PRESS RELEASE Cabinet Brief Belmopan. March 24, 2021. 5:40 p.m. The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on March 23, 2021. • The Government of Belize’s Union Budget Consultation Team updated Cabinet on its response to the unions’ latest correspondence and its intent to continue further discussions in good faith. • Cabinet approved the plan from the Ministry of Education for the phased return to face-to-face instruction of schools at all levels and sectors across the country beginning April 12, 2021. • Cabinet took note of the efforts being made by the Ministry of Finance, Economic Development and Industry to consolidate and modernize the Company’s Law Framework in Belize, which is a critical step toward improving investor confidence, boosting competitiveness and modernizing this important sector. • Cabinet approved the National Tourism Recovery Plan presented by the Ministry of Tourism and Diaspora Relations which includes plans to place Belize’s tourism sector back on path with pre-pandemic growth trends, motivate the sector to embrace more market centric, digitally inclined and resilient future. • Cabinet approved the recommendations by the Ministry of the Blue Economy and Civil Aviation for the planned modernization of Belize’s Aviation Safety and Security Oversight System. The recommendations include: • Modernizing the oversight system to address the current problems in the system • Consider future hiring of more aviation professionals that will allow for management of future growth in the aviation industry • Putting measures in place to allow for revenue collection from aviation activities • Seek funding for the continued implementation of the modernization of Belize’s aviation safety and oversight system. • Finally, Cabinet received an update from Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration, of the results of the successful meeting between the Ministers of Foreign Affairs of Belize and the Republic of Guatemala where both ministers expressed a desire to improve the bilateral relationship, especially in the areas of trade and the importance of maintaining dialogue and implementation of the 2005 Confidence Building Measures.
No adjective can explain how Belize was struck by a Category 5 tyrant and Party who cared only for themselves and their families. In 2020, the UDP-stricken economy took Belize head-first into the Covid ICU and left Belize in a financial coma by then Prime Minister Barrow and leader of the Opposition wannabe, Faber, bald for ideas and guilty of criminal inaction together with what some have called ‘economic treason’. When there was action Barrow and his mini-me planted and reaped corruption as a direct function of their UDP party-grown incompetence. Being kicked out of office is not enough, there must be more to pay. Ex-Prime Minister Dean Barrow is still the defacto leader of the UDP and totally responsible for steering of Belize as deep as they could into the economic quagmire. Complicit in this abomination were all his Ministers who skipped from infamy to infamy pecking at all that they could using Ministerial abuse of power. Barrow’s borrow-borrow-borrow until he and the UDP could not anymore begun the day after the February 2008 General Elections. He borrowed the electorate’s mandate and began slugging at the Belizean economy. Reports are that from the most abnormal of Ministers became millionaires during the first two years. Such was Barrow’s confidence that he even went ahead to sign on to the Caribbean Court of Justice most likely thinking that he and his brother could run roughshod over the fledgling higher court. Well, years later, he went on record to ignore or verbally indicating disdain

PUBLIC ADVISORY The Belize Airports Authority (BAA) would like to inform the public that animals (such as horses, cattle, sheep etc.) caught trespassing and dwelling at any of the aerodromes owned and managed by the BAA will be removed from the premises. Once they have been removed the BAA will take temporary ownership and report to the relevant authorities until animals have been claimed. The original owner will then incur all cost for the process of removing said animals. Animal trespassing is a violation and becoming a concerning safety issue for air navigation and operations. Specifically at the Dangriga, Orange Walk and Ranchito Airstrips, the public is being advised to take responsibility and keep their animals off the aerodromes to prevent any accidents. We are at 39 active cases, down from about 5000. One of the major points of the planBelize manifesto was the bringing of Covid-19 number of cases under control and as close to zero as quickly as possible. The undeniable human tragedy Covid-19 brought will forever be present in Belize’s history as in all other countries on earth. Another undeniable trait is that with PUP leadership Covid-19 buckled. This writer has said before, one positive case is one too many and we need to continue heeding the call. Our wearing of the mask properly, close to the face is paramount in keep us and those around us safe. Add to your mask, keeping away from crowds and not standing in front of anyone for prolonged periods of time is crucial; so, even with the masks we ought to distance ourselves. Keeping our hands washed has been said to us since we were children, Covid-19 multiplied the urgency which up the ante to alcohol sanitization, just in case someone did misuse their mask and dropped particles on several often-touched surfaces. All these that we now call Covid protocols or guidelines are useless on flyers, social media, TV ads, and webpages and over the radio if there isn’t effective leadership. This John Briceño leadership cares for Belizean life. The very nature of that care seeps into all his administration’s policies and breeds a true following. The proof of this pudding isn’t in the eating but in the daily statistics. Half a Billion people worldwide have been vaccinated at least once. Get vaccinated when it is your turn. We will get out of this.

No International Funding Institution was heeded by the megalomaniacal Prime Minister Barrow. His crony Ministers couldn’t care less, they were feeding and most couldn’t even read. In the last two of their House of Representatives events, the UDP ministers were finally given the chance to read Bill’s and their act exhaled as offensive. They had no idea what to do in the House to read a bill. After 13 years, they had improved only in being worse UDP nincompoops feigning at being Ministers. In addition, at the last House Meeting at the end of September 2020, just before his Dear Belizeans announcement of Elections, Barrow walked out before the adjournment never to be seen again in the hallowed House Chambers. Illiterate Minister Patt didn’t know how to adjourn the House Meeting. All this is symbolic of a UDP that has not truly confessed to all their doings. An additional affront to Belizeans is that Faber et al will drag Belize into more expenses via taking complaints to the justice system. The PUP wish to differ with Barrow’s assertion of Après Moi Le Deluge. The insightful Belizean people saw Barrow’s intentions and after him they voted for planBelize and John Briceño. As we speak, the government of the day is chipping away at the gargantuan debt and financial retardation left by Barrow and hooligans. After 5025 dark UDP days, Belizeans have begun the process, all at the same time: shocking Belize out of financial coma, legal castigation of guilty UDPs, anti-corruption mechanism put into place, financial incentives, Testing, testing, testing for Covid, Covid Vaccinations and then sustained growth as Belize works for everyone.

A
bitter battle rages between the Unions and the Government of Belize. It seems the cantankerous unions will not budge on the issue of a cut to their wages. It seems paradoxical that organizations that have as their mandate the improvement of the working conditions and livelihoods of their members should choose to recklessly endanger the very same. Sure, the unions talk a good game, heck they give a great show. All the bluster about “all for one and one for all,” sounds very much like the musketeers of old. The truth is that it’s all smoke and mirrors to deflect from the rot of corruption that spread because it was unimpeded and, in very many cases, facilitated by members of the very same public service who now cry foul. There were thirteen years during which corruption in all its forms permeated the halls of every nook and cranny in every government office. No members of the Public Service Union raised an alarm. They were perhaps too occupied in collaborating and covering up the corruption, hoping for crumbs to fall off the tables. Not even the selling of their headquarters from beneath their own feet roused them to action. During the union’s extended hibernation, it seemed that the UDP could do no wrong, there were no cries of outrage for the hot mess that was Immigration, Lands, Housing or Human Development. The Association of Public Service Senior Managers (APSSM) has finally come forward, and for many Belizeans who knew nothing of its existence it is indeed a revelation. These unions would like Belizeans to think they are here for our greater good. They are at liberty to pontificate, quite sanctimoniously, from the safety a taxpayer funded salary gives them. They have long been insulated from the cold harsh realities that those same taxpayers face day in and day out. Belizeans, most of us by the recent statistics on unemployment, have been out here surviving with precious little social safety nets. Belizeans have had to make do, to rely on government assistance and on the good mercies of family, friends, and strangers for over a year. It is only by the Grace of God, Belizean tenacity and ingenuity that many have survived. Many have lost businesses, and their entire life’s work and savings, some are on the verge of losing their homes. Children have been told there is no money for further education. It is a cold hard slap in their face to say that you who have enjoyed a year of uninterrupted and stable salary refuse to give up a small percentage so that the vast majority of Belizeans, who fund your salary, can have a chance to recuperate. Is it our greater good or those of your membership who pay you union fees that you are concerned with? The unions move only when their existence and livelihoods are threatened. They do not move in the interest of anyone other than their own but like to rant and make us believe that it is for Belizeans that they care. Public officers are there to serve the people, to do the people’s work. Where were they when the UDP and Vega and Patt sold huge tracks of land to themselves and their cronies? Where was the APSSM during the Pennergate? This corruption could have been stopped in its tracks if public officers refused to comply and facilitate. They have known for years the true state of the Belizean economy, this is no surprise to them. They allowed it and remained quiet and allowed it many facilitated and are themselves accomplices of corruption. Yet, it is with great disdain that they treat the Auditor General whose job it is to sound the alarm. After all this, the compliance with the corruption, the obvious facilitation and the willful turning of a blind eye to the evidence of leakages, corruption and misuse of resources, inflated contracts …what did the unions expect? The party is over, from the Petro Caribe Bash to the Caracol Road. The bill has come and it is now time to pay up. We cannot allow Belizean taxpayers to assume the responsibility of paying the immense bill alone. The consequences of the excesses of the last thirteen years must be borne by all, private and public sector. It is time to put up or sit down, either we “are all for one and one for all” or just change your tune to “all for us.”

na amarga batalla se libra entre los sindicatos y el Gobierno de Belice. Parece que los sindicatos cascarrabias no van a ceder en la cuestión de un recorte de sus salarios. Resulta paradójico que organizaciones cuyo mandato es mejorar las condiciones de trabajo y los medios de vida de sus miembros decidan poner en peligro estos mismos medios. Por supuesto, los sindicatos hablan bien y dan un gran espectáculo. Toda la fanfarronería de “todos para uno y uno para todos” suena muy parecido a los mosqueteros de antaño. La verdad es que todo es humo y espejos para desviar la atención de la podredumbre de la corrupción que se extendió porque no tuvo obstáculos, y en muchos casos, fue facilitada por los miembros de la misma administración pública que ahora protestan. Fueron trece años en los que la corrupción en todas sus formas impregnó los pasillos de todos los rincones de todas las oficinas gubernamentales. Ningún miembro del Sindicato de Servicios Públicos dio la alarma. Tal vez estuvieron demasiado ocupados en colaborar y encubrir la corrupción, esperando que cayeran migajas de las mesas. Ni siquiera la venta de su sede bajo sus propios pies les hizo reaccionar. Durante la prolongada hibernación del sindicato, parecía que el UDP no podía hacer nada malo, no hubo gritos de indignación por el desastre que eran Inmigración, Tierras, Vivienda o Desarrollo Humano. La Asociación de Altos Funcionarios de la Administración Pública (APSSM) por fin ha salido a la luz, y para muchos beliceños que no sabían de su existencia es realmente una revelación. A estos sindicatos les gustaría que los beliceños pensaran que están interesados en nuestro bien común. Son libres de pontificar, de forma bastante santurrona, desde la seguridad que les proporciona un salario financiado por los contribuyentes. Llevan mucho tiempo aislados de la fría y dura realidad a la que se enfrentan esos mismos contribuyentes día tras día. Los beliceños, la mayoría de nosotros por las recientes estadísticas de desempleo, hemos estado sobreviviendo con muy pocas redes de seguridad social. Los beliceños han tenido que arreglárselas, depender de la ayuda del gobierno y de la buena voluntad de familiares, amigos y extraños durante más de un año. Sólo por la gracia de Dios, la tenacidad y el ingenio de los beliceños, muchos han sobrevivido. Muchos han perdido sus negocios y el trabajo y los ahorros de toda su vida, algunos están a punto de perder sus casas. A los niños se les ha dicho que no hay dinero para seguir estudiando. Es una dura y fría bofetada en su cara para decir que ustedes que han disfrutado de un año de salario ininterrumpido y estable, se niegan a renunciar a un pequeño porcentaje para que la inmensa mayoría de los beliceños, que financian su salario, puedan tener la oportunidad de recuperarse. ¿Es nuestro bien común o el de los afiliados que os pagan las cuotas sindicales lo que os preocupa? Los sindicatos sólo se mueven cuando su existencia y sus medios de vida se ven amenazados. No se mueven por el interés de nadie más que por el suyo propio, pero les gusta despotricar y el hacernos creer que es por los beliceños por lo que se preocupan. Los funcionarios públicos están para servir al pueblo, para hacer el trabajo del pueblo. ¿Dónde estaban cuando el UDP y Vega y Patt vendieron enormes extensiones de tierra para ellos y sus compinches? ¿Dónde estaba la APSSM durante el Pennergate? Esta corrupción podría haberse detenido en seco si los funcionarios públicos se hubieran negado a cumplir y facilitar. Hace años que conocen el verdadero estado de la economía beliceña, esto no les sorprende. Lo permitieron y se quedaron callados y lo permitieron, muchos facilitaron y son ellos mismos cómplices de la corrupción. Sin embargo, tratan con gran desprecio al Auditor General cuyo trabajo es dar la alarma. Después de todo esto, su conformidad con la corrupción, la facilitación evidente y el hacerse de la vista gorda voluntariamente ante las evidencias de las fugas, la corrupción y el mal uso de los recursos, los contratos inflados... ¿Qué esperaban los sindicatos? Se acabó la fiesta, desde la juerga de Petro Caribe hasta la carretera de Caracol. La factura ha llegado y ahora es el momento de pagar. No podemos permitir que los contribuyentes beliceños asuman solos la responsabilidad de pagar la inmensa factura. Las consecuencias de los excesos de los últimos trece años deben ser asumidas por todos, sector privado y público. Es hora de levantarse o sentarse, o bien “somos todos para uno y uno para todos” o bien cambiamos el tono a “todo para nosotros”.

THE FIVE STEPS TO ECONOMIC RECOVERY CHECK OUT THE REAL SITUATION
By Hilly Bennett The ‘social media spring’ is agush with attacks on the People’s United Party Government regarding decisions being implemented to ‘right the ship’. The fountainheads are the UDP spin doctors hoping for the third-day resurrection. Of course, Good Friday is on the approach and in a Shakespearean twist so is the ides of March. The sordid mess left by the Barrow Government, the utter disrepair of the Jewel socio-economic order demands urgent attention for its survival. On the Tuesday segment of The Whip Talk Show, the guest of honour was the Honourable Henry Charles Usher Minister of the Public Service, Constitutional and Political Reform. Minister Usher brought clarity to the conversation regarding the proposals and counter-proposals from the leadership of the joint unions. Most importantly, the across the board outcry by the unions and UDP minions was clearly disingenuous and deceptive. Usher detailed that public officers below the 12,000 per year level would remain untouched. Additionally, recommendations made by Deputy Prime Minister Cordel Hyde shows that frontline workers would not feel a cut in salary. However, it is alleged that the unions were chilly on this point and took the position - cut one cut all. Incidentally, there has been no call for the head of the one responsible for the country’s quagmire. For Barrow’s shame, the PUP is to blame. The situation is akin to the gunshot victim attempting to kill the doctor desperately trying to save his life. Unfair, unreasonable and shameful! The five steps proposed by the Prime Minister John Briceño and his economic recovery team to rebuild the tracks to recovery are: 1) Cost-saving measures; 15% cut on goods and services has begun. This includes rentals of buildings, the Papa Mena, Dean Barrow, Boots Martinez type, utilities, cleaning contracts issued under the influence of Sista B, fuel amongst others. Interestingly, in 2015 a Committee to Evaluate and Advise on Cost-Saving (CEACS ) compiled a Report identifying wastage in government spending and made cost-saving recommendations identical to those being carried out today. The report was validated by Financial Secretary Joseph Waight submitted to Prime Minister and Minister of Finance and Economic Development Dean Oliver Barrow. The Report was shelved to gather dust. A blatant example of why the country is hanging on the precipice of economic destruction. Not a tweet came from the UDP lackeys nor the unions and the disgruntled few. 2) Negotiations to restructure the commercial debt; prior to leaving office in 2008, the Said Musa PUP Government successfully restructured the commercial debt. A first. A total net cash flow relief of US $481.5 million was realised for the period 2007 - 2015 of which $180 million was immediate savings that benefitted the United Democratic Party Government when they assumed office in 2008. Instead of investing these savings in projects that would increase production, economic growth and creating jobs putting Belizeans to work, they squandered it on wasteful spending on pibil tacos with Patrick Faber getting tipsy in the Corozal bay, feathering the nests of family members and cronies. Another example of the reckless, irresponsible actions of an incompetent government. 3) The making available idle monies to prime the economic engine. Late 2020 Dean Barrow had alluded to the liquidity of some five billion dollars in the banks and the Credit Union. Prime Minister John Briceno got a bill passed in parliament to allow investors to access needed financing. This represents one of the home-grown initiatives adopted to shore up the economy without entering into the strictures of the IMF type. In Barrow words that “ultimately, as part of our efforts at recovery, who comes next in my view will more likely than not have to talk to the IMF. Who comes next will have to talk to the IFIs generally. Who comes next will need assistance, serious funding assistance.” Without any reservation, the cold-hearted Barrow said, “so we will have to go to these people and they will extract their pound of flesh. It is the old axiomatic. They won’t give you the assistance that you require except if they say, aha you will no longer be able to proceed as though you are heedless to what we have been telling you for year’s and years”. Dean then warned that a condition for assistance needed could be pension reform, trimming the wage bill and retrenchment or the public sector. Cold like that! No one seemed to care. This is the sole reason PM Briceno is asking for the cut, it is to avoid the dictates of the unforgiving International institution, is to create a needy cash flow and diminish the temptation to borrow more money. 4) Collection of outstanding revenue. It is outrageous that a 200 million debt to the crown cannot be collected. A showing of
incompetence and the lack of due diligence in the performance in the public service. CAP 55 section 85 states: Any prosecution instituted against any person for the commission of any offence against the ACT shall be commenced within six years from the time of the offence committed and not afterwards. This should be a slap in the face of union leaders haggling over the cut. Imagine what these uncollected revenues could do in these dire times. Should someone be held to account? Definitely! Heads must roll. These are the wanton disservice that joint unions fail to consider, the failings of the public service. 5) The elephant in the room, the wage bill. As indicated above Dean Barrow was forewarned that the wage bill was unsustainable. However, in his hubristic splendour Barrow boasted that he grew the wage bill by 35 million each year for ten years. The Public Service became the chief employer and was used for political leverage. Employment entry into the government will show the obvi-
ous, there were new entrants prior to the election. When you check out the real situation the head of the joint unions have been deceptive and disingenuous to its membership and the nation. The Barrow Government have failed demonstrably to deliver the people’s mandate of 2008 of Transparency, Accountability, and Good Governance. The double-edged machete was solely Barrow’s theatrics, giving the Belizeans fool’s comfort. The union leadership became perfunctionaries and the enablers to the corrupt acts of the UDP. This latent cancer must be removed for Plan Belize to become a reality. Prime Minister Briceño refuses to repeat the gory acts of the UDP. The challenge in uprighting the nation a result of Barrow ‘evilnomics’ is not easy. However, the People’s United Party is taking the challenge head-on. The PUP intends to win. PM Briceño categorically asserted “we will fix it “!

UDP SENATOR-DESIGNATE KHALID BELISLE’S 8.8 MILLION DOLLAR MISAPPROPRIATION? There were shocking revelations in the new Mayor of the Capital City Belmopan’s presentation on the state of that municipalities’ finances. On Wednesday March 25, 2021 Mayor Sharen Palacio presented to the nation news of what can be called misappropriations at that council monies during the Khalid Belisle tenure. The Mayor, at from the Belmopan City Hall conference room, exposed reports of gross mismanagement of the municipalities’ funds and the mishandling of their public records. The Belmopan Council has an approximate three quarter of a million dollar debt to both the Social Security and the Income Tax Department, and the questionable distribution of lands leading up to the municipal elections, all under the former administration. Owing to the SSB for money deducted from worker’s pay is extremely damning to the ex-council and more so to the former Mayor who has been pointed to replace the Sanctuary Bay lawyer in the Senate. The UDP feels that a move to Khalid as Senator is to bring in a fresh face with a definite question: where is the worker’s money which should have been paid to the Social Security Board and the Income Tax department? Khalid previously had lied to the nation in
the Lew Dermen/Saldivar case as to several pictures that surfaced where he was pictured with both men locally and internationally. Is Khalid Belisle Senator material? Senators take an oath just as he did when he was sworn-in as Mayor for Belmopan. All indications are that there is a lot to answer and more that can be revealed. A release from the Belmopan City Council outlines that the former Council left behind outstanding debts to the tune of 8.8 million dollars. The release adds a 1.5 million dollar loan from the National Bank of Belize, 117 thousand dollars in outstanding Social Security payments, and 692 thousand dollars in unpaid Citco bills. One Hundred fifty thousand dollars is listed as bills on hold, while mention is made of $160,000 in outstanding payment to one contract. Furthermore, according to Mayor Palacio, persons were on the Council’s payroll that never worked a day at the Council. This latter seems to be the MO of the entire UDP from Barrow, Faber, Patt and the rest of many of their Public Service hires. The UDP were hired by the Belizeans people in 2008 and completed their exit in 2020(or is it 2021) after doing no work.

Hi Everybody, Let’s be honest, our current financial and economic crisis has been in the making for over a decade. Even before COVID19 Belize experienced four (4) quarters of economic decline. Fact -- While most countries around us were grow-
ing, we were not. Fact -- We entered this global pandemic weak, and vulnerable to the shocks. Fact -- Last year, our economy fell off the cliff, contracting by a devastating 14 percent. Fact -- Last December, the IDB said that “Belize is the only country in Central America to register a decline in real GDP growth in the last decade. I am not giving you news, you know this. Every time, you go to the store, you know the reality of these hard times. Our debt went up, and our wages went back 28 years to 1992 levels. If we compare ourselves to Central America and the Caribbean, we are at the bottom. Some say our economic health is underwater, but the reality and the numbers say worse, we are drowning. When my party asked for your vote, we came with planBelize. We knew things were bad, but the reality is far worse than anyone could have imagined. Of course this is not the time to lament, this is the time take the tough decisions that will rescue, recover and reconstruct our national life. Since taking office we have been pro-active, aggressively developing an export promotion strategy. You can see it with cattle, poultry and sugar. Our Economic Recovery Task Force will soon present their recommendations for implementation. Fellow Belizeans, what we cannot do is raise taxes. We must trim expenditures and make money available for lending at lower interest rates. This will allow us to unleash the entrepreneurial spirit of our people. We have consulted widely with our partners – the NGOs, the Business and Productive Sectors, the Churches and the Unions. We have been blunt about the state of our economy. Today, we are all called to sacrifice for Belize. Our history shows that we have survived many disasters, natural and human made. With this new appointment with history, we are determined to build Belize back better. But to this we have to work together. Thanks, God Bless and when it’s your turn, please get vaccinated.

Thank you for inviting me to address your Symposium. I have and always will believe that the work of FCD is noble. I know that your efforts are in line with that of my government as it relates to the protection restoration and promotion of the sustainable use of our natural forests ecosystems. And so for me this is a significant partnership. The theme chosen for this symposium: “Restoring a National Patrimony” comes amidst our nation’s greatest challenge in a century and for sure the greatest challenge since independence. The COVID-19 virus has affected us in such a profound way that there is no part of our national development that has not been affected. For sure our national patrimony, indeed our national psyche has been in large measures shaken and diminished. Yet, we as a people are optimistic, and my government, forward thinking. And so, we welcome this event and more so the outcomes that will result from your work. The Chiquibul Maya Mountain complex represents the core of our nation’s cultural, natural, and economic wealth. This symposium then provides an opportunity to emphasize the many threats, challenges, and opportunities which exist and can be explored for restoring and maintaining the integrity of this Key Biodiversity Area within the Mesoamerican Region. Ladies and gentlemen, I am proud that Belize serves as a global model in the areas of Biodiversity and protected areas management. I am immensely proud that many of the targets and vision for protected areas documented within the first iteration of our national protected Areas Policy and System Plan were identified and championed under my tenure as minister of the Ministry of Natural Resources in 2005. These visionary goals for Protected areas identified by the PUP in 2005 are again at the forefront of Plan Belize. They are critical factors for supporting the social and economic recovery and resilience of Belize. In Latin America and the Caribbean, countries have set aside on average 20 percent of their lands as protected areas. Our goal is to set aside over 36 percent of our land for conservation of biodiversity. Given our small size, this is indeed, nothing short of impressive. But, as we do our part in maintaining and restoring these ecosystems, we must all remain focused on the true purpose for setting aside these lands for conservation. It is not one of locking away these resourc-
es but one of ensuring that these areas are maintained and are able to contribute in perpetuity to the wellbeing of our people. Aside from serving as habitat for biodiversity, Belize’s Protected Areas are a major source of natural capital, contributing millions of dollars in ecosystem-derived goods and services on an annual basis. Much of our Industries are dependent on these managed resources. It is well known and has been documented that approximately 70 percent of visitors to Belize visit our Protected Areas during their stay, with direct tourism contribution exceeding 510 million dollars annually. Additional nature-based production industries such as forestry, fishing and agriculture continue to serve as primary GDP earners. Areas such as the Chiquibul have also demonstrated their effectiveness in providing services critical to the social wellbeing of our people. Thirty-nine watersheds provide water security for people across 55 percent of the total land mass of Belize and provide energy and hydro-electrical power required for our day-to-day activities. Notwithstanding this contribution to socio economic growth, resources for management of sites are often limited and have hindered the sustainable management and development. The ongoing COVID-19 pandemic has further strained Protected Areas management by limiting visitation and sustainable productive activities within these sites. Anyone who has worked within the environmental field knows that the financial needs of our protected areas system vastly exceed the limited funding available to invest in conservation. Assessments have shown that the financial gap for an optimum level of Protected Areas management is estimated at 40 million dollars annually. It is also clear that the current level of investment in Protected Areas is even more difficult to maintain as we grapple to provide the critical needs being demanded by the electorate and citizens in the face of this pandemic. In the face of these challenges, we must join efforts and collaborate to protect our natural assets. My government is determined to set up the frameworks, legislation and opportunities for the people and economy to evolve and prosper within a changing and dynamic environment. We are committed to doing our best to improve protected areas administration, governance, coordination, and enforcement. We also recognize that research, monitoring, and proper planning is integral to improving management of our

resources. As stated in Plan Belize, we will roll out an aggressive reforestation program as well as facilitating sustainable rural concessions in areas of least negative impact to biodiversity and which will be held by members of our communities. We will support community-based organizations in value-adding and entry into niche markets for our nature-based products, which will create jobs for our people as well as reduce poverty. We also commit to introducing new surveillance technology to assist in the daunting and tireless task of patrolling and manning of our Chiquibul border against foreign incursions and pillaging of our resources. We have also witnessed the sale and pirating of our most pristine and critical resources. Again, my commitment is to ensure that we protect and recover these lands with “high intrinsic value,” such as the Bald Hills in the Mountain Pine Ridge which belongs to the people of Belize and not to land-grabbing ministers, their cronies and other associates. Considering the existing and increasing constraints on Government’s annual budgets, it is all about strategically leveraging funding from facilities such as the Green Climate Fund, the Global Environmental Facility and the Food and Agriculture Organization via partnerships with institutions like The Caribbean Community Climate Change Centre and the Biodiversity Finance Initiative to name a few. As we do our best to secure the millions needed to address both our social and environmental needs, let us no longer shy away from entering partnership with the private sector to assist us in bridging our financial gap.
This will be done while ensuring that the financial instruments and accountability features are put in place to guide these opportunities. I am certain that if win-win opportunities are identified that the private sector will consider increasing investments in nature-based enterprises which provide both a financial and environmental return. I am fully aware that we must do a better job at coordinating amongst relevant ministries and sectors. Sustainable management of our resources cannot be the preoccupation of only the government or the Ministry of Sustainable Development or the Blue Economy. Our NGO partners must continue their efforts; efforts which I commend and applaud for my government fully understands that the GOB cannot do it alone. The board and staff of FCD have worked tirelessly for over 21 years to ensure that the integrity of the Chiquibul is maintained. They do this in the face of mounting threats to both human and physical resources and in an environment with great financial limitations. FCD has shown us what perseverance and dedication is all about. To Rafael and the entire team, I say that you are not alone, we hear you!!… This government is committed to doing our part in improving the management of Chiquibul and the greater Chiquibul landscape. Congratulations and thank for the impressive work done throughout the years and on the organization of yet another great symposium. Prime Minister’s Address at the IDB Annual General Meeting Strategic Vision of the IDB Group 2021-2025 During the Governors Session III Saturday, March 20, 2021
Mr. President, Belize strongly supports the Strategic Vision of the IDB Group 2021-2025. The issues included in the proposed tiers are very closely aligned with our countries’ economic plan. However, in order to harness “the opportunities created by the pandemic,” it is imperative that the IDB Group support our countries to implement a transformative agenda while having full regard to the core principles of access, equality, gender equity, integration, and most important inclusion. We applaud the efforts of our President to proactively engage with member countries to explore options to help with the economic recovery of our LAC region. We believe that the country context is important for tailoring an effective response from the bank and we wish to ensure the finan-
cial leadership role of the IDB Group in securing resources to help countries with their economic recovery. We posit that it is necessary to prioritize on the most poor and vulnerable countries in order to work “towards a sustainable and inclusive economic growth” of the LAC region. Belize, as an example, has been particularly hard hit by the COVID pandemic and the economic fallout as a result thereof. Belize is also clearly the negative outlier in the worst quadrant of outcomes of economic growth with a debt to GDP ratio at approximately 134.1%. And, as expressed by the IDB’s country economists, “Belize is the only country in Central America to register a decline in real GDP growth in the last decade,” - a lost decade for Belize Due to the indebtedness, limit-
ed fiscal space and limited access to markets, our countries continue to rely on our multilateral partners to provide the financial resources required for the health response and the recovery and development of our economies. We use this opportunity to stress that any adjustment in the level of the Bank’s loans should not be at the expense of the most poor and vulnerable countries. On the contrary, in the true spirit of our cooperative, the IDB Group should commit to mobilize resources to the most poor and vulnerable countries to help them emerge from the current crisis. Unexpected climatic events such as the multigenerational effects of Hurricane Eta and Iota in 2020 remind us of the vulnerabilities of our countries and the importance of a climate change and natural disaster risk reduction agenda for the entire region. Belize therefore reiterates the need for IFIs to replace the GDP criterion for country classification to another suitable criteria that incorporates the vulnerabilities associated with climatic events. The recent hurricanes have demonstrated that a single event can have disastrous consequences and us-
099 ing a measure that does not include vulnerabilities limits Belize’s ability to access concessional resources. For this reason, it is critical to allocate additional resources, such technical cooperation, grants and concessional resources to the most poor and vulnerable economies like Belize. We are mindful that the success of the Paris agreement is subject to the availability of external resources and depends on the delivery on the pledges of developed countries to be able to provide more concessional resources. We consider that the Strategic Vision 2021-2025 must include a comprehensive strategy on concessional resources to help countries develop a comprehensive climate change and natural disaster reduction strategy to foster resilience. Dear Governors, Belize underscores that the IDB is a strategic principal partner for the region. At the same time, we also underline the principle of shared but differentiated responsibility between borrowing and non-borrowing countries, a principle that necessitates the pursuit of inclusion and special consideration of the most poor and vulnerable countries, like Belize. We look forward to the IDB’s continued support to help us achieve our 2030 Sustainable Development Goals.

MINISTRY OF INFRASTRUCTURE DEVELOPMENT & HOUSING SIXTH ROAD (COASTAL HIGHWAY UPGRADING) PROJECT CONSULTANCY SERVICES FOR COMMUNITY CAPACITY-BUILDING FOR LIVELIHOOD ENHANCEMENT PROJECTS- RE-ADVERTISEMENT REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Sixth Road (Coastal Highway Upgrading) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Successful Workshop on Domestic Violence Hosted by PUP Port Loyola Women’s Committee
by Gilroy Usher, Sr On Tuesday March 23, 2021 over twenty four women of Port Loyola attended a workshop on domestic violence that was organized by the Port Loyola Women’s Committee (PLWC). The workshop was held of the office of the PLWC #10 Gill Street and was conducted by Miss Lodawn Jones from the Women’s Department of the Ministry of Human Development… Discussion was held about different forms of domestic violence including physical, emo-
tional, sexual, and financial abuse. Miss Jones also explained how various orders such maintenance, occupation, tenancy, rehabilitation, custody, and protection orders are used to combat domestic violence. It was also stated that reasoning should be used to resolve maintenance issues as much as possible During the workshop it was noted that the country needs more safe houses for women, who are victims of domestic abuse as well as laws to protect people from cyber bulling, which is also a form of domestic abuse. Persons, who are victims of domestic violence are advised to seek the assistance of the Women’s Department of the Ministry of Human Development, the court system, or the police as soon as possible for their own well-being and safety. Special guest for the workshop on domestic violence that was organized by the PLWC was, yours truly, Hon. Gilroy Usher,

Celebrating the life of
MRS. NETTY JOHNSON Delivered by Prime Minister John Briceño
To Miss Netty’s beloved family, to her husband John, her sons Dennis, Ben, Jimmy and Lee; to her 12 beautiful grandchildren and two great grandchildren; to her other family members, dear friends and all who have joined us here in Belize and from abroad virtually: We are here to celebrate an extraordinary lady, a good woman, a pillar of this community, and a patriot who exemplified a life of service to others and to her country. I am among the many who are fortunate to have called her teacher, friend and, yes, mentor. For sure Miss Netty’s example helped to mold leaders in my family, beginning with my dad Joe, my uncle Polo and, yes, me. So it is more than duty that brings me here to deliver remarks on behalf of the government, it is instead my honour to speak at today’s celebration of the life of Netty Johnson. In the scriptures in the book of Titus, Chapter 2 in versus 7 and 8 Paul the Apostle writes to his young friend Titus about duty and leadership. He tells Titus: “Show yourself in all respects to be a model of good works, and in your teaching show integrity, dignity, and sound speech that cannot be condemned, so that an opponent may be put to shame, having nothing evil to
say about us.” This scripture reading best explains the sum total of Miss Netty’s pilgrimage here on earth. Show yourself to be a model of good works. For her entire adult life this is what Miss Netty did. She was a model student and for this she was able to further her studies abroad. She was an excellent teacher, a good wife and mother, a devout Christian and a good friend. In all these things and more she was a role model for us to emulate, someone to look up to, and we can all agree that whatever Miss Netty did, she did with grace. In your teaching show integrity, dignity, and sound speech that cannot be condemned. Throughout her adulthood, Miss Netty lived a life of dignity and was of sound speech. As my teacher, she was first and foremost a beautiful lady but always a good teacher who showed genuine concern for her students. The many of us who she taught at Muffles High School and those she taught in Cayo knew her to be fair and, yet, she was never afraid to challenge our intellect, always pushing us to excel and calling us out when we were not working to our academic potential. It was not until many years after high school that I truly came to appreciate that teachers like Miss Netty were not just tutoring us in academics but molding us and helping us to be better human beings. Yet this graceful lady who taught so many of us was far more than a good teacher. Her good works expanded well beyond the classroom. The good teacher was also quite the activist who was not afraid to stand up for what she believed in. For a young woman in the 60’s and 70’s in Orange Walk that may have been pretty radical, some may even have seen it as rebellious.
The grandchildren may or may not know this, but Netty Johnson was a part of that great generation of women who stood shoulder to shoulder with Mr. Price and the other leaders of the PUP who fought against British colonialism and for our independence. For years she walked with George Price and Lindy Rodgers, with Madam Liz and the PUP ladies of the United Women’s Group. Using her skills as an educator she tried to convince everyone she met that not only did we need to be an independent nation, but that we deserved it. Here in Orange Walk she organized her own home-grown version of neighbourhood meetings telling everyone that we should all be headed in one direction. Miss Netty made everyone look one way, forward. To paraphrase an old Belizean patriotic song, for her “we were independence bound, whether black, white or brown.” Now in the 70’s here in Orange Walk Town, for a young woman to set out on this kind of work was not ordinary, it was extraordinary. It required more than just hard work and determination, it required conviction, and it required sacrifice. It required putting your standing up against criticism or putting your opponent to shame. And that she did, so much so, that at on Independence Day 1981 it was Netty Johnson who was tasked with raising the first every Belizean Flag here in Orange Walk Town. Yet, all that was only a part of her work as a nation builder. For sixteen years later, she would once again be called into service to run for the Orange Walk Town Council and serve she did, from 1997 to 2006. She spent nine years in the Orange Walk Town Council, five of which she served as Deputy Mayor, a first for any woman in politics in this town. Miss Netty never made a big deal about any of this, for her it was duty and I feel in many ways that while she was happy
13 for my own political successes, I know in my heart she wanted me to understand that it was my duty to serve. Yes, she was happy to see me grow up from the young student to the representative and then to the job I now hold as Prime Minister but I believe she expects from all of us service to God and country. I know this to be so because there was never a time when we spoke when she did not find some words of encouragement for me. Even when she had to go away for treatment, she would always find the time to call, to check up on me and to assure me that she was praying for me and that she would make it home in time to vote for her beloved PUP and to vote for me. And even though she was a trueblue PUP, Miss Netty knew that some things were bigger than politics and political differences. She knew that some things transcend party and political colours. Things like love of neighbour and community, of service to your county and most important to live a good Christian life. This dignified devoted wife and parent, dear friend and good citizen indeed showed herself to be a model of good works. But it is the sum total of all of this that brings us here in celebration of her life here on earth and why I determined that she deserved no less than an official send off, so that we never forget that Netty Johnson was truly a nation builder, a patriot, a true Orange Walkeña and so that we can say to husband, to her sons to their children and to all who love her -- on behalf of a grateful nation, thank you. Que Viva Netty Johnson!! May her soul and the sold of all our dearly departed, rest in peace.

Democracy means that the people have a voice and that such voice will have a process. Such voice in Belize is respected by the People’s United Party with the greatest level due. After the November 21 and March 3 main elections in Belize which rendered the PUP with an overall mandate, it was clear what the intent was of NO OTHER than the majority of people in Belize. Both majorities were with unprecedented numbers. In the November Generals, the PUP made out with a 58.6 percent whilst the UDP made out with a 38.84 of our Belizeans. And, in the Municipals, the PUP slates won 65 of 67 seats. Never before seen numbers in the jewel for the love of a better country, planBelize, and John Briceño. The former number shows that at least 38.84 percent of voting Belizeans voted for the UDP and supported anything the UDP was guilty of over the 2008-2020 this including all UDP corruption, UDP incompetence, UDP nonfeasance, UDP bloated contracts, UDP cheap infrastructure, UDP malfeasance, UDP misfeasance, UDP infamy and UDP criminalities. The Supreme Court of Belize read to Dean Oliver Barrow that he was guilty of spending 1.5 million dollars unconstitutionally thus illegally at the highest level. Anyone that voted UDP supported that—and they have the right to do so, but then they sign on to the infamy and criminalities. Our democracy and freedoms were corrupted by the UDP who wrote and signed contracts that would tie the inevitable incoming planBelize PUP who goes by the law. The UDP took advantage of that fact and now rear their ugly head whenever the planBelize PUP makes a move to bring Belize out of the UDP rut. Fakes profiles galore all over the radio stations, newspaper, social media, and makeshift biased TV shows. The problem with these UDP shows is that they purport to be independent and truthful when they are just more of the same rotten-to-the-core UDP who were once in government. Limited are the people who will hail the UDP today since it is shameful to do so. So those ashamed will hide and change their names and try to bring down the new transparent government who is offering to listen to everyone. The UDP has done what they are wont to do—corrupting everything they touch even corrupting how to be a good opposition. The UDP is now in the business of uttering the vilest of lies that would make Trump glow his most orange blush. This fakery now is being backed by a rogue station
that according to law doesn’t even exist since they have not paid their dues—they seemingly have waived the payment for themselves. This station, again, hides under the guise of attempting to be impartial whilst openly being biased. That is fraudulent journalistic terrorism using old style guerrilla presentations. Their name will go withheld as the least mention they get the less their UDP propaganda get divulged. One cannot say you are uncut but present the questions with the vilest of angles. Your very angle is a fake profile and doesn’t give the people justice to your airing time. Stop insulting the people intelligence! You are not independent you are a part of the UDP that was voted out by the majority of people, respect them. The people of Belize are VERY intelligent and see the truth. The past two elections demonstrated the savvy of our populace and the body politic. The UDP will never get it. They are on the wrong rostrum and have the wrong people at the fore. The 38 plus percent reflect many public officers who were standing for their jobs for dear life as they got their jobs under the UDP. The three UDP Public servant people who led the teachers in Dangriga have their UDP agenda and gripes—their names are well known. The teachers that paraded in their SUV’s all around the towns—as much as you have the right to voice,—unemployed and underemployed were looking at your vehicles. Teachers, after the motorcades, it did not look good that you were seen in the supermarkets and restaurants with your green shirts at different hours of the day. Many parents preferred that you were teaching the kids— online teaching is already restrictive and limited in the dispensing of learning. Couldn’t the teachers have motorcaded a couple of hours and go back to teach? The point is that even these teachers are being led by the minority. But in the end, the majority will prevail. The planBelize government is intent on bringing a solution to all of this in a deal that really will benefit all. Everyone wins when there is a government that walks with even the worst of times and discord and makes the best of it. If there is anyone who can lead us out of this is John Briceño and his vision. His ear is one of the best as it leads to visionary execution of solutions. He is intent on listening to the teachers, public officers and their leaders. John Briceño is there to serve the people. This service will lead Belize through a path to where this country will work for everyone.

THINK ABOUT IT SEA PIRATES Six Belizeans are in custody in Puerto Cortez, Honduras accused of being sea pirates, two Hondurans were caught with them along with a number of boat engines suspected to have been stolen in Belize. They will be expelled to Belize to face possible criminal charges. According to one local Belizean media, all of the men have extended rap sheets in Belize. Having a rap sheet means having a criminal record. Sea piracy has been growing in Belizean waters for some time now. The pirates have a long history of stealing and robbery of fishing camps as well as diving up fishermen lobster and fish traps. Increasingly, they pullup on fishermen boats and rob the defenseless fishermen. Fishermen have been calling out for proper law enforcement protection and have been asking to be granted firearm licenses. Sea piracy like other serious crimes will continue to plague fishermen and will start to spill over onto coastal areas with resorts. On the main land of our country violent crime continues with no end in sight. We are among those Belizeans who believe the police have no solution. Repeating the same old, same old is getting us nowhere. Beating young men, violating citizens’ rights, kicking down doors and dragging away persons, unlawful stop and search and profiling young men has resulted in alienating our people from law enforcement. It is one of the many issues that caused the no-good UDP government to be rejected. Community policing is dead. Killed by the very police whom the new government were hoping could review such an important part of policing. If brutalizing people was the solution to fighting crime, Jamaica, Salvador, Honduras, Haiti, America, and elsewhere would be practically crime free. Sad to say, it’s not just the police who have no solution, our community leaders and talkers have not been able to come up with workable solutions. We need to hear from our thinkers and problem solvers. Chamber of Commerce, Chinese Association, Workers Unions, Youth Groups, Artist Community, and Universities. This is a life and death matter. “There are people dying, it’s time to lend a hand, to life the greatest gift of all” -We Are The World. And let’s be a bit cynical. Paying snitches to rat out a handful of individuals to capture couriers with weed is a waste of resources. Imagine, even special branch are out in the field fighting weed. No wonder there is no intelligence gathering on the serious coldhearted killers lurking in a yard next to you. Last Wednesday, one of these murders entered a yard in the downtrodden, besieged southside and let off his semi-automatic, killing 21 year old Allen Garcia. Realizing he had been seen by Cynthia Conorque, he blasted this innocent woman to death. Last month this columnist visit Mayflower Street. The situation is hopeless. Thirteen years ago Patrick Faber became an influential government Minister. He became the Area Representative for the people of Mayflower. A nineteen-year-old killer today was a six year old child thirteen years ago. Faber never once visited Mayflower. He never provided any jobs, any scholarships, any training, nor any houses. Most of the young and the older folks at Mayflower say they would gladly relocate. Wouldn’t that be a vision, and turn Mayflower into a beautiful park and playground. We are asking Johnny Briceño and Kareem Musa to consider asking Nuri Muhamad to head up an Anti-Crime Commission, with authority and a budget and tackle this crime coronavirus which is infecting our whole society. ANOTHER SAD SONG This must be weak. But first let’s flash back to July 2019. Police claimed a man was in the area of Plues Street purportedly to buy weed. A vehicle chase started. The man drove on South Street, turned left into Regent Street with police in pursuit, bullet flying. Before the man could reach the Swing Bridge he was dead behind the steering wheel. …Shot in the head by one of the pursuing police. The man, Allison Major 36 years of age, an educator, husband and father lost his life just like that. Eye witnesses say about four officers were in the pursuing vehicle firing shots on a main street like Regent Street.

The system charged officer for-no not murder, not manslaughter,- for negligence. Fast…..forward to Saturday 20th March 2021. Police in military uniform intercept a taxi by Administration Building in Lake Independence, Belize City. They search the driver and the passenger for drugs and guns (a bogus search) nothing is found. They search the vehicle, nothing is found. The two are taken to Raccoon Street Police Station. The man left unattended in the yard, he walks around the building and runs from the back of the station. The same policeman who had searched him is said to have shouted “stop or I’ll shoot.” A shot is fired. It hits the passenger in the back of the neck and exits to the left side of the neck. By a miracle, the man did not die. His family helped him to walk to the street to hand himself to the police. The same police who shot him, grabbed him, and dashed him into the back of the police pick up. The very same police gets in the pickup and tells him, he wants to kill him. There are witnesses to this. The police then take him to the Raccoon Police Station. He is then taken to the hospital. After he is released, the police takes him back to Raccoon and thereafter to court. The Magistrate gives him bail. Does he then go home? No, after getting bail the police take him back to Raccoon where he is locked in a cell. He is then given another charge and taken back to court. This man does not get out of police clutches until Tuesday afternoon, lucky to be alive and seething with anger. This is how unprofessional and cruel some police are. The vast majority are good decent human beings. Because some of what happened was caught on camera and there are witnesses, the police is given a minor charge—wounding. Shoot a human being from behind in the neck, not in his foot, no warning shot and it is wounding. A man who is not wanted for murder or any act of violence, who is known, and can easily be located. All this is not far from the police station. Imagine if it was night on southside, or if they were on a road or in a village. What is the police rules as to when and in what circumstances a police is to pull out his gun? What policing is there to discharge a firearm or to shoot at a human being? How many citizens will continue to be beaten, chocked, abused, shot, falsely arrested, and killed before this craziness is stopped. The answer my friend, is blowing in the wind. Unless citizens start to sue the police for every abuse, every violation, it isn’t never gonna stop. EASTER Here comes Easter! Easter is special, in so many ways, for Christians, only Christmas (the birth of Jesus) bigger than Easter. Easter comes at the end of Lent. Lent represents the 40 days and nights when Jesus fasted in the wilderness and was tempted by the Devil. For Easter, there is Holy Thursday, the Good Friday, the Holy Saturday and of course Easter Sunday. Easter is always in the months of March and April. These two months along with May are some of the best holiday times in Belize. The dry weather sets in. The winds are breezy, the coastal areas enjoying some coolness. The rivers are fresh and looks green and enticing. The sea, ah the sea, light chop to choppy. Nearest things to paradise. This year, because Covid had closed the borders, especially for next door Mexico, a whole heap of those who can afford and love Chetumal and Cancun, they have to stay in Belize. So all sea resorts on islands and coastal areas are booked up. This is good for all concerned. Wish we had the money to give out thirty thousand Easter baskets to those who will experience a rough Easter weekend. It is the Christian thing to do. Those of us who can, should give out as much five, ten and twenty dollars to those who need. Poverty, food insecurity and the stress and anxiety of not having anything is hard on thousands of our people. Easter is about Jesus. This awesome human who was beaten, tortured, murdered by being nailed on a cross until he died from the pain. Then guess what. After he was buried, he walked out the tomb. Powerful story. Hard to believe in these modern, sinful times when we all allow the Devil to tempt us. The story of Easter and Jesus is all about love. Love will make Belize a better place. We show our love by helping the poor and the unfortunate.
