The Prime Minister finally calls for the General Election, the House dissolves, Minister decrees a holiday, and then the UDP bleats a reminder that Ministers are still in charge of Belize. BUT there is no press conference/plan on the actual mitigating of the Covid-19 spread; what are they in charge of that is more important? The airport is open; is it mission accomplished for the UDP? The United States has downgraded Belize to a level Four (Do Not Travel) destination. The UDP are active only to dig deep into the very last from the Belizean purse.

OVERWHELMED Continued from page 1 Some of us have become immune to the rise in Covid-19 numbers and ignoring the reports. It seems that as soon as Covid-19 case are going down, people seem to stop taking care of themselves. Belize is lacking leadership. Around the world, leadership has been noted as an essential component to beating the coronavirus. We should not be at this level given our small population density. Many countries with larger populations have less cases and deaths than Belize...Taiwan is the best example. One town or fifteen thousand or so, Orange Walk, has more active cases than the Cancun area of a million people. Is the Northern Regional Hospital Equipped with PCR testing or Ventilators? Why after eight months of knowledge of the deadliness of the once novel coronavirus, do we still have to rush to Belize City? Hospitals are more important than bridges at this moment. UDP, if you cannot do the job, “pack up your bags and leave...hand over the government to the PUP” no need to wait until November 11. The Election date feels like an eternity to our suffering Belizeans. The Covid-19 reality hidden by the UDP is that there is a full-fledged community spread especially in Orange Walk. San Pedro’s August 2020 plight pales to the number of cases seen in Orange Walk now in October 2020. According to a medical professional and public health expert, “Community spread according to the CDC, means people are being infected with the virus and they are not sure where and when the infection is occurring. With the numbers we are seeing in Orange Walk and Corozal there is definitely community spread.” Additionally he stated, People continue to die before getting tested. This is proof that testing is not readily available and accessible. By now each regional hospital should have PCR testing capacity. Turnaround time is still too long. Statistics needs to be presented in a format that is more practical. Each positive case has the potential to contaminate 2.5 persons and that is why our numbers keep increasing. We need to know the cause of death of the Covid patients.” A new PUP government will increase our testing capacity immediately and hire a trained cadre of contact tracers and identify suitable quarantine areas. A massive public health campaign in the villages and towns that are most affected will be undertaken. The economic and social aspects of the pandemic will be addressed seriously and without politics as is being done now. Hospital and home care needs to be standardized and disseminated in all districts. Private health care facilities need to be engaged to play their role in tackling this pandemic.—PlanBelize-Health Most Belizeans know that we have to live with the virus until there is a vaccine but yet the protocols are not heeded. The vulnerable will continue dying if this continues. Again, leadership is lacking. Our older ones and loved ones need our love. They all have lots more to live. Fact: Many of us can have Covid and not know it. We can infect others unknowingly. Do not be a killer, please USE your face mask properly. Get one that works well and replace when necessary; this protects everyone. Wash your hands thoroughly especially when you touch objects from outside your normal surroundings; wash along with sanitizing with 65percent or more of alcohol. Lastly, the reason most people get Covid is breathing in viruses JUST exhaled by others. STAY AWAY as much…this is called physical or social distancing. Don’t be in crowds for too long. Do NOT visit your vulnerable while you are without a mask. STAY at a 6 foot distance or more from them and make it quick. You can love them all you want virtually, so when the pandemic is over, you can go have those hearty conversations. Our very heartfelt sympathies to those that have died here in Belize and around the world. It breaks my heart. Please care...God would want you to care and be safe.

The coward UDP tried to hide behind a ‘Dear Belizeans’ to secretly announce the upcoming end to their reign of corruption and vile incompetence during 4661 days of unforgivable infamy. The paddocks of Belizean sentiment have been checking every minute of the day for weeks now in patient frustration—‘when are the Elections?” Even Kim faced the music to announce her failure to complete the obligations of the Special Envoy but not the Prime Minister. Barrow’s rude scurry from the House Meeting on September 25, 2020 before adjournment was a masked surrender while Faber’s Pontius Pilate-like sanitizing of his hands just prior at the same Sitting will do nothing to prevent the deserved castigation of the UDP gaggle by the people. For Belizean citizens, the sacred vote against the UDP, and a vote for the Hope in the PUP and John Briceño is only a new be-
ginning. The people want the UDP to pay even with jail time as the maximum penalty for any and all crimes. The People’s United Party finds no consolation in a win in protest of the criminal UDP. John Briceño and the PUP are armed with the broad and all-encompassing planBelize that will see Education, Health, Agriculture, Women, Family, Rural Living, Housing, Infrastructure, Transport, Security, Justice and more reformed to involve all of Belize in a concerted execution of said planBelize. DISSOLUTION ENDS BARROW REIGN OF TERROR! by Hilly Bennett On October 5, 2020 Prime Minister Dean Oliver Barrow advised the Governor General Sir Colville Young to dissolve Parliament and set the date of General Election. The dissolution of parliament should have closed the book of the Barrow administration’s reign of abuse of the rule of law, incompetence, corrupt acts and the filching of the people’s purse not to mention the utter disregard for country and people. There is a developing revelation that the plundering continues unabated. Section 84 is the constitutional authority on prorogation and dissolution of the legislature. In the government press release on October 5, 2020 which lays the date for election as November 11, 2020, emphasis was made regarding Government of Belize retention of executive power post dissolution of the National Assembly. At 84 (6) of the Constitution of Belize it establishes that: During the period between the dissolution of the National Assembly and the appointment of a Prime Minister after a general election, the government of Belize shall continue to be administered by the Prime Minister and the other Ministers and Ministers of state of the
government. When PM Barrow was questioned about the date of election on September 16, 2020 subsequent to the parliamentary session, it was clear that the cover of Section 84(6) would be sought in attempting to execute legislation that would bind the future PUPled parliament. The PM responded that there were other matters pending before a date is called leading to the House being dissolved. Barrow stated “we are still trying to get through...some more legislation...but I don’t want to give a specific date because there are still some moving parts.” Seemingly, the moving parts consists of a new $50 million dollar contract to Imer Hernandez for the building of a new Haulover bridge and additional bids for another section of the Caracol Road are to be delivered on Friday October 9, 2020. Barrow’s intention is to fast track the awarding of these contracts to cronies. The appointment of six Assistant Comptrollers of Customs and Excise department are amongst other of Barrow’s unfinished business. This is move that has been met with ire from Her
Majesty’s Loyal Opposition, the Peoples United Party, via a press release from the Secretary General office. The PUP intends to void these contracts for want of legality. When Parliament is dissolved all unfinished business ‘falls’. By convention, dissolution ignites the ‘purdah period’, the time during an election campaign when there are restrictions on what government can do - both in initiating policy and the use of official resources. Although government ministers continue to run their substantive ministry, they are limited in what they can do. “
Follow the Leader
The roof, the roof the roof is on fire. Follow the leader, leader, leader follow the leader.” The Soca Boys must be soothsayers to have predicted the regrettable circumstances of the UDP and their unfortunate top dog leading up to general elections. Since our last editorial, there have been new and interesting developments. The Leader Elect, if not in effect, has been in the news yet again fanning the flames of controversy. This time over the naming of a preschool in honour of his dear mother. There is no question as to the years of service that Ms. Betty has given. The question rather is whether that alone is enough to merit the naming of a school in her honour, given there are so many educators with equal years of service. Ms. Betty for all her trajectory as an early education advocate and teacher as told by her loving son Patrick holds only a temporary teaching license. All other teachers have been pressured into fulfilling all the requirements for permanent licenses or risk losing their post. How is it then that she continues to hold only a temporary license? The matter then is not that Ms. Betty should not have a school named after her. Rather the problem is that the Minister of Education chose his mother among the many educators who hold a permanent license, have equally long standing careers and have also contributed maybe even more significantly to the teaching profession. To state more clearly, the problem is not Ms. Betty, the problem is her son who is clearly nepotistic and despotic. He has also named a football stadium after his late brother Andrew who was known only as a new comer in politics and was not active in sports. Certainly there have been many politicians, athletes and educators that have contributed significantly to Belizean society but they lacked perhaps the most important quality…a familial tie to Minister Faber. In any organization, the leader sets the style, tone and pace. Minister Faber has long ago shown us the stuff he is made of. He has a flair for defying authority, a definite mean misogynistic streak, a predisposition for victimization, a gusto for nepotism and violent mood swings. In the words of one of his party’s supporters “a sick puppy.” It is no small wonder then that several of the candidates on the UDP ticket, just like their leader, have reportedly been violent toward their sentimental partners. Some of the cases have been reported to the police and even made it to the press, later due to public pressure these reports have been withdrawn, the victims of domestic abuse too intimidated to press charges. The former wife of Minister Faber was forced for her own safety to leave the country under such circumstances, after her car had been vandalized and the windows smashed with a cement block. The most recent scandal coming out of the UDP camp is that standard bearer Shyne had again messed up. True to form, the police report was withdrawn by the victim amid fairy tales of new found marital bliss. The modus operandi is the same and not likely to change because it has so far been successful. The new leader’s qualities will be magnified and reflected throughout his party. We can only expect that the victimization, the nepotism, the corruption, the violent misogynistic actions will continue unabated because they all sing and dance to the tune of “follow the leader.” The UDP roof is on fire and their dolly house falls in ashes all around them, we cannot allow this to continue any longer. On November 11th vote BLU.

El techo, el techo, el techo está en llamas. Sigue al líder, líder, líder sigue al líder”. Los Soca Boys deben ser adivinos para haber predicho las lamentables circunstancias del UDP y su desafortunado mandamás antes de las elecciones generales. Desde nuestro último editorial, ha habido nuevos e interesantes desarrollos. El líder electo, de hecho, ha estado en las noticias una vez más avivando las llamas de la controversia. Esta vez sobre el nombre de una prescolar en honor a su querida madre. No hay duda de los años de servicio que la Sra. Betty ha dado. La cuestión es si eso es suficiente para merecer el nombre de una escuela en su honor, dado que hay tantos educadores con iguales años de servicio. La Sra. Betty, por toda su trayectoria como defensora de la educación temprana y maestra, según lo que cuenta su querido hijo Patrick, sólo tiene una licencia temporal de maestra. Todos los demás maestros han sido presionados para que cumplan todos los requisitos para obtener licencias permanentes o corren el riesgo de perder su puesto. ¿Cómo es entonces que ella sigue teniendo sólo una licencia temporal? El asunto entonces no es que la Sra. Betty no deba tener una escuela con su nombre. Más bien el problema es que el Ministro de Educación eligió a su madre entre los muchos educadores que tienen una licencia permanente que tienen carreras igualmente largas y que también han contribuido quizás de manera más significativa a la profesión de la enseñanza. Para decirlo más claramente, el problema no es la Sra. Betty, el problema es su hijo que es claramente nepotista y despótico. También ha nombrado un estadio de fútbol en honor a su difunto hermano Andrew que sólo era conocido como un recién llegado a la política y no era activo en los deportes. Ciertamente ha habido muchos políticos, atletas y educadores que han contribuido significativamente a la sociedad beliceña pero les faltaba quizás la cualidad más importante... un vínculo familiar con el Ministro Faber. En cualquier organización, el líder establece el estilo, el tono y el ritmo. El ministro Faber hace tiempo que nos ha mostrado de qué está hecho. Tiene un don para desafiar a la autoridad, una marcada tendencia misógina, una predisposición a la victimización, un gusto por el nepotismo y cambios de humor violentos. En palabras de uno de los partidarios de su partido “un cachorro enfermo”. No es extraño entonces que varios de los candidatos de la candidatura del UDP, al igual que su líder, hayan sido violentos con sus compañeras sentimentales. Algunos de los casos han sido denunciados a la policía e incluso han llegado a la prensa, más tarde debido a la presión pública estos informes han sido retirados, las víctimas de abusos domésticos estando demasiado intimidadas para presentar cargos. La ex esposa del ministro Faber se vio obligada, por su propia seguridad, a abandonar el país en esas circunstancias, después de que su automóvil fuera objeto de actos de vandalismo y las ventanas se rompieran con un bloque de cemento. El escándalo más reciente que ha salido del campo del UDP es que el abanderado Shyne había vuelto a meter la pata. Cómo era de esperarse, el informe policial fue retirado por la víctima en medio de cuentos de hadas sobre la nueva felicidad conyugal encontrada. El modus operandi es el mismo y no es probable que cambie porque hasta ahora ha tenido éxito. Las cualidades del nuevo líder se magnificarán y se reflejarán en todo su partido. Sólo podemos esperar que la victimización, el nepotismo, la corrupción, las acciones violentas misóginas continuarán sin disminuir porque todos cantan y bailan con la melodía de “sigue al líder”. El techo del UDP está en llamas y su casa rodante cae en cenizas a su alrededor, no podemos permitir que esto continúe por más tiempo. El 11 de noviembre voten por BLU.

This is the fool who loves to make Facebook posts about how much of a family man he is, but the truth is in that Police report where his wife begged for protection from him. Imagine that. We wonder what step-mama Kim will have to say about this one. Oh wait – she only talks about zero tolerance to domestic abuse when it’s not being done by UDP politicians. And how about all the other women in the UDP? Oh wait – they won’t say anything because apparently it’s okay for UDP politicians to hit women. Belizeans are watching. And it is not okay to beat up on women. It’s not okay. You best believe Jamal didn’t beat up on all those men who crowded him when he dropped the soap in the state pen. Real punk dat. Bradley where you at? Come slap this fool again. Scum X 2 The media this week asked aspiring UDP leader Patrick Faber what he thinks about Shyne beating up on his wife. You know what he said? He said that it wasn’t up to him to judge Shyne, even though Shyne is running on the UDP ticket and Faber is kinda sorta the leader of the UDP. What the hell kind of answer is that? What the hell kind of leader are you, you damn sick puppy? But we all know why Faber can’t say a word about this. We all know about that Police report where a young woman said that Faber punched her and dragged her across the room by the hair. We know about

the court records where Faber has been accused of physical and emotional cruelty. These are serious things and serious times. This is the man who wants to lead this country. And you know what pisses us off even more. There they are, the women of the party jumping up and down behind Faber. We’re talking those high profile ones who are always on the podium screaming about zero tolerance for domestic abuse, but who seem to think it’s okay if the man punching and kicking and beating on women are UDP. Shame on all of you. The skirt Let’s take a break from UDP men beating up on women and talk about utter stupidity. We mean the kind of stupidity that should carry a million-dollar fine. We ain’t gonna use the R word because step-Grandma Kim will get upset. Awww to hell with it. What kind of retarded fool fool aspiring Prime Minister, one month before elections, gets into a fight with the president of the most powerful union in the country, the BNTU. The same union and teachers he’s been fighting with for years, calling them incompetent and child-molesters and all kinds of nasty things? What kind of retarded dodo-bird, bird-brained nincompoop insults the president of the BNTU, a woman, calling her ‘low-life’ and an ‘idiot’ just weeks before an election? Patrick Faber has to be the boy who is pictured in the encyclopaedia under the word RETARDED. This punk can’t seem to keep his emotions in check. He decides he wants to name a pre-school after his mama, and then gets pissed when people say em, but why? Just cause it’s your mama? Jesus take the wheel. We’d say take the whole vehicle but Patrick drove it into the sea. It’s incredible to think that this man is trying to convince voters that he is prepared to lead this country. Wow. Eyes on YOU The UDP is reportedly trying to give Imer Hernandez a $50M contract to replace the Haulover Bridge, one month before election and after the House has already been dissolved. Take note, all who have eyes and ears. A new Government of the People’s United Party will be cancelling all invalid contracts, and if an audit turns up corruption in the award of the contract, people will go to jail. Read carefully. People will go to jail. This frigging stinking corruption which has followed the UDP all through office has to come to an end. NOW.

Party Leader John Briceño’s Address at the PlanBelize 6th Virtual Rollout
SAFE SOCIETY AND JUSTICE Earlier we heard about the pain and loss associated with senseless violence. Over the past 12 years more than 1500 Belizeans have been brutally killed, from infants and young children to golden citizens – in a cycle of war which never seems to end. The tragic loss of so many in so short a time, and the reality that we live in fear on the streets and in our homes, has convinced all of us that crime and violence in Belize are out of control. For some time now, Belizeans have lost trust and confidence in our governance system, in the judiciary and in the rule of law. Belizeans have lost confidence in law enforcement and in our uniformed services. This is because the administration of justice in Belize continues to suffer from fundamental deficiencies. The result of all this is that we have now become a country plagued with high levels of crime and violence; where people feel unsafe in their homes, unsafe in their neighborhoods and unsafe in their communities. With conviction rates as low as (3%); and where the erosion of the rights of citizens and their dignity is now commonplace, confidence in the justice system is all but gone. In a nation where power is weaponized against the people by those who act on behalf of political leaders, instead of being used to protect the people, our justice system and the safety of our people are sure to suffer. We must and WILL change this, and that is why today we laid out for you our planBelize for a Safe Society with Justice. The overarching goal of A People’s United Party Government for Safety and Delivering Justice is “to restore trust and confidence in the justice system and to improve citizen security so people can feel safe, enjoy their communities, stay healthy and care for their environment.” As Kareem stated in his speech, we need to fix this by FIRST, ensuring that the Judicial system is independent, that it operates with integrity, efficiency and accountability. We intend to make this happen by doing the following: • Enhance transparency, openness and access to Justice, • Recast and re-structure the functioning of the Judiciary, • Consolidate the General Registry to be the home of all registries. SECOND, we MUST improve the effectiveness of law enforcement – prevention, investigation and prosecution of crimes. A PUP Government will: • Reform and incentivize Police recruiting and training, • Improve the effectiveness of the prosecution of crimes, • Introduce the citizens’ report card. So, what should Belizeans expect from us? • They can expect that we will reform the Police Department. • Improve and enhance the Community Policing Program • Establish a meaningful committee to deal with citizens’ concerns • Invest in a judicial complex as a part of our plan to ensure that citizens receive timely, efficient, and effective adjudication. We can win this war against crime and violence. I know we can because we all believe that every single Belizean life matters, and we believe that the fear and hate that accompanies violence will not be managed or dispelled by anger and violence, but with understanding, fairness and justice. We will turn things around when we make the lives of all our people better - when we end poverty, keep our children in school, make our neighbourhoods places where we uplift each other and where we all see ourselves as one Belizean family. It is not an elusive dream. It is all possible if we work together to build a Belize that works for everyone. A Belize where everybody wins.

his policy that any report that has to deal with Domestic violence ought to be taken to court for determination and no other person including himself should not release any accuse regardless if the complainant retracts his or her story/report. Well, well, what happened here? Is this a super version of the entitlement ala Castros, Hulse’s, Montero’s, and you name them? Why does all this matter? Put aside the political red flags and nepotism charge that might surround Mr. Barrow due to his father. In 2010, Shyne was placed in charge of music programs for schools, imagine. More music is
never enough, so competing with the Governor-General in this case could have been good for Belize. Worse now, should Shyne’s record allow him to run to be a Representative in our sacred parliament? The consolation is that the people of Mesopotamia cannot be bought. The voters of Mesopotamia and general citizens of Belize City can see that Candice Pitts is poised to be the next Representative for Mesopotamia. This division have seen the likes of Finnegan who has also serially disrespected women and they are tired of the neglect. So bar Shyne’s resignation or removal, the public knows what to do. Twenty one years after being involved in the shooting of Nathania Rueben in the face and spending the first years of the 21st Century in prison, deportee and UDP’s best Moses ‘Shyne’ Barrow is again in deep trouble because of his penchant to disrespect women even criminally. At the onset of October 2020, Shyne was accused by his wife of kicking her in the back after they discussed her desire to go visit her mom in Cayo. The mother herself found it necessary to go to the police to file a report accompanied by a medico legal form that classified her injury as ‘Harm’. Furthermore, there was a request for a Protection Order against Moses Barrow which was differed to the Family Court. Your comment is as good as ours, but October 3 was a couple of days before Shyne’s benefactor dad and Prime Minister was to ‘unveil’ his date for General Elections. Just as the Category 5 onslaught on social media, the streets, talk shows, and casual conversation buried Shyne’s political aspirations, there was a battered woman’s usual withdrawal. In a short, typed ‘letter’ signed by what looks like C. Barrow, she called the weekend ordeal marriage issues and that the police report was being retracted and that they would like the concerned Belizean public to respect their privacy. With all due respect to the victim, her privacy will be respected beyond the Police report. As to the perpetrator, the question is that since you DEFINITELY were aware of this retraction letter being made public, we can also respect your privacy beyond the Police report. UWG CONDEMNS ALLEGATION OF DOMESTIC ABUSE
The United Women’s Group (UWG) condemns, in the strongest possible terms, yet, another allegation of domestic abuse against a man who aspires to be a leader in our country. This is not the first time for such occurrences and unfortunately, it may not be the last. Domestic abuse must never be tolerated under any circumstance. ALL women and ALL men MUST hold those who would be our leaders and policy-makers in government to a much higher standard. We note that the young woman who made the report against the Prime Minister’s son, Shyne Barrow, attempted to withdraw her accusation. Sadly, we have seen many such cases where chronic sufferers of the vilest domestic cruelty are intimidated into recanting their statements. Sadly, also, we have seen many instances where women are eventually killed by the very same individuals who abused them. We call on the Belize Police Department to act swiftly to detain this individual and to charge him under the Domestic Violence Act, as should have been done to UDP Leader-elect Patrick Faber when a similar accusation was levied against him. We cannot continue to speak about Zero Tolerance while being selective about those who face punishment for these abuses, while others with connections can do so with impunity. The PUP calls on Shyne Barrow to announce that he will not stand in the General Elections. Our Candidate’s Position on Domestic Violence By Candice A. Pitts, Ph.D., Standard Bearer for the Mesopotamia Division As a woman, as a Belizean, as a female political candidate in environments that are often misogynistic and hostile towards women, I vehemently condemn the act of violence Moses “Shyne” Barrow allegedly inflicted on his young wife, Mrs Catherine Barrow. I primarily extend my regards to the wife and daughter. I am aware that experiences of domestic abuse are traumatizing, not just for the intended victim, but for the children and other unintended victims as well, and that the psychological effects often outlive the physical scars. But, in their darkest moments, I hope all victims of domestic violence may never forget their strengths and the best of their human qualities. The public may have observed that I have hitherto refrained from making any public comments on my political opponent’s public or private actions and behavior, and I have refrained from engaging him, in spite of the lies fabricated and the attacks his side has levied against me. However, domestic violence is a matter very dear to my heart, and it is a social and national crime against which our society should never be silent. One of the first initiatives I spearheaded as a City Councilor at the Belize City Council was a series of conferences on domestic violence, which resulted in the drafting of the “Swift Hall Declaration on Domestic Violence” and the implementation of a grief therapy program for victims of all forms of violence in our City. In attendance at the first of these conferences were the likes of the Special Envoy for Women and Children, the Speaker of the House, and even the Commissioner of Police, who had all recommitted themselves to the fight against domestic violence nationwide. Unfortunately, most of the concrete objectives to which those with administrative power had committed in their personal fight against domestic violence had not materialized. Instead, cases of domestic abuse remain prevalent, and the victims often have no recourse because many of their abusers are those with power and influence or their affiliates. As a result of this break-down in justice, I have committed to advocate, and we should all advocate for, an entire overhaul of our prosecutorial culture to ensure there is better protection for victims of domestic abuse, and especially for our women and children. We are cognizant that Shyne’s beating of his wife is a sensational case because he is a public figure and a political aspirant. His actions are not just a reflection of him and his seemingly depraved human constitution, but his actions are also a reflection of the values, or lack thereof, of all those who find him fit for political leadership. I caution that, as a society, we have to be demanding in our expectations of those who aspire to lead our country.

HOUSE IS DISSOLVED…UDP HUSTLING MUST STOP! The National Assembly is now dissolved and the UDP Ministers continue in office until the November 11, 2020 only as caretakers. As such, no major decisions should be taken and no contracts should be entered into by this hold-over Government.
The People’s United Party (PUP) has been reliably informed that a decision has been made by the UDP Government to award Imer Hernandez, yet, another bloated contract. Sources reveal that a $50 million dollar contract has been awarded to Hernandez for the construction of a new Haulover Bridge. We have also been informed that bids for another section of the Caracol Road are to be delivered on Friday, October 9, 2020 and that the Government intends to rush through the awarding of these contracts to their cronies. Because Parliament is dissolved, there are no House Committees and therefore, no debate on the awarding of these contracts is possible at this time. As such, there is absolutely no oversight by public institutions.
The PUP also notes, with concern, the rush to appoint six Assistant Comptrollers at the Customs Department. Interviews for these positions are scheduled with the Public Service Commission for next week Wednesday and Thursday.
We serve notice that a new Government of the People’s United Party WILL move to IMMEDIATELY review all contracts issued without oversight and without following all applicable regulations and guidelines. LAW Enforcement
This is an area plagued with internal problems and low levels of public confidence. There are few immediate solutions but one year of intense and sustained actions moving in the right direction would make a huge difference.
Recommendations: Reform police recruiting and training. Add the incentive of totally free high school and 6th form for qualified and ambitious members of the Police Force after at least two years of exemplary service. Reason: Attract a higher quality of recruit, boost morale and support continuing education. Hire regional expert advisors. E.g. general criminal justice expert, forensic expert, serious crime expert, community policing expert. Reason: This augments the training of regular members and adds depth to resources without undermining the career officers.

JUDICIARY
The judiciary is under a great deal of stress. The percentage of the national budget allocated to this critical sector has remained around 1.3%, dipping to 0.97% in 2019. Over the last 20 years the number of Magistrates has increased from around 12 to 16. On average, each Magistrate disposes of 1,000 criminal cases alone each year. The Magistrates also handle civil matters including family and traffic cases. The Supreme Court is plagued with retention issues based on the reliance on contracted foreign judges as opposed to tenured/career judges in the local system. The perception of political manipulation of the judiciary must be minimized by striving for real independence of the judicial branch of government.
Recommendations: INCREASE funding to the judiciary by 2% above the current portion of the national budget for human resources and infrastructure. Reason: Courts are the main points of interaction between the public and the judiciary. The public perception and reliance (versus taking matters into their own hands) is key to good governance and security. A review of data on current caseloads strongly indicates the need for more Magistrates. Increase the number of Magistrates in the Belize District by 3 and from the current 1 to 2 in each of the other districts. Reason: Increase quality and timeliness of adjudication. Public prosecutors in the Magistrate’s courts should be lawyers (not police). This should be a section of lawyers with responsibility to prosecute cases in the Magistrate’s courts. It would be equivalent to the public prosecutors in the Supreme Courts. Reason: Police prosecutors are at a distinct disadvantaged when the criminal defendant has an attorney. This impacts not just cases heard by the Magistrate, but also serious cases heard for referral to the Supreme Court. While the public blames the private attorneys, it is the responsi-
bility of the state/crown to competently present the case on behalf of the public. The processes of selection and retention of Magistrates and judges need reform to attract quality legal talent domestically and regionally. Reconsider membership and composition of the Legal Services Commission (qualifications/criteria, tenure, staggered terms). Reason: Re-establish reputation, quality and reliability of judiciary. Citizens must believe that the system is fair and equitable even when decisions are NOT in their favour. Invest in a judicial complex (capital project) designed to accommodate multiple courts and the environment for legal and admin staff to support them. Trinidad/Tobago has the Hall of Justice courts, registry, legal library, admin, media center & a judicial education institute. Reason: Need to improve public access and efficient administration of justice. Introduce night court. New legislation to create a limited jurisdiction Magistrate Court system that deals with issues requiring immeContinued on page 13

diate action to avoid delays in justice and costly lock-up until regular business hours. The jurisdiction and services can be limited to requests for bail, paying traffic fines, child maintenance fines, summary jurisdiction in criminal matters of a less serious nature and in civil matters involving amounts not exceeding $1,000.00 (for example). Reason: Increase public access to courts. Working people need access outside of regular business hours. The Bahamas is an example where they have night court from 6 to 8 pm. Citizens should receive timely adjudication of civil disputes in the Magistrate’s courts. This is part of the recommendation for increasing the number of Magistrates. A dedicated civil Magistrate court could be considered.
Reason: Citizens must also feel that their property and money are secure. This is second only to physical security. Attorney General should not be a politician or member of Senate. Person should be appointed by PM on the recommendation of the Legal Services Commission. There should be 1 Deputy for civil and 1 Deputy for criminal matters and they should be lawyers from the public service. Reason: The role of the Attorney General is key to confidence and leadership in the judiciary and the role of this constitutionally independent branch of government generally.
Delivering Justice
Securing Judicial Independence, Integrity in judicial appointments and Accountability for judicial conduct and performance
Recommendations: The administration of justice in Belize continues to suffer from fundamental deficiencies which have perpetuated a manifest failure in the delivery of justice to the Belizean public. The failure occurs in both the civil and criminal divisions of the courts. The Court system is operated with a view to validate, and by extension, perpetuate the exercise of executive power by the government rather than to serve as a check on power for the benefit of citizens. Laws which are meant to protect the rights and improve the lives of the individual are in such an environment used to subject the population to the whims of a misguided government, all under the guise of the rule of law. The importance of protecting the nationalization of the telephone and electric utility companies in Belize and to support government in its legal battles with the Ashcroft group, have arguably led to a perversion of judicial appointments and the ill effects of bad appointments continue to plague the administration of justice to the detriment of citizens, notwithstanding the settlement of those specific disputes. The above assertion is readily supported by the number of the decisions of the courts situated in Belize that are eventually overturned by the Caribbean Court of Justice, particularly those in Ashcroft related cases. The claims by Ashcroft related entities almost invariably were lost before the Supreme Court and the Court of Appeal only to be won in the Caribbean Court of Justice once the arguments left our shores and were subjected to independent scrutiny. This anomaly may have well resulted, not from any misunderstanding or misapplication of the law by the lower courts, but from an eagerness on the part of the lower courts to serve the interests of government because of a lack of independence from government, whether real or perceived. Court processes in the round continue to be very slow and inefficient and lead to inordinate delays in the trial of accused persons
and the delivery of judgments in civil trials. Judges have been guilty of inordinate delays in the delivery of judgments. Albeit the rules of court have led to trials more quickly on the civil side they have not produced quality judgments in a timely way or sometimes any at all. On the criminal side delays persist in the trial of accused persons notwithstanding the introduction of case management rules. Delays in the trial of accused persons on remand are inordinate and indeed in violation of fundamental constitutional rights. An emphasis on the introduction and application of rules of procedure to address the deficiencies has promoted a misguided notion of the importance of rules of procedure at the expense of judicial performance in delivering justice. The rules now appear to serve the interests of lawyers and the judges and not the public or accused persons. The failures being experienced derive primarily from the appointment of judicial officers who rely on relationships with those in positions of influence to keep office rather than on the quality of performance of the duties of the office. This reflects a fundamental failure of the system of appointments to judicial office to make quality appointments. Quality appointments are key to a proper functioning of the system. Good people, after all, can make a bad system work just fine. Bad people, however, will ruin a perfectly good system. The failures also reflect a lack of complete independence of the judiciary from the executive and a lack of accountability of those who hold judicial office to the public for the performance of their duties. They also to some extent a reflect a failure to offer competitive compensation in order to attract quality candidates to office. Each of these failures are addressed below.
Independence of the Judiciary
Securing Judicial Independence, Integrity in judicial appointments and Accountability for judicial conduct and performance
Recommendations: The independence of the judiciary is often assessed by reference to the security of tenure of judges. While we have made strides in securing tenure for judges, the judiciary remains vulnerable to executive influence because its budget comes under and is controlled by the Attorney General’s
Ministry. Pay raises, travel allowances and other perks are controlled by the Attorney General’s Ministry and/or the Ministry of Finance. In order to strengthen judicial independence, it is necessary Continued on page 14

that the budget for the judiciary be allocated by parliament directly to the judiciary on the basis of a budget submitted directly to parliament for consideration by the Chief Justice. The funds of the Judiciary should constitute its own public fund separate from the Consolidated Revenue Fund and the fund should be managed by finance officers answerable to the Chief Justice. In similar fashion the budget for the Judicial and Legal services Commission also needs to be allocated directly by parliament on the basis of a budget submitted directly to parliament for approval by the Judicial and Legal Services Commission. The budget for the judiciary and the Commission simply can-

not be left to the whims and fancies of the Attorney General, a political appointee. This current approach undermines the independence of both the judiciary and the Commission. The judiciary and the Commission must be financed as required by them and left to do their jobs in accordance with law. There further needs to be independent periodic reviews of the salary structure for judicial officers in order to keep compensation packages competitive. The review commission should include the social partners and its report published to the public. Judges also need to be entitled to a pension from a pension fund separate and distinct from that for the public service.
Accountability for Judicial Performance There is a woeful lack of accountability of the court to the general public for the performance of their duties. This is true of the Supreme Court and the Court of Appeal. A list of cases awaiting trial or judicial consideration must be continuously published and so too must the number of trials held and cases awaiting decision. There must be some recourse by litigants and accused persons for requiring firm dates for the trial of pending cases and for the delivery of decisions by the courts. Judges must also be subjected to removal from office for a failure to deliver timely decisions. The following actions are recommended to address the foregoing:
Recommendations: 1. The enactment of a new Supreme Court of Judicature Act recasting the role and function of the Chief Justice to emphasize the supervision of the performance of all Supreme Court and Court of Appeal judges and allowing for him to sit on either court from time to time in important matters of his choosing. The new Act is to create specialist divisions of the Supreme Court, each staffed with at least one full time judge and a Deputy Registrar. These are to include a Constitutional and Administrative Division; A Family Division; A Commercial Division and a Criminal Division. The Criminal Division of the Court must sit full time in all districts and each court must be staffed by full time resident judges. Further provision should be made for applications to the Chief Justice for the delimitation of time within which trial and/or decisions must be done where there has been inordinate delay in fixing trial dates or delivering decisions by any judge and providing for appropriate sanction where such delimitations are exceeded. Court sessions are to be abolished. And the Chief Justice is to prepare and submit directly to Parliament the required budget for the judiciary.
2. The enactment of a new Court of Appeal Act creating a civil and criminal division of the Court of Appeal and abolishing court sessions. The Court should sit year-round and both divisions need to be staffed by full time resident judges. The position of President is to be redefined to create two positions: a President for the civil side and a President for the criminal side of the court, both of whom are to be answerable to the Chief Justice. The foregoing is intended to give effect to a new expanded organizational structure for the judiciary with the Chief Justice as its administrative head and specialist judges appointed to preside over specialist divisions of the court all of whom are to report to the Chief Justice. The Court of Appeal is to be brought under the administrative control of the Chief Justice and is to be divided into a Criminal and Civil side in order to more efficiently address the need for appeals. All registry functions, as quasi -judicial functions, are to be restored to the administrative control of the judiciary. This new approach to the administration of justice in Belize will also require new physical infrastructure in every district representative of the importance of the rule of law in the country. RADIATION IN OUR HANDS AND OUR HOMES
By Senator Hon. Isabel Guadalupe Bennett The whole talk of radiation can be very frightening for some people. For some they think that radiation is just for specific areas of work like scientific labs or nuclear plants. Whilst for others the topic of radiation is far from their vocabulary but in reality radiation is impacting all our lives on a daily basis to different degrees. But who cares about unstable atoms and the fact that unstable atoms differ from stable atoms. Why is it important to know how radiation impacts our lives on a daily basis anyways? Well Belize just passed the Radiation Safety and Security Act 2020 in the Senate Meeting on September 30, 2020. Therefore it is very important for us to try and truly understand how radiation impacts our lives. So what are some radiation-emitting electronic products that we are using in our personal and external environment? Radiation is energy that comes from a source and travels through space and may be able to penetrate various materials. Light, radio, and microwaves are a few types of radiation that are called nonionizing. Then there is the ionizing radiation that produces charged particles (ions) in matter. Ionizing radiation is produced by unstable atoms. Radiation can also be produced by high-voltage devices e.g., x-ray machines. Atoms with unstable nuclei are said to be radioactive. In order to reach stability, these atoms give off, or emit, the excess energy or mass. These emissions are called radiation. The kinds of radiation are electromagnetic (like light) and particulate (i.e., mass given off with the energy of motion). Gamma radiation and x rays are examples of electromagnetic radiation. Gamma radiation originates in the nucleus while x-rays come from the electronic part of the atom. Beta and alpha radiation are examples of particulate radiation. Interestingly, there is a “background” of natural radiation everywhere (ubiquitous) in our environment. Ubiquitous background radiation comes from space (i.e., cosmic rays) and from naturally occurring radioactive materials contained in the earth and in living things. So what is in your doctor’s or dentist’s office or in the healthcare industry overall that produces radiation? And what is in our homes or working environment that emits radiation that you need to become aware of? Ionizing x-rays are found in general radiography, dental radiography, fluoroscopy, computed tomography and mammography. At an ophthalmologist radiation is transmitted through the Slit lamp, retinal acuity, fluorescence spectroscopy and trans-illuminator. Sonic radiation is emitted to patients who use the ultrasonography, a Doppler ultrasound and even a color doppler ultrasound. In addition, the medical therapeutic radiation acoustic is
emitted via hyperthermia, Diathermy/physical therapy, bone healing and lithotripsy. From a surgical perspective, a surgical laser procedure is the way to go because it speeds up the patient’s recovery time because it is far less invasive. The use of intraoperative electron beam, ophthalmic PRK laser as well as procedure that uses a dental laser all exposes us to radiation. Other medical equipment that exposes us to radiation are those used for bone density measurement, geriatric bath (ultrasound) and even hearing aids. In the industrial world, radiation is emitted from dielectric heaters, sealers, food processing, dryers, air traffic control, cleaner and in welding. Even in the business, commercial and security world, we are exposed to radiation from people (contraband) scanners, baggage
x-ray, beauty and suntan parlors, fluorescent lamp, IR detector or security, reprographics, mercury vapor lamp, UPC readers, laser pointer, IR data transmit/ control, police radar, pest controllers, metal detector, security system (microwave), walkie-talkie, clothes dryer, microwave, jewelry cleaners, motion detector, and yes even our security system. From the household, entertainment and sports perspective, whether we wanted to admit it or not, our simple ultrasonic toothbrush, pest repeller, intrusion alarm/security, audio system/radio, massager, even our humidifiers, and yes those moments when you turned on the autofocus on our cameras. We commonly speak of the telephone ringer, cellular telephone, microwave oven, electric blanket, CB/amateur radio, remote controller, video monitor, halogen lamp, laser light shows, laser printer, suntan bed, lamps, CD and CD-ROM player,

15 laser toys/novelties, laser gunsight and yes your dear remote controller, digital display/monitor and night vision scope. And there are so many more products that can be on this list. As the reader, you might be wondering why such an extensive list of radiation-emitting electronic products? The main point was to help sensitize the public about items that we may often take for granted from various aspects of our environment. I am certainly not an expert on this subject matter, but it is an issue that interests me because it impacts health. I am so much more aware now of what constitutes radiation-emitting electronic products because of the extensive reading I had to do to review the Radiation Safety and Security 2020 bill. There is one very important issue that matters most now is the fact that the Radiation Safety and Security Act 2020 has been passed and the government has an obligation to educate the nation about the bill. But equally, important is the fact that each of us needs to educate ourselves about radiation because as a people, we have generally been aloof regarding this matter. Make your health count and educate yourself because being healthy begins with you!

The narco-jets keep landing and gang violence continues unabated. And the authorities remain compromised with both groups due the morass of corruption that has overgrown the security forces, the public sector and their cohorts in the private sector. The criminalization of professionals, businesses and individuals not only have to stop; all laws that have eroded the rights of citizens need to be rolled back and struck from the law. The use of contributor’s fingers prints for social security operations is also an evasion of privacy. There is more financial loss investing in failing utilities than the pilfering occurring with inside collaboration of fraudulent claims. No politician should have access to citizen’s personal medical records. And to force the Director of Public Health Services to release that data or be charged as a criminal is unconstitutional. So too is divulging people’s private information, when registering for a licence, to the superpower or their surrogate which provides computer equipment (wolf in sheep’s clothing) to the department of transport. We also must discontinue reporting to foreign bodies, any and all reports filed at the authorities, especially those that are just false reports or charges. The sending and receiving of remittances have become criminalized and so too have businesses which fail to register and pay the annual “money laundering tax.” The amount people transact should be equal to their counterparts in the USA and the same ease of use be applied. A full Senate enquiry needs to be aired into the debacle of the “Sanctuary Bay” heist of duplicate titles which led to the closing of one of our international banks and the retrenchment of jobs. Both oversight authorities, protocols and their management of the situation must be investigated to find out where the banking and anti-money laundering systems failed despite the overbearing “criminalizing” clauses in the anti-money laundering and terrorism prevention act. And individuals must be held accountable. Today more than ever before Belize needs a law that protects the citizen’s privacy against the abuse by government authorities. And any misuse of that authority should carry a criminal penalty. Why bully the people with security forces and long machine guns on every road 365 days a year? Only dictators need to exhibit such muscle. German authorities at the Nurnberg trials admitted that these abuses can happen in any ideological regime. Perhaps more a more poignant reminder of how regimes govern using fear and hunger is the story attributed to Stalin, who described that even a bleeding plucked chicken will follow you for corn, being driven by their hunger. While our “Machi-villian” prince has done so, for more than a decade, this practice must discontinue. We must roll back those laws that infringe on privacy and defund those programs that continue to exist to the detriment of professionals, businesses and citizens.

JOHNNY IS THE NEW PRIME MINISTER If God is willing, and the majority of voters do what they are saying, Johnny Briceño will become the new Prime Minister of our country. There is no way our country could ever survive another five years of corruption and incompetence. Whatever fault, whatever shortcoming some voters feel about PUP, can never be such that keeping the same UDP in office can ever overcome. If Barrow could not control the corruption and had to plead, “for God’s sake stop it” to no avail, how will quarrelsome Faber control them. Equally destructive is the lack of ideas and failure to improve anything in the country. Belize is in a very, very bad situation. Fifty odd percent of our people are living in poverty. During a period when the government borrowed and squandered millions, indeed billions of dollars. Any fool can build streets and roads when there are billions of easy money from Petro Caribe. But it requires vision and caring for our people to spend on top quality health care on hospitals. Free education for all young persons to attend college and sixth form is no more than twenty million dollars. How could Barrow, Faber and their gang have no heart for our young people. Johnny Briceño, time and time again publicly and in the House of Representatives offered to work with the government to tackle the crime problem. Not even a token response came from the UDP government. With over a hundred persons murdered every year for the past twelve years, we find it unbelievable that the UDP are even asking Belizeans to vote for them. And so it is. As with the awesome neglect of Health care, education and violent crime, so it is for everything else. Also ignored, agriculture, fishing, social services, human development, protection of women, job creation, skills training to name a few. The UDP has no record of achievements. Their record is one of robbing the treasury, feeding at the trough, stealing monies, unnecessary infrastructure projects and bloated contracts in order to thief more and more. Their greed stinks to high heaven. And dear readers, let us interject this issue, While the UDP’s neglect has been on all Belizeans, from Corozal to Toledo, from Benque to San Pedro, we wish to highlight the conditions of Belizeans living on the south side of Belize City. Dean Barrow, Patrick Faber, Finnegan, Boots Martinez in particular provided no leadership, no programs, no projects, no housing, not even a neighbourhood watch for the embattled residents of southside. No cultural programs, no sports, nothing either. They literally abandoned these people. A meagre handout and food pantry cannot end, could never replace the hard work needed to lift people out of their unfortunate conditions. They deserved better. And better is coming. Johnny Briceno will put Barrow and that gang to shame. On 11th November, it will be 31 millionaires versus the Peoples’ Team. The people have to win. The UDP have to lose. Tek deh money and vote them out. IT’S A WEIRD THING Four weeks before general elections Dean Barrow is handing over the UDP party leadership to Patrick Faber. He never wanted Faber to be the Party Leader. He preferred John Saldivar. A highly publicized UDP Leadership convention was held and Faber was badly beaten by Saldivar, even as Saldivar was stuck in the mud of corruption scandal involving American criminal Lev Dermen. Two days after Barrow forced Saldivar on the minion Ministers, Saldivar had to resign.

Faber got his wishes. He is the party leader the party did not want. Like bad luck for him. This Thursday 8th October, the tattered, discredited, scandal ridden UDP is thrown into his lap and on the 11th November, the people will throw them out of government. No doubt Saldivar and Gapi Vega will be planning a new leadership convention. COVID GOES TO PRISON As our worst fears are coming through regarding covid-19, it continues to spread among Belizeans. It is obvious that the government has lost control over the virus. They are more interested in controlling the coronavirus assistance monies. Now the vulnerable inmates of the prison are under siege. Six prison officers and three prisoners are infected. The government does not have money or tests to check on every prisoner or officer, so they all have to wait until they catch the virus to get a test. By then, it is too late. FABER GET WOMAN FUM-FUM Patrick Faber get slap up, box up and punch up verbally by none other than the warrior from the teachers Union, Elena Smith. The quarrelsome Minister, who is always picking on women, picked on the wrong woman to tackle with on Facebook. Faber got vexed because Elena asked whose mother was the same Minister naming a pre-school after. Immediately, Faber saw a quarrel he could not resist. He cursed up Elena on Whatsapp, even calling her an idiot. Yes, it is a shocking episode of unmanly behaviour by a Minister and wanna-be Prime Minister. When Elena finish with Faber, including asking if he wanted to wear a skirt (we are not sure if Faber said he preferred blouse and skirt to shirt and pants) but he was begging for mercy and apologizing for messing with Laila Ali Elena. MENTAL HEALTH World Mental Health Day is 10th October. Belize will do a little thing to mark the occasion. Two weeks ago on Oleander Street in Belize City an incident highlighted the serious shortcomings in dealing with these poor, unfortunate persons whose only sad sin is their minds are not intact. The person was aggressive, shouting at passerby and banging on vehicles. A police station is right at the corner of Oleander and Mahogany Streets. The police fired shots, but told the family they could not detain the person unless the mental health nurse or doctor requested it. Efforts of the family for weeks to get the Port Loyola mental health staff to help were unsuccessful. Dozens of families have been having this same problem. The new instructions to police is to leave mentally ill persons alone. THE ATTORNEY GENERAL IS ILLEGAL The person Dean Barrow made Minister of National Security and Attorney General is not an elected member of the House. Under the law he could only be a Minister if he was a Senator. So the person being an appointed Senator, was made Minister and Attorney General. Guess what, while Ministers can continue during a Caretaker government when the House is dissolved up until an election is held, all members of the House of Representatives and all Senators cease to be such. Elected members can continue to hold over as Ministers but unelected persons in the Senate are a different kettle of fish.

SIX STEPS TO MAKE GOVERNMENT MORE ACCOUNTABLE First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. • The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. • The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. • Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister. Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. • In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law. Fifth we must make the National Assembly function as the centerpiece of our government, complete with all requisite checks and balances. • That means that the next PUP Government will ensure a minimum of one House Sitting per month. And sixth now that Senator Aldo Salazar has finally released the findings of the Senate Select Committee on the hustle at the Department of Immigration. • We demand follow up action including criminal investigation and prosecution as deemed necessary.

Future Outlook: : Without some classes in the basic English language any new upgrade or skill will be difficult for Pablo Saul. It is difficult for us to assess positivity given the incompetence and corruption that surrounded him as an unqualified Minister of Health. Recommendation: Pablo Saul should start looking to upgrade the last skill he is known to have had which is electrical works. He should start looking for new certification venues as things have changed in 13 years so he will need to learn. He should forget Pharma as that will quickly go into his past. Well, maybe the Ministry of Health audits will keep it present for him.
