New COVID-19 Testing Sites Free for Anyone Except Travellers October 19, 2021 - The Ministry of Health & Wellness announces the opening of additional free COVID-19 testing sites. These testing sites are in addition to those at the Civic Center parking lot in Belmopan and the Civic Center in Belize City. All sites are open Monday to Friday from 8:30 a.m. to 2:00 p.m. Anyone can access testing except persons planning to travel. The Ministry of Health & Wellness continues to encourage persons to get tested and to continue to practice the COVID-19 safety protocols at all times.

Cabinet Brief Belmopan. 20th October 2021. 6:00 p.m. . The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 19th October 2021. •

Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 18th October 2021, 203,819 persons or 47.37 percent of the total population had received at least one dose of the vaccine and 165,542 or 37.4 percent had been fully vaccinated. Belize now ranks second among the Caribbean states in the percentage of the population fully vaccinated. Currently, there are more than 245,000 vaccines in stock, Pfizer – 29,508, AstraZeneca – 90,800 and Johnson & Johnson-114,000.

• Cabinet gave its approval of recommendations from the Ministry of Health & Wellness to amend the Public Health Act to change the structure of the ministry to allow for a Director of Public Health and Wellness as well as a Director of Hospital Services. In addition, Cabinet approved the recommendation by the Minister of Health & Wellness to increase the size of Karl Heusner Memorial Hospital (KHMH) Board to allow for a representative of the KHMH Workers Union to join the KHMH Board of Governors. •

Cabinet authorized the steps necessary to complete the cancellation of the $1.1 billion-plus superbonds and to enter into the Blue Bond loan for the payment of the superbonds at a discounted 55 cents on the dollar. This includes the passing of the necessary National Assembly resolutions and the Blue Bond Loan Bill. Cabinet supported recommendations from the Ministry of Human Development, Families and Indigenous Peoples’ Affairs to introduce legislation for strengthening the juvenile justice system by removing status offences by repealing the Certified Institutions Bill, to support amendments to the Juvenile Offenders Bill and to support amendments to the Families and Children Bill. Taken together, this will be a huge step towards compliance with the Convention of the Rights of the Child by moving Belize beyond a system that criminalizes children for status offences to a state that recognizes the vulnerabilities of children who commit status and criminal offences and affords the opportunity to receive the protection and services they require. Finally, Cabinet strongly urges the public to wear masks, maintain physical distance, wash hands regularly, and for those not fully vaccinated to get vaccinated as soon as possible. Continued from page 1 That saving is in reference to the existing UDP’s so-called Superbond which will be paid off. In essence, this transaction when fully carried out, will save Belize 12 cents of every dollar it owes internationally—a very big deal for the Belizean people. This will immensely benefit the economy and will mean jobs for Belizeans as Belize becomes a magnet for investors. The next step is legislation as the Cabinet has pushed it forward. In this week’s Cabinet Brief document this was stipulated: “Cabinet authorized the steps necessary to complete the cancellation of the $1.1 billion-plus superbonds and to enter into the Blue Bond loan for the payment of the superbonds at a discounted 55 cents on the dollar. This includes the passing of the necessary National Assembly resolutions and the Blue Bond Loan Bill.” The bill will further make official this conservation and debt management move that has planBelize written all over it. All Belizeans win with this move. All Belizeans will benefit immensely. The Endowment Fund will benefit our fishers and tourism sector directly as they will see the levels of sustainability of their industry multiply. Forty percent of said fund will go back to the community in management of our marine ecosystems and areas. “The Blue Bonds for Conservation will generate BZD170 million for marine investments and management over the next 20 years, and thereafter yield a Marine Conservation Endowment approximating BZD200 million.” The United States via Moody’s is already seeing us in a very positive light. The AA2 rating of the proposed bond is nothing short of historical. This rating

is nothing less than awesome and just what Belize needs to move our economy to levels planBelize promised and beyond. he great work during the last eleven months has culminated in many achievements. These are easily recounted and range from taking a firm hold on Covid-19, to the just recent initiative with the coveted Blue Bonds that will drastically reduce the debilitating debt our country was subjected to. The work of this government encompasses the tangible works of the Ministry of Infrastructure Development and Housing who have upgraded hundreds of miles of roads and are now on the verge of launching their pilot housing project. There are also many other projects that do not involve infrastructure but the progress made is no less felt by Belizeans. The Prime Minister is leading a goodwill campaign to expand on diplomatic and foreign relations to increase trade and export opportunities for Belizeans here at home. Already he has visited Guatemala and has formed agreements with that country. The invitation of President Lopez Obrador to visit México has already netted huge results as Belizean shrimp exports to that country have been given a green light. These areas of cooperation also include capacity building initiatives in Agriculture. Just this week, there was another massive exportation of cattle to that country. Minister Coye and CEO Dr. Osmond met with representatives of the World Bank just this week to discuss the tremendous impact of the Belizean Home Grown economic recovery program. This has fostered growth and recovery that surpassed expectations and forecasts. The plans are to make the Belizean economy more resilient through diversification and to make its leading GDP contributor, which is Tourism, more sustainable. Minister Coye also advocated for increase accessibility to credit through the realigning of Belize’s classification as a SIDS so that additional funding and financing can be made available through the International Development Association (IDA). The importance of the Agriculture sector and its role as a stabilizing factor in these uncertain economic times cannot be ignored. Its importance to national food security, as a foreign currency earner and as a source of employment cannot be over emphasized. It seems then Belize is poised ready to join the digital era, with many ministries and departments announcing plans for digitalization. Among those are Vital Statistics, and the Judiciary and these are the initiatives of the Ministry of the Attorney General. These will eliminate the long lines and time-consuming processes involved with applications and processing of the same. Finally, and perhaps most poignant, this week was to see the Prime Minister at the KHMH for a second time during his short term in office. Garbed in PPE, Hon. John Briceño toured the facilities and showed genuine concern during these times of crisis. He exhibited that characteristic kindness, not just for patients, but for the front line workers at the KHMH who risk their health and life in the selfless care of others, daily. This visit was again an opportunity for Belizeans to witness the horror of Covid-19, a reminder that everyone must take responsibility for their health. Prime Minister Briceño also helped to humanize the staff at the KHMH, their plight, their very real fears and the pain and emotional distress of losing patients every day. The government is doing all it can by providing universal access to vaccines. Belizeans must do their part, take personal responsibility for their health and wellness. We must do all we can to fight back against Covid-19.

La labor de este gobierno abarca las obras tangibles del Ministerio de Desarrollo de Infraestructuras y Vivienda, que ha mejorado cientos de kilómetros de carreteras y ahora está a punto de lanzar su proyecto piloto de viviendas. También hay otros muchos proyectos que no tienen que ver con las infraestructuras, pero los progresos realizados no son menos perceptibles para los beliceños. El Primer Ministro está dirigiendo una campaña de buena voluntad para ampliar las relaciones diplomáticas y exteriores con el fin de aumentar las oportunidades de comercio y exportación para los beliceños aquí en casa. Ya ha visitado Guatemala y estableció acuerdos con ese país. La invitación del presidente López Obrador a visitar México ha dado grandes resultados, ya que se ha dado luz verde a las exportaciones de camarones beliceños a ese país. Estas áreas de cooperación también incluyen iniciativas de desarrollo de capacidades en la agricultura. Esta misma semana se ha producido otra exportación masiva de ganado a ese país. El ministro Coye y CEO, el Dr. Osmond, se reunieron justo esta semana con representantes del Banco Mundial para hablar del tremendo impacto del programa endógeno de recuperación económica de Belice. Esto ha fomentado un crecimiento y una recuperación que han superado las expectativas y las previsiones. Los planes consisten en hacer que la economía de Belice sea más resistente mediante la diversificación y en hacer que su principal contribuyente al PIB, el turismo, sea más fuerte. El Ministro Coye también abogó por aumentar la accesibilidad al crédito mediante la reordenación de la clasificación de Belice como PEID, de modo que pueda disponerse de fondos y financiación adicionales a través de la Asociación Internacional de Fomento (AIF). No se puede ignorar la importancia del sector agrícola y su papel como factor estabilizador en estos tiempos de incertidumbre económica. Su importancia para la seguridad alimentaria nacional, como generador de divisas y como fuente de empleo no puede ser exagerada. Al parecer Belice está preparado para unirse a la era digital, con muchos ministerios y departamentos anunciando planes de digitalización. Entre ellos se encuentran las Estadísticas Vitales y el Poder Judicial que son una iniciativa del Ministerio del Fiscal General. Con ello se eliminarán las largas colas y los largos procesos que conllevan las solicitudes y la tramitación de las mismas. Por último, y quizás lo más conmovedor de esta semana ha sido ver al Primer Ministro en el KHMH por segunda vez durante su corto mandato. Ataviado con el EPP, el Honorable John Briceño recorrió las instalaciones y mostró una genuina preocupación en estos tiempos de crisis. Mostró la amabilidad que le caracteriza, no sólo por los pacientes, sino también por los trabajadores de primera línea del KHMH que arriesgan su salud y su vida en el cuidado de los demás a diario. Esa visita fue una nueva una oportunidad para que los beliceños fueran testigos del horror del Covid-19, un recordatorio del que todos deben responsabilizarse de su salud. El Primer Ministro Briceño también ayudó a humanizar al personal del KHMH, su difícil situación, sus temores muy reales y el dolor y la angustia emocional de perder pacientes cada día. El gobierno está haciendo todo lo que puede al proporcionar acceso universal a las vacunas. Los beliceños deben hacer su parte, asumir la responsabilidad personal de su salud y bienestar. Debemos hacer todo lo posible para luchar contra Covid-19.

Statement on Cruise Sector and Ports Development

Future Policies: National Cruise Tourism & National Ports Tuesday, October 19, 2021 --- The Cabinet, cognizant of the various domestic and international media reports regarding cruise port developments in the Belize District, has considered the current status of the relevant projects and the current position of pertinent approvals. Cabinet also had preliminary discussions on the Administration’s broad policy posture for cruise tourism and ports development and decided: FIRST, regarding the Stake Bank port, that project is in its construction phase, having received the requisite approvals and permits, including an Environmental Compliance Plan, and according to its developers, expects to be operational in 2022. SECOND, permissions and approvals relating to the proposed causeway from Belize City to Northern Drowned Caye, the development of that island, and the causeway to Stake Bank are the subject of an active governmental review to determine the validity of all processes and approvals. The urgent review commenced today with an initial briefing to Cabinet by the Chief Environmental Officer, Mr. Martin Alegria. Serious questions have arisen from such briefing including purported missing files. Cabinet has instructed Mr. Alegria to promptly produce a written report on the factual circumstances associated with the processes engaged to seek regulatory approvals for these development projects. Cabinet will make available to social partners and the public the report and evidence produced and if there has been non-compliance with relevant regulatory processes and approvals, appropriate action will be taken including, if necessary, the rescission of purported permits or licenses. For context, Government considers the causeways and the Northern Drowned Caye development to be real estate-related, and therefore, unlike Stake Bank, not foundational to the cruise tourism sector. Given various on-the-record pronouncements by Ministers of the previous UDP Administration with regard to the causeways, this Cabinet expects that the viability of the Stake Bank cruise facility, for its investors and financiers, is NOT contingent on the construction of causeways to the mainland. THIRD, the Port of Magical Belize, envisaged for development south of Belize City, has received environmental approval, subject to a strict and detailed Environmental Compliance Plan. The compliance standards for this project are particularly sensitive to eco marine protections and to the health of the coastal environment. If the standards of this plan are met, and if the operational and financial aspects of the project take shape, actual construction, under a strict monitoring regime, is, according to it developers, expected to commence in 2022. FOURTH, on the Port of Belize’s proposed cruise terminal, the unfeasibility of the critical dredging component, is now a matter of public record. While the promoters have offered an alternative, and public consultations have taken place on this alternative, a final determination remains pending from the NEAC. Cabinet is of the firm view, a view to be formalized as part of an imminent National Ports Policy, that a priority of this Ad-

ministration is to foster the development of modern, efficient and cost-effective cargo and bulk shipping port operations, a service that is essential to the health of the macro-economy and to private sector competitiveness. This policy priority is entirely independent of and cannot be dictated by the location or viability of any cruise port. FIFTH, Cabinet will consider, approve and publish in the coming months an updated National Cruise Tourism Policy and the National Ports Policy, both of which will be consistent with this interim Statement on Cruise Sector Development. SIXTH, Cabinet views cruise tourism as an important sub-sector of the overall tourism product and therefore, within clear sustainability parameters, will continue to support all efforts to maximize employment and the sub-sector; however, Cabinet considers overnight tourism to be more lucrative, more sustainable, more stable and therefore worthy of foremost focus and attention. And SEVENTH, Cabinet emphasizes that its highest priority, within the framework of the cruise industry, is adherence to Belize’s commitment for ecological conservation and sustainability, both marine and terrestrial. Short-term financial gains, even at the evident peril of the planet, is the underlying cause of the global climate crisis. In Belize’s case, this crisis is resulting in coastal erosion, the depletion of fish stocks, the degradation of our Barrier Reef System, and the impoverishment of coast-

al communities. Sustainable development, including cruise tourism expansion, must not contemplate only this decade’s gains, or even this generation’s, but must be demonstrably sustainable for the long term. Marine sustainability will be bolstered significantly, and in a manner without precedent, in the coming years as a result of this Administration’s Blue Bonds for Conservation Agreement. Multiple Marine Conservation Milestones and Undertakings will expand marine biodiversity zones, initiate a comprehensive Marine Spatial Program, revamp coastal zone management and environmental impact assessment processes, transform alliances with conservation social partners, among many other novel initiatives. The Blue Bonds for Conservation will generate BZD170 million for marine investments and management over the next 20 years, and thereafter yield a Marine Conservation Endowment approximating BZD200 million. Finally, to undertake timely and efficient follow-up on all aspects of the cruise tourism sector, Cabinet has designated a sub-Committee comprised of the Ministries of Finance, Natural Resources, Tourism, Logistics, Sustainable Development and the Blue Economy.

WORLD FOOD DAY Theme: “Our Actions are our Future -

better production, better nutrition, a better environment, and a better life.” Remarks by Prime Minister

I am happy to join you today to celebrate an event that spans the length and breadth of our world. Everywhere, governments along with civil society and individuals are commemorating World Food Day. This year, World Food Day comes at a particularly difficult time. In a sense, this year’s event asks all of us to be extraordinary for it is a reminder to each of us that indeed our actions are our future. How do we shape the future in a time of such uncertainty and change? How do we shape the future at a time when this awful COVID-19 pandemic has caused thousands of Belizeans to be unemployed, and many more thousands who were already poor and unable to find the money to buy the proper food items to feed their families? We do it by first being there for each other. Just imagine for a moment, the child who this morning woke up hungry having nothing at home to eat. Why? Because his or her mom, or dad, or both of them, lost their job. Think also of those parents, who were once able to provide for their family, and today, have less income or no income. And think of how much basic food items cost all of us. To make matters worse, worldwide the cost of basic food items continue to go up. When we think about these things there is less reason to hope, but we must see the world not as it is today, but as we need it to be tomorrow. Our task then is to understand that the changes we face because of this pandemic must not last a minute longer than is necessary. Instead, we must allow all our thoughts and actions to be geared towards a better environment and a better life. Indeed, we cannot continue to ignore the fact that we live in a world where close to 20 percent of our people are undernourished. We cannot ignore the fact that 99 million children, some of them living right here in Belize, are undernourished, and, as such, underweight. Pandemic or no pandemic this must change. A day like this gives us the opportunity to first imagine the change and shape the future. World Food Day first serves as an opportunity to say thanks to all Belizeans and Belizean organizations that have helped to feed those who have less. As well though, today serves as a reminder to all of us that we must end world hunger. A recent report from Global Nutrition states that we are well on the way toward achieving targets such as reducing anaemia among children, exclusive breastfeeding, reducing stunted growth in children and reducing malnutrition. All this is in part helping to end hunger in our own nation. Still, there are too many of our children who are not getting a balanced diet and too many of our young population who are living unhealthy lifestyles. The doctors tell us that many of the people currently dying of COVID in our hospitals are people who were living with hypertension, diabetes and heart disease; some in their 30’s and 40’s. We also hear of some dying because of obesity. This is all the result of unhealthy lifestyles. It is important to understand that lives can be changed just by how we eat and what we eat. For this reason, our PlanBelize agenda puts such focus and emphasis on agriculture, not just to take food from the farm to the table, but to grow nutritious foods that will result in a healthier population. It ensures that proper nutrition is not only taught in our schools, but practiced as well. At present three ministries are involved in the execution of this plan. In addition to the Ministries of Agriculture, Education and Health, the Speaker of the House of Representatives together with several senators have been involved in the Belize Parliamentary Alliance Against Hunger and Malnutrition. They are involved and committed to end hunger and malnutrition among our school-aged children, and, in so doing, hope to eliminate diseases and problems affecting them. Such lifestyle change would not only affect our children, but would influence adults as well. My wife Rossana is also a proponent of a healthier lifestyle, and is involved in efforts that promote school gardens. Rossana believes that these school gardens are a great way to spread what she likes to call the “healthy food fever” an initiative that gets school children to participate in growing their own gardens and harvesting their own fruits and vegetables. This is how we turn things around and this is how our government can work with communities to help end hunger in our nation. As we celebrate World Food Day, let us not allow this long and hard COVID-19 pandemic and its devastating effects to dampen our spirits. Instead, let us see what lies ahead – what lies post COVID -- and let us use the lessons that we have learnt, both the good ones and the painful ones, to determine such actions for our future. These actions will help us to grow, nourish and sustain this nation together. Also, let us never forget that nature has blessed us with wealth untold, but we must use it well. I truly believe that with wisdom, fortitude, and with the guidance of our Creator, we can reach that day when no child will go to bed hungry and where everyone can benefit from healthy living. This is my hope and prayer on this World Food Day. I thank you.

Min. of Human Development & Council on Ageing: Media Coverage of Older Persons On Thursday October 14, 2021, the nation watched in horror and outrage as Channel 7 News aired the heart-wrenching story of an elderly couple living in deplorable conditions in Belize City. The outpouring of support and assistance for the couple was immediate and many Belizeans were left wondering how this situation could occur. The country was equally surprised on Friday, October 15, 2021, when Channel 7 News recanted their story, did an about-face and tried to distance themselves from what they characterized as a “complicated situation.” They ought to have checked the facts on October 14, 2021, before proceeding. Our ministry decries the irresponsibility of Channel 7 who have time and time again in their quest for sensationalism ignored journalistic responsibility and ethical standards. We recall with pain and hurt the airing, by Channel 7 News of a youth being brutalized. Special Envoy H.E. Rossana Briceño condemned this action and cautioned the media as a whole. The ministry joins her in repeating this call and therefore cannot remain silent on the unethical treatment of older persons in the broadcasting of these stories. It is no secret that there are older persons across our country who suffer in silence as they endure abuse, neglect, and abandonment. That the media has taken an interest in shedding light on this hidden epidemic is an opportunity to strengthen support networks, re-evaluate response systems and increase access to support services. Older persons are a vulnerable population. At times health conditions, dementia and other trauma impair their judgement and ability to consent to having their image and other personal information made public. Long after a news story has aired, these older persons will have to contend with whatever repercussions result from publishing their information, be it negative or positive. In some cases, unscrupulous persons have used the plight of the elderly to collect funds and resources that never benefit the persons in question. We take this opportunity to remind all media houses, and in particular Channel 7, that they must uphold the highest ethical standards when broadcasting stories that involve any vulnerable population. This includes: 1. Reporting Truth and Accuracy –

Journalists must ensure that they have thoroughly researched cases involving persons in vulnerable situations and that the information they are reporting is accurate. Persons being featured must understand and agree for their information to be made public. 2. Maintain Humanity - Journalists must ensure that the stories they are reporting will do no harm to their subjects. This includes not compromising their safety, mental and or emotional health. Images that are broadcasted can prove to be hurtful, embarrassing and have long-lasting impact on the older person. This includes airing images of older persons partially dressed, being physically assaulted or injured. While these images may make for sensational news, they rob the older person of dignity and exposes them in their vulnerable and helpless state. We cannot perpetuate the revictimization of any survivor of abuse through the continuous sharing and distribution thereof. 3. Accountability – It is a sign of professionalism and responsible journalism when a media house takes accountability for errors or misjudgment in reporting a story. The ministry reminds all media houses that they, as do all Belizeans, have a collective responsibility to report any cases of abuse, neglect, or abandonment to the Department of Human Services. It is disheartening to note that although media houses have covered cases of abuse and mistreatment of older persons, the relevant authorities are only made aware of cases during the news broadcast at 6:00 p.m. In conclusion, the Ministry of Human Development, Families, and Indigenous Peoples’ Affairs and the National Council on Ageing are working tirelessly to address the many social challenges that have emerged during the pandemic, including increased cases of child abuse, domestic violence, and elderly abuse. We respond to each report made, and we are constantly working to improve our services and response. Other issues affecting our young women are child marriages/ early unions, mental issues, school dropouts, unemployment, and teenage pregnancies. For instance, Be-

lize has the second highest rate of child marriage and early union in the Caribbean. 20% of girls in Belize between the ages of 15-19 are likely to be married or in a union. Moreover, Belize also has the highest rate of early pregnancy in the Caribbean. Ultimately, these are only a few of the reasons why it is important to advocate for strategies to prevent and eliminate gender-based violence. Mrs. Rossana Briceño hosted the UWG President Ms. Osiely Mendez along with two Executive Members, Lysandra Berbey (UWG National Treasurer), Britney Galvez (UWG National Asst. Secretary and BYM District Rep.) and BYM National President, Ms. Marissa Cervantes. All parties in attendance agreed unequivocally that impactful change must begin with proper education, awareness and a united call to action of every individual, to stand up for the prevention and elimination of all forms of Gender-Based Violence Against Women and Girls. Madam President Osiely Mendez presented Mrs. Rossana Briceño with a token of appreciation for graciously hosting, the first of many, collaborative initiatives. THINK ABOUT IT PEYREFITTE MADE A FOOL OF HIMSELF - UDP MUST DO BETTER It is a sad reflection on the UDP but it is just the type of politicians that they are. In a democracy, for a party which has been in office for almost 13 years, to be kicked out by the electorate from a majority to a mere 5 seats is quite a statement. The electorate must have been really pissed by the bullshit coming from men and woman who had totally, completely let down this country in every which way. They left this country in a mess. In an awfully terrible situation. Of all the problems bequeathed to Belizeans, three or four mega ones are rampant corruption, endemic violence and gang murders, a ground zero community with poverty reaching over 60 percent. This week, the handful of weak remaining UDP held a press conference another in its exercise of political masturbation. They not only criticized the very gang/crime situation which they are specifically responsible for 13 years of doing nothing. They actually opted for shameful grand standing. They wanted to show-off. Leading this charge was the UDP’s equivalent of Shakespeare’s character Falstaff (minus the wit). One Peyrefitte. It sounds stupid but it happened, Peyrefitte called for the resignation of Minister Kareem and his hard working Chief Executive Officer. Don’t laugh, this is a sick joke requiring strong condemnation. The very man who was once in charge of the police and failed to accomplish anything of substance is exposing just how shallow and petty the UDP remains. People like Faber, Aragon, Saldivar and Peyrefitte need to stop their silly politics and offer this country ideas and solutions to our problems. But on the other hand, if they had no solutions for the past 13 years, where will they suddenly get any ideas from. And it is a shallow mentality to suggest that there were 74 murders from January to September last year and that there is now 90 for the same period this year. Last year February, the Covid pandemic came crashing into our country. Among other counter measures were lockdowns, restrictions on movements and curfews. Everything gone down…including crime. It is called intellectual dishonesty. Peyrefitte dared not mention what were the murder rates before 2020. 143 victims one year. 130 another, lowest 125. 130 repeatedly. We do not wish to take serious thing and mek wi laugh, but what kind of vaccination did these UDP’s take? This seems to be messing up their thinking. Peyrefitte is no match for Kareem. He picked on the wrong Minister to try and show off. Kareem used words like hypocrite and should be ashamed to even show….face. Kareem said after 13 years of being drunk on power, one would expect Peyrefitte to behave as he did. The Minister said Peyrefitte and the UDP were taking taxpayers monies and paying gang members. The gang then used these monies to buy drugs to traffickers and to buy more guns and so make the situation even worse. What a goddam shame. Kareem said “they (Peyrefitte and the UDP) were abject failures because they were the ones who were in charge of southside Belize City and had Zero plans for Belize City. They had 500 million dollars from Petro Carib funds. What did they do in terms of elevating and uplifting the lives of southside residents? Absolutely nothing… and so, they should be very ashamed to even show their faces.” The Minister then went on to intelligently and rationally explain in the Love FM interview some of his proposals for tackling the crime problem. KAREEM COMES UP BIG The Minister of Home Affairs and New Growth Industries, Kareem Musa was interviewed by Love FM on their Wednesday night news feature. It was quite a scoop. Minister Musa outlined several impressive initiatives which he and government are embarking on to tackle the social and economic problems which causes crime. He was graceful and mature enough to give credit to the Minister of Education Francis Fonseca and the Minister of Youth Kevin Bernard and Dolores Balderamos Minister of Social Development for their ideas and input. Kareem said his Ministry would be tackling crime from multiple angles, and multiple perspectives. Strategies would be for the short term, medium term and long term. Cabinet had approved a comprehensive and deliberate attempt to be involved and engaged in positive programs on the southside of Belize City. Kareem said this has never been done before even under the UDP administration which had powerful Ministers on the southside and in Belize City. Kareem said there will be Free Education starting on the southside Belize City. This represents a huge policy decision by the new government. The school law will be amended to change the age of young students from 16 years of age who must be in school. Job creation programs will be put in place, so that on graduation from school young people can enter the work place if they are not pursuing further studies. This is another major initiative by the new government. Government will introduce a new law to establish southside as a Special Development Area.This major initiative Kareem credited to the Prime Minister, who even as Leader of the Opposition had publicly proposed to Barrow and Faber as one of the ways to better the lives and living conditions of the people, but they, like Peyrefitte, had no interest. There will even be a beautification project for the southside and all of Belize City. Even

this will be a job creation initiative and make the city get a new look. What a different between the new PUP government and the stale, corrupt, do nothing UDP. Kareem has shown that with eight and nine months in government, he has been able to come up with many worthwhile programs which will help tackle crime while solving several of the causes of crime. BELIZE HELPS CUBA Eamon Courtney made an important decision recently. His Ministry of Foreign Affairs offered assistance to the government of the people of Cuba which has been suffering from decades of an economic embargo by the government of the U.S.A. With the arrival of the Covid pandemic Cubans are feeling even more pressure as tourism has dried up. The tangible support from Belize is a matter of principle and is commendable given the economic situation of Belize. THE BROTHERS GRINAGE Respect is due to a family from Belize and is a great example that good family upbringing is important. Three sons of the Grinage family are contributing positively to a better Belize. Joel Grinage is a police sergeant. So is his brother Harold who is scheduled to be promoted to Inspector. Egbert, one of the brilliant top cops in the country is an Assistant commissioner of police. And, the crown of the family is their sister who recently returned from studies abroad as a qualified attorney presently employed as a Magistrate. They represent one of the many talented families of whom we hear hardly anything about but who do their part to make our country a better place. GOOD INTERVIEWS A month or two ago Krem TV did an interview with former Commissioner of Police, Crispin Jeffries. The interview revealed a man of extensive knowledge about crime fighting and police work. We were pleasantly surprised. We need to hear more such interviews from persons who can educate us in a variety of issues. We look forward to part 2 of Crispin Jeffries’ interview. WE STILL HAVE LOVE Last week Charisse Halsall did a television story of a husband and wife overcome by poverty. The elderly couple lives on George Street in Belize City. It is not clear if they are in Shyne Barrow or his aunt Sista B constituency, but it was a shocking story of how right in front of our eyes poor people need our help…and don’t get help. The lady is blind. She was bare feet. The husband a former bodybuilder was also bare feet. He put aside his pride and spoken on camera explaining why they were living in such a condition. No stove, no refrigerator, no income. He said it would be nice if he even had a little television. He asked for packed bread. The floor was unkempt and littered with garbage. He needs a broom and a mop and the will to keep a clean house. The downstairs where they reside is almost flat on the ground. With this Wednesday’s rain they are probably flooded. It was a pitiful sight. The story touched Belizeans. There was an outpouring of compassion. Donation of food and clothes were swift. There are many persons living in poverty in Belize City. They need our help. A lot of persons are struggling just to eat. We need to help the needy. We need to help those who are struggling to put food in their stomach. GOD BLESS OUR NURSES & DOCTORS We also need in our prayers to ask for blessings for the nurses, doctors and health care workers who are going above the regular call of duty to help in a mighty way in the fight against coronavirus. Your fight, your sacrifice is not unnoticed and appreciated you all are our heroes and heroines. May God protect you and shower you with his blessings. again I didn’t understand many things my mother did or thought. My mother lived in the Lake Independence area for almost 35 years. She moved in an area she loved so much, during a time when very little development was happening, and she was witness to the new streets, and houses that developed the area, and the rise of her beloved PUP. Even after her first stroke, Mama Edith waited for the nomination day parade to pass her house so she could join the procession leading to the complex building. Even with her semi-paralyzed body, she pushed herself in and hoorayed for the PUP. In 2020, at the biggest PUP rally to occur in Belize City, my mom put on her blue shirt and pushed herself inside the crowd of supporters in search of Cordel just so she could hug him and congratulate him. And Milin Espat was another one of her ‘consentidos’, assuring him he would win- and that, he did. No one, up to her last day, could change her love for the partyshe was a true blue loyalist! Even though all three of us have totally different characters, on the

It was 7:30 am, and as a ‘swoosh’ of expensive perfume hit my nostrils, I opened my eyes to see her in front of her dresser wearing an olive green dress. Her hair was short and full, but she was busy puffing it further. “Coochie, levantate! Time for school,” she said. I covered my face with my palms waiting to see what clothes my mother would pick for me! I noticed her beautiful face, her well done make-up, her long beautiful fingers, and her magical signature perfume. At 5 years old, I wanted to be my mommy! On December 23, 1951, Leandra Requena gave birth to her first daughter- Victoria Edith in Benque Viejo del Carmen, a place where Edith would forever hold close to her heart- up to the very end. She attended Mount Carmel Primary School in Benque where she roamed and ran through the streets of her village home- like literally ran away from the Pallottine sisters after fighting with them. Or, running away from school when she refused to go, or running to the river to steal a swims, or better yet running to other people’s yard to steal their fruits just to sell and make some money- a stickler for business even as a child. Because of these and for her many mischievous adventures, her family called her Lie-kah There are three things I want us to remember about who my mother was: 1. A rebel without a cause 2. A defender of all and many causes 3. A passionate lover When I say that my mother was a passionate lover, I mean it in all sense of the word. She loved love, loved romance, loved men, loved her husband, loved politics, loved her children and family, and loved her God. Mommy was nothing short of a flirt. A gift she knew well and used it always to her advantage. On July 15, this year, her friend Fr. Jeremy Zipple told her that she was the sexiest cancer patient he has ever seen. Wellllllll, yo know…. My mother flung her hair and said yes- she agreed. In 1986, her flirtations led to an everlasting love affair and her marriage to Gregory Cruz, Sr. which lasted until death did them part. My mom once said that marriage is forever, and nothing and no one should ever separate a woman from her husband. I didnt understand the irony of her beliefs and philosophy, but then

night before she left us, the three of us gathered in her room, and with the help of Fr Brian, we prayed and blessed her, while he anointed her. Fr Brian asked her if she felt all the love in the room, and I am contented to know that she did. It was what she wanted the most. I know she also felt God’s love in the room. I missed her death; I missed the chance to bid one final farewell, but I know she felt the love Thursday night, and that is an amazing grace. She let go from all her

earthly possessions to be with her creator of love on Friday afternoon at around 12:45 pm in her room among the company of Dr. Thompson and the Hospice Care team. They made her smile for the last time, and for that my family and I will be ever grateful. She left mourning her mother Leandra Requena, her sisters Alicia and Maria, her children: Melissa, Greg, and Edward; her grandchildren- Mary Frances, Kahlil, Kahlim Espat, Ethan, Karson Cruz; Amanda and Miles Cruz.

Cooperating with the World and Striving for a Net-Zero Future Together -Taiwan commits to the Net-Zero emissions goal by 2050-

Minister Tzi-chin Chang Environmental Protection Administration Executive Yuan, R.O.C. (Taiwan) September 2021 - As the COVID-19 pandemic ravages the world, carbon dioxide concentrations in the atmosphere keep setting record highs. The Working Group I contribution to the Sixth Assessment Report published by the Intergovernmental Panel on Climate Change in August 2021 strongly confirmed that human activity has furthered the warming of the atmosphere, oceans, and land. The atmosphere, oceans, cryosphere, and biosphere have all undergone broad and rapid changes. The weather in 2021 has also been unstable, as can be seen by the winter storm in the US state of Texas that severely damaged the energy system and the record-setting temperatures of nearly 50 degrees Celsius on the North American west coast. By the same token, Western Europe and China have suffered from heavy rains. In addition, Taiwan experienced its worst drought in more than 50 years, which was followed by abnormally heavy rainfall. One can clearly see how climate change has profoundly affected the whole world. With extreme weather events challenging the entire globe today, the United Nations calls on all countries to implement the Paris Agreement and take more proactive steps. As a responsible member of the international community, Taiwan strives to integrate with global efforts to mitigate climate change. President Tsai Ing-wen declared on this year’s Earth Day (April 22) that realizing net-zero emissions by 2050 is the goal of the world, including Taiwan. She also unveiled clear greenhouse gas emission targets for Taiwan. At the 33rd meeting of the National Council for Sustainable Development, Premier Su Tseng-chang announced the inclusion of the 2050 net-zero emission target in the amendment bill for the Greenhouse Gas Reduction and Management Act, demonstrating Taiwan’s determination to actively reduce carbon emissions. More and stronger management mechanisms and incentive systems will be introduced with other vital amendments so as to enhance governance efficiency, introduce carbon pricing mechanisms, and adapt strategies for climate change. Such measures aim to encourage private investment in research and development, as well as public participation in the sustainable development of Taiwan. Taiwan has established long-term reduction targets and is planning a practical path to attain 2050 net-zero emissions. The Executive Yuan has coordinated relevant ministries and agencies, convened a working group on paths to net-zero emissions, and sought professional consultation from

Academia Sinica and the Industrial Technology Research Institute. Four working groups have been formed to focus on the areas of decarbonized energy, industry and energy efficiency, green transportation and vehicle electrification, and carbon-negative technology so as to carry out interministerial technical assessments. With respect to energy and industrial policies, short-, medium-, and long-term markers for 2030, 2040, and 2050 will be set on the path toward net-zero emissions. In addition, the Environmental Protection Administration (EPA) and other relevant ministries and agencies have launched a public consultation on visions for 2050 to facilitate social dialogue on critical issues such as agricultural and forestry carbon sinks, net-zero buildings, green transportation, low-carbon industries, economic instruments, and just transformation. With diverse participation from all sectors and research and development investment in innovative technology, Taiwan will seek the most suitable climate governance path for its sustainable development. The COVID-19 pandemic has shown that Taiwan’s industries are an extremely reliable and significant partner in the global supply chain. Countries worldwide have successively proposed new goals on net-zero emissions to bring about a net-zero economy. The Taiwan government aims to formulate a clear and comprehensive carbon reduction path and green growth strategy. Cooperation with private enterprises plays a critical role in these efforts. The Taiwan Climate Alliance, formed by eight ICT companies, has set the goal of using renewable energy in 100 percent of their manufacturing processes by 2050 and will lead other manufacturers in the supply chain to jointly reach this target. In addition, the Taiwan Alliance for Net Zero Emission, formed by traditional manufacturing, technology, finance, and service industries, seeks to attain net-zero carbon emissions at office sites by 2030 and at production sites by 2050. To support the climate actions of enterprises and other actors in the private sector, the Taiwan government has implemented financial mechanisms such as green financing and green bonds, thus creating a virtuous circle in the investment and industrial pursuit of sustainable development. Taiwan, situated in a region highly vulnerable to the effects of climate change, has long been actively engaged in policy formulation, the establishment of related legal systems, energy transformation, technological research and development, industrial innovation, social transformation, and environmental sustainability in response to climate change. It hopes to actively construct a sustainable green homeland from the facets of supply, manufacturing, demand, and environmental protection. Furthermore, Taiwan will continue to share its experiences and capabilities with the international community to overcome this crisis. The spirit of cooperating and working together remains key to accelerating and extending global efforts. Although Taiwan is not a member of the United Nations, it will always seek to be a model citizen for the international community. We will continue to work with all other countries to foster a global net-zero emissions future and a more resilient living environment for coming generations and to realize intergenerational justice.
