Johnny Blasts Barrow's Bogus Budget Thursday, 23 March 2017 In his presentation which launched the debate scheduled for Thursday and Friday, PUP leader John Briceño surgically decimated the bogus budget presented to the nation on March 13th. The Prime Minister, with a trademark rhetorical flourish, gave his lame duck presentation the ostentatious title – “Bouncing Back – a Bold Belizean Recovery. Briceño was having none of that, and responded that there is no bounce and nothing bold in the Budget, asking what many Belizeans routinely ask – in what country is Mr. Barrow living?

“No ordinary Belizean will benefit from anything contained in this budget,” stated Briceño. In fact, said Briceño, “the Prime Minster with little passion introduced a budget that is once again void of imagination and lacking of any plan to rescue a nation that he and his UDP Administration have driven to the verge of bankruptcy and is bordering on a depression.” As Belizeans will be able to attest, the Prime Minister and his UDP administration have run the country into the ground, recording ever widening budget deficits and racking up an unsustainable level of debt which grows every year. In those years when he had access to oil revenues, revenues from industries and hundreds of millions in Petrocaribe monies, the PM could not balance his budget and has the nation on the brink of an economic precipice. But now, with oil dried up, industries in turmoil, Petrocaribe money done and hundreds in millions owing this year, the Prime Minister is telling Belizeans that there will be a surplus for the first time in years. Briceño took aim squarely as his counterpart on the government side, stating that “this budget fails the test of fiscal responsibility, as once again this UDP Administration will collect over a billion dollars in taxes and income, and they will add another 100 million dollars to our already 3.1 billon dollar debt leaving every Belizean man, woman and child, owing over $10,000. Yet this budget will offer fewer jobs and low economic growth if any. The PUP leader also pointed out the truth about tourism, which the UDP has boasted is the only industry which is doing well. But, said Briceño, “the tourism industry is not doing as great as we would wish and he (the Prime Minister) would want us to believe. According to the BTB figures published for 2016, hotel occupancy, which is a key indicator on how the industry is performing, fell by a whopping 12 percent, from a country average of 42 percent to 37 percent for 2016 when compared to 2015.” Governance also occupied prominent attention in the leader’s presentation, as he pointed out that, rightly, that the UDP Administration spent 4 billion dollars from 2012 to 2016 and none of those 4 billion dollars has undergone the scrutiny of the Auditor General. Briceño received an ovation as he stated, “one of my very first acts as Prime Minister will be to bring legislation to the National Assembly, which calls for a full audit of every government ministry and I say it in this place on this day. Whomever is found to be involved in any illegal or corrupt act will be arrested and charged and if found guilty will go to jail. This is my solemn pledge to the Belizean people.” In closing, the PUP leader offered hope to Belizeans, stating that “a day is coming soon when the people of Belize will see this red cloud lifted and in its place, a clear blue sky. and the sun will shine ever so brightly. And there will be jobs again and our children will have better schools again, the private sector will get back to growth again, the productive sector will produce and NHI will be universal. Confidence will be restored and the Belizean spirit renewed.

Thursday, 23 March 2017 As we go to press today, Thursday, Cayo Police are trying to identify the victim of a gruesome murder, allegedly in that jurisdiction. On Tuesday, two minors from Blackman Eddy, found a plastic bag near the river bank while hunting iguanas. That bag held a crocus sack containing neatly severed body parts. Sources in the Police Department told us that the first grisly discovery yielded two legs severed at the knees and two arms severed at the elbows. Police could not determine at

on so far. Police told the Belize Times today that the search will continue. In the mean-time they are canvassing communities in the West to determine if anyone has been reported missing. In May 2015, the body of Edilberto Madrid was found floating in the Roaring Creek River. He had been decapitated and disembowelled, his limbs removed. The next day, Steven Hyde was found buried in a shallow grave in Camalote, brutally murdered in similar fashion.

‘GUNMAN’ SON OF UDP MINISTER CHARGED…

Wednesday, March 22, 2017 It only took two months, but finally, after sustained pressure, on Tuesday Kenzle Hulse, son of Minister Godwin Hulse, was charged. Very quietly, with no fanfare or Police disclosure until after the fact, Hulse was charged with Harm and arraigned in the Belmopan Magistrate’s court, where he was granted bail of $1000 and the matter was adjourned to May 18, 2017. The fact is that the entire matter was handled very differently than it would have been if Hulse were just a

normal Belizean accused of the same act. On January 22, 2017, the young businessman allegedly pistol-whipped an elderly man, Alberto Santos Lopez. According to Lopez, without provocation Hulse hit him with the pistol, then choked him and threw him to the ground. Lopez reported the matter immediately, but we are reliably informed that from the very beginning political interference reared its ugly head. First of all, the matter was handed over to the National Crimes Investigation Branch, and then on to the Major

BELIZE CITY RESIDENT SAVAGELY ATTACKS AND MURDERS SISTER Monday, March 20, 2017 The quiet of the First Street vicinity in the King’s Park area of Belize City was broken early Sunday evening by the pained shrieks of 29-year-old Juliane Burke. She was being savagely attacked by her younger brother, 26-year-old Elijah Burke who had hidden waiting for her in the yard of her rented apartment. Neighbours say they saw him arrive at around 4 in the afternoon asking for his sister. When they informed him that she was not at home, he reportedly muttered that he had to “bring the Police for her because something di goh aan eena da yard.” He apparently stuck around until she got home accompanied by her six year old son. Elijah went after her as she was about to enter the house and when she fell in a drain, he began chopping her incessantly. Residents rushed to the scene and called on him to stop so he ran away. The Police responded quickly and took Juliane—still conscious— to the hospital. She had multiple chop wounds to the head and arms.

Based on their findings so far, investigators are still searching for the head of the victim, as well as the legs from thigh to knees, and arms from shoulders to elbows. It was only after she was in the Police mobile that neighbours realized that the 6-year-old boy was nowhere around. He would be found running away crying near K-Park Supermarket. He murmured to the woman consoling him, “my uncle Lijah chopped up my ma.” Surveillance footage reportedly captured Elijah running after Juliane out on to the street. A wanted poster was issued and police detained him on the night of Monday, March 20th. According to neighbours, Juliane Burke moved into the area about a year ago with her common-law-husband, David Funes, who was not at home at the time of the incident. He was all the way in Valley of Peace working at the sugar mill. Neighbours gave him the bad news, but by the time he got to the hospital, the woman he had lived with for some four years was practically unresponsive. She died the following day. As to a possible motive, Funes thinks Elijah believed in “obeah” and thought Juliane was “obeahing” him. He revealed that on a prior occasion, the siblings had argued at an older sister’s house over personal documents Elijah had reportedly stolen from Juliane along with one of her purses. The neighbours described Juliane as a sweet and quiet individual who was never rowdy.

Crimes Unit, when normally it would have been handled by Belmopan Police as a routine, if serious offence. First queries to the NCIB elicited the response that they were waiting ono Lopez to provide a proper statement since his first statement the day of the incident had been botched somehow. When days and weeks passed, officials at the NCIB stopped answering queries. Additionally, in any incident of this type, a normal Belizean would have been charged for Aggravated Assault with a firearm. He would then have been remanded automatically because of the firearm related offence and would have had to seek bail at the Supreme Court. But Kenzle Hulse was charged only for Harm and allowed bail at the Magistrate Court. The Belize Times is reliably informed that Minister of Immigration and father of the accused, Godwin Hulse, was at the Belmopan Police Station Tuesday morning when the young ‘gunman’ was charged, and it is far from a stretch to imagine the favours that must have been called in to protect him. We will continue following this story on the adjournment date, but like others cases which are politically influenced, we expect nothing in the way of real justice for the victim.

Belizeans Are Squatters, Declares Sedi! “Diplomacy and Defence are not substitutes for one another. Either alone will fail” ~ John F. Kennedy, 1961 “A [diplomat] ought to have very quick parts, dexterity, cunning, wide knowledge, and, above all, discernment. And it is no wonder that men who engage in these pursuits for the sake of the title and the salary, without any idea of the duties involved, serve an apprenticeship most damaging to the affairs entrusted to them.” ~ François de Callières, 1716 It is unquestioned that Sedi Elrington has been Belize’s worst Foreign Minister! Sedi after almost 10 years of apprenticeship remains an amateur and a dangerous one at that! Since 2008, Belize’s formerly stout diplomatic position has been completely undone by Sedi and the UDP. The Guatemalans have danced circles around Sedi, and Dean Barrow seems too consumed with his own “legacy” to even care. Sedi clearly suffers from an acute superiority complex; he believes that because he is a lawyer that somehow he is superior to the rest of us. The level of his arrogance can be measured by his public pronouncements, especially those related to Guatemala. In the elevated sphere of international diplomacy words have meaning. Diplomats therefore ought to be crafty but careful with words since words are to diplomats what bombs are to generals. Well placed bombs can break the will and spirit of the enemy leading to strategic gains; as can well placed words solve a diplomatic conundrum. However, one single misplaced bomb can destroy all the strategic gains of an advancing army as can one misplaced word derail diplomacy. We have heard Sedi, incredibly, declare that our borders are “artificial.” We have heard him declare that the peoples of Guatema-

la and the peoples of Belize share the same dreams and aspirations. And only last week, we heard him declare that Belize does not “have internationally recognized borders.” He went on to insult the Belizean people by comparing us to squatters who must now seek legitimacy by going to the ICJ 36 years after our independence. I reject this foolish notion out of hand. Nations don’t become independent without recognized borders! On the contrary, the fact that the UN recognized our nationhood suggests that we have been internationally recognized as a state with all our territory intact. Sedi seem to have developed an appetite for his own foot! That must be why he keeps putting his foot in his mouth. How on earth can the foreign minister of any state make such reckless pronouncements and expect not to embolden the enemies of his state? Belize has very real and recognized borders, in fact Schedule 1 of the Belize Constitution sets out quite clearly what are Belize’s borders. In respect of its maritime borders, the

Maritime Areas Act, drawing upon the UN Convention on the Law of the Sea, defines in no uncertain terms Belize’s maritime borders. The fact that Guatemala may or may not recognized our borders does not make them any less legitimate and for our own Foreign Minister to suggest such is truly harm-

03 3 ful to us as a people. When the US Coast Guard wishes to enter Belize’s southern territorial waters near Hunting Caye, or when the US military wishes to overfly our airspace, they send their diplomatic note to the Government of Belize not the Government of Guatemala. Does this not indicate recognition of our borders by none other than the most powerful nation on earth? So how can Sedi be telling the Belizean people such foolishness that our borders are not recognized internationally? Sedi’s behaviour should no longer be considered buffoonery; we must now begin to ask whether or not Sedi is in the employ of the Guatemalans? Sedi and the UDP have adopted a policy of appeasement toward Guatemala whilst the Guatemalans have adopted a policy of coercive diplomacy towards Belize. Together these two approaches to the unfounded Guatemala claim threaten the nation state called Belize. The late Philip Goldson warned us that the time to save our country is before we lose it. If ever there was a time to heed his advice, the time is now! The Constitution of Belize is the only law with which Sedi must concern himself. The fact that he has, in essence, thrown out the Constitutional definition of Belize, runs afoul of his oath of office that requires him to defend our Constitution. Sedi should be made to apologise to the Belizean people, at the very least.

Questions to Ministers

Would the Member for Queen Square and Minister of Finance please say why, if BTL is a Belizean company, the Barrow-appointed Board of Directors has chosen to let go most of the Belizean management staff and has instead hired foreigners to those positions? Would the Member for Queen Square and Prime Minister please provide an update on the investigation into his friend the former Deputy Prime Minister Gaspar Vega, accused of rampant corruption in the Ministry of Natural Resources? Would the Member for Belize Rural North and Minister of NEMO, Transport and Hustling please say if he would be willing to allow auditors to check into the finances of that Ministry since he took over? And could he further say if he would be willing to provide a list of his personal assets before and after becoming a politician? Would the Member for Belize Rural North and Minister of NEMO, Transport and Hustling please say if he still has any interests in sugar cane in the north, or if he has diversified into the very lucrative golf cart business in San Pedro? Would the Member for Belize Rural South please say if he feels personally responsible for the death of a young resident of San Pedro since he has been unable to provide a hospital for the island even though he promised to do so since 2011? Would the Member for Corozal Bay and Minister of Health please explain why the UDP Chairman in Palmar closed the Community Health Center last week and forced health workers to treat residents on the verandah of the building? Would the unelected Senator and Minister of Immigration please confirm or deny reports that he visited the Belmopan Police this week after his son was arrested and intervened to get the charge changed from Aggravated Assault to the lesser charge of Harm? Would the Member for Orange Walk East and junior Minister of Police please say why the son of his colleague the unelected Senator was not remanded even though he was charged for a firearm offence?

Sick… What the hell is going on with people to be killing up other people and cutting throats and stabbing and shooting and slicing and burning? It ain’t no laughing matter. It’s scary as hell. Seems like we’ve been learning all the wrong things from our neighbours around us. Evil I tell you. Y’all need to go to Church and find God in your lives. Mr. Dean Sir, we need you to get serious on crime. Really now there’s too much happening and it appears that you and your ministers have your heads stuck firmly somewhere the sun don’t shine. Do you all even hear the cries of so many mothers who have to bury their children? Cha man wake up. Budget… As I write this Dean Oliver is probably standing in front of a mirror rehearsing his old tired spiel for this week’s Budget debate. Please Belizeans, don’t be fooled. We’ve all been fools long enough. There is nothing in this budget for us, besides taxes. There’s nothing for education, nothing for health, nothing to fight crime, nothing for the farmers, nothing for the productive sector, nothing for our business sector, nothing for the poor, nothing. Don’t be caught up in the hype. This Thursday and Friday pay attention, listen carefully and you’ll get the sense of this tired old man’s bogus budget. Darrell… Did you all notice Dean taking a serious shot at Mayor Darrell Bradley last week in the news? Pulling no punches, the pontificating PM threw Bradley under the bus for his close ties to Eric Chang, that worthless fellow who has still somehow managed to escape any prosecution for his part in the Immigration corruption. But there’s a method behind Dean Oliver’s madness. Word is that Bradley wants out from Caribbean Shores because he knows he doesn’t stand a chance against Kareem Musa this time around. And get this…Bradley has been feeling his way around Queen Square, which isn’t making Dean at all a happy camper. In fact, he’s been actively lending his support to the intellectually challenged, domestic-abuse inclined Oj Elrington, who has been heard to say that he plans to challenge Bradley for Mayor of the city. Interesting times ahead for the UDP which can only hope to stay afloat after Barrow leaves office this year. Godwin… Remember how the tri-polar Godwin Hulse went apopleptic when the media asked him about his trigger happy son who went nuts on an elderly citizen? Well he couldn’t stop it when word came from on high directing the Police to arrest and charge Kenzle Hulse. Not surprisingly, sources tell us that Godwin showed up at the Police Station breathing fire and threatening all kinds of repercussions, and in the end the decision was made to charge his son for Harm and not Aggravated Assault. Not only that, but despite the fact that a firearm was used in the offence, the accused was allowed to walk out with a measly bail of $1000 plus a surety of the same amount. See, earlier in my rant I mentioned the crime that is out of control…well these are the things that contribute to it, when youths see other privileged persons getting away with murder, so to speak…just saying. MIA… Has anybody seen Patrick Faber? He’s been missing in action lately, playing the good little boy for what he hopes will be his ascension to the leadership of the Party. He was at Romaine Virgo this past weekend with his significant other, and imagine, he wasn’t even drunk or punching her in the face. Really he’s changed, though there’s no way he’ll ever be the leader of the UDP, not while John Saldivar is around. The rotund fellow has been totally silent since his relationship with Mason made the big time. Last I heard he was busy opening up the Quality Poultry store in Belmopan. Look how the mighty have fallen… Anwar… So the other day news broke that Santander will be breaking into the beverage market as competition for Bowen & Bowen. No surprise there, considering that there are reliable reports that the First Son, the text-savvy spawn of Dean Oliver, is heading to Santander as CEO. Can only imagine what lucrative concessions will be given to that company. I swear this fellow somehow lands in all the right places, no doubt due to the influence of daddy Dean. Check out how he screwed up BTL. He left the company floundering, a dinosaur which can’t even keep up with the competition these days, but he managed to come out of the deal a multi-millionaire with buildings all over the place. We figure BTL had reached the end of his economic usefulness to the Barrow clan and so it was time to move on. Soon it’ll be time for the entire Barrow debacle to end…just wait for it.

he People’s United Party has taken the firm position that it will not support going to the International Court of Justice at this point in time. That is not to say that the PUP does not want a definitive answer where the unfounded and lately increasingly aggressive claim to a significant portion of Belize is concerned. But there is no way that Belizeans in general should support the ICJ move when a man like Wilfred Elrington is steering the diplomatic and territorial ship. Sedi Elrington has shown himself to be a very dangerous man where our nation’s interest is concerned. At times it seems that he is looking out for the interests of Guatemala over ours. That is an unacceptable thing. There is just too much at stake, too much that can be irretrievably lost. The fact of the matter is that any Court case can be lost if the attorney is incompetent and uncertain of the validity of his client’s claim. And Sedi is apparently far from certain about the sanctity and integrity of our nation’s borders. In fact, according to Elrington, "our maritime borders have never even been agreed upon. That has to be agreed upon. We don't have any maritime borders agreed upon in the sea. Boundaries have to be agreed upon by countries that are neighbouring countries. But we never did have with Guatemala any agreement with respect to the maritime boundaries, neither with Guatemala nor with Honduras, which is very close to us. These are the things that have to be done. We have to do it. It's just like you are on piece of land all your life but you are a squatter. You can't do anything with that land." Imagine that the man who will be charged with defending our territory is now referring to Belizeans as squatters. How ludicrous is that? According to Sedi, our insular border is artificial, and now according to Sedi, our maritime border does not even exist. It is important to note where we are today as regards that unfounded claim by Guatemala. Just a year or two ago half of the majestic Sarstoon River belonged to Belize, without question. Sarstoon Island belonged to Belize, without question. Now, suddenly, the Guatemalan military controls the Sarstoon and Sarstoon Island. Belizean civilians are no longer allowed to traverse the river. On at least two separate occasions SATIIM rangers have been turned back aggressively. On at least two separate occasion our military has been aggressively approached by the Guatemalan Armed Forces (GAF). On multiple occasions the media has been turned back and told to respect the protocol, though none of our officials including Sedi will admit the existence of any such protocol. Incredibly, after what seemed like an altogether too cozy relationship between Sedi Elrington and his counterpart Carlos Raul Morales, Belizeans are now being told that the Guatemalans have outrightly refused to hold any discussions about a protocol governing the use of the Sarstoon. Apparently Carlos Raul is not even taking calls from Sedi. How is it that we got to the point where Guatemala controls that river which we sing about in our National Anthem? How is it that we got to the point where our military must now occupy a small base on the mainland and Guatemala can boast that it is only at their whim. Very soon Belizeans will be asked to participate in a referendum which will be the deciding factor where the ICJ is concerned. Every right thinking Belizean would want the matter settled once and for all. Every right thinking Belizean should want Guatemala to back the hell away. The encroachments must stop. The raping of our natural resources must stop. The aggression at the Sarstoon must stop and our people must be allowed to live in peace within our 8867 square miles. But it is a scary and untenable proposition to go to the ICJ under a Foreign Minister who believes that Belizeans are squatters in our land and believes that we can’t do anything with this land because we have no rights to it. Meeting with OAS Secretary-General, H.E. Luis Almagro this week, PUP leader John Briceño quite correctly stated that “we had to address our concern with the antagonistic behaviour of Guatemala, that Guatemala has not been a good neighbour, that Guatemalan citizens continue to plunder our resources…we have all of these issues that need to be addressed, and we need to address them as soon as possible. We find it very difficult for us to move the process forward until Guatemala is prepared to address these issues head-on." The PUP will maintain its position where the ICJ is concerned, and will continue to push for the re-registration which is so critical to the holding of a proper referendum. It is way past time for Sedi Elrington and the Barrow administration to get the sense and to do right by Belizeans.

l Partido Unido del Pueblo ha tomado la posición firme que no apoya ir a la Corte Internacional de Justicia (CIJ) en este momento. Es no quiere decir que el PUP no quiere una respuesta definitiva cuando se trata de la reclamación infundada y últimamente cada vez más agresiva a una porción importante de Belice. Pero no hay manera que los Beliceños en general apoyen el movimiento de CIJ cuando un hombre como Wilfred Elrington maneja la nave diplomática y territorial. SEDI Elrington ha demostrado ser un hombre muy peligroso cuando se trata del interés de nuestra nación. A veces parece estar velando por los intereses de Guatemala en vez de los nuestros. Es algo inaceptable. Hay demasiado en juego, demasiado que puede ser irremediablemente perdido. El hecho del asunto es que cualquier juicio puede perderse si el abogado es incompetente e inseguro de la validez de la reclamación de su cliente. Y Sedi, al parecer, está totalmente inseguro acerca de la santidad y la integridad de las fronteras de nuestra nación. De hecho, según Elrington, "nuestras fronteras marítimas ni siquiera han sido convenidas. Se tiene que llegar a un acuerdo. No tenemos fronteras marítimas pactadas en el mar. Al parecer Carlos Raúl incluso no atiende llamadas de Sedi. ¿Cómo es que llegamos al punto donde Guatemala controla ese río al que le cantamos en nuestro himno nacional? Cómo es que llegamos al punto donde nuestro ejército debe ahora ocupar una pequeña base en la ribera y en Guatemala pueden presumir de que es sólo a su antojo. Muy pronto a los Beliceños se les pedirá participar en un referéndum que será el factor decisivo en lo que respecta a la CIJ. Todo Beliceño consciente querrá que este asunto se resuelva de una vez por todas. Todo Beliceño sano querrá que Guatemala desistiera en su empeño de una vez por todas. Las usurpaciones deben parar. La violación de nuestros recursos naturales debe parar. Debe cesar la agresión en el Sarstoon y a nuestro pueblo se le debe dejar vivir en paz dentro de nuestras 8867 millas cuadradas. Pero es una proposición insostenible y atemorizante ir a la CIJ bajo un Ministro de Asuntos Exteriores (Canciller) que considera que los Beliceños son ocupantes ilegales en nuestra tierra y que cree que no podemos hacer nada con esta tierra porque no tenemos ningún derecho sobre ella. Luis Almagro esta semana, el líder del PUP John Briceño acertadamente afirmó que "tenemos que abordar nuestra preocupación con el comportamiento antagónico de Guatemala, que Guatemala no ha sido un buen vecino, que los ciudadanos guatemaltecos siguen saqueando nuestros recursos... tenemos todos estos temas que deben abordarse, y tenemos que resolverlos tan pronto como sea posible. Tillett said that he tried to get back the money from “Mr. Middleton”, who refused, and rather than report that he was allegedly jilted out of money, he remained quiet about the whole thing, wrote off $30,000 as though that was chump change. He told the Senate that he sacrificed $24,000 of his own money to refund these “Chinese clients”. remember that on September 9, 2014, that police unit conducted an 8-hour search and seizure operation. The Police was supporting the Financial Intelligence Unit, which was attempting to assist the US Government to investigate these men and their companies for criminal activities. The day before the raid, the US Department of Justice unsealed an indictment against Leach, Knowles, their company, Titan, and several other defendants. According to the US authorities, they worked together in concert to defraud the US Government of 500 million US dollars through tax evasion and money laundering, and a conspiracy to commit securities fraud. So, the US Government requested assistance through the mutual legal assistance treaty, and the Belize authorities obliged. The problem is that they didn’t distinguish against

He told the Court that if Titan continued to trade in securities, they would be committing a criminal offense. That suspension is still in place, and Barrow reasoned that this and the bad publicity of being allegedly linked to criminal activities, caused Titan to suffer an irreversible shutdown. Barrow told the Court that the judge did not properly consider the context of the raid, and so he wrongly tied the shutdown of the company to the actions of the Belize authorities. Eamon Courtenay, one of the lead attorneys for the claimants, responded to the appeal asserting that the judge’s ruling was correct and proper. Courtenay submitted to the Appeal Court judges that Justice Abel’s ruling was that his client’s constitutional rights were breached. He also submitted that the judge’s award of 8.8 million dollars in favour of the claimants is compensation for the damage done, which is proper in such cases. Readers should also note that in this appeal, the Government has not attempted to challenge the finding that the raid was excessive and unlawful. The legal arguments have not concluded as yet in this case, and on Thursday, March 23, Courtenay will be allowed to finish up the case for the defense against this appeal. Barrow will be allowed to respond, and after that, the outcome will be determined by the court. opotamia. OAS Pushes for Referendum on ICJ Tuesday, March 21, 2017 OAS Secretary General Luis Almagro Lemes was in Belize for a few days last week, mainly to urge Belize to step up efforts to hold the referendum on whether Belize should take Guatemala’s unfounded claim to the International Court of Justice (ICJ). This was his second visit here since being elected to the helm of the hemispheric organization. Though Guatemala has been guiltier of foot-dragging on the referendum issue than Belize, and despite their acts of aggression against Belize in the last 2 years, the funds for the OAS Peace mission are starting to run out. The donor community, made of wealthy and friendly nations advocating for a peaceful resolution to the territorial claim, have been spending their money to fund the OAS Adjacency Zone Office at the Western Border. They’ve been patient with both countries for 11 years, and for all that investment, a referendum in both countries is not clearly mapped out to show value for money in this expenditure. So, the Secretary General came and met with very senior officials within the Barrow Government, including the Prime Minister, and also with the Opposition Leader John Briceño. The perception from onlookers is that the Secretary General was attempting to urge them to bring the nation closer to an ICJ referendum. Speaking to the media shortly after the meeting, Briceño said, “Certainly, we had to address our concern of the antagonistic behaviour of Guatemala, that Guatemala has not been a good neighbour, that Guatemalan citizens continue to plunder our resources, the issue of a Sarstoon protocol. So, we have all of these issues that needs to be addressed, and we need to address them as soon as possible. We find it very difficult for us to move the process forward until Guatemala is prepared to address these issues head-on." Belizeans know well how Guatemala has behaved in relation to the Sarstoon River, on which their military have often aggressed Belizeans in their attempt to assert control over the entire river, which is shared. Though it makes the very best efforts to be impartial, Belizeans have noticed that in certain instances the position of the OAS seems somewhat slanted in Guatemala’s favour. Opposition Leader Briceño told the media that he did bring it up to the Secretary General. He said, “they have assured that they want to continue to play - to be an objective partner. Although we did express the concerns that some Belizeans believe sometimes have that the OAS is not as objective as we would expect. We do believe

that they try to be as objective as they can, and they have given us that assurance that they want to continue to keep that objectivity, in the discussions and negotiations between Belize and Guatemala." Shortly after that meeting, Secretary General Luis Almagro hosted a very short press conference where he read from a prepared statement. He did not take any questions, but Foreign Affairs Minister Wilfred Elrington and Pat Andrews, Belize Ambassador to the OAS, did oblige the media with a few comments after. Of important note is that while he was in Belize, the

Secretary General accompanied the experts from the Friends for Conservation Development on a fly-over of the Chiquibul Forest and the Caracol Archaeological Reserve. Executive Director Rafael Manzanero acted as his aerial guide pointing out part of the forests that was carved and cut down to make room for slash and burn milpa farming, and even marijuana cultivation. He got a first-hand view of the situation as it has unfolded, instead only receiving reports from the Belize authorities. Ambassador Pat Andrews commented on his reaction, saying that the Sec. Gen. was “very saddened about what he saw.” At the press briefing, when the Sec. Gen. took his leave, the Foreign Affairs officials reported to the press that indications coming out of Guatemala are that they are the closest they’ve ever been to the ICJ referendum. Their info is that Guatemala may hold its referendum as early as September.

People’s United Party is appalled and outraged at the public comments made recently by Foreign Minister Wilfred Elrington to the media. We find it unbelievable that the man who heads negotiations with Guatemala is seemingly unaware that our nation’s maritime borders are established. According to Elrington, "Our maritime borders have never even been agreed upon. That has to be agreed upon. We don't have any maritime borders agreed upon in the sea."

For the purpose of educating Elrington, we point out that not only does Belize have definite maritime borders as described in the Constitution of Belize and the Maritime Areas Act, but further, that those borders are recognized and respected by all nations, and even by Guatemala which refuses to relinquish its claim to Belize. What we do not have is a delimited Exclusive Economic Zone which must be worked out with Honduras and Guatemala in the Gulf of Honduras and the Caribbean Sea. Elrington went on in outrageous fashion, disrespecting all Belizeans by stating, “It's just like you are on piece of land all your life, but you are a squatter. You can't do anything with that land." To describe Belizeans as squatters is not only despicable, but dangerous as the Minister’s words serve to give aid and comfort to those in our neighboring nation who have become increasingly aggressive as of late. We demand that the Prime Minister remove or reprimand the Foreign Minister who continues to mismanage the situation with Guatemala while our nation suffers incalculable damage and destruction. PUP Leader John Briceño Today I want to share our vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution, one that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed, one that seeks to achieve social economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. This is why last week when I spoke to a group of Junior College Students I told them that my plan is to rid Belize of poverty. To us poverty is an ugly scar on our nation’s collec-

tive conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people who live on less than ten dollars per day, most of whom are women and children. This is not only a task for governments, we all have a stake in this enterprise, but government must lead and bold leaders must show that they truly care. For us the task ahead is clear, to build a Belize that works for everyone, so that every Belizean should come to expect five things, for the lack of a better term I will call it our Belizean Bill of Rights: First, every Belizean should have access to a piece of land. With land we immediately create opportunity for uplift and personal growth. Second that Belizeans are able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Sea Shore Drive. Third is education, every Belizean should be given the chance to go to school from kindergarten to junior college. We have to make education free from pre kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. Fourth, basic health care, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to pro-

I want us to start the work from now and for this reason I am once again saying to those on the Government side that we in the PUP stand ready to work with you to: 1. Reduce the national debt, let us work smart and pay down the debt and only borrow for development. 2. We will support the Prime Minister in efforts to strengthen our democracy and will support legislation for the conduct of re-registration in this budget cycle. If we can pay $20 million in fees for the Superbond renegotiation, then we should be able to fine the money to strengthen our democracy with a re registration exercise in 2017. Let’s get it done PM. 3. Although we are not convinced that the UDP is fully committed to seriously helping the poor, we support all the initiatives that fund the Food Panty and Boost programs, and would

support a supplementary that would see us reduce spending on office equipment and new vehicles across the board and use those funds to at least return the Food Pantry to last year’s levels of spending, we are only talking about 385,275 dollars. Also while you are at it, can we please take another million from office furniture and sundries and put it towards the violence prevention program. Last year you spent over 600,000 dollars on violence prevention and this year you plan to spend zero. 4. We will support any plan that would offer much needed support for our struggling productive sector. All of us were hurt to see Belizean farmers standing amidst thousands of dollars’ worth of rotting potatoes. It brought back the painful memory from last year when our onions could not be sold and were left in the field while imported onions flooded the market. We have to help our Belizean producers. 5. I say again, the PUP stands ready to work with the government in a bi national effort to enhance confidence-building measures with our neighbour Guatemala and to find a lasting solution to Guatemala’s unfounded claim to Belizean territory. We look forward to working to finalize an agreement on the Sarstoon that will see Belizeans able to safely and freely traverse the Sarstoon River. 6. It is time for us to stop locking up our young people for a stick of weed. The time has come for us decriminalize marijuana smoking and prepare the necessary research to move to legalizing marijuana for medicinal purposes and in small quantities. We will only build this nation if we see one Belize, where we are judged more for who we are than who we voted for. I am sure I speak for all on this side when I say we stand ready to work with any Belizean committed to these just objectives.

Dissecting Barrow’s Budget 2017/2018 Industries in Crisis…GOB Clueless! The budget presented and the expected results are not in alignment. The expected result, according to the PM, is a 3% to 3.5% growth in GDP, a 2% primary surplus and an economy that has recovered from the grip of recession. Although these goals are not ordinarily lofty, the present economic climate that prevails in Belize is not favourable for their achievement. If an objective observer were to scan the Belizean economic landscape, he or she would see an ailing economy. To compound this situation, the budget proposes a virtual

freeze on government spending and additional tax measure affecting tourism and international trade. So where does the PM expect this growth and rebound to miraculously appear from? The Prime Minister using his usual flashy rhetoric that is very short on substance has painted a picture of panacea that awaits the Belizean people in upcoming fiscal year, but the truth is when the veil is lifted there is precious little to look forward to. For the 2016-2017 fiscal year, the economy contracted by 0.8%. The fundamentals of the Belizean economy remain pretty much the same, so how can the PM come to the Belizean people and speak of a recovery, and a 3.5% growth in GDP? The truth is that agro-productive sector in Belize has been taking a battering for some years now. We have the shrimp, citrus and banana industries that are struggling to stay afloat under the immense pressures of disease and changing market conditions. These industries contribute significantly to GDP growth, while injecting vital foreign exchange earnings into the economy. The PM failed to provide the nation with any details of how this growth will be accomplished; I believe it is necessary to present the Belizean public with a real perspective of the challenges being faced by our productive sector. Shrimp The export of farmed shrimp has nosedived from over $90 million in 2014 to $9.8 million in 2016. Considering the gravity of the situation, one would believe that GOB would be very involved in assisting the industry in its recovery. Not so! GOB has played the role of observer, leaving the industry stakeholders to “paddle deh own dorey.” No technical assistance, no financial assistance other than authorizing financial institutions to capitalize interest, which will still be payable at the end of the day. Certainly the shrimp farmers are not expecting any hand outs; however they expect a higher level of engagement by GOB and related entities. BAHA is still charging regular fees for water quality and shrimp disease testing as if everything was on the up and up. While in the larger scheme of things these fees would be manageable for farms if production was normal, the current situation calls

for GOB via BAHA to show that they are truly interested in the recovery of this key industry. As it stands at the moment there is basically only one farm that has undertaken commercial level stocking, the others have stocked a few ponds for trial purposes. So the PM’s proclamation (for the third budget in a row) that shrimp farming will rebound this year is not likely to come to fruition. Instead of coming to this house to grandiose statements about this industry, the PM should come to the house and state what measures have been put in place to facilitate this long awaited recover. We are proposing the opening of a special low interest credit line through the DFC to assist interested farms with the restocking efforts. It is obvious that this industry needs a jump start; Belize cannot afford a third consecutive year of subpar performance in this industry. This industry is not about the farm owners; it’s about the many Belizean men and women in the south who do not have a job because of cut backs at the farms and processing plants, it’s about the loss of critical foreign exchange that we are losing. Citrus Citrus Greening or Hong Long Bing (HLB) was detected in Belize in 2009, and again the government has been playing the role of cheerleaders instead of rolling up their sleeves and getting into the trenches with the industry stakeholders. A few years ago the government via SSB invested $10 million into CPBL and had a media field day complete with advertisements that they saved the citrus indus-

try. Again they demonstrated their lack of foresight and incompetence when they invested in the factory side of the industry and totally neglected the agricultural side of the equation. Citrus production has fallen from 6.6 million boxes in 2009 to 3.6 million boxes in 2016; that is an alarming decrease of 45% in this seven year span. How can you save the industry if production keeps falling due to the Citrus Greening phenomenon? If the factories have less and less fruit to process, eventually there will be a point where the limited fruit throughput will make the business unsustainable. A more prudent approach to get this industry to its full capacity would be to encourage the planting of new groves with disease resistant varieties. We need to incentivize farmers to undertake this process, incentives can include tax concessions on land preparation and inputs for new groves, access to low interest financing for grove expansion and replanting. I know the government is broke and is seeking to scrape up as much revenue as possible, however by foregoing these small, short term tax gains will result in greater industry productivity, employment, and foreign exchange earnings in medium and long term. If a more aggressive stance was taken by GOB to partner with the industry stakeholders at the onset of this greening disease, Belize would be enjoying a significant increase in foreign exchange earnings today, as the price for our high quality Belizean citrus juices continue to be favourable on the world market. Unfortunately the government has been a bystander in this process, as was highlighted earlier fruit production has dropped drastically, causing an equivalent drop in juice production and a tremendous opportunity lost for all stakeholders. There is an African proverb that says “the best time to plant a tree was ten years ago, the second best time is now”. We need to get the growers planting now Mr. Prime Minister.

RE-REGISTRATION IS A MUST Much is being said these days about the Re-Registration process that must take place and that should have been done long ago. The Electoral Roll of any democratic country is plainly the lifeblood of a properly functioning democracy. We have to know who the eligible voters are whenever an election comes around, and the lists need to be complete, accurate and easily accessible. I believe that on the present lists for the thirty-one electoral divisions there are over 190,000 voters registered, close to 200,000. At the moment I get the sense that not too much activity is taking place regarding voter registration, since the issue of re-registration is very much alive. However, already we are within a year of municipal elections. Things are bound to heat up. There should be a scrapping of the Electoral Roll after ten years, according to law. Both governments have put off the re-registration exercise, but this is the longest that we have gone without re-registration. The lists are over twenty years old now, and surely in desperate need of updating. I recall that in 1997 the then government undertook the re-registration exercise. This leads me to say that really it is the Election and Boundaries Commission which carries out the process, and there is need for a truly independent body as opposed to one controlled by the government of the day. That discussion also must be had, but right now I focus on re-registration. I had been elected as standard bearer for the PUP for the Port Loyola Division in a contested convention in September 1995. Immediately I started registering voters. My little red Jeep Cherokee constantly crossed Yarborough Bridge on the way to the Registration office on Racecourse Street. So when it was decided that there should be a completely new list, so much work had already been done. It was a pain, but we had to start all over again!! I credit my win in Port Loyola in 1998 to the fact of re-registration, as I was able then to campaign personally to just about everyone. On the old list, for example, some 30% of the voters in Neal Pen Road no longer lived there. These “ghost” voters

as they are called could never be found, but still they were entitled to come and vote at any election. Their names were on the list. With re-registration all the ghost voters were gone, and the fresh list was clean and truly reflected the voting population of the then largest Belize City constituency. Likewise in the Belize Rural Central constituency we could not find close to 35% of registered voters in the Vista del Mar area. They had simply moved out to other divisions or had gone abroad, yet they were very much on the list. This is not good. It skews the entire process of campaigning, and it favours the participation in the voting process of persons who do not live where they are registered. Of course, I think it is necessary also to tighten up the Representation of the People Act to prevent persons from registering where they do not live. There simply has been too much fraud. Many politicians have found ways to manipulate voter registration and transfers, and they have managed to bribe and unduly influence registration officials at the Elections and Boundaries Department. Very many persons who did not live in Belize Rural Central were transferred into the division just before the last election, of course with the collusion of personnel from the registration office in Ladyville. And this was a major factor in the outcome of the poll. I could, and will later, say more, but suffice it to say at this time that the law has to be strengthened. It is a free-for-all for fraudsters as things stand now. But we have to start with re-registration, which will throw out the entire old and tainted Electoral Roll, all 200,000 names, and start anew so that persons who actually live in constituencies will go to register where they reside. A twenty year old Electoral Roll is ancient and has to be scrapped. It is right for the Opposition, social partners, and civil society to insist on re-registration. The government naturally does not want it. The old, tainted Roll favours them. They know this. We know this. I say it is high time to level the playing field and fix what is broken in our democratic processes. Re-registration now is a must!!!

THINKING OUT LOUD BY: KEVIN BERNARD

I was pleasantly surprised recently by the words of my brother Mayor Darrell Bradley who recognized the scope of works which have been taking place in our municipality. Sometimes I fear that we have become so divided over politics that we will never unite as a people. I always wonder why. Politicians should serve the people always, so if we all have the same mandate why is it that we should not get along. So I express my appreciation to Mayor Bradley for his kind words. I also take the opportunity to congratulate and express my appreciation for the hard working, committed team at the Orange Walk Town Council. While as Mayor much of the praise is given to me, the truth is that this is always a team effort, and our team is second to none. Currently the work around town is progressing even better than we anticipated. By this end of this week Palmetto and Pineapple Streets will be primed and ready for paving, even as we work on Progress Street, Tate Street, Rio Bravo and Cabbage Streets. Really it is a wonderful thing to be a part of and I can assure the people of this municipality that it will continue. Later this week Belizeans will be glued to the media as the government and Opposition debate the Budget for the fiscal year 2017/2018. Many people will have great difficulty deciphering the figures, but what won’t be hard to understand is that Belizeans will be asked to dig deeper into their pockets to raise at least $80M more for government. According to the Prime Minister, they selected taxes which were least burdensome to the poor and the productive sector. Don’t believe that. Any tax will hurt the poor and the productive sector because those taxes will be passed on. For example, currently Belizeans pay 50% tax on fuel and the PM says that will go even higher. There are many Belizeans who don’t drive so they may

not feel the cost at the pump, but that increase will be passed on. When the farmer has to pay higher fuel costs to produce his crops, we all feel it. I would not be at all surprised to find bus fares going up as well. What the Budget does not provide is any cost-cutting measures for those who are living the lifestyles of the rich and famous. Our Ministers drive vehicles which cost between $150,000 and $200,000. They and their family members drive those vehicles even outside of work, like to Chetumal to shop on weekends or to go bar-hopping. The Prime Minister hasn’t said anything about cost-cutting measures there. When Ministers travel, they do so firstclass. Perhaps we could cut costs there. Perhaps we could also cut some of those political cronies who sit in offices doing absolutely nothing. Perhaps we could try to retrieve some of the monies which made its way out of the Ministry of Natural Resources and into the pockets of well-connected persons. Perhaps we could revisit some of those outrageously bloated contracts, or try to find out where exactly the Petrocaribe monies went. What hurts me, and what will hurt many Belizeans, is the level of corruption, mismanagement and abuse which has resulted in our public coffers running dry. That is why we will have to pay more taxes. Here in Orange Walk we have demonstrated what can be done with prudent and responsible fiscal management. I know there is a lot more that needs to be done, but I feel confident in saying that this is one of the municipalities which has seen the most work done. And we have been able to do it without any bond and without any loans or grants from Central Government. Imagine what a good government could have done with the hundreds of millions in Petrocaribe money. I commit to continue the work here in town, and to do so in a transparent and accountable manner. You deserve no less from us.

Monsters Among Us...

Last night I was shown a picture of some human parts found in a crocus sack – two legs and two arms, neatly cut off, discarded like just so many pieces of garbage. Police have been unable or unwilling at this time to reveal the identity of the victim of this especially heinous crime. It comes on the heels of another vicious murder of a teenage girl, Keona Ara. From all accounts she was killed inside the bathtub of a home in Belmopan. She was stabbed to death, her throat sliced. She was then taken to the dump outside the municipality where her killers set her body on fire. The other day a man stood in Court, his statement revealing that he had cut a woman’s throat with a utility knife. Apparently she did not die from her injuries, so he decided to stab her thirty-two times with a screwdriver. Then there were the murders of two men from Roaring Creek. One was disembowelled and decapitated before being thrown in the river, his limbs detached. The other was sliced to pieces so his remains could fit in a shallow grave. I’m old enough that I remember a time when murders in Belize were few and far between. There was a time when those murders were mostly the result of drunken bar fights. There are still far too many of those, but now they are joined by the most sickening and violent crimes. Hell, I like to think that I’ve become somewhat callous after two decades in the media, but I’ve also learned that there are monsters among us who reek of evil and have no soul to speak of. One glimpse of that evil a couple years back has stayed with me, and will for a long time. A young mother was robbed of her life because another woman apparently wanted her child. She was taken into the bushes of Roaring Creek and her head was cut off with a small knife

in an attempt to hide her identity. Her killers were all freed on what I will call technicalities, but I will never forget the moments I spent face to face with the woman who was allegedly the mastermind of that terrible crime. Maybe my writer’s imagination ran rampant. Maybe the days of sitting in the Courtroom or hearing about how that young woman was killed got to me. But I saw evil. I looked at her and knew without a doubt that she was evil and that she had played a horrific role in that murder. To me, she had no soul. There are many such stories now. How have we as a people become so cold and heartless? How is it that we can tear another human body limb from limb without any semblance of remorse? When is it that we lost our humanity, our conscience, our compassion and sense of good and evil? We see it in the city more and more. Young men are able to walk calmly up to other young men and shoot them in the head, and then walk away. It has become almost a daily occurrence, with brief episodes of respite from the bloodshed. I don’t know that evil can be cured. But it can be shackled. I am not and have never been a stupid political animal who would blame the government for these gruesome murders. But there is so much more that could be done to ensure that those who perpetrate these crimes spend the rest of their lives in prison, locked away from the society which they have wronged. Our government has come across as uncaring and apathetic where crime is concerned. There has been no real move to enhance the investigative techniques of our Police. There has been no real move to equip our officers with the proper equipment, including a DNA testing and forensic lab. There has been no move to properly resource the Office of the DPP. There has been no real move to address so many problems in the Judiciary. Imagine that accused murderers routinely sit on remand for five years or more awaiting justice. And then, they just as routinely walk free on some technicality or the other. So for those things I will blame the government, and point out that those few who make the decisions in our country have not yet been touched by the cold breath of evil. When that happens, perhaps we will see the change that we so desperately need.

HARD TIME BUDGET By Gilroy Usher, Sr. Government is in a financial pickle. It is broke. To get out of this financial jam the 2017- 2018 Budget outlines plans to collect $80 million more in taxes than last year and reduce spending by $30 million less than that of the previous year. This is serious business. If this financial situation becomes worse, it could lead to the devaluation of the Belize dollar which would mean huge suffering for us countrywide. The government intends to raise the additional millions it needs with new taxes on cement, soft-drinks, beer,

stout, fuel, cigarettes, aerated (purified) water and an increase in the environmental and departure taxes. There will also be an increase in the tax for foreign exchange. For the first time all statutory bodies including Belize Water Services (BWS) must give government 10% of their income to help finance the Budget and for further Budget support G.S.T. will now be applied to light bills over $100.00 instead of the previous $200.00 threshold. To reduce spending by a whopping $30 million there will be a drastic reduction in utilities, supplies, and materials

for all government department and ministries. This will translate into practically no assistance from Belmopan with housing, land, education, medical care and the upkeep of roads among other community needs. The poor will feel this lack of service most. With the tremendous increase in taxes on items that affect everyday life nearly everything that poor people have to purchase in the shops and stores will be increased significantly. And to remain in business with such steep increase in numerous taxes a number of establishments will fire some of their employees to cut costs. The ordinary people will bear the brunt of the coming hardship. How did the UDP run this country broke? For the last eight years they had 8 consecutive budgets of over a billion dollars; during that same period the UDP also increased the national debt by over a billion dollars ($1,000,000,000.) ; this administration also got almost $400 million from Petro-Caribe and millions of dollars from the export of oil by Belize Natural Energy (BNE). But there is nothing to show for those huge amount of funds. Those funds were not used to make life better for the poor. The number of Belizeans living in poverty today is significantly higher that when the UDP was elected to office eight years ago in 2008 and the

UDP did not use any of those millions to make the necessary payments on the bond, which is a bundle of all foreign debts owed by the government including loans made by previous administrations. Belize is broke today because the UDP squandered millions and millions of dollars on bloated contracts, corrupt land compensation schemes, overnight projects to win three consecutive general elections and unending legal fees for BTL and other companies that it confiscated without paying compensation to the owners. As a result of mismanagement and corruption this UDP administration is largely responsible for the financial mess in which this country finds itself, but its leaders will not bear any of the burden to rescue the national ship that is heading towards the reef. The Budget guarantees ministers their fat monthly salaries, exorbitant globe-trotting allowances and other perks and new fancy rides which in most cases cost the overburden tax payers of this country over $175,000.00 each. The 2017- 2018 Budget offers Belizeans no hope of a better life. It is a hard time Budget - its brings only pain and suffering for the poor and businesses disguised in fancy prose and poetry by the UDP administration.

By Norris Hall SLASH & BURN & LIES The government’s budget for the next fiscal year that begins in April is a hodge-podge jumble of figures made to look like economics but far removed from the reality of good governance. It is slash and burn economics short of a rational national development strategy. The Prime Minister’s Budget speech, which he delivered as the Minister of Finance about two weeks ago to the House of Representatives, is the narrative, or executive summary, about how the government intends to earn and spend money in the next twelve months. But the PM’s rhetoric just does not jive with a breakdown of how the government will manage this budget. It is based on speculation and scalping of the productive sector and consumers. The budget - the numbers on how the government will earn and spend money - called revenue and expenditure, reflects a slash and burn approach to budgeting, with irrational cuts, a lack of forward thinking and a political slush fund masqueraded as legitimate expenditure. What the Prime Minister has described as “a modest economic contraction” is one of a continuous negative growth in the economy. The Gross Domestic Product (GDP), or what is a measure of the level of goods and services produced by the country, began to flat line about three years ago and continues, even as the Prime Minister ignores or continues to lie about this reality. The GDP for the last year was minus eight percent as the national economy continues to contract because of major shortfalls in production and outputs. The country has an increasing national debt that continues to grow because of financial mismanagement, reckless spending and corruption. It is a dismal picture of economic stagnation, despite the PM’s political spin. REALITY AND PERCEPTION The reality is just the opposite of the PM’s perception created from his rose-coloured lens. The reality is that Belize’s negative GDP growth and the unstoppable contraction in the economy, is one of the worst in the regions of Central America and the Caribbean, with the exception of perhaps Haiti. A review of Belize’s economic outlook shows that the economy shrank in 2016 for a third consecutive quarter. This was mainly driven by a 30 percent massive fall in exports and exacerbated by the Barrow Administration reneging on its commitment to meet its debt repayment on a $1.1 billion bond it had re-negotiated with bond holders. The original debt was the consolidation of two loans negotiated

by the Musa Administration. It is a combination of debts by both the previous UDP Esquivel Administration of $700 million left behind and inherited by the Musa Administration, and the PUP’s $400million debt. The Prime Minister continues to use this as a political red herring as he lies pathologically about the Bond, to distract from his own mismanagement of the national economy driving the country deeper and deeper into debt with the outrageous price paid for the nationalization of the public utilities, especially what he agreed to pay for the national telephone company. Other major snafus were created by his Administration because of his arrogant approach in dealing with government’s commitments and his failure to respect and uphold the sanctity of contracts. His government has also been reckless in spending over $400 million from the Venezuelan Petro Caribe fund. He ignored the Petro Caribe agreement signed by the Musa Administration with the Venezuela government to use a delayed debt to Venezuela and to use a portion of the oil revenues to boost the productive sector and the related infrastructure to stimulate growth and boost production. This money was wasted and misappropriated to “buy” a re-election. A LEFELINE AND A FRIEND The only economic lifelines left, as the national economy continues to hang by a thread, are sugar production and tourism. The latter is topping out. The government of Taiwan continues to prop-up a failed national economy. But time is up for the Belize Sugar Industry and cane farmers as a result of the European Union’s reform on world sugar prices and the cancellation of preferential rates on sugar. There has to be reform in the local sugar industry where production cost is high. Cane farmers are now, like never before, under more pressure to compete with other sugar producers. The country has become too dependent on sugar exports. Some farmers have attempted to diversify by cultivating other crops such as onions and potatoes. But they have become frustrated losing $millions because of the lack of oversight and market outlooks and lack of a defined agricultural policy and marketing strategy by the Ministry of Agriculture. Desperate for revenue, the government intends to shave off ten percent of its allocation to Statutory Boards and make drastic cuts in its budget allocation to most of the Ministries, with a few exceptions. There are major cuts, for instance, in the Ministry of Health, the Ministry of Agriculture, the Ministry of Home Affairs, including the Police as well cuts in budget allocation for the Attorney General’s Ministry for the Judiciary and the administration of justice. NO RHYME - NO REASON

Another clear indication that there are no rhyme and reason to budgeting, is the imbalance in the excessive increase in the budget allocation to, for instance, the Ministry of Housing. During its eight years in government, there has been no definitive housing programme. It is believed that this Ministry is a political slush fund. The budget increase to this Ministry, (no doubt a “planned” coincidence), has come at a time when it has been announced that one of the Prime Minister’s sons, a New York ex-con, will be ordained by the ruling Party as the political standard bearer to replace the current area representative and current Minister of Housing. The government has slammed an excessive departure tax and a new tax on the Protected Areas Conservation Trust (PACT), in a further desperate attempt to raise a million dollars in more revenue, from these sources, much to the chagrin of the Belize Tourism Industry Association (BTIA) and PACT. This move will certainly have a negative impact on the tourism industry as it did when it was tried in Costa Rica, said the Executive Director of the BTIA. “It is like we are neglecting who is feeding the nation,” he said. This is one of many examples in a slash and burn approach to this year’s budget that lacks vision and planning. REWARDING REDUNDANCY The decision by the PM, as the Minister of Finance, not to cut the public service wage bill but to increase it, is another clear indication that politics trumps a serious approach to better governance and budget management for greater efficiency. The Public Service must be streamlined for greater efficiency to replace a culture of incompetence. Public Officers will be getting an undeserved pay hike. In effect, rewarding incompetence and redundancy. This move alone will be another contributing factor in the further decline in GDP. The government’s wages and salaries bill rounds off to about $409 million. This does not include an additional $76 million

for pensions. This is almost double what the government has budgeted for its Capital expenditure. It is a significant bite out of the recurrent revenue derived from taxes. It appears that despite the dismal fall in production and exports, there will be no reprieve on the productive sector which forms the basis for the national economy. Almost half of the government’s anticipated revenue will come from taxes on goods and services as the government continues to hammer the most productive contributors to the economy. The Prime Minister made reference to a growth and development strategy that his government, he said, launched last year. Never heard of it! He expects this to yield a 3 percent growth in GDP within the next year. He gave no indications about how this miraculous recovery will happen given the drastic drop in production and other negative indicators that will continue, in the near future, to inhibit any growth in the economy and the dismal economic forecast. This year’s budget speech was just another rhetorical performance full of noise and fury signifying nothing. It is far removed from the economic reality that has, for the very first time, gripped this country in its post-independence era. Apart from the serious budget cuts, the budget speech was cut and paste from last year’s, except that this year’s contains more sugar-coated opiates to ease the pain of rising poverty and unemployment. NO BRO’! We suspect that the Prime Minister will be resorting to obeah, hoping that his highfalutin rhetoric will become reality before it gets lost in the translation. Speaking from his bully pulpit, he still believes that he can continue to fool most of the people all the time. Bro! You are wrong!

THE WONDERER AND THE BELIZEAN SPLIT

You must be wondering if it’s the Belizean Split at Belmopan House of Representatives or the Belize – Guatemala Split at the Sarstoon….. it’s the CAYE CAULKER SPLIT! Yes, Belizeans, friends and tourist “The Caye Caulker Island split has its story.” Have you ever wondered if it is natural? Well it was initially caused by the old fishermen who once dug a small channel for their canoes, then their sailing boats through the wetlands and mangroves. Finally Hurricane Hattie came and really made a mess and it’s getting larger ever since. Hurricanes play a large role in changing the coastal shape but its worse when the human touch has been there first. Do you remember when Hurricane Mitch chased us all to Belmopan! Thanks to God it did not come this side, but we felt the effects of it. The entire coastlines of Ambergris Caye and Caye Caulker were affected. All piers and beaches were gone. Beach areas were washed away up to the wall of homes. Thank God the government of the day realized it could affect the tourism industry and hurriedly sent dredging equipment to replenish the beaches. Caye Caulker got more beach than they originally had, but recently it had to be replenished again. This process of replenishment will be forever. San Pedro Town also needs some urgent replenishment. Have you wandered along the east coast of Ambergris Caye, north and south of the town? The owners are basically removing all the vegetation and erosion is rampant and seawalls of different methods, material type and shapes are being experimented with. Some may work at the end, but most don’t. North and south of Caye Caulker Town and the entire Placencia peninsula is no different. The whole country’s coastline in fact. We are losing it through nature, just like those in Belmopan are losing it! Through hustling! Hurricane EARL came last year and hurt us again and the split did not escape. Lately as I wandered around Caye Caulker I saw works taking place at the Split. A major overhaul is taking place. A new sea wall is being built around the entire southern tip of the split. It’s looking great and I wondered who was responsible for this investment that will come and benefit the entire community. When I arrived beautiful sand was just dredged from the west side of Caye Caulker. Apparently the entire Split will be a big sand box. A new cabaña was built and I understand a new restaurant and bar will also be built. Belizeans have you ever swam at the Split? It’s beautiful to swim in fresh clean clear salty water. The water at the split has a stiff current so you better be a good swimmer. I also understand a section is being built for kids and non-swimmers. That’s great! I found out that M & M are

the designers and contractors for the project. Kudos to them…..Great thinking and excellent work! I continued wandering around the Split and wondered who was the owner and who conceived such a wonderful idea of this project especially after Hurricane Earl had done so much damage to the entire island. I found out a gentleman named “Jim” was responsible for the development. I found out that the members of his staff at the restaurant named “THE LAZY LIZARD” were very efficient and the food was also great. All Belizean workers! Mr. Jim, your staff is happy to have you as their Boss…they say only good things about you.

Keep it up and thanks for conceiving such a project as it will benefit the entire island. I read lately about a study that the government will undertake in regards to Caye Caulker’s coastal problems due to hurricanes, erosion, development, mangrove destruction, etc. We hope such a study is quickly completed and implemented as we were wondering if Caye Caulker was the forgotten child of Belize. Caye Caulker reminds me of San Pedro 30 years ago. Low key, no huge hotels…sand on the streets… hope it remains that way! This study is important to make sure proper measures are implemented while development is taking place on the

entire island, because as I wandered north of the split you can see land being cleared, dredging taking place and of course erosion is rampant especially on the east coastline. Well, Belizeans please start wandering to the Caye Caulker Split and get Lazy by the Split while you dip inside the Caribbean Sea. Stop wondering about the devastating Belizean budget that will soon cripple our economy and our nation and wander to one of the spots that was created by man and nature - “THE SPLIT”. Go and spend your last available $$$$ and cool your mind, body and soul because soon we will have to wonder how to make a new living! THE WONDERER………..thewondererbz@gmail.com

Juez avala medidas para evitar inflitraciones en jucio al Chapo Guzman Un juez de Nueva York aprobó la imposición de medidas extraordinarias para impedir que aliados de narcotraficante se infiltren en el juicio en EE. La Prensa, Honduras 21 Marzo 2017 El pastor de la Iglesia Evangélica “Resurrección de Cristo” Franklin Geovanny Cabrera Sierra, de 48 años de edad, fue condenado a una pena de 136 años de reclusión como autor de ocho delitos de violación especial. El líder religioso actuó en perjuicio de cuatro niños que al momento de los hechos eran menores de 14 años, hechos sucedidos en la colonia la Independencia de Comayagüela. La Sala I del Tribunal de Sentencia le impuso a Cabrera Sierra una pena de 17 años por cada uno de los delitos cometidos los que sumados hacen un total de 136 años de reclusión que el imputado deberá cumplir en concurso real, es decir una en pos de otra. Los delitos, según lo refieren las investigaciones, sucedieron durante 2004, 2005, 2009 y 2012, hechos que el imputado cometía tanto en la iglesia, donde se congregaban los niños como en su casa de habitación aprovechándose de su condición de líder. Usaba el mismo patrón con los niños diciéndoles que Dios le había revelado que algo malo le iba suceder a la familia de ellos y que para evitarlo tenían que tener un acercamiento del cuerpo a través de relaciones sexuales con él, a lo que los niños accedieron para evitarles, según la inocencia de ellos, desgracias y males mayores a sus familias. Una vez que los niños relataron a sus padres lo sucedido el encausado fue detenido y remitido a la Fiscalía del menor, donde le fue incoada una acción penal por ocho delitos de violación especial.

Hay que entender bien ese tema. Hay documentos que han generado mucho alboroto, que si pone en secuencia los documentos, uno que fue publicado el fin de semana es uno que entregó al tribunal la fiscalía el 28 de febrero, antes de la audiencia del 6 de marzo, porque según las leyes de allá, pues tienen un sistema transparente, y la fiscalía tiene la obligación de entregar el documento al tribunal, en que basará sus preguntas. No va en ninguna relación con mi acción como funcionario de lo que él declara. También: Revelan nombres de las víctimas de Los Cachiros ¿Se reunió Porfirio Lobo alguna vez con esta gente? ¿Fue buscado Porfirio Lobo en realidad para entrar en este tipo de relaciones? Pasa lo siguiente: andan circulando fotos, ¿qué hará uno?, o ahí viene gente que uno no lo conocía, mucho menos en Colón, y antes de 2010 había mucho pleito de la droga y nosotros comenzamos con ese pleito en 2010 y va en contra de todo lo que han dicho. No puede ser. Hay una foto por ahí, pero no es que ellos me van a pedir una cita, si viene un grupo, ¿cómo le digo que se vaya de mi casa? ¿Ellos vinieron a su casa? Aparentemente sí, por una foto que hay ahí. ¿Cuándo fue ese momento? Fue una vez que vinieron con una gente de un banco de Malasia, no sé de dónde era la cosa; no recuerdo quién pidió la cita, pero no la pidieron ellos. ¿O sea que fue una forma de acceder a usted? Pero no fue para negociar nada. Llegó un grupo de gente y ahí se cuela

Se habla de unos contratos de infraestructura suscrito con instituciones estatales, que hubo una colusión para que estas empresas llegaran a lavar dinero a través de estos contratos. Con relación a los contratos, hay un procedimiento a seguir; no es que el presidente diga dele un contrato a este, hay mecanismos y sería mentiroso decir si sé de contratos que se suscriben en las secretarías de Estado y en el caso de Soptravi, donde se firman muchos contratos, ¿cómo sabrá uno cuáles son o qué empresas participan? En las conversaciones que se publican en las que aparece su hijo Fabio Lobo supuestamente platicando con el jefe del cartel, se indica que hubo un acercamiento a usted por ser el padre y, asimismo, con el general Julián Pa-

checo para acceder a la inteligencia estatal a fin de movilizar cargamentos de droga... Es falso. ¿Qué podría hacer una relación que hubiese? Hemos visto en otros países cómo buscan a parientes cercanos del gobernante para influenciar. Es una cosa que no solo se da en Honduras y asumen que esta persona les abrirá las puertas a las cosas que quieren. Si usted mira el tema de las trazas aéreas, cuando vino William Brownfield en representación del Departamento de Estado a la toma de posesión del presidente Hernández, decía que en mi gobierno habían disminuido las trazas aéreas en un 80 por ciento. Cuando asumo la presidencia el 71 por ciento de los vuelos a la región llegaban a Honduras. Cuando salgo de la presidencia llegaba un 20 por ciento. Recuerdo las publicaciones del primer año de gobierno en las que se decía que el secretario de Seguridad Óscar Álvarez era un problema. Si decían que era un problema, entonces ¿por qué se los puse de funcionario? ¿Dónde está el acuerdo? +Declaración textual donde excabecilla de Los Cachiros confiesa el asesinato de 78 personas Pero usted lo sacó posteriormente del cargo. ¿Fue por otras razones? El hombre colaboró en todo y puede dar fe de que jamás le dije ayude a nadie. En el primer año de gobierno, la Secretaría de Seguridad confiscó 14.1 millones de dólares, contrastado con 2009, que fueron 600 mil dólares. ¿Podrían ir detrás de Juan Orlando Hernández? De eso no sé. No podría decir nada. Lo que sé es que estos grupos mienten para tratar de reducir sus penas y vuelven a mentir. Lo más importante es el testimonio de vida que uno pueda dar e insisto en que la desgracia de mi familia es mi hijo, porque haya cometido un error no

significa que sea cómplice en ese error que él haya cometido. Qué padre dirá voy a poner mi hijo de representante para protegerlo. Las cosas no funcionan así. Uno cuida la familia y si uno pudiera evitar que los hijos se equivocaran, lo haría. ¿Usted recibió coimas de estos grupos? Jamás. ¿Ni antes de las elecciones? Nada. También: Miguel Pastor niega vínculos con Los Cachiros ¿Le aportaron a la campaña? Le voy a contar una cosa: si me llegan unos agricultores porque hay que recordar que ellos eran empresarios, de lo que decían en la zona, y me llegan con una maleta de dólares, ¿qué voy a pensar? ¿Y no soy yo productor del campo? ¿qué dólares habrá ahí? No tiene lógica y mucho menos que voy a transar tonteras para atentar contra mi vida y mi lucha. ¿No tiene intenciones de entregarse? No hay ningún proceso contra mí. Soy mencionado en una audiencia para ver si elevan la pena de mi hijo. No tengo ningún requerimiento y no puedo adelantarme a los hechos. ¿Usted viajaría a Estados Unidos? No me puedo anticipar a los hechos. Lo que sí garantizo es que tiene que ver de las mentiras de un delincuente, algunos hechos de la conducta que él señala. ¿Cómo le ha afectado este problema en su vida familiar y laboral? Mi vida sigue normal y no tiene por qué cambiar. Lo peor que podría hacer son cosas que no debo hacer y que den credibilidad a lo que dijo un delincuente de esta magnitud, olvídese, aquí estoy. Cronología de la relación de Fabio Lobo con Devis Leonel Maradiaga: -Diciembre 2013 Fabio Lobo, hijo del expresidente Porfirio Lobo Sosa, comienza acercamientos con el narcotraficante confeso Devis Leonel Rivera Maradiaga. Luego de estos acercamientos ambos inician una serie de negocios ligados al tráfico de drogas a EE UU. -Marzo 2014 El narcotraficante Devis Leonel Rivera Maradiaga hace que Fabio Lobo caiga en una trampa que le tendió junto a agentes de la DEA que se hicieron pasar como traficantes de drogas pertenecientes al cartel de “El Chapo” Guzmán, según consta en declaraciones. Mayo de 2014 A punta de engaños, Devis Rivera hace que Fabio Lobo viaje hasta Haití para cerrar un negocio de venta de drogas en que el primero le debía una fuerte suma de dinero al segundo. Sin embargo, el hijo de “Pepe” Lobo fue capturado por las autoridades. Enero de 2015 De manera voluntaria, el cabecilla de la banda de Los Cachiros se entrega ante las autoridades estadounidenses y confiesa estar ligado al tráfico de drogas del país. Este traficante ya había colaborados antes con Estados Unidos.

This reduction in the government’s capital expenditure once again demonstrates the smoke and mirror game being played by the PM. Less investment cannot translate into increased growth! While we are on the topic of capital expenditure, I note with curiosity the recurring theme of the rehabilitation of the Hummingbird Highway, and George Price Highway between Belmopan and San Ignacio. There were funds allocated for these projects in last year’s budget on page 19 and 20, and in 2015 on page 18. Are funds indicated in the last three budgets actually allocated to these projects, or is again a game being played on the Belizean people? Based on the fact that these same projects show up year after year, the answer is obvious! Another area of concern is the $12 million being allocated for the “completion” of the Belize City Sports Center. While we have no objection to the improvement of sporting facilities, there needs to be proper accounting for the public funds used on these projects. $30 million was earmarked to the Belize Infrastructure Limited (BIL) for the construction of this facility from Petro Caribe funds. Now there is a request for an additional $12 million? Has the construction gone over the projected 30 million? If so where is the explanation for the cost overrun? Was a portion of the initial $30 million used for another purpose? Madam Speaker there is a need for a thorough forensic audit of the Petro Caribe fund. There are several examples of these nebulous transactions without detailed accounting for the use of the funds. Miscellaneous Another item that seems to have found its way into the last two budgets is the upgrading of the San Pedro Health Center into a full service 24-hour facility. It appeared on Page 16 in the 2015 budget, and page 18 in the 2016 budget. However looking at the 2017 budget it is conspicuously absent. Is this because the task has been accomplished? Well the obvious answer to that is a big NO! San Pedranos can attest to the fact that they are still grappling with a sub-standard facility, as was highlighted recently with the unfortunate passing of young Ms. Olivera. This sad state of affairs is despite the fact that San Pedro is one of the fastest growing municipalities, and contributes handsomely to the government coffers through Hotel tax, GST and other taxes. However it seems that the fair people of San Pedro do not even deserve a promise for 2017/2018! The Prime Minister characterizes the health of the financial system as “the best it has been in over a decade non-performing loans fell to below 5%; and correspondent banking arrangements are the steadiest since this challenge arose.” This is a reflection of the health of the financial institutions and not

the system on a whole. On a weekly basis the readers of the local newspapers can see the many pages of properties that have been foreclosed upon by the commercial financial institutions. This is in indicator of a limping economy, is a crisis that is visiting the doorsteps of more and more Belizeans. Additionally over the past six or seven years a prominent feature of the Belizean banking system has been excess liquidity. This liquidity issue continues to plague the banking system despite the reduction of interest rates. Again this is tell-tale sign of an economy that is struggling to get some traction. For nine years we have seen a steady regression in the economic climate of the country, this is despite the approximately $8.5 billion GOB has spent. Over this period the government has done nothing to address the fundamental issues causing the poor economic performance, the signs have always been present, but the PM instead chose to use hocus-pocus economics as a part of his lifelong dream to win three consecutive terms in government. The Petro Caribe wave that was floating the UDP’s ship, and helping to propagate the illusion of economic prosperity has come and gone, now the true economic picture is clear for all Belizeans to see, and it’s not pretty. There is no more magic, it is time to truly build this economy through innovative ideas, and hard work. However judging by this 2017/2018 budget it is obvious that this UDP administration is not up to the task. The budget is not only unimaginative in its approach to moving this country forward, but it places the burden of financing these fiscal adjustments caused by UDP mismanagement squarely on the shoulders of the Belizean tax payers. No matter how flashy or emotive the language that the PM uses to describe HIS budget, the cold hard fact is that we Belizeans are paying for the myopic economic vision and electioneering of the UDP. Every month you pay that additional $12.00 to $24.00 in electricity bill, you are paying for the UDP third term, every time we pay extra for a soft drink, a beer, a sack of cement or a gallon of fuel we are paying for the UDP third term, when the cost of imported goods go up due to the 1% increase in Environmental Tax, we my fellow Belizeans are paying for the UDP third term.
