In the Belize Times of January 10, 2020, in the Belly of the Beast column, funny business the “exploits of electrician Minister Pablo Marin and his wife Danini, the daughter of Pablo’s cabinet colleague Erwin” was dubbed as “one hell of a triangle...” On March 4, 2014 Danini Contreras was appointed to a high-level post within the Ministry of Health as Director of Drug Inspectorate. Seemingly, this position was created for the soon to be wife of Minister Pablo Marin sending a shockwave throughout the healthcare system. In our 2020 Pandemic age, a letter has now surfaced awarding Danini Marin nee Contreras a huge jump on the salary pay scale. This has met the ire of many including public servants who were ridiculed by the out-

Continued from page 1 going Prime Minister Dean Barrow for not wanting to agree to pay cut unless waste in other areas was considered by the Barrow administration. The PSU was cognizant and empathise with the unfolding of the pandemic crisis and refused to be taken for a ride. Interestingly, the UDP Government was ready to give an increase to Danini to the tune of $42,259 per annum from pay scale
18-23. This was a slap in the face to the dedicated officers of GOB forced to a salary deduction in these dire times whilst the Barrow and vying to be Leader Elect Patrick Faber continued to sip on the powerful cocktail of corruption. This hellish affair is rank with nepotism/corruption. In his book, The Pathology of Politics, Carl J Friedric defines corruption as “a kind of behaviour which deviates from the norm actually prevalent or believed to prevail in a given context, such as the political. It is deviant behaviour associated with a particular motivation, namely that of private gain at public expense. But whether this was the motivation or not, it is the fact that private gain was secured at public expense that matters. “Importantly, he proffered that notwithstanding such private gain may be monetary, it also translates to other forms.” It may be a rapid promotion, an order, decorations, and the like, and the gain may not be personal, but benefitting a family or other group. The pattern of corruption may therefore be said to exist whenever a power holder who is charged with doing certain things, that is a responsible functionary or officeholder, is by monetary or other rewards, such as expectation of a job in the future, induced to take actions which favour whoever provides the reward and thereby damage the group or organisation to which the functionary belongs more specifically the government.” So in 2014, she held a Bachelor of Science degree she did not meet the requirements for the lofty office. At the time Ms. Contreras lacked the supervisory qualification to lead the Drug Inspectorate. Additionally, this post creation and the appointment violated appropriate public service procedure. Danini was handsomely paid on a higher scale than the Chief Pharmacist a career worker for most of fifteen years. To many this was a prime example of fragrant nepotism. Rumours floated in a flurry that with daughter/wife at the helm of the Drug Inspectorate a partnership between the trio to control the pharmaceutical market could be realised. However, a merger of the Drug Inspectorate and the pharmacy unit was needed. Danini would not solely be responsible for inspecting and monitoring the pharmaceuticals but would be empowered to source and engage procurement. CEO Dr. Peter Allen was called upon to seal the deal. A deadly conflict of interest erupting. The time of UDP departure is nigh. This red regime will feel the rod of correction from an angry and frustrated electorate on November 11, 2020. A recent Belize Times Headline pointed to the UDP firesale beginning. We know the United Democratic Party and the voraciousness of their greed. Just like in 1998, the UDP is intent of draining the Belizean purse and resources for as much as they can. In that year, the Esquivel puppet maneuvered by no other than 1.5 Billion dollar man himself left Belize at zero without grieving at all. They were poised to invest and they cared less about the people. In that year, we saw UDP radio stations, lawfirms and other businesses taking hold with ill-acquired taxpayer monies. Fast forward to 2020, our Belizean coffers are being indecently dried up. Public servants are willing to give us the info. Photographers and videographers are more ubiquitous than in 1998. The evidence will be ready for the courts. In a few pictures on site at Central Farm in the Cayo District do we see cattle being moved? Is it true that prices were conveniently reduced from 2 to 1.5 dollars just in time for this corrupt transaction? What stake does caretaker Minister Montero and family have in this? Is Godwin Hulse helping out his predecessor? When Barrow and William’s rents to the Ministry of National Security... Barrow benefits and all his old cadre and successor envy. So Faber auto-accommodates in open secrecy to fill a promise to our children to procure tablets IF the parents vote UDP. Initially the promise was that they will get the tablet. But now, it is called blackmail and bribery. Many of our children are still not signed up to their online studies due to the Faber distasteful lie...I mean utter incompetent misinformation. As the UDP rummages through Belizean resources they feel insecure. We can now see UDP caretaker Ministers slithering around Belize with a Police detail. Of course, the overworked policeman is getting paid NO extra wages for putting their lives on the line, especially in the times of the coronavirus. The ONLY extra, promised to frontline workers, being received is Covid-19. There are UDP ex-Ministers and former representatives that keep their police detail way pass dissolution of the House. Why? For example, Vega should use his 400,000 to pay his own security. So from rentals, to the Haulover, to fire station, to Tax writeoffs, and now to cattle., the UDP is preparing for life after November 11. But do not worry Belize, they are leaving a long trail. Their incompetence does not allow them to see the crumbs falling along the way. The UDP will pay!!

Aragon’s Tranches? Belize has seen the pictures of Caretaker Ministers Contreras and Aragon waiting at the PGIA in areas that were reportedly off-limits to family and friends of those arriving or departing. Nevertheless in an interview on the subject, Aragon confessed to have been waiting in this restricted area for two hours. Many RED flags suddenly fluttered and gave rise to the questions, ‘Who is that important to Aragon?’, also, ‘What were these “investors” bringing for him?’ Aragon spelled that anyone can take his picture as he has nothing to hide(except in the boxes). Too bad brain scans are not technology of today. He stammered to the nation that he had been offered some masks. But then he slipped into Saldivar-like echoes and said the people need as much help as possible. Are there Aragon/ Contreras tranches? The mystery persists... Aragon is in a catch up race with Kevin Bernard for Orange Walk East. He nonetheless he had some 5 hours to spare with some unknown(to us), special people. What was Contreras doing there? Aragon says that is for Contreras to explain. Of note: After the Aragon drive to the airport, the 2 hours wait and chat with Erwin and CIB officers, all coincidentally there according to Aragon, he took the newly arrived men to the Radisson. NO WORD FROM THE UDP CARETAKERS AFTER RECORD ESCAPE On October 12 Belizeans discovered that 28 prisoners at the Kolbe facility had taken advantage of brewing internal weaknesses to make good on a rudimentary escape plan. The following day what was called a riot happened but of course this is behind bars so who really knows what happened? Were policemen of the scene during the tremor event? To back pedal a couple weeks, the coronavirus had finally invaded the 7-month Covid-free prison and transformed their pet scare to reality. The prison management decided to finally lockup the prisoners or so it sounded to a sceptical public. Another set that was surprised were the prisoners, how dare Kolbe decides to lock them up? The nerve of Kolbe management to treat them like prisoners. Was Kolbe mistreating their prisoners beyond human rights? Pardon the initial sarcasm... The basic story had prisoners taking advantage of a point in time when a prisoner faked being ill in an area with no cameras. Next thing, a hostage is taken and incarceration is breached as many scurry out. Most likely, twenty eight did not plan the escape but some took advantage to place their lives in danger. Once you escape, all bets are off as you will be sought, hunted and returned. Returning alive was a no-no for the duo that has stolen guard firearms. As we would expect the prisoners are being captured one by one but that does not calm the fears of the populace especially residents in the Kolbe/Hattieville area. With all the lives at stake one would think that the ‘caretaker government’ would call their quickie press conferences. No can do… they are busy picking up tranches and doing their best to mask Covid relief, Pantry, Imer, and anything that would get them another penny. You know the UDP is just collecting for their retirement. This 2020 election is all about castigating the UDP and they do not care.

Just Bounce!
2008 was the fateful year that Belizeans decided to take a risk and vote for the UDP. They had promised to do better, to wipe out poverty, crime, corruption, to lower the cost of living and better living conditions. Twelve years later the cost of living has sky rocketed, social security contributions have been increased while benefits have decreased. Even the NHI services have been curtailed precisely when they are most needed. Pre pandemic poverty had already affected almost half our population and now it has extended to catastrophic proportions. Inflation is high because the taxes on fuel have been excessive and transportation costs are high. The monopolization of the LPG importation has led to several increases already in the short time that the company has been in operation. The retail price for LGP has become prohibitive and the living conditions of countless Belizean families has regressed fifty years to the times of fire hearth cooking. This has been particularly difficult for the Belizean families in the urban areas. The UDP’s battle cry then was the nationalization of the utilities, the false promise they made was that rates for electricity, water and telecommunications would be lowered making them more affordable to the public. The litigation for those utility companies have cost Belize and her people hundreds of millions, far more than the actual worth of the companies. Yet, rates have increased steadily and reported profits have dwindled rapidly. These now public utilities far from lowering rates instead have become the cash cow for a privileged few including members and close friends of the Barrow family. Corruption has been the only thing to truly thrive under the shadow of the UDP. It has enveloped and permeated the entire country these last dozen years. The infection has spread and has caused permanent damage and an ingrained culture of corruption. The Ministry of Education, Sports and Culture has not been without its fair share of controversy either. There have multiple reports coming out of the Julian Cho High School that allege misappropriation of funds and preferential contracts given to well-connected teachers who moonlight as contractors and hustle on the side. We must not forget the audit at National Sports Council which uncovered redirection of funds to the tune of more than one million dollars. The then Minister of State Herman Longsworth had funneled close to forty five thousand dollars into his private and political account, he was fired as the Counsel General at the Embassy in New York for his involvement in the debacle. This happened under the nose of the new leader of the UDP, and since he has not come out to speak against it should we assume that silence means consent? The Honorable Member for Collet likes to pretend that the stench of corruption does not come from him, but the fact is that he is neck deep in the mire. He has been part and parcel of every decision made in Cabinet, whether by deed or omission the New Party Leader of the UDP bears the collective responsibility for the chaos Belizeans must now face. He must assume the responsibility of the pillage at Lands and even Hon Omar Figueroa’s looting of the Hol Chan Marine coffers to provide political propaganda for his constituents. Hol Chan is now forced to ask for donations through a Go Fund me page online in order to pay their employees and remain afloat. The entire UDP Cabinet is smeared with the same filth, none of them can shake the culpability. The electorate has already decided, on November 11th the UDP must be ready to bounce!

Habían prometido hacer algo mejor, erradicar la pobreza, el crimen, la corrupción, bajar el costo de la vida y mejorar las condiciones de vida. Doce años después, el costo de la vida se ha disparado, las contribuciones a la seguridad social han aumentado y las prestaciones han disminuido. Incluso los servicios de la NHI se han reducido precisamente cuando más se necesitan. La pobreza pre pandémica ya había afectado a casi la mitad de nuestra población y ahora se ha extendido a proporciones catastróficas. La inflación es alta porque los impuestos sobre el combustible han sido excesivos y los costos de transporte son altos. El monopolio de la importación de GLP ha llevado a varios aumentos ya en el corto tiempo que la empresa ha estado en funcionamiento. El precio de venta al público del GLP se ha vuelto prohibitivo y las condiciones de vida de innumerables familias beliceñas han retrocedido cincuenta años a los tiempos de cocinar en fogón. Esto ha sido particularmente difícil para las familias beliceñas en las áreas urbanas. El grito de batalla del UDP entonces fue la nacionalización de los servicios públicos, la falsa promesa que hicieron fue que las tarifas de electricidad, el agua y telecomunicaciones se reducirían haciéndolas más asequibles para el público. Los litigios de esas empresas de servicios públicos han costado a Belice y a su pueblo cientos de millones, mucho más que el valor real de las empresas. Sin embargo, las tarifas han aumentado de manera constante y las ganancias declaradas han disminuido rápidamente. Esto ocurrió bajo las narices del nuevo líder del UDP, y ya que no ha salido a hablar en contra, ¿debemos asumir que el silencio significa consentimiento? Al honorable miembro de Collet le gusta fingir que el hedor de la corrupción no viene de él, pero el hecho es que está hasta el cuello en el fango. Él ha sido parte de cada decisión tomada en el gabinete, ya sea por acción u omisión el nuevo líder del partido del UDP tiene la responsabilidad colectiva del caos que los beliceños deben enfrentar ahora. Debe asumir la responsabilidad del saqueo de las tierras e incluso el saqueo de las arcas de la marina de Hol Chan por parte del honorable Omar Figueroa para proporcionar propaganda política a sus electores. Minister’s Wife At first, we were willing to give Danini Contreras a pass. We figured it was the least we could do because being married to Pablo Marin had to be punishment enough. So we didn’t make a fuss when she was given a high up position in the Ministry of Health, even though she wasn’t qualified. We didn’t make noise about what was an obvious conflict of interest, her working for her husband in the Ministry. We didn’t laugh when the list of registered pharmacists was released recently and her name wasn’t on it. Imagine, Danini is the Director of the Drug Inspectorate which monitors pharmaceuticals, and she isn’t even a pharmacist. We left it alone. But this is past the mark. In March of this year, Danini, who is also the daughter of Erwin Contreras, was promoted from payscale 18 to payscale 23 in the public service. If March of this year sounds familiar, it was the same exact time when the country-s economy tanked because of Covid-19. The same time when public officers across this country were told that they would have to take one for the team and defer increments. It was the same time when thousands of Belizeans lost their jobs and the UDP started mumbling about retrenchment. But see, Danini is a special public officer. Not special in terms of her abilities, or her intelligence. But ‘special’ because she is the daughter of one Minister and is married to her boss, the Minister of Health. So apparently this qualifies her for a massive pay raise and promotion when every other public officer had to take a pay-cut. The UDP never changes. They never will. El Odio The man with the Superman curl, El Odio, is hilarious. Did anybody catch his interview on Channel 7 this week? Jules asked him what he was doing at the PGIA on Friday because it sure as hell looked like he was there to escort some Chinese VIPs and cargo through normal Immigration and Customs procedures. So Aragon says that he was there just to say hi, cause whoever was coming in was the friend of a friend. Then Aragon goes on to say that he was there cause the Chinese VIPS (he thinks they were investors but he’s not sure) were bringing face

masks for him. So Jules says, well tell us about those masks. And Aragon says, well see – I didn’t actually get the masks. I just dropped them off at the Radisson, because I think that’s where they were staying. What an absolute doofus! So Jules asks…well what was Minister Contreras doing there? And El Odio says well em…I don’t know. He might have been meeting the same people I was meeting. But you’d have to ask him. Good lerd. The thing is that it’s hard to be angry at El Odio. He’s not acting a fool. It’s not an act. He really isn’t bright at all. But then again, maybe his skill lies in other areas, like may be looking the other way when drug planes land. A lil bird told the Belize Times that Aragon’s ministerial salary all this time hasn’t been touched – just banked every month. So something else must be paying, and paying big. Things that make you go hmmmm! Poor Patsy Cousin Patsy made much ado about the handing over of the UDP mantle the other day. He claims he is now the UDP leader, as opposed to the leader-elect. He claims he’s in charge. Poor guy. The thing is that nobody trusts him to lead the UDP, much less lead the country. If the UDP had all this confidence in him, then why is Grampa Dean holding onto power until elections are called? If the UDP has all this confidence in him, then how come Grampa Dean didn’t hand over power the moment cousin Pats won the convention by the skin of his teeth? Guess who’s called a press conference for this week to update the nation on the Covid-19 situation. It’s not Patrick, who is in his mind the leader of the UDP and presumably the leader of the country at this point. The man holding the press conference in Grampa Dean, who absolutely refuses to hand over any sort of responsibility to Pats. We listened to that drivel being spewed at the virtual launch when Gramps said he had all confidence in Pats. Awww!! it’s all the usual crap we hear every time he opens his mouth. Pats is persona non-grata within his own party, and we’re putting him on notice that he’ll get the shock of his life in Collet very soon. M.I.A. It’s a hell of a thing. The last time Jamal bin-Laden Barrow was missing so long, it was because he was dropping soap and playing doctor in prison. If there’s one thing we can say about Jamal, it’s that he never misses a photo op. But since the report that he kicked his wife in her back, the washed-up has-been rapper has gone missing. It’s like he vanished in thin air. Guess he can’t be showing his face and talking crap bout how he’s a family man when everybody knows he’s nothing but a lowdown woman beater. He’ll get what’s coming to him though. Best believe that.

LAND in Your Hands Our Plan Belize on Land is first and foremost to put Belizean land in the hands of our citizens who for too long have been denied this right. We are convinced that our people deserve access to land so they can build their lives and raise strong Belizean families. We say this time it has to be different. Different for the young married couple with the dream of owning a home of their own. Different for the young farmer graduating from UB’s school of agriculture and who wants to start a small farm. Different for the developer who has a great plan for a boutique style hotel along our ample coast or one who dreams of turning a small area on the beach or a few acres in the jungle into something special. All this being said, we know that Land is a finite resource. While Belize is comprised of about 8,867 square miles or more than 5 million acres of land on the mainland and another 5 million acres of what we call marine surface area, acquiring a piece of land in Belize is no easy task. Land in Belize, as in all other countries, is subject to all kinds of influences and pressures, all of which must be used or balanced in such a way that it can preserve and increase in value over time. The experts call this sustainable management of this natural resource. They say if we get this right, if we manage our land resource properly, it can be that which changes the way societies in Belize prosper. I agree. The proper use and management of our natural resources will help us to reduce poverty, protect and preserve the environment. Of course, what Belizeans want most from their government is land for them to build a home. They want land for nice parks and safe playgrounds for their children. They want to know that we as leaders have the plan as well as the ability to meet the demand for the expansion of cities, towns and villages. Not the kinds of expansion we seen happening now; expansion that is occurring in a haphazard, inefficient and unsustainable manner. The kind that is causing squatting and the building of plywood structures in the swamps. They want a properly managed system free from politicization,
corruption and bureaucratic nonsense. Our farmers and agro producers and entrepreneurs want a government that will make available land for manufacturing, agriculture and increased food and feed production, land for tourism and real estate development, and most important they want us to protect the abundant terrestrial and aquatic biodiversity that will ensure that all the plants and animals that make up this rich ecosystem is protected and preserved for generations. As you just heard, Cordel laid out for you how we can accomplish these goals. He along with our standard bearers and consultants provided you with our blueprint from which we can take away six key elements. The next PUP government then will do the following: 1) Ensure that every Belizean over 18 years of age who desires to own a piece of land for housing, urban and rural farming or business gets the opportunity to do so. We will make it a priority to start with first time landowners, women and young people. 2) Partner with city, towns, and village councils and alcaldes to project land needs for population growth. We will do this by carving out land for planned and phased urban expansion. This means making land available for housing, education, recreation, commercial activities and so on. We want to do this so that we can have planned, orderly, transparent and progressive development of our communities, always in a way that respects the rights and traditions of all our people. 3) Simplify, make safe and modernize the process of applying for land and receiving titles. We will modernize the land registry to allow for online access. We will be transparent and accountable because Belizeans deserve a process in Lands that is non-partisan, friendly, seamless and convenient. This is our land and we must treat it with respect. 4) We will reestablish the survey unit at the lands department to fast track the surveying and delivery of land for housing, urban and rural farming, business, commerce and industry. 5) Align our national development goals with a National Sustainable Land Use Plan which maintain the ecological integrity of the biophysical environment and the cultural landscapes, and which identifies and demarcates land for urban expansion, tourism, agriculture and other development activities based on a criterion of best use. 6) Mobilize resources for climate smart development aligned to the national development and sustainable land use plan through incentivizing green and climate smart urban and rural development and ecosystem services. For us in the PUP, there is nothing false about hope. This policy inspires hope and dreams and aspirations beyond anything we have ever seen. Faber the Unfortunate one “Unfortunate” is the choice word for one very incompetent and clearly under qualified Patrick J. Faber. Unfortunate is another way of saying that he has no plan nor anyway he can do to solve a problem. Name the political problem the UDP has endured and Faber is standing right beside Barrow as inert as bitter salt. All lowly Faber can say is that the Barrow report isn’t, in so many words, really a cause for concern. What else can Faber say when he has been embroiled in the same issue? Again, Faber is powerless because he has no moral authority. All of the United Democratic Party is severely compromised. The very Red that rep-

LA TIERRA BELICEÑA EN TUS MANOS
This time must be different
There are some historical wrongs that we do not like to discuss in this country. But nearly half a century ago, in 1974, 3% of landowners owned 95% of the privately owned land in this country, while 91% of the landowners owned a mere 1%. In that year foreigners, mostly US citizens, owned 90% of the privately owned land in Belize. There is a good chance it has not gotten better over time. In fact, some would say it has gotten worse. All over Central America, land concentration in the hands of a few has been the cause of bloody civil wars and mass casualties. That has not been the case in Belize. What we need to do at this point in our nation’s history, as we seek to make the promise of Independence real, is correct those historical wrongs. We do so not by expropriating land or violent land grabs. We do so by ensuring that all those who do not have land get a piece of the Jewel. We do so by empowering the massively underprivileged and landless in our society. We do so by ensuring that we change the ethos and character and attitude and values of our fellow Belizeans. And in so doing, we avert ever reaching the point of civil war. We ensure that the demand for land does not crescendo into a violent demand. We ensure that our people become independent rather than dependent - that they become landowners rather than land-watchers. We make the Belizean dream real!
The solution
We believe the solution is doable. In fact, we dare say it is easy. All we need to have is the political will…the commitment…the social justice and fire of the George Price PUP. We do that by ensuring that those who do not have - get. And those who need our help the most obtain the help they deserve. We look after the needy among us. The jobless. The landless. The houseless. The listless. The hopeless. We transform their lives materially and ensure that their descendants are removed from poverty forever. To do otherwise would mean that we are condemning their descendants to uninterrupted generations of poverty. The task at hand is nation building by the many, not the few – for the many, not the few. Under a PUP government, everybody fi win! That is the George Price way! That will be the John Briceño way!

We won’t look back. We won’t bother to retell the horror stories of the past. It’s about the future and how we go from the dark ages to an enlightened era. About ensuring that the youth in our midst become landowners. Lo hacemos empoderando a los masivamente desfavorecidos y sin tierra de nuestra sociedad. Lo hacemos asegurándonos de que cambiamos el espíritu y el carácter, la actitud y los valores de nuestros compatriotas beliceños. Y al hacerlo, evitamos llegar al punto de una guerra civil. THE CURE
We will ensure that every Belizean who doesn’t own a piece of land, gets a piece of land. Every Belizean. It is doable. In the last 12 years we have seen select families get thousands of acres of lands. With the acres granted to just a few of those families, we could have ensured that every single Belizean who doesn’t own a piece of land gets a piece of land, whether house lot or farmland. That is the charge of the next PUP administration. That is the call to arms. That will be the giant but noble task of the Lands Department which became disreputable under the UDP but will be re-energized. That will be our core ideology manifested - our reason for existing.
THE NUMBERS
We have approximately 40,000 minimum wage earners - 7,000 teachers. 2,000 Police Officers, 1,500 soldiers, 5,000 sixth form students, less than 1,000 nurses, hundreds of athletes and artists, thousands of construction workers and bank tellers. It can be done. The PUP with John Briceño as Minister of Natural Resources issued more than 60,000 land leases during our 1998-2008 administration. It can be done!
NATIONAL URBAN GARDEN
The immediate benefits of providing this fundamental Belizean right to first time landowners are obvious and plenty - an opportunity at a dignified, better standard of living…the upliftment of the more than 50% of our people drowning under the poverty line in our country. But what it also offers us is a unique opportunity to ensure that our people – all our people – eat what they produce and produce what they eat. It is about ensuring that our people in the urban centres have access to a decent sized house lot so they can begin to have backyard gardens of substance. It is time that our people start producing what we eat and eating what we produce. It is about planting our own food, all about food, about eating healthy. That is what COVID-19 has taught us; that food is like gold. We must embark on a National Urban Garden program. And we don’t need to reinvent the wheel. Our Cuban friends have a wonderfully efficient and productive model of urban gardens and organic food production. We do this: we live longer; we boost our economy. Save foreign exchange. We become truly independent!
EMPOWERING THE RURAL
Everywhere in the world there is a movement of people from rural to urban. All the experts predict that in the decades to come the movement will only intensify as rural lands are gobbled up by big agri-business. In Belize, we will reverse that urban march. We will honour the rural way of life; we will empower our people. We will ensure they have family farmland, access to the best lands - the most fertile and accessible land. There will be land for first time landowners, and land for agriculture production and village expansion. We will respect the village councils and their lots committees. We will ensure there is land tenure, so no future government can reverse the land reform we are undertaking. We will ensure that our rural folks and our urban folks who are respectively into farming and urban gardening get the requisite support from our agriculture extension officers. Just giving the land is not enough. We must support the new landowners with capacity building and targeted support. We must help small farmers to succeed. Small farms mean development, less poverty and more food security.
THE PROCESS
The process for applying for and receiving land must be simple, transparent and uniform. It must be non-partisan, friendly and convenient. No more letters from Ministers to apply for land. The criteria will be simple: if you are a first-time landowner you can apply. There will be no more partisan distribution of land. Land distribution will be based on need. What is good for the landless is good for the party; it cannot be that what is good for the party is bad for the landless. There will be no more middlemen at the Lands Department; no more paying for a public service you have already paid for. There will be no more up and down to Belmopan for rural and even town and city folks. We are living in a modern era; central government should be going to the people, not the other way around. The digitization of the Lands Department should mean more transparent management of national lands, but also more convenient and friendly service to our people wherever they are in the country.

BACK TO BASICS We must hire a cadre of surveyors at the Lands Department. It is about making land available to the needy at the lowest cost. It’s been 25 years of acknowledging that an egregious mistake was made with the retrenchment of surveyors yet we’ve done nothing to correct it. We must reduce the cost of land distribution.
Right land, right start We must ensure we do a comprehensive survey of all available national lands in this country and prioritize national development. Our small farmers will be top priority. We cannot be subdividing the best agriculture land for non-agriculture purposes, or trying to plant on land more suitable for houses, or allocating the worst agriculture land to the poorest persons. We must ensure that our first-time landowners get the right land! That is, that the poor get land that is appropriately sited, arable, and easy to access. We must make sure that the landless get land that needs the least investment to produce. We cannot set up our people to fail; we must put them in a position to succeed.
Conserving while producing Land is a finite resource, so it must be managed in a sustainable, accountable and equitable way. Our land use must be environmentally sound and socially responsible, especially in this age of climate change and runaway weather conditions. This land was not given to us by our ancestors; it was loaned to us by our children. We must ensure we tend it in a way that ensures it lasts for many generations to come. We must practice climate smart agriculture ala Ya’axche Conservation Trust. They conserve while producing and produce while conserving. We must make the resources work for the people in the surrounding communities. You cannot have people looking at Christmas but not being able to enjoy it, while poachers and plunderers come from afar and reap. Conservation management has to include people and not just be about nature. The Forestry Department has to be properly staffed and funded to properly protect the reserves, the bountiful natural resources of this country – both from within and without. More government presence is needed to thwart the encroachers. Statutory protected areas and forest reserves are not to be de-reserved unless clear and unequivocal public benefit is established.
MAINTAINING FOREST COVER
We can and must practice smart agriculture that maintains our forest cover. We cannot continue to indiscriminately scrape off hundreds of acres of land, leaving ourselves vulnerable to flooding and droughts and deterioration of soils and land productivity. We can learn from our farmers in the far south. We should have more model farms in the South to dissuade farmers from the terribly debilitating slash and burn techniques. Loss of natural vegetation cover is due to ill-sited land use and can have a severe impact on wildlife and landscape values. We must promote an aggressive reforestation program, complete with mangrove replanting. Proper land use is critical to mitigate the potential impacts of climate change; it is essential for life.

We must do all to protect our waterways and watersheds. Water is an increasingly scarce commodity all over the world and region. We must be maniacal about our water. Water is a human right. The reservation of critical water catchment areas is a must.

Our economy has traditionally been underpinned by our natural resources; with tourism, agriculture, aquaculture and fisheries, energy, electricity and water being largely natural resources based. And while that alone demands that we do all we can to equitably, transparently and sustainably manage our bountiful blessings, there are options to further capitalize our natural resource stock. We should aggressively pursue debt for nature swaps that would ease debt service obligations and allow us to use those monies to meet our social and environmental targets. We should also look more carefully at accessing Green Climate Funds via partnerships with institutions like The Caribbean Community Climate Change Centre (5Cs). We can potentially access millions of dollars to address our social and environmental needs in reducing vulnerability to climate change and other disturbances. We have approximately 40% of our land and 23% of our national territory under protected status. We can take advantage of carbon offsets and biodiversity offset programs internationally which traditionally have only been accessed by those in the conservation community.

By Gilroy Usher, Sr. “Commitment unlocks the doors of imagination, allows vision, and gives us the right stuff to turn our dream into reality.” – James Womack With the fully support of the blue machine my team and I are fighting for a better life and a better community for all the residents of the Port Loyola and Belizeans countrywide. This is a just cause because while the last twelve years have been the best time of prosperity for UDP Ministers, their relatives, and their cronies, the same period has been a disaster for ordinary Belizeans including red and blue supporters with worsening poverty, no land, no jobs, inadequate housing, poor access to quality education, and rampant corruption among other disservices. People need help. I therefore confidently say that as the next Area Representative for Port Loyola there will be no victimization. Red or blue, Usher will help you. Land will not be taken away from anyone in the area. In addressing the people’s need for land, the next PUP government will compensate private land owners for large tracks of undeveloped land between Belize City and Mile 23 on the George Price Highway. The land will then be filled, surveyed and distributed to Belizeans with priority for first time land owners as the party of George Price has a long and proud history of doing. We will also assist the people in getting leases and titles for their land. Safety net programs such as the Boost and Pantry will be expanded to ensure deserving families are included in them. No one will be taken off either of those undertakings. The shameful and heartless policy in which taxpayer’s money is used to build mansions for those with political connections but weak plycem houses without partition, electrical

wiring, bathroom facilities, and ceilings for the people will be a thing of the past. Those who want mansions will finance such buildings with their own funds and no longer with taxpayer’s money. We will build low income two and three bedroom concrete houses for the people complete with all the amenities presently not included, because they deserve nothing less. In is a fact that jobs enable people to be independent, and in control of their own destiny. That’s one of the dreams of all Belizeans. Jobs creation in the Port Loyola Division will include a) a one-time $500.00 grant for all small business in the area to assist with the paying of a bill or the acquiring of necessary supplies. b) a free day care for single mothers who are gainfully employed on the minimum wage, and c) a special loan program for taxi operators, who are renting vehicles. With this initiative taxi operators in the area will be required to pay a maximum of $20.00 daily towards owning their own vehicles instead of $40.00 to $50.00 per day for rental of a taxi—the present situation. In one of scores of bogus land compensations that amounted to over $100 million with this red government, Pitts and Vega were gifted $400,000.00 each for themselves alone in a bogus land deal which definitely involved the Minister, the dad. With a maximum of 200 small business in the Port Loyola Division, that’s enough money to give each small business in the area a one-time grant of $4,000.00. Corruption clearly deprives the country of resources that are necessary to address the needs of the populace. In waging a true fight against this vice, as the next Area Representative of Port Loyola and John Briceño as Prime Minister of Belize, the administration will give up control of the Public Accounts Committee, the Integrity Commission, and the Senate to enable those three watchdog bodies to do their jobs in ensuring that the funds and other resources of the nation are not used to enrich crooked politicians but are instead used to improve the lives all Belizeans and their communities. With an end to the massive corruption in government, underpinned with economic growth and proper management of the resources of the country,
our team and a John Briceño led administration will keep those and commitments to residents of Port
Loyola and Belizeans on a whole from the Rio Hondo to the Sarstoon River and from Benque to the cayes.

THERE IS NO PRIME MINISTER Dean Barrow is no longer Prime Minister and Patrick Faber has not been appointed as Prime Minister for the remaining three weeks of the government. It’s incredible but those are facts and the law. The constitution at section 37 is clear. Whoever is leader of the party with a majority of elected members must be the Prime Minister. Dean Barrow gave up leadership of the UDP on Thursday 8th October to Patrick Faber. Dean Barrow can no longer be Prime Minister because he is no longer the leader of the UDP. Patrick Faber is the new leader of the UDP, he should have been sworn in as Prime Minister on Friday 9th October by the Governor General as the constitution requires. Barrow is pretending to be the Prime Minister. What he is doing is breaking the law, the highest law of the nation-the constitution. Anything he does or signs between 9th October and 11th November when the UDP government is voted out of office is illegal, and as the Judges would say, is null and void, of no effect. It is unbelievable that Patrick Faber does not know and has no one to advise him that when he was handed the leadership of the UDP he must be sworn in as Prime Minister. Even when the National Assembly is dissolved. The constitution also provides for him to be appointed during a dissolution. Boy oh boy! In government so long and does not know the country is being illegally run by Barrow. Neither does anyone else in the caretaker government. BIGGEST PRISON BREAK FOLLOWED BY DEATHS AND RIOT The worst prisoner escapes in the history of Belize took place on Monday 12th October when 28 prisoners got out of the only jail in the country. The official report of how this happened arise more questions than answers. That one or two guards were overpowered from about 1:00pm in the afternoon and held hostage for five hours before the prisoners used the keys to release dozens of other inmates. How guards become hostage all afternoon with no other guards or supervisors having the slightest idea, is manifest negligence and incompetence. We have said it before, there is no functioning Ministry with respect to the prison. No checks and balances over such a serious government department. Kolbe Foundation may have a private contract but government is still responsible. The media needs to ask more serious questions and they need to confront the Minister and his CEO over their slackness. We need to also say this. The inmates are locked away from society as punishment by the law for committing various offences many of them are bad, indiscipline persons. None of them are animals. The widespread, arbitrary and inhumane punishments inflicted on these wretched human beings at the administrative segregation building is a clear violation of the United Nations charter on prisoners, the Mandela Rules and the Fundamentals Rights of Belize constitution. It is outright cruel, and inhumane and unusual punishment. The people of Belize will be shocked by what is being done, “adseg” is a place not fit for dogs. THE MENNONITE WAS TORTURED On the 21st September a drug plane landed in Northern Belize on the old highway near Santa Martha Village. The police detained four farm workers, the farm owner and a Mennonite. The farm workers were released, the farm owner was detained for an incredible FIVE days and the Mennonite for THREE days in blatant violation of the law. But worse, the Mennonite was disappeared on his third day of lock up. He went missing

from the Orange Walk Police station from 8:30 am until 3:30 pm. He told his family and his attorney that he was sneaked out of the station through a back exit and taken to Corozal Police station where he was threatened, beaten and tortured with an electrical device. Upon release he told his family and the Mennonite community of his ordeal. He was taken to doctor and has a medical report. His lawyer got a Justice of the Peace to sign on a detailed written report and photographs. It is a most disturbing responsible episode in the ongoing unlawful behavior of the police department which cuddles and condones abuse against citizens. An independent inquiry must be held into what happened and how it came about that a Mennonite is smuggled from Orange Walk police station and tortured in Corozal police station. What is our country coming to? We are informed documentation has been forwarded to the U.S.A Embassy in Belmopan, to Human Rights Watch in America, and Amnesty International. AND IN SAN VICTOR Because of space constraints we will just scribble this at this time. How do police officers visit a home in San Victor Village to check on uncustomed good, and end up badly beating everyone, including parents, daughter-in-law and sons, shooting one son in the belly and another in the back? The family say they asked to be shown a search warrant and that pissed off the brutal officers. The police say the family was trying to disarm them and keep them hostages. They called in back-up officers. The commissioner told the media the family is lucky to be alive. This incident requires independent investigation, but none will take place. The Minister, the CEO and even the Prime Minster couldn’t give a darn about these matters. We wish to call out the Human Rights Commission of Belize, if such a group still exists, you guys are the next biggest disappointment since Dean Barrow exposed himself as the worst and past worthless Prime Minister. Four government Ministers turned up at the government house on Regent Street for inauguration ceremonies after ten years of holding millions of Taiwan-donated dollars to renovate the old government house, a private wooden house belonging to Mr. Greenwood, and other wasteful ‘tourist’ sites that no tourist will come to Belize to see. Four Ministers, including Faber, Boots, Tracy Panton and Heredia “the covid plane man” from San Pedro. All desperate for publicity- Taiwan money. TACKLING POVERTY Johnny, Cordell and the BLU team has scored big with the Belizeans with their public commitment to seriously tackle poverty in Belize. Under disgraced Prime Minister Barrow wannabe Faber and their Ali Babba gang, poverty has sky rocketed to more than fifty percent of the population. Totally unacceptable. Johnny has publicity committed to bringing the sorry statistic down to half. Most commendable, most commendable… This commitment alone is sufficient reason to vote in a new government. We must also commend the dynamic BLU team for its progressive programs and policy initiative. Education for all young people, quality healthcare for all, fighting crime and the root causes of crime, making women issues a top priority, making Belizeans safer and more prosperous, development zones for griga, Toledo and southside Belize City. …and National Health Insurance for all needy citizens. Who would ever believe the UDP refused to improve or expand the NHI for needy Belizeans? They even cut back on the medication’s assistance. Them wah lose bad.

Mr Andre Perez, his wife, daughters and his team, express their most sincere condolences to the family and friends of Maricela Gonzales. We stand in solidarity with our community clamoring for justice to be served in the untimely death of this young mother. This rate has gone up under the UDP for their last three terms to 35 person for every 100,000 persons. In none of their three terms they managed to bring it down. If you feel insecure and unsafe, you are not imagining it, the statistics from the World Bank support what you feel with cold facts. The UDP have failed us in every way you can imagine. They don’t know how to keep us safe from harm. IT IS TIME FOR THEM TO GO! VOTE PUP! So we analyzed the annual growth of GDP per capita since Independence and every time the UDP is in power the people have less spending power. They have less, not more, money in their pockets. As a matter of fact for the last 3 terms of the UDP, the growth of income per person has been negative! This simply means that you have less money in your pocket now than when Dean Barrow came to office. We are poorer, much more than when he started. But you know what we have a lot of? DEBT. We owe billions and we can’t say we have benefited. The UDP and Barrow have made us poorer and we have the numbers to prove it. You can get the World Bank figures here and do your own calculations. SIX STEPS TO MAKE GOVERNMENT MORE ACCOUNTABLE First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. • The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. • The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. • Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister. Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. • In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law. Fifth we must make the National Assembly function as the centerpiece of our government, complete with all requisite checks and balances. • That means that the next PUP Government will ensure a minimum of one House Sitting per month. And sixth now that Senator Aldo Salazar has finally released the findings of the Senate Select Committee on the hustle at the Department of Immigration. • We demand follow up action including criminal investigation and prosecution as deemed necessary.

By Ricardo Moguel Rosado The 12th of October is a very significant day in the annals of world civilization. This is a turning point in history that ushered in the age of Industrialization, the Age of Reason, the first major globalization era that turned the world upside down, the year that began the demise of the original people of the Americas and vacated 12 million Africans to the new world. It was the biggest movement of people anytime anywhere. This day raises passions with arguments that defy solutions. Those who came claimed they brought civilization and salvation to the Americas. Those already here witnessed the greatest genocide ever, 90 million dead as a result of the nefarious day. Massive enslavement and land acquisition at the point of a cross and musket. Some would like to call it day of resistance, Pan American Day, whatever this may mean, Dia de la Raza but only a few are intellectually brave to dare call it Columbus Day. A man praised as a fearless explorer a generation ago is now looked down with disdain all over the world. As kids we were thought his biography with detail and wrongly credited him with discovering America. How can one discover land populated by over 90 million people? The biggest and cleanest city in the world with a population of 400,000 was the Mixteca capital, Tenochtitlan, capital of the centralized Aztec empire. A city with vast tropical gardens populated by most native fauna and flora of the empire and with indoor running water. Then 528 years after the nefarious accidental stumbling on San Salvador Island, Bahama, by the confused sailor named Cristobal Colon, we are almost forced to honor him forgetting all that he did. What we were not taught in school is Colon’s reign of terror. In a single day Colon and his men killed 3,000 Arawaks. Upon arrival to the Island of Hispaniola, there were 3 million Arawaks, 20 years later there were only 60,000 and 50 years after first arrival there were none. Since gold eluded him he engaged into sale of girls 8 to 10 year

old. In one of his reports he wrote “A hundred castles are as easy to get for a woman as for a farm, and this is very general and there are many smugglers looking for girls; nine to ten year olds are now in demand.” Catholic law prohibited slavery of Christians so Colon refused to convert them to Catholicism. Other atrocious acts were cutting off the hands of the Arawak natives if they did not deliver their daily quota of gold from Colon’s mines. This was to show the others that they must produce. A work incentive of the time. If a slave tried to escape they were burned alive. If they refused to be slaves he would cut off their nose or ear. If they ran out of food for dogs he would feed them human babies. Slavery was so cruel that at one time 100 Arawak’s committed suicide en masse. Colon’s acts of cruelty were so cruel and unspeakable that Governor Francisco de Bobadilla arrested Colon and his two brothers, bound them in chains and sent them to Spain. Grateful for his contribution to Ferdinand and Isabel’s coffers, he was released. Colon earned most of his income from slavery. He was the first slave trader in the Americas. In 1505 he became the first African slave trader. One of Colon’s men, Bartolome de las Casas wrote most of this description. He wrote “My eyes have seen these acts so strange to human nature that now I tremble as I write.” This book is easily available. Todorov’s book, The Conquest of America is another good source of information. Instead of honoring Colon we should remember the terror our ancestors suffered. They did not allow themselves to be enslaved by the violence of oppressive empires and resisted until 1697 in our Belizean jungle. After 1697, they seemingly merged into the jungles and kept resisting. They wanted to subdue us as a people but we kept resisting. Our culture and identity refused to disappear. We must decolonize our history from all elements that stain our history and our country. It is impossible to deny our true history much longer, mother earth cannot be silenced. There is equality in diversity. October 12th, nothing to celebrate just a lot to remember. Decolonize your mind.
