Presentations Clearly Impute Abandonment on UDP At the House of Representatives on Tuesday October 26, the Prime Minister “chronicled our triple play success: We achieved massive debt restructuring and savings. We achieved massive moves for marine conservation and protection with major contributions to climate management. We achieved safe funding for the continued management of our resources, within our inner waters as well as our high seas. Protecting our reef for another 10,000 more years to come. We are not alone in recognizing our achievements with this innovatively sound debt management approach. Across the globe and within our region... as well as here at home, we are receiving the positive reviews of our first major step necessary for economic and financial turnaround. The government is progressively taking action for debt reduction and management. We must reduce the debt burden... we currently spend too much on paying back debt. Cumulatively better debt management and debt reduction will eventually free up money to invest in roads, houses for our needy families, better equipped clinics, more classrooms and yes, in the near future allow us to return public officers’ salaries. I want to offer my biggest appreciation to the PSU and BNTU, your sacrifices in the salary restructuring was a key demonstration of our government and people making hard decisions and sacrifices to achieve sound fiscal management and staving off any IMF stiff pill in favour of our home grown commitments. It is a sacrifice, we know... we see you... we hear you....we haven’t forgotten. We have committed to getting our country’s finances and economy back on track and we are proactively taking action. Today (House Meeting) was a first profoundly positive step in that direction.” The Blue Bonds were tabled and passed.

Supplementary Appropriation Bills Fixing UDP Mismanagement
Prime Minister John Briceno: “We have to bring a supplementary bill because you(UDP) did not make the necessary adjustments. When you were bringing supplementary bills last year, you were not making adjustments to your revenue. Your revenue was down by about thirty percent. So obviously, if we are operating on what you say we are going to collect, we found out that we were short of money. You did not make the necessary arrangements. That is why now we have to make the necessary adjustments, Madam Speaker. Most of my friends, and also the members of this side of the house, have been answering to the points, to the case that he has been trying to make and there is no case. You ‘stay di embarrass yohself’, my friend. Let me point out something Madam Speaker, he says that we are not giving details. Obviously, that does not belong in a budget. Either you don’t know better or you’re just trying to make mischief, one or the other. You decide, but certainly you are embarrassing yourself. But let me remind you, here we have a supplementary budget that your government presented to the National Assembly on the third of February, 2017, a supplementary budget of fourteen million three hundred thir-
ty-six thousand five hundred and eight dollars. You have one, two, three, four items, four line items and now you … complain because we do not put how much paper we di buy? I mean, the face of brass of this gentleman … complain. For the very first time, we have a government that is giving details on the money that is being spent and you wahn still complain.” The supplementary bills were forwarded to the senate for debate. The planBelize government is doing everything transparently and spending with detailed accountability. The promise in planBelize was to put Belize as far away from corruption. This promise was alongside making Belize a thriving economy. We are progressing to this little by little—removed dependence of Central Bank overdraft, temporary cuts to salaries, trade talks with neigbours, Agriculture yielding, Tourism bustling, Blue Bonds instead of Superbond and Investment Summit. The details in the documentation for the Supplementary Appropriation is historic and the UDP are not used to it. PlanBelize promised and the PUP-led government is living up to it.
Cabinet Brief Belmopan. 28th October 2021. 4:40 p.m. . The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 27th October 2021. • Cabinet approved a draft Public Private Partnership (PPP) policy and the creation of a PPP Unit to mobilize private sector capital that support large-scale investment in infrastructure and other development projects that align with government’s policy priorities for public benefit. • Cabinet expressed concern about the rising cost of fuel and, in that regard, agreed to a team to look at possible mitigation measures.

Cabinet gave the approval for the Ministry of Economic Development (MED), as the National Designated Authority, to seek accreditation to the Green Climate Fund (GCF). The MED will be seeking accreditation to access up to US$50 million for programmes and projects. This will enable the Government of Belize to continue transitioning the country’s economy from traditional to more modern along a low-emission, climate-resilient pathway towards true sustainable development. Cabinet was updated on the status of vaccinations and the number of vaccines available in Belize. As of 27th October 2021, 205,502 persons or 47.7 percent had received at least one dose of the vaccine and 177,455 or 41.2 percent have been fully vaccinated.

Effective immediately, Cabinet approved booster shots for all healthcare workers, persons 60 years and older, and for persons with comorbidities.

Finally, Cabinet strongly urges the public to wear masks, maintain physical distance, wash hands regularly, and for those not fully vaccinated to get vaccinated as soon as possible. Vaccines save lives.

PlanBelize Governance CONSTITUENCY DEVELOPMENT FUND ALL 31 TO RECEIVE FUNDS
Another PlanBelize promise now being executed by the PUP-led government is the allotment of funds to help EACH of the 31 constituencies equitably. It is a fact that each constituency would have an Area Representative after the elections of November 11. It is unprecedented that any Party would win all seats which as history will show the PUP was close to achieving. All Belizeans are due help from the government be them PUP, UDP or any P or no P at all. The planBelize government has not placed forth the Constituency Development Fund Program. These are the details: The Program will run for the period September 2021 to March 2022 with a monthly allocation of approximately 500 Thousand for each month of the seven month period. The Program would be administered by the Office of the Prime Minister. Allocations will be made by electoral division (all 31 divisions – including to those divisions represented by the Opposition) and will be based on the number of registered electors using the following formula: • Division A level is for less than 3000 registered electors, and would receive 10 thousand per month. • Division B is equal than or more than 3000 but less than 700 registered electors, and would receive 15 thousand per month. • Division C level is for more than

The Hon. Michel Chebat and Cayo North happily received the Ministry of Natural Resources and their mobile clinic for the people of Bullet Tree Falls. The clinic was a huge success and the Cayo North Executive Committee would like to extend its gratitude to the Minister of Natural Resources, the Deputy PM Hon. Cordel Hyde along with his Lands Commissioner Mr. Talbert Brackett and Mr. Owen Herrera along with its extended staff that facilitated the residents of Bullet Tree. This is the first of many outreach programs being lobbied by our Area Representative to bring services to our people in Cayo North. #michodeliveringforcayonorth This is a continuation of this service that has been seen in Stann Creek, Cayo Central and Now North, and San Pedro. This is only the beginning. Land is a right and the planBelize government will ensure that this right is upheld. First time land owners are the first in line. Patience is needed…this is just the first year and so much had been done to remove “the hotbed of corruption” from the lands department. The Hon. Cordel Hyde is not looking back. The people are being served.

Community Projects ( ie: Parks, internet free libraries etc) 4. Sporting programs, facilities and equipment 5. Cleaning equipment :(tractors, weed eaters, lawnmowers etc) 6. Educational programs 7. Village council assistance: (Water board equipment. ie: Pumps etc) 8. Health Care Centres, medicine, assistance to healthcare community personnel 9. Agricultural assistance to rural communities 10. Youth assistance programs The Proposed Projects and Activities along with detailed cost estimates will be submitted to the Office of the Prime Minister for prior written approval and for subsequent release of funds. Funds will be released to area representatives on a monthly basis. Constituencies will have to provide a full accounting for the previous month’s expenditure in order to obtain release of the subsequent month’s allocation. Accounting should include a report on the expenditure including purchase of goods with receipts and services and any payments made for labour. When executing any project, expenditure must comply with all applicable Finance and Stores Orders, like getting quotations, to ensure that the program is receiving highest value for money. Full records must be maintained as the Program may be subject to Audit.

Play Forget…
he Supplementary Appropriations Bill that the Government seeks to pass in both houses this week bears no resemblance to those that were passed by the last government. For clarification, the modus operandi then was to spend first, and then, pass the bill later…if ever. There are many supplementary bills that are still outstanding from the last administration and were never brought to the House of Representatives or the Senate because they were forgotten. At least, this was the explanation given at the time. A mere oversight you say. Hardly, how can the wanton spending to the tune of millions of taxpayers’ hard-working dollars be forgotten? The theory is that the past administration did not care for the minute scrutiny of their scandalous spending that a supplementary bill would bring. Rather than risk having to face Belizeans and give an account of their spending spree, these were hidden away and forgotten if we care to believe the fairy tale. The differences do not end there. True, not everyone in the Houses agrees with how the money will be allocated. The difference now is that they have been made aware of the supplementary allocations and they are afforded the opportunity to voice their opinions. Belizeans in the past had lost the crucial chance of considering expenditures, voicing concerns and opinions. However, it was truly transparency and accountability of public funds, not the supplementary budgets and allocations that were lost and forgotten. There has been much said about the use of these funds and that again is one of the vital differences as one of the line items is the $3.5M for the community development fund to be used by the Area Representatives of the thirty-one constituencies. True to their word and another manifesto promise delivered, the PUP Government has again come through. There are no more caretakers, these funds are available for those who wish to directly empower and develop their communities for the benefit of their constituents. Almost a year to the date, this new administration took office, there are many milestones that have been achieved, many more efforts that have not been fully realized, but that will come in short order. Then there are those which require a bit more time and effort to consolidate. To recount one of the most important achievements to date is the Blue Bond deal which will see the debt ratio of Belize reach a more manageable level. This allows for many things to happen, first, it gives us a better credit rating and allows those funds that would need to be used for repayment of the debt to be used to develop Belize. One of the ways in which development will occur is through investment in human capital. The South Side project includes investment in the education of our most vulnerable young men. As a special area designated for trade, development, and investment the South Side will see an influx of businesses wishing to take advantage of the incentives, this will bring more employment into the area and the value of the land and homes will also increase in the area. With more jobs, increased educational opportunities and development, the youth and people of this urban area will experience reduced rates of crime and, more importantly, they will know that their government cares for their wellbeing. Much like those supplementals that never saw the light of day, the people of the Southside in the city have been forgotten. It is time that they also experience the development through housing projects, the benefits that dignified housing brings are many and include health and mental health benefits, increased educational output but also increased productivity. Honourable John Briceño does not forget, he keeps his promises, and he will deliver for Belize and the Southside.

Jugar a Olvidar...
l proyecto de Ley de Asignaciones Suplementarias que el Gobierno pretende aprobar en ambas cámaras esta semana no se parece en nada a los que aprobó el pasado gobierno. Para aclaración, el modus operandi entonces era gastar primero y luego pasar el proyecto de ley más tarde... si es que lo hacían. Hay muchos proyectos de ley suplementarios que aún están pendientes de la última administración y nunca fueron llevados a la Cámara de Representantes o al Senado porque fueron olvidados. Al menos esta fue la explicación dada en ese momento. Un mero olvido, dirán ustedes. Difícilmente, ¿cómo puede olvidarse el gasto gratuito de millones de dólares de los contribuyentes? La teoría es que a la pasada administración no le importaba el minucioso escrutinio de sus escandalosos gastos que supondría un proyecto de ley complementario. En lugar de arriesgarse a tener que dar la cara a los beliceños y rendir cuentas de sus gastos, éstos se ocultaron y se olvidaron, si queremos creer en el cuento de hadas. Las diferencias no acaban ahí. Es cierto que no todo el mundo en las Cámaras está de acuerdo con el reparto de los fondos. La diferencia ahora es que se les ha dado a conocer las asignaciones suplementarias y se les ofrece la oportunidad de expresar sus opiniones. En el pasado, los beliceños habían perdido la oportunidad crucial de examinar los gastos y de expresar sus preocupaciones y opiniones. Sin embargo, lo que verdaderamente se perdió y se olvidó fue la transparencia y responsabilidad de los fondos públicos, no los presupuestos ni asignaciones suplementarias. Se ha hablado mucho del uso de estos fondos y esa es de nuevo una de las diferencias vitales, ya que una de las partidas es la de 3,5 millones para el fondo de desarrollo comunitario que deben utilizar los representantes de zona de las treinta y una circunscripciones. Fiel a su palabra y a otra promesa del manifiesto, el Gobierno del PUP ha vuelto a cumplir. Ya no hay encargados, estos fondos están disponibles para aquellos que deseen potenciar y desarrollar directamente sus comunidades en beneficio de sus electores. A punto de cumplirse un año de la toma de posesión de esta nueva administración, hay muchos hitos que se han logrado, muchos más esfuerzos que no se han realizado plenamente, pero que llegarán en breve. También están los que requieren un poco más de tiempo y esfuerzo para consolidarse. Uno de los logros más importantes hasta la fecha es el acuerdo sobre el Bono Azul que hará que la relación de deuda de Belice alcance un nivel más manejable. Esto permite que ocurran muchas cosas, en primer lugar, nos da una mejor calificación crediticia y permite que los fondos que tendrían que utilizarse para el reembolso de la deuda se utilicen para el desarrollo de Belice. Una de las formas en que se producirá el desarrollo es a través de la inversión en capital humano. El proyecto South Side incluye la inversión en la educación de nuestros jóvenes más vulnerables. Como zona especial designada para el comercio, el desarrollo y la inversión, el South Side verá una afluencia de empresas que desean aprovechar los incentivos, lo que traerá más empleo a la zona y el valor de los terrenos y las viviendas también aumentarán en la zona. Con más puestos de trabajo, mayores oportunidades educativas y desarrollo, los jóvenes y los habitantes de esta zona urbana experimentarán una reducción de los índices de delincuencia y, lo que es más importante, sabrán que su gobierno se preocupa por su bienestar. Al igual que los suplementos que nunca vieron la luz del día, los habitantes de la zona sur de la ciudad han sido olvidados. Es hora de que también experimenten el desarrollo a través de proyectos de vivienda, los beneficios que aporta la vivienda digna son muchos e incluyen beneficios para la salud física y mental. Aumentará la producción educativa pero también la productividad. El honorable John Briceño no olvida, cumple sus promesas y cumplirá con Belice y la zona sur.

Vaccines to Rural Areas
October 27, 2021 – The Ministry of Health & Wellness Receives Donation of Cold Chain Equipment from UNICEF Belize which will help in taking the Covid-19 Vaccine to remote rural areas of the country. The donation was of 100 cold boxes handing over during a ceremony held at the National Vaccine building in Belmopan. The model ACB boxes were presented as a part of UNICEF’s work to strengthen the national cold chain system for the provision of routine immunizations and COVID-19 vaccinations to children and families in remote and vulnerable communities. Dr. Deysi Mendez, CEO in the Ministry of Health & Wellness, expressed gratitude on behalf of the ministry for the donation. She commended UNICEF for their continued partnership in ensuring the improvement of the quality of life of Belize’s people, especially children. Dr. Mendez also noted the government’s commitment to protecting Belizeans not only from COVID-19 but from other diseases. Alison Parker, UNICEF Representative to Belize, shared that the donations demonstrate UNICEF’s commitment to assisting the Ministry of Health & Wellness in strengthening its national systems to provide essential health services and COVID-19 response. Representative Parker explained, “COVID-19 vaccines roll-out must be balanced with the continuation of routine immunization and essential health services. Without a careful balance, children will be further at risk of vaccine-preventable diseases, undernutrition and other life-threatening illnesses which will leave a lasting economic impact on countries for years to come. Supporting the strengthening of national cold chain systems allow health workers and facilities to have the necessary equipment to perform critical life-saving work. It helps to save lives now and boost much-needed progress towards universal healthcare.” The cold boxes have a capacity of 18 liters and a cold life of 126 hours and 32 minutes. Paulette Wade, Monitoring and Evaluation Specialist at UNICEF Belize, made the presentation to Dr. Mendez. The Ministry of Health & Wellness continues to encourage persons to get tested and to maintain the COVID-19 safety protocols including washing hands often with soap and water, wearing face masks properly and maintaining physical distance and at all times. This will further strengthen Belize move towards getting more than 70 percent of our population immunized. Get vaccinated Belize. Believe in Belize! We need all eligible to get vaccinated.

THE BELIZE TIMES TAIWAN/BELIZE AGREE 3YRS OF CASH FLOW RELIEF
Prime Minister John Briceño at the October 26 House Meeting: “Today we have ten loan motions concerning the Republic of China (Taiwan) that we’re tabling for approval. These are not new loans. What we’re doing is weighing the terms of existing loans to provide Belize with much needed cash flow relief. See, Madam Speaker, the government through its bilateral economic cooperation and development program with Taiwan has over the years benefited from several loans to assist in the development of Belize. Nine of these loans are with the Export/Import Bank of the Republic of China, totaling a hundred and ninety-one million dollars, and one is with Mega International Commercial Bank with a balance of forty-six million dollars. What we are now doing is to improve the government’s fiscal position and provide critical cash flow relief.” For Context: The Republic of China Taiwan, an island just off the coast of the mainland Asia, has been an important country friend for Belize during the past 32 years or since 1989. It’s a country of about 25 million people and about four times the size of Belize. Its economy and health system is well established and provides a place for Belizeans to learn. Exactly so, every year dozens of students are awarded scholarships to study various coursework in several fields at diverse Universities all over Taiwan. This year was no exception as a record number of students, fifty one, recently left after initial preparation here
at home. One only has to navigate Facebook pages, ask a friend or meet people in Belize and invariably you will see or hear of the great experiences our students have in Taiwan. Language has not been a barrier. Belize has a few resident ambassadors around the world. In those few, Taiwan hosts one in the person of Her Excellency Dr. Candice Pitts. There is no shortage of Belize being represented in Taiwan. She has been present and at the head of organizing Belize-based events with the students and business concerns. Dr. Pitts represents Belize exceptionally at Expos, meetings, sporting events and other diplomatic fora. Distance has not been a deterrent to a handsome friendship between Belize and the Republic of China Taiwan. Currently, a Taiwan-based company is working on the road from the close outskirts of Corozal Town to Sarteneja. Also, we have a partial scope agreement which focuses on trade that is feasible between the two nations. In the past few years, Belize has benefitted from a number of loans from Taiwan. True to their friendly relationship with Belize, during these Covid times, Taiwan agreed in principle to a three-year moratorium on loan payments. This was announced at this year’s annual Independence Day speech by Prime Minister John Briceño. The latest House of Representatives meeting passed a slew of bills to formalize that announcement. The planBelize Government is ploughing forward to plant the necessary economic seeds and financial saplings that will yield the necessary economic and financial fruits and veggies needed by a Belize economy that is beginning to work for everyone in less than one year after getting into office.....a far cry from the Cat5 destruction leveled onto Belize by an incompetent and corrupt last government. Nevertheless, Belizeans will live and keep close to their heart the massive economic turnaround the planBelize and Briceño administration has led. We will not forget the role benefactor Taiwan had in helping Belize brave Covid-19 and mending the economy. A continuous, Thank you Taiwan!

Dear Editor, Proud PUP: Our Ancestors are crying tears of JOY !! As I pen this letter, I must say, I do so feeling proud of the esteemed People’s United Party. You have to be a blind bat to not see what this PUP party and #planBelize have done in less than a year throughout the country. The Briceño Administration rode in with a mighty plan to save this country and that plan is working. After 13 years of corruption and incompetence and now in time of a pandemic it is clear that the Briceño Administration and planBelize are working. The Briceño administration has made some vigorous structural adjustments to address the COVID-19 pandemic, the feeble dollar, unemployment, land distribution, education, poverty, food security and citizen security, quality of life among others affecting the country. The Prime Minister Briceno has met with several high level officials from countries such as Guatemala, Costa Rica, Mexico and Spain. He has held several high level business meetings which will definitely work in favor of bringing much needed trade and investment to Belize. Very soon Belize will be hosting for the first time our very own Investment Summit slated for November 10 and 11 which is gaining a lot of attention. This too will inject the much needed economic boost for the country. Opportunities galore; the skies the limit!! Our people will finally get to experience all that the world has to offer. I could not believe my ears when I heard the Prime Minister presenting the BLU Bond in the House of Representatives. I must admit I had to pinch myself. What a brilliant move by the Briceño administration to reduce our national debt and increase of fiscal stability and credit rating. As we approach November 11th which will mark one year since the PUP has taken over leadership, a lot has been accomplished and I am definitely looking forward with excitement to the other 4 years with the Briceño administration at the helm. I am proud because I see brighter days ahead. Belizeans will finally know what it is to no longer be held back but what it means to live in a country full of opportunities and abundance. October 22, 2021 Belmopan – U.S. Embassy Bureau of International Narcotics and Law Enforcement Affairs (INL) Coordinator Mary Walz and United Nations Development Program (UNDP) Deputy Resident Representative in Belize Ian King handed over US$26,760 in Information Communication Technology (ICT) equipment today to the Minister in the Ministry of Home Affairs & New Growth Industries Kareem Musa. The United States Agency for International Development (USAID) funded this project through its the “Evidence-Based Information Management for Citizen Security in Central America and the Dominican Republic” program; UNDP Belize procured the equipment. This collaborative effort, also known as the InfoSegura Project, is an integral part of broader U.S. efforts to support improvements in citizen security in the region. The donation includes a high-powered Hewlett-Packard (HP) server, three HP work-
stations with high-quality monitors, and three rugged tablets. This equipment will strengthen the sharing of inter-agency crime data and other relevant information among key agencies in Belize. The recipients of today’s donation are the Belize Police Department, the National Forensic Science, and the Office of the Director of Public Prosecutions. These are among the agencies that contribute data and information to the Belize Crime Observatory (BCO), which is the national repository of crime data and information. Through this donation, the United States Government has responded to the urgent needs outlined in the BCO’s Strategic Action Plan (2020-2023), which advances collaborative efforts to develop Belize’s multi-agency Crime Intelligence Architecture, enhancing both national and regional security. “We are proud to partner with regional agencies and stand with Belize to improve its

Prime Minister of Belize Leads Delegation to COP26 Belmopan. October 28, 2021. 4:10 p.m. The Prime Minister of Belize, Hon. John Briceño, will lead a delegation to the Twenty-sixth Climate Change Conference of Parties (COP26) in Glasglow, Scotland, United Kingdom. Hon. John Briceño will be attending the World Leaders Summit, from October 31 to November 3, where he will deliver a national statement on behalf of the people of Belize highlighting the impact of climate change to the country and the need for increased financing for small island developing states like Belize to increase adaptation to climate change. On the margins of the Summit, Prime Minister Briceño and his delegation will hold bilateral meetings with heads of state of Norway, Finland,
Canada, Switzerland, and the Dominican Republic, among others, as well as host discussions with key agencies such as the Green Climate Fund (GCF), the United Nations Environment Program (UNEP), and the Adaptation Fund. Other members of the Prime Minister’s delegation will include Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration; Hon. Creating Greater Economic Empowerment for Women Two Government ministries and two quasi-government agencies are joining efforts to provide a unique set of opportunities of women, never before seen in Belize. The collaboration of the Ministries of Human Development, under the tutelage of Hon. Dolores Balderamos-Garcia and that of Agriculture, Food Security and Enterprise, led by Hon. Abelardo Mai, was cemented through a Memorandum of Understanding signed on Thursday afternoon(October 28) at the Best Western Belize Biltmore Plaza Hotel. The idea for the collaboration came three months ago and its objective is to open new avenues for women in Belize, and provide the necessary skill sets and other technical training, while offering the services of the Belize Trade and Investment Development Services (BELTRAIDE) and the Development Finance Corporation (DFC). “In Belize, the disparities between women and men, in terms of access to financial services, labour force participation and income and household responsibilities pose a challenge for women and economic inclusion,” Hon. Balderamos-Garcia lamented, pointing to women’s inability often times to provide some form of collateral or guarantee for their loans. But the Minister anticipates that this joint effort will make a difference in the lives of Belizean women. She also made reference to the new National Gender Policy, which seeks to build on the achievement of the existing policy. Its focus is to zero in on areas of education, health, employment creation, and gender-based violence, among others. Minister Mai explained that women bring new and effective skills,

COP26 is one of the most important international world conferences, especially post-COVID. It serves as an opportunity to take advantage of the billions of dollars in development assistance that will be available for countries like Belize that are leaders in addressing climate change mitigation and adaptation, which remains a challenge to national sustainable development.

This is the strategy the UDP is pushing—faking news to the Belizean people hoping they would forget the corruptness of the UDP. We all remember November 11 night when deliverance from the UDP terror was reality. Just as jubilation wrapped around the nation, Patrick Faber came on TV on what we know now was the first of many crocodile tear-filled gasps for political life. This fake concession was the onset of their fake social media army backing up the remnant 3 or 4 members of a Party once called United and Democratic. What was expected by many was a confession. Since just before those elections, Patrick and the UDP feigned at having a social media following. The corrupt UDP strategy is to belch out a post and almost instantly they get a number of likes and shares that were eerily similar to each other in number. It was automatic and robot like. Just to be consistent here, the UDP corrupts everything they touch. They corrupt even social media posting. The obscene level of fake profiling the remnants of the UDP commands now would make even Donald Trump blush. The fake UDP profiles lie to the people about any topic they can scrape up. We will not mention topics here as we will be helping their insane cause. The UDP could still be in government today. All they had to do was govern and not abandon, spend on the people, build infrastructure without kickbacks, really help the people

The next time you are friended by an unknown robot, block and report them just as we did on November 11, 2020 and March 3 2021. A question to remnant or leftover UDP: when will their UDP representatives resign in shame and confess their 13 years of wrongs against the people of Belize? If they truly care for Belize, a confession backed up by resignations in Collet, Queen Square, Mesopotamia, Albert and Corozal North are due. The lesson the UDP failed to learn on November 11 was that 7, Patrick, Fake Profiles and Color Blind do NOT make a winning team. Ask the electorate. 2021 Annual Meetings of the IMF and World Bank Group IMF Managing Director Meeting with the Caribbean Authorities
Remarks by Hon. Christopher Coye on October 18, 2021 Minister of State in the Ministry of Finance, Economic Development, and Investment Tourism is a key sector of Belize’s economy, constituting over 40% of our GDP through both direct and indirect contributions. COVID effectively shut down tourism in 2020, resulting in over 71 percent loss in international arrivals. The resulting impact to our economy was a staggering 14% contraction in 2020. COVID, simply put, took us over the infamous edge. Getting our population vaccinated has been an essential component of our overall fight against COVID and of our tourism and economic recovery. Currently, just under half of our total population and over 2/3 of our eligible population have received the 1st dose of the vaccine while just under 40% of the total population and over 55% of the eligible population have received both doses of the vaccine. With Covid and the increasing occurrence of hurricanes, droughts, and floods, both government and the private sector have barely been able to keep up with and stay slightly ahead of each new crisis. In doing so, we have had to borrow at high interest rates forcing us into dangerously unsustainable debt situations. Notwithstanding, we are forging ahead to make the tourism sector more sustainable and to diversify our economy. In less than a year, we have managed to make a modest economic recovery. The second quarter performance demonstrated an almost 20% rebound over 2020 in tourism and related services with the economy growing over 22% in that quarter led by agriculture at almost 25%. The overall macro-performance for the year is ahead of target at around 6%, triple IMF estimates, although this is a tenuous positive as we are now in the midst of a third COVID wave. Our approach to a sustainable and resilient recovery of the tourism sector is holistic. We are aiming to enhance overall safety for visitors, and at the same time providing financial and technical support to tourism businesses, particularly MSMEs, to aid in their recovery. COVID has not deterred but has led to accelerated efforts to re-visit and update our National Tourism Plan and Strategy to include a crisis, vulnerability, and risk management plan to more adequately address the lessons learned and better prepare for the new climate realities and challenges we will continually face. We are also focused on increasing, restructuring and re-focusing marketing efforts, and to boost investment in the capacity building of our human resources tourism knowledge and skills. And of course, we are intent on maximizing digitization opportunities. But in addition to rebuilding tourism, we must further diversify our economy. As highlighted, agricultural exports has led the way in our modest economic recovery this year. Similarly, Belize’s BPO sector has experienced solid growth, providing much needed employment, but we are still only providing entry level ser-
vices. With adequate support, we can build our human and our digital infrastructure to offer higher level services and provide better paying jobs primarily to our youth. Clearly, the potential for sustainable recovery is there, but lack of access to more affordable financing limits us. Belize consistently finds itself ineligible for the concessionary financing opportunities offered by the IFIs. It is incredible, and mind boggling really, that even though Belize is one of the most affected countries in the world by weather related events and other natural hazards with average annual losses due to natural disasters of close to 4% of GDP, we do not qualify for IDA, not even via the Small Island Economies Exception. We are told that we do not qualify through the SIE exception because we are a small low lying coastal state not a small island. Respectfully, this seems to be entirely unreasonably and unjustifiably a matter of form over substance. This position seems far more egregious when Belize is internationally recognized by the UN as a small island developing state (SIDS), and as a SIDS receives special consideration under the UNFCC and the various climate funds including the Adaptation Fund, the Green Climate Fund and the Global Environment Facility for which the World Bank serves as trustee. So, clearly, the rationale provided does not align with our international recognition. When we are in the midst of an unprecedented point in time of climate change and acknowledged climate vulnerabilities for small states, colliding with COVID-19, the reliance on such arbitrary exclusionary criteria to exclude Belize from access to concessionary financing seems to contradict the World Bank, the IMF and the overall international approach to small states of which Belize is one. What will it take for the IFIs to recognize the precarious precipice we anxiously navigate day to day? Must we fall flat before we qualify? While we appreciate global efforts to respond to the pandemic, including from the World Bank, the IMF and other IFI’s along with support from our diplomatic allies, those efforts have not gone far enough. The IMFC’s recent decisions on SDR channeling is a step in the right direction subject to appropriate design that would give Belize access. But there is still more that must be done to ensure Belize can benefit. Likewise, the World Bank Group’s progress in providing more than $500 million to the Caribbean countries through Development Policy Loans, Contingent Emergency Response Components and Fast-Track Facilities, is promising but here too we call on the Bank to urgently align concessionary financing eligibility criteria, particularly the IDA criteria, to take better account of the critical status of Belize’s economic realities. On our own it is uncertain how much longer we can continue to keep afloat but, with an effective expedited robust and adequate global financial response, we can attain those high ambition goals our people so deserve. THINK ABOUT IT WHAT IS REPARATION? Reparation is an unusual word. It means to repair, to make amends, to compensate by paying money to or otherwise helping those who have been wronged. Oxford Thesaurus speaks of restitution redress, repayment, recompense, compensation, amends, and atonement. There is a world-wide movement for reparations. There is also a regional movement by Caribbean countries for reparations from the British government and other colonial governments for keeping black people from Africa as slaves, and the consequences of slavery on us. The Caribbean countries have been leading this fight for justice for years. They have established a Caribbean Reparations Commission. One of the main movers and driving force is Hilary Beckles from Barbados, a former history teacher and now vice Chancellor of the University of the West Indies. He visited Belize and spoke on the reparations issue at the Bliss Institute. Bert Tucker, Belizean scholar living in Belize was appointed by the previous administration to represent Belizeans on the Caricom Committee. Bert passed away in 2014 and it is not clear if a replacement was appointed. Belizeans know very little about the battle by our fellow Caribbean countries to get reparations from the British government who have openly refused to even discuss the matter. Belizeans only know very little about reparations, but they care even less. This represents a challenge to our educational authorities. Against this back-ground, it was like a bolt of lightning when Deputy Prime Minister Honorable Cordel Hyde introduced a motion in the House of Representatives on the issue of Reparations. His introduction to the motion was historic and a first for our nation. Never before has the history of slavery in Belize gotten official attention by the lawmakers in a meeting of the Legislature. Cordel’s motion is a part of Caricom’s forward strategy to push for reparations. It should be noted that the election of Kamala Harris as Vice President of the USA is important. As an African America with Jamaican roots, the issue of reparations is getting attention by the new US government. The congress has set up a commission to study and Develop Reparation Proposals for African American. Since the 1980s, black American leaders have been pushing for the issue to be confronted, but timing is everything. It should also be noted that when the British government ended slavery in 1839. They paid millions of dollars as reparations to all slave masters for the loss of their Chattels. Chattels means human beings who were slaves were treated as cattle, sheep or items in the law at the time. DID PUBLIC SERVICE COMMISSION CONSPIRE? Did the Public Service Commission conspire with certain UDP public offices to hire hundreds of UDP persons months before the 2020 general elections? From what we heard and what has been explained on how government Ministries and departments in Belize City kept taking on persons, especially from certain sista b constituency. There has to be something infamous that was going on. The Ministry of Finance and the Treasury Department should produce a list of all persons employed one and a half years before the November 2020 elections. The chairman of the Public Service Commission was previously a Minister of government in the corrupt UDP reign. The Chief Executive Officer at the Public Service Ministry was a UDP handpicked person with no experience in public service matters. His assistant was a man who was well disliked by public officers and who was widely considered unfair. The Public Service Union should take up this concern as any subversion of the Constitution relating to the impartiality of the public service must be exposed and prevented from reoccurrence. ANOTHER INNOCENT TEENAGER IS SHOT When the country wide, peaceful protest, mainly by young people crying out for ‘Justice For Laddie Gillett’, ended, so ended the talk of police reform, police de-escalating situations and all other jazz. The police are right back to their old ways. Two weeks ago police shot Wayne Dawson on the road claiming he drove through a road checkpoint. When the matter went viral they claimed the person was shooting at them. From his hospital bed, Dawson who is a police refuted the bogus story. His family are livid. Since when police can shot a person for driving through a check-point. Dawson was shot twice according to his sister who was with him at the Orange Walk hospital. Nothing will come out of this unlawful shooting. Tuesday, this week, police shoot a teenager on southside Belize City. Video images shown on local television shows two police engaging in an altercation with two youths. The youths were behaving aggressive and disrespectful. A police was tussling with one of them. The other fired several shots in the air. More shots are heard. A young man quite some distance away, who was not with the aggressive two, got shot. The official police explanation is laughable. But it ain’t funny.

A teenager could have been in the morgue. If it’s not patently obvious that the more things change, the more they can remain the same, we are missing some mystery, some deep riddle wrapped in profundity. PRIME MINISTER PROUD OF HIS LINK TO AFRICA The Prime Minister of Belize, a mestizo and maya from all appearance publicly stated that he has the blood of Africa in his veins. You read that correctly. Johnny Briceño said that there are black people in his ancestry and he is proud of it. This is quite a statement by our Prime Minister. We are bubbling to make some important comments or observation. This is a huge development in the political history of Belize. No other Prime Minister has ever gone there. For Prime Minister Briceño to make such a declaration is a historic revelation. For him to publicly do so is a momentous situation. This has never happened before. Of this nation’s three previous Prime Minister, one looked like he was a bit black. But for thirteen years, he never said anything about black Belizeans. For thirteen years, he has no record of doing anything substantial for black Belizeans. Along comes a Mayan/Mestizo and he openly reveals and revels in his black creole ancestry. Nothing less than an incredible moment in our forty years as an independent nation. In office for a mere ten months, confronted with a sea, nay a tsunami of troubles and challenges. John Briceño has steered the economic ship away from the rocks on the reef. One hundred and fifty brand new concrete homes for struggling single mother are under construction. Saved the job of public officers, soldiers, police, nurses, doctors, and teachers despite the money meltdown inherited from the UDP. Most importantly for those of us with black ancestry, he has declared southside of Belize City a special development zone and given instructions to commence free education for our embattled young people. He is determined to transform the physical, social and economic situation of southside and extend it elsewhere. This is an ambitious programme, a vision by any accounting. And that vision, dear country men and women comes from a man who is comfortable, proud of his roots. A man who takes the responsibilities of his high office as a sacred duty to do all he can to make the lives of Belizeans better. Who would have ever thought of it? Who would have underestimated this man and his stainless steel resolve to take his responsibilities dead serious? Belize has a Prime Minister who is working, who is delivering. While there is only one George Price, the man who brought us our political independence. It now appears, there will be a Prime Minister who will bring us economic independence. This is our belief. This is our prayer. COVID DEATH CONTINUES Belize is heading for 500 deaths from the dreaded Covid virus. As at Wednesday 27th October there were 489 fatalities. People, we must, absolutely must wear our mask, keep our distance and keep washing and sanitizing our hands keep home and only go out if you have to. Do your very best not to touch door knobs and other objects or spaces which are frequently touched by others. Sanitize money whenever it comes in your hands. If you have not yet been vaccinated, please make a special effort to do so. It will prevent you from having to be hospitalized and give you an excellent chance to remain alive if you catch the virus. The Media: Blessing or Obstacle for progress? By Hon. Gilroy Usher, Port Loyola “The media is the most powerful entity on earth. They have the power to make the innocent guilty and to make the guilty innocent. That’s power, because they control the minds of the masses.” -Malcolm X The media is one of the most powerful and influential organizations in any country including Belize. It determines a lot of what most people see or hear regardless of whether they are nearby or far away. Through its content the media influences the decisions people make in practically every aspect of their lives. People’s perceptions or decisions on a wide range of issues including religion, crime, voting, governance, entertainment, health care, choice of food, education, clothing, career, and travel are largely based on what they gather from the media either through stories or advertisements. Due to its importance in influencing the society the media is called the Fourth Estate in a democracy. It complements the legislative, executive, and judicial branches of government which together are the three pillars of any democratic state. The media in this Belize include several newspapers, radio and TV stations, and cable operations that offer access to the worldwide web. In the 90s, I was also part of the local media as the editor and publisher of Liberty newspaper for a few years.
My first public writing was done decades ago. It was a short letter titled ‘Let’s be Objective’, and it was printed in the Reporter newspaper. Since that time I have used my name or my pennames Mario Lizama or Peter Arnold in writing countless articles for all the newspapers in Belize City. Years ago, I was also employed as a journalist for Labour Beacon and Pulse newspapers. Today, I write articles for two newspapers specifically The Reporter and the Belize Times. Depending on the owners of a media organization, Belizeans are provided with direct reporting of the facts, biased reporting to suit a particular agenda, balanced analysis of issues, investigative journalism that’s accurate, sensationalized stores with graphic pictures, unhindered response from viewers, listeners, and readers or only heavily censored response from members of the public. One of the hallmarks of the media in Belize is that individuals can voice their concerns on a wide range of issues by writing letters to the newspapers, expressing themselves on social media, or by calling the morning shows of the radio and TV stations. For false reporting about different persons some media organizations have been forced to pay hefty compensation for harm done to the reputation of such individuals including business persons, politicians, and laypersons.
The media’s exposure of persons’ involvement in major corruption has also forced as number of individuals including some representatives of the people to seek other means of employment. Today, G.o.B. doesn’t own any media organization in the country. Such ownership was abandoned from 1993 when it sold Radio Belize and ceased printing the magazine ‘Belize Today’. Nevertheless, realizing the importance of the media in getting information to the public countrywide, its press office provides the media organizations with a live feed of the sitting of both the House of Representatives and the Senate as well as that of any public inquiry. The media is often accused of three things- exaggerating the crime situation, mediocre journalism, and failure to sufficiently highlighting positive activities in the community. The crime situation is a major concern to everyone in the society. The view of some persons however is that in grasping every opportunity to lead the news with screaming healings of burglary, maiming, or especial-
ly, murder the media is undermining development. Those persons believe that such blaring headlines give the impression that a community is a warzone that should be avoided by business persons, other Belizeans, and tourists, although practically all the residents of the area are hardworking law-abiding citizens, who assist the police as much as possible. Many persons also believe the view that to do justice to better serve the public more journalists need to go beyond relying on the information shared with them at press conferences or obtained from other news outlets for their stories. Such persons believes that more media houses should insist that journalists do follow up interviews with other relevant persons and use the Freedom of Information Act to discover vital information that persons in authority want to keep hidden from the public. The media would also be seen as a blessing to the nation when they highlight some of the positive activities in the country in their daily or weekly reports.

We are required to gather virtually as Belize, like our global community, continues to battle against the deadly Covid-19 Virus. More than 450 of our fellow citizens have lost their lives. Thousands more have been infected. Our economy has been stalled. More than 60,000 persons have lost their jobs. Tens of millions of dollars in economic loss. Hundreds of businesses have been closed. Salaries and work hours have been reduced and adjusted. Our northern and western borders remain locked off. Our classrooms empty. Even the dead have not been spared with funerals restricted and church services suspended. This pandemic and the economic and social devastation it has brought with it is unparalleled and unprecedented in our modern history. The social and economic disruption that has been caused is unquantifiable and immeasurable.
This year our country celebrated its 40th anniversary as an independent Nation State. Twenty two years of UDP and eighteen years of PUP governance. Belize is blessed with a rich, diverse culture and a proud, creative people. Our flora and fauna is unmatched anywhere in the world. We have strong democratic traditions and a constitution which recognizes and upholds our fundamental rights and freedoms. The great majority of our people are hard-working and peace loving. Despite these blessings and billions of dollars in expenditure over these 40 years, more than 50% of our people live in poverty. Uncertain about where their next meal will come from. Have no access to land or decent housing, and are unable to adequately educate their children or afford quality healthcare. Crime and violence continue to plague our society with a now alarming trend of child homicide rates on the rise. Current research suggests that we have as many as 27 gangs in Belize with some 732 members primarily from the Southside of Belize City. At 40, our nation should be mature enough to appreciate the lessons of the past, yet young enough to change course and make the required adjustments to our social, economic and political structures. This is where you the 2021 graduates of our national University come in. What are your priorities? What role will you play in shaping our national priorities? How will you use the information and knowledge gained over these past few years at the University of Belize to positively impact your own lives, your families, your communities and our nation? The higher education you have received is not just a private good. It is also a public good because of the time, money and trust invested in it. Today, more than ever, Belize needs each of you to be engaged in our national development. Generation after generation of Belizeans has been told that Belize has great potential but we have not yet been able to meaningfully unlock that potential. If we do not place our country firmly on the path to social and economic development now, our legacy to future generations may very well be a Belize that is a failed state. My message to you today is that we are not consigned to that fate. We can put Belize squarely on the path to progressive growth and development if we are committed to adopting a problem-solving, solutions-based approach to governing which is grounded in a credible national unity plan to find adequate and sustainable responses to our social and economic challenges. We have no time to waste. We must approach each day and each challenge with a sense of purpose and a sense of urgency! We must also have a smart National Economic Policy. Belize has eight thousand eight hundred sixty-seven (8867) square miles or five million six hundred seventy-four thousand eight hundred eighty (5,674,880) acres of land, 12 miles of territorial sea, 200 nautical miles of exclusive economic zone, untold deposits of petroleum and other valuable minerals and the skill and ingenuity of an over 180,000 strong labour force. It has geographic proximity to and shares the English language with the wealthiest country on earth. We have other large markets like Mexico in our immediate vicinity. We have inherited the preferred and familiar English common law legal system. To maximize economic growth, we need to competently and efficiently use all of these resources and comparative advantages. We have: A tourism product second to none anywhere on the planet; Amazing sand and sea; Awe inspiring archaeological sites; A visionary farm to table agricultural policy; And a renewed focus on the Blue economy and Sustainable Development. The recently negotiated and announced Blue Bonds Arrangement is the first of its kind innovatively addressing three global emergencies, Sovereign Debt, Marine Conservation and Climate Change. Aside from the financing components, Belize’s Blue Bonds arrangement will establish a model for coordinated and transparent conservation governance integrating state, community, NGO and private sector best practices. The Blue Bonds arrangement accelerates Belize’s eco-marine conservation programs, elevating the protection of our Barrier Reef System and protecting 30% of our ocean space. The comprehensive Marine Spatial Plan is fully funded for the benefit of long term national development including the well-being of our fisher-folk, coastal communities and the pivotal tourism sector. This new arrangement will yield gross savings of USD$326Million and cash flow savings of BZ$135Million over the next 4 years. This means more funding for national development priorities such as Education, Health and Housing. The work ahead will be difficult and challenging but it can prove to be

Belmopan. October 19, 2021 - Her Excellency Mrs. María Caridad Balaguer Labrada, Ambassador- Designate of the Republic of Cuba, today, presented her Letter of Credentials to H.E. Froyla Tzalam, Governor General of Belize, at the Belize House in Belmopan. The ambassador expressed her country’s hope of continuing to strengthen the special bilateral relationship with Belize, which includes cooperation in areas including health, education and tourism. She was accompanied by Mr. Gustavo Aguinaga Linares, second secretary. The Governor General warmly welcomed the ambassador and conveyed her well wishes to the Government and people of Cuba. During the brief meeting, there was an exchange of gifts and a toast to the diplomatic bond between the two countries.

MINISTRY OF INFRASTRUCTURE DEVELOPMENT & HOUSING SIXTH ROAD (COASTAL HIGHWAY UPGRADING) PROJECT CONSULTANCY SERVICES FOR COASTAL HIGHWAY CORRIDOR STRUCTURE PLAN REQUEST FOR EXPRESSIONS OF INTERES The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund towards the cost of Technical Assistance – Coastal Highway Corridor Structure Plan and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The Ministry of Infrastructure Development & Housing (MIDH), the Executing Agency, now wishes to procure consultancy services for the preparation of a Structure Plan for the Coastal Highway Corridor. The objective of this Consultancy is to prepare a Structure Plan that will provide guidance for the development, sub-division and decision making relating to: commercial, industrial, residential, agricultural, tourism, small scale industries and protected areas land use. It will also identify development areas within the road corridor that are likely to attract high priority for development as well as identify permissible and non-permissible land uses within the area. The Plan will also identify significant cultural and ecological features, land uses and land use designations for areas adjacent to the planning area. The duration of the assignment is expected to be for a period of four (4) months. MIDH now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services. Consultants shall be eligible to participate if: (a) in the case of a body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements; (b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and (c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country. Eligible countries are member countries of CDB. The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest. Job Titile: Chief Security and Safety Officer (“CSSO”) Department: Security Reporting to: Chief Executive Officer Applications are invited from suitably qualified persons to fill the following post in the Security Department. Summary of Responsibilities: Lead the Security and Safety Department to ensure that the Port is able to deliver all of its services to its customers in a safe and secure environment. Inspire and motivate all Supervisors, Security Officers and Contractors to adhere to the safety and security standards. Establish and maintain excellent working relationships with all other heads of department, collaborating within the leadership team to ensure the optimal holistic contribution to the continued success of the company. Primary Responsibilities: Port Security: • Ensure full compliance with the International Ship and Port Facility Security Code (ISPS), the Belize Port Authority Act and the National Ports Policy and other such policies as may be enter into force from time to time • In addition to duties and responsibilities referred to in those specific Codes, Acts and Policies, the duties and responsibilities of the CSSO shall include, but are not limited to: o Conduct comprehensive security surveys of the port facility, taking into account the relevant port facility security assessment; o Ensuring the development and continuous review of the Port Facility Security Plan; o Updating the Hurricane Plan on an annual basis; o Undertaking regular security inspections of the port facility to ensure the continuation and effectiveness of appropriate security measures; o Reporting to the relevant authorities and maintaining records of occurrences which threaten the security of the port facility; o Coordinating additional security requirements with the Belize Port Authority, the Police Department and the Belize Defense Force; Safety: • Owning, improving and implementing the PBL Safety Policy and Manual • Conducting regular inspections and safety assessments in all areas of the facility • Organising and conducting regular safety committee meetings, serving as Chair-person • Conducting training for all approved visitors (vendors, contractors, Customers, truck drivers, etc) Capacity Building Training: 1. ISPS awareness and implementation 2. Relevant international conventions, codes related to safety and security; 3. Relevant legislation and regulations; 4. Emergency preparedness and response and contingency planning; 5.
