Thursday, 22 March 2018 “How can a Prime Minister allow so much to go so wrong in his administration and still expect the people to trust his competence?” – PUP leader John Briceño, Budget Debate 2018 Following the presentation of a lacklustre, hopeless and substance-less budget two weeks ago, this morning the debate got underway in the House of Representatives. In a decade of presentations by Dean Barrow, this is perhaps the driest of them all – lacking even the flowery language of which the Prime Minister is so fond. PUP leader John Briceño, who opened up the debate today, wasted no time in pointing that out – “The Budget has no glitter and no substance. BRICEÑO TO WEEKEND OF TERROR BARROW Continued from page 1 on the Belizean people.” Briceño lashed out at the Barrow/Faber administration, pointing out that the assertions made are fallacies because the numbers do not support them – “this budget is a fallacy, because the numbers simply do not reflect any of the priorities set out in the Prime Minister’s speech. How will you provide education for the thousands of children who want to go to school and can’t if you have not planned or allocated any resources to increase school enrolment? How can you improve health services if you have not allocated any money to roll out NHI countrywide?” Over the past years the neglect by the UDP has resulted in the virtual collapse of traditionally rich industries. Currently the only industry holding the UDP afloat is tourism, and even that is in jeopardy. Briceño put the blame for the failure of those industries squarely in the lap of the government, stating that “This UDP government and this Barrow administration spent millions on streets that have broken up, millions on roundabouts and millions more on stadiums that have been shuttered. And while all this was happening, those industries that drive the Belizean economy suffered and suffered and declined.” “Over the past decade a new kind of corruption has emerged in this nation that has seen new millionaires all connected by blood, marriage or political affiliation to UDP ministers and close associates while the Belizean people continue to be taxed upwards of 26 percent of our national income,” asserted Briceño, as he condemned the Barrow/Faber administration for the excessive taxation which has driven the poor deeper into poverty and is sucking the life out of the middle class. “Can the Prime Minister or his Minister of Human Development provide an assessment of the success of his government’s poverty alleviation efforts after years of his Boost and food pantry program? Since 2015 that ministry has spent over 80.5 million dollars and is expected to spend another 24 million dollars this year. How many Belizeans have moved off the poverty line? Will the minister agree that the current conditions of the poor are no better than before the start of this program? The fact is that today, after spending 80 million dollars in 3 years to provide social transformation, there is NO transformation,” stated Briceño. WE STILL BELIEVE But the future is not all doom and gloom, asserted the PUP leader. Whenever elections are called, a new PUP Government will be ushered into office, and that PUP government, “is committed to a new type of governance - one which is set out in our true-blue philosophy that promises to eliminate corruption through full compliance with the laws of this nation. Our promise to the Belizean people is that we will change no law to suit our interests; that we will put no one above the laws of this nation and that we will honour and respect the rule of law.” In closing, the PUP leader sent a message which has resounded across the Nation. To the UDP he said, “if you are tired then quit. But if you are ready to get it on, then let’s fight. We are ready to lead and ready to win. So - whoever is in charge, CALL ELECTIONS NOW.”

Thursday, March 22, 2018 While the UDP under the leadership of Dean Barrow and Patrick Faber were unable to offer concrete solutions to addressing the surging violence in bloody Belize City, PUP leader John Briceño, along with Deputy Leader and Lake Independence Area Representative Cordel Hyde, did so. In a press conference called in the wake of the weekend’s terror which paralyzed law-abiding citizens, Briceño, told the media, “the UDP has failed the Belizean people. They cannot keep us safe on the streets and safe in our homes. Ladies and gentlemen… on Sunday the PM has shown to this nation that his government is bankrupt on ideas.” In what is perhaps the most revolutionary stance ever taken to dealing with the gang violence in war-torn Southside Belize City,

Briceño explained that the answer is not to further stigmatize and punish these areas by designating them as Emergency Areas, as the PM has suggested. “The PUP proposes that instead of treating the Southside of Belize City like a war zone and declaring it a state of emergency, government should declare the Southside of Belize City a special Development Zone where financial and human capital will immediately be made available to transform the lives and environment of the citizens,” asserted Briceño. The PUP is also proposing the immediate removal of Commissioner of Police Allen Whylie whose incompetence is no secret. Under Whylie the

Barrow’s Answer to Crime – Promote John Saldivar Thursday, March 22, 2018 In answer to a surge in violent crime which saw twelve shootings and six murders in 48 hours this past weekend, lame duck Prime Minister Dean Barrow announced on Sunday that he would be promoting disgraced Minister John Saldivar, making him Minister of Police once again. Belizeans countrywide have expressed their disappointment and disgust at this move, and have accused the UDP of having no clue when it comes to creating and implementing crime-fighting strategies. Political observers are well aware that the move to promote Saldivar is simply a reward in the wake of Municipal Elections. Saldivar had been stripped of the Police portfolio and relegated to the doldrums of the Ministry of Defence after public sentiment condemned him for his cozy relationship with William Danny Mason, a con man accused of beheading Pastor Llewellyn Lucas in bizarre circumstances. Prior to his arrest for that murder, Mason and Saldivar had enjoyed a very, very close personal and business relationship. Many people feel that the investigators into the murder should have looked more closely at Saldivar, in fact, because he and the deceased had been at odds for weeks before Lucas’ violent death. Saldivar’s leadership aspirations in the UDP were considered all but done, until Patrick Faber was unable to bring in the Belize City municipality in the elections. Faber, who is already unpopular in the UDP, has now lost even more ground, giving Saldivar the opportunity to show himself once again. Credible reports to the Belize Times indicate that even before the dust settled after elections, Saldivar claimed victory for UDP wins in Belmopan, San Ignacio/ Santa Elena and Benque, and pointed out to the Prime Minister that Faber had not only lost ground in Collet, but failed to deliver the city as he had promised on multiple occasions. But while Mr. Barrow’s response to violent crime is to promote Saldivar to Minister of Police, Belizeans are all too aware that it was under Saldivar that crime started to spiral out of control. In 2012, Belize was dubbed one of the most dangerous countries in the world, with much negative international press. Saldivar was Minister of Police at the time. Also, it is under Saldivar that the morale of the Belize Police Department plummeted and corruption was allowed to infiltrate the ranks of the BPD from top to bottom. What is clear after Barrow’s press conference is that as a nation we are in serious trouble. If the Prime Minister’s only response to unfettered bloodshed and violence is to bring back failed Minister of Police John Saldivar, then we have certainly made our way very far up that proverbial creek, with no paddles in sight.

Department has disintegrated and it has lost all trust and confidence from the public. Thirdly, “the PUP calls for the immediate appointment of a bi-partisan commission to include civil society and task them within 30 to 60 days to consult with the nation and report on wide ranging and effective recommendations to deal with gun violence, home invasions and murders.” Finally, Briceño proposed “the immediate strengthening of the investigative branch of the Police Department and the DPP. A deterrence to crime is that criminals must know that they will be investigated, hunted down and successfully prosecuted and imprisoned.” Concrete suggestions such as these are what people expected from the Prime Minister on Sunday, but there was nothing – just the promotion of John Saldivar and putting the BDF on the ground. The UDP has failed to look beyond the short terms and address the root causes of crime. According to PUP Deputy Leader Cordel Hyde, “Crime is not a genetic problem. It is not an issue of ethnicity. It is an economical problem. It is an economical morass people are living in and if you don’t get the resources to address the economic problems not much will change.” The PUP has indicated that it will formally submit the proposals to Prime Minister Dean Barrow, but anticipates that, as has been done before, the input of the Opposition will be ignored.

GANG BOSS SHOT TO DEATH Thursday, March 22, 2018 Kendis Flowers, a resident of Mayflower Street and a ranking member of the Ghost Town Gang, was shot and killed in the early morning hours of Saturday, March 17, 2018. There is concern that his death may be the start of a series of retaliatory shootings or murders, and so the Police are on alert to try to contain any spike in crime that could result from his killing. Police say that at around 3:00 a.m. on Saturday, they were called out to an area on Mahogany Street where they found Flowers’ lifeless body. Someone shot him in the left eye and a black 9 mm pistol was found in his right hand. In the Prime Minister’s weekend press conference, Police Commissioner Allen Whylie spoke briefly on what their investigations are indicating at this time. Whylie said, “Our background information indicates that there was some confrontation at a popular night club. This led to where the deceased Mr. Flowers left, it is said that he went to pick up his gun, he left along with his associate in a taxi, and they proceeded to the area where he was subsequently killed. The indication is that he came

THE BELIZE TIMES out, he went after the persons he had the earlier confrontation, his gun for some reason, snapped, it didn’t work, and as a result he was shot and killed.” Police later confirmed that another man, Maliek Pitts, was also injured in the shooting. He had to be treated for a gunshot wound to the left calf and another to the left leg. As soon as he was treated and released from the hospital, Police detained him for questioning in the hopes that he could assist them to solve the murder of Kendis Flowers. The cops say that the weapon found on Flowers’ body was his, but initially, some of his family members were suggesting the crime scene was tampered with. They were suggesting that the gun was placed on his body to paint a specific picture. Commissioner Whylie was made aware of those allegations, and he addressed them head on. Whylie said, “Family members were claiming via social media that Police may have been involved in his shooting. However, I can categorically refute and dispute that.” He was also joined by Assistant Superintendent Alejandro Cowo, the officer commanding the Crimes Investigation Branch in Belize City. Cowo added, “Based on the investigation. I am 100% sure that there was no Police involvement in the death of Kendis Flowers. They can confirm this by the several statements from the persons who were along with him at the time of the shooting. I cannot tell you if the gun was placed there. I know when I went to the scene I saw that firearm on his body.” Family members of Kendis Flowers have suggested to the press that there will certainly be retaliations for his killing.

Thursday, March 22, 2018 This past weekend the heinous crimes against women continued when gunmen barged into the Belize City home of 64 year-old Theresita Flowers and killed her in cold blood. Not satisfied with that, the two shooters then took aim at her guests and shot and killed 17 yearold Delcia Blanco, who Flowers took in and gave a home. At around 7:10 p.m. on Saturday, March 17, Police responded to the report of a shooting on Tibruce Street, and as soon they arrived at #7842, they found the motionless body of Flowers lying down on her stomach. That’s where she collapsed after being shot to the left side of her back and the left buttocks. Near the entrance of the house they found Delcia Blanco with a fatal gunshot injury to the head. Acting on information received, Police Officers also visited the KHMH and there they encountered 16 year-old Shaniqua Ramclam suffering from a gunshot wound to the right bicep.19 year-old Daniel Hughes was being treated for a gunshot injury he suffered to the left arm. A Police investigation has revealed that Theresita Flowers had these young people over at her house and they were having supper.

Theresita herself was reportedly preparing fried fish in the kitchen at the time of the attack. Delcia Blanco opened the front door to go brush her teeth but she didn’t make it far. As soon as she opened up, two gunmen ambushed them and opened fire on her. One of the bullets hit her in center of her forehead. She collapsed immediately, and it is believed that she died shortly afterwards. Witnessing what took place, Theresita reportedly tried to flee to her bedroom to avoid the gunfire. Unfortunately, however, she never made it far because the gunmen immediately turned their weapons on her and shot her in the back. She died right where she fell. The gunmen kept firing and injured the other two teenagers before fleeing the scene. Police say that there were officers who saw the shooters running away, and even those officers came under attack. There was an exchange of gunfire, but the men escaped by boat. It is unclear why this elderly lady and this 17 year-old teenager were senselessly killed in street violence like this, but it is suspected that this fatal double murder is the product of a retaliation type attack for last week’s murder of Bernadine Lauriano.


4 04 Taxi-Driver Executed in Orange Walk

Elmer Alexi Palma Arzu Thursday, March 22, 2018 Orange Walk Police are attempting to solve the strange murder of Elmer Alexi Palma Arzu, 24, a Honduran who had been living in the Orange Walk district for over a year now. He was discovered on the shoulder of the road to Chan Pine Ridge Village. Palma Arzu’s only relative in Belize, his uncle Abel Francisco Murillo, spoke with the press and said that on Sunday, March 18, at around 8 p.m. a fellow taxi colleague of his called him on the phone. This taxi colleague informed him that a vehicle resembling his nephew’s

THE BELIZE TIMES vehicle was seen spotted on the shoulder of the road which goes to Chan Pine Ridge. Murillo called him on the phone, and when he got no answer, he rushed out to the area where the vehicle was reportedly seen. When he arrived at the location, he turned on the light on his cellular phone and started looking inside the vehicle. Palma Arzu was not in the driver’s seat, but a check of the backseat led him to discover his nephew’s body. There was a lot of blood involved, and so he called the Police to the area to take over at that location. Police say that Palma Arzu suffered multiple gunshot wounds to the body. Murillo has no idea why anybody would want to hurt his nephew, but he has only one theory that’s based on rumours around Orange Walk. He said, “There are rumours, to be honest I am not sure, but there are rumours that he was dating a girl who was with another man who was jealous and that there were complications between the girl and that man. I hear rumours that it could be the reason that this happened to my nephew.” As to his nephew’s personality, he described Palma Arzu as a talented and hard-working individual. He kept insisting that he wanted to start his own taxi operation, and so the taxi drivers of Orange Walk Town helped him through the process. Murillo said, “I will always remember him as a talented young man with a lot of vision. He was trying to get a piece of land to settle here in Belize. He used to tell me that he would find someone and would have a stable family and that he would have a piece of land. That he would show me that he would build a pretty house and that he would live really well. ‘Uncle you will see it,’ he said. So I will always remember that - his will to live, which has been lost.”

Roaring Creek Man Slaughtered Thursday, March 22, 2018 Alvin Jason Montero, a resident of Roaring Creek Village, was found dead in the river after being missing for several days. A post mortem examination determined that he died as a result of massive chop wounds. On Tuesday, March 20, at around 9 a.m. Police retrieved his body from the river in the “Another World” area of Roaring Creek. It was in an advanced state of decomposition, and so an on-site examination was conducted on him. It was determined that he died from traumatic asphyxiation due to trachea injuries as a result of being chopped on the neck. He also had chopping wounds to the right side of his head. His sister, Loretta Montero, told the press that he was last seen on Saturday and when he wasn’t answering his phone, she got worried. She sent one of her sons, his nephew, to go check on him. He was acting as

caretaker for a small house in Roaring Creek that belonged to someone else. When his nephew visited the location of the structure, he found it completely destroyed by fire. The Montero family suspects that the persons who killed him also burnt this house down, most likely to destroy evidence. Loretta Montero said, “They tortured him in a cruel way. It was so sad because no one would expect him to have a chop in his head, on his throat and they tied his two hands to the back. They chopped off his hair clean where we could have seen his skull. It would’ve had to have been more than one person to hurt him.” His siblings say that he was well-known and well-liked in the twin towns of San Ignacio and Santa Elena, which is where he used to live first. So, the disturbing manner in which he was killed catches them completely off-guard. He leaves behind 2 children: a 4 year-old daughter and a new-born son who is only 5 months-old.

n 48 hours this past weekend, at least twelve persons were shot in Belize, eleven of them in southside Belize City. Of those twelve, six of them died from the lead tearing into their bodies. Two of them were women, one a 64-year old grandmother in what was supposed to be the sanctuary of her home. The other was only 17. She was shot in the head while brushing her teeth in her home. Pictures taken on the scene showed the toothbrush still in her mouth. Residents in the city are reporting a weekend of anxiety and terror, the hours punctuated by the piercing shriek of Police and Ambulance sirens. It is almost certainly not the explosive burst of violence or the loss of life which brought Prime Minister Dean Barrow out of his luxurious hole. He has not bothered to come out on other weekends such as this, and he has not bothered to make any statement during a prolonged period of the most cold-blooded, bizarre, heartless and heinous crimes this nation has ever seen. This is not the first time that innocent women have been gunned down by ruthless gunmen. It is not the first time that children’s lives have been cut short by a barrage of lead. It is not the first time that the law-abiding citizens of this city have been paralyzed by fear, afraid to come out of their homes. Not so many months ago, a woman was murdered and burned in a vehicle on the road. Not so long before that, there were horrific instances of bodies hacked to pieces before being buried or thrown into the river. UDP Minister John Saldivar knows well about one of the most bizarre crimes committed. His friend and business partner, William Danny Mason, is currently in prison, accused of cutting off the head of a Pastor. He and his associates allegedly drove around with the head in a pickup, even stopping at a local bar for drinks. Very recently, a 17-month old baby was savagely raped, beaten and killed. We are now hearing about other children who have been sexually violated in the most unspeakable of ways. We, the residents of Belize, are no strangers to vicious death. The Prime Minister has said absolutely nothing as this bloody drama has played out not only in the city but across the country. Collectively, the nation has reeled in shock, grieved and mourned, while our leaders have said nothing. It is not bloodshed which has brought Mr. Barrow out this time. It is not the wailing of sirens which awakened him from his stupor. He is not shocked. He is not outraged. He is not grieving. It is hard to tell if he even feels any compassion for those who have lost loved ones. At his press conference forced because of the public outcry, the Prime Minister with well-rehearsed sombre look in place stated that the events of the weekend have been a ‘sickening litany of carnage.’ But that is just talk. Mr. Barrow is good at talking. On Sunday, Belizeans awaited with bated breath the pronouncements of the Prime Minister at his press conference. We wanted to hear about real, concrete crime-fighting measures that would be put in place. We wanted to hear that the lame duck Commissioner of Police, who has played no role in crime-fighting, would be removed. We wanted to hear about steps being taken to restructure and change the culture of the Police Department. The morale in that Department has never been lower. The corruption and abuses within that department are at unprecedented levels. We wanted to hear about an immediate increase in allocations to the Police, the state’s prosecution entities and the Judiciary. We wanted to hear that the Barrow/Faber administration which has proved woefully inadequate in fighting the symptoms of crime would try to address the cause of it – perhaps do a real and comprehensive analysis of certain areas, compile statistics on crime and the social factors linked to it, and perhaps team with the Ministry of Human Development and Social Transformation to implement critical social programmes. Belizeans wanted to hear that the Barrow/Faber administration would seek input and assistance from other stakeholders – the Opposition, the Church, civil society. Every time the government comes under fire for crime, we are told that we are ALL responsible and we can’t blame the government. Yet all decisions as regards crime and fighting crime are made by one or two individuals in the leadership of the UDP. There is much we wanted to hear. As a people we needed some reassurance. Instead, we were told that John Saldivar is being promoted. Saldivar was once Minister in charge of the Police. Under his tenure Belize became known as one of the deadliest countries in the world, with a record setting 145 murders in one year. But the Prime Minister’s big crime-fighting measure is to bring this man back. Mr. Barrow’s other brilliant idea is to empower the Police to detain persons in what he will designate Emergency Areas. Those persons, detained for good reason or no reason, can now be held for over 48 hours without charges being laid on that. And that’s it. That is Mr. Barrow’s special plan to fight crime. Is it any wonder we are where we are?

n 48 horas del fin de semana pasado, por lo menos doce personas fueron baleadas en Belice, once de ellas en la zona sur de la ciudad de Belice. De esos doce, seis de ellos murieron del plomo desgarrándole los cuerpos. Dos de ellas eran mujeres, una abuela de 64 años en lo que supuestamente debería ser el santuario de su hogar. La otra sólo tenía 17 años. Ella recibió un disparo en la cabeza mientras se cepillaba los dientes en su casa. Fotos tomadas en la escena muestran el cepillo de dientes todavía en su boca. Denroy Llewellyn Alvarez Thursday, March 22, 2018 Denroy Llewellyn Alvarez, the 31 year-old son of retired Police Superintendent Simeon Alvarez Sr., was shot and killed during the weekend explosion of violence in Belize City. It is believed, at this time, that he was killed over jealousy. Police say that on Saturday, March 17, at around 8:45 p.m., they went to the KHMH where they found Denroy Alvarez suffering from multiple gunshot wounds to his body. Assistant Superintendent Alejandro Cowo, the Officer Commanding the Crimes Investigation Branch in Belize City, told the press that about 5 minutes before Police responded, Alvarez was waiting for his girlfriend to come out of her house. Cowo said, “Mister Alvarez was at the corner of Nargusta and Hondo Streets, waiting for his girlfriend, who lives right at the corner. While he was waiting, a male person came from Hondo Street and fired several shots at his direction… Thereafter the person ran to Hondo Street.” Alvarez was rushed to the KHMH, but unfortunately, the injuries he suffered claimed his life. His dad, Simeon Alvarez Sr.,

KHMH Flatlining – Electrician Minister Mum! Thursday, 22 March 2018 UDP Minister Pablo Marin, electrician turned politician, has remained completely silent on the crisis situation at the KHMH. Following reports last week that a section of roof had fallen in, separate assessments have concluded that the damage is much worse than at first thought. Considering the fact that our health system is considered to be barely adequate, it is a real emergency. But the Minister of Health has said absolutely nothing. The truth is that the buck stops with him, especially since revelations that the Management of the facility and the Ministry knew about the worsening conditions of the hospital since 2008 and did nothing to remedy the situation. In a release sent out by the KHMHA this week, the worst fears of Belizeans where that facility is concerned were realized. “We know that there are multiple key areas of the hospital that we can no longer utilize until permanent solutions are in place. This of course affects an array of services the well-known retired Police Officer, went to the hospital and he was distressed to see his son’s lifeless body. He told the press, “I came to Belize City and at the KHMH I saw the lifeless body of my son Denroy. After seeing him I was also admitted because of hypertension.” At this time, it is uncertain why Alvarez, a hard working father and a family man, was shot and killed. He is described by his family members as a fun-loving and easy going person. Police say, however that they have reason to believe that they should speak with the ex-boyfriend of Alvarez’s new girlfriend. ASP Alejandro said, “So far we have interviewed several persons and the information that we are gathering at this moment shows that it can be a possible jealousy between the ex-husband and now deceased boyfriend.” This ex is a person of interest at this time, and police are trying to locate him, since he is not a resident of Belize City. Alvarez was employed at the sanitation section of the Belize City Council. He worked for years as a driver of a garbage truck, and he becomes the 4th city council employee to be killed in only 5 weeks. He is also a father of 5 children, who must now grow up without their dad.

The public will be alerted when we are able to have outpatient clinics and an abbreviated clinic scheduled has been prepared.” With the public receiving absolutely no warning, the nation’s largest referral hospital and only tertiary-care facility has been declared near non-functioning. The prognosis is grim, as the facility’s management reports that it has sent for a team of engineers to do another assessment. The Belize Times has been reliably informed

that local contractors have refused to do any remedial works unless the hospital is totally evacuated first. The only thing that would be worse than what is happening now, is if the KHMH simply closed its doors altogether – and with the level of structural damage that has been reported throughout the facility, that seems to be a distinct possibility. Belizeans will note that other referral hospitals in the country are just as neglected. It is public knowledge the both the Northern Regional Hospital and the Western Regional Hospital leak whenever it rains. In the case of the WRH, health experts have expressed that there is the need for an entire new hospital. Money for that project had actually been allocated by the European Union, but due to a gaffe in the Ministry it never happened. So now the government can find no money for the WRH. And despite just having completed a $33M basketball court in Belize City, the government can find no money to fix the KHMH. The Belizean people are demanding answers in this debacle that will affect the provision of healthcare for what the KHMH management is saying is an undetermined amount of time.

Closedown at the KHMH Greatly disturbed by the fact that the Government has neglected the nation’s largest referral hospital, the KHMH, the People’s United Party strongly condemns the Government of Belize and the Ministry of Health for allowing the KHMH to have deteriorated to the point where the management authority has been advised to evacuate all persons in order to carry out critical repairs. The neglect of this facility is unacceptable, considering the role it plays in providing health care to persons not only in the Belize District but across the country. Last week the KHMH was forced to suspend operations in certain critical areas after a section of the roof in the radiology department fell in. The public was subsequently advised, via release, that the KHMH is operating in Emergency Mode, meaning that all clinics and elective services have been cancelled. Credible information reaching the Opposition suggests that an assessment has revealed serious damage throughout the building, and dozens of reinforcement pillars have had to be inserted to provide support. We are also informed that contractors have refused to carry out needed works until all person have been evacuated. The PUP has been further informed that as far back as the period 2008-2014, the condition of the roof at the KHMH has been documented in the minutes of many Board meetings. The Ministry of Health has been kept apprised of the deterioration through the years, and indeed, has been aware that during periods of rain the roofing in many areas of the KHMH have been leaking incessantly. In addition, there has been no Director of Operations at the KHMH since 2013 to deal with these matters, and while there is a yearly allocation in the Budget to the KHMH for these matters, the repairs have never been done. The closure of the KHMH will affect the healthcare network across the country. There will be overcrowding at the regional hospitals which are already ill-equipped to handle the flow of traffic through their doors. Access to emergency healthcare in the Belize District will be practically non-existent as the KHMH is the only hospital serving this large population center. As a tertiary care institution, the KHMH provides more specialized services and therefore the closure of this institution impacts access to surgeries, cardiology, neurosurgery, ENT, gastroenterology, intensive care for adults and neonates, physiotherapy, specialized imaging services and crucial emergency services. Within the health system, the KHMH is the National Referral Hospital. No other hospital in the public sector has the capacity to provide the same level of care as the KHMH. If there should be any instance of mass casualty, there would be nowhere to provide critical care. The PUP notes that while many millions of dollars have recently been spent on a basketball court which remains closed, the KHMH has been neglected to the point of collapse. The Party calls on the Government of Belize to immediately inform the country of the true state of the KHMH and of arrangements made to mitigate the negative impact on the quantity and quality of services being offered to Belizeans through the public health system. Taking Belizeans for Fools AGAIN!

Thursday, 22 March 2018 The Belize Infrastructure Limited (BIL) and the Ministry of Sports appeared with the newly registered APEX Event Services (Belize) Limited. Representing for the Government was Cristy Mastry, General Manager of BIL, Minister Patrick Faber for the Ministry of Sports and Chad Eckert for APEX. The $33million building’s management has now been outsourced to an outfit that is based in Florida which created a Belize subsidiary as of March 2018. Of course, when it comes to the government and BIL, nothing is ever as simple and as straightforward as it really seems. First, let’s look at what it will cost. BIL has stated that the building will cost $850,000 to $1million to maintain. To just cover that cost alone, it means that the management has to generate at least $16,350 to $19,250 per week to just cover these expenses. They would have to have events that give them at a minimum $2,350 a day. Incredible. What type of events and how often will they hold them for them to generate this revenue? They were all silent on that. Second, let’s look at the track record of APEX. While they stated they have done many events in America from small to very large, they did not provide any details of these events or these clients or how often they have done them or if they manage and operate the event venue where these “various” events have been held. And interestingly enough, documents show that the international company was only registered in January 2018, AFTER the bidding process was concluded.

Then there is the principal owner, Chad Eckert, who it has now been revealed is not new to Belize but not necessarily in a good way. This is because Mr. Eckert is involved in a court case with a Belizean cotton farmer from Orange Walk, Mr. Gustavo Cardenas, whose lawsuit is based on his claim that Mr. Eckert whom he had entered into an agreement with had breached their agreement, took his cotton and then had him (the farmer) detained for a week. Where was the due diligence done by BIL and the Government of Belize to ensure that whichever outfit was selected would not have come with such baggage to tarnish the already tarnished debacle of the Civic Center. Then there is the matter of BIL’s questionable tendering process. Of course, with BIL, there are so many questionable things that it is hard to keep track of them all. To date, there have been no audited financials of BIL. There has been no annual report presented to the National Assembly. This is all taxpayer monies and it is millions upon millions that have been given to them with no accountability and no transparency. BIL has not divulged any information on their bidding process. Ms. Mastry and her Board of Directors have yet to

answer to the disastrous works on the Lake Independence Boulevard that has resulted in a colossal loss of money. No tendering process was used for it and the contactor was handpicked (RJB Construction) and it is shameful that none of BIL’s Board of Directors, its General Manager or its Chairperson have come forward to say exactly how

they will get this rectified without it costing Belizeans any more for their own mistake. They defied the recommendations of the government’s engineer. Ms. Mastry can talk a good talk but the facts are there to be seen plainly and clearly. The Memorial Park project under her stewardship has been a disaster by just looking at the broken bollards and chipped areas. Of course, it is the proverbial “white elephant” because it has not been managed or generated revenue as they said it would. The CIVIC Center has cost Belizeans $33 million dollars. Like BTL that has cost Belizeans hundreds of millions of dollars more than it needed to, the CIVIC is a monumental waste of monies and priorities. Indeed, the CIVIC needed to be upgraded. And so too the Marion Jones complex needs to be completed. None of them needed to cost the Belizean taxpayer the many millions of dollars they have. The details of the CIVIC Center must be looked into with urgency and if it has to be recalled then it should. This Government is taking Belizeans for fools.

By: Senator Valerie Woods Terrorism (whether domestic, foreign or gang related) is born from many decades of a culture of neglect, inequality, lack of opportunity, lack of services and corruption. The problems in our society that have been created over the past several decades will not be solved by any one Cabinet, any one organization or any one church group. It is going to take a significant amount of re-prioritizing where our country’s resources and investment will be made. The southside of Belize has been neglected, dejected and rejected for far too long and this is the result. It is not a Southside problem alone but it is clear that they have been affected the most by the inaction. It’s going to take all of us to agitate for real, serious change and be a part of the change. The press conference on Sunday, unfortunately, was much ado about nothing and did not show any effort at this real change. Special emergency areas and bringing in the BDF are the immediate short fixes to stem the tide of the carnage of the past 48 hours. Quite frankly that is not a surprise, but neither is it the solution. We have been there and done that. It’s the long-term strategy that’s lacking because without it we will be right back with a surge in crime after the lull. The Southside of Belize City cannot be shunned and should not continue to be used for political expediency at the polls. It used to be that it was only a river that divided north from south. But after years of neglect and discrimination, although it’s one city, it is really a tale of 2 cities. All the restaurants, major parks, cruise port, entertainment, concerts, sports, housing and majority road infrastructure happen on the north side. The Southside works are afterthoughts with no playgrounds, sports fields, entertainment areas or celebrated restaurants. There is now the $33million CIVIC amidst all the poverty but no one can access it. What’s the sense of having this symbol of opulence in one of the most impoverished areas of Belize City when we are not investing in our youths in sports programs and sports academics? How will our youths have an al-

ternative to gang culture if we don’t provide the alternative to them? For the Prime Minister to immediately disregard the suggestion of an International Commission Against Impunity in Belize (ICIB) because he says that’s for white collar crime and not murders, is disappointing. Some of the root causes of street crime are poverty, lack of jobs and opportunities and when there is corruption in government it creates the perfect breeding ground for these conditions. There is no easy solution to get us back on the right track which involves not just arresting the criminals but also addressing the socio-economic environment of these youths who are living at risk. That journey will be a long one. But if we are serious we can start by reviewing the recommendations from various crime reports (Crime Council, Crooks, Gayle) and begin implementing them. If we are serious, we can use the Budget debate that will commence this week as an opportunity to prioritize where we allocate resources. If we are serious, we can join forces with those like Diane Finnegan or at least engage them in the discussion - those who live it rather than commenting from our armchairs. I met with Dianne Finnegan some months ago to better appreciate and understand the situation. Her efforts are commendable and real but they are isolated and need the political will behind it to penetrate more and to be sustainable. Her efforts are not the only ones. There are a lot of community-based organizations whose members live the reality everyday but who have the courage to get involved to make a positive difference in their communities. Their voices and their input are needed more than ever. This is a complex and complicated matter. There is no easy and quick fix. It requires the political will of both the government and theOpposition to commit to real reforms to make it happen sustainably and for our collective input to support the necessary changes.

The Cayo Northeast Committee had a painting and beautification project for St. Andrews Anglican and Nazarene schools in San Ignacio. Through the Serving Christ ministry that provides a hot breakfast for needy children we teamed up with a visiting Baptist Church group to clean and start painting. I wish to thank those members of my committee who have come out to help, Dr. Gongora of the Serving Christ ministry, the Baptist Church group, Mr. Fernando Cruz, Escandar Bedran, Lisa Awe and the Anglican school for their financial contributions. In the weeks ahead we will be engaged in painting murals on the walls. Artist volunteers are welcome. We have prescribed paintings for the murals. These will include learning quotes, scripture, school/educational materials, child inspirational quotes etc. Other financial contributions are welcome to complete inside painting and also for the Nazarene school.

BELIZE IS URGED TO INVEST IN MORE CLEAN ENERGY PROJECTS “Wind and other clean, renewable energy will help end our reliance on fossil fuels and combat the severe threat that climate change poses to humans and wildlife alike” –Frances Beinecke– Belize is a Central American country bordered by Mexico to the north, Guatemala to the west and south and the Caribbean Sea to the east. Despite the yearly population growth rate of 3.3%, Belize still has the lowest population density in Central America of approximately 2.3 persons/km2. The country has vast uninhabited areas with pristine nature. The world’s second largest barrier reef is in Belize’s waters, attracting a large number of tourists each year and contributing to the country’s economy while providing marine products that are important for the country’s export. Recently, oil reserves have been discovered in Belize, but extraction still occurs in limited amounts. As the country embarks upon a development process and the modernization of the economy, it needs to address energy challenges. All modern economies are energy dependent. If economic prosperity is to be achieved and sustained, and living standards for Belizeans improved, a paradigm shift in policy and planning for energy supply and consumption is crucial. Belize is abundant in energy resources, particularly biomass (forestry), hydroelectricity, solar and wind. Although these resources could play a central role in sustaining development, the nation remains highly dependent on imported energy sources. Furthermore, access to energy in rural areas is inadequate and public awareness regarding energy efficiency is low. Belize has 85% electricity coverage (almost 100% in urban areas). Institutionalization of solid waste management includes regional sanitary landfill and transfer stations, but not a consequent waste disposal facility like an energy plant. Furthermore, the country spends one-third of its foreign exchange earnings on imported fuels and has a very high electricity tariff for end users. Belize has Latin America’s smallest economy, with tourism and commodities exports as its primary industries. In 2017, 55% of its 155MW domestic grid capacity was represented by small hydroelectric and biomass power. Belize relies on imported power from Mexico to meet its electricity demand. Around 40% of the electricity the nation consumes every year comes from Mexico. This interconnection with Mexico is very important to secure and stabilize the energy supply in Belize. The Belize electricity market is

controlled by Belize Electricity Limited (BEL), the sole transmission and Distribution Company. In 2017, most domestic power was generated by independent power producers and sold to BEL. In 2012, the government established the Ministry of Energy, Science & Technology and Public Utilities to integrate energy, science and technology into national development planning and decision-making. BEL’s national electricity grid connects all major municipalities, except for Caye Caulker, with approximately 3,020 km of transmission and primary distribution lines. Current hydroelectric capacity is produced by 25.5 MW at the Mollejon Hydro Plant, 7.0 MW at the Chalillo Hydroelectric Dam Plant, 19 MW at the Vaca Hydroelectric Facility, and 3.5 MW at the Hydro-Maya Dam. The University of Belize has a solar photovoltaic system that supplies 450 kWh, it’s only 0.1% of the country’s electricity supply. Picture 2 shows how our Resorts can benefit from these projects. Biomass supplies 20% of the country’s needs during harvest season (December to July). First one is a 31.5MW power plant fueled by bagasse in Belcogen, Orange Walk. There are anoth-

er 16 MW that comes from a bagasse co-generation plant at Santander Sugar Mill in Cayo District. During out of season time (August to November) these power plants work with diesel engines to supply the demand. Belize Aquaculture Limited supplies the grid with about 10 MW from diesel generators. Belize also has small diesel systems used to power its islands. Furthermore, there is a 22 MW gas turbine generating plant and substation at West Lake in Belize City. Belize has an abundant supply of wind and sun, which can help transition the country to a fossil fuel-free economy. Belize, with its diverse natural ecosystem and extensive coastline combined with a consequent policy, could become a country fueled 100% from renewable sources by 2030. One of the major barriers to achieving this goal is the limited technical capacity available in the country. In addition to that, there is also no clear mapping of available renewable energy resources to move forward with the expansion of the domestic power production capacity. It is necessary to prepare a strategy for providing modern energy carriers to rural communities in Belize. Providing clean energy to growing economies is crucial to achieving the Paris Agreement

09 9 goals as soon as possible. Developing affordable, clean energy for all is one of the smartest public investments our country can make. We need lots of innovation and government willingness to get there. Belize faces declining petroleum production as well as electricity costs that are among the highest in Central America. Belize has significant renewable energy resources of its own that can help reduce this need, and the high costs to fill it, and consequently increase its energy security. The country also has the opportunity to consume energy more efficiently by using innovative technologies. I love my country. We have so much to be proud of: Mayan Ruins, multiculturalism; stunningly beautiful landscapes from coast to coast to coast; our brave men and women, a great sense of humor and a polite humbleness that defines our culture. But we could do much better. Belize signed up for the Paris Climate Agreement, and ratified it on April 22, 2016. This Agreement states that fossil fuels consumption must be reduced by 90% by 2030 and completely eliminated by 2050. This is to prevent us from going over 2 degrees of global warming. Excessive carbon dioxide is trapping heat in our atmosphere in a way that has never been seen before. The science is clear: we humans are causing accelerated climate change. Our addiction to fossil fuels and unsustainable practices must end if we are to prevent an acceleration of climate change. According to the United Nations, the number of natural disasters has quadrupled since 1970. The increased frequency and intensity of droughts, storms, hurricanes, flooding and fires is costing our economy more and more each year and devastating the most vulnerable areas of the world. This is already creating terrible human and animal suffering. There are predictable security risks that inevitably come from the desperate vacuum poverty generates. Unless we all work together to curb emissions, these problems will get worse and worse. In Belize, we’ve seen more intense hurricanes and more frequent and severe flooding. Ocean acidification caused by the uptake of carbon dioxide from the atmosphere is playing havoc in our oceans. Already one third of our Great Barrier Reef has bleached and died. When the coral dies, the entire ecosystem around it is affected. Is it too late? No. The answer has been right there in front of us all along. We can lead a revolution, the renewable energy revolution in Belize. For the love of our Country and our children and our grandchildren. Becoming an energy independent country through biomass, solar and wind, will shift money and power into our hands. A renewable energy revolution will spur healthy economic growth in Belize. Belizeans who become energy producers will all benefit financially by saving money on energy bills giving us more money to spend on other things. Renewables are a win-win-win strategy. It’s good for people, the planet and the economy. Renewable energy has a strong potential to be a large part of the future of Belizean energy policy. Better understanding of demographics and land use will help to develop a more efficient model for determining the best possible energy source for each area. Let’s do this! Implementing additional renewable energy projects and energy efficiency measures will help lower electricity costs and improve environmental quality in Belize. More comprehensive assessments of wind, solar, and biomass resources would help further development of these technologies. You can reach your own conclusions. God bless Belize. Dr. Pedro Villegas.

ATLIB National Football Championship Belize City, March 18, 2018 The University of Belize girls won the Association of Tertiary Level Institutions of Belize (ATLIB) national football championships at the MCC Garden over the weekend. In Game 1 Saturday morning, Southern champs - the Independence Junior College girls drilled the Northern zone champs - Centro Escolar Mexico Junior College: 3-0 with Karisha Coe scoring 2 goals in the 25th and 54th minutes, and Jelissa Foreman scoring the 2nd goal in the 26th minute. Today, as usual, I was going to write about those dastardly UDPs. Thanks to my friend Dorian, I have been using the word dastardly very often, and I’m feeling quite accomplished doing it. But this morning, as I held my normal morning conference with the Prime Minister in the bathroom, I was told by someone, quite seriously, that I was an inspiration to them. Trust me, while I have had a lot of comments thrown at me, that is not one of them. That is not something Mike Rudon hears a whole hell of a lot – see, I’m even referring to myself in the third person. That comment really took me by surprise. For a little while now, I’ve been changing my life. It’s no easy road, no bed of roses. As I write this, I haven’t taken a drink for twenty days. I’ve also managed to get my lazy ass on the road to exercise for eleven consecutive days. And, I’ve been eating totally clean and healthy. Truth is, I’m feeling pretty good about myself. I joke about it because that is what I do, but I went pretty close to the edge a few weeks back. It could have gone either way. But I came back, and I’m as positive now as I’ve ever been in my life. I’m also scared shitless that I’ll take another drink sometime and then go back into that dark place. But hey, enough melancholy. I know that some of you who read what I write or post about my drinking think that these things should be private things. I know I embarrass some of you. I know that some of you have seen me under the influence behaving like a proper ass so what I write isn’t real to you. Some of you think I’m stupid. Some of you think I’m crazy. Some of you take me for a joke. Some of you just don’t understand, and never will. Some of you will use what I write against me and some of you don’t care, one way or the other. But this morning I was told that I was an inspiration by somebody who I believe is battling some of my own demons.

And it meant a lot. I keep going back to Dean Barrow at the press conference just after elections. I was blown away by his bombast, appalled at his arrogance. When it comes to DOB, it takes a whole lot to surprise me. He is an arrogant man and has likely been one even before he entered politics. It is in his bearing. It is in the way he talks. It is in the way he talks down to people during interviews and in the House of Representatives. There is no humility in this man and, I suspect, very little compassion. I remember seeing him put in a position where he had to hold a child. It was in the wake of some disaster or the other which affected the Port Loyola area. I never forgot the look on his face as he held that child. He wasn’t happy. I could imagine him reaching for his hand sanitizer and wipes the moment he got back to the safety of his luxury SUV. Just as I inspired this one person to hopefully use my example to fight his battles, Dean Barrow has inspired an entire army. His arrogance has taught them to be arrogant. His arrogance has taught people around him to behave just like he does. And just as Dean Barrow attacks any who dare to question his absolute authority and greatness, those who follow him attack any who dare to speak against them or speak against the UDP. The arrogance of people like Alberto August, Oj Elrington and any number of UDP Ministers is nauseating. Like their leader, they just do not care. They have lost their humanity and humility somewhere along the way. Even as I write this, those arrogant asses, following the example of their leader, and perhaps even his instructions, are tearing into the teachers who have stated that they will march and rally in protest on Thursday – a protest against the violence which is crippling our country. Because to do so will make Dean Barrow and his administration look worse, the UDP has taken to attacking and insulting and humiliating and belittling teachers. That is what they are. That is what they do. That arrogance and abuse of anybody who stands in their way will turn around and bite them in the collective ass. Karma is a real bitch. Just wait and watch it happen.

THINKING OUT LOUD BY: KEVIN BERNARD

Over the weekend, I joined other Belizeans in observing with shock as all hell broke loose in Belize City. Because of social media, we shared the fear of Belize City residents who posted about the sounds of gunfire and sirens. Also because of social media, we were able to see pictures of the victims shot to death. Imagine that two of them were women – one of them a grandmother coking in her home and the other a young girl, just seventeen years old. The media has reported that in just two days in the city there were at least eleven different shooting incidents and five murders. The sixth murder of the weekend happened here in Orange Walk, and even that one murder in our community shocked us. I can’t even begin to think how the residents of the city, especially the Southside, feel. They must be afraid to even come out of their homes to go to the shop, or to visit a friend. Those being killed these days are not only those involved themselves in the gun violence. There are innocent people dying. I can safely say that I have never seen our country reduced to this state of lawlessness where our citizens are forced to live in fear. Like many Belizeans, I was not satisfied with the response by the Government, stated at the Prime Minister’s press conference on Sunday. In fact, I was very disappointed by what came out of it. There was absolutely nothing new which could reassure all of us that finally we will be secure in our own country. All Dean Barrow really did was bring back John Saldivar, probably just to reward him since Saldivar managed to win for the UDP in the West. Making John Saldivar Minister of Police again does nothing and will do nothing to help the crime situation. It seems that the Prime Minister has forgotten that under John Saldivar as Minister of Police there were 145 murders in 2012 – the highest ever. It seems that the Prime Minister has forgotten about William Danny Mason, the con man/kidnapper/murderer who was John Saldivar’s best friend to the point that Mason

used to be escorted by the GSU like he was royalty. The Prime Minister may forget those things, but Belizeans haven’t. It is not clear from the press conference what will happen to Elodio Aragon Jr. who enjoyed a very brief and unsuccessful stint as junior Minister of Police. I for one am not surprised that he was unable to do the job. We all watched him promise the people of Orange Walk East all sorts of things before elections, including a university and Police substations in the East, and we watched him forget all those promises when he was elected as UDP Area Representative for the East and then junior Minister of Police. We have all watched him become prosperous in Orange Walk even as his people have been neglected and his portfolio has been neglected. It will be interesting to see what role Aragon will now play in the Police, because there is no doubt that John Saldivar will want full control of that department. But that is politics and the reality is that it is their problem. But when these Ministers are incompetent on crime it becomes our problem. I have watched, along with Belizeans in the north and across the country, as drug planes have been landing in the north almost every week, it seems. And we have heard nothing. It seems that we have no radar to detect these planes, and by the time the Police do get on the scene, all the drugs have been offloaded and are long gone. I also watched a situation just last week where a plane landed in Blue Creek. This time a man was actually detained on the scene, and reports are that high level instructions came down and he had to be released. My friends, we are living in a lawless time. This is no time for the government to be playing games. This is no time for the Police to be playing games. As Belizeans we deserve to live free of fear in our country. I call on whoever will be in charge of Police next to remember that they are there to serve the people and not themselves. We must find a solution to crime. For the sake of our people and the sake of our country.

JOHN SALDIVAR MUST GO Today is Day One of the debate on the national budget presented by the Government. Today is also the day that the Belize National Teachers Union (BNTU) descended on the nation’s capital to march against the violent crimes occurring in Belize and the violent acts against women and children. Today, however, is also the day that the BNTU expressed its dissatisfaction and disappointment in the Prime Minister of Belize in his ill-guided decision to promote Minister John Saldivar by putting him back in charge of the Ministry of Police. The President of the BNTU, Senator Elena Smith, came under attack for pointing out that Minister Saldivar was not doing a good job in the Ministry of Police when he last had that portfolio. Minister John Saldivar went on the attack on Facebook and by many accounts his remark is considered a threat. Minister John Saldivar on his Facebook post stated “Careful of your glass window, my friend.” We denounce Minister Saldivar’s statements and will never condone the cyber bullying attacks and the malicious attempts at discrediting the reputation of the leaders of BNTU who dare to speak the truth. The fact is that Minister Saldivar when he was the Minister of Police did not do anything significant for the ministry that resulted in change. Crime was high then and it is still high now. The fact is that Minister Saldivar will forever be tied to the infamous Danny Mason, the conman and alleged murderer who is behind bars awaiting trial for the horrific beheading of Pastor Lucas. The fact is that Minister Saldivar admitted that after a month of becoming a business partner with Mr. Mason, he severed ties with him as soon as he learnt of his questionable behaviour with his identities yet he, as a Minister, did not share any of this with the Financial Intelligence Unit or the Police or any authority to run an investigation on this man who was clearly showing signs of being a conman from long before the murder of Pastor Lucas. It is a fact, admitted by Minister Saldivar, that Danny Mason donated $50,000 in cash to Minister Saldivar’s Belmopan Bandits. The fact is that Minister Saldivar as the Minister of National Security abused the use of public assets by using Coast Guard vessels for the interest of transportation of the Belmopan Bandits to Ambergris Caye. The fact is that Minister Saldivar has disgraced his position as a Minister of Government and was asked to take a leave of absence because of this disgrace. Because of the effluxion of time, the mere passage of

a couple years, the Prime Minister is saying that Minister Saldivar has been forgiven. That is a slap in the face of all Belizeans and outright betrayal to the people of Belize. It is the BNTU that led the charge for the government to sign on to the UNCAC and it is hypocritical and blatantly disingenuous for the Prime Minister to now put Minister Saldivar in charge of the Police. How can a Minister of Police who was connected to the alleged murderer who beheaded Pastor Lucas be seen as a serious change for better? How can we tolerate the misogyny that continues against the woman leader of the BNTU just because she dares to state the facts? The United Women’s Group makes no apology in joining the call of so many Belizeans that want Minister John Saldivar removed from the Ministry of Police. He should be removed from the Cabinet as it is clear that he has demonstrated on more than one occasion conflict of interest and the Constitution is clear on not tolerating any member of the National Assembly who has a conflict of interest. Solving crime is a complex matter that requires a multi-faceted approach that ensures criminals are brought to justice and that efforts are made to address the root causes of crime. Having at the helm of Belize’s national security and police departments a Minister who himself does not enjoy a reputation of integrity and justice will only further challenge these efforts. Belizeans have to be able to trust the system. All the seniors of the Police Department this week along with the Prime Minister stated that there is a need for the public to regain trust and confidence in the police department. Having Minister John Saldivar as the head of that unit takes us several steps away from achieving this very important objective. The BNTU marched in Belmopan on a very principled matter. The BNTU has stood up against domestic violence and violence against our women and children. We salute you. The UWG further supports all teachers who continue to stand up against corruption, against the lack of accountability and transparency and against bad governance. We support the BNTU when they march despite the threats and the bullying tactics of the government. We stand with you BNTU. Belize, teachers got yuh back and teachers got Belize’s back. THE VULNERABLE SUFFER MOST As we continue to shake our heads at the continuing incomprehensible gun violence and killings in Belize City, yet another shooting has surely touched us all. It is that of Ms. Bernadine Lauriano, a sanitation worker at the City Council. I remember seeing Bernadine many times over the years. Many faces around town are quite familiar, and though I didn’t know Bernadine to talk to, I saw that she was always consistent and hard working. I am very happy that Hand in Hand Ministries saw the need of her and her family. She received a roof over their heads not long ago, and she and her family must have been grateful for their little castle. Naturally, the excruciating thought at her sudden murder is that it is the vulnerable who suffer most from the senseless killings, as in all other circumstances. Reports indicate that the shooter/killer may have been looking for a son of hers because of “old beef” and a continuing feud. Our old Belizean proverb is “if you cyant ketch Harry, ketch ih shirt.” The gunman was merciless. He cared not that Bernadine herself had done him nothing, so he unleashed a barrage of shots that caught her and two of her children. She became a target due to the circumstances of her humble life, where she lived, and the lack of security experienced by so many in Belize City neighbourhoods. This idea of the vulnerable and poor suffering most was also at the forefront of my reflections when I read about the big OXFAM scandal which has recently been revealed. Oxfam is a conglomerate of many charitable organizations which focus on alleviating poverty globally. Its reach throughout the world is sprawling, and it has no doubt done a lot of good in many countries. But a scandal involving the exploitation of poor, vulnerable girls and women in Haiti has shaken the organization to its core. After the devastating earthquake in Haiti in 2010, aid workers of Oxfam, who were supposed to be helping all they could, exploited Haitian girls and women by using them as prostitutes for their own gratification. This was at a time of desperate need for hundreds of thousands of Haitians, and the mere thought of what those officials did is absolutely disgusting. The then director, one Roland Van Hauwermeiren, used prostitutes at a villa that had been rented for him by Oxfam. What a stinking example of how the rich

and powerful exploit the poor and vulnerable. But it is the fallout that has been tremendous. There have been accusations of a cover-up, since Oxfam bosses failed to alert other aid agencies about their staff members’ behaviour. Mr. Hauwermeiren was transferred to work elsewhere, and Oxfam went into damage-control mode. But many donors to Oxfam have stopped contributing, and there has been hell to pay in Britain, as the government summoned Oxfam directors to make explanation before any more government funding goes to the charity. The UK Department for International Development decried the “appalling abuse of vulnerable people,” and said that how Oxfam dealt with the scandal raised very serious questions. International Director Winnie Byanyima and UK CEO Mark Goldring have scrambled to issue profound apologies, vowing that Oxfam would be more rigorous in staff supervision and signalling zero tolerance of abuse in the future. I also want to quote famous Haitian American author Edwidge Danticat. She said forcefully that impunity for sexual exploitation and human trafficking has to stop. Apologies are not enough. She said too that despite the fact that 300,000 people died in the 2010 earthquake, some aid workers still came with a predatory attitude. By the mere transfer of the offending director, vulnerable persons were further victimized. She called for a deep look into the culture of prostitution, male dominance, and male sexual access to women and girls; also the pressing need for international charities to clean house of the sexual harassment and assault that are rife in many of these organizations. The betrayal of trust must stop, she said. When vulnerable people look to aid charities, these organizations must ensure that their staff are not abusers. My perspective on this issue is therefore that, yes, it is always the poor and most vulnerable who bear the brunt of society’s ills and failures. Just as for Oxfam, we in Belize have to find ways to protect those most in need and to combat gun violence, human trafficking, and sexual exploitation. We have to stop turning blind eyes to all forms of abuse and all the evils that trample on the human dignity of people, especially women and girls.

Lo que en principio iba a ser un encuentro con el exmandatario uruguayo José Mujica (2010-2015) en la fronteriza Santana do Livramento acabó siendo una reunión de exlíderes de la izquierda regional, a la que se sumaron su sucesora Dilma Rousseff (2011-2016) y el exdirigente de Ecuador Rafael Correa (2007-2017). Ante ellos y los centenares de partidarios que se agolpaban en la plaza que ejerce de pacífica frontera en esta ciudad que vive en ‘portuñol’, y se llama Rivera del lado uruguayo y Santana del brasileño, Lula da Silva reiteró que no piensa parar ahora. “Querido Mujica, usted sabe que estoy siendo amenazado con la prisión. Estoy aquí en la frontera y podría dar un saltito a Uruguay, pero no voy a hacerlo. ¿Sabe por qué? Porque estoy tranquilo con mi inocencia y quienes tendrán que salir del país un día son ellos”, aseguró en referencia a sus enemigos. 21 Marzo, 2018 Chetumal. El pasado martes mientras autoridades militares y policías desplegaron un numeroso operativo de seguridad por toda la Ribera del Río Hondo, un grupo de seis lanchas con dos motores fuera de borda cada uno, sus tripulantes de origen beliceño se encargaron de levantar aproximadamente una tonelada y media de presunta cocaína que la avioneta tipo Cesna arrojó en las aguas del Río Hondo en el poblado de Ramonal, fue lo que comentaron algunos pobladores del lugar que fueron testigos de los hechos. Según a los comentarios de algunos de los pobladores que en ese momento se encontraba en las inmediaciones del parque de dicho poblado observaron el avistamiento de la avioneta tipo Cesna, la cual realizó realizo alrededor de tres sobrevuelos sobre las aguas del Río Hondo, el cual fue utilizado por la aeronave como pista. Informantes detallaron que se sorprendieron al observar el avión que realizaba los sobrevuelos aproximadamente a 50 metros de altura sobre las aguas del Río Hondo, mientras que alrededor de seis lanchas de gran tamaño con dos motores fuera de borda cada uno aguardaban en un canal de agua conocido como “El Creck” que conecta con la aldea de Patchakan, perteneciente al distrito de Corozal del vecino país de Belice. Testigos de los hechos explicaron que en determinado momento la avioneta realizó tres maniobras sobre las aguas del Río Hondo y desde lejos observaron que desde la avioneta caían al agua varios paquetes algunos de color plateado y otros de color café, que fueron lanzados desde la aeronave. Segundos después observaron que los tripulantes de las seis lanchas enseguida salieron del canal hacia medio río y en menos de diez minutos levantaron más de 100 paquetes que flotaban en el agua, mismos que habían sido aventados desde el avión antes mencionado. Comentaron que una vez que

todos los paquetes fueron concentrados en las lanchas enseguida se retiraron del lugar por el canal de agua conocido como “El Creck” que conecta hacia la aldea de Patchakan, Belize. Algunos de los testigos que presenciaron tales hechos comentaron que alrededor de 20 personas eran las que se transportaban en las seis lachas, algunas de ellas observaron que portaban armas y que además tales acontecimientos les llamaron la atención pues nunca habían visto alguna aeronave sobrevolando el Río Hondo y mucho menos a una altura muy baja. Explicaron que al día siguiente al leer los diversos rotativos y noticieros de radio se sorprendieron al escuchar que se trató de una narcoavioneta, la cual había realizado un descargue de droga cuyos paquetes fueron lanzados desde la aeronave a las aguas del Río Hondo que pasa por el poblado de Ramonal. Comentaron que al ver las fotografías de la avioneta siniestrada todos coincidieron que se trató de la misma que había sobrevolado las aguas del Río Hondo en las inmediaciones del poblado de Ramonal y de la cual lanzaron varios paquetes que aparentemente en cuyo interior contenían droga, mismos que fueron levantados aproximadamente por un grupo de 20 personas que tripulaban las seis lanchas con personas todas ellas de origen beliceño. Dicha avioneta con matricula YV3224, fue encontrada siniestrada en el Norte de Belice, en aldea de menonitas de Blue Creek, distrito de Orange Walk, cerca del poblado de La Unión, municipio de Othón P. Blanco en el Sur de la entidad. En el sitio las autoridades beliceñas también localizaron una camioneta Chevrolet, de color rojo, con placas de Belice número CE9214 y un hombre, el cual fue detenidos, además en el lugar también aseguraron dos camionetas tipo Pick Up, una de color blanco con placas de circulación SZ-5882-E de Quintana Roo y otra de color negro con blanco con la leyenda en color rojo en la parte frontal del cofre que decía “El Jefe”.
