First, because we just installed our third Governor General, but more so because we just installed an outstanding Belizean woman of extraordinary skills and talent to represent our sovereign. Second, because for the first time in the almost 40 years of our independence, a Maya Belizean woman from the South is the representative of our Head of State. This in and of itself is historic, not only for Belize but for our region and perhaps even throughout the commonwealth. …And so the torch has been passed from one generation to another. It is now time for Her Excellency Froyla Tzalam to bring her style and grace to this high office, always clear in the knowledge that she is called to the service of our nation and our people, all our people. UN Declaration of Human Rights: Article 30 “Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.” The personalities on strike have been seen breaking the law and taking advantage of everybody else’s human rights. Here are a few example of union’s unhinged actions: Ex-teacher Elena Smith egging the teachers to not participate in fundraising. Gapi’s boy, Dean Flowers will replace Gerald Henry as President. The most rabid of UDP hires in government will find a way to stealthily elect/install the most vocal and empty of UDP’s. BNTU member with PSU connections, in zoom meetings, suggested to teachers to hold back student grades. The BNTU’s source of power is the students’ education and they are holding this hostage even at the expense of their other source of power—public opinion, which is now totally lost. Teachers, breaking down street barricades and police yellow markers set a precedent and lead by example. Teachers/Public Officers advocate the burning of tires which cause road accidents and environmental decay. The blocking of roads to stop commuters from going to work using fake stalled vehicles. At the same time this prevents the hard working Belizean workers from collecting their 50 or 75 percent salary now ongoing for months and, some, a year. A few public officers/teachers are bawling that they DO NOT want to help in the recovery of the economy. Many Belizeans would like to allege many other illegalities done under the guise of protesting for their Union rights at the expense of others. President of the BNTU paid for by the Government of Belize and technically and for all intents an ex-employee of St. Ignatius Primary School has still not apologized to her school management for insisting that teachers not participate in fundraising. The school managements has all the right and legal authority to not pay anyone who is not working. The students have the right and now in the pandemic have the URGENCY to get an education. Teacher’s rights to strike remains. They can stay out as long as they want, without pay. The planBelize administration was looking out still for everyone even when it was decided that teachers will be paid up to May 14. The striking teachers saw this good faith gesture as an opportunity to beat their 11-Day previous record by

By the way, teachers have been taken for a ride since Public Officers only strike out a letter every now and again or send their unemployed neighbours and friends with a yellow shirt. BUT PSU members are at work and will get paid. Public Officers never did stand along the teachers in a real strike. Protesting and marching one day does not constitute being in the strike. Who are the Labour Unions today in this latest anti-PUP impasse? It is of no surprise to hear the wife of PSU president Gerald Henry indicating that holding back student’s grades is a good next step in their probably illegal set of actions taking during this the Elena/Henry/Flowers Strike 2021. That is definitely beyond frustration and smells just like UDP infamy often described on this paper. The tandem of the Striking BNTU and the Faking PSU are being misled by the UDP loudmouths in the PSU. The PSU members are UDP to the bone. They represent those hired at the height of UDP’s 13 years. Now they want their UDP leaders back. They cannot believe that their leaders are gone. The PSU feels abandoned and they have managed to cajole the willing President Smith who does herself have UDP pedigree. She is a neutral UDP whatever that is. The strength of the BNTU(not PSU) has been in the idea that they were a labour union, that the Public massively supported the usually 3000 plus membership, and that the children need the teachers back pronto. The BNTU is no longer a labour Union. They hardly call themselves that. They are a teachers union that try to get more pay no matter what. Governments have tried to accommodate when possible. But now when Belize needs the temporary help, the BNTU shouts FOUL. They and the PSU want Barrow Back. Gerald Henry said he preferred Barrow to PM Briceño. We suggest he goes the way Barrow went…out. In October of 2016, the Belize National Teachers Union(BNTU) entered into a strike to get another salary increase. Now it is generally understood that salary is the ONLY item on the Unions agenda. Union leaders are elected on the premise that they will fight tooth and nail for that item. They added governance as they were afraid Barrow would withhold their pay. Many still lost their pay. In 2017 and much before, Elena Smith was known as a firebrand and known only as a complainer. Strangely enough Dean Barrow feigned at not wanting her at the helm of the BNTU so they gathered 600, or so, teachers at Escuela Secundaria Technica Mexico to elect a stealth UDP with some 300 measly votes. This was no different to Denny’s contract, Miller’s Contract, Bevan’s Contract, Road Infrastructure contracts to Imer and thousands

CEO Caucus Prepares for 2021 Hurricane Season
Belmopan. May 26, 2021. 5:55 p.m. June 1 signals the start of the Atlantic hurricane season. To this end, Ambassador Stuart Leslie, Cabinet Secretary, led a briefing and planning session with the caucus of the chief executive officers to prepare for the 2021 hurricane season. At the session, Ronald Gordon, chief meteorology officer, provided an overview of the forecast for this year’s hurricane season while Col. (Ret’d) Shelton Defour, national emergency coordinator for NEMO, presented on the state
of UDP hires into the Public Service Union. The UDP was planting rogue, dirty human mines that would prevent the people of Belize to benefit from the unrolling of planBelize. Now, instead of thinking about the people of Belize and the thousands unemployed when the pandemic slammed into UDP-infected Belize, the UDP/Union leaders are devilishly keen on a deliberate and nefarious sabotage of the forward thinking PUP. After all, it is still UDP first and UDP second. So, as per definition, unions or labour Unions are to be focused on looking out for the rights of the workers IN THE UNION and anything else is offside or out of bounds. The BNTU is particular in Belize is not concerned with the 60 plus unemployed that slowly are getting back their jobs and full pay. The teachers/PSU have not missed a beat. In fact, they have saved money by staying at home. Each teacher that leaves the classroom disrespects many children craving for knowledge. Today, many of these children have been a part of the long haul damage left by Covid. Our children are long haulers but many teachers rather see their political desire mesh erroneously with Union rights. Even when one disagrees, it takes deep insight to see beyond your own opinion. It takes even greater vision and immense heart to fathom a rationale you fervently disagree and even as the majority agree with. The BNTU is no longer a labour union as its verbiage does not tinkle out like labour rights being defended. The public definitely does not en masse support the BNTU/PSU and

During the session, the CEOs proposed further policy and practical mechanisms through which to strengthen the integrated disaster management for Belize. As is the norm during this time, all Belizeans are advised to tune in to the weather forecasts and prepare for the likelihood of a storm. The hurricane season runs from June 1 to November 30.

This is what is left of the BNTU after the 2016 strike where Barrow foiled their intentions and now they are a new aimless entity suffering Stockholm Syndrome—they want Barrow who mistreated them for 13 years. We do feel sad for the BNTU/ PSU leaders, they drank too much of the Red Koolaid.

Love Interrupted
W
e begin this week’s editorial by offering our congratulations to Her Excellency Froyla T’zalam, the first Indigenous Governor General of the Commonwealth. There is no doubt that this government is serious in keeping its commitments, especially those that advance the agendas for inclusion of women and minorities at all levels. The ceremony was a sight to behold, and all the details were carefully thought out and executed. The historic moment was made more so because the new Governor General was sworn in by our first female Chief Justice. The new Aide de Camp is also the first female to serve in this capacity and so this momentous occasion is marked by many pioneers in Belizean history. These are causes to celebrate and they bring much hope and joy to Belizeans everywhere. While some still find reason to sow seeds of discord and chaos this is indeed a welcome and pleasant respite. Support for the Unions continues to fizzle, and they have resorted to fundraising via barbeque sales and telethons. These same unions do not feel that they have an obligation to provide and publish financial reports to their membership or the public. They now come asking for added financial support. The purpose of the fundraisers is not known, we can only imagine the possibilities. Will these funds be used for Punta dance classes, or perhaps more political ads? The truth is that many of the demonstrators feel like they are above the law and certainly act like it. We have seen how they have marched around and congregated in defiance of Covid protocols unimpeded and without consequences. The public would have been ticketed, arrested, and charged for much less. The good Senator claims love for children, except when her need for increments, full salary and perks are interrupted. At that point well students are on their own, and her love is interrupted. The unions are now petitioning the General Managers of schools not to cut their salaries for the time they have been on strike. The bravado and the conviction to forgo salary to make a point, was all a sham. The teachers and public servants must now go back to their posts to save face and their income. Clearly, unions are now desirous that the government and Belizeans fund their strike by insisting they receive full salaries from government and raising funds through the public. The law clearly states that public officers on strike will be deducted for the days they do not show up to work. It is uncertain how successful this new enterprise will be. In the present economic crisis, it is scandalous to ask private citizens, who lack the job security of the public servants, to subsidize a strike. It is the private sector who has unemployment rates of close to sixty percent and been affected for more than fourteen long months by the negative effects of the pandemic. How can anyone in good conscience ask the public who have been pushed deeper into poverty and unemployment for funds to assist people who have jobs for willfully not going to work? The unions are grasping at straws. Their appeals to the public lack hard logic and reasoning. The facts are plain, Belize is a developing country that lacks resilience to external economic and climatic forces. Our economy especially has been severely weakened by debt, corruption, and mismanagement of our fiscal and monetary policies. At this time, we must bring our expenditure in line with our revenues. This entails both a decrease in recurrent expenditures of which salaries is a huge component and increase revenues which means that tax evasion must cease, and collections must increase. The government simply does not have the money to pay full salaries and the alternatives to this are retrenchment of public servants and increases in taxes for all citizens. The Unions do not appeal to reason with facts, their appeal is emotional at best. They seek to inspire anger and spite against the government, or in their absence pity and remorse for the unions. These are cheap gimmicks and will not serve any useful function. These are hard facts; we must face them together and we must find solutions and a way forward together.

omenzamos el editorial de esta semana dando la enhorabuena a Su Excelencia Froyla T’zalam, la primera Gobernadora General indígena de la mancomunidad. No cabe duda, este gobierno toma en serio el cumplimiento de sus compromisos, especialmente los que hacen avanzar los programas de inclusión de las mujeres y las minorías a todos los niveles. La ceremonia fue un espectáculo para la vista, y todos los detalles fueron cuidadosamente pensados y ejecutados. El momento histórico fue aun mayor porque la nueva Gobernadora General juró su cargo ante nuestra primera mujer presidenta de la Corte Suprema. La nueva Edecán es también la primera mujer que ejerce este cargo, por lo que la trascendental ocasión está marcada por muchos pioneros de la historia de Belice. Son causas que hay que celebrar y que aportan mucha esperanza y alegría a los beliceños de todo el mundo. Mientras que algunos siguen encontrando motivos para sembrar la discordia y el caos, este es un bienvenido y agradable respiro. El apoyo a los sindicatos sigue disminuyendo y han recurrido a la recaudación de fondos mediante la venta de parrilladas y los telemaratones. Estos mismos sindicatos no consideran tener la obligación de proporcionar y publicar informes financieros a sus miembros ni al público. Ahora vienen a pedir más apoyo financiero. Se desconoce el propósito de las recaudaciones de fondos, sólo podemos imaginar las posibilidades. ¿Se utilizarán estos fondos para las clases de baile de Punta, o quizás para más anuncios políticos? Lo cierto es que muchos de los manifestantes se sienten por encima de la ley y ciertamente actúan como tal. Hemos visto cómo han marchado y se han congregado desafiando los protocolos de Covid sin impedimentos y sin consecuencias. El público habría sido multado, detenido y acusado por mucho menos. La buena senadora dice amar a los niños, excepto cuando se interrumpe su necesidad de incrementos, sueldo completo y prebendas. Pues bien, en ese momento los estudiantes están solos, y su amor se interrumpe. Los sindicatos piden ahora a los directores generales de las escuelas que no les recorten el sueldo por el tiempo que han estado en huelga. La bravuconería y la convicción de renunciar a los salarios para hacer un punto, era toda una farsa. Los profesores y los funcionarios deben ahora volver a sus puestos para salvar la cara y sus ingresos. Está claro que los sindicatos desean ahora que el gobierno y los beliceños financien su huelga insistiendo en que reciban salarios completos del gobierno y recaudando fondos a través del público. La ley establece claramente que a los funcionarios en huelga se les descontarán los días que no se presenten a trabajar. Es incierto el éxito de esta nueva empresa. En la actual crisis económica, es escandaloso pedir a los ciudadanos privados, que carecen de la seguridad laboral de los funcionarios que subvencionen una huelga. Es el sector privado el que tiene tasas de desempleo cercanas al sesenta por ciento y que lleva más de catorce largos meses afectados por los efectos negativos de la pandemia. ¿Cómo puede alguien, en conciencia, pedir a los ciudadanos, que han sido empujados a la pobreza y al desempleo, fondos para ayudar a las personas que tienen trabajo y tercamente no van a trabajar? Los sindicatos se agarran a un clavo ardiendo. Sus llamamientos a la opinión pública carecen de lógica y razonamiento. Los hechos son evidentes: Belice es un país en desarrollo que carece de resistencia a las fuerzas económicas y climáticas externas. Nuestra economía, especialmente, se ha visto gravemente debilitada por la deuda, la corrupción y la mala gestión de nuestras políticas fiscales y monetarias. En este momento, debemos ajustar nuestros gastos a nuestros ingresos. Esto implica tanto una disminución de los gastos recurrentes, de los que los salarios son un componente enorme, como un aumento de los ingresos, lo que significa que debe cesar la evasión fiscal y aumentar la recaudación. El gobierno simplemente no tiene dinero para pagar salarios completos y las alternativas a esto son la reducción de los funcionarios públicos y el aumento de los impuestos para todos los ciudadanos. Los sindicatos no apelan a la razón con hechos, su apelación es emocional en el mejor de los casos. Buscan inspirar ira y rencor contra el gobierno, o en su defecto lástima y remordimiento por los sindicatos. Son trucos baratos y no cumplen ninguna función útil. Los hechos son duros; debemos afrontarlos juntos y encontrar juntos soluciones y un camino para avanzar.

Vandalism at Mountain Pine Ridge Over this past holiday weekend, some vandals decided they will tear and break whatever they could at the new facilities at the Mountain Pine Ridge. Five hundred Million spent on the upgrade ought to be appreciated by ALL Belizeans. Of course, up to print time no one has been caught but when caught the price will be paid. BTB March 31 release: “The project includes facilities at two areas within the reserve: (1) the Rio On Pools enhancement consists of a visitors’ pavilion, a panoramic viewing area, two public restrooms, and changing rooms; (2) the Rio Frio Cave enhancement consists of three picnic palapas, restroom, and new access trails. Both facilities will now have eco-friendly sewage systems, and the supply of water will be powered by solar energy. Parking area upgrades are also planned for these two sites under the project. Additionally, informational and directional signs have been installed throughout the reserve, as well as along the Caracol access roads by the Sustainable Tourism Program II. The facilities handed over today were constructed at a cost of BZ$542,323.23.” The BTB upgraded the visitor area in the most public and most visited area of the Mountain Pine Ridge nestled in the mostly pristine forests of the Maya Mountains of Belize and passed this to the Forestry Department. This karst area epitomizes the essence of natural beauty of Belize. “The Mountain Pine Ridge area presents a significant opportunity for both local and international tourism and has already seen an increase in visitors recently. The area is a recreational tourism hub and gateway to the adjacent protected areas of the Chiquibul and the Caracol Archaeological Reserve.” The Belize Tourist Board thus recognized the touristic and natural importance and placed funding into providing amenities that would help the forestry department and assist the public in the open visit of the Rio On Pools and the Rio Frio Caves in the MPR. But even with all that some vandals had other ideas. It is difficult to comprehend what satisfaction can be garnered with tearing and breaking-up of what Belize has to enjoy. Charges are definitely due on the guilty parties. Be sure the surveillance will be heightened and swift action will be taken on any recurrence.

PRESS RELEASE Caracol Road Upgrading Project – Lot 1C 21 May 2021 The Government of Belize secured a Loan from the OPEC Fund for International Development (OPEC Fund) for the Caracol Road Upgrading Project. This project, located in Western Belize, was appraised by the OPEC Fund for International Development and presented to its board of directors who approved a loan to the Government of Belize. The Caracol Road Upgrading Project comprises two Phases with approximately equal lengths of 42km. Phase 1 commenced in December 2019 with the signing of Lots 1A and 1B. The recently amalgamated Ministry of Infrastructure Development and Housing conducted a review of the inherited Caracol Road Upgrading Project as one of least priority and learned that the Government of Belize had an active loan with clearly defined expiration dates. The ministry was advised by its colleague Ministry of Finance and Economic Development that it should continue with the active loan and based on existing commitment with its funding partner execute the remaining works under Phase 1, funded by the OPEC Fund. However, consultations with the Kuwait Fund, Belize’s financial partner for Phase 2 culminated in an agreement to defer Phase 2 for a year as Belize was experiencing an economic downturn, actively responding to the pandemic and had not yet drawn upon the loan. Therefore, a comprehensive design review of those portions of the Caracol Road Project that were not under construction, Lot 1C and three Lots under Phase 2, was done and resulted in substantial cost savings. Combined with a renegotiated supervision consultan-
cy, a total savings of approximately BZ$28 million was achieved, a portion of which is reflected in Lot 1C. The Caracol Road Upgrading Project – Section 1C is approximately 7km (4.3miles). On the ground this is from Blancaneaux Lodge Line intersection to the Pinol Line intersection. The project includes the construction of earthen embankments as foundation for improved horizontal and vertical alignment, crushed gravel pavements, and two (3.35m) lanes with (0.5m) shoulders and a double bituminous chip-seal wearing course. The road drainage scheme will also be upgraded through the replacement of undersized culverts with concrete pipes. Three bridges will be constructed at Privassion Creek, Oak Burn Creek, and Pinol Creek. All bridges are designed to American Association of State Highway and Transportation (AASHTO) standards and are of reinforced concrete build with pre-cast girder elements. Additional improvements include the addition of modern safety features including high visibility signs, road edge markers, painted lane markings, and safety rails as needed. With the no objection from the funding agency, the Government of Belize signed a contract for the Caracol Road Upgrading Project with Belize Roadway Construction – Section 1C, in the amount of BZ$12,000,152.27. It is anticipated that works will commence immediately. The project will be implemented by the Ministry of Infrastructure Development & Housing – Project Execution Unit while NARCO Consultants of Kuwait will provide technical and administrative supervision. Her Excellency Froyla Tzalam May 27, 2021 Her Excellency Froyla Tzalam, Governor General, Honourable Justice Michelle Arana, Acting Chief Justice, Honourable Members of the Cabinet, Honourable Members of the National Assembly, Dean of the Diplomatic Corps, Excellencies of the Diplomatic and Consular Corps, Distinguished Guests, Ladies and Gentlemen. Today is a special day for Belize. First, because we just installed our third Governor General, but more so because we just installed an outstanding Belizean woman of extraordinary skills and talent to represent our sovereign. Second, because for the first time in the almost 40 years of our independence, a Maya Belizean woman from the South is the representative of our Head of State. This in and of itself is historic, not only for Belize but for our region and perhaps even throughout the commonwealth. Her Excellency the Governor General of Belize, Ms. Froyla Tzalam, brings with her more than just 20 years of experience in our rich Maya history and culture. She brings more than her Masters in Rural Development and her Anthropology degree. She brings more than the sum total of her work as an academic, her scholarly publications and decades of experience as a community organizer. All of which makes her fully qualified for her new role. She also brings with her a beautiful family: a supportive husband and two wonderful children who will support her and her work in the service of our nation. Our Third Governor General will have big shoes to follow, for her predecessor, Sir Colville Young, served our nation with distinction for almost three decades. Loved by the people, Sir Colville dedicated his years as our Governor General to dignified service and set his own standard for the office of the Governor General. As a nation we will forever be grateful to Sir Colville for his long and selfless service to our nation. We will always be grateful for his commitment to the youth and for his promotion of the arts. International Day for Biodiversity is observed annually on May 22. This year’s theme is “We’re part of the solution #ForNature”. One of the activities that the National Biodiversity Office in Ministry of Sustainable Development, Climate Change and Disaster Risk Management held to commemorate this day was a national poster competition. Three entries from Corozal came out on top. First place went to Carissia Gomez; Rosella Correa garnered the second place title; and Kristyn Tillett came in third. The winning posters will be displayed in front of the Ministry of Sustainable Development, Climate Change and Disaster Risk Management. The aim of the competition was to engage youth on the measures that can be taken at an individual and community level to contribute to reducing the threats to biodiversity in Belize. Belize, recognized as a world biodiversity hotspot, has ratified the United Nations Convention on Biological Diversity (CBD) since December 30, 1993. Through a network of 113 protected areas countrywide, Belize has successfully maintained over 61% of intact forested lands supporting the protection of approximately 577 species of birds, 163 mammals, 141 species of reptiles and 3,408 species of plants including 613 medicinal plants. Biodiversity is integral to sustaining our daily lives, through the provision of food, clean water, storm and flood protection, medicine, climate regulation and raw materials central to housing and transportation. Recognizing that improving livelihoods, food security, economic recovery and human health depends on the conservation of biodiversity, this year’s theme challenges us to be good stewards. This can be achieved by reducing water wastage at home, reducing use of plastics, participating in environmental clubs, and adhering to environmental regulations as we are collectively all a part of the solution!

PRESS RELEASE Excerpts Philip Goldson Highway and Remate Bypass Upgrading Project – Contract Award 21 May 2021
The Government of Belize, under the previous administration, secured funding for the Philip Goldson Highway and Remate Bypass Upgrading Project in the form of part grant from the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) and loan from the Caribbean Development Bank (CDB). The procurement process commenced with the prequalification of contractors in July 2020 and subsequent evaluation of bids by independent Consultant Politecnica of Italy, in December 2020. After careful consideration and honouring the existing commitment to the funding partners, Cabinet determined that the project was vital for promoting economic development, enhancing road safety and climate resilience, and therefore approved its implementation. The Ministry of Infrastructure Development and Housing conducted its own diligent review of the selection process to ensure impartiality and transparency, and now wishes to announce that contracts for Lot 1 to 4 have been awarded as follows: Lot 1 - Teichroeb & Sons Ltd for a total amount of BZ$10,530,865.48. This lot includes two sections of the Philip Goldson Highway, Section A and Section D. Section A commences at the existing culvert at approximately Mile 24.5 and terminates at the existing roundabout at the beginning of the Orange Walk bypass. Section D commences from the northern intersection of the Remate Road bypass and terminates at the border post in Santa Elena. Civil Works will include: • Road safety features including line marking, road studs, traffic signs, bus lay-bys and traffic calming measures along the entire route. Additional road safety features in Carmelita Village include designated pedestrian/bicycle paths, pedestrian crossings, and rumble strips; •
Construction of a roundabout at the Crooked Tree junction; and other
Lot 2 – Cisco Construction Ltd. for a total amount of BZ$27,079,302.32. This section commences from the existing roundabout at the beginning of the Orange Walk bypass and terminates just before the proposed new roundabout forming the southern end of the Remate bypass. Civil Works will include: • Realignment of the Mamayal Curve to avoid blind spots and improve safety; and other

In November 2020, our newly elected government promised to work ceaselessly to build a society guided by the Preamble of our Constitution, which calls on us all to, “respect the principles of social justice and therefore believe that the operation of the economic system must result in the material resources of the community being so distributed as to subserve the common good.” From the very first meeting of the National Assembly Prime Minister Briceño signaled his administration’s commitment to the Good Governance Agenda. It was a bold move, essentially recording and codifying a campaign promise and manifesto pledge. Turning the poetry into prose, to paraphrase a wellknown aphorism. We are in a time which requires
us to make difficult and complex decisions above our own in the national interest. Government is operating in an ever more instantaneous and demanding environment. We are facing interrelated problems and are having to adjust to the challenges immediately as they present themselves. As the Minister of Public Service, Constitutional and Political Reform, I respect and fervently believe in the rule of law, accountability and transparency and I am committed to govern legitimately and effectively for all Belizeans. I believe that we must act with unity and resolve in addressing the fiscal problems facing Belize. I acknowledge that we must lead by example and demonstrate our commitment to addressing the problem of the country’s finances, a problem that if left unchecked will cer-
tainly force us to look squarely into the economic abyss. On 18th February, 2021, the Ministry signed a Memorandum of Understanding with the Love Foundation to implement an anti-corruption “Good Governance, Transparency and Ethics Curriculum” as part of the Ministry’s continuous professional development programme. In keeping with this agreement, the Ministry has partnered with Galen University to conduct a Train the Trainer’s Course. On the 20th April 2021, 43 public officers from within the various ministries of the Belize Public Service started this course – 39 remain. They will be trained as trainers to implement the Anti-Corruption Curriculum to public officers within the wider public service. Including in these training modules is a component of the mandatory training offered to public officers seeking promotion within the public service. This is indeed a viable step in the success of the curriculum, and will no doubt strengthen the transparency and inclusivity of institutional development in the public and private sectors. I am confident that all partners in this plan will be able to define, recognize and combat corruption and point out its causes and consequences. This course will raise awareness of the damage created by corruption, and I am certain, it will motivate all to make changes and decrease dishonesty. I want to thank Galen University for partnering with us. It is evident that you are as invested in ensuring the success of this curriculum as the Ministry is. This is more than a Memorandum of Understanding, it is a contractual partnership to work together in the development of our country. And it signals an important new role for infant but maturing tertiary education system. I also want to congratulate all the officers who are now participants in this course and have been tasked with completing the curriculum. You will be the foundation; you will set the pace. The World Bank defines Good Governance as “the manner in which governing authority is exercised in the management of a country’s economic and social resources for development”. I know that through this initiative, the Belize Public Service will be able to sustain the delivery of Good Governance, Transparency and Ethics.

Summary of National Address by Prime Minister Hon. John Briceño On the Negotiations with the Unions May 12, 2021
Given the state of public finances and the severe fiscal imbalance inherited from the past UDP administration, the Government indicated to all social partners, including but not limited to the unions, that substantial measures would have to be taken including: One - reduction of goods and services expenditures by at least 15 percent, Two - debt restructuring to achieve debt relief and bring down debt servicing obligations, Three - prioritized capital spending, revenue enhancement measures and Four - a salary adjustment of approximately 60 million dollars along with the increment freeze of roughly 20 million dollars for up to three fiscal years. After conducting such consultations, and after requisite consultations were duly had by the Minister of Public Service, the Minister, noting the dire state of public finances and the need for urgent fiscal rebalancing, informed that, among other things, he will be advising His Excellency the Governor General to fix the salaries and privileges of the employees or other persons or groups within the public service with a reduction of 10 percent for salaries equal to or over Twelve Thousand Dollars.

The Protected Disclosures/Whistleblowers Protection Bill, 2021 The Civil Asset Recovery and Unexplained Wealth Bill, 2021 Campaign Finance Reform Bill Audit of Petrocaribe Funds Rationalization of Public Service Government will complete on an expedited basis the ongoing rationalization of public service exercise. Numerous measures were proposed to public officers and teachers directly affected by the salary adjustment and increment freeze. Some of these that have not been accepted by the Unions include as follows: Reduction of work week by 5 hours or more than ten percent of the work week. The issuance of a land credit in favour of affected public officers and teachers equivalent to 50 percent of the salary adjustment, which credit may be exercisable on the acquisition of government land by the holder of the land credit. . We are prepared to undertake the following: • Performance Bonus Option • National Health Insurance for Public Officers • Discounted data packages for teachers • Cash flow relief on loan payments • Waiver of Stamp Duty on Assignment of Residential Mortgages • Special Facilities at DFC and National Bank of Belize • Reduction of Ministers’ Salaries and allowances and • Increments Remain Applicable to Pension Payments Performance Bonus -- Government shall pay in the form of an annual bonus, after the close of each of the current and next 2 fiscal years, any amounts that exceed the relevant annual Primary Balance Target. The Primary Balance Targets established in the Recovery Plan are as follows: Year 1, FY 2021/22, Primary Balance Target is a deficit of 2.9% of GDP Year 2, FY 2022/23, Primary Balance Target is a surplus of 1.99% of GDP Year 3, FY 2023/24, Primary Balance Target is a surplus of 3.75% of GDP The Performance Bonus Option incentivizes all budget stakeholders to focus on the common and beneficial goal of achieving the critical Primary Balance Targets of Government’s Recovery Plan. The features of the Performance Bonus Option are as follows: [1] … will be paid on a pro-rata basis to all affected teachers and public officers as a single payment. [2] The maximum cumulative Performance Bonus payment will be BZ$60m per year,… [3] Where the Primary Balance Target is not achieved, there will be no Performance Bonus payment. [4] Bonus payments, where applicable, will be made within 90 days of the close of the budget year.

Dada la situación de las finanzas públicas y el grave desequilibrio fiscal heredado de la pasada administración UDP, el Gobierno indicó a todos los interlocutores sociales, incluidos los sindicatos, pero sin limitarse a ellos, que habría que tomar medidas sustanciales, entre ellas Uno - reducción del gasto en bienes y servicios de al menos el 15%, Dos - reestructuración de la deuda para lograr una reducción de la misma y disminuir las obligaciones del servicio de la deuda, Tres - priorizar el gasto de capital, medidas de mejora de los ingresos y Cuatro - un ajuste salarial de aproximadamente 60 millones de dólares junto con la congelación de los incrementos de aproximadamente 20 millones de dólares durante un máximo de tres años fiscales. Tras realizar dichas consultas y después de que el Ministro de la Función Pública realizara las consultas necesarias, el Ministro, observando el grave estado de las finanzas públicas y la necesidad de un reequilibrio fiscal urgente, informó de que, entre otras cosas, aconsejará a Su Excelencia el Gobernador General que fije los salarios y privilegios de los empleados u otras personas o grupos dentro de la función pública con una reducción del 10 por ciento para los salarios iguales o superiores a doce mil dólares. Primera reforma de la buena gobernanza El proyecto de ley de protección de los denunciantes de irregularidades de 2021. El Proyecto de Ley de Recuperación de Activos Civiles y Riqueza Inexplicable, 2021: Proyecto de ley de reforma de la financiación de las campañas: Auditoría de los fondos de Petrocaribe: Racionalización del servicio público: El Gobierno completará de forma acelerada el ejercicio de racionalización de la función pública en curso. Se propusieron numerosas medidas a los funcionarios y profesores directamente afectados por el ajuste salarial y la congelación de los incrementos. Algunas de ellas, que no han sido aceptadas por los sindicatos, son las siguientes: a. Reducción de la semana laboral en 5 horas o más del diez por ciento de la semana laboral. b. La emisión de un crédito de tierras a favor de los funcionarios públicos y docentes afectados equivalente al 50 por ciento del ajuste salarial, crédito que podrá ser ejercido en la adquisición de tierras fiscales por parte del titular del crédito de tierras. Estamos dispuestos a emprender lo siguiente: a. Opción de bonificación por rendimiento b. Seguro nacional de salud para los funcionarios públicos c. Paquetes de datos con descuento para los profesores d. Alivio de la tesorería en el pago de préstamos e. Exención del derecho de timbre en la cesión de hipotecas residenciales f. Facilidades especiales en el DFC y el Banco Nacional de Belice g. Reducción de los sueldos y asignaciones de los ministros y h. Los incrementos siguen siendo aplicables a los pagos de pensiones Bonificación por desempeño -- El Gobierno pagará en forma de bonificación anual, después del cierre de cada uno de los años fiscales actuales y de los 2 siguientes, cualquier cantidad que supere el correspondiente Objetivo de Saldo Primario anual. IN THE FOG OF WAR, CLOWNS CHANGE! STRIKING FOR THE WRONG REASON! By Hilly Bennett It has been said that “In the fog of war, clowns change” and so do demands by Unions in the current impasse between the Government of Belize and the intransigent Unions. The latter’s irresponsible actions and unreasonableness have morphed into a total sense of confusion. The unionists and its leadership are quickly losing chunks of the little credibility left from the general public. The unions have been on strike for the wrong reasons. Historically, unionism was standing on the right-side of issues. These were manifested in injustices inflicted on the working man and woman. These causes and just objectives are registered in Belize’s socio-political history. However, the recent past has denuded the objective of various unions. Pre-Independence, a sustained attack was made against the People’s United Party by the unions. Similarly, pre2008 election and today the attacks have been against the PUP. Clearly, any virtuous agenda of Public Service Union (PSU), the Association of Public Service Senior Management (APSSM) and the Belize National Teachers Union (BNTU) is hamstrung by the United Democratic Party’s political puppeteers. The Unions, rather than becoming vanguards to the development of pragmatic ideas under the PlanBelize recovery, insist on ignoble and deceptive attacks against the Briceño administration. The rabid rabble-rousers masked as Union leaders systematically ignore the glaring reality Belize is facing. The impact of the two crises dubbed COVID-19 preceded by UDP13 has summed up to distress on the socio-economic order of the country. Amidst the crisis, BNTU President Elena Smith has resorted to gyrating to the Garifuna drums. Punta was her response to the ‘bukut’ left after the United Democratic Party regime was walloped in the ‘wave election’. Undeniably, the Union’s self- interest trumps both the well-being of the Haven of Democracy and the despair of the downtrodden hanging on the

BELIZE LAND BORDERS WILL REOPEN TO FOREIGN TOURISTS ON MAY 31 The Ministry of Tourism and Diaspora Relations (MTDR), along with the Border Management Agency (BMA), and the Belize Tourism Board (BTB) announce the reopening of Belize’s land and sea borders to foreign tourists who wish to visit the country for recreation and vacation purposes only. The points of entry will reopen in a phased approach, and in Phase 1, only tourists who are booked at Gold Standard hotels, and transferred by Gold Standard taxis or tour operators will be permitted to enter. Tourists will be required to present proof of a negative PCR Covid-19 test taken within 72 hours prior to arrival in Belize; or a rapid antigen test for SARS-CoV2 approved by the Ministry of Health and Wellness (MOHW) taken within 24 hours prior to arrival in Belize. All tourists, including those who provide proof of full Covid-19 immunization, may be required to submit to testing at their expense, at the discretion of the MOHW. Foreign travellers testing positive for Covid-19 shall be denied entry. Santa Elena Border and Belize Western Border stations will reopen on Monday, May 31, 2021, and the time of operations at the borders will be from 8:00 a.m. to 4:00 p.m. daily, until further notice. The San Pedro and Punta Gorda border points will also reopen in Phase 1 on a date to be announced. The re-opening of the Ports of Entry will take place under the following phases: Phase 1: Foreign Tourists Only (or travelers with special permission); Phase 2: Foreign Tourists and Visitors of Friends, Family & Relatives; and Phase 3: Full Re-opening. Under the first phase, the direct transit of travellers from border to border (in-transit passengers) will not be permitted. Entry or exit by Belizeans, diplomats, military personnel, perma-
nent residents, etc. will continue on a restricted basis and still requires official permission from the relevant agencies. THINK ABOUT IT LET’S MAKE BELIZE CITY BEAUTIFUL Have you seen pictures of Belize City from the sky? Pictures from Maya & Tropic airlines or from drones, show a quaint, colorful, beautiful little city. But driving, or walking around the city, it doesn’t look as pictures square. Let us all help to make Belize City the most beautiful in the world. We can plant in our yards. We can plant front of our yards. We can push City Council to plant in ALL the public spaces. The ground around Baron Bliss grave by the Lighthouse, with a little help from some black soil and a rail to prevent persons walking there, can be one beautiful sight. The dividing space on the roads, called islands needs to be filled with dwarf palms, maybe even some flamboyant trees. So called Chetumal Street extension on Southside, Central America Boulevard, government yards public spaces should be in full flowering. In Orange Walk Town, between the first traffic lights and the Town Hall building are some fabulous trees, right now they are flowering a fantastic yellow, looks like a smallish one by the Karl Heusner Hospital. Really, really beautiful. MINISTER HENRY CHARLES Honourable Henry Charles Usher, Minister responsible for two huge portfolio areas, listed on page 406 of Belize Gazette number 59 dated 3rd December 2020. These are PUBLIC SERVICE:- the whole public service, the Public Service Commissions, Joint Staff Relations council, human resources development, and public service MODERNIZATION. In addition to this critical and heavy burden, the Minister is also responsible for GOVERNANCE and REFORM. This includes all elections, and boundaries offices and general elections, the election and boundaries offices and the big one, Electoral Boundaries, which includes Redistricting. UNCAC -the United Nations Convention Against corruption is also Minister Henry’s responsibility as well as all Referendums which in proper English is Referenda. And then there is CONSTITUTIONAL and POLITICAL REFORM. This represents the future Belizeans will be living under. We do not think any country in the Caribbean has such a commitment to review their system of governance. This is not just good governance this is better governance. When we first saw the Belize Gazette listing of the Minister’s various portfolios, we were impressed with this area. All portfolios are important. It is part of the governance network for delivering services to citizens and moving the country forward. The legendary Phillip Goldson was given the biggest portfolio assignment of any Minister in government, following the 1993 general elections. Goldson had broken away from the UDP of Esquivel and Barrow over their mishandling of the Guatemala/Maritime Areas “sellout” when the PUP called a snap election one

year before the 5-years term. Goldson had formed his own party NABR and reused to rejoin the UDP. He entered a coalition with the UDP which narrowly won the elections by a handful of votes. Minister Henry Charles portfolio responsibility is not voluminous but it is heavy, loaded with critical, crucial matters that go deep into the heart of what kind of government will best benefit our young nation and wonderful people. It is a huge credit to Johnny Briceño and his Ministers that they have committed their government and term of offence on the issue of charging key aspects of the constitution and the political process. This is a serious commitment to an agenda of reform and betterment. When the unions speak of good governance, there are speaking to the correct Ministers. The new government has publicly and in their written Manifesto committed their collective reputation to betterment. Betterment must come. The people of Belize has experienced 13 years of cruel betrayal by the UDP gang. “if a government deceives me once, shame on them. If they deceive me twice, shame one me.” The PUP is not the UDP. That much is clear by now. Johnny Briceno is not the con-artist Dean Barrow practiced. That much is even clearer. Belizeans deserves better than what they got from the UDP. The People’s United Party will deliver better, of that we are convinced. Better must come. BEL AND SOLAR Hurricane season is upon us. The last time we got a light rocking from of hurricane, many light posts could not hold their positions. They were leaning and falling all over the streets. A word to the wise… We wish to record another observation. Many of the lights Belize City are yellow and not bright enough. Please change those old bulbs and let there be light. Finally, shouldn’t BEL be pushing for the wide-spread use of solar energy? We suppose it is a conflict of interest. BEL makes its money by charging for the use of their power brought to us through their electrical grids and wires. But BEL is no longer a private company. So let’s put solar in the homes of the poorer classes. Let’s put solar in all village homes and in all government buildings. Maybe we even have an increase in the workforce as dozens of new technicians start installing solar countrywide. CHINESE ARE AWESOME The Belizean Chinese are an awesome ethnic group. Still small in numbers they are large in economic muscle. Word is, they have started to sell cornflakes retail. If a person can’t afford a small box of cornflakes for $13.00 dollars, the Chinese are selling three dollars, four dollars etc. of cornflakes. This is marvelous marketing. Catering to the needs of the customers’ ability to afford a product. Without any gambling, protection or backlash the Chinese have almost completely taken over the fast food.

The Government of Belize via the Ministry of Infrastructure Development and Housing intends to rehabilitate 6000 linear feet x 24 feet of Lords Bank Village Road, Belize District. The Ministry of Infrastructure Development and Housing now invites sealed bids from suitably qualified and experienced contractors for Hotmix Paving a section of the Lords Bank Village Road. The scope of works will involve rehabilitating 6000 ft x 24 ft of the Lords Bank Village Road, Lord’s Bank Village, Belize District with Hotmix paving (HMA) and will include the following: 1 2

The Government of Belize (GOBZ) through the Ministry of Infrastructure Development and Housing wishes to create a registry of contractors of varying disciplines and capacities from which the GOBZ or the private sector enterprise will have access to competent contractors that have undergone some form of qualification / capacity review, which in turn would streamline procurement, and improve transparency in the industry. It is expected that the contractor registry will provide for easier selection of reliable contractors based on satisfying minimum criteria of each of the identified categories and sub-categories. Having a centralized contractor registry creates opportunity for contractor employment across the public and private sector as well as affords project owners confidence in quality of listed contractors. Contractors will be categorized by discipline and size and are hereby invited to register under one or more of the following disciplines as may be applicable: DISCIPLINE 1. General Building Contracting – General contractors for building commercial and residential buildings capable of executing site surveying, piling, structural concrete, structural reinforcement, masonry, carpentry, drywall, plumbing, electrical, HVAC and roofing. 11. Immunity to the Coronavirus May Persist for Years, Scientists Find By Apoorva Mandavilli, Ney York Times Important immune cells survive in the bone marrow of people who were infected with the virus or were inoculated against it, new research suggests. The studies may soothe fears that immunity to the virus is transient, as is the case with coronaviruses that cause common colds. Immunity to the coronavirus lasts at least a year, possibly a lifetime, improving over time especially after vaccination, according to two new studies. The findings may help put to rest lingering fears that protection against the virus will be short-lived. Together, the studies suggest that most people who have recovered from Covid-19 and who were later immunized will not need boosters. Vaccinated people who were never infected most likely will need the shots, however, as will a minority who were infected but did not produce a robust immune response. Both reports looked at people who had been exposed to the coronavirus about a year earlier. Cells that retain a memory of the virus persist in the bone marrow and

The other study, which is also under review for publication in Nature, found that these so-called memory B cells continue to mature and strengthen for at least 12 months after the initial infection.
“The papers are consistent with the growing body of literature that suggests that immunity elicited by infection and vaccination for SARS-CoV-2 appears to be long-lived,” said Scott Hensley, an immunologist at the University of Pennsylvania who was not involved in the research. The studies may soothe fears

But those viruses change significantly every few years, Dr. Hensley said. “The reason we get infected with common coronaviruses repetitively throughout life might have much more to do with variation of these viruses rather than immunity,” he said. In fact, memory B cells produced in response to infection with SARS-CoV-2 and enhanced with vaccination are so potent that they thwart even variants of the virus, negating the need for boosters, according to Michel Nussenzweig, an immunologist at Rockefeller University in New York who led the study on memory maturation. “People who were infected and get vaccinated really have a terrific response, a terrific set of antibodies, because they continue to evolve their antibodies,” Dr. Nussenzweig said. “I expect that they will last for a long time.” The result may not apply to protection derived from vaccines alone, because immune memory is likely to be organized differently after immunization, compared with that following natural infection. Immunity to the Coronavirus May Persist for Years, Scientists Find
Continued from page 20 said. “That’s the kind of thing that we will know very, very soon,” he said. Upon first encountering a virus, B cells rapidly proliferate and produce antibodies in large amounts. Once the acute infection is resolved, a small number of the cells take up residence in the bone marrow, steadily pumping out modest levels of antibodies. To look at memory B cells specific to the new coronavirus, researchers led by Ali Ellebedy of Washington University in St. Louis analyzed blood from 77 people at three-month intervals, starting about a month after their infection with the coronavirus. Only six of the 77 had been hospitalized for Covid-19; the rest had mild symptoms. Antibody levels in these individuals dropped rapidly four months after infection and continued to decline slowly for months afterward — results that are in line with those from other studies. Some scientists have interpreted this decrease as a sign of waning immunity, but it is exactly what’s expected, other experts
said. If blood contained high quantities of antibodies to every pathogen the body had ever encountered, it would quickly transform into a thick sludge. Instead, blood levels of antibodies fall sharply following acute infection, while memory B cells remain quiescent in the bone marrow, ready to take action when needed. Dr. Ellebedy’s team obtained bone marrow samples from 19 people roughly seven months after they had been infected. Fifteen had detectable memory B cells, but four did not, suggesting that some people might carry very few of the cells or none at all. “It tells me that even if you got infected, it doesn’t mean that you have a super immune response,” Dr. Ellebedy said. The findings reinforce the idea that people who have recovered from Covid-19 should be vaccinated, he said. Five of the participants in Dr. Ellebedy’s study donated bone marrow samples seven or eight months after they were initially infected and again four months later. He and his colleagues found that the number of memory B cells remained stable over that time. The results are particularly note-
worthy because it is difficult to get bone marrow samples, said Jennifer Gommerman, an immunologist at the University of Toronto who was not involved in the work. Dr. Nussenzweig’s team looked at how memory B cells mature over time. The researchers analyzed blood from 63 people who had recovered from Covid-19 about a year earlier. The vast majority of the participants had mild symptoms, and 26 had also received at least one dose of either the Moderna or the Pfizer-BioNTech vaccine. So-called neutralizing antibodies, needed to prevent reinfection with the virus, remained unchanged between six and 12 months, while related but less important antibodies slowly disappeared, the team found. As memory B cells continued to evolve, the antibodies they produced developed the ability to neutralize an even broader group of variants. This ongoing maturation may result from a small piece of the virus that is sequestered by the immune system — for target practice, so to speak. A year after infection, neutralizing activity in the participants who had not been vaccinated was lower against all forms of the virus, with the greatest loss seen against the variant first
identified in South Africa. Vaccination significantly amplified antibody levels, confirming results from other studies; the shots also ramped up the body’s neutralizing ability by about 50-fold. Senator Rand Paul, Republican of Kentucky, said on Sunday that he would not get a coronavirus vaccine because he had been infected in March of last year and was therefore immune. But there is no guarantee that such immunity will be powerful enough to protect him for years, particularly given the emergence of variants of the coronavirus that can partially sidestep the body’s defenses. The results of Dr. Nussenzweig’s study suggest that people who have recovered from Covid-19 and who have later been vaccinated will continue to have extremely high levels of protection against emerging variants, even without receiving a vaccine booster down the line. The experts all agreed that immunity is likely to play out very differently in people who have never had Covid-19. Fighting a live virus is different from responding to a single viral protein introduced by a vaccine. And in those who had Covid-19, the initial immune response had time to mature over six to 12 months before being challenged by the vaccine.

Why Taiwan’s Participation in the World Health Assembly Matters
By H.E. David Kuan-Chou Chien, Ambassador of the Republic of China (Taiwan) to Belize The 74th World Health Assembly (WHA) is taking place virtually this week from May 24th to June 1st. Unfortunately, Taiwan, as an active global health partner, still been excluded for political reasons, which has damaged global cooperation on international public health issues. Since 2009 to 2016, Taiwan has been invited to the WHA as an observer and shared its remarkable experience in the field of healthcare as well as preventing the spread of various contagious diseases. Moreover, Taiwan was the first government in Asia to echo the World Health Organization’s (WHO) goal of achieving “Universal Health Coverage” and also implemented one of the most successful “National Health Insurance” systems among the world, covering our country’s 23.5 million nationals since 1995. From the beginning of 2020, the COVID-19 pandemic has dramatically impacted the globe, crippling health systems, economies, society, and even the way people communicate. Under these dire circumstances, Taiwan’s COVID-19 response remains one of the most successful in the world. Backed by its robust health system, Taiwan was able to quickly control the outbreak, saved many lives of its

citizens, and even collaborated with its international allies, such as Belize, on fighting against the pandemic. Disease knows no borders, and no country can face the pandemic alone. Taiwan is also no exception. It is imperative and urgent to include all nations in the preparation and response of global health emergencies at this critical moment. Only through international cooperation can we realize the early containment of the pandemic. Taiwan has a constructive role to play in creating a robust global health network, and the best way to share our experience with other countries is through participation in the WHO. Our voice has been echoed by the Government of Belize led by Hon. John Briceño, Prime Minister, Hon. Michel Chebat, Minister of Health and Wellness, Hon. Sen. Eamon Courtenay, Minister of Foreign Affairs, and many other members in the Cabinet have sent proposals or letters to the WHO Secretariat, urging WHO to invite Taiwan to participate in the WHA. The same assistance has also been given by most members of the National Assembly and the Senate of Belize, by joining the newly launched “Formosa Club” in the Caribbean, supporting Taiwan’s bid to take part in the 74th WHA. On behalf of the Government and people of Taiwan, I would like to extend my sincere gratitude and appreciation to all Taiwan’s precious friends in Belize for their staunch support. I would also like to take this opportunity to urge the WHO to acknowledge Taiwan’s contribution to global health issues and invite Taiwan as an observer to take part in the WHA. Most of all, we firmly believe that Taiwan’s involvement in the WHA can make the world a safer place to live. (E)
