It is interesting, seeing as how every year PM Barrow’s wife hosts events in which she takes to the podium and encourages women who are victims of violence to speak out, to report their abusers, to end the silence and hopefully end the violence. The Court documents of Faber’s divorce, public information now that judgment has been delivered, is a nightmarish narration of abuse suffered at the hands of the UDP’s Deputy Leader. “I can state countless instances of abuse and violence inflicted upon me by the respondent, including smashing of my car’s windshield, punching me in the face and many others…,” stated the former wife of Faber. “During the marriage the Respondent (Faber) demonstrated an unpredictable and ungovernable temper. He became hostile and violent toward the Petitioner…,” the Court documents revealed. “The Respondent (Faber) has treated the Petitioner with persistent emotional and physical cruelty,” it went on, detailing one instance when he attacked her with a knife, and another where he stoned her with perfume bottles. It is not the first time that Faber has been accused of beating a woman. In September of 2014, he threw a party for his girlfriend, an employee at the Ministry of Education. That night of partying led to him apparently flying into a jealous rage. After she claims she was punched in the face twice and dragged out of a room by her hair, the girlfriend went so far as to make a report to the Ladyville Police, before deciding that she would not press charges. But the report is on record. In a culture where domestic violence is prevalent, often with tragically fatal consequences, one would think that the evidence against the man who wants to be the leader of the country is damning. But rather than deal with the issue, the Prime Minister is offended that it was not kept private. And as we go to press, there is confirmation that Patrick Faber has threatened to boycott media houses which air an ad showing the evidence against him. But try as he might, Faber cannot at this point quell the damage done to him by his own actions. Already there is talk from within the UDP that he would not make a suitable leader for the Party and that his political aspirations have been voided. At the Belize Times, we wish the Deputy Prime Minister no ill will, but we cry no tears for his demise. We’ll save those tears for the victims who suffered at his hands.

What is the UDP Hiding? Wednesday, 17 May 2017 Both the People’s United Party and the Belize NationalTeacher’s Union have come out swinging at the Prime Minister’s assertion that elected representatives are not legally obligated to produce their financial statements to the Integrity Commission for the past five years. Barrow has stated that the Integrity Commission, in which he appoints the Chair and a clear majority, does not have the authority to determine that it will scrutinize the financials of his Ministers and elected representatives since 2011. Instead, he says, they will only look at the declaration of assets and liabilities for the past year. It is no surprise that the Prime Minister is seeking to protect his Ministers. Many of them, like Anthony ‘Boots’ Martinez, could not possibly (at least legally) account for the sudden wealth they have accumulated while in office. Opposition Leader John Briceño spoke about the matter of national importance on adjournment at the House of Representatives last Friday but the Prime Minister and his senior minister Michael Finnegan jumped up to shut him down. Briceño questioned why the recently appointed Integrity Commission reversed a decision to have members of the National Assembly file their declarations for five years as they originally requested shortly after being constituted this time around. Despite PM Barrow’s attempts to derail Briceño when he was reminding him about sharpening his corruption machete,

Briceño stated, “we have to be concerned Madam Speaker…we heard the Cabinet had a heated discussion about why it is that they have to furnish all their—” and again, the Prime Minister interjected to ask if it is for them to question the decision of the Integrity Commission. However, the Speaker allowed Briceño to continue. He noted that because the Commission was inactive since 2009 its work was not being done but “the people of this country have every right to know the assets that have been acquired by the members of the House. We on this side are not controlling the Government purse. It’s that side. So it is important for them to show what it is that they had in 2008 and what is it that they have today and to explain how is it that many of them have become millionaires over the past 9 years.” Briceño later responded to Finnegan: “it has nothing to do about politics. It has to do with putting the feet of the UDP Government to the fire. Figueroa was admitted to the PG Hospital and is listed in a stable condition. Police say that the motive is suspected to be jealous and have launched a manhunt for Lino. Martinez was the son of former UDP Minister Eden Martinez.

He instead explained that based on the law, the Integrity Commission has no legal authority to require the filings retrospectively for years when there was no Integrity Commission. Besides, he said, it would be difficult to recollect enough to answer truthfully half of the questions on the forms. On Tuesday May 16th, Briceño referred to the law to indicate that the Commission can review filings of up to five years and does not have the authority to tell representatives not to file. Briceño says the PUP area representatives have filed their reports since 2011 and some are currently working on completing their filing for 2016. As to the Prime Minister’s refusal to answer for the UDP area representatives, Briceño stated, “I dare say he knows. That is why he does not want to answer and that he would be very embarrassed to be able to say why his ministers are refusing to file.” The People’s United Party is reviewing its legal options on taking the matter to Court. For its part, the Belize National Teachers’ Union has also condemned the “proposal of the Integrity Commission to waive the submission, by elected persons, of their records for the past five years and only to accept submissions for the past year.” The Union reiterates that this issue speaks to one of its 8 demands during the BNTU’s October 2016 strike and they “did not request the implementation of a ‘rubber stamp’ commission but one that would be transparent, accountable, credible and of integrity.

Coast Guard Vessels Used as Bandits Shuttles

Wednesday, May 17, 2017 The Belize Times has been able to confirm that on multiple occasions, vessels operated by the Belize National Coast Guard, as well as Coast Guard personnel, have been used as private escort to the Belmopan Bandits. The Bandits organization which includes a football, basketball and softball team, is owned by the Minister of Defence with responsibility for the Coast Guard, John Saldivar. According to multiple sources, as many as three vessels at a time have been used to transport team members, management, family members, friends and team groupies to San Pedro when the Bandits play away games there. This is a shameless abuse of power by the Minister of Defence, who was placed in that position when he lost control of the Ministry of National Security because of a very questionable and ultra-cozy relationship with accused kidnapper and killer William Danny Mason. A highly placed Coast Guard source told the Belize Times today that the use of the vessels and personnel to escort an organization privately owned by the Minister of Defence is highly unusual and definitely not standard operating procedure. The vessels, most of them donated by the US, are designed to be used in maritime operations, including ongoing patrols in the open seas, anti-narcotics efforts and search and rescue missions. Certainly, these donations were never intended for use as private escort for the Minister of Defence and his private interest. Our investigation shows that the larger vessels, Boston Whalers, can use as much as 200 gallons of fuel on one of these escort trips, while smaller vessels use 100 gallons. That translates to thousands of dollars wasted at the whim of Minister John Saldivar for each trip. Additionally, the Coast Guard, like all law enforcement bodies in the country, is strapped for equipment and resources including fuel, and we are told that it must appeal to the US regularly for assistance to purchase fuel. Yet, the Minister feels quite comfortable using these vessels for his private use whenever the occasion arises. The Belize Times tried to reach Rear Admiral Commander John Borland for comment today, but he did not respond to our messages. We are reliably informed that the US Embassy has also received reports of these private missions using public resources and is investigating. We note that in most other countries, such a blatant abuse of power and misappropriation of public resources for private interest and gain by a Minister would be cause for his immediate resignation, at the very least. In Belize, if the Prime Minister does comment, he would certainly say that he sees absolutely nothing wrong with it. But it is very wrong, especially at a time when Belizeans are struggling to pay higher taxes so that government can meet its obligations.

With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

Questions to Ministers

Would the Member for Queen Square and Prime Minister please ask his spouse, the Special Envoy for Women and Children, to issue a statement denouncing the Member for Collet and his Deputy Prime Minister for his practice of getting drunk and abusing women? Would the Member for Queen Square and Prime Minister please confirm or deny reports that he has been holding meetings with el primer ladron Gapi, Member for Orange Walk North, to discuss him coming back as leader since the Member for Collet is now a dead duck?

Would the Member for Collet and Minister of Education please say why he likes to beat up women? Could he say if it is overcompensation for a deficiency in another area? Could he also say if he has considered getting help for his anger (against women) issues? Would the Member for Collet and Minister of Education please say why he has threatened to boycott media houses which air ads revealing evidence that he is a chronic domestic abuser? Would he also say if he now feels that his political aspirations are being threatened? Would the Member for Belmopan and Minister of Defence please say if he now feels that he has a chance for a comeback with his colleague’s recent troubles? Could he also say if he has had any contact with his very, very good friend William Danny Mason who was in Belmopan Magistrate’s Court on Tuesday? Would the Member for Belmopan and Minister of Defence please say why Coast Guard vessels have been used to transport the various Belmopan Bandits teams, management, cronies and hangers on to San Pedro and Caye Caulker when there are games to be played? Could he further say how much it costs the Belizean taxpayers in fuel, time and maintenance? Would the Member for Pickstock and Minister of Police please say why scumbag Elvin Penner has not been criminally charged, since in his testimony before Senate Investigators he has incriminated himself in criminal wrongdoing in the Wonhong Kim scandal? Would the Member for Port Loyola and Minister of his own development please say who owns the piece of land adjacent to the Faber’s Road roundabout? Could he further confirm or deny reports that the piece of land was acquired by Government, given to him and he now intends to build a gas station there?

Running away… The man who says he has the best product…the same man who got excited out of his mind when news reported that there was a croc on the loose in Port Loyola (he thought the reporter said crack) doesn’t want the Integrity Commission to look into all his assets and wealth amassed since he got into politics…trust me on that. Word to this scandalous fellow is that Boots is the man who gave a so-called legal opinion to the Chair of the Integrity Commission, a UDP hack, when he heard that the Commission would be looking into UDP Ministers’ new found wealth over the past five years. Don’t worry brother Boots…your deeds will follow you. By the way, could you tell us if you own that piece of land by the George price Highway roundabout? The one that was acquired by GOB for the public purpose? Enquiring minds want to know. Barrow… There is something very, very wrong with Dean Oliver Barrow. I’m not sure quite what it is – maybe a mental short-circuit, or an opiate haze. But he’s not coming across as bright as he once did. On Friday he was asked about a variety of topics and his answers were nothing short of spacey – for real. There’s something off about this fellow – maybe even some Return of the Body Snatchers shit. Maybe he’s just pissed off that his grand goodbye isn’t going quite as he planned, since he’s been forced to jump back in to rescue his floundering crew. Don’t know. Weird though. Gapi is Back… Don’t say we didn’t tell you. There’s a deal being brokered to bring El Primer Ladron back into the fold. Seems that DOB thinks the fellow has weathered the land corruption storm unscathed and could step back in without too much of a murmur. D Oliver is pretty much out of options with Patrick taking a licking for giving a licking to women. And ain’t no way Mr. Mason’s bedroom model qualifies for leadership anymore. So the rich, scurvy fellow from the north is looking more and more attractive. Dean O is certainly of the opinion that money can buy anything, even love, so we understand that he’s set up a meeting with Gapi to discuss a return. Isn’t that some crazy ish? Sissy-boy… This dilapidated old scribe thinks it’s hilarious that sissy-boy Patrick Faber is angry at the world since those documents came out. They’re official Court document fool. Public information pendejo. I hear he’s been up and down trying to figure out how those documents came out. But the truth is he can’t do shit about it. It is a fact that a report was made to Ladyville Police stating that he violently beat his girlfriend while he was drunk. It is also a fact that his former wife sought to escape a marriage in which he emotionally and physically abused her. Ain’t no crying in politics Patrick. And trust me this is nothing yet…I hear from very reliable sources that there’s a very senior-level UDP insider meeting planned soon and the sissy-boy is going to be the topic on the agenda. Boycott… Check this out…apart from being a woman beater, this guy is also an immature, petty prick. Seems he’s been calling around to all the media houses telling them that if they air ads on his woman-beating ways, he and the UDP will boycott those media houses – information and ads. What a ting. Remember this is the man that says he can lead the country. This is the man who wants to be Prime Minister. But he can’t take the heat without threatening the media. Waste of sperm if you ask me. And that’s all I’m gonna say about that. WTF Dean O is upset at the Clerk of the National Assembly for moving poor Gaspar to the backbench, but not upset with Gaspar for stealing the people’s money and resources over which he was given power. Vega betrayed the people’s trust and has become a public disgrace. In any normal country he would be in jail, locked up, along with members of his family like Andre who refuses to give back the $400,000 he got from daddy. But to hell with all that – who cares about that? Let’s bash that pinche Clerk Eddie who changed seating positions and hurt Gapi’s feelings. Ihuepuchicas #sigh Norman for Mesop… Things are already heating up in Mesop with the announcement that Finnegan is planning an early departure. See, Jamal Moses Ben-David el-Achmed Hassan Ibn Barrow thinks it’s all his, but the Underdeposit Queen says she’s going to give him a run for the money, pun intended. But wait, the accused rapist wants in too, and he’s making a lot of noise about it. Seems Norman thinks he was set up by Shyne’s daddy after he announced that he’d be contesting in Mesop. See, there’s a UDP blog which is being managed by the PM’s right hand man, Audrey Wallace. That blog, Associated Belize Press, or something like that, was the first to name Rodriguez personally and accuse him of rape even before he was charged by Police. So now it’s personal, claims Rodriguez, and he has vowed to get even, even if it means working against Shyne. I’m loving all this UDP camaraderie right now.

EDITORIAL Desperation

F

ollowing the House Meeting, Dean Oliver gave the media an interview, his first in a very long time. He has been operating very much under the radar lately, out of the country more often than in and staying out of the spotlight. But he spoke on Friday, and took all Belizeans down into the rabbit-hole with him. Where the absolutely scandalous and repulsive former UDP Minister Penner is concerned, Mr. Barrow has suddenly developed a case of amnesia, no doubt brought on by his pain medication. As to Penner’s clear intention to return to politics with the UDP… DOB says he won’t have to deal with that. That matter will be left to his successor. And then the matter of the big thief, Gaspar Vega, Mr. Barrow’s boon companion and good friend – well DOB says that he feels that Vega will no doubt return to the House when he is ready, since he has indicated that he will continue to serve his people in Orange Walk North. There was nothing from Dean Oliver about the $800,000 of taxpayer monies misappropriated by Vega to give to his son and another UDP crony…nothing about the millions misappropriated in a compensation scam, nothing about the thousands of acres of property ‘improperly’ acquired by Vega while he was Minister of Natural Resources. Apparently we all dreamt that and it never happened. But don’t be fooled by Dean Oliver’s rehearsed prose and very carefully flippant rhetoric. He is not a happy man. He is not content. Actually, he is caught up in the throes of desperation because the United Democratic Party is crumbling around him, and there is not one person who can take over when he leaves to enjoy, as much as he can due to health concerns, the fruits of his time in office. There were three hopefuls, and now there are none. Who will lead the United Democratic Party? That is the question for which there is currently no answer. The heir apparent was to have been the man from the north, Gaspar Vega. Vega has had his hands in the natural resources cookie jar for a long time, and Mr. Barrow likely knew all about it. After all, he is the one who coined the phrase Hotbed of Corruption, but he left Vega there to milk that damned cow for all he was worth. To show you the true worth of Dean Oliver, Vega didn’t lose his chance for leadership when he pilfered and plundered and raped the public purse. He lost it when the documents leaked and first the media and then public scrutiny turned against him. And then there was John Saldivar, the man from Belmopan who thought he was on top of the world and a shoo-in for leader of the UDP. He worked so hard to form alliances with senior Cabinet members and suck up to Dean Oliver. But it was not to be. It was revealed, quite appallingly, that Saldivar was in bed (perhaps even literally) with con-man and extortionist extraordinaire turned accused kidnapper and killer William Danny Mason. Mason, Saldivar’s business partner and very close ‘associate,’ was found with the head of a murdered Pastor in his vehicle, and that led to very shocking revelations of incestuous relationships between Saldivar and the Police and Mason and UDP Cabinet Ministers. The political fallout for Saldivar was horrific, and it was clear from the beginning that you could stick a fork in that suckling pig because he was done. And so all DOB’s hopes rested in young Patrick Faber. He had his difficulties from the start – immaturity not the least of them – but who else could do it? Faber also had his difficulties with liquor and women, and even Government SUVs in the middle of the Caribbean Sea. But who else could do it? Faber was told to hold down his bad behaviour, at least in public. He was told to restrict his public drinking. He was told to tone down his domestic problems and to try, at least try, to achieve a perception of respectability. But Patrick Faber likes to get drunk and beat up women. And this is a game changer. He was accused of beating up a woman, his then girlfriend and an employee of his Ministry, while under the influence. She reported to Police that he dragged her by the hair and punched her twice in the face – and even punched one of her friends, another woman. Not good at all. And now there is much more. Court documents have emerged from Faber’s divorce in which his former wife chronicled the persistent and continuous physical and emotional abuse at the hands of this potential country leader. Those documents refer to instances in which Faber, drunk, would attack her, even with a knife. They speak of him beating her, and stoning her, and cursing her. And this man wants to be leader? Do we not condemn gender-based violence in the strongest terms? Do we not mount campaigns every year to stop gender-based violence? So then how could Faber even be contemplated? That, right there, is why the Prime Minister is not content. The attacks on Faber will not cease, because they are supported by evidence which is real. And like the evidence, the impact on Faber’s political aspirations will be very real. So who will lead the UDP? Michael Peyrefitte? Mark Espat? Erwin Contreras? Boots Martinez? Maybe Edmond Castro? You see the pickle poor Dean Oliver is in. It is a fine one.

Dean Oliver no menciona sobre los $800.000 del dinero de los contribuyentes malversado por Vega para darle a su hijo y otro compinche UDP... nada de los millones desviados en una estafa de la indemnización, nada de los miles de acres de propiedad 'indebidamente' adquiridos por Vega cuando era Ministro de Recursos Naturales. Al parecer todos soñamos eso y nunca sucedió. Pero no se deje engañar por la prosa ensayada y la retórica muy cautelosamente frívola de Dean Oliver. No es un hombre feliz. No está satisfecho. En realidad, está atrapado en la agonía de la desesperación porque el Partido Unido Democrático se desmorona a su alrededor, y no hay una persona que pueda asumir el control cuando él salga a disfrutar, todo lo que sus problemas de salud le permitan, de los frutos de su tiempo en el gobierno. Hubo tres candidatos, y ahora no hay ninguno. ¿Quién liderará al Partido Democrático Unido? Esa es la gran pregunta para la que actualmente no existe una respuesta. El presunto heredero habría sido el hombre del norte, Gaspar Vega. Vega tuvo las manos metidas en las arcas de Recursos Naturales durante mucho tiempo, y el Sr. Barrow presumiblemente sabía todo sobre eso. Después de todo, él fue el que acuñó la frase “el semillero de corrupción”, pero dejó a Vega ordeñando a esa desventurada vaca con todas sus fuerzas y a su libre antojo. Se demuestra el verdadero valor de Dean Oliver, cuando Vega no perdió su oportunidad de liderazgo cuando desplumo y saqueo y violo las arcas públicas. Lo perdió cuando se filtraron los documentos y primeramente los medios y luego el escrutinio público se volvió contra él. Y luego estuvo John Saldívar, el hombre de Belmopan que pensó estar en la cima del mundo y ser el favorito para líder del UDP. Trabajó arduamente para formar alianzas con altos miembros del gabinete y para darle coba a Dean Oliver. Pero no pudo ser. Se reveló, muy escandalosamente, que Saldívar se acostaba (quizás incluso literalmente) con el estafador y extorsionista extraordinario acusado de secuestrador y asesino William Danny Mason. A Mason, socio de negocios de Saldivar y 'asociado' muy íntimo, se le encontró con la cabeza de un Pastor asesinado en su vehículo, y eso llevó a revelaciones muy impactantes de relaciones incestuosas entre Saldívar y la policía, y entre Mason y ministros UDP. Las consecuencias políticas para Saldívar fueron terribles, y fue claro desde el principio que uno podría sembrarle un tenedor a esa cochinita porque ya estaba acabada. Y así las esperanzas de DOB recaían en el joven Patrick Faber. Él tenía sus dificultades desde el principio – la inmadurez siendo no la menos importante de ellas, pero ¿quién más podría hacerlo? Faber también tenía sus dificultades con el licor y las mujeres y con los SUVs de gobierno flotando en medio del mar Caribe. Pero, ¿quién más podría hacerlo? A Faber se le pidió que controlara su mal comportamiento, al menos en público. Le dijeron que restringiera su consumo de licor público. Le pidieron no hacer visible sus problemas familiares y tratar de, por lo menos intentar, lograr una percepción de respetabilidad. Pero a Patrick Faber le encanta emborracharse y golpear a las mujeres. Y esto es un elemento de cambio del juego. Fue acusado de golpear a una mujer, su novia entonces y a la vez una empleada de su Ministerio, bajo la influencia de licor. Ella informó a la policía que él la arrastro por los cabellos y le golpeo dos veces en la cara – y que incluso golpeo a una de sus amigas, otra mujer. Esto no está bien, nada bien. Y ahora hay mucho más. Documentos de la corte han surgido sobre el divorcio de Faber en la que su ex esposa relata el persistente y continúo abuso físico y emocional a manos de este potencial líder del país. Esos documentos se refieren a ocasiones en los que Faber, borracho, la atacaba, incluso con un cuchillo. Hablan de cómo le pegaba a ella y la apedreaba e insultaba. ¿Y este hombre quiere ser líder? ¿Acaso no condenamos la violencia de género en los términos más enérgicos? ¿Acaso no montamos campañas cada año para parar la violencia de género? Así que entonces ¿cómo podría incluso ser considerado Faber? Justo allí, por esta razón el Primer Ministro no está contento. Los ataques contra Faber no desistirán, porque son apoyados por evidencia que es real. Y como la evidencia, el impacto en las aspiraciones políticas de Faber será muy real. ¿Así que quién es el que va a liderar al UDP? ¿Michael Peyrefitte? ¿Mark Espat? ¿Erwin Contreras? ¿Boots Martinez? ¿Tal vez Edmond Castro? Ya ven el lio en el que está metido pobre Dean Oliver. Es uno grande.

UDP THUGS DISRUPT INQUIRY…THREATEN MEDIA

Wednesday, 17 May 2017 Operatives of the ruling United Democratic Party went to the Senate Hearings on Immigration and deliberately disrupted what is a very serious inquiry into Elvin Penner’s behavior as a former Minister of State responsible for Immigration. Instead of listening intently to see if he would finally answer truthfully on his involvement in the Won Hong Kim scandal, UDP Chairman Alberto August, the National Assembly’s Sergeant at Arms Brian "Yellowman" Audinett and others decided that they would break up the hearing, obviously an agenda for which they were prepared. As Penner came under intense grilling from Senator Eamon Courtenay, August, “Yellowman” Audinett, Allan “AK” Kelly and other UDP flunkies started to hurl insults at PUP Senator Eamon Courtenay. The heckling kept going for a large portion of the

hearings, and it was targeted at Senator Courtenay, who has been tough on all the witnesses to get to the bottom of their involvement in irregularities exposed by the Auditor General’s Report on Immigration. Surprisingly, or maybe not, Senate Committee Chairman Aldo Salazar did not ask that the Police remove them despite the clear fact that it was detrimental to the proceedings. Instead, he asked that the hearing be temporarily suspended so that order could be restored. These men continued their behavior for an extended period of time, and in that time, Yellowman threatened Channel 7’s camera man because he dared to capture the thuggish behavior on tape. It’s caught on the record when he said, “Put that (the camera) down, and don’t video me! Before I stone you over this thing here.” He was threatening to throw the cameraman over the balcony.

Minutes after, Audinett would assault another reporter, threatening her before yanking her phone out of her hand while she was recording. When Chairman Salazar was asked about his apparent reluctance to throw out members of his party for disrespecting the Senate Hearings, he says that he was trying not to be heavy handed and to defuse the situation. He acknowledged that there will be those who will criticize that he did not do enough to get control of the proceedings. Senator Eamon Courtenay commented after the hearing, saying, “They were persons who came here today to disturb the proceedings, with a clear intent to do so. Let’s make no mistake about that. So first of all, I regard it as being done with the sanction and approval of the higher

echelons of the United Democratic Party… The question is why? It is very simple it is very obvious. It is clear to the people who have seen this that the United Democratic Party Government and certain ministers and other officials… have things to hide.”

WHO THE HELL IS KIM? PENNER DARES DPP TO CHARGE HIM

Wednesday, 17 May 2017 Disgraced scumbag former UDP Minister Elvin Penner returned to the Senate chambers today for his second session before investigators. While his questioning lasted only about an hour, Penner also admitted, on the record, that he paid for people’s nationality in order to get them to register to vote, clear admission of a crime, on the record. It is hoped that will be enough to finally spur the DPP to levy charges against him. From the onset, too, it was clear that Penner had gotten further instructions and legal advice, though we cannot confirm that either one or the other, or maybe both, came from the Prime Minister. There is the suggestion that there has been some contact between the Prime Minister and Elvin Penner, which has to be considered at the very least to be highly improper. In last week’s sitting, Penner revealed that there were monthly activity reports including Visas facilitated by Ministers which were presented to Cabinet. Penner

was very clear on that. On Friday, when the Prime Minister was asked about those reports to Cabinet, which would have indicated that he knew much more than he claimed about the happenings in the Immigration Department, Mr. Barrow caught a sudden case of amnesia. Today, suddenly, the session opened with acknowledgement of a letter from Penner in which he cites a clause in the Constitution which he states protects the confidentiality of matters discussed in Cabinet. And, says Penner, he wants to retract what he said last week concerning the monthly reports sent to Cabinet by the Immigration department, although he insisted that those reports did exist. Penner also claimed today that he now understands that the Constitution allows him to just be quiet for no reason at all. That drew immediate fire from Senator Eamon Courtenay, who demanded the Penner cite the section of the Constitution which allows him to remain silent for no reason at all, since he knows of no such clause or section.

Forced to try a new tack, Penner then took the bizarre position of attacking the Senators who questioned him last week, specifically Senators Lizarraga, Smith and Courtenay. Reading from a prepared script, Penner stated, “I do not see it right for any Senator to question me if those questions are contaminated with clear political bias. I do not intend to answer any further questions with in my opinion are posed with clear political bias.” When cautioned that there was nothing in the Constitution which protected him from sanction by the Committee including fines or confinement, Penner dared the Committee to get the DPP to charge

him if they could, suggesting that he is fully aware that he has some protection in that regard. But Penner did sink himself deeper into hot water where his friend Wonhong Kim is concerned. In September of 2013, he admitted, in an email to a media house, to going into the Immigration Department with Mr. Kim, stating that “What I do know is that (an) Asian person whom I have known through business trips, even before I entered politics, came to me for a signature so he could get his passport. He also mentioned that he needed it urgently since he was about to go on a trip and was more than willing to pay the regular one-day service fee." Penner continued to state that he accompanied Kim to the Immigration Department to “see to it that he would get proper attention and would get his passport the same day." But while that is on the record, today Penner maintained that he never went to the Immigration Department with anybody, and he would not budge from that stance. Penner was released from questioning with some haste by the Chairman, Aldo Salazar, a UDP Senator, after UDP operatives disrupted the sitting.

The Future is History!

Today we launch the Caste War educational project, which includes an exhibition, a web portal, and a brochure and more importantly we go on the public record about how we need to disrupt our school system. Today marks four years, a high school cycle, of our project to transform the way we teach history. We pause to present a full curriculum on Latin American and Central American history all designed, curated and prepared by our small history department. Today we present a gift of 1145 eBOOKS on flash drive for our school. We are people of the Yucatan Peninsula, what I like to call the Hurricane Zone. But our hurricanes are not just atmospheric, they are social, economic, political and yes historical. Today I want to snatch a few seconds of your precious time and share some thoughts. I am grateful today. Grateful for example for the trust of the residents of San Lazaro who loaned us two of their most precious and well preserved historical artifacts. Grateful for the presence of Clinton Canul Luna Uh, a beautiful mind, whose weekly submissions to the Amandala is now beyond twelve years. Grateful because my young colleagues Carlos Quiroz, Vianney Novelo, and Delmer Tzib recognize the importance of collaboration. For those who are prepared to think deeply it is clear that a big part of the narrative of this country argues against the truth of who we are. Our history teaching is still emotionally and psychologically suffocating, still segregated and superficial, still suffering with denial and disrespect. Am I not African? Am I not Maya? And from these root line identities, am I not Belizean and all hyphenation in between? And it is at this hyphenated intersection where learning and curiosity live, a space to grow and discover ourselves. Let us not mix metaphors, we are children of corn and cassava, children of stone and fire, children of the land and the sea, children of healing and hope. Our education today, in the new era of Trump and fake facts, must seek to inoculate us from the constant barrage of electronic mental garbage being deposited into our minds like razor blades cutting us up into more pieces, pushing a growing fragmentation and a celebration of the anti-society. Every time we ignore our intelligence we create more suffering. Every time we turn our backs on self-determination we allow our children to suffer. Education is not what we cover, but what we discover. The very first issue of Amandala on August 1, 1969, stated that the new publication would publish extracts from African and Indian history "so that we can gain greater knowledge of self and kind.” The RAM (Revolitical Action Move-

ment), in issue no. 11 of AMANDALA WITH FIRE, dated December 11, 1969, presented an 11-point program, demands on the government. Point No. 11 demanded "that our schools immediately include courses on African and Indian history and matters pertaining to an indigenous culture." On 1st January 1973 St. John’s College published its 1st National Studies a journal of social research and thought this journal eventually morphed into Belizean Studies. Its first two editors were Jesuits Richard Buhler and Richard Hadel. And since then SJC has been one of Belize’s vanguard in the field of research and pedagogy specifically in the area of Belizean studies. So today is part of a continuum. In June 2013 Evan X Hyde, writer and publisher of the Amandala visited St. John’s College. The story of X and the Jesuits is for another moment. Let us just accept that June 2013 was a turning point and that today we continue to forge a new engagement with the digital generation. And let us accept that what the X has done for Belize is gigantic. The Caste War educational project is just a small piece of a new Belizean puzzle, an atom with ambition. It is about putting our creativity to work, the engine being our imagination. We are prepared to be wrong, so that we can come up with something original.

This project is just one more example of how we fight against cynicism and academic fatigue. Our simple vision is to create an environment for curiosity, so that with one hand we can inspire our youth and with the other we can reach out to our community. Reform is a long experience requiring tenacity and grit. Let us not take things for granted. We are in a fight for a new development. One way to fight is teaching our youth to develop a passion for ideas and then to live to fulfill those ideas. It is our duty and responsibility to reach out to each other in a spirit of friendship and solidarity, to work in a frame of collaboration and cooperation. So today I call out to all the misfits, the radicals, the progressives and the cultural activists to find new ways to continue what our ancestors gifted us - a legacy of rebellion, resistance, creativity and

survival. The Caste War cost about 250,000 lives, with hundreds of towns destroyed. The Yucatan Peninsula lost 1/3 to 1/2 its population, killed or forced to flee from the violence. For the thousands who crossed the Rio Hondo in the 19th century, including my great grandmother Agustina from Chan Santa Cruz, we are the descendants of faith and fight. This project is a gift, so please help us, keeping the giving and expanding its reach and intention. The Caste War educational project is an opportunity to use knowledge to inspire, to provoke, to debate, to think critically, to act, to believe in community and society. When we share ideas we bring the human experience into play. I like to think of it as ping pong. I love ping pong. Ping pong is like history, back and forth, a focused collabora-

tion, the ball sometimes can seem like the moon, and sometimes like the sun. For the students I say, put the QUESTION first. Don’t worry too much right now about answers, BELIEVE IN THE QUESTIONS. When you take intellectual responsibility, it means analyzing the official, established portrayals of history, but it also means that one must dig deeper into a critical circus of the mind and heart, to reflect and reexamine the hidden and not so hidden sources of power that actively seek to destroy who we are. For modern Belize the issues of race, land rights, human rights, culture and labour are very real in 2017, as they were in 1847 when the Caste War erupted. If you don't believe it ask two questions, why is Efrain Rios Mont still free? And why is the American Sugar Refinery (ASR) here?

MY PERSPECTIVE By Dolores Balderamos Garcia

UNFIT TO LEAD

No, this article is not about Donald Trump, although it is sorely tempting to spend a little time commenting on what the world already knows. We just can't help but shake our heads collectively and lament the disaster that has befallen the United States of America and all the rest of us that that individual occupies the White House. Indeed it is a sad reality that a man who seems angry and frustrated three quarters or more of the time is in that position. Not to mention that he is now walking a fine line with actions that are possibly impeachable due to his meddling with the separation of powers and his patent obstruction of justice. Instead, this article comments on the Deputy Leader of the UDP and Deputy Prime Minister. I have been turning a phrase over in my head for the past few days. It is “the Arrogance of Power.” And yes, I digress a little more in mentioning the outcome of general elections in the Bahamas this past week. During the election campaign then Prime Minister Perry Christie is reported to have proclaimed that not even God could stop him from winning another term in office. The voters of the Bahamas had other ideas, and they spanked him and his party mercilessly. Apparently every cabinet member lost his or her seat, and the opposition party won 35 of the 39 seats in Parliament, leaving Christie's party with only 4. Of course Christie lost his seat, and the new Bahamian Prime Minister is Dr. Hubert Minnis. Christie has thus been soundly punished for his hubris. There are numerous examples of the Arrogance of Power right here at home. I choose to focus on a recent one – the announcement a few months ago by Hon. Patrick Faber that teachers who did not go on strike last October and instead reported to mostly empty classrooms would be awarded $ 1 Million of taxpayers’ money. Who gave him the authority to do so? This move is entirely illegal and indefensible. No such money was voted in this or last year's budgets, and a political party or government cannot just jump up and use money as they please for partisan political purposes. And yet it happens here. Sadly, they get away with it too. This partisan, petty, and bad-minded move on Faber's part with the full backing of the Prime Minister and the gov-

ernment is the definition of the Arrogance of Power. But my more important point has to do with Faber's conduct and capacity as heir apparent to his ailing leader. In September 2014 I wrote a piece for this column called “Gender Violence and Impunity.” I spoke about the report that had emerged the week before of the horrendous incident of gender based violence and the beating inflicted on a girlfriend by the Education Minister. It still chills me to think about what she reported. And by the way, Faber is not the only person in high places guilty of perpetrating terrible violence upon an intimate partner. But you know how it goes in Belize. These things, once reported, are hushed up, leaving people to whisper about who and who beat up his wife or partner. Faber tried to “bad it out,” at the time, pretending that nothing happened because the young woman did not pursue her matter. But, as I said before, once a report is made it does not vanish into thin air if the woman asks Police not to press charges. She can decline to take the matter to Court, but the report of the incident remains for the record. I repeat: Gender violence is NOT a private matter. And the impunity because it is a government Minister continues to be pernicious to the highest degree and must be condemned in the strongest terms. I said then that Faber should resign and also seek professional intervention if he cannot control himself in terms of alcohol consumption and violent conduct towards women. I do not believe that Faber has shown any remorse or done anything to indicate that he is changed. And with his Arrogance of Power and intemperate disposition, his pettiness in dealing with the BNTU, and his despicable squandering of public money on tacos, rum and pibil so that he and his people are “a bit tipsy,” I do not believe that he has the maturity and steadiness of character needed to lead Belize. You can have your opinion. Mine is that he is unfit to lead. I end with a little humour, but it imparts a serious lesson and can be applied to the man who would be UDP leader and Prime Minister. The actress Shirley MacLaine has famously said: “It's useless to hold a person to anything he says while he's in love, drunk, or running for office!!”

THINKING OUT LOUD BY: KEVIN BERNARD

This week I met with students of Muffles High School as part of an ongoing tour of schools. As it often does these days, the issue of traffic management within town limits came up, and it cemented for me how critical it is that we meet and consult with residents to come up with a plan which not only regulates traffic flow but facilitates the safe movement of those motorists, those on cycles and bicycles and pedestrians. The number one priority for us as a municipal administration is the safety of those who use our streets and roads. I can tell you that I never want to get another report of a life lost because of carelessness or speed or recklessness or disregard of our traffic laws. I can tell you also that my biggest concern lies in our students who walk to and from school…who come out of the compound during lunch and breaks. I am always worried about traffic in those areas. The discussion about safety and about the enforcement of our traffic laws has started, and we are planning consultations with our residents. My first instinct after the tragic loss of life recently was to clamp down on all those who do not strictly adhere to the rules of the road. I am still not convinced that is not the way to go, because the truth of the matter is that if our traffic laws had been followed to the letter that day, that beautiful little girl would still have been alive today and we may not have been forced to have this discussion. What our team has decided, though, is that there needs to be a complete revisiting of some of our laws within town where traffic is concerned, particularly as it regards parking zones, speeding and U-turns. The truth is that the town has grown so much, and streets have been improved which automatically speeds up the flow of traffic. Some of our laws are archaic, and there will need to be a push for our legislators in Central Government to look at those urgently. But even as that is being

done, and as we plan consultations with our people, there is a simple principle which our drivers – and in fact all those using our roads can adopt immediately to save lives and improve the flow of traffic on our streets and roadways. It’s called the ABC of driving – Always Be Considerate. Where motorists are concerned, this is especially important. I have personally seen motorists speeding in heavily populated areas of the town as if they are on a highway. That cannot continue. As drivers, we must always be alert to the fact that somebody could run across the street at any time. We must always have consideration for others. I have also seen drivers who speed near schools, even during times when the students are clustered outside. That will no doubt end in tragedy, and it is a practice that cannot be allowed to continue. As pedestrians, we must also have consideration for motorists. How often have we seen pedestrians walking carelessly without regard for the flow of traffic? How many times have we seen pedestrians cross the street without simply looking left and right to ensure that there are no vehicles coming? I have seen them do it with small children in hand. That is an accident waiting to happen. It is the same with those on bicycles and cycles, weaving in and out of traffic as if they are made of iron. I have personally seen many near-accidents and I have certainly seen many incidents in which bicyclists and persons on motorcycles have been knocked down and badly injured. What we are trying to achieve is a work in progress. As a responsible municipal administration we will do what is necessary to keep our residents safe. But one of the most important components of any initiative we put in place, and any enforcement that we do, will be the support of our residents. We need you to be considerate of others on the road, and respectful of our laws. As residents, we have an obligation to do the right thing.

Maybe They’re Not Far Wrong...

My lerd…the comments posted on international news reports following the deaths of an American and a Canadian. The popular couple was found dead and decomposing in a canefield, their hands ducttaped, strangled, his body positioned on top of hers. Gruesome stuff for sure. My favourite comment by far is that we were such a nice, civilized country under the British, and then the savages took over. Seems like all hell broke loose at that point. Another blogger posted that in Belize there are killers on every corner. One said Belize is a bigger shithole than Mexico, and the bar isn’t set high in Mexico. Wow. I’m not joking when I say these comments were highly offensive. Bottom line is that we are, judging from those blogs, stories and comments, a backwards nation with half of our people one step removed from living in tree houses and the other half wielding guns and machetes and preying on anybody that moves, particularly those purty tourists with their lily white skin. How delectable they are, and how we love to feed our voracious criminal appetites. My first instinct was to respond – maybe by pointing out that the reason the double murder is so sensational and has made headlines is because it is just that much out of the norm. In the US, for example, a double murder of this type would probably be lost in the news. After all, there are much bigger things like serial murderers and homicidal maniacs shooting up schools and malls. What’s a petty double murder, a strangulation at that – nothing sexy! And then one of the comments in a news feature written by a foreign doctor who worked in the north of Belize caught my attention. He wrote, “The majority of the roads are dirt, the traffic laws are lax, there are few police, the borders are porous, corruption by government officials is rampant and overt, there are scary tropical diseases, deadly snakes, multiple biting insect species, and health care is relatively primitive. The violent crime rate is astronomical putting Belize in the top five on the global homicide hit parade. The justice system is a joke and violent offenders regularly walk free.” I thought to myself…oh shit…that really is Belize right now. He’s not lying. Hell, he’s not even exaggerating. And I felt this surge of real shame at what we have become, in this

supposedly modern era. It made me think back to the now very well-known MacAfee documentary, Gringo, which pretty much portrayed Belize as backward, run by corrupt politicians willing to do anything for a buck. That documentary also spoke to rampant crime, in the context of politicians without the will, and Police without the capacity to do the right thing. Lerd, I remember listening to a senior Policeman explaining to the Showtime interviewer that in Belize crimes are solved only by eyewitness testimony or a confession, not by evidence because we don’t have the resources or facilities to process evidence. I bowed my head in shame. How many crimes in Belize have gone unsolved because we don’t have basic DNA-testing or forensics facilities? Hell, when was the last time you heard about a crime being solved because the fingerprints matched? When was the last time you heard of a crime being solved because the blood on the victim matched the blood on the suspect or on a weapon? When was the last time you heard of a crime being solved because the skin under the fingernails of a rape victim matched that of the suspect? When was the last time you heard about bodies being identified through dental records? This isn’t rocket science anymore. It hasn’t been rocket science for decades in other countries. But here in Belize that is literally to the moon…way out of reach. It really pisses me off. So did the situation with the morgue, or lack of a morgue in San Pedro. I mean, how frigging expensive could it be to construct a small, refrigerated facility to store bodies properly, until they could be transported to the mainland? Maybe with a small examination room where the pathologist could conduct a basic post-mortem examination. I am absolutely sure such a facility is not prohibitively expensive. This is San Pedro, for God’s sake, the land of mega-million dollar resorts and cemented streets running for miles north to connect those resorts so that tourists can be shuttled there in golf-cart comfort and not bruise their behinds on bumpy roads. But in the event a person dies, they are stored under the step of the Police Station. My lerd. Last I heard the San Pedro Town Council were begging the US to donate a morgue. Damn! Do we have to beg for everything? How is it that Ministers have to have the latest luxury SUVs with heated seats, but our Police can’t get a new vehicle until it is donated to us? How is it that our Ministers can crash a vehicle one day and get it replaced the next, but our Fire Department has to fight fires with trucks that were decades old, decades ago? Shit…maybe some of the comments about us weren’t far wrong indeed. We are a backward country.

BIGOTRY & RACISM

By: Eduardo Santos Bigotry is the intolerance of people who are different or have different views and opinions than ourselves. It is the act of strong and unreasonable beliefs against people, with a derogatory atmosphere. Bigotry can often be mistaken for prejudice or racism but it is in fact a discrimination in its own right. It is a more severe form of discrimination than that of prejudice as it is accompanied by undesired behavior. it is often ignorant and spiteful in its nature and does not need a system or any social power to engage with it. It is important to understand that bigotry is the ignorant display of hatred towards a person or group of people and therefore being against bigotry is in fact being for tolerance. If this is confusing it is best to look to philosopher Karl Popper who stated in his work The Paradox of Tolerance, “… if we are not prepared to defend a tolerant society against the onslaught of the intolerant, then the tolerant will be destroyed, and tolerance with them… We should therefore claim, in the name of tolerance, the right not to tolerate the intolerant” It is right to say that we must challenge those who discriminate against others, but we must do so in the right way. We cannot become bigots ourselves, through our endeavours to stop bigots. We must, when challenging bigotry, do so through education and understanding, not through discrimination and isolation. The danger when challenging bigotry is the understanding that many forms of bigotry are masked by seeming concern for the wellbeing of a group. An example of this is the covert bigotry in society against larger people. This is demonstrated through television, magazine portrayals and the plethora of drives targeted towards ensuring that people are best able to lose weight. While the intention in most cases is to help people who want to have a particular body image, the message itself is that there is one more desirable shape and size of body than another, which is, in the root of the message a bigoted concept. This nature of bigotry is most complex to guard against as the example could be extended to any group in society, for example users of drugs and there is a fine line between bigotry and social concern in these cases.

Much like bigotry, racism is a type of discrimination all on its own. It is the belief that all members of a particular race have characteristics, qualities and specific attributes that all present them as the same and are inferior to other races. It is very much a system and allows those who are in power to continue in their positions by quashing those around them who they deem lesser than they are. Within racism there are many sub-categories that make it almost impossible to recognize unless you are actively looking for it. One of the most dangerous forms of racism is “invisible racism” which is often present in the business sector when an employer is reviewing applications for a job. As their eyes move over the forms in front of them those who have names that are of clear Hispanic origin are pushed to one side in favour of an applicant like “John Smith”. It is also present in any public place that has security. A young black man may be followed around by a security guard in a shop as there is the preconception that he will steal something, when in fact anyone has the capacity to be a thief. The next type of racism (which we touched on briefly earlier in this section) is that of systematic racism. This is most often seen in banks, where you are unable to open an account until you fill in your form in English. This can be an issue if English is not your first language and can make the customer feel as though they are undeserving of the service being offered to them. Or it could be that employers do not take people on who have studied in another country as their qualifications may be deemed not as good as a degree from the country in which the job is being applied to. In the simplest terms, challenging racism is as straightforward as hearing someone being racist and correcting the person you hear. Unfortunately, there are many situations in which racism happens and people do not speak up, as they are afraid of the consequences. Especially in modern society when there is so much knife and gun crime, there is a fear that if you are to challenge someone in the street it could cost you your life. So, if you want to tackle racism and bigotry you need to do so in a safe environment and the best place for this is in schools, as children grow up teaching them tolerance of others can go a long way to changing our society. It is also possible to join a number of campaigns to prevent the effects of bigotry and racism, but we are a long way off from being able to say that we are a society without either.

A Call to Women: The Agents of Change By: Tanya Santos While there is widespread speculation that there may be a double Municipal and General Election in March 2018, what we do know for sure is that Municipal Elections will be held on March 7th, 2018. The political parties are undoubtedly preparing behind the scenes and in some areas already campaigning. There are so many issues and challenges facing our tiny, young nation today, including widespread and rampant corruption, poor economic performance, a faltering health system and a worrisome crime rate. These are serious times that require serious actions and interventions. Among these actions and interventions, I make the case, is the NEED for the increased participation of women in politics. Both major political parties, the PUP and the UDP have clauses within their Constitution to have a minimum of 30% women represented at all political levels. Yet perhaps only at one point in time has this threshold been met and it was with the People’s United Party. There may be several reasons for this, perhaps there is little effort by the parties to field women candidates, or maybe our women are not inclined to become politically involved. Whatever the causes, it is a matter that requires deliberate and collective attention and action to increase women’s participation in governance. But why do we want more women involved? Just so we can say we are equal to men? Or is it because we feel we deserve it? While some men and women would passionately argue these points, there are other valid reasons for women’s active involvement. There is broad evidence which suggests women are agents of change in politics. Research indicates that the gender of a legislator has a clear impact on which policies are considered priority. Women in political decision-making positions generally tend to prioritize issues that directly affect women, more broadly as social issues. This is likely due to the traditional roles women have played as mothers and caregivers in their homes and communities. In fact, in a study of 110 countries conducted by the Inter Parliamentary Union between 2006 - 2008, it was found that “Women lawmakers have often been perceived as more sensitive to the community concerns and more responsive to constituency needs. Female parliamentarians tend to prioritize social issues such as childcare, equal pay, parental leave and pensions; physical safety and gender based violence; and development matters such as poverty alleviation and service delivery”. The breakdown in our homes is a significant factor of the greater social downfall in our villages, towns and cities. Women leaders can play a powerful influential role in prioritizing these issues in governance.

Apart from the gender perspective to policy making, women have different leadership and conflict resolution styles than their male counterparts. These styles often pattern more democratic ideals in that women tend to work in a “less hierarchical, more participatory and more collaborative way than male colleagues”. Even in highly partisan environments, women are more likely to work across party lines, a democratic principle necessary to advance common goals. Very importantly, there is a common perception around the world that “women lawmakers are often perceived as being more honest and responsive that their male counterparts, qualities that encourage confidence in democratic and representative institutions.” Speaking of perceptions, research has also found that women in government become symbols of what women can be and achieve. There is symbolic power in women’s leadership and authority. It challenges the belief that only men are leaders. When Hillary Clinton became the Democratic Party’s Presidential candidate, a study found more political discussion and engagement in young women was created. In rural India, when there are more women political leaders, female students scored higher in school exams. Clearly role models matter, and not just to children. Susan Markham (2013) summarizes in her research “… it is not surprising that when women are empowered as political leaders, countries often experience higher standards of living with positive developments in education, infrastructure and health, and concrete steps to make democracy deliver”. The evidence is there that women’s involvement in governance is necessary, more so than ever in Belize. Our political parties need to focus on incorporating skilled female leaders into the political arena and get behind their female candidates instead of just putting women as tokens. Women need to accept and recognize their responsibility not only to represent and fight for the needs of their families and communities in public office, but also and as important, to support other women who offer themselves to fight for our common cause. Children, husbands and families must demonstrate support for their women who want to make the brave step to lead and govern. And finally, each woman must embrace the talent for leadership and governance that she has been blessed with, and step into the political ring to make Belize a better place for her children, family and community. Wednesday, 17 May 2017 Public Service Union (PSU) president, Eldred Neal and the President of the Belize Energy Workers Union (BEWU), Marvin Mora have incurred the wrath of the Garinagu and other Belizeans who espouse principles of unity and condemn racism and bigotry. The latest egregious fumble has once more blown the top off the debate on the racial divide that runs deep into our nation’s past and that of its different ethnic groups. For Neal, it has meant a call for his resignation from 9 Garinagu members of his Union’s Council of Management. On Tuesday May 15th, two separate audio recording totalling 17:05 minutes were leaked to the media and they registered comments on the part of Neal and Mora that have been labelled as racist. Despite clear editing of the recording of a private conversation, there are large chunks which allow the listener to draw certain conclusions. Participating in the conversation apart from Neal and Mora was Lorelei Westby of the Belize Communications Workers Union. During the conversation the Garifuna were slammed by both men, who referred to them as power-hungry, and not content to be just educators. “Dehn neva stop deh. Di Garifuna greedy fi power…the Garifuna decided that you know what, every single f#$%&/g head of department in the public service, we gwein afta that.” The leaked letter from the concerned members of the PSU’s Council of Management dated May 6th refers to an allegation of Neal “conducting an exercise to purge the Council of Management of its Garifuna constituents.” They express that the last thing they expected was for a leader to be “fanning the flames of racial discord and intolerance.” Neal denied any intention of a racial purge and in inter-

views has furthered his point that there has been an unequal distribution of benefits in favour of the Garifuna. In one instance he cited a PSU loan scheme which saw an estimated 90% percent of beneficiaries being of Garifuna descent. About the actual recording, he called it a “work of art” stating that it was edited and taken out of context. He posits that whoever released the audio and letter had a purpose which is now being served. He adds, “I am displeased, I am hurt, I am sorry that individuals are out there with the mindset that Eldred Neal would be a person to carry himself in that way. I apologize for the divisiveness being put out there to cast the kind of aspersions about a culturally dynamic group in my country but know that it was out of context and that was not the intention.” As to the request for resignation, he said it is being made by 9 members who are bringing this kind of negativity to the Union. He affirms that the right thing to have done was to bring him to the table rather than go to the media and cast aspersions on him. “This is about tarnishing my character and my name…If I was doing something wrong that would have been out there. They would not have needed to use this medium to remove me,” he pointed out. Mora for his part apologized to the Garinagu for anything they think he said in the recording that they believe is insulting or demeaning to them. Asked to explain his statement that the “Garifuna are greedy for power,” Mora affirmed that he was asking a question. Both the National Garifuna Council (NGC) and the People’s United Party have condemned the racial remarks in the recording. The NGC says

They are of the view that his remarks have compromised his position and effectiveness as president in serving a multicultural organization such as the PSU. Wednesday, 17 May 2017 At the end of April, there was a report of the questionable death of a five-month-old baby. The allegation was that Ricardo Quintero died on March 3rd after being treated with the wrong medication at the Estrella Clinic, a private facility in Independence Village in Stann Creek. When he arrived at the Independence Polyclinic it was only to be pronounced dead and according to a post mortem, he died as a result of acute respiratory failure. Eugenie Gabourel, the administrator at the Polyclinic said a three-day investigation was started by a Public Health Nurse four days after Quintero’s death. The information gathered was forwarded up the chain to the Director of Health Services, Dr. Marvin Manzanero. Shockingly, it turns out that Estrella Clinic was being administered by a nurse who is the wife of the doctor who ran the facility but left. That nurse apparently has not been approved by the Nurse’s Council to practice in Belize. In the case of Quintero, he was given the wrong dosage of the prescribed medication because the labels on two different medications were switched. According to Dr. Manzanero, this could have been a contributing factor in the baby’s death. But that’s not the end of it and Dr. Manzanero admits that a civil suit is likely in this case. Whoever takes it up is another question and since the family is not suing, the Health Ministry is seeking advice at the Attorney General’s Ministry. The pharmacy at the clinic was shut down but as to how this could have happened, Dr. Manzanero would only say that they had already gotten a report on the clinic and its operations two days before they learned of the baby’s death. He notes that drug inspectors were involved reviewing the pharmacy element, licensing and

accreditation staff were reviewing the clinic and the Nursing Council was dealing with the nurse while the Medical Council was addressing the matter of the lack of a doctor at the clinic. It is incredible that a clinic could have been operating in a busy municipality, not only treating patients but dispensing medication from a fully operational pharmacy, without the sanction of the Ministry of Health. For an alleged three years there was no doctor at the clinic, just a nurse who was not licensed by the Association and a pharmacy which continued to dole out prescriptions. And the Ministry of Health was clueless. Dr. Manzanero did say that there are complicating factors like the fact that the baby was not immediately taken by the parents for treatment after he began suffering from diarrhoea and vomiting. Instead, they waited until his condition had worsened but he conceded that perhaps he was not properly treated the first time. There is no update on the conclusion of the investigation at this time.
