as part of the City of Melbourne’s precinct programme, the Melbourne City Council passed the proposed addition to Melbourne’s growing city, the St Kilda Road precinct (3004). The proposal was tabled following many prominent businesses operating within the precinct and residents alike. The Council’s strategic move to introduce the new precinct in St Kilda Road is aimed to raise the profile of our beautiful area, attracting visitors, businesses and residents to our precinct. Chaired by William Deague, the inaugural meeting elected new Office Bearers and outlined the direction and strategies the Council will introduce over
Keeping St Kilda Road safe i think i’m over winter now… bring on the sun and warmth of Spring and Summer. Mind you, about half way through summer, i’ll no doubt be looking forward to winter! Whilst bringing some wild and woolly weather to us, winter also brings additional issues for police. people wear more clothing, such as beanies and scarves, that restrict their hearing and sometimes even their vision. if you couple that with earphones, it all adds up to an increased risk to pedestrians and the drivers that have to avoid them. in addition of course, winter also brings more dangerous conditions for motorists with slippery roads and even slipperier tram tracks. Tram tracks are obviously very dangerous for cyclists and motorcyclists in particular but even for four-wheel motorists, the \ tracks are something to be very careful with. it amazes me the number of cars i see driving on the actual tracks. even when dry they are to be avoided. For police, it means more collisions and increased danger when out dealing with the situation and helping the people involved. Whilst it is a risk we

accept, if we can reduce the number of collisions, we reduce the risk to our members, the public and other road users. So as you’re driving to or from work always be vigilant about what’s going on around you and remember what my Mum used to say to me when she was teaching me to drive…always work on the theory that nobody else knows how to drive. That way you’ll be prepared for when they do something silly! and, if you’re like me and try to get a bit of exercise by walking to and from work, then please remember to be aware of your surroundings so you don’t accidentally step off the footpath and into oncoming traffic! ‘till next time, Steve a Safety tip for you…
I have six locks on my door all in a row. When I go out, I lock every other one. I figure no matter how long somebody stands there picking the locks, they are always locking three.

Saturday’s Memsie Stakes meeting at Caulfield was highly instructive from a spring carnival perspective, with a number of slashing runs put in by some genuinely classy horseflesh. Top of the pile was the giddy performance of comeback mare atlantic Jewel, whose stunningly arrogant dismantling of a field containing no less than eight other group 1 winners emphatically
announced her as the nation’s thoroughbred benchmark. The $3,000,000 Cox plate on October 26th now looks to be at the striking daughter of Fastnet Rock’s mercy – should her notorious susceptibility to injury not conspire to deny racing fans what looms as a truly special spring.
as for the two big Cups, several other Memsie runners showed they were right on track for successful carnival campaigns. Star autumn three year olds Super Cool and it’s
a Dundeel returned as four-yearolds and both found the line with gusto, with the former rounding out a formidable spring hand for atlantic Jewel’s trainer Mark Kavanagh.

Opera and Musical Double Bill
Described as ‘peintures de rue’ (street painting) the art of Croation-born Boris Bucan exhibits a old pictographic style synonymous with the tropes of urban paste-up advertisements – eyecatching, bright and provocative – that brought a conspicuous and stylised aesthetic to the streets of Zagreb from the 1970s through to the 1990s. Bucan’s work can be found in the permanent collections of the Museum of Modern art and Smithsonian Copper-Hewitt national Design Museum in new York.
Since 2007 Juan Davila has completed a series of 16 paintings depicting key scenes from the Wagner Opera cycle, The Ring of the nibelunger. His approach is not one of illustration but of conveying key emotional themes. He explores fundamental myths and interpretations of truths. a Man Renounces Love, 2010, (on display in Smorgon plaza) from the opera, Das Rheingold, explores alberich who steals the Rheinmaidens’ gold and renounces love.
Minks, 2011 is an urgent broadside on life in Belarus’ capital: a place where sexuality is twisted by oppression, and underground raves and gay pride parades pulse beneath the city’s surface. an impassioned high-energy collage of personal testimony, raw physicality and stirring theatrical provocation, Minsk, 2011 is undaunted protest turned heartwrenching confessional – a lyrical reminder of the revolutionary power of both art and love.
Head to the State Library of Victoria for a free musical and opera double feature. enjoy a screening of ‘The Yeomen of the guard: an Operetta in Two acts’ by gilbert and Sullivan, featuring Celeste Holm, alfred Drake, Barbara Cook and Bill Hayes in a much-acclaimed 1957 television production ; and ‘The Desert Song’ featuring nelson eddy and recorded for a 1955 TV broadcast – with music by Sigmund Romberg, and lyrics by Otto Harbach, Oscar Hammerstein ii and Frank Mandel.

Great British Film at ACMI
announcing the film programmer as part of great British arts 13, the australian Centre for the Moving image (aCMi) unveils 21 films that will screen over four months from august and november. Opening with Julien Temple’s 2012 film London: The Modern Babylon, the season will include films from alfred Hitchcock to the Yellow Submarine, and include a retrospective of films based on the books of Roald Dahl.

With footage of edwardian suffragettes or Margaret Thatcher juxtaposed against a soundtrack of punk music, the heart of London comes to life, acknowledging the struggles, triumphs, the good and the bad along the way. Temple says it’s “more time travel than history lesson, i wanted to portray London in full character without judgment, showing its brutality alongside its glory. Rebellion and riots are part of the Dna of London – but so is redemption and reunion.”
Screening during September are two restored Hitchcock classics. Dial M for Murder has been digitally restored in 3D from the original 3D film, and as part of the 2012 Cultural Olympiad, the British Film institute (BFi) restored print of The Ring. a love triangle within the world of boxing comes replete with a new contemporary score by renowned jazz and hip-hop musician Soweto Kinch.
empire Magazine called the BaFTa nominated documentary McCullin “unflinching, harrowing and gripping”; a look at the career of British photographer Don McCullin. arguably best known for his tenure with the Sunday Times Magazine, his career in photo-journalism spanned conflict zones, beachside eccentrics, and London’s east end homelessness, as well as producing images of Maryon park for Michelangelo antonioni’s Blow Up. He confesses “my darkroom is a haunted place.”
Screening on 1 november is a new digital restoration of george Dunning’s creation based on the music of the Beatles. produced by over 200 animators, it was a critical and commercial success on release, telling the tale of the defeat of the music hating Blue Meanies by John, paul, george and Ringo. although not voiced by the pop group, they do appear in the films closing scene.

The 2013 Melbourne Festival Melbourne Festival Creative Director, Josephine Ridge’s first Festival program issues a warm invitation to all Melburnians and visitors to experience 105 events and activities, including contemporary and classical music, dance, theatre, visual arts, film, forums, conversations and encounters, with over a third of the events free of charge.
With 19 world premieres and 13 Australian premieres, the Festival runs for 17 days from 11 October 2013, and offers a change to make new discoveries, reconnect with much admired favourites and encounter collaborations and special Festival commissions. Occupying over 45 venues, including some of the city’s most iconic buildings and sites, the Festival also embraces new venues and unexpected sites, including RMIT Design Hub, Yarra Trams, Peppercorn Gardens, and the Chinese Museum. Josephine Ridge said: ‘Melbourne Festival at its hearts is a celebration of this city. With this Festival program,

we wanted to really explore the city and see it through different eyes to appreciate the depth of its creative history and how this is woven into the fabric of the urban landscape.’ Commencing Friday 11 October with Tanderrum, a Welcome to Country directed by Rachel Maza from Ilbijerri Theatre, plus a free concert featuring Archie Roach, and continuing for 17 days, program highlights include Gurrumul accompanied by an orchestra at the Sidney Myer Music Bowl, a dedicated Kids Weekend for children and families using spaces in and around Fed Square, featuring Melbourne’s Polyglot Theatre with Trailblazer and The Listies with Earworms.
In the film program, the Festival presents a John Landis Retrospective, with Landis himself in attendance to introduce many of the screenings. Spanning such cinematic touchstones as The Blues Brothers, An American Werewolf in London and Michael Jackson’s Thriller video, Landis’ entertaining films defined the feel of an era. The Crowd is an astounding concert by the Australian Chamber Orchestra, led by Artistic Director, Richard Tognetti, and featuring breath-taking footage by cinematographer Jon Frank. Musical prodigy Ben Walsh presents an exhilarating musical and cinematic celebration of a silent-era goddess –
the Australian-born star of Indian cinema known as Fearless Nadia.
In the contemporary music program, legendary song man Archie Roach performs a very special show Into the Bloodstream; New Jersey’s untouchable three piece, Yo La Tengo perform an exclusive Australian show in the acoustic rapture of Hamer Hall; and blind Malian husbandand-wife due Amadou & Mariam perform Eclipse at Melbourne Recital Centre, staged entirely in the dark. After a hugely successful debut in 2012, the Foxtel Festival Hub returns to the banks of the Yarra as a new, custom-designed bar, club and hub – a performance space and festive destination. The Hub music program features The Polyphonic Spree, part euphoric church choir, part Day-Glo rock supergroup, over three nights.

Hunter’s Kitchen and Bar on St Kilda Road just a couple of months ago can boast just that. The duo seems to have struck a winning formula with their latest venture, Hunter’s. The British restaurateurs and their hand-picked team of 10 pride themselves on their personalised service and attention to detail. “There is a great feel on St Kilda Road during the day and at night, but i felt there was an opportunity for something a little more,” Michael said.
We want it to be warm, inviting and we encourage people to get involved in their own experience.” Many locals have already discovered Hunter’s and it’s quickly becoming a favourite with coffee enthusiasts. The lime green La Mazorca coffee machine sits proudly in the entrance serving Campos coffee. “Coffee is one of our specialties,” Michael said. But if it’s more than a coffee you’re craving, there are a few standouts on the extensive menu which have become must-haves with those
who have already discovered this soon-to-be foodie’s favourite. “Our braised lamb cavelo nero, parsnip puree, spiced rock candy and fig jus receives a lot of praise. also the ‘Dude deluxe’, a Brioched wagu burger with bacon pickles, beetroot relish, gruyere cheese and shoestring fries has quickly become a lunchtime favourite. “We use amazing local produce and let the food do the talking rather than try to create complicated dishes,” Michael said. Head chef Trevor Howard offers daily specials capitalising on the freshest produce available on the day. The drinks list boasts a considered selection of local and regional wines, and australian and european boutique beers, perfect to enjoy in the relaxed outdoor courtyard in the coming summer months. Watercress, feta and watermelon salad 2tbsp sunflower seeds
500gms rindless watermelon cut into cubes
180gms Dodoni fetta cut into small cubes (or crumbled) 2-1/2 cups picked watercress sprigs
2 tbsp cold pressed virgin olive oil 1 tbsp lemon juice
2 tsp Chopped oregano (can substitute for 1 tsp greek dried oregano)
1 Heat a small frypan over high heat. add the sunflower seeds and, shaking the pan continuously, dry fry for 2 mins or until seeds are toasted and golden.

Whilst living in London, i worked for The ginger pig – a business that farmed their own pigs, cows and lambs in Yorkshire and sold them through their London shop and Borough Market stall. in 2009 i returned to Melbourne and landed a management role with the polkinghornes group, in albert park – another paddock-to plate-style boutique butcher. it was during the time spent with polkinghornes that i decided to channel all of my experience, and after six months of business planning, my first day of trading at CanningS was 18th July, 2010.
Master Stock with Caramelised Pork Belly 1 litre The Stock Merchant Free Range Master Stock
1 kg free range pork belly 300g brown sugar
10ml fish sauce
10ml lime juice
20g red shallots, finely sliced
30ml rice wine vinegar
1 in a large saucepan or stockpot, heat Master Stock and bring to the boil.
2 add pork belly and gently simmer for one hour. Remove and set aside to cool.
3 Soak shallots in brown vinegar.
in a deep-sided frying pan, heat brown sugar over medium heat and stir until caramelised.
4 add one cup Master Stock, fish sauce and lime juice. Return to heat until liquid is reduced and thickened.
20g handful fresh coriander leaves
10g long red chilli, deseeded and sliced
10g black sesame seeds
5 Cut cooked pork belly into slices and add to reduced Master Stock mixture.
6 Mix together the coriander leaves, shallots and chilli.
7 place slices of caramelised pork on plate, sprinkling sesame seeds and coriander leaf mixture over the top. Serve with steamed rice or noodles. iSSUe 51

The Melbourne Ring Festival Opera Australia and the City of Melbourne will present a festival of Ring-inspired arts events as part of the Melbourne Ring Cycle in November. The Melbourne Ring Festival will run from 16 November and will showcase an array of artistic endeavours inspired by Richard Wagner’s epic masterpiece.
The Melbourne Ring Festival will allow audiences to explore the Ring Cycle in greater depth through symposiums, talks, concerts and other activities. We can take the opportunity to discuss public transport needs with our friends and workmates and get rid of the idea that roads are free and public transport a loss. We have bus shelters without buses. We can look for opportunities to support public transport. We were fortunate to live in London and new York and for 9 years didn’t need a car. Before we left Melbourne we had 2 and decided on return to experiment with one – a prius. Only twice in the last year have we needed a second car, and simply opted for a short-term hire. it seems each day i open the newspaper to read a feature story about transport – road and rail links, fast trains, the car industry, carbon emissions and so on. are we planning for the future?

each weekday cycling enthusiasts make 81,500 trips to, from and within the City of Melbourne. St Kilda Road, one of Melbourne’s busiest thoroughfares, will soon be safer for cyclists and motorists with the construction of a 300-metre dedicated bicycle lane southbound from alexandra gardens through to the Floral Clock at Linlithgow avenue. One of the service lanes will be used to upgrade the existing 1.4 metre-wide bike lane to a 2.2 metre kerbside lane. There will be a 1-metre divide between cyclists and motorists, keeping cyclists safe from opening car doors. Work has already begun on the $330,000 project, part of the City of Melbourne’s Bicycle plan 2012-16, which will be completed in time for cyclists to take advantage of the warmer weather and better riding conditions. City of Melbourne’s Councillor Cathy Oke said St Kilda Road was one of Melbourne’s busiest routes, particularly as commuters made their way home, with 340 cyclists and almost 1000 vehicles travelling southbound in the afternoon peak. The route is used by about 270 cyclists and more than 850 vehicles during the morning peak. “anyone who has travelled along this stretch of road will know how hectic it can be. Cars and cyclists in particular travel incredibly close to each other,” Cr Oke said.
“By making our cycling network safer, we are not only protecting our cyclists but also giving new and possibly hesitant cyclists the confidence they need to ride through the city. Just over 13 per cent of vehicles entering the city in the morning peak are bicycles, and this figure will only continue to grow.” Under the bicycle plan, the council will work with VicRoads to design, build and upgrade routes on or adjacent to arterial roads. “Where road space permits, we are designing our bike lanes to separate cyclists from motorists in order to minimise the chances of this type of accident occurring,” Cr Oke said. Other key projects outlined in the bike plan include:
• a number of high priority on-road cycling routes, such as La Trobe Street, princes Bridge on Swanston Street, St Kilda Road, elizabeth, exhibition and Clarendon streets. • Other off-road routes that improve transitions from off-road to on-road paths and link precincts, such as the Yarra Trail through alexandra gardens and Queen Victoria gardens to St Kilda Road, Lorimer Street to Docklands and routes around Royal park.
• More bicycle parking and improved end-of-trip facilities. it is hoped that the improved cycling network will make cycling safer and increase participation in cycling.

What does he need to know before doing that? A: Coffee can certainly dull your smile over the years. The first thing to know about teeth whitening is to ensure you are getting it done by qualified dentists using high quality products. I advise a dental examination and clean prior to whitening. If you haven’t had a dental clean for a while, the whitening gel application is actually getting wasted on the accumulated plaque instead of the tooth enamel, which may compromise the final result. Whether there are any dental fluorosis or fillings in the smile area can also change teeth whitening results,
and a dental exam can predict some of these issues for you. You would then need to choose between take-home whitening and in-chair whitening. In a nutshell, the at-home procedure is done by applying the whitening gel in custom made aligners, and this gradually whitens teeth over time, depending on usage. In-chair whitening takes about an hour and is done by applying the whitening gel and light directly to teeth. Both these methods have their advantages, and this is best discussed with the dentist and the patient together. Simonds Homes is set to move to Podco’s 570 St Kilda Road in a deal which represents the largest lease for the precinct to date in 2013 and a landmark lease for the building.
Negotiated by Ben McKendry, Colliers International Director of Office Leasing, the six-year lease will see Simonds Homes consolidate from two offices on Albert Road into 3,117sq m on Levels 1, 3 and 4 at 570 St Kilda Road. Mr McKendry negotiated the deal directly with Simonds Homes on behalf of Podco, who purchased the building in a Colliers Internationalbrokered deal late last year. “Simonds Homes has taken exclusive naming and signage rights over the building, which has undergone significant

Crime & (Reformed) Punishment The string of appalling crimes recently committed by repeat offenders released early on parole has many of us wondering “Just how does the parole Board make such decisions?” in my view, far too many members of both the Board and the judiciary at large possess an overly optimistic assessment of human nature. as a result, too many lenient sentences are handed out, and an overly large proportion of these end early as well. Here’s what must happen to keep violent offenders locked up:

First, as a society we need to reassess the purpose of punishment. Historically, incarceration has three main purposes: (a) to exact retribution via the deprivation of liberty from those who have broken the law; (b) to protect law-abiding citizens by keeping known offenders behind bars; and (c) to rehabilitate prisoners in the hope they’ll learn the error of their ways. Unfortunately, Victoria’s parole Board has over the past decade attached far too much weight to rehabilitation, and not enough to retribution and, most importantly, protection of society. Rehabilitation of prisoners is a noble aim, but for serious offenders (eg those convicted of rape, arson or murder) it is probably a vain hope at best. although these is an old saying which suggests “There is some good
in everyone”, those who spend time with violent criminals know that the bad in them is both irredeemable and greatly outweighs any good. Despite this more bleak assessment of human nature, figures i have seen suggest that 80-90% of prisoners in all categories are still granted some form of parole. Whether such sentence reductions are designed to reduce overcrowding prisons i do not know. But what this generous application of parole suggests is that it is seen as a right rather than a privilege amongst the criminal fraternity. in order to keep repeat offenders off our streets, we need to make parole a genuine privilege rather than a right. as a result, the olive branch of early release from prison should only be granted to, say, the

best behaved 20-30% of offenders who can prove beyond a shadow of a doubt that they’re changed people. Just as we don’t give medals to every participant in the Olympics, nor do we grant all school students an ‘a’ for their exam results, we should therefore keep the majority of serious offenders in prison for the full term of their sentences. and once they’re out? as a society we also shouldn’t be afraid of closely monitoring such people’s behaviour via conventional and electronic means, eg via the use of tracking bracelets. protection of society should be the highest goal for our judicial system. This might sound rather obvious, but in Victoria over recent years i think it’s a truism that has been sadly forgotten.

Kyneton called Stockroom with his lovely partner Magali the mother of my 5 year old grand-son who i am besotted with. not forgetting teen-age Dwyana who takes after her mother and is quite the young beauty, funny 11 year old Maela who is extremely creative at play and gets into quite a lot of trouble. My daughter Maddison is my best friend and the light of my life. Stanhill Flats With its distinctive curves reminiscent of a 1930s cruise ship, Stanhill Flats was a very modern architectural contribution to the precinct when it was completed in 1950. Designed in the inter-war Functionalist style by renowned architect Frederick Romberg in 1942 (the project having been delayed by the war), Stanhill was constructed with reinforced concrete, plate glass and steel in a stepped design aording residents vistas over Albert Reserve, or across Albert Park Golf Course. The nine-storey block is considered the most impressive of his works.
The asymmetrical building is acknowledged as a feat of engineering skill, thanks to its stepped plan, elevation and sophisticated steel and glass detailing. The curved balcony balustrades and gleaming white exterior provide a heritage appearance, with the balconies designed to provide maximum privacy. Stanhill flats were an early, and highly successful, example of inner-city suburban high rise living.
