First Female Area Representative for Corozal Bay With the heart of the Belizean pride, intelligence and political maturity, voters endorsed planBelize and crossed out the virulent UDP in an election mismatch for the ages. In the warm, early March day, municipal voters of Belize started the day by doing their chores, going to work and with a gentle Belizean alacrity went to the polls with laser focus. They were intent on endorsing planBelize and all its progressive innovation by accepting the 68 job applications of PUP slates and Mrs. Elvia Vega-Samos in the Corozal Bay—in the end, sixty six contested seats went BLU with only a Mayor and a councilor seat in Cayo narrowly lost. Yes to planBelize! Red, the color corrupted by the UDP, was abandoned as Belizeans upped the ante. The resultant reminder to the UDP was crystal clear, No to UDP corruption, No to UDP incompetence and No to UDP arrogance. • How dare they ask for votes when the corruption of 2008 to 2020 is now slowly being unveiled? • How dare Patrick Faber and fellow goons self-prescribe themselves pardons? • Where are the confessions? • UDP...let us repeat...you have now proven to be a corrupt opposition. Foreign Ministers of Belize and Guatemala to Meet at the Office of the Organization of American States Belmopan. March 2, 2021. 4:10 p.m. The Ministry of Foreign Affairs, Foreign Trade and Immigration informs that Foreign Minister Hon. Eamon Courtenay will meet with his Guatemalan counterpart, Foreign Minister H.E. Pedro Brolo Vila, on March 4, 2021, at the Office of the Organization of American States (OAS) in the Adjacency Zone. The foreign ministers will discuss efforts to strengthen relations between the two countries including reactivating the Belize-Guatemala Joint Commission, implementation of the Partial Scope Trade Agreement and enhancing the work of the OAS Office in the Adjacency Zone. The ministers are also expected to reaffirm the importance and adherence of both countries to the Confidence Building Measures Agreement signed in 2005. Ends

Many of them are not used to the clear path without ruts and potholes. • Today, Belizeans are counting the days to their Covid vaccination. Under the UDP, we were wondering who was procuring for Pablo the tests. Under the UDP, Covid had found super spreading ground. Pablo saw the opportunity to beat Imer at his game but this time in health. Belizeans will regain their freedom in a few months. The same cannot be said of all UDPs. We all welcome the new boosted mandate given specifically to the municipalities, and Corozal Bay, and generally to planBelize, PM Briceño and the rest of the PUP. The PUP cherishes and respects the supermajority in Parliament and now, for all intents, all the councils. It can be argued that the check and balance needed is housed in John Briceño’s heart, his planBelize cabinet, in his very belief system, and in his personal home. The check and balance is also in the Belizean people who he swore to work for. Belize is in great hands. Belizeans ARE mature politically....and that is why they AGAIN chose the People’s United Party and their drive to make a Belize that will work for everyone.

REST IN PIECES
t is with no regret whatsoever that the People’s United Party and Belizeans countrywide announced the timely passing of the UDP on March 3rd, 2021. The UDP was chronically ill for years before going into a coma on November 11th and dying on Wednesday. From 7:00 am to 6:00 pm on Wednesday, Belizeans travelled to the polls in all municipalities to signal their continued support for the People’s United Party, led by Prime Minister John Briceño, and support for #planBelize. The confidence and support of the people has been bolstered by the work of the party since entering office. These are unprecedented times, as Belize suffers not only the fallout from a deadly pandemic but the social and economic fallout of a former UDP administration which left the country in ruins, even as they gorged at the public trough and got rich. With little fanfare, the People’s United Party took control of 65 out of 67 seats and all nine municipalities. The UDP was a non-entity and a no-show, a predictable result to end a lacklustre campaign with a lacklustre leader and lacklustre slates which had nothing to offer a people disgusted with all things UDP. In stark contrast, the PUP fielded dynamic slates in all municipalities, a mix of young, dynamic and experienced men and women determined to work hard to serve all Belizeans. The teams were backed up by the full weight of the PUP and the soldiers who led the charge to Belmopan in November. Belizeans knew that the PUP in Central Government and the PUP in municipalities countrywide would be a combination to ensure that everybody will win – todos ganamos. The quality and commitment of the BLU brand and its #planBelize can be clear to see in just 100 days in office. In that time, a PUP Government has contained and controlled a deadly pandemic which kept the nation paralyzed. The numbers are way down, vaccines have been sourced and already administered to front line personnel, and there is a clear road to the reopening of tourism, business and the economy and a return to some normalcy. Nothing the UDP naysayers did or said could detract from that reality. And the people recognized REAL. In just 100 days, a PUP Government has conducted major infrastructural works all across this country, including in the deep south where heavy equipment has not been seen in over 12 years. With just a small emergency allocation to repair infrastructure destroyed by flooding and by the negligence of the past administration, the government has managed to do more work in a matter of months than the UDP government did in a decade. That is the truth. And the people see it. The people see inclusion at every turn, as the government works with unions and social partners to chart a path forward. The people see a firm stance on corruption, as the government moves to hold those who stole from the public purse accountable, and to recover assets. The people see financial responsibility, as the government makes moves to cut costs internally because we are all in this fight together. The people see compassion and caring and a drive to do the right thing for the country. And that is what the numbers reflect, plain and simple. The work of governing the country can now continue in earnest, hopefully without the pesky annoyance of the UDP spouting rubbish at every turn. Patrick Faber should have enough on his plate with history-making, massive losses at both the general and municipal levels under his belt. But that is his problem, and a story for another time. Today, the people celebrate their victory…a victory for #planBelize and a victory for the nation.

in ningún pesar, el Partido Unido del Pueblo y los beliceños anunciaron en todo el país el oportuno fallecimiento del UDP el 3 de marzo de 2021. El UDP estuvo crónicamente enfermo durante años antes de entrar en coma el 11 de noviembre y morir el miércoles. Desde las 7:00 a.m. hasta las 6:00 p.m. del miércoles, los beliceños viajaron a las urnas en todos los municipios para señalar su continuo apoyo al Partido Unido del Pueblo, liderado por el Primer Ministro John Briceño, y el apoyo al #planBelice. La confianza y el apoyo del pueblo se han visto reforzados por el trabajo del partido desde que entró en el poder. Son tiempos sin precedentes, ya que Belice no sólo sufre las consecuencias de una pandemia mortal, sino también las consecuencias sociales y económicas de la administración previa del UDP, que dejó el país en ruinas, incluso mientras se atiborraban de dinero público y se enriquecían. Con poca fanfarria, el Partido Unido del Pueblo se hizo con el control de 65 de 67 escaños y de los nueve municipios. El Partido de la Unión Democrática (UDP) resulto ser una no-entidad y brillo por su ausencia, un resultado predecible para terminar una campaña sin brillo, con un líder sin brillo y unas candidaturas sin brillo que no tenían nada que ofrecer a un pueblo asqueado de todo lo relacionado con el UDP. Por el contrario, el PUP presentó unas listas dinámicas en todos los municipios, una mezcla de hombres y mujeres jóvenes, dinámicos y con experiencia, decididos a trabajar duro para servir a todos los beliceños. Los equipos estaban respaldados por todo el peso del PUP y sus soldados que lideraron la carga en Belmopan en noviembre. Los beliceños sabían que el PUP en el Gobierno central y el PUP en los municipios de todo el país serían una combinación para garantizar que todos ganaran: todos ganamos. La calidad y el compromiso de la marca BLU y su #planBelize pueden verse claramente en tan solo 100 días de gobierno. En ese tiempo, un Gobierno del PUP ha contenido y controlado una pandemia mortal que mantenía paralizada a la nación. Las cifras han bajado mucho, las vacunas se han conseguido y ya se han administrado al personal de primera línea, y hay un camino claro hacia la reapertura del turismo, los negocios y la economía y la vuelta a cierta normalidad. Nada de lo que hicieran o dijeran los detractores del UDP podía desvirtuar esa realidad. Y el pueblo reconoció la REALIDAD. En sólo 100 días, un Gobierno del PUP ha realizado importantes obras de infraestructura en todo el país, incluso en el sur profundo, donde no se había visto maquinaria pesada en más de 12 años. Con sólo una pequeña asignación de emergencia para reparar las infraestructuras destruidas por las inundaciones y por la negligencia de la administración anterior, el gobierno ha conseguido hacer más obras en cuestión de meses que el gobierno del UDP en una década. Esa es la verdad. Y la gente lo ve. La gente ve la inclusión en todo momento, ya que el gobierno trabaja con los sindicatos y los interlocutores sociales para trazar un camino hacia adelante. El pueblo ve una postura firme frente a la corrupción, ya que el gobierno se esfuerza por hacer que los que robaron del erario rindan cuentas, y para recuperar los activos. La gente ve responsabilidad financiera, ya que el gobierno toma medidas para reducir los costes internamente porque todos estamos en esta lucha juntos. La gente ve compasión y cuidado y un impulso para hacer lo correcto para el país. Y eso es lo que reflejan los números, simple y llanamente. El trabajo de gobernar el país puede ahora continuar en serio, esperemos que sin la molesta molestia del UDP escupiendo basura a cada paso. Patrick Faber debería tener bastante con las históricas y masivas pérdidas, tanto a nivel general como municipal, en su haber. Pero eso es su problema, y una historia para otro momento. Hoy, el pueblo celebra su victoria... una victoria para el #planBelize y una victoria para la nación.

UDP CORRUPTS WITCH HUNTING THE WITCHES WERE INNOCENT
It is clear, UDP corrupts everything they encounter. Now they are corrupting the term witch hunt. In Salem there were no witches; there were some women being VERY unjustly sought and persecuted. The Commission of Inquiry on the Sale of Government Assets leading up to the 2020 General Elections(CIDGA) in post-13years of UDP terror, is summoning UDPs who may later be prosecuted given the facts and questions that may arise with legal doubt. So, in Belize, this is far from the innocent women persecuted in Salem. In Belize, there were some real open witchlike UDPs who asked people to imagine and wait for the best that was yet to come while they, UDP Minsters, raped and plundered the Belizean coffers even after the honourable House had been dissolved. Any UDP pillaging that happened in the 2020 is laced at the very least with a special hue of criminal malice and nonfeasance because of Covid. Remember this is the very least. The 65 thousand dollar question to the elected member of the House, Hugo Patt, requires a CLEAR explanation to the people of Belize. Recall and explain these people for us: Ivan Leiva Juvencio Herrera Said Perdomo Kevin Li Emil Torres Did you do anything wrong, Mr. Patt? If yes, you shall see your day in post Inquiry court? If not, explain this Tacoma acquisition to us, Belize. Recall... and confess even if it leads to your resignation. If you cannot recall, resign just as well, ministerial level negligence can NOT be accepted. “you accusing me of wrong doing...” ‘Hon.’ Hugo Patt as a witness in front of the Commission of Inquiry into the sale of government assets. Chairman Marshalleck had just commented “seems to be a well thought out scheme to divert government resources to this single individual.” Patt was reversing the question stream back to Commissioner and Chairman Marshalleck in his best copy

Job Responsibilities: • Maintains releases and assists in developing electrical/mechanical drawings, systems designs or engineering documentation and data, by applying Company, industry and governmental standards. • Read blueprints, schematics, and diagrams to determine the method and sequence of assembly of a part, machine, or piece of equipment. • Perform corrective, preventative and predictive maintenance on all equipment in regards to both electrical and mechanical. • Independently performs set up and testing of digital and power electronics hardware. • Responsible for troubleshooting and documenting test failures. • Using design tools and prepares documentation and incorporates basic design changes. • Creates, develops and maintains elementary systems designs. • Supports engineering system design and functionality validation activities. • Troubleshoot, maintain and install Mechanical, Electrical (PLC's), Pneumatic, and Hydraulic systems to provide maximum percentage of uptime possible. • Supports the development and maintenance of moderately-complex product installation designs and part designs. • Ensuring all maintenance and installation work is carried out cost effectively, safely and to the highest standard. • Diagnosing, overseeing and rectifying electrical, electronic and mechanical faults on the port’s container handling equipment as well as maintaining the crane lift assemblies, including routine inspection and testing on boat systems. • Diagnosing, rectifying and repairing faults on the control and instrumentation and utility equipment including electrical control and distribution systems up to and including 440 volts on the port’s compound, and handling equipment such as Container Stackers, Tractors, and other equipment within the Port compound include non-lifting light motor vehicles and boats. • Ensuring compliance to all policies, procedures, standard operating practices with recommendations for action and continuous improvements. • Maintaining the mobile elevating work platforms and other associated personnel carrying apparatus such as forklifts and man lifts. • Any other duties that may be assigned from time to time Job Qualifications/Requirement: • Associates’ degree in Electronics or Post -Secondary Technical Degree with over 5 years of experience in Electrical and Mechanical Marine and Heavy Equipment Repairs. • Being prepared to undertake sufficient training to ensure familiarization with all equipment in service. • Working Knowledge of Boats would be an asset. • Having working knowledge of Control Systems, electronics and electrical systems. • Intermediate Level knowledge of AutoCAD Studio. • Computer literate and Intermediate Level Knowledge of Microsoft Office Systems. • Self-starter, strong problem-solving, decision making and interpersonal skills. A high degree of diplomacy and tact is required to deal with depart heads, telephone requests and operators/office personnel in a pressure environment. • High sense of responsibility, persistence and confidentiality with strong planning and organizing skills. Discretion in dealing with sensitive matters is of utmost importance and must be able to anticipate unusual situations and project solutions. • Be able to operate under deadlines, and utilize personal initiative. • Strong oral and written communication skills. Keeping Democracy in a Time of Pandemic Hello everyone! The people of Belize are amazing. Yesterday, you the people, again, went out quietly and voted in towns and cities, for who
you wanted. The skeptics tried to spin that you were fatigued, but you showed up. Your vote was clear. Your vote demonstrates a commitment to democracy even as you struggle though pandemic and painful economic times. Respect to all Belizeans who exercised their right to vote. I offer congratulations to all ranks in my Party for delivering a decisive victory for democracy and for plan Belize. I am humbled by your energy for democracy. Over the past few weeks, I had the opportunity as your Prime Minister to stay in touch, greeting you at your door steps, in the parks, and on the sidewalks. I felt the hope and love in your words and concerns. Our work ahead is huge. Our plan Belize is both external and internal. Our focus remains: putting lands in your hands, fighting for a safe society, pushing forward our farm to table food programs, getting our children back in school, opening up the economy to tourism and other key investments for job creation. Ayer el pueblo beliceño demostró una vez más que es un pueblo asombroso y a la vez maravilloso. Repetidamente nuestra gente nos hace ver que es un pueblo pensante… que sabe exactamente lo que quiere. Reports to: Technical Manager Summary of Responsibilities: Under direction, performs technical and skilled mechanic functions for all Port of Belize vehicle and equipment maintenance and repair; responsible for the operation and administration of fleet and equipment. Leads and trains lowerlevel staff; ensures vehicles and equipment are available for use and consistently maintained in a safe and clean condition; and performs related work as required to increase reliability of department, employees and equipment. Job Responsibilities: • Receive and process all work orders in relation to all lifting and non-lifting port and marine equipment such as but not limited to light motor vehicles, towheads, trailers, dump trucks, cranes, drag lines and container stackers. • Plan and execute major repairs of equipment within the scope of mechanical, electrical, electronic and hydraulic components. • Develop daily and weekly schedules for mechanics and allocation of personnel, tools, spares, parts and equipment to fulfill work orders. • Ensure a standards-based approach to all repair works undertaken at the workshop such as predictive, preventative and corrective maintenance. • Ensure the timely repair of equipment lodged at the workshop. • Receive, process and signing of job cards and completion of work orders upon successful repairs. • Provide hands on technical support and supervision for mechanics. • Provide hands on technical support and/or recommendations for management. • Dispatch, assist & supervise work to all workshop employees. • Ensure health &safety compliance in the workshop. • Ensure compliance with lean housekeeping. • Ensure the general husbandry and cleanliness of the workshop area. • Ensure that all relevant maintenance procedures relating to the PBL’s equipment are carried out in accordance with best standards and recorded to reflect the activities taken at the workshop. • Familiarize, implement and adhere to PBL’s Procurement Procedures and Policies. • Provide support to the other senior mechanics and department heads as directed by the manager. • Maximize availability of equipment and man-hours, maximize reliability of equipment • Optimize cost of ownership, Implements and Maintains company KPI’s • Any other duties that may be assigned from time to time. Job Qualifications/Requirement: • Associate Degree with 3 years experience working in the mechanical field and supervisory level, or vocational certification associated with mechanics with an equivalent of 10 years experience of mechanic and supervisory level would be an asset. • Must possess a valid driver’s license. Required Skills, Knowledge and Characteristics: To be selected applicants must possess the following important characteristics: • Ability to work independently, Punctual, Ethical and Team Oriented • Good communication skills, Computer literate. • Basic Knowledge to scan Electronic Engines, and Engine repairs, tune up and rebuilds. • Basic knowledge on Propane Fuel System. • Basic knowledge of electric equipment. • Knowledge of predictive maintenance systems (CMMS System would be an asset). He/she are responsible to safely load/unload cargo ships that are berthed at the pierhead and containers stored in the container yard/PBL facility in house training will be provided. Job Responsibilities:
Operate PBL Cranes at the Pierhead in the unloading and loading of container/cargo vessel in a safe and efficient manner. Operate Dragline crane as the need arise and directed by Supervisor/Manager Assist in operating any other PBL equipment/vehicles when needed Other operations/driving duties that may arise from time to time Crane Operator shall maintain and update the handover sheet where he/she is to record fuel, lubricants usage, oil change, hours worked, mileage, repairs and general maintenance. He/she shall conduct a pre-shipment check and test run of the crane to ensure that it is ready and fit for work. The check list shall be in accordance with the requirements of the pre-shipment/post shipment checklist Crane operator is to complete the post-trip form Crane Operators are responsible to remove the yellow carbon copy of pre-trip/post trip checklist and pass to Operations Supervisor for signature and filing if no faults of equipment In the event of a fault the Crane Operator is responsible to make the necessary notations on the pre-trip/post trip form and pass white copy to the Mechanical department or the standby mechanic (outside of working hours). Before commencing the shift and after completing the shift the Crane Operator shall update the equipment logbook. Logbooks are to be turned over to the Cargo Operations Manager weekly for review. Responsible for the upkeep of the equipment by assisting with minor maintenance from time to time Refuel the crane in preparation for the next operation and park the crane in the designated area Write incident/accident report within twenty four (24) hours of its occurrence. Any other duties and functions, of a related nature that may be assigned from time to time.
Job Qualifications/Requirement:
High School Diploma Minimum five (5) years’ experience working as a heavy equipment Operator, Crane Operator certification would be an asset A valid class E (All) driver’s license Age 25-40

THINK ABOUT IT PUP BLOW AWAY UDP-AGAIN Voters of Belize put a whopping on the scandal-ridden, corrupt UDP party again. Municipal election on Wednesday 3rd March saw the UDP chased out of Town Councils in the North, South, East and West. Barely holding on in San Ignacio. Every other Town Council and Belmopan which had UDP Mayors and Councilors were kicked out and replaced by PUP new comers. Belize City stayed BLU wid Bernard. This is the legacy of Dean Barrow, the disgraced former Prime Minister who presided over the worst government and most corrupt administration the country has ever seen. The once all powerful UDP has fallen, and fallen hard—flat on its back. The powerful government of Johnny Briceño has been given even more power with the sweeping election victories in Wednesday’s voting. Voters gambled with this power rather than show any sympathy for the terrible things the UDP did to them and the country. The PUP must now be magnanimous in victory and work hard to help the suffering people of Belize. Johnny Briceño and his team deserve all the accolades and congratulations they are getting. The people confirm support the Todos Ganamos manifesto pledges and their sacred promise not just to provide land and homes, but to practice good governance and fairness to all, to build back the economy and start to open jobs and free education to a people who have been suffering and need all the help they can get. A huge factor in the massive defeat inflicted on the UDP was the scandal on top of scandal that kept bubbling out of the bowels of the public service. The spectacle of Dean Barrow facing a Commission of Inquiry and forced to admit that he approved the unlawful sale of vehicles to the President of the Court of Appeal, former Minister Carla Barnett and Hugo Patt and furniture/ computer to Michael Peyrefitte gave credence to the multitude of whispered wrong doings and corruption. If they could do this openly with vehicles, imagine what was going on with lands and monies. The worst is yet to come. A long and hard journey lies ahead. As George Price would have said, “with God’s guidance and the support of the people, we shall overcome.” ELECTION PETITION-“A FOOLSERRAND” In the discussion on the election coverage, Krem/Channel 7 was reaching the end of its reporting. Left in the studios was the wiley Bill Lindo, Damian Goff and Jules Vasquez. Jules disappointed with the massive wipe out of the UDPs was making comparisons with previous election upsets. The discussion was shifted to the Court case in which the UDP is hoping to disqualify Major Bernard Wagner for not being a resident in Belize City. Jules then dropped this bomb, “they (UDP) sent a fool to do a fool’s errand. Am talking about O.J. Elrigton.” “That matter is going nowhere.” Bill and Goff agreed. What a stinging rebuke. They even added “He couldn’t even serve a summons.” Poor O.J., in the morning he was seen on another channel expounding how he would win the case and Mayor Bernard would be forced to leave office. Any reading of the law shows the relevant sections are not so simplistic. A judge will help O.J. to understand. AND FABER ? What errand will Faber embark on? On Tuesday night, Channel 5 allowed opposition leader Patrick Faber unrestricted coverage in which he repeated his self-delusion. The people had turned against the PUP he said. The PUP had not done anything it promised. People were sorry they had voted for the PUP he said. Amazingly, Faber pronounced with confidence that the UDP would win all the town councils and Belize City would go red. He must have almost drop dead one night afterwards. Every Town Council the UDP has was taken away by the voters of the country. Even Benque... Even San Pedro... The results were massive – Corozal went BLU by a wide margin; Orange Walk stayed BLU with huge margins; So did Dangriga and Punta Gorda... Faber clearly does not appreciate how disgusted the people of Belize have become with what the UDP had done: Corruption on top of corruption. Abuse of office.

SOME POLICE ARE TERRORISTS We promised not to report on police misconduct and rogue behavior, but where there is no justice there will be no peace. Everyone was taken aback when a Mennonites family took to the airwaves to report their harrowing experience two to three weeks ago. Driving home to Spanish Lookout, a vehicle appeared behind them. Thinking it could be robbers or kidnappers they sped up trying to reach home. The vehicle after a while put on its red and blue lights. It was police. They started shooting. When the family stopped they were dragged out their vehicle and everyone beaten. The disgusted family reported to the media they had lost all faith in the police after that nightmare experience. In Belize City a few nights ago, the enclave called jungle on Pickstock Street got another taste of police criminal behavior. In front of their eyes, police started beating and abusing one of the young men, the onlookers reacted angrily. Lo and behold, the police pulled their guns. One young man got shot in his face, and a child got shot in her groin. The commissioner, an expert at justifying police called it self-defense. Unknown to the media, Monday morning, bright and early a father and son left San Felipe Village in Orange Walk to do their daily sales of food at Shipyard. A vehicle started tailing them. They become suspicious. They sped up. The vehicle sped up. No license plate, heavily tinted. Bang! Bang! Bang! Shots are busting. The father gets shot. His vehicle stop. Out comes the robbers, no it’s the police. They drag out father and son and beat the s…out of them. After the father is taken to Orange Walk hospital, he is taken straight away to the police station where he is detained for hours then charged for assaulting police and sent home to relive his nightmare. “Houston-we have a problem.” ARCHBISHOP WRITES A BOOK The second highest prelate in the Anglican religion has written a book. Archbishop Stephen Cattrell’s book is titled- “Dear England: Finding Hope, Taking Heart, Changing the World”. It “was not written for Christians but for people who care about the world we live in.” “We constantly need to reset our compass, which isn’t quite the same thing as losing it, Example, “is there anybody who doesn’t think that it’s a scandal that there are so many homeless people on our streets? But we have learned to live with it. La Niña Roars, Unleashing Fire, Drought and Floods Worldwide

Studies suggest it could have an impact by the end of the century. Now, La Niña is extending the pain as it roils weather across the globe. While the southern U.S. from California to Florida is drying out, rains are flooding parts of East Asia. “This is a hallmark of La Niña,” said Mike Halpert, deputy director of the U.S. Climate Prediction Center. “It is a general shift of the storm track with a wetter signal across the north and drier signal across the south.” La Niña is part of a cycle that sees the Pacific’s surface range from warm to cool and back again every three to seven years. Known as El Nino Southern Oscillation, or ENSO among researchers and meteorologists, it sets off a series of relatively predictable reactions in global weather that often form the foundation of seasonal forecasts across the continents, as well as outlooks for the Indian monsoon, and hurricanes in the Atlantic. Russia’s Vaccine Is Safe and Effective, Published Study Shows By Andrew E. Kramer, New York Times A peer-reviewed article in The Lancet shows the vaccine has an impressive 91.6 percent efficacy rate against the virus and is completely protective against severe cases of Covid-19. MOSCOW — Russia cleared a hurdle in its vaccine rollout on Monday with the publication in the respected British medical journal The Lancet of late-stage trial results showing that the country’s Sputnik V vaccine is safe and highly effective. The publication is sure to buoy the Russian government’s promotion of the vaccine at home and around the world, strengthening the Kremlin’s hand in vaccine diplomacy with a credible endorsement of the product’s safety. Russia drew criticism from Western experts when it approved the vaccine for emergency use in August — before latestage trials had even begun — and started vaccinations that month. Moscow claimed victory in the vaccine race, as it had decades earlier in the space race with the launch of the Sputnik satellite, though at the time other vaccines were further along in testing. In the end, its politicized rollout only served to deepen skepticism. The peer-reviewed article published Tuesday cleared those doubts. It showed the vaccine had an impressive efficacy rate of 91.6 percent against the virus and was completely protective against severe forms of Covid-19. “The development of the Sputnik V vaccine has been criticized for unseemly haste, corner cutting, and an absence of transparency,” two independent researchers, Ian Jones of the University of Reading and Polly Roy with the London School of Hygiene and Tropical Medicine, wrote in a commentary published in The Lancet. Your Coronavirus Tracker: We’ll send you the latest data for places you care about each day. “But the outcome reported here,” they continued, “is clear and the scientific principle of vaccination is demonstrated.” Their commentary did note that the design of the Russian vaccine, which relies on a genetically modified cold virus and is similar to half a dozen others including those made by Johnson & Johnson and AstraZeneca, is difficult to mass produce. Though quick out of the gate with regulatory approval, Russia has lagged in mass production and actual vaccinations, the process that in fact protects people from illness and death. The Russian financial company promoting the vaccine has said about two million people have been inoculated with Sputnik V worldwide, far fewer than with the Pfizer or Moderna vaccines. The company, the Russian Direct Investment Fund, does not break down the vaccinations by country. But of the two million vaccinations, at least hundreds of thousands have been in countries outside of Russia, suggesting the government has quietly prioritized exports. While beneficial for speeding global immunity to the disease, the policy has also reaped public relations and diplomatic benefits for the Russian government, even as residents of many provincial Russian cities still do not have access to shots. On Monday, for example, the authorities in the Leningrad region in northwest Russia said supplies had run out. So far, 15 other countries, including Argentina, Hungary and Serbia, have approved the Sputnik V vaccine for emergency use. “Publication in The Lancet today really shows that Sputnik V is the vaccine for all mankind,” Kirill Dmitriev, the director of the

Russian Direct Investment Fund, said in a statement. “Today is a great victory.” The vaccine is one of three that have completed late-stage trials showing an efficacy rate above 90 percent, along with the shots made by Pfizer and Moderna. The version of the Russian vaccine tested in the trials must be shipped and stored at difficult-to-manage temperatures below about zero degrees Fahrenheit. The Russian ministry of health has also approved a freeze-dried version that can be stored in a refrigerator. Russia is marketing Sputnik V at a price of about $10 per dose for the two-shot vaccine. The clinical trial conducted in Moscow late last year on about 20,000 volunteers showed only side effects commonly associated with vaccines, such as headaches or mild fevers. The researchers determined that no
so-called adverse events, or serious medical problems among the trial participants, were associated with the vaccine. In total, they found 70 serious medical episodes in 68 people in the trial, in both the placebo and vaccine group. Notably, two people who were administered the vaccine died of Covid-19 following illnesses that began days after the first injection. The researchers said both people were likely infected before the trial began and fell ill before the vaccine had time to generate antibodies to the coronavirus. The “disease had progressed before any immunity from the vaccine developed,” they wrote. The Russian authors of The Lancet article also noted the trial in Moscow lacked ethnic diversity to ensure the vaccine is safe in nonwhite recipients. A trial of Sputnik V underway now in the United Arab Emirates includes a more diverse study group, the researchers say. Most likely, normalcy will return first to wealthy countries with plenty of test-andtrace resources, vaccine doses, and capacity to administer them. “Within the next six to eight months,” those countries could see “the reopening of schools, restaurants bars and gyms, and the return of live music festivals and sports events. Firefighting would still be needed for any outbreaks, but these could be localised and short.” International travel restrictions would need to stay, Sridhar suggests, as new variants crop up around the world. “The pandemic is unlikely to end abruptly, but rather slowly, country by country, as each one increases its control over Covid-19, and pushes the virus towards elimination levels,” Sridhar writes. “Rich nations will achieve this through testing, vaccines (including continually redesigning and redeploying them) and better treatments. Poorer countries will struggle to catch up and will face repeated waves and flare-ups until they get the support required for good control. Sadly, this is the story of global health: problems that are managed and then quickly forgotten by the rich parts of the world, such as measles, mumps, rubella, tuberculosis and polio, remain major, continuing problems in the poorer parts.” The New Vaccine Problem: Demand Then again, as the world continues to struggle with vaccine supply, a long-anticipated demand problem seems to be emerging.
