Gapi & Andre Investigated for Forgery Thursday, 31 August 2017 Prime Minister Dean Barrow, at least optically, has woken up from a long slumber and has instructed the Police to launch an investigation into credible allegations of blatant forgery in the Ministry of Natural Resources under the leadership of his friend Gaspar Vega. Vega has been accused of playing an integral role in many, many cases of illegal land appropriation resulting in the gross enrichment of himself, his wife and son Andre, his brothers and other members of his family. But the Prime Minister isn’t concerned at all about that blatant corruption. He has stated publicly that he will not look at the documents chronicling Vega’s land hustle. Instead, the leader of this nation has said blithely that ‘what it is, is what it is. It is only he received a letter from an attorney on behalf of a cli-

There are documents which show that Amy Forte, a resident of Belmopan, applied for and received the grant of a parcel of land in Caye Caulker. That land was then sold to Andre Vega for the sum of $30,000. Of course, the land was privately owned and the title which Vega ended up could not stand, so Vega had to be compensated with 7 acres of land on Mosquito Caye off San Pedro, thanks to his daddy

who was Minister of Natural Resources at the time. And he had company, because his uncles German and Eduardo went through the exact same process to end up with 15 acres on Mosquito Caye between them. But Amy Forte says she didn’t receive any land in Caye Caulker. And since she didn’t receive any land, she never sold any to Andre Vega for $30,000. In fact, says Forte, she has never even met Andre Vega. It is a clear case of fraud perpetrated at the highest levels, and if there is indeed an investigation, it shouldn’t take too long to find out who participated in the forgery and who benefitted from the forgery. It’s not rocket science. According to the Criminal Code, any person who, “(a) with intent to defraud, or with intent to defeat, obstruct or pervert the course of justice, forges any of the following documents, namely will, document of title to land…” or “(b) with intent to defraud any person or persons to the amount of one hundred dollars or upwards, forges any document whatsoever…shall be liable to imprisonment for life.” While Amy Forte is the first person with the courage to come forward, it is believed that there are many other persons whose names were used unwittingly and whose signatures were forged to all the Vega family access to thousands of acres of prime property all over the country.

Thursday, 31 August 2017 Prime Minister Dean Barrow will be remembered for his utterly ridiculous response when confronted with evidence of corruption by his good friend and former Deputy Prime Minister Gaspar Vega. Smirk in place, Barrow stated, “what it is, is what it is. In a press conference called at PUP headquarters on Wednesday, PUP Leader John Briceño explained exactly what ‘IT’ is – “what this is, is a Prime Minister making light of his minister’s land hustle. “What it is,” is a case of self-dealing on the part of his former Deputy Prime Minister. “What it is,” is a Prime Minister who chose to do nothing while the nation’s patrimony was being looted and stolen. “What it is” is a well-orchestrated get rich scheme by the Vega family.” In a release last week, the People’s United Party called for an investigation in the many land scandals and blatant corruption involving the Vega family,

DIES IN RTA Thursday, 31 August 2017 At around 8:30 this morning Police were called to an area between Miles 30 and 31 where they observed a cream coloured Toyota Land Cruiser with massive damage on the side of the road. The driver of the vehicle, businessman and Vice-President of Galen Omar Ortiz, 46, was seen suffering from head and body injuries. Early indications are that the slippery conditions of the road may have caused Ortiz to flip multiple times while attempting to overtake another vehicle, but there has been no confirmation of that by Police at this time. On the scene, as he was being attended to by paramedics, Ortiz complained of pain to the neck and body. He was rushed via Ambulance to the KHMH, and a subsequent release from Police revealed that he had succumbed to his injuries while receiving treatment at 10:18am. The Belize Times extends sincere condolences to the family of Ortiz, and hopes they find some comfort in the knowledge that he was loved and appreciated by many.

This week PUP leader Briceño issued a list of instructions to the Prime Minister, directing him to “(1) Ensure that the Commissioner of Police instruct the Criminal Investigation Branch of the Police Department to open an investigation into the fraudulent scams by theVega family; (2.) As he is the current Minister of Lands, we demand that the Prime Minister immediately cancel all land titles issued, since 2008, by the Government of Belize to members of the Vega family; (3.) Establish a Commission of Inquiry into the hotbed of corruption in the Ministry of Lands for the period 2008 to 2015, and (4.)We demand that the Prime Minister instruct the Attorney general to initiate a claim for misfeasance in public office against Gaspar Vega and ensure the recovery of all the ill-gotten gains by his family, and damages in the millions for loss suffered by the people of Belize.” Briceño also took the opportunity to inform the nation on Wednesday that the PUP will table a motion in the House of Representatives calling for an investigation into the Ministry of Lands under Gaspar Vega, and the PUP Senators will be calling for the same. Enough is Enough. Our people have suffered through this blatant corruption too long, and we will not stand for more of the same under this arrogant Barrow administration. Expressing that all of us have a responsibility to act, Briceño “called on all our leaders to join me in demanding that the Prime Minister do the right thing and take the appropriate action against Gaspar Vega and his family.”

Celebrating in September September is here and we all know that September dah party month. September is also culture month, for it is a time when our artists perform good Belizean music, our businesses display their products at the expo; our people parade and dance in the streets and across our country Belizean national pride is on display. For me, this year’s celebrations got off to a great start last Sunday when I attended an event hosted by the Belize Chinese Association. The China Disabled People’s Performing Art Troupe, a group of young people with disabilities, was in Belize for a one-night performance at the Bliss. The show last Sunday, August 27th was indeed special. Seeing young people with visual impairments perform together with such precision and watching them dance in syncopation to music they cannot even hear was truly inspiring. The entire performance was uplifting and I wish to thank the Belize Chinese Association for hosting this event. It is truly regrettable that our Government was not able to offer the Visa fee waiver requested for these disabled youth who were here in friendship, showing us what people with disabilities can overcome. I join with the Belize Chinese Association in hoping that the decision by Cabinet not to waive the Visa fees for the members of the China Disabled Performing Art Troupe was not due to pressure from any foreign influence. We must never allow our national dignity to be compromised for a fistful of dollars. With the celebrations now underway we look forward to the program of activities for our 36th Anniversary of Independence. In this month when Belizean nationalism and patriotism is fully on display; we embrace those things which make us Belizean. We also remember our heroes and we honour the contribution of some of our most outstanding Belizeans. We are grateful for their service. One of the very special events of the September Celebrations is National Service Day, which is the date of Mr. Price’s death. There can be no better way to honor the Father of our Nation than by performing acts of kindness and service to others. I invite everyone to make this year’s Service Day activities meaningful by performing some act of charity or performing some kind of community service. Of course what is of great significance to all of us during the September Celebrations are the debates and discussion about nation building. For me, it is important that Belizeans remember that the celebration of our Independence is a proclamation of our right to self-determination and full territorial integrity so that from proud Rio Hondo to Old Sarstoon each of us celebrates our pride as Belizeans. More than three and a half decades later, we continue the work to build Belize into, a vibrant, productive, and diverse country. September brings together Belizeans of all races. Our family and friends come from many places, all to celebrate this idea that we are together as one people united in a common cause to build a Belize that works for everyone. If these entities fail to perform, then the people of this country must find other methods for eliminating corruption, and with urgency.” The Chamber ends its release by informing the Prime Minister that “Inaction by the GOB on the abuse of our natural and fiscal resources is no longer acceptable. No one should be above the law, regardless of name, position, or political affiliation.”

Questions to Ministers Would the Member for Queen Square and Prime Minister please say if there will be a real investigation into the forging of land documents to enrich the Vegas, or if this will be just another optical illusion?

Would the Member for Queen Square and Prime Minister please confirm or deny reports that he has been threatened by Gaspar Vega if there is any attempt to launch a criminal investigation into the misappropriation of thousands of acres of prime land by the Vega family? Would the disgraced Member for Orange Walk North please say what values he teaches his children as a parent? Could he say if he teaches them that stealing is a bad thing? Could he say if he encourages them to be honest and to have integrity when they grow up, or if he is raising them to be just like him? Would the Member for Belize Rural South and Minister of Civil Aviation please say how much money was misappropriated at the Belize Airports Authority, and by whom? Could he further say why there have been no criminal charges laid on those who had their whole hands in the cookie jar? Would the Member for Collet and Minister of Education please say if he has been able to find out if Belmopan Mayor Khalid Belisle actually attended school or if he just misappropriated the money given to him by the Ministry of Education? Would the Member for Collet and Minister of Education please say specifically where the money came from to take all those buses of Collet residents to Hopkins over the Summer? Could he confirm or deny reports that it was the Ministry of Education which paid for that political party? Would the Member for Pickstock and Minister of Foreign Affairs please confirm or deny reports that he was approached about taking up the vacant post of Foreign Minister of Guatemala after Carlos Raul Morales was fired? Would the Member for Orange Walk East and junior Minister of Police please say where he got the money to build a gas station and a radio/TV station so soon after entering politics?

Yeah right… The Prime Minister has ordered an investigation into the forgery at the Ministry of Natural Resources, with a view to the criminal prosecution of those who were involved. Let me see how I can put this nicely so that I don’t offend anybody. Because I’m a sweet guy and couldn’t bear it if I offended somebody. So let me say it like this…if you actually, genuinely believe that there will be any real investigation by the Police, and that any of the real criminals will be arrested and prosecuted, there is a wart on my left testicle that I’d like to sell you. That wart right there holds all the secrets to the mysteries of the universe. For real. Mr. Barrow can take his bogus investigation and stuff it. See how sweet that was? Darlene… As I was telling a good friend of mine today, I refuse to believe that this woman did anything wrong because she is so damned cute. But that bit of frivolity and lust aside, let me be dead serious. This is the JP who signed on to that forged document, and we are told many, many other documents to assist in the enrichment of the Vega family because she is very close to them. How can I put this? The last woman who seemed about to start an investigation into corruption in the Lands Department under Gapi walked away after she was threatened. Darlene knows too much about too much. And she is facing the destruction of her name and everything else because of her association with these senior criminals. I’m no prosecutor or legal genius, but seems to me she could also be facing some very serious jail time. And did I mention she knows too much about too much? If I were her I’d be careful, is all I’m saying. That coup… Last week I told you about a coup in the United Democratic Party. I figure some of you maybe thought I’d gotten a jump on the marijuana bill and was flying high. But it’s real. There’s a move in the UDP to seize power from Dean Barrow and its coming primarily from a faction of the party which is connected through family – the electrician, the pig thief, the land thief and the electrician’s suegro. They’ve been joined by Mason’s boy toy from Belmopan, the oversized love sponge who has been travelling around the country trying to steal support away from the woman beater. All is not well in the UDP. If Barrow lasts another three months, I’ll take a selfie with him and post it on the front page of the newspaper. Wait…what am I saying? Sedi… Not sure how many of you are aware of it, but a few days ago our demented Foreign Minister almost left Belize to head home for good. Word to this bloated scribe is that Sedi got a call from Jimmy in Guatemala after Carlos Raul was fired, asking him if he wanted to take up the job since he has done such a fabulous job for that country, pretty much negotiating on their behalf all this time. Sedi’s name is still hailed in official Guatemalan circles because he was responsible for them getting back the entire Sarstoon River, so from there it seemed like a natural progression for him to make it official. I hear it was close there for a while before Sedi decided to stay here, unfortunately. Ain’t that the craziest thing. Rewind… I went to sleep and woke up thinking about this thing. So Dean Oliver has instructed the Police to investigate the forgery. First thing, this is like a Penner déjà vu all over again. It won’t be an investigation into all the crap which has happened in the Ministry, just this one specific instance of forgery. That aside, here’s the thing. When did we get to a point where the Police has to take instruction from the PM to investigate gross illegality and corruption and wrongdoing? That’s a dangerous place to be, and we’ve been there a hell of a long time. It means that DOB has been able to decide what is corrupt in his administration or what is simply distasteful, bad optics or a matter of factual guilt vs. legal guilt. And then depending on what he decides, the Police act. Bullshit I say, BULLSHIT. Put that in your pipe and smoke it. Always a bridesmaid… Phil Phil Phil…sigh. Come home bredda. Makes me sad to see you sitting there like a big old deflated rubber duckie, with that pitiful hound dog look on your face. These people don’t appreciate you. They don’t want you. You wanted to run for Albert and they brought you down. They promised you a diplomatic post which never materialized. And now you take a run at Mayor and the whole damned UDP gangs up on you. Not one of them stood up for you. Not one of them believed in you. They are taking you lightly, my brother. And you’re starting to look old. Come home. We got nuff love for you. Funny story… Somebody was telling me a funny story this week. Seems like the legal fraternity organized a basketball game and teams were selected and split up into shirts and skins. Unfortunately, the Attorney-General ended up on the skins team and the game was then immediately called off. Get it? Okay okay it was a fat joke and that’s terrible but hey, I’m fat too and I’m sure I saw it written somewhere that fat people can insult fat people. Isn’t it? See what you guys made me do? I’m not generally insensitive like this. It’s because of Gapi. He made me do it.

EDITORIAL MORAL BANKRUPTCY

The People’s United Party condemns, or if we can borrow a word used by the OAS not long ago – repudiates the decision by Guatemalan President Jimmy Morales announced on August 27th. Morales, faced with a likely investigation into allegedly illegal campaign financing, moved to immediately expel the head of CICIG, Ivan Velasquez, from the country. The People’s United Party denounces the arbitrary and shockingly dictatorial move just as certainly as the Barrow Administration will not. And the Barrow administration will not, because Mr. Barrow believes in and practices that kind of politics. Mr. Barrow believes that whatever has to be done to secure political power and provide political protection to his own must be done, no matter the cost. The international media has accused Morales of moral bankruptcy. In Belize, we know all about moral bankruptcy. We see it every day in the actions of our leaders. The corrupt cabal which sits in Cabinet and makes decisions on our behalf, and in our names, has shown itself to be devoid of moral fiber. Interestingly, Guatemala is considered one of the more corrupt countries in the region. Yet in 2015, then President Otto Perez Molina was jailed after being forced to resign in disgrace. His Vice-President and others were caught up in that same anti-corruption net, forced to face justice for alleged crimes committed against the people. CICIG, the International Commission against Impunity in Guatemala, had everything to do with the investigation and prosecution of those at the highest level. And now, the new President is in the crosshairs. Rather than risk an investigation, Morales has circled the wagons and has gone after the head of CICIG. Where the fight against corruption is concerned, Guatemala is obviously light years ahead of Belize. If we had an organization like CICIG, a CICIB, we would be in a very different place than where we now find ourselves. It is a practical certainty that the Cabinet room would be empty on Tuesdays if the Ministers under this Barrow administration would be taken to task for corruption. The Barrow administration is the most corrupt in our nation’s history. Never before have our assets been raped with such abandon. It seems that every week we are beset with more scandals, more allegations, more corruption, more evidence. Do you remember when a female Minister in the UDP burned up a cache of rosewood worth hundreds of thousands of dollars? She did so because she knew the rosewood would find its way into the hands of persons affiliated with then Minister of Natural Resources Gaspar Vega. She was so frustrated with her inability to protect the country’s resources and revenues in the face of such high-level corruption that she preferred to burn the precious wood rather than see it end up in the hands of the morally bankrupt. If we had an organization such as CICIB here, Gaspar Vega and members of his family would be in jail. Just as surely as night follows day. There is glaring evidence which suggests that Vega masterminded a plot to defraud the Ministry of Natural Resources of tens of millions of dollars in a compensation scheme which boggles the mind. There is glaring evidence which shows Vega and many members of his family participate in a land appropriation scheme which defies comprehension. The evidence is there – reams of black and white. But neither Vega nor any member of his greedy clan has been the subject of any investigation. And they will never be during what is left of the Barrow administration. And these examples are but the tip of the iceberg. If we had such an organization in Belize, our current Minister of Works would likely be behind bars. He has experienced an amazing ‘rags to riches’ transformation since taking office. So has our Minister of Human Development, who has spent his time in office looking after his own development. From a poor pool table repair man, Boots Martinez has become a property manager with what he says is the best product. Under this Barrow administration, Boots will never have to explain his miraculous and fabulous enrichment. The Prime Minister said it best. What it is, is what it is. And there are others whose circumstances demand an immediate and comprehensive investigation – Manuel Heredia, John Saldivar, Erwin Contreras, Pablo Marin, Edmond Castro. And let us not forget Elvin Penner, who was protected from investigation even as he sold our birthright while he was Minister of Immigration. If we had such an organization in Belize, no less than the Prime Minister of Belize would be the subject of much scrutiny. His handling of the entire Ashcroft affair demands it. Why is it that in years of protracted litigation, the only parties who got progressively richer were Lord Ashcroft and persons affiliated with the Prime Minister? And such an organization would need to look also at Mr. Barrow’s blatant nepotism which has resulted in the exorbitant benefit of those connected to him. In Belize, under this Barrow administration, there will be no investigation or prosecution of the many corrupt persons in leadership positions, and those who are controlled by the many corrupt persons in leadership positions. So in this, at least, Guatemala can be seen as more progressive. But the time is coming. The next government of the People’s United Party will implement ironclad systems to enable the prosecution of those who have betrayed, or intend to betray the public trust. Today, Gaspar Vega smiles when he drives his fancy SUV on the streets. But he won’t be smiling for much long. Neither will any of those who were corrupt or who abetted corruption. What it is, is what it is.

El Sr. Barrow cree que se debe hacer todo para asegurar el poder político y proporcionar protección política a los suyos, sin importar el costo. La prensa internacional ha acusado a Morales de estar en bancarrota moral. En Belice, sabemos todo sobre la bancarrota moral. Lo vemos cada día en las acciones de nuestros líderes. La pandilla corrupta que se sienta en gabinete y toma decisiones en nuestro nombre y por nosotros, ha demostrado ser carente de fibra moral. Curiosamente, Guatemala es considerado uno de los países más corruptos de la región. Sin embargo, en el año 2015, el entonces Presidente Otto Pérez Molina fue encarcelado después de ser obligado a renunciar en desgracia. La Vicepresidenta y otros fueron atrapados por la misma red de lucha contra la corrupción, obligados a enfrentarse a la justicia por presuntos crímenes cometidos contra el pueblo. La CICIG, La Comision Internacional contra la Impunidad en Guatemala, tenía todo que ver con la investigación y enjuiciamiento de aquellos al más alto nivel. Y ahora, el nuevo Presidente está en la mira. En lugar de arriesgar una investigación, Morales cerró filas y se ha ido detrás del jefe de la CICIG. En lo que se refiere a la lucha contra la corrupción, Guatemala anda obviamente años luz delante de Belice. Si tuviéramos una organización como la CICIG, un CICIB, estaríamos en una situación muy diferente de donde nos encontramos ahora. Es una certeza práctica de que la sala de reuniones del gabinete estaría vacía los martes si los ministros de esta administración Barrow fueran denunciados por corrupción. La administración de Barrow es la más corrupta de la historia de nuestra nación. Nunca antes se han violado nuestros bienes nacionales con tal desenfreno. Parece que semana tras semana estamos plagados con más escándalos, más denuncias, más corrupción, más evidencia. ¿Recuerdas cuando una señora ministra UDP quemó un lote de palo de rosa con valor de cientos de miles de dólares? Ella lo hizo porque sabía que el palo de rosa de alguna manera iba a acabar en las manos de las personas asociadas al entonces Ministro de Recursos Naturales, Gaspar Vega. Estaba ella muy frustrada con su incapacidad para proteger los recursos e ingresos del país ante corrupción de alto nivel que prefirió quemar la madera preciosa en lugar de verla terminar en las manos de aquellos moralmente en bancarrota. Si tuviéramos una organización como CICIB aquí, Gaspar Vega y los miembros de su familia estarían en la cárcel. Tan seguro como la noche le sigue al día. Hay pruebas evidentes que sugieren que Vega dirigió una conspiración para defraudar al Ministerio de Recursos Naturales de decenas de millones de dólares en un esquema de compensación inconcebible. Hay pruebas evidentes que demuestran que Vega y muchos miembros de su familia participan en un esquema de apropiación de tierras que desafía la comprensión. La evidencia está ahí – en cientos de documentos en blanco y negro. Pero ni Vega ni ningún miembro de su clan codicioso ha sido objeto de cualquier investigación. Y nunca lo serán durante lo que queda de la administración Barrow. Y estos ejemplos no son más que la punta del iceberg. Si tuviéramos tal organización en Belice, nuestro actual Ministro de Obras Publicas estaría probablemente tras las rejas. Él ha experimentado una transformación increíble de la pobreza a la riqueza. Así mismo tenemos a nuestro Ministro de Desarrollo Humano, que ha pasado su tiempo en oficina, cuidando de su propio desarrollo. De un hombre pobre reparador de mesas de billar, Boots Martínez se ha convertido en un gestor de propiedad con lo que dice es el mejor producto. Bajo esta administración Barrow, Boots nunca tendrá que explicar su enriquecimiento milagroso y fabuloso. El Primer Ministro lo dijo. Lo que es, es lo que es. Y hay otros cuyas circunstancias exigen una investigación inmediata y completa – Manuel Heredia, John Saldívar, Erwin Contreras, Pablo Marin, Edmond Castro. Y no olvidemos a Elvin Penner, quien fue protegido de ser investigado aun cuando vendió nuestro derecho de nacimiento cuando fue Ministro de Inmigración. Si tuviéramos una organización en Belice, nada menos que el Primer Ministro de Belice fuera el tema de mucho escrutinio. El manejo total del asunto de Ashcroft lo exige. ¿Por qué es que después de años de un prolongado litigio, los únicos que se enriquecieron progresivamente más ricas fueron el señor Ashcroft y personas afiliadas con el Primer Ministro? Y tal organización tendría que examinar también el nepotismo flagrante del Sr. Barrow que ha resultado en el beneficio exorbitante de aquellos conectados a él. En Belice, bajo esta administración Barrow, no habrá ninguna investigación ni el enjuiciamiento de mucha gente corruptas en posiciones de liderazgo y aquellos que son controlados por la mucha gente corruptas en posiciones de liderazgo. Así en esto, al menos, Guatemala puede verse como más progresista. Pero el tiempo se acerca. El próximo gobierno del Partido Unido del Pueblo implementará sistemas inflexibles para permitir el enjuiciamiento de quienes han traicionado, o tengan la intención de traicionar la confianza pública. Hoy en día, Gaspar Vega sonríe cuando conduce su SUV de lujo por las calles. Pero él no sonreirá por mucho mucho tiempo. Ni lo hará ninguno de aquellos que fueron corruptos o que alentaron la corrupción. Lo que será, será.

Marconi Matus Thursday, August 31, 2017 The UDP continues with their sustained plan to sabotage PUP candidates nationwide. On Tuesday, the Mayor of San Ignacio and Santa Elena Earl Trapp gave directives to his secretary to call PUP Mayoral Candidate Marconi Matus ordering him to take down his banners. Matus’ banners went up before the PUP Convention that was held in San Ignacio on August 13, 2017 and the process for hanging the banners was duly followed by Matus. Although knowing that the normal fee for banners was $25 per month, Matus complied with the fee requested of $100 a month per banner, since

Earl Trapp when he sought permission from the Council they demanded that he pay $100 a month to keep his banners up. Trapp has now removed Matus’ banners before the end of the month because he wants to put up banners for UDP candidates that are running in their UDP convention. In an interview with the Belize Times, Matus told us that the move by Trapp is outright malicious and unethical - “A lady…Ms. Minette Zetina called me on Tuesday morning and told me that I need to bring down my banners, so I asked her why, because I know that I am paying them $100 per month to have my banners there at that location.

So she said because of the UDP convention, the Mayor wants to put up banners for the UDP and they just gave me an order so you need to bring it down. Then I told her but I am paying you guys $100 per month to have my banners there. She told me that if I don’t take them down, the Town Board workers would take them down and maybe they would tear them. So I told her but I already paid for this month and the month noh up yet. She said well that was the order they gave me so you have to bring it down. I told her that is completely unfair and unethical of them you know. I think that this is outright malicious, because the UDP candidates have their banners up for free. They are not paying the Town Council and for regular activities the correct fee is $25 to have banners up. So I know that they are overcharging me. The UDP are very malicious and unethical because after I have paid and now they just cynically asking me to bring down my banners simply because they want to put theirs. That is completely undemocratic,” Matus told us. Matus says that despite their efforts to continuously sabotage them, he and his team remain stronger than ever in the Twin Towns and are ready to take back both San Ignacio and Santa Elena to bring real progress to the municipality. Since his tenure in office, Trapp has never made public any financial records of the Town Council and ceased an internal audit being carried out after only one week in office.

WILL DARLENE TELL ALL? Thursday, 31 August 2017 In February, 2014, via directive from the Prime Minister, Darlene Padron, Gaspar Vega affiliate and National Estate Officer at the Ministry of Natural Resources, was given her walking papers from that Ministry because of corruption. At the exact same time, the nephews of Gaspar Vega, who had been installed as Deputy Commissioner of Lands and Registrar of Lands, were told they had to go. At the time, in an interview with the Commissioner of Lands he claimed that the corruption in the Ministry was so pervasive that only God could get rid of it. Of course, this is the UDP, and Padron faced no sanction for her alleged role in chronic corruption but a transfer to the Department of the Environment. But now the chickens have come home to roost, and Darlene Padron is the Justice of the Peace who witnessed the Deed of Conveyance between Andre Vega and Amy Forte for a parcel of land in Caye Caulker. Her signature and stamp are there, but how could she have witnessed this transaction if such a transaction never happened, and Amy Forte never transferred any land to Vega for any sum of money? It is a clear case of forgery and fraud, for which the penalty in the Criminal Code can be imprisonment for life. And if there is indeed any semblance of an investigation, the Police will have been instructed to bypass the big fish and focus on the small fish. In the scheme of land corruption Darlene Padron may not be a small fish, but when compared to the Vegas, she is the smallest. We note that Andre Vega has issued a release through his attorney in which he throws Padron under the bus without shame. Vega claims that he purchased the land from an agent who brought him the deed of conveyance with Forte’s particulars on it AND with the Justice of the Peace already having signed and stamped. Which puts the forgery squarely in Padron’s lap because if Forte never participated in the deal, which transaction did she witness and verify? Of course, it is all lies, but this is politics and the Vegas will continue to enjoy the protection of this Barrow administration. So the multi-million-dollar question – because without question millions have been misappropriated – will Darlene Padron take the rap for the forgery and risk a very long time in prison, or will she tell all? It is known that she has played a role in many of the land transactions involving the Vegas, and there is a lot that she knows. Interesting times in the jewel.

SEDI INSULTS BELIZE/ CHINESE COMMUNITY

Thursday, 31 August 2017 “If you can’t pay to come to a country, then don’t come.” Wilfred Elrington, Minister of Foreign Affairs As we go to press, there are reports that the Chinese community in Belize is outraged, and planning a course of action to respond to yet another inflammatory and disturbing diplomatic gaffe committed by Minister of Foreign Affairs Wilfred ‘Sedi’ Elrington. Earlier this week, Elrington took aim at the very prominent Chinese community, stating, “let me tell you, the suggestion that the little bit of revenue that we generated from that activity is in some way going to hurt the Chinese community or China has to be ludicrous. China and the Chinese community have more money than they know what to do with. It's not a

question that they don't have resources. They have. The Chinese community is perhaps the wealthiest community in Belize City, in Belize country. Why should they be complaining about something as basic as that and if you can't pay to come to the country, don't come. But don't want to come to the country and then griping over the fact that you are made to pay the legitimate taxes.” The very insulting attack by the Foreign Minister came after the Belize Chinese Association requested a standard waiver of Visa fees for the China Disabled People’s Group, a 33-member troupe which performed at the Bliss this past weekend. The Belize Times has been informed that it was Elrington who led the charge

to refuse the request because, it is assumed, it would anger the government of Taiwan which has been the Barrow administration’s most steadfast cash-dispensing bubby. Elrington used the excuse that no Minister has the right to waive Visa fees, even though anyone and their granny could tell you that is rubbish because Cabinet does have the authority to intercede with the Director of Immigration to facilitate such a request. After the original refusal, we are told, the Belize Chinese Association asked for reconsideration and were refused again. It is not certain what form the protest would take, but we are reliably informed that Government will be notified of the discontent of the Chinese community.

City Violence Claims Another Wednesday, August 30, 2017 The crime spike in the month of August continued with the broad daylight murder of 32 year-old Gilroy “Fries” Martinez. The father of 5 was shot and killed a few blocks away from his home on Curl Thompson Street. It happened at around 8 a.m. on Monday, August 28, in the Jane Usher Boulevard community. Martinez’s relatives told the press that he left his home to return some borrowed equipment, and when he returned, he made a second trip out of his house. Police say that he went to a nearby residence on Curl Thompson Street, which is near to his house. It is not known why he went back, and the owners of the house have told media that they are not even acquainted with Martinez. On that second trip, however, someone fired gunshots at him, and he was injured twice in the head, killing him on the spot. Giving a press briefing on the case, Senior Superintendent Marco Vidal, the Officer Commanding Eastern Division South, told the press, “We understand there was some altercation last night (Sunday, August 27), as a matter of fact leading to certain events this morning.”

When asked if it is believed that the shooting was gang-related, Senior Superintendent Vidal responded, “I would say that it is. Well, I am not sure if it was a physical altercation, but there was an incident between the two groups.” Reports to the press are that Martinez became a marked man after he started having disagreements with a major gang figure in the Jane Usher Boulevard area. This street personality reportedly did not like that he was friendly with rival gang members, and it is believed that this is why he was murdered. His sister, Shakema Lorenzo, made a frank comment, when she was asked about the reasons she believe he was killed. She said, “I don’t know. It must be because he hangs out with gang members.” Martinez is not known as a troublemaker in the neighborhood. He has 5 very young children he was providing for. His wife remembered how he went to work every day, and headed straight home in the evenings, staying out of trouble and choosing to socialize at his home. Still, he caught the attention of these street personalities, and his family said that Monday’s attack was the second attempt they made on his life in less than 3 days. They say that 2 gunmen were attempting to ambush him at his home, but his wife spotted them outside the door, and when she shouted at them, alerting them that they had been spotted, these would be killers ran off.

Not simply content to just regurgitate the news that the PM was ordering an investigation on Andre Vega or that gasp, Andre was quote "prepared to relinquish the right to the property located at Mosquito Caye so as to prevent further issues," end quote, Channel 7 had a long lingering forensic view of those "issues" It is what it is. Those of you who missed Mose Hyde's masterpiece of a rant yesterday on the WUB show, missed a bit of monumental eloquence. The topic of the sermon? How to make a debt appear out of thin air! The one Andre Vega became a master of prestidigitation, garnering $400,000.00 in compensation on

PUP SHOWING LOVE IN TWIN TOWNS Thursday, August 31, 2017 On Sunday, August 20, 2017, PUP Councillor candidate Zoila Palma hosted a back to school drive at the PUP Cayo Central office in Santa Elena Town. Palma donated school bags and school supplies to needy children in the community. The children were accompanied by their parents to receive the items. Palma told us that the Back to School Drive was an opportunity to help students with a boost for the start of classes and also a motivation to continue studying. “The students are needy students from within this community. Our team also has more activities planned for San Ignacio and Santa Elena. Giving back to these students mean so much to me because I know that I am able to make a small difference in their lives by giving them words of encouragement and motivation to continue to study. A lot of our people have difficulty when August comes to prepare their children for classes. Everything is so expensive. That is the reason I decided to try do something to help out some students. Children become empowered adults when they are able to educate themselves. The PUP has always placed health and education as first priorities, and at this point in time, the elected UDP officials are not concerned about helping out our people,” she told us. GOB Clueless on Crime Thursday, 31 August 2017 In the month of August, there have been 8 murders in Belize City. That’s a sharp spike in violent crime since April, and the wellknown gang truce that Assistant Police Commissioner Chester Williams facilitated when he was the Former Commander of Eastern Division South. The cops think that in the 3 last weeks of this month, the gang-related murders may be connected to drug trade in the different city neighbourhoods. Senior Superintendent Marco Vidal, the current Eastern Division South Commander has referenced it in his comments in two recent interviews with the press this week. Vidal said, “We must understand that this is not something out of the ordinary for this year. If you look at the statistics for January, there were 7 murders as well in that one month. We are looking at our deployment. We are looking at our intelligence given that these matters recently are gang related. So we are revisiting a number of

areas with information where these incidents are occurring and we are in fact addressing them as we speak… What we are seeing is kind of an implosion and because the plying of drugs within these communities are being controlled by gang elements and some of them are using force in order for this sale to continue. Where this doesn't occur then they commit some of these crimes including murder.” The bloodshed in the city started with the August 7 killing of 39-yearold Thomas Arthur Staine, a taxi driver who was found stabbed to death on the East Collet Canal, near

the water. Two days later, on August 9, Reuben Esquivel Aguilar, a 45-year-old Guatemalan visiting family in Belize, was shot to death by armed thieves who broke into the Mahogany St. home of the relatives he was trying to defend. Hours later, at around 11 p.m. of that same day, 23-year-old Christian Velasquez was shot in a drive by on Antelope Street Extension. On August 21, 24-year-old Ryan Thompson was ambushed and killed in a gun murder right outside his house on Neal Penn Road Extension. 3 days later, on August 23, 18-year-old Crevan Cardinez was

spotted by concerned citizens being beaten over the head by men in a boat, and tossed overboard by Rock Park on Princess Margaret Drive. He was found dead the next day in the sea near the Municipal Airstrip. That same day, police found the body of 25-year-old Linton Broaster-Wilshire near mile 3 on the George Price Highway, a placed believed to have been a dumpsite. Someone bashed him in the head and cut his throat. On August 24, 26-year-old Windell Gibson was shot and killed in a broad-daylight shootout in Lindo’s Alley, near to the crowded Conch Shell Bay Fish Market. And, the final murder so far is the 32 year-old father of 5, Gilroy “Fries” Martinez, who was shot in the head in a yard near his Curl Thompson Street home.

Belize City, August 27, 2017 The Unitedville Rebels United won the 2017 Belize Softball Federation’s national women’s championships at the Rogers Stadium early Monday morning, August 28. The Rebels had also outlasted Grace Kennedy: 9-8 in the 14th game on Saturday night. Eight teams - the champs and 2nd place winners from 4 associations: Belize City, Belize Rural, Cayo and Stann Creek, entered the stadium, but only one would be crowned champion. In Game 1 Friday night, the Cayo sub-champs – Unitedville Rebels United, led by pitcher Francine Salazar striking out 5 batters, upset the Belize City champs, Digicell: 4-3, even though pitcher Mary Flowers struck out 3 batters. In Game 2 in Friday’s nightcap, the Belize Rural sub-champs - Burrell Boom Orchid Girls, led by veteran pitcher Valorie Vernon striking out 2 batters, won 9-8 over the Stann Creek district champs - Independence United and pitcher Shalini Zabaneh, who struck out 3 batters. Cayo Central Hosts Royal Rangers Camp

Monday, August 21, 2017 Last week Saturday, August 19, 2017 the Royal Rangers from the Full Gospel Church of God were hosted for an overnight camp at Carmelita Gardens in Santa Familia Village, Cayo. A total of eighteen members of the Royal Rangers and their commanders attended the camp. The Royal Rangers program is an activity based ministry for children. The program offers mentoring, Christian formation and servant leadership development for young children in a highly relational and fun environment. The uniforms, mottoes, practices and operation borrow heavily from Scouting, but the underlying values are somewhat different. The Royal Rangers motto is "Ready", meaning "Ready for anything! Ready to work, play, serve, worship, live, and obey God’s Word. The activities all began on Saturday morning with team building activities. The theme of the camp was “Hero in my Mirror.” The theme encompassed spiritual guidance and decision making skills. The children were reminded that when they make decisions, they must be aware that there are siblings looking to walk in their same directions. In an interview with the Belize Times, Merari Morales, a Commander of the Royal Rangers told us about the camp – “Our kids camp theme was Hero in my Mirror and we choose that theme because we wanted the kids to know that in life one way or another no matter the age there’s always someone who looks up to them. The camp was very successful and most of all fun. Each group had to make their own cheer, each group had to fix and build their own table, fireplace and set up their tents for their group to show ownership of their stuff. The activities were fun and competitive. What I loved the most about the camp was working as a team to climb the stick and reach the goal to the top.” The children were divided into two groups, Beavers and Beehive. The groups were tasked with setting up their own camps, making their own food and being responsible for the rangers in their group. The Royal Rangers program also encompasses disciplined teaching of helping out with chores and obedience. On Saturday night, the children participated in a trust led walk around the farm grounds and a campfire followed by impromptu drama. The highlight of the night included the symbolic circle of prayer where the children were surrounded by the commanders and Pastors who prayed for them. The circle around the children signified that adults must protect them and guide them in the right path. On Sunday, August 20, 2017, the event ended with both teams having to retrieve a bag from the top of the greasy pole. The group took photos and extended their gratitude to Daniel Silva and the Cayo Central committee for hosting them.

MY PERSPECTIVE By Dolores Balderamos Garcia

A MORAL CORE Ronald Thwaites is a Jamaican attorney-at-law. He is a former radio talk show host, and currently he is the Member of Parliament for Kingston Central. He lectured at the University of the West Indies, represented many union members in their struggles, and he was Jamaica's Minister of Education with the PNP Government. Now he is the Opposition spokesperson on education, and he continues to contribute to his community in various ways. Clearly he is man of many parts and numerous accomplishments. He is in his seventies, and there is no sign that he will slow down. Last week I was intrigued to read an opinion piece which he wrote in the Jamaica Gleaner. It was called “An Open Sore,” and it was about United States President Donald Trump. Hon. Thwaites spoke poignantly about the lack of character displayed by this latest US president, and he expanded his discussion by wondering if there are any lessons for Jamaica in viewing the United States leader and his alarming moral bankruptcy. I believe we can do the same for Belize, that is, look for lessons that we can and must learn from what is happening in America. Said Hon. Thwaites: “Other people have a soul. Donald Trump has an open sore.” To paraphrase, you look for a moral core in him and you find none at all. Trump's character is like an empty vessel....there is no substance. He has money, he is brutish, sexist, authoritarian, narcissistic, selfish, self-centered. He is nothing but a bully, and he always displays an obsessive self-possession. I am paraphrasing Mr. Thwaites' words and summarizing his points. And for my part I can only shake my head at what has been unleashed in the United States due to Hillary Clinton's spectacular loss last November. In chatting with an acquaintance recently who works at the United Nations, she lamented that Clinton turned out to be a poor politician. Painfully, she lost by a mere seventy thousand or so votes in three or four key states of the United States. How could it have gone so

very wrong for her campaign, we asked. She did win the popular vote by three million! In public life and in governance there have to be people who know the clear difference between right and wrong. There has to be respect for human dignity as opposed to bigotry, hatred and intolerance. That is why we are seeing resistance in the United States to Nazism, fascism, the Ku Klux Klan, white supremacy and racism. But we also need to resist wrongdoing in Belize. I began thinking as I read Mr. Thwaites' views that, as in Jamaica, there has to be vigilance here at home. Our silence at times and lack of action, as we witness massive corruption on the part of the current administration throughout their term, does not bode well for us. We ask the question: does character count in national development. You only have to look at the kind of leaders and make some cursory comparison to Donald Trump. Good character is absent in Trump. It is absent in many Cabinet members here too. Mr. Thwaites asked in his article, who must be the arbiters of ethics and good moral values in a country? I ask, like him, what about our families, church leaders and pastors, media members, academics. Have we heard from University of Belize professors and teachers about what is happening in Belize? Look at the Trump-like actions of self-centeredness, nihilism, and the arrogance of power shown not only in a father's behavior but also in his sons' behavior. Our Police cower and cover up. A good society needs a moral core, as do its leaders. Our leaders have to be women and men with stout and caring hearts and minds, not the empty, open sore of a Trump or of others we see, whether in Jamaica, Guatemala or our own Belize. I thank Mr. Thwaites for presenting so well this analogy for the Jamaican context, and I apply it here at home. Not only the Unites States has problems due to that open sore of a leader, but also right in our own backyard due to the rot that set in long ago with the Barrow administration. No open sore. Stout hearts with conviction and a sound MORAL CORE.

What Have We Become?

As it so often is these days with the onset of old age, my mind is overcrowded. There is much I want to write, but clearly not all of it is fit for consumption. Like, for example, I’ve just received a release and letter to Dean Oliver from a law firm on behalf of Amy Forte. Forte’s name showed up in those documents which resulted in the Vega’s getting a whole frigging caye off San Pedro. But see, it now appears that the Vegas forged the documents because Forte says - I don’t know those fools and never had any dealing with them. Don’t get me wrong. I’m not pissed off at this latest revelation. I just know that DOB will find some way to ignore this incendiary material and Gapi will still be all over the place smiling like the cat which got the canary. I hope that canary gets stuck in his damned windpipe and he chokes on it. I really, really want to see some of these people in jail. They are monsters. They are scum. Then I think about the picture of Gapi and his wife grinning with Pope Francis and I think genuinely evil things. I want them to pay and punish for taking us all for fools. I want Vega and his brothers and his son to be put in a jail cell with a whole bunch of hungry, horny guys called Bubba. #sigh Let me leave Bubba and Gapi and their envisaged romantic interlude alone for now. I was talking to a friend who attended the UDP’s convention over the weekend. That friend was approached by a woman who mistook her for a candidate and informed her that she hadn’t voted as yet, but her child needed a tennis for school and so…true story. It’s actually not funny, nor do I intend it to come across that way. There was another person at the Convention. I’ll call her a social activist who is very closely affiliated with the UDP. On Sunday she posted about

all the money that was being handed out by the UDP to secure votes. She was lamenting the situation where the poor and disadvantaged were being used in a one-time handout farce. By Monday, this same social activist took down that post and instead posted about her love and support for the United Democratic Party. That’s real. Today I was at the emergency section of the KHMH and there’s this bunch of guys outside complaining bitterly that they had been promised money for their vote but after voting the bag-man did a disappearing act. Those stories are all over the city today. It makes me sad. I’ve gone straight past angry to sad. How is it that we have allowed our politicians to treat us this way? I hear the UDPs boasting about the support they got at the Convention. But how much of that was support born of desperation? Support born of a bone-deep poverty which has our people so desperate for any little come-up that they will grab that red shirt and wave that red flag and take that $50 or $100 and at the day go home to their miserable lives. Do we realize that when we do that we perpetuate a vicious cycle which is designed to keep us oppressed and needy and dependent on politicians? I am telling you, because I know, that many of those people who voted on Sunday didn’t have a clue who they were voting for or why. All they knew is that politicians rounded them up with the promise of some food and drinks and money and they feel they have no choice but to take it. The UDP spent big. They handled this one like it was the big election. Hundreds of thousands of dollars in handouts and political paraphernalia. Hundreds of thousands more on mobilization. They do this because they want the message to go out that they are willing and ready to spend. See, we can’t allow ourselves to fall into the trap that the government is broke so that means the UDP is broke. The UDP is flush with cash. And they have no qualms about laying every red cent on the line to win elections. My people my people. We are the only ones who can break this cycle. The politicians never will. Wake up.

On March 7th 2018, the city goes to the polls for the 6th time to select its new city council. On Sunday, September 3rd the People’s United Party will hold its endorsement convention for its municipal elections slate of Mayor and six councilors after 1 of the 2 mayoral candidates decided to step down. All eyes will be on the capital city this weekend. This will be a welcome departure from the nasty campaign of the UDP city council slate –one that reveals that Belmopan City Hall under the UDP is hand-picked by John Saldivar. The UDP government, through its convention, demonstrated the extent to which UDP ministers will go to manipulate the council. This comes as no surprise, as Mayor Khalid Belisle within a month of his election in 2015 was already grappling with his very friendly relationship with the scandalous John Saldivar. Belisle had the head of engineering section sacked because John Saldivar or his sister who worked at the council wanted him out. Even the former UDP Mayor Simeon Lopez was appalled by it. This was widely reported on national news in April 2015. Residents of Belmopan must never forget that Belisle is really the puppet of John Saldivar. Three years later, nothing has changed. The UDP city council led by Mayor Khalid Belisle continues to do the bidding of the dubious area representative of Belmopan. In addition to this “nepotistic” type relationship, the Auditor-General’s report for 2012-2013 now reveals possible corrupt acts by Belisle regarding two scholarship grants. The City of Belmopan, as the nation’s capital, should lead by example. The City Council should be a hallmark of transparency, accountability and responsible management. The scandals have continued under Belisle’s leadership, propped up by the area representative. The most recent scandal for Mayor Belisle has been his decision to sell a parcel of land in Las Flores which was intended for use by the community school for future expansion. The Mayor and his councilors are yet to address the community of Las Flores. Belmopan residents are ready for a change. Belmopan residents are

looking for leadership that transcends party colors after Election Day; a mature approach to governance. They are starved for participatory management in the affairs of their city. They also want their city council to not just do the bidding of the government. The Belmopan community wants a city council that stands up for Belize at all times. It has not gone unnoticed that the UDP Council for the City of Belmopan has not denounced the erroneous statements of the Foreign Affairs Minister Sedi Elrington who stated Belize’s borders are not internationally recognized. This is a huge disgrace for both the current and aspiring UDP councilors. Furthermore, after the blatant and unparalleled mismanagement of funds nationally and locally, the Vega land hustle and the embattled area representative who backs and supports the UDP city council, it is time for a change. I decided some time ago that I would never be one of those politicians who played in the mud. We have seen far too much of the pettiness and personal attacks and vicious slander which has now become almost a trademark of politics. From our leaders these days, we actually see more of the negativity than any real work. I was taught as a boy growing up that my actions should speak for themselves. I was taught the value of work, as opposed to incessant talking. I entered politics wanting to be like the man I admired above all others in the political realm – the Rt. Hon. George Price. A humble man, he believed in clarity of thought and paucity of words, and an abundance of work. We should all, those of us who say we are here to serve our people, believe in that philosophy. While I haven’t been paying attention to it, I am told that my team and I are being viciously attacked on the UDP’s radio station. I am told it is a daily occurrence. Seems these people go to sleep at night with me on their mind. I’ve heard about the foolish attacks on Facebook also. That concerns me just as little as the attacks on the UDP’s station. You see, I believe that it is fear which drives this malice. The UDP is hungry for power in Orange Walk and they are afraid that the people will reject them again. That is their problem and not mine. But let me just say this small thing. I know where the attacks are coming from. Such stupidity could only be coming from Elodio Aragon Jr. He is desperately trying to become known as the UDP mover and shaker in Orange Walk to replace Gaspar Vega. Aragon wants to show himself as the new Vega. He’s not very bright, because he thinks the way to do this is by wasting much time and resources on a social media attack of the Council, and on attacking on the airwaves. I could have advised El Odio that if he wants to be known as somebody in Orange Walk, he only needs to do some work. If he wants the people to appreciate him, then he has to show that he is capable of work and that he is not a stupid person. If he wants

to be taken seriously, he will need to desist from the little boy games and start doing what we were elected to do – make the lives of our people better. There is nobody who can argue with the work being done in Orange Walk, work which benefits all residents of our beautiful town, even Elodio. Yet the UDP is so caught up in nonsense. It was the same when the BNTU marched for good governance. Instead of realizing that good governance would benefit all of us – the UDPs went into attack mode and spent all their time insulting our teachers. I just don’t get it. I hear that the UDP is making some absolutely crazy allegations about me, and about what is happening at the Council. Some of them have gone so far as to suggest hanky panky in our finances, and a few of the really ridiculous paid operatives have insisted that no work at all has been done in Orange Walk. I swear they must be crazy or blind or both. I want to remind them that when we got into office in 2012 none of our residents had the slightest idea how their monies were being spent because they had no access to the financial records of the Council. Even worse than that, money was being spent but no projects were being done. We brought back transparency and accountability to Town Hall, and I state again today for all to see, that there is nothing secret about the work that we do for you. They have lied about the contract which we signed to do the massive infrastructure works in town, quoting ridiculous figures. I have given instructions to have the contract posted on our website for all to see. It is also posted on our Facebook page. And we can provide it in other formats for any of our residents who are interested in seeing it. I commit that if there are any questions about our operations here at Town Hall, and about how we spend your money, we are here to answer those questions. That is how we operate. I am determined to change how we politick here in Orange Walk. I will never stoop to the level of the UDP. And you will never hear me or any member of my Council personally attacking the UDP’s Mayoral candidate. We are here to work, not talk. That has been, and remains, my commitment to you.

Los periodistas de ambas publicaciones han recibido amenazas a través de las redes sociales, incluido un tuit en el que se advertía que los periodistas de Factum y El Faro "acabarían como Christian Poveda", el periodista franco-español asesinado por la pandilla Barrio 18 en 2009. A ello se añade sospechosas visitas recibidas en las ultimas horas en la redacción de Factum Aunque en El Faro habían recibido amenazas anteriormente, en el caso de Factum es la primera vez que llega una advertencia tan clara. El motivo tiene que ver con un amplio reportaje publicado la semana pasada en la publicación digital en la que se revela la existencia de un grupo dentro de la policía que participó en ejecuciones extrajudiciales. La revista Factum monitoreó durante tres meses a dos grupos de chat en WhatsApp conformados por más de 40 policías de distintas unidades y comprobó la participación de los policías en tres homicidios, dos agresiones sexuales y al menos una extorsión. Anteriormente El Faro había revelado cómo agentes de la policía mataron a 14 personas en distintos operativos en La Libertad y La Paz que fueron presentados como "enfrentamientos" entre pandilleros. En el primero de los casos, la policía masacró a ocho personas: seis pandilleros, una menor de edad y el cuidador de una finca, San Blas, que no tenía ningun vínculo con las pandillas. El Comité Internacional de Periodistas pidió a las autoridades salvadoreñas "una investigación rápida y creíble sobre las amenazas" El Comité Internacional de Periodistas (CIJ) emitió una alerta y la puesta en marcha de medidas suficientes para garantizar la ante las amenazas contra periodistas de Factum y El Faro seguridad de los periodistas. Hasta el momento Howard Cotto, jefe de la Policía Nacional de El Salvador, y el vicepresidente, Óscar Ortiz, dijo a Factum que no eran conscientes de los informes de actividad ilegal de los agentes de policía y se comprometió a abrir una investigación. La realidad, sin embargo, es que su primera expresión pública del vicepresidente Ortiz sobre el asunto sonó bastante menos comprometida y frívola: "Hay que tocar madera para que no pase algo con un periodista", dijo este lunes. El Salvador es uno de los países más violentos del mundo y las investigaciones periodísticas se dan en medio de un polémico plan de seguridad puesto en marcha por el gobierno del FMLN, que aumenta la presencia de soldados y policías en las calles para combatir a las pandillas.

EL PRESIDENTE DE GUATEMALA ABRE UNA CRISIS PARA NO SER INVESTIGADO

Guatemala vive una intensa crisis política después de que el presidente Jimmy Morales declarara el domingo persona non grata al magistrado anticorrupción Iván Velásquez, jefe de la Comisión Internacional contra la Impunidad en Guatemala (Cicig, dependiente de la ONU), y ordenara su expulsión del país. El mismo día, el Constitucional suspendió la salida del juez, que el viernes pidió despojar de su inmunidad a Morales para investigar la financiación de su campaña. A las seis de la mañana del domingo, la presidencia guatemalteca colgó en las redes sociales un vídeo en el que el presidente anunciaba las medidas contra el juez Velásquez, clave en las investigaciones que llevaron a la cárcel por corrupción al antecesor de Morales, Otto Pérez Molina. Pese a lo intempestivo del anuncio, miles de manifestantes se movilizaron rápidamente para defender al magistrado Velásquez. Las protestas se concentraron en puntos como la Plaza Mayor de Ciudad de Guatemala, donde dos años atrás miles de ciudadanos exigieron la renuncia de Pérez, quien dimitió en septiembre de 2015. Grupos de campesinos bloquearon ayer algunas de las carreteras más importantes del país en apoyo al juez y para pedir la renuncia de Morales. También hubo manifestaciones en la capital y en varias ciudades. Y al menos ocho altos funcionarios han dejado el Gobierno tras desencadenarse la crisis. La Cicig, creada en 2006 y a cuya dirección llegó Velásquez en 2014, investigó al Gobierno de Pérez (2012-2015), considerado el más corrupto desde el fin de las dictaduras militares en 1985. El hartazgo ciudadano tras la caída del mandatario llevó al poder a Morales, un cómico sin otra credencial que ser ajeno a los grupos políticos tradicionales. El excomediante, sin embargo, recibió el apoyo de los militares más conservadores, veteranos de la guerra civil (1960-1996), muchos de cuales han sido acusados de crímenes contra la humanidad. La relación de Morales y el comisionado Velásquez era normal hasta que el pasado mayo un hijo y el hermano del presidente fueron denunciados por estafar a Hacienda. Con aplausos y de pie, los alcaldes gritaban “Jimmy, Jimmy”, como muestra de respaldo a las decisiones del mandatario, que según dijeron, es su “obligación respetar”. “Que cada persona cumpla el mandatado por el que fue electo, evitando exceso y abuso de autoridad”, dijo Escobar, sin especificar a quien se refería. la reunión fue en la sede del Insitituto de Fomento Municipal (Infom) en la zona 9. El presidente de la Anam afirmó que la manifestación de

apoyo no es contra la lucha contra la corrupción, ya que la Cicig seguirá trabajando. “Gracias señor presidente por ese compromiso, no es fácil gobernar. Que nada ni nadie nos divida; la legitimidad que el pueblo reclama se verá una vez más con el presidente Morales”, pronunció Escobar. El presidente de la Anam pidió a los alcaldes decir en sus comunidades que el presidente Jimmy Morales respeta el debido proceso, está actuando en ley y respeta la lucha contra la corrupción e impunidad. El alcalde Álvaro Arzú criticó las manifestaciones que ha habido contra la decisión de Morales y aseguró que los alcaldes se pronuncian pero sí se identifican, firman y dan su nombre. “En cambio quienes quieren un estado deshecho no sabemos

quiénes son, cuántos son, como son. Son los que dicen que el sistema debe cambiar. Un sistema puede mejorar, acrecentar, no se puede cambiar”, refirió Arzú. Arzú dijo que está a favor de la lucha contra la corrupción pero no abanderada por “los más corruptos”. El argumento “Mira que te mando que te esfuerces y seas valiente, no temas ni desmayes que Jehová está contigo”, dijo Morales al comenzar su discurso ante los alcaldes. TRUMP CONTINÚA SUS ATAQUES A MÉXICO EN PLENA NEGOCIACIÓN DEL TLC

Pero Donald Trump sí. El presidente de Estados Unidos volvió a cargar no solo contra el tratado, sino contra el país entero, durante una rueda de prensa este lunes. Sin que nadie le preguntara, Trump dijo que México “se está poniendo difícil” con el TLC (NAFTA, en inglés) y recuperó la idea de que el país vecino pagará la construcción de un muro en la frontera. “NAFTA es uno de los peores tratados que se han negociado nunca, en cualquier lugar del mundo”, insistió un Trump que ha decidió la semana pasada volver al tono de la campaña electoral. “Y entiendo por qué México está poniendo dificultades. ¿Por qué no iban a hacerlo? Les ha ido bien”. Trump hizo estos comentarios durante una rueda de prensa con el presidente de Finlandia, Sauli Niinisto. Se volvió hacia él y le dijo: “Le garantizo, señor presidente, que Finlandia no habría firmado un NAFTA con Rusia ni con nadie”. Niinisto no pudo contener la risa. Trump insistió, con sus negociadores sentados a la mesa con México para renegociar el tratado, que si no se logra un acuerdo, el tratado será eliminado. “Estamos en el proceso de renegociar”, dijo Trump, “pero creo que al menos tienes que comenzar el proceso de eliminarlo antes de que se pueda llegar a un acuerdo justo”. La semana pasada, se le erizó el pelo a los republicanos del Congreso cuando el presidente amenazó con provocar un cierre del Gobierno (consecuencia inevitable de la falta de acuerdo presupuestario) si los legisladores no le dan dinero para su muro. resentantes ha aprobado 1.600 millones para empezar, pero no está claro que el Senado lo mantenga. El coste total se estima en 22.000 millones. Un periodista le preguntó el lunes por qué amenaza a los republicanos si, según él, México es el que va a pagar por el muro. Trump no vio contradicción entre amenazar a México y al mismo tiempo hacer al contribuyente norteamericano pagar por el muro. Tampoco contestó exactamente a esto.

Lo que hizo fue una caracterización de México como solía hacer en la campaña electoral: “El muro es necesario desde el punto de vista de las drogas, tremendo, el azote de las drogas, lo que entra por las áreas de las que hablamos”, dijo Trump. “Las drogas son un problema tremendo. El muro ayudará mucho con el problema de las drogas, y en último caso, es bueno también para México”.

Fue entonces cuando el presidente grabó el vídeo que ha sido el punto de inflexión de la crisis. La comunidad internacional ha advertido sobre las graves consecuencias que la decisión acarrearía. El embajador de EE UU, Todd Robinson, señaló que su país podría revisar toda la política de ayuda a Guatemala. La ONU condenó la medida en un comunicado. Varias organizaciones humanitarias y particulares elevaron un amparo ante el Tribunal Constitucional con el argumento de que Morales no podía tomar tal decisión, por ser juez y parte.
