COP26: More than 100 countries pledge to end deforestation by 2030 The agreement is underpinned by $19bn in public and private funds to invest in protecting and restoring forests. More than 100 countries promised to halt and reverse forest loss and land degradation by the end of 2030, underpinned by $19bn in public and private funds to invest in protecting and restoring forests. The joint statement issued at the COP26 climate talks in Glasgow late on Monday was backed by the leaders of countries including Brazil, Russia, Indonesia and Democratic Republic of the Congo, which collectively account for 85 percent of the world’s forests. The Glasgow Leaders’ Declaration on Forest and Land Use will cover forests totalling more than 33 million square kilometres (13 million square miles), according to a statement from the British prime minister’s office on behalf of the leaders. “We will have a chance to end humanity’s long history as nature’s conqueror, and instead become its custodian,” said Boris Johnson, calling it an unprecedented agreement. A slew of additional government and private initiatives were launched on Tuesday to help reach that goal, including billions in pledges for Indigenous guardians of the forest and sustainable agriculture. Forests absorb roughly 30 percent of carbon dioxide emissions, according to the nonprofit World Resources Institute (WRI). he weather makes one decidedly nostalgic. 2012 was the year when Belize Water Services made two donations to upgrade Berger Field. These donations were to be used for upgrades and maintenance of the facilities and were for 30k and 120k for a total of 150k. There seems to be some mystery surrounding these funds. BWS claims they made the donations, but where they ended up is a mystery. Herman Longsworth was then Minister of Youth and Sports and while the monies were donated it is obvious that no works were ever done at Berger Field. The disappearance of 150k is bad enough and someone, somewhere took the money destined for Berger Field elsewhere. Those involved in this heist stole more than just 150k from Southside residents in the city. There is documented correlation between increased involvement in sports and the decrease in crime and gang-related activities in urban areas. Ehsani, Dehnavi and Heidary suggest in their review titled The Influence of Sport and Recreation upon Crime Reduction, that “sport and physical activity can reduce crime by providing accessible, appropriate activities in a supportive social context.” Furthermore, the United Nations considers that sustainable human development is more than just economic, rather it is the creation of more choices and increasing opportunities available for all those in society. By those parameters, what was stolen from the Southside youth by the diversion of those funds were choices and opportunities. Many of them were robbed of the future they could have had and of realizing their true potential. We now fast-forward to 2021, a new government is nearing its first anniversary. Recognizing the importance of investing in Sports and Youth three Ministers have partnered to upgrade Berger Field at long last. The ground has just been broken on what will be 3 five-a-side fields with artificial grass for the enjoyment of youth in the area. The investment will include not just the physical infrastructure but also training and mentoring in the areas of football that is to come from the Football Federation of Belize. This is a testament that Public and Private Partnerships are not only possible but necessary for effective and positive change. This initiative comes from Deputy Prime Minister Honourable Cordel Hyde, Minister of Tourism and Diaspora Relations, Honourable Anthony Mahler and Minister of Youth, Sports and E-Governance, honourable Kevin Bernard. This initiative will form part of the wider government implemented initiative to invest in the Southside to alleviate crime, poverty, and gang activities. This will be done by increasing the educational opportunities for Southside youths, job creation, and by investing in recreational facilities. Berger Field does not lie in the constituency of any of the Ministers involved in the renovation of the field. However, they have a deep understanding and appreciation of the significance of Berger on the residents in the surrounding area. They understand that sporting activities will complement the other initiatives in the area to restore, revitalize and heal one of our most vulnerable areas. The Football Federation of Belize must be commended for their interest and investment in this at-risk community, and its commitment goes beyond financial investment to include support and mentorship. There are those that come to steal… but Hyde, Mahler, and Bernard…a community they come to heal!

Estas donaciones se destinaron a mejoras y mantenimiento de las instalaciones y fueron de 30k y 120k para un total de 150k. Parece haber algún misterio en torno a estos fondos. BWS afirma que hicieron las donaciones, pero donde realmente terminaron es un misterio. Herman Longsworth era entonces ministro de Juventud y Deportes y aunque el dinero fue donado es obvio que nunca se hicieron obras en Berger Field. La desaparición de 150k es bastante mala y está claro que alguien, en algún lugar, llevó el dinero destinado a Berger Field a otro lugar. Los involucrados en este atraco robaron más de 150 mil de los residentes de Southside en la ciudad. Existe una correlación documentada entre el aumento de la participación en el deporte y la disminución de la delincuencia y las actividades relacionadas con las bandas en las zonas urbanas. El suelo se acaba de romper en lo que será 3 campos de five-a-side con césped artificial para el disfrute de la juventud en la zona. La inversión incluirá no sólo la infraestructura física, sino también el entrenamiento y la tutoría en las áreas de fútbol que vendrá de la Federación de Fútbol de Belice. Este es un testimonio de que las asociaciones públicas y privadas no sólo son posibles sino necesarias para un cambio efectivo y positivo. Esta iniciativa proviene del Viceprimer ministro, el Honorable Cordel Hyde, el ministro de Turismo y Relaciones con la Diáspora, el Honorable Anthony Mahler y el ministro de Juventud, Deportes y Administración Electrónica, el Honorable Kevin Bernard. Esta iniciativa formará parte de la iniciativa más amplia implementada por el gobierno para invertir en el Southside para aliviar la delincuencia, la pobreza y las actividades de pandillas. Esto se hará aumentando las oportunidades educativas para los jóvenes de Southside, la creación de empleo y también invirtiendo en instalaciones recreativas. 2021 COP26: More than 100 countries pledge to end deforestation by 2030

The world lost 258,000 square kilometres (99,600 square miles) of forest in 2020, according to WRI’s deforestation tracking initiative Global Forest Watch. Michelle Passero, director of The Nature Conservancy’s climate change programme in California, called the agreement a “terrific start”. “We need pledges like this to kick off COP26,” she told Al Jazeera from San Francisco in the United States. “This is a really good start. We also need to connect all the dots all the way to the ground, to engage communities and Indigenous communities in solutions.” Monday’s agreement vastly expands a similar commitment made by 40 countries as part of the 2014 New York Declaration on Forests and goes further than ever before in laying out the resources to reach that goal. President Joko Widodo of resource-rich Indonesia said his own archipelago’s rainforests, mangroves, seas and peatlands were key to restricting disastrous climate change. “We are committed to protecting these critical carbon sinks and our natural capital for future generations,” he said Under the agreement, 12 countries, including the UK, have pledged to provide 8.75 billion pounds ($12bn) of public funding between 2021 and 2025 to help developing countries, including in efforts to restore degraded land and tackle wildfires. BERGER FIELD REHABILITATION PUBLIC/PRIVATE PARTNERSHIP
Hon. Anthony Mahler, Area Representative for Pickstock and Minister of Tourism and Diaspora Relations, has teamed up with Hon. Kevin Bernard, Minister of Youth, Sports and E-Governance, and the Football Federation of Belize for the rehabilitation of the Berger Field in Belize City. This is the first step in many that will see the transformation of neglected spaces into fields for recreational and competitive sport across the country. The long-term goal is to implement sports into education to nurture the talent in athletes so they can compete and represent Belize internationally. Memory will serve many of the HUGE billboard erected in November of 2012 that made people imagine a football pitch at the corner of Vernon and Sarstoon streets. The fake inauguration was just eight months after the elections that has been mired in allegations of immigra-
tion fraud which netted the UDP a 2nd term entrenched now in infamy. This was also the time of ‘Sanctuary Bay’ when it was all hush as the Prime Minister Barrow chaired ALL the cabinet meetings. Well, Berger Field was also a silent scandal as Belize Water Services with Chairman Alberto August present at the ceremonial handing over donated thirty thousand of the pledge One Hundred Fifty thousand. In hindsight, we can see the tobe Consul General to New York Herman Longsworth taking a picture beside the over anxious demoted August. Longsworth was infamously terminated after an Auditor General’s Report of Faber’s Ministry showed money’s for the Marion Jones Complex somehow ended up in the UDP Albert Division’s coffers and also in Longsworth’s personal account. That was too much revelation for PM Barrow still reeling
over Vega, Saldivar, Penner, Castro, Marin, and other of his Ministers. So it was easy to simply terminate the Counsel General. Is Herman Longsworth guilty of more? Question: How were those 30 thousand dollars used given that the Berger Field only got the billboard and NOTHING else from the UDP—sheer infamy. The planBelize government as promised is looking for Public/Private type partnerships as it move forward in making Belize work for everyone. In this case, three synthetic five-a-side fields will be constructed beginning early next year—that is Minister Bernard’s word. Minister Mahler’s heart moved quickly on the onset of this government’s tenure to bring in Minister Bernard and the FFB in a tripartite effort to bring sports and positivity to the Southside of Belize City. Minister Mahler belongs to Pickstock; Berger Field is in the Albert Division; both divisions were ignored and abandoned by Uncle Boots and Tracy who are prime examples of UDP incompetence that reigned for 13 dreadful years. Berger Field has been said to have been the birthplace of multiple football stars. All three parties are looking forward to this effort yielding more of that past glory. The divide between Belize’s winning at the Junior level and then dropping off at the senior/professional level. The professional level is all but none existent in Belize. Skilful teens seem to disappear into sports oblivion. Belize is talented enough to bridge the divide but it takes more efforts like the rehabilitation of Berger Field. This is an excellent much anticipated jumpstart.

HON. JOHN BRICEÑO November 1, 2021
Excellencies, I’m here as a Belizean and as a global citizen to call for solidarity. As a member of AOSIS(Alliance of Small Island States), Belize is here to demand urgent action to combat climate change. Climate change is the greatest challenge to humanity—devastating in its impacts on every aspect of our lives especially on those most vulnerable. It is increasing poverty, eroding land and other resources of low-lying islands and coastal states, and threatening food security and livelihoods for hundreds of millions, and for generations yet to
come. Belize is the proud custodian of the Belize Barrier Reef Reserve System, the second largest reef system in the world and a UNESCO World Heritage Site. But here is the sad reality. The reef is under siege. Coral bleaching stress doubled from 1.7 in the period 1985 to 2014 to severe level 3, between 2014 and 2017. The reef is dying, and may be beyond the point of full restoration. Its loss will be irreversible. For Belize, the Barrier Reef is more than a global beauty; it also underpins our culture and our tourism industry which contributes approximately 40 percent to our gross domestic product. Without the reefs, Belize’s economy could crumble. Our people’s lives will be forever changed. Excellencies, the threat to our Barrier Reef is a direct result of human-induced climate change. That is an undeniable fact. Belize is doing what it can to slow the impacts. But we are struggling to respond as those impacts continue to accelerate. Belize’s annual average losses from extreme weather events are now approaching four percent of GDP. Forced to accumulate an unsustainable debt load for disaster recoveries has become an unbearable cost. We all know however that acting together, we can, and we must. We have a collective duty to do what’s right. COP-26 is a tipping point for climate action. Belize is doing more than its fair share. Belize is a net carbon sink. Over 60 percent of our land has forest cover. More than 40 percent of which is protected for conservation and biodiversity, while roughly 15 percent of our marine area is under protection. Both on land and in the sea, we have exceeded conservation targets. I am pleased to announce that Belize just entered a 360-million-dollar debt-for-marine conservation transaction—the largest blue bond transaction ever, and established a permanent $100 million US marine conservation trust fund. We will increase our marine protected biodiversity zones to 30 percent by 2026, four years ahead of target. Belize is proud of our record on conservation. But all will be lost, if the countries of the G20 obfuscate, and abdicate their responsibilities to act. With right on our side, we demand climate justice. We demand immediate action! …Ambitious action to save our planet. To date, NDC’s (Nationally Determined Contributions) of the major emitters are not in line with the objective of the Paris Agreement. This places the world at risk of global warming close to three degrees. These same countries account for ¾ of global emissions and 80 percent of global GDP; they channel trillions of dollars towards fossil fuels, while these developed countries shirk their commitment to deliver a bare minimum of 100 billion US dollars per annum. This is rank negligence. We need to get serious. Developed countries must not only deliver but increase their commitments on climate finance. One hundred billion US dollars per year can only now serve as the baseline. Talk of reducing and averting loss and damage must give way to dedicated financial, technical, and capacity building support to address actual loss and damage in developing countries. Funding for adaptation must be dramatically increased. At a minimum, developed countries need to more than double public finance for adaptation. We need to move from carbon trading toward carbon emission reduction mechanisms with rules that apply to everyone. For this to work, credits should only be generated from activities within Nationally Determined Contributions. There should be no double counting of emission reduction credits, and a material share of proceeds should go to the Adaptation Fund, while a portion of credits canceled as a fundamental contribution to global emissions reductions. Now, let’s be clear. Net zero by 2050 will not get the G20 off the hook from halving emissions by 2030, the former means nothing without the latter. New 1.5 aligned NDCs must be delivered before any stock-take if we are going to make meaningful progress on Paris. Or more bluntly, if we are going to save lives. Mister President, the people of Belize and the developing world have heard enough talk, have been disappointed by empty promises and are skeptical of pious pledges. Every dollar my country invests in climate action, G20 countries undo multiple times over with the trillions they invest in oil, coal and gas. Every step forward, we make on development is easily reversed by the failure of G20 countries to act in line with the Paris promise of 1.5. Belize is taking ambitious action. But there are some amongst us with a much bigger duty to act. Mother Earth can wait no more, she can suffer no more, she is dying! Mister President, the world is watching. People are awaiting the outcomes of COP-26. This is the COP to stand with the vulnerable, to show you are for us not against us. We all know what we need to do, we must summon the courage and moral strength to act. None of us can afford to fail. Thank you.

PRESENTATION TO BELIZE STUDENT ASSOCIATION OF CAVE HILL (BELSAC). HON. FRANCIS FONSECA OCTOBER 21, 2021 ECONOMIC COLLAPSE: IS BRAIN DRAIN THE CAUSE OR RESULT? I am honoured to participate in this BELSAC Seminar which seeks to take a critical look at the longstanding, much discussed issue of Brain Drain and its linkages to our economic state of affairs. Brain Drain is generally defined as the emigration of knowledgeable, well-educated and skilled professionals from their home country to another country. Historically, Countries like Belize have seen a significant, steady outflow of skilled labour and highly educated individuals. This is a problem that has plagued small developing states for many decades and is likely to continue for as long as our citizens continue to experience lack of opportunities, low wages, inadequate governance structures, and economic, social and political instability. It is difficult to accurately quantify the economic impact that the Brain Drain phenomenon has had on small states like Belize but it is clear that it has had a debilitating effect on our growth and development. My own view is that Brain Drain is neither a cause or result of economic collapse but it is clearly a contributing factor which is directly linked to prevailing social, economic and political developments within a country at a particular point in time. It is human nature for individuals to always be in search of a better quality of life for themselves and their families. This means that where individuals perceive that there is inequality, injustice, corruption, growing poverty, increasing crime and violence, and political victimization, they will seek out new opportunities and
in many cases this means moving to another more developed country. The undeniable reality is that more developed, wealthier nations can offer opportunities and conditions of employment which quite simply cannot be matched by small states. A very timely and relevant example is the case of nurses and english and math teachers who are being targeted for employment by countries such as the USA, UK and Canada and are literally being offered 10 times what they are currently earning in Belize along with other incentives such as housing and even citizenship. Another clear example occurs every time there is a change of Government in Belize and highly trained and skilled professionals find themselves out of a job simply because of their perceived political affiliation. Belize has a population of some 420,000 people living on a territory of 8,867 square miles or 22, 970 square kilometres. We are a culturally diverse country with very creative people. Belize’s economy has traditionally been natural resource based with agricultural commodities like sugar, citrus and bananas serving as the main drivers of economic activity and foreign exchange earnings. In the last two decades, Tourism has taken the lead and is now the main pillar in our economy. To keep our people at home and stem the tide of Brain Drain, we have an obligation to take full advantage of Belize’s comparative advantages by focusing on new, emerging industries such as international financial services and the BPO sector.

WESTJET AND SOUTHWEST RESUME FLIGHTS TOURISM BELIZE SET FOR ITS HIGH SEASON Tourism ‘high season’ is right around the corner. It is a fine art to understand when is the exact date and how stakeholders is that industry feel when the date and time is here. During these much maligned Covid times, it is even more anticipated. Let me share an analogy. I am a father of a five year and 4 year old. It is a joy teaching them about the world and it is a shock how much they learn while I am blinking. As I am teaching them the clock, the days, the months and the passage of life, I remind myself that as the year comes to an end that it is the beginning of so many cherished dates as well. So goes the Tourism industry in Belize this year. So, the stakeholders are sort of relearning the dates once more. This year it is especially difficult and the lesson learnt seems to me prohibitive but the season is here. People is the industry in Belize expect a robust high season for many reasons. One key reason is the injection of new thinking by the Mahler-led Ministry. Minister Mahler has been behind innovation from the onset. Decisions made even as planBelize was in its infancy are bearing huge low hanging fruits and it is known that these are not automatic. The decisions included but not limited to revamping gold standards Accomodations, wooing the cruise ships, preparation of the airport along with Civil Aviation, determining Covid protocols along with Health and Wellness, Vaccinations of members of the Tourism sector, and, of course, attracting the Airline Industry. Nothing was taken for granted. The Tourism industry had a rebirth. BTB release: The Belize Tourism Board (BTB) is pleased to announce the resumption of seasonal flights from Canada and daily flights from the United States to Belize in November. Effective today, November 3, WestJet resumed flights to Belize from Toronto, Canada. WestJet’s flight to Belize is seasonal, visiting every Wednesday and Saturday with the last flight for the winter season departing Belize on April 30, 2022. The resumption of this flight could not have come at a better time considering that Canadians have recently started to feel comfortable with travelling again now that the restrictions with travel for leisure have been relaxed both in Canada and the US. Southwest Airlines will resume its daily flights to Belize from Houston on Sunday, November 7. Southwest’s flight from Denver will resume on Saturday, November 20, flying to Belize every Saturday after for the winter season through April 2022. The resumption of these flights to Belize will allow visitors to enjoy its tropical weather, the warm hospitality of Belizeans, the myriad attractions, culture and cuisine that Belize offers as a premiere destination in Central America. In addition to the above-mentioned flights, Belize will be welcoming new airlift with additional routes from the US
with Alaska Airlines and Frontier Airlines in November and December respectively. SunCountry will resume its Saturday flights to Belize in December as well. Belize is also serviced by American Airlines, United Airlines from main hubs in the United States, by COPA Airlines from Panama, by TAG Airlines from Guatemala City and by Tropic Air, which provides offers a direct flight to and from Cancun, Mexico.

Young Belizeans in particular are very tech savvy and we need to appreciate this and take advantage of it as we develop economic policies. Apart from government policy, I think it is important for individuals who have received the benefit of higher education to understand and appreciate that they remain among the privileged few. Even though higher education is much more accessible today than it was 25 years ago, it still remains a privilege and less than 20% of Belizeans have a Bachelor’s Degree. This means that those of us who have been fortunate to receive higher education opportunities have a duty and obligation to our country and communities from which we come. If we do not stay and help to change existing conditions and contribute to growth and development, then who will? I was fortunate to study both in the USA and at UWI and I had opportunities to live and work outside of Belize, but I felt that it was important for me to return home and to contribute to the social, political and economic development of my Country. I am confident that working together, the public sector, private sector, civil society and citizens, we can change Direction and build a Belize where meaningful opportunities are available for our skilled and educated citizens to lead productive lives, enjoy a high quality of life, and contribute to the development of Belize. Most people don’t want to leave their home countries. They don’t want to leave their families and communities. They want a reason to stay in Belize. We have to provide those reasons. The reality is that the Brain Drain phenomenon is not going away. Our challenge is to mitigate its negative consequences on our society and economy as well as to develop a targeted strategic plan for engagement with the Belizean Diaspora. Belize benefits from some $100M in remittances annually and many of our Belizean professionals living in the diaspora make a concerted effort to contribute back to Belize through their work or networks they have developed. These are important contributions. The Government of Belize in 2020 established a Ministry of Diaspora Relations as a part of the Tourism Ministry. This signals a strong commitment to a comprehensive strategy aimed at productive engagement of our Belizean Diaspora which is largely found in North America. In conclusion therefore, it is clear that our response to the Brain Drain phenomenon must be a multi-faceted one. First, we must demonstrate the political will to develop the governance structures that lead to a more just and equitable society in which social and economic opportunities are accessible to all Belizeans. Secondly, we must engage the Diaspora to demonstrate to them that they are welcome to return to Belize to participate in the growth and development of the Country. To achieve these objectives, we must have a clear plan supported by policies and legislation which provide real, tangible incentives for our highly skilled and educated population to stay in Belize or return to Belize. Working together, I am confident this can be accomplished.

BCC and ANU Sponsor Six Medical Scholarships The Belmopan City Council in collaboration with the American Northwest University (ANU) has sponsored 6 deserving Belizeans with Medical Scholarship worth over fifty thousand dollars ($50,000.00) per student per year. The official award ceremony was held on Friday, November 5th, at ANU’s campus located at #2 Dry Creek Street in Belmopan where the awardees will be announced. Students will earn an MD diploma and can complete their clinical rotations in Chicago, while preparing to sit the USMLE exam. TENDER Consulting Services for Study to Improve the Resilience of Distribution Substations Belize Electricity Limited (BEL) is largely a transmission and distribution utility with 104,000 customer accounts, meeting a peak demand of approximately 102.7 MW (2020) through local Independent Power Producers (IPP), a Power Purchase Arrangement (PPA) with Comisión Federal de Electricidad (CFE) of Mexico and its own emergency backup generation. BEL also operates an off-grid power station with a diesel generation capacity of 2.4 MW that supplies the island of Caye Caulker. ANTECEDENTES
La Cumbre de Inversión de Belice 2021 es el primer evento de este tipo que se centra en atraer y promover la inversión para el desarrollo económico de Belice. Esta ocasión de alto nivel está dirigida por la Oficina del Primer Ministro y el Ministerio de Finanzas, Inversión y Desarrollo Económico bajo el lema: “Belice está abierto a los negocios”. Se trata de

un llamamiento a los inversores y a los inversores internacionales para que identifiquen oportunidades y muestren la disposición de Belice a apoyar la inversión mundial a través de la enorme mejora de la prestación de servicios. La Cumbre contará con un discurso del Primer Ministro en el que se destacará la visión del gobierno sobre las inversiones estratégicas y mejoradas, presentaciones de otros expertos internacionales de alto perfil, funcionarios públicos, como directores ejecutivos, encargados de formular políticas y los impulsores de las empresas que, juntos, conforman el clima de inversión en Belice. Todo ello se complementará con presentaciones específicas de la industria, una exposición sobre cómo hacer negocios en Belice, y la oportunidad de establecer una sólida conexión entre las partes interesadas en la inversión, a través de una sesión de equiparación (“Match-making”). The Pesticides Control Board of Belize (PCB) is the statutory body responsible for the regulation of pesticides in the country. The PCB is looking for a highly motivated, goal-oriented, responsible, and committed person to join its Secretariat team in the capacity of: TECHNICAL ASSISTANT. The TECHNICAL ASSISTANT will be based at the PCB Secretariat office in Central Farm in the Cayo District. THINK ABOUT IT BELIZE ON WORLD STAGE COP26 is huge. It’s a gathering of all world leaders to tackle the threat of possible extinction of human beings. Scientist say and every fool can see, something bad is happening with the climate. Even in tiny Belize our parents and grandparents could easily say what the weather will be like from month to month. Dry and sunny in March, April and May. Rainy in June, July August. Rain and sun in September and October. Cool and cold late November and December. Nowadays, anything can happen from day to day. In other countries, unheard of flooding, in some, it is so dry. There is major famine and cows are dying. In California, massive fires which like a section of hell. At the North Pole chunks of ice the size of mountains are melting like never before. The earth is heating up. So to speak, pollution is burning the protection from the atmosphere and stratosphere. Science fiction is now becoming a stark reality. After years of scientific warnings, world leaders gathered in Paris six years ago and made all kinds of promises and commitments to cut down on pollution spewing out of their countries, especially the industrial and wealthy nations. As usual, it was all talk and speechless, just politicians jerking off. Here they come again. Huge gathering of some 200 world leaders promising that this time they must stop the talking and start to do the walking. They will save the planet or their citizens will perish. Ha! Once, back then, in our innocence, we could be comforted that Superman would have saved our world. But according to D.C. comics, this November issue will feature the man-of-steel struggling with his sexuality and his gender. Superman has gone gay. He and his partner Jay Nakamura will kiss in this month’s edition. Superman has his own personal troubles so he can’t focus on our troubled planet. Well, so much for American superheroes. The real world has the likes of Biden, Boris Johnson, Narendra Modi, Bolsonara, Putin, Xi Jinping et al. A real cast of suspicious characters. It’s unlikely they can save Mother Earth. In comics land they would be the bad guys. Villains. For tiny little Belize, in this big bad, unfair and unequal world, we have a little consolation. Our Prime Minister made a big splash at COP26 in Glasgow, Scotland. He spoke with passion and anger about the villains who been talking, and then doing nothing. Asked by the international media, if he was indeed angry. He fired, yes he is, he said, his country Belize is on the front line and has to live with the climate crisis and it was time the powerful, rich countries stop their meaningless talk and pull out their wallets and do something meaningful. The media then tackled Boris Johnson and was asked what his response to Belize’s anger is. Unable to refute the truth, the British Prime Minister said he agreed with the Belize Prime Minister. The interview were beamed around the world. That was quite an accomplishment. Even Superman would say that was quite an astonishing accomplishment. SHYNE SHAMED HIMSELF The nation of Israel has an Honorary Consul General on St. Mark Street in Belize City. By now, the Israeli spies and agents in Belize would have been chastised by the Government of Israel for what occurred in Belize last Thursday 29th October 2021. What happened last Thursday? The new government of Belize, in a small act of bravery, for bravery is what it is, condemned the nation of Israel over its treatment of millions of Palestinians living in Gaza and the West Bank which are under military occupation by Israel since 1967. This condemnation came in the form of a Motion introduced in the House of Representatives and debated. This is nothing revolutionary. The vast majority of the nation of the world, including officially at the United Nations, condemn Israel for it brutal and cruel treatment of the Palestinians people. Were it not for the full support of the USA and Britain, Israel would be under massive sanctions and forced to act more civilized to their fellow human beings. Instead they receive the largest amount of monies (billions of dollars) and arms from America. We are not surprised that our newspapers and television stations imposed a total black out on this historic Resolution in our House of Representatives. Neither are we surprised that nothing, nada, came from our higher institutions of learning-UB, Galen, or UWI Branch. Or from their more educated students or student organizations. We are not surprised that not a single N.G.O (Non-Governmental Organization) or church leaders stood up in favour of Christian values and principles that Palestinians are human beings and deserve to be free of the semi slavery and inhumane treatment so harshly imposed upon them. We are surprised, taken aback by the ignoramus statements uttered in the House of Representatives, by the one, Shyne Barrow. His contribution to the debate, or lack thereof, was quite an insight into his mind. Shyne, did not support the Resolution. Instead he wanted Resolutions against Cuba and Venezuela where he said human rights were violated by their governments. His views were typical of Donald Trump, Fox and Friends American TV and white supremacy. It is also the official propaganda of the United States, the British and most white European countries. The rest of the world sees the Israel/Palestinians issue and the Cuban situation differently. But Shyne is not a Caribbean man, nor has he lived or read anything about the struggles of African nations and the Middle East against the brutal imperialism of the white nations. He is the product of American propaganda. We should point out that he was an upcoming successful Hip-Hop, rap music artist. Their claim to fame is calling women whores, glorifying sex and violence and making social commentary on the plight of black Americans in a racist country.

“Shyne” whose real name is Jamal Barrow was sentenced in 2001 by a New York Court to ten years in jail for firing a gun in a crowded nightclub injuring two persons. He is probably the only black person who converted to Judaism while in an American prison. The conversion is usually to Islam, remember Malcolm X. He changed his name to Moses Michael Levi Barrow in 2006. On his release from prison, he was deported back to Belize where he grew two curls one each to the side of his head and wore black and visited Israel, instead of Jamaica or Africa. We mention these facts because it may help explain why Shyne made such ignorant remarks against Cuba and Venezuela and refused to support the righteous cause of innocent Palestinians. Cuba and Venezuela are great friends to Belize. They too are victims of American imperialism which continues to embargo and undermine their economies. Israel on the other hand, for all the years Belize fought against Guatemala and received overwhelming support from Cuba, Venezuela and ALL the countries at the United Nations, never once did they, Israel, support Belize. Many Belizeans are confused over name Israel. It is not the same people mentioned in the Bible, or is it? Judaism rejects Jesus as the Son of God. Maybe that is why they are so cruel and blood thirsty to the Palestinians. What is sad, is that Shyne’s ignorance is shared by his four other UDP Parliamentarians, none of whom supported the Resolution in the House. This puts the UDP at odds with over 175 nations in the world which condemns Israel as violating international law and the human rights of the Palestinians and consider Israel a pariah. MEDICS ON MARIJUANA Belize’s Medical and Dental Association released their views on marijuana legislation in a five page document. They did a survey among their membership (it is not clear how many members they have). Less than 25 percent support legalizing marijuana. It is not clear if those are ones who smoke the herb. “Approximately 75 percent agreed that in the future there is a place for marijuana from a medical perspective if we have the proper regulation and the proper information on board for that”, according to Dr. Joel Cervantes, a member of the Association. According to Peter Tosh in his classic 1970’s song “Legalize It” “Doctors smoke it-nurse smoke it- Judges smoke it-Lawyers smoke too” “It’s good for the flu-good for asthma-good for tuberculosis-good for thrombosis“Legalize It- Don’t criticize it” We welcome the Medical and Dental Association contribution on the marijuana issue. We hope they will assist in providing valuable information that will discourage our young people from smoking weed. We support the government’s initiative to legalize marijuana and make it a business, hopefully for tourists. Only sick people use drugs Belizeans are not sick. If marijuana is not legalized that will not stop any of the users from smoking. This would continue to cause social and criminal problems in our society. Better to legalize and regulate and control it. We would wish to hear from the Medical Association their views on tobacco and alcohol, two dangerous drugs that are causing ‘nuff’ health and social issues in Belize. Can we also hear about soft drinks and unhealthy foods? BREAD GONE UP The price of two types of bread has gone up. The bread with local flour is now $2.25 cents. The flour is not good quality. In 3 or 4 days mold start to form. Bread should not be going up. The cost of living is getting out of control. And, we are noticing when there is an increase it is never by five cents or ten cents. These things are really unfair to the consumers. It is bad enough the greedy people who control the world keep manufacturing excuses to increase petrol and diesel. We don’t want that to be happening here at home by our merchants. Isn’t there a price control department? MAGISTRATE SHORTAGE There is no Magistrate in Punta Gorda. Neither in Independence. Neither in Dangriga. There is no Magistrate in Benque Viejo del Carmen. Nor in San Ignacio. And there is no Magistrate in the Corozal Court. Six Magistrate Courts have no Magistrates for months and months. Hundreds upon hundreds of citizens go to Court and return to Court and attend their Court dates but all they get is an adjournment. The Chief Magistrate and her Belize City Magistrates are rushing all over the country sitting in to adjourn cases for these six Courts. When they do that the Belize City Courts are disrupted. There are some 150 lawyers in Belize, surely someone in authority or in the Judicial Commission can contact a few of these lawyers and ask them to serve their country for a two or three years until the vacancies are filled. We are hearing of employing foreign Magistrates, but we don’t wish to believe it. They never stay. There are enough patriotic Belize lawyers willing to help their country. They are not going to send no application forms. All someone has to do is ask. GIVE COASTAL ROAD ITS RIGHTFUL NAME There is a road which runs from mile 30 on the Western Highway all the way to about mile 7 on the Hummingbird Highway. It is about 33 miles long. We all call it the Coastal Road. But it is not a Coastal Road, it does not go along the coast. This road was cut through the Pine Ridge and bushes by former Minister of works Hubert Elrington. It was a vision and was visionary by a politician who was otherwise an erratic and cantankerous person. But he is the man who almost single-handedly built that road. Now that the road is finally being paved at a huge loan of almost 200 million dollars, it should quite rightly be named after Hubert Elrington.

That is a huge mandate. The people were fed up with the terrible mismanagement, neglect, arrogance, lying, and massive corruption by the previous administration. They had run the country broke long before covid-19 and had resorted to the unsustainable borrowing of $1 million daily to pay salaries and meet other basic expenses. The immediate challenge of the new administration was combating the deadly coronavirus that was running wild. A nationwide well thought out shutdown was instituted for a month to stop persons from spreading the virus with unnecessary movement. Except for essential travel, all the entry points of the country were also kept closed for the same reasons. When Belizeans thought they had seen the worst of the pandemic, the Delta variant of the virus entered the country. It is more infectious and deadlier than the originally virus and together have claimed five hundred lives. With the new strain of the virus the fight against the pandemic has become more challenging. G.o.B. has sufficient life-saving covid vaccines for the entire nations populace; however, due mainly to misinformation by antivaxxers, hundreds of Belizeans are refusing to get vaccinated. The unwelcome situation forced the administration to make the right but unpopular decision of requesting that a person must show proof of having received at least one covid

vaccine before he/she is allowed to enter any government office. While it dealt with the covid situation, the administration also had to rescue the economy from recession and halt unsustainable spending. In dealing with both circumstances G.o.B. introduced a three year 10% wage cut for all public officers and other persons on its payroll. The National Trade Union Congress (NTUCB) was bitterly opposed to the measure and expressed that displeasure for months with frequent demonstrations and blocking of the highways. The administration stood firm and the protests eventually fizzled out. In dealing with the crime problem 225 police recruits will soon boost the number of policemen available to maintain law and order in the community. The prosecution branch has been strengthened with better qualified personnel, and plans are underway to install a hundred surveillance cameras in key areas of the country especially in Belize City. The devices will discourage criminality and aid in the conviction of those who choose to engage in a life of crime. In combating the poverty situation which is the root cause of most crimes, hundreds of house lots are being provided to first time land owners, concrete starter homes are

Ministry of National Defence Hosts 6th Multinational Security and Cooperation Conference
From October 28 to 29, 2021, the Ministry of National Defence and Border Security hosted the 6th Multinational Security and Cooperation Conference at the Price Barracks in Ladyville. The main objective of the conference was to share Belize’s vision, accomplishments, and requirements from a national security perspective with allied and partnered nations including the United States of America, the United Kingdom, Canada, and Mexico. Discussions focused on security cooperation and capacity building requirements for the Belize Coast Guard, Belize Defence Force (BDF) and Joint Intelligence and Operations Centre. The keynote speaker was Hon. Oscar Mira, Minister of State in the Ministry of National Defence and Border Security, who highlighted the ministry’s vision and strategic direction of Belize’s security forces. The Belize delegation was represented by Brigadier General (Ret) Dario Tapia, CEO in the ministry, and Admiral John Borland, Chief of Defence Staff. Colonel Azriel Loria, Acting Commandant, BDF, and Captain Elton Bennett, Commandant, Belize Coast Guard, also participated in the conference. MINISTRY OF INFRASTRUCTURE DEVELOPMENT & HOUSING SIXTH ROAD (COASTAL HIGHWAY UPGRADING) PROJECT CONSULTANCY SERVICES FOR COASTAL HIGHWAY CORRIDOR STRUCTURE PLAN REQUEST FOR EXPRESSIONS OF INTERES The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund towards the cost of Technical Assistance – Coastal Highway Corridor Structure Plan and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The Ministry of Infrastructure Development & Housing (MIDH), the Executing Agency, now wishes to procure consultancy services for the preparation of a Structure Plan for the Coastal Highway Corridor. The objective of this Consultancy is to prepare a Structure Plan that will provide guidance for the development, sub-division and decision making relating to: commercial, industrial, residential, agricultural, tourism, small scale industries and protected areas land use. It will also identify development areas within the road corridor that are likely to attract high priority for development as well as identify permissible and non-permissible land uses within the area. The Plan will also identify significant cultural and ecological features, land uses and land use designations for areas adjacent to the planning area. The duration of the assignment is expected to be for a period of four (4) months. MIDH now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services. PROCUREMENT OF PROJECT ENGINEER Project Background The Government of Belize (GOB), through the Ministry of Infrastructure Development and Housing has embarked on various road infrastructure projects and requires additional engineers to continue the monitoring and management of upcoming projects. The Project Execution Unit (PEU) is currently seeking to employ one additional engineer for a major upcoming infrastructure project. This project is to be financed by International Funding Institutions (IFI) that will help strengthen the road network of Belize. The project will consider Environmental and Social Impact Assessments (ESIA), Climate vulnerability Impact Assessments (CVIA) and international road and bridge designs using AASHTO standards. Scope of Service Under the direct supervision of the Engineering Coordinator the Project Engineer will be responsible to effectively implement the assigned project within the PEU as the unit pursues the predetermined targets of: project implementation, the procurement of construction contracts, quality control, certification of payments, and the preparation of technical and progress reports. The Project Engineer will have specific responsibilities for the engineering aspects of the assigned project implementation. Duties and Responsibilities The following will be the responsibilities of the Project Engineer: Design Phase • Develop a desk study of the project to identify the scope of works required to carry out the design of the civil works project. • Assist in the development, execution, review and presentation of all subtasks of the design including, but not limited to: preliminary and detailed surveys, land interference surveys, ground condition scoping surveys, testing of materials, traffic analysis, environmental impact studies, social impact studies, and economic impact studies. • Carry out a detailed road design, including: alignment design, drainage design, pavement design, lighting design, road safety design. • Assist in the production of detailed design drawings, technical specifications and relevant design reports. • Monitor the project through all phases of design, including carrying out analysis of calculations being provided as well reviewing all design drawings. • Review and be aware of loan conditions relating to the use by GOB of International Financial Institutions (IFI) funds approved for the project. Construction Phase In consultation with the staff of the PEU, the project engineer will: • Assist the Engineering Coordinator in planning the annual work programme and budget of the unit; • Participate in Bid Opening and Evaluation Committee in evaluation of bids for consultancy services and civil works construction. • Ensure that all works are completed in accordance with the drawings and specifications; • Monitor the project through all phases of construction, including carrying out on-site inspection and ensuring that established road construction standards are adhered to; • Ensure that materials used on the project comply with technical specifications and that tests are carried out on the materials at appropriate times, to verify that they meet the technical specifications; • Ensure full compliance with the technical specification as per design, and in the case where technical changes are to be made liaise with designers to effect changes; • Maintain a site diary and keep records according to standard supervision requirements; • Assist the Engineering Coordinator in verifying claims submitted by the Consultants and Contractors and perform other duties as may be required by the Engineering Coordinator to ensure the successful completion of works; • Evaluate performance of Consultants and Contractors; • Assist in the preparation of construction drawings, where necessary; and

Loan No.: 4839/OC-BL Deadline: November 26, 2021, 2:00 p.m. (Belize Local Time) The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). Combating cybercrime in the postpandemic era: Taiwan can help In 2020, the COVID-19 pandemic ravaged much of the globe. In mid-May 2021, the Republic of China (Taiwan) saw a sudden rise in case numbers. When Taiwan needed help the most, partners such as the United States, Japan, Lithuania, the Czech Republic, Slovakia, and Poland, as well as the COVAX Facility, global allocation mechanism for COVID-19 vaccines, immediately pledged to donate or provided vaccines to Taiwan, allowing Taiwan to gradually bring the pandemic back under control. This is a testament to the international joint efforts to tackle the serious challenges brought about by the pandemic. The same joint efforts will be needed to address growing international cybercrimes in the postpandemic era, and Taiwan is willing to be part of that effort. Increasing importance of cybertechnology in the wake of the pandemic Throughout the pandemic, Taiwan government agencies and private companies have closely followed antipandemic policies to prevent cluster infections. People began working from home and schools adopted virtual learning. Consumers turned to e-commerce, and online food ordering and delivery service platforms flourished. The pandemic has led to these changes in our lives, and while it is sure to abate in the foreseeable future, the spread of cybertechnology will not. It has fundamentally altered the way we work, live, learn, and relax—resulting in an entirely new lifestyle. However, our increased reliance on cybertechnology has also made it easier than ever for criminals to exploit security vulnerabilities to commit crimes. Thus, cybersecurity will be one of the most important issues in the postpandemic era as it is essential to maintaining public safety worldwide. Cybercrime transcends borders; transnational cooperation is the key. As cybercrime transcends borders, victims, perpetrators, and crime scenes may be located in different countries. The most common cybercrime is telecom fraud, which utilizes the internet and other telecommunications technologies. Transnational cooperation is necessary to bring international crime rings to justice. In 2020, Taiwan police used

Taiwan contacted Montenegro and proposed mutual legal assistance, enabling the Montenegrin Special State Pros-
ecutor’s Office to move forward with the case. Through joint efforts, Taiwan and the Montenegrin police forces uncovered three telecom fraud operations and arrested 92 suspects accused of impersonating Chinese government officials, police, and prosecutors. It is believed that the suspects scammed more than 2,000 people in China, causing up to US$22.6 million in financial losses. This case highlights the features of transnational crime. The suspects were Taiwan nationals, while the victims were Chinese nationals. The alleged crime occurred in Montenegro and was perpetrated with telecommunications technologies. Thanks to bilateral police cooperation, the suspects were apprehended, preventing other innocent people from falling victim to the scam. Child and youth sexual exploitation is another internationally condemned crime, with countries worldwide making every effort to prevent it and bring perpetrators to justice. In 2019, Taiwan police received information from the US National Center for Missing and Exploited Children’s virtual private network CyberTipline indicating that a South African citizen in Taiwan was suspected of having uploaded large quantities of child pornography to the internet. Following the lead, Taiwan police quickly located the suspect and searched his residence, seizing evidence of child pornography. Police also found photographs and videos of him sexually assaulting Taiwanese children. The illicit images were stored on servers located in the United States, and the alleged crimes were committed in Taiwan. As the victims in this case were underage, they were too young to ad-
nent cases. Through the joint efforts of Taiwan, Vietnam, and the United States, transnational telecom fraud call centers were raided in January; the following month, a US currency counterfeiting ring was discovered; and 12 individuals suspected of involvement in human trafficking and violation of the Child and Youth Sexual Exploitation Prevention Act were arrested in July. Taiwan police authorities have a specialized High Technology Crime Investigation Unit and professional cybercrime investigators. The Criminal Investigation Bureau (CIB) under the National Police Agency of the Ministry of the Interior, also established a Digital Forensics Lab that meets international standards. The laboratory was issued the world’s first ISO/IEC 17025 accreditation for Windows Program Analysis by the Taiwan Accreditation Foundation. In 2021, the CIB standardized its malware analysis procedures, in addition to establishing file analysis and network analysis mechanisms. Taiwan’s expertise in combatting cybercrime will benefit global efforts to build a safer cyberspace. Taiwan can help create a safer world. The COVID-19 pandemic has underscored the fact that diseases transcend national borders and it can affect anyone—regardless of skin color, ethnicity, language, or gender. Distrust, disagreements, and a lack of transparency between nations accelerated the spread of the virus. Only when international partners provide mutual assistance and share antipandemic information, expertise, and vaccines can the world overcome the pandemic faster and successfully. If Taiwan police had not received the leads, the suspect would likely have continued to assault more children. This case owes its success to transnational cooperation and criminal intelligence sharing, which can effectively curb crime. Cybercrime involves cross-border investigations. However, jurisdictions and definitions of crimes vary among law enforcement agencies worldwide. Criminal rings understand this all too well and exploit the resulting information barriers, fleeing to other countries to decrease the likelihood of being caught. Like COVID-19, cybercrime can strike individuals in any country. Therefore, just as the world has joined forces to combat the pandemic, countering cybercrime requires the cooperation of international police forces assisting and sharing information with one another. Only then can more crimes be prevented and more cases be solved efficiently, allowing people worldwide to enjoy a safer life. Taiwan police authorities have long strived to promote international cooperation in combating cross-border crime. In 2020, there were three promi-

No police agency or country should be excluded. To fight cybercrime and bolster global cybersecurity effectively, the world needs to cooperate. Taiwan needs the world’s support and Taiwan is willing and able to help the world by sharing its experience. As the entire world teams up to combat the pandemic this year, we urge the international community, in the same spirit, to support Taiwan’s bid to attend the INTERPOL’s General Assembly as an observer this year and participate in INTERPOL meetings, mechanisms, and training activities.
