In 2019, the People’s United Party launched its village council campaign under the theme “Respect Wi Village”. Our villages country wide was being utterly neglected and disrespected by the Barrow Administration. Rural Belize was under siege by the Barrow Admin. Farm roads, sugar roads, village roads were in states of massive disrepair. Water Boards were mismanaged by UDP cronies, sporting facilities were overgrown and rendered useless, and our village leaders felt hopeless. It was time for Rural Belize, the productive sector, to send a loud and clear message to Barrow and the UDP that their lies and disrespect had reached its end.
When all the votes were counted countrywide the PUP won 96 villages, the UDP won 77 and the remainder was won by Independent teams. Of the 1,286 seats available the PUP garnered 678, the UDP 488 and 120 were controlled by individuals who wished to be independent. Starting May 15, 2022, all villages countrywide will again go to the polls to elect their new councils. The PUP machinery countrywide is oiled and ready. We, the PUP, currently control village council at the district level in four of the six districts. We control the National Association of Village Councils. It is our aim to increase our 2019 performance and
to control the district association in all six districts. Our campaign team for the 2022 village council elections is Forward Together with Plan Belize. This election is seeing some much-needed changes. Only those registered to vote on the official Elections and Boundaries voters list for that specific village will be able to vote. Individuals with Permanent Residency cards will not be allowed to vote. Those who reside in the village but do not appear on the voter’s list for that village will not be allowed to vote

● The Minister of Health & Wellness Hon. Kevin Bernard informed Cabinet that COVID-19 vaccines for children ages 5 to 11 years will soon be available. The Ministry of Health & Wellness is working closely with the Ministry of Education to safely deliver vaccines to students in time for the start of the new school year. Also, the Ministry of Health & Wellness encourages all Belizeans 60 years or older and those with preexisting conditions to get their second booster.

Cabinet took note that signatures had been submitted to the Governor General to commence the process of issuing a writ of referendum in relation to the passage of the Cannabis and Industrial Hemp Control and Licensing Bill. In accordance with the Referendum Act, the petition will now undergo the process of vetting and verification by the Elections and Boundaries Department. Cabinet is committed to continuing to shepherd the process with respect for all concerned and considers this an inspiring and encouraging part of Belize’s democratic system. Cabinet remains confident that in the end the right and best decisions will be made as a country.

Cabinet gave its recommendation for the Attorney General to have introduced a bill at the next sitting of the House of Representatives to restructure the administration of the Supreme Court and the Court of Appeal with the introduction of the Senior Courts of Belize. The Senior Courts Bill is an amalgamation of the Supreme Court of Judicature Act and the Court of Appeals Act with amendments: (1) (2) (3)

to restructure the courts administration system by making the office of the Chief Justice the administrative leader for both the Supreme Court and the Court of Appeal; to introduce new officeholders such as Senior Judges in the Civil and Criminal Divisions of the Supreme Court, the Chief Registrar, Masters, and Judicial Assistants; to introduce specialized divisions in the Supreme Court, such as a Constitutional and Public Law Division, Family and Trust Law Division, Commercial Law Division, and such other divisions as the Chief Justice from time to time may find necessary; to remove marital fault grounds for divorce proceedings and to provide for gender-neutral provisions in relation to divorce and matrimonial proceedings.
These changes are being introduced to improve the efficiency, accuracy and consistency in the upper courts of the judicial system of Belize. ●

Cabinet has also given its approval for the introduction of a bill to address consequential amendments to the Belize Constitution to provide for the additional judicial office holders as well as to provide for the office of the Chief Justice to be the administrative leader of the Supreme Court and Court of Appeal as well as for the renaming of the Supreme Court to that of the High Court. The office of the President of the Court of Appeal is being retained but shall be subject administrative to the office of the Chief Justice. Cabinet gave its recommendation for the Attorney General to have introduced, at the next sitting of the House of Representatives, a bill to amend the Marriage Persons (Protection) Act, Chapter 175 of the Substantive Laws of Belize, Revised Edition 2020. This is to allow for the removal of the fault grounds for an application for judicial separation before the Family Court, which is to be replaced with the ground of incompatibility. Too many times the Family Court is bogged down with acrimonious family proceedings that are not conducive to the family healing and moving on, with children being affected by such proceedings. It is important to note that these proposed amendments will not affect the protection against domestic violence under the Domestic Violence Act and will not affect the rights of maintenance for spouses and children.

Cabinet took note of the protocol to amend the Revised Treaty of Chaguaramas to allow Enhanced Cooperation Among CARICOM Member States and gave its approval for the Ministry of Foreign Affairs, Foreign Trade & Immigration to ratify the amendments to the protocol on the Revised Treaty to Allow for Enhanced Cooperation Among Member States. Finally, the Prime Minister informed Cabinet that on Saturday, 7th May 2022, the President of the Republic of Mexico, His Excellency Andrés Manuel López Obrador will be making an official visit to Belize.
Those wishing to contest must take time one week in advance to go to the town associated with their village to get nominated. All this is in an effort to cut out the corruption and last-minute surprises from the village council elections and to give the villages the respect they deserve. The PUP is poised to take the 2022 village council elections as rural Belize has seen the benefits of Plan Belize which is focused on increasing agricultural output and production. The cocoa and rice industries in Toledo are once again alive and producing. The shrimp, banana and citrus industry in Stann Creek is recovering. The vegetable and cattle industry in the north and west is rebounding and the sugar industry in the north is seeing better days. Plan Belize is with Rural Belize and Rural Belize is with the PUP. 1-Year Scholarships GoB – Ministry of Youth and Sports - NSC
The National Sports Council will be organizing a $250,000 national youth basketball tournament, which will award 40 one-year scholarships to the male and female winners, Minister of Youth and Sports Hon. Rodwell Ferguson told the press at the Marion Jones Sports Complex on Wednesday morning. Belize is no longer in COVID lockdown and with the lifting of health restrictions, the Ministry of Sports seeks to create positive activities for Belizean youths to develop in body and spirit, to achieve their career goals, and keep them away from negative activities, Minister Ferguson said. The sports council is now inviting teams to register in three categories: under-15, under-18 and an open senior category, explained Belize City Councilor for sports Kaya Cattouse The boys and girls will play in separate competitions, and each municipality will register up to 6 teams to compete in competitions at the district level in June and July. The district champions will advance to national finals to be played in Belize City, with the 6 championship final matches played at the Belize Civic Center. The Ministry of Sports will be offering 20 scholarships to the champion boys teams and 20 scholarships for the champion girls in the U-15 and U-18 categories. The NSC is also offering a $10,000 cash prize for the champion men’s team in the Open category, with the same prizes for the Women’s champions. The Belize Basketball Federation’s newly elected president Jacob Leslie said the tournament will sharpen the young players’ skills to be ready for upcoming international competitions, as Belize has been invited to participate in the COCABA Under-16 championships to be held in Nicaragua in August. He said the BBF will be selecting the best U-16 Belizean players, with some Belizeans who are already playing in high school competitions in the United States. Leslie was confident that this team will represent Belize well, as Belize has always had success at the CODICADER Games in the U-17 level and among the region’s universities.
Minister Ferguson also announced that he will be travelling to Guatemala late this month to pass over the CODICADER presidency to Guatemala. Salvador was to have hosted the CODICADER Games in September 2020, which were cancelled by the pandemic. In 2021, Belize took over the presidency of the Central American Isthmus Council for Sports and Recreation (CODICADER), but as the COVID pandemic was still restricting sports, no CODICADER Games were held. A technical meeting has already been held to decide the way forward for the CODICADER Games, at which it was decided that the next Games would be held in 2023. This will allow time for each member country to hold domestic competitions in scholastic sports during the coming academic year. This will decide the national champions in each sport. This will represent their country at the 2023 CODICADER Games.

HARD CONVICTIONS
T
he entertainer continues his show, this week with a sit-down comedy special featuring some of his equally forgettable friends. It seems that no self-respecting party member deigned to sit down for the debacle. The only truth told at the performance was that in effect another trouncing at the polls is imminent for the UDP. But again…even blind men could see that one coming because it takes absolutely no political prowess to decipher the outcome, which is good considering that there was none to be had at the head table. The Leader of the Opposition (LOO) dedicated abundant time to pontificate on the issues of crime and gun violence, topics he has much personal experience with. He preaches with unnecessary intensity, particularly on topics with which he is not in the least bit acquainted. Case in point, economics, inflation, and cost of living. Belize imports more than it exports and has a trade deficit with the United States of America, which is currently suffering from severe inflation. Our economy is therefore sensitive to inflation from other countries, and we import their inflation along with all the goods and services. Therefore, we can see from the table of items that was recently published that Belizean grown and produced items such as beans both red and black actually saw a reduction in prices as compared to last year. Others such as chicken saw small increases in prices. Those items that saw huge increases were imported commodities such as pigtails, and corned beef. It was the Father of the Nation, RT. Hon. George Price who said, “grow what you eat, eat what you grow.” His words of wisdom fall on the deaf ears of the UDP who continue to encourage a lifestyle that is both unsustainable, and unhealthy for our communities. Instead, the facts clearly show that eating fresh Belizean produce is healthy for your body as well as your pocket. Another point that the LOO laboured long on was corruption. Again, he and his family have contributed much to Belizean discourse on this heated topic. At times, he tried to disavow his familial ties and political record completely from the last administration, claiming he was able to stand on his own record. He visibly chafes at the suggestion that he owes his present position to dear old dad. The truth, had it not been for daddy dearest, he would not have had a place among the elite of this country. He would not have been made Musical Ambassador, nor ever regained his coveted American Visa. Had it not been because he is the son of the past prime minister and the nephew of a long-standing Member of the House of Representatives, he would not be where he is today. He was handpicked and served with one of the safest constituencies for the UDP on a golden platter. The LOO tries once again to fool the electorate by wearing slippers and short pants when he is in the villages, but the truth is he has not had to work for any of the positions he now enjoys. Being a daddy’s boy does have its perks, no wonder the tried-and-true battle-tested party loyalists will have nothing to do with you. The only hard convictions that you had landed you in prison for nine years, so it is hardly appropriate to cast aspersions on others. The Prime Minister Hon. John Briceño has proven his leadership with decades of service to the people of Belize. He is one of the most accessible politicians in Belize, stopping to talk with people on the street and in their homes. He still believes in house-to-house visits and campaigns regularly. That is why the people love him and believe in him and ask him for help. The PM believes in service, to his community and his country. His beliefs are in line with his action. The Leader of the Opposition’s only hard convictions landed him in prison for nine years. Village Council Elections are here, Vote BLU!

l cómico continúa con su espectáculo, esta semana con un especial de comedia sentado con algunos de sus igualmente olvidables amigos. Parece que ningún miembro del partido que se precie se dignó a sentarse para la debacle. La única verdad que se dijo en la actuación fue que, en efecto, es inminente otra paliza en las urnas para el UDP. Pero de nuevo... incluso los ciegos podrían ver venir eso, porque no se necesita absolutamente ninguna habilidad política para descifrar el resultado, lo cual es bueno teniendo en cuenta que no había ninguno con dicha habilidad en la mesa
principal. El Líder de la Oposición (LOO) dedicó abundante tiempo a pontificar sobre las cuestiones de la delincuencia y la violencia armada, temas con los que tiene mucha experiencia personal. Predica con una intensidad innecesaria, sobre todo en temas que no conoce en absoluto. Por ejemplo, la economía, la inflación y el coste de la vida. Belice importa más de lo que exporta y tiene un déficit comercial con los Estados Unidos de América, que actualmente sufre una grave inflación. Por lo tanto, nuestra economía es sensible a la inflación de otros países, e importamos su inflación junto con todos los bienes y servicios. Por lo tanto, podemos ver en la tabla de artículos que se publicó recientemente que los artículos cultivados y producidos en Belice, como los frijoles, tanto rojos como negros, realmente vieron una reducción en los precios en comparación con el año pasado. Otros, como el pollo, experimentaron pequeños aumentos de precios. Los artículos que experimentaron grandes aumentos fueron los productos importados, como los rabos de cerdo y la carne en conserva. Fue el Padre de la Nación el muy Honorable George Price quien dijo: “cultiva lo que comes, come lo que cultivas”. Sus sabias palabras caen en los oídos del UDP, que sigue fomentando un estilo de vida insostenible y poco saludable para nuestras comunidades. En cambio, los hechos demuestran claramente que comer productos frescos de Belice es saludable para el cuerpo y para el bolsillo. Otro punto sobre el que LOO elaboró mucho fue la corrupción. Una vez más, él y su familia han contribuido mucho al discurso beliceño sobre este candente tema. En ocasiones, trató de desautorizar por completo sus vínculos familiares y su historial político de la última administración, alegando que podía valerse de su propio historial. Le molesta visiblemente la insinuación de que debe su posición actual a su querido padre. La verdad es que si no hubiera sido por papá querido no habría tenido un lugar en la élite de este país. No habría sido nombrado embajador musical, ni habría recuperado nunca su codiciado visado americano. Si no hubiera sido porque es el hijo del anterior primer ministro y el sobrino de un antiguo miembro de la Cámara de Representantes, no estaría donde está hoy. Fue elegido al dedazo y se le sirvió en bandeja de oro una de las distritos electorales más seguras para el UDP. El LOO intenta, una vez más, engañar al electorado usando chanclas y pantalones cortos cuando está en los pueblos, pero la verdad es que no ha tenido que trabajar por ninguno de los puestos que ahora disfruta. Ser un niño de papá tiene sus ventajas, no es de extrañar que los partidarios leales comprobados no quieran saber nada de ti. Las únicas convicciones duras que has tenido te han llevado a la cárcel durante nueve años, por lo que no es apropiado calumniar a otros. El Primer Ministro, John Briceño, ha demostrado su liderazgo con décadas de servicio al pueblo de Belice. Es uno de los políticos más accesibles de Belice, que se detiene a hablar con la gente en la calle y en sus casas. Sigue creyendo en las visitas casa por casa y hace campaña con regularidad. Por eso la gente le quiere, cree en él y le pide ayuda. El Primer Ministro cree en el servicio a su comunidad y a su país. Sus creencias están en consonancia con su acción. Las únicas convicciones solidas del líder de la oposición lo llevaron a la cárcel durante nueve años. Las elecciones al Consejo de la Aldea ya están aquí, ¡vota a BLU!

“You should be known for the beauty that comes from within, the unfading beauty of a gentle and quiet spirit, which is so precious to God.” 1 Peter 3:4 Two of the greatest women I know are my late mom Felicitas and Rosanna my wife. Both are caring and loving women whose love for their children is unconditional. Rosanna’s affection for our sons and to the people around her often seem limitless and reminds me of my own mom’s care and affection for me and my brother Jaime. If there is one quality my mom and wife have in common, it is their compassion for others which I am reminded of every day, not by the big things they do, but by the ordinary things they do day by day to show how much they care. I am sure most of us have stories of our own mom whose love and compassion seem limitless or who would give everything to protect and care for their children. For sure, Mother’s Day emphasizes the enduring love of mothers, and their love for us which lasts a lot longer than a day. Therefore, they deserve no less from us. And so, in memory of all those incredible moms who have left this world like my mom Felicitas, and to all moms near or far, know that you are an inspiration to all us and you are the best example of the greatest gift of all, which is the gift of love. Belize Department of Civil Aviation Strategic Plan Launch

Good Morning, We are here to do important work, to Launch of the 5-Year Strategic Plan for the Belize Department of Civil Aviation. This is indeed a significant event because it lays out the work of the department for the next five years. When we combined the Ministry of the Blue Economy with Civil Aviation Government, it actually was merging two wide open spaces: Civil Aviation to watch over our skies and the blue economy manages our vase territorial seas. For Minister Perez and his limited team to manage these wide-open spaces is no small task and to do it properly requires planning and outreach. Of course, none of this can be done in isolation. It must be a part of our government’s overall strategy to build Belize. After all, where would tourism, our largest foreign exchange earner be without a meaningful partnership with civil aviation and the managers of our blue spaces? Therefore, this plan is an indication of government’s determination to move forward in a manner that is strategic, well-coordinated and founded on sound principles that are in line with PlanBelize. An essential part of our goal in the area of civil aviation is safety. All you do at Civil Aviation must be anchored in a safe, secure,
economically beneficial, and inclusive strategy. One that will ensure that all our partners understand that our work will only be successful when me make well-informed, sound policy decisions. So, I am happy to be a part of this morning’s launch, for it gives me the opportunity not only thank you, but to let you know how much we appreciate your efforts. You, the men and women of civil aviation, have forged strategic and beneficial relationships with the Belize Airports Authority staff; members of our local airline industry like: Maya, Tropic, Astrum; the Belize Airports Concession Company, COCESNA and the members of the National Civil Aviation Security Council. I urge you to continue to be inclusive in your work and to build upon the success that will result from this strategic plan. Congratulations to all who contributed to this inclusive process which I am confident will lead to your continued success. Thank you

BLAME BARROW’S BORROW BORROW BORROW By Hilly Bennett The court jester, the Leader of the Opposition made up of remnants of the mass party called the UDP, Shyne Barrow flanked by his remaining courtiers summoned another of their desperate press conferences on May 4, 2022 at the nearly-mortgaged headquarters at the foot of the Bel-China bridge. It was a feeble attempt to concoct distortion of Belize’s economic system alluding that cost-of-living is at a crisis stage and inflation is far worse than it is. With the village council elections in the horizon, the intention is to divide the rural communities that voted and will vote for the Peoples United Party (PUP). The political objective failed and the haunts of the UDP’s corruption-laden DNA and incompetence were exposed once more. Barrow’s 13 years’ of reign contributed to the pinch being felt today by the citizenry especially the marginalised, the downtrodden, the single mothers and the disenfranchised youths. Barrow is to be blamed and should be held to account. His son is heir to this blame as he was gifted undeservedly with a constituency post-ambassadorial nothingness. The 2020 economic downturn under the worthless Barrow/Faber rogue regime is recorded as the worst in Belize’s post-independence history. Year on year Gross Domestic Product (GDP) fell by 23 percent in the second quarter of 2020. Belize’s exports declined by 12 percent of the same year and was considered one of Central America’s worst growth rates, and alarmingly the world Bank projected that there was far worse to come. Belize was flung into the throes of recession. Dr. Osmond Martinez, the now Chief Executive Officer of the Ministry of Finance and Development, proffered at that time that the Jewel was in a full-blown depression due to percentage of the second quarter reading. On the Whip Morning Show on Tuesday, 4 November 2020 just before the General Election Martinez made the atrocious revelation, showing that within 10 years of the 13 years Red Hydra suppressive administration 68,849.5 individuals had joined the poverty box. 6,849.5 per year or 18.5 persons per day became poor. Belize was at risk of defaulting on its debt servicing obligation under Barrow and the loss of its social, economic and political power. The cost of debt servicing was increasing and over a period it resulted in Belizeans paying more for goods and services, resulting in inflation. The National Debt has become a “poison chalice” to which PM John Briceño and planBelize is realizing the antidote. The PM and his team of economic experts have been steadfast in turning the Belizean economy around by shedding the pariah status and the label of the various financial organisa-
tions. The crutch left by Barrow. The institutions that have turned their backs on Dean Barrow have now recognised the Briceño Government stellar performance in good governance and a government with sound financial stewardship. The uphill battle and the woes of the economic destruction left by “a me king dean” is far from over but since taking office after the victorious general election Belizeans find themselves better off under the PUP. Notwithstanding the global factors, the pandemic, climate change, and the international conflicts, affecting costof-living and inflation, Prime Minister John Briceño is facing the challenges head-on and not shying away from the facts, unlike the Barrows who manipulated and distorted the wellness of the economy and are still doing the same today—thankfully with no success. In 2010, the Central Bank of Belize (CBB) first estimated the increase in CPI at 0.9 percent, but it was later revised down to zero according to World Bank information. This very low figure, according to The Economic History of Belize by Victor Bulmer-Thomas, was achieved despite a sharp increase during the year in the General Sales Tax (GST) and price increases for gasoline and diesel at the pump of 21.5 percent and 25 percent respectively. Historic Visit to Belize Mexican President AMLO
President Andrés Manuel López Obrador is slated to be in Belize this Saturday May 7, 2022. He has indicated to Mexican media that the trip, the fourth time he leaves Mexico, this year to Central America and Cuba will have as its central issue and attention to the migratory phenomenon. The entire tour will be from May 5 to 9. In Belize, it is expected that Agriculture and our own border as an exporting/importing conduit will be on continuing discussion now at the highest level. AMLO is expected to bring some help to Belize but the details of that help will be forthcoming. The president had previously announced that tour, framed in his policy that in order to stop migration to the United States through Mexican territory, it is necessary to resolve the underlying causes, such as poverty and lack of employment. In recent years, thousands of Central American and Caribbean migrants have gone north in massive caravans, leading to record numbers of attempts to enter the United States, while the flow of Cubans fleeing the island bound for the North American country has also increased. (eleconomista). At a press conference from the National Palace, the federal president said that the Mexican air force aircraft will take him from Guatemala to El Salvador, Honduras, Belize and Cuba. The next meeting AMLO will have will be the international meeting, scheduled for the Summit of the Americas to be held in
June in Los Angeles. This latter will be co-chaired by Prime Minister John Briceño. President Andrés Manuel López Obrador will hold meetings and participate in public events on his first work tour of Central America and the Caribbean, which will begin next Thursday. On a four-day trip, he will hold meetings with five presidents of the region to talk about migration projects, trade and social development, and the Sowing Life and Youth Building the Future programs. In addition, it will cover the modernization of border infrastructure, bilateral cooperation projects, the supervision of social projects and dialogue to address the causes of migration. Likewise, he will participate in 21 public events in Central America and Cuba. The tour will begin on Thursday, May 5, in Guatemala, where López Obrador will have a meeting with President Alejandro Giammattei. The next day, he will fly to El Salvador to meet with Salvadoran President Nayib Bukele. That same day he will travel to Honduras, where he will have a meeting with the Honduran president, Xiomara Castro. For Saturday, May 7, he has a scheduled flight to Belize. There he will hold a private meeting with the Prime Minister, John Briceño, and will sign the Letter of Intent on Bilateral Cooperation Matters for the Sembrando Vida Program. On Sunday, May 8, he will fly to Cuba. There he will place a floral offering before the Monument to José Martí in the Plaza de la Revolución and will visit the José Martí Memorial. He will also have a meeting at the Palace of the Revolution with President Miguel Díaz Canel. All the tours include private meetings with leaders, extended meetings of delegations and messages to the media. The historic visit is a continuation of Belize push to bring more jobs to the jewel pushing Belize forward.

THE OPPORTUNITY Reporting to the President, who carries overall responsibility for the functioning of the institution, the Vice President is responsible for the day-to-day management of, and medium-term planning for, the academic operations of the University. The post carries specific oversight responsibility for the teaching and research operations and management of the individual faculties and other academic units, including ensuring adequate staffing of teaching and research positions, and including the management of campus operations at Central Farm and Punta Gorda, and the Environmental Research Institute. The Vice President is also responsible for supervising the operations of the Student Affairs Office, the Office of the Registrar, the Office of Quality Assurance and the Library. A critical requirement of the post is the establishment and maintenance of arrangements for ensuring the highest possible levels of academic quality in the teaching outcomes of the institution, for ensuring relevance in the content of courses and programmes offered by the University, and for ensuring the highest quality in teaching delivery and harnessing research. The ideal candidate would be performance-focused, output- and outcome-oriented, people-friendly, and willing and capable of encouraging high-level performance from subordinates. Successful Basketball Marathon hosted by Hon Usher in his Division
By Hon. Gilroy Usher, Area Rep for Port Loyola The grand basketball marathon that Hon. Gilroy Usher held at the Jane Usher basketball court in Port Loyola on Sunday May 1st 2022 was a tremendous success. There were very exciting games with eight teams from across Belize City. Those teams were Lake-I, Southside Warriors, Hard Rock, Boulevard Ballers, Savage Squad,

Buttonwood Bay, One Side, and Back Pipe. Hard Rock took the first prize of $1,500.00. The second prize of $1,000.00 and the third prize of $500.00 were taken by Buttonwood Bay and Lake-I, respectively. The event was also a day of brisk sales for many small businesses in the division. Boys under fourteen years and females had great fun as they won $50.00 each for scoring three-point shots. In addition to the usual great cash prizes, the next basketball or football marathon hosted by Hon. Usher in the Port Loyola division will also include trophies and medals for the winning teams. Many thanks to the Most High for the excellent weather, great sunshine on the day of the marathon. Big thanks also to the scores of Port Loyola residents and everyone who were in attendance. Big thanks as well to those who assisted in any way to make the marathon the success it was.

THINK ABOUT IT A TIME FOR NEW THINKING David Gibson is the foremost intellectual when it comes to matters of the public sector, public administration, the public service machinery and the legal parameters of the Public Service Commission. His remit emanates both from his University of the West Indies background, to a stellar career which saw him become the doyen of the Public Service—from a young dynamic Administrative Officer months after Belize achieved its independence, to Permanent Secretary (CEO) and even Financial Secretary. Experience, now so sorely lacking in the echelons of the public service had become his accepted forte. Many Ministers and government administrations have been the beneficiary of his years of knowledge, in foresight and insight. If there were vacancies for positions like Secretary to the Cabinet, a Chief of staff, Head of the Public Service or Chairman of the Public Service Commission, David is the man a new administration would look to. Any serious review of the public service, the need for retraining and retooling would be lacking without his stewardship and contributions. It is years of experience coupled with the intellectual capacity to analyse and decipher the huge, collapsing public service that the current times so urgently require. Constitutional Reform and its twin sister political modernisation will flounder in the shallows if there is no public service capacity to keep it afloat and steer it into our uncertain future. We are the captains of our own ship, the colonial mandarins are no longer at the helm. We cannot claim to be doing a good job. Buffeted from starboard to port in endless repetitions from one administration to the next, confined to dodging rocks and reefs with no clearly defined destiny, our national journey is not one which offers inspiration. David Gibson retired from the public service on a principled platform. He now heads the Centre For Strategic Studies, Policy Analysis and Research. This think tank has been producing timely and valuable position papers, eagerly awaited by those who require much more than the talk show chatter. Which reminds us, if we could be allowed a short segue. Dylan Vernon, perhaps with green light from some powerful quarters, has been on a subtle lobbying to steer the Constitutional Reform to scare the proposed Committee announced by Minister Henry Charles who has that portfolio responsibility. Dylan’s view of a constituent assembly, a legalistic approach to amending our Constitution, and elect Senate or a paper Republic are basically now blasé. Belize is part of the rapidly transforming world. Added thereto is the disturbing experience unleashed by the last Prime Minister who successfully subverted all the institutions which safeguard our governance and the public’s finances. From the vaunted Constitution to our courts to the Public Accounts Committee, Integrity Commission, Public Service Union to the Finance and Audit laws and the Public Services Commission were all remade to fail and fail they did. From such a first-of-its-kind experience, we are yet to recover or even appreciate the Magnitude of how close we came to becoming a failed state. It is a time for new thinking. We like this concept and, in fact, it is the sub-heading of David Gibson’s latest submission. David Gibson’s latest submission is an important contribution to Belize’s development which cannot be achieved without the partnership of labour. How timely as it came in the week leading to Labour Day. This is an important study. The statistics produced by David are disturbing. The finger is pointed at the Chamber of Commerce and the private sector for their deliberate and successful effort into suppressing the wages of the working class. David’s latest titled paper, “Recognizing the Role of Labour As An Equal Partner In Belize Development”, is a must read for all Union leaders in Belize. We urge a formal panel discussion or presentation sponsored by the Universities in partnership with David Gibson. COST A LIVING TOO HIGH The cost of living in our country is now becoming out of reach for large numbers of our people. More solutions must be found as a matter of urgency. It is urgent. A REPARATIONS COMMITTEE The Caribbean Community of English-speaking countries, CARICOM, is big on the issue of reparations. They seek justice and compensation from the British Government for the year of slavery and its after-effects on us and our backward, struggling, never-gonna-catch-up tiny nations. Caricom has as its lead figure in the reparations struggle, the gifted Barbadian Intellectual, University Vice Chancellor and history professor, Hilary Beckles. Each Caricom member have a progressive Reparations Committee. Belize needs to put a team together and start the necessary much need-

Old times remember it, but it has gone. Like so much of our history -Culture and uniqueness. But, not if Eworth Garbutt and the one hundred and fifty patriots from Placencia have their way. Over the Labour Day Weekend these real environmentalists laboured away to save Silk Caye. They got together. They got shovels, stones, rocks, sand bags. They donated money. They gave their time and labour and their boats and worked like Mexican mules in the broiling Belizean sunhot…the whole weekend. Of course, as usual, no good deed ever goes unnoticed. Military uniforms, with large guns came boating in from far away Hunting Caye. Their military mission: Break up this good thing. Don’t save the Caye from washing away. What! Yes. No joke. They told the gathering to cease and desist. They said it was orders from “higher ups.” They were the U.S. trained Coast Guards. They were ordered to stop the salvage of eroding Caye. The environmentalists and mature lovers weren’t in the mood to move. The menacing military left. It is not clear if Guatemala had seized more of the Sarstoon and river. They returned orders again. The nature lovers and Silk Caye saviours did not have permission from the big people in their big offices. One Coast Guards read the Fisheries law. It sounded like innocent law-abiding citizens had been transformed into dangerous criminals for donating their time, money and labour to save Silk Caye. It could have been worse. If it was Chester’s Coon Squad, a.k.a G-13 things would have been different. But the coast Guards proved disciplined and professional. They notified Garbutt to report to the Placencia Police Station. Everything was caught on personal cell phone cameras and went viral. All comments were negative against those officers who for years did nought to save Silk Caye as it washed away to within a few feet of disappearing forever. All the highly paid NGO bureaucrats put out public releases warning that no one is to save any island without their written approval which can take up to three years to be processed. By Wednesday night, a little sanity seeped in. Minister Rodwell Ferguson, the elected Area Representative welcomed the good work of the island saviours and said he would speak with the Fisheries Minister to proceed with all abroad. We applaud the fantastic efforts of those who gave their time, money, boat, fuel, and hard work in the sun to save Silk Caye. HANG THAT MAN A video went viral. It showed a robber, armed with a gun, walking up to a uniformed security guard. He seemed to be ordering the security guard to hand over his firearm. As the security guard is walking backwards in retreat, he makes a fatal mistake. He reaches for his security firearm. The robber shoots him. He falls to the ground. It is not clear if the robber shots him a second time, as he bends down and takes the firearm, then runs off. What? Just like that, take an innocent life. Cho man. Find that killer and hang him. It is true, though little known. The law in Belize still provides the death penalty for convicted murders. Hang that man. By Julia Eskins In Belize, the world’s second-largest barrier reef system stretches along the Caribbean coast and rainforest trails lead to Central America’s highest concentration of Maya ruins. But follow the aroma of coconut curry shrimp and you’ll get to know another side of Belize. In a country where nature is medicine and food has long been the foundation of ancient civilizations, tapping into Belizean culture means tasting it. With a uniquely Caribbean and Central American identity shaped by several cultures, including Kriol (Creole), Maya, Garifuna, Mestizo, Mennonites, East Indian, and Chinese, the flavors here are just as diverse as the landscapes. Now, thanks to a new grassroots movement to immerse travelers in local and sustainable food experiences, Belize may soon get its due as a culinary destination. “People are often pleasantly surprised by how good our food is because they haven’t heard much about it,” says Lyra Spang, a culinary anthropologist and the founder of Taste Belize Food & Cultural Tours originally from the Toledo district in the south of the country. “Not only do we have traditional food but there’s also culinary innovation happening in Belize.” Spang leads immersive food experiences in and around the hip coastal town of Placencia—a once-sleepy fishing village that’s retained its laid-back charm—as well as chocolate workshops at the stylish beachfront Itz’ana Resort & Residences, and in various locations on the mainland. Growing up on an organic cacao farm in the jungle of southern Belize fueled her passion for teaching travelers about Belize’s high-quality cacao, as well as the fruit’s cultural importance to the Maya people who used cacao beans as currency thousands of years ago. Continued from page 22 sparking conversations about Belize’s sustainable seaweed farming initiatives. There are also more opportunities for local families to share their culinary heritage and generate income by offering cooking classes, says Spang: One Garifuna family that Taste Belize partners with has found success teaching travelers how to make traditional dishes like hudut, a hearty meal featuring crispy fried fish, herbed coconut broth, and mashed plantain. This grassroots culinary movement is underpinned by Belize’s UN Sustainable Development Goal to promote resilient food systems. By 2030, the country wants to double the agricultural productivity and incomes of small-scale food producers—particularly women, Indigenous peoples, family farmers, and fishers. Central to this is supporting cooperatives. In the Cayo District, home to popular archaeological sites like the Actun Tunichil Muknal (ATM) Cave, the San Antonio Women’s Cooperative invites travelers to learn about the Yucatec Maya practices of farming according to moon cycles, and hand-grinding corn to make tortillas. Boutique hotels in the area are also employing Maya women from the community for hands-on experiences. At Ka’ana Resort in San Ignacio, guests can step inside a traditional-style Maya hut where sisters Amrita Cocum and Clarita de la Fuente lead cooking classes around a blazing fire hearth overlooking tropical gardens. “We make almost everything from corn and we use every part—the husks are used to wrap the tamales and the silk is used to make a tea to treat infections,” says Cocum. The cobs fertilize the hotel’s on-site vegetable garden, which provides the kitchen with fresh produce. The on-site restaurant sources 80 percent of its ingredients locally– from rainforest honey to cheese from the nearby Mennonite community—a move that aligns with a broader push from the Belizean government for more farm-to-table experiences. “The first action is to import as little as possible, produce as much as possible, and export as much as possible,” says Jose Abelardo Mai, Belize’s minister of agriculture, food security, and enterprise. “As tourism grows, agriculture needs to grow with it.” While Belize’s tourism has largely been centered in Ambergris Caye and the Cayo district, Mai hopes to divert more culinary enthusiasts to lesser-visited areas in the north. Beside the Lamanai Archaeological Reserve in Orange Walk (also known as the country’s taco capital thanks to its annual taco festival), you’ll find Las Orquideas, a women’s cooperative that runs a restaurant serving beloved Mestizo dishes like chimole, a traditional stew made with a spice blend called recado, root vegetables, and chicken, as well as garnaches—crispy tortillas topped with refried beans, cheese, and vegetables. The cooperative now has a greenhouse that supplies all the produce for these dishes, thanks to a new

government program aimed at increasing the number of greenhouses across the country, says Mai. New hotels are also drawing guests with locally-driven cuisine. At the sleek oceanfront Alaia Belize, which opened on the coast of San Pedro last year, the country’s largest enclosed greenhouse grows produce for the hotel’s restaurant, Sea Salt. On the menu, you’ll find items that diverge from your typical resort burger and fries, including a creamy soup made from chaya (Maya spinach), Creole bread made with coconut milk, salad topped with sea moss from Placencia, and puffy golden fry jacks (a breakfast staple made from fried flour dough). Herbs and spices from the greenhouse are also used in Alaia’s mixology offerings, which include housemade liqueurs that are reminiscent of Kahlua and Baileys—reducing the carbon emissions associated with importing those items. A growing interest in hyper-local ingredients is also turning the focus to one of Belize’s greatest natural resources: marine life–rich waters. With the country being one of the first to ban trawling in 2010, and later off-shore drilling in 2018, it’s now taking its environmental commitment one step further by passing a bill to prohibit gillnetting, another indiscriminate form of fishing. Spearheading the responsible fishing movement are Belize’s celebrity chefs like Jennie Staines, who pays homage to her mother Elvia’s time-honored Maya and Mestizo recipes at famed San Pedro restaurant Elvi’s Kitchen. Awarded the Oceana Belize Ocean Hero award in 2021, Staines has worked with local fisherfolk for over two decades and is an active member of Fish Right Eat Right, an organization that certifies restaurants that support responsible fisheries. Their latest initiative is to make fishing data more accessible, allowing consumers to trace exactly where their seafood came from with just the scan of a QR code. That means that enjoying Staines’ signature yellow coconut curry with seafood, ripe plantains, raisins, and local vegetables—or her famous crab claws—comes with the peace of mind that you’re supporting ethical fishing operations. The domino effect can be seen around town, with the Belize Chocolate Company earning awards for milk chocolate made with organic and fair-trade cacao beans from small family farms in the Toledo district. At The Truck Stop, a food park made from shipping containers, emerging chefs are now able to open up small eateries and have their creations—from soursop ice cream to conch ceviche—tasted by the many travelers who pass by on their way to San Pedro’s Secret Beach. “Young [Belizeans] are looking at this and seeing opportunities…we have good cuisine in Belize and we can elevate it,” says Staines. “Now, chefs have a place in the conversation.” For travelers, one thing is already certain: You’ll always have a great meal in Belize—just follow your nose to the nearest fire hearth. Supervise the preparation and advocate for the annual budget for the Family Court. Develop continuous professional development training for Magistrates and Coordinators of the Family Court. Recommend the hiring and termination of staff. Facilitate the preparation of reports required by the Chief Justice. Address client’s complaints where necessary.

OMBUDSMAN.
Under section 3 of the Ombudsman Act, Chapter 5 of the Substantive Laws of Belize, the Ombudsman is a Parliamentary Commissioner who is appointed by the Governor-General, acting on the recommendations of both Houses of the National Assembly contained in resolutions passed in that behalf. The Office of the Ombudsman is not deemed to be an office in the public service.
Functions The main functions of the Ombudsman are the following: (a) To investigate complaints received from the public under the Ombudsman Act about the administrative acts and decisions of the Central Government departments (including the Belize Police Department), local authorities, and other public statutory bodies and State-owned enterprises, involving official corruption or other wrongdoing;
(b)
To make recommendations to the competent authorities for appropriate action against the person (s) responsible, where there is evidence of a breach of duty, or misconduct or the commission of a criminal offence;
(c)
To review the decisions of the authorities in accordance with Part V of the Freedom of Information Act, where access to a document has been refused by a Government Department, or other prescribed authority;
(d)
To perform all other functions assigned to the Ombudsman under the Ombudsman Act or any other law.

Ability to deal with persons from a wide variety of backgrounds and to maintain an objective understating of different perspectives;

A thorough knowledge of the Ombudsman Act of Belize and the procedure prescribed therein for the investigation of complaints;

If possible, familiarity with the workings of Ombudsman in other jurisdictions.
The Ombudsman must be non-partisan and a person of integrity and high national standing. Disqualifications Under section 5 of the Ombudsman Act, no person is qualified for appointment as Ombudsman if he (a) is a member of the House of Representatives or the Senate; or (b) is a member of a local authority; or (c) is an undischarged bankrupt; or (d) has at any time been convicted of any offence involving dishonesty or moral turpitude.
