TAX SUCKA BARROW! Wednesday, November 16, 2016 Prime Minister Dean Barrow smiled as he confirmed almost flippantly that Belizeans will be faced with new taxes when the new Budget is read. “We’re made no secret of the fact that there will have to be a degree of fiscal consolidation. So there’s going to have to be a tax restructuring,” the leader of the nation stated glibly at the Philip Goldson International Airport upon his return over the weekend. While the UDP administration has never come quite clean on the economic crisis facing the country, the writing has been on the wall for some time now, in glaring red ink. While the Prime Minister would like to blame all his woes on the convenient Hurricane Earl, the fact is that the nation was in trouble long before Earl was even a gust of breeze off Africa. As early as the first quarter of this year, Leader of the Opposition John Briceño revealed that the country is in a recession. Consecutive releases from the Statistical Institute of Belize have revealed that the cost of goods continues to rise, even as exports continue to fall. In one year, ex-
ports have fallen by $97.7M. Consecutive reports from the IMF have cautioned government to cut down its wage bills and to get its spending in order. Those analysts have warned that the nation’s debt is unsustainable. The Petrocaribe bounty is all but done, only the gigantic loan left to pay back to show for the UDP’s glory days. Oil has dried up. Our industries are in chaos, with no signs of recovery imminent. Belizeans are a resilient people. We do not mind pulling together when times are tough and when factors beyond our control impact the country. But the truth is that the economy is in crisis because of a completely man-made, absolutely avoidable disaster. This UDP administration under Dean Barrow went through about $400M in Petrocaribe monies like gluttonous sharks in a feeding frenzy. And there is not even one pro-poor, sustainable project to show for those hundreds of millions – NOT ONE. Whatever new burden will be heaped

Wednesday, 16 November 2016 Belize City police have arrested and charged 20 yearold Jayear Flores for the double murder of 7 year-old Tyler Savery and 22 year-old Porshan Pipersburgh. The Curassow Street resident is accused of killing an innocent child as part of a gang war between adults. The entire nation has taken notice of the senseless killing of little Tyler which happened on Friday, November 11, at around 4:30 p.m. on Daly Street. His grieving mother, Shakera Young, told the media that he was excited at the prospect of getting a milkshake from Moon Clusters Cafe. That was his preferred Friday evening treat, and he was supposed to have gone with his great grandmother, Victoria Avilez. His cousin, Porshan Pipersburgh arrived at their grandmother’s home at just that

His insistence on prolonged litigation against all advice was followed at the 11th hour by a badly drafted secret agreement which not only gave Lord Ashcroft $557M but gave him leave to drain our foreign reserves. When Belizeans pay new taxes in March, we will be paying so that the sister of John Saldivar can continue to receive her CEO salary, allowances and perks even though she has not worked a day in over 18 months. We will be paying for the pibil, rum and tacos enjoyed by Patrick Faber. We will be paying for a new vehicle for Faber and we will be paying so that Gaspar Vega can get his duty exemption on his fancy SUV. We will be paying so that Andre Vega, Sharon Pitts and so many other Vega/UDP cronies can enjoy the millions pilfered from public coffers. But don’t feel too bad. In his interview over the weekend, the Prime Minister claims that the new tax structure will not be implemented without intense consultations with the people, though “It doesn’t mean that after we’ve engaged everyone that what the government does will have the support of everyone, but nobody will be able to say that we’ve been blindsided.” If that’s little consolation, the Prime Minister also offered this comment “I think that given the times that’s about the best we can do.” There is no word yet on what form the taxes will take, though it is expected that GST will increase to 15%. Then there’s always the handy fuel tax which GOB has made such lucrative use of, though that wouldn’t exactly be new.

THE BELIZE TIMES Hamilton who had also travelled with her two children returned to Belize to make preparations for his burial. One of her sisters remained with Empress in Texas. Unfortunately, at midnight November 15th they received a call bearing the bad news that Empress did not survive. Her mother says doctors told her that her heart gave out. She explained that when she left the US, Empress was talking and asked for her favourite thing, juice and she saw that she got it before leaving her bedside that night. Melissa believes the doctors tried

Shakera Young Victoria Avilez relented, not even contemplating that such unspeakable tragedy would be visited upon her family once again, right down the street from where they live. The two cousins set off on Porshan’s bike, with Tyler in the handle. They were only a few yards away from the cafe’s entrance, but that gave assailants just enough time to ambush them. Those assailants arrived in a white car with 4 doors. One of the men in the car opened fire on Tyler and Porshan, instantly killing the child with one shot to the chest. Porshan was hit twice to the chest and he was immediately rushed to the KHMH for emergency medical treatment. The doctors tried to save his life, but on the following day, he succumbed to the injuries he had suffered.
For this family, another two loved ones have been taken as a result of violent crime. In September of 2014, Victoria Avilez’s son, John, and her grandson, Leon Savery - who is the father of little Tyler - were both gunned down. John Avilez died mere hours after being shot, while Leon Savery clung to life for an entire month before unfortunately passing away due to medical complications from the bullet which injured him. Last Friday’s shooting has deeply wounded this family which has struggled with the losses from two years ago. Speaking on the cold killing of her young son, Tyler Savery’s mother Shakera Young said, “I kept thinking what can be going through these animal’s minds, what? You would see a child on a bike and you would still pull that trigger.” She has vowed to advocate for her son’s life and to remind Belizeans that this was once a country of peace. Jayear Flores, the man who now stands accused of murdering her son, and her nephew, was arraigned on Tuesday evening, November 15 before Magistrate Carlon Mendoza. He is facing two counts of murder, while it was specified on the charge sheet that “Flores and others” committed the killings. His mother, who chose not to speak publicly, told reporters that her son is innocent. She is worried that persons in the street may see that he has now been charged and that will stir them to try and retaliate against her family. She declined to grant any interviews to the media due to the concern that the public will not receive what she has to say well. She is concerned that to do that, she would be labelled as a mother making excuses for a child she knows is a criminal. Shakera Young also attended the

their best to save her children and she only has praises for Shriners Hospital. She stated, “as a mother I mi di deh and sih everything weh dehn du fi my kids. Melissa says the loss will hurt her surviving son the most as he slept every night with his sister, Empress. Ian was to be buried on Thursday November 17th but the service will be postponed so that he can be laid to rest along with his sister. Police have not concluded their investigation into the case and no one has been charged. Melisa’s message to other mothers who have lost children to violence is, “we need to get together and fight for justice because if we don’t fight for justice it seems we won’t get any. I sat in the Court and I couldn’t even cry, I guess maybe I should have felt angry at this young man, maybe I thought that if I saw him I would have wanted to do something bad to this young man, but I don’t feel anything towards him.”

MISMANAGEMENT FORCES BARROW TO BEG BONDHOLDERS FOR MERCY! Monday, November 14, 2016 Just a little over three years ago, Prime Minister Dean Barrow stood in front of the nation following the restructuring of what he called the Superbond. He was euphoric, beside himself, stating that “there is a possibility that, with a little bit of luck and the kind of growth last year that we saw being replicated by and large, we can actually see Belize’s debt to GDP ratio fall to perhaps 60% by 2017. That, of course is debt heaven, but the fact that this kind of nirvana is even within Belize’s reach, I believe, is testament to how successful - precisely how successful the debt restructuring team has been.” That nirvana never became more than one of the Prime Minister’s trademark rhetorical flourishes, and Dean Barrow returned to the country on Saturday, November 12, after spending 6 days in New York City preparing the way for a hoped for and absolutely critical restructuring of what is now being called Barrow’s ‘Superbomb.’ He was there along with Financial Secretary Joseph Waight and Economic Ambassador Mark Espat to meet with Lee C. Buchheit, a partner at the multinational law firm, Cleary Gottlieb, and the Citigroup Global Markets Inc. Mr. Barrow intends to go to the bondholders a second time to seek relief from debt payments less than 4 years after convincing them to restructure the 530 million dollar debt in Belize’s favour. He says that projections for the economy, when the last restructuring effort was undertaken, “have not proven to be valid...or durable”. The government cites serious economic and financial challenges facing the country currently, including low growth, rising fiscal deficits and a deteriorating balance of payment position. These, the Barrow Government says, are worsened by slow global growth, U.S. dollar strength, Hurricane Earl, a substantial decline in key commodity production and prices, and higher than anticipated arbitration awards. Of course, in that list of woes and financial pressures, the Barrow Administration conveniently omits mention of the misguided spending of hundreds of millions of dollars in Petrocaribe Funds between the years 2012-2015. This UDP Government also glossed over the half-billion-dollar arbitration debt that Belize must pay for the Prime Minister’s taking of BTL from the Ashcroft group of companies – and the hundreds of millions in “arrogance interest” Belizeans must pay for his folly. And that isn’t even touching the absolute mismanagement of the people’s resources, wasteful spending on political patronage or the cost of rampant corruption. The Prime Minister declared to the press on his return, “We have agreed our strategy and now it is a matter of actually engaging the bond holders in the face to face negotia-
tions which Ambassador Espat will lead.” As Belize’s representatives, Espat and the team of hired
professionals intend to meet with individual bondholders, or a committee representing
3 03 bondholders, should they decide to form such a committee. Those meetings are intended before the end of this month, and the delegation representing Belize’s interests will try to convince the bondholders to agree to new terms which will allow Belize not to default on bullet payments which are due next year, and which the country cannot afford in their current form. That semi-annual coupon payment is due in February 2017. This plea to restructure follows one from the African Country, Mozambique, which is also trying to restructure its foreign debt, the second in 1 year. The bondholders of that country are resisting such an effort. It is the third time that the country is refinancing its foreign debt, and so when the press asked Barrow if it could affect the confidence that Belize’s bondholders have in our country’s financial stability, he said, “I don’t know how the question of confidence going forward can arise...We are not looking to shaft the creditors. We are not looking to screw the bond holders. We are looking to ensure that our country finally obtains the relief...these are big people; these are experienced players in the market.” Whether the bondholders will entertain Belize once again remains to be seen.

Questions to Ministers
Would the Member for Queen Square and Minister of Finance say how much Ambassador Mark Espat is being paid for this latest restructuring of Barrow’s Bond? And could he explain to taxpayers why Espat should be paid AGAIN when the last restructuring was a complete failure? Would the Member for Queen Square and Minister of Finance say what new taxes, or increases on existing taxes will be implemented in March? Could he further say if he now regrets the wild and reckless spending of Petrocaribe monies on pibil, tacos, rum and political fetes? Would the Member for Queen Square and Prime Minister be able to confirm or deny rumours that a team was assembled months ago which has been compiling lists of those public officers who will be retrenched in 2017? Would the unelected Senator and Minister of Natural Resources confirm or deny reports that as of Tuesday this week the Ministry has been placed in lockdown mode, with no transactions taking place until further notice? If that is indeed so, could she clarify whether this move is to facilitate an investigation or to facilitate the destruction of incriminating files? Would the unelected Senator and Minister of Natural Resources please confirm or deny reports that Commissioner of Lands Wilbert Vallejos is the subject of an internal investigation since in his capacity as Commissioner he was a key player in the questionable transactions that took place under former Minister Gaspar Vega? Would the Member for Orange Walk East and Minister Jr. with responsibility for Police please say what, if any steps are being put in place to curb violent crime, since the nation is well on its way to recording a record year in murders?
Would the Member for Collet and Minister of his own development please explain exactly how his daughter came to be the owner of that yellow building at the corner of Central American Boulevard and the George Price Highway? Could he further confirm or deny reports that he actually owns that building and many others in the city?

Sad…! He only wanted a milkshake. Those words from a grieving mother touched me, but more than that it enraged me. I have children, and would not hesitate to seek revenge if any of them were hurt. Tyler’s mother speaks of love and forgiveness. Amazing! I shed no tears for Porshan. He chose his life and by doing so forecast his death. Tyler had no choice, no say in the matter. He was innocent. His mother is a good woman, a strong woman. Me…well I’ve always said that we know who all the so-called “bad-man” are in Belize. I’d round them up, kill them all and bury them in a mass grave behind the Belize Central Prison…just saying! RETRENCHMENT… Dean Oliver smiled when he told reporters that there would need to be tax-restructuring, meaning TAXES, if you didn’t quite get it. He smiled. What the hell is wrong with that man? And listen, you heard it here first. There’s a team comprised of persons from the Ministry of the Public Service and the Ministry of Finance who have been busy the past few months working on a RETRENCHMENT list. That’s right. TAXES and RETRENCHMENT in 2017! What was that? The best is yet to come? LOL okay then! Wait for it. Mercedes-Benz… A few weeks back Dean Oliver went away, as he does very regularly. The release said that he travelled for medical reasons. Well in that case I guess the name of the doctor he visited is Mercedes Benz, no relation to our own doctora Mercedes from Belmopan. See, what Dean Oliver was actually doing was shopping for a vehicle in Houston, and the fellow struck gold. He managed to walk away with a 2016 Mercedes Benz SUV. Damn, and we though Gapi was doing well with his 2016 Lexus SUV. Sheesh! But anyway the thing is that DOB came back to deliver the bad news that we’re screwed, taxes on the way, country in crisis, devaluation around the corner. He came back to tell us that WE are going to have to dig deep in our empty pockets to find a way out of HIS mess. But he’s sporting a 2016 Mercedes Benz SUV. You know why that is? Cause here’s the thing. When Barrow screws up stuff, he’s playing with OUR money, not his. While this is the worst of times for us, trust me these are the best of times for Dean Oliver and every member of his family. You can take that to the bank and cash it. Little man… The boy who wants so badly to be a real man, that little boy who is sulking because the teachers made him look bad and now wants to punish the teachers, was circling in DOB’s old ride this past Sunday. He was spotted coming from the Northern border, that big fancy vehicle loaded down with goodies. From what we hear, the vehicle wasn’t the only thing loaded, but hey, I’m going to cut the boy some slack this week. He hasn’t been doing so well lately. I hear he wanted to go along with the PM to New York to deal with the highfinance matters of the bond-restructuring but was told by his boss that he doesn’t have the acumen. So he was left at home. I can imagine how that sticks in your craw, little man, having Carla Barnett who’s never won an election and Mark Espat who isn’t even really UDP fly away on that jet plane to deal with important matters and you get to stay home. Here’s a memo – you’ll never be leader of the UDP and you sure as hell will never be Prime Minister of this country. Look around at some of the new faces Dean Oliver is bringing into the Party, passing you by. Get used to it, little boy. Sarstoon… I don’t get it. Just the other day Sedi was an honorary Guatemalan and he and Carlos Raul had sworn an oath of brotherhood, pinky swears and everything. Now Sedi is on the point of tears saying that Carlos Raul won’t take his calls. Miss Jenny we need an intervention here, maybe some couples counselling please. We need to get this crap fixed pronto. Fun and joke and cross-border love aside, though, we need to get some answers. Two weeks ago the BDF Commander says okay, we figure this damned protocol will be signed by next month and we’re good to go. Then last week Sedi says, nope, we’ve made no progress on the protocol at all because Carlos Raul isn’t speaking to me. Then we hear that Belizean civilians can’t go into the Sarstoon again. I mean heck, man, what kind of games are you guys playing? We’ve honestly, genuinely, for certain lost the Sarstoon. That’s no frigging joke. But in the meantime…! Then again, who gives a damn about a cruddy, murky old river and a mangrove island which serves no purpose? That’s just territory which nobody uses, right Sedi. Let’s keep our eyes on the prize, located on the seafront in Belize City. Yeah, that’s what we’re talking about, that multi-million dollar mansion which houses the Ministry of Foreign Affairs, and which will no doubt serve a variety of purposes for UDP Ministers intent on servicing (sorry meant serving) residents. I mean, I hear people complaining about the money which must have gone into making the mansion all plush and cozy but you need to chill. Those fancy jacuzzis are absolutely critical to foreign affairs… and local affairs too. So just hush!

I
A Culture of Corruption!
n the dictionary, corruption is defined very simply as dishonest or fraudulent conduct by those in power. It’s not a convoluted, complicated, complex or vague definition. It doesn’t require careful and measured analysis or interpretation. The dictionary even helps with synonyms like unscrupulousness, double-dealing, fraud, fraudulence, misconduct, crime, criminality, wrongdoing, crookedness, sleaze, informal graft, grift, profiteering. It is really only under this UDP administration led by Dean Oliver that corruption has become so conveniently complicated and difficult to define. For example, one would think that a Minister who inveigles a department within his portfolio to issue checks to pay his personal expenses and to finance his campaign efforts would be corrupt. But we find that indeed, under this administration, it is ‘distasteful’ but not corrupt. Very recently, it was learned that Ministers of Dean Oliver’s round table were extraordinarily cozy with con man/ extortionist/kidnapper/accused murder William Danny Mason. There were allegations that various high-ranking Ministers took money from Mason in return for certain favours, and at least one Minister actually admitted getting money for his campaign. One might be excused for thinking corruption, perhaps particularly in the case of Mason’s relationship with then Minister of Police John Saldivar, since we learned that the elite G.S.U. were known to provide personal bodyguard services for Mason. But we learned from the Prime Minister that while it all may have been optically unpleasant, it was not corruption. Most recently, a very high ranking Minister of Government used his office to facilitate a payment of $400,000 to his son and $400,000 to another UDP insider – a total of $800,000 misappropriated in the most brazen of fashions. Corruption, you would think, most certainly. But we learned that it was not. It was an error, a mistake, but not corruption. In fact, if we were to accept the word of Dean Oliver, suddenly a connoisseur of corruption and expert on all things corrupt, his Ministers of Cabinet have not once dabbled in that dark art of corruption, not even close. Even when Edmond Castro hustled money from a Belizean-American woman, promising to sell her land which was not his to sell, it was only a matter of him not living up to the high standards demanded by the Prime Minister. It was most decidedly not corruption, at least in Dean Oliver’s estimation. It is disheartening to note that a culture of corruption has been cultivated by this UDP administration, and the harvesting of this stinking crop is now affecting all of us at every level. What is even more disturbing is that there seems to be a network of enablers who allow corruption and corrupt Ministers and UDP officials to flourish. In the Immigration scandal currently rocking the nation, it is clear that there are Ministers who orchestrated the fa-
cilitation of documents in return for money – large, heaping sums of money. But in every instance, even in the infamous Wonhong Kim debacle, there were public officers and peripheral players without whom it could not have happened. Some, no doubt, were handsomely compensated. Others, perhaps, simply looked the other way or were intimidated into doing so. The Police Department today is seen as a playpen for politicians. Nowhere in the chain of command of the Department does it say that any Policeman or Policewoman should receive instructions from or report to any politician. Yet we have the highest ranking Police Officers who have allowed themselves to become Ministers’ pets, to the point where they have thrown away their moral compass, principles attached, and allow the Minister’s directives to trump the law. We see UDP officials and operatives openly break the law, but they will not be touched. In the notorious hotbed of corruption, in no instance was then Deputy Prime Minister and Minister of Lands Gaspar Vega able to finagle the misappropriation and mismanagement all on his own. On every file chronicling massive, unwarranted compensation pay-outs to cronies, friends and family, there is the CEOs signature authorizing the disbursement. The Commissioner of Lands, as well, was a part of every single transaction. And there were many other players. Last week the PUP took a matter to Court…a matter clearly demonstrating electoral fraud which is a crime. In one broken down small shack in Port Loyola, twenty-two persons were registered to vote, supporters of the UDP. In another, eighteen persons were registered to vote. It was clear as day. These people did not live at those homes. Beside the fact that they were not known in the neighbourhood, it was physically impossible for all those persons to live in those homes. But the Elections and Boundaries office fought the objection and prevailed. They fought to allow the wrong thing to happen. They fought to allow the corruption to continue. What we have is systemic corruption, a systematic and insidious corruption of our departments and our processes and our laws. In many cases the people put in place to protect us and uphold the law, and those put in place to safeguard our sacred processes – elections for example – are those who allow this nation and people to be dragged down. Far too many people have allowed themselves to be tainted by corruption. Far too many of our people have lost their way for one reason or the other. Maybe some of them grab the crumbs falling off the politicians’ plates. Maybe some of them are afraid they will be victimized. But for whatever reason, and regardless of the justification – corruption is corruption and wrong is wrong. In this government and in any other which is to come, corruption must have no home at any level. That infamous two-sided machete, hidden so carefully in Dean Oliver’s closet, must be found and used. Let the chips fall where they may. The people demand it.

Family Accuses KHMH of Negligence…MoH Silent! Wednesday, 16 November 2016 After days of waiting, the family of 31-year-old Deanne Robinson nee Pitts buried her on Saturday, November 12th, without the benefit of a post-mortem examination to confirm the cause of her death. She had passed away at the Karl Heusner Memorial Hospital (KHMH) on October 31st after she was admitted on October 28th. Despite repeated requests and the involvement of an attorney, the hospital refused to perform the autopsy. The family is highly suspicious of the circumstances surrounding Robinson’s death. She was taken to the hospital for treatment of a sore throat and high fever. According to her mother, Mildred Crawford, hours before her daughter’s death, a male nurse administered what she thought to be an unusual amount of medication to her daughter via intravenous drips. Shortly after, it appeared that Robinson began to bring up fluids and that is when Crawford was ushered out of the room where she and two of Robinson’s siblings had taken turns to keep watch over her. Crawford claims that when she went back to look for her daughter, she was shocked to learn that she had passed away. According to the family, the doctor who treated Robinson claimed

the media have not responded to any queries, and up to press time no statement has been issued, not even one to state that the matter is under investigation. Ultimately, the frustrated family proceeded with burial (after the hospital reportedly took responsibility for the high morgue bill) after being given the runaround by every health official to whom
they turned. In one case, they claim that a hospital representative even told them that Robinson’s next of kin had indicated that they did not want an autopsy. Robinson’s family is clueless as to who they were referring to since all arrangements were being handled by Crawford and her other daughters. Robinson’s husband of 13 years was also along with them. She leaves behind three children.
VACANCY Deanne Robinson nee Pitts that she died from a terminal illness, and it was that illness which was cited in a certificate issued to the family 9 days after the death and only after the family their story to the media. However, the family disputes the hospital’s account, stating that at no point had any previous medical check-ups or tests revealed that she was terminally ill. Robinson’s younger sister told us that she had just been in the hospital in July of this year for a mild stroke, but otherwise Robinson was healthy and certainly did not require regular treatment which would have been required were the hospital’s account true. The occurrence may appear unusual but if the family’s allegation is untrue, the KHMH and health authorities seem not to be in any hurry to set the record straight. Female Minors Shot in Separate Incidents
Anthony Crawford Monday, November 14, 2016 While the weekend’s death toll was too high, it could have been significantly higher. According to Police, a thirteen year old girl is fortunate to be alive after a bullet grazed her on the cheek on Sunday at around 10:00pm. The incident occurred on Raccoon Street Extension, and the investigation is in its preliminary stages. While there have been varying reports on that incident, Southside investigating officer Sgt. Gladmir Cu gave the me-
dia the official version on Monday, “While the minor was outside by the stairs of the house, shots were fired whereby she received the injury to the left side of her cheek. Several persons were interviewed. This investigation is still at a young stage, persons are being sought for this investigation and persons are being detained for questioning,” Cu clarified. Late this evening, the Belize Times confirmed that Police had arrested and charged Anthony Crawford for Attempted Murder, Wounding and Use of Deadly Means of Harm. In the other incident involving a female minor, Police revealed that a 14 year old minor was injured on Sunday night at around 8:00pm. Reports are that the minor was standing at the corner of North Creek and Curasow Street, in the company of an unidentified male, when a vehicle drove by and a gunman opened fire. The minor was hit in one leg by the bullet, which exited and injured her on the other leg as well. Police say that they are seeking the gunman whose identity they have ascertained, and that investigation is ongoing.

Violent Crime Figures Are Shocking

Wednesday, 16 November 2016 By our unofficial tally at the Belize Times, there have been 130 murders already this year, with six weeks to go before 2016 comes to an end. Since 2012, the bloodiest year on record with 145 murders, 616 persons have been killed within our 8867 sq. miles. There have already been more murders than in 2013 (99), 2014 (123) and 2015 (119). If the trend continues, 2016 could well be a record-setting year, a record we can certainly do without. Currently the Prime Minister is the substantive Minister of Police, though the direct responsibility has been handed over to junior Minister Elodio Aragon Jr. He takes over from Senator Godwin Hulse who held the position only briefly, called in when former Minister of National Security John Saldivar was shuffled out amid alle-

gations of impropriety. Saldivar was unable to accomplish anything positive in the Police, and his legacy is a department in which morale is at an all-time low, matched only by their resources. He also left behind a department deeply divided and hopelessly politicized, where corruption is perceived to be rampant at the highest levels and ‘rotten apples’ are believed to be the rule, and not the exception. In a climate where the Police Department continues to be under-resourced, under-financed and forced to work in and under conditions that are
less than favourable, crime has flourished. Additionally, there has been no move by this UDP administration to seriously address real necessities like a forensic lab (a UDP campaign promise since 2007) or to properly resource and support the prosecution arms of the Police and government. Even in this day and age, many recruits at the Police Department are passed based on a recommendation from their UDP area representative or caretaker, and not on

But while the crime situation has no doubt been exacerbated by the UDP’s patent neglect, incompetence and politicization of the Police, the impact is felt by all Belizeans. At a press conference held at Independence Hall on Tuesday, PUP Leader John Briceño explained that “for me as a Politian it would be so easy to lash out at the UDP, at the incompetence of the government and because of the poverty. We have to stop for a minute and think, both political parties need to get together and put their best minds to see how we can solve this matter and we need to get the churches, private sector and NGO communities, everybody together to be able to address this matter.” At least to date, the government has ignored all offers of a bi-partisan approach on fighting crime, and the results of that have been clear to see.

GUATS SAY NO BELIZEANS ALLOWED IN SARSTOON Monday, 14 November 2016 Over the weekend a boat carrying SATIIM rangers was stopped in the Sarstoon by a Guatemala Armed Forces (GAF) patrol which told them that they could not continue on their patrol to monitor the Sarstoon Temash National Park bordered by the Sarstoon. “Only if you are military, no fishing, no protected areas, nothing…once you ask permission, we will accompany you,” the Guatemalan soldier in charge reportedly told the rangers. It is not the first time that SATIIM has been intercepted by the GAF which has maintained a presence in the entire Sarstoon. But the indication Belizeans had been given is that both parties were diligently working toward a protocol in the river – to be finalized around the end of this year – and until then the Sarstoon was open to any party from either Belize or Guatemala. In fact, just two weeks ago, BDF Commander David Jones claimed that “at the moment there’s absolutely no tension between us. I continue to communicate on a weekly basis with General Perez who is the commander of the Guatemalan armed forces and we’re looking forward to having an agreement settled by sometime next month. We are hoping that we have something in writing of what the protocol should be in the Sarstoon.” But obviously Brigadier-General Jones has not been communicating with the Ministry of Foreign Affairs. According to Minister Wilfred Elrington just days ago, where the protocol is concerned, “We are not any further than we were the last time we discussed this matter. It is necessary for the Guatemalans to in fact agree to sit with us and to negotiate it…I have tried to engage the foreign minister, but he is not disposed to sit with us yet and neither
is he disposed to cause his technical people to sit with our technical people to work. And so we haven’t made any headway on that front.” That comment from Elrington came at the opening of the Ministry of Foreign Affairs office in the Ministry’s new multi-million dollar seafront mansion in Belize City. It appears that all the Ministry’s efforts have been focused on refurbishing the mansion, and so they may have lost sight of what is happening further South in the Sarstoon. According to Executive Director of SATIIM Froyla Tzalam, the organization doesn’t quite know what its next move will be because they have never been given a clear protocol from the Ministry of Foreign Affairs. While Tzalam says she will report this latest incident, “I have gone on record from the first incident and no response was given to me. I am not hopeful. I don’t expect anybody to get back to me and say this is the protocol.” SATIIM has reported on massive incursions in the national park by Guatemalans who are systematically extracting the resources in the park, but if the organization cannot reach the hotspots then Guatemalans will be allowed free rein. During the rainy season SATIIM is unable to monitor over land and must access those vulnerable areas through the Sarstoon. At a press briefing held Tuesday afternoon at PUP headquarters, Leader of the Opposition John Briceño explained that he found Minister Elrington’s stance alarming – “I did not find that only shocking, but frightening. It scares me to hear our Foreign Minister speak in such terms, basically just throwing up his hands and saying there is nothing we can do. We in the PUP have been saying it from the time I became leader - we need to have a plan to be able to address this issue.”
COROZAL YOUTH GUNNED DOWN Wednesday, 16 November 2016 Corozal Police have one person in custody and are seeking several others after Tuesday night’s brazen murder of Corozal Town resident Sherman McFarlane, 22. According to Police, the youth was on Cemetery Road in Libertad when he was shot once to the side of the jaw. Police got the call at around 9:45pm, and when they responded to Cemetery Road they found McFarlane slumped against his vehicle, a black Kia Sportage. Preliminary investigations show that the youth was with two other persons and was preparing to put water in the radiator of the vehicle when four men approached from the nearby bushes. One of those men, darkcomplexioned and in camouflage clothing with a black cap and a red kerchief over his face walked up to McFarlane and fired the fatal shot. The men then disappeared back into the bushes. The investigation is still in its early stages, but Police say that McFarlane had been involved in two separate incidents just days ago, and his life had been threatened, so that is one of the angles they are pursuing. Investigators are also saying that it is possible that the execution-style murder may Be drug-related. Officers recovered one expended 9mm shell casing on the scene.

GOB HIKES BUS FARES WITHOUT NOTICE
Tuesday, November 15, 2016 The Cabinet has authorized what, in some cases, is a dramatic increase in bus fares. The new fares were implemented via S.I. No. 72 of 2016 which was gazetted on October 29, 2016. The Gazette shows the instrument was made by the Minister responsible for Transport on October 21. The public was none the wiser despite a September 8, 2016 Ministry of Transport press release which announced that there would be a rate adjustment but also stating that “such changes would be adequately publicized before their implementation.” Granted, the release did not say to whom the changes would be adequately publicized but one would imagine that the commuters who most stand to be affected would have been given enough notice. They weren’t and the explanation from transport officials is that there is no commuters association to engage so they spoke with bus operators from the North, South and West and other stakeholders. The bus operators were informed via letter dated November 7, 2016 from the Chief Transport Officer that three copies of the fares should be placed in areas of their vehicle that are clearly visible to commuters. In the case of commuters in the north, $4.00 and $5.00 will no longer get them from the Belize City bus terminal to the Orange Walk bus terminal. They will now have to fork over $6.50 for the regular run and a whopping $7.50 for the express run. In the case of the latter, that is an increase of $2.50 or 50%. The fare for the stops in between has marginally increased; likewise the stops in between Belmopan and Benque and Belmopan and Belize City have seen increases. For those who use the public transportation system from the Belmopan bus terminal to that in Belize City, they will now have to pay $1.00 extra.
Transport officials we spoke with call it a restructuring, and explained that when it comes to the fee charged on “express” buses, Government only regulates the “regular bus” runs. As it relates to the service provided by the bus operators, officials say the Government is working on putting in place more highway patrols and cameras to monitor the routes and ensure that operators are in compliance with transport regulations. They are also working on phasing out the old buses off the road. Of course, those promises have been made many times before. The reality is that with the high price of fuel, and every likelihood that fuel taxes will continue to be increased to bring in needed revenue, bus operators will continue to struggle with the buses they currently use and commuters will be the ones getting the shaft. Bus operators we spoke to say they are preparing to put the new fares into full effect, while some up north have hesitated to do so because of the anticipated public outcry.

Belize Downgraded as Financial Woes Worsen
Wednesday, November 16, 2016 This week Standard and Poors (S&P) downgraded Belize’s credit-rating from stable to negative. S&P lowered the country’s ratings from B- to CCC+. This downgrade amidst efforts by the Government to restructure the 2038 Bond, financial forecasters predict, could affect GOB’s ability to access capital markets. Prime Minister Dean Barrow returned from New York on Sunday along with Economic Ambassador Mark Espat and confirmed reports that GOB was trying to convene a committee of bondholders to discuss another restructuring, Belize’s second in four years. Barrow, however, offered no comments on the status of the country’s critically low foreign reserves or the award costs pending on three arbitration settlements currently in US courts. And as Belize’s economy continues to take the hit, the Belize Times is informed that the Chamber of Commerce met recently with Central Bank Governor Joy Grant to discuss the
business community’s difficulties in accessing foreign currency. No information has been forthcoming on the outcome of that meeting. It is highly unlikely however, that CB would be able to facilitate any accommodation. Central Bank, of course, has its own problems with foreign reserves and with the three pending arbitration settlements reportedly worth US$100 Million and a struggling economy, Belize is hard pressed for cash. The economic outlook, according to S&P, is not good. “We could revise the outlook to stable within the next 12 months if the government succeeds in implementing effective fiscal measures to improve financing prospects and if net international reserves recover, improving the country’s external liquidity,” S&P reported. S&P also noted the impacts of de-risking on the economy. There has been very little progress in regards to that issue. Belize is eerily close to defaulting on its next Superbond payment and the Belizean dollar is its closest ever to being devalued. GOB is banking on bondholders forming the needed committee to begin discussions on the restructuring in the next few days. According to Barrow, GOB has formalized a strategy to approach the bondholders but given the recent downgrade, bondholders could likely reject GOB’s proposal. Financial Secretary Joseph Waight also recently indicated that time is of the essence since any arrangement would need to be finalized before the start of GOB’s next fiscal year in March.
FABER REFUSES TO PAY TEACHERS… BNTU TO SUE! Tuesday, November 15, 2016 As we go to press, there is no official response from Minister of Education Patrick Faber or from the Ministry of Education to the threat of legal action by the BNTU. Unofficially, we are told that neither Faber nor the bureaucrats at the Ministry intend to acknowledge the letter. Instead, all indications are that the Minister intends to proceed with his plan to dock the pay of teachers at the end of the month. It is to be noted that teachers who went on strike will lose 11 days salary. After bank, lending institution and other obligations are met, many of those teachers will have NO money for November, a real nasty Christmas gift from Faber. Salvadoran Woman Allegedly Murdered by her Nephews
Victoria Castillo Tuesday, 15 November 2016 Victoria Castillo, a 63 year-old Salvadoran national and a grandmother of 8 who was living in Dangriga, was found brutally chopped to death, her remains reportedly placed in a crocus sack. On Saturday, November 12, responding to a call from family members, Police dug up an area in Castillo’s backyard and found her partially decapitated body buried in a shallow grave. Two of her nephews who are believed to have absconded from Belize are the main suspects and are wanted for questioning by the Police. Castillo was reported missing last week Wednesday. The Party has been holding fundraisers to support the efforts of the teachers, and the discussion centered on how the Opposition can assist in the event that the Government proceeds with its intention to cut teachers’ salaries at the end of November.

Over the weekend the People’s United Party oversaw the swearing in of the extended executive committees of Corozal Southwest and Corozal Southeast. The Party is galvanizing in every area to ensure that it is prepared to serve its people in Belmopan when the government falls or elections are called, whichever comes first.
All across the country the People’s United Party continues to find ways to generate income to contribute to the development of the people. In Indian Church on Sunday, Chairlady Vilma Corado organized a fundraiser to assist with projects in the community. The village of Patchakan held its own fundraiser on Saturday, and in San Andres over the weekend, villagers of San Andres came out to assist in the much needed renovation of the Community Center, with the assistance of the Corozal North Executive and David Castillo.

EDITORIAL en Espanol ¡Una Cultura de Corrupción!
E
n el diccionario, corrupción se define simplemente como conducta deshonesta o fraudulenta por aquellos en el poder. No es una definición intrincada, complicada, compleja o vaga. No requiere de análisis o interpretación meticulosa y de cuidadosa reflexión. El Diccionario ayuda incluso con sinónimos como falta de escrúpulos, doble juego, fraude, fraudulencia, mala conducta, delincuencia, criminalidad, delito, deshonestidad, corrupción, soborno, estafa, especulación. En realidad es sólo en esta administración UDP encabezada por Dean Oliver que la corrupción se ha convertido en algo tan convenientemente complicado y difícil de definir. Por ejemplo, uno podría pensar que un ministro que induce a un departamento dentro de su cartera emitir cheques para sufragar sus gastos personales y para financiar sus esfuerzos de campaña sería corrupto. Pero nos encontramos con que en efecto, bajo esta administración, esto es ‘desagradable’ pero no corrupto. Muy recientemente, se supo que los ministros del círculo íntimo de Dean Oliver fueron extraordinariamente acogedores con el supuestamente estafador/extorsionista/secuestrador/presunto asesino William Danny Mason. Hubo denuncias que varios altos ministros tomaron dinero de Mason a cambio de ciertos favores, y por lo menos un ministro de hecho admitió haber obtenido dinero para su campaña. Uno podría ser disculpado por pensar en corrupción, quizás especialmente en el caso de la relación con Mason y el Ministro de Policía John Saldívar, puesto que luego nos enteramos de que la policía élite G.S.U. en efecto le proporcionaban servicios de guardaespaldas a Mason. Pero nos enteramos por medio del Primer Ministro que mientras todo esto pudo haber sido ópticamente desagradable, no es corrupción. Más recientemente, un ministro de gobierno de muy alto rango utilizó su oficina para facilitar el pago de $400.000 dólares a su hijo y $400.000 para una compinche UDP-un total de $800.000 malversados en la más descarada de las conductas. Corrupción, se podría pensar, sin duda. Pero aprendimos que no lo era. Fue un error, una falta, pero no corrupción. De hecho, si hemos de aceptar la palabra de Dean Oliver, quien de repente es un gran conocedor de la corrupción y experto en todas aquellas cosas corruptas, sus ministros del gabinete jamás han incursionado en ese arte oscuro de la corrupción, ni de lejos. Incluso cuando Edmond Castro le timo dinero a una mujer beliceña-americana, prometiéndole venderle terrenos que no eran suyos, fue sólo una cuestión de no estar a la altura de los más altos estándares exigidos por el Primer Ministro. Decididamente no fue corrupción, por lo menos a juicio de Dean Oliver. Es desalentador comprobar que se ha cultivado una cultura de corrupción en este gobierno UDP, y que la recolección de este asqueroso fruto ahora nos afecta a todos y en todos los niveles. Lo que es aún más preocupante es que parece ser que hay una red de facilitadores que permiten la corrupción y a los ministros corruptos y funcionarios UDP a florecer. En el escándalo de inmigración actualmente sacudiendo a la nación, es claro que hay ministros que dirigieron la facilitación de documentos a cambio de dinero, grande sumas de dinero y
de a montónes. Pero en todos los casos, incluso en la debacle del infame Wonhong Kim, había funcionarios y personas involucradas sin quienes no podría haber sucedido. Algunos, sin duda, fueron generosamente indemnizados. Otros, tal vez, simplemente volteaban la cara o fueron intimidados a hacerlo. El Departamento de Policía hoy en día es visto como un corralito de juego de los políticos. En ninguna instancia en la cadena de mando del Departamento dicta que cualquier hombre o mujer policía deberá recibir instrucciones de, o informar a, cualquier político. Sin embargo, tenemos oficiales de policía del ranking más alto que se han dejado convertir en mascotas de Ministros, hasta al punto de haber abandonado sus directrices morales, inclusive sus principios y han permitido que las directivas del ministro prevalezcan sobre la ley. Vemos a funcionarios y operarios UDP violando abiertamente la ley, mas gozan de impunidad. En su mal afamado semillero de corrupción, en ningún caso fue el entonces Vice Primer Ministro y Ministro de Tierras Gaspar Vega capaz de arreglárselas para lograr las apropiaciones indebidas y la mala gestión por su cuenta. En todo archivo documentando la compensación masiva de desembolsos injustificados a compinches, familiares y amigos, se encuentra la firma de los directores ejecutivos (CEOs) que autorizaron el desembolso. El Comisionado de Tierras también era una parte de cada transacción individual. Y hubo muchas otras personas involucradas. La semana pasada el PUP llevo una cuestión a la corte... un asunto demostrando claramente un fraude electoral, el cual es un delito. En una pequeña choza destartalada en Port Loyola, veintidós personas, partidarios del UDP, se registraron para votar. En otra, dieciocho personas se registraron para votar. Era más claro que el sol. Estas personas no viven en esas casas. Aparte del hecho de que no se les conocía en el barrio, es realmente imposible que todas esas personas vivan en esos hogares. Pero la oficina de Elecciones y Circunscripciones Electorales peleó la objeción y prevaleció. Lucharon para que se permita lo incorrecto. Lucharon para que se permita que la corrupción siga. Lo que tenemos es una corrupción sistémica, una corrupción sistemática e insidiosa de nuestros departamentos y nuestros procesos y nuestras leyes. En muchos casos las personas que ponemos para protegernos y defender la ley y aquellos que se eligen para salvaguardar los procesos sagrados – las elecciones por ejemplo – son aquellos que permiten que esta nación y el pueblo sea arrastrado al fracaso. Demasiadas personas han permitido contaminarse con la corrupción. Demasiados de nuestros ciudadanos han perdido el camino por una razón u otra. Tal vez algunos echan mano a las migajas que caen de los platos de los políticos. Tal vez algunos de ellos tienen miedo a ser victimizados. Pero cualquier que fuere la razón, independientemente de la justificación – la corrupción es corrupción y lo malo, malo es. En este gobierno y cualquier otro que este por venir, la corrupción no debe permitirse en cualquier nivel. El infame machete de doble filo, tan cuidadosamente escondido en el armario de Dean Oliver, debe ser encontrado y utilizado. Y que sea lo que dios quiera. La gente lo exige.

Lunes, 14 de Noviembre 2016 El pasado fin de semana una patrulla de las Fuerzas Armadas de Guatemala (FAG) intercepto y detuvo una lancha que transportaba una patrulla de vigilantes guardabosques SATIM que navegaban la area del Rio Sarstun al sur del pais. La patrulla military Guatemalteca les indico que no estaban autorizados a continuar su navegacion patrullando ni vigilando el area del Parque Nacional Sarstoon Temash que se localiza al borde del Rio Sarstun. “Sólo si son militares, nada de pesca, no hay áreas protegidas, nada ... una vez que pidan permiso, los acompañaremos”, dijo el militar guatemalteco a cargo de los

Su insistencia en litigio prolongado en contra de todo los consejos fue escuchado a última hora. A este le siguió un acuerdo secreto mal redactado que no sólo le dio al Señor Ashcroft $557 M pero también le dio licencia para vaciar nuestras reservas de divisas. Cuando los Beliceños empecemos a pagar nuevos impuestos en marzo, vamos a estar pagándole a la hermana
de John Saldívar para que pueda continuar recibiendo su salario de CEO, asignaciones y beneficios a pesar de que no ha trabajado ni un día en más de 18 meses. Vamos a pagar el pibil, ron y tacos de Patrick Faber. Vamos a pagar un vehículo nuevo para Faber y vamos a pagar para que Gaspar Vega pueda obtener su exención del impuesto en su SUV de lujo. Vamos a pagar para que Andre Vega, Sharon Pitts y tantos otros compinches de Vega/ UDP puedan disfrutar los millones sustraídos de las arcas públicas. Pero no se sienta demasiado mal. En su entrevista del fin de semana, el Primer Ministro afirmo que no se implementará la nueva estructura de impuesto sin intensas consultas con el pueblo, aunque “No significa que después de que hemos consultado con todo el mundo que lo que hagamos tendrá el apoyo de todos, pero nadie podrá decir que nos hemos sorprendidos.” Si eso es poco consuelo, el Primer Ministro también ofreció este comentario - “Creo que dado los tiempos eso es lo mejor que podemos hacer”. Aun no se sabe cómo serán los impuestos, aunque se espera que el GST aumentará a 15%. Sin embargo siempre está el impuesto de combustible siempre tan práctico que el gobierno ha hecho uso lucrativo de ello, aunque este no sería exactamente nuevo.

Esperamos que tengamos algo por escrito de lo que debería ser el protocolo en el Sarstun Segun, obviamente, el general de brigada Jones no se ha comunicado con el Ministerio de Relaciones Exteriores. Ese comentario de Elrington vino en la apertura de la nueva oficina del Ministerio de Relaciones Exteriores de una mansión multimillonaria frente al mar de varios millones de dólares en la Ciudad de Belice. Parece que todos los esfuerzos del Ministerio se han centrado en la restauración de la mansión, y por lo que pueden haber perdido de vista lo que está sucediendo más al sur en el Sarstoon. Según la Directora Ejecutiva de SATIIM Froyla Tzalam, la organización no sabe muy bien cuál será su próximo paso porque nunca han recibido un protocolo claro del Ministerio de Relaciones Exteriores indicando el proceder. Mientras Tzalam dice que informará sobre este último incidente, “he registrado el primer incidente y ninguna respuesta me fue dada. No tengo esperanzas. No espero que nadie me responda y diga que este es el protocolo “. SATIIM ha informado sobre las incursiones masivas en el parque nacional por parte de los guatemaltecos que sistemáticamente extraen los recursos del parque, pero si la organización no puede alcanzar los hotspots, entonces los guatemaltecos tendrán libertad de control. Durante la temporada de lluvias, SATIIM es incapaz de monitorear la tierra y debe acceder a esas áreas vulnerables a través del Sarstoon.

Salida a crisis de Venezuela aún lejana, pese a primeros acuerdos 13 de Noviembre de 2016 Pese a los primeros acuerdos de un diálogo que auspicia el Vaticano, el gobierno y la oposición mantienen posturas irreconciliables en torno a una salida electoral. El domingo, un día después de que finalizara la segunda ronda de conversaciones, el presidente socialista Nicolás Maduro descartó que la negociación incluya un adelanto de elecciones o un referendo revocatorio de su mandato, principal objetivo de la coalición Mesa de la Unidad Democrática (MUD) . A ello se suman las cada vez más notorias divisiones de la oposición en torno al diálogo. “¿Salida electoral? ¿Salida para dónde? (...) Que nadie se obsesione con procesos electorales que no están en la Constitución”, dijo el gobernante el domingo en su programa semanal de televisión. Más temprano, la MUD negó que esté capitulando en las conversaciones con el gobierno y ratificó que su objetivo sigue siendo sacar al chavismo del poder. “Se avanza en la creación de condiciones que hagan posible recuperar el derecho del pueblo venezolano al voto”, señaló en un comunicado el secretario ejecutivo de la MUD, Jesús Torrealba, aludiendo a la suspensión del proceso de revocatorio contra Maduro -el pasado 20 de octubre- por parte del Poder Electoral. Pero el presidente ironizó sobre la aspiración opositora. “La MUD continuará en la mesa hasta lograr salida electoral. Me alegra mucho que la MUD vaya a continuar en la mesa de diálogo hasta diciembre de 2018” , dijo en referencia a la fecha de las próximas elecciones presidenciales. El sábado último, el gobierno y la oposición pactaron “una hoja de ruta” para atender la crisis, según un documento leído por el enviado del Vaticano, Claudio María Celli, que no hizo mención a las exigencias electorales de la oposición. Las partes se plantearon la “superación” del desacato de la mayoría opositora en el Parlamento, declarado por el Tribunal Supremo de Justicia (TSJ) tras la juramentación de tres diputados cuya elección fue suspendida por denuncias de fraude. Igualmente, se comprometieron a trabajar para la elección de dos rectores del Consejo Nacional Electoral (CNE) -acusado por la oposición de servir al oficialismo-, cuyo período vence en diciembre. “Hay que superar esa inhabilitación del Parlamento para poder reconfigurar el CNE; hay que reestructurar el CNE para poder tener elecciones”, sostuvo la MUD. En tanto, el excandidato presidencial Henrique Capriles llamó en Twitter a “retomar de inmediato” la agenda de “movilización popular en todo el país” . Tras el inicio del diálogo el 30 de octubre, la oposición suspendió un juicio parlamentario contra Maduro y un marcha hacia el palacio presidencial de Miraflores. En septiembre y octubre realizó movilizaciones que convocaron a cientos de miles de personas. A tono con la demanda de Capriles, Torrealba anunció que se retomará la agenda de protestas, sin especificar fechas. “Que nadie le pida al diálogo lo que solo la calle puede conquistar” , remarcó. Uno de los negociadores de la MUD, Carlos Ocariz, se mostró de acuerdo con mantener la vía de la “presión popular” , pero criticó a copartidarios que a su juicio hacen poco para activarla. “Ese camino está allí y también hay que transitarlo. Estudio afirma que mosquitos pueden portar zika y chikungunya a la vez
14 de Noviembre de 2016 Los mosquitos pueden contagiarse simultáneamente de los virus del Zika y de chikungunya y, potencialmente, infectar a los seres humanos con ambas enfermedades a la vez. El dato fue dado a conocer el lunes en una investigación desarrollada por la Universidad Estatal de Colorado, EE. UU. Los científicos permitieron a los mosquitos alimentarse de sangre que contenía solamente dengue, zika y chikungunya o, en algunos casos, una combinación de los virus. “Estábamos interesados en ver si un virus se superpone con otro en el mosquito. Es decir, si un mosquito es infectado con los dos virus, si uno de ellos suprime al otro y solo uno se trasmite”, explicó la investigadora Claudia R ckert, quien trabajó en el estudio. “Sin embargo, nuestros resultados indican que ese no es el caso y que dos virus pueden infectar a los mosquitos y luego ser transmitidos simultáneamente”, agregó. Se desconoce todavía si pueden llevar los tres virus simultáneamente. Debido a que estudios recientes muestran que han existido pacientes con al menos dos de las enfermedades, los científicos se habían propuesto descubrir qué sucede con los mosquitos en ambientes en los que estos virus circulan con mucha cercanía. PRESIDENTE DE HONDURAS ANUNCIA QUE BUSCARÁ REELECCIÓN EN EL 2017 Cont’do de pagina 24 presidente del Parlamento hondureño. La propuesta para que busque la reelección la recibió de los movimientos “Juntos por más cambios” y “Unidos por la nueva Honduras” . El expresidente hondureño Manuel Zelaya, derrocado el 28 de junio de 2009 cuando promovía reformas constitucionales orientadas a la reelección presidencial -lo que la ley impedía-, reaccionó ante el anuncio de Hernández diciendo que “no tiene ningún derecho de reelegirse” . Zelaya, quien llegó a la Presidencia de Honduras arropado con la bandera del centenario y conservador Partido Liberal, que ahora es la segunda fuerza de oposición, es coordinador general del partido Libertad y Refundación (LIBRE) , surgido tras el golpe de Estado del 2009. En opinión de Zelaya, quien
además es jefe de bancada de LIBRE en el Parlamento, Hernández ha violentado la ley con su pretensión de reelegirse. Añadió que LIBRE se encargará de “evitar” que Hernández vuelva a ser presidente y que lo que procede en el país para que se pueda permitir la reelección presidencial es un plebiscito, por lo que aboga su partido. Por su parte, el presidente del Partido Anticorrupción (PAC) , Salvador Nasralla, dijo que Hernández ha quedado “automáticamente descalificado como presidente de Honduras”. Añadió que se ha convertido hoy en el “principal violador de la Constitución de la República” y que lo que se viene para el país es “un caos
social peor del que tenemos ahora.” Líderes del Partido Liberal también se pronunciaron en contra del anuncio de Hernández de buscar la reelección presidencial alegando que ha violentado la Constitución. Uno de los aspirantes a la candidatura presidencial por el Partido Liberal, Enrique Ortez, incluso dijo que ahora también le asiste al pueblo el derecho a “la insurrección” .

La evidencia con la que cuentan hasta ahora apunta a que cada enfermedad puede estar conectada con diversas complicaciones a nivel neurológico. Entre ellas, los investigadores incluyen dos casos del extraño desorden llamado Síndrome de Opsoclonusmioclonus-ataxia, también conocido como el síndrome de los ojos bailarines-pies bailarines,
por los movimientos bruscos y las contracciones que provoca. Según Isadora Siqueira, una de las investigadoras brasileñas que participó en ese trabajo, “es muy difícil determinar” si estar infectado con dos de estos virus incrementa el riesgo de los problemas neurológicos. El dengue, el zika y el chikungunya son transmitidos por el mosquito Aedes aegypti. El virus del Zika, que suele generar fiebre leve, sarpullido, conjuntivitis y dolores musculares, también conlleva el riesgo de malformaciones congénitas en embarazadas contagiadas. About a week ago Gaspar Vega, a man who was once powerful in this area for the UDP, told his media people that he won’t be resigning from Orange Walk North. He said it with a smile on his face, like he couldn’t believe people actually expected him to resign. I swear this man has no shame. It is unbelievable that he can continue to walk around us in Orange Walk when he has wronged us so badly, and his wrongdoing has been exposed for all to see. I believe that very soon Gaspar Vega will realize that the people have had enough of politicians who pretend they will always do the right things and will always work for the poor and disadvantaged. Imagine that so many in Orange Walk North are still poor, and are still struggling to make a living as times get harder and harder, but Vega felt that it was okay for him as MInister of Lands to facilitate $400,000 of our money for his son who is already rich because of his name and political connections. Imagine what the $800,000 given to Vega’s son and a UDP attorney could have done for the people of Orange Walk North. How many homes could have been fixed? How many children could have received assistance to go to school? Imagine the medical care that people could have gotten out of that $800,000. Imagine how many people’s lives could have been made better – people who really, really need it. Not because I am Mayor of Orange Walk Town or a serving member of the PUP – but as a Belizean I am happy that the Northern Caucus of the PUP has made a resolution that Vega’s actions will not go just like that. At a meeting this past weekend the Northern Caucus decided to start the work to trigger the recall mechanism. This is what we need to do to ensure that our politicians are held to task. It’s ridiculous that our people are out working to put food on the table while our politicians steal from us. They get richer and all of us get poorer. That cannot be allowed to continue. The Northern Caucus has also resolved to push for the return of ALL monies given to Vega’s friends and family from the Ministry of Natural Resources under this so-
called ‘compensation scheme.’ By now everybody knows that this was a big hustle designed to make a few people rich at the expense of taxpayers. All those millions taken from us must be given back. And all those who participated in this unethical and corrupt scheme must face the music. That too was a resolution coming out of the meeting this past weekend. All those documents authorizing the compensation monies were signed by the CEO in the Ministry of Lands. She must be made to explain how she thought it was okay to give Gaspar Vega’s son $400,000 for a parcel of land when he only paid $15,000 for it. Other powerful persons in the Ministry of Lands, like Commissioner Wilbert Vallejos, must also be put under the microscope to explain how it is that he allowed the Ministry to become a hotbed of corruption when he had the authority as Commissioner to question and put a stop to all that wrongdoing. The Northern Caucus is also asking for an immediate audit into the Ministry of Natural Resources during the tenure of Gaspar Vega. I personally do not believe this is an investigation which should be conducted internally because we have seen the results of those exercises. I believe that we need to get an independent body into the Ministry to find out exactly how much money has been stolen from us, and to name all those persons who are responsible for this travesty. The teachers fought for good governance and an end to corruption. They fought for systems to be put in place to assure that there would be checks and balances to limit the absolute power of Ministers. Those teachers are now being punished for doing the right thing. Imagine that. Yet if it were up to this UDP administration Gaspar Vega would never face justice, not even for a day or for a dollar. I am grateful that the warriors of the PUP will never allow that to happen. I have faith that Gaspar Vega will pay for the wrongs he has done. The people of Orange Walk North will make him pay.
SPORTS & CRIME
By: Eduardo Santos Belize is gifted with many talented athletes that, if given the opportunity, could excel in the international arena. Sadly, sports is not a priority within our state system and we end up with a broken-down futile exercise where the majority of our youths who could use this avenue as an escape from the harshness of society are sucked back into a vortex of crime. Nowhere is this more prevalent than in the old capital, Belize City. Over the past decades we have seen the rise in crime and the senseless killings. The victims, while they are sometimes unknown to the country at large, have included athletes who played football, basketball and cricket. Although we see program after program being started by government and non-government agencies, the impact on the reduction of crime is minimal. We still have a large amount of people dying needlessly because of a lack of structures in place to assist people in getting jobs. Sports in Belize have been in a steady decline, such that even the organizations that should be developing our athletes seem to be there only for necessity. If these associations and federations were to break up then we would not be allowed to participate in international matches. Even with that we can still see the disparity between the participation of males and females in sports. We all will remember the exploits of Juventus F.C. and Verdes and the other teams that brought glory to Belize. But after the hoopla has settled, we go back to the mediocrity to which we have become accustomed. Our teams begin training nearly at the appointed time of the competitions and are not being given ample time to become used to their team-mates. Nowhere is this more prevalent than in female football. If seems that the powers that be (includ-
ing the Ministry of Sports) does not consider female athletes to be as important as their male counterparts. The last time there was a national female tournament was in 2014 and after that the league vanished. There are still sporadic mini-tournaments being held (Ladrick ‘Mad Bull’ Sheppard from Orange Walk usually organizes tournaments that encompass all age ranges and in the south, Iris Centeno and Zulma Ortega, both national team stalwarts organize mini competitions in the Stann Creek District area) but the much needed exposure is not forthcoming. If it were not for these people who love the sport, then female football would be truly dead. In closing, while most of us were enjoying our weekend holidays, a group of talented Belizean women made the journey to Peini, Punta Gorda to play an unofficial friendly match between Rumberas FC of South Stann Creek and Barrio Izabal FC of Guatemala. The match was played in Cattle Landing and after the final whistle blew, the girls from Rumberas FC were victorious by a score of 5 to 1 with Merlin Delcid scoring a hat trick and Gimayma Martinez and Norma Franco both scoring one goal each. There will be a return match in La Buga (Livingston) Guatemala but the tentative date has not been finalized. It is their drive to excel at the sport that has compelled them to play against Semi-Professional teams in order to improve their skills. I only hope that the FFB and Ministry of Sports would try to do the same and provide an avenue for our youths to pursue. MY PERSPECTIVE By Dolores Balderamos Garcia
DISAPPOINTING LADIES How disappointed we all feel. There was the strong possibility just a few days ago that Americans would elect their first woman leader. And how hard indeed Hillary Clinton worked for this prize for all women and for everyone! We just could not imagine that her opponent a racist, xenophobic, sexist, misogynist would somehow pull out the mother of all upsets and take the Presidency of the United States. And yet it has happened. We wish the nightmare would go away, but it is all too real. And, like the Brexit vote in Britain, United States voters confounded the pundits and pollsters, with a huge white, working class, rural vote, denying Ms. Clinton the job she so dearly wanted, despite her winning the most popular votes. I have been pondering on the issue of what women DO bring and MUST bring to politics for a while now. I believe that I can offer a useful perspective, having been involved for many years. I know only too well that women in politics and elected office do not necessarily bring women’s issues to the forefront or even adopt a serious gender approach in their work. In other words we cannot always rely on women to be gender conscious and to fight for the social, nitty-gritty, practical and immediate concerns of families, women and children. Much education still needs to be done to sensitize women who wish to serve in public office, whether it be at the local, government or national level, because it is my firmly held view that women SHOULD bring a keen sense
of gender awareness to the positions which they hold and the positive work they do. For me it isn’t enough to get women elected, although this remains a top priority. We must have women who bring to the table not just their female gender but also their perception, commitment and advocacy in ways that can truly benefit those who are most vulnerable in society. This is why at this time I feel somewhat disappointed in three individuals who at the moment hold important elected or non-elected office. I assure you that I do not have anything personal against these women. What I feel is that Hon. Dr. Carla Barnett, Hon. Beverly Castillo, and Hon. Tracy Taegar Panton can and should do much more to be seen and heard to be fighting and advocating with all their skills for the matters that I continue to consider have paramount importance. Gender inequality remains a pressing concern. Sexual harassment and sexual assault of girls and women, income inequality, more joblessness for women, lack of proper health care for women and children - these are only a few issues that have to concern women leaders. When have we heard any of these women even speak about these matters, let alone do anything about them? It seems to me that they are leaving the advocacy to CEOs, NGOs and other civil society actors. I have to say step up to the plate, ladies. Talk, yes, and WALK the leadership walk. Let us FEEL you, due to the positions that you hold. I know you can do it. It is for you. Otherwise, I would have to say that you are disappointing ladies. Do kindly prove me wrong!

THE RISE OF THE UGLY AMERICAN
By: Norris Hall THE Americas and the rest of the world were last week shaken by a political tectonic shift with the announcement that Donald Trump had won the United States Presidential election. Mr. Trump’s victory came as a shocker to his rival, Hillary Clinton and her campaign team, who ran a lackluster campaign but was still favoured to win until the FBI threw a spanner in the works of her last week dash to the tapes, with revelations of more e-mails to hurt her. These turned out to be inconsequential nonsense, but nevertheless caused major damage to her path to victory. But while Trump’s political rhetoric and mostly lewd and disparaging campaign may have won him a blow-out victory, his personal character and disrespect for everybody but himself will not bode well for the way he will govern. He has virtually trampled on American values. Mr. Trump will occupy the White House with a number of misconceptions about how the world works and that the United States is no longer an imperial power. He will discover that the world now functions in an environment of partnership and mutual cooperation. If he does not recognize this and tone down his political campaign rhetoric and reckless proposals, the United States, under his Presidency, will be creating more global upheaval and trade wars. His meddling in the advances by the Obama Administration could be retrograde. It will hurt, more than advance the progress that has been made on behalf of the American people. He will also, more than likely, surround himself with hawks. They will most likely try to disrupt the world economic order. The “Economist” magazine has stated: “Market gyrations could be enough to do damage to the American and global economy, but that particular risk might be overstated.” This is likely in the face of an imminent global economic upheaval under a Trump Administration. The combined forces of Trumpism and Putinism pose serious threats to globalization, world peace and stability. Mr. Trump’s overtures about the Trans Pacific Partnership are a clear indication of where he wants to take America’s international relations. Now, more than ever, there has to be a resurgence of the Non-Aligned Movement. But this is unlikely, as most Third-World leaders have

become toadies of the North. Mr. Trump, on his presidential campaign, has never declared any clear-cut policy on anything but on serving his personal ego to become the President of the United States. It would appear that he will be entering the White House with nothing but an ad-hoc policy called Trump. But if we are to be serious about what Mr. Trump has promised, there will be no wall between the United States and Mexico, relations with Mexican and China will be strained, the role of international institutions will be challenged. He certainly will not be able to touch the international agreement to deal with climate change which will remain intact during his only term as U.S. President and he will be handicapped in reneging on the nuclear deal between the United States and Iran. It is more than likely that the Trump doctrine, if and when it emerges, will take America into more international conflicts and even a world depression. In his acceptance speech as the nominee for President at the Republican National Convention earlier this year, Mr. Trump painted a very dark vision of his view of America and the rest of the world. His approach will make it even darker as the rest of the world will not tolerate his arrogance, or that of his Administration. America and the rest of the world have become an even darker place since last Tuesday night. We can expect a resurgence in the appearance of the “Ugly American” and an increase in racism and bigotry within and without America’s borders. It is something that the rest of the world should not and must not tolerate. The Caribbean and other developing regions will be no better under the Trump Administration.
