Cabinet Brief Belmopan, 12th October 2021. 6:30 p.m. The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 12th October 2021. • Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 12th October 2021, 201,952 persons or 46.9 percent of the total population had received at least one dose of the vaccine and 153,982 or 35.8 percent had been fully vaccinated. Of the youth population between the ages of 12 to 17 years of age, 26,862 or 46 percent had received at least one dose of the vaccine and 16,846 or 29 percent had been fully vaccinated. Currently, there are more than 250,000 vaccines in stock including Pfizer, AstraZeneca and Johnson & Johnson. An additional 53,000 Pfizer vaccines will be arriving shortly via the United States of America through the Caribbean Public Health Agency (CARPHA) initiative. • Cabinet gave its approval for the Ministry of Public Utilities, Energy and Logistics to conduct a review of the fees in the Motor Vehicle and Road Traffic Order of 2003 and to conduct a pre-feasibility analysis for the construction of bus terminals countrywide. • Cabinet gave its approval for the Ministry of the Blue Economy and Civil Aviation to develop and promote the Belize Civil Aviation Regulation 17 relating to civil aviation security. This will allow for the regulation of all matters pertaining to aviation security in Belize and to work towards the implementation of recommendations to be followed by Belize to meet the standards of the International Civil Aviation Organization (ICAO). Cabinet also gave its approval for the Blue Economy and Civil Aviation to establish a strategic plan for the Civil Aviation Sector in Belize for the period 2022 to 2026. • Hon. Oscar Requena, Minister of Rural Transformation, Community Development, Labor & Local Government, received the approval of Cabinet to implement trade licensing reforms in all municipalities and villages. The reforms will modernize and standardize the trade licensing regime. Additionally, villages will for the first time be able to charge trade licensing fees. The amendments will now be forwarded to the Attorney General’s Ministry for legal drafting. • Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, reported to the Cabinet on his recent trip to United States of America to connect and engage with Belizeans. The diaspora engagements included four U.S. cities: Houston, Texas; Chicago, Illinois; Miami, Florida; and New York City. The delegation met with hundreds of Belizeans and discussed a range of issues including crime, banking, the COVID-19 pandemic, repatriation matters and other social issues. • The Prime Minister was invited by President Andrés Manuel López Obrador of Mexico to participate in activities in celebration of the 200th Anniversary of Independence. The Prime Minister was also invited to be the guest of honor at the celebration of the 256th birthday of the national hero José María Morelos y Pavón. Along with his delegation, the Prime Minister held several meetings with the Ministry of Agriculture and Rural Development, COPARMEX (the Association of Chambers of Commerce of Mexico), the Bank of Mexico, FONATUR (The National Tourism Development Fund). • During his visit, the Prime Minister also met with H.E. Ahmed Almenhali, ambassador of the United Arab Emirates to Belize, to discuss several cooperation issues between the two countries. A bilateral meeting was also held between the heads of state, the Foreign Minister Hon. Eamon Courtenay and ambassadors. • H.E. Rossana Briceño, Special Envoy for the Development of Families and Children, also met with María del Rocío García Pérez, Mexico’s director general of the National System for the Development of Families and Children. • Finally, Cabinet continues to strongly urge the public to wear masks, maintain physical distance, wash hands regularly, and for those not fully vaccinated to get vaccinated as soon as possible. For context, the UDP’s not so Super bonds were failure and helped label Belize as a serial defaulter. What an about turn? Serial defaulter to economy poised for greatness in the world arena. Belize and The Nature Conservancy are working to make this agreement a full reality. This will see the UDPs Super bond paid off and effectively cancelling a billion plus of Belize debt and instituting the new Blue Bond which will be a new much smaller debt saving Belize 530 or so million dollars. The Blue Bond will also create an endowment fund that every year contributes real funds to the conservation of the Barrier reef and indirectly our tourism and fishing assets. The Blue Bond’s 3.2 interest rate and nine years to pay interest and 10 to pay principal has even Moody’s looking positively at Belize. Again, the positive rating by Moody is BIG news for all Belizeans. Reducing our external debt by 12 cents is important to our economy and the making of planBelize a full reality. Growing the economy by over six percent this year allows GoB to fulfil its promise to teachers and public officers who full participated in the recovery of Belize. Belizean history will look at these hardworking Belizeans in the brightest of lights. They will also win and their winning will help Belize work for everyone else.

Registration Ceremony for Valley of Peace Lagoon Farmers Co-operative Society Limited This past week, the Department of Co-operatives, responsible for the registration and regulation of co-operatives, held a registration ceremony for the Valley of Peace Lagoon Farmers Co-operative Society Limited. This new co-operative has transitioned from a self-regulated farmers’ association to a formal enterprise under the oversight of the department. This gives it access to, among others, auditing and conflict resolution services and entrepreneurial development programs. The co-operative consists of 32 members - 22 men and 10 women. It operates from the Lagoon Area of Valley of Peace Village, Cayo District, and engages in vegetable and fruit production including cabbage, lettuce, potato, onion, bell peppers, tomato, and watermelon. Present at the ceremony were Hon. Jose Mai, Minister of Agriculture, Food Security and Enterprise(MAFSE); Mr. Gareth Murillo, Registrar of Co-operatives; Mr. Andrew Harrison, Chief Agriculture Officer; Mr. Ever Blandon, Chairman of the Co-operative; representatives of the Resilient Rural Belize project; farmers of the co-operatives; and staff of the MAFSE. Embryo Implants Carried Out in Blue Creek The Government of Belize through MAFSE, in close collaboration with the livestock private sector, successfully carried out the implant of 110 beef bovine embryos of the Black Brangus and Braford breeds of cattle at John Dyck’s Farm in Blue Creek, Orange Walk District on October 5 and 6, 2021. The embryos were imported from Argentina in close collaboration with Belize Agricultural Health Authority, Teichroeb and Sons Ltd., and Belize Livestock Producers Association. The objective of this major livestock development is to increase productivity, profitability and improve significantly the quality of meat in the beef cattle industry. This livestock initiative is an integral part of Plan Belize, where the government and the livestock private sector aims at contributing to food and nutrition security, create employment opportunities, and generate foreign exchange through exports of quality beef to Mexico and Gua-

EDITORIAL THRIVE NOT JUST SURVIVE

s the Briceño Administration approaches its first anniversary as stewards of our motherland, there is a frenzy to complete projects underway and to initiate pilot projects for the second year of this first term in office. Even the most cynical of naysayers will be hard pressed to find fault with an economy that boasts a twenty two percent increase in Gross Domestic Product and is led by the agriculture sector. The sector that had previously been abandoned and left to wither is now flourishing and producing under the watchful eye of the Hon. Jose Abelardo Mai. The economy previously overburdened by debt due mainly to imprudent borrowing, outrageous spending and total mismanagement has now been rescued thanks to the Blue Bond initiative. The Prime Minister recently announced plans to transform the South Side of Belize City into a Special Development Area. This will tie into the Ministry of Infrastructure Development and Housing pilot project of one hundred and fifty starter homes for those members of communities around the country that are most at risk. Adequate and proper housing is more than just shelter from the elements. It has the capacity for transforming communities, one family at a time. The beneficiaries of the housing project will be single parent families with children, the elderly and those who are most in need. The initial roll out will be 150 homes of the 10,000 that this government will realize over the next four years. Adequate low cost or subsidized housing brings with it stability for families. Already over half of Belizeans live below the poverty line and of those an increasing number are becoming destitute and homeless as the pandemic tips them over the edge. Those already living hand to mouth as well as paying rent are only one unexpected expense away from eviction. The loss of employment for however brief a time impacts their ability to provide housing. Housing projects create employment, through increased jobs during the initial construction phase. However, it also increases long term employment by the attraction and retention of residents in a given area. This in turn creates more economic activity, which means more taxes both at the national and local level, which also keeps fuelling the economy. An adequate home has the ability to impact a person’s physical and mental wellbeing. A stable home shows dramatic decreases in childhood poverty by the establishment of healthier habits through access to potable water and other utilities. The impacts of housing on health cannot be diminished, many chronic and acute conditions are the direct result of lifelong poverty. A stable and healthy home will produce increased educational achievement and economic output and productivity. Decreases in crime should follow increases in employment, productivity and income. For many Belizeans, achieving the ownership of their own home is nothing but a dream. A house other than becoming a home also has the ability of becoming collateral for mortgages and loans for further education and unforeseen medical expenses. Housing, and affordable housing at that, can be used to break the cycle of poverty for many families. It can lend itself to provide not only stability and better, healthier living conditions, but as a financial tool gives families the ability to borrow and reinvest in themselves. This drives the economy by increasing lending, spending, and investing. Prime Minister Briceño and his Cabinet are increasing opportunities and providing access to the tools necessary for Belizeans to thrive not just survive.

medida que la Administración Briceño se acerca a su primer aniversario como administradora de nuestra patria, hay un frenesí para completar los proyectos en curso e iniciar proyectos piloto para el segundo año de este primer mandato en el cargo. Incluso a los más cínicos de los detractores les costará encontrar fallas en una economía que cuenta con un aumento del 22% en el Producto Interno Bruto y está dirigida por el sector agrícola. El sector que antes había sido abandonado y abandonado a marchitarse ahora está floreciendo y produciendo bajo la atenta mirada del Hon José Abelardo Mai. Los que ya viven de la mano a la boca, y pagando renta están a sólo un gasto inesperado de lejos del desalojo. La pérdida de empleo, por breve que sea, afecta a su capacidad de proporcionar vivienda. Los proyectos de vivienda crean empleo, al aumentar los puestos de trabajo durante la fase inicial de construcción. Sin embargo, también aumenta el empleo a largo plazo por la atracción y retención de residentes en una zona determinada. Esto a su vez crea más actividad económica, lo que significa más impuestos tanto a nivel nacional como local, lo que también sigue alimentando la economía. Un hogar adecuado tiene la capacidad de afectar el bienestar físico y mental de una persona. Un hogar estable muestra un drástico descenso de la pobreza infantil mediante el establecimiento de hábitos más saludables mediante el acceso al agua potable y otros servicios públicos. Los efectos de la vivienda en la salud no pueden disminuir, muchas condiciones crónicas y agudas son el resultado directo de la pobreza de por vida. Un hogar estable y saludable producirá un mayor rendimiento educativo y producción económica y productividad. La disminución de la delincuencia debería ir seguida de un aumento del empleo, la productividad y la buena salud. Para muchos beliceños, lograr la propiedad de su propia casa no es más que un sueño. Una casa además de convertirse en un hogar también tiene la capacidad de convertirse en garantía para hipotecas y préstamos para la educación posterior y gastos médicos imprevistos. La vivienda y las viviendas asequibles pueden utilizarse para romper el ciclo de pobreza de muchas familias. Puede prestarse para proporcionar no sólo estabilidad y mejores condiciones de vida, sino también como un instrumento financiero que da a las familias la capacidad de pedir prestado y reinvertir en sí mismas. Esto impulsa la economía al aumentar los préstamos, el gasto y la inversión. El primer ministro Briceño y su gabinete están aumentando las oportunidades y proporcionando acceso a las herramientas necesarias para que los beliceños prosperen, no sólo logren sobrevivir.

Cruise Ship Port The Stake Bank causeway has raised a lot of concern among environmentalists who feel that the project is going to cause irreparable damage to the eco-system and marine life in the area. But there might only be so much that the current Government can do to stop that controversial project because approval was given for it under the UDP, and the project is already well underway. This week, Chief Environmental Officer Martin Alegria said on 7News that he had signed the Environmental Compliance Plan based on recommendation by the National Environmental Appraisal Committee (NEAC). But former Minister of the Environment, Omar Figueroa, had stipulated that no approval should have been given without a public consultation. When he appeared on Wednesday on Channel 5’s Open Your Eyes, Prime Minister John Briceño said his government will have to check to see if the environmental process was followed. “If the process was followed, then it would be difficult to stop anything because there’s going to be a lawsuit. ... I attempted to try to get a copy (of the ECP), and I was told that they could not find it. ... I spoke to the C.E.O, and that is how I got the information, and they (the investors) did pay their $100,000.” That $100,000, the PM explained, was the significantly-reduced fee the investors had to pay in order to get their project started. But Prime Minister Briceno promised that once there is an ECP, Minister Orlando Habet will make that document public. The Prime Minister said that the NEAC sometimes overstep their boundaries. He did think that public consultations should have been held. ECONOMY The International Investment Summit scheduled for November 10 and 11 in San Pedro has already drawn the interests of several hundred businesspeople from at home and abroad, such as the United States, Mexico and Guatemala. Key among the Government’s plan is to present a proposal for a 40-foot causeway to be built on Ambergris Caye that would enable land transportation from San Pedro to Cancun a method of traveling he suggested might have already existed when the Mayas reigned in the region. “We believe we could put a bridge there, then that means that the Riviera Maya would start in Cancun and end in San Pedro. And when we said that to the media in Mexico, that excited them because you would be able to drive straight from Cancun to San Pedro and vice versa and it will open up that market,” Hon. Briceño said. That project would cause minimal environmental impact, the PM said, since the distance that would be dredged for the bridge to be only about 40 feet. COVID The Prime Minister was forceful in his recommendation for people to get vaccinated and to abide by the COVID regulations. He said that while the lockdowns on two
consecutive Sundays resulted in a slight dip in the number of infections and deaths, locking down the country is not the solution to COVID. “The point is that we could lock up for two weeks and it will slow down, but the minute we open the doors again and start to move around, and we are not careful, it will start to spread again and it will spread just as quickly if we are not careful. So, it will come to the basics: social distance, wear your mask and then get vaccinated.” The Government has invested quite a significant sum in retrofitting the KHMH to accommodate the number of COVID beds for infected patients. Aside from $60,000 that was initially invested, there is a $500,000 bill that came with additional expansion work and the installation of more equipment and medication/supplies. Three-Month Incentive Plan If we can get our COVID numbers back to within acceptable percentages, the Government has a three-month incentive plan that Prime Minister Briceño outlined. It involves a gradual resumption of activities and hopefully, around the end of the year, a possible reopening of the borders for people who are vaccinated. A lot of people will also be pleased to hear that a shortening of the curfew hours is also a part of the plan, from 11 pm at night to 5:00 am on weekdays and from midnight to 5 am on weekends. It will be a gradual rolling back of the regulations from month to month, but only if the COVID numbers fall to within acceptable percentages over the next couple months. Free Testing While testing has remained free of cost for people who have come down with symptoms of the virus, The Ministry of Health and Wellness also expanded its testing sites to accommodate more people. But people who were abusing the system and taking tests just to not take the vaccination. Travelers who want to leave or enter Belize must pay for their tests at a private institution. The PM anticipates the day when we will be able to go to a pharmacy and get tested. COVID and Crime “To just get a call that hey, they just shot your son - there are no words that I could express. But, it angers me. It gets me so upset. But you don’t want to go after these guys, just go after them,” PM Briceño said when asked about crime, particularly against positive youths who have paid with their lives. The Prime Minister said that the Ministries of National Security, Home Affairs, Human Development, Sports and Education have come up with a plan to present to the Cabinet to declare the Southside a Special Development Area. This will entail the passing of legislation that will allow the Government to encourage business people to invest in the Southside and create jobs as incentives. Another aspect of this plan is to ensure that all school-aged children are in school, perhaps using the same south side as a pilot project for the free education launch, as suggested by Minister of Education, Francis Fonseca.
On Saturday October 9 the Fort George Resource Center (Corner of Queen Street and Gabourel Lane) was teeming with a vaccination drive. This drive was in the works for some time now but it is an example of what is needed from each constituency. Pfizer, AstraZeneca and Janssen were all available! Everyone had a chance to win a $100. Five raffles were held throughout the day! More of this should be seen around the country. Just as reps have a drive for votes, here there was a drive for vaccinations and safety. Wash your hands! Wear your mask! And do not gather in crowds.

Registration Ceremony for Valley of Peace Lagoon Farmers Co-operative Society Limited Continued from page 2
Workshop October 13, 2021 - MAFSE in partnership with the Food and Agriculture Organization of the United Nations (FAO) have successfully completed the implementation of an Agribusiness Incubation Train-theTrainers Workshop. The workshop is a step in the TCP BZE 3801 project to deliver its Output 2 – “Technical assistance provided to the MAFSE, Belize Marketing and Development Corporation and University of Belize to adapt, validate, and use an appropriate incubation system for strengthening the technical capacity of young and female entrepreneurs to develop and implement business ventures that are sustainable and climate-smart in different areas of the food system including production, processing, distribution and commercialization.” This phase served to sensitize and prepare candidates to share the systemic vision of technical incubator methodology. During the activities, information was shared among the teams that will be involved in supporting the incubation processes and the long-term sustainability of the technical incubator. The training process allowed the teams to evolve in the construction and re- signification of concepts related to the planning, constitution, and administration of agro-food businesses. The training process enabled a review of the strengths and weaknesses of knowledge already employed in extensionist practices, the mapping of best practices, and the development of shared concepts among the participants. The training was imparted by the FAO’s technical agribusiness incubator consultants through a hybrid virtual and face-to-face learning process utilizing the application of digital technologies and platforms. The workshop was successfully completed by 28 participants from various local government agencies, including the Ministry of Agriculture, Food Security and Enterprise, Women’s Department, Cooperatives Department, University of Belize, Beltraide, Belize Marketing and Development Corporation, the Development Finance Corporation, La Inmaculada Credit Union, farmers organizations, and five participants from the Bahamas.

In April the government appropriated $5.5M and the Hon. Julius Espat announced that single-parents will be the first to get their homes built. The process moved forward and today we have dozens of houses under construction all over the jewel. The first group of 150 are already set across the constituencies. If you are not in that first pilot group, applications to be in the second set can be picked up at any MIDH office countrywide. Or better yet, in these Covid times you can email them at housing.project@midh.belize.gov and request an application. PlanBelize is the new government’s pledge to assist Belizeans to have what is their right to own. The pictures included show only SOME of the presently houses being built. The fledgling planBelize Briceño team placed Housing in their Bill of Rights some three years ago. Housing was and still is up there with Education, Land, Jobs and Health. The now historic choice of the Belizean people of BLU’s planBelize promised housing especially for first time home owners. Thirteen years of darkness and lies and corruption and infamy were being replaced with a North Star gleaming with the sensation of real hope. Led by the astute and progressive Minister of Infrastructure Development and Housing the Hon. Julius Espat, the hope and aspirations for affordable housing of single parents across the country are becoming sweet reality. Real applications are being filled and approved. In this the first year, the only negative is that it is only 150 homes or about 5 per constituency. The Hon. Es-
pat has called it a pilot project. Families are paying 25 dollars a week to eventually own a home of their own. One example of a new homeowner up north is the father of two. He has applied, been approved and earned the opportunity to have a house which will be his new home to develop. The design is such that new rooms can be easily added on. PM Briceño and Minister Espat and planBelize are truly visionary. More than visionary there is the engineering and know-how to extend the vision into a concrete home. Gone are the heartless plycem boxes the UDP’s connived and attempted to call houses. Gone is the corrupt UDP. The people are looking forward to the second stage. Way before this term is up, Belize will truly be working for its people. The true definition of todos GANAMOS will then be realized.

200 Thousand plus Belizeans Vaccinated | 50% of Eligible Fully Vaccinated The planBelize drive to get Belize on an economic platform never before hailed in Belize begins with vaccinations and testing. The latter has never taken a backseat in the Ministry of Health and GoB’s plans. People are still being tested at world standard levels or higher. Belizeans are being asked constantly to NOT let their guard down. Keep practicing anti-Covid safety measures. We will all beat Covid but it has to be together. We have done it before. Let us recall…As the Belizean people ushered in planBelize in November 11, the new government first had to deal with the filth left by the United Democratic Party. The disarray was immeasurable. The new government could not run as that would have been to the detriment of the people. But health-wise, a magnanimous shift was obviously needed. Some people had become enamoured with the laissez faire attitude of those in the health sector in terms of Covid-19. The Ask the Experts show was comedy. People were dying to the tune of 200 plus in the last four months of the UDP’s leaderless don’t-give-a-damn exit. Even the killer delta variant is not a match for the virulent UDP. The rapid tests that were being hoarded and kept dormant by the UDP were now put into use. Belize had accepted rapid tests from the Taiwanese since the middle of summer 2020 but Barrow, Faber and Pablo could not care less. So in December 2020, testing, tracking, tracing and isolating (TTTI) quickly, massively, and smartly was instituted as the way to go. Together with a strategic Christmas targeted lockdown, Covid infections fell dramatically. The people bought in. The almost 5000 active cases fell to under 500 in just over a month and under 100 by Easter 2021. As the cases were falling to very low numbers, the hospitals were operating on pre-pandemic schedules. We had beaten Covid…or so we thought. Just then the covid vaccines arrived in early March 2021. Inoculations began. First there was a limit to the vaccines in country so the daily vaccination numbers were understandably low. There were stories of a few people who did not necessarily qualify in the first round but got their first dose of the Oxford Aztrazeneca vaccine; it was a great sign. But as planBelize unfolded and its vaccine diplomacy succeeded, the ample vaccinations for ALL Belizeans was met by fake news led by UDP aficionados. They placed fear in too many people who were outrightly refusing to be vaccinated even as 99 percent of Belizeans have been vaccinated some time before, since childhood. Vaccinations was not a new thing. The excuses to not get vaccinated went from the sublime to the ridiculous. Nothing has hurt Belize more than vaccine hesitancy. Scores of people have died because they refused to get vaccinated. There are some people whose are immunocompromised to the level that even the full vaccination status has not help them. How long after the second dose had they been infected? But with all thing being equal and one keeps a good diet then the comorbidity does not have to be a detriment or so research shows. There are examples of people with comorbidities that were helped by the vaccine; they lived to tell the horrid tale of a virus that is brutal. So today testing in time and KEEPING in isolation is as key to having been vaccinated. Have you been tested for Covid-19? Officially 280,000 SARS-COV2 tests have been done with 23,000 resulting as positive in Belize. This number includes persons tested who wish to travel, who enter the country and anyone who is tested in Belize. The number of deaths is 451 as this article is written and this is said fully aware that one life lost is sadly one too many. In a release the Ministry of Health and Wellness was clear: The Ministry of Health & Wellness also reminds the public that two new free testing facilities have been opened - a mobile testing site at the Civic Centre in Belize City and the other next to the Civic Centre in Belmopan - for individuals who are asymptomatic and require a negative COVID-19 test for employment purposes or to access government buildings(walk-in or drive-thru, 8:30 a.m. to 2:00 p.m., Monday to Friday). Testing at all public health facilities continues for persons with flu-like symptoms as well as persons determined to be close contacts by the MOHW team at health facilities. The only fee being charged is $100.00 for those
requiring a test for travel purposes. Through the efforts of a conscientious government, dedicated medical personnel, responsible citizens, and availability of quality tools like the SD Biosensor’s Rapid Antigen Test, the ministry remains committed to doing all that is possible to fight COVID-19 in Belize.” Basic information: “A sample is collected from the parts of the body where the COVID-19 virus gathers, such as a person’s nose or throat. The sample is treated with several chemical solutions that remove substances such as proteins and fats and that extracts only the Ribonucleic Acid(RNA) present in the sample. This extracted RNA is a mix of the person’s own genetic material and, if present, the virus’s RNA.”(iaea.org) Belize has gotten three GeneExpert testing systems of which two are at the Karl Heusner Memorial Hospital and the other at the Western Regional. “The advantage of the new GeneXpert testing system and the special SARS-CoV-2 testing cartridge it uses is that it has a fast turnaround time of within an hour, with the result then quickly available to the treating clinician.” “Inside a Biological Safety Cabinet, the scientist suspends the swab sample into a liquid medium. The liquid is then loaded into a single-use-only SARS-CoV-2 testing cartridge. The Biological Safety Cabinet is a sterile environment, so it reduces contamination risk to the sample, and protects the scientist from aerosols/infection. Once the liquid medium is loaded into the SARS-CoV-2 testing cartridge, the cartridge is loaded into the GeneXpert analyser for processing. It’s quite amazing as an entire molecular diagnostic laboratory is packaged into this tiny cartridge. There are reagents and chemicals inside, and all the reactions take place inside the cartridge, through a process called PCR (polymerase chain reaction). (qld.gov.au) “The Africa CDC estimates there are enough Cepheid GeneXpert machines installed across the continent to carry out 1.6 million tests a week. There are far fewer Abbott and Roche platforms: Abbott machines have a total capacity of just under 200,000 tests and Roche of around 275,000. A Roche spokesman said the company has delivered over 2.5 million PCR tests to Africa to date - directly to governments and via the WHO-led consortium. Abbott didn’t comment. (reuters.com) But before we can cost effectively use the GeneExpert Machines in an October 6 release titled Ministry of Health & Wellness Supports Use of SD Biosensor Rapid Test they stipulated the following: “Medical Technology continues to rapidly advance, helping to slow the spread of COVID-19. One of the acclaimed tests in diagnostic accuracy is the SD Biosensor Rapid Test – one of only two rapid antigen tests to receive emergency use authorization from the World Health Organization (WHO). The SD Biosensor rapid test has been proven to have an accuracy rate of close to 90 percent and is recognized as one of the leading options worldwide. A review of 64 studies of rapid diagnostic tests for SARS-CoV-2 infection, published in March 2021, found that the top performing manufacturer was South Korean firm SD Biosensor, whose test returned accurate positives 88 percent of the time. It is outperformed only by the approved PCR tests which can take an extended time to provide test results, requiring more human and laboratory resources. The Ministry of Health & Wellness (MOHW) and most private medical facilities have been utilizing this advanced tool and have credited it to efficient case identification, isolation, and tracking, resulting in saving lives and allowing travel and business to be possible. The SD Biosensor was first introduced to Belize in October 2020 by way of a donation by the EU-PAHO/WHO and was seen as the way to make testing available in all the districts…The public is encouraged to reach out to the MOHW or to seek out medical studies that support the use of the SD Biosensor. There is no benefit in sharing misinformation that can undermine the efforts in the fight against COVID-19.”

Covid and Climate Change have sharply focused attention on the fact that we cannot continue with business as usual. And yet business as usual continues to overwhelm the efforts that many small states have embarked on to transform our economies, to adapt to climate change and make them more resilient and to pursue our sustainable development. CO2 emissions are on the rise and set to result in the second biggest increase in history. That this will contribute to worsening the impacts like hurricanes in small islands, sea level rise and coral reef dying, is certain, as the Intergovernmental Panel on Climate Change recently confirmed. If we continue with business as usual, our countries will continue to spiral into indebtedness and no matter how many creative ways we come up with to re-structure and re-finance our debt, we will just keep kicking the proverbial can down the road. History, especially the last two years, has shown that any savings Belize will likely realize from the restructuring of our superbond into a Blue Bond, can be wiped away by one hurricane or floods like those we experienced in 2020, or worse, by another viral pandemic.
As a small state, we are doing more than our fair share to mitigate the damage to the climate, even though, we face the harshest consequences of the irresponsibility or inaction of others. We continue to try to improve our road, energy, and other physical infrastructure. Our tourism and productive sectors, particularly our agriculture sector, continue to invest in improving efficiency, and productivity, as well as product diversification. And, we continue to find ways to enhance investment
and the ease of doing business in Belize However, as highlighted in the recently held 2nd Roundtable on Small Island Developing States(SIDS) Access to Finance Co-Chairs Call to action, “The scale of the underlying structural issues ensures that endogenous resources and capabilities are insufficient to overcome the challenges that we face…” As much as it is said, and we would like to believe we are not building resiliency or are we on that path to sustainable recovery. As highlighted yesterday by the USA’s Hon. John Kerry in a World Bank discussion on the trillion-dollar question on financing the global energy transition, we remain on the road to catastrophe. We therefore, repeat the call for the immediate implementation of more equitable measures of development and expanding eligibility and access to concessionary financing from IDA and otherwise for all SIDS, including Belize. We repeat the call for the due and adequate consideration of each country’s debt vulnerabilities and inability to invest in resilience building. This may include, but is not limited to, the use of Special Drawing Rights channeling in support of reducing the risk for private sector engagement in climate resiliency and debt reduc-
Outreach with Indigenous Communities This past weekend Minister Dolores Balderamos Garcia continued her Ministry’s outreach to various indigenous communities of Southern Belize. On Friday, she was accompanied by Commissioner Gregory Ch’oc in meeting with village leaders of Silver Creek, in which several matters of concern were discussed. On Saturday visits were made to the remote Maya villages of Otoxha and Dolores, where fruitful consultations were held with village Alcaldes and Chairmen as well as elders of both communities. Major issues were land matters and concerns as
well as the condition of the road. Villagers expressed their appreciation for the visit of the Minister, who pledged further outreach and cooperation. On Sunday Minister Dolores fulfilled her pledge to assist the Tumul Uh Mopan Women’s Group of Pueblo Viejo with their sewing project with the contribution a sewing machine. The Ministry of Indigenous Peoples’ Affairs is committed to dialogue and respectful engagement with all Garifuna and Maya communities as we carry out the work of bringing advancement mainly to our Southern communities.

It is hereby declared that the principals of Aruna Resort Limited, located West San Pedro Town, Ambergris Caye, Belize shall develop a luxury resort on the lagoon side featuring fourteen (14) villas, three (3) restaurants, golf cart rental and supporting amenities. Aruna Resort Limited (hereinafter called ‘the Company’) shall be an approved enterprise under the Fiscal Incentives Act. 3. La adquisición de inversiones en estas áreas es una prioridad, aunque el Gobierno continuará proporcionando servicios adaptados a los inversores para otros proyectos en los demás sectores.
OBJETIVOS En un entorno post-Covid, el Gobierno de Belice (GOB) hace un llamamiento urgente de inversión para poner en marcha y acelerar la economía. El aumento de la inversión permitirá a Belice reposicionarse para salir de la pandemia/crisis del COVID con una recuperación acelerada. Tanto las inversiones locales como las extranjeras son esenciales para garantizar un crecimiento positivo, junto con un aumento del empleo que, en última instancia, mejorara la calidad de vida de nuestro pueblo. Para lograr este objetivo, se celebrará una cumbre de inversión de dos días como medio para promover y generar inversiones para Belice que puedan conducir a la IED y al crecimiento del PIB.

THINK ABOUT IT A CHILD HANGED HIMSELF An 8 or 9 year old child in Orange Walk put a rope around his neck and hanged himself. A relative was alerted and saved the situation. The child is in hospital. His mother, in her early twenties is reputed to be on drugs and has two more children. She cannot cope financially, or otherwise, and told her children she would give them away. Seems the little boy took it real hard, in an already hard and cruel world. Just over a week ago, we were all crying along with the mother of Dwayne Gabourel as she struggled with her tremendous grief at the funeral of her murdered son, 15 years of age. Now we are faced with a child, a little angel, so broken-hearted, so lost and frightened in his little world that he wants to die. As a society we are not doing enough, not nearly enough to help our unfortunate brothers and sisters. None other than Jesus said, in the Gospel of Luke at Chapter 17 Verse 2. “It would be better for him if a millstone were hung around his neck, and he were thrown into the sea, than for him to offend one of these little ones.” The overburdened taxpayers of Belize are paying millions of dollars towards various social, human development and women’s departments. Is there at least a phone number where a fallen human being can seek help? A number for a woman who cannot carry her cross all the way to Golgotha? Can we pause and meditate on what is happening here. A 9 year old wants to kill himself. His mother already overburdened with the pandemic, her no good man long abandoned her and her child. Is she not worthy of our Christianity? Can we not nurse her back to the love of our Lord? Jesus himself with prickles stuck in his head, his body burning with pain from the lashes he bore, he stumbled and fell under the weight of his heavy cross. The Romans forced a man named Simon who was from Cyrene to help carry Jesus’s cross. Can we not help this mother? Twenty four years of age, captured by a demon in the form of drugs and unable to carry her cross. Are we all going to walk on the other side of this road? Like the priest and the Levite or are we going to be good Samaritans? And only God knows what will become of the three children. As there is no compassion for the mother and the many mothers like her, so too, there is no compassion for the children. “Let the little children come unto me, and do not hinder them, for the kingdom of heaven belongs to such as these.” Gospel of Matthew 19:14 DELTA We are not being defeated by Covid and its Delta strain. It is putting up a heroic resistance. We are not demoralized. We are not down and we are not out. The Ministers of government in their capacities as politicians and Area Representatives have decided to throw in extra troops and ammunition. These will come through targeted approaches. The Ministers will personably rally their people to get vaccinated and to stay vigilant by wearing masks, sanitization, and social distance. This four pronged approach should see us getting the upper hand. It should also help if the Ministry of Health and Wellness could release a barrage of advice and recommendations on which healthy foods and drinks will help our immune system to be strengthened. A new more motivational crop of public infomercials are also needed to inspire the populace to mask up, sanitize and distance. I Believe-We can Turn This Around. JOHNNY WAS FILLED WITH EMOTION The Prime Minister was guest on Channel 5 morning show on Wednesday 13th October. He covered a wide range of issues in his straight forward down to earth manner. One of the hosts asked about the recent murder of student Dwayne Gabourel. The TV screen seemed to freeze. It became silent. More silent. When the camera turned to the Prime Minister, his head was bowed down. More silent. His eyes showed a man in sorrow. The human side of the Prime Minister emerged. He told the two hosts, and by extension the whole country, he and his wife, as parents of a teenager, have been forced to suffer. After explaining on a personal level his feelings on this tragedy, the Prime Minister regained his official composure and then released a most encouraging policy decision. The government will declare southside Belize City a Development Zone. A straight-forward legislation will be taken to the House of Representatives to give power and backing to this major initiative. The Prime Minister reminded the viewers that the previous UDP government had taken over five hundred million dollars from the Petro Carib assis-

tance from Venezuela and squandered it to win re-election. In the process they did nothing for Belizeans living on the South side of Belize City. He said most of the UDP ministers, including the Prime Minister, with important portfolios were representatives from south side. Yet, they did nothing, nothing to better the conditions of the citizens. Several new initiatives from the government would also be coming on stream shortly through the Ministry of Education, the Ministry of Youth and Sports, and the Ministry of Housing. A special pilot project will focus on at risk young people to ensure educational and skills education is available to them. JURY TRAILS NOT SAFE The Supreme Court has been grappling with the fallout from the Covid pandemic. Crime last year have been non-jury trails. To ask citizens to risk their health and their lives as part of their civic duties would have been asking too much. The Court, always strapped for money has decided on a relatively inexpensive way to try and protect members of the juries. They arranged for carpenters to build some small 2 feet little cubicles on top of the desks/ tables… like the area where jurors are required to sit. We saw the ones in the Belmopan Supreme Court and in the Dangriga Supreme Court—unsuitable and unsafe. It cannot protect jurors, lawyers, witnesses, accused and the Judge from catching the covid Delta. These Court rooms are air conditioned, which means one infected person can infect everyone in these enclosed areas. This is unfair to all concerned. Yes, money is tight, but if a Judge catches covid there will be no Court. Likewise, if the prosecutor or defense lawyer or accused or one or two jurors. NO MILE POSTS Before independence, before self-government, long ago before anyone of us was born, there used to be mile posts on the main roads. These mile posts were aptly named. They were short posts made on cement with the number engraved therein. The posts were painted white and the engraved number painted in black. Some fool, probably with hustling in mind, purchased pieces of metal, looks like 8 inches by six inches and strapped these one a two inches metal pipe, sticking about six feet from the ground, with the mile number painted on. On the Western Highway, now known for the leader who brought us self-government and independence, these modern useless little monuments have no mile number on them. It has all faded away. All the way from Belize City to Belmopan. All except, one at mile 35 and one or two elsewhere can be seen. Most likely cheap paint… But give me that old time religion -cement in the ground with the space engraved for the mile number. They lasted for donkey’s years. Julius, help us out. We need mile posts so we can gauge our distance. SPORTS RESET The new Minister of Youth and Sports is full of energy and ideas and wants to get things done. This is a welcome contrast to the former Minister Patrick Faber and Herman Longsworth. Minister Kevin Bernard has touched facilities and has come up with excellent ideas and initiatives. We wish to share a thought with him. He should start a fresh. Covid has everything on hold. This allows for some rethinking. Sports should be all inclusive and for all young persons. This means that all forms if sports should be pushed in all schools. There are thousands of bicycles used by the students. The sports councils should promote inter school competition in a big way. Athletics which is good old-fashioned running and sprinting, long jump, pool vaulting etc, again should be fully promoted in all our schools and have competitions with other schools. The same applies to football, basketball, volleyball. Why is there no swimming associations in this country? With every student in every school fully involved in sporting activities, this is where the talent will emerge to produce the top class of athletes to represent Belize abroad. The emphasis of the Ministry of sports is to have all young people in all schools in all villages and towns engaged fully in sporting activities. Sports must command a bigger share of the school’s curriculum. Sports is such an important part of growing up of teaching discipline. What are the Most English Speaking Countries in Central America? By James Dyde, Business, Daily Life via Centralamerica.com We list the most English speaking countries in Central America from the easiest and most obvious on down. If you’re finding Spanish difficult, this article might be for you. A few of our recent articles about doing business or investing in Central America have touched upon English proficiency in the region. Contributor Craig Dempsey from Biz Latin Hub has spoken about both El Salvador and Honduras as places investors should look at, in part because the amount of English-speakers in these countries is so much higher than elsewhere in Latin America. So it got us thinking. What are the most English speaking countries in Central America? In a region dominated by Spanish, where will native English speakers have the easiest time before picking up the local lingo? Let’s take a look. 1. Belize The obvious place to start is Belize, of course. Belize is the only official English speaking country in Central America due to its status as a former British colony rather than a Spanish one. Many Belizeans identify much more as a Caribbean nation, alongside the likes of Jamaica and Barbados than a Central American nation. As an English speaking country in Central America, with easy access to the United States, Belize is an attractive country to set up a call center in, and the BPO (Business Process Outsourcing) industry is strong here. Belize is also one of the most bilingual countries in the world, with many people speaking Spanish as a second (or first) language. If you include Kriol, and you certainly should, Belize is actually trilingual rather than bilingual. 2. Costa Rica Now we’ve gotten Belize out of the way, it’s time to consult the EF English Proficiency Index. This is the go to guide to figure out who speaks the most English around the world, outside of English speaking countries. And according to these guys, of all the English speaking countries in Central America, Costa Rica comes second to Belize – or first, if you discount Belize. In fact, in Latin America, only Argentina beats Costa Rica, according to the index. With a long emphasis on education and a major dependence on tourism from the United States, you’ll find Costa Rica full of English speakers and wannabe English speakers eager to learn. This is why companies like Amazon operate in Costa Rica. You’ll also find a strong tradition of TEFL (Teaching English as a Foreign Language) in Costa Rica, with many foreign teachers coming to work. The pandemic putting pay to in-person classes doesn’t deter
Costa Ricans either – many of them simply use an online English tutoring service instead. Another factor in Costa Rica’s English speaking favor is its Caribbean side. You’ll find the Caribbean coast a theme running through this article. Throughout Central America, from Belize on down, Caribbean communities speak English. You’ll often here people seamlessly mixing English, Spanish, and Creole into one unique idiomatic blend. 3. Honduras This one might surprise you, but Honduras has the second-most English proficiency in Spanish speaking Central America (third if you include Belize). But looking under the hood, you shouldn’t be too surprised. With its long Caribbean coast and Bay Islands of Roatán, Utila, and Guanaja, English is as important as Spanish. Elsewhere in Honduras, many people have relatives living in the United States and English often filters back that way. 4. El Salvador El Salvador is the next country on the EF English Proficiency Index after Costa Rica and Honduras. It’s another country with a massive diaspora living
outside of its borders. Over 2.3 million Salvadorans live in the United States, which works out at about 25%. In short, some one in four Salvadorans live in the U.S. In Latin America, only Mexico, Puerto Rico, and Cuba have more immigrants living in the States than El Salvador. Naturally, this rubs onto the population at large, and you’ll often find yourself in some hidden corner of El Salvador being surprised by a Californian accent. 5. Panama Panama ties with El Salvador on the EF English Proficiency Index. Both countries come in with an equal 483 points. 6. Guatemala Next comes Guatemala on the list. It’s no surprise Central America’s largest population speaks among the least English. With a massive indigenous community, many Guatemalans are already bilingual, with languages like K’iche commonly spoken alongside Spanish. BBC News Russia has denied using energy as a political weapon, amid surging prices across Europe that have sent gas bills in many households skyrocketing. Russia, one of Europe’s biggest natural gas providers, has been accused of intentionally withholding supplies. President Vladimir Putin said such claims were “complete rubbish... and politically motivated tittle-tattle”. The European Commission has been outlining measures member states can take to combat rising prices. The wholesale price of gas has increased by 250% since January, triggering a knock-on spike in costs for consumers and businesses. Energy prices have hit record highs for various reasons, including high demand for natural gas as economies recover from the Covid-19 pandemic. He said it was “very important” to “suggest a long-term mechanism to stabilise the energy market”. Mr Putin stressed that Gazprom, Russia’s gas giant, was supplying gas to Europe at maximum levels under existing contracts, and was ready to provide more if requested. “We will increase by as much as our partners ask us. There is no refusal, none,” he said. Europe’s gas crisis has multiple causes: from a shortfall in renewable energy to low gas stocks after a cold

This was in large part to supply being great and there was less movement. Oil companies in some part had to dance in tune to that overall global economic shock. Now, except for the harnesses caused by the Delta variant most economic fronts have he world economy on a rebound. In Belize, we had a different situation. Pre-pandemic Belize was in a recession if not depression due to the corruption and incompetence of the Barrow/Faber administration. Covid decimated a Belize laced with the UDP comorbidity. One of the UDP’s infamies was surcharge placed over taxation
of fuel. Barrow & Faber found it wise to tax fuel as an innovative economic measure. Their last budget in March 2020 continued to squeeze at Belize’s economic throat...called a surcharge. Largely, the price of our imported fuel is based on world prices. But the UDP
enacted in their budget economic negligence is asking fuel users to pay more than ALL our hemisphere except for Barbados. It is my opinion, and that of many, that regional parity in that front is something expected from our PUP administration.

U.S. to lift border restrictions for vaccinated travelers next month By Camilo Montoya-Galvez The U.S. government next month(Nov ‘21) will lift pandemic-era travel limits along the Canadian and Mexican borders for travelers who are vaccinated against the coronavirus, allowing them to enter the U.S. for non-essential activities, like tourism and family visits, for the first time since March 2020. U.S. Customs and Border Protection will accept paper or digital proof of vaccination, an official said. The Centers for Disease Control and Prevention has not yet determined which vaccines the U.S. will recognize, the officials added. Tuesday’s announcement is likely to be welcomed by Mexican and Canadian travelers, as well as U.S. border community leaders, who have been urging the Biden administration for months to lift the travel limits, which have hurt local economies that rely on tourism and commerce. “There’s been a lot of struggle in the community because of the closure, not just financial struggle but a lot of families who have been separated and a lot of literal emotional hardship,” Democratic Congresswoman Veronica Escobar, who represents the Texas border city of El Paso, told CBS News. “This is very welcomed news.” Escobar said the U.S. should also increase the supply of vaccines it is dispatching to Mexico to help border communities like Ciudad Juárez, which borders El Paso, ensure that prospective travelers can take advantage of the new travel policy. “Our border communities are essentially one community,” Escobar added. “So this is a fantastic, long overdue first step and it will be, I know, very well-received by the community.” Last month, the Biden administration announced that immigrants and travelers coming to the U.S. by plane will also have to be fully vaccinated and show proof of a negative COVID-19 test starting in November. The administration officials stressed that this week’s announcement will not affect a separate pandemic-era border policy the U.S. has used to expel migrants and asylum-seekers who don’t have legal permission to enter the country. Citing a public health authority known as Title 42, U.S. border officials have expelled hundreds of thousands of migrants without allowing them to request asylum. To the dismay of advocates and some Democrats, the Biden administration has continued the expulsions, which were first implemented in March 2020 under former President Donald Trump. Asked if lifting the non-essential travel restrictions undermines the justification for maintaining the Title 42 expulsions, an administration official said the policy considerations are different because migrants are generally held in Border Patrol facilities where social distancing can’t be enforced. “They’re not set up for a global pandemic situation,” the official said of the migrant holding facilities. “The Title 42 restrictions are really about protecting the migrants themselves, the DHS workforce and local communities.” Citing “current conditions,” the of-

Should it be open to all for free unhindered commerce and tourism? I believe the time has come. Covid-19 has blanketed the world, and open/closed borders would/ do not make a difference to its spread. The closed borders make a difference to too many small businesses who cannot get their resources to move on with their lives: mechanics, tailors, seamstresses, small restaurants, printshops, pastry shops, medical practitioners, and the list goes on. The little items that are not imported by the importers have extremely high prices if brought in by the rare trustworthy cross border dealer today. This is definitely incomparable to going to Mexico to procure it personally. So, the major grocery stores may holler foul but other than provide much needed employment they do not export and produce for the GDP. The same as the major importers who will not bring in the small items for the small business as it is not profitable. And…they are importers. The small and micro businesses make the economy roll. They value add. These businesses and the free spirit of us Belizeans are ready for open borders. It will not be an exodus of money. It will be an opening of an economy that has on the brakes at the moment….in my humble opinion.

PRESS RELEASE CALL FOR PROPOSALS – MATCHING GRANT FUND The Government of Belize (GOB) has entered into an agreement, dated November 30, 2018, with the International Fund for Agricultural Development (IFAD) for a loan and with the Green Climate Fund (GCF), for a loan and grant towards the implementation of the Resilient Rural Belize Programme (hereinafter, “the RRB”), the objectives of which are to build overall resilience of smallholder farmers to climate change by adopting climate resilient practices, increase and diversify production; and facilitate their access to commercial market chains for the off-take of their surplus production. The programme through a co-financing facility and a competitive fund called the Matching Grant Fund (MFG), will be providing grants to registered and non-registered producer organizations to improve climate‐resilient agricultural production, increase productivity and improve quality; to allow for the storage of products; to improve production planning to access markets and receive better prices; to provide opportunities for adding to the value chain; and to increase their incomes through sorting, selection, packaging and labelling or the processing of raw materials. The programme will support investment in the cultivation of the following market-driven priority products; vegetables: cabbage, carrots, hot pepper, onion, sweet pepper and tomato, fruit: pineapple and honey production. The MGF fund will not be financing the producer organizations in the form of cash, but will be in investments through the submission of Business Plan (BP). Maximum Grant: $240,000 for registered groups (more than 17 members) and $60,000 (10 or more members) for non-registered groups (restrictions apply). FISCAL INCENTIVES BELIZE: STATUTORY INSTRUMENT No. of 2021
ORDER made by the Minister of Investment in exercise of the powers conferred upon him by Section 4 of the Fiscal Incentives Act, Chapter 54 of the Laws of Belize, Revised Edition 1980-1990-2000, and all other powers thereunto him enabling. (Gazetted ... 2021) 1. This Order may be cited as the APPROVED ENTERPRISE (THE AMBERGRIS GRAND LIMITED) ORDER 2021. 2. It is hereby declared that the principals of The Ambergris Grand Limited, located 13 miles north, San Pedro Town, Ambergris Caye, Belize shall develop a luxurious resort marketed as ‘Margaritaville Beach Resort’ featuring fifty-five (55) units, restaurants, swimming pool and supporting amenities. The Ambergris Grand Limited (hereinafter called ‘the Company’) shall be an approved enterprise under the Fiscal Incentives Act. 3. In addition to the conditions imposed by the Act, the Company shall: (a) not practice whatsoever any discrimination on grounds of ethnic, religious or political identity; (b) observe all safety, social security, health and labour regulations; (c) pay fair wages to the workers and observe fair labour practices; (d) consult with the Belize Labour Exchange before employment of workers of other nationalities; employ only such workers of other nationalities as are in possession of valid work permits; (e) make provision for the training of Belizeans in all aspects of the operation and conduct of the Company including management; submit a plan for approval by the Ministry of Labour for such training in all the required skills; (f) satisfy the Ministry of Natural Resources and the Department of the Environment that all necessary measures are taken to control any pollution to the environment that may result from the operation of the company; (g) satisfy the Ministry responsible for Archaeology that all measures are taken to prevent the destruction of any ancient monument or antiquity located within the Company’s area of operation; (h) maintain separate books of accounts and records in respect of the Company; maintain such books of accounts and records in a manner which conforms with generally accepted accounting principles in Belize and appropriate to the business in which the Company operates; (i) conduct the business in a manner acceptable to the Belize Trade and Investment Development Service; (j) continuously employ at least fifty-five (55) persons by September 7th, 2026; 4. Upon obtaining the written approval of the Executive Director, Belize Trade and Investment Development Service, the Company shall be permitted to import such quantity of such items free of customs duty and revenue replacement duty as shall have been proved unavailable from suitable local products or raw materials, and necessary for the establishment/expansion and operation of the Company, and for the sole use thereof, but limited to: • Building Materials & Supplies • Machinery & Equipment • Fixtures & Fittings • Office Equipment & Supplies • Utility and Transport Vehicle • Marine Craft 5. The date of production shall be September 8th, 2021. 6. The date of commencement and the date of termination of the duty exemption period shall be September 8th, 2021 and September 7th, 2026 respectively. 7.
The Company shall enjoy no tax holidays.

This Approved Enterprise Order may be revoked if any condition to which it is subject to is broken by the Company.
