MADISON –TheMadison City Council hosted alistening session at last Wednesday’sworksession. They welcomedinputfrom Madison residentsonprojectstobe includedinthe city’s budget for fiscalyear 2025.
“In listeningthroughtheCivic AwarenessAcademy, oneof the suggestionsthatcameoutof that is ‘We’d kind ofliketobepartof the budget process,’” statedMayor Paul Finley.“Thisis suchapositive thingtobe ableget informationfrom youguysand inturn, be ableto work onourmission statement whichistotakewhatyou give us in revenuesand provide excellentservices foryourquality oflife,and that’swhatthegoal is.” Citizens receivedtwo minutes perperson tobringtheirideas andconcerns forthe 2025 budget beforethecouncil.
Among thoserequests were ones forsidewalks,roadmaintenance,and increased funding for thelibrary.
ConnieChow, Deputy Director of the Huntsville-MadisonCounty PublicLibrary,requestedanadditional$27,500from the city forthe MadisonLibrary.Accordingto Chow, increased fundingis needed inordertomeetthedemand forincreased programming at the Madison branch.
“MadisonLibrary isthe busiest branchoutofour tenbranches in the county.Inthe past year, thebranchhas checkedoutalmost 800,000itemsto usersand had 245,000visitors. This has been a5%growth since theprevious year,” said Chow. “Iask that youcontinue yoursupportofthe library budgetalong withthe necessary increase to coverthe growthinthe services andpopulation we serve.”
ManageroftheMadisonLibrary Katie Mooreadvocated for thefunding as well, “Pleasecontinuehelpus providethisamazing resource fortheentirecommunity by maintaining thelibrary’s funding.”
Multiple citizens requested for the city to mademorewalkable.
“I’d likethecity tobe alotmore walkableand bikable,”saidone citizen.
“Itneeds tobe morewalkable andmorebikable. Our neighborhoodsaresortofisolated, especiallyforour kids after schools or whatever.Theycan’tgo froma neighborhood that’sright next to eachotherwithout crossing abig street. Theyshould bemoreinterconnected,”addedanother.

Heraisesold, forgottencemeteriesfrom thedeadandwiththem,thememoriesof those buriedthere.
Hannahdoeshis work throughhis membershiptotheSonsoftheAmerican RevolutionandspecificallyseekstohonorandimmortalizeRevolutionary War veterans buriedinNorthAlabamacemeteries.
Hannahhasbeen amemberof the Tennessee ValleyChapterSonsoftheAmerican Revolution formorethan adecade since2013.Hejoinedafterhisbrotherin West Virginia researchedtheir family’s genealogy and foundthreeor fourancestorsconnectedtothe Revolutionary War. Afterhisbrotherjoinedtheorganization in West Virginia,Hannahsoon followed suitinAlabama.
Duringhistimewiththeorganization, hehasservedin anumberof leadership rolesincludingsecretary,VicePresident, andPresidentfrom2021-2022 forthe Tennessee ValleyChapter.Healsoservedas secretary at thestatelevel,andcurrently, heservesas VicePresident forthestate. Heisexpectedtoserveasstatepresident startinginthespringofnext year.
His volunteer work withtheSARbegan inthelocalschools,teachinghistoryto the younger generations.
“I was firstofallencouragedbyalotof theirprogramsinschoolssupportinghistoryandpatriotismandeducation, which isourcoreprinciples of what we work withtheSARandespeciallygettingkids backtolearning abouthistory again,” saidHannah. Today, hecontinueshis work to pass onhistorywithhiscemetery restoration efforts.
“During my presidencyofthe chapter is when Ireallygot involvedin wanting todothese gravemarkings and recognizingourpatriots whoparticipatedinthe Revolutionary War. We have alot who flowedthroughthisarea.Somestayed andpassed away here. Some wentonto Arkansas[and] Texas,”saidHannah.
Hisinterest in cemetery work began whenheencounteredSARmembers from NewYorkwho were doingcemetery restorationandsecuringhistoricalmarkers forRevolutionary Warveteransintheir state. Hannah sawitasa greatprojectto bringtothemanyhistoriccemeteriesin Alabama.His work nowincludes restoringentirecemeteriesanderectinghistoricalmarkers forRevolutionaryWar veterans buriedthere. MADISON –In her classroom,MacySmith observestheGolden Rule by treatingstudentswith kindness,empathyand respect thesametreatmentshe wants.Smithis “Teacherofthe Year” at JourneyMiddleSchool.
In2003,Smith first taughtkindergartners withMadisonCountySchools forseven yearsandthenwithsecond-graders for7.5 years.
In2017,“Itook aleapof faith by accepting atemporaryposition(which changedtopermanent)as schoolcounselor at Heritage ElementarySchool,” Smithsaid.
In2021-2023,SmithtransitionedtoLibertyMiddle Schooltocontinuedevelopmentofcounseling skillswiththatage group.
“TheexperiencethatI gained at bothHeritage andLibertyprovedinvaluablewhen Iwasselected (forthe)openingteam at JourneyMiddleSchool,” shesaid.
“I wasexcitedtobring my passion forschool counselingto anew group ofstudents,”Smithsaid.
While at Heritage, Smithsponsoredthe Patriotic Troop,thetelevised “MorningShow”and facilitatedduringimplementationofLeaderinMe.
While at Liberty,she wasa memberoftheAccreditation Team.
“Myphilosophyof teachingisthateverystudentdeserves anurturingandinclusive space at school(to)thrive, grow and flourish,”Smithsaid.
“Ibelieveby providinga supportive environment, Icanhelpempowerstudentstoachieve academic excellence,developessentialsocial-emotionalskills andhelpdiscovertheir uniquepotential.”

MADISON –Madison Station Historical Preservation SocietyorMSHPS is celebratingits40th anniversary andreflecting on itsorigins, legacy traditionsandcontinuation of thetown’sheritage.
On January24,1984, citizens mettodiscuss founding a‘historicalsociety’for theCityof Madison. The‘society’heldits first meetingonFebruary 23,1984. Thegroup then elected charterofficers on March 22,1984. On March 28,1984,the “MadisonCounty Record” newspaperstated thatMadison Station Historical Preservation Society metonMarch 22,1984, “for thepurposeofpresentingtheArticlesofIncorporation.” Thegroup intended“to promoteinterest intherenovation, rehabilitationandpreservationof historicalproperties of allkindswithin theCityof Madison.”
One chartermember, Dennis Vaughn, is stillactive in MSHPS andhosts the organization’s summer picniconhisfront lawn on FrontStreet. Vaughn alsoserves on variousmunicipal committees andwith civic groups.
To commemoratethe society’s40th anniversary,Phillip Rigsby submitted aresolutionwiththe AlabamaHouse of Representatives. Rigsbyserves
asAlabama State Representative forDistrict25.
Theproclamation commendsthehistoricalsociety forreaching its40th anniversary andcelebrates itsfour decadesof invaluablecontributions to Madison.MSHPShas playedapivotal role “to alluretouristsand visitors,activelycontributing totherevitalization of MadisonStation,”the resolutionstates. Throughthe years, the society hassponsoreda “TourofHistoricHomes” with owners openingtheir houseson Front, Martin, MapleandChurchstreets.
Individualmembers have mentored Boy Scouts pursuing theEagle rank andGirlScouts workingtoearnthe Gold Award.
During theChristmas season,society members coordinatea full slate of events,suchasthe Madison PolarExpress ChristmasTreeTrailand ChristmasCapers,asentimentaltradition. MADISON -Oneofthemoresuccessful Southern recoveries followingtheCivil Warwasexperienced by JohnBuchanan Floyd, aConfederateCaptain.Hewas the youngestof fourbrothers whofought fortheConfederacy, sonsof Dr.Nathaniel Wilson FloydofLynchburg, Virginia. Thefamilyhistory wasdocumentedin “SouthernBiographiesandGenealogies, 1500s -1940s”.John Floydattended VirginiaMilitaryInstitute,wherehestudiedunderProfessor T. J. Jackson--later knownas“Stonewall Jackson”. John wasonavisittoAlabama,stayingontheplantationofhisnextoldestbrother,Nicholas Jackson Floydof Shoal Ford,nearMadisoninLimestone County whenthe warstarted. Nicholas immediatelyleft fordutyin theConfederate forcesafterobtaining John’spromiseto remaininAlabamaandmanage thecottonplantation.However, afterthe firstBattleofManassasandLincoln’s call formoreUniontroops,Johncould resistnolonger.Heputtheaffairsofthe plantationinthehandsofits blackforemanandjoined anewly organizedConfederatecompany, wherehewaselected to alieutenancy.
ThecompanythatJohnjoinedbecame apartofthe35thAlabamaInfantryand distinguisheditself at Corinth,Mississippi, whereitsmajor waskilled. John wasgiven abattlefieldpromotionto replacethemajor.However,the WarDepartmentoftheConfederacydeclinedto move him abovethoseinthenormal progression. Instead, acaptain wasputin theposition,and John wastransferredto General JoeWheeler’scavalry.
WhenGeneralWheeler’s forcewas senttodefendAtlanta,duringaSouthernattackat“BigShanty”,John Floyd wasshotfromhishorseduring thelast chargeagainst agreatly superiorUnion force. He receiveda Minieballthrough anankle,butmenofhiscompanyrallied aroundhimduringtheintensegunfire andgothimonhishorse again.Herefusedtopermitthesurgeonstoamputatehis foot,andhesufferedas acripple forthe restofhislifefromtheinjury. HisbrotherNicholasFloyd waspassing throughonotherordersand foundJohn indistress,sohechangedhis travelplans totakeJohnbacktothe familyhomein Virginia forthedurationofthe war.
JohnB. Floyd’sphoto wasmadeafter thewar,whenhehadacquired civilian clothingofpropersize. He wasoversix feettall,as were twoofhisbrothers,exceptingthethird, whowas reportedas “justbarelysixfeetinhisboots”.A photoof John’sbrotherNicholas wasmade ashepassedthrough Lynchburg, Virginia, wherehis fatherlived. Theoccasion wasjustaftertheBattleoftheCrater at Petersburg, Virginia,in1864,andNicholas wasenroutetothe TransMississippi District.Nicholas wasalso ownerand editoroftheAthens,Alabama, newspaper“THEHERALD”.
Aphotoof John’sbrotherNathaniel BedfordFloyd is believedtohavebeen takeninMatamoras,Mexico,whilehe wasanofficerofthe generalstaff.He servedasanordnanceofficerinthe6th TexasduringtheCivil War. Thethird brotherof John,CharlesAnderson Floydfoughtinthe VirginiaCavalry.His photowasmadeincamp ashorttime before he waskilledinthe repulseof Grant’s attackontheright flankofthe small remnantoftheArmy ofNorthern Virginia(underGeneralRobertE.Lee), onlythreedays beforethesurrender at AppomattoxCourthousein1865. Acompositeofthesephotosiscontainedina bookheld by theMadisonStationHistoricalPreservationSociety.
Afterthe war, Johndecidedtorevisit hisbrotherNicholas’LimestoneCounty (Alabama)plantation,andthere he receivedasecondkindof“wound”from whichhealsoneverrecovered. He at thattimeencountered asecondcousin visitinghisbrother.Thatsecondcousin wasnow awoman,nolongerthe attractive schoolgirl thathehadseenbefore the war, andher blue-grayeyesinflictedthisnewwoundfromwhatstartedas harmlessglances. Thedistant-in-bloodlinecousin wasFrancesMariaHarris, butshe wasapparentlynottoodistant toward Johninother ways. JohnB. Floydand FrancesM. Harris were bothdescendedfrom Orlando Jonesof Virginiaviaoneofhistwo granddaughters.The youngerofthe granddaughtersofOrlando Joneswas
FrancesBarbour Jones, whomarried an unrelatedCaptain John Jones. Captain Jonesservedas anofficerintheLight BrigadeofHenryLee, the father of Robert E.Lee.TheLightBrigadeendured theharshwinterconditionsofthe RevolutionaryWar at Valley Forge, where also wasCaptain Llewellyn Jones, who is buriedonthe UAHcampus. It was FrancesBarbour Joneswhobecame thegreat-grandmother of both John B. Floydand FrancesMaria Harris,who were wedinAlabamainDecemberof 1867. To grasptheprestigiousconnections ofmanyofourMadison-areafamiliesin Americanhistory, oneshould notethat theolderofthetwograndchildrenof Orlando Joneswas MarthaDandridge, whoatage 19married herneighborColonelDaniel ParkeCustisin1750. Custis wasbornin1711,makinghim at age 39 and20 yearsolderthanMartha at their marriage.Parke died in1757,leaving youngMarthawithseveral children andenormous wealth. Twoyears later, in1759, Martha married GeorgeWashington,wholaterbecamethe firstPresidentoftheUnitedStates.Marthaand Georgeproducedno childrentogether, buttheyraisedtwoofMartha’s grandchildren in theirhome at Mt. Vernonin Virginia. Thefamilyconnectionsledto MarthaDandridge CustisWashington becominga great-grandmother ofConfederateGeneral RobertE.Lee’s children.Furthermore, Llewellyn Joneshas been foundinFamilyTreepostingsto have been one of the ancestorsof MadisonMayorJohnB. Floyd(servedthecity 1898-1900),makingdirectconnectionsto Llewellyn Jonesand the UAHcampus forsomeofMadison’s mostprominent early officials. JohnB. Floydandhis wife Frances MariaHarrisproducednine childrenthat livedtoadulthood. Theeldest,Elizabeth Harris Floyd, marriedEldred Fletcher of Madison,son ofDr.Richard Matthew Fletcher.Thesecond,Annie West Floyd, marriedWilliamHarveyGillespie,sonof CampbellMiltonGillespieand hiswife LorindaClark.Thethirdwas Schuyler Harris Floyd, whomarriedMittieSherrod. Thefourth child of John andFranceswasEllen Stith Floyd, whomarried JohnHertzler,son ofDr.JohnHertzler, whoin1877boughtlandeast of Zierdt Roadandnorth of Martin Road thatis todaythenorthwesternpartofRedstone Arsenal. TheHertzler family, however, residedonMadison’s FrontStreet fora time,afterhavingconstructed alarger house forthepatriarch of the familyat thecornerofChurch StreetwithCollege Street,as well asanother largefamily homethatwas built upontheirarsenal landholdings.Thatoriginal Hertzler houseinMadisonisnolongerstanding, replaced by amorecontemporary dwelling.
IdaIsabelFloyd wasthe fifth childof Johnand Frances Floyd.Shemarried ThomasH.Hopkins,a grandsonofAlabama’s2ndGovernor Thomas Bibb. His father, ArthurMoselyHopkins,a sonof ArthurFrancis Hopkins,anearly Alabama SupremeCourtjustice,had marriedEliza, adaughteroftheGovernor. JohnBuchanan Floyd,Jr wasthesixth child.HemarriedSarah Hibernia Wise, whowas adaughter of JamesArthur WiseandLucyHarris.The lastthree childrenof JohnB.andFrancesMaria FloydwereFlorenceLeeFloyd,Charles PerkinsFloyd,and NicholasNathaniel Floydfor whomdatahasnot yetbeen collected by thiswriter.
ThefatherofHibernia Wise,James ArthurWise, wasbrother andbusiness partnerofGeorgeWashington Wise,a prominentMadison merchantandPresident oftheBank of Madison,aswellbeinga partnerintheBurton &Wise Drug Storeandthe firm of WiseBrothers& HarperCompany. Thelatter firm was so-namedduetotheinclusion of partnerBenjaminF.Harper, whoservedas MayorofMadison,1900-1901,servingimmediatelyafterthetermsofMayorJohn BuchananFloyd Sr.Hibernia’sfatherin-lawJohnB. FloydSr. wasalso atrusteeoftheMadisonMale&FemaleAcademy,alongwithher father JamesA.Wise, whohad agreat name fora schoolleader. GeorgeW.Wise waslikewisepartner inthe firm Wise,Hertzler &Co.,which wasdissolved andreplaced in1887 by thepartnershipofthe WiseBrothers (GeorgeW.& JamesA.).JamesArthur Wise’swifeLucyHarris wasa daughterofThomas Harris,the firstperson knowntobe buriedintheMadisonCity

Fromthese relationships,onecaneasilyseethatthe Floydchildrenwerecompletelyintertwinedintothehistory of the town andthe area.Somehow, thelarge Floydfamilywas raisedin what todaywe wouldconsider tobe averysmall house on westMartinStreet. John Buchanan Floyd,Sr., inspite ofhiscrippled ankle, became MayorofMadison forseveral terms,1896 and1898-1900.While serving inthatcapacity, hebargained withthe cityto buildin1896 or 1898thestructure thatbecameknown asthe Roundhouse, eventhoughitwasoctagonalinshape. Theoriginal Roundhousethen servedas Madison’s firstcity hall,being usedas theMayor’s officeandforcard playing andhaircuts whenthebarberwouldvisit onoccasion.Itisthoughttohave been giventhename“Roundhouse” from railroad stations generallybuilt at thetermination of aline, wherethetrainturned around,therebybecomingturn-arounds or“round”houses,nomatter what their shape.Thereweretwo tracksinfrontof thedepotand onetrackran behindthe depotfor loading freight,so it could have beenthoughtthattrainscouldturnback here. Still,theMadisonstation wasnot apointonthe line forturning around. Thenamemay have come fromtheappearanceofitlooking abit like aroundabout from adistancealongthetracks,
butitwasneverreallyatrueroundhouse typicalof railroads.
Theoriginal Madison Roundhousewas builton8-footstilts over thetown’s water supply(awellorcistern)onthe Main Streetsideofthetracks.Thatlocation wasnecessary andthe stilts neededbecauseatthe time ofconstruction,the town ownednoother land. In fact, that landwaslikewisenot ownedbythe town, butthe Memphis &Charleston Rail Road hadgranteda 99-yearlease forinstallation of the cistern to fight firesinorder to preventthe depotandbusinessesalong thetracksfrom burningdownafterbeingshoweredbysparksfromthe smokestacksofpassingor parkedlocomotives. Today’s RoundhouseReplicawasconstructed on the olddepot sitein1986 duringa StreetFestival, butitfaithfully followed the original structuraldesignto the extentpossible.Italsoillustratesthe effort required forMayor Floydtoascend the stairsonhis painfullyinjuredankle with noelevatororescalator wheneverhe went to hisoffice intheoriginal Roundhouse, whichservedasthe town’s firstCityHall, Mayor’s Office,andBarberShopuntilthe mid-1930s.Itsfunction wasreplaced by atwo-story wooden structureonthe south sideof Martin Streetonthe westsideof GarnerStreet until1954, when what is nowMain Street Cafébecamethecity hall fora time.Today’s city hall wasconstructedin1994, andithasservedourgrowingcityquite well.

This actisknownasthe Boston Tea Party.The BritishGovernment responded to therevoltbypassing laws that increased royalcontrol. The colonies ralliedtogetherand acolonial committeedecided to convene theFirst Continental Congress in Philadelphia, Pennsylvania, in September1774. “Actually, my wifetookanoldpairof bluejeansandcutthelegsoffand put elasticinittogoovermyarmsbecause Ikeptcominghomewithallthesecuts andbruisesand bleedingfrom my arms from thebriars,andshesays,‘Yougot to do alittlebetterjobprotecting yourself,’”laughedHannah.
Manyofthecemeterieshe workson arehundredsof yearsold andformer familycemeteriesordefunct church cemeteriesthathavebeen abandoned andfallenintodisrepair.Withthe population growthinNorthAlabamacurrently, manycemeteriesareendangered by theencroachmentofnewdevelopmentsaswasthecasewithonecemetery inMeridianvillethatwasunknowingly damagedbyconstructioncrewsofa new subdivision.
Hannahandhis volunteersuse what theyhave to cleanupthese historic cemeteriesand whentheir ownaxes andstrengtharen’tenough,Hannah has foundhelpinlocalleaders,asinthe caseoftheCrawford-Ryancemeteryin MorganCounty.Whenoneparticular tree wastoolargeforHannahandhis volunteerstohandle,state Senator ArthurOrrsecuredthem a$1,500 grant to contract atreeremovalcompany. AccessingcemeteriesisanotherchallengeHannahfaces,asa cemetery he recentlyworkedoninDecaturdemonstrates. Thepositioningofthecemetery betweenrailroadtracksand adefunct foundryalongwiththepadlocking of the gatestothecemeterymadeit difficult forHannahandthepublicto regularlyaccess.
Locatingthesecemeteries whereRevolutionary Warveteransareburiedin the firstplaceis challengeinandofitself,andthenconfirmingthata patriot is buriedtherecanbeanother challenge.
HannahandtheSARpartnerswith TheWilliam G. Pomeroy Foundation whosuppliesthe$1,500-historicalmarkers forthepatriots,butthe Pomeroy Foundationhas afew requirementsin ordertoacquirea marker. Oneofthose isconfirmationeitherthroughrecords oranoriginalheadstonethatthe patriot isin fact buriedthere.
Withmanycemeteriesinbad shape withbrokenandmissingheadstones and recordssometimesscarce,confirming aveteran’s burialcanbedifficult, butHannahhasanother groupofvolunteers dedicatedto researchingforconfirmingevidence.
Oncethe veteranisconfirmedandthe cemeteryrestored,thehistorical marker iserectedandthenunveiledinan officialceremonywiththeSARcolorguard andoften DARrepresentatives. Hannah even reachesouttodescendantsofthe patriots andsomemaketripsfromall overthecountryto attendthe ceremony andvisitthe gravesite.
TheGrayCemeteryrighthereinMadisonisoneofHannah’scurrent projects andwhereacelebratoryceremonywill soonbetakingplace.The Gray CemeteryislocatedoffofBalchRoadnear theGillespie Roadintersection.It was formerly used by theCumberlandPresbyterianChurch that satonthe property untilthelate1920s.
So faronepatriot, JohnGray, has been confirmedtobe buriedthere, and Hannahsuspectsthere couldbeanothertwo patriots.
Thecemetery, whichisoneofthe largestHannahhas workedon at almost twoacres,hasbeenthree years’ work so far, andHannahhaspartneredwith localhistorianandvolunteercemetery restorer JohnRankinto clean,restore, andmaintainthecemetery.
TheGraycemeterypresentsits own
TheGrayCemeteryhas onepatriotfromt suspectstherecouldbeanother two patriot
challengesto restoration. To start,itis boxedinonallsidesbyaneighborhood, astorage unit facility, and awooded area,makingitdifficult forthe publicto accessand forHannah andhis team remove the cleared debrisfrom the ce etery.
“This particular cemeteryhasbee realbearbecause firstofall,typical when we’recleaningacemetery, we gotsomeplacethatwecandragallthe brushandthetreesandthe bushesand the briars butthisparticularcemeteryis allboxedin except forthe south end whichisopenedup intokindofa swampyarea. So,westartedmaking thesepilesofdebriswithinthecemetery,”Hannahexplained. Thesouthendofthe groundsalso contains aformerdirtroadthatw onceused by wagons to bringcoffins the church andcemetery. Theroadnow formsa deep gullythatcutsacrosst land, presentinganother potential dangerandobstacle toeasyaccess.
Public accessisanother oneof Pomeroy Foundation’scriteriainorder tosupply ahistoricalmarker, and thus,a majorconcern of Hannah’s when renovatingcemeteries whereRevolutionary Warveteransareburied.
Fortunately,Hannahisworking on solutions fortheGraycemetery.The city is currentlybuilding apaved road throughthe woodedareaonthe far southendofthecemeteryto access theirnearbywatertreatmentplant but the roadwillalsodoubleas apublicaccesspointtothe cemetery andasmall parkinglotplanned forthe roadwilladditionallymakepublicaccess eveneasier.Asfortheformerroadandcurrent gully, alocalBoyScoutplanstoearn his EagleScoutbadgebybuildinga bridge forfoottraffictocross the gaponthe wayfromthe parkingareatothecemetery. RestorationoftheGrayCemetery is ongoing,andHannahplanstomapthe cemeteryand registeritwiththeAlabamaCemetery PreservationAlliance. Healsoplanstoapplyfor ahistorical markerfor the cemetery andholdan SARceremonyfor thepatriot, John Gray, thereassoonas thecity’s roadis finishedandpublicaccess has beenestablished.
“Basically,when we find apatriotin thecemetery,we’renotgoingtojust cleanupthearea around wherethe patriotis.Ifwe’re goingtodoit, we’re goingtodoit right. We’ll clean upthe wholecemetery,”explainedHannah.
So far, Hannahhasacquiredseven historicalmarkers forthestate of Alabama.
Forhisefforts, theSAR’s sisterorganization,the DAR, has presentedHannahwiththree awardsincludingthe America250medaland theHannah WhiteArnettMedal,presented by the regentof state.
Madison HistorianJohnRankinandvolunteer KarenThackerdiscussing whattask is upnext incleaningout the oldGrayCemetery,which waslostfordecades in thewoodsoffBalch Road.Rankin helpedrediscoverthe gravesover30yearsago.
Theworkisimportantto himbecause ofthe significanceofthe sacrifices these early patriotsmadeto found ourcountry.Herecallsbeinghit by theimportance ofthisworkupon finding astone in onecemeteryhe wasclearingthat read,‘Lost butnot forgotten’.
“Thatreally just brokemyhearttosee somethinglike thatand knowing thatwe have somany peopleintheseearly days whosacrificedso much andespeciallyin taking astand forour country andbeing abletostartanddevelopsuchanationas we have today. Ithink it’sonlyfair that we search outthose individualsand give themsomeofthehonorthattheydeserve,”recalledHannah.
He plansto keep going fora longtime:
“I’vepretty much justsetapersonalgoal thataslongasI’m ableto getout there andclean up thesecemeteries,rebuild their headstonesand placemarkerson their gravesandhaveceremonies to recognize these folks,I’m going todoit as longasI can,aslongasI’m able.”
TheTennessee Valley Chapterisone of theleadingchapters inthe countryin cemetery restoration.Hannahhopes to getother chapters interestedindoing the same thing intheirareas. Healsohopes to coverallthe veterans in NorthAlabamaand thenbringmore cemeteries backtolifethroughout the entirestate. Sealedbids will be receivedby theCityof Northport,Alabama, aMunicipal Corporation,in the Council Chambersinthe City Hall, 3500 McFarland Boulevard,on the9th dayof July ,2024 ,until 10:00,a.m., o’clock, local time,and then publicly openedand read for thefurnishing of alllaborand material (whererequired)and equipment forperforming apublic works projectaccording to theplans,details,specifications and Contract Documents.
Awardofthe contract will be made within forty-five(45) calendar daysfromthedateof thebid opening.
1. The Project:
A. TheProjectshallbe knownasRiver RunParkat NorthportShore–Package No. 2Athletic Fieldsand thegeneral characterofsaidpublic works projectshallconsistofthe following: Constructionof 9synthetic turf athletic fields including proof rolling &acceptanceofthe subgrade from packageno.1contractor.Construction of fields includesbut is not limited to aperimeterunderdrainsystem,gravelsubgrade, lateral flatdrains system,concreteribbon curb,vinylfield fencing andgates,tension cable safety nettingandassociated polesand foundations,dugout lean rails,batters eyes,foul poles,tension cablebatting tunnelsandpoured concrete backstop walls.Finished synthetic turf playingsurface andassociated sandand rubber infill, logos,field striping, mounds, bases &accessories NOTINCLUDEDINTHISPACKAGE.
B. Theapproximatequantitiesof said Projectare as follows: 9athleticfieldscovering anareaofapproximately 780,000 sf.

follows: defined in theconstructionplansand specifications.
D. TheCitywill furnishthe following: N/A
E. Time of Construction: From thedatestatedinthe Notice to Proceed, theProjecttime of construction is 120 consecutivecalendar days.
2. Plansand Specifications: Plansand specifications andall related Contract Documentsare open forpublic inspectionat theofficeofTTL,Inc., located at3516 GreensboroAvenue, Tuscaloosa,AL35401, and plans,specifications andother elementsofthe contract documentsmaybeobtained from theofficeofthe Engineer/ArchitectChamblessKingArchitects, LLC designatedas the office of theawarding authority forthispurpose, locatedat12 WJeffersonSt, Ste300, Montgomery,Alabama.Thecontact personfor theprojectisMike Shows,AIA. They canbe reachedat334.590.0635.
A.Plans,specifications and Contract Documentsmaybe obtainedat theabovelocation upon thedeposit of$200.00, whichamountdoesnotexceed twicethe cost ofprinting, reproduction,handlinganddistributionofeachsetof such documents. Depositsbyprime Contractorbiddersarerefundableinfullupon return ofall documentsinreusable condition within ten(10)daysofbid opening. Additional sets ofbiddocumentsforprimeContractor bidders,subcontractors,vendorsordealersmaybeobtained uponpaymentof thesamedeposit.Suchdepositswill be refunded, lessthe cost ofprinting, reproduction,handlinganddistribution,if all thedocuments arereturned in reusable condition within ten(10)daysofbid opening.
B.Alleligible refundsofdepositsforplansand specifications will be madeby theCity within twenty(20)daysofbid opening.
3. QualificationofBidders:
A.Allbiddersmustberesponsible, meeting thecriteria and requirementsset forthin theInstructions to Biddersand bidproposal.
B.Prequalification of Bidders IS ;ISNOTX required. If prequalification ofbiddersis indicated to be requiredby the preceding sentence, then writtenprequalificationinformation is available forreview at the same office whereplans,specificationsand Contract Documentsare available.
C. Theattention ofallbidders is called totheprovisionsof Statelawgoverning “general Contractors,”asset forthinAla. Code §34-8-1,et seq. (1975), and rules and regulations promulgatedpursuant thereto.
D. If aconstruction manager is beingutilizedand this contractisoneof amultiple of trade contracts, then thebidder shall be fullylicensed forthe trade, as determined byapplicable law.
E. TheCitymaynotenter intoa contract with anon-resident corporation orentitywhich is not qualified under Statelaw to dobusinessinthe StateofAlabama.
F. Allbiddersshallpossess allother licensesand/orpermits requiredbyapplicable law,rule or regulation fortheperformanceofthe work.
G. Allbiddersmustsubmit withtheirproposal, Contractor’s license numberand acopyof thelicense. Statelaw,Ala. Code §34-8-8(b),requiresall bids to be rejectedwhichdonot contain theGeneral Contractor’scurrent licensenumber.
H. TheCityreservesthe right to rejectall bidsand/or reject and rebid theProjectshould it determine thesameisinthe bestinterestofthe City.
4. Construction Manager: Ifthepreceding blank is markedwithanaffirmative indication,it means that this contract involves theuse ofa construction managerand this contract is oneof severalmultipletradeand/or multiple prime contractsfor work on theProject. Biddersattentionis called tothesupplemental conditions attached totheGeneral Conditionsof theContract Documents regarding this topic.
5. BidBonds: Each bidder must submit with itsbida cashier’s checkdrawn onanAlabamabankor afullyexecuted bidbondon theformthat is containedinthe Contract Documentsexecutedbya surety companydulyauthorizedand qualified to make bond in the StateofAlabama. Allbonds, suretiesand/or cashier checks will be madepayable totheCity foranamountnot lessthan5 percentof theCity’sorits engineersorarchitects estimated cost of theProjectorofthe total bidintheproposal,but in no eventmorethan$50,000.00.
6. Salesand UseTax Savings: AlabamaDepartmentof Revenue Rule 810-63.69.02(2010)exemptscertain paymentof state, county, and municipal sales andusetaxes by thecontractoror subcontractorontangiblepersonalpropertyto be incorporated intothe realty pursuant to acontract with amunicipal corporation such as theCityofTuscaloosa. Alltaxexemptpurchases shall be in accordancewiththe laws of this stateand theAlabama Departmentof Revenue. It is thesole responsibilityofthe successful contractor to make thenecessary inquiries anddeterminations as to what materialsoritems of tangiblepersonal propertyto be incorporated into theprojectqualifyastaxexempt in theopinionof theAlabama Departmentof Revenue. Unless otherwise noted, theprojectwill be bidandadministeredincompliance withtheState ofAlabamaAct 2013-205, Certificate of Exemption from Sales and UseTax forGovernmental Entities,regarding sales anduse taxes.Sales andusetaxes shall
notbe includedin
Contractor shallbe responsible forobtaining acertificate ofexemption from theAlabamaDepartmentof Revenue for purchasesof materialsand other tangibleproperty made partoftheproject.Anysubcontractors purchasing materialsor other tangiblepersonalproperty aspartoftheprojectshallalso be responsible forobtaininga certificateofexemption.Theestimate sales andusetax saving must beaccounted foronthe bidproposal. Failuretoprovide theestimated sales andusetax savings mayrender thebid as non-responsive. Other thandetermining responsivenessofthe bid, sales andusetaxaccounting shallnotaffect thebid pricing nor shallbe considered in thedetermination of thelowest responsible and responsivebidder.
7. Pre-BidConference: APreBidConferenceISX IS NOT required forthis Project. Themandatoryprebid conferenceshallbeheldon Tuesday,June25th,2024at 10:00a.m. in Council Chambers at City of Northport, City Hall. NOTE:All biddersare advised to carefully read the Instructions to Bidderscontained in theContract Documents, which provisions and requirements areadopted hereinbyreference.
