School admin blusters to non-inclusion of deserving 4Ps’ learners

One of the excluded learners is Sarah, a grade 3 learner who, according to the teacher adviser, is very worthy of being listed in the 4Ps, or Pantawid Pamilyang Pilipino Program (4Ps), a flagship program of DSWD that aims to support below-poverty Pilipinos to sustain monetary assistance for learners officially enrolled in all schools from kindergarten to junior high school.
“Dili man ko perme maka-skwela kai wala man me makaon, usahay magadto ko sa bukid kai magkuha man me ug bakbak didto para among sud-an. Si lola kai maglabada man unya kung magskwela akong kambal, ako bilin lang sa balay” told Sarah.
According to DSWD Jasaan Municipal Link of Barangay Luz Banzon, Mrs. Renelyn D. Abanes, RSW, they were very careful in including families to belong in the 4Ps but due to distance of residence, other families could not be reached and/or others were ignored
because nobody was at home during the conduct of the census.
“Dili namo maapil ang pamilya kung sa pag-census namo sa mga kabalayan, walay tao among maistorya. Busa sa mga tulunghaan, among perme ibalik-balik ug hatag ang listahan sa mga bata para among mamonitor ug makuha ang report gikan sa mga magtutudlo kung kinsa ang uban pang bata nga maapil sa data sa sunod nga tuig” stressed Mrs. Abanes.
Mrs. Salvador, the teacher adviser of Sarah worries the same possibility of this negligence which could somehow assist the needs of learners in providing school supplies, school uniforms, and other necessities they need, especially financial assistance.
“This amount is just a minimal count for us but for them, it is a huge thing and could even make ends meet. We are trying our best to help these learners to be enlisted hopefully next..

Y 2023-2024 recorded a decrease in the number of new 4Ps recipients, from 170 from the previous school year to 165 this year. This is due to the number of completers or learners who have already completed their primary school years, while others have transferred or relocated to other schools.
The decrease in entries is a positive sign for the community, indicating an increased level of livelihood among homes, which results in a
higher family income.
The evident rise in family income explains enhanced family development in terms of increased employment or job hiring among the parents or guardians of learners.
“The data was corroborated from the enrollment form given during the enrollment process, that is why we collected this because this is part of our report to be submitted and filed in our classrooms,” said Mrs. Angon, school 4Ps coordinator.
Swearing of studes alarms school admin
by ADRIANNA JOY MERRIALESAdisappointing confrontation of the school administration against learners was seriously demanding restrictions on its influence on other learners who were always caught swearing and cursing “pamalikas“ inside the school premises. This was opened to parents during the 3rd Parents’ Teachers Conference on February 17, 2024.
According to a statement from raisingchildren. net.au., children swearing are usually expressing negative feelings taken from their peers or from their homes. They swear because it gets a strong reaction from their parents or because they fit in socially with the group.

According to Robert Asis, principal, he asked parents to be sensitive to their children, especially their school behaviors. He directs all the teacher advisers to supervise and make strong sense if there are learners caught swearing or cursing again, especially in the school field where anybody can hear these inappropriate words, and orders them to be reported in his office and invite parents or guardians of learners to talk about the latter issue.
“We are not teaching you to swear or curse here in school, but we always hear you say those words. This is a school where we transform you into a holistic being with a dignified and wholesome personality, but we see it the wrong way,“ Asis expressed.
“We are not tolerating that kind of attitude here in school; if you keep saying those things, we will be forced to enjoin sanction on those who will be caught cursing,“ he added.
SELG President Adrianna Merriales, a Grade 6 learner, with the help of the SELG Adviser, initiated a campaign against swearing and cursing in the school to mitigate immoral insights and offending other learners.
In an interview, Merriales gives insights about the issue, which is very sensitive because she incorporates the possible role of the parents at home and says that this issue should be taken care of first at home.
“Murag time na gyud sir nga ato nang i kampanya ang dili pagpamalikas kai lain gyud kaayo paminawon labi na kai daghan sad relihiyoso sa school, super disturb kaau sila kung makapaminaw sila. As learners here, we will conduct campaigns in every classroom to support this ongoing of the school administration, and it should start at home,“ she said during an interview.

to supply 32% rise in utility bill

TUNACAOAn increment of P4,500 in the combined current water and electric bill was experienced in LBIS in the first quarter, which resulted in the allocation of teaching materials from the MOOE budget to supplement additional utility expenses. This is a 32% increase from the previous MOOE budget allocation of the school, which was due to excessive use of water and electricity power to lessen the consistent heat waves experienced by the learners in school.
“This season of bizarre heat we experience is unpredictable. Nobody wants to listen in a hot, pressured classroom, so we understand that other teachers are taking initiatives to make learners feel at ease and comfortable during classes. Additional ventilation mechanisms were deployed to classrooms and water systems were magnified to lessen heat waves in school, and teachers understand what the consequences of these dilemmas could be for the budget allocated to their teaching materials,“ explained Mr. Asis, the school principal.
According to Mr. Pestano, Teachers Guild President, it is a comprehensive and collaborative decision of the teachers to divert some budget from teaching materials to additional utility expenses, which is the most pressing priority at this moment.
“It is the least we can do, anyway. Teaching deliveries have a variety of instructions we can implement. We have modules, video lessons, and stored activity worksheets in our school drive; we can utilize those materials in the most unchaste ways without compromising the learning of our learners,” he added.
School Operating Budget (SOB) of MOOE has allocated a budget for water and electricity expenses in the amount of Ph114,000 in fiscal year 2023. This is a 21.28% cut from the total MOOE budget of the school, which is Ph534,000.00.
Skyrocket to 70%
Luz Banzon IS is facing an enormous challenge due to skyrocketing water and electric utility bills. The school’s core is feeling the financial strain of an alarming increase in these costs of nearly 70% during the past academic year, which has harmed the school’s ecosystem.
This essentially means that the budgetary allotment for utility costs from the prior year has increased by Ph4,500.00, or 32%. The Maintenance and Other Operating Expenses (MOOE) budget has been severely reduced as a result of this spike in electricity costs, which has an effect on important areas of the school’s operations.
According to Mrs. Chastitiy Dacup, ADAS II of LBIS, learners are bearing the brunt of this financial crisis as they struggle with a lack of necessary instructional resources, limited access to extracurricular activities, and compromised facilities as a result of insufficient funding.
Teachers are also facing the consequences, juggling difficulties in providing high-quality instruction in the face of limited resources. The restrictions imposed by the mounting bills have hampered effective instruction and educational activities and cast a shadow over the classroom.
“The continued rise in utility bills has placed an overwhelming burden on our school’s finances, affecting our ability to provide a conducive learning atmosphere. It’s a critical issue that demands immediate attention and collective action”, expressed Mr. Asis, principal of LBIS.
Diversion alarms SPTA
The school PTA worries about the decisions of the school administration which can affect the learnings of the management. They investigated the root cause of the issue, which revealed leaks in the connections to the main water sources and deteriorating wiring, attributing the substantial increase in bills to these underlying infrastructure issues. To resolve this issue, the school administration and SPTA officers acted quickly. Efforts are being made to rectify the leaks by repairing connections to the main water supply, and plans for rewiring the school’s electrical system are being developed to address the issue at its source.
In an exclusive interview, SPTA President Lorilie Bolipata emphasized the urgency of the situation.
“We are actively working and helping the school to resolve the infrastructure issues causing the surge in utility bills. We aim to help the school create a sustainable solution to alleviate the financial strain and ensure a conducive learning environment for our students and educators”, said Bolipata.
As Luz Banzon Integrated School navigates this hard moment, the necessity to address these infrastructure challenges looms large, necessitating concerted efforts and support from essential parties to obtain sustainable solutions and ensure the continuity of outstanding education.

ore than 250 learners from Grades 7 and 8 happily expressed their sentiments during the groundbreaking ceremony for a 4-story classroom building worth 10 million funds from Provincial SEF as answers for the 6 years agony of learners staying in the makeshift classrooms of Luz Banzon IS, Jasaan.
The province of Misamis Oriental is ready to showcase a spectacular initiative—a two-story, fourclassroom school facility at Luz Banzon Integrated School (LBIS)—in response to the critical demand for suitable learning spaces amid a boom in student population. The Misamis Oriental School Board Special Education Fund (SEF)-funded project, with a budget of PHP 10,080,220.23, began building on October 12, 2023, and is expected to be completed in May 2024. USB Builders has been appointed as the project’s general contractor.
“Since 2018 pa ni namo gigamit ang makeshift building as classroom namo. Dili gyud kaau mi maka concentrate ug paminaw sa kainit ug kaigang pero nakalahutay gyapon me. The completion of this long-awaited facility is a critical step toward closing the province’s educational infrastructure gap. The new structure is intended to meet the expanding educational needs of students, who have long faced a lack of classrooms due to the annual increase in enrollment, notably during the current
academic year.
“This initiative is a game-changer for our school. With the new classrooms, we can better accommodate our students and provide them with a conducive learning environment that promotes growth and development,” said Mr. Asis, the principal.
Echoing Mr. Gomez’s sentiments, the provincial engineer, Mr. Carlos Dela Cruz, emphasized the significance of the project, saying, “The construction of these classrooms aligns with our commitment to prioritize education. These facilities will not only address the current shortfall but also create a sustainable learning space for generations to come.”
The new two-story, four-classroom structure is expected to relieve pressure on current facilities and improve the educational landscape in Misamis Oriental. It symbolizes the province’s dedication to creating a learning environment and providing students with the resources they need to succeed.

The school community has opened their sentiments and hearsay about the possible negative impact once the mall beside the school opens to the public by May 2024.
According to SPTA President, Mrs. Bolipata, the rise of this mall is a manifestation of the progress and development of our barangay but we should not compromise the academic development of our learners.
“It will surely attract enrollment and tourism, yes but, our worry is the possible distraction on their academic progress. We should implement a system to address the possible issue or strengthen school policy to recalibrate the school’s integrity” added.
SR Mall is owned by Redentor Jardin, the current Municipal Mayor, and the first mall beside a school in the province of Jasaan which on the other side promises employment, tourism economic boost, and investment attraction in the municipality.

Their APODS (Arduino-Powered Obstacle Detection System) for the Blind is stems from a compassion connection to Ada’s grandmother, who is blind. According to Adriann, one of the inventors, their scientific ingenuity promises greater hope for her grandma, who has been stationary in their house for a very long time.
“We crafted a this simple system equipped with sensors and a microcontroller, providing real-time alerts to individuals encountering obstacles in their surroundings, and it is my gift to my beloved grandma,” she expressed.

Over the years, millennials have continuously faded out, leaving these Gen Z people with their unique ways and means of communication and socialization schemes with their peers. But what matters now is their behaviors in school, which are poorly monitored by their parents, especially in their language manners.
Gen Z people are born and grew up with the prime dominance of the internet and social media, gaining unique behaviors that may seem rude to older generations but are inclusive and other ways of being respectful. Their language may sound different and reinvented, but they are truly made to attract attention and have fun. In school, they are bold in saying words older generations are not allowed to say.

In school, language and etiquette are the baselines of attitude. But it is always observed that their language and manners seem so different. Some of them are bold in swearing, cursing, and making profanity in some conversations with their peers, which results in arguments and quarrels among them. Most cases reported in classrooms are attitudes that are barely controlled by some teacher advisers and lead to parent consultations and reports. NABOMaintenance and Other Operating Expenses (MOOE) is the lifeblood of all public institutions here in the Philippines to support the learning programs and help maintain a safe and healthy environment in schools, as first released in implementing guidelines as stipulated in DepEd Order No. 13, 2016.
The significant increase in water and electricity utility expenditures has raised concerns about the educational landscape at Luz Banzon Integrated School. The startling 35%, or PHP 4,500.00, increase in monthly expenses, which has pushed bills from PHP 9,000.00 to a frightening PHP 13,500.00, poses an alarming situation for the institution and its stakeholders.
This sharp increase in electricity prices directly threatens the Maintenance and Other Operating Expenses (MOOE) budget, which is critical to meeting the diversified demands of students, educators, and school infrastructure. Such enormous costs imperil the basic resources required for a suitable learning environment.
The expensive expenditures stem from the school’s outdated infrastructure, which requires maintenance. Leaking water pipes from the main sources and poor electrical cabling worsen consumption, resulting in an unsustainable increase in utility prices.
The burden of this financial strain falls heavily on the shoulders of Luz Banzon Integrated School. The restricted MOOE budget jeopardizes critical aspects of education, limiting access to instructional materials, teacher training, and essential operational needs. As a result, educational quality declines, which has a direct impact on our chances as learners within these walls.
Immediate action is required to prevent this coming calamity. Urgent repairs and rebuilding of leaking water lines and defective electrical connections are critical measures for reducing growing utility bills. Government agencies, local governments, and concerned stakeholders must band together to provide resources and skills to address these infrastructure deficiencies.
The situation necessitates a coordinated effort to protect the integrity of education.
Advocating for additional financing and timely action on infrastructure maintenance is critical. Our children’s education should not be hampered by preventable problems caused by a lack of resources.
The way I see it, as a community, we must come together and advocate for immediate action. The future of our students, as well as the integrity of education, is at stake. All parties involved must prioritize the solutions to these infrastructure challenges to provide an atmosphere conducive to learning and growth at Luz Banzon Integrated School.

MADE-UP not CATCH-UP

While the initiative aims to address literacy challenges among learners, it has inadvertently become a source of anxiety and avoidance for some students. The fear of falling behind or the stigma associated with participating in the program prompts students to opt for absenteeism on Fridays, further exacerbating the challenges faced by the school.
The effectiveness of the catch-up reading program, in this context, becomes a subject of scrutiny. Does the program genuinely cater to the needs of struggling readers, offering them a meaningful opportunity to catch up on their skills? Or is it a token gesture, a checkbox to appease educational standards without delivering tangible results? Luz Banzon Integrated School must critically assess the impact of the program on student literacy levels and adjust its strategies accordingly.
In my opinion, a nuanced approach is required to address the “Catch Up or Made Up?” dilemma. It is essential to acknowledge the genuine literacy challenges faced by some students while simultaneously dispelling the notion that participation in the catch-up reading program is a mark of inadequacy. Creating an inclusive and supportive environment, where students feel encouraged to seek assistance without fear of judgment, is pivotal in dispelling the notion that the catch-up program is merely a fabrication.
Moreover, the school administration should actively involve students in shaping the narrative around the catch-up reading program. By incorporating their feedback, understanding their concerns, and adapting the program based on their needs, the school can move beyond a potentially fabricated narrative and cultivate a culture of genuine improvement and learning.

Regulation of using visitor’s ID for outsiders
It is very evident that the administration is pushing into action about the wearing of Identification Cards in school especially to those learners officially enrolled this SY.
Effectively, the rule was obeyed and followed by the learners and teachers as well. This is to answer the recent incident regarding the commotion brought by the outsider resulting to gain injuries of the learner in school. The action was alarming considering the gate personnel has no idea who is coming in and getting out every now and then.
But, one thing was distracting the attention of some parents when their children were not permitted to get inside due to not wearing of their IDs. This issue must resolve with a gentle touch of reprimands because there are some things we cannot control like they miss to wear their IDs and it will just compromise the safety of the learners when not admitted inside the school. Hope to hear our sentiments. Thank you for hearing our voice.

Administrators, as culture influencers, should prioritize its importance and integrate it into school ethics. Students also bear responsibility, needing to recognize the handbook’s importance for a conducive learning environment.
Ultimately, all stakeholders share the responsibility to uphold the handbook’s standards, creating a culture where it guides the educational journey effectively. It is not solely the duty of teachers and school admin to remind and push the school rules in every hand of learners but also the School PTA and the Barangay Officials which are the alternate ego of the school.

In Luz Bazon, Jasaan, a small group of business owners tested their luck by investing in bulad, or dried fish—a common and traditional Filipino side dish that usually comes with fried eggs and sliced tomatoes; others do it with almost all other dishes on the plate, and it tastes like heaven when perfectly fried.
In 2023, only 5 vendors began selling “Bulad” along the highway near the school, which pushed them to avoid wasting excess fish obtained that season. The only way to preserve these fish is to dry them, and because they are placed beside the highway, they believe they will be able to sell them to passersby.
Kevin, a Luz Banzon IS alumni, is one of these vendors; it was a quiet place back then, so he had to urge his brother to sell it to teachers and parents in school just to make ends meet.
In the beginning, Kevin recalls the long hours he spent perfecting his recipes and experimenting with various flavors to create a unique identity for his dried fish products. His commitment to quality and customer satisfaction became the cornerstone of his business. Soon, word spread like wildfire, and the demand for Kevin’s dried fish skyrocketed.
As the business grew, Kevin expanded his operation, moving from a modest street-side stand to a charming little shop adorned with colorful banners and inviting signage. In Luz Banzon, Jasaan, along the road beside the school, we can see a growing dried fish trade. These stores are largely run by parents of students at Luz Banzon Integrated School.
The amount of fish is unquestionable because this hamlet is located next to the shore, and fishing is the primary source of income. People from othe town or even passers-by loved to stop to purchase some of their oneof-a-kind dried fishes which has varieties to choose from the smallest fish to the largest ones. One of those stores are owned by Mrs. Anastsya Natividad.
Mrs. Natividad, sells a variety of dried fishes, the most popular of which is the “burot,” a little flat-bodied fish that is often grey in color. Their costs vary not according to size, but according to rarity. They range from Ph250.00 to Ph550.00 per kilo, and the majority of their high-priced dried fish are wrapped to guard against insects and pests.
Their typical weekly income varies by day; for example, Fridays and Saturdays are the busiest selling days, with weekly earnings of Ph8,000.00Ph11,000.00 if it is not rainy season.

During the supremacy of the COVID-19 pandemic, people were tested by their faith, loyalty, and dedication to one another based on their responses, reactions, and emotions.
But some young aspirant scientists defy the challenge they experience due to the sentimental arrival of a dying grandmother who wasn’t given enough comfort from medicine. These learners realized the time spent could not be rewinded.
According to the National Library of Medicine, USA, each year, in the United States alone, 7,000 to 9,000 people die due to a medication error. Additionally, hundreds of thousands of other patients experience, but often do not report, an adverse reaction or other complications related to a medication. This data answers the call for the same experience that occurred to one of the learners at Luz Banzon IS.
Three young innovators, Jude D’Niel Arriola, Anjela Heartescolano, and Gillian Grace G. Reyes, created the AMEDIS Junkbot at Luz Banzon Integrated School. Revealed at the District Science Fair Competition 2024, where it earned 2nd place, this robotic solution is a response to pandemic challenges, showcasing innovation and creativity.
In response to the heightened demand for medications during pandemics, the AMEDIS Junkbot emerges as a robotic solution designed to

The alarming heat index hikes in the months of September to October of 2023 brought unhealthy reactions to some learners in school due to congestion inside the classroom as well as poorly ventilated areas.
Apparently, a total of 6 learners were rushed to barangay health center due to pass outs commonly during at the peak of afternoon heat. The slight panic of the learners brought anxiety to other learners resulting to dismiss classes earlier to relax their bodies from severe heat they experience inside the classrooms.
JenelynOmpoc, barangay health worker of Luz Banzon, confirms similar findings of the learners pass out incidents. “The heat index in striking a higher level than usual plus given a congested classroom, there is a big possibility that these incidents may always occur until given appropriate actions,” she added.
According to Philippine Atmospheric, Geophysical and Astronomical Services Administraion or PAG-ASA, based on recent conditions and model forecasts, El Niño will likely develop in Jul-Aug-Sept (JAS) 2023 season and may persist until 2024. According to Mrs. Mag-away, Swimming Team Coach, elementary qualifiers will directly proceed to competition in Regional Meet, but for secondary qualifiers, a triangular meet will be conducted this March 2024 at Balingasag District. Qualified team coaches and players are on their underway training to improve players’ strength and overcome weakness in their respective events.

According to an update on Reddit, Mobile Legends territories seem to include Russia, the Middle East, India, the majority of Southeast Asia, a small part of Latin America, and, surprisingly, Australia and Japan. These surges of interest should be governed with proper usage or monitored by the parents or guardians to minimize these exposures.
In some public schools, these e-games are known to be played by learners in their homes and even in school during class breaks, but what we see is that most traditional games are gradually being negligible by this generation. What is next? Perhaps it will go into history.
Playing with a stationary body might have bad effects on your health, both physically and mentally. Unlike traditional games, bodies are mostly being used as part of the game to execute the rules and mechanics.
The next step will be crucial considering the possible negative impact on their health as they indulge themselves in these gadgets over time. As educators, we should not consider these e-sports to be included in school. It clearly negates the vision and mission of our department, which is partly giving these learners an overview of how we take care of our bodies to become healthy and productive. Anyway, these will all depend on how we carry ourselves as we savor the flavor of technology. Above all, everything is good but should be done in moderation.

Having embarked on his swimming journey in grade 4 at LBIS, Dave participated in the regional competition for three consecutive years during his elementary days before briefly shifting to volleyball in grades 7 to 8.
With high hopes for his final year at LBIS, Dave Andrew YLaya returned to the pool, aiming to make a splash in the provincial meet. Although the dream of advancing to the Regional Meet 2024 eluded him, YLaya’s unwavering determination and perseverance proved to be a source of inspiration for his school and the entire district of Jasaan South Unit 2.
During the provincial meet, YLaya showcased his exceptional skills, securing a gold medal in the 400-meter freestyle relay, a silver medal in the 200-meter medley relay, and a bronze medal in the 100-meter breaststroke. His impressive performance not only brought pride and honor to LBIS but also underscored the resilience of an athlete who had navigated multiple sports throughout his academic journey. Kricks Labadan’s aquatic grace earned him fourth place in both the arduous 50-meter and 100-meter races, while his team finished third in the group competition. Marc John Gemelga, a Grade 6 star, showed off his abilities by finishing eighth in the tough backstroke division. Their formidable stunts made them gain the crowd’s cheer and yells during the entire swimming tilts in the recently concluded Provincial Meet 2024 held at Balingasag, Misamis Oriental.

On the other hand, LBIS Girls Elementary matched their male counterparts’ abilities, with Vanessa Fye Tapian shining out. Tapian’s aquatic journey included a great fourth-place finish in both the 50-meter and 100-meter breaststroke events. Her influence extended beyond individual contests, resulting in an impressive third place finish in the group event.
Amidst challenges faced during the event, like losing focus due to imminent fever, Vanessa still managed to pursue the competition with ease and confidence. As the youngest of all the athletes, she was graced with care and comfort by all other athletes during the whole swimming event in Palarong Panlalawigan in Sapong, Lagonglong, Misamis Oriental.

Her unwavering passion for swimming led her to fearlessly compete in the freestyle 400-meter and 200-meter dash, typically events for more seasoned athletes. Vanessa’s impressive performance highlighted how skill and dedication can surpass age boundaries in sports.

Green Warriors showcasing their exceptional skillset, briefly taking control of the match. However, amidst this fleeting ascendancy, the Fighters orchestrated a fierce counterattack.
