As 2022 comes to a close this month, we are pleased to have navigated the challenges that this year has presented to us and it has been another wonderful year in Lakewood. Whether Inflation, drought or sinking retirement funds, we know that these are just momentary problems and we adjust with the knowledge that things will get better as they always do. We look forward to 2023 which is the 50th Anniversary of the Lakewood Community. Our Golden Anniversary is going to be celebrated for sure and we will be announcing various events throughout the year. Please watch the Ripples and email blasts for the notifications.

The Greens at Chapel Ridge Neighborhood Block Party

It was a beautiful evening by the Neighborhood Lake (behind Tiff and Jay’s). The parcel has expanded a lot lately with so many new homes being built, that it was great visiting with new and existing neighbors. We had about 30 in attendance and everyone just brought a dish to share and their own lawn chairs, so good eating was enjoyed in addition to the fun conversations. When we went around and everyone introduced themselves, it was apparent that there was one thing we had in common, loving our neighbors and our neighborhood in Lakewood!

Though this year has been filled with lots of ups, downs and uncertainties, at the time I am writing this, we are just a few weeks out from Thanksgiving and the opportunity to call to mind all of the things for which we are grateful. One of which is our community. We are grateful for all the opportunities we have had to come together and celebrate different occasions with our neighbors this year. Lakewood Spring Athletic Field Reservation Meeting

The Spring 2022 Athletic Field Reservation Meeting will be held February 7 at 5:30 p.m. at the Lakewood Oaks Golf Club. Recognitions for Community Services

Lakewood Members,

In this final Ripples issue of 2022, we wish Steve Hancock a long and fulfilling retirement. Steve started his employment with LPOA 29 years ago as a member of our Maintenance Department, and finishes his long career with Lakewood’s Community Service Department as LPOA’s Compliance Officer and Department Supervisor.

Steve’s tenure began a mere 8 years after the merger between the LPOA and the East Lake Association, so we now see a very different Lakewood than Steve did when he began. Steve witnessed and worked through the largest expansion the association has ever seen. With that history comes knowledge and experience that cannot be easily replaced.

When I took a position with the LPOA Maintenance Department in 2005, Steve was my trainer. Over the past 17 years, we’ve forged not only a strong working partnership, but a strong friendship, and I know I’m not alone in that sentiment. Please join me in congratulating Steve, and wishing him the very best in whatever may await him in his retirement.

Way to finish the game, my friend. And, as every ending is followed by a beginning, please help me congratulate Tim Martineau on his promotion to Compliance Officer, Department Supervisor. Tim started with Lakewood in 2014 as our Communications Coordinator, and has since worked in the Community Service Department in multiple capacities, most notably in the execution and implementation of multiple networks around the properties for surveillance and electronic access at our marinas, pools, and various amenities.

Tim brings experience not only in the recent technical aspect of our department, but also in leadership and knowledge of LPOA’s procedures and governing documents gained from 8 years of experience.

As we reminisce about the past, we look forward to a bright future of the Lakewood Community Service Department. From all of us, we wish our membership a Merry Christmas and Prosperous 2023.

Lakewood Finance and Facilities Development Committees

On Monday October 17, the Finance (FC) and Facilities Development Committees (FDC) met jointly first, and then with the Lakewood Board to present the 2023 Operating Bud get and Lakewood Improvement Program plans approved with both committees. This meeting was the culmination of much hard work by the LPOA staffs and FC and FDC through the summer and fall months. The planning process was complicated this year by the unprecedented level of inflation we are all experiencing. As of September, the Consumer Price Index (CPI) IS UP 8.52% over the prior year. That means that for a typical marked basket of consumer goods a service that we all buy, prices are up an average of 8.52%.

The overall guiding principle of the planning work this year is to protect Lakewood, both present and future. Over the past several years, Lakewood has made many improve ments, greatly enhanced our amenities both on the water and off, and in the process, incurred debt which currently has a balance of $2.7 million. The new pools, an expand ed and improved boat docks and improved playgrounds are major enhancements for all to enjoy. Starting in 2015, Lakewood began the process of setting aside a certain amount of Reserve money to protect, maintain and if needed, replace our amenities and key oth er structures. These Reserves help ensure

that Lakewood will have a long and enjoyable future.

The current Lakewood debt was written for a five-year period at a very favorable annual interest rate of 3.65%. The Lakewood loan was a typical business loan, with the favorable interest rate, because of the strong history and financial health of Lakewood. The loan is due in May 2025. At that time, the remaining balance will be about $1.7 million. As a part of the planning structure this year, the FC and FDC agreed that prudent management would dictate that some monies be added to the Reserve balance to allow for the pay down of the note when it becomes due. That added financial amount was built into the Operating and Lakewood Improvement budgets. Many Improvement projects are being deferred un less safety or substantial improvements to the Lakewood operations is warranted. Both the Operating and Lakewood Improvement budget for 2023 are tight.

The operating revenue is enhanced by increas ing monthly dues by the maximum annual assessment which is 12.78%. or an increase of $20.33 per month. This increase will allow Lakewood to meet the maintenance and oper ations of Lakewood as expected, and begin the process of setting aside money for the debt pay down in May of 2025.

2023 MAXIMUM ANNUAL ASSESSMENT

In accordance with the stipulations set out in documents governing the LPOA, the Board of Directors each year must approve a “Maximum Annual Assessment”, prior to approving the “Actual Annual Assessment”. Following those guidelines, at their November 10, 2022 meeting, the Board voted to set the Maximum Annual Assessment for 2023 at $2,153.06 annually ($179.42 per month), for a basic single family home and 80% of that amount or $1,722.45 annually ($143.54 per month) for multi-family units.

In accordance with the stipulations set out in documents governing the LPOA, the Board must set the “Actual Annual Assessment” after they have set the “Maximum Annual Assessment”. 1. The LPOA Association is in a controlled group with LHC for purposes of the IRS code and is the only equity member of LHC. The two organizations share a Board of Directors.
