Thursday, 07 September 2017 On Wednesday, September 6, 2017, thousands of supporters from the People’s United Party converged on San Lorenzo Road in Orange Walk Town to stand against the corruption of Gaspar Vega and the UDP administration. The waves of blue and white flooded the Sugar City streets in a peaceful protest from the San Lorenzo road to Central Park. Party Leader, John Briceño, Deputy Leaders Rodwell Ferguson, Julius Espat, Kareem Musa, Cordel Hyde and Abelardo Mai were joined by representatives countrywide and with Party Chairman Henry Charles Usher led the march. At the central park, leaders of the new Belizean revolution assured supporters that the next government of Belize will be a People’s United Party government that will investigate all allegations of corruption into government ministries and bring forth criminal charges to the ministers responsible. Former Party Leader Francis Fonseca in his remarks fully endorsed the leadership of John Briceño as the next Prime Minister of Belize. Cordel Hyde hyped up the gathering and congratulated them for standing up for Belize “Give unoself a round of applause for standing up, because u have a lot of people that woulda want di yah but they can’t di yah because they have deh job, because they picnic deh da school because they fraid fu di government but unnu no fraid fu the government. But unnu no fraid fi the government, unnu want the government see unnu because this is the great People’s United Party and the losing is over. We are going to start winning elections again and it starts right here, right now!” Party Leader, John Briceño told supporters that the march on Wednesday is just the beginning of a sustained move against corruption and against a corrupt, vindictive UDP government. “Long live the People’s United Party of the people! PUP! Today we are united as Belizeans because we are speaking with one voice, we are telling Dean Barrow, the Prime Minister that enough is enough. The only thing Dean Barrow and the UDP have to do is call the elections. Dean Barrow told the people that he will not tolerate the corruption and since 2008 Dean Barrow knew that since Gaspar Vega entered this minister he has been stealing people's land. The UDP’s time is over! PUP!” Deputy Party Leader Julius Espat also expressed his full confidence in the leadership of the Hon. John Briceño and the People’s United Party to deliver and form the next government of Belize. “This is the beginning of the resistance, my friends. This machete is a symbol of the beginning of what is happening here today. The start of the revolution. We are standing up for our country and with the leadership of Hon. John Briceño we will deliver and form the next government of Belize. PUP!” Present among the many dignitaries of the People’s United Party was Daniel Silva, Hon. Michael Espat, Michel Chebat, Hon. Orlando Habet, Rigo Vellos, Kevin Bernard, Hon. Rodwell Ferguson, Anthony Mahler, Hon. Oscar Requena, Hon. Florencio Marin Jr., Ramiro Ramirez, Josue Carballo and Ramon Monchi Cervantes - all standing against corruption because Enough is Enough.

Thursday, September 7, 2017 On September 6th 2017 John Briceño defied expectations, silenced his critics and showed the nation and the world that enough is enough. After a very successful march in which thousands from the north openly showed support for the PUP and a total rejection of UDP corruption, Johnny stood up to the Gestapo style police riot squad by closing the Tower Hill toll bridge. The people heard the battle cry and mobilized to the toll bridge. The police also heard the cry and their first action was to block the buses at the Barracks and prevent over 40 buses from ferrying supporters to the toll bridge. Not to be deterred, the hundreds gathered at the toll bridge dared to show in no uncertain terms that Belize is tired with the UDP corruption and the Prime Minister’s
condoning of corruption in his Cabinet Cartel. Briceño and his supporters were undaunted by the heavy military gear, tear gas guns and canisters, powerful rifles and batons, even as the Gestapo totally disrespected the people and attacked him, pushed him to the ground and even kicked him while down. PUP warriors from the north Jose Mai and Servulo Baeza were also struck by batons swung viciously and recklessly by the Police, sworn to defend and protect us. Supporters reacted by shouting and trying to reach Johnny to protect and defend him. Batons out, the Police started hitting the people, pushing them away from Johnny and attacking reporters and
POLICE ATTACK THE MEDIA Thursday, September 7, 2017 The People’s United Party has issued a very strong release condemning the brutality and recklessness of officers of the Special Patrol Unit during a peaceful protest on the Tower Hill Bridge on Wednesday. The officers were under the direct control of Inspector Aaron Guzman and Assistant Commissioner of Police Edward Broaster when they attacked innocent persons with batons, and even went after media personnel covering the event. The release states that, “the aggressiveness and indiscipline of officers of the Special Patrol Unit, acting under the instructions of Assistant Commissioner of Police Edward Broaster and Inspector Aaron Gamboa was excessive and unnecessary. The wanton and reckless use of batons and the irresponsible discharging of tear gas canisters were unwarranted and could have resulted in serious injury to innocent civilians.” During the display by the SPU, Inspector Gamboa was

caught on camera picking up Krem News Director Marisol Amaya from behind and throwing her to the ground while she was calling in a report to her media house. “It was quite clear that Inspector Gamboa and others were targeting the media who were doing their jobs and nothing more. Furthermore, Gamboa’s attack on Krem’s News Director, Marisol Amaya, captured on footage, was unprovoked and unnecessary,” states the PUP release. The release ends by stating that in the normal scheme of things both Broaster and Gamboa would be up on charges for their roles in yesterday’s debacle, but both are protected by the politicians whom they serve. The Belize Times joins other media personnel in roundly condemning the Police for the unwarranted attack from officers of a unit which clearly lacks training and discipline and which should be immediately disbanded.

The Police started firing directly at the people and ahead of them while they retreated. Caught between two tear gas curtains on different sections of the highway, the people had to run through tear gas. Even in retreat the PUP was shamelessly and viciously attacked by our police. The question that comes to mind is; why was the riot squad here? The most logical conclusion is to protect and defend a corrupt minister who suddenly claims integrity and love for the people. The PUP supporters and leaders suffered on this day. We were attacked without mercy. We withstood the pain but showed that we are not afraid of the UDP and we will stand up to them no matter what. Johnny proved without a doubt that he is ready to take it to the streets and stand with the people even if his physical integrity is threatened. He stood there in the middle of the action, stood his ground despite the baton blows and tear gas. This is our leader, a man who fights for his people in boardrooms and on the street. No baton or tear gas can now stop our resolve to save Belize. On the contrary, it has reinforced our faith and our determination that corruption must end in high places. It must not only end but it must punish the guilty, recover our stolen national assets and we must keep the resistance alive until we get positive results. The revolution has begun and we are not afraid. The tear gas fortified our spirit and resolve. The PUP now stands very tall in the nation. We have a cause and we have the people on our side.

WAR INSIDE THE CABINET CARTEL Thursday, 07 September 2017 There may be a little less bloodshed involved than the famed Sinaloa or Zeta cartels, but make no mistake – the now infamous Cabinet Cartel is every bit as power hungry, vicious and corrupt. Currently there is a bloody battle underway for control, and it has become apparent that UDP Minister John Saldivar has formed an allegiance with Gaspar Vega, whose name is synonymous with corruption and dirt. This should not come as any surprise since Saldivar is known to associate with corrupt individuals, one of whom in particular is currently behind bars for the beheading of a Pastor. It is said that he and Saldivar, in addition to being business partners, were also in bed together, figuratively speaking (or not!) Saldivar and Vega have targeted the very ambitious Patrick Faber, who has told persons close to him that he is seeing his aspirations disappearing right before his eyes because he can never match Vega in terms of power and sheer wealth. Faber believes he has the
backing of the Prime Minister, but is also fully aware that Mr. Barrow is nothing more than a feeble paper tiger at this point, powerless against the assault from Saldivar, Vega and others including the recent multi-millionaire Minister Rene Montero and Erwin Contreras, who has quietly been making power moves inside of Cabinet and out. On Wednesday, the corrupt and crooked Gaspar Vega could not muster more than ninety supporters for his miniscule We Love Gapi rally, despite paying out huge sums to entice support. But he did attract Saldivar who has been known to gravitate towards money. Saldivar stood proudly beside a grinning Vega, stating confidently that ALL the evidence against him is nothing but a perception fuelled by the media. Deputy Prime Minister Patrick Faber, in response to Vega’s call for support for his rally, stated on Facebook that, “for those wondering, especially on a day like today, I do not support or defend corruption and my ex-
pectations are that those in our beloved UDP don’t either.” Shortly after, John Saldivar took to Facebook to respond publicly to Faber, stating, “today I went to Orange Walk not to support or defend corruption but to stand in solidarity with a colleague who with his family are under relentless and personal attacks…our Party has too long been accused of abandoning our people, how can we not stand in

Basta Ya On Wednesday the people of Orange Walk North held a massive demonstration to send a message to the Barrow Administration that enough is enough. The cry of our people: “basta Ya” was met with unnecessary force by the police shooting teargas into a crowd of innocent Belizeans who were standing up against corruption. Why did the Prime Minister and Elodio Aragon order the police to fire teargas on peaceful protesters and beat up on a journalist just doing her job? The UDP did this not to show strength, but because they are afraid of us. See they are afraid of our message; they are very afraid of the truth. They want us to stop telling you about the corruption and the stealing of our national patrimony, but we are not afraid of the UDP because it is our duty to fight for Belize. Let me say this loud and clear: we will be unyielding in this struggle. Our marches, our demonstrations and peaceful protests have only just begun for we are fighting for what is right and because we believe this is a matter of principle. We know that many of you do not condone the corruption we all see occurring in our Government we know you are tired of corrupt politicians, fed up with the hustling and the cronyism and we know that you too have had enough. The unending reports of corruption in the Ministry of lands involving former UDP Deputy Leader Gaspar Vega and his family; the visa hustle in the immigration department involving so many ministers; the obvious tire scam at the ministry of works as revealed in the recent Auditor General’s Report; the scandal on top of scandal with Edmond Castro and his sons, the NEMO lands that were sold of by the Belmopan City Council to ministers and their family all show an administration that is corrupt to the core These are challenging times in Belize, despite this, we must not forget that as Belizeans we are good people who deserve representatives who care about others more than they do about themselves. Who care about our country more than about enriching themselves. In its simplest form this is what we talk about when we speak of good governance. We must be determined to fight against this corrupt admiration and against those UDP leaders who believe that they are above the law. I say again there will be no place for them to run or hide when the PUP forms the next government. We will go after those who have stolen and profited from the Belizean people and bring them to justice no matter what. Today I am inviting every Belizean to join with us, now is the time to stand together, this is a battle for our future and we must win this fight for justice and for what is right, we must win this battle for our children’s future. And when we do this we will be embarking on our journey to build a Belize that works for everyone.

And we note also that not one another Minister (only the very junior Minister of State Campos), or important UDP functionary stood by his side or was brave or foolish enough to be caught in a photo op with this man who will go down in history as the most corrupt Minister ever.

Dangerous Explosives Found in the City Thursday, 07 September 2017 Twice in less than a week, Police have found dangerous explosives just lying around in neighbourhoods within Belize City. The first discovery was made on Saturday, September 2 at around 11 a.m. by members of the Special Assignment Team who found a “detonator type explosive” in an area off Vernon Street. The police say that the explosive had a 6-volt battery, and 2 lengths of 15 ft. wire rigged up to it. BDF General David Jones, Belize’s leading explosives expert, told the press that it is a live explosive used primarily for seismic testing in oil exploration. He estimated that there was about 2.2 pounds of explosives inside the canister. The battery as the power sources was in working condition. The wires were also ready to be used, and the only piece missing so that this wasn’t part of the found items was the detonator itself. It is estimated that this particular kind of explosive has a blast radius that can cause injures up to 200 meters. If a someone is within 10 to 15 meters of the area where the explosive went off, it can cause fatalities. Speaking about the rarity of these types of dangerous materials, General Jones said, “That kind of explosive should not be on the streets of Belize City or in any urban area whatsoever. I suspect that someone stole it or there was some negligence in regards to how those came on to the streets of Belize City, but indications are that there are probably more on the streets of Belize City. Those things need to come off the street and an investigation needs to be done as to who is responsible for conducting seismic testing in Belize, if they are still doing it - what are these procedures to use them and to account for them, because that being said shows that there is some form of negligence in accountability.” 4 days later, at around 1:30 a.m. on Thursday, September 6, members of the Gang Suppression Unit searched an
abandoned lot at the corner of Plues and George Street, there they found a live grenade. Again, the BDF was called in to retrieve it, and they now have the explosive in their possession. General Jones told the media, “That grenade…is of Austrian origin. It's an RJ Hand Grenade 73. It has about 355 grams in weight, about 50 grams of explosive inside. It is a high explosive defensive grenade. As to why it was there, or how it went there, your guess is as good as mine. But, it is a dangerous piece of device that could injure people between 10 to 15 meters. [It] could cause serious injuries… That grenade is fully functional. It has some tape on it. The safety pin is still on it. So, as long as someone can take out the safety pin and throw it, it would have functioned, because it's a live grenade, and it's in good condition.” The Commander of the BDF is also concerned about citizen safety after 2 explosives have been found on the streets in September, during the Celebration month, when tens of thousands of people visit the City. General Jones said, “It seems to be creeping up whenever we have our celebration month. Explosives and grenades seem to turn up for some reason. I don't know why. So, it is pretty concerning, and there is going to be a need for heightened security around the September Celebrations. In particular around the Carnival, 10th Parade, 21st Parade, those are occurrences and activities where we have vast number of people, and it could be catastrophic, if we have one of these things thrown in a crowd like that.”

It’s Started… I’ve been telling you for weeks now. There’s a move being orchestrated by Mason’s playgirl bunny (Yuck), el Primer Ladron, the pig thief, the electrician and his suegro. Yesterday Saldivar was in Orange Walk to show his obvious support for corruption and greed and absolute wutlessness, hugging up the ladron who actually, now that I think about it, bears an uncanny resemblance to William Danny Mason. Anyway, why would we be surprised…this is the man who has never answered some very critical questions about his role, if any, in the beheading of Pastor Lue. There were so many things not right in the handling of that matter and as Minister of Police and Mason’s best friend Saldivar was right in the middle of it. The porker is a dangerous fellow. Don’t be fooled by his goofy appearance, that stupid-looking goatee or his beady lil eyes. Not even… When Gaspar Vega made his triumphant return to the spotlight yesterday, there were ninety people standing around chanting we love Gaspar. Fifty of them actually work for Gapi and German. Twenty of them were Police Officers assigned to guard him. So basically, doing the Math, 20 persons were paid to put on a red shirt and make fools of themselves yesterday. Serious. They were giving out $100 and $200 to people to come out and nobody wanted to be seen with this guy. I don’t blame them. I hear even the Pope has instructed his Cardinals to erase any record of Gapi and his wife visiting the Vatican. True story. There is something wrong with this guy, and I don’t mean the fact that he’s obviously mentally challenged – sorry, Kim I have to call him retarded. But yeah… this guy needs to be institutionalized fuh real. Stupid man… You see all these land transactions? The thousands of acres given to select persons by Gapi and then almost immediately transferred to members of his family? You see the $400,000 given to Andre Vega and the $400,000 to Sharon Pitts? You see all the shady transactions which resulted in Vega and members of his family enriching themselves? You see the 1600 acres in Carmelita which made its way back into Gapi Vega’s hands? All that, and it’s only the tip of the iceberg, is just a fabrication. We in the media made it all up. These land documents don’t exist. At least according to John Saldivar. Gapi is innocent. He is a saint. Dammit the media needs to stop bringing down these wonderful people. My lerd…imagine that. I can’t…I just can’t. Patrick under fire… Vaughan Gill, the agent, is a cool guy. Not many people more politically savvy than him on the ground. So yeah, the only thing I don’t like about him is that the woman beater is his uncle, but I’m mature enough to know you can pick your friends but you can’t pick family. Anyway, Vaughan asked me to do him a solid and I will, just this once. I am to say that Patrick Faber is a decent guy and I support him for leader of the UDP. Okay there, I said it. Apparently, there a big crack, not just a rift in Cabinet where that feeble old Barrow has completely lost control as the Vega/Saldivar faction is asserting control. Vega and Saldivar want Patrick out because Vega blames Patrick for all the land leaks. And Patrick hasn’t been able to shore up sufficient support to hold control. This is frigging hilarious…on one side in Cabinet are the blatantly corrupt and those who want more, and on the other side are the blatantly corrupt and those who have stolen enough. Lmao. I swear you couldn’t make up this shit. Big Beef… Just as an aside in this whole mess, there’s a big beef in Cabinet between the electrician and Papa Mena. Seems that the electrician has been freely making use of the funds slated for the Dangriga polyclinic and Papa has had enough. I hear in a recent Cabinet meeting he accused the electrician of being racist, since none of the money is being used in the south, but just in the north. Just so you know, I’m toning this down but I hear the confrontation was heated. Poor Mr. Barrow. His UDP is crumbling right before his eyes and there ain’t nothing he can do about it. It’s be a miracle if this crowd makes it to Municipal elections in one piece. Broaster & Gamboa… We have been told that the Police Department is planning an award ceremony to recognize and congratulate ACP Edward Broaster and Inspector Aaron Gamboa. How sweet! There was some back and forth over what would be written on the plaques and certificates, but they settled on ‘The longevity and loyalty award in recognition of their ability to kiss the ass of UDP politicians without coming up for air.’ Congratulations guys. You really, really deserve it, and more. Alberto… Seems like the Chairman of the UDP, Berto, has a hard on for me. I swear that guy has been stalking me all week. Really hope he doesn’t call out my name in the throes of passion. That would just be sick. And speaking of sick, if anybody talks to this guy could you tell him the Ministry of Health is having a special on anti-retroviral drugs this weekend. Not saying for any reason, just in case he wanted to pick up some. Just saying.

COMPROMISED BY CORRUPTION
A
s this editorial is being written, the United Democratic Party has announced a Corruption March, a We Love Gapi, We Trust in Gapi affair to coincide with the PUP’s anti-Corruption demonstration in Orange Walk planned for Wednesday. It is not known at this time how that will pan out, since there are strong forces in the UDP who would want to see Vega fail and will not support such a movement. Vega has said that he will never support a Patrick Faber-led UDP, and he actually blames Faber for the many incendiary revelations coming out of the Ministry of Natural Resources. Vega is also no friend of Elodio Aragon Jr., a political virgin who for some unfathomable reason fancies himself the new UDP force in the north and does not mind walking on Gapi’s head to achieve what he perceives is a lofty perch. But UDP politics and ambitions aside, what is frankly incredible is that we are at a point where there are persons willing to take to the streets in defense of the most corrupt politician in our nation’s history. They have their reasons, we are sure. Some of the upper echelon protesters have likely benefitted from the Vega hustle for years. And others who plan to attend, we are told, are being offered between $100 and $200 to do so. To think that there are poor people who would march, signs in hand, to defend a multi-millionaire who has enriched himself and select family members to levels normal Belizeans can only dream of…is somehow obscene and surreal. What is also incredible, but perhaps easier to understand, is the fact that Mr. Barrow has destroyed every last iota of his own credibility in his quest to protect Gaspar Vega. While the first public scandal may have erupted last October when Vega was forced to resign in shame and disgrace, there is absolutely no way that Dean Oliver did not know of the antics of his then Deputy Prime Minister long before that. It was the Prime Minister who spoke about the hotbed of corruption; the Prime Minister who forced Gaspar Vega’s two nephews and Darlene Padron out of the Ministry of Natural Resources in 2014 because they were operating it as a private business, and it was the Prime Minister who removed the powerful portfolio from Vega in 2015. Mr. Barrow must have known about the thousands and thousands of acres making their way into the hands of the Vegas. He must have known about the millions being paid out in exorbitant compensation to persons affiliated with Gaspar Vega. He most certainly knew about the $400,000 to Andre and $400,000 to Sharon Pitts. But he did nothing to address the corruption. Instead he made a few optical and cosmetic shuffles while his good friend Gaspar and all his newly enriched family members made out like bandits at the expense of the Belizean people. Even now, the Prime Minister refuses to move against Gaspar Vega or any member of his family. Despite being presented with evidence of outright corruption on various occasions, Mr. Barrow played deaf, dumb and blind. But he knew. There is no doubt that a man such as the Prime Minister has seen all the evidence, every document, and is aware of exactly how many acres are held by Vega and his family. He knows that many of those land transactions were conducted illegally, and practically all of them were abuses of power by then Minister of Natural Resources Gaspar Vega. The evidence is plentiful and Mr. Barrow knows. So why has he not moved against Gaspar Vega? There are those in Mr. Barrow’s Cabinet who have called for Vega to be thrown under the bus, powerful Ministers. Finnegan has stated openly that Vega does not belong in the House. The Opposition has called incessantly for the removal of Vega and for an investigation into the corruption at the Ministry of Natural Resources under Vega. The most powerful unions in the country, the BNTU and the PSU, have each demanded that the Prime Minister act immediately on the blatant evidence of corruption and order a full and comprehensive investigation into the Ministry of Resources. Of course, they have also reminded the authorities that they need not wait for instructions from the Prime Minister before they investigate corruption, an important message since our Police Department is hopelessly compromised at the highest levels. The Belize Chamber of Commerce, the Belize Network of NGOs, the Christian Workers Union – all have prevailed on the Prime Minister to do the right thing. And he has done nothing. The evidence of corruption is overwhelming and stinks to high heavens. The pressure on the Prime Minister is, on the face of it, overwhelming. But Mr. Barrow does nothing. The investigation he ordered, not into the corruption but into ONE allegation of forgery, is but an optical illusion which will come to nothing because he does not want anything to come from it. So the question has to be…what does Mr. Vega have over the Prime Minister? Or over members of Mr. Barrow’s family? If there were no such incentive in Mr. Vega’s hand, DOB could have acted long ago and he would have preserved some semblance of integrity – a mere glimmer – rather than what he is now, a sad joke and a Prime Minister who will go down, and down in history, being remembered for the corruption which pervaded his Administration, and which he condoned.

Vega ha dicho que él nunca apoyará un UDP que este liderado por Patrick Faber, y él realmente culpa a Faber de las muchas revelaciones incendiarias que han salido del Ministerio de Recursos Naturales. Vega tampoco es amigo de Elodio Aragón Jr., un político novato que por alguna razón incomprensible se imagina ser la nueva fuerza UDP en el norte y no le importa caminar sobre la cabeza de Gapi para lograr lo que él percibe como una percha elevada. Pero poniendo la política y ambiciones del UDP a un lado, lo que es francamente increíble es que estamos en un punto donde hay personas dispuestas a tomar las calles en defensa del político más corrupto en la historia de nuestra nación. Ellos tienen sus razones, estamos seguros. Es probable que algunos de los manifestantes de grado superior han beneficiado del ajetreo de Vega durante años. Y otros que planean asistir, nos dicen que se les está ofreciendo entre $100 y $200 para hacerlo. Solo de pensar que hay gente pobre que marcharía, pancartas en mano, para defender a un multimillonario que se ha enriquecido a sí mismo y a algunos miembros de la familia a niveles que los Beliceños normales sólo pueden soñar... es obsceno y surrealista. Lo que también es increíble, pero tal vez más fácil de entender es el hecho de que el Sr. Barrow ha destruido hasta el último ápice de su propia credibilidad en su misión para proteger a Gaspar Vega. Mientras que el primer escándalo público estallo en octubre pasado cuando Vega se vio obligado a renunciar en vergüenza y desgracia, es absolutamente imposible que Dean Oliver no sabía de las barbaridades de su Viceprimer Ministro desde mucho antes. Fue el Primer Ministro, quien hablaba del semillero de corrupción; el Primer Ministro fue el que sacó a Gaspar Vega y a sus dos sobrinos y a Darlene Padrón del Ministerio de Recursos Naturales en 2014 debido que lo manejaban como una empresa privada, y fue el Primer Ministro que le quito la poderosa cartera a Vega en el año 2015. El Sr. Barrow debe haber sabido sobre los miles y miles de hectáreas que se le dio a los Vegas. Él debe haber sabido sobre los millones que se les pagó como indemnización exorbitante a personas afiliadas con Gaspar Vega. Sin duda él sabía de los $400.000 de André y $400.000 de Sharon Pitts. Pero no hizo nada para afrontar la corrupción. En su lugar hizo una reorganización óptica y estética mientras su amigo Gaspar y todos los recién enriquecidos miembros de su familia se hicieron de riquezas a expensas del pueblo beliceño. Incluso ahora, el Primer Ministro se niega hacer algo en contra de Gaspar Vega o de cualquier miembro de su familia. A pesar de ser presentado con la evidencia de corrupción absoluta en varias ocasiones, el Sr. Barrow se ha hecho el sordo, mudo y ciego. Pero él sabía. Es indudable que un hombre como el Primer Ministro no haya visto todas las pruebas, todos los documentos y conoce exactamente cuántas hectáreas están en manos de Vega y su familia. Él sabe que muchas de las transacciones de tierra se llevaron a cabo ilegalmente, y prácticamente todas son abusos de poder por el entonces Ministro de Recursos Naturales Gaspar Vega. La evidencia es abundante y el Sr. Barrow lo sabe. Así que ¿por qué no ha hecho nada contra Gaspar Vega? Hay en el gabinete del Sr. Barrow quienes han pedido que Vega sea el chivo expiatorio, Ministros poderosos. Finnegan ha declarado abiertamente que Vega no pertenece en la Casa de Representantes. La oposición ha pedido sin cesar la expulsión de Vega y también una investigación sobre la corrupción en el Ministerio de Recursos Naturales durante los tiempos de Vega. Los sindicatos más poderosos del país, el BNTU y el Sindicato de Trabajadores del Estado, cada uno ha exigido que el Primer Ministro actué inmediatamente sobre las pruebas flagrantes de corrupción y que ordene una investigación completa e integral en el Ministerio de Recursos Naturales. Por supuesto, ellos también les han recordado a las autoridades que no necesitan esperar las instrucciones del Primer Ministro antes de que se investigue la corrupción, un mensaje importante ya que nuestro Departamento de Policía está irremediablemente comprometido hasta los niveles más altos. La Cámara de Comercio de Belice, La red de Organizaciones No-gubernamentales (ONGs), la Unión de Trabajadores Cristianaos – todos han intentado persuadir al Primer Ministro en hacer lo correcto. Y no lo ha hecho. La evidencia de la corrupción es abrumadora y apesta hasta los altos cielos. La presión sobre el Primer Ministro es, aparentemente, abrumadora. Pero el Sr. Barrow no hace nada. La investigación que ordenó, no a la corrupción, pero a una acusación de falsificación, no es más que una ilusión óptica que no llegará a nada porque no se quiere nada salga de esto. Así que la pregunta tiene que ser... ¿Qué tiene el Sr. Vega sobre el Primer Ministro? ¿O sobre miembros de la familia del Sr. Barrow? Thursday, 07 September 2017 The current attacks on the Mayor of Orange Walk Town must be seen for what they are, a desperate political manoeuvre. The UDP contends that the Mayor is “saddling” OWTC with an undue debt burden, the council’s subvention from GOB is compromised, and the council has no authority to borrow for periods past its term in office. The Ability to Borrow The notion that the OWTC should not borrow, be indebted beyond their term of office is not only wrongheaded, but it’s hypocritical. If this principle is applied to any elected body, then it would mean that the Government of Belize would be constrained to making loans that must be repaid within their five-year term. It would mean that the Belize City and Belmopan City Councils would not be allowed to float their municipal bonds, as the Belize City bond has tranches that have maturity dates up to ten years; while Belmopan has maturity dates of up to fourteen years, clearly well after the term of the current councils. The reality is that all elected government bodies (local and national) have the legal ability to raise funds via varying debt instruments such as loan, bonds, debentures, etc. In the case of the town councils, this ability is enshrined in the respective Town or City Council act. So the assertion by the UDP that somehow there is some illegality with the debt that the OWTC has contracted with DeMar’s Stone Company to upgrade the town infrastructure is totally inaccurate. The Subvention The spin the UDP is putting on the council’s subvention being compromised is extremely misleading, but more importantly it is blatantly hypocritical. The facts are that the Orange Walk Town Council receives a monthly subvention of $33,333.33 or $400,000.00 annually; the payments toward the road work contracts signed by the OWTC with DeMar Stone Company are valued at $79,000.00 annually; paid out in disbursements of $5,000.00 for ten months, and $7,000.00 for two months spread over a period of 11 ½ years for a total of $999,456.00. By using even the most superficial examination, and applying basic arithmetic, it is clear to see that the OWTC subvention is in no way compromised by this contractual agreement, as only 19.7% of the total subvention is committed to paying for the road works. We must keep in mind that the monthly subvention from Central Government forms only a part of the OWTC’s revenue portfolio. The council also raises revenue through trade licenses, vehicle licensing, property taxes, and liquor licensing fees. Therefore when the use of a percentage of the month-

This UDP pipe dream IS the reason for the intense spotlight on the Orange Walk Town Council and Mayor Kevin Bernard. In the final analysis the initiative undertaken by Mayor Bernard and the OWTC is impressive. Faced with a vindictive and uncooperative Central Government, which has provided very little by way of infrastructural upgrades for Orange Walk Town, Mayor Bernard made a bold move and took control of his municipality’s infrastructural development. It should be recalled that the OWTC initiated the process to launch its own municipal bond. However this plan was torpedoed by the Prime Minister and Central Government when they did not give the permission in the same manner that it was provided to the Belize City and Belmopan councils. The infrastructure contracts signed between OWTC and DeMar’s Stone Company (which have been made public by the Mayor himself) provides the municipality with a jump start on its infrastructure, and clearly delivers value for money. An interesting side note to this contract is that it was signed with a company owned by the UDP’s Orange Walk Central Standard Bearer Denny Grijalva. This is a clear illustration of the transparency and magnanimity of Mayor Bernard and his Council. The primary concern of the OWTC

2017 was the contractor’s ability to deliver quality work, in a timely and cost effective manner, and to favourable repayment terms. Instead of criticizing this initiative by Mayor Kevin Bernard and the OWTC, the Dean Barrow administration and other councils should use this approach as a template to prevent the bloated contracts offered to UDP cronies for inferior infrastructure works that can be seen in places like: • The shoddy hot mix paving on Lake I Boulevard near the Chetumal Street Bridge. • The numerous cement street in Belize City that are breaking apart after only a couple years of service. • College Road in Corozal that began to have potholes after two days of being paved. Orange Walk has always been one of the most industrious places in Belize, and its residents are known for succeeding against the odds, as can be seen in the many examples where ordinary citizens and families become success stories through hard work and perseverance. It is this same attitude of the town’s residents that the Orange Walk Town Council is reflecting when they face a hostile Central Government and triumph despite the heavy odds against them. Their hard working nature guarantee that Orange Walkeños will continue to select political figures who are serious about developing the municipality in a transparent and forward leaning way. It is for this reason that come March 2018, Mayor Bernard and his team will be returned to office with an even larger margin of victory.

In addition to committing their monthly subvention, the BCC has also committed $1.4 million per year (source Belize City Municipal Bond Prospectus), which are funds generated by the Tourism Head Tax paid by tourist disembarking in Belize City. Similarly, the Belmopan Council has allocated their entire subvention from GOB, which amounts to $600,000 annually from GOB towards paying off their municipal bond. Any objective Belizean can clearly see the difference between the BCC earmarking 100% of their subvention amounting to $2.48 million per annum to pay for infrastructural upgrades, and the OWTC utilizing 19.7% of their subvention to pay for badly needed road works. Las Flores Residents Protest Thursday, 07 September 2017 Today, September 7th, residents from the community of las Flores staged a protest to express their discontent with a land deal orchestrated by Belmopan Mayor Khalid Belisle. They are dissatisfied and upset about the sale of the land adjacent to St. Michael RC school to a single individual long affiliated with the UDP because they insist that the needs of the children and the community for the land are greater than that of a wealthy individual According to a letter sent out by the Las Flores steering committee, they are disappointed and are objecting to Belisle selling the two parcels of land that belong to the primary school: “The Las Flores Community is hereby expressing their discontent, disappointment and objection at the Mayor of Belmopan, Khalid Belisle, for SELLING two parcels: 20-17-8713 and 20-17-8714, which belong to the Las Flores Primary School since 1985, to Amy Anabella Chen. It is important to mention that the school has been using and cleaning these parcels since its inception in 1985. The community has been under the belief that the above mentioned parcels belong to the school, but on the 11th of August 2017 the residents and the Principal of the school noticed pegs being erected in an area previously used as a recreational space for the students of St. Michael's R.C. School.” The steering committee noted that when they saw that pegs were being placed, they immediately began having meetings with residents where John Saldivar, Belisle and other council representatives were invited but they failed to attend. The committee says that they have been patient enough and have waited enough time for the mayor to show up and give an explanation.” Let it be
known that the community made it clear at the meeting on September 3rd that it DOES NOT accept any other parcel of land for the school grounds other than parcels 8713/14 and is demanding that the school obtains its rightful title that include these 2 parcels,” the letter later states. The committee moved further and collected signatures from the residents who were at the meeting and in agreement with their decision to demand that the mayor return the land to the primary school. The committee in their letter, requested that parcels No. 20-17-6253 and 20-17-6252 be returned to the school and designated as recreational areas. But Belisle had already made his decision and sold off the two parcels of lands to Amy Chen. The committee obtained a copy of the land documents confirming the sale of the school land. The residents are angry since there was never any consultation with them and they maintain their firm position that the parcels must be returned to the primary school for the use of their children. By Tuesday evening, Belisle had met with the school management and they agreed that the Belmopan City Council would provide title for the land where the school is located, give the school two additional parcels for future expansion and assist with the landscaping of all school lands. The steering committee indicated that they have been taking care of that land for their community since the 1980’s and Belisle never met with them to discuss any agreement on the parcels of land that they have been cleaning with the full intention of it belonging to the primary school in their community.

THINKING OUT LOUD BY: KEVIN BERNARD
Wednesday was a day that should remain in all our memories for a very long time. So much happened in our vibrant municipality – some very good and some very bad. I was really happy as a politician and as a Belizean to see how many people came out to march against corruption. I believe, and I have said it before, that as a people we cannot sit back and expect our leaders to hold themselves accountable. We must stand together and demand accountability and good governance from our leaders. And we have to let them know that if we don’t get it, then we will agitate for them to go. That is the only way. Before I go on let me clarify something. Wednesday’s anti-corruption rally was organized by the People’s United Party, but the fight against corruption should transcend politics. What Gaspar Vega did while he was in office affects every single one of us whether we realize it or not. Keep in mind that we have all just been informed that there will be an increase in the pump price of fuel very soon, when the price of fuel is already too high. That is because Government is broke. They need revenues, so they turn to all of us – PUP and UDP and every P or no P. And our coffers have run dry because of corruption. So it affects all of us. When we look at all the land that has been amassed by Gaspar Vega and his family in very questionable transactions, we should all be angry. It is not only PUP supporters who are angry. I know that there are UDP supporters too who have tried to get one small piece of land for themselves and their families and they have been unable to do so. They have been turned around and around at the Lands Department, just like we have. These things affect all of us. My friends, it is time for us to do things differently in Belize. It is time for us to stand together in matters which help us and in matters which hurt us. I want
to see a Belize where the word corruption will be accompanied by the words ‘immediate investigation’ and ‘prosecution’ and ‘jail.’ We have all – and I mean all of us – been abused too long by those who were supposed to serve us, and to make our lives better, and to develop our country. I want to be the kind of politician that will make my family proud, and community proud – that all of you will be able to say that I was a good politician who was honest and hard-working and whose integrity was beyond question. And I as a Belizean, want to live in a country where we can say that about all our politicians. So I want to say a heartfelt thank you to those who felt it was important enough to come out on Wednesday. And I also want to say that I am disappointed in those few who went to the home of Gaspar Vega. I have been told one supporter exclaimed – Mr. Gapi even if you gwein dah hell we gwein with you.! Wow. I also must comment on the behaviour of certain Police officers at the Tower Hill Bridge on Wednesday. That was a peaceful demonstration and as Belizeans we should have a right to demonstrate peacefully. None of our people were violent. None of our people attacked the Police or got unruly. I cannot even comprehend why the Police chose to attack us with batons and tear gas, behaving like we were rioting and had to be dispersed. I am angry, but even more so I am disappointed that it appears that some of our Police Officers are more than eager to follow instructions from their UDP bosses, because I have no doubt that instructions were given yesterday. GO SET A WATCHMAN In the Prophetic Book of Isaiah in the Old Testament at Chapter 21 there appears this Verse: “For thus says my Lord to me: Go set a Watchman, let him tell what he sees... Then the Watchman cried, 'On the Watchtower O my Lord, I stand constantly by day and I stay at my post through all the watches of the night.' The Watchman is the sentinel; he is stationed to alert the master or mistress, ever watchful and ever vigilant, always guiding as to what should be done and pointing the way for the perfect response. I am just completing a book by Harper Lee, the woman who wrote the famous story “To Kill A Mockingbird.” Its title “Go Set a Watchman,” struck me as being appropriate as I offer a few reflections today on our topic of empowering women for political contribution and meaningful change. A watchman importantly can signify the moral compass we all need to enable ourselves to be a part of the solution to the dearth of women in politics in Belize. The Harper Lee book lays bare the divisions and terrible racial prejudice of the American South, very topical these days, and it also uses the metaphor of the watchman as the guide for a young, white Southern woman as she navigates her world and tries to do the right thing to fight the evil of racism. For us, I think it can be an apt metaphor for doing the right thing, having the conscience and the will to see the imperative of involving women as full and equal partners in all meaningful change for national development. We all need a watchman, ourselves, our conscience, or a trusted friend who watches and reports and points the right way in all things. Dear friends, it is always good to be in a forum such as this, but not a pleasure to speak to you on this topic. The paucity of women in elected politics has been the bane of our Belizean reality. And yes sometimes it seems tedious to repeat that we have got to do more about it. I don't consider myself a fully empowered woman, but having had some experience on the battlefield of the political arena, I do feel that the focus must continue for us to include more Belizean women not only in the political conversation but also around the tables of decision making. We must have our watchmen or watchwomen – focused, vigilant, steadfast, unwavering, as we indeed DO the right thing to encourage, mentor and support our Belizean sisters in this struggle. It IS right and just for the fight to continue, and although the going will continue to be
tough we must carry on. It does not do us much good to keep repeating the reasons for so few women in the political arena, but I do believe we can focus on solutions. I have come to believe that for us to achieve some semblance of gender parity, there will need to be affirmative action on the part of political parties. It can be and it is lonely in there, as I feel sure Elena Smith, Beverly Williams, Tracy Taegar Panton, Valerie Woods and Carla Barnett and many before them can attest. I have always felt from personal experience that we as women in the political world have to have our support systems. I repeat we need our watchmen and women, the sentinels, the sounding boards, the shoulders to cry on as we go forward; and as well those who will tell us when we have got it wrong. For meaningful change, we need more women at the table with strong inner voices and sharply accurate moral compasses. Those of us who to some extent have walked the walk DO Indeed have a responsibility to mentor, guide, share experiences, encourage, exhort and smile despite hard times and a daunting and sometimes depressing environment. We can and must do it. My message to our forum today is for all of us to Go Set Our Watchman and Watchwoman to fight the evils of machismo, male domination and self-centred political power and decision-making. The meaningful change that women bring and will continue to bring must have its sights set on social justice, human rights, non-discrimination, gender equity and equality, better health care, more protection for children, relevant education and skills training and economic empowerment of all our Belizean sisters, regardless of what district we live in, what level of educational achievement we may boast, or the full reality of our existence, and our ability to provide a good life for ourselves and our families. Will you join me in going to set our watchman and watchwoman, that guide who is always needed and welcome?? Whether it is our individual consciences that demand that better be done or our supporting institutions, families, friends or mentors. The struggle has to go on. We need more women around the table of government for a better country. No one who is genuinely concerned for Belize can afford to stand at the sideline. And certainly, There isn't any time to waste!!

Today, in Orange Walk, I was assaulted by a Police Officer. I didn’t make a fuss about it because it was a female Police Officer and she only stood about 4 feet tall. But she was powerful, and when she pushed me it hurt my feelings. And then I got tear-gassed by a jackass punk Police Officer who is forever on my shitlist. People, fun and joke aside I saw that proverbial light when that crap hit me. I went down to my knees and couldn’t breathe. I thought I was done for. For a long moment all that went through my mind was that this was such a stupid way to die. Melodramatic I know, but that’s how I felt. Tear gas is nothing to play with. Somebody should spank that child who was playing with that gun. Now that I’ve gotten my teargas induced rambling out the way, I need to say this. What we saw today on that bridge in Orange Walk was a travesty. The Special Patrol Unit is no well-trained, elite unit of disciplined officers. What they are, at least what we saw, was a bunch of aggressive, arrogant, completely uncoordinated, reckless bunch of thugs armed with batons, weapons and tear gas. Their Officer Commanding, Aaron Gamboa, is no different. He was placed in that position by John Saldivar, his special friend, and has no real qualifications for the job. That is quite clear. If I hear anybody refer to the SPU as an elite unit after this I will puke, much as I did today after eating tear gas which my doctor definitely did not order. I remember in 2005 when the UDP brought in a bunch of thugs from different constituencies and gave them money, liquor and drugs so that they could go wild and deliver on Dean Oliver’s promise of civil unrest. I remember the riot squad in those days. It was a thing of beauty, deadly beauty, because after they
cleared Independence Hill with surgical precision, they rounded up the violent offenders sent in by the UDP and very quietly beat the crap out of them at the Training School. But those officers were well-trained. I’ll never forget that. Those guys today were not welltrained. They acted like thugs given a license to beat and hurt and act the fool by their cop bosses, under instructions from their political bosses. Get upset if you want, but it is no secret that the big man out there at the protest today has been promised the ComPol post and so is going above and beyond to satisfy his political masters. I watched those idiots today from close up, and I saw the savage glee in some of their eyes when they manhandled the crowd, using force far in excess of what was warranted. That is disturbing. But what it is, is what it is. These officers have to realize that they are not always surrounded by colleagues armed with weapons. And there are persons who are not afraid to get down and dirty with them if the opportunity arises. And that’s all I’m gonna say about that. I was planning to write about Gaspar Vega and his vile, disgraceful self. But maybe I am too angry to do that just yet. I watched him posing for photo opportunities with his wife Marilene and brother German, both of whose names can be found on many land documents, and I felt sick. I watched these privileged, not normal people walk around smiling and hugging people like they are heroes, and not the scum that they are, and I had to send up a quick prayer for sanity. I don’t get it. I just don’t get it. Gapi started doing what he usually does, call on God whenever he is questioned, and I wanted God to strike him down dead. For real. It’s too much. Way too much. And what we saw today makes clear that there is no remorse for robbing the nation tens of millions of dollars to enrich himself and his family. He is as happy as a pig in shit. And we pay to protect him 24/7. I understand his Police guard has tripled recently. But when Karma comes calling and the day of reckoning for Vega and his family comes, a million Police officers won’t save him.
By Gilroy Usher Sr. The Integrity Commission - big fancy name but nothing behind that. The latest Auditor General’s report (2012-2013) outlines massive corruption in the Ministries of Lands, Education and Works as well as other ministries. The nightly news is often dominated with reports of Ministerial enrichment. Despite those things, the Integrity Commission which should be one of the watchdogs against ministerial crookedness in the country is like the three blind mice. It sees no evil, it hears no evil and it speaks no evil. The Integrity Commission is worse than a toothless lion. Such animals roar to get a little attention. Despite glaring evidence and the high stench of ministerial enrichment in government, the Integrity Commission is as silent as a mouse. That is no surprise to right thinking Belizeans. From day one, the government has done everything to ensure the commission exist in name only. Located on the third floor of the National Assembly Building in Belmopan, without a sign anywhere, the Integrity Commission is out of sight and literally out of reach. To reach the office one has to endure intense security checks to enter the first floor of the building then walk up nearly 75 stairs to the office. Belizean people don’t like to walk high stairs. That’s a well hidden office. The Integrity Commission has a huge task, but it is severely understaffed. It has only two employees. They are an office manager and an office assistant. The office needs an accountant to carry out its duties, but the government claims it can’t find any qualified person to accept the post. That is total hogwash. They don’t want to provide the Commission with a full time accountant because numerous ministers have a lot to hide. There are hundreds of unemployed persons in Belize, including many accountants. Dozens of unemployed accountants are ready to work for a reasonable salary. Every major business in this country has an accountant. Only GOB can’t find an account for the Integrity Commission. Can you believe this? Although the UDP has been in government for almost 10 years from 2008, the Integrity Commission is not interested in any ministerial wrongdoing before 2016; it pays absolutely no attention to what is reported in the nightly news about ministerial corruption; it does not accept anonymous tips about enrichment by ministers; and it does not con-
sider walk in complaints about ministers no matter how serious an allegation might be. Any complaint to the Commission about corruption by minsters has to be submitted in writing with pictures and related documents. Secondly, after the commission receives a written complaint about a Minister, the Board of the Commission will review the information provided to them and decide whether to dismiss the matter or call the Minister in to explain the origin of his assets. Trust me, fowl will have teeth before those government puppets on the board of the Integrity Commission support investigating any UDP minister for corruption in government. That will never happen with this crowd although several ministers have gone from poor persons to millionaires in just a couple years in government. Away with the Fake Integrity Commission. To help fight ministerial corruption in this country, Belize needs an Integrity Commission that is not controlled by the Ministers. This country needs to get serious about fighting corruption. It’s depriving our people of a better life. We need a 9-member Integrity Commission. The composition should be as follows - GOB 4 members, Opposition 2 members and the Social Partners 3 members. With such a composition the Integrity Commission will be able to carry out its duties as it will no longer be a rubber stamp for the government.

CONNECTED LA ISLA BONITA GET READY The People’s United Party endorsed its Town Council slate on Thursday, September 7th 2017. La Isla Bonita continues its resistance to the most corrupt Town Council in the history of San Pedro by presenting an experienced, professional PUP team which is ready to send the message that enough is enough. There is no denying that San Pedro Town has been riddled with enough evidence of mismanagement of funds, scandals and no genuine care or interest in moving the development of the town for ward. The UDP Town Council was ready to move for ward with Minister Manuel Heredia with seismic testing for oil. All Belizeans know that tourism is the livelihood of this island town. Heredia is the Minister of Tourism. The arrogance and blatant disregard to respect the marine and natural resources, which is the source of income for the thousands of residents of this town, is unconscionable. The only time Minister Manual Heredia and his puppet, Daniel Guerrero, moved to act on behalf of their island community was when the people, the residents of San Pedro, demonstrated loudly and clearly at the public forum on the seismic testing that they will no longer tolerate their abuse of power and lack of vision to say NO to offshore oil exploration. As was done on September 6th 2017 in Orange Walk, the people in the thousands marched in protest against the UDP government’s corruption and enabling of Gaspar Vega enriching himself and his family with Belize land. As was done on Thursday, September 7th 2017, the community of Las Flores protested the cor-
ruption and disregard by the City Council of Belmopan for its residents and designated lands. And as will be done on March 7th 2018, the people of San Pedro Town will also send its message to Minister Manuel Heredia and the UDP town council that it is time for them to go. The fact is the Town Council of San Pedro has had no audit of its accounts for years. They have not shared any financial statements on the gross expenses such as the Mayor of the island having a vehicle purchased for him for the few times he goes to Belize City. It has become increasingly evident that Mayor Guerrero operates the Council as his domain and doesn’t consult with the people of San Pedro nor with his fellow councilors. The Council’s golf carts are used as personal assets and can be seen all hours of the night on personal joy rides. The PUP team 7 will have 4 women councilors. The UWG is particularly excited about this team and the demonstration of its commitment to women empowerment and its commitment to not just change the Town Council but to change the system. This team is committed to make the real differences needed in procedure, process and management that involves the input of the residents and is transparent. For too long the island has been betrayed and taken advantage of. The change has to start with the Municipal Elections. Corruption and mismanagement of public funds needs to be rejected and the change for a better system of governance begins with the Town Council elections on March 7th 2018. REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and
We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses. The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. México 03 de Septiembre 2017 El Comité internacional de periodistas (CPJ, por Comandos policiales de El Salvador sus siglas en inglés), con sede en Nueva York, emitió una alerta ante las amenazas contra periodistas de las publicaciones salvadoreñas Factum y El Faro, tras su investigación sobre los vínculos entre la policía y grupos paramilitares que ejecutaron extrajudicialmente a sospechosos. Los periodistas de ambas publicaciones han recibido amenazas a través de las redes sociales, incluido un tuit en el que se advertía que los periodistas de Factum y El Faro "acabarían como Christian Poveda", el periodista franco-español asesinado por la pandilla Barrio 18 en 2009. A ello se añade sospechosas visitas recibidas en las ultimas horas en la redacción de Factum Aunque en El Faro habían recibido amenazas anteriormente, en el caso de Factum es la primera vez que llega una advertencia tan clara. El motivo tiene que ver con un amplio reportaje publicado la semana pasada en la publicación digital en la que se revela la existencia de un grupo dentro de la policía que participó en ejecuciones extrajudiciales. La revista Factum monitoreó durante tres meses a dos grupos de chat en WhatsApp conformados por más de 40 policías de distintas unidades y comprobó la participación de los policías en tres homicidios, dos agresiones sexuales y al menos una extorsión. Anteriormente El Faro había revelado cómo agentes de la policía El Comité Internacional de Periodistas (CIJ) emitió una alerta mataron a 14 personas en distintos operativos en La Libertad y La ante las amenazas contra periodistas de Factum y El Faro Paz que fueron presentados como "enfrentamientos" entre pandilleros. En el primero de los casos, la policía masacró a ocho personas: seis pandilleros, una menor de edad y el cuidador de una finca, San Blas, que no tenía ningun vínculo con las pandillas. El Comité Internacional de Periodistas pidió a las autoridades salvadoreñas "una investigación rápida y creíble sobre las amenazas" y la puesta en marcha de medidas suficientes para garantizar la seguridad de los periodistas. Hasta el momento Howard Cotto, jefe de la Policía Nacional de El Salvador, y el vicepresidente, Óscar Ortiz, dijo a Factum que no eran conscientes de los informes de actividad ilegal de los agentes de policía y se comprometió a abrir una investigación. La realidad, sin embargo, es que su primera expresión pública del vicepresidente Ortiz sobre el asunto sonó bastante menos comprometida y frívola: "Hay que tocar madera para que no pase algo con un periodista", dijo este lunes. El Salvador es uno de los países más violentos del mundo y las investigaciones periodísticas se dan en medio de un polémico plan de seguridad puesto en marcha por el gobierno del FMLN, que aumenta la presencia de soldados y policías en las calles para combatir a las pandillas.

EL TRIBUNAL ELECTORAL DE GUATEMALA SUSPENDE AL PARTIDO DEL PRESIDENTE MORALES Ciudad de Guatemala 2 SEP 2017 El FCN-Nación se negó a pagar una multa por irregularidades en el financiamiento de la campaña, por lo que el mandatario enfrenta una demanda ante los
tribunales El Tribunal Supremo Electoral de Guatemala (TSE), máxima autoridad en la materia, ha anunciado la mañana de este viernes que el partido Frente de Convergencia Nacional (FCN-Nación), que llevó a Jimmy Morales al poder en las elecciones de 2015, queda suspendido administrativamente, por lo que no podrá realizar ninguna actividad política. El FCN-Nación debía cancelar 60.000 dólares al TSE por varios delitos relacionados con la financiación de su campaña política, multa que debería ser solventada, como fecha tope, el 31 de agosto. Al imponer la sanción se detalla, entre otros delitos tipificados en la ley de la materia, que el partido no presentó los informes mensuales de gastos de campaña ni los informes bimestrales de ingresos; que existen errores en los datos y cifras, falta documentación contable sobre ingresos y se ha obstaculizado las labores de auditoria y revisión de documentos en la sede de la organización, entre otras infracciones. Violaciones que, precisamente, son las señaladas tanto por la Comisión Internacional Contra la Impunidad en Guatemala (CICIG), como por la Fiscalía, en su petición de despojar de la inmunidad a Morales para poder investigado y procesado. Para Edgar Celada, analista del Instituto de Problemas Nacionales de la Universidad de San Carlos, esta situación agrava la crisis política por la que atraviesa Guatemala desde que Jimmy Morales decidiera, de manera unilateral y la margen de la ley, declarar non grato al comisionado de la CICIG, Iván Velásquez, y ordenara su expulsión del país. El secretario general del Sistema de la Integración Centroamericana (SICA), Vinicio Cerezo, consideró como histórico el encuentro entre los presidentes de Honduras, Nicaragua y El Salvador para poner en marcha el Plan Maestro del Golfo de Fonseca. Cerezo aseveró que este plan es un paso hacia adelante en el proceso de integración centroamericana, que busca la solución a los problemas por la vía de acuerdos que favorezcan a los habitantes de la región. “Hoy tenemos una declaración en marcha y proyectos que impulsar. La firma de los presidentes compromete al sector privado” a participar también en esta iniciativa, manifestó Cerezo.
“Este acuerdo puede ser el principio de lo que podríamos llamar la Comunidad del Golfo. El presidente Hernández junto con sus homólogos Daniel Ortega (Nicaragua) y Salvador Sánchez Cerén (El Salvador) están haciendo un acuerdo que es el punto de partida”, explicó el expresidente de Guatemala. Además, relató que felicitó al mandatario hondureño, porque “este es un acuerdo valiente, porque aquí ganan los centroamericanos con oportunidades de empleos y oportunidades para desarrollar pequeñas, medianas y grandes empresas”. “Este es un acuerdo de paz, desarrollo y de integración”, subrayó Cerezo, al tiempo que consideró que este acuerdo es un gran ejemplo
para la comunidad centroamericana. Mientras tanto: Centroamérica avanza en fortalecimiento de la seguridad regional Centroamérica. Los Viceministros de Relaciones Exteriores, de Seguridad y Defensa de los países miembros del SICA, designados como Comisionados, celebraron la LXIII Reunión Ordinaria de la Comisión de Seguridad de Centroamérica bajo la Presidencia Pro Témpore de Panamá, con el objetivo de fortalecer las acciones conjuntas de cara a los nuevos retos que enfrenta la región en materia de seguridad. “MÉXICO TIENE QUE PREPARARSE PARA UNA MAYOR LLEGADA DE REFUGIADOS DE CENTROAMÉRICA” El Alto Comisionado de ACNUR pide mayor compromiso a México como país de llegada
El Pais, México 30 AGO 2017 México ha dejado de ser país exclusivamente de tránsito para convertirse en lugar de refugio para miles de personas que cada año huyen de la violencia en el llamado triángulo Norte de Centroamérica. Las cifras oficiales muestran que unas 8.000 personas solicitaron la condición de refugiado el año pasado, un aumento del 150% entre 2016 y 2017. Al aumento del efecto embudo al sur del río Bravo se suma el hecho de que la nueva política migratoria de Donald Trump ha reducido de 85.000 a 50.000 el número de admisiones de refugiados. Paralelamente, México vive la llegada de un nuevo flujo: los venezolanos, convertidos en el segundo país que más refugiados expulsa hacia México después de Honduras y por encima de El Salvador, según la agencia mexicana de refugiados (COMAR). Filippo Grandi (Milán,1957), alto comisionado para los Refugiados de la ONU, no llegó al cargo como premio decorativo, sino que ha desarrollado toda su carrera en ACNUR, agencia en la que comenzó hace casi 30 años, y durante los que ha trabajado en Palestina, Afganistán y África. Que es un funcionario diferente lo demuestra el hecho de que quiso recorrier caminando varios kilómetros por la misma ruta que hacen los refugiados en la frontera entre Guatemala y México. Antes de emprender camino hacia El Salvador y Honduras, en medio de una gira por toda la región, atendió a EL PAÍS, en un hotel de la capital mexicana. Pregunta. ¿Qué es lo que más le ha impactado de los testimonios que ha escuchado? Respuesta. Lo que más me impactó fueron las historias de la gente que huye. Escuché historias terribles sobre la violencia de las pandillas en complicidad con autoridades locales y la violencia que sufren en el camino. Los refugiados están expuestos a las pandillas criminales dedicadas a explotar hasta el último centavo y el último trozo de ropa que les queda. Una persona me dijo que le amenazaron diciendo "para nosotros solo eres dinero", sin embargo, es gente con mucha dignidad y fuerza. También me impactó la participación de la sociedad civil. México tiene una tradición solidaria desde los años 80 y 90 y las guerras civiles en Centroamérica y ese compromiso sigue muy presente. P. Ha trabajado en África, Oriente Medio...¿se parecen las crisis

humanitarias? R. Está claro que (en Centroamérica) hay una crisis humanitaria, pero no es como en Somalia o en Nigeria. En este caso se trata de una crisis de protección y la primera cosa que tenemos que hacer es fortalecer la protección en todas las rutas migratorias en sus países de origen y en el tránsito hacia los países de destino. Paralelamente, países como Guatemala o México además de tránsito son también países de destino P. Ante la crisis que se vive en Centroamérica, ¿es partidario de un sistema de cuotas repartido entre países de América Latina como se ha hecho en Europa con los sirios? R. Precisamente el modelo europeo no ha sido muy exitoso, pero esa es otra historia. Lo que estamos intentado hacer es un poco diferente. Queremos más cooperación entre los estados porque si no, en 10 años, seguirá el mismo problema, solo que mucho más grande. Las soluciones requieren de cooperación entre los países y la participación de actores más grandes como Estados Unidos, Canadá, tal vez la Unión Europea, el Banco Mundial, el Banco Interamericano de Desarrollo…es algo muy ambicioso lo que estamos tratando de hacer. Hasta ahora se habla mucho de crimen y narcotráfico en términos de seguridad: controlar a la gente, pararla, castigarla y hacer leyes. Y creo que eso es necesario pero también hay que mirar a la gente y ayudarla porque si no inviertes en educación y en desarrollo el problema segurá. Imple-
mentar leyes no es suficiente. Necesitas leyes pero también desarrollo y eso no lo puede hacer solo El Salvador o
Estados Unidos y esa es la diferencia con Europa. Estamos intentando otro modelo.

Si los magistrados encuentran indicios suficientes de la comisión de los delitos de los que se le acusa, enviará el expediente al Congreso (unicameral) donde los diputados, tras integrar por sorteo una comisión pesquisidora, votarán si quitan la inmunidad al gobernante. Para llegar a tal decisión se necesita de un coto favorable de las dos terceras partes del Legislativo de 158 escaños, por lo que llegar a los 105 votos necesarios parece muy complicado.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.
