After trying to rationalize with the border officer, this border officer cuts the PM and the call. DISRESPECT to the max is the only explanation. But maybe it is not his fault...maybe the officer is used to getting his way. Is the officer expecting to get a handout to allow the flowers in? Why would he be upset that the Prime Minister of Belize is calling him? The people in love with efficiency, progress, entrepreneurship and transparency have been taken aback with the latest show of UDP crassness. This UDP crassness has been fed by the Master of Incompetence and Arrogance himself over 13 tempestuous years. Anyone who was NOT red and tried to get a government job after 2008 up to 2020 was met with a solid wall of rejections. This has led to many in the public service having a sense of entitlement. Rabid UDPs placed in government felt they owned the government and people who tried to access service had to pay extra for it. This is as the root of UDP corruption and yet engrained anti-PUP sabotage in the public service. Let us make it clear...the PM has constantly thanked the Public Service for helping Belize move ahead with the work of the people. But
there are some that will not let go of the strings that linked them to their puppet masters. This has led to what we call Barrowgance. They still feel untouchable because probably they have a contract. Some in the Public Service placed by Finnegan, Sista B and other Barrow children are holding on to dear corruption. They now and again rear their ugly heads in the Public Service and move beyond or hold on to Public Service regulation in super bad faith. When these persons are defended by the Public Service president you would think that this is all good. But if the president himself is known to be there due to a Gapi recommendation then what can you expect of him other than sabotage. He is not concerned with the flowers he was concerned only with get his UDP agenda out. Imagine Flowers taking about tone...he is always disrespectful. Always. In this Labour Day weekend, we would like to call on all workers to come in unison. Work for Belize...work for yourself...In a Belize the works for everyone, it means that we all work for Belizeans. The planBelize government is of the people, by the people and for the people. George Price and John Briceño will have it no other way...they serve the people. Join us...

Cabinet reviewed the submission by the Ministry of Agriculture, Food Security and Enterprise for an adjustment to the control price of 16-ounce sliced bread and to approve an increase of 50 percent on the wholesale price. Cabinet determined that no price increase will be allowed at this time. In addition, Cabinet instructed the Minister of Agriculture, Food Security and Enterprise to engage with the Association of Bakers to ensure other alternatives to minimize the possibility of drastic increases in the price of a 16-ounce pack of bread.

Cabinet gave its recommendation for the Ministry of Rural Transformation, Community Development, Labour and Local Government to introduce the Trade License Bill, 2022. The key element of the proposed bill reflects the guiding principles of reform consistent with government’s agenda to create an enabling and investor friendly business environment and to further empower village councils. Cabinet gave its approval for the Ministry of Tourism & Diaspora Relations to introduce legislation for a Hotel Amnesty Program for unregistered shortterm rental properties. This is to allow for the execution of a registration process for short-term rentals. Approval was granted by Cabinet for the Ministry of Tourism & Diaspora Relations to initiate a formal process of review of the current definitive agreement between government and Belize Island Holdings Limited to improve and facilitate the future growth and development of cruise tourism in Southern Belize. Cabinet gave its recommendation for the introduction of a US$25 million loan motion from the International Bank for Reconstruction and Development to provide assistance to implement a Climate Resilient and Sustainable Agriculture Project to be undertaken by the Ministry of Agriculture, Food Security and Enterprise with the assistance of the Social Investment Fund. This project will provide funding support to an estimated 7,300 beneficiaries, including more than 4,300 farm households or more than 17,800 individuals. Finally, Cabinet wishes all Belizean workers a safe and happy Labour Day.

Some ten years ago, this same association unilaterally raised the price of bread...the 16-ounce which is controlled. Already many of their
pieces of breads are out of reach of many people and now they pretend to make the price-controlled loaf unreachable to many more. Cabinet had to chime on and reject their request which in many corners of Belize had already been taken as gospel. But no can do...again the planBelize Cabinet had to side with the people of Belize.
Government of Belize High Level Delegation Meets with Multilateral Development Banks, U.S. Government Agencies and Canadian Government Officials At IMF/World Bank Spring Meetings in Washington, D.C. Belmopan. April 27, 2022. The Hon. Christopher Coye, Minister of State, Ministry of Finance, Economic Development and Investment led a high-level delegation of Belizean officials including Mr. Joseph Waight, Financial Secretary, Ministry of Finance, Mr. Kareem Michael, Governor, Central Bank of Belize, Dr. Osmond Martinez, Chief Executive Officer, Ministry of Economic Development, and Ambassador Lynn Young, Belize’s Ambassador to the USA and Canada, to Washington, D.C., between April 19-22, 2022, where they held a series of meetings with senior representatives from the International Monetary Fund (IMF), the World Bank (WB), the Inter-American Development Bank (IDB), the Millennium Challenge Corporation (MCC) and the U.S.’s Development Finance Corporation (DFC). The Belize delegation also met with senior representatives from the U.S. Treasury and the Office of Comptroller of Currency, and further held a bilateral meeting with the Canadian Government’s Minister of International Development, the Honourable Harjit S. Sajjan. At the invitation of the IMF, Minister Coye gave remarks on Belize’s experience and approach on pursuing fiscal consolidation while maintaining social cohesion at the IMF’s Western Hemisphere Director’s meeting of Caribbean Ministers of Finance and Central Bank Governors. Similarly, at the invitation of the World Bank, Minister Coye gave remarks on the acute challenges faced by the Caribbean at the World Bank Managing Director’s meeting of Caribbean Governors. The objectives of the mission were to: (i) build deeper relationships between Belize and its various multilateral and bilateral partners; (ii) update its partners on Belize’s experience and way forward; (iii) address ongoing challenges including correspondent banking relationships and financial de-risking; (iv) emphasize national priorities including education, MSME support, energy/electricity costs, poverty alleviation, climate
resiliency and debt sustainability; (v) discuss ongoing and pipeline projects and (vi) enlist further support of its partners, by way of financial and technical assistance, to address Government’s priorities and progress its Plan Belize initiatives. Belize’s delegation was well-received by all its multilateral who endorsed the stellar efforts of this administration and indicated their willingness to make available meaningful financial and technical resources in support of Belize’s sustainable economic and human development in numerous areas including education, digitization, renewable energy and carbon credits framework development. On behalf of the government and people of Belize, Minister Coye expressed his appreciation to our multilateral, bilateral and private sector partners for their continuing commitment to Belize.

EDITORIAL IT’S THE WALK NOT THE TALK THAT MATTERS
T
his last week was plagued by too many reports of abuse against women. These range from sexual abuse of minors to grotesque attacks with knives and there was unfortunately another life lost to repeated Gender-Based Violence. Too many of our women and girls are living under a cloud of oppression and abuse. According to statistics, a third of Belizean women, one in three, will suffer abuse during their lifetime. During her last tenure as Minister of Human Development, Minister Dolores Balderamos Garcia made ground-breaking strides in the legislature for the protection of women and children, not just in Belize but in the region. The priorities of the UDP clearly are not now, nor have they ever been, aligned with the protection and advancement of women in Belizean society. Such has clearly been demonstrated by the actions of their pseudo leadership and at their recent leadership convention. It was Benjamin Franklin who said that “well done is better than well said.” Prime Minister Hon. John Briceño has shown with concrete actions that he values the contributions of women. He has increased the number of women who serve as Chief Executive Officers in Ministries. Under his leadership, the Attorney General, the Solicitor General, the Director of Public Prosecutions, The Speaker of the House and the President of the Senate are all women. Women, and in particular single mothers are preferential beneficiaries of the affordable housing program across the entire country. The Briceño administration has championed multiple initiatives that target women-led entrepreneurship with incentives for micro, small and medium enterprises. Women in agriculture have also been beneficiaries of programs that encourage their participation and increase. The UDP and their flunkies bereft of any grievances to air have been hard at work stirring up some trouble. The fact is that most Belizeans are generally not satisfied with the quality of the services they receive from public officers. There are certain areas for example where service to customers is for the most part inefficient, tedious, and full of unnecessary bureaucracy. If we are painfully honest, most of us who stand in the long lines at Vital Statistics, Immigration, Lands and even some health services have felt anger, frustration, and impotence at these places. The administrations change, Ministers come and go but the public officers remain. There is complacency, a condescending attitude that some public officers assume when they realize that the laws that govern employment in the public service make them practically immune to disciplinary action, and dismissal. They rest easy knowing that our tax dollars assure them a full salary without the encumbrances of ever having to achieve targets for productivity, customer service, or even attendance. Some public servants take their biases to work just this week this was woefully on display as another frustrated customer stormed the Immigration Department in Belmopan. He can clearly be heard in the recording calling out the officer for having demeaned another person for being transexual. Public officers seem to forget that it takes time, and money for Belizeans to move around sometimes travelling many hours to visit these offices. If we can be honest for just a minute, many Belizeans feel that procedures and processes are often made more difficult by public officers trying to frustrate the public into making arrangements on the side. It is not at all surprising that the same people who fostered and encouraged this culture now stand tall to defend it. When the last Auditor General in her reports found many instances of the same “culture of corruption” or as we call it barrowgance it was not denounced, and it was not remedied. It was simply swept under the rug as so many other things were. The leaders of the public service have tried to paint themselves as the hapless victims of politicians, forced to commit heinous acts of corruption, or simply to look away. All of it in fear of reprisals and in fear of their jobs. Yet, they have been the same ones there through successive administrations, safely shielded by those public service laws which provide them a safety net. It is up to Belizeans to loudly voice their dissatisfaction and to remind the public officers that indeed they are there to serve the public. Their work is paid by taxes which are paid by every single Belizean, and we deserve service which is timely, efficient, and effective.

a semana pasada hubo demasiadas denuncias de abusos contra las mujeres. Estos van desde abusos sexuales a menores hasta grotescas agresiones con cuchillos, y desgraciadamente se perdió otra vida por la repetida violencia de género. Demasiadas de nuestras mujeres y niñas viven bajo una nube de opresión y abuso. Según las estadísticas, un tercio de las mujeres beliceñas, una de cada tres, sufrirá abusos a lo largo de su vida. Durante su último mandato como ministra de Desarrollo Humano, la ministra Dolores Balderamos García realizó avances pioneros en la legislatura para la protección de las mujeres y los niños, no sólo en Belice sino en la región. Está claro que las prioridades del UDP no están ahora, ni han estado nunca, alineadas con la protección y el progreso de las mujeres en la sociedad beliceña. Así lo han demostrado claramente las acciones de su pseudo liderazgo y en su reciente convención de liderazgo. Fue Benjamin Franklin quien dijo que “lo bien hecho es mejor que lo bien dicho”. El primer ministro, el Honorable John Briceño, ha demostrado con acciones concretas que valora las contribuciones de las mujeres. Ha aumentado el número de mujeres que ocupan puestos de dirección en los ministerios. Bajo su dirección, el Fiscal General, el Procurador General, el Director de la Fiscalía, el Presidente de la Cámara y el Presidente del Senado son todas mujeres. Las mujeres, y en particular las madres solteras, son beneficiarias preferentes del programa de viviendas asequibles en todo el país. El gobierno de Briceño ha defendido múltiples iniciativas dirigidas a la iniciativa empresarial de las mujeres con incentivos para las micro, pequeñas y medianas empresas. Las mujeres en la agricultura también han sido beneficiarias de programas que fomentan su participación y aumento. El UDP y sus lacayos, que no tienen ninguna queja que exponer, han estado trabajando duro para crear problemas. El hecho es que la mayoría de los beliceños no están generalmente satisfechos con la calidad de los servicios que reciben de los funcionarios públicos. Hay ciertas áreas, por ejemplo, en las que el servicio a los clientes es en su mayor parte ineficiente, tedioso y lleno de burocracia innecesaria. Seamos dolorosamente sinceros, la mayoría de los que hacemos las largas colas en el Registro Civil, Inmigración, Tierras e incluso en algunos servicios sanitarios hemos sentido rabia, frustración e impotencia en estos lugares. Las administraciones cambian, los ministros van y vienen, pero los funcionarios públicos permanecen. Existe una complacencia, una actitud condescendiente que algunos funcionarios públicos asumen cuando se dan cuenta de que las leyes que rigen el empleo en la administración pública les hacen prácticamente inmunes a las medidas disciplinarias y al despido. Están tranquilos sabiendo que el dinero de nuestros impuestos les asegura un sueldo íntegro sin los gravámenes de tener que alcanzar nunca los objetivos de productividad, servicio al cliente o incluso asistencia. Algunos funcionarios públicos se toman sus prejuicios al trabajo, y esta semana esto se puso de manifiesto cuando otro cliente frustrado irrumpió en el Departamento de Inmigración de Belmopan. En la grabación se le puede escuchar claramente gritando al funcionario por haber degradado a otra persona por ser transexual. Los funcionarios públicos parecen olvidar que a los beliceños les cuesta tiempo y dinero desplazarse, a veces viajando muchas horas para visitar estas oficinas. Si podemos ser honestos por un minuto, muchos beliceños sienten que los procedimientos y procesos son a menudo más difíciles por los funcionarios públicos que tratan de frustrar al público para que participen em movidas chuecas. No es en absoluto sorprendente que las mismas personas que fomentaron y alentaron esta cultura se alcen ahora para defenderla. Cuando la última auditora general demostró en sus informes muchos casos de esta “cultura de la corrupción” o, como la llamamos, de la Barrowgancia, no se denunció ni se puso remedio. Simplemente se barrió debajo de la alfombra como tantas otras cosas. Los dirigentes del servicio público han intentado pintarse a sí mismos como las desventuradas víctimas de los políticos, obligados a cometer atroces actos de corrupción, o simplemente a mirar hacia otro lado. Todo ello por miedo a las represalias y por temor a sus puestos de trabajo. Sin embargo, han sido los mismos a lo largo de las sucesivas administraciones, protegidos por las leyes del servicio público que les proporcionan una red de seguridad. Corresponde a los beliceños expresar en voz alta su descontento y recordar a los funcionarios públicos que, en efecto, están ahí para servir al público. Su trabajo se paga con los impuestos que pagan todos y cada uno de los beliceños, y nos merecemos un servicio puntual, eficiente y eficaz.

THE NATIONAL WOMEN’S COMMISSION OUTRAGED OVER SPATE OF GENDER-BASED VIOLENCE The National Women’s Commission (NWC) strongly condemns a series of vicious Gender-Based Violence (GBV) incidents that have occurred in Belize over the last few weeks, one which resulted in the death of Ms. Tracy Thompson. Violence against women remains devastatingly persistent and starts alarmingly young, shows new data from WHO and partners. Across their lifetime, 1 in 3 women, around 736 million worldwide, are subjected to physical or sexual violence by an intimate partner or sexual violence from a non-partner – a number that has remained largely unchanged over the past decade. The National Women’s Commission as the advisory body of the Government of Belize on gender equality, equity, and women’s empowerment, continues to advocate for programs that not only engage and empower women but also engage and rehabilitate perpetrators of violence against women. To address violence against women, there’s an urgent need
to reduce stigma around this issue. The National Women’s Commission will continue to: • Increase awareness and educational campaigns on how to get help • Re-socialize the Gender-based Referral Pathway for GBV frontline responders which facilitates primary duty bearers and specialized actors with information on how to respond to GBV incidents, guide the survivors of GBV around the range of services that are available for them across the country, and supports in conducting survivor-centered referrals. It supports coordination among service providers to meet the needs of survivors because they can use it to advocate for survivor’s access to services, monitor service delivery, and follow up with survivors, through the GBV case management process • Continue our educational intervention program to challenge discriminatory attitudes and beliefs NWC calls on the authorities to exercise a ZERO tolerance approach to violence against women in light of Belize’s ratification on November
25, 1996, of the Inter-American Convention on the Prevention, Punishment and Eradication of
Violence against Women “Convention of Belem Do Para”. The Convention states that violence against women is any act or conduct, based on gender, which causes death or physical, sexual, or psychological harm or suffering to women, whether in the public or the private sphere.”

Since taking office our government has been focused on righting the ship of state. It has not been easy, but together with Belizeans countrywide our economic rescue plan has been successful enough that we can now begin to focus on our recovery. Recovery is important because it means that we are able to create a better environment for meaningful economic growth. An economy that is growing means more opportunity to create jobs. Already we have put most of our workers, who lost employment due to the COVID-19 pandemic and the recession brought on by the last Barrow UDP Government’s incompetence, back to work. This can be appreciated in the unemployment statistics reported by the SIB which was reduced from 19 percent in 2020 to 8.5 percent in 2022. We know that this is still too high a figure, and we will continue to work with the private sector to create the enabling environment for new and better paying jobs. Our efforts to get Belizeans back to work and our plan for more job creation will continue to be successful because we believe in the Belizean worker whose talents are unlimited. We also believe in Belizean ingenuity; therefore, government is working hard with the private sector to encourage new areas of work that are in line with our development priorities. Last November, when we launched the successful investment summit under the theme “Belize: Open for Business” there were numerous discussions on new growth in small and medium size businesses. We recognize that in Belize there is great need for real focus on entrepreneurship and we are aware that one of the great impediments to business growth and expansion in Belize is ICT. For this reason, government is doing its part to improve e-governance to ensure that we make starting a business in Belize easier where the services of government are accessible and available to everyone. From this successful Investment Summit, we are advancing new business opportunities to attract new investments in various sectors including services, agriculture, energy, light manufacturing, and the blue economy. Business growth and development equals job creation, one of the key goals set by my administration and laid out in #PlanBelize. Indeed, government understands that integral to our success is the protection of the rights of workers, for this reason we remain committed to improving relations with the NTUCB, the umbrella organization that includes all unions in Belize. Since taking office, we have maintained a respectful partnership between Government and the Unions. We are grateful for their cooperation and look forward to the 1st of July when the salaries of our Public Officers and Teachers will be restored. The sacrifice of our Public Officers and Teachers, to agree to a 10 percent salary reduction, was critical to the rescue of our nation from economic collapse. Together we will work to accelerate the recovery and get on with the work of building Belize. As we celebrate Labor Day, my administration is convinced that the centerpiece of any recovery must be ensuring that our Belizean workers are earning a living wage in careers that will help them to build strong families. We will work hard every day to achieve this just objective. This is our firm commitment to the workers of Belize as we proclaim, Happy Labour Day!

Habet Inaugurate Risk Management Excellence In OW At Last, the National Fire Service Gets Much-needed Infrastructure and Equipment On Saturday, Prime Minister, John Briceño and Minister of Disaster Risk Management, Hon. Orlando Habet re-dedicated an upgraded fire station in Orange Walk Town, complete with a recently acquired fire truck from the Calgary Fire Service in Canada. Thereafter, they broke ground for a new fire station facility in Trial Farm Village. The accomplishment for Orange Walk represents just one part of the government’s plan to upgrade the entire firefighting system countrywide...Delivering on planBelize The Spartan brand fire truck is capable of holding 1200 gallons of water and is equipped with 1500 feet of hose. Though not a brand-new truck, it is said to be in far better condition than the Carmichael brand one it replaces that was so old that it could not drive in reverse mode. In his welcome address, CEO at the Ministry, Dr Kenrick Williams noted that the current government has been working to fix the sheer abandonment that has taken place within the National Fire Service over the years. “We’ve been working on a lot of the intangibles. These firemen have been neglected for years in terms of their working conditions, in terms of their employment. We haven’t had a promotion for years in the fire service,” Williams said. “In Toledo, I’ll tell you, I don’t know how they have been surviving in that area but the entire structure is full of woodlice, all though the concrete building - the blocks - they can’t even plug in an electrical cord because it is full of woodlice, so what we’re doing there is possibly having to relocate because the area is really in a bad condition,” the Minister in charge of that portfolio, Hon. Orlando Habet added to the CEO’s remarks. Prime Minister, Hon. John Briceño who spoke next as the Keynote Speaker described the state of affairs that they met in the fire service as “shameful.” The Orange Walk and Punta Gorda facilities were deemed to be in the most deplorable shape. The roof of the fire station in Orange Walk was inhabited by rat bats, the ceiling in the bay area was falling in and the electrical supply was unsafe. “It is unfortunate that the government at the time did not show that appreciation by doing the small things. Yes, you’d like the latest equipment, the most modern fire truck, but at the very least you need the basics - that you have a decent roof, that you have your amenities, a TV, a refrigerator, a microwave, or that the electrical system is safe - these are the basic things that you all have been asking for and it is unfortunate that the previous government blew away a billion dollars plus - $600 million from the petroleum that we sold and that money has gone, and they got about $500 million from PetroCaribe and that
money was squandered. There were parties and the famous tacos fest. A lot of that money was just squandered for them to try to get re-elected but yet they forgot to get the basic necessities that our people require and deserve. The fire service is an example of that neglect. ... And we’re trying to see how we can fix as much as we can as fast as we possibly can. ... We knew we had to improve the morale of the firemen and women,” asserted PM Briceño. Another part of the improvement includes installing new fire hydrants at strategic points across the country where the fire trucks will be able to easily access them to fight fires. Already, 35 new hydrants have been placed in Orange Walk. The Prime Minister congratulated this group of frontline workers - the firemen and women - for never giving up on carrying out their tasks, working under the sub-human conditions that they have endured for well over a decade. Minister Habet explained that the first thing the PUP had to do when they got in office was to conduct a complete review of all the departments and units and one of the ones
that serious focus was placed on was the National Fire Service. “Most of our fire stations were in a deplorable condition. And that is why we also discussed this in Cabinet also - and then subsequently at the House of Representatives, we found out that the fire station headquarters in Belize City had been sold during the time of the previous administration without having an alternative for our Fire Department to have a headquarters, and of course, not only the headquarters as a building but also the firemen, the important people who drive this department forward,” said Hon. Habet. He explained that the decision was taken to, instead of building a national headquarters, construct more fire stations for ease of access around the various municipalities. “We decided, with the support of Cabinet that we will construct six new fire stations and refurbish seven existing fire stations throughout the country, thereby encompassing the entire fire department. And not only that but we’ll also, with some of the monies, be able to buy one or two vehicles and some equipment for the fire stations, refrigerators, microwaves, and

2022 other little amenities,” the Minister continued. He mentioned in collaboration with the United States Government, new fire stations will be constructed in San Ignacio, Corozal, and Dangriga. In instances where there are smaller fire stations, the fire trucks that are replaced at the bigger stations are then deployed to the smaller ones in the government’s effort to upgrade and improve the facilities across the country, including the villages, with the limited funds it has. In the short 17 months that the PUP has been in office, despite the dismal state of affairs it inherited and also in the midst of fighting the deadly COVID pandemic and having to prioritize spending on the dilapidated healthcare system, it managed to allocate $3 million to invest in the country’s firefighting network. The government has acquired three fire trucks thus far. One will be assigned to Belize City and the other to San Ignacio. The Ministry of Sustainable Development, Climate Change & Disaster Risk Management like other planBelize Ministries are pushing forward as far as possible from the dark days of 2008-2020.

Con homenaje a José Martí, inicia visita a Cuba premier de Belice. A su arribo al capitalino aeropuerto internacional José Martí, el también titular de Finanzas, Desarrollo Económico e Inversiones de ese país caribeño fue recibido por la viceministra de Relaciones Exteriores Anayansi Rodríguez. En declaraciones a la prensa, el jefe de Gobierno expresó satisfacción de regresar a Cuba, país que calificó como un importante aliado de Belice. Afirmó, asimismo, que esta visita permitirá fortalecer los lazos bilaterales y concertar acuerdos en ma-teria de salud y en otras áreas, además de discutir importantes temas de la región. La Habana y Belmopán mantienen estrechos vínculos de cooperación desde el establecimiento de sus relaciones diplomáticas, el 15 de julio de 1995, pero desde 1990 prestaron servicios en esa nación más de mil especialistas cubanos en diferentes áreas. Actualmente laboran allí 122 profesionales de la esfera sanitaria y del deporte, y estudian en la isla mayor de las Antillas 54 becarios de Belice. Las dos naciones llevaron a cabo también proyectos en sectores de la cultura,
preservación del medio ambiente, industria azucarera, pesca, construcción y turismo. Belice mantiene su posición de rechazo al bloqueo económico, comercial y financiero de los Estados Unidos contra Cuba y ha solicitado en múltiples ocasiones su levantamiento. Prime Minister Briceño to Co-host Second Global COVID-19 Summit Prime Minister of Belize Hon. John Briceño, in his capacity as Chair of CARICOM, will co-host the Second Global COVID-19 Summit. The summit will be held virtually on May 12, 2022. Joining the Prime Minister as co-chair will be the United States as first COVID Summit Chair; Germany, holding the G7 Presidency; Indonesia, holding the G20 Presidency; and Senegal as African Union Chair. The summit will have three main themes:
Vaccinate the World, Save Lives Now, and Build Better Health Security.
The objectives of the summit are to redouble collective efforts to end the acute phase of the COVID-19 pandemic, and to prepare for future variants, pandemics, and other health threats. The summit will seek to galvanize commitments and actions from governments, NGOs, philanthropists, and the private sector to achieve these objectives. A primary goal of the summit is to make accessible and administer vaccinations, testing and treatments to mitigate the impacts of COVID-19 and protect those at the highest risk as well as to work toward strengthening public health systems to prepare for future health threats. Prime Minister Briceño looks forward to a successful summit that will contribute to the international effort in the fight against COVID-19 and to advance global pandemic preparedness.

The Ministry of Blue Economy and Civil Aviation and the Belize Fisheries Department welcome visitors from Cuba, The Bahamas, and the United States on the first day of a 5-day recreational fisheries exchange hosted in partnership with the non-profit organization, Environmental Defense Fund (EDF). The learning exchange aims to build a community of practice and share knowledge about conservation, sustainable fisheries management, and preparing for climate change. Participants include more than 20 fishing guides, scientists, and resource managers from Cuba, The Bahamas, Belize, and the USA. This exchange builds upon a previous exchange hosted in Belize in 2018 and will help to strengthen the relationship between Belize, Cuba, and The Bahamas. Recreational fisheries are an important part of a sustainable blue economy in Belize and throughout the Caribbean. Before the pandemic, fly fishing and guiding in Belize provided over $100 million to the national economy each year. Working together can ensure that those opportunities return while also improving conservation to ensure that future generations have the same access to the livelihoods and cultural benefits of sustainable recreational fisheries.

THINK ABOUT IT AN OUTRAGEOUS DISRESPECT It is a monumental revelation, not fully understood in the transient daily news cycle which thrives on sensational matters and crowded with other issues of media interest. In a brief interview with the Prime Minister on whether there was favouritism, nepotism or politicalism relating to a female who imports roses through the Corozal/Chetumal border, the information came out. None other than the Prime Minister of our country pressed for time during a scheduled meeting, was called by Minister Jose Mai over the roses issue. The items were being delayed at the border and in their delicate state would wither and be of no commercial value. Ordinarily, the Prime Minister would direct his Chief Executive Officer, or the Cabinet Secretary or the Financial Secretary. As the issue appeared relatively straight forward, the Prime Minister spoke by phone directly to the public officer at the Corozal border department. In a shocking revelation, the Prime Minister said the public officer was rude and had set down or shut down the phone call. In other words, the Prime Minister had his phone call aborted by a public officer who no longer wished to speak to him. This cannot be. Before we proceed, we wish to call on the President of the Public Service Union to roundly condemn any such action by a public officer. This is a serious matter. NO PUBLIC OFFICER can abort or cut short any face to face conversation or any telephone call by a Minister of Government or members of the public. So long as a public office is not being bullied, sexually harassed, threatened or being cursed, it is his paid duty to listen and respond to all request for information or advice as to where next to seek assistance. His conduct is to be respectful and helpful. We are appalled at the very thought that public officers would and could do such an act. It cannot be countenanced. It must not be allowed. Before we proceed let us make this observation. The public service and the public officers who operate that machinery has had their status, their image and the quality of their work eroded over the years. Public officers are no longer our public servants. Too many serve other interests, financial, political, personal, family and friends. The interest of the public seems to be at the bottom of the totem pole. The public are not happy with the public service. It is not too far behind that the political directorate will follow the public’s view of public officers. Working anywhere in the public service is no longer the vaunted profession it used to be. It has been ballooning into a vast, bloated bureaucracy in need of a liposuction, botox, breast and buttocks cosmetic surgery. It needs to be attractive again to be respected and held in high esteem. Fortunately, or perhaps unfortunately, the public services a crucial part of the government structure. It is the public service which runs the country from day to day. They do so by delivering service to all citizens. They serve all of us by faithfully adhering to the Oath of Allegiance in Schedule 3 of the Constitution, revised in 2001:“true faith and allegiance to Belize, and will uphold the Constitution and the law, and that I will conscientiously, impartially and to the best of my ability discharge my duties---------and do right to all manner of people without fear or favour, affection or ill will. So, help me God.” This is not an Oath to be taken lightly. Witnesses in a Court of law swear to tell the truth. If found to have lied under oath, they face criminal charges of perjury and perverting the course of justice. Sanctions must be in place for public officers who violate their sacred oath of office. Public Officers are employees of our nation. Paid by the public to serve the people. They do not work for politicians. The Constitution, from Section 105 onwards establish their important place as being professional workers insulated from the hurly burly of party politics. Governments come and go, the public service is a permanent anchor which keeps the ship of state firmly moored. Ministers and Cabinet formulate policies and submit draft laws to the National Assembly. It is public officers who implement these as they conduct their daily chores in their Departments and Ministries. There are strict laws governing how public officers manage and handle vehicles, equipment and all public property. The law is called the Stores Orders. There are strict laws which govern all public monies. It is called the Financial Orders. There are strict laws governing the conduct of public officers. Their employment, training, salaries, promotions and discipline. It is called The Public Service Regulations. The vast majority of public officers are good, decent, honest workers. The quality of their work output and job ethics depend on the quality of their supervisors and managers. Heads of Departments, their deputies and senior staff carry a heavy responsibility to be leaders and doers, motivated to inspire the best from their staff. The same applies to Chief Executive Officers. Belize and its citizens deserve a better public service. Can you read that sentence again – we deserve better.
Nuff said. CLINTON “PELE” HERNANDEZ A giant has left our land. Dangriga will be hard pressed to produce another person like the one and only Pele. Clinton “Pele” Hernandez was always a jovial gentleman and a helpful, wonderful human being. A friend to all, a foe to few. He passed away suddenly a week ago, fighting several heart attacks at the hospital. To be truthful we have never met or come across anyone quite like Pele. At his funeral, a crowd of three hundred in the open lot outside his residence, mourners heard of his illustrious life, upbringing and careers. Dr. Locksley Munroe detailed a life of service, the footballer, the sports organizer, the man who helped introduce local radio to Dangriga. The man whose door was never closed – to friends and strangers alike. The man who for all his adult life helped everyone who sought his assistance. Pele was, among man titles and duties, a Commissioner of the Supreme Court. He in fact held brief for the activist and attorney-at-law. Pele made legal history as well. At the University of the West Indies law program, the names Clinton Hernandez and Said Musa are cited as the celebrated Supreme Court case which laid down a new law for Belize. It is their challenge that brought about the right of every accused to be given Disclosure of all statements and facts to be used in a trial. This decision followed the sensational criminal charges brought by the UDP government in 1993 when two UDP Ministers were enticed to cross over to the PUP in the National Assembly. Only Pele could have been entrusted with the explosive, and dangerous negotiations which would have reduced the UDP razor thin majority in the house of Representatives and change government from red to blue. Only Pele. At the grave site, friends and family sang those lovely Christian hymns – “Last Mile Of The Way”, “From The Grave He Arose”, “It Is Well With My Soul”, and “Amazing Grace” and many more as they stayed and sang for hours in memory of a man who earned and deserved every word of praise, tribute and the multitude of adulation. To Pele Clinton, Jr. the other children and family our sincere condolences as you grapple with the departure of such a giant of a man. Clinton came into this world on 2nd February, 1958.

Minister and Minister of State for Youth, Sports, and Transport Working visit to Punta Gorda Town On Friday April 22 Hon. Rodwell Ferguson Minister of Youth, Sports, and Transport and Hon. Gilroy Usher Minister of State in the Ministry in the company of their senior managers held very fruitful meetings in Punta Gorda Town to address the concerns of the residents of the Toledo district. The first meeting was held with the bus operators of the Toledo District at the Punta Gorda Town Council. The event had the participation of Mr. Charles Selgado Mayor of Punta Gorda Town, Mr Malcom Galvez Deputy Mayor of Punta Gorda Town, Hon. Michael Espat Minister of State and Area Representative for Toledo East, and Hon. Oscar Requena Minister and Area Representative for Toledo West and others. A very productive discussion with held with the Toledo staff of the Department of Youth Services. The third stop was at the National Sports Council (NSC). Mr. Michael “Chips” Norales, District Coordinator for the NSC, gave the delegation a tour of the facility followed by a meeting with the staff. The final visit included a tour of Transport Department. Following the tour a very healthy discussion was held with the staff of the department.

Background of programme: The Government of Belize (GOB), through a financing agreement with the International Fund for Agricultural Development (IFAD) and Green Climate Fund (GCF), has embarked on a six-year Programme, Resilient Rural Belize (RRB), which aims to minimize the impacts of climatic and economic events on smallholder farmers while supporting sustainable market access for their produce. The programme will help farmers employ climate resilient agricultural practices and technologies; integrate profitable smallholder participation into the development of select vegetables, fruits, and honey value chains; and support smallholder production capacity through investments in public and private climate resilient infrastructure and in the strengthening of smallholder farmer Producers’ Organizations and relevant GOB Departments. Background of the assignment: The programme aims to provide investments and interventions to a minimum of 30 producer organizations, which are distributed all over the country. However, the participation of women and youth as full members of the POs has been limited, which restrains their access to decision making and key program investments. This scenario does not enable both women and youth to participate in and benefit from profitable economic activities and program benefits. It is key for the success of the programme that each PO understands the benefits of allowing new members and move towards gender equality and women empowerment and participation. The Resilient Rural Belize Programme is committed to mainstreaming gender equality and social inclusion (GESI), to ensure that young people, women and men have equal access to, and control over, resources for development, benefits, and decision-making at all stages of development processes, projects, programs, and policies within the agriculture sector. Deliverables: The Individual Consultant shall provide the following deliverables: a) An Inception report, which will include the consultancy approach, training methodology and workplan, the draft of the proposed GESI capacity building programme for the different groups (PMU staff and CSAEO, POs and DOC/MOA staff) and an outline of the training sessions. b) A training completion report for each group, which shall include the presentations and training methodologies used, attendance register, photographs, issues identified during training and the commitments made by the different groups trained, as well as recommendations for future training (electronic and one original). c) Develop a small booklet or handout (not a training manual) to share with the POs and Implementing partners on gender equality, women empowerment and social inclusion with specific reference to ways for promoting these in RRB intervention. The booklet should also list the specific opportunities/affirmative actions that the Programme provides for these vulnerable groups. 2022 BCCI Congratulates the GOB on the establishment of Task Force April 28th, 2022 - The Belize Chamber of Commerce and Industry (BCCI) congratulates the Government of Belize for engaging the United Nation’s Economic Commission for Latin America and the Caribbean (ECLAC) to carry out a computable general equilibrium analysis (CGE) to assist Belize to examine the likely impacts of a Belize-Mexico Free Trade Agreement (FTA) on all economic agents, including firms, consumers, workers, and more. The BCCI commends the Government for the naming of an Interagency Task Force to conduct an Economic Impact Assessment of a Belize-Mexico Free Trade Agreement. The BCCI is appreciative of having a representative on this task force and views it as a testament to the commitment of the government to keeping the BCCI involved as partners in this process. The Pink Quetzal Cabal
On January 21st we remembered the 57th anniversary of the notorious invasion of Belize by Luis Francisco Sagastume Ortiz an ex-candidate of the Guatemalan Congress and his posse of sixteen armed with his cache of four rifles, three pistols, and one sixteen gauge shotgun. The invaders(1962) walked four kilometers from Poptun, Peten in Guatemalan territory to Pueblo Viejo, Toledo British Honduras. In Pueblo Viejo is where they burned the British flag and hoisted the Guatemalan flag. They continued on their way to San Antonio. Sagastume Ortiz would later recount that his accomplices went in search of food and supplies and that the natives took this opportunity to warn the police at San Antonio of the events unfolding. Determined to take the town of Punta Gorda the invaders kept marching on and were met there by the British forces who were waiting on them with machine guns. After a short shoot out the invaders surrendered to the superior forces and the uprising was quelled. It is an interesting enough story; at the time it caught the interest of both the Des Moines Register in Iowa as well as the Standard Speaker from Hazelton Pennsylvania. Even more fascinating, however, is that among those who accompanied Sagastume was a young Belizean born and bred in Benque Viejo Del Carmen, Gustavo Rosado. Both Sagastume and Rosado were caught, found guilty and sentenced to ten years of hard labor in prison. They eventually served only eight months of that prison sentence after sending letters of apology and begging leniency from the courts. Sagastume was expelled from the country and declared persona non grata. Belizean-born Rosado was simply
released. The last that was heard from Rosado was that he relocated to Guatemala City on 10th February 1972 about ten years after the failed invasion as reported by the Guatemalan Prensa Libre. Some weeks ago(of said anniversary), the PM(Barrow) was asked by the media if there was a cabal forming in order to place his favorite as leader of the UDP. The PM claimed (at the time) to know nothing of the sort and rejected any such notion. PM might have told the truth. His dotage and infirmity have made him unaware of a cabal formed over time and circumstance through friendship and familial ties. The West meeting the North and forming an alliance of sorts. Consider that Margarito Gapy Vega, Erwin Contreras, Pablo Marin and Rene Montero are all related by marriage. Their spouses all come from the very same Rosado family in Benque Viejo Del Carmen and are related to the infamous Gustavo Rosado. The very same Gustavo Rosado whose intention was that British Honduras, now Belize, would revert to Guatemalan rule. It will also surprise Belizean patriots to know that his Excellency Alexis Rosado, Belizean Ambassador to Guatemala(at that time, before November 2020) and a prominent leader in the negotiations in the Belize-Guatemala territorial dispute, is the nephew of the very same Gustavo Rosado who for all intents and purposes invaded our country. Even a high-ranking member of the Judiciary is married into the Rosado family. Are these mere coincidences? Are these machinations a part of a wider plot? Already there are vast tracts of land that have come under the control of this one family. They have garnered tremendous influence in several important government ministries and are even deeply and widely involved even

in our diplomatic affairs as several of the minister’s children are posted as foreign officers in the Ministry of Foreign Affairs(during the Barrow Admin-
istration). Could it be that the Pink Quetzal Cabal formed under the very nose of the Red Puppet Master without him being the wiser? Certainly, as a block, those votes would be the deciding factor for the election of the next Red party leader. (Reprinted from Belize Times February 24, 2019 issue)

GREAT EVENTS THAT SHAPED BELIZE… By Ricardo Moguel Rosado History is not about accumulation of facts but how to use the lessons of the past to make decisions in the present to plan for a better future. History is not the story of anonymous social and economic movements. History is made by great individuals, great ideas, and great events that are propelled by these individuals and ideas. Events had consequences that still reverberate with us today. Ideas make political history such as the Bolshevik, Chinese and Cuban Revolution. Political history shape art and literature. Great individuals shape history, but the political and intellectual climate must be right. Untimely reformers tend to be burned at the stake. The world changes each day. Today there is a new normal. Technology goes hand in hand with intellectual currents in shaping political events. History of Belize is multifaceted. Most of our institutional history was formulated by the so called Baymen to fit a particular agenda. Books and academia claim that the Yucatec Maya came to Belize from Yucatan. This is partially true but the bulk of the Maya were already in Belize living in the Yalbac Hills and surrounding area for 4,000 years. To accept the fact that the Maya came from Yucatan denotes that there was nobody
here and justifies the massive land theft the British did of Maya land in Belize by claiming Terra Nullius, nobody’s land. And, that is how the British came to own all Belize’s land. Thus, the fact that the Maya were in the jungles did not matter to them. The Maya had excellent land management practices and protected the jungles. The British tried to exterminate them. But, the British are gone and the Maya are still here. Part of our history, the history of the Hispanic and Maya descendants of the refugees who fled Yucatan during the Caste War that began in 1847 into what is now Belize, was not shaped by a single individual but by a great event. The Caste War, the most important indigenous revolt of the Americas, was a social movement catapulted by greed and exploitation of the indigenous Maya by descendants of Europeans. This was a movement of people and has specific names such as Jacinto Patt and Cecilio Chi. The war has a Hispanic and Mayan face. Five generations ago our great-great grandfathers walked the jungles of Yucatan to pour into British Honduras. The year 1847 was the magic date this movement started but it stretched throughout the rest of the century as the Caste War devastated Yucatan. Four generations of our people have been born in Belize and we are part of the landscape as the Mesoamerican jungles or the Maya mountains or the Caribbean Sea, We are Belize.

DISSOLUTION OF VILLAGE COUNCILS WHEREAS, Section 10 (1) of the Village Councils Act Chapter 88 of the Laws of Belize, Revised Edition 2020, provides that the Elections and Boundaries Commission shall, at least seven days before any general election of members of the council becomes due under the provisions of this Act or any regulations made there under, dissolve that council, by Order published in the Gazette and on the radio; AND WHEREAS, the general election of members of those Village Councils set out in the Schedule hereto becomes due on the 29th May 5th June and 12th June 2022.
