Theresolutionpassedunanimously. Townsendsaid NALZS, aHuntsville-basednonprofit,is aprivatecompany thatneedsto find adifferentsource forthemoney.

“Theyneedto eitherfundraise forthe moneyorgo getaloanordo whatever theyneedtodo,”hesaid.“Wejustdon’t wanttoputthisonthetaxpayers.I’m definitely againstraisingtaxesonanything.Especiallyrightnow; everybody’s struggling.Groceriesarehigh, gasis high, everything’shigh. Theycan’tafford anythingelse.It’s hardtimesright now.”

NALZSExecutive DirectorEthan Woodruff, whodidnot attend themeeting,saidlaterthatunderhisproposal thezoo wouldbepublicly ownedand wouldservethepublic.

“It wouldbe apubliczooandthat wouldbe whyyou wouldusepublicfundingtodoit,”hesaid.“Thatwas partof theproposalthatthezoo wouldbedone through apublic/privatepartnership withLimestoneCounty.Andassuch, technically, thecounty would ownthe zoo.”

NALZS wascreatedin2020,which is whentheyannouncedtheirplansto build azoonearBuc-ee’sinLimestone County. It wouldbeinbetweenDecaturandAthensandalongInterstate65. Woodruffsaidtheanimalstheyplanto have willbealongthelinesof what can beseen at theBirminghamandNashvillezoos.

Woodruffsaidtheyplan forthezooto beon250to300acres,andheestimates thetotalcostwillbe$1millionperacre.

Hesaidtherewillbe five phases.

“The$65millionwillhelpuspurchase thesite,”hesaid.“Roughly$35million fortheconstructionofthe firstphase ofthezoo,andsomemoneytohelpwith initialoperatingcost,and gettingtheanimalshere.”

Whentheproposedzoo wasannounced in2021,thesecondphaseof theproject wouldbethecreationof a200-acrelocationalongLimestoneCreekinMadison that“will focusonsustainablefarmingresearchforhumansandanimals,” NALZSstated at thetime.Agricultural productsfromthesite wouldbeusedto feedzooanimalsandtosupply restaurants at thezoo.

District 1CommissionerDarylSammetsaidinthemeetingthatthe resolutionisoneallcommissionersshould support.

“Shows thatwe’renotgoingtotaxthe peopleofLimestoneCounty fora zoo.If anything,it’dbe forinfrastructure, but we’renot evenlooking at that,”hesaid inthemeeting.“Thisistoplainlyshow thatweare notinsupportofa tax.”

Woodruffsaidhe wouldhave appreciatedsomenoticebeforethe resolution came before thecommission.

District 3CommissionerDerrickGatlinsaidhe wantedthe resolutionon the agendabecausetherehasbeen amisconceptionamong citizens.

“Alotofpeoplethink we’repushing that,and we’renot,”he said.“It’ssomethingthezoopeople arepushing.”

Woodruffsaid NALZShasbeenasking LimestoneCounty residentswhether they areinfavor of the3%electrictaxto buildthezoo’s firstphase.

“We’ve done afew littlesurveysand polls,andthesupportlooks very good,” hesaid.“It is actually slightly betterto beingin favor.”

CommissionChairmanCollin Daly saidtheyputtheresolutiononthe agendabecausesomanycitizensareopposed tothetax.

“Thecommissionbodycame to me andaskedmeseveraltimes,could we do somethinglikethis,”hesaid.“Theimpressionisthatthecounty is going toput a3% utilitytax.…They wantthecounty to administratethefunds. We don’thave themanpowertoadministrate funds.”

Countycitizens wantto vote on the tax,Woodruffsaid.

“Thethingthat people aregetting alittlebitfrustrated with is thattheCounty Commissionandsomeofthe legislative delegation arepreventingthemfrom being ableto voteonit,”he said.“Even people whowant to voteno onit wantto voteonit.”

District 2CommissionerDannyBarksdale saidhe wantedthe resolutionon the agendabecauseofpublic outcry.

“I’ve probably had50callson thatopposedtousing tax money forazoo,” he said.

“I’mpersonallyopposedto it.I wouldn’ttiethatutilitytaxupwith azoo whentheremay be some infrastructure needs forthecounty.…Ijust put priorities on otherthingshigherthan azoo.”

Gatlinsaidone reasonhe is opposed tothezooisbecauseofthe locationthey were considering.

“Their firstproposed siteisin Huntsville, andthey wantthepeopleofLimestoneCountytopayfor it …Thecityof Huntsvilleisputtingnomoney intoit,is my understanding,”hesaid.“They’ve raised$65,000 on a$65 millionproject, phaseone,andthey’venever built azoo before If we geta bond,it’sfor buildings or roads,not to build azoo.”

Woodruffsaidtheydonotknowexactly wherethezoo wouldbelocated,except that it wouldbeinLimestoneCounty.

“Theland we hadinitiallygoneafter, yes, is inHuntsville,”he said.“But at thispoint we’renotputtingour finger onanyspecificpropertyuntilwehave fundsto buythe land. …There’s landout therethat’sannexed by Athens,there’s landouttherethat’sannexed by Huntsville,there’slandoutthereannexed by Decatur. Allarepotentialplaces,but there’splentyofland that’snot annexed by anybodyyet.” Dalysaidthecommission is notop-

MADISON –Michelle Hyams,CareerCoach at JamesClemensHigh School,believesinsetting highexpectations...but helpingstudents reach thatfullpotential.Hyams is“Teacherofthe Year” at JamesClemens.

“I’ma firm believerall studentswillperformto thelevelofexpectation they’regiven,”Hyams said.

Herteachingcareer startedin1993 forspecial education at B.L.Moor SchoolinCrawford,Miss. Herassignmentshave included WalhallaMiddle School, Walhalla,S.C.; ClemsonUniversity;AndersonandGreenville, S.C.;StarkvilleandOktibbehaCounty,Miss.;MississippiStateUniversity orMSU;andChattanooga Christian School.

During2014-2022 for MadisonCitySchools, Hyams workedasjob coach,homeboundteacherandspecialeducation teacher.

In2018,Hyams foundedAlabama’s firsthighschool chapterofBest Buddies.“We opened chaptersinallourhigh schools, middleschools andelementaryschools,” shesaid.“Thispast year, we transitionedtoMadisonCity Friendstobetter suitstudents’needs.”

In2023,sheacceptedthe positionofCareerCoach atJamesClemens.“It’s myresponsibilitytohelp JamesClemensstudents knowtheirstrengthsand howtopursue acareer (with)happinessandsuc-

cess.”

Hyamshasenjoyed workingwithstudentsin classroomsandone-ononesessionswithcareer interestinventories,skills matchers and valuesassessments.“Theability todevelopcommunity partnerships hasbeen extremelyvaluablewith many diverse companies (that allowedstudents)to jobshadow, intern,participateinco-opand gain employment,”Hyams said.

Hyamsandotherteachers workedtoopenall pathwaysinCareer Tech EducationorCTEtostudents.

In anew venture, MCS seniorsinallCTEpaths caninterviewfortheMadisonHospitalAmbassadors,“animmersive,leadership-basedprogram withimmensepotentialto developconnectionswith seniorstaffanddiscover careerpathwaysinacommunityhospitalenvironment.”

“Mentorshipiscrucial tosuccess.Theprogram is builtuponthreefundamentalpillars:intentional leadership, career pathways and relationshipdevelopment,”Hyamssaid.

AnativeofPearl,Miss., Hyams washeavily involvedwithmusic groups at NortheastMississippi Community College.Majoring in country/commercialmusic, she participatedin CampusCountry, NortheastJazz Band,chorusassoloistandaslead actressin“TheSoundof Music.”

MADISON –With astellar record at in-school, regionaland state science exhibitions, Sahishnu Saha encouragesfellowstudentstoenter sciencefairsandboosttheirpreparation-for-college credentials.

“I wasinspiredtoparticipatein science fairsfrom fifth gradewhenI wonanaward fromthe U.S. Army,” Sahishnusaid.“Veryfewstudents from publicschoolsparticipatein science fairs.Forexample, only threestudents outof2,000-plus participated from JamesClemensthis year.”

Sahishnu, ajunior at JamesClemensHigh School,hopes tomotivate morestudentstojointheexperience.

At theNorth Alabama Regional Science andEngineering Fair or NARSEF on March 6,Sahishnu wasOverall Winner intheSenior Division.Hewasalso theOverall Winner inthatdivision at the2023 NARSEF.

“The U.SArmypresentsthis awardtoone student at thefair everyyear,” Sahishnusaid. “The awardcarrieswithit amedalanda certificate.”

Sahishnu’s project in2024 was entitled, “ToIdentify aMulti-Gene Biomarker Basedon Most Frequently OccurringGeneticMutations AcrossCancers Through Bioinformatics and VerifyitsEfficacy to Detect aWideRange ofCancersUsing StatisticalAnalysis.”

In addition,he wasawarded first place at 2024 NARSEFintheBio-

medicalEngineering& Biomedical andHealthSciencescategory,along with aCertificate ofExcellencefrom theU.S.SpaceandRocketCenter.

Inthesame category,Sahishnu claimed second placeatthe2024 Alabama Scienceand Engineering Fair orASEF,the state-levelcompetition, on April13 at Auburn University. He rankedinsecondplaceinCategory 800:BiomedicalEngineering &BiomedicalandHealthSciences.

Sahishnu’s project fromtenth grade was“PredictingCancerand Determining theCourseof TreatmentusingGene ExpressionModels.”Hewon thirdplace at the2023 NARSEFinthecategory“Medicine, Health and TranslationalMedical Sciences”inadditiontowinning Overall Winner inSenior Division.

At2022ASEF,hewas first-place winnerin ninthgradeinthecategory,“Medicine, Healthand TranslationalMedicalSciences,” forhis project“IdentificationandClassificationofBrainTumorsfromMRI ImagesUsingAmazon Rekognition (or cloud-basedimage andvideo analysis;MachineLearning).”

At2021ASEFin eighth grade,he wasalso first inthecategory,“PhysicsandAstronomy,”forhisproject “MachineLearning to Identify Near Earth Objects(NEOs).”For this project,heandArian Phillipsfrom LibertyMiddleSchool were nominatedtothe BroadcomMasters 2021. Sahishnusubsequently wonand placedin theBroadcomMasters Top 300inSeptember 2021. Forthis project, healso wasawarded Certificate ofOutstanding Achievement by the

MissileDefense Agencyand Naval Science AwardbyThe Office of NavalResearch. Insixth grade,Sahishnuwon a special awardbytheInstituteof ElectricalandElectronicsEngineersorIEEE at 2019 NARSEF for his project, “Harnessing Wind Power toGenerateElectricity -Design andAnalysis.”

In fifth grade,hewon aCertificate ofAchievement forOutstanding Projectin the JuniorDivision by the U.S. Army forhisproject, “Rheostat: ResistanceinMetallicConductors” at 2018 NARSEF.This awardinspiredhim toparticipatein science fairs every yearsince then. Sahaand Connie Guo, alsofrom JamesClemens,wereselectedas finalistsand were invitedtothe RegeneronInternational Scienceand Engineering Fairor ISEF inLosAngeles,Calif.onMay11-17. Forthe first time,JamesClemens students were nominatedtotheinternational fairfromthe2024 North Alabama fair.“Typically, onlytwo students arenominatedtoISEF from NARSEF, butthistimeitwas threestudents, and twowerefrom James Clemens,” Sahasaid. Along with Guo and Saha, Gabe Gordon fromLifeChristianAcademywas invited.

Annabelle J. wasjudgedas firstplaceartist forgrades 6-8 inthe “CallfortheArts”contest. Since2002,thousandsofmilitary-connected childrenhave sharedtheirexperiences,dreams andchallengesthroughart.Ac-

cordingtocontestofficials,the coalition’s2024 contest wasa resoundingsuccess. Thecontest generated entriesfrom around the world. As anymother would, she waspreparing her 3-year-old sonfor asister thatwason the way. Every night,itbecame aritual,beforetuckingMichael in,talkingtoherunborn child,andencouraging Michaeltodothesame.

Shewould read “Goodnight Mr.Moon” tothem, then have their goodnight prayer.

Shewould kiss him,and Michaelwouldlean over and kiss her roundstomachandsing, “Youaremy Sunshine,”then tell his sistergood night,andhe lovedher.You couldsee atightbond wasalready forming. Thepregnancywas nearingitsterm,after prayers,Karen left Michael’sbed,andas she steppedintothehallway she collapsed, as asearingpaintorethrough her stomach. Calling forher husband,Earl, he rushed intothehallwayandcradled her head, pickedher up,and got Michaelout of bed. With4-ways flashing, hebegantheharrowing journey to Huntsville,45 minutesaway.

Earlalertedthe emergencyroom he wasonhis way, he had neverbeen muchtopraybut tonight he needed amiracle,as he navigated thehighway at high speed,heasked Godtoprotecthis family and glanced over at Michael whowasleaningup againsthismother.

Anambulancemet them halfway to HuntsvilleandEarland Michael followedbehind. Reaching the hospital, acrewwas waitingattheentrance, rushing Karen intothe examination room,Earl and Michael waited, finallythe doctor cameand explainedthe mother was doing fine buttherewere complicationsinthedelivery of thebaby. Thebest thingtodoisto go home

andcomebackinthe morning.

Earlasked hisparents to keep Michaelwhilehe returned tothe hospital Whenhearrived,instead of joyoverthe birthof their littlegirl,therewas sadnessand resignation from what thedoctortold them.“Theumbilical cord hadwrappedtightly aroundherneckand deprived herbrainof oxygen, if she evensurvives therewillbeprofound limitationstoher life.”

Thenextday,Karen and Earlhuggedeachother as theybegananaroundthe-clockvigiloutside theNICU. Dayafterday they continued,oneor theother wouldleave just longenough to getfresh clothesand checkonMichael.,

WheneverEarlorKaren wouldwalkintothe nursery they had decoratedfor theirlittle girl,pangsof griefwould just intensify, it washardtoprayorhave hope.Insteadofplanning awelcomehomeparty, they were planning afuneral.

Every time oneofthem wouldcome home Michaelwouldaskplaintively whenhecould seehis little sister, he wantedto sing to herandgive her thepicturehehaddrawn forher,abigbright yellowsun. Eachtimeone ofthem wouldmakean excuse whyhecouldn’t seehissister; notknowing howtotell himshe was slowly losingher battle withlife. Atthebeginningof week two, thedoctor said she only hadafew days KarenandEarldecided todaywas thedaytobring Michaeltoseehisbaby sister.

Hospitalprotocols,or not,withthe helpof a kind-heartedtech, with oversizedscrubsonand a brightyellowmask,KarensnuckMichaelin.Immediatelyhewalkedup to her bedand before they couldgrabhim, he puthis little hand through therail andwith thepure-hearted voiceofa 3-year-oldbegan to sing, “Youaremysunshine,myonlysunshine youmakemehappy when skies areblue”. The1867 Great Floodof the Tennessee River

MADISON -When we wadethrough local floods,asexperiencedinthelast fewdecades,weshouldbe very thankful fortheTVAsystemof damsthatprevent andcontrolorminimize floodingalong the TennesseeRiver. Ofcourse,that riverdidnotalways have anetwork of damsalongit forsuchcontrol,sonature ruled at varianceeachyear.Suchwas thecasewithprobablythemostdrastic flooding recordedinthehistoryofthe river. That great flood wasin1867. There areveryfewrecordsofthe1867 flooding forMadisonCounty’sexperience, but thecityofChattanooga hadmuchwritten aboutthat flood,occurringjust two yearsafterthenearly completedevastationofthatparticularareaduringthe Civil War. TheChattanooga storygives someinsightinto what itmay have been likedownriverforthisarea closetothe riverbanksinthatyearandtoa similar degreeinlatertimesuntiltheTVA system wassetupwith32damstoprevent orcontrolsuchepisodes.

Chattanooga hadbegunto rebuild afterthe ruinbrought aboutfromthe Civil War, whichendedin1865.Infact, they evenputadsinnewspaperstosolicit“carpetbaggers”tocomethereto makeinvestmentsinthe growthopportunitiespresented by recoveryand reconstruction.While remainingIndian residentshadtoldofancientaccountsoftheoccasional floodingof thetown by theriver, reconstructionin thelow-lyingtownareasalongtheriverbankscontinued.In fact, it wastold thatthehistorical floodinglevels were usuallyrecorded by theIndian custom ofmarkingtalltreeswiththe top-most riverlevels duringsuch floods.Still, money wastobemade by those whosaw theopportunitytoutilize steamboat traveldownriverthroughthenavigable riversystem reaching eventuallyeven toNewOrleans.The factthatthetown waslocatedin alow-lyingarea between twoverylongnorth-southmountain chainsthatfunneledthedrainagefrom hugewatershedsintothearea wasoverlooked.Moreover, Chattanoogasitsina largeU-shapedareaoftheriverchannel calledMoccasinBend. That bendleads to waterpilingupasitturnsbackfrom flowing againstthe rootsofLookout Mountain.

Withsuchalocation,it wouldseem that thesiteshouldhave been abandoned,consideringthat flooding wasa frequentoccurrence.However,sofar onlythe floodsof1867,1874,1875,1886, and1917have been foundineasily-availableoldnewspaperaccounts.While many ofthese floodsarequitesimilar inthehighest waterlevels,noneofthe lateronesmatchtheseverityofthe1867 flood. Perhapslaterdevelopmentstook thelikelihoodof floodingintoaccount. Forthe1867andthe1875 floodsit was foundthattheybothbeganwitha period oftorrentialrains formanydaysinlate February.Theriverhadbeennoticedas beginningtoriseon February25 of 1867, butbyThursdayofMarch 7itwasrising at therateofone footperhour.At thattime,itwas predicted by oldtimers to notexceed ariseof45feet abovethe lowwatermark. TheIndianshad told manyyearsearlierthattheirpeoplehad markedtreeswiththelowwater mark andwiththehighest floodrise mark at 50feet abovethelowmarkduring their centuriesofoccupationof theland. However,byFriday, March 8,the water wasalreadyover50feet abovethelow watermarkandstillrising. Withinanotherday, therewas 5feet of waterin theCrutchfieldHousehotellobby,and smallerbuildingsbeganto floatdown MarketStreetinChattanooga. PeoplecrowdedontotheMilitary Bridgetoobservetheragingtorrent, butthebridgebegantocreakandpop. Ahastyexodus wasexecutedjustbefore thebridgewas sweptdownriver. Two sawmillsandalloftheirlumberand logs were taken away,as the PostOffice hurriedtosack upthemailandtake itinboatsacrossthestreettoanother buildingwithupper floors.Itwouldbe anothermonthbeforethatmail wasdelivered. Paddlewheelsteamboatsbegan tomove alongMarketandotherstreets, somedeliveringtheirpassengerstothe porch oftheCrutchfieldHotel. Waterin theareareached overthetop of railcars andtohorses’bellies whentheycould find placesto walkratherthan swim.

One man wasreportedtohave saved100 peoplewithhissmallboat, butmany moreweredrownedand floated by the survivors.Anotherpersontold of seeing15bodies floatingpasthishouse.A newspaperprinted aheadlineonSaturday, March 9of1867thatChattanooga wasunder10feetofwater.Streets were notvisibleuntilTuesdaynight,March 12.Mud waseverywhere, insideandout. Dry goods were no longerdry.

Oneresident foundthathisplain house hadbeen sweptaway, butanother that wasfarlarger andmoreluxurious hadsettledasthe water recededprecisely wherethe oldonehadbeen.Another manhada floatingbathhouse on theriver.Itwasalso sweptawaywith him init, buthewas rescued by asteamboatthat caughthisbathhouse andtowed itback uprivertoChattanooga at asaferpoint. Ofcourse,businesses thatdealtwith suchthingsassaltor sugar hadtostart over againwithnewstocks.Still, most people remainedingoodhumorand looked forwardtore-establishingtheir businesses.Somesoldiershadstayed toolong at their stations andhad tobe rescuedby steamboats after firingtheir rifles to getattention. They andothers were onlythankfulthattheysurvived.

AsimilarsituationaroseintheChattanooga flood of 1875, when another groupofsoldiersstationed aroundthe NationalCemeterystayedtoolong, until the waterwas nearlyuptotheir necks.They also firedtheirriflesto get attention,and asteamferryboatcame totheirrescue.The1875 flood wasnot quiteas highasthe oneof1867, butit stilltook aheavy toll ofpeople,structures,andequipment--someof which wascarriedalltheway to Florence,Alabama, at theshoals.The1875 flood led todemandsfor a40-footleveetobeconstructedinChattanooga,but it never happened.

TheTennesseeRiveralso flooded Chattanooga in1874,1886,and1917. The1917 flood roseto47.7feet abovethe lowwater mark,Suchdetails were not foundin theaccounts of the other years, butthe 1874 flood waswelldocumented inHuntsvillenewspapers,whereitwas toldthatthe TennesseeRiveratWhitesburg at thattime was3to5 mileswide. Regarding thereportsofthe1867 flood, theHuntsville ADVOCATE newspaper printedthatthelevels at Whitesburg were 2feethigherthenthanthe “great floodof 1848”.That1867 flood wasalso describedin Huntsvillenewspapersas occurring during aperiodof verycold weather thatfroze creeks andincluded snowwithmuchice inthearea after3 weeksofrain.It wasfurtherdescribed asthemostdamaging ever foreastern andmiddle Tennessee,north Alabama, and Kentucky,withsomeimpacton Virginia. The flood evenstoppedthemail tonorthAlabamafrom easternreaches fromMarch 1for another21days. Naturally,theMississippiRiveralso floodedbelowMemphisduringthese times,probablyaugmented by snow thaws tothenorth as wellasthe swelling oftheTennesseeRiver. Heavyrains andthawingwintersnowaccumulationsduring thelate February and earlyMarch periodsoftenledtosuch disasters,but at least we nowhavethe Tennessee Valley Authoritytodo agood jobofpreventingor controlling these things.Still, even inmoderntimes, we have morelocalized flood events in northAlabamathatmay occasionally be triggeredbyhurricanescomingfrom theGulfofMexico. Inthisarea, we also have tornadoes thatremind usthatwe arenot reallyincontrolofourweather oritsconsequences.OnlyaGreater Powercandealwithsuchthingseffectively.

Thecorrectivemeasureobjectiveswillbemetwhenconfirmation samplingresultsdonotexceedthe cleanupgoals.

Groundwatercontamination at RSA-217willbemanagedseparatelywithcorrectivemeasuresforgroundwaterunitRSA-146. RSA-262,Chemical WarfareServiceArea, Buildings8021,8022, 8023,8024,8025,8026,and8027,islocatedinthesouth-central portionofRedstoneArsenal,withintheGulfChemical WarfareDepotarea. Fiveoftheeightbuildings(Buildings8021,8022,8023, 8024,and8026)remainandareusedprimarilyforgeneralstorage andadministrativepurposes.Buildings8025and8027weredemolishedin2004.ThefoundationslabforformerBuilding8027 wasremoved;however,thefoundationslabsforformerBuildings 8010and8025areusedforstoragepurposes.

Historicaloperations at RSA-262haveresulted in contamination inbothsoilandgroundwater.Fourpolynucleararomatichydrocarbons(benzo[a]anthracene,benzo[a]pyrene, benzo[b]fluoranthene,anddibenz[a,h]anthracene) wereidentifiedasrelevant contaminantsofconcerninsoil. Fivevolatileorganiccompounds (1,1,2,2-tetrachloroethane,1,1,2-trichloroethane, carbontetrachloride,tetrachloroethene,andtrichloroethene),onesemivolatile organiccompound(dibenz[a,h]anthracene),andoneexplosive (2-nitrotoluene)wereidentified as relevantcontaminants warrantingactioningroundwater.Lastly,chloroformwasidentifiedasa relevantsoilgascontaminant warranting action.

TheArmyhasselectedexcavationandoff-sitedisposalasthe appropriatecorrectivemeasuretoaddresssoilcontamination at RSA-262.Thesoilexcavationwillcoveran approximate100 squarefootareaandextendto approximately11feetbelowground surface. Correctivemeasures objectivesforsoilwillbemetwhen confirmationsamplingresultsdonotexceedthe cleanupgoals.

TheArmyhasselectedin-situbioenhancedremediation,monitorednatural attenuation,andmaintenanceofexistinglanduse controlstoaddressgroundwatercontamination at RSA-262.This correctivemeasureinvolvesdirectinjectionofemulsifiedvegetableoilorequivalentcarbonsubstratesandothernecessary amendments(bacterialcultures,pH amendments,vitamins,etc.) topromotebioremediationofthecontaminantsof concernin groundwater.Groundwatersamplingwillbeconductedforperformancemonitoringofthebioremediationtreatment andtomonitor thenatural attenuationofcontaminantsinportionsoftheplume untilthe cleanupgoals arereachedovertime. Landuse controls prohibitinggroundwaterusearealreadyinplace at thesiteandwill bemaintained RSA-wide
