With only 4 Caribbean Islands at the CDC’s Level one or two, Belize is the safest and only country on mainland Americas at those safer levels. This rating speaks positive volumes of the Belizean people who have been following the Covid protocols. Time has proven that the Easter vacation in Belize was not a super spreader event but one that left a mini-surge with most Belizeans being cautious. It also speaks volumes of Prime Minister John Briceño’s administration, the Ministry of Health and Wellness and the leadership of Minister Michel Chebat. Tourism Minister Anthony Mahler had the vision to get Belize’s tourist sector early into the vaccination schedule. This is being hailed in the region and internationally as the way to go. Collaboration between PM Briceño, Minister Chebat and Minister Mahler has thus been key as Belize seeks to rebound. Belize’s population of 400 thousand makes our total vaccinations of 50 thousand jabs a very important milestone. Belizeans are already getting their second dose, the Ministry of Health and Wellness(MoHW), and the Prime Minister himself, are urging Belizeans over the age of 18 to find a center and get vaccinated. One can even register online to vaccinate.

The MoHW testing policy has proven that the identification of infections is crucial in lowering the number of active cases—5000 plus in December to under 500 in January and under 50 in late March. The Testing and Vaccination policies have allowed Belize to become a safe haven for Belizeans and now our ability to invite the world of tourist visitors. The Center for Disease Control(CDC) of the USA, our most important feeder country for tourists, has moved up Belize to tier two in it’s safe destinations ratings chart. Only 16 other countries in the world are at that level. The majority are 3 and 4 which mean heightened warning to stay away from those as the risk for Covid infections is too high and death is a possibility. Joining Belize in 2 or 1 in the Western Hemisphere are Cayman Islands, Grenada, Dominica and St. Kitts Nevis, four nations that all together are smaller than Belize in population and land size. Population density is a factor in the spreading of Covid cases. All are tourist destinations as well with the differences being that they are islands, and most further from the USA. As a matter of fact, Belize is the most favourably rated sovereign nation on mainland America. Our Central American neighbours will soon be able fly in once more as COPA airlines has indicated for this summer. Norwegian Cruise lines are slated to return in August. When the pandemic left its mark on Belize in 2020, it had decimated the Tourist industry into the past tense...but not for long we are hoping. Last September, it felt like the mighty US was adding salt to our Covid gash as they placed Belize on Tier 4. They seek to protect their citizens from infections. This is understandable as the UDP had forsaken the Covid
response to non-existent. The rating thus admonished Belizeans as many look to the US for guidance; our tourism industry surely does. Americans were warned from coming to Belize at a time when our airports were just about to reopen. Today, the airports are open but the land borders are still closed to tourist travels. The land borders are slated to be reopened maybe as soon as mid-May to Tourists. Our Covid numbers and that of our land border neighbours will soon make us ready for a total opening with extreme adherence to Covid safety protocols, of course. So Belize is here waiting for our visitors to use the airport and, soon enough, they will be able to come via the land borders. The new Tier two rating is an awesome sign for Belize. For many Belizeans who have been unemployed for a year now this is a new glimmer of hope away from this pandemic. Vaccine rollout relief seems to be loosening anti Covid infection practices—the world case numbers are surging. But Belize is holding on. Our low numbers, approximately 80 as this article was written, may be a combination of factors including population size, Belizeans following the guidelines, and Ministry of Health leadership in implementing heightened testing and vaccinations. BTL and BCWU Sign CBA Belmopan. May 4, 2021. 3:15 p.m. On Friday, April 30, 2021, the Belize Telemedia Limited (BTL) and the Belize Communications Worker’s Union (BCWU) signed a four-year collective bargaining agreement (CBA) for 229 BTL employees. The BCWU and the management of BTL negotiated provisions to maintain and enhance the good relations that exist between the company and the employees of BTL in dealing with the unprecedented labour and commercial challenges brought about by COVID-19. Mr. Ivan Tesecum, CEO of BTL, and Mr. Mark Gladden, president of the BCWU, signed the CBA. Hon. Ramiro Ramirez, Minister of State in the Ministry of Rural Transformation, Community Development, Labour and Local Government, congratulated Mr. Tesecum and Mr. Gladden for the timeliness with which the CBA was concluded and the spirit of goodwill and collaboration that prevailed throughout the negotiations. The Minister further noted that the agreement will enhance the productivity of the employees through harmonious industrial relations. Also present at the signing ceremony were Mr. Valentino Shal, CEO in the Ministry of Rural Transformation, Community Development, Labour and Local Government; Ms. Anne Marie Thompson, Labour Commissioner; Mr. Mark Lizarraga, BTL Chairman; Ms. Jolene Avila, BTL Human Resources; Mr. Mark Bowman, BCWU General Secretary; and Mr. Emerson Castillo, BCWU Trustee. Belize Prepares for the Restart of Cruise Operations BELIZE CITY, BELIZE, Wednesday, May 5th, 2021: The Belize Tourism Board (BTB) today released a new set of health and safety protocols that will guide the restart of cruise operations in Belize. The protocols outline the necessary adjustments and adaptations to be undertaken at each step of the cruise cycle - from home port, to destination and return. These protocols are the result of many hours of hard work by the Belize Cruise Taskforce, working in collaboration with the Americas Cruise Taskforce and the Central American Cruise Subcommittee, to develop special health and safety protocols in line with the Centers for Disease Control (CDC) conditional sail order. These protocols also incorporate recommendations from the Healthy Sail Panel, Belize’s Ministry of Health and Wellness and local stakeholders via consultations. “There appears to be light at the end of the tunnel for reopening of the cruise industry. The outlook appears much more positive than it has for the past year, “stated Hon. Anthony Mahler, Minister of Tourism & Diaspora Relations. “It is vital that we are adequately prepared for the return of our guests, and the key to our success lies in developing a strategic framework to ensure a safe and secure experience for passengers, crew and the destination.” For four consecutive years, Belize welcomed over 1 million cruise passengers annually to its shores. In 2019, prior to the pandemic, Belize
received almost 1.2 million passengers with 68% of travelers arriving at Fort Street Tourism Village in Belize City and 32% arriving at Harvest Caye in southern Belize. The BTB and the Ministry of Tourism & Diaspora Relations are committed to the full recovery of the cruise industry to Pre-COVID numbers, and to enhance the Belize tourism product to make it more competitive within the region. Norwegian Cruise Line (NCL) will resume with the first test sail on August 4th, 2021. This will be followed by the official first guests to call on Harvest Caye on August 9th, 2021, signaling the reopening of the cruise tourism sector in Belize. It has been over a year since the cruise industry in our region has been suspended, and thousands of Belizeans that work in this sector are now ready to welcome cruise guests to our shores once again, guided by the new health and safety protocols. Heat Stroke!
he high temperature in the city and around the country can be felt. The heat and humidity are oppressive, and unbearable. We are warned to beware of the dangerous heat and to wear protective clothing, sunscreen, but most importantly, hats. The consequences of excessive exposure to high temperatures can result in heat stroke which mainly manifests itself by the obvious signs of disorientation and confusion. This addled behavior was nowhere more evident and well documented than in a column penned last week by Sedi Elrington. A few of the lesser-known symptoms of heat stroke such as mental turgidity and transcribed diarrhea were in full demonstration. It seems the gentleman has become befuddled and, in his stupor, forgot many details regarding his deliberate participation and even quiet consent of the dirty deeds during the last administration. Those deeds are precisely what has led us to where we are today…on the cusp of a devaluation. The advice though well-intended, comes too little too late. The source of the misguided advice is another matter entirely. It is as if he has entirely disassociated himself from reality and the fiasco of the past UDP Administration of which he was an integral part and parcel. There is no country, no government that was equipped or had any experience in dealing with pandemics of this magnitude, its disastrous effects on health systems and the socio-economic consequences that followed. However, it just must be said that had Belize been in better economic standing, instead as he so eloquently put it “lived off the begging bowl” the ill effects would have been mitigated. However, the advice is then to beg some more as in the next few lines we are told that we can never hope to recover without more loans and grants. The begging bowl was passed around by the UDP in the name of Belizeans and some privileged Belizeans lived lives that taxpayers cannot now afford because the UDP, including the now Leader of the Opposition, was happily toasting whiskey on the shores of the Corozal Bay eating pibil tacos. While all this was happening…where was Sedi? Oh wait...he was probably at Progresso Heights! The IMF has merely told us what we all know that we must tighten our belts and hold on for the bumpy ride ahead. Belizeans know what is at stake here, a devaluation of our currency will mean that all those imports will become even more expensive. The way forward and out of the bog is what is currently under discussion with the Unions. Belize has many highly qualified and educated technocrats who are working on policy and implementation of economic and fiscal policy to ameliorate the socio-economic effects of the current pandemic and the last disaster that was the UDP. It is indeed a disservice and offence to Belizeans to call us “Mal Pagos” when it was your administration who failed to live up to commitments while shackling us to even more debt. Mr. Sedi, your doom, and gloom prophesies were not welcome in your own Party and during your time in government. They are certainly not welcome now; they are as irrelevant then as they are now. You manage to sound condescending and offensive toward Belizean professionals. You question the abilities and combined socio-political, economic, and fiscal policy acumen of an entire administration. Yet, your own Party’s administration of the affairs of this country was sadly deficient and your personal contributions to the debacle are well documented. It would behoove you, sir, to refrain from providing unsolicited advice on topics where you have absolutely zero expertise. On behalf of Belizeans everywhere, we bid you a cheerful farewell into your retirement where we hope you stay.

as altas temperaturas en la ciudad y en todo el país se dejan sentir. El calor y la humedad son agobiantes e insoportables. Se advierte que hay que tener cuidado con el peligroso calor y llevar ropa protectora, crema solar, pero, sobre todo, sombreros. Las consecuencias de una exposición excesiva a las altas temperaturas pueden provocar un golpe de calor que se manifiesta principalmente por los signos evidentes de desorientación y confusión. Este comportamiento de adicción no fue más evidente y bien documentado que en una columna escrita la semana pasada por Sedi Elrington. Algunos de los síntomas menos conocidos de la insolación, como la turgencia mental y la diarrea transcrita, estaban en plena demostración. Parece que el caballero se ha aturdido y, en su estupor, ha olvidado muchos detalles relativos a su participación deliberada, e incluso su consentimiento silencioso de los actos sucios durante la última administración. Esos hechos son precisamente los que nos han llevado a donde estamos hoy... en la cúspide de una devaluación. El consejo, aunque bien intencionado, llega demasiado poco y demasiado tarde. El origen de este consejo desacertado es una cuestión totalmente distinta. Es como si se hubiera desvinculado por completo de la realidad y del fiasco de la pasada administración del UDP, de la que formó parte. No hay ningún país, ningún gobierno, que estuviera equipado o tuviera experiencia en el tratamiento de pandemias de esta magnitud, sus efectos desastrosos en los sistemas de salud y las consecuencias socioeconómicas que siguieron. Sin embargo, hay que decir que, si Belice hubiera tenido una mejor situación económica, en lugar de “vivir de la limosna”, como él dijo tan elocuentemente, los efectos negativos se habrían mitigado. Sin embargo, el consejo es entonces mendigar un poco más, ya que en las siguientes líneas nos dice que nunca podremos esperar recuperarnos sin más préstamos y subvenciones. El camino por seguir y salir del atolladero es lo que se está discutiendo actualmente con los sindicatos. Belice tiene muchos tecnócratas altamente cualificados y educados que están trabajando en la política y la aplicación de la política económica y fiscal para mejorar los efectos socioeconómicos de la actual pandemia y el último desastre que fue el UDP. Es un flaco favor y una ofensa a los beliceños llamarnos Mal Pagos cuando fue su administración la que no cumplió con los compromisos mientras nos encadenaba a una deuda aún mayor. Sr. Sedi, tus profecías catastrofistas no eran bienvenidas en tu propio partido ni durante su etapa de gobierno. Ciertamente no son bienvenidas ahora; son tan irrelevantes entonces como ahora. Te las arreglas para sonar condescendiente y ofensivo hacia los profesionales de Belice. Pones en duda las capacidades y la perspicacia combinada de la política social, económica y fiscal de toda una administración. Sin embargo, la administración de los asuntos de este país por parte de tu propio partido fue tristemente deficiente y tus contribuciones personales a la debacle están bien documentadas. Te convendría, señor, abstenerte de dar consejos no solicitados sobre temas en los que no tienes ninguna experiencia. En nombre de los beliceños de todo el mundo, te damos una alegre despedida hacia tu jubilación, donde esperamos que te quedes.

Hey Everybody, in a time of limited funds and unlimited calls for spending, we must work a daily balance of creativity, discipline and boldness. In the budget, I outlined a clear FOUR POINT PLAN: Adjustments to our recurrent spending, restructuring our debt, revenue resilience and structural reforms to enhance growth and improve gov-
ernance. What all this means is that We will reduce the deficit and stop the bleeding of borrowing one million per day, a reality we all know was an inherited UDP mess. We will move towards balancing the budget by being fair and equitable to all. We are all called to sacrifice. Our reductions are being managed with the reality we face, none of this is easy. Public investments represent a major form of stimulating our economy. Our capital investment program is the single leading indirect provider of private sector jobs, in addition to the employment of those who are directly on the public payroll. Our priority will be given to spending in the areas of health, poverty reduction, education, citizen security, and rural development. All this is in keeping with our promise to build a Belize that works for everyone, “Todos Ganamos.” Only a few weeks ago the country of India came to our aid with a donation of vaccines. We will forever be grateful. Now India is facing a growing catastrophe of death due to COVID-19. We must be in solidarity with them and all who are suffering. Our best action is the successful Vaccine roll out. It is the responsibility of each citizen to help fight the COVID-19 war by getting vaccinated when it is your turn. We just celebrated Labour Day. My Party was born at the hip with Unions, we struggled for Independence with workers at the front, and today we enter a new era of government on the platform of raising the minimum wage and ensuring that the many thousands who have lost their jobs will soon find work. To all workers of Belize, those who toil under the sun or behind a screen, thank you for your service. Remember to wear your mask in public, wash your hands often and watch your distance. Ministry of Agriculture, Food Security and Enterprise Holds First AGM
In just a few months, the obvious is that the Ministry of Agriculture, Food Security and Enterprises is poised to lead Belize to economic numbers that will catapult us into a business powerhouse in the foreseeable future. Minister of Agriculture Jose Mai is placing his money and his grit where just a few months ago he could have only voiced his vision for the Agriculture sector during the grinding ever long years of the Barrow/UDP/Faber age of terror. His agriculture team is up to the challenge as they move Belize into a position of strength in terms of real food security and increased foreign exchange earnings. On Day one after the 11/11 mandate was given by the Belizean people, the promised onslaught of Cattle moving across the western border was realized. Just to surmise this massive success story, at least 30 million has been injected into the Belizean economy in real foreign dollars. Why Barrow chose to lie to Belize that our neighbours had rejected Belize’s Cattle can only
be taken as a spiteful government who cared only for UDP glitter. There is NO laundering here. The cattle goes through the hands of the Belize Agricultural Health Authority before it leaves the country. The rest is jobs, purchasing power, increased revenue for the government, and food on Belizean tables, not to mention the multiplier effect which would be a statistical challenge. The rest of Belize is burgeoning at the heart of what seems to now be an agriculture country; one that had been ignored and really bludgeoned in the past 13 years. Onions, potatoes, cacao, pineapple, soursop, cabbage, lettuce, broccoli, tomatoes and the list goes on seem to have gotten the gist that planBelize is here. The farmers of Belize are as resilient as our fertile soil. Now. they are seeing a friend in Government

that is intent on making their economic environment as fertile as the soil they toil. As we have said here before and let’s emphasize, as Agriculture is emboldened and the health protocols make Belize safer and safer, Tourism will return with a powerful safety net called Agriculture. The dynamics of the foreign exchange potential of the Tourism sector is well-documented and Agriculture will be the dynamic that will provide that shade that Tourism needs to flourish. God-forbid another Covid-level catastrophe, our farmers will be ready to feed the country. Is that a Belize working for everyone? Is that everybody winning? Yes…. Ministry of Agriculture, Food Security and Enterprise Holds Annual General Meeting Belmopan. April 30, 2021. 7:30 p.m. The Ministry of Agriculture, Food Security and Enterprise held its two-day virtual annual general meeting (AGM) on April 29-30, 2021 at the National Agriculture and Trade Showgrounds conference room. The objective of the AGM was to present accomplishments and workplans that will guide the Ministry in its planning, activities, and initiatives over the next 12 months. The workplans outlined the vision of the various departments and partner agencies to promote agriculture locally and to be more export-oriented under the new programmatic framework of vegetable and root crops, grains, traditional crops, and livestock, among others. During the opening ceremony, Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security and Enterprise, highlighted the role that agriculture plays in the Belizean economy when farmers produce more local product and reduce the food import bill. Still “No Apologies” For all the Corruption in the UDP Yet another UDP red facade masked as a press conference seared the airwaves and choice social media. Yet another missed opportunity for the former party called the UDP. Opportunity for what? It was their golden chance to apologize, confess their wrong doings, give evidence to who did wrongs, and then resign. But it’s the UDP zombies just trying to zombify anyone who allows themselves. How do you get rid of a zombie? About once a month, the UDP appear to tell the people they have NO Apologies for the cruel and criminal administration of the people’s business in their most recent 13 years of plunder-driven government. Instead, the extinct UDP keeps begging to remain relevant since the ‘PUP has failed’... albeit even in PUP’s 6 months of Covid, Agriculture, Infrastructure, and Tourism planBelize success. Whenever the new planBelize PUP-led, John Briceño government of Belize reveals the past UDP corrupt government’s infamies, the UDP lowers their bar of shame. They go on the air to bask in their shamelessness Their latest unveiled infamy was another notch into the present most unapologetic Faber who endorsed $110 thousand dollar help to a fellow UDP crony emeritus. It is easy to fall for the UDPs presenting this now senior citizen, well-known in some circles, puedo artist, as ‘deserving’. Why would she deserve her mortgage to be written off? Aren’t many others deserving? How did she get funding from OUR SSB funds in the first place? SSB loans are to be given out to low-risk investments. During UDPs 13, normal Belizeans could not get a Social Security Board (SSB) loan and much less if you dared to wear blue. LABOR DAY REFLECTIONS 2021!
Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology
Since May 1, 2013 when my dear beloved Mother passed away, Labor Day has become for me a day of quiet reflection. Today I am filled with deep gratitude and humility for the amazing love and support I receive each and every day from my family, friends and wider community of persons I work with as the Minister of Education, Culture, Science and Technology and as the Area Representative for Freetown. These are difficult and challenging times for our Country, Communities and families. I think of the young couple I met last week. Both are unemployed since May of 2020… Married for only 4 years… Two young children… Shaken and weakened but not yet broken. I think of the young woman I met only yesterday: Laid off from her Management Job in the hotel industry in August of 2020; Fiercely independent; Determined to provide for her child; She has bravely taken on 3 new small business projects over the last 8 months but met with little success. I think of the young University graduate. Smart, articulate, disciplined, and passionate. He has been looking for a job since May of 2018 when he graduated from University. His passion is Information Technology but he has worked as a Waiter, Sales Clerk and delivery man over the past 18 months. He is a proud young man… Never been in a Minister’s office before. He has every right to be frustrated and disillusioned but he is determined to achieve his goals. He came to see me looking for hope but it is he who gives me hope. I think of the farmer’s and agricultural workers who rise each morning before dawn to toil the soil and give meaning to our Government’s bold, progressive Farm to Table Food Security Policy. I think of our health care workers, national security officers, judicial officers who have been on the front line of the deadly Covid-19 Pandemic. I think of our NICH team of 170 who have been on 50% pay and 80% for the Park Rangers, since May of last year. I think of our Job Creators, our bold and courageous entrepreneurs willing to take risks and create value. Many are stretched to their credit limits to keep the doors open and employees paid. I think of the 15,000 Public Officers and Teachers who
face an anxious and uncertain future. During my 20 years of public service, I have had the great honor of meeting and working with many principled, dedicated public officers and teachers. I respect the good faith consistency of so many of our Union leaders. At the same time, I have been saddened and disappointed by the hypocrisy and political opportunism displayed by a few Senior Public Officers, Principals and Teachers who in the past few weeks have awakened from their 12 year slumber under a corrupt, wasteful and abusive UDP Government, only to now find their voice under a PUP Government, new in office and faced with unparalleled fiscal, economic, social and public health crises. This PUP Government must be given a fair chance at success or failure. Most of all today, I think of the 65,000 unemployed Belizeans and the additional 80,000 whose hours of work or salaries have been reduced to keep them employed. The constant refrain, plea, cry for years has been that our Government’s are not serious about change and reform. Our politicians are not serious, not prepared to make the tough decisions, the politically unpopular policy decisions. Now, faced with the opportunity, forced upon us by corruption, mismanagement and Covid-19, for real, meaningful change, we must all resist the temptation to retreat into our respective corners and advance our narrow self interest at the expense of the national interest; to seek political opportunism over the national good; to choose self promotion over national unity; to say Change Yes but NOT at my expense. On this Labor Day 2021, let us agree on a structured, reasonable, fixed timeline for the implementation of the Governance reforms we all know are desperately needed to finally put an end to the waste, abuse, corruption and mediocrity that has plagued our nation and hindered our development for so many years. Let us come together to review and evaluate our public finances every 6 months and make policy decisions in the national interest based on these joint evaluations. Let us pray for Belize but let us all work together for our beloved Belize!

Dear Editor, I am a stay home parent… and have been working with my child like never before. I wish to share my point of view on the present dispute the teachers have with the government. Teachers are protesting and going on strike. Last year when the pandemic started no one knew we would be facing an unbeatable beast; classes came to a halt. Teachers at that moment were confused as to how they’ll manage the student’s education. To their advantage, the Minister of Education stated that schools will close until further notice. So, it was like a recess/vacation for the teachers and students. I am not saying

Dear Editor, That Speech - A Statesman’s Speech I say – Hon. Cordel Hyde broke it down and it was real. He was convincing at Day two of the budget debate at the House of Representatives. Mr. Hyde rose to the occasion on that ship and came into his own. Mr. Hyde made his bones. He wrote that speech. I want to publicly thank him on behalf of my family and many others for his enlightenment. I saw, I listened and I read all of it. His presentation spoke of his love for this place, where so many of you like home, choose to love and cherish and call our home. Our beautiful Belize was listening and watching as he imparted on the topics his peopled, our people—the Belizean people of all color are concerned about in our daily lives. Many of us could hear and feel the vibrations that the messen-

the teachers weren’t planning and prepping their school for the return. Were they? The point is when classes resumed it was and still is a different setup. Parents came to play the role of teacher taking a spot to our daily routine. My children are very young so it was my reality. Are parents getting the credit for this? Why the teachers making a fuss now? We are all going through a bad phase. My opinion, my point of view, we can also say that it’s unfair on their behalf quarrelling for their salary now that our country is in debt. They don’t want to chip in and accept to have a salary cut so we as the country can recover and surf through this and be the country… no… be a much better country when the pandemic is oveer. This year the parents have put in as much as the teachers. Yes, we do complain, we go through a hardships but they need to be kept on tabs so they don’t lose focus. Cordel Hyde was in his element. He revealed his dignity, his integrity, his purpose and his Belizean consciousness. Not sure if they’ll have classes it’s like they playing a guessing game and they playing with their education. They are the educated, but yet they don’t they see and understand. They’re being egoistic and don’t care who they run over and tarnish. I’m a stay at home mom. I understand what’s happening and will try to make the best of it. Everyone deserves even a raise, but everyone works hard not only the Teachers…and probably EVERYONE has gotten come type of pay cut.

Building a resilient and inclusive global health system together-Taiwan can help
By Dr. Shih-chung Chen, Minister of Health and Welfare The threat that emerging infectious diseases pose to global health and the economy, trade, and tourism never ceases. Pandemics can spread rapidly around the world due to international aviation and transport. As of March 2021, a novel form of pneumonia that first emerged in Wuhan, China, at the end of 2019 and has since been classified as coronavirus disease 2019 (COVID-19) has caused more than 126 million cases and more than 2.7 million deaths worldwide. The disease has had an enormous medical, economic, and social impact around the world, and significantly threatened global efforts to achieve the United Nations Sustainable Development Goals. Due to its proximity to China, Taiwan had been expected to be one of the countries most severely affected by the epidemic. But given its experience of fighting the 2003 SARS outbreak, Taiwan did not ignore the alarms, piecing together evolving official and unofficial accounts to form a picture of the emerging disease that implied a scope and severity worse than the global public perception suggested. Authorities used this information to launch enhanced monitoring on December 31, 2019, and have tirelessly implemented public health containment measures since Taiwan’s first case was detected on January 21, 2020. As of April 22, 2021, there had been 1,086 confirmed cases, including 11 deaths, in Taiwan. Life and work have continued much as normal for the majority of the population. Taiwan has contained COVID-19 ever since the beginning of the pandemic, including a record 253 days without any cases of domestic transmission between April and December 2020. After dealing with SARS, Taiwan established a nationwide infectious disease healthcare network that is led and overseen by infectious disease experts across six regions. More than 100 secondary response hospitals are included in the network and all twenty-two special municipalities, counties and cities have designated their primary response hospitals. The network also provides the legal authority for transferring patients with highly contagious diseases to designated facilities based on public health and clinical need. This has proven instrumental in protecting health systems and health professionals from being overwhelmed, and allowed most non-COVID-19 health services to continue to operate without disruption during the pandemic. To date, there have been only two hospital-associated COVID-19 outbreaks in Taiwan. Both were well managed resulting a total of 11 cases and zero death of health professionals. By introducing public health control measures early and effectively, Taiwan has also mitigated the economic impact of COVID-19. To maintain essential international, social, economic, and trade activities,
Taiwan implemented flexible adjustments for related quarantine measures for vessels and aircraft so that fisheries, offshore wind farms, and air transport industries could continue operations. In stark contrast with the global economic contraction, Taiwan’s GDP growth for 2020 was approximately 3.11 percent, with even higher growth of 4.94 percent in the fourth quarter. Furthermore, public trust and cooperation with the government’s response have been key to successfully containing COVID-19. In formulating disease control regulations, the government has adhered to the principles of reasonable response, minimum damage, and gradual adoption. It has worked hard to maintain the balance between people’s right to know and personal privacy and freedom, actively responding to people’s wishes by upholding the principle of fairness at the same time as prioritizing the protection of disadvantaged groups, including migrant workers. Throughout this pandemic, Taiwan has demonstrated an emphasis on the right to health and associated protections and strong opposition to human rights abuses. Indeed, at no point has Taiwan restricted people’s right to free expression, assembly, or participation in public life. Although COVID-19 has hit all countries hard, its impact has been harshest among already vulnerable and high-risk communities, as well as those lacking quality health care services and those unable to handle the adverse consequences of antipandemic containment measures. As a responsible member of the international community, Taiwan will do its utmost to work with the World Health Organization and global health leaders to ensure that all people enjoy living and working conditions that are conducive to good health. We will also monitor health inequities to advocate more effectively for universal access to quality health services. Thanks to its robust health system, rigorous testing strategies, information transparency, and public-private partnerships, Taiwan’s response to COVID-19 has been one of the world’s success stories. This pandemic has proven yet again that Taiwan cannot remain outside of the global health network. Taiwan plays an indispensable role in the global monitoring and early warning systems that detect the threat of emerging infectious diseases, and the Taiwan Model has proven consistently capable of containing COVID-19. The pandemic has also highlighted Taiwan’s capacity to research, develop, produce, and supply therapies and associated tools quickly (including two COVID-19 vaccines that are presently in Phase 2 trials). Being able to comprehensively participate in and contribute to international COVID-19 supply chain systems, as well as global diagnostics, vaccine, and therapeutics platforms, would allow Taiwan to work with the rest of the world. We urge WHO and related parties to acknowledge Taiwan’s longstanding contributions to the international community in the areas of public health, disease prevention, and the human right to health, and to include Taiwan in WHO and its meetings, mechanisms, and activities. Taiwan will continue to work with the rest of the world to ensure that all enjoy the fundamental human right to health as stipulated in the WHO Constitution. Echoing the mantra of the United Nations’ 2030 Sustainable Development Goals, no one should be left behind.

THINK ABOUT IT WE NEED PUBLIC EDUCATION I have to write this this way. We have entered the merry month of May in a not so merry way. There is deep dispute between two important unions and the new government. This should have really happened under the previous government which committed so much long term harm to Belize. The Teachers Union and the Public Service Union are important workers organizations. They represent a large proportion of the brain power in our society. Perhaps the largest. The Public Service has many highly educated citizens but their university training is defused in the diverse departments, Ministries and Units of the vast bureaucracy in which they toil. They are also compartmentalized and as such share very little thoughts, discussions and ideas with their fellow public officers. They also have no interaction with wider Belizean society. They share none with the teachers and vice versa. The Teachers Union represent a totally different grouping. To be teachers they must have academic qualifications. These highly educated workers are individually trapped in their various areas of expertise, which by the way, are limited by their specializations and the overcrowding of their time and spare time with the all-encompassing task of teaching and correcting assignments. Despite the important work of public service and teaching, the individuals and the organizations contribute very little to the public discourse. Especially in a society in which public information and public education are so, so lacking. Which brings up two side issues before we return to where we wish to go. Teachers and Public Officers are also citizens of the country and as such are part of the society and its culture, or lack thereof, in which public discourse is lacking. This is a crippling situation and contributes to the poor level of public education on important issues affecting our country. In a very real sense, it is this failure to engage in public discourse on vital issues which contributed to the Barrow administration success in subverting the nation’s institutions and wrecking such havoc on our country. One cannot resist calling out our universities – The University of Belize, Galen University, and the University of the West Indies, local branch for their poor record in this regard. The second side issue is the media. Bright and early Monday the 3rd May, 2021 Love FM morning hosts were saying, repeatedly, that the situation in March and April of 1981 was a mere protest, not a strike. This is not the fact. It was an official strike initiated by the Public officers Union. The strike successfully closed all government departments for several days, the business class closed their doors for fear of looting and the schools were forced to close by activists. The Public Service Union which currently has issues with Love FM, should demand that Love FM correct the record. So successful was the strike that the then colonial Governor declared a State of Emergency, much to the chagrin of George Price. Another false narrative repeated by the two male hosts on the Monday morning Love FM show is that the March/April strike and uprising were to no avail as all the issues in the proposed Heads of Agreement have been implemented. This is a serious misunderstanding and trivializing of a momentous period of our history. The Heads of Agreement was a proposal from the British government for a framework for Belize and Guatemala to enter negotiations in order for Belize to get its independence. Had Belize signed unto this quid pro quo, as the only way to get independence, Guatemala with British support, would have dragged out the negotiations and subvert our independence. Pro Guatemala Ronald Reagan was scheduled to become the next President of the USA. America’s most decent President, Jimmy Carter, who halted arms shipment to Guatemala and criticized their dismal human rights record, supported Belize’ independence. He was a friend of George Price. George Price had an ace up his sleeve. He had the overwhelming support of all African nations, all Caribbean countries and ninety nine odd percent of Latin America. Only Guatemala and Israel were against Belize becoming independent. (The question Love FM should have asked was what the heck Israel is doing in our country). Said Musa, a good and decent man and former two times Prime Minister, had said on several occasions that it may have been propitious for Belizeans to have rejected the Heads of Agreement as our history could have turned out otherwise. History is a [expletive], ain’t it? The kind of flippant revision which occurred Monday morning on Love FM highlights how little respect we have for knowledge and facts. The media in Belize needs to make a concerted effort to serious fact-based discussions. Our country is in trouble. This is the landscape. Krem and Plus TV; Love FM is a distant third. Channel 5 is mild and Channel 7 is nonexistent where some kind of public discussion should occur. Artists, intellectuals and activists are effectively silenced. Disappeared from sight. Local television, eh! We have squandered our limited print media space. Or on this beautiful, breezy May morning we wish not to stir internal anger. Our society is in trouble. That much we will utter.

WE VOTED FOR CHANGE A Senior Public Officer two weeks ago went from her office to her vehicle in the parking lot of the Treasury. She twisted her ankle and suffered a fracture, and is in cement cast at home recovering. Along comes a letter from Social Security Board- “your claim for employment injury has been disallowed. Your accident did not arise out of your employment.” What about forced to stay home from a broken foot? The letter says sick leave benefit will be reviewed. The employed is at home with a broken foot, cannot go to work, on doctor’s orders but Social will “review” whether to pay her a few hundred dollars. So she has to wait for another letter. Social Security is an insurance, except every worker must pay every month from their salary. They must pay, they have no say. When it’s time for Social to pay, they ‘noh’ have to pay, they can dance away. Then listen to this. The letter tells the employee, who is forced to be their customer, that if she is dissatisfied with their stupid decision she can appeal, to a post office box number 18. To appeal, the employee has to get a form, from the office. Her foot is broken, she can’t walk or drive but she has to go to the same coldhearted office to beg for an appeal form. When 80,000 Belizeans voted for a change of government, they expected the office clique would get the message that people are tired of being pushed around for what they deserve. WHILE AT AIRPORT IMMIGRATION Three reports in four weeks… A Belizean American came to Belize City to take back her ailing mom to U.S.A. she exceeded the 4 weeks visa given to her at airport on arrival (why limit Belizean Americans coming home) as her mom was not strong enough to travel. On leaving the country after 5 weeks she ran into one of those types. Got herself chewed out, chastised, threatened with being locked up for overstaying and generally treated like a little dog. She is livid over this unprofessional behavior. We heard a similar story and again for an incoming Belizean American. Need we say more. HELICOPTER WIVES Jesse Lopes? A young man with dreams to be a Coast Guard. Shot by a police officer in the presence of several witnesses. While on the ground in pain the officer goes closer and blows him a second time in the foot. This young man eventually lost his leg. All his dreams and aspirations to make Dangriga proud of him shattered in a savage stupid act of a cop. Alyson Major? Driving his vehicle in the middle of a town, Regent Street, Belize City. Trying to escape careless cops who later claim he must have been buying weed around George Street. The cops fly past the Supreme Court shooting at Major. Bang! Bang! Bang! And a bullet struck him, dead. A teacher, father, husband, productive citizens, cheated out his life. You think the UDP Crown Counsels sitting in their comfortable office has any empathy for the few, the unfortunate, the victims of an uncaring system? None of them have received a dollar. The “Crowns” are fighting against them in Court. Well now, check this. An anti-drug operation went haywire. BDF helicopter goes down, flying at night with no night gears. All four officers dead. Belizeans still don’t buy the official bullshit, UDP Press conferences after UDP press conference. Lies and more lies. And more questions than answers and then cover up. The UDP government publicly promised the families they will receive compensation for the untimely and unfortunate deaths of their loved ones. The wives are promised they will back receive an ex-grata payment of one hundred thousand dollars per soldier. That was early March 2020. They lied. A DEPARTMENT OF FRUSTRATION According to Google, bureaucracy is ‘a system of government in which most of the important decisions are made by state officials rather than by elected representatives’. That is disturbing, but it explains how a massive change of government in November 2020 has seen no movement in the public service to improve service delivery and cut out frustration citizens are forced to endure. Have you passed the so called Vital Statistics Department on Queen Street in Belize City? Dozens of citizens are forced to stand up on two sides of the street as they try to get a birth certificate or marriage certificate. The situation is horrible and unacceptable. Nobody gives a damn about the suffering public. It’s just messed up. To add insult to injury, after enduring hours in these long lines, in the heat, with Covid masks, on reaching the counter, Belizeans are told there is no paper on which to print out their certificate, so they have to return some weeks away. Imagine coming from Punta Gorda, Benque or Corozal and to be treated this way.

Malaria vaccine hailed as potential breakthrough By Philippa Roxby A malaria vaccine has proved to be 77% effective in early trials and could be a major breakthrough against the disease, says the University of Oxford team behind it. Malaria kills more than 400,000 people a year, mostly children in sub-Saharan Africa. But despite many vaccines being trialled over the years, this is the first to meet the required target. The researchers say this vaccine could have a major public health impact. When trialled in 450 children in Burkina Faso, the vaccine was found to be safe, and showed “high-level efficacy” over 12 months of follow-up. Larger trials in nearly 5,000 children between the ages of five months and three years will now be carried out across four African countries to confirm the findings. Malaria is a life-threatening disease caused by parasites that are transmitted to people through mosquito bites. Although preventable and curable, the World Health Organization estimates there were 229 million cases worldwide in 2019 and 409,000 deaths. The illness starts with symptoms such as fever, headaches and chills and, without treatment, can progress quickly to severe illness and often death. ‘Major health impact’ Study author Adrian Hill, director of the Jenner Institute and professor of vaccinology at the University of Oxford, said he believed the vaccine was the first to reach the World Health Organization’s goal of at least 75% efficacy. The most effective malaria vaccine to date had only shown 55% efficacy in trials on African children. Vaccines against malaria have been rolled out before, such as this one in Ghana The trials of this malaria vaccine started in 2019, long before coronavirus appeared - and the Oxford team developed its Covid vaccine (with AstraZeneca) on the strength of its research into malaria, Prof Hill said. A malaria vaccine has taken much longer to come to fruition because there are thousands of genes in malaria compared to around a dozen in coronavirus, and a very high immune response is needed to fight off the disease. “That’s a real technical challenge,” Prof Hill said. “The vast majority of vaccines haven’t worked because it’s very difficult.” However, he said the trial results meant the vaccine was “very deployable” and “has the potential to have a major public health impact”. In a pre-print study with The Lancet, the research team - from Oxford, Nanoro in Burkina Faso and the US - reported the trial results of R21/Matrix-M, after testing a low and high dose of the vaccine in children,
between May and August, before peak malaria season. The vaccine showed 77% efficacy in the higher-dose group and 71% in the lower-dose group. Halidou Tinto, professor in parasitology and the principal trial investigator at the Clinical Research Unit of Nanoro, Burkina Faso, said the results were “very exciting” and showed “unprecedented efficacy levels”. “We look forward to the upcoming ‘phase
III’ trial to demonstrate large-scale safety and efficacy data for a vaccine that is greatly needed in this region.” In Africa, there have been more deaths from malaria than from coronavirus in the past year. The Serum Institute of India, which has manufactured the vaccine, says it is confident of delivering more than 200 million doses of the vaccine as soon as it is approved by regulators. Biotechnology company Novavax provided the adjuvant for the vaccine, an ingredient which is used to create a stron-

Malaria is one of the leading causes of childhood mortality in Africa and Prof Charlemagne Ouédraogo, minister of health in Burkina Faso, said the new data showed that a new malaria vaccine could be licensed “in the coming years”. “That would be an extremely important new tool for controlling malaria and saving many lives,” he said.
