We have been advised that the articles of the Conservation Funding Agreements are both applicable outside the geographic scope of the Belize Barrier Reef Reserve System and are applicable to all new or major development projects in respect of which Environmental Impact Assessment Regulations may be relevant but only in so far as those articles oblige the Government of Belize to ensure that any EIA approvals are granted in adherence to Belize's laws and regulations.

● Cabinet approved the establishment of the National Women’s Com mission as a statutory body of the Ministry of Human Development, Families and Indigenous Peoples’ Affairs thus allowing this institution to legally address gender issues and to coordinate all national efforts relating to gender equality, equity and women’s empowerment.

On behalf of the people of Belize, Her Excellency Dame Froyla Tzalam, Governor General of Belize, expresses deep sorrow and most sincere condo lences to the family and friends of Her Majesty Queen Elizabeth II, Queen of Belize and 14 other countries in the realm and the head of the Commonwealth.
I received your letter dated August 25, 2022, in which you request to pause all Environmental Impact Assessments currently in process, including hosting of public consultations, until the associated and relevant environmental regulations and laws are appropriately amended and fully realized. The letter stated that this request was being made within the context of the commitments made by the Government of Belize and its agencies under the Blue Bond Agreement.
Because my government is serious about its commitments under the Blue Loan Agreement (BLA) and the Conservation Funding Agreement (CFA) (collectively, the "Agreements"), we have established a Blue Bond (Project Finance for Permanence) Unit within the Office of the Prime Minister to ensure our compliance with our financial and conservation obligations under the Agreements.Yourletter raises questions over such commitments. Even though we are doing all to comply with our commitments, we felt it was important enough that the Unit seeks an opinion from legal counsel on the matter before we responded.

The Prime Minister is seeking technological solutions in managing sargassum, for the production of energy, and based on ongoing research, believes that Variodin’s technology is suited for Belize’s needs in helping to mitigate the sargassum problem.

This letter urges the government to stop all EIAs currently in the process until the revision and imple mentation of relevant regulations in the context of the commitments the government has made under the Blue Bond Agreement. The Prime Minister has responded that the government under his administration will follow the rule of law at all times. He elaborated on the legal opinion government sought in relation to the allegations. This legal opinion has found that the Gov ernment of Belize is in complete compliance with the Agreement in both letter and spirit. GOB recognizes the responsibility it has to conserve the environment but also highlights the responsibility it has to Belizeans. The poverty rates among Belizeans are still extremely high and the government cannot choose to address one issue to the detriment of the other.

We are urged to maintain high levels of environmental protection to offset the carbon emissions and other environmental damage that more developed nations, even now, continue to produce. These firstworld countries who traded their environmental integ rity for development decades ago, now tell us that we must forgo our own development to help save Mother Earth. While we must now do our share, and theirs... it must never be at the cost of the lives and livelihoods of Belizeans.

By learning the warning signs, listening without judging and providing a support system during a suicidal crisis or to those bereaved by suicide, we all can play a role no mat ter how big or small. We can make a difference to someone in their darkest moments through our actions.
The procurement of these items is a direct contribution from the BZ$60-mil lion-project titled Belize Integral Security Programme (BISP), which is funded by the Central American Bank for Economic Integration (CABEI) and geared to wards strengthening citizen security through investments in infrastructure and equipment of the public institutions that are responsible for national security.

National Forensic Science Service Receives First-of-its-Kind Laboratory Equipment in Belize
Other initiatives under the programme earmarked for the NFSS include a pre-investment study on the needs and design of a new forensic laboratory and the advanced instrumentation to make it operational; a functional forensic morgue to support medicolegal death investigations; two refrigerated mortu ary transport vehicles (coroner’s vans), and other necessary laboratory/medical equipment. This then brings projects allocated for the National Forensic Science Service to a total of BZ$7,106,000 through the BISP.
The equipment has a total value of BZ$146,000 and was purchased from EPROLAB, which will also be providing technical training to the forensic science practitioners at the NFSS on its proper usage and basic maintenance.
The World Health Organiza tion (WHO) estimates that globally 703,000 people a year take their life. For every suicide, there are likely 20 other people making a suicide attempt and many more who have serious thoughts of suicide. Millions of people suffer intense grief or are otherwise profoundly impacted by suicidal behaviours.

September 7, 2022 - Today, the Ministry of Economic Development handed over a Thermo-Scientific TSX Series High-Performance Laboratory Refrigerator for evidence storage and a Handheld Portable Fourier Transform Infrared (FT-IR) Spectrometer for rapid field identification of liquid and solid chemicals to the National Forensic Science Service (NFSS) through the Ministry of Home Affairs and New Growth Industries.
On September 10, the Ministry of Health & Wellness will join the global community in observing World Suicide Prevention Day. The day fo cuses on the issue of suicide and efforts to reduce stigma and raise awareness among government, or ganizations and the public around a singular message - that suicide is preventable. It is also a time to re flect on the social stigma attached to mental health disorders which is known to discourage persons from seeking help and can ultimately lead to suicide.This year’s theme, “Creating Hope Through Action” is a reminder that there is an alternative to suicide and aims to inspire confidence and light in all of us; that our actions, no matter how big or small, may provide hope to those who are struggling.

The Holocaust Memorial to the Jewish victims of the Holocaust was designed by architects Peter Eisenman and Buro Happold. The Memorial to the Murdered Jews of Europe, also known as the Holocaust Memorial (German: Holocaust-Mahn mal), is a memorial in Berlin to the Jewish victims of the Holocaust. It consists of a 19,000-square-metre (200,000 sq ft) site covered with 2,711 concrete slabs or "stelae", arranged in a grid pattern on a sloping field. The original plan was to place nearly 4,000 slabs, but after the recalculation, the number of slabs that could legally fit into the designated areas was 2,711. The stelae are 2.38 m (7 ft 9+1⁄2 in) long, 0.95 m (3 ft 1+1⁄2 in) wide and vary in height from 0.2 to 4.7 metres (8 in to 15 ft 5 in). Formal induction training has been pending in the Belize public service for years. With the onboarding handbook, public officers will now have access to a comprehensive process that provides an induction into the public service and opportunities for coaching and mentoring. The handbook is essential in guiding inductors to provide a standardized process for new entrants into the public ser vice. The induction process will familiarize new employees with their conditions of service and the culture and values of the public service and their respective ministries/departments.TheMinistryofPublic Service is responsible for conducting induction train ing for new entrants into the Belize public service. These discussions tied in with the motion, entitled “Reparatory Justice for the Trans-Atlantic Slave Trade and Slavery in British Honduras”, that Deputy Prime Minister, Hon. Cordel Hyde tabled to the House of Representative in October 2021. In this motion, he stated “Now, therefore, be it resolved that this honorable House debate the issue and take the unanimous decision that, one: the Government of Belize is morally, legally and ethically obliged on behalf of the former slaves and the de scendants of Belize, then the British settlement in the Bay of Honduras, to present the appropriate case in the United Kingdom to determine wheth er as a matter of law, the Unit ed Kingdom is liable for the unlawful seizure, transportation and subse quent enslavement of African people in Belize under British colonial rule up until 1833 and to receive the ap propriate reparations from Britain.”
H. E. reiterated that Belize can reinforce the reparations move ments as it is a country which is rich in unique indigenous history that was immensely impacted by colo nial powers and slavery injustice. The members of the Commission were pleased with being offered the op portunity to work closely with H.E. David Comissiong on such an im portantHon.task.Henry Charles Usher strongly supported the reparations movement and encourage the Belize commission members to establish themselves so that reparation edu cation and lobbying can begin in our country.

The Belize Defence Force (BDF) in coordination with the Ministry of National De fence and Border Security held its annual Senior Officers Conference from August 30 to September 1, 2022, at the Colonial Hotel in Hopkins village, Stann Creek District.
September 4, 2022 - The Ministry of Sustainable Development, Climate Change and Disaster Risk Management held a stake holder consultation with the Placencia Village Council, the Placencia Tour Guide Association, and the Southern Environmental Association (SEA) on strengthening cooperation for im proved management of the Laughing Bird Caye National Park.
The minister used Belize’s Blue Bond experience to highlight the criti cal need for partnerships with organi zations such as The Nature Conservan cy and the US Development Finance Corporation. He also emphasized that “critical for this partnership coming together was Belize’s globally recog nized commitment to protecting the environment as well as our govern ment’s commitment to put our finan cial house in order with a demonstrat ed adherence to its homegrown fiscal and economic plan. Belize’s unwav ering commitment to its homegrown plan, which included difficult fiscal consolidation measures in the imme diate term such as public wage and other expenditure cuts, gave credibil ity to our intentions and plans, which was acknowledged and endorsed by the IMF, and which in turn grounded our negotiating position with our com mercial bondholder counterparts. This was crucial to the successful negotia tion of the transaction.”

In 2018, the BLPA piloted a project funded by the Inter-American Development Bank to enhance livestock productivity and resilience to climate change in Belize. This project, through the establishment of model farms, tested some climate-smart livestock technologies such as the use of water-stress tolerant grasses and legumes, the promotion of forage conservation strat egies (silage), the strategic supplementa tion of cattle that uses local feed resources and multi-nutritional blocks, and the appli cation of water harvesting technologies, among others. These technologies showed significant positive results, that if imple mented on a national level, will positive ly impact the livestock industry, not only creating resiliency but increasing livestock productivity.Inkeeping up with its mandate, the livestock industry developed a five-year

Having easy-to-use and affordable payment and collection systems is important for offering customers convenience and for ensuring security for the vendor. Regarding affordability, a system for credit score rating is currently being set up, so once I build up a solid credit history for myself, I can apply more easily for larger and low interest rate financing for my business.

The Regional Field Epidemiology Training Program (FETP) was introduced to Central America in 2000 with support from the United States government un der the Centers for Disease Control and Prevention, to strengthen surveillance and outbreak investigation in countries affect ed by hurricanes Mitch and George, which affected the region in 1998. Clifford Baptist was an ambitious person. He was always dedicated to pur suing his dreams including providing his family with the best possible life despite many challenges and setbacks along the way.
In traveling as a boy with my uncle from Bermudian Landing to Be lize City, the truck picked up a beautiful lady. Clifford quickly struck a conversa tion with the passenger. He eventual ly said to the lady, “I would like to be the water boy or handyman at your house.” At that point I said to myself “My uncle. My uncle.”
Clifford showed his commitment to his dreams repeatedly. After a good sea son as a logger, he built his own house in the village and opened a grocery store. A few years later, he suffered a huge finan cial lost, when many of his logs were lost at sea due to a huge unexpected flood. Clifford used the unfortunate incident as a learning experience to rebound with logging. Later, he suffered another huge financial lost when an unexpected flood destroyed acres of his beans and rice. He rebounded from those losses, ventured into the rearing of pigs, and, later, built a large pasture in his home village.

Cleveland, Ray mond, and Norma were the first three children of his mother from an earlier relationship. Eva Baptist was the first child of his father from a previous re lationship.From his teenage years Clif ford was always well-dressed and with a special attraction for ladies. It was therefore no surprise that soon after he graduated from high school, Clifford captured the heart of Miss Edna Garbutt, a beautiful young lady from the village Blackman Eddie in the Cayo District. After a brief courtship the couple got married in Bermudian Landing. That union produced four children Joyce, Elsworth, Kirk, and Ri gel Baptist. The family had an adopted son, Ronnie “Bolo” Baptist.
In 1977, at age 43, Clifford Baptist migrated to the United States. A few years later he was joined in America by his children Elsworth, Joyce, and Kirk Baptist.Clifford Baptist was a disciplinarian and a person who believed in the value of hard work and a good education. He made every effort to raise his children with thoseCliffordvalues.didnot tolerate misbehav ior from children; he taught his children as well as his nephews and nieces to work hard and smart to uplift themselves, and he provided his children with all their nec essary school supplies.
In their primary school days Clif ford’s children were upset when he whipped them with a belt to get them to focus on their schoolwork. Today, howev er, those children are thankful that their father did not allow them to neglect their

The day of the race huge bets were on the line; the track was rather silent as the two horses galloped neck and neck for the first three furlongs; then the crowd burst with joy as Tight Fit for Clifford Baptist gradually increased its lead over its rival by half length, then a length, to win the race by at least three lengths.For years many villagers remember the great fundraising and the extraordinary fun Belizeans from near and far had, when as Chairman of his village Clifford Baptist took the gamble and invited Bameki Ban dula the hottest band in Belize in those days for a village dance.

1.1 The Government of Belize is committed to implementing a comprehensive fiscal consolidation plan, with a strategy centered on three areas: (i) expenditure reduction; (ii) increased revenues; and (iii) debt restructuring. Such a strategy is outlined in the Budget Speech for Fiscal Year (FY) 2021/2022, based on the Plan Belize Manifesto and aligned with the recommendations of the latest IMF Article IV, with the aim of reaching a sustainable debt ratio (70% of GDP) by 2030. It includes measures to reduce expenditures, strengthen public financial management reforms, boost revenues, reduce debt, and implement explicit fiscal rules and mediumterm fiscal frameworks once the crisis abates. 7.1 The Project Coordinator will be paid a monthly salary to be established during the contracting process.
6.1 The Project Coordinator of the PEU will report to the Financial Secretary or his Representative. He/she shall work in close coordination with the staff of the MOF and especially the members of the PEU.
3.3 The Project Coordinator shall undertake his/her work in direct coordination and with the supervision of the MOF, and in accordance with the Loan Contract and the POM.
