Continued from page 1 The document outlined 12 powerful people-centered reasons why the Barrow Administration does not have the trust to govern nor the mandate to do the same. Seven days later there is a House Meeting on Thursday March 5 and this Historic First Motion of No Confidence was to be the last bill to be debated. A division of the question was requested so that Belize could hear and see clearly how each representative would vote. In essence the Speaker would ask if the Representative is satisfied with the current Barrow Administration. A majority vote passing a Motion of No Confidence then would require the Prime Minister to call elections within seven days of the passage of this vote. But no, the UDP in their constant infamy see no wrong in their way and the UDP voted to consolidate their incompetence and corrupt ways. Now NO UDP member can say that they are squeaky clean; that is, if there was any doubt. So this makes it worse for the UDP to get a leader. The reasons for Motion of No Confidence include: a. the Supreme Court of Belize has found that the Government of Belize has under warrants issued by the Prime Minister and Minister of Finance engaged in the expenditure of monies from the Consolidated Revenue Fund without the lawful authority of this House over the entire period of his administration of the Government in repeated and continuous disregard of the Constitution and in flagrant breach of the provisions of the Finance and Audit Reform Act of Belize. b. The above amounts to criminal offences in accordance with the provisions of the Finance and Audit Reform Act c. The Prime Minister is simply unable to recognize and/or sanction his own misconduct as contemplated by law; d. The Supreme Court of Belize has also declared some 21 Supplementary Appropriation Acts enacted by this House at the instance of the Prime Minister and his cabinet to be unconstitutional and void and recognized that the unlawful expenditures can only be cured by way of constitutional amendment. e. The Government is unable and unwilling to cure the unlawful spending or procure any required constitutional amendment. f. The withdrawal and spending of monies from the Consolidated Revenue Fund without lawful authority continues unabated even in the face of the ruling of the Supreme Court to the detriment of the people of Belize. e. Jacob Kingston has testified in court proceedings in Utah, One of the United States of America, to having witnessed one Lev Dermen pay cash bribes to Minister John Saldivar at his request h. Minister Saldivar has in consequence been suspended indefinitely from the cabinet by the Prime Minister and has also agreed to resign as Leader of the United Democratic Party i. The Prime Minister has ordered an investigation into the allegations of bribery and misconduct. j. The Prime Minister has no intention of pursuing any investigations, enquiries or audits to the detriment of the chances of the United Democratic Party of winning the next General Elections in Belize. k. The Government of Belize is in the circumstances, and in the absence of such investigations, enquiries and audit, unable to govern the state for the benefit of the people of Belize as distinct from the benefit of the United Democratic Party. l. The Belizean economy continues in near recession, crime is completely out of control, major industries in Belize are in crisis, unemployment is at unacceptable levels, crony political corruption is endemic at the highest levels of Government all as a result of the incompetence, mismanagement, malfeasance and misfeasance of the Prime Minister and his Cabinet BE IT RESOLVED that this House has no confidence in the Government of Belize led by Prime Minister Dean Barrow to continue to manage the affairs of the State of Belize in the interest of the people of Belize and in particular to initiate and vigorously pursue any investigation or enquiry or forensic audit into the illegal spending of public monies from the Consolidated Revenue Fund without lawful authority of this House at the instance of the Prime Minister and Minister of Finance Dean Barrow and/or to initiate and vigorously pursue any investigation or enquiry into the allegations of bribery and/or other corrupt or unlawful acts by sitting Ministers or officers of the Government including Member John Saldivar arising out of dealings or association with Lev Dermen and/or Jacob Kingston and/or to take appropriate action to punish or otherwise hold accountable Prime Minister Barrow and/or other offending Ministers or officers of the government including Member John Saldivar for any of such wrongdoing. FALLEN FOUR BDF SOLDIERS
Thursday February 27 shimmered with life as ‘another drug plane was intercepted, by the coastal road just before the idle light of a cool dawn. This capture though was suspiciously different: 69 bales with a total of 2,070 parcels of 2 tonnes of cocaine were extracted out of the intact 40 million dollar G2 Business Jet for a possible grand total of 140 million haul. Each of those remixed published facts can compete for historic firsts in drug plane interception in Belize. Law enforcement beamed with exuberance and why not? Unbeknownst to the Belizean public who rely more on Facebook open information than from the haphazard, incompetent, insulting and visionless Minister of National Security, four of our very own Belizean airwing soldiers lay dead as our Taiwan-donated U1H1 helicopter had plunged to its watery catastrophe during the aforementioned historic and much lauded drug bust. It was until Friday morning when again our Facebook reliant senses kicked in and the suspicion of an incomplete story in the drug bust story of the previous day poured like cold water onto the center of our collective backs. The story percolated from a mere isolated accident to a possible full scale coverup of the most grandiose of scales. The latter is of course attributed to the irrefutable fact that the UDP government is untrustworthy and is attempting to govern Belize even as their political expiry date is past due over and over. Lo and behold, in their Friday press release and conference there was a continuation of incompleteness of information of the most basic of facts. To be fair, it is impossible to immediately know certain forensic derived information from aeronautic and tragic accidents. Also to be fair, they blurted a pile of incongruous facts only consistent with a blundering cover up. The video of the press conference is all over the ubiquitous Facebook so mistrusted by the Minister of National Security Peyrefitte(he replaced the disgraced Saldivar the unresigned leader-elect of the UDP) who labelled FB user Belizeans as “Facebook whores” simply for being desirous for information. At best, this information at the press conference was dispensed quizzically by Peyrefitte and an obviously stark-eyed panel. This panel included the conspicuously silent Commissioner of Police who had been celebrating a historic drug bust just 24 hours before. Word is that he was seriously upset. Don’t blink or else the UDP will take you for a ride as they did in 2012 and 2015. On the same Friday, the People’s United Party issued condolences and called for an independent investigation of the accident which at the time was called a ‘crash landing’ by the UDP. The following Monday when it was more apparent that the UDP was in full embellishment mode, the PUP pointed to the overlooked details that should automatically be allowed to our fallen four—Family first to be informed of the deaths, full military funerals, flags at half mast, and all payments that they are due. Additionally, the PUP requested the Caricom to be involved specifically the Jamaican airwing. All in all our country went and is still in mourning. There is nothing that can be said that can comfort the families. These four me died unnecessarily and there must be some that are alive today that are guilty of some gross negligence, maybe criminal. Who? Is the question.
Retd. Major Oscar Mira: I would like to express my sincerest condolences to the families of Major Adran Ramirez, Major Radford Baizar, Corporal Yassir Mendez and Corporal Reinaldo Choco. I am deeply saddened at the loss of these four extraordinary men, and remain ever grateful for their ultimate sacrifice. This is a time of national mourning for these fallen soldiers, whose lives can never be replaced. My prayers are with the families of these men during this most difficult time. To my comrades and colleagues in the Belize Defence Force, I stand in solidarity with you in this time of grief and sadness. I call on the Minister of National Security, the Commander of Belize Defence Force, and the other relevant authorities, to conduct an investigation that is both fair and transparent. We recognize and respect the authority of the Ministry and the BDF as the official sources for information regarding this tragedy. That being said, let us not be so quick to dismiss the public’s opinions and their strong emotions surrounding the untimely deaths of these four brave men. We have many unanswered questions, and the people need answers. These families deserve answers. I am hopeful that the efforts and focus of the authorities will be directed toward revealing the truth about what happened. Belize is a country in mourning, and we are struggling to make sense of this national tragedy. Now, more than ever, we must stand shoulder to shoulder.

She Who Rocks the Cradle Rules the World
he importance of Women in the world is well established and just as equally ignored. However in recent years there has been a global shift, yet to be felt in Belize, toward empowering women. The reasons for the shift are the economic benefits that come with advancing women equality. It is estimated that global GDP could increase by as much as 12 trillion by 2025. Women comprise approximately half of the global work force and not fomenting equality can see Belize’s economy suffer further. Gender equality is just the right thing to do, but beyond that, it comes with many benefits for those countries that choose to foment the empowering of women through education, legislation, representation, increased health care, access to credit and mentorship programs. The World Bank notes that giving girl children access to education is a key part of eradicating poverty. This is true because educated women tend to participate more in the formal labour market. They have fewer children and marry later. Educated women provide better health care, education and nutrition for their children. Poverty affects women especially hard as they typically earn less than male counterparts and are the first ones to be laid off in times of an economic downturn. The SIB states that we are experiencing a recession, the economy having contracted for three quarters consecutively. In their latest Labour Report that unemployment stands at 10.4% and that of the 6,191 newly unemployed 75% were women. The World Resources Institute cites that there is “correlation between environment and gender: where gender inequality is high, forest depletion, air pollution and other measures of environmental degradation are also high.” Women are powerful agents of change and are key managers of natural resources as so many of their culturally imposed, undervalued work depends on these. Educated women are responsible for reduced fertility rates which lower the demand for food, shelter and water and carbon emissions. Women generally reinvest a much higher percentage of their earnings in their families and communities and so countries with greater gender equality have a tendency to have lower poverty rates and higher economic growth and development. This year we celebrate International Women’s Day under the campaign theme #Eachfor Equal. It comes from the idea of collective individualism, we are all members of a larger society and individually we can all exert a positive change one person at a time. In Belize, where women are currently half of the population there is currently a paltry 9.4% women’s representation in Parliament, and it is the highest it has ever been. Old habits die hard, but it makes sense for the economy, the environment and for development of our nation not just to include, but to foster women leadership and equality in every level of our society. Recently, women in Belize have been the targets for increased gender-based violence. Our sisters, mothers, daughters, friends, spouses are no longer safe even in their own homes or work places. Arrests and convictions are low and most times the victims and their families are left feeling that the system has not delivered justice. Equality is everyone’s fight. Men can be feminists, and can advocate for equality too. A complete change in mind set is required, each of us as individuals making sure that no woman, or girl child is left behind so that Belize can move forward all of us together. Women are the key to change and development in Belize, they account for half the work force we underutilize, and they hold the potential to increased productivity. Helping Belizean women achieve their full potential now will better the opportunities and lives for future generations of Belizeans. #EachforEqual

La Que Mece la Cuna Gobierna el Mundo
a importancia de las mujeres en el mundo está bien establecida y es igualmente ignorada. Sin embargo, en los últimos años se ha producido un cambio mundial, que aún no se ha sentido en Belice, hacia el empoderamiento de la mujer. Las razones del cambio son los beneficios económicos que conlleva la promoción de la igualdad de la mujer. Se estima que el Producto Interno Bruto (PIB) mundial podría aumentar hasta en 12 billones para el 2025. Las mujeres constituyen aproximadamente la mitad de la fuerza de trabajo mundial y si no se fomenta la igualdad, la economía de Belice seguirá sufriendo. La igualdad de género es lo correcto, pero más allá de eso, conlleva muchos beneficios para aquellos países que eligen fomentar el empoderamiento de las mujeres a través de educación, legislación, representación, mayor atención médica, acceso al crédito y programas de tutoría. El Banco Mundial señala que dar a las niñas acceso a la educación es una parte fundamental de la erradicación de la pobreza. Esto es cierto porque las mujeres instruidas tienden a participar más en el mercado laboral formal. Tienen menos hijos y se casan más tarde. Las mujeres educadas proporcionan mejor atención de la salud, educación y nutrición a sus hijos. La pobreza afecta especialmente a las mujeres, que por lo general ganan menos que los hombres, y son las primeras en ser despedidas en épocas de recesión económica. El Instituto de Estadísticas de Belice (SIB por sus siglas en inglés) afirma que estamos experimentando una recesión, la economía se contrajo durante tres cuartas partes consecutivas. En su último Informe sobre el Trabajo, el desempleo era del 10,4 por ciento y el de los 6.191 nuevos desempleados, el 75 por ciento eran mujeres. El Instituto de los Recursos Mundiales cita que existe una correlación entre el medioambiente y el género: donde la desigualdad entre los géneros es alta, el agotamiento de los bosques, la contaminación del aire y otras medidas de degradación del medioambiente también lo son. Las mujeres son poderosas agentes de cambio y son las principales administradoras de los recursos naturales, ya que de ello dependen muchas de sus subvaloradas tareas impuestas culturalmente. Recientemente, las mujeres de Belice han sido objeto de un aumento de la violencia de género. Nuestras hermanas, madres, hijas, amigos, esposos ya no están seguros ni siquiera en sus propios hogares o lugares de trabajo. Las detenciones y las condenas son bajas y la mayoría de las veces las víctimas y sus familias se quedan con la sensación de que el sistema no ha hecho justicia. La igualdad es la lucha de todos. Los hombres pueden ser feministas y también pueden abogar por la igualdad. Se requiere un cambio completo de mentalidad, cada uno de nosotros como individuos asegurándonos de que ninguna mujer, o niña sea dejada atrás para que Belice pueda avanzar, todos juntos. Las mujeres son la clave para el cambio y el desarrollo en Belice, representan la mitad de la fuerza de trabajo que no utilizamos, y tienen el potencial de aumentar la productividad. Sadness The blood of our fallen soldiers, and all the tears and grief of their family members, their loved ones, the children who will never get to spend another moment with them – cries out for justice. We DO NOT accept the bogus story told in a press conference where Mike Peyrefitte, a man who has been Minister of National Security for a whole week, tried to school the nation on BDF protocols. We DO NOT accept that this will end like this and will be just brushed under the rug like an unfortunate accident. None of those men had to die. Somebody is responsible. Somebody ordered that mission knowing that the helicopter was not equipped for night operations. Somebody sent those men on a suicide mission in a helicopter which has been experiencing mechanical problems for months. Somebody is responsible for those men lying in a lagoon, dead, for a whole day before anybody even thought to search for them. This is not done. Believe that. No apologies We have said it before and we will say it again, without apology. It cannot possibly be a coincidence that a week after John Saldivar left the Ministry of National Security, Belizean law enforcement agencies, with the assistance of the US and the Mexicans, were able to make the biggest drug bust in our history. What changed? We can tell you what we’ve been told. A highly placed source in the Ministry says that with Saldivar gone, everybody known to be close to him was kept out the loop and only a few trusted people in the Police and BDF knew about the operation – people, we understand, who were known to not be in Saldivar’s inner circle. That means that the US knows what’s going on and knows why our agencies have never been able to intercept planes when they land. John is under much more scrutiny than he thinks. Here at the Belize Times we’ve taken up a collection to buy him a one-way ticket to the US – one way because once Uncle Sam gets hold of him that will be the end of that. Khalid We told Khalid a long time ago that John Saldivar would be his downfall. Those two have been in bed together (figuratively speaking, or not) since Khalid was just a wee boy. And since then John has been getting him into trouble. Remember Mytheon Solutions? John got Khalid in trouble for that one too. But now, it seems that the young man has been making his own trouble in Belmopan. In fact, we wonder if there’ll be any land left in Belmopan by the time Khalid is kicked out of office soon. And you wonder how he’s been able to build a $2M mansion in the capital. He’s definitely not the brightest bulb in the shed, because we could have told him that the gas station in front of Our Lady of Guadalupe Primary School would never work. But now there are questions – how much was that green area sold for, and who got the money? How come the Department of the Environment refused to give approval for a gas station, then months after, quietly gave approval? Whose palms were greased in the DoE? Don’t you think it’s about time somebody investigates the Mayor’s finances? And that somebody investigates exactly how much land in reserved areas of Belmopan has been secretly sold? The people need to know the truth. Dead duck… As he threatened to do at the UDP’s National Party Council meeting over the weekend, lame duck turned dead duck Dean Barrow should just dissolve the House and call elections. It was a last resort move to try to get Omar Figueroa appointed as leader, but Patrick has made it clear that it ain’t going to happen, not while he’s got a breath left in his body. And now, we hear that since Patrick has crawled out of the woodwork, big bad John has decided that he’s going to step back in too. So the new UDP convention scheduled for April 5th is looking a whole lot like the old UDP convention. The UDP is done. No doubt about it. Bogus Speaker of the House Laura Longsworth needs to explain to the people of Belize why she was at a UDP convention hugging up John Saldivar? For just a second, we had hope that she could be impartial – just a second. But it seems that Longsworth has been unable to do the right thing and do her duties to the whole House, both sides of the gallery, without fear or favour. We predict that her time as Speaker will be short-lived, although maybe not as short-lived as John Saldivar’s time as leader. Boy that was short. Tiny even. As tiny as – well let’s just leave that right there.

1. Will the UDP elected representatives please tell Belizeans who is the Prime Minister, since Dean Barrow is no longer their leader and the Prime Minister must be the Party Leader? And while they are at it will these representatives confirm if John Saldivar sent in his resignation in writing? 2. Will the acting Prime Minister please say if his last budget was a reflection of the reality in Belize, where crime continues to rise, the economy is in recession and the people are in the streets demonstrating against the government? 3. Budget reading is a Mockery The House of Representatives is a joke for the UDP. The House meeting went underway with a “budget” being read by a PM that has been ruled as not following the constitution in spending 1.5 Billion dollars. Yet, he still deals with the finances of the country. Additionally, who it the leader of the UDP? Saldivar didn’t resign. Shouldn’t it be Saldivar reading the budget? He represents the best of the UDP. The seating arrangement of Gapi(yes he made it after years), Saldivar, Omar(trying to move to his left), Faber, Williams and Castro was so revealing. Gapi, Saldivar and Omar are birds of a feather after all. Even Castro made it to the front bench; what a UDP world. Barrow is now IMPOSING his last breath onto Belize...want it or not. It is a punishment for the knowledge that it is the UDP’s LAST BUDGET reading, period. They are doing this so that they can ransack the public coffers for as long as they can. If the UDP will lose, as they will, they will
pluck as much as they can. The PUP walked out on this mockery. This was announced by Party Leader John Briceño who had his microphone turned off, in effect shutting up the people of Belize. For the PUP, there was no budget read.
Government Contract Validation Act 242 Million In one fell swoop, the government on borrowed time will retroactively take all those multimillion dollar contractor general less contract. The Sarteneja Rd, the Caracol Road and the Coastal Rd. is the trifecta of bloated contracts given either to Imer Hernandez or to obscure contractors that have basically blank webpages. The Sarteneja Rd is the only one that they need to approve that the UDP is unhappy about since no money will be granted directly to Belize but we will have to pay for it. The wording of the Act itself is sarcastic and insulting to Belize. The UDP is insulting to Belize.

A full four days after four soldiers of the Belize Defence Force (BDF) lost their lives in service to their country, in an operation which remains shrouded in secrecy, the Government has finally ordered that flags on national buildings be flown at half-mast. This is not enough, the People’s United Party insists that Major Adran Ramirez, Major Radford Baizar, Corporal Yassir Mendez and Corporal Reinaldo Choco be buried with full military honours. It is only right and just. The inaction by Government, coupled with the lack of credible answers from the Ministry of National Security, in the face of what is now widely believed to be a cover up, is adding injury to the reputation of these fallen heroes. This is unforgivable and unacceptable. The People’s United Party joins with the rest of the nation in condemning the present attitude of the Ministry of National Security in the face of this national tragedy, a tragedy that has destroyed lives and families and has perhaps irreparably damaged the morale of the men and women who serve this country not only in the Belize Defence Force, but in all law enforcement arms of the country. We are concerned, as a Party and as a people, because all the information coming out of the BDF suggest gross incompetence and disregard for accepted protocols, at the highest levels in the Ministry of National Security. We do not trust the word of the current or former Ministers of National Security. We demand that any investigation carried out be done in a manner that will include more than a few persons who seem to be a part of this cover-up. We demand a comprehensive, fully independent investigation to be carried out by skilled, credible parties including members from our Sister CARICOM nation in the Jamaica Air Wing. We owe it to the fallen men of the BDF Air Wing. Government must step in to address the serious breakdown of the structure at the BDF. The tragic accident in which four men lost their lives has only brought the spotlight to bear in a critical case of breakdown. Our men and women in uniform deserve better and our nation expects no less. --Ends--
Party Leader John Briceño STATEMENT ON THE NOVEL CORONAVIRUS Each day more people worldwide are being infected by the Coronavirus or COVID-19. Today infections have been discovered in Mexico and in the United States. This virus has spread around the world and it would be foolish to believe that it will not affect us here in Belize. As countries in our region declare increase cases of COVID-19, the level of anxiety in Belize rises. But this is no time for us to panic, we need to be focused and we need to prepare. In this regard I wish to point out the following: Over the past six weeks, government and Ministry of Health wasted valuable time in preparing the nation and health officials for the onset of this virus. Financial resources should have long ago been identified and made available to KHMH and all district hospitals to educate, prepare and train. Isolation wards should have been identified, staff trained and ready. An awareness campaign should have been well underway. Specialized medical equipment like ventilators, respirator masks and personal protective equipment should by now be stockpiled. Our national diagnostic capability must be strengthened. With only two persons recently trained, and a few kits donated by PAHO we need to be better prepared. I am ready to meet with the Prime Minister and to support the drawing down of specific funding for the implementation of a proper plan to combat the corona virus. All Belizeans expect their leaders to present a national plan that will provide information and prepare everyone for the possible onset of the Coronavirus in Belize. I strongly encourage all Belizeans to learn as much as you can about the Coronavirus and ways you can protect yourselves and your families. Thank you and God bless.

BELMOPAN GREEN ZONES: GOING, GOING, GONE For many, Belmopan, our capital city, is about calmness. with deep drains, sidewalks, walkways, greens areas and a gripping history. It has also become the home for many who crave freedom, safety and a peace that they cannot find in their own country. Many students and public officers fall in love with Belmopan even by default since studies become a job and the job creates a home. So when you hear that the Green Zones are being parcelled off and in front of a school then it is easy to grow severely upset. As the world grapples with the climate change phenomenon or, you may wish to call it, dire issue, literally every mole of Oxygen produced is important to breathing life. This plant life uses the carbon dioxide to produce said Oxygen but also it hoards Carbon in its cellulose. Man needs to KEEP our green spaces for that dual set of reasons. Of course, Industry has a colossal task ahead in curbing CO2 production. Are you reading, Mayor
of Belmopan? Belize’s tourism attractiveness is due to our anti-modern look, in large part our God-given nature. Selling off, destroying, developing or not protecting nature around us is tantamount to killing the Golden Goose. The short-lived financial gain can never compare to the generational benefits which belongs inextricably to our Belizean children and their children into perpetuity. The Dermen Couple, Khalid Belisle and John Saldivar, have zero moral authority to market the greens that belong to the unborn children of the capital City of Belmopan and Belize on a whole. Legal authority? The citizens of Belmopan have their powerful opinion on that one and it is a resounding “no.” No Hugo Patt, Minister of Lands, can sign off of those sales. No Omar Figueroa, Minister of the Environment, can endorse an Environmental Compliance Plan. No Tracy Taegar/Erwin Contreras can countenance any economic viability in another Gas Station in Belmopan. No Patrick Faber can allow a
Gas Station just across the street from a Primary School. Oscar Mira definitely condemns all this Belisle land desecration process. Oh, John Saldivar, he is as guilty as Belisle. The elephant problem here is that for all intents, Belmopan residents have no representation in government for their issue. John Saldivar has been politically chewed and is politically comatose. Saldivar will not pull the plug nor will Barrow. In the meantime, Belmopan suffers as the government drags the country along. The UDP has forgotten about the country. Forgetting Belize happened at some point during the night of February 7, 2008. Belize wants back ALL the

Neglect, Cover up, and Greed
By Gilroy Usher “Last month Genaro Luna Mexico’s former public safety secretary (minister) in President Felipe Calderon Cabinet from 2006 to 2012 was charged in a Federal Court in New York with three counts of trafficking cocaine and one count of false statements. U.S. prosecutors allege Luna accepted millions of dollars in bribes from Joaquin “El Chapo” Guzman’s Sinaloa cartel and in exchange allowed it to operate without interference. – Associated Press, January 2020 On Thursday of last week, the war on drugs in Belize claimed the lives of four brave members of the Belize Defense Force (BDF). The soldiers lost their lives when their helicopter crashed into the Gales Point Lagoon in the dark night for reasons still unknown. That was about quarter mile from where police and other law enforcement officials had seized a jet with 69 bales of cocaine along the coastal road. The soldiers were suddenly sent on the mission over the dark jungle in a helicopter that had absolutely no night vision equipment. That is a shocker. Former Minister of Defense John Saldivar, who was recently dismissed from Cabinet for accepting $25,000.00US monthly from convicted fraudster Lev Dermen allegedly to curry favor in Belize, had used the resources of the BDF to facilitate his football team as if the army had more funds than it could spend. Those resources are what should have been used to secure night vision equipment and other basic accessories for the safe and secure use of the BDF helicopters in any operation. In its second press conference surrounding the drug bust, the government’s effort to convince the public that the soldiers lost their lives in an operation in which everything was done above board resulted in more questions than answers. Why was Brigadier General Steven Ortega commander of the BDF kept in the dark about the entire mission? More than a week after the tragedy, who ordered the men to participate in the drug operation is still a tightly guarded secret. Why? Residents near the helicopter base say the chopper departed from its location around 2:00 a.m. in the dark Thursday, which is around the same time the drug plane landed. Officials say the chopper departed its base 2 hours later at 4:00 a.m. after using 2 hours to warm up the engine. Nonsense. Drug bust requires rapid response. Even Simple Simon knows that. Furthermore absolutely no logging of the departure of the crew was done as is standard procedure. In speaking to the press Minister of Defense Michael Peyrefitte said that when officials did not hear from the helicopter crew for more than 15 hours. from early Thursday morning, they were not concerned, because when the crew takes part in a drug operation they don’t communicate with the base for hours unless there is an emergency. That’s one of the most ludicrous statements. The huge danger of any drug operation necessitates that those in the field be in constant contact with their command center for their own safety and the success of the mission. In speaking to 7 News Belize, father of Yassir Mendez one of the fallen soldiers and Sgt. Mjr. Marcello Mendez Rtd. summed up the feeling of a wide cross section of Belizeans in saying. “I need to know who gave the green light. I was told today that they make
the plane land. But how to take off, how did that happen? They were on the spot, and they made the plane land. I will tell you. An officer of the BDF told me that. So probably they didn’t disclose that, but I found out. There are fishy things in there. I cannot regret if we sue the BDF.” Drug barons have millions of dollars in cold cash that can make people’s dreams come through. In numer-

Drug barons therefore use their funds to bribe those individuals to facilitate the smooth movement of their cargo in every possible way. BELIZE’S WORST PRIME MINISTER One of those worthless laws of which our Prime Minister has become infamous for, is being passed again. We use the word worthless in the English and creole sense, it is shameless, lowdown, without any principle, deserving of contempt and condemnation, no-good, disgraceful et cetera, etc. This law, called the “government contract (validation) act” is being made law to cover another one of Dean Barrow sneaky, tricky, and dishonest mismanagement of millions of dollars of taxpayers monies and loans which have already been given to certain special UDP cronies. One hundred million dollars for upgrading Sarteneja Road. One hundred and thirty million dollars to upgrade the Coastal Highway – given to Imer Hernandez. Thirty Eight Million Dollars for Corozal Road – given to an unknown Belize Roadway construction company. Fourteen Million Dollars for the Caracol Road – given to an unknown A & N Construction Company. Mein! Oh Mein! This Prime Minister should go to jail. Not a dollar for the thousands of poor people to better their lives. Not a single housing project. No free education for all our young people who deserve a chance in life. No improvement for the hospitals and clinics. No vehicles and forensic equipment for the police to fight crime. Only roads and roundabouts, roads and roundabouts. If this doesn’t look like rampant corruption. We ask you to look again. And have you heard what the people in the streets are saying about Dean Barrow. Jules Vasquez had already described the UDP

not as them stink dah road, but that they are rotting carcass. On the streets they are saying Dean Barrow never did have a machete to fight corruption. THE WORST SCANDAL The worst scandal of scandals infested government is the one where the Prime Minister held a secret meeting with Lord Ashcroft and signed a secret document agreeing to pay the Lord over Five Hundred Million Dollars. All this money was paid from the treasury in one lump sum. Which law firm collected 10% commission fees? The second worst scandal was the squandering waste of theft of over Four Hundred Million Dollars of the Petro-Caribe funds. There was no on time National Assembly approvals, no audit, no accountability and no transparency. There have been so many scandals involving the Prime Minister who is also the Minister of Finance and who is the sole person approving every dollar that is spent, wasted, squandered and stolen. But the helicopter/BDF scandal that rocked the Belizeans to their bones was the revelation last week that as part of a drug plane issue, a BDF helicopter “crashed” and killed its four BDF occupants. Two of whom were not combatants but unarmed pilots and instructors. We commend Belizeans who immediately who saw through the tissue of lies and cover up by the new Minister and his C.E.O. on the matter. No one trust the officials anymore. And rightly so, all they do is lie to us and take us for fools. There are now much more questions than answers and the hurry up white-wash investigation that is taking place will not suffice. Heads have to roll!

As we know the UDP administration has do everything to put the agriculture sector on its knees. The sector though is resilient and pushes through as much as possible in wait for the people and agriculture friendly new PUP government. Hon. Jose Mai feels the heartbeat of this sensitive industry in Orange Walk South. Here are a couple of FB Posts where he exposes his heart and facts on the situation that is recurring this year yet the UDP has not addressed the needs.
Post I March 2 Thousands of pounds of onions and potatoes are being harvested today in San Carlos. Reports are that approximately 500,000 pounds of potatoes and as much as 900,000 pounds of onions are being harvested at this time in San Carlos. As the market begin to saturate, losses begin to mount. This was an exceptionally good year for onions and potatoes!! The weather conditions were perfect. There is an excellent crop! Sadly, farmers stand to lose again. Is it only in Belize that farmers lose when there is bad weather but they also lose when there is good weather!! Sad really sad. There is no kind of protection for farmers. There is also No processing and no storage!! Government illegally spent $1.4 Billion dollars and further spent $100 Million which they cannot account for!! Yet farmers have deplorable road conditions which they have to repair themselves plus no support, no protection. Farmers in this country are in Total neglect! Total abandonment!! Total despair. Post II March 4 Prices of locally produced potatoes crumble, as farmers harvest thousands of pounds. Only in Belize do farmers suffer losses when the climate is bad but also when the climate is perfect!!! This is how we need to fix the potato problem in Belize: Dear Ambassador Remus Chen of Republic China Taiwan (ROC): Since the current UDP government is senseless, since they are clueless, incompetent and worthless among many other adjectives, let me ask you and your kind government, the ROC to help our farmers in the following manner: If you do: Farmers will be able to supply the country with fresh potatoes and French Fries for 9-10 months of the year!! 1. Donate X potato washers with a little greater capacity than the one we had in Central Farm. 2. Donate X potato peelers with greater capacity than the one at Central Farm.

Statement by Hon. John Briceño Leader of the Opposition BELIZE CITY, FRIDAY 28 FEBRUARY 2020—The Hon. John Briceño and the People’s United Party are deeply saddened by the tragic helicopter accident involving four members of the Belize Defence Force in the area of Gales Point Manatee. We join the rest of the nation in solidarity and extend heartfelt condolences to the families of Major Adrian Ramirez, Major Radford Baizer, Corporal Yassir Mendez and Corporal Reynaldo Choco. These pilots and crew of the BDF U1HI died in service to country and we are forever grateful for their service. As the nation and the families mourn this tragic loss, we are equally concerned about all the questions surrounding this accident. The press conference held by the Ministry of National Security has left many questions unanswered. There was no information regarding the time taken in reporting the status of the helicopter, the amount of experience by the pilots and crew on night flight operations, the weather conditions for flying helicopters at those hours on that day, the last known radio communication with the pilots, confirmation if the helicopter was certified for visual flight rules and night operations, the standard operating procedures and communication protocols when the BDF airwing is active on a mission and confirmation of the time when and where all four persons were recovered from the scene of the accident. While it is time to give the families their privacy and respect to mourn their loved ones, it is also necessary for the Ministry of National Security to conduct an independent and thorough investigation and with as much international expertise as may be required. This will serve to assist the families and the nation in understanding the most tragic BDF airwing accident in the history of Belize. While this will not lessen the enormous loss of life, it can help to bring some measure of understanding and closure on this tragedy in the weeks and months ahead. We call on the Ministry of National Security to also appropriately honor the lives of these brave service men and to keep the nation updated on the progress of the investigation. Our thoughts and prayers remain with the families of the pilots, the crew and the entire BDF Airwing community and the brave men and women of the BDF. --Ends --

The People’s United Party determines that before any constitutional amendment can be considered, there must be a systemic review to ensure that the unlawful and unconstitutional spending of taxpayers’ money can never happen again. The PUP demands the following: 1. The appointment of an Independent Commission of Inquiry chaired by an international Commonwealth jurist to inquire into how this unconstitutional spending could have taken place. 2. A forensic audit of the illegal spending of more than $1.5 billion dollars, with special emphasis on the Petrocaribe spending to be carried out by a reputable international firm of forensic accountants. 3. At the conclusion of the forensic audit into the illegal spending of more than $1.5 billion, follow up action including criminal investigation and prosecution as deemed necessary. We also believe that those who broke the law must be made to face the courts and as such will present the Commissioner of Police and the Director of Public Prosecutions with the evidence as well as the Chief Justice’s judgment so that criminal prosecutions can be instituted. 4. Copies of all contracts issued for over five million dollars that were not brought to the National Assembly for approval. We want to see how much has been spent and what is outstanding. All such contracts and all spending under such contracts are in violation of law. 5. Since there was no Contractor General for approximately two years, we demand copies of all contracts that were issued without the approval of the Contractor General. These contracts must be made null and void. If we are to carry out the business of the nation honestly and effectively, we need a national effort against this corrupt culture of handouts, political favours, nepotism and dishonesty.

Six Steps to Make Government More Accountable
Seis pasos para que el Gobierno sea más responsible
First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister. Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law. Fifth we must make the National Assembly function as the centerpiece of our government, complete with all requisite checks and balances. That means that the next PUP Government will ensure a minimum of one House Sitting per month. And Sixth we demand Senator Aldo Salazar to immediately release the findings of the Senate Select Committee on the hustle at the Department of Immigration. We demand follow up action including criminal investigation and prosecution as deemed necessary. Our immediate actions will start today as I instruct our legal team to write to the Financial Secretary to request copies of all warrants signed by the Minister of Finance during the current fiscal year.
