On November 9, the po lice could be seen working side by side with govern ment ministers, and cañeros who came along with four or more cane loaders. The visual of machinery and men that are usually in the thick of canefields being ful ly engaged in city cleanup caused goose bumps. The police who were lifting de bris and not thwarting crime was also a chilling sight. Join these two visuals in one short panoramic view and one can get a numbing effect. The t-shirts used said it all. We Belizeans are stronger together and Lisa, LOO, UDP, 7, nor Hurricane induced Wavs can weaken us. When we stand together we are stronger. Nov 7, 2022 – The rebuilding efforts began after a major blow to the country was taken from Hurricane Lisa which made landfall just ten miles southeast of Belize City by the Sibun River mouth. Some of the work began before the all-clear was given as our people began to help each other out. On Thursday, November 3rd, the rise of the true Belizean Spirit came to bear, as Belizeans of all ages who had been affected by Lisa personally gave of themselves selflessly.

Mass Clean up, Belize City Shows Resiliency!
On Friday, Nov 4, 2022 – “A team of 25 came rolling in across the Haulover Bridge from Orange Walk, Town led by Mayor Ladrick Sheppard rolling into Be lize City reporting for duty” stated PM Briceño, he also added that “This is the kind of teamwork that will ensure that we rebound from Hurricane Lisa's impact.”

Freetown Area Representative, Hon. Francis Fonseca – Minister of Education, Culture, Science and Technology – Did a walk-through of the division with PM Briceño to provide hope to the people that the government has their back. “We will bounce back and rebuild what was lost.”

Taiwan stands firmly with our steadfast ally Belize and has pledged US$200,000 towards the relief efforts to this beloved coun try after the impact of Hurricane Lisa.

COME WHAT MAY
Belizeans have faced much adversity over the last decade. First the United Democratic Party’s mismanagement of the country and its finances and the chaos that ensued thrust more than half of us below the poverty line and many more into abject poverty. Our currency was on the brink of devaluation, investor confidence was non-existent, and the national debt was out of control. The disasters we faced were not only man-made but natural as well. Covid-19 ravaged our little country for close to two years and we lost hun dreds of our brothers, sisters, mothers, fathers, friends, and family. We were reminded of that old wives’ tale that calamities strike in threes, first the UDP, then Covid and then Lisa struck. We have survived much, battered and bruised, but we have endured all the same. Yet, even our struggles have been the catalyst for change. Belizeans have demonstrated deep empathy for those who have been more affected by adverse circumstances. There has been a renewed appreciation for life, meaningful relationships, and human connections. The survival of these difficult situations has developed the resilience and confidence of Belizeans. The last few days watching the enormous response of Belizeans to the plight and suffering of the residents of the Old Capital shows the great empathy, the willingness to connect to others, and the resilience of Belizeans. We have not escaped unscathed, but we have pulled back from that jaded mindset, to care about our fellow Belizeans once again. We have the confidence now that having survived thus far, together we can face and defeat even the most frightening threats.
This week marks the second anniversary of this new People’s United Party Government. We have come back from the precipice; we begin again to place the common good above personal profit. Our productivity has increased even as public debt has shrunk. Hundreds of homes have been built and hundreds of land titles and leases have been issued, but un employment levels continue to fall. There have been times when we have been called to sacrifice, which has not been easy. Even the IMF has begrudgingly conceded that Belize has performed better than they had expected, and with our own methods. There has been a resurgence of the agriculture sector and we are closer than we ever were to be able to provide our basic foods. Entrepreneurship is no longer just a buzzword; it is recognized as a major economic force and is being fomented at every stage. It is being encouraged most particularly at the micro, small and medium levels through capacity building, formal ization and special credit facilities. Free education projects are being piloted in the south side of the old capital, and with increased social safety nets and improvement of sporting facilities, for the first time, the causes of crime are being addressed. There is still much to improve and thirteen terrible years to overcome, but for the first time in a long time, we have the hope and the certainty that together we will conquer come what may.

Los beliceños se han enfrentado a muchas adversidades en la última década. En primer lugar, la mala gestión del país y de sus finanzas por parte del Partido Unido Democrático, y el caos resultante, empujaron a más de la mitad de nosotros por debajo del umbral de la pobreza y a muchos más a la miseria. Nuestra moneda estaba al borde de la devaluación, la confianza de los inversores era inexistente y la deuda nacional estaba fuera de control. Las catástrofes a las que nos enfrentamos no sólo fueron provocadas por el hombre, sino también naturales. Covid-19 asoló nuestro pequeño país durante casi dos años y perdimos a cientos de nuestros hermanos, hermanas, madres, padres, amigos y familiares. Nos acordamos de ese viejo cuento de que las calamidades vienen de tres en tres: primero el UDP, luego el Covid-19 y después Lisa. Hemos sobrevivido a muchas cosas, maltratadas y magulladas, pero hemos aguantado igualmente. Sin embargo, incluso nuestras luchas han sido el catalizador del cambio. Los beliceños han demostrado una profunda empatía por aquellos que se han visto más afectados por las circunstancias adversas. Ha habido un renovado aprecio por la vida, las relaciones sig nificativas y las conexiones humanas. La supervivencia a estas difíciles situaciones ha de sarrollado la resistencia y la confianza de los beliceños. Los últimos días viendo la enorme respuesta de los beliceños a la difícil situación y el sufrimiento de los residentes de la Vieja Capital muestra la gran empatía, la voluntad de conectar con los demás y la resistencia de los beliceños. No hemos salido indemnes, pero hemos dejado atrás esa mentalidad hastiada para volver a preocuparnos por nuestros compatriotas. Ahora tenemos la confianza del que, habiendo sobrevivido hasta ahora, juntos podemos enfrentarnos y vencer incluso las amenazas más temibles.
Esta semana se cumple el segundo aniversario de este nuevo Gobierno del Partido Unido del Pueblo. Hemos vuelto del precipicio; empezamos de nuevo a situar el bien común por encima del beneficio personal. Nuestra productividad ha aumentado a la vez que se ha re ducido la deuda pública. Se han construido cientos de viviendas y se han otorgado cientos de títulos de propiedad y arrendamientos, pero los niveles de desempleo siguen bajando. Ha habido momentos en los que se nos ha llamado al sacrificio, lo que no ha sido fácil. Incluso el FMI ha reconocido a regañadientes que Belice ha funcionado mejor de lo que esperaban, y con nuestros propios métodos. Ha habido un resurgimiento del sector agrícola y estamos más cerca que nunca de poder suministrar nuestros alimentos básicos. El espíritu empre sarial ya no es una palabra de moda; se reconoce como una fuerza económica importante y se está fomentando en todas las etapas. Se está fomentando, sobre todo, en los niveles micro, pequeño y mediano, mediante el desarrollo de capacidades, la formalización y las facilidades crediticias especiales. Se están llevando a cabo proyectos de educación gratuita en la zona sur de la antigua capital, y con el aumento de las redes de seguridad social y la mejora de las instalaciones deportivas, por primera vez se están abordando las causas de la delincuencia. Todavía hay mucho que mejorar y trece años terribles que superar, pero por primera vez en mucho tiempo, tenemos la esperanza y la certeza de que juntos venceremos pase lo que pase.

While both are based outside of Be lize City, both of these organizations took the time to gather and deliver food and sanitary items in order to meaningfully contribute to wards our Hurricane Lisa relief efforts.

Orange Walk East Comes to Assist
The Minister of Health who doubles as OW East constituency Area Representative came to Belize City with a $5000 worth of already packed bags of grocery and cleaning items. The Mayor of Belize City, Bernard Wagner was only happy to accept what Min ister Bernard tried to downplay. He would like to have brought more.
The bags of items will be distributed along with other items given by many some times anonymous sources with a big heart. The city is undergoing a food and clothing drive. If you ar interested you can call 614-9381.

General Election Victory Anniversary Address
Prime Minister John BriceñoNovember 11, 2022 short months, the people and their government have achieved near miraculous results: rescuing the Belizean dollar, reducing poverty, remedying the public debt crisis, restoring economic vitality and most importantly, replenishing the exhausted stock of national confidence.
My fellow Belizeans, Two years ago, on this day, you made history by pivoting to a new course and electing, with spectacular margins, a People’s United Party government. Serving you continues to be my greatest privilege. On this anniversary of that dramatic election, I offer to all Belizeans my administration’s gratitude, as well as our untiring resolve to bring betterment for our citizens, our families and our communities and for our beloved Belize. The surplus of national confidence is the consequence of real progress that our people can touch and feel; from action and not just words.
Today, thousands more Belizeans are working – the unemployment rate has fallen to 9.2%.
Hundreds of new homes and housing repair grants have been distributed to those most deserving.
Thousands of land lease and grants have been issued or regularized.
Our children are back in school and in Southside Belize City students who wish to attend high school in their communities can go for FREE.
The salaries of 15,000 public officers, cut as a result of the UDP mess, have now been reinstated.
- For the first time ever, industry and entrepreneurship is being nurtured and rewarded through our MSME programs.
Unprecedented investments in rural development such as improved farm roads, water systems and infrastructure has seen progress and prosperity in the livelihood and resilience of our rural communities.
Significant investment in agriculture has seen greater food security and a bounce back in the agro-productive sector
Even the grumpy IMF recently commended Belize’s recent budget performance, our drastically reduced public debt and the inno vative ways taxpayer dollars are being channeled to those who most need a hand-up.
Our rich, Belizean Culture is enjoying a resurgence.
The Belize Blue Bond has become a global model and winner of multiple awards.
And where the challenges require long-term solutions – such as citizen security, the quality of education and health care – we have pursued both short-term fixes and the foundation for long-term transformation.
Yes, I know that Hurricane Lisa has hurt many of you, especially in the Belize District, and, just before the start of the tourism high season. I deeply regret this loss and damage.
But, as I have visited with hundreds of affected families these past few days and engaged with our various emergency agencies and relief teams, I harbour not an iota of doubt for Belize’s ability to rebound with speed and style. I was moved to moments of admiration as I saw neighbours helping each other, communities coming together to share, neighbouring municipalities pouring into the Belize District to help with the clean-up. This is our can-do spirit and this is the true sign of a nation united. From the bottom of my heart, thank you, for your unceasing generosity.
I reiterate Cabinet’s pledge to muster every resource available, human and financial, to strengthen this rapid bounce-back from Lisa. In the first instance, Government will propose a supplementary budget to support social welfare expansion, and clean up and repairs to housing and roads nationwide. Not Lisa nor the UDP, not Covid nor global disruptions will lessen our optimism that Belize is truly now on a march to glory.
Two years ago, from North to South, the promise of Plan Belize lit hearts and lifted spirits. Today, from East to West, the glow and smile of winning is everywhere.
Los últimos dos años no han sido fáciles. Hemos encontrado y superado varios retos para lograr, lo que hasta hoy podemos declarar ha sido un éxito. Hemos alcanzado a estabilizar las finanzas públicas y así logramos crecer la economía de un modo impresionante, tanto así, que hasta el Fondo Monetario Internacional (FMI) concedió últimamente que somos líderes en la región. Sin embargo, nuestro gobierno ha decidido que seguirá con más vigor, después de la devastación del Huracán Lisa, seguir invirtiendo en un programa social integral. Es nuestro mayor deseo convertir nuestro éxito económico en una oportunidad para todo beliceño. Esto lo vamos a lograr con el ánimo beliceño que hemos visto en la recuperación después del Huracán. Es este espíritu que celebramos hoy, junto a los logros socioeconómicos ya obtenidos.
Hoy en el segundo aniversario de esta administración, nos comprometemos a seguir trabajando, con el mismo entusiasmo de los pasa dos dos años para lograr el máximo objetivo de mejorar la vida de todo beliceño.

Belize Represented at COP27
Hon. Christopher Coye, Minister of State in the Ministry of Finance, Economic Devel opment and Investment, virtually delivered remarks on “Debt Swaps for Climate and Nature” during a high-level session hosted by the International Institute for Environment and Development on November 7, 2022, at the 27th Session of the Conference of the Parties of the United Nations Framework Convention on Climate Change in Sharm El Sheikh, Egypt.
Minister Coye recounted the economic, social and personal losses associated with hurricanes Julia and Lisa, which have contrib uted to the average annual losses of 4% of GDP that have become the norm for Belize. He used the phrase, “one step forward, two steps back” as a fitting characterization of Be lize’s experience with climate change.
Minister Coye stated that “debt swaps, if favourably concluded, can constitute that gi ant step forward in the right direction, both for conservation and the economy.” He described Belize’s debt swap transaction as a success story of what is possible when developed country institutions support vulnerable stateled initiatives through facilitating the access of capital at scale and in a timely manner.
COP27 is taking place from November 6 to 18, 2022. Over the next two weeks, Belize’s delegation will attend high-level meetings and interact with international institutions, funding agencies and partners to share Belize’s expe rience in the face of the climate crisis and to learn about opportunities to leverage resourc es that will help further the country’s climate change agenda.

Minister of Agriculture Revokes Order of Areas Infected with
Influenza (H5) Disease
Hon. Jose Mai, Minister of Agriculture, Food Security and Enterprise, has revoked the Order of Areas Infected with Avian Influ enza (H5) Disease, 2022 upon the recom mendations of the Belize Agricultural Health Authority (BAHA) and the Avian Influenza Task Force set up by Minister Mai.
An infected area was declared by Or der on September 15, 2022, upon suspi cion of low pathogenic Avian Influenza, and after samples taken from a farm in the Blue Creek community in the Orange Walk District were sent to an accredited labora tory abroad and tested positive for Avian Influenza in a screening serological test. A few days later, Polymerase Chain Reaction (PCR) tests on the same sample and at the same laboratory indicated that the Avian In fluenza detected was of the H5 type.
Following the declaration of the infect ed area, the Avian Influenza Task Force was activated, an active surveillance programme was implemented, and BAHA immediately engaged stakeholders on prevention, con trol and eradication measures. Eighty-six (86) farms in the Blue Creek and Shipyard communities were sampled, and 8 farms had weak positive tests for antibodies in the screening serological tests conduct ed by BAHA.
These results triggered the activa tion of the Avian Influenza Emergency Preparedness and Response Plan, and actions were taken to further investigate the suspected low pathogenic Avian In fluenza disease outbreak. Both BAHA and the private sector agreed to put into
effect preventative measures for dis ease containment, in the event that the National Veterinary Services Laboratory (NVSL) of the USA, a World Organisation for Animal Health (WOAH) Reference Laboratory confirmed that the disease was present.
Further testing of a total of 141 flocks, in the declared infected area, yielded neg ative results. The National Veterinary Ser vices Laboratory (NVSL) conducted ad vanced serological and molecular tests on the eight farms that had tested positive on the screening serological tests. All results were negative.
The results from the WOAH Refer ence Laboratory, received on November 4, 2022, confirmed that Belize remains free of Avian Influenza.
Hon. Jose Mai extends his deepest appreciation to:
• BAHA for their quick response and implementation of measures for dis ease prevention, control and eradication;
• the Belize Poultry Association, es pecially the poultry industry in Blue Creek and Shipyard, for their support in disease investigation and measures applied; and
• the Avian Influenza Task Force 2022 for their diligent response to address the suspected Avian Influenza disease.
Belize last reported Avian Influenza in 2015 - Low Pathogenic Avian Influenza (H5N2). Since then, there have not been any confirmed cases of Avian Influenza in Belize. Belize continues to be free of Avian Influenza.

MoHW Continues HPV Vaccine Drive in Schools

The Ministry of Health & Wellness advises parents and guardians that nurses are currently visiting schools countrywide to administer the Human Papilloma Virus (HPV) Vaccine. The vaccine is given to Standard 4 students; however, it is also available for Standard 5 and 6 students who may not have received their vaccine in 2020, 2021 or 2022.
The HPV vaccine protects against different cancers and warts. Parents are reminded that they need to review and submit a signed consent form before the child is administered the vaccine.

1. Abstract: Background
The Government of Belize has undergone efforts to explore building a strong Public Private Partnership (PPP) Program. In October 2021, the Cabinet approved a National Public Private Partnership Policy and the creation of a PPP Unit to mobilize private sector capital that supports large-scale investment in infra structure and other development projects that align with government’s policy priorities for public benefit. The PPP Unit, within the Ministry of Finance, is envisioned to work closely with relevant Ministries, Departments and Agencies (MDAs) to ensure private sector participation in the development and delivery of Belize’s PPP program. The PPP Unit is the focal point for day-to-day management of the PPP program and supports MDAs and the multi-agency PPP Project Teams for the sustainable development of each PPP initiative.
The consulting services (“the Services”) include the services of a PPP Unit Director and a PPP Unit Administrative Assistant who will provide support to the Ministry of Finance through an established PPP Unit. The key responsibility of the PPP Unit will be as stated above to mobilize private sector capital that supports large-scale investment in infrastructure and other development projects that align with govern ment’s policy priorities for public benefit.

Promote the development of guidance material and templates and build understanding in the public and private sectors of the Government’s PPP program. Manage the development of standard meth odologies for PPP project preparation, competitive bidding, negotiation, and contract management of PPP contracts and to ensure these are applied. The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

SJCJC men win ATLIB national volleyball championship

The St John’s College Junior College men won the 2022 Asso ciation of Tertiary Level Institutions of Belize (ATLIB) national volleyball championship: 2sets-1 against the defending champions – the Univer sity of Belize men in the tourna ment hosted by San Pedro Junior College at the Angel Nuñez audito rium on Saturday, October 29.
MVP Ernest Broaster Jr led the SJCJC attacks, as he and Tomas Gongora, Ryan Usher, Leon Pala cio and Juan Martinez scored hits on plays set by Nicanor Requeña and libero Alexander Smith to win the first set 25-15.
Rasheed Gamboa and Eugene Benguche rallied the UB counter attack, with Cristian Castillo, Mario Rivas and Trevon Castillo scoring hits on plays set by Michael Neal and libero Allen Umana, and Thom as Palacio came off the bench to help UB take the 2nd set: 25-23. SJCJC prevailed in the 3rd set 1513 to clinch the title.

He is survived by his 8 Grandchildren: Renee Usher Reeves, Khalid Usher, Rehsua Jasmine Usher, Ausher Usher, Nathalie Usher, Maegan Polanco, Jamilah Usher, Yukali Usher, and many nieces and nephews and great-grandchildren. The consulting services (“the Services”) is for a suitable qualified fulltime PROJECT STAFF- ENVIRONMENTAL SPECIALIST as part of the Project Implementation Unit (PIU) of the CRESAP within the Belize Social Investment Fund. The Environmental Specialist will be responsible for the environmental risk management during CRESAP’s entire implementation and provide support to the Ministry of Agriculture Food Security and Enterprise (MAFSE) inclusive of the PIU through due diligence assessment of the Project’s potential environmental risks defined within the Environmental and Social Framework (ESF).
