as they have violated the human rights of

these women. The National Women’s Commission reminds Belizeans that acts of violence against women have adverse effects for families and communities in which they live. We remind Hon. Patrick Faber that as a public figure, men and boys look to him as a role model and his actions may influence men and boys to believe that acts of violence against women is an accepted norm. The Commission acknowledges Hon. Faber’s public apology, and we invite him to take action and become part of the coalition to end violence against women. The National Women’s Commission as the advisory body of the Government of Belize on gender equality, equity, and women’s empowerment, continues to advocate for programs that not only engage and empower women but also engage and rehabilitate perpetrators of violence against women. --END--

PlanBelize Commitments

As a part of the planBelize government and the PM Briceño team’s commitment to Good governance the Protected Disclosures Bill 2021 was introduced and the Minister of Tourism explained the 30 Million for Tourism stimulus. The sceptics would like Belizeans to believe that this bill came about because of Union pressure. History will record that the PUP governed with a tolerant democracy whilst the UDP arms of the Unions along with embedded UDP public officers attempted to subvert the work of the new doubly mandated People’s United Party—or triple if one counts the 2019 Village Councils along with the November 2020 26-5 shellacking and the Municipal Elections trouncing of the UDP by 65 to 2 seats. The UDP have been sent out to pasture and, for all intents, are zombified. WhistleBlower’s Bill Introduced in House The PUP nevertheless is systemically attacking corruption. The bill soon to be an Act will see corruption nipped by protecting Belizeans who silently or openly call out wrong doings in government. It is refreshing to see Bills being introduced by the ministers. This is definitely the way to go in the democratic administration of Belize. The Minister of Public Service, Constitutional and Political Reform introduced this bill. Hon. Henry Charles Usher, Fort George: “I rise to introduce a bill for an Act to combat corruption and other wrong doings by encouraging and facilitating disclosure of improper conduct in the public and private sector, to protect persons making those disclosures from detrimental action. To regulate the receiving, investigating or otherwise dealing with disclosures of improper conduct and to provide for matters connected therewith or incidental there to. The protected disclosures Bill 2021 is more popularly referred to as the Whistle Blower’s Bill and it is part of Government’s good governance legislation. I need to first acknowledge and express gratitude to the Attorney General and her staff for the incredible work being done and for drafting this Bill in record time. A copy of this Bill was presented to the joint union team. And they were supposed to respond by May 18th in writing but they have not done so. We are proceeding nonetheless. It seems that for some people they are more interested in talking or maybe they are reserving their comments for when it goes to the House Committee. Another piece of legislation madam speaker that was prepared in record time is the Civil Asset Recovery and Unexplained Wealth Bill. This Bill was also shared with the unions and they were supposed to provide their comments by June 8th. Out of respect for the agreed to timeline this Bill is not being introduced as yet. But it shows you once again Government’s firm commitment to good governance.” Funding for Tourism Sector The Border has just opened for Tourism in an exercise that mimics the Covid protocol of the Airport. The safety levels that it is deemed to provide is thus one that has been internationally renowned. To totally move the Tourism sector to a level post pandemic will be one that will be painstaking but Belize is up to it. Belize beating Covid to a level that can be called ‘under control’ is definitely a giant first step. Next is the speed and number of Belizeans vaccinated is of dire importance. Also, the planBelize administration recognized from the onset that stimulus funding will be necessary to push the Tourism machine to full throttle. Leave it to the UDP to continue pushing for immediate effect of planBelize. Shyne was expecting houses to be built moments after the PUP won in November 2020. Tracy Panton sim-

ilarly is requesting that the funding for Tourism be explained. Government has a fur tiered plan that includes a 30 Million stimulus package, 50 Million for the economic sector, 40 Million Loan from the Inter-American Development Bank and 2.5M for Small grants. This was explained by Minister of Tourism and Diaspora Relations Anthony Mahler at the May 28 House Meeting. He explained that time is a definite factor and that presently only the Atlantic Bank, an independent source is helping with already disbursed six million with 10 million in the pipeline. The world of today may be compared to a giant corporation. Even countries are a small part of this whole. Each part has to perform in order to be funded by external sources. For Belize, opening of the border to tourism with protocols in place is a step but the normalcy idea trumps that. Tourists coming in via land, sea, and air unimpeded and freely is the goal. That only happens is a phased way and with Belizeans vaccinated. When planes, cruise ships and buses begin to show a semblance of pouring back into Belize as is fully expected funding will surely come alongside. At the same House Meeting Minister Mahler commented the following: “I am confident that with the standard operating procedures and the protocols we are putting in place, we will have a safe reopening. If you at the reopening of the airport that some were opposed to in October, and you look at the numbers coming through the airport, you will see the number of positive cases through the airport is minimal. The airport represents about 75% of the overnight arrivals coming into this country. The land borders then - and the seaports altogether [represents] the other 25%. So, you’re dealing with much smaller numbers than through the airport, but the protocols will be a little bit more stringent.” He emphasized about the June 1st opening: “And I want to stress this to the Belizean public. We are not opening the borders for a free-for-all. It is only for tourists who are passing through, or coming into this country, staying at a gold standard hotel, and moving through the country with a gold standard tour operator. It is not for Belizeans wanting to go to Chetumal to party or to hang out.” On the Freezone: “we opened the Free Zone that is now providing 1,200 jobs for Belizeans making a decent living to take home to their families. Those people were never working at the time. Tell me how many cases of COVID have been reported because of that interaction with people from Quintana Roo into the Free Zone. There have been at least 77,000 -78,000 people passing through, since the reopening, and there has been no spike, no spread in Corozal or the northern districts.” On cruise ships coming Minister Mahler continued: “We’ve had extensive discussions with the Florida Caribbean Cruise Association, and specific lines. We were advised by Norwegian that their first voyage to Belize would be a test run on August 4th, and the first official voyage to Belize would be a test run on August 4th, and the first official voyage to Belize with passengers would be on August 7th out of Montego Bay. They’re looking to change out of Montego Bay and go back to one of the home ports in the United States. We’ve spoken recently to Carnival, and Carnival represents over 70% of the capacity in the country. And they were saying to us initially that they would have returned later on this year. It is good to note that they will start in July with 4 voyages, 4 in August and 6 in September. It is just a start, but it is a good start, and I believe that by the end of the year, with robust bookings that the cruise lines have been talking about, that will have cruise tourism back to its full capacity sometime early next year.”

The National Emergency Management Organization (NEMO) hereby informs the public that the 2021 Atlantic Basin Hurricane Season has officially opened. As the hurricane season starts, Belizeans are reminded to remain alert for tropical cyclone development. The outlook for the 2021 Atlantic Hurricane Season is for 13 to 20 named storms, six to 10 hurricanes, and three to five major hurricanes. This does not mean that all of those systems, if developed as predicted, will affect Belize. However, it only takes one to affect us negatively. Therefore, we must continually increase our state of readiness. The public is hereby advised to review emergency plans for family, ministry/department and business continuity. In preparation, the public must clean drains, trim trees that pose danger to power lines and homes, secure roofs, windows, and doors. Additionally, persons who live along the coast and in low-lying areas, which are flood-prone, or in homes that cannot withstand tropical cyclones (i.e. tropical depressions, tropical storms, and hurricanes) should identify a shelter for evacuation. If you plan to evacuate when Belize is threatened by a tropical cyclone, please leave early. BELIZE CITY COUNCIL NOTICE OF SUMMONS

Belize Meteorological Service The 2021 forecast is suggesting that tropical cyclone activity will be above normal in the Atlantic Basin (North Atlantic Ocean, Caribbean Sea and the Gulf of Mexico). The prediction is for there to be 13 to 20 named storms, of those six to 10 are expected to become hurricanes and three to six are expected to become major hurricanes (Category 3 or stronger). Using the updated 1991 to 2020 climatology, an average season in the Atlantic Basin now consists of 14 named storms, seven hurricanes and three major hurricanes. The main factors that are indicating an active 2021 Atlantic hurricane season are: (1) No El Niño is expected this year, therefore, this factor will not contribute to the suppression of tropical cyclone activity in the Atlantic basin. (2) Warmer than average sea surface temperatures are expected by the peak of the season in the tropical Atlantic Ocean and Caribbean Sea, which tends to favour hurricane development. (3) Weaker vertical wind shear

NHRMC Prepares for the 2021 Hurricane Season

June 1, 2021. 3:50 p.m. On Friday, May 28, 2021, the National Human Resource Management Committee (NHRMC) held its first meeting in preparation for the 2021 Hurricane Season. According to Part III, Section 6 (5) of the Disaster Preparedness Response Act (the Act), Chapter 145 of the Laws of Belize (Revised Edition 2011) establishes the National Human Resource Management Committee. The NHRMC is to allocate appropriate human resources to serve as responders for emergency management duties. Mr. Rolando Zetina, CEO in the Ministry of the Public Service, Constitutional and Political Reform and chairperson of the NHRMC, expressed his gratitude to the men and women on the committee who have served selflessly over the past years. He emphasized how important the role of each public officer is during times of emergency. “Public servants have had to think quickly and creatively during times of disaster, and many have put their lives at risk during these times in order to continue serving the public. The citizens of Belize can rest assured that this committee will ensure that citizens’ safety and needs are looked after. The work begins now,” Mr. Zetina stated.

UDP Infects the PSU PSU’s Ex-President: “You can’t just give away membership money”

A couple days after the end of May 2021 weekend, the now ex-Public Service Union president commented on a public medium that the Belize Branch audit that revealed financial irregularities was NOT fake. The ‘new’ president, Flowers, of the larger body seemed to want this to just blow away and later went on to say that Henry has no authority to comment of PSU matters. Here are some excerpts of what Henry commented on.

Actual Excerpts of PSU Belize Branch Treasurer Report for 2020-21

Unaccounted/Missing receipts A partial handing and taking over of the Belize Branch records from the previous treasurer was done on 23rd May 2020. On 25th May 2020, I wrote the Chair that the handing and taking over of records were incomplete because of unaccounted and missing receipts. The Chair responded that she misplaced some of the receipts and made no effort to rectify the situation until the branch audit was conducted in November and December 2020. Irregular Practice A cheque that was prepared by the previous treasurer two days before the handing over on 23rd May 2020. Cheque # 375 dated 21st May 2020 for $ 300.00 was prepared to Discount Supermarket. Examination of the records after the handing over revealed that Discount Supermarket invoice dated 21st May 2020 was for only $ 140.00 being payment for providing 2 cases of Guinness for the March 2020 AGM. Reconciliation with Bank statements No evidence of bank reconciliation conducted by the previous Branch Treasurer was found as no bank reconciliation statement existed as of 23rd May 2020. The bank reconciliation is important as it helps to identify inaccuracies and discrepancies. 1. Spending of monies without my knowledge The Chair was spending money without my knowledge. Two such cases are: A total of $ 3,000.00 was prepared on 16th July 2020 for our 2020 Back to School Drive. I later discovered that the chair received back a total of $ 785.16 on 10th September but never returned it to me as the Treasurer to be deposited back into the bank account. This practice is important for proper paper trails in accountability and transparency.

Here are Excerpts of Gerald Henry’s Interview Ex-President of PSU Gerald Henry: “Indeed that was a genuine report that was shared with all the members of that particular branch and the report was done by a very experienced and capable auditor in fact one that was a part of the immigration and nationality audit. So it was not someone who didn’t know about accounting, the person actually seniors me in the audit department and I have been an auditor for the past 27 years but that person holds a higher post than I do and so I have a great deal of respect for her and her abilities. And when that report came out, it was shared with all the membership of that branch and it went to the council of management and she had made certain comments about certain individuals in that council. The report came out and the next step, the council decided they were going to - the same members that were called out in that report - decided they were going to audit the treasurer’s report. So it’s like me going to audit a particular ministry, let’s say ministry of lands, and then when I produce my audit the chief executive officer and the chief finance officer and those persons there decide to look at my report and produce their own report.””… Not because you don’t like what was in the report you consider it fake, so I guess that’s what happened, they didn’t like the contents of the report but nonetheless it was an official report.” “I was observing certain things that I did not like to see as an auditor. And I wasn’t comfortable with some of the things I observed, however, when that report came out and I got into the details of it and so on, I was then even more concerned with the fact that we need to ensure that there’s far better accountability and transparency in the union. And the attempts by the then treasurer for that branch to get some more features in the report, the branch treasurers report, those failed when she requested for them to be audited, she requested that from the national treasurer that a section be put into place that would then identify outstanding receipts because as you know outstanding receipts is pretty much equal to outstanding money because receipts is equal to cash not being able to...” “Account for cash, hence the reason she wanted to have a section in the report that speaks to outstanding receipts however when she attempted to do that the national treasurer rejected that and insisted her report remains in the format that he prescribed which did not include missing receipts and so that is where the clash occurred in one instance and there’s the issue of monies being deposited in personal accounts, there’s the issue of monies being given as grant, medical grants, etc, to certain members of the branch and things like that should

have gone through the membership of the branch to get approval of the membership of the branch, you can’t just give away membership money like that and those things were reported on as “I found that oftentimes, that’s the reason why I was outvoted on a lot of instances, because as far as the way how things operate the president is only another member of the council and the voice and the face of the union but in terms of authority, there was nothing there I could have used in any occasion or instance to veto, if you want to call it that, the decision of the majority of council.” So it seems that Henry was saying that someone else in the council had more power than he had when he was president and, thus, he leaves the corruption within the PSU intact. This corruption is definitely due to the fact that the PSU is UDP-based and it is also consistent with the notion that ANYTHING the UDP touches get corrupted. The UDP has corrupted entire ministries, corrupted being in Opposition, and now it is clear they have infected the PSU. This past weekend’s facade called an election of the Public Service Union is proof positive that the PSU is tantamount to a bunch of UDP cronies. These UDP mercenaries have a couple things in common: they were all politically installed by the publicly castigated corrupt 2008-2020 Barrow-Vega-Faber gang AND this is the same rogue administration officials that found or made loopholes and abused billions of dollars spent criminally under the guise of not being legally guilty. Gapi’s Boy president; you know this was a rigged election. On a relevant note: One would think that a Union with all of Flower’s verbiage would be more transparent and accountable than any other entity. As has been obvious from history, the PSU doesn’t know the meaning of those two terms NOT do they know what ‘Strike’ means. In fact, ‘new’ president is still asking membership for Strike Action whenever it is possible. Dean Flowers doesn’t even know what to Strike means. Elena Smith and the few followers were taken for a 5 week red ride. Who suffered? The teachers and children of Belize suffered once more the nastiness of the UDP. Lawyer Barrow that built Sanctuary Bay and destroyed Belize’s economy produced rabid followers within the PSU and the Public Service. These followers have definitely found a need to cover their tracks and that of their corrupt padrinos unmasked and removed by the savvy electorate of Belize. The followers need to be removed from any and all obligations that involve them serving/sabotaging Belize. The UDPPSU and their followers they Got to GO!!

STRENGTHENING OF TAX ADMINISTRATION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consulting Firm to Prepare and Implement a New Audit Model, making use of the wider range examination and risk-based techniques (to include analytic tools for audit) Institution: The Ministry of Finance (MOF) Country: Belize Project: Strengthening of Tax Administration (STA) Abstract: Consulting Services – Consulting Firm to Prepare and Implement a New Audit Model, making use of the wider range examination and risk-based techniques (to include analytic tools for audit). Loan No.: 4839/OC-BL Deadline: June 25, 2021, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). The main beneficiaries of the Project are: (a) the Government, which will have more revenues to implement its public policies; (b) taxpayers, who will have more support and a digital environment to fulfil their tax obligations; and (c) the population, from the government policies implemented. Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. The BTSD management has identified the need for a modern audit approach based on risk analysis. The BTSD Strategic Plan states that: “BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, risk-based audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. Risk mitigation reduces the extent of exposure and ensures that the strategic objectives are achieved.” The consulting services (“the services”) includes the contracting of a consulting firm for a period of ten (10) months to Prepare and Implement a New Audit Model, making use of the range examination and risk-based techniques (to include analytic tools for audit). The main activities of the consultancy includes: 1. To assess the status of BTSD taxpayer audit strategies and operations for all tax type. 2. To review the Audit Division organization and resources, as well as the staff skills 3. To suggest the strategy for centralization/decentralization of the audit 4. To propose a new organization area (if required) 5. To propose the staff composition by area and by location 6. To propose the different audit programs taking into consideration taxpayer segments and different audit locations (central, districts). 7. To propose a system of massive audit based on IT verification of returns against risk factors and third-party information. The selected cases should be resolved very quickly (4 cases a day) as they are based on firm verification. 8. To propose modern analytic tools suitable for Belize’s environment by conducting a SWOT analysis to support the audit work. 9. Once the proposal on the modern analytic tool is approved, the consulting firm will procure, implement, and train auditors in its utilization. 10. To conduct Pilot audit with the audit team to plan, execute and report on randomly selected taxpayers. The Consulting firm should have a minimum of five (5) years’ experience in Tax Administration Taxpayer Audit and Risk Analysis. As well as a strong expertise in the use of modern analytic tools. The Consulting firm should prove its expertise in Tax Administration audit, risk analysis and Business Strategy (supporting business and organization goals). The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested eligible Consultants must submit an Expression of Interest providing information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, description of similar assignments specifying start and end dates of assignments, experience in similar conditions, availability of appropriate skills, etc.). The term “consultant” means a legally-established professional consulting firm or an entity that may provide the services. Expression of Interest package should contain: (i) Document explaining interest, experience, and competence of the consulting firm. (ii) Firms experience in the assignment of similar consultancy services during the past five years. Description of similar assignments specifying start and end dates of assignments. Ambassador of Belize Presents Credentials to the President of the Republic of Guatemala

Governor General Swears in New Minister of State

Belmopan. June 1, 2021. 4:15 p.m. On May 31, 2021, H.E. Jose Alpuche, ambassador of Belize to the Republic of Guatemala, presented his letters of credentials to H.E. Alejandro Giammattei Falla, the President of Guatemala, during a ceremony at the National Palace of Culture in Guatemala City. In his remarks, President Giammattei emphasized Belize and Guatemala’s shared vision of expanding and deepening all aspects of the bilateral relations between the two nations as well as a desire for greater collaboration on regional and international issues. As Belize’s chief representative in Guatemala, Ambassador Alpuche will be tasked with implementing the government’s foreign and trade policies with that nation. He succeeds Ambassador Alexis Rosado whose tour of duty concluded on March 24, 2021. Ambassador Alpuche is a former chief executive officer in the Ministry of Agriculture as well as a former foreign service officer in the Ministry of Foreign Affairs. He served at diplomatic missions in the United Kingdom and in Belgium.

The new minister of state was elected in the by-election of March 3, 2021, and sworn in as a member of the House of Representatives on April 9, 2021. Hon. Vega-Samos is the first woman to be elected as area representative for Corozal Bay. Hon. Vega-Samos succeeds Hon. Gilroy Usher who will now join Hon. Rodwell Ferguson as the Minister of State in the Ministry of Public Utilities, Energy and Logistics. Minister Samos was joined by her family and members of the House of Representatives during her swearing-in.

June 1, 2021. 2:40 p.m. On Monday, May 31, 2021, the Ministry of Rural Transformation, Community Development, Labour and Local Government and the United Nations Children’s Emergency Fund (UNICEF) signed the annual Rolling Work Plan (RWP) for the Sustainable and Child Friendly Municipalities Initiative (SCFMI) for the period 2021-2022. The SCFMI is a child-centered and rights-based initiative that focuses on development and governance through the lens of children. This initiative is funded by UNICEF to support the implementation of programs in the municipalities for the advancement of the rights of the children and is facilitated by the Ministry of Local Government. Belize Receives Additional Ventilators from Mexican Government Belmopan. June 1, 2021. 2:30 p.m. The Ministry of Health & Wellness received two mechanical ventilators at a handing over ceremony held at the Philip S.W. Goldson International Airport on Monday, May 31, 2021. The donation formed part of Mexico’s official COVID-19 pandemic donation to Latin America and the Caribbean under its CELAC Presidency. In September 2020, initial discussions began between the Ministry of Foreign Affairs and the Embassy of Mexico for the donation of manual

Dear Editor, Patrick Faber claims to have been born for the moment. He has aspired all his life to become Prime Minister of Belize. We must acknowledge his drive and congratulate him on his ascension to the leadership of the UDP. What a paradox? Dean Barrow left the UDP in shambles just as he left the country’s economy. Under Faber, the UDP has taken battering after battering with no end in sight. It can be acknowledged that Faber is a frustrated leader. His party is structurally and financially shattered. That can well be the excuse for his fit of rage that he has demonstrated recently in the House of Representatives and in his domestic disputes. Can it explain the times previous to these two incidences? It is clear that this Hon. gentleman has a serious problem that goes beyond the toll that comes with being leader. Mr. Faber recently attended the swearing-in of our new Governor General, a female, Her Excellency Froyla Tzalam, her Majesty’s representative in Belize. Her Excellency demonstrates grace, intelligence, wit and wisdom. She rightly represents the Crown. In almost the flip of a coin, we come face to face with Faber who totally misrepresents Her Majesty’s Loyal Opposition by his verbal abuse on the Speaker of the House and as depicted in a leaked video his verbal and physical abuse on women. He demonstrates actions persistent with a mentally deranged person that cannot be countenanced and accepted. A mere apology cannot do it. This guy is a repeat offender and it is clear this is endemic in his DNA and, to be frank, in the UDP. We have consistent examples from the likes of Boots Martinez, Alberto August, Shyne Barrow, Mark King and the list goes on. I encourage the temporary leader of the opposition to seek professional help. You have been described as a sick puppy by those in your party and your actions over time have made this claim true. You are sick Patrick Faber. Get help and do so quickly before you destroy everyone and everything around you. While you are apologizing, apologize to the Hon. ventilators to Belize. Through the bilateral relationship, Belize along with eight other Caribbean countries also received a donation of ventilators. Two of the four mechanical ventilators,

which were previously handed over, are currently in use at the COVID-19 Unit at the Karl Heusner Memorial Hospital. Present at the handing over

were Hon. Michel Chebat, Minister of Health & Wellness; Dr. Deysi Mendez, chief executive officer in the ministry; Ms. Orla Kantun-Coleman, director of international affairs (cooperation), Ministry of Foreign Affairs and Foreign Trade; Dr. Laura Elena Carrillo Cubillas, executive director for AMEXCID; and H.E. Martha Zamarripa Rivas, ambassador of the Embassy of Mexico in Belize. Mexico is a key partner for Belize through various bilateral and multilateral cooperation agreements and projects. Throughout the COVID-19 pandemic, the Mexican government through the Mexican Agency for International Development Cooperation (AMEXCID), continues to support Belize in areas of priority such as health, environment, education, infrastructure, science, and technology. SWEETHEART RETIREMENT PACKAGE BLOCKED

By Gilroy Usher, Sr., Minister of State in Public Utilities, Energy and Logistics “Oh what a tangled web they weave. When first they practice to deceive.” – Walter Scott On Friday May 28, 2021 a motion for approval to lease the Commerce Bight Port in the Dangriga Division to the former member for Dangriga and cronies of the previous administration in another of their many corrupt deals was resoundingly rejected by all 26 PUP members of the National Assembly. The motion nevertheless received the full support of the three members of the Opposition who were present specifically Faber, Taegar, and Shyne. Conservative estimates value the Commerce Bight Port in excess of $3 million with an annual rental value of $300,000 and the Finance and Audit Reform Act prohibits the disposal including lease of public assets in excess of $2 million without approval of the National Assembly within one month of its execution. On November 9th, 2020 only two days before the 2020 general election, the previous administration signed documents to lease the Commerce Bight Port, which is a very valuable real estate asset of the government to political cronies for 25 years for the pittance of $5,000 yearly plus a mere 1% of the gross revenue of the facility at the end of each financial year. At that time the National Assembly was dissolved for almost a month so the corrupt bunch could not obtain the required approve for their sweetheart deal from the House. The vote in the House on the matter was necessary to make it abundantly clear that cronies of the then government cannot possess a valid lease for the Commerce Bight Port despite their claim otherwise. In good conscience how could the previous Ministers lease the Commerce Bight Port which is a prime real estate that values hundreds of thousands of dollars to a fellow minister and his cronies for 25 years for a pittance $5,000 yearly and a mere

1% of gross revenue for two and half decades…these are 25 long valuable years. When such worthless and shameful lease of the people’s assets are disclosed, one has to wonder what some of the then ministers were probably smoking for them to lose all sense loyalty to the Belizean people. A port is like land. Like land the value of a port increases with development. With the rapid expansion of tourism in the south of Belize and the growing export of sugar, citrus, and several other products in that area of the country, the demand for another port in the south of the country is there. How in the world could the then government agree to give up tremendous revenue for pittance of a little over $5,000 yearly, when the same administration at the time told the Belizean people that they couldn’t address their need for proper housing, jobs, land, education, roads, healthcare, and other basic items for a better life. The lease of the Commerce Bight Port in a sweetheart deal to a then minister and cronies of the previous government is only the tip of the grave injustice the previous administration committed against the Belizean in sharing up the country’s assets including land, farm animals, vehicles, and heavy duty equipment among themselves for a pittance. The unsuccessful attempt by the previous government to lease the Commerce Bight Port, which is government property, for a pittance in a sweetheart deal to a political colleague and their cronies without taking the matter to the House as is required by law for sale or lease of crown assets over a specific value, was a retirement package for the Big Boys and not a transaction for the benefit of the Belizean people. cently was Minister of State for Human Development, Families, and Indigenous Peoples’ Affairs is now the Minister of State for Public Utilities, Energy and Logistics under Minister Rodwell Ferguson. Hon. Elvia Vega Samos has been appointed as the new Minister of State for Human Development Families, Families, and Indigenous People’s Affairs under Minister Dolores Balderamos-Garcia. Both Hon. Usher and Hon. Vega have pledge to continue doing their best to serve the country and their constituents in their new positions. Hon. Usher offered these words to the Belize Times: “Minister Ferguson has already introduced me to his staff in Belmopan. With the new post, I will have the opportunity to be of great service to a wider cross-section of the Belizean people with responsibility now for several government departments and statutory boards.”

THINK ABOUT IT FABER HAS A PROBLEM -AND UDP TOO Patrick Faber has a problem. A big problem. He has been caught and exposed as a woman abuser, on a video which went viral over the weekend. As enthralled as the nation is over the Jasmin Hartin/Jemmoth mystery shooting on the weekend, everyone turned their attention to Faber’s video. Right there in front of the inside of a home camera, Faber was heard and seen behaving in a unacceptable manner. Cursing his child’s mother and then dashing after her when she apparently went to her room. The audio sounded like he smashed open her door and went inside. All this unfolded in front of another child and an adult (the baby mom’s mother?) The viral video immediately touched a raw nerve with women across the nation as well as Belizeans abroad. Universal condemnation poured out against Faber. By Monday 31st May, Faber released his own video. He apologized and claimed he patched up with his toddler by giving the little child plenty butterfly kisses. This further enraged women folks. They know bullshit from abusers when they hear it. In his apology video Faber appears as if he is smirking. Domestic violence, women beating and battering is a despicable and ugly behavior. There is absolutely zero tolerance and no forgiveness for this sinful and criminal behavior. Wendy Castillo, the female co-host on the ruling party’s radio and television morning show “The Whip”, lost no time whipping Faber on his fat buttocks. Ouch! Aow! Aye! Faber got it good. Faber get it good. He deserved every lash. Wendy then brought up Faber’s divorce papers in which his wife accused him of being a cruel person and a wife beater. This is not a matter to be taken lightly. No Sirie. If true, Faber would quality as a serial batterer and woman abuser. If true, Honourable Faber is a dishonourable man. If true, UDP has been hypocritical and has been shielding a batterer in the highest ranks of their party, which is sinking lower “How low can you go” is the name of a calypso song “Limbo”. The UDP will be languishing in limbo for the next ten years if they play the fool with the women of this country. Wendy went on to nail Faber by playing the video footage of Faber showing total disrespect to the Speaker of the House of Representatives last Friday 28th May. The horrible, despicable images of a man who is out of control. Faber has a problem, a Big, Big problem, as he has been accused time and again of terrible treatment of women. You can’t be a leader and be a woman beater. This is 2021. It’s just the way it is. Did Honourable Faber smother the young victim of his domestic violence abuse, with butterfly kisses? No Sirie. And what of his young mother, the actual victim of Faber’s unacceptable, despicable behavior? She suffered the ultimate humiliation in front of her mom, in front of another young child and in front of her little angel. And, in front of the whole country when the video went viral and all the local television news showed the alarming scenes of a cursing, abusive Honourable Patrick Faber, the man who wanna be Prime Minister. By Wednesday 2nd June Tracy Taeger and rap-artist turned politician turned parliamentarian, Shyne Barrow, aka Moises , aka Levi, released public statements distancing their Honourable selves from their dishounorable leader. And now, the political plot is bubbling. Only Sista B has no view on the matter, or any matter, for that matter. He! he! he! DIFFERENT TYPE OF ABUSE The Ashcroft shooting saga has become bigger than Faber’s scandalous behavior, bigger than the Unions’ fading façade of strike action. As it continues to unfold, it is churning out some serious flaws in our system. Police Commissioner Chester Williams, initially expected to have his career and integrity damaged by how he would handle charging the daughter-in law of the mighty Lord Ashcroft. Chester pulled off a Houdini move. He slid the issue over to the DPP (Director of Public Prosecution). The DPP took the bait, she charged for the lowest, least offence-manslaughter by negligence- which always carries a fine of five to ten thousand dollars. The police who shot and killed Allyson Major in front of the Supreme Court in broad-daylight, during working hours, after a vehicle chase from St. Ignatius through city streets-he was charged for manslaughter by negligence. Another wrong charge. Should have been manslaughter. Then Godfrey Smith, a former Supreme Court Judge, Attorney General, and one of the top three intellectual attorneys got hit in his legal face when an inexperienced magistrate denied Jasmin Hartin (Ashcroft) bail. What! Yes! No bail for manslaughter by negligence. This is always bailable in all courts in Belize. No bail, possibly because the lady is a foreigner. But foreigners are also entitled to bail if they have ties to the country. Godfrey applied to the Supreme Court but, missed our best judge by a day or two. Judge Antoniette Moore was the bail Judge for the month of May. Godfrey’s application ended up in front of the only available Judge in the criminal division in Belize City. His Lordship added to Miss. Hartin’s misfortune, the Judge adjourned for

the incredible period of seven days on a minor bail application. Our judicial systems is cranky, creaky and in a sad state of affairs. There is shortage of three Judges in the criminal division and no one of caliber has shown any interested. Can’t the authorities approach Anthony Sylvester, Merlene Moody and Cherylyn Vidal? Can’t we ask Collin Williams to please return and help our little country? TROUBLING There are two things which are troubling. Well, there are more than two. There are many. For those of us born on the southside, Belize City, back then, when we were all poor but relatively happy, there is much that troubles the soul. For now, let’s just mention two. First, there is the troubling matter of the creoles in Belize City, particularly on the south side. Those who watch Channel 5, Love FM and Channel 7 would hardly know, or hardly see, how we are living. How we are existing, surviving, in these embattled sections of swamp and reclaimed land? Large numbers of us are doing okay. Good enough houses, okay jobs. But, large numbers, perhaps the majority are not so good. Not at all. For a goodly amount of us, suffering is real. We are the new sufferers. Suffering is real. It is now a daily struggle just to service. Our local television stations succeed in shutting off our lives from their screens and their news. The only time viewers get a glimpse of southside and southside people is when there is a sensational crime or shooting. Then the cameras show a glimpse of people, their homes, and yard living conditions. Is there a story that can be gleaned by hearing from the struggling single mothers? Talking real and talking raw. Or hear from their children, growing up deprived but hanging on to their pride and their ambitions to rise above temptations and avoid jail and the cemetery? Wouldn’t it be inspiring to hear from those who work, and those who make work? How do they carry on? How are they raising and feeding their families and sending their children to school. What are their hopes and dreams? What are theirs’s and their children’s plans? What chances any of it will come through? We badly need such discussions. Failure of the media to engage such a large troubled and troubling sector of our city population is a disservice to everyone. We know not what is happening inside a large section of the city population. And such a national discussion need not to be confined to only creoles. Don’t we want to hear what happened to the once vibrant East Indian (coolies) peoples? How they just evaporated into thin air. And what happened to the Mosquito Indians (waika)? Their kings came from Nicaragua to be formally crowned in St John’s Cathedral on Albert Street. When the Waikas abandoned the British settlement and came to Belize in 1700s their numbers more than doubled the slave population. What of our Maya brothers and sisters? Living in the shadows of the scattered southern villages. Ignored and disrespected for far too long. Would they welcome some form of affirmative action so that all their children benefit from quality educational opportunities? The second failure of most local television is the worrying intractable issue of violent crime and never ending murders. What is causing this? What are issues that are driving these relentless murders? And who are the murderers? Our local television is satisfied to report the killings, display the blood and the lifeless bodies but fail to engage in any meaningful discussion on what is obviously a crises and a matter of urgent national importance.

The Government of Belize (GOBZ) through the Ministry of Infrastructure Development and Housing wishes to create a registry of contractors of varying disciplines and capacities from which the GOBZ or the private sector enterprise will have access to competent contractors that have undergone some form of qualification / capacity review, which in turn would streamline procurement, and improve transparency in the industry. It is expected that the contractor registry will provide for easier selection of reliable contractors based on satisfying minimum criteria of each of the identified categories and sub-categories. Having a centralized contractor registry creates opportunity for contractor employment across the public and private sector as well as affords project owners confidence in quality of listed contractors. Contractors will be categorized by discipline and size and are hereby invited to register under one or more of the following disciplines as may be applicable: DISCIPLINE 1. THE BELIZE TIMES 23 2021 TENDER FOR THE SUPPLY OF UNIFORM ITEMS U.S. Embassy Delivers TO THE BELIZE COAST GUARD FOR FISCAL YEAR Funds to BAHA for Fruit 2021/22 Fly Eradication Program 6 JUN

Belmopan – U.S. Embassy Belmopan Chargé d’Affaires, ad interim, Keith Gilges, represented the U.S. government in today’s handover of funds provided by the U.S. Department of Agriculture (USDA) to the Belize Agricultural Health Authority (BAHA). The donation of $280,000 BZD will be used to pay for equipment, supplies, and wages as part of an ongoing program to eradicate one of the world’s most destructive pests, the Mediterranean fruit fly, from Belize. CEO in the Ministry of Agriculture, Food Security and Enterprise Servulo Baeza received the funds on behalf of BAHA and the Government of Belize. Belize’s citrus industry was valued at approximately $20 million BZD in 2020. If the medfly were to become established in Belize, BAHA estimates losses of approximately 15 percent, or $7 million BZD. The medfly has typically been introduced into Belize through contaminated fruits carried illegally across borders. Chargé d’Affaires Gilges emphasized, “The medfly program is one of the oldest and longest-running coopera-

tive United States-Belize programs and it has proven itself highly effective. The joint USDA-BAHA program – which incorporates surveillance, interdiction, quarantine, and elimination efforts – protects the sustainability and profitability of one of Belize’s primary agricultural exports. These efforts play a critical role in defending Belize’s environment and economy.” This program began in 1977, when the USDA and Belize’s Ministry of Agriculture signed a memorandum of understanding to implement a Mediterranean fruit fly surveillance program in Belize. The program had been active for ten years before the first fruit fly was detected in 1987 in Southern Belize. Since 1987, while the fruit fly has been introduced hundreds of times, each incursion has been met with swift and effective eradication efforts including aerial spraying, quarantine check points, and manual inspections of vulnerable areas. To date, there are no established, self-sustaining fruit fly populations in Belize.
