Today, March 22, the Hon. Gilroy Usher made public his Port Loyola Small Business Grant in a HUGE way. This is in following through with what can be called his biggest campaign promise. Everybody winning was not an election night achievement. Here is Port Loyola small businesses have already been receiving help from the program in smaller groups. Today, the group was fifty small business strong. Among the recipients were mechanics, food vendors, electricians, cabinet makers, grocers, lawn keepers, and woodcarvers. The event was historic because it’s the first time that many small businesses have been assisted in a division at a single time. Since he was elected to parliament Hon. Usher has assisted over 110 small business in his area with similar grants and on Tuesday the ceremony was for a bulk of 50 recipients. In commenting on the event, Hon. Usher, who started Monica’s Pawnshop as a very small business, noted that small businesses offer many needed services in a community, create numerous jobs, and give the proprietors a unique opportunity to improve the standard of living for their families. PUP Party Chairman Henry Usher was in strong support of the initiative. He stated
the initiative was in line with planBelize as the government promised 10, 000 new jobs, Hon. Usher explained that if each of the ten thousand small businesses in Belize would hire one person then the planBelize promise would be taken care of. So, the Port Loyola grants of existing small business can help the economy to grow and help contribute to the 10K new jobs planBelize promised. He commended the Port Representative and the people for being a part of the initiative. Chairman Usher asked that the people make good with the small grant and to use good business skills in their venture. ACTIONS ARE LOUDER THAN WORDS
here are many ways of helping those in our communities that are most vulnerable. There are donations big and small to local charities and fundraisers, the occasional plate of food and seasonal turkey, ham, and even apples. To be sure all acts of kindness are appreciated and welcomed. These occasional acts of generosity mitigate the immediate circumstances of poverty for a few days or at least just for Sunday dinna. There are politicians who have made giving out plates of food to their destitute constituents their trademark. They parade proud and victorious every Sunday, and with the single-use containers at that, claim to have done this for years in the same area. They seem completely oblivious to the fact that they have done absolutely nothing to improve the living conditions of their constituents. While they provide a temporary reprieve, this type of pseudo-leadership is a far cry from the kind of leadership we voted for in the last general election. Servant leadership is the kind of leadership that we need. This leadership is totally committed to the empowerment and advancement of the community under their care and responsibility. This week, we need to recognize the servant leader, the Honourable Gilroy Usher, who is the area representative for Port Loyola. Hon. Gilroy has been shy about the tremendous work he has put into Port Loyola, and this last week he selected 50 micro and small business owners and gave them a grant of five hundred dollars each to invest in their enterprises. He made sure to include women, and single mothers so that they too could #breakthebias during the observance of Women’s Month. This excellent initiative will benefit at least fifty families in the area directly and will help these entrepreneurs to start or expand existing businesses and provide employment and long-term advantages. Minister Gilroy Usher has for many years outside of government generously worked for initiatives that empower the constituents of Port Loyola. He has made sure that education and entrepreneurship are at the top of his list. As a leader he wants his constituents to prosper, and to have economic independence. It is not his desire to keep them downtrodden and tethered to him by the promise of a plate of food on Sunday. The mark of a true servant leader is that he wants a change and for the better for his constituency. It would bring shame, to the likes of Minister Gilroy if after thirteen consecutive years in government his people were no better and did not have money to eat. Honourable Gilroy Usher knows that to bring a meaningful and lasting change he must work first on those issues which can mitigate poverty. These are education and job creation, and he has been diligent in his efforts to eradicate both in his constituency. We take this opportunity to salute Hon Gilroy, to commend him for his efforts, and to encourage him to persist in his loud actions because they matter and make an impact in his community and by extension his country.

ay muchas formas de ayudar a los más vulnerables de nuestras comunidades. Hay donaciones grandes y pequeñas a organizaciones benéficas locales y recaudadores de fondos, el plato ocasional de comida y pavo de temporada, jamón e incluso las manzanas. Sin duda, todos los actos de bondad son apreciados y bienvenidos. Estos actos ocasionales de generosidad mitigan las circunstancias inmediatas de la pobreza durante unos días o, al menos, durante la cena del domingo. Hay políticos que han hecho de la entrega de platos de comida a sus electores indigentes su distintivo. Desfilan orgullosos y victoriosos todos los domingos, y con los envases de un solo uso, afirmando que lo han hecho durante años en la misma zona. Parecen completamente ajenos al hecho de que no han hecho absolutamente nada para mejorar las condiciones de vida de sus electores. Aunque proporcionan un respiro temporal, este tipo de pseudo-liderazgo está muy lejos del tipo de liderazgo por el que votamos en las últimas elecciones generales. El liderazgo de servicio es el tipo de liderazgo que necesitamos. Este liderazgo está totalmente comprometido con la potenciación y el progreso de la comunidad debajo su cuidado y responsabilidad. Esta semana tenemos que reconocer al líder servidor, el Honorable Gilroy Usher, que es el representante de área de Port Loyola. El Honorable Gilroy ha sido tímido en cuanto al tremendo trabajo que ha realizado en Port Loyola, y la semana pasada seleccionó a 50 propietarios de micro y pequeñas empresas y les dio una subvención de quinientos dólares a cada uno para invertir en sus empresas. Se aseguró de incluir a las mujeres, y a las madres solteras para que ellas también puedan #romperelsesgo durante la celebración del Mes de la Mujer. Esa excelente iniciativa beneficiará directamente a al menos cincuenta familias de la zona y ayudará a estos empresarios a poner en marcha o ampliar los negocios existentes y a proporcionarles empleo y ventajas a largo plazo. El ministro Gilroy Usher ha trabajado generosamente durante muchos años fuera del gobierno a favor de iniciativas que potencien a los habitantes de Port Loyola. Se ha asegurado de que la educación y el espíritu empresarial estén en lo más alto de su lista. Como líder, quiere que sus electores prosperen y obtengan independencia económica. First, we had to convince the public officers and teachers that we needed to do the salary adjustment and continue the freeze of increments. We can talk about recovery today because they responded earnestly. That salary adjustment gave us the credibility with the bond holder to resolve once and for all the superbond and to replace it with the Blue Bond. It gave the multilaterals some level of comfort that we were hard at work reducing out indebtedness and getting our fiscal house in order. As government we made the tough choices but the towering economic achievement of the last year had a lot to do with the patriotism and sacrifice and commitment and competence of our Public Officers and teachers. The public
officer did their work with finesse expressed the DPM and collected taxes in record numbers. God knows they were unsurpassed last year. They had to work harded than they ever had for less pay than they ever had worked. World prices higher than they have ever been. The DPM lauded the Public officers for their work in the past year. DPM Hyde alluded to the Mobile land clinic and how they worked until 12:30am at Orange Walk North. The Public Officers were at their absolute best. All this even as no overtime is being paid. The public officer have put their lives on the line and that they are not being paid enough. What the government was able to do was nothing short of amazing. For example, 167 concrete houses are 167 more than the UDP built. The PUP has five years to do what they proposed. There is much more to do.

The Prime Minister has established the Blue Bond and Project Finance for Permanence (PFP) Coordination Unit (the “Unit”) within the Office of the Prime Minister (OPM) with the principal objective to ensure that the Government of Belize (GoB) meets all commitments outlined in the Blue Loan Agreement (BLA) and Conservation Funding Agreement (CFA) in collaboration with the Belize Blue Investment Company (BZBIC) and The Nature Conservancy (TNC). The Unit is also charged with pursuing an innovative new financing model: Project for Finance Permanence (PfP) along with the World Wildlife Fund (WWF) to further assist Belize in meeting and sustaining their Nationally Determine Contributions (NDCs) and Conservation goals. The Chief Executive Officer as the Blue Bond Coordinator shall be authorized in accordance with applicable procedures to employ or engage appropriate personnel to provide requisite support for the fulfillment of obligations under the BLA and the CFA and the successful design of a PfP for Belize. Maintain close contacts with all related sectors/support staff in order to keep-up communication and consistency with the various initiatives/activities of the project; 5. Coordinate baseline data collection activities to monitor successful delivery of Unit’s objectives and management and maintenance of a data information system to support M&E. 6. Participate in evaluation and assessments of the Unit’s work plan and implementation success. Oversee day-to-day project implementation and management of project activities and effectively delegate responsibility for specific activities; 7. Support in the preparation of quarterly reports (End of Stage reports, updating issue/ risk logs, highlight reports, exception reports) of relevant Unit’s progress and issues to the Director and the OPM; 8. Support in the preparation and submission of financial budgets and reports to the OPM; 9. General support to the administration of the Unit’s activities and team. Specific Responsibilities: • Liaise with the technical staff within key Government agencies and partner agencies to Collect information on the implementation of activities and programs for the delivery of the Milestones and conservation targets as outlined in the Conservation Funding Agreement. • Support the Senior Technical Officer and Director in the implementation of the BB and PfP Unit’s work plan and objectives. • Direct technical support and coordination of all activities under the Unit • Build positive relationships with the key stakeholders increasing their understanding of the Blue Bond and the Conservation agreement obligations. • Assistance and participation in all engagements with government agencies to integrate the delivery of the Milestones and conservation targets in their planning and decision-making; • Facilitating and ensuring ongoing effective communications with partner agencies, stakeholders, community/municipal leaders; • Contribute to the reports and work plans of the Unit • Other relevant duties, as may be assigned by the Senior Technical Officer and Director of the Unit in the implementation of its objectives and activities. Vibrant Cattle Industry Exporting 800 Head/Week
Members of Cabinet including Prime Minister Briceño attended a cattle export ceremony at Cacabix corral in Shipyard, Orange Walk District on March 22, 2022. SuKarne, a Mexican meat company, exported 266 head of cattle to Michoacan, Mexico. The event was witnessed by Prime Minister Hon. John Briceño; Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration; Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise; Hon. Christopher Coye, Minister of State in the Ministry of Finance, Economic Development and Investment; and officials from various organizations and government departments including Commissioner of Police Chester Williams; Jeffery Reimer, Chairman of the Belize Livestock Producers Association, and members of the board; Henry Anderson, Chairman of the Development Finance Corporation, and members of the management team; and officials from the Ministry of Agriculture. In their remarks, both Prime Minister Briceño and Minister Courtenay spoke about the economic rebound of the country and the role agriculture has played in that recovery. They also acknowledged the efforts of Minister Mai and the staff of the Ministry of Agriculture. Both referred to the role of the livestock sector in the economy and the significance of the regularization of trade with Mexico. For his part, Minister Mai emphasized that the industry brings jobs to hundreds of smallholder livestock farmers throughout the country and that the industry brought in more than $49 million in economic contributions to the country last year. Cattle exports to Mexico are expected to regularize on a weekly basis throughout the rest of the year as both Belize and Mexico continue to develop favorable agreements that will enable cattle from all over Belize to be exported to Mexico, and address issues such as tariffs and other restrictions related

Good Governance, Transparency and Ethics Course Graduation
Thirty-Seven officer completed the course and received a certificate of completion for the Good Governance, Transparency and Ethics Training Course done virtually via Galen University. Last year on April 20 the Ministry of the Public Service, Constitutional and Political Reform (MPSCPR) in collaboration with Galen University, launched the Good Governance, Transparency and Ethics Training of Trainers course. Forty public officers from different ministries were to be trained as trainers to implement the anti-corruption curriculum to public officers within the wider public service. Dr. Osmond Martinez, CEO in the Ministry, said then, “This anti-corruption training strategically mobilizes all segments of society to create public awareness. It is
in alignment with the promise made by the Briceño Administration through Plan Belize for good governance and anti-corruption within our government system.” On February 18, 2021, the Ministry signed a memorandum of understanding with the Love Foundation to implement anti-corruption training for public officers as a part of its continuous professional development programme. The Galen Institute of Leadership Development and
Continuing Education is conducting this training of trainers program, which will conclude on May 27, 2021. The Minister of Public Service has said that the plan is to have this certificate be a prerequisite for promotion purposes in the public service. Royals: Magnifying planBelize’s beacon
The Duke and Duchess of Cambridge have come and left Belize, but not without controversy even before they landed. But that did not prevent the royal couple from having a good time, from dancing with the Garinagu and grinding cacao with the Mayas of Maya Centre and unbeknownst to them they magnified the planBelize beacon. The world was looking at Belize and most likely Googling ‘Belize’ and reading all about MCC, IMF and our world class recovery. But this essay is on the guests—the royals. On Friday, the day before the Duke and Duchess were scheduled to arrive, a handful of protesters in Indian Creek in Toledo took to the football field in the village, bearing placards with messages to William that he was not welcome there. Their primary reason was that he is the patron of Flora and Fauna International, an NGO that some of the Mayas their claim has taken away from them and restricted them from entering. On their arrival at the Philip Goldson International Airport on Saturday, the Duke and Duchess were greeted by the Chief of Protocol, CEO in the Ministry of Foreign Affairs, Amalia Mai, who then introduced them to Her Excellency, Dame Froyla T’zalam, the Queen’s representative in Belize who was knighted on the occasion of this visit. Prince William was escorted to a dais for a royal gun salute and the live rendition of the Belizean National Anthem performed by the Belize Defence Force preceded a Guard of Honour. The Prince chatted briefly with the Minister of Foreign Affairs, Eamon Courtenay, as well as with the British High Commissioner to Belize, Claire Evans and other dignitaries before their motorcade traveled to Belize City to the Prime Minister’s official Belize City office at the Laing Building for a closed meeting with Prime Minister John Briceño and Special Envoy for the Development of Families and Children, Rossana Briceño. Kensington Palace where the couple live and work canceled the trip to Indian Creek Village on Sunday - their first leg of their tour in Belize. They were taken instead to Maya Centre and the Che’il Mayan Chocolate Factory, owned and operated by Mr Julio Saqui and his family. Though given a last minute’s notice, the tour seemed to have gone well. The Cambridges learned the process of making chocolate and got a chance to try their hand at grinding the beans before being given samples to taste. And on that same day the Duke and Duchess went instead to Maya Centre, more villagers of Indian Creek who did not agree with what their fellow Mayas had done went out to the Akte’ il Ha farm of Pablo Makin who had prepared for the Prince and Duchess to visit his farm. Their message to the Prince was one of apology. They told the TV cameras that they wanted the Cambridges to visit and that the protesters on Friday were only a few families who had used Colonialization and slavery to carry out an agenda against the Makin family. The Duke and Duchess next moved on to Hopkins, where a Garifuna flag flew next to the Belizean flag, setting the scene for a cultural showdown. And that it was, complete with Garifuna cuisine and dance. And like Harry did when he danced with the Garinagu in Belmopan on the occasion of the Queen’s Diamond Jubilee in 2012, so too William and Kate did in Hopkins on this,
the Queen’s Platinum Jubilee. And when the Duke and Duchess were given the warm Garifuna welcome, they aptly responded “Seremein” - the Garifuna translation for “thank you.” Later that afternoon, the Cambridges went on a private scuba dive off a Southwater caye, marking the end of their Sunday. On Monday, their tour took them by helicopter to the Caracol Maya temple - the largest Maya city that has been excavated thus far in Belize. Dr. Alan Moore, the Assistant Director of Research and Education at the National Institute of Culture and History, gave them a tour of the site. On that evening, at an investiture ceremony at the San Ignacio Resort Hotel, The Order of Saint Michael and Saint George was bestowed upon the Governor-General, making her the first woman of indigenous background to hold that distinction and the second female Governor-General to be called Dame. The other is the late Dame Minita Gordon. Other Belizeans were also honoured that night, including Ralph Feinstein, founder of Benny’s Enterprises Limited, who received the Order of Knighthood for his contribution to entrepreneurial leadership. He will now be called Sir. Special medals were given to Lance Corporal Arsenio Coy, B.D.F. Captain, Doctor Jamaal Elijio and Staff Sergeant Thomas Itch, for exemplary service during anti-narcotic operations in September, 2018. Following the ceremony, William and Kate were guests at a reception hosted by Governor-General, Dame Froyla T’zalam in their honour at the Cahal Pech Archaeological Site. Prime Minister John Briceño, addressed the gathering, saying: “Your visit to Belize and the Caribbean region reminds us of the ties that bind us as Members of the Commonwealth. Our shared values, including our commitment to peace, social, economic and environmental justice are among the guiding principles of the Commonwealth which is living proof that no matter the differences in climate or culture, we can live as one family.” Prince William also spoke. “Ladies and gentlemen, I am honoured to convey the warmest well wishes from my grandmother, the Queen of Belize on the occasion of her platinum jubilee. She always speaks so fondly of her visits to Belize, which of course include a stop here at Cahal Pech in 1994.” The Prince also shared that he was first in Belize at the age of 18 when he was in the military. “What I remember of that visit is receiving the results of my formal school results of ‘A’ levels while I was in the jungle. It really was mortifying having my grades read out over military radio with a whole bunch of soldiers listening in. Thankfully, the results weren’t too bad. But my time with BATSUB today brought it all flooding back. In our short time here, Katherine and I have been lucky enough to witness some of the extraordinary biodiversity that you so lovingly nurture here in your jungles and your reefs. You take your responsibility as custodians of nature very seriously.” The Duke and Duchess departed on Tuesday en route to Jamaica via the Royal Air Force V.I.P. Airbus. Their visit was part of three stops in the Caribbean on the occasion of the Queen’s Platinum Jubilee. Their last stop will be the Bahamas.

Belize City, March 22, 2021 Belize City’s Deputy Mayor Alan Pollard was on hand to officially welcome the Queen’s Baton Relay when Belize Olympic and Commonwealth Games Association hosted the Queen’s Baton relay from Tuesday to Thursday, March 22-24. Belize became the first stop in the Americas and the 45th country visited by the Baton Relay in its tour of the Commonwealth when it arrived from Australia on Tuesday, March 22. Junior female champion Gabrielle Gabourel and women’s champion Alicia Thompson of the Cycling Federation of Belize carried the Baton from the corner of North Front Street with Mapp Street over the Swing Bridge and through the downtown to the House of Culture, where runners from the Belize City Softball Association led by Roman McCulloch carried the Baton to Brodies Hardware. The children of the Inspiration Center carried the Baton the remaining distance to Battlefield Park. Mayor Pollard wished Belize’s athletes every success at the Games, in the short welcome ceremony at the park. The arrival of the Baton is most timely, said National Sports Council executive director Ian Cal, at this time when sports is opening up all over Belize. Belize Volleyball Association president Allan Sharp explained that the Belize contingent to the Games will number at least 14 athlete, including 6 cyclists: 4 male and 2 fe-
male. Belize will also be sending track and field athletes and some representatives in triathlon. Sharp expalined that the baton has a built-in camera which can capture images of Belize’s the unique attractions, which included a tour of the Great Blue Hole, Half Moon Caye and the Hol Chan Marine Reserve on Wednesday, March 23. The Belize Canoe Association carried the Baton Relay along the Macal River from beneath the Hawkesworth Bridge to the wooden bridge on Thursday morning, after which a cleanup was done of both sides of the river between the two bridges. Governor General H.E. Froyla Tzalam welcomed the Baton at the Xunantunich Maya Archeological Reserve on Thursday morning, where the primary school children from San Jose Succotz and Benque Viejo Del Carmen joined her to witness an exhibition Mayan ball game in the ball court by the Pokta-pok world champions, the Ek’ Balam team of Yo Creek.. The Baton left Buckingham Palace in early October 2021, with the Queen’s message, which will be read at the opening of the 2022 Commonwealth Games to be held in Birmingham from July 28 to August 8. It has visited parts of Europe, Africa, Asia, and Oceania, and when it leaves Belize, it will continue its tour of the 72 nations of the Commonwealth.

March 17, 2022 - The Ministry of Health & Wellness in partnership with the Belize Social Investment Fund (SIF) held a ceremony to officially inaugurate the Maria Crawford Health Center in Crooked Tree Village, Belize District. The two-story ferroconcrete structure will have the health center on the ground floor with two apartments for staff on the upper floor. The building features a reinforced concrete foundation, walls, beams and columns and also a concrete roof. It is also air-conditioned and the installation of electrical, plumbing, water supply and wastewater systems were done in accordance with the regulations of the relevant authorities. In his keynote address, Hon. Kevin Bernard, Minister of Health & Wellness, stated that health is an absolute priority, and reiterated his commitment to continue working to ensure that all is done to expand health services to the people of Belize. Minister Bernard also expressed gratitude to SIF for their support and partnership in addressing health needs countrywide. The minister also acknowledged the family of Ms. Maria Crawford which was present at the special occasion. Funding in the amount of $948,550.86 was provided by the Caribbean Development Bank through the Belize Social Investment Fund III Loan Project, with counterpart funding from the Government of Belize. Also present at the ceremony were Hon. Marconi Leal, Sr., Area Representative for Belize Rural North; Dr. Julio Sabido, Chief Executive Officer in the Ministry of Health & Wellness; and board members of the Belize Social Investment Fund. The Maria Crawford Health Center is part of the Central Health Region catchment of the Ministry of Health & Wellness. The clinic operates Monday– Friday from 8:00 a.m. to 4:00 p.m.

THINK ABOUT IT BOLEDO & LOTTERY PAYING NO TAXES For years, they have not been paying any taxes. The boledo and lottery is not paying any taxes. Yes, you read correctly, they paying NO TAXES. The national boledo/lottery was stolen from the people and government by the Dean Barrow/UDP administration. The theft was kept a secret for many years. Then a few months before the 2020 general elections, and presumably to avoid legal and criminal investigations, the UDP took the matter to the National Assembly. There the matter became public as Barrow rushed through a motion to grant the private owners an additional TEN years contract. Incredible but true. The private owners of the boledo and lottery are one Brads whose business building by Belcan Bridge advertises the boledo and other gamblings which he owns. The other owner is allegedly Anwar Barrow, son of the former Prime Minister. It is not known if soon to be new leader of the UDP, one Shyne Barrow, son of the former Prime Minister, will raise the issue in the meeting of the House of Representatives. It is a god-damned, dirty shame that such a grassroot asset of the people could be so brazenly robbed without any repercussions. The great George Price, in one of his many visionary ideas, although he frowned on gambling, he made it a legal requirement that all revenues and taxes on boledo and lottery must be used to sponsor sports, culture and NGO activities. A full page in the annual budget details every group and organization benefiting from this good idea. Henry Charles Usher, one of the young Ministers, among several others who are Prime Ministerial material, exposed the NO TAX scandal on a tv show a few days ago. Henry Charles informed that a Statutory Instrument was signed by Dean Barrow exempting the Brads Boledo and Lottery from paying gambling taxes. This is just absolutely scandalous. It is probably illegal. Taxes are usually a matter for the National Assembly. A Statutory Instrument is a piece of paper signed by a government minister in his office. It is not made public and is published in a government gazette which 99 percent of Belizeans do not read. Why would such a major matter of exempting taxes not taken to the House of Representatives, and be kept away from the people of Belize. We understand why the opposition, which has a paid duty to the public, is NOT going to raise this issue. Riddled with hypocrisy and thick stains of corruption, they won’t touch this serious issue. The government of Belize has a duty to provide disclosure of this sordid story which reeks with abuse of office, grand theft and robbery, nepotism and corruption, as well as robbing the nation’s revenue. the horizon. Belize City is awaking to another day that the Lord has made. Al Jazeera is showing a documentary on the United Arab Emirates and its member state Oman. It is educational. Love FM is reciting Rene Villanueva’s prayer. Nothing local on the others. Plus Tv-Pastor Wade looks dour, gloomy, up the Volume -he is on the attack. The police are corrupt he says. They are incompetent. He says we are all to blame. We pay their salaries. We tolerate these things. He calls on everyone he could to order an investigation. He says we are not to let this one go. It is Sunday morning. What on earth is the Pastor fulminating about? He apologizes for being graphic. He then describes how a young lady was brutally stabbed, her throat cut. Her tongue pulled out. Her body thrown at the Belmopan garbage dump. And she is burnt “like if she is garbage”. Her photo is displayed on the tv screen. The photo of the two accused young men are shown. The Pastor is angry. He says the police located the house where the victim was slain. He says there was a witness who gave a statement. His cause for anger becomes clear. He refers to a press release letter from the Director of Public Prosecution. This letter is dynamite. As the Pastor read its content we felt compelled to support his public call for an independent inquiry into if the police frigged up a murder investigation by disappearing an original witness statement and a video recording and other investigative irregularities. Murder is the worst crime a citizen can commit against another citizen. Stealing millions of dollars is a terrible crime but money can be refunded or replaced. No one can bring back to life a murdered person. The more vicious the crime, the more horrendous that act of murder, the more outraged are citizens who want justice. The purpose of government is to ensure justice through investigations which lead to conviction. When police intentionally tamper with evidence, they are messing with the justice system. This is not a matter to be taken lightly. Pastor Wade’s anger and indignation is wholly justified. It is righteous indignation. More media personnel need to question why they are not doing the same. There are grave injustices taken place in our country. The reign of wickedness in which the UDP government wallowed in, causing millions of dollars to disappear, exposes how week our media and journalists are. The “Petro Carib-Roll It” scandal of over $600 million is particularly galling. So too the naked theft of the boledo and lottery. Reporting on crime is important. Being able to analyse the causes of injustice and any government work is more daunting. In December last year, the murder trial of Fareed Ahmad ended in an acquittal. The accused police woman had taken the witness stand and testified that another police ( who was named) had entered the victim’s vehicle and shot him. There was no investigation into this sensational new information. It was ignored. Pastor Wade’s call for justice must not be ignored. “ All that is needed for evil to succeed is for good persons to do nothing”. ERUPTION AT CITY CENTRE Belize wins gold. The women volleyball team blew out the Guatemala team at City Centre Sunday night. It was a nail betting, goose bumps, cold-seed event. With patriotism thick like cow-foot soup. All seats at Centre were occupied. Our dynamic ladies edged out Guatemala in a tremendous noisy, shouting, screaming reception as 13-13 points turned 14 and then 15 for Belize. EAMON IS CLEAR AS CRYSTAL The media is confused over a serious issue. The PUP had taken the former Prime Minister and his government to the Supreme Court for a massive violation of the constitution and abuse of their responsibility regarding taxpayers monies. The amounts was a whopping ONE BILLION dollars. Dean Barrow was spending millions upon millions of dollars without putting the amount in any budget. Without getting approval from the National Assembly as required by our laws and Constitution. This was going on for many, many years. How the UDP elected representatives could have conducted themselves with such irresponsible and lousy lack of oversight. The Supreme Court heard the PUP lawsuit. The then Chief Justice, who was in the habit of not writing his judgements, pronounced in open Court that it was his ruling that the PUP won their case. That Dean Barrow was a lousy and chancey Prime Minister to have done what he did over many years. All spending must be public and get prior approval. The Chief Justice left the country without writing his decision. The UDP is actual talking as if there was no judgement. The PUP, now in government, applied for the Supreme Court to put the judgment in writing. The Judge declined. So, the PUP government will apply to the Court of Appeal. Minister Eamon Courtney explained this to the media Wednesday night in clear rain water language.

DFC Launches New Citrus Loan Product to support Small, Medium and Large Citrus Farmers in support of the Revitalization of Belize’s Citrus Industry. The Development Finance Corporation (DFC) has launched a new Loan Product to support small, medium and large citrus farmers, aptly titled, DFC’s Citrus Revitalization Loans. This product aims to provide the financial support citrus farmers need at this critical juncture, to aid in the revitalization of Belize’s Citrus Industry. This financing is to contribute to the short-term objective of increasing citrus production from 1.5 million boxes to 3 million boxes over a period of 5 years; and in the medium-term; to increase citrus production from 1.5 million boxes to 5 million boxes of citrus in 10 years. With this loan financing starting as low as 5.5%, farmers will be able to access Working Capital loans to Rehabilitate economically feasible, existing citrus groves and access Capital Investment Loans for the Replanting of old citrus groves affected by the HLB disease, commonly known as Citrus Greening. The goal is to rehabilitate 1,500 acres and replant 1,309 acres of citrus using Good Agricultural Practices (GAP). A component of this product is also for existing farmers to be able to Diversify their crops into high potential tropical fruits, namely pineapple, soursop and coconuts. Small Farmers delivering less than $10,000 boxes can access $5,000 to $250,000, medium sized farmers delivering less than 50,000 boxes can access $5,000 to $500,000 and Large farmers delivering above 50,000 boxes can access $500,000 to $1,000,000 in financing. This initiative is in collaboration with the Ministry of Agriculture, Food Security and Enterprise via its Citrus Working Group (CWG), appointed in 2021. The CWG, under the chairmanship of Mr. Hugh O’ Brien includes representatives from the Ministry of Agriculture, Directorate of Foreign Trade, Citrus Products of Belize Limited (CPBL), Citrus Growers Association (CGA), Belize Citrus Mutual (BCM), Citrus Research and Education Institution (CREI) and the Development Finance Corporation. Mr. Hugh O’ Brien shared, “This innovative loan program is well designed to facilitate access by interested citrus farmers and is only one of the many initiatives being launched by the Government of Belize to rebuild confidence in the citrus industry and put it on a firm path of revival.” Citrus farmers can learn how they can apply for a Citrus Revitalization Loan by contacting DFC’s Dangriga branch at 522-3041, DFC’s Cayo Branch at 822-2350 / 60 or by visiting DFC’s website at www.dfcbelize.org

Dear Editor, So when gas went down to 8 and even 7 dollars....did the bus owners and the UDP media press for a dollar reduction. Math problem? Fuel goes up 1 dollar them want to raise the rate to each commuter by a dollar. Note: The price had NOT went up past UDP record yet and they wanted a raise. During the pandemic, the buses started to charge more…my one did. They were still within some UDP approved price but what a time to put it up. I see some bus owners try to make their buses more fuel efficient. Nice… Not racing on the highway is one way. The Bus Owners Association now is the general issue…it is a UDP led association definitely. Like Miller, Perera, Bevan, Deni, Gibson and many others, they are UDP remnants left to now say “Aha” and sabotage the PUP government. It is so obvious. Let me still ask, “Is the Bus Driver Association UDP?” Just a question…they were silent for 13 years and took Barrow and Castro’s insults. Now, suddenly they want things to get fixed. The bus owners may be guilty of price gouging if they raise the prices during this pandemic time. Officially, the WHO has not raised out the pandemic. If the bus owners assn. had respected the commuters with comfortable buses their argument would be an easy one to swallow. Kudos to Floralia and their sense to get worthy buses for the Belizean commuters. I am a commuter and I remember Mercedes Benz buses with TV and curtains and breakfast and actual human chairs. I think those buses were made in this Millennium. I understand the cost of new buses but why these cannot be afforded is NEVER explained to us the commuters. Fun and Joke aside...if the bus owners want commuter sympathy and tax payer dollars you have a LOT,
LOT of work to do to deserve our daily bus fares STOP taking the commuters for granted. I will tell you this... get yourself a modern ticketing system or else you will continue to haemorrhage dollars. Tearing a ticket in the bus or even on the side of the terminal is NOT a modern ticketing system. You do not have to wait on the government. Just be innovative… In your buses, within the commuters, there are some of the most brilliant of minds. We take the bus to work but our humility should not be taken for tolerance. We want better buses or else I would say to the Minister of Transport...Do not give them our tax dollars or any rate hike. A rate hike I would suggest and accept is MAYBE a shilling. For example, if the fare is 6 dollars, then you can go to 6.25...no problem. Is arithmetic a problem? Getting change? Oh...by the way...What is an Express bus? Signed

STRENGTHENING OF TAX ADMINISTRATION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consultancy Firm to prepare and implement the Belize Tax Service Department (BTSD) Enforcement Collection Model based on risk criteria Institution: The Ministry of Finance (MOF) Country: Belize Project: Strengthening of Tax Administration (STA) Abstract: Consulting Services – Consultancy Firm to prepare and implement the Belize Tax Service Department (BTSD) Enforcement Collection Model based on risk criteria Loan No.: 4839/OC-BL Deadline: April 8, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BLL1031). Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. The authorities’ concerns on the growth of the arrears balance are reflected in the BTSD strategic plan; “The stock of debt has been steadily increasing throughout the years, with the largest increase recorded between 2017 and 2018. The respective annual increases from 2016 to 2018 were 4%, 7% and 23%. There is a need to institute a mechanism to facilitate monitoring and timely enforcement actions to collect and recover revenues.” The consulting services (“the services”) includes the contracting of a Consultancy Firm for a period of five (5) months. The main activity of the consultancy includes: • • • • • • • • • •
To assess the current situation of BTSD enforcement collection and review the organization and resources of the collection area as well as their skills To assess the potential sources for information on taxpayer transactions and assets that could be used as arrears payments (Customs, social security, immovable property registration department, Bank accounts, City Council’s Traffic Departments, etc.) Propose a strategy for enforcement collections and prioritization based on risk analysis, define risk parameters and relevant mitigation measures as well as special procedures according to taxpayer segments Establish a system of payment by instalment via Internet, with parameters defined by BTSD with payments through automatic debit in the taxpayer bank account and to freeze delinquent taxpayers’ bank accounts via Internet Establish rules for writing off uncollectable debts and modify ITAS to incorporate them Update the BTSD Enforcement Collection manual defining the procedures to select the debts to be enforced, the task to collect the debt, the identification, and procedures to put a lien on debtors’ properties, the rules, and procedures for agreements for payment by instalment, etc. Propose performance indicators for monitoring the enforcement collection Deliver workshops and train the collection staff in the new procedures Implement the new procedures Conduct Pilot with the designated BTSD staff to plan, execute and report on randomly selected taxpayers.
The Consultancy Firm should have a minimum of five (5) years’ relevant working experience in the following areas: • • •
Organizational development and design; Enforced arrears collections; Tax administration training
As well as minimum of five (5) years relevant assistance to tax administrations, particularly in the arrears collection areas. In addition, the Consultant firm should have at least three (3) years of previous experience specifically in conducting programs on arrears collection with the use of risk analysis techniques or similar programs and consultancies between the calendar years 2015 to 2020, as well as experience in Belize, and Caribbean environment. The Ministry of Finance now invites eligible Consultancy Firms (“Consultants”) to indicate their interest in providing the services. To assess the status of BTSD taxpayer audit strategies and operations for all tax type. To review the Audit Division organization and resources, as well as the staff skills. To suggest the strategy for centralization/decentralization of the audit. To propose a new organization area (if required). To propose the staff composition by area and by location. To propose the different audit programs taking into consideration taxpayer segments and different audit locations (central, districts). To propose a system of massive audit based on IT verification of returns against risk factors and third-party information. The selected cases should be resolved very quickly (4 cases a day) as they are based on firm verification. To propose modern analytical tools for tax auditing suitable for Belize’s environment by conducting a SWOT analysis to support the audit work. Once the proposal of the modern analytical tools is approved, the consulting firm will procure the Analytical tools software for auditing with 50 licenses with subscription for 3 years, implement, and train auditors in its utilization for adoption. To execute onsite Pilot audit (for at least one month in duration) with the audit team to plan, execute and report on randomly selected taxpayers. To develop training materials and manuals in hard copies and digital copies in Microsoft Word format.
The consulting firm should have a minimum of five (5) years’ experience in similar assignment. In addition, the consulting firm should have a minimum of three (3) years specific experience in the following areas (* are must): •

Loan No.: 4839/OC-BL Deadline: April 1, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. The BTSD Strategic Plan clearly addresses the relevance of taxpayer segmentation and the risk management approach. It indicates that: “It has become good practice for Tax Administrators across the world to implement Taxpayer Segmentation in revenue management to effectively analyze taxpayer data and to efficaciously implement different and specific surveillance and control mechanisms,” and that; “The deployment of a ‘Risk management approach’ is a modern and pertinent tactic that would aid in compliance. This approach gives a structured basis for strategic planning; focuses on the underlying drivers (not symptoms) of non-compliance; promotes diversity in the way major tax compliance risks are treated, rather than a ‘one size fits all’ approach; realizes better outcomes as it refers to efficiency and effectiveness of programs; coincides with international standards and is a strong basis for evidence-based evaluation. Consequently, the BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. To Assess the status of BTSD taxpayer segmentation and the use of risk-based techniques in the BTSD and to analyze the BTSD taxpayer information to identify ways to segment the taxpayer population following different criteria (income, assets, number of employees, economic activities etc.), and other relevant indicators.

To review and update the current model for segmentation of BTSD taxpayers (companies and individuals) and to define a strategy for updating taxpayers’ segments and profiles in the ITAS periodically.

Profile all BTSD taxpayers following the model once the model is approved by BTSD management. To propose a model for the risk-based compliance model, defining the risk-based indicators, the rules, the risk factors to be utilized, their relative relevance (high, medium, low), the sources of information to utilized, the mitigation measures, and the required operations to use them.

To include the information on taxpayer segmentation in the ITAS database, inclusive of defining (setting) the parameters and rules for its then configuration in the ITAS database.

To deliver workshops to BTSD staff on the Taxpayer Segmentation Model and risk analysis strategy to be implemented.
