GOB SHUTS DOWN CATTLE TRADE The UDPs fight with the Belize Livestock Producers Association(BLPA) and virtually with the entire cattle industry is due to the fact that the money channels do not lead into UDP pockets. The corrupt UDP cannot see anyone else prosper. In March 2020, when Belize was losing foreign exchange and tax dollars due to the beginning of the Great Lockdown, the Government of Belize suddenly went into a hypocritical spite mode. At the time when there was much need they, with the Bullet Tree chairman as the Red Scapegoat, shut down the informal Cattle Industry and called it money laundering. By doing so, Barrow/Faber and the UDP called hundreds of cattle owner’s criminals even as there was no due process as there was with the guilty UDP old Prime Minister who spent 1.5 Billion unconstitutionally. That same Prime Minister had lead the cabinet of Ministers to approve Sanctuary Bay concessions. He of course had lied to the Belizean people saying no concession had been granted and worse yet that he knew of no Sanctuary Bay. This US record International Real Estate fraud was born in 2003 right at the Barrow and William’s Law firm. Was that formal or informal trade? The duped landowners are waiting for their pound of flesh. One should clearly see the hypocrisy in the GoB call to shut down the new post-lockdown informal trade by the Belize livestock producers. Instead of moving everything in their power to accommodate the much needed funds, the GOB puts into the practice what they know best...pettiness, incompetence and the poorest of decision-making. That substantive minister and others involved are still in charge of Belize. No jailtime yet. ---The Finance AND Reform Act amended by the UDP to incarcerate anyone who spends taxpayer money illegally...the UDP including Faber spend 1.5 Billion unconstitutionally...No jailtime yet but tacos are digested. ---Mask wearing is mandatory by the quarantine act..The Udp routinely breaks it as proven by pictures and video.(Udp Superspreader And Castro Smokes Beef) No jailtime nor fine as yet... ---The UDP House passed a last minute cyberbullying act to appease Kim(not the victims). The UDP cyberbullying continues unabated in an extension of 13 years of UDP bullying the

Belizean People. Now Faber prizes those who bully the most online. ---Social Distancing rules and mass gathering rules are in place to ease the spread of the coronavirus that has killed almost 50 Belizeans to date. That is 50 too many and most diagnosed after their death due to UDP incompetence with the testing protocol. Nevertheless the UDP found ways in the past days to ignore it all and form illegal motorcades and gather at basketball courts. Any charges? None!! Cases in point: The desperate UDP in Stann Creek West have 40 people in total that will vote for Land hustler and fraudster Ivan Williams. All 40 of them, one gun-toting and others maskless, got into an illegal parade and rolled into Red Bank Village, Stann Creek this past Sunday to disrupt the peaceful rest day. This ended in a melee when some of these illegal revellers invaded a private property. Guess who was charged? The PUP victims… Red Bank Village is ashamed of the color in its name. The residents who are voting for Rodwell Ferguson were peacefully waiting for November 11 when the vindictive and corrupt UDP will be voted out. The people will vote for Hope and John Briceño’s team which here includes incumbent Ferguson. Ferguson has done his best with the little subvention he receives which should somehow be magically be shared with 26 villages. The UDP government has systemically ignored Stann Creek and all constituencies with PUP representatives. Even in their own held constituencies most people were ignored except some of the very red. Dehn GOT TO GO….give way for everybody winning.

“Beware the Fat Cats”

mid all the fanfare of Nomination Day, those who were nominated and those who were not…we must endeavor to remember and keep focused on the importance of this election. This election is foremost about Belizeans, their overall quality of life, their access to health care, to applicable education, affordable and dignified housing and safety must be priority. Government achieves these goals through the proper planning and distribution of resources. These resources are collected from the people through taxes. These taxes are collected through our newly modernized Belize Tax Service Department. Our FIU has as its objective to ensure that together with other government agencies to prevent and suppress financial crimes. This week we may have missed the joint statement of these two agencies in response to several issues ranging from tax evasion and increased tax collection to the warning against bribing tax officers. We are shooketh! The FIU is awake, and means business or so they say. There are many instances where this memorandum of agreement will be most beneficial, because there are many glaring instances of gross tax evasion in this country. Tax evasion seems a sport to some of these politicians and their senior public officer lackeys. How do some of these people in the span of just twelve years with a set salary acquire such enormous wealth? We question also how some very senior members of parliament have gone on record to say they have received tranches clearly above what is allowed by law, and it has simply gone unchecked. All this is separate from the fact that certain members of parliament have amassed property well above their pay scale in record time and we wonder then why the FIU or the Belize Tax Service Department has not initiated an investigation. There are many glaring instances of gross illicit enrichment and clearly there has been no effort to look into the owners of those lovely yellow houses that seem to be sprinkled all over Belize City. It must be said that there are also many foreign bank accounts that must be investigated as tax evasion is rampant among the elite. “Give unto Ceasar…” This statement sounds just like another way that the UDP have kept the poor and middle class oppressed. They say pay your just taxes, and we should. The real question is are we all paying our due? The rich seem to get richer, the middle class is all but disappeared. Belizeans are all being violently pushed into poverty and are now being warned that they must pay up. Progress can happen only when we get value for money spent, when we the taxes we pay are just and equitable and the government spends wisely and invests in Belizeans and Belize. The economic policy of the PUP is a plan to move forward together all of us. John Briceño understands that all our fates are entwined and we must forge ahead together all of us with no Belizean left behind. For too long the poor have subsidized the “fat cats” in this country. Our toil and taxes have allowed them luxuries they have not earned and we have paid and will continue to pay for years to come. It is time to get rid of all these fat cats on November 11th!

Scum-sucking Shyne When Jamal bin-Laden Barrow kicked his wife, the mother of his child, in her back, we knew that was low. What type of man (and we use the term man loosely) does that? We weren’t surprised when daddy Dean didn’t say a word. He always seems to disappear when it comes time to pass judgment on his spawn. We weren’t even surprised when nobody in the UDP, not even the women, had anything to say. Remember that these are the same women who always stand front and center whenever that 20,000 march thing happens. They never miss the opportunity for the photo op. But when it comes time to stand up for real, they go mute. Anyway, like we said, no surprise there. We were, however, caught off guard when Jamal, the same Jamal who kicked his wife in her back, made her do a video praising him and talking about what a great husband he is. We can’t blame her at all, and what we write here is not designed to cast blame on her. She is a victim. But what we will say is that there has to be something wrong with any woman who will vote for that fool Jamal. We knew he was scum from the minute he set foot in Belize, crying about how he needs to get back to the US. But this is a new level of low. He’ll get his. Believe that. Everyday they’re hustling It was painful to watch Manuel Heredia dancing barefoot on Nomination Day. We hope and pray that he never attempts to do that again. Sources inside his camp tell us that he may have tried his best to smile that day, but he is panicking after the PUP earlier this week brought out ads revealing that he has been conducting some serious business in the Lands Department. According to the ads, Manuel may have lucked into a get rich scheme where he uses his connections, allegedly with the Deputy Commissioner of Lands, to get title to land in San Pedro and Caye Caulker put in the name of certain specific persons. Those persons then reported find buyers for the land, and everybody’s happy and some people’s bank accounts are being wadded. Manuel, we are told, wants to know who from the Ministry of Lands is leaking that information. We think he has other things to worry about. The PUP has

made it clear that when they form the next government there will be audits done and investigations carried out. All who have fleeced the public purse will be punished. We’re not sure how that barefoot thing would go down on the Kolbe compound, but we sure wouldn’t mind it happening. Uncle Boots Because of the threat of lawsuits, we’re not allowed to use the word crack in the same sentence as Boots. We’re not allowed to say that Boots always acts like he’s desperately in need of the next fix. Hell, since Granma Kim got all self-righteous on us, we’re not even allowed to say that he acts retarded. Don’t want to offend Grams. But seriously, look at him. Crazy, isn’t it. Now he’s coming with a new thing, reinventing himself so to speak. Meet Uncle Boots, the uncle nobody ever speaks about and the one you never want visiting. You know, the type of uncle that makes you hide the silverware when he comes around, and send the children to bed early because you don’t want them sitting on his lap. That right there is Uncle Boots. He claims that he’s done so much for the people of Pickstock that they fondly refer to him as Uncle. Lmao! Have you all seen Port Loyola, where Boots was Minister for 13 years? We know the people there have called him a lot of things, most having to do with a certain rock-like substance, but ain’t nobody ever called him Uncle. After so many years of neglecting his area while he himself became a millionaire, Uncle Boots thinks he can pull a rabbit out of a hat and win Pickstock. Please, Granma Kim, can we say it? Just once? Boy Toy There is something seriously wrong with the man from Belmopan, the one who used to pose naked on Egyptian cotton sheets with a now convicted murderer. John Saldivar, Mason’s boy toy and Levon’s tranche-man, was on TV Wednesday saying the people of Belmopan will vote for him because they know him. Hell, we know pit latrines have shit in them. We know they stink. We know that. But doesn’t mean we like them at all. And the truth is that Saldivar is a couple rungs lower than the average pit latrine. He says that he will win, because although he begged for money like a desperate crackhead from Dermen, it was to feed his people in Belmopan, so that makes it okay. He says although he was best friends and shared many cozy late night sessions with a convicted murderer, that doesn’t make him a bad person. We think John has lost it. We have faith that the people of Belmopan, because they do know him, will vote him out once and for all. It’s time.

Party Leader John Briceño’s Address at the PlanBelize 8th Virtual Rollout October 20, 2020

Necesitamos JOBS; Turning the Economy Around Chris(Coye) laid out the case for all of us. The UDP government, with its gross mismanagement and rampant corruption, has taken us to the precipice of economic ruin. The absence of any contingency funds, the unsustainable debt levels and the poor state of government finances severely limit the tools at the government’s disposal. Government is now broke and has resorted to borrowing to pay bills but with no plan to bring back and grow the economy. Now, the borrowing is drying out, the credit card is maxed out. What this means is more hardship for our people, especially the poorest among us. But this sorry state of affairs, cannot be the end, we have to look ahead and tonight my promise to you is that we will bring this economy back and we will do it together. We all know that the private sector is the ultimate engine of this economy. Any economic resurgence must involve the private sector as a key partner. Without a robust private sector, there are no jobs, so we will need the private sector to invest, expand their existing businesses and start new ones so that we can sustainably create jobs for the long term. To do this, we will immediately establish a public-private Economic Recovery Task Force to make recommendations to Cabinet on economic recovery action items. To mobilize private capital, public private partnerships will be encouraged especially for large scale projects. Such projects may include efforts to achieve lower energy costs and national energy independence particularly through climate finance sources like the Green Climate Fund, The UK Climate initiatives and other partners. If we can lower the cost of energy, we will lower the cost of doing business. Our government will also fast track private sector investments. Projects like the Caye Chapel Four Seasons and Blackadore Caye projects, among many others, should not be allowed to languish but driven towards progress. This will unlock hundreds of millions of dollars of direct foreign exchange investment into Belize, leading to hundreds if not thousands of construction jobs and ultimately permanent operational staff. To help us with this, I will establish a special unit in the office of the Prime Minster to supervise monitor these initiatives. Without prejudice to such effort, certain macroeconomic fiscal and monetary action must be urgently undertaken to jumpstart the economy. First, we have to reduce Interest Rates, maintain Liquidity and Increase Lending. While government’s borrowing sources may be drying up, the banking system remains highly liquid with overall excess liquidity in the vicinity of three hundred million dollars. To be honest, interest rates have not come down in any significant manner. In fact, interest rates on residential loans have begun to inch upwards. We will reverse this trend and make sure interest rates come down. To this end, the Central Bank with the support of the government will be far more creative in causing the reduction of interest rates, maintaining adequate liquidity and fostering increased lending to export-oriented foreign exchange generating sectors and to small and medium enterprises (SME’s). Second, we will Prioritize Capital Expenditures that Generate Long Term Investment Returns; Capital Expenditure by the government will not be discontinued but will be focused on infrastructure investments that generate investment returns for the long term. We will not make bad investments like the nationalization of BTL, the perennial loss-making National Bank of Belize and the senseless Caracol road. We will instead focus on constructing an efficient national logistics network. Among other things, the coastal road will be completed, a North South agriculture corridor will be constructed from Blue Creek to the Western Highway through the Valley of Peace and bulk-shipping capacity development will be encouraged through our major ports. A Riviera Maya to Ambergris Caye Bridge and road infrastructure project will be undertaken to connect Ambergris Caye to southern Mexico’s Riviera Maya. Given the limited foreign exchange reserves, particular focus will be given to supporting and enhancing tourism, agriculture and other export-oriented foreign exchange generating sectors. Let me start with Tourism which has represented almost half of our economy. The fallout on this sector as a result of the pandemic has resulted in a massive contraction in the economy. It has also caused the loss of tens of thousands of jobs, a fiscal crisis, a debt crisis and a foreign exchange crisis. I know we have to diversify but as Belizeans like to say, ‘you do not need to throw out the baby with the bathwater’, we can take such steps as to ensure the immediate resurgence or the tourism industry but with a more resilient strategy. Tourism as the sector economist would say is where the low-hanging fruit is. Tourism is one of those industries that can bring back economic activity and create jobs rapidly. But to do this we will have to improve our marketing practices and use the resources of BTB more prudently. This will also mean adjustments to our policies and laws to incentivize long term stays, and to incentivize investing in second homes and condominiums in Belize. If we do these things, San Pedro and Caye Caulker, two of our major attractions for overnight tourism, will have to see infrastructure improvements. We will invest heavily in human and other infrastructure in San Pedro and Caye Caulker. This will include not only investment in roads, but more urgently in developing and improving the sewage system for both islands especially for Caye Caulker, and the communities of San Juan, San Pedrito, Escalante and DFC subdivisions in San Pedro. The connection of Caye Caulker to the national grid is also an urgent priority. And we will not just promise but will encourage the development of a public-private partnership for the construction of a hospital in San Pedro. In the same vein, the Placencia International Airport will be completed to open up the south, in alignment with the National Tourism Strategy Plan. Keeping to building the tourism product in the south, a revival of Dangriga will be engineered by enhancing what Dangriga has to offer – the sharing of its rich Garifuna culture. At the same time, immediate steps must be taken to enhance other sectors that clearly not only have vital importance in food security and sustenance but that offer real opportunities for economic growth and broad diversification. Agriculture and livestock represent key sectors that offer such opportunities from North to South. Our foreign affairs and foreign trade ministry will be specifically tasked with gaining market access. Mexico, CARICOM, Guatemala, Canada, UK and Taiwan will be priority countries for gaining, improving and enhancing market access for our agriculture, livestock and aquaculture products - Mexico and Guatemala for our cattle and other meat products in particular, CARICOM for our plethora of agricultural products including sugar, citrus, beans and others, Taiwan for our shrimp, fish and meat products, among others. While we have ample areas of arable land and pasture for emergence in agriculture and livestock, our farmers have been neglected. Our industries have been ravaged by disease and disorganization. This will change. In the South, we have pastures with no animals. We will re-establish a cattle program by distributing heads of cattle that will be repaid on reproduction. Technical support will be provided to cacao farmers to re-organize and enable them to grow and expand cooperatively and profitably. Farm management protocols will be established and closely supervised with a view to vector and disease control, especially for citrus crops to enable their resurgence. We will support the development of farming of alternative products for export including plantain, cacao, turmeric, rice in the South, grains, sorghum and the return of papaya in the North. DFC will be reengineered and streamlined to provide what it was supposed to provide – development finance. Access to low cost funds from CDB and other multilaterals will be secured while the operational costs of the institution will be significantly reduced so that DFC is in a position to offer cheap finance to agriculture in particular. If there is one area where UDP failure in most pronounced it is in regard to governance. Let me start with their failure to manage our debt. By squandering cheap monies like the over $400mn in Venezuela finance rather than reducing our debt, we are today without any contingency fund or flexibility in times of crisis like the COVID crisis we currently face. Debt levels have spiraled out of control bringing the government to the brink of bankruptcy, threatening our foreign exchange peg and the overall collapse of our economy. We must seek to reign in these debt levels immediately. This means the immediate establishment of a dedicated debt management unit within the Ministry of Finance. The goal of the incoming PUP government is to reduce the surging debt stock back to sustainable levels below 90% of GDP within 5 years and ultimately to below 70 percent of GDP while at the same time ensuring ample financing remains available for government priorities. If that will mean the restructuring of certain debt, then that will be the task to be undertaken forthwith. A major hindrance to growth is corruption. Under this UDP government, corruption is everywhere from top to bottom. It not only increases the cost of doing business in Belize and acts as a deterrent to investment, but it ultimately hurts most the most marginalized, the poorest among us as it robs the government coffers of scarce resources that would be used to help those most in need. We will root out corruption from every corner of government. To signify the importance to the PUP of rooting out corruption in our country, we will establish and entrench a new Anti-Corruption Commission in the supreme law of our land, the Constitution of Belize. No member of this Commission will be selected by any of the political parties. They will instead be selected entirely by our social partners – the NTUCB representing the trade unions, the Chamber of Commerce representing the business community, the Council of Churches, the Bar Association and the Institute of Chartered Accountants. There will be a minimum budget threshold of 0.2 percent of recurrent tax revenues which should translate to around $2 million per annum. By virtue of constitutional amendment, all oversight bodies including the Anti-Corruption Commission, the Auditor General and the Senate shall have and enjoy the powers, privileges and immunities of a Commission of Inquiry. They shall each have power to summon witnesses and to call for the production of books, plans and documents, and to examine witnesses and parties concerned on oath. Belize is on the verge of economic collapse, but in spite of the weight of all the wrongs of corruption, mismanagement and utter incompetency, it is still hanging on. This is because Belize has so much to offer and investors, local and foreign alike, see the opportunities. Many investors have adopted a wait and see approach. They are waiting for the skies to clear up, the system to be disinfected of corruption, the bottlenecks to be removed before they invest. In other words, there is heavy pent-up demand for the Belize product. But we have to do our part to make doing in Belize far easier. Apart from our anti-corruption efforts, interaction with government departments will be streamlined as we implement our e-government agenda. Our goal is to make 90% of government services available online 24/7 within 5 years. Priority areas undoubtedly include the Lands Department, the Vital Statistics Unit, the Labour Department, the Immigration Department and the Central Bank of Belize, among others. In addition to e-government, we shall remove/relocate corrupt officers as necessary, eliminate corrupt, extortionary and unlawful practices, deal with the backlog and improve service level standards across the public service. I have laid out for you tonight a realistic, doable plan to get us through the coronavirus pandemic and to place us ready to build back our Belizean economy so that we can get on with the work of building a Belize that works for everyone where Everybody Fi Win. Tomorrow is nomination day(Oct 21) and on Thursday we will be rolling out our full planbelize. PUP ECONOMIC VISION: REVIVING THE ECONOMY

By Hilly Bennett Honourable John Briceño and the People’s United Party launched the party’s policy and their vision to revive the Belizean economy gasping from a destructive, corrupt, incompetent United Democratic Party Government. The first presenter and PUP economic consultant Christopher Coye eviscerated Dean Barrow’s take on the economy as submitted in his swan song budget presentation 2020/2021. The then Prime Minister, proffered that he “considered the results for this year and the proposal for the next, to be persuasively positive, born of dexterous public sector management and there has been an unprecedented span of steady growth, fiscal strength and macro-advancement.” The reality being experienced by the many unfortunate Belizeans is sinking deeper into poverty. Cost of living continue to rise as well as the light bill, the grocery bill, the water bill, the house rent, the mortgage payments, the school fees and medical expenses. These expenses have become a burden on the masses, especially the ones at the bottom of the societal ladder mired in poverty and misery which has become unbearable. Eventually Barrow cunningly blamed the black swan situation, the COVID-19 pandemic for the economic downturn of the Jewel. Clearly, evidenced by Coye was that the state of the economy was not just bad but was atrocious and shockingly bad. The outgoing PM phony rhetoric that the state of the economy was doing well was upended. Coye reminded the populace that prior to the pandemic Belize was already in a year of contraction not expansion. National Income measured as GDP had shrunken by over 1% in quarter one of this year. Pre-COVID the Belizean economy had contracted over 4 1/2 %. Pre-COVID unemployment was already on the rise at over 10%. The poverty rate had surpassed 50% and the debt was approaching 100% of GDP. Foreign reserves accounted for three months of imports. In addition, crime was spiralling out of control and corruption had become uncontrollably rampant and blatant. The dreadful state of the economy is now worsened by the corona pandemic. In 2019, tourism accounted for 45% of GDP, 40% of total employment and 42% of total export. Since March of 2020 cruise tourism is non-existent, while overnight tourism has fallen to virtually zero. Although other sectors of the economy such as agriculture and construction was dealt a blow by corona, the tourism industry was hit the hardest. However, the lack of fiscal stewardship pre-COVID, compounded by the utter mismanagement and incompetence in the handling the approach of the virus by the Barrow administration, has placed the economy on life support. In 2008, the UDP Government inherited an economy that more than doubled in goods and services from the PUP. At the same time average growth rate was 5% from 1998-2008. The fiscal deficit was less than 1% and the legacy of a primary surplus. The successful debt restructuring by the then PUP Government realised a net cash flow relief of USD 481.5 million for the period of 2007-2015. Also in 2008, the UDP Government had at their disposal BZ180 million in savings from the debt servicing. Ad-

Welcome Remarks by: Cordel Hyde National Deputy Leader At the launch of #PlanBelize Manifesto Belize Biltmore Plaza 22 October 2020 -- They say I’m to give the introduction, at this our party’s 2020 manifesto launch. I suppose that allows me to say a few things I’ve been wanting to say. This People’s United Party 2020 team is not a one man army. This is a team of talent. Yes, this team is led by John Briceño, but this is not the Dean Barrow freak show. This is not a “his way, or the highway” leader. This is a team of talent. We have doctors and attorneys. Builders and businesspersons. Activists and athletes. Soldiers and servant leaders. Lovers of people and developers of people. Teachers and bankers and farmers. We’re a team of talent. The 1998 PUP team is considered arguably the most talented political team ever assembled; that team has nothing on this team. Talent wise, I must hasten to add. This manifesto is a reflection of that. Our leaders were allowed to dream, to consult, to lead, to marshal all the wisdom and ideas they could muster into policy papers and documents. It wasn’t about what the leader likes or wanted; it was about what’s best for the people; what’s best for Belize. It was about the power of ideas, how do we become a truly independent nation after 39 years of dependency? It’s about the future and how to lift our people up from the dark ages of the last 13 years to an enlightened era. We are a rich country; there is no reason why our people should be living this poor. 400,000 people in a country this big, this fertile, this rich should not be living like this. This is not about building bridges and buildings; it is about building people. It’s about listening to people, hearing their concerns, feeling their pain, their blighted hope, seeing what’s left when hope unborn had died. It is about the dirt road, and no road, the mud floor, the broken down windows, about sleeping on wet floors, and breathing in sick air, about people having crocodiles for neighbours while next door the government builds a 25-million-dollar building. It’s about prioritizing the people who need our help the most. About ensuring that no child drops out of school because their parents can’t pay the fees.

The great George Price said that “nation building is a task for giants.” We will need to work hard and make sacrifices and be disciplined and be about each other. Have love for each other! It has to start with us as a people. Change comes when small groups of people in the community work together to change their attitudes and perceptions

of themselves and when that happens that change will spread out like a mighty river to the other parts of the community and country. Incredibly, this document will ensure that people in all the little crevices all over this country will be given back their respect, their dignity, the control of their lives and the lives of their families. The economy should be transformative and democratic and based on dignity; it cannot be about maintaining the status quo… It’s the ecology of the caring community…But first we must rewire ourselves. We need to teach our young about cooperatives and collective ownership. We have to be one for all, and all for one. We have to be our brothers’ and sisters’ keepers. I’m excited about this our 2020 Plan for Belize!

Castro ONE LAST STRAW

A leaked recording of a phone call places ex-Representative for Belize Rural North again squarely at the center of a corrupt act and in this case illegal. Castro is known to have cleared cheques, cleared out of Taiwan, cleared visas and he has literally cleared out of Belize Rural North for a long time now and living in Cayo. Last minute, Castro, like other UDP SBs, has been seen visiting his former constituents in what is felt to be more of an insult as he brings undesired masks and an empty water bottle. In the recording he is trying to convince the caller(victim) to make a untrue report to his insurance company. The victim is being asked to take the blame. This is of course insurance fraud and Castro seems to be used to this. Castro rams the other vehicle yet wants to save face. Castro is unaware that he has no good standing with anyone. Castro will get a rude awakening at the end of November 11. He will have to give an accounting to the law. He is also guilty of conspiracy to continue defrauding his country by placing himself as a candidate once more. Castro will be one despot that will flee without clearing any Belizean land.

Macro Action Without prejudice to such efforts, certain macroeconomic fiscal and monetary actions must be urgently undertaken to jumpstart the economy. Reduce Interest Rates, Maintain Liquidity & Increase Lending - While government’s borrowing sources may be drying up, the banking system remains highly liquid with overall excess liquidity in the vicinity of $300mn. Interest rates, however, have not come down in any significant manner. In fact, interest rates on residential loans have begun to inch upwards. We will reverse this trend and make sure interest rates come down. To this end, the Central Bank with the support of the government will be far more creative in causing the reduction of interest rates, maintaining adequate liquidity and fostering increased lending to export-oriented foreign exchange generating sectors and to small and medium enterprises (SMEs). Prioritize Capital Expenditures that Generate Long Term Investment Returns Capital Expenditure by the government will not be di scont inued but wi l l be focused on infrastructure investments that generate investment returns for the long term. We will not make bad investments like the nationalization of BTL, the perennial lossmaking National Bank of Belize and the senseless Caracol Road. National Logistics Network - We will instead focus on constructing an efficient national logistics network. Among other things, the Coastal Road will be completed, a North South agriculture corridor will be constructed from Blue Creek to the Western Highway through Valley of Peace and bulk shipping capacity development will be encouraged through our major ports. Riviera Maya to Ambergris Caye - Bridge and road infrastructure will be undertaken to connect Ambergris Caye to southern Mexico’s Riviera Maya.

The UDP government, with its gross mismanagement and rampant corruption, has taken us to the precipice of economic ruin. The absence of any contingency funds, the unsustainable debt levels and the poor state of government finances severely limit the tools at the government’s disposal. Government is now broke and has resorted to borrowing to pay bills, but with no plan to bring back and grow the economy. Now, the borrowing is drying out and the credit card is maxed out. Notwithstanding this sorry state of affairs, we WILL bring this economy back.

Private Sector Participation

The private sector is the ultimate engine of this economy. Any economic resurgence must involve the private sector as a key partner. Public-Private Economic Recovery Task Force A public-private economic recovery task force will be immediately established to meet on a regular and continuing basis to make recommendations to Cabinet on economic recovery action items. Public Private Partnerships - To mobilize private capital, public private partnerships (PPP) will be encouraged, especially for large scale projects. Such projects may include efforts to achieve lower energy costs and national energy independence particularly through climate finance sources like the Green Climate Fund and others. Fast Track Private Sector Investments - Our government will also fast track private sector investments. Projects such as Caye Chapel Four Seasons and Blackadore Caye, among many others, should not be allowed to languish but driven to progress. This will unlock hundreds of millions of dollars of direct foreign exchange investment into Belize, leading to hundreds if not thousands of construction jobs and ultimately permanent operational staff. PPP Unit in the OPM - These initiatives will be supported, supervised and monitored through a PPP unit established in the Office of the Prime Minister.

Sector-Specific Action Given the limited foreign exchange reserves, particular focus will be given to supporting and enhancing tourism, agriculture and other export-oriented foreign exchange generating sectors.

Tourism Tourism has represented almost half of our economy. The fallout in this sector as a result of the pandemic has resulted in a massive contraction in the economy, loss of tens of thousands of jobs, a fiscal crisis, a debt crisis and a foreign exchange crisis. While the instinctive reaction may be to say that we need to diversify away from such a fickle sector, a wiser approach is to acknowledge its current importance to our economy and to take such steps as to ensure its immediate resurgence, but with a more resilient strategy. This is the lowest hanging fruit that can bring back economic activity and create jobs rapidly. Improved BTB Targeted Marketing and Use of Resources - This will mean improved targeted marketing practices and more prudent use of resources by the BTB. Incentivizing Extended Stays & Second Home Investments - This will also mean adjustments to our policies and laws to incentivize long term stays, and to incentivize investing in second homes and condominiums in Belize. San Pedro & Caye Caulker Infrastructure Works - San Pedro and Caye Caulker are undoubtedly the major attractions for overnight tourism. Yet, these locations have largely been abandoned by this UDP government. We will invest heavily in infrastructure in San Pedro and Caye Caulker. This will include not only investment in roads, but more urgently in developing and improving the sewage system for both islands especially for Caye Caulker, and the communities of San Juan, San Pedrito, Escalante and DFC subdivisions in San Pedro. The connection of Caye Caulker to the national grid is also an urgent priority. San Pedro PPP Hospital - We will also encourage the development of a public private partnership for the construction of a hospital in San Pedro. Placencia International Airport - To open up the south, in alignment with the National Tourism Strategy Plan, whether by way of a PPP or otherwise, the Placencia Airport must be completed. Dangriga Cultural Tourism Village & Town Pier – A revival of Dangriga will be engineered by enhancing what Dangriga has to offer – the sharing of its rich Garifuna culture.

This collaboration will offer a rapid and evidence-based, decision making that will drastically improve the response and service delivery. The strategy will be built on the implementation of 4 pillars: • Material: Ensure all health facilities and staff have the supplies they need to respond to the crisis • Staff: Mobilize and rationalize clinical and nonclinical personnel according to need • Infrastructure: Secure space to accomodate surge capacity • Systems: Establish systems to integrate the response effort (data, communication, transport, referrals etc)

At the same time, immediate steps must be taken to enhance other sectors that clearly not only have vital importance in food security and sustenance but that offer real opportunities for economic growth and broad diversification. Agriculture and livestock represent key sectors that offers such opportunities from North to South.

Debt This government has failed to properly manage government debt. By squandering cheap monies like the over $400mn in Venezuela finance rather than reducing our debt, we were left without any contingency fund or flexibility in times of crisis like the pandemic we currently face. Debt levels have spiraled out of control bringing the government to the brink of bankruptcy, threatening our foreign exchange peg and the overall collapse of our economy. We must seek to rein in these debt levels immediately. This means the immediate establishment of a dedicated debt management unit within the Ministry of Finance. 22 October 2020 Good morning today is a school day and I am supposed to be with my hard -working staff at St. Peter’s Anglican School. I hope they will not call me out for skipping this morning’s session, but I thought it was important to be here with John at the launch of #PlanBelize. Every day I wake up and give thanks for seeing another day. I give thanks for our family and for the blessings I enjoy as a Belizean. John and I have been truly blessed, we have three wonderful sons, and a beautiful and intelligent daughter-in-law who will soon make us proud grandparents! Family is important to both of us and for John the family is more than just the six of us, it’s our brothers and sisters, it’s the tio’s and tia’s, the cousins, grandparents and yes, close friends too. For both of us all these incredible people help to make us who we are, and they all influence our lives. In many ways our home, our life is no different than yours, we fight over whose turn it is to wash the dishes and of course the remote. We scold our boys when they disobey – well I scold our boys, John leaves that to me, and we do the best we can as parents because we want to be the best parents we can so that our sons can grow up and be successful in life. I don’t need to tell you about John the politician, he has been at it for years and the fact that he keeps winning is a sure example that he is good at it. But today I want to take a minute to tell you something that is special about my husband. John is a person who cares deeply for others and he cares deeply for this nation. He is dedicated to his political work and is driven by his commitment to hard work. He truly believes success comes with dedication and real determination. We share those values and do our best to instill them in our boys every day. We want them to understand that they can do anything if they apply themselves, do their best and never give up. Now, I know there are some who are trying to say otherwise, but John’s record speaks for itself, it is seen in his success as a politician. In him you will find a leader who will work hard every day, who will build a team of like-minded people who believe in hard work and dedication. He will insist that those who offer themselves work hard, treat people with respect and serve the people. That is why when he set out to put this plan together, he pooled the talents of numerous persons from all walks of life. He does this to build a team that is dependable, inclusive and that will deliver results for the Belizean people, especially those who are less fortunate. These are difficult times and I promise you that John will be the kind of leader who will face the challenges before us, determined to overcome because he believes that together we can and will build a Belize for everyone. Remarks by: Hon. John Briceño Leader of the People’s United Party At the Launch of the #PLANBELIZE 22 October 2020

My Fellow Belizeans, There is no vote in our post-Independence history that is more consequential than the vote which the Belizean people will exercise on Wednesday, 11th November 2020. Our opponents, clinging to power with their last political breath, pay lip service to the importance of your future. After 12 years and 3 terms their dismal record should leave us with absolutely no doubt what kind of future Belize will have without a change on November 11. Every national indicator blares like a 5-alarm fire: • half of our people poor, • so many pained from hunger, • tens of thousands lost, without a job, • an economy contracting at frightening speed, • a $10,000 debt now owed by each Belizean man, woman and child, • a citizen murdered on average, every 2 days, • drug planes landing to time, and drug runners operating with impunity • thousands of children languishing outside the school system, • and so many painful stories of sick patients unable to access basic medical care. Let’s be honest: just like any business, a country that has to borrow money to pay the salaries of its workers, is broke. Belizeans, Belize is broke and, in too many ways, it’s broken. Things could have been different. No, things SHOULD have been different. In fact, the Belizean people were promised, time and again, that things WOULD be different. Alas, the UDP, like drunken pirates, snatched and squandered the greatest jackpot of this generation: almost a billion dollars of Belize’s oil wealth and hundreds of millions of the virtually free Petrocaribe monies all fed, buffet-style, to a few fat UDP Party cats. A 1.5 billion dollar UDP splurge declared unlawful by the Supreme Court is an example of the current administration’s disregard for the rule of law. Earlier this year, the CCJ, Belize’s highest Court described this Government’s conduct as “arbitrary, inconsistent with the standards of good governance, in breach of the duty of good faith, contractually unreasonable, fundamentally unfair, an abuse of State power, and therefore contrary to the rule of law. Taken together these all constitute a serious threat to, and undermining of, fundamental and core constitutional values and principles.” That is the legacy of the UDP government, it is a national disgrace. In the last few months, Covid-19 has demolished any further UDP smoke and mirror games. About 40,000 jobs lost; 3000 Belizeans have been infected; 45 too many have died and this administration’s pandemic plans, along with so many businesses, now lies in rubble. I, we are here this morning, not just to submit the harsh judgment of history on this failed administration, but more importantly, to offer fresh hope, to share our carefully considered plans for national renewal and to assure every Belizean that our Party is ready to govern. El UDP que ha estado al frente de Belice durante más de una década, ya no puede desviar la responsabilidad de sus políticas mal concebidas ni los resultados lamentables derivados de la ejecución torpe de sus deberes. La última década será recordada por la intensificación de la crueldad y la frecuencia de los crímenes violentos. En particular, que las mujeres y los niños se han convertido en los principales objetivos de estos ataques crueles y despiadados. El UDP no tiene interés en el capital humano, están centrados en la infraestructura, porque es donde realmente han invertido pero aún más importante donde han desviado mucho capital. Han gastado 1.500 millones en proyectos, y estos iban a ser el motor para impulsar la economía. Contrariamente a lo que afirma el Primer Ministro, los últimos 6 meses se experimentó un aumento del desempleo del 30 al 40 por ciento; además, estamos firmemente en medio de una recesión. Este gobierno UDP es un enigma, estando cortos de dinero en efectivo han recurrido a gravar los tacos del ciudadano pobre. Mientras que en el mismo aliento han proporcionado $90M en exenciones fiscales para los ricos. Luego se dio la vuelta y pidió prestado 90M, que la clase trabajadora y pobre beliceña que comen los tacos pagarán con intereses. El PlanBelize desplegado hoy, promete una reversión al modelo de gobernanza que uso el UDP. Hace semanas hemos presentado nuestros planes por sector. Estos planes son reales, realizables y factibles. Pero lo más importante es que viene de cientos de horas de consulta con todos los actores e interesados en poner nuestra nación hacia un sendero donde el pueblo pueda prosperar. PlanBelize es un plan centrado fundamentalmente en el

desarrollo humano que requiere un equipo que entienda y tenga la voluntad política para hacer lo necesario para desarrollar este bello país. And along the way, constant dialogue with stakeholders, with citizenry, with interests of every stripe regardless of credo or colour, will form the basis of our inviolable compact. My fellow Belizeans, the cornerstone of our great Party, in one word, is justice. Justice in every dimension - social, economic, environmental – is therefore our call to arms. Justice is a sacred summons, affirmed so forcefully in the preamble to our Constitution: a demand that we “respect the principles of social justice and therefore believe that the operation of the economic system must result in the material resources of the community being so distributed as to sub-serve the common good; that there should be adequate means of livelihood for all, that labour should not be exploited or forced by economic necessity to operate in inhumane conditions but that there should be opportunity for advancement on the basis of recognition of merit, ability and integrity, that equal protection should be given to children regardless of their social status, and that a just system should be ensured to provide for education and health on the basis of equality.” This election is about our quest for justice; it is what inspires PUP TEAM 31 to pledge, to pronounce with pride, that “everybody fi win.” I urge you then to examine our Manifesto, to consider how it will make your life better. When you do so, we feel very confident that you will choose our PUP candidate in your constituency, and we are convinced that the electorate, on the whole, will, in overwhelming numbers, support the People’s United Party. VOTING IS GOOD FOR YOUR HEALTH – HOW TO BE SAFE DOING IT

Studies about the health impact of civic engagement (including voting) suggest that people who vote have stronger social networks, better mental health and fewer risky health behaviors later in life (Dr. Lacy C. Hobgood – fayobserver.com So it’s not just about you deciding who leads our country, your decision to go out and vote during COVID has good benefits for your health. However, you must do your part to take safety measures. So here are some few safety measures you should consider as you plan your voting trip. 1) Decide with your family to go at the same time but early to avoid, not the crowd this time, but the long wait in a long line. This decision gives emotional and physical support to each other within the family. In addition, you are aware of where each family member is and the fact that the whole family has activated their constitutional right as a citizen of Belize. THAT’S AN AWESOME FEELING just to write that safety tip! Imagine what you will feel like after you have all cast your votes as a family. 2) Please do NOT go out to vote if you are sick. This is selflove. Being sick makes you vulnerable to other illnesses other than COVID. But do encourage others by text messages and calls to and vote. 3) Choose the best suited facemask to wear for Election Day. This will lessen your anxiety and it will keep you from constantly having to touch your facemask to adjust it. So you will be less preoccupied with an ill-fitting mask and will be more attentive to your surroundings. 4) Take a snack and some water or juices as your wait may

be a bit lengthy. If you take care of your hunger spams, you would more than likely be discouraged from leaving the line before voting. Plus again, food makes you more alert to your surroundings and things happening around you. And of course, you will be less irritable with glucose to the brain. 5) I strongly suggest that you take a well-sharpened pencil even though pencils will be provided. With your own property, ONLY you would have touched it. 6) AVOID touching the surfaces in the voting cubicle as many hundred people would probably have touched the surfaces before you if you go to vote late. 7) Sanitize IMMEDIATELY AFTER dropping your ballot in the box to avoid wetting your ballot and causing it to be thrown out. 8) Also, IMMEDIATELY AFTER dropping your ballot in the box, walk safely outside the polling station, do not stop to chat and be very mindful of keeping social distance as you exit. 8) Prepare your backpack/ purse with your voter’s ID, comfortable clothing and footwear from the night before. In planning this way, you will feel less rushed if you start running late. So if you or your loved ones were feeling worried about voting in this historic election of 2020, I totally understand. Yesterday October 21, I felt a bit of anxiety as I went out to nominate Mrs. Dolores Balderamous Garcia for Belize Rural Central. But eventually, that anxiety vanished as I activated my social distancing mode, I was wearing my best facemask and had my hand sanitizer locked to my waist. And yes, it was only about 50 persons around in the whole scheme of things to include the police men and women. But I can honestly say, I felt very safe because I went prepared. So on November 11, your decision to go out and vote will impact your life, your family, your community and our country. Make you vote count in 2020! Todos ganamos! Ganeitiwa sun wagia!
