AMLO’s Historic Visit

Continued from page 1 “Sembrando Vidas” to Belize which will see some 2000 farmers benefit with grant funds which can go up to 10 million Belize dollars. Imagine AMLO is helping farmers who in turn can export to Mexico. This is helping a man to fish at a grand and magnanimous scale. This achievement by Mexico and Belize has not been automatic. Here is how the Prime Minister himself explained it: ““We had the opportunity then to meet last year with the president of Mexico, better known as AMLO. We were under a tent just him, his foreign minister, myself our Foreign Minister Eamon Courtenay, and our ambassadors. We spent more than an hour. … I was talking to him, Belize and what we’re doing, and that if we can remove these taxes, … it would create a great opportunity for us. When he came again on Saturday, the technical teams from Mexico and Belize were grappling and fighting over the wording that we were going to put on trade. But, when I met with him, … migration is a massive problem in the region and ‘Sembrando Vida’ is about migration, where they would give money to small farmers in the rural areas, so that instead of leaving, and trying to go to Mexico to the United States, they stay on work at home. Well, ‘Sembrando Vida’ is one of the hallmark programs that the President of Mexico is promoting. And so, we pointed out to him that we have just announced an amnesty program whereby we are going

to - it’s probably as many as 40,000 people that are living in Belize. They have been here for many, many years, and we are going to legalize their status. I believe that had a lot to do with his change of mind because when he said, ‘that’s admirable what you are doing.’ He said, ‘We wish more countries would do what you are doing what we are doing here in Belize.’ And then, he started to ask us what are the products that we have? I said rice, beans, pork, chicken, beef, shrimp, and fish. And on the second night, I was telling him, I said, ‘Mr. President, we don’t want the market in Monterrey. All we need is a market in Quintana Roo. That’s more than enough for us. ‘So, imagine,’ I said, ‘We can farm the fish and the shrimp in the morning, and by the evening, it’s on the plate of people to eat in Cancun. And that’s when he said, well, you don’t, then I think it’s best that we’re supposed to do this for you. They are also converting a part of Quintana Roo, part of the border towns. … Chetumal, in a duty-free zone. So, to offset that, they said, ‘Ok, we can then provide this for Belize, to create opportunities for farmers and then to allow our farmers to stay in the rural areas and not have to come into urban areas where jobs are limited, or try to go to the United States. So, it was a win-win, and it’s very, very exciting. And yes, within a historical context, it was a historic decision, I think. that we managed to negotiate and convince the president of Mexico. And for that, we are extremely grateful for his generosity.”

2022 PM’s Nation Building Day is taking no less. The John Briceño I know will be relentless as he works for the people. In one of the questions asked by the media, he was asked about the IMF’s recent numbers. John Briceño rebutted and said, “It is not about the numbers, it is about the people.”

Prime Minister John Briceño is entrenched in the task of nation building. He is truly a giant. At this point, just 18 months into the 5-year term, he is in ultra-compartmentalization mode. In 24 hours, he was present at the handing out of homes to families in the northern districts with Hon. Julius Espat and the Ministry of Infrastructure Development and Housing. A bit later, he is at the Remate Bypass and former Northern Highway now the Philip Goldson Highway for groundbreaking. One can go up north and see the life changing modifications being done to the highway. Then, he is listening to the tribulations of our children as they assisted an open day at the Raccoon St. Police Station. Here, the Prime Minister was at his essence—being with the people. He then visited Police officers at their work sites around the city. He answered questions from the media on AMLO and the ICJ. Then this morning, Thursday. He woke up to talk Covid in a global summit hosted by US President Joe Biden. PM Briceño was a co-host. Prime Minister Briceño is truly a giant and building Belize back from the brink where it was in November 2020

On the Mexican President announcing waiving of 15% import duty on all cattle being imported to Mexico from Belize 10th May, 2022: The Belize Livestock Producers Association (BLPA) welcomes the announcement by Mexican President, Andrés Manuel Lopez Obrador to waive the 15% import duty on all cattle being imported into Mexico from Belize. The announcement by the Mexican President will contribute significantly to the development of the cattle industry in Belize, and further consolidates the ability of local cattle farmers to maximize their revenues from the growing cattle trade with our friendly neighbor, Mexico, especially since we now have two major export outlets for our cattle, Guatemala and Mexico. It is our view that the decision by President Andrés Manuel Lopez Obrador is a strategic one that resulted from continuous lobbying efforts by the Government of Belize in close collaboration with the Belize Livestock Producers Association, led in particular by Minister of Agriculture, Food Security and Enterprise, Honorable Jose Abelardo Mai, Minister of Foreign Affairs and Foreign Trade, Honorable Eamon Courtenay, and special intervention by the Prime Minister of Belize, Honorable John Briceño.

The BLPA and its members are elated as we are experiencing times ‘like never before’ and now our cattle industry will be able to grow by ‘leaps and bounds’. This upbeat spirit began with the opening of the cross-border trade with Guatemala by current Minister Jose Abelardo Mai, and the strategic coordination and relentless support that has occurred between Belize and Mexican officials, collaboration between the Belize Agriculture Health Authority (BAHA) and El Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria (SENASICA Mexican Animal Health and Agriculture Food Safety), Organizasion Internasional Regional de Sanidad Agropecuaria (OIRSA) and the dedication and commitment of our farmers to grow quality beef cattle for the local and export market. Most of our recent cattle exports to Mexico are being purchased by Mexican company SuKarne which is paying $2.10 per pound to the livestock producers. With the decision to waive the 15% tariff and the efforts by Belizean government officials to streamline the export process and reduce the costs especially for physical cattle inspection by the Mexican veterinarians, it is ex-

pected that the price offered to Belizean cattle farmers will increase in the short run. Despite the announcement by the Mexican President, cattle destined for Mexico must still be vaccinated against diseases of sanitary concern and tested for brucellosis and tuberculosis and quarantined at least 21 days before exportation, and has to be properly treated against ectoparasites. Since November 2020, Belize has exported over 40,000 heads of cattle, valued at over BZ$55 million. Most of these cattle went to Guatemala, but a growing number (approximately 2,800) was formally exported to Mexico. So far in 2022, five (5) shipments, totaling 1,442 heads of cattle and valued at BZ$1.725 million in revenues, have been exported to Mexico. The BLPA congratulates the livestock producers on these milestone achievements and applauds the Government of Belize, in particular the Minister of Agriculture, Minister of Foreign Affairs and Trade and the Prime Minister of Belize, for their outstanding and unwavering support. Exercise TradeWinds

The Ministry of National Defence and Border Security is pleased to announce that Belize will be co- hosting Exercise Tradewinds 2022 along with Mexico from 7th - 21st May 2022. Exercise Tradewinds 2022 is a joint security forces and interagency exercise which is sponsored by the United States Southern Command. This initiative focuses on the interoperability between security forces and partner agencies to counter transnational crimes and to promote regional security and stability against threats and natural disasters. It will also further enhance the participating nations’ ability to conduct joint humanitarian assistance and disaster response operations. The countries participating in Exercise Tradewinds 2022 include the following: Antigua and Barbuda, The Bahamas, Barbados, Belize, Brazil, Canada, Colombia, Dominica, Dominican Republic, France, Grenada, Guyana, Jamaica, St. Kitts and Nevis, Suriname, St Lucia, St. Vincent and the Grenadines, Trinidad and Tobago, United States of America, Mexico, The Netherlands, and the United Kingdom(21 countries). The Ministry of National Defence and Border Security has expressed gratitude to all participating countries for their commitment to this two-week long exercise. This is another example of Belize and her shining light reaching out to all over the region and definitely to the world.

t is no secret that Shyne maintains a toxic relationship with the UDP base. He has been told outrightly that he is not welcomed, that they want him to leave on a plane, boat, car, bike, or even hitchhike. Why this flunky has even been told to go on horse or donkey. It seems that the respect and love the party had for the father does not transfer automatically to the son. The tricky thing about respect is that it must be earned, and it is painfully obvious that Shyne has not earned the respect of his party faithful. Being a leader is no easy task, it is not for the faint of heart. Being a leader requires courage and unpretentiousness and the ability to unite and reach a consensus. Being a leader requires being open to listening to your people, and making changes if necessary. There are occasions when a leader has to admit to mistakes and endeavour to change and do better. A leader makes sure to create more leaders through excellent example and mentorship. Those qualities we have described elude the Leader of the Opposition. He feels that he is entitled to the position he holds and rests heavily on the laurels of his father. Belize knows that he came here not of his own volition and would never have settled here if he had any other choice. Soon after he was deported, he even took up residence in Israel claiming his Jewish roots. The con man wants to be all things to everyone and, in the process, loses his own identity. Frankly, the style evolution is outrageous. First, he was a rapper from the hood complete with grill and the mad jewellery. Then, he was in the orange garb of Rikers. The next time we see him, he was holding the Torah and sporting curls on his sideburns. Shyne touring our villages in slippers tells exactly how he regards villagers. He does it intentionally because in his mind villagers are in slippers and short pants all day and he wants to believe he can fit in. Dear Sir, some of the most educated people in this country came from our beautiful villages. Do not believe that our villagers are uneducated, undiscerning, and unsophisticated. Do not make the mistake of patronizing hard-working, educated and woke Belizeans... There are many people of his own party that want him gone. Dear old Pat who has resurfaced has sounded the war cry that is now echoed across the country. That cry urges that he rolls as quickly as his dad once rolled the Petro Caribe funds. It is ironic that we would for once agree with Berto and say Basta y largate! The UDP is done with you, Belizeans are done with you. The story you spin for foreign talk shows of redemption and second chances are a cruel joke here in Belize. You are an embarrassment to your party and your country. We are all weary of you, and the only consensus you have helped reach is that we all want you gone. Largate!

o es ningún secreto que Shyne mantiene una relación tóxica con la base del UDP. Se le ha dicho abiertamente que no es bienvenido, que quieren que se vaya en avión, en barco, en coche, en bicicleta o incluso pidiendo jalón. Por qué a este lacayo le han dicho incluso que se vaya en caballo o en burro. Parece que el respeto y el amor que el partido tenía por el padre no se transfiere automáticamente al hijo. Lo difícil del respeto es que hay que ganárselo, y es dolorosamente obvio que Shyne no se ha ganado el respeto de los fieles de su partido. Ser líder no es una tarea fácil, no es para los débiles de corazón. Ser líder requiere valentía y falta de pretensiones, así como la capacidad de unir y llegar a un consenso. Ser líder requiere estar abierto a escuchar a tu gente y hacer cambios si es necesario. Hay ocasiones en las que un líder tiene que admitir sus errores y esforzarse por cambiar y hacerlo mejor. Un líder se asegura de crear más líderes a través de un excelente ejemplo y de la tutoría. Esas cualidades que hemos descrito se le escapan al líder de la oposición. Se siente con derecho al puesto que ocupa y se apoya en los laureles de su padre. Belice sabe que no vino aquí por voluntad propia y que nunca se habría instalado aquí si hubiera tenido otra opción. Poco después de ser deportado, incluso fijó su residencia en Israel alegando sus raíces judías. El estafador quiere ser todo para todos y en el proceso pierde su propia identidad. Francamente la evolución del estilo es escandalosa. Primero fue un rapero del barrio con su capucha completa con parrilla y sus locas joyas. Luego llevaba el atuendo naranja de Rikers. La siguiente vez que le vimos llevaba la Torá en la mano y lucía rizos en las patillas. El hecho de que Shyne recorra nuestras aldeas en zapatillas dice exactamente cómo considera a los aldeanos. Lo hace intencionadamente porque en su mente los aldeanos van en zapatillas y pantalones cortos todo el día y él quiere creer que puede encajar. Estimado señor, algunas de las personas más cultas de este país proceden de nuestros hermosos pueblos. No crea que nuestros aldeanos son incultos, poco perspicaces y sofisticados. No cometa el error de tratar con condescendencia a los beliceños trabajadores, educados y despiertos. Hay mucha gente de su propio partido que quiere que se vaya. El viejo y querido Pat, que ha reaparecido, ha lanzado el grito de guerra que ahora resuena en todo el país. Ese grito insta a que ruede con la misma rapidez con la que su padre hizo rodar los fondos de Petro Caribe. Es irónico que por una vez estemos de acuerdo con Berto y digamos ¡Basta y largate! El UDP ha terminado contigo, los beliceños han terminado contigo. La historia de redención y de segundas oportunidades que usted cuenta para los programas de entrevistas extranjeros es una broma cruel aquí en Belice. Es usted una vergüenza para su partido y su país. Todos estamos cansados de usted, y el único consenso que ha ayudado a alcanzar es que todos queremos que se vaya. ¡Lárgate!

JOINT COMMUNIQUE BETWEEN THE PRESIDENT OF THE UNITED MEXICAN STATES AND THE PRIME MINISTER OF BELIZE On May 7, 2022, the President of the United Mexican States, Andrés Manuel López Obrador, undertook a working visit to Belize where he held a bilateral meeting with the Prime Minister, Juan Antonio Briceño. This visit is the third meeting between the leaders; Prime Minister Juan Antonio Briceño visited Mexico in September 2021, coinciding with the commemorative events of the Independence of Mexico, while participating in the VI Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC) in Mexico City and was the guest of honor at the ceremony of the 256th anniversary of the birth of José María Morelos y Pavón, held in the state of Morelos. Mexico and Belize have developed a constructive relationship as neighbors and friends over more than 40 years since diplomatic relations were established. The leaders exchanged views on the global and regional landscape which are riddled with unprecedented and deepening challenges ranging from the pandemic, the tenuous economic recovery, climate crisis, increasing migration and geopolitical tensions. The leaders reiterated their commitment to deepen the relationship at all levels in light of the shared understanding between the two governments. As a result of the visit, both leaders: 1. Witnessed the signing of a Letter of Intent by the Secretary of Foreign Affairs, Marcelo Ebrard Casaubon and the Minister of Foreign Affairs, Foreign Trade and Immigration, Eamon Courtenay for the implementation of the Sowing Life project in Belize, with a view to benefiting rural producers with training and implementation of agro-silvo-pastoral production systems, thereby contributing to food security and job creation. 2. Endorsed Mexico’s desire to contribute to the strengthening of the Belizean educational system and agreed to explore the development of “Escuela México” programme of support for three educational institutions which specialize in technical vocation. With these additions, there will be a total of four Mexico Schools in Belize, since there is currently one campus in Corozal. 3. Committed to exchange experiences and good practices in transportation and infrastructure and instructed the competent authorities to hold technical meetings to explore the feasibility of linking the “Mayan Train”, one of the main infrastructure and development projects for southeastern Mexico, with Belize. 4. Instructed their respective authorities in economic and trade matters to work to increase commercial exchange between the two countries and endorse an instrument to that end. Also, welcomed the agreement on sanitary certification in respect of cattle and directed their relevant authorities to continue efforts to further facilitate the export of cattle. 5. Expressed interest in strengthening air connectivity between the two countries and instructed their teams to resume the negotiation of the Air Transport Agreement, in order to promote tourism and economic flows. Belize congratulated Mexico on the recent start of operations of the “Felipe Ángeles” International Airport and both parties agreed to exchange experiences in the construction of strategic infrastructure for the development of the tourism sector. 6. Welcomed Belize’s forthcoming signing of the Agreement of the Latin American and Caribbean Space Agency (CEFTA), thus joining 20 countries of Latin America and the Caribbean that determined the desirability of having a regional organization to coordinate exploration, research and technology activities in the space field that contribute to comprehensive and sustainable development. 7. Recognized Belize’s successful work during its Chairmanship of the Caribbean Community (CARICOM), which ends on June 30, 2022 and is valuable in bringing Mexico and the Caribbean closer together. 8. Agreed to promote the holding, during the second half of 2022, of an International Conference in Central America with the aim of promoting an Action Plan that addresses the structural causes of migration and includes concrete investment actions for development. Welcomed with gratitude the offer of Honduras to host such a conference. 9. Recognized that the international health contingency and the prevailing shortage situation, together with the economic, social and humanitarian consequences they generate, have made it clear that dialogue and cooperation are indispensable tools for humanity to overcome these challenges. For this reason, they make a meaningful and urgent call for the IX Summit of the Americas to be consolidated as the space for plural, open and inclusive dialogue, in which all the voices of the hemisphere, without exclusion, are allowed to be heard. President Andrés Manuel López Obrador thanked the Government and people of Belize for their warmth, hospitality, and the attentions given to him and his entourage during his working visit. COMUNICADO CONJUNTO ENTRE EL PRESIDENTE DE LOS ESTADOS UNIDOS MEXICANOS Y EL PRIMER MINISTRO DE BELICE El 7 de mayo de 2022, el presidente de los Estados Unidos Mexicanos, Andrés Manuel López Obrador, realizó una visita de trabajo a Belice en donde sostuvo un encuentro bilateral con el Primer Ministro, Juan Antonio Briceño. Esta visita es la tercera reunión entre ambos líderes. El Primer Ministro Juan Antonio Briceño visitó México en septiembre de 2021, coincidiendo con los actos conmemorativos de la Independencia de México, al mismo tiempo que participó en la VI Cumbre de Jefes de Estado y de Gobierno de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) en la Ciudad de México y fue el invitado de honor en la ceremonia del 256 aniversario del nacimiento de José María Morelos y Pavón, celebrado en el estado de Morelos. México y Belice han desarrollado una relación constructiva como vecinos y amigos durante más de 40 años desde que se establecieron relaciones diplomáticas. Los dirigentes han intercambiado puntos de vista sobre el panorama mundial y regional, plagado de desafíos sin precedentes y cada vez más profundos que van desde la pandemia, la tenue recuperación económica, la crisis climática, el aumento de la migración y las tensiones geopolíticas. Los líderes reiteraron su compromiso de profundizar la relación a todos los niveles a la luz del entendimiento compartido entre los dos gobiernos. Como resultado de la visita, los mandatarios: 1. Atestiguaron la firma de la Carta de Intención suscrita por el Secretario de Relaciones Exteriores, Marcelo Ebrard Casaubon y el Ministro de Asuntos Exteriores, Comercio Exterior e Inmigración, Eamon Courtenay para la puesta en marcha del proyecto Sembrando Vida en Belice, con miras a beneficiar a productores rurales con capacitación e implementación de sistemas de producción agrosilvopastoriles, contribuyendo así a la seguridad alimentaria y a la generación de empleos. 2. Refrendaron el deseo de México de contribuir al fortalecimiento del sistema educativo beliceño y acordaron explorar el desarrollo del programa “Escuela México” en apoyo a tres instituciones educativas especializadas en vocación técnica. Con estas incorporaciones, habrá un total de cuatro Escuelas de México en Belice, ya que actualmente hay un campus en Corozal. 3. Se comprometieron a intercambiar experiencias y buenas prácticas en transporte e infraestructura e instruyeron a las autoridades competentes a realizar reuniones técnicas para explorar la factibilidad de vincular el “Tren Maya”, uno de los principales proyectos de infraestructura y desarrollo para el sureste de México, con Belice. 4. Instruyeron a sus respectivas autoridades en materia económica y comercial a trabajar para incrementar el intercambio comercial entre los dos países y adoptar un instrumento para ese fin. Asimismo, acogieron con beneplácito el acuerdo sobre la certificación sanitaria del ganado bovino y ordenaron a sus autoridades competentes a continuar con sus esfuerzos para facilitar aún más la exportación de ganado 5. Expresaron interés en fortalecer la conectividad aérea entre ambos países e instruyeron a sus equipos a retomar la negociación del Acuerdo sobre Transporte Aéreo, a fin de promover los flujos turísticos y económicos. Belice felicitó a México por el reciente inicio de operaciones del Aeropuerto Internacional “Felipe Ángeles” y ambas partes convinieron en intercambiar experiencias en la construcción de infraestructura estratégica para el desarrollo del sector turístico. 6. Celebraron la próxima suscripción de Belice al Convenio Constitutivo de la Agencia Latinoamericana y Caribeña del Espacio (ALCE), uniéndose así a los 20 países de América Latina y el Caribe que determinaron la conveniencia de contar con una organización regional para coordinar las actividades de exploración, investigación y tecnología en el campo espacial que contribuyan al desarrollo integral y sostenible. 7. Reconocieron la exitosa labor de Belice durante su Presidencia de la Comunidad del Caribe (CARICOM), que finaliza el 30 de junio de 2022 y su valor para acercar a México y el Caribe. 8. Acordaron promover la realización, durante el segundo semestre de 2022, de una Conferencia Internacional en Centroamérica con el objetivo de impulsar un Plan de Acción que atienda las causas estructurales de la migración e incluya acciones concretas de inversión para el desarrollo. Acogieron con gratitud el ofrecimiento de Honduras para ser el anfitrión de dicha conferencia. 9. Reconocieron que la contingencia sanitaria internacional y la situación de desabasto reinante, junto con las consecuencias económicas, sociales y humanitarias que generan, han dejado en claro que el diálogo y la cooperación son herramientas indispensables para que la humanidad pueda superar estos retos. Por ello, hacen un sentido y urgente llamado para que la IX Cumbre de las Américas se consolide como el espacio de diálogo plural, abierto e incluyente, en el que se permita a todas las voces del hemisferio, sin exclusión, ser escuchadas. El presidente Andrés Manuel López Obrador agradeció al Gobierno y pueblo de Belice por su calidez, hospitalidad y las atenciones otorgadas a él y a su comitiva durante su gira de trabajo. May 11, 2022 Belize City Today, the Ministry of Blue Economy and Civil Aviation (MBECA) in coordination with the Fisheries Department organized an inter-agency and community meeting to discuss the way forward regarding the development at Silk Caye. Among the participants were: The Hon. Andre Perez, Hon. Rodwell Ferguson, CEO Kennedy Carrillo, representatives from the Placencia and nearby communities, Fisheries Department, Department of the Environment, the National Biodiversity Office, Department of Lands, the Belize Coast Guard and the Southern Environmental Association,. Hon. John Briceño, Prime Minister of Belize Second COVID 19 Summit May 12, 2022 Excellencies, Greetings. Thank you, President Biden, for convening this second COVID-19 Summit. I also welcome the other co-hosts and extend thanks to everyone for your commitment to lead on the global response to the pandemic. Thus far, significant advancements have been made in areas such as surveillance, testing; rapid development of vaccines and antiviral treatments. As a result of this, many countries are witnessing declines in serious cases and deaths. But the pandemic is not over. Globally testing rates have been declining, presently low and low-middle income countries account for only 20 percent of testing globally, even though, we account for over half of the global population. Recent figures show a 15.4 percent increase in new infections in the Caribbean. Deaths increased for the third consecutive week, by 39.6 percent as compared to the previous week. According to the WHO, cases, in reported cases in Africa, are also rising. Many countries, including several in CARICOM, are far below the targeted 70 percent of the population vaccinated and are unlikely to get there by September. Low testing, lack of capacity in sequencing, lack of access to vaccines, and high cost of treatments slow the pace of ending the acute phase of the pandemic and create a global environment conducive to virus mutation. As well, it undermines the good progress that has been made. Presently, Latin America and Caribbean has been the hardest hit region in the world accounting for 20 percent of infections and 30 percent of deaths from the virus, this while our region accounts for only 8 percent of the global population. As it relates to our economies, in 2020 Caribbean economies contracted on average by 6 percent above the 4.4% contraction worldwide and grew on average by only 1 percent last year. We say then that now is the time to double down on what we know works: testing, vaccination, treatments, and appropriate public health measures. We must accelerate efforts to inoculate 70% of the global population especially those with comorbidities. CARICOM is committed to this global goal. To get there however, will require more efforts to improve accessibility of vaccines, including pediatric vaccines. Likewise, financing, and political commitment are required to overcome operational and logistical impediments in difficult to reach areas and to address vaccine hesitancy. In Belize, 59 percent of our population are full vaccinated, we hope to soon access pediatric vaccines to further enhance the number of persons fully vaccinated. Excellencies, CARICOM Leaders are committed to redouble communication messages and accelerate public education efforts to address misinformation, myths, and other drivers and enablers of vaccine hesitancy at all levels. CARICOM Heads have further directed regional institutions to examine the social and financial viability to develop vaccine manufacturing capacity for the region. Access to vaccines in a timely manner has been a critical weakness of the global response. At the same time, we must maintain access to testing and to sequencing, which are essential to detecting, tracking and responding to new COVID variants. Belize with support of international partners, like the U.S Government and the World Bank, received genomic sequencing equipment to detect COVID-19 variants as well as the related training for our laboratory technicians. This is helping us to develop our capacity to analyze virus samples. We know that the next battleground in our fight against the pandemic will be in treatment. Therefore, we must do all possible to ensure that antiviral medications are available to everyone as soon as possible. Access to treatments is our present moral test and we must not fail. So let us strengthen the global health architecture and ensure it is sustainably financed. As for us in Belize, we are doing our part. We have increased our budget for health, expanded our national health insurance to cover more Belizeans and strengthened our awareness campaign. Excellencies important lessons have already been learnt from the pandemic. Some painful -- too many tragic. But we can also celebrate the victories, like our power of collaboration and cooperation. Like the depth of human ingenuity and brilliance, we have seen in so many of our people. Like the compassion, empathy, and solidarity spread across oceans and seas. Like the unprecedented public-private partnerships we have fostered, including today’s summit, which stands on that foundation and is imbued with that spirit. This is how we overcome this pandemic, working together as one global family. Once again to President Biden, to the Heads of State of Indonesia, Germany, and Senegal leading this Summit and to all gathered in this virtual space, I thank you.

I am honoured to join you this morning as we celebrate Education Week and National Teacher’s Day. We meet today after two of the most difficult and challenging years our education system has ever faced. Two years of lost learning. Two years of sacrifice and hardship. Two years of uncertainty. Two years in which access, quality and equity were all limited and hard fought gains were reversed. Our students and teachers have been the ones most impacted during this period. Many of our students in vulnerable, marginalised, at-risk communities have been effectively locked out of the education system. Some of them, regrettably, lost forever. The magnitude of this crisis cannot be overstated. Our teachers have been on the frontline of the crisis. You have seen it up close and personal. You have engaged with students and families desperately seeking answers. You have been called upon to do more than ever before. You have had to understand and manage health and safety protocols. You have been required to embrace technology and accelerate your technological knowledge and skills development. All of this was of course taking place at a time when our Country was also facing an unprecedented economic crisis. This, of course, continues to badly affect our students, teachers and their families. I want you to know that I am very aware of the economic hardships many of you are facing with the increases in the cost of living. These are not easy times, but we all have a duty and responsibility to get our education system back up and running. We cannot afford to lose any more time. Our students must get back to the classroom for face to face instruction and we must do everything possible and necessary to recover the years of lost learning. At the Ministry of Education, we know fully well that it is our job to lead the reform and transformation required for our Education system to not only rebound, but to thrive. The good news is that we have a clear, well-developed Belize Education Sector Plan for the period 2021 to 2025. It is a Plan grounded in consultation and developed in a spirit of collaboration and respect. The four DOMAINS of that Plan are: 1. REFORMING THE SYSTEM OF EDUCATION which means getting fit for purpose, getting value for money, and strengthening the governance structures and foundation of our education system. 2. TRANSFORMING TEACHING AND LEARNING which means that our students must be learning what matters, our assessments must measure

what counts, and we must be elevating the professional development of our teachers. 3. PRIORITIZING UNDERSERVED SECTORS which focuses on early childhood education-starting strong, student welfare-reducing vulnerabilities, and special education- taking everyone along. 4. MAXIMIZING HUMAN CAPITAL which deals with meeting the needs of national development thru technical vocational education and training, raising the bar for higher education, and prioritizing adult and continuing education for life. The Education Development Division of the Ministry has been restructured into the Curriculum and Assessment Unit, Teacher Education Unit, and the Teacher Learning Institute. The primary objective of this division is to develop, review, and implement national curricula, student assessment systems, and teacher education

programs that support the achievement of the knowledge, skills, values and attitudes needed for personal growth and national development. This year, we will complete the National Curriculum Reform framework to streamline the curriculum at the primary and secondary levels and to allow for in-depth acquisition of the literacy, numeracy, technological and critical thinking skills needed to meet the needs of Belize’s national development. The Ministry also plans to develop a National Student Assessment Policy and Scheme for the Belize Education System based on the new national curriculum. The revision of the Belize Standards of Practice for Teaching and Teacher Education to align with CARICOM standards for Teachers, School Leaders, and Teacher Educators will also be completed and Teacher Education Programs at the primary level will be upgraded to ensure that teachers have the specialized content knowledge and pedagogical skills needed to deliver the National Curriculum effectively to all students. The Ministry will also continue to support student teachers and teacher education institutions to increase the percentage of trained teachers at the pre-primary, primary and secondary levels of education and put measures in place to ensure that all teacher educators and professional development facilitators are properly trained.

The operations of the Teacher Learning Institute, which now has some 5000 registered teachers and has delivered over 150 professional development courses, will also be enhanced to provide structured, comprehensive, year round professional development programs based on identified needs of teachers and school leaders. In the area of Teaching, we envision a revised pedagogical model: “one where teachers are facilitators of learning in an environment that is student-centred, knowledge-rich, innovative, collaborative, and where life-long learning is emphasised and where learners are prepared for the knowledge economy and global society.” Our efforts to reform and transform the Education System will only have a chance at success if we have a shared sense of purpose and urgency. We must all be DEDICATED TO SERVICE, UNITED BY PASSION AND COMMITTED TO LEADING THROUGH THESE DIFFICULT TIMES. As we gather to celebrate National Teacher’s Day, I wish to place on record my personal gratitude and appreciation for all our dedicated and committed teachers who, each day, go beyond the call of duty on the frontlines of our education system. THINK ABOUT IT MEXICO COME TRUE BIG FOR BELIZE Viva Mexico! The Mexican government has come through for Belize, and come thru BIG time for us. Minister of Agriculture, Jose Abelardo Mai must have been jumping for joy. This is his dream come through. He now becomes the most important government minister. The future of our development, economic prosperity, and a better life for all Belizeans has fallen on his shoulders. No other country, not the USA, not the British, not even the talk shop Caricom has come through for Belize like Mexico. The President of Mexico was in Belize on Saturday and announced that his government will allow ALL Agriculture produce to be exported to Mexico without paying any taxes or import duties, this BIG people. This HUGE. The USA gives us soldiers boots, soldiers uniforms and guns but Mexico is giving us upliftment and a way out of poverty. Mexico is giving Belize a future. Mexico is giving Belizeans jobs. Mexico is offering us a wide-open door out of poverty. It is now up to Belizeans to embrace this golden opportunity. Those who don’t will be left behind. We may need to ask our Cuban brothers and sisters to come and help us to organise ourselves. We need tractors and land. We need agro reform. We need to form cooperatives. We need to turn our villages into productive communities. Some will do poultry, some will do pig, some will do cattle, some will do turkey. Some village will do crops, every type of crops which the soil will yield. The list is long, very long. Belize must take advantage of this offer right now. Poor Belize City. We get left out. We live on swamp land. Those with goodish yards can do back yard gardening. But Belize District di bubble with fertile land. The radio and television stations should be utilised by government to start a public education campaign on agriculture: On what the Mexican offer means; on how we go about organising ourselves into cooperatives; On how we will produce quality products. We may need to ask India for a train which leaves Toledo through Stann Creek and all the way to the Chetumal border. Such a transport will move passengers and agric products. We need to start think big. We need to have a ten years plan to end poverty and introduce prosperity. It was the People’s United Party which had the vision to struggle for political independence. We must now galvanise our people, all our people-into a new struggle; the struggle for economic independence. By the way, the President of Mexico is Andres Manuel Lopez Obrador. He is a Socialist. He has written two books. ‘Saying No To corruption….’ And ‘A New Hope For Mexico’. He is 68 years of age. He is big into grassroots organisation and projects and has implemented many innovative social and cultural programs in his country, including financial support for the elderly and for single mothers. From the bottom of our hearts, we Belizeans really, really appreciate what President Andres Manuel Lopez Obrador and his government is going to do for us. SAVE SILK CAYE A grass roots movement sprang up almost oversight. It sprang up from an unlikely place-Placencia. And it quickly caught the imagination and support of all Belizeans. Eworth Garbutt became an overnight hero. He along with many others just up and decided to do the right thing. With over one hundred and fifty, they got boats, bags, sand, rocks, money and their own time and labour and started to rescue Silk Caye from erosion. This is fantastic. It inspired many to rethink their own dormant selves. It also exposed two issues. Belizeans have come to believe that it is useless to try and organise and bringing changes, because the system will prevent it. And secondly, the people in authority and power will fight you down. Well, the people in office did try to fight down the save Silk Caye

patriots. They sent Coast Guards with guns and they sent threatening letters, but the lawyers behind Garbutt advised that the law was on their side, they were destroying nothing. The whole purpose of the law is to protect and preserve our natural heritage. But most importantly the elected Area Representative Rodwell Ferguson came out publicly in support of the patriots. We also wish to commend Minister Andre Perez for the principled stand he took. Look at the difference! When Will Maheia and a few patriots were highlighting Guatemala’s incursions into our Sarstoon River, the then Prime Minister publicly berated and cursed out Wil Maheia . He even passed a law that no Belizeans was to go near the Sarstoon River and the punishment would be a criminal offence. It sounds incredible but it is the truth. Today, Guatemala has military taken over Belize’s half of the Sarstoon River. Big respect to Mr. Eworth Garbutt and all his organizers. Silk Caye will be saved. LAND FOR OUR PEOPLE The government has launched a land for our people programme. Many citizens are getting documents which leads directly to land ownership. With the documents all a citizen needs to do is go to the lands department in his or her district and pay the government a five hundred dollars and thereafter the Title to a parcel of land is theirs. This BIG. AND AFFORDABLE HOUSE Equally popular if not more so, is the government’s single mother and special affordable houses. This has caught on with the public. This programme needs to get some more muscle, or put another way much. When a house is being built at least six persons are getting employed. The more homes the more employment. Apart from these low cost to the public, affordable houses, there is a need for even lower cost house for struggling single mothers. Utilise prisoners… There are hundreds of non-violent young people in jail wasting away. Let them learn to plaster, align cement block, plumbing, electrical, roofing. The benefits are obvious. BILL LINDO On a regular basis, Bill Lindo publishes a social media blog where he shares his view on Facebook and elsewhere. His latest submission is on his fortunate topic -economics which can uplift Belizeans. He delves deeply into the Russia-Ukraine war and the poverty and trade deficit situation. Bill writes that for the past 30 plus years our exports are around $450 million dollars. He claims that we import around $650 million annually. He asserts that every time the trade deficit gets worse and poverty increases. This needs to be taken seriously. Says Bill, “we either learn to produce or we will suffer.” He also says that the Development Finance Cooperation and the National Bank can be utilised as tools to finance production. Respect Bill. MONEY GRAM The money outlets in Belize City and we guess in the rest of the country is a pain in the butt. Especially for poorer Belizeans. The turn around and the hassle that persons are put through has become ridiculous. They claim it is because of Central Bank. To send or receive a two thousand dollars or three thousand dollars is frustrating. The receiver has to get documents or letters to show the reason why someone sent these small amounts. People get turn around and have to scramble for some correspondence to show that they are not money laundering. This is foolish. Nobody has time to money launder two or three or five thousand dollars. Maybe… if it’s the same sender sending over and over. Someone in authority needs to put a stop to this foolish obstruction and obstacle. REV. Costa Rica declares national emergency after Conti ransomware attacks

Same day the economist and former MoF became the country’s 49th and current president By Ax Sharma The Costa Rican President Rodrigo Chaves has declared a national emergency following cyber-attacks from Conti ransomware group on multiple government bodies. BleepingComputer also observed Conti published most of the 672 GB dump that appears to contain data belonging to the Costa Rican government agencies. The declaration was signed into law by Chaves on Sunday, May 8th, same day as the economist and former Minister of Finance effectively became the country’s 49th and current president. Conti ransomware had originally claimed ransomware attack against Costa Rican government entities last month. The country’s public health agency Costa Rican Social Security Fund (CCSS) had earlier stated that “a perimeter security review is being carried out on the Conti Ransomware, to verify and prevent possible attacks at the CCSS level.” BleepingComputer observed that as of yesterday Conti’s data leak site had been updated to state that the group had leaked 97% of the 672 GB data dump allegedly containing information stolen from government agencies: Conti appears to have leaked 97% of stolen 672 GB data dump. (BleepingComputer) The public body that first suffered damage from Conti’s cyberattack is the Ministry of Finance which still has not yet fully evaluated the scope of the security incident or to what extent has taxpayers’ information, payments, and customs systems have been impacted. Conti earlier demanded a $10 million ransom from the Ministry which the government declined to pay, according to Swissinfo.ch. Conti’s leak site presently lists the following government purportedly affected by the attack, as seen by BleepingComputer: • The Costa Rican Finance Ministry, Ministerio de Hacienda • The Ministry of Labor and Social Security, MTSS • The Social Development and Family Allowances Fund, FODESAF • The Interuniversity Headquarters of Alajuela, SIUA BleepingComputer has not yet analyzed the leaked data but a preliminary analysis of a very small subset of the leaked data shows source code and SQL databases that appears to be from government websites. Rather than attributing this cyberattack to nation-state hackers, Conti threat actor “UNC1756,” along with their affiliate, has solely claimed responsibility for it. The threat actor has threatened to conduct future attacks of “a more serious form.” News outlet Amelia Rueda that earlier reported on the development states the execute decree No. 42542 from the President establishes an emergency: “The attack that Costa Rica is suffering from cybercriminals, cyberterrorists is declared a national emer-

gency and we are signing this decree, precisely, to declare a state of national emergency in the entire public sector of the Costa Rican State and allow our society to respond to these attacks as criminal acts,” said the President, accompanied by Minister of the Presidency, Natalia Díaz, and the Minister of Science, Innovation, Technology and

Telecommunications (Micitt), Carlos Alvarado. Since April 18th, the Treasury’s digital services have been unavailable which is affecting the entire “productive sector” due to government procedures, signatures, and stamps having been disrupted, reports, Amelia Rueda. “We signed the decree so that the country can defend itself from the criminal attack that cybercriminals are making us. That is an attack on the Homeland and we signed the decree to have a better way of defending ourselves,” added President Chaves. As reported by BleepingComputer last week, the U.S. government is rewarding up to $15 million to anyone providing information that can lead to the identification and arrests of Conti ransomware’s leadership and operators. The U.S. Department of State pledged to offer up to $10 million for information on the identity and location of the threat actors with an additional $5 million bounty for leading to the arrest and/or convictions of the individuals responsible for these attacks. Conti is a Ransomware-as-a-Service (RaaS) operation linked to the Russian-speaking Wizard Spider cybercrime group (also known for other notorious malware, including Ryuk, TrickBot, and BazarLoader). The cybercrime gang’s victims include Ireland’s Health Service Executive (HSE) and its Department of Health (DoH), asking the former to pay a $20 million ransom. The FBI also warned in May 2021 that Conti operators tried to breach over a dozen US healthcare and first responder organizations. In August 2021, a disgruntled affiliate leaked Conti’s training materials, including info on one of its operators, a manual on deploying various malicious tools, and numerous help documents allegedly provided to the group’s affiliates. According to analysts from multiple cybersecurity firms, Conti is now managing various side businesses meant to sustain its ransomware operations or pay for initial network access when needed. One such side operation is the recently emerged Karakurt data extortion group, active since at least June 2021 and recently linked to Conti by researchers from Advanced Intelligence, Infinitum, Arctic Wolf, Northwave, and Chainalysis, as the cybercrime gang’s data extortion arm.

Taiwan’s COVID-19 containment strategy utilizing innovative technology and universal health coverage

By Dr. Shih-Chung Chen, Minister of Health and Welfare-Republic of China (Taiwan) Two years into the COVID-19 pandemic, more than 510 million confirmed cases and more than 6.25 million deaths have been reported around the world. As nations continue to battle the pandemic, Taiwan’s achievements have been widely recognized. As of May 10, 2022, about 390,000 confirmed cases and 931 deaths had been reported in Taiwan, which has a population of 23.5 million. And thanks to a joint effort by the government and the people, Taiwan’s economic growth rate for 2021 reached 6.45 percent. Universal health coverage Taiwan’s National Health Insurance (NHI) system, which was launched in 1995, has played an important role in the fight against the pandemic. The NHI system provides comprehensive and high-quality health services, achieving universal (99.9 percent) coverage. Taiwan’s robust healthcare and NHI systems have safeguarded the people and ensured social stability during the COVID-19 pandemic. Furthermore, the NHI’s comprehensive database and other up-to-date information systems have been critical in ensuring the successful application of digital technology for disease prevention. Taiwan’s healthcare system was ranked second in the world in 2021 by CEOWorld. In Numbeo’s annual survey, Taiwan was ranked first among 95 countries surveyed in the Health Care Index category for 2021. Use of technology for epidemic prevention During the early stages of the COVID-19 pandemic in February 2020, to reduce the risk of community transmission, the government implemented the Quarantine System for Entry by integrating NHI, immigration, and customs databases to allow for big data analysis. Data was introduced to the Digital Fencing Tracking System, which used the positioning system on mobile phones to monitor the whereabouts of people under home quarantine or isolation. Moreover, to ensure privacy, personal data captured was stored for a maximum of 28 days and then deleted. To ensure that all residents would enjoy equitable access to medical masks as demand increased, people

were required to use their NHI card to purchase masks under the Namebased Mask Distribution System, helping to prevent an imbalance in supply and demand. While protecting personal data, a new function for querying the travel and contact history of patients was added to the NHI MediCloud System to effectively integrate health data. This helped frontline medical personnel judge infection risks and take relevant infection control measures. Vaccinations and digital certificates To digitalize health care services, the NHI Express App was launched. It offers such features as vaccination appointments, per-

sonal health data, medical records, COVID-19 vaccination records, and test results. Taiwan joined the EU Digital COVID Certificate program at the end of 2021 and allowed citizens to apply for digital vaccination certificates and test certificates. This program was one of the first global standards developed. It was adopted by many states and was the first one to be applied in for international travel. Taiwan’s people can enter 64 countries, including EU member states, with such certificates. Electronic medical records and telemedicine Taiwan has been building health information infrastructure since 2010, such as the electronic medical records (EMR) exchange system. Since

May 2021, Taiwan has expanded its telemedicine services in healthcare institutions and included such services into NHI coverage as a means of reducing the risk of cluster infections at such institutions. Using the NHI MediCloud and EMR systems, zero-contact telemedicine allows medical personnel to obtain patients’ medical records and offer people in remote areas appropriate and comprehensive services, in turn helping to realize the World Health Organization (WHO) goal of health for all. Sugarcane Growers Receive Grafting Training Last week, the Ministry of Agriculture today provided technical training on grafting techniques to 30 farmers from the Northern Sugarcane Growers’ Association. The session took place at the Yo Creek Agriculture Station in Orange Walk. The objectives of the training were to: • impart basic knowledge and develop skills about propagating different types of plants by budding and grafting. • provide basic knowledge about tools and equipment and growing structures used in nurseries for plant production. • instill entrepreneurial skills of plant propagation as a means of income diversification. The session commenced with a discussion on the benefits of grafting, rootstock choice and scion wood selection and collection. Participants had an opportunity to replicate grafts, following a demonstration of grafting techniques used in fruit tree propagation. It is expected that participants will in turn share these techniques with others interested in this form of plant propagation. Barry Palacio, national fruit tree coordinator, plans to extend this workshop to groups in other districts in the near future.

economic growth through the precise use of technology, information transparency, strict border controls, and accurate screening and case investigation. However, with the worldwide spread of the Omicron variant since the end of 2021, community transmission also began to increase in Taiwan. The variant appears to be much more contagious but to cause mild or no symptoms. Trying to block the transmission of every single case would be a vain effort that would greatly affect people’s livelihoods. The government has therefore chosen to aim at eliminating severe cases, managing mild cases, minimizing overall impacts, and caring for moderate and severe cases since April 2022. This new Taiwan Model seeks to allow people to lead normal lives while active epidemic prevention measures remain in place and the country is steadily opening up. Strengthening people’s resilience With the introduction of rapid antigen test kits, Taiwan has shortened quarantines and reduced control measures, requiring confirmed cases to notify their close contacts to undergo home isolation and using electronic contact notification during the process. As the demand for rapid tests increases, the government has requisitioned a fixed amount and adopted a name-based rationing scheme, distributing tests to NHI-contracted pharmacies for the public to purchase using their NHI cards. Preserving healthcare capacity Taiwan has adopted a triage approach, having milder COVID-19 cases undergo home care and reserving hospital treatment for members of high-risk groups, such as moderate and severe cases and the elderly. During home care, people can access emergency medical consultations

through mobile apps. A network of pharmacists and community pharmacies has been put together to provide consultations and deliver medicines. As of the end of April 2022, about 80 percent of the people in Taiwan had received a primary series of the COVID-19 vaccine, while 60 percent had received a booster dose. Taiwan can help, and Taiwan is helping The world today continues to face challenges of the pandemic, vaccine supply, and the post pandemic recovery. Countries should work together and prepare for possible future pandemics. Taiwan is an indispensable partner in ensuring a successful post pandemic recovery. To contain the pandemic, Taiwan has continued to cooperate with other countries on the research and development of COVID-19 vaccines and drugs and has donated medical supplies, such as medical masks and medicines, to countries in need. This has demonstrated that Taiwan can help, and Taiwan is helping. The 75th World Health Assembly (WHA) will be held in May. For the past five years, Taiwan has not been invited to participate in the WHA. To ensure that Taiwan is not left behind and there is no coverage gap in global health, Taiwan seeks to participate in the WHA this year in a professional and pragmatic manner, so that it can make contributions as part of the global effort to realize WHO’s vision of a seamless global disease prevention network. We urge WHO and related parties to support Taiwan’s inclusion in WHO and allow it to fully participate in WHO meetings, mechanisms, and activities. Taiwan will continue to work with the rest of the world to ensure that all enjoy the fundamental human right to health as stipulated in the WHO Constitution. In the spirit of the United Nations’ 2030 Sustainable Development Goals, no one should be left behind.
