My dear Belizean people,

Effective midday today, 1st November 2022, I declared a hurricane warning for the nation of Belize. This means that NEMO is fully activat ed countrywide. Our Chief Meteorologist, Mr. Ronald Gordon, advised that as of 3:00 p.m. today, the center of Tropical Storm Lisa was 330 miles to the East of Belize City.

Lisa is moving to the West at 15 miles per hour and is expected to strengthen to a hurri cane overnight. By the time it makes landfall tomorrow, anywhere between Dangriga and Belize City, it is expected to strengthen into a strong category one or a minimal category two

hurricane. By now, we all should have put our emergency plans into effect. We encourage everyone who feels as if their home is not safe or is at risk to voluntarily relocate to a safe place.

Shelters all across the country will be opened at 6:00 this evening. The international airport will be closed tonight, and tomorrow, sea ports will be closed and bus trans portation will stop at midday.

I call on all employers to release their employees so they can reach to a safe location.

Economic Recovery Committee Activates Emergency Plans

The Economic Recovery Committee of Belize, chaired by Dr. Osmond Martinez, Chief Executive Officer in the Ministry of Economic Development, met on October 31, 2022, to discuss their Hurricane Preparedness Plans, ensuring that all essential workers are equipped and organized for Tropical Storm Lisa and are ready to coordinate and assist with the rehabilitation and reconstruction during the recovery.

The committee comprises representatives from the Min istry of Finance, Economic Development and Investment; the National Emergency Management Organization (NEMO); the Ministry of Agriculture; the Ministry of Tourism; the Ministry of Infrastructure, Development and Housing; the Ministry of Nat ural Resources and the Hydrology Department; the Belmopan City Council; the National Meteorological Service of Belize; Be lize Water Services Limited; Belize Electricity Limited; Belize Coast Guard; Belize Social Investment Fund; Speednet; Digi; and PUMA Belize.

The public is encouraged to move quickly and refrain from making last- minute preparations. Buy all essential groceries and household items; secure your families, homes, pets, vehicles and important documents; relocate to a safe location where possible; stock up on water and boil water before use after the storm. Drive safely. Continue to monitor the system and follow the official releases from NEMO and the National Meteorologi cal Service of Belize.

All emergency plans have been activated. The Economic Re covery Committee assures the public that they stand ready and prepared for the aftermath of Tropical Storm Lisa.

Belize Issues Hurricane Warning

Belmopan, 1st November 2022. 12:30 p.m.

Effective midday, today, 1st November 2022, the Prime Minister of Belize, in his capacity as the Chairman of the National Emergency Management Organization (NEMO), hereby declares a Hurricane Warning (RED – II) for the entire coast of Belize. This means that Tropical Storm Lisa threatens the country of Belize and is likely to make landfall with in 24 hours. The Philip Goldson Internation al Airport will be closed tonight and, on Wednesday, 2nd Novem ber, sea ports will be closed at 7:00 a.m., and bus transporta tion stops at 10:00 a.m. Schools will remain closed; however, those used as shelters must be accessible to the public.

The general movement of the public is discouraged on Wednesday; only essential ser vices should be operational.

Public officers working emer gency duties must be prepared and ready. NEMO will open shel ters by 6:00 p.m. today and will be prepared to conduct Search and Rescue operations.

PREPAREDNESS & READINESS

Belize is collectively bracing for this year’s Atlantic basin’s iteration of Lisa, a hurricane. There have been five Hurricane Lisa’s in the naming history of Atlantic tropical weather and all have fizzled to uneventful deaths. Hurricanes like 1998’s Mitch get their names retired when the destruction they cause is catastrophic. As November 2022 sets in, Lisa looms towards Belize at a time when Belize is economically rebounding and there is a lot at stake. Mentioned Mitch came at a time when 20 year olds did not know that hurricanes could hit Belize. Then, the concept of NEMO was born in Belize and it was led by the Father of the Nation George Price. Today, PM John Briceño and the planBelize team are overseeing the clockwork-like collective response from a government that has braved killer Covid-19 and destructive UDP-13. This planBelize government held Belize tightly by its side and has turned us around away from UDP fake grieving and from gross corruption.

As news of a disturbance came to the fore on Saturday, this paper an arm of the Party leading the Government of the day was alerting the people of impending danger. Less than 24 hours later, the National Emergency Man agement Organization and the District and City chapters were in full swing. This storm is for real and Belize is in the crosshairs. The Meteorological forecasters have technology and precedent at their fingertips with newly installed Doppler radar, upgraded weather stations, and satellite feeds. An advisory went out to the population to trigger official and personal preparedness. The planBelize government is definitely on its collective toes. All government ministries are in reality the NEMO.

The Ministry of Education, Culture, Science and Technology issued a call for school closure for Tuesday until the Ministry calls back for opening. This is crucial as students need to be safely home as the public space is full of danger due to normal increased public anxiety level. Also, many schools are used as Hurricane shelters and these need to be prepared. The Prime Minster has called for calm.

The Ministry of Health and Wellness issued its list of numbers and most important basic advice necessary during this time.

The Ministry of National Defence and Border Security called their personnel to duty including those on leave. The country is on high alert.

Under the Ministry of Agriculture, the Bureau of Standards issued its advisory to consumers and business alike to be mindful of prices that are above the permissible. This is a call to businesses to NOT price gouge. Belizeans do not deserve such action at this and at any time. Also, farmers were asked early on to protect what they can including livestock.

The Ministry of Economic Development is asking for safe driving. Its release asks for a broad spectrum of things to be mindful of including leaving on time, gassing up, speed limits and buckling up. Any accident has an overreaching effect to the person, then to their family, then to their community. Belize needs all lives.

After a certain time on Wednesday there will be a call from NEMO for limited movement as the Hurricane comes ashore and conditions become life-threatening. Historically, Belize has had major loss of life due to Hur ricanes but not in this millennium. The Wave Dancer tragedy due to 2001 Iris where 18 Americans died is a reminder that land is where most of us should be. Government will do everything in its power to keep all of us safe. The truth is that safety is in each of our hands. Those of us that need to move to Hurricane shelters ought to. The elderly need to be moved to safe housing by those who normally take care of them. We all need to buy food items for the next few days as necessary. Water is a key element and must be boiled if there is any doubt. An FB commenter asked that pets not be tied down…everything now comes to mind. Forecasters today have the path of Hurricanes as a relatively exact science but the intensity of these tropical monsters can be treacherous. Lisa can return again in six years and she will still not be welcome but it would be a great sign that 2022 went not too badly as the name was not retired. But if Lisa climbs up the Saffir-Simpson Scale, there may be tragedy in the horizon and that is what we need to prepare for. PM Briceño assures us that “We will weather the storm and save lives if we take heed and move early as is necessary.” Take heed everyone, Belize is counting on all of us. Be safe!!

Official Launch Belize Blue Economy Development Policy & Strategy and Belize Maritime Economy Plan

The 'Golden Merchant Award’, established by the General Chamber of Commerce of the Republic of China (Taiwan), is one of the most important awards for business community in Taiwan. October 31, 2022 - Today, the Gov ernment of Belize through the Minis try of Blue Economy and Civil Aviation, with support from the Biodiversity Finance Initiative Belize (BIOFIN) and the United Nations Development Pro gram, hosted the historic launch of Belize’s first Blue Economy Develop ment, Policy and Strategy (BEDPS) and the first Belize Maritime Economy Plan (MEP) at the Grand Caribe Resort in San Pedro Town, Ambergris Caye. This milestone is a significant step forward in defining what the Blue Economy means for Belize’s economic growth and sustainable ocean governance.

According to the World Bank, ‘Blue Economy’ as a concept is the sustain able use of ocean resources for eco nomic growth and improved livelihood and jobs while preserving the health of ocean ecosystems. Therefore, the BEDPS Plan 2022-2027 sets out an enabling framework for Blue Economy (BE) development in Belize. The fiveyear policy and strategy was devel oped, with the support from Turneffe Atoll Sustainability Association and the Belize Marine Fund, through a consultative process with multiple stakeholders across the Government

of Belize, civil society, private sector, academia, non-governmental organiza tions, community-based organisations, local authorities and municipalities, associations, and cooperatives. The BEDPS provides overarching high-level strategic guidance for blue economy development, with its vision for “Be lize’s Blue Economy, by year 2030, is productive, sustainable, resilient and vibrant, contributing sustainably to the socio-economic well-being of the coun try and its people.” The Ministry of BE and Civil Aviation through its BE Unit will coordinate implementation of this policy and strategy through a multi-sec toral approach with stakeholders and collaborative partners, incorporating BE guiding principles to ensure sustainable economic growth while maintaining our healthy ocean resources.

Aligned with the Blue Economy Development Policy and Strategy, the first MEP provides an overview of the existing maritime/ocean economy of Belize. The MEP presents an analysis of existing sectors and strategic guid ance to enable support for a transition to sustainable practices, sustainable development and growth of our ocean space. This supports our national blue

economy development vision and di rection, while keeping in mind nation al issues and targets such as reducing emissions and addressing impacts of climate change, international commit ments such as the UN Sustainable De velopment Goals – specifically SDG 14 – Life below water, and common chal lenges faced by Small Island Develop ing States.

The Maritime Economy Plan and accompanying Strategic Implementa tion Plan (SIP) for Belize’s BE (20222027) were developed with the sup port of the Government of the United Kingdom through the Commonwealth Marine Economies Programme and is aligned with the BEDPS 2022-2027. The MEP presents potential development pathways, and strategic guidance for economic growth of Belize’s blue space within sectors that use our ocean re sources. Focusing on ‘bedrock’ tradi tional sectors such as fisheries, tourism and shipping as well as emerging sec tors such as marine renewable energy, aquaculture, marine biotechnology, and ecosystem services. The complemen tary SIP builds on the three pillars of sustainable development, environ ment, social and economic, and aligns with the BE guiding principles to pro mote Belize’s transition to a sustainable blue growth.

rector of Turneffe Atoll Sustainability Association, stated, “The success of any of these guiding documents will not only be based on the content and practically of the content and clarity with which these were compiled and written but in the ownership that we all have for the implementation, “the divi sion of labour”, from each governmental ministry, from each fishing association, from each fishing cooperative, from each fish trading entity, from each tour ism business, from each NGO within the sector, from each private sector or public sector entity etc. Therefore, the challenge for all of us on the BE Cluster along with the Ministry is to now social ize and mainstream these guiding doc uments and to ensure the “delivery of the practical solutions”. We must con tinue to take up our share and support others in accomplishing theirs.”

The Office of the Prime Minister (OPM) through the Belize Trade and Investment Development Service closes its national initiative to support Micro Small and Medium Enterprises (MSME) across Belize. This initiative, the National MSME Roadshow (NMR), led by BELTRAIDE, the Economic Development Council and the Investment, Policy and Compliance Unit, was launched on August 5, 2022 and made stops in ten locations across the country.

I. A Boot Camp that delivered business development trainings in Busi ness Models, Marketing, Customer Service, Goal Setting, and Money Man agement.

II. A Formalization Clinic that provided a space for key government agencies and financial institutions to offer services and relevant information to MSMEs inclusive of live registration

III. A Showcase/Pop Up Shop that provided MSMEs an opportunity to promote and sell their products, while facilitating supply chain linkages with the Tourism Industry.

The Ministry of Investment in collaboration with the National Wom en’s Commission (NWC), the Centro Escolar Mexico Junior College (CEM JC), and Belize Agro Forestry Devel opment Services officially launched a first-of- its-kind Vanilla Cultivation Training Pilot Project.

Through this initiative, 26 wom en from the Corozal District will benefit from training on growing and reaping vanilla, with the goal of in creasing income- generating oppor tunities for women in rural Belize.

The training consists of six sessions which include an introduction to va nilla, cutting and preparation of nurs ery bags, raised bed construction, identification of pests and diseases, vine management, flower induction and pollination, and harvesting, cur ing, selection, and grading of vanil la beans. With the successful es tablishment of the pilot project in Corozal, the Government of Belize plans to expand the initiative to oth er districts.

The Office of the Prime Minister, through Prime Minister John Briceño, congratulates and thanks the municipalities, especially the mayors, chairper sons, councilors and the agencies that participated in the Formalization Clinic for their support and recognizes the crucial role they play in the development of small businesses.

The Government of Belize also recognizes all MSMEs in Belize and ac knowledges their importance in creating jobs, strengthening communities, and increasing contributions to the country's macroeconomic development.

Vanilla, which is native to Belize, is a new emerging sector that can stimulate economic activity in the Corozal District. A popular spice, it is used all over the world in beverag es, desserts, baking goods, cosmet ics, and for industrial purposes. It is ranked as the second most expen sive spice in the world due to its la bour-intensive cultivation. With inter est from several companies abroad to purchase Belizean-grown vanilla, the government recognizes the eco nomic opportunity that exists on the world market.

FABER PROTESTS UDP CORRUPTION Still Doesn’t Resign

This past Friday October 28, 2022, the terrible trio, three blind mice or, however the UDP dead-re mains are named, called a depressor with selected media in an attempt to convince themselves that they are still a Party. From the onset, the body language of the LOO, the rein forced-chair man, and the ‘wutless’ one was one of desperation and in adequacy. The UDP does not have a party so this small group rushes to the microphone to tell the Belizean peo ple that a Hurricane is here every day. A few Belizeans rush to their windows and they see a shining sun with a few clouds—normal. Everyday this UDP group has less and less followers as

they fake themselves out of existence. Said depressor was held at the UDP Headquarters, on land hustled for 1 Beliz ean dollar. Gender-based Violence prone Patrick Faber protested UDP corruption and that ‘dog eating ih supper’.

It is so comical that both the ex-con with dictator-tendencies, son of the King of Incompetence and the ex-Leader oust ed due to chronic GBV are trying their best to be leader of a corrupt political par ty into the election 2035. Only the lowly UDP can do that.

The low highlight of the day was Faber shouting at Diane Finnegan that she should be ashamed of being the only UDP candidate ever to “not get back her deposit.” This alluded to the fact that in the

Lake Independence for General Elections 2020 Finnegan got 359 votes of a possible 4863… and yes…that is not a typo. Those three hundred votes fifty-nine definitely does not meet the 1/10 votes need for the deposit to be returned. Shyne, the recipient, did not get the margin that his uncle usual got. So even with a cheat, Shyne almost botched it. He might not even run next time.

So with 15 or so ‘protestors’, Faber

protested the corrupt UDP and the dictator tendencies of his successor leader. He, Faber, was part of the infa mous 2008-2020 UDP that desecrat ed Belize and ran it to the ground with just enough economic life to be saved and beyond by the planBelize govern ment. The UDP had Belize a quarter away from devaluation. Yet, the few UDP have not one iota of confession in them. Their lowly ex-leader keeps going to court to use the justice sys tem to get thousands for cronies who are legally innocent but factual ly guilty. Barrow is on record saying that all that matters to him was legal guilt. Faber, a Barrow-follower(father), until he disavows the criminal Prime Minister(spent 1.5 million without parliament permission) belched out a concession speech on November 11, 2020 night. His historic mistake is that he did not confess to all his UDP wrongdoings.

The UDP is dead!! What Beliz eans can smell today is the stench of their rotting corpse. Yuck!!!

San Pedro, Ambergris Caye 31st October 2022 velopment Policy, Strategy, and Implementation Plan 2022 -2027 and the Belize Maritime Economy Plan. Now, I am told that this is the first time that such an initiative has been done and it is the first time we have come up with a pathway for the development of Belize's blue economy. In our Plan Belize agenda, we promised to establish a Ministry of Blue Economy to guide and coordinate the sustainable economic growth of our ocean space.

Good morning, I am happy to join Andre and the team from the Ministry of the Blue Economy and Civil Aviation to launch the Blue Economy’s plans for the next five years. I am also happy to be here with you in beautiful San Pedro as they share the De

When I asked Andre to take on this task, I told him we needed to work together with the Belizean people to build Belize by growing Belize's blue economy sustainably while keeping our ocean re sources healthy. The protection of our marine space, I told him, was not negotiable. Now for many Belizeans, the first time they heard the term blue economy was the day we presented our manifesto and when we established this ministry. I am sure one of the first questions asked of the minister was: What does Blue Economy mean? Well, it means a lot and represents a lot more because when you get right down to it… the blue economy is about jobs, it’s about our tourism sector, our fisheries sector, our shipping sector, and about our conservation sector. So it touches almost half of our productivity and, so yes, it is important to our national development and important to the successful implementa tion of PlanBelize.

The resources of our sea provide fish and seafood, it is the main attraction for tourists and it is the main way we bring and send products to and from Belize. This plan places the Blue Economy as the leader in our efforts to take advantage of opportunities in marine renewable energy, marine biotechnology, exploring and expanding fisheries diversification, aquaculture, and mariculture. The strategy of the Blue Economy, while trying to blaze a new trail and create new opportunities to create greater economic activities from our blue space, must do so by ensuring that whatever we do is done sus tainably. Our job today, then, is to embrace this plan and endorse those initiatives that will help us to accomplish these things while creating opportunities for meaningful development, but doing so in a sustainable way. I am confident that this plan and strategy will do just that because it was developed through collaboration with various partners. See both of these plans are the result of a broad collabo ration that considered the views and expertise of many. It is a comprehensive effort, therefore, all of us should be excited and enthusiastic not only to embrace this plan but also to adopt these sustainable development and growth pathways that will lead to innovation and investment in Belize’s blue econ omy.

It is a good day for Belize and I join our Minister and his team to thank all who contributed in the development of this Policy and Strategy. As we move ahead let us remember that we are always bet ter when we work together for the development of our nation and people. I endorse both these plans and look forward to their implementation as an integral part of our efforts to build Belize.

Daily rainfall totals of 2 to 4 inches with locally higher amounts are likely. Winds of category 1 hurricane strength of 7495 mph are expected near the land fall location with a storm surge of 3-5 feet to the north of where the centre makes landfall.

NEMO advises the public to:

1. Put your family/emergency plan into action, check your emer gency food, water and medical sup plies. Check on the elderly and per sons with disabilities.

2. Make early preparations to leave high-risk areas; voluntarily re locate to a safe location before the system makes landfall if you live in a low-lying area or vulnerable coast al community. Know which shelter you will go to.

3. Secure your home and your important documents. Secure loose objects and flammable material.

4. Municipalities and the pub lic are advised to clear drains to re duce flooding.

Tropical systems can cause large tree branches to break and be uprooted. Damage to power lines will result in power outag es that could last a few to several days, which may affect the water supply. Sewage system failure is likely. Falling debris could strike people, livestock, and pets. Protect ed windows will generally make it through a hurricane without major damage. Low-lying escape routes inland will be cut off by rising water 3 to 5 hours before landfall, and a flat terrain 5 feet or less above sea level can be flooded up to 8 or more miles inland.

Residents are advised to con tinue monitoring this system very closely and to follow official infor mation coming from NEMO and the National Meteorological Service. Countrywide, all NEMO district emergency operations centers are to be activated by 6:00 p.m.

Belmopan. October 31, 2022. The Ministry of Health & Well ness is aware that persons may experience a wide range of emo tions before and after a disaster or traumatic event. Once a warning or mandatory evacuation is issued, the risk of emotional distress may increase. Know that there is no right or wrong way to feel; however, it is important to find healthy ways to cope when these events occur.

• Limit your consumption of news and listen only to reliable reports. Set a time when you will update yourself on what is shared for you to make an appropriate decision. It will help you manage your thoughts and move on.

• Have a plan and implement it if necessary. Make sure you have a 30-day supply of medication and seven days of food and water per person. Don’t forget to get your pet ready too. Store important documents and photos in a safe place. Identify a shelter where you plan to go if you need to evacuate.

• Keep a routine and focus on what you can control; for ex ample, preparing for the storm instead of excessive worrying. Try to eat, sleep and exercise regularly and on a schedule. Schedule other activities for days in advance so you can look forward to them.

• Get enough good sleep. Try to sleep when you are sleepy. Avoid using your cell phone or other devices in bed and try not to drink caffeine or alcohol around your regular bedtime.

• Check in with your children; reassure them that they are not alone. Allow them to express feelings of anxiety and fear and let them know these feelings are normal.

• Talk with others about your concerns. Share your fears with family members, friends, a counselor, or others who can offer emo tional support.

• During this time of preparedness and, thereafter, we advise that you reduce the consumption of alcohol, and do not drink and drive under the influence, especially during and after the storm since you may expose yourself and others to unnecessary harm. Remem ber no alcohol drinking is allowed in the shelters.

Today marks the anniversary of Hurricane Hattie, one of the worst natural disasters to affect Belize. The combined anniversary and the constant discussions around this approaching storm may renew feelings of fear, anxiety and sadness for disaster survivors. It is important to look out for persons most at risk who may experi ence these feelings; teenagers, older persons and first responders.

The ministry encourages persons to reach out for help if needed. Persons can reach out to mental health clinics by phone at the num bers listed below or to the ministry, which will remain open until fur ther notice as we monitor the development of Tropical Storm Lisa.

Please remain alert and listen only to reports on advisories and warnings from local news outlets. The Ministry of Health & Well ness will be issuing other alerts through the National Emergency Management Office as well as through the Government Press Of fice.

Hosted Cultural Exchange with Korean Youths - Follow up

31 October 2022 – The IYF (Inter national Youth Fellowship) which con sists of 15 youths ranging from 18 –22 years of age and 4 chaperons was hosted by the Minister of Youth Hon. Rodwell Ferguson in collaboration with the BYM – (Belize Youth Move ment) for a small trip to the south of Belize for some cultural exchange. The trip was to show an appreciation for the service given by these young leaders in teaching how to improve youth mindset by example through ‘Mindset Education’.

Day 1 - 30th October 2022 de parting Belize City from the Inter national Youth Fellowship Center in Kings Park, they headed to the beau tiful village of Pomona. They head ed to the Davis Falls Inn which was the lodging destination for the eve ning then a small detour to the Billy Barquedier National Park. They had a 15 to 20-minutes hike to the Billy Barquedeir Waterfall where they en joyed a nice swim in the cool water that flows through the park. The park

ranger gave details of the species of wildlife that live in the park. They de parted the national park and arrived at the Inn, a beautiful lodging, just after dark. The staff was prepared to re ceive us, we unloaded and got settled with just enough time to take a show er and get ready for dinner. A tradi tional dish of Hudut, was served to us as we enjoyed the cultural music per formed by the Uwarani Cultural Dance

Group which the youth leaders partic ipated in with much joy and learning to Punta. After wrapping up the night, we all went to bed to prepare for the following morning.

Day 2 - The trip headed a little deeper south to the Placencia pen insula. This was not before being treated to a breakfast of johnny cake, eggs, cheese, beans, fruits, and fresh ly made orange and watermelon juice. On the peninsula, the group enjoyed a walk through the village taking in the sights, culture, art, and the beach.

“Beautiful” said one of the Korean youth leaders. They then had lunch at Merl’s Café. Served was a tradition al Belizean dish of rice and beans, stew chicken, potato salad, and fried plantain which was described as deli cious. At 2 pm, we departed Placen cia back to the city, worn out.

An invitation was expressed to the youths of Belize to attend the conference that is being held in Bu san, South Korea for 2023. Youth groups can seek to get financing to attend.

Louis Zabaneh, Minister of State in the Ministry of Education, Culture, Science and Technology, led a del egation of officials from Belize at the Ninth Inter-American Meeting of Ministers of Culture and High est Appropriate Authorities, which took place on October 27 and 28, 2022, in Antigua, Guatemala.

The delegation included H.E. José Alpuche, Ambassador of Be lize to the Republic of Guatemala, and Mr. Idelso Leslie, Counsellor at the Embassy of Belize in Guatema la.

The meeting, hosted by the Inter-American Council for Integral Development and the Government of Guatemala, was held under the theme, “Technology, creativity, and innovation as an opportunity for developing and strengthening cul ture.”

The event was set against the backdrop of the impact of COVID-19 on key sectors and driv ers of economic activity in the Americas, specifically on culture and creative industries. It offered member states of the Organiza tion of American States (OAS) the opportunity to explore how artists and cultural practitioners managed to maintain their livelihoods during the pandemic, including their adap tation to new circumstances, use of technology tools and support from government during this time. Delegations also shared informa tion and experiences on how tech nologies have been used in the collection, preservation, and dis semination efforts of arts and cul tural heritage, and how to strength en tangible and intangible heritage through innovation and use of new technologies.

In his presentation entitled, “The Causality between Culture Development, and Science, Tech

nology, and Innovation,” Minister Za baneh noted that Belize shared most of the impacts to its society caused by the pandemic and that the country observed the resiliency of its creatives through the adaptation of digital tech nology to survive the evaporation of their markets. He explained that the government provided support where possible to help micro and small en terprises, including the creative sec tor, to understand how technology could be used to improve their busi nesses. Minister Zabaneh added that the region could benefit from further applied research to help identify the factors that could contribute to cultur al development and to science, tech nology and innovation, and to better understand the relationship between both. The results could guide the cre ation of better policies for culture and ensure a path to sustainable human development.

The Department of the Environ ment (DOE), within the Ministry of Sus tainable Development, Climate Change and Disaster Risk Management, and the National Hydrological Service (NHS) of the Ministry of Natural Resources are beneficiaries of a Regional Project imple mented through the Central American Commission of Environment and Devel opment (CCAD for its acronym in Span ish) entitled “Integrated Ridge to Reef Management of the Mesoamerican Reef Ecoregion (MAR2R).” In alignment with the collaborative works being done for the restoration of the New River and the NHS Strategic Plan, two new auto mated hydrological stations have been installed along the New River and two existing stations have been upgraded to automated systems contributing to improved data collection coverage of the New River watershed. Climate Data and Information Gap Assessment and Action Plan for the Fisheries and Coastal Zone Sector of Belize

The Government of Belize through the Ministry of Blue Economy and Civil Aviation (MBECA) in collaboration with the Food and Agriculture Organization of the United Nations (FAO) Representative for Belize and Belize’s National Designated Authority to the Green Climate Fund (GCF), hosted a Climate Data Gap and Information Assessment Consultation on October 28, 2022.

This is an activity under the readiness project Enhancing adaptation plan ning and increasing climate resilience in the coastal zone and fisheries sec tor of Belize. The aim is to prepare a comprehensive assessment and action plan for climate-related data available for the coastal zone and fisheries sector based on the government’s highest climate mitigation and adaptation targets, outlined in its Nationally Determined Contributions (NDC).

Understanding what these indicators are and mapping the needs to facil itate NDC implementation are paramount to improving the resilience of the highly vulnerable coastal zone and fisheries sector, as well as to chart prior itized steps towards improved climate data collection, monitoring and eval uation. Well-managed data in all sectors is the foundation of mainstreaming climate change into sector plans and policies and is at the core of all scalable and bankable projects to achieve national climate goals in the coastal and fisheries sector.

The main objectives of this consultancy are:

1. To identify key cross-sectoral climate data and information gaps for the coastal zone and fisheries sector relevant to the monitoring of climate change impacts as well as adaptation and mitigation actions.

2. To develop an action plan and data collection strategy geared to wards addressing the gaps identified in the climate data and information as sessment.

PROGRESS AT THE MET SERVICE SINCE 2020 ELECTIONS

October 26, 2022 - In fulfilling our mandate under Plan Belize, there has been unprecedented growth and de velopment at the National Meteoro logical Service (NMS) in the Ministry of Sustainable Development, Climate Change and Disaster Risk Manage ment over the past two years.

Investment by the Government in this critical Department has signifi cantly enhanced its ability to accu rately forecast and monitor extreme weather and climatic events and pro vide timely alerts to the Belizean public in order to safeguard life and property. This has become even more important with increasing weather events over the last few years.

One of the first major investments made by the Government of Belize, with support from its regional part ners, was the repair of the Doppler Radar to the tune of approximately $215,000. The Doppler Radar is a vital tool used by the Department to track land-falling tropical cyclones as well as provide real-time updates to the Civil Aviation Department and the Airports in the safe landing of flights to Belize.

In the last few months, the Gov ernment also supported the replace ment of an aging forecasting work station at a cost of over $10,000. This workstation is crucial as it is used 24 hours daily by weather forecasters and meteorologist to view comput er models and weather observations from different sources and perform different analyses aimed at producing up to the minute forecasts and alerts

for the country.

Most recently, Cabinet approved supplemental funding to replace the aged and unreliable backup power gen erator that has been in operation at the Meteorological Service since the 1980’s. Given that the National Mete orological Services cannot be without electrical power for an extended peri od, the Government of Belize invested almost $70,000 for the purchase and installation of a new backup generator.

In addition to the investments in infrastructure, the Department has also enhanced its product delivery. The Gov ernment of Belize, through collabora tion with its partners has also been able to assist the Department in enhanc ing its network of automatic weather stations. This network, which provide real-time information on weather con ditions across the country, is being expanded from 49 to 87 stations thus allowing for improved nationwide cover age. Additionally, at the start of the 2022 hurricane season, the NMS introduced its municipality-based forecasts and re-in troduced its nightly television weather broadcast allowing residents in particular areas to plan more adequately for weath er conditions.

In the area of capacity building, two meteorological officers deployed for training at the Caribbean Institute for Meteorology and Hydrology in Barba dos: one in weather forecasting and the other in applied meteorology. With the skills gained, these officers, upon return, will contribute to scaling up the products and service delivery at the National Me teorological Service in providing public weather forecasting to the Belizean Pub lic.

The Government of Belize through the Ministry commits to continue support ing the National Meteorological Service as it continues to fulfill its mission of be ing the government authority on weather and climate and providing meteorological and climate-based products and services to the Belizean public through systematic and accurate data monitoring and collec tion, reliable data analyses and forecasts, and timely dissemination of user-friendly reports and forecasts on all weather and climate related events and hazards.

The Government wishes to express gratitude to its local and international partners in supporting the strengthening of the National Meteorological Services towards improved service delivery to the people of Belize.

GOVERNMENT OF BELIZE SECOND ROAD SAFETY PROJECT

SUPPLY OF ROAD SAFETY EQUIPMENT INVITATION TO BID

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Finance, Economic Development and Investment (MFEDI), through the Second Road Safety Unit, now wishes to invite sealed bids from eligible bidders for the Supply of Road Safety Equipment.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organized in, and have their principal place of business in an eligible country and are either:
