Welcome to the March edition of Dorset Business Focus. Finally the days are drawing out and the mornings and evenings are lighter, one of my favourite times of the year as we say goodbye to the darkness of Winter and welcome Spring. It’s hard to believe where the last year has gone. March 2020 saw Covid hit us like a sandstorm after seeing it begin to creep closer and closer towards us from the beginning of the year. As a Chamber, we initially responded by asking people to refrain from any contact at our events. I recall someone commenting on social media this was completely unnecessary; within a couple of weeks of this we took the huge step to cancel our events programme for April and May with a view to returning in June 2020. And within a couple of weeks of this we were advised that if you can work at home you should, and millions of workers across the UK moved from their offices to their dining room tables. One year on we have adapted unbelievably well and the office days of ‘old’ seem a long time ago and the general consensus is things will never return to the way they were. Our suits have been
hanging in the wardrobe for a year, our cars have been sat in our driveways and we’ve all become experts in video conferencing. Of course the impact of Covid has been absolutely devastating but there is no doubt it’s been a huge catalyst for change and life within the workplace will not return in the way it was. The next few months will see some relaxations as the vaccination programme continues, lockdown requirements are reduced and children begin to return to school. It will be fascinating to see how businesses return and we embrace the changes in approach we have learned through adapting to Covid. Dorset LEP makes new £1.5 million investment in Dorset Education Dorset Local Enterprise Partnership (LEP) is investing more than £1.5 million in vital equipment and facility upgrades at Weymouth College and Bournemouth and Poole College as part of its ongoing commitment to improving skills provision and supporting key business sectors across Dorset. Lorna Carver, Dorset LEP Director said: “This major skills investment is vital in supporting young people to achieve specialist qualifications in Dorset. Investing in skills our local businesses need is essential to economic recovery following the impact of COVID-19 and in alignment with the Local Industrial Strategy. Supporting further education is also a core component of our Dorset Skills Action Plan.” Minister for Regional Growth and Local Government, Luke Hall MP said: “It’s vital that we provide young people across the country with the skills, knowledge and experience they need to succeed. “A combined Local Growth and Getting Building Fund investment worth over £1.5 million will help to level-up opportunity in Dorset by improving the further education offering for its young people. “I’m delighted that two colleges in the region will see important equipment and facility upgrades, boosting student experience, opportunities for remote learning and improving accessibility.” more news online - www.dorsetchamber.co.uk/news
£250,000 has been provided via the Getting Building Fund to Weymouth College for a complete refurbishment of the college’s Higher Education Centre which will include improving facilities and equipment. By modernising, refurbishing and further developing the Higher Education Centre, the college will significantly improve student experience. In turn, this will promote this excellent college which aims to maximise quality of education and social mobility by encouraging students to study locally and move into local employment in this historically deprived area of Dorset. Nigel Evans, Weymouth College Chief Executive Officer, said: “We are delighted to have received this investment from Dorset LEP to refurbish our HE Centre. This is the first year of our BSc Hons in Professional Studies which provides further progression opportunities for our students, and as an HE cold-spot it is critical that our HE offer is strategically aligned with our core curriculum. Even during these challenging times, we have seen growth in our HE student numbers, and this centre will significantly enhance the student experience and continue to grow our provision.” £1.3 million of funding has been provided via the Local Growth Fund to Bournemouth and Poole College for two projects which will benefit over 10,000 students and 600 staff. The Workstations and Remote Access projects
include a major upgrade in IT equipment and the delivery of online teaching, to expand student and staff access to virtual workstations and applications which improve the standard of remote teaching. This tech upgrade will complement the delivery of digital learning and enable students to develop skills they will utilise in their future workplace. Improved virtual education will be useful for any students who may need to isolate due to COVID-19 and remote learning will also reduce the need for travel, making study more sustainable and affordable. Finally, the Bournemouth and Poole College Network Infrastructure project includes the replacement of ageing network equipment to improve network bandwidth and throughput used by students, apprentices and staff. Improvements will further expand wireless connectivity, enabling students and staff to use their own device in college. This upgrade will support the increasing use of digital resources at the Lansdowne, North Road and Fulcrum campuses and will also support the online delivery of teaching and learning for those onsite. Diane Grannell, Dorset LEP Board Member and Principal & Chief Executive of Bournemouth & Poole College concludes: “The recent pandemic has brought into sharp relief the importance of digital skills and digital infrastructure. We’re incredibly grateful to Dorset LEP for this investment, which will benefit our students and staff enormously. Not only will it support the continuation of education even during lockdown periods, but it will also enhance our ability to help our students develop the digital skills they need to thrive in tomorrow’s workforce.”

National Business Opportunity with HS2 for Dorset’s Businesses Dorset Chamber regularly brings regional, national and international business opportunities directly to our members. The latest event on 22 January saw companies from different sectors in Dorset connected to the £multi-billion HS2 project via a dedicated, online Supply Chain event. As the project moves into the construction phase, £12bn will be going into the supply chain with an estimated 400,000 contract opportunities. Andrew Stephenson, Minister of State at the Department for Transport and
Robin Lapish, Supply Chain Manager, HS2 Ltd. spoke at the event, which provided an overview of HS2, an update on its procurement programme, explaining what HS2 is looking for from its supply chain and how suppliers of all sizes can get ready to be part of Europe's largest infrastructure project. Andrew Stephenson MP, said: “HS2 may be an investment for the long-term to bring our biggest cities closer together and boost productivity, but it is creating jobs and opportunities right now, at a time we need it the most. With construction
now underway, the project and its supply chain is already supporting more than 13,000 jobs, including over 400 apprenticeships. “At peak construction, we’re expecting HS2 to support around 30,000 jobs, including up to 2,000 new apprenticeships. I am clear that the Government expects at least 95% of these to be won by UK based businesses, with around two thirds of those being SMEs. Dorset businesses could have a huge role to play here – and it’s not just construction and engineering expertise we need. And as the project grows, so will the breadth of skills and services it requires. HS2 is more than just a railway – it really is an opportunity for businesses across the board.” Robin Lapish added: “We expect HS2 Phase One will create 400,000 supply chain contract opportunities. I’m glad to say that we are already seeing first-hand the impact that opportunities to work on this railway is having on communities. Dorset already has businesses who have worked on HS2 but the truth is Dorset is currently under-represented in the HS2 supply chain and I want us to start putting this right.”

The President’s Column by Liz Willingham
Warning. As this is my last article as President, I am going to be self-indulgent! After 27 months in the role, in what has potentially been the Chamber’s most historic and memorable chapter, it is of course going to feel a wrench to stand down. I feel a part of the wonderful team and have the Chamber business very much under my skin. However, I am so pleased to pass on the baton with the business in great shape, with a bold, brave way of thinking. Its reputation is at its strongest and its memberfocus razor sharp. Now is the perfect time for a new set of eyes to take the Chair role and help steer it through what is going to be a challenging environment for a while yet. I felt privileged back in 2019, our 70th year, to be asked to do a second term. I felt like I was getting to grips with where I could add value and it made sense. Then the Pandemic struck, and the role changed in some ways – for me anyway. The sense of protective ownership, almost a maternal instinct to ensure its survival kicked in and I have felt fully immersed on many levels, supporting Ian on some sensitive and difficult decisions as we navigated the past 12 months. The traditional AGM is usually staged in December, but I was asked to stay in the role until a revised online version could be created which ticks all the important governance boxes. 25th March marks the date for the first ever online Dorset Chamber AGM! Subject to voting, I will hand over to Caron Khan which we believe is the first time ever the presidency has been passed from one woman to another. The vice president role will go to Chair of the Ambassadors, Tony Brown. I know both are hugely committed to seeing the Chamber thrive – they will do a fantastic job to help Ian and team steer the ship. I won’t be going far - as Past President I retain a position on the board and will continue my NED role on the British Chambers of Commerce board where I have an additional responsibility of Chair of the BCC’s Accreditation Committee. It’s also a busy time in my own business, Liz Lean PR, with lots of exciting new opportunities. With the launch of our new podcast, ‘It Runs in the Family’ I am enjoying being a podcast host maybe a little too much! Interviewing generations of family businesses in a wide range of sectors, it’s an eye opening, almost documentarystyle look into how businesses have survived sometimes hundreds of years and where the blurry lines of family and business cross. And my main Chamber ‘baby’ has only just started. I have raised my concerns surrounding stress in the workplace since my first day as president and I can confidently say that, on my last day, an initiative is well under way to help practically deal with this, specifically for business leaders. support out there for employers to ensure their teams’ wellbeing is managed. Rightly so. But my concern is also for the employers themselves. Especially at this time, with many having to go through redundancy processes or making critically difficult decisions for their businesses, I saw no obvious platform for support and felt that Dorset Chamber was the rightful place. So, with the help of Ouch Training, Ian and the team, Dorset Mind, Livewell Dorset, Caron, and many others, I am so proud to say that over a dozen amazing ‘Champions’ within the chamber membership have volunteered their time and are now trained as Mental Health First Aiders
courtesy of Ouch Training. The initiative, called ‘Got Your 6’ (or ‘GU6’), has been named after the term used by fighter pilots in WW2. A pilot would ask his wing man to ‘watch my 6’ – flying at the rear to protect his position in the sky. In other words, Dorset Chamber ‘has your back’ – our ‘Champions’ will be available to talk confidentially if you are struggling, with the knowledge to signpost to professional help or further support if a peer-to-peer chat isn’t enough. There is lots more about the initiative to share, so look out for dedicated articles, events, social media posts about GU6 to find out how you can get involved or how you engage with our ‘Champions’ if you need us. I am going to wrap up by thanking Ian, the team, and the membership for everyone’s support over the past two years. It has been a joy and I will take away many fond memories. Bournemouth & Poole College continue Premier League Kicks partnership Bournemouth & Poole College will continue to sponsor Premier League Kicks in the Poole region for the 2020/21 season, a project which offers free football and additional opportunities to over 1,000 young people locally a year. This marks the third year that the college are sponsoring the AFC Bournemouth Community Sports Trust’s popular project. Premier League Kicks encourages young people to get involved in playing sports in the evenings and at weekends, which sees them benefit from a healthier lifestyle, improved wellbeing and, most importantly, offers them a safe environment to enjoy themselves while having fun with friends. Cherries defender Chris Mepham is the ambassador from the project and during the partnership has been to a number of events in the region to support the young players.
You may have seen already that the college also sponsor the club’s ‘On This Day’ feature which highlights a well-remembered moment in the club’s history and features across the Cherries’ social channels. Amy Marks, partnerships manager at AFC Bournemouth, said: “We’re really pleased to have the support of Bournemouth & Poole College again this season, giving their backing to a project that benefits so many young people in our community. “The college does so much to enrich young lives in the area, so it’s a perfect fit to work with them as a part of Premier League Kicks in the

Building the future through Apprenticeships Apprenticeships are a fantastic opportunity for employers to share their years of industry knowledge and expertise with those just taking their first steps onto a career path. It’s a mutually beneficial way to impart skills and knowledge and benefit from fresh thinking. The BASE team at Bournemouth & Poole College are dedicated to helping organisations in a wide range of sectors to recruit new apprenticeship talent. We’ve caught up with Bournemouth and London based new business experts Street Agency about what it’s been like having an apprentice in their team. Street Agency help agencies attract and win work with the brands that need them. They also provide monthly webinars, podcasts and training sessions, and keep on top of the latest news, working with agencies to help them become recognised within a busy market. Finding the right apprentice Head of Agency Marketing, Michaela has been working closely with Digital Marketing apprentice Whitney to help her progress through her apprenticeship with the company. “We’re a fast-paced agency and we realised we needed some help to just get things done and push things forward. We wanted to hire someone that could learn from our team and their skills as well as someone that we could learn from”. Michaela and the team recruited their apprentice through Bournemouth & Poole College, which Michaela describes as rewarding with “a really simple recruitment process”. “They filtered through CVs for us with regards to our requirements, we then had interviews with the shortlist and made an offer. The College were there every step of the way, and are always at the end of the phone if we have any queries.”
We can all agree that it has been a difficult time for everyone looking for a job. Businesses have had to adapt to new ways of working and people job hunting, like Whitney, have had to find other routes into their career. “The College was great when it came to finding an apprenticeship. Which was helpful for me as when I was looking the world was dealing with the pandemic.” Adapting to online With the past year forcing those able to work from home, it means that Whitney and Michaela have had to move their work online. It’s now not uncommon for new members of staff to have their first day from the comfort of their own home! Michaela explains that they have only “worked together in the office a handful of times, as the majority of the time we’ve been at home having Teams calls. “Obviously with any new member of staff you need to support them, so you need to dedicate time to them. We have a catch up every morning at 9 to talk about what was achieved the day before and what the tasks are for the day and if there are any blockers. It’s important to check in and be available throughout the day if they have any questions as things crop up.” Just like hiring a new member of staff, it’s important to have things in place for their first day. But what about an apprentice’s first day? Michaela has explained how she prepared for Whitney to start with Street Agency, having taken apprentices on before. “I put together some tasks for the first week so I could get an idea of the work the apprentice could produce. I arranged meetings to speak with the rest
of the team, to help get an understanding of the business and how we operate, as well as calls with external people such as our web team, podcast company and our social media management platform.” Apprenticeship best bits! Michaela says the most rewarding part for her is seeing how the apprentice can develop throughout their 18 months. “Apprentices are hard working as not only do they work with you and have a college day out each week, they also have to fit around their assignments and reading during the rest of the week. Apprentices are very quick learners and strive to do their best, so it’s really rewarding to watch and help with their progress.” But what about Whitney? Speaking to the Dorset Business Focus Magazine Craig said: “I spent my first official year in between the usual business events doing various challenges to raise money for Weldmar Hospice one of our members. The gym 5 days a week was particularly punishing considering I really hadn’t done any exercise for 20 years. I managed a couple of 5k’s a 10k endurance mud fest at Bovington and I even fire walked. We have a strong voluntary committee and a contracted membership committee that helped to run things so it meant I could have 26
some fun, if you can call it that. “As I entered my second year (we have made it the case now that if you take on the role you do two years to create consistency in leadership) Covid really took hold and we were locked down and most people know the rest. Except it is worth saying that what could’ve happened with a voluntary organisation such as ours, it could easily have gone into mothballs as a lot of other things did when people really didn’t know what was happening. “With the WPCC during the last year the opposite has been apparent. We’ve adapted, we’ve consistently helped business from the get go even before things were changing. Our affiliation with Dorset Chamber kept us strong and gave us the ability to provide support to those businesses who need it either as a blanket or on a one to one basis. We’ve been

there. We’ve opened membership at no cost so that all businesses can join. We created a Chamber Club Card which was designed to get businesses trading with each other. We produced videos of small businesses to show they were safe and encourage shopping post Lock down. We’ve been involved in recovery and future planning in our area. We’ve communicated through every digital platform that we could, Social Media, Websites, Newsletters. “The most important thing for any business during the last year has been for us to keep communications going and stand together and empathise with our members. Lifestyle relocation and desire for more space leads to surge in Dorset property sales Lifestyle relocation and the desire for more space has led to a surge in activity in Dorset’s housing market, with more than twice as many sales over £1m in 2020 compared to the previous year. According to Savills research using data from TwentyCI, Dorset saw a 49% increase in sales agreed across the whole market since 1st June 2020 compared to 2019. Above £1m, the figure increases to 136%. The residential sales team at Savills Wimborne saw buyer registrations increase by 84% last year compared to 2019, with viewing numbers up 108% and 62% more sales agreed, with 53% of properties attracting multiple offers. Almost a third (28%) of buyers were upsizing from within the area, while half (49%) were relocating to the county, with 19% of buyers coming from London and a further 16% from Hampshire and Surrey. Ashley Rawlings, head of residential sales at Savills Wimborne, said: “Against all expectations, 2020 was an exceptionally busy year. The pandemic encouraged people to think more about where they live and the attributes they most value in a home and there has been clear demand from buyers, particularly in the family market. “Lifestyle relocation remains a big theme
as people continue to reassess their work-life balance. Those with future plans to move to the county, or to move back to where they themselves grew up, have made the decision to do so earlier, making the most of being able to work from home and commute less frequently. “Now more than ever, buyers want somewhere with greater space, a large garden, easy access to the countryside and excellent schools. The Dorset area of course has this in abundance, with property representing good value for money when compared to London. As a result, we have seen strong activity across the board. “This strong demand from buyers is still very much in evidence this year, though there is a clear shortage of stock following the large volume of sales agreed in 2020.” The surge in market activity has supported prices and delivered some unexpected gains but it hasn’t resulted in runaway price growth. The wider south of England region, which includes Dorset, saw an increase of 4.6% last year, with the coastal market and country houses

Lucian Cook, Savills head of residential research, says: “Our expectation is that this further lockdown will make people more aware of the limitations of their existing home and increase their commitment to moving, likely leading to pent up demand as seen after the first national lockdown early in 2020. At the same time, however, the pool of those able to act on their desire to move will shrink so buyers and sellers will need to continue to remain pragmatic around pricing. We’d expect sustained activity from those with secure household finances, which will help sustain activity levels in the prime market, but lenders are likely to become more risk averse which will make it harder for those requiring high levels of borrowing. “The desire to beat the stamp duty deadline will help sustain activity in the first quarter of 2021, but it’s probably going to be harder to meet the 31 March deadline. The end of the stamp duty holiday will coincide with rising unemployment as the furlough scheme comes to an end, and this further lockdown may mean a deeper lull in activity mid-year but a stronger bounceback as the vaccine rollout progresses. “Covid-19 will have a longer tail in the form of higher taxation. Go west to take unaccompanied freight by sea, says Brittany Ferries A growing number of haulage companies are shipping goods using unaccompanied trailers. Brittany Ferries says demand is rising, and the ports it serves on the western Channel in France and the UK are best set-up to receive these driverless loads. “Things like negative Covid tests for drivers are certainly helping drive the trend for unaccompanied loads,” commented Simon Wagstaff Brittany Ferries freight director. “However, there are other financial benefits in going driverless. We know of one large haulage operation in Ireland, for example, that has organised reciprocal arrangements with another in Spain, dropping off and picking up trailers for each other. That’s a cost-effective way of doing business.” All ferry companies have reported reduced freight volumes in January as a consequence of Brexit fears and stockpiling by companies. However, while volumes are low, Brittany Ferries says the proportion of unaccompanied units is already much higher than in previous years. Galicia is Brittany Ferries’ newest Ro-Pax vessel, operating between Santander in Spain and Portsmouth. Since sailings began in early December, around 40 per cent of Galicia’s freight has been unaccompanied trailers. Further evidence comes from the workhorse
of the Brittany Ferries fleet, Pelican. This freight-only ship has been operating since 2016, connecting Bilbao with Poole. Designed primarily for unaccompanied trailers, Pelican’s fill rates have risen so significantly that it is now the best performing freight ship in the Brittany Ferries fleet. “Of course, Pelican is an extremely versatile vessel which can take out-of-gauge shipments as well as unaccompanied units,” Simon Wagstaff adds. “It’s this flexibility in our fleet, combined with our ability to accommodate unaccompanied loads throughout our extensive route network, that makes Brittany Ferries an attractive prospect for the year ahead. We are pleased too that freight is flowing well through our ports, without the queues that some forecast at the start of the year.” Brittany Ferries began as a freight-only operation in 1973. The first ship Kerisnel, was a converted Israeli tank-carrier. It had been chartered by French farmers to carry produce like cauliflowers and artichokes to the UK, a market that opened with the country’s entry into the EEC. However, the company quickly adapted. It turned to carrying passenger traffic (as well as freight) when it became clear the biggest export market was for British holiday makers visiting Brittany and then Normandy.

£260k Cashback for Software Business
At a time when Cash is King, a cash injection of this magnitude can be a matter of survival for a business. A frequently misunderstood government funding mechanism is available for businesses that have been innovative, potentially in any industry. One sector that often falls short of maximised claim benefit is the Digital sector. Rob Sowden, innovation tax incentives specialist at Business Cash Enabler reports a case study where a business benefited greatly: “Just two years after I met the managing director of this business for the first time, they have benefited from £260k cashback under the HMRC Research & Development (R&D) tax credits scheme. This was an incredible cash boost for the business that develops secure
web-based apps running on mobile devices. Many businesses and their advisors haven’t associated the R&D tax credits scheme with software development, however, innovation including writing APIs, algorithms, coding, Big Data analytics and app development, can all potentially meet the scheme criteria. Apart from costs incurred via payroll, this business also incurs costs from offshore developers. They still qualified for a rebate of a proportion of these costs because the costs were incurred by the UK registered entity. On the cautionary side, there is a risk that if a business tries to self-claim or via their accountant, without a specialist advisor, they may claim for work that is ineligible, such as out-of-the-box solutions or well known development techniques.

There is the potential that HMRC could subsequently claw back any benefit paid. “A trading company that carries out any form of unique innovation may qualify for a year-on-year cashback from HMRC under this very generous scheme. A company can claim back two accounting periods, or must have at least their first set of trading accounts, if it is an eligible startup. A business does not have to be profitable to get this tax credit or cashback, in fact a loss-making company may obtain an enhanced cashback, up to 33% of qualifying costs incurred can be rebated. Some businesses have claimed and received small amounts, maybe £10k or £15k, which may be much less than they are entitled to. What catches many businesses
out is that they believe this claim opportunity is an accountancy work-stream, whereas it is really about technology. The claims management service I introduced this business to required a specialist software analyst to identify all of the qualifying activities permitted within the government’s scheme rules. No Jab, No Job? Last month, a London plumbing company who employ around 400 people, announced that they were seeking legal advice (not from View HR!) regarding the possibility of re-drafting employment contracts to require employees to have a Covid-19 vaccine if available, which soon became known as a “no jab, no job” policy. This is not the first time that the company has found itself in the media spotlight due to their employment practices; in August last year, Chief Executive Charlie Mullins criticised employees reluctant to return from furlough leave (although some employees may have very valid reasons, which we will cover in an upcoming blog), and prior to that they faced a longrunning case regarding worker status, which was resolved by the Supreme Court in 2018. Mr Mullins has stated that if the jab became available privately, he would be happy to pay for employees to receive it, and the Pimlico Plumbers website asks: “What is the difference between a vaccination against a virus that can kill and a hard hat on a building site that may prevent death from a heavy object falling on a worker’s head?” If an employee fails to follow a reasonable management instruction, such as following health and safety procedures, this may be considered to be insubordination and potential gross misconduct (depending on circumstances), and so is the Pimlico Plumbers approach one that more employers should consider? The situation is not so simple. Employers need to take into account that there are some groups for whom the vaccine may not be suitable. These include: • Pregnant employees – gov.uk states that: “The vaccines have not yet been tested in pregnancy, so until more information is available, those who are pregnant should not routinely have this vaccine.” • Employees with certain allergies – the current medical advice is that people who have had an allergic reaction to the first dose of a particular Covid vaccine, or who previously had reactions to any of its components, should not receive it. • In some cases, individuals taking other medications will need to have satisfactory test results to have the Covid vaccine administered. By refusing to offer work to somebody who has not had a jab as the result of one of the above, employers may risk falling foul of the Equality Act 2010, by indirectly discriminating against somebody as a result of pregnancy or a disability. There may also be situations where individuals who refuse the vaccine are protected under the Equality Act on the basis of their religion or philosophical belief, however, this is a complex area and Personnel Today note that: “Anti-vaxxers subscribing to the myriad of conspiracy theories doing the rounds are unlikely to be protected because they have to show that their beliefs are worthy of respect in a democratic society.”

As such, as the vaccine becomes more widely available, it is appropriate for employers to: • Encourage staff to be vaccinated; • Share information from reliable sources to challenge myths and reluctance; • Seek to understand concerns and support employees, e.g. by being flexible to enable them to attend vaccination appointments; • Ensure relevant measures are in place to protect employee health and safety, to include for people who have a valid reason for not being vaccinated; • Carefully consider potential disciplinary action on a case-by-case basis. However, a blanked “no jab, no job” policy may be problematic. What’s New This month in International Trade If you own a UK company and need to trade to the EU, you could be going through some difficulties with the new rules since the Brexit transition ended. Even big companies such as John Lewis and Marks and Spencer are suspending certain services to the EU due to problems with customs and some EU customers have been hit with charges when buying from the UK.
Invoicing Specific origin wording should be shown on invoices. This is essential for your business because the origin statement (along with HS code information) determines the amount of duties and taxes you’ll have to pay for all your imports into the UK or exports to the EU.
So, here’s a guide that will tell you everything you need to know about how to go about importing and exporting goods in and out of the UK. 1. Obtain an EORI (Economic Operators Registration and Identification) number. 2. Check what import licences or certificates you may need depending on the goods exported such as food, livestock, products etc. 3. Decide whether you will be responsible for your own declarations or whether you will use a Customs Intermediary (CI) to complete the declarations for you 4. If you do decide to complete the declarations yourself then you will have to train a member of staff on how to complete the declarations and will probably need to purchase specialist software as well. The business will need to register to use the National Export System (NES). An export declaration must be completed before export, using NES which provides a unique reference number (URN). You will also need to apply for a CHIEF Badge. CHIEF stands for Customs Handling of Import and Export Freight and is the computerised entry processing system. This will be replaced with a new system, the Customs Declaration Service (CDS), within the next two years. 5. Exporting procedures - these depend on the various processes which are outlined below: 6. Standard Export procedures: the export declaration URN is required to allow the goods to cross the border. The business must make sure that the EU importer has done everything needed, including having an EU EORI, with the right licences and certificates and completing a correct import declaration. 7. Transit: this can be used when goods are moving across several territories or if the business wants to complete customs procedures away from the border. The business or the CI can apply for 'authorised consignor' status, which allows the goods to start movement (and move in to Transit) from an authorised location belonging to the CI or business and not the designated Office of Departure (OD). 8. If completing its own declarations, the business needs to register for the New Computerised Transit System (NCTS). A guarantee must be provided before the movement of goods can start which should be arranged with a bank or financial institution and must be authorised by HMRC. Before export, as well as an export declaration, a Transit declaration must be completed on NCTS. This provides another URN.
Your invoice should clearly state: • The origin of each product (please refer to the www.gov.uk website for detailed guidance on the rules of origin) • A statement at the bottom of your invoice which reads: The exporter of the products covered by this document (insert EORI No.) declares that, except where otherwise clearly indicated, these products are of (insert) preferential origin. …………………………………............(Insert place and date) …………………………………........... (Insert name of the exporter) Where your invoice covers a mix of goods of UK, EU or other third country origins, the statement will apply only to the UK/EU origin goods. If your invoice contains no goods of UK or EU origin, the statement can be omitted. It is the responsibility of your business to ensure invoices contain all necessary detail to ensure accurate and timely export and import declarations can be made and to avoid unnecessary duties and taxes to your business or your customers.
VAT With Brexit, VAT procedures have changed considerably, so make sure your accountants are fully up to date with the new procedures. Businesses that import goods would normally have to pay import VAT on arrival before those goods can be released from the port. However, HMRC has agreed that this import VAT can be paid as part of the normal quarterly VAT return under the Postponed VAT Accounting (PVA) system. The importer doesn’t have to use PVA, but it helps with cash flow if they do. To receive statements from HMRC on the amount of import VAT that has been postponed, and which needs to be reported on the VAT return, the trader also needs to register for the Customs Declaration Service (CDS). Goods leaving the UK for the EU were called 'removals' but will now be called 'exports'. If certain conditions are met, the export of goods can be zero-rated for VAT purposes but records must be kept in order to prove this. The conditions are: • Official or commercial evidence (for example from a customs system or certificates of shipment) to prove the entitlement to zero-rating. • The goods must be exported from the UK (and evidence obtained) within either three or six months depending on what types of goods are exported. If the conditions are not met, or there is not sufficient evidence, then the supply will be treated as standard rated. Zero-rated supplies must still be accounted for even though there is no VAT liability. There will no longer be any requirement to adhere to distance selling regulations and there will no longer be a requirement to verify the VAT status of the recipient. If you’re importing goods from the UK to the EU and delivering on duty paid (DDP) terms, then local EU VAT advice must be sought. for Hauliers Exporting goods from the EU through Ro Ro Ports: I am a GB haulier – what do I need to know about the documents I need to carry or present when transporting goods out of the EU into GB?
At the EU Border the haulier should have one or more of the following: • An Export Accompanying Document (EAD) which has a Movement Reference Number (MRN) generated – this may also contain the data for the safety and security declaration. • For transit movements a Transit Accompanying Document (TAD) that has been activated in the NCTS system to provide a Movement Reference Number (MRN) - for transit, the paper document (including a list of items) must accompany the consignment(s). • If there is no customs declaration with the safety and security data included, there is a requirement to confirm that a separate Exit Summary Declaration has been lodged into the Member State Export Control System (ECS). For some goods, for example goods below a certain value, no EAD is required but it might still be needed to enter the EU ferry terminal and may lead to more problems at the border than completing an EAD. The more automated the terminal the more likely that will be. Other Certificates and Licences: It is best practice for the driver to have hard copies of any certificates or licences required for the goods being imported to the EU, e.g. an original / wet signed Export Health Certificate. The haulier should check for additional entry requirements that may be required for the EU member state, e.g. a COVID-19 test from the past 72 hours to enter France. Unaccompanied Freight For unaccompanied freight where the goods are handed from one transporter to another, the MRN and any unique consignment or transport reference numbers must be shared. The carrier (ferry operator) notifies the customs office about the exit of the goods unless that information has been provided through a port or transport community system. GB traders and GB hauliers may require EU Economic Operator’s Registration and Identification (EORI) numbers. Why?

to act as a carrier who is connected to the customs system and wishes to receive any of the notifications provided for in the customs legislation regarding the lodging or amendment of an Entry Summary declaration.
When can I apply for an EU EORI number? The European Commission has recently published guidance: “Customs authorities of the Member States should accept requests already before the end of the transition period and assign to them EORI numbers with the date following the date of the end of the transition period or thereafter as the ‘start day of EORI number’, according to the requests of the persons concerned.” Applications from GB businesses for an EU EORI number can be submitted in advance of 1 Jan 2021 to some Member States. The EU EORI number will be assigned – where their IT systems allow – the pre-allocation of that number before the end of the transition period. However pre-allocated EORI numbers will not be activated until the day following the date of the end of the transition period or the “start day of the EORI number” if a later date is requested. However, some Member States’ IT systems are unable to pre-allocate EU EORI numbers to GB traders and hauliers, but they are able to accept applications in advance and will officially allocate the EORI number on the day of the end of the transition period. A GB business can apply for an EORI number from customs authorities across the EU. Advantages if the UK Joins Pacific Free Trade Deal Area CPTPP Joining the CPTPP would deepen the UK’s access to fast-growing markets and major economies, including Mexico, Malaysia and Vietnam, for the benefit of UK business. Joining the £9 trillion partnership will cut tariffs for UK industries including food and drink, and cars, while also creating new opportunities for modern industries like tech and services, ultimately supporting and creating high-value jobs across the UK. Unlike EU membership, joining does not require the UK to cede control over our laws, borders, or money. UK trade with the group was worth £111 billion in 2019, growing by 8% a year since 2016. Benefits that CPTPP membership will bring for businesses include: Modern digital trade rules that allow data to flow freely between members, remove unnecessary barriers for businesses, and protect commercial source code and encryption. Eliminating tariffs quicker on UK exports including whisky (down from 165% to 0% in Malaysia) and cars (reducing to 0% in Canada by 2022, two years earlier than through the UK-Canada trade deal). Rules of Origin that allow content from any country within CPTPP to count as ‘originating’. For example, this would mean that cars made in the UK could use more Japanese-originating car parts, such as batteries. Easier travel for business people between CPTPP countries, such as the potential for faster and cheaper visas.
A GB exporter / GB haulier who is not established in the customs territory of the Union may need an EU EORI in the following circumstances: • to lodge a customs declaration in the customs territory of the EU • to submit an EU Entry Summary declaration into that Member State’s Import Control System (ICS) • to lodge a temporary storage declaration in the customs territory of the EU • to act as a carrier for the purposes of transport by sea, inland waterway or air more news online - www.dorsetchamber.co.uk/news

New ‘GU6’ Initiative to Support Dorset’s Business Leaders Launches Dorset Chamber is proud to announce the launch of a new initiative to help build the resilience of business leaders in what is potentially the most challenging business climate of our time. The project has been named ‘Got your 6’ (or GU6) after the term originating from WW2, where fighter pilots of the US Navy or Air Force would watch the ‘backs’ of fellow pilots in formation at the vulnerable rear ‘six o’clock’ position. Dorset Chamber ‘has the backs’ of our business leaders hence the initiative will offer personal and confidential support to employers who may be finding stress levels too much to cope with. Liz Willingham, who has championed mental health throughout her time as Dorset Chamber President, has taken the lead on the project. It is supported by OuchTT, which has donated free MHFA (mental health first aid) online training, Dorset Mind who is providing Peer Support Skills Training, and Livewell Dorset. Business leaders from the Chamber board and ambassadors and across the membership have come forward to volunteer their time to the initiative and take up the training so they can confidently be at the end of the line to help their peers who need someone to talk to. Our GU6 Champions understand the pressures of running a business, that making difficult decisions which may affect others has significant stress associated with it. They will be able to offer crucial peer support to fellow members, as well as signpost to further help where needed. Liz said: “The WW2 clock reference in Got Your 6 is a good analogy as we know many are in the so-called ‘3am Club’ where businesspeople lie awake worrying about their businesses at all hours of the night. Our aim is to support business leaders in the Chamber network (and potentially beyond) with a neutral, non-commercially driven, confidential non-judgmental hub where they can talk and share anxieties to help them feel some relief, clarity and control over issues that may be affecting them. Networking matters – A chain reaction Winning business through referral of existing or previous clients, or through your network of business connections (LinkedIn or networking groups) is in our opinion simply the best way according to Dorset based software company Chittak. What Does 2021 Hold for Weymouth?
I’ve been a small business owner in Weymouth since 2018. During that time, I’ve seen this fine little town begin to find its feet and shake off its ‘forgotten’ reputation. Investments in the Peninsula Development, some excellent work by the Visit Dorset team in promoting its charms, and a surge in interest in local property has led to a resurgence in the town’s fortunes. But what does 2021 and a post-COVID world hold for Weymouth? Well, I believe this could be a great year for Weymouth and here’s why… (Yet Another) Tourism Boom 2020 saw another surge in the number of tourists visiting Dorset. Despite the lockdown (which attracted some unwelcome visitors) when freedom of movement was restored business boomed. All manner of tourist businesses saw a surge in custom as good weather and a desire to be beside the seaside drove people to Weymouth’s shores. 2021 is already looking like it could be even better. The BBC recently reported that UK holiday bookings have surged thanks to concerns over self-isolation following foreign trips, visa hassles now we’ve left the EU and hopes that we’ll see (yet another) glorious summer. In 2020 Weymouth was named the 8th most popular UK holiday destination. In 2022 I wouldn’t be at all surprised to read that Weymouth’s fortunes had risen further. A (Continuing) Property Boom Property prices in Weymouth have been on a rollercoaster over the past few years. 2019 saw prices fall by 11% (they were hit hard by a fall in second home sales) only for them to rise by 5.3% in 2020. I’m confident that 2021 will see further increases. Prices rose by ¼% in January despite lockdown blighted activity levels and once this has been lifted, we’ll see more people clambering to get on Weymouth’s property ladder. The decision by businesses to move employees to remote working full-time allowed millions to seek homes in the country and by the coast. Weymouth, with its relatively good value properties – a detached home is around 15% cheaper than in Bournemouth – improving local amenities and charm is proving an attractive draw to many young people. Weymouth Business Growth Young people. Traditionally this isn’t a demographic that you associate with Weymouth. In 2011 the census revealed that the average age of the town’s residents to be 44 – 10% higher than the rest of the UK. The lure of the town as a second home destination has attracted an older generation while young people, faced with rising house prices and limited, seasonal working opportunities have moved away. The rising tide of ex-city dwellers looking for ‘the lifestyle’ is likely to reverse this trend. For me, COVID is one of those crises that re-shapes society. As World War One ushered in the modern industrial age and the invention of the silicon chip in 1961 opened the door to the digital age, so the pandemic will usher in another huge societal development. For Weymouth this could be the best thing to happen to the town for decades. Given the relative affordability of the property and the glorious surroundings, we could find Weymouth becoming a new Brighton: a home to a new generation of tech savvy, creative sparks who could breathe new life into the town, bringing economic prosperity and lead us into a new age. This, and the continuing boom in tourism, bodes well for a reinvented, younger, cooler, and more prosperous Weymouth. Weymouth: A Great Year In Store? While I’m known for being an optimist (you have to be if you’re going to be a Bournemouth fan!) I can see an exciting year ahead for Weymouth. £260k Cash Injection for Software Business At a time when Cash is King, a cash injection of this magnitude can be a matter of survival for a business. A frequently misunderstood government funding mechanism is available for businesses that have been innovative, potentially in any industry. One sector that often falls short of maximised claim benefit is the Digital sector. Rob Sowden, innovation tax incentives specialist at Business Cash Enabler reports a case study where a business benefited greatly: “Just two years after I met the managing director of this business for the first time, they have benefited from £260k cashback under the HMRC Research & Development (R&D) tax credits scheme. This was an incredible cash boost for the business that develops secure web-based apps running on mobile devices. Many businesses and their advisors haven’t associated the R&D tax credits scheme with software development, however, innovation including writing APIs, algorithms, coding, Big Data analytics and app development, can all potentially meet the scheme criteria. Apart from costs incurred via payroll, this business also incurs costs from offshore developers. They still qualified for a rebate of a proportion of these costs because the costs were incurred by the UK registered entity. On the cautionary side, there is a risk that if a business tries to self-claim or via their accountant, without a specialist advisor, they may claim for work that is ineligible, such as out-of-the-box solutions or well known development techniques. There is the potential that HMRC could subsequently claw back any benefit paid. “A trading company that carries out any form of unique innovation may qualify for a year-on-year cashback from HMRC under this very generous scheme. A company can claim back two accounting periods, or must have at least their first set of trading accounts, if it is an eligible startup. A business does not have to be profitable to get this tax credit or cashback, in fact a loss-making company may obtain an enhanced cashback, up to 33% of qualifying costs incurred can be rebated. Some businesses have claimed and received small amounts, maybe £10k or £15k, which may be much less than they are entitled to. What catches many businesses out is that they believe this claim opportunity is an accountancy work-stream, whereas it is really about technology. The claims management service I introduced this business to required a specialist software analyst to identify all of the qualifying activities permitted within the government’s scheme rules. HMRC have remained operational throughout the pandemic to process claims, usually paid out around 45 days from a claim being filed.” Business Cash Enabler provides a free service to businesses to check eligibility for innovation tax incentives. Eaton signs agreement to acquire Cobham Mission Systems Leading manufacturer of air-to-air refuelling systems, environmental systems, and actuation primarily for defence markets, Cobham Mission Systems has announced the acquisition to power management company, Eaton. Another month in lockdown means it’s another (not) DRIVEN this month. We have all been told that electric cars are our future and as such can’t ignore them. Although Volvo has had hybrid models for some time this is the companies first full electric car. The XC40 Recharge Pure Electric P8 is the first of several fully electric Volvos to come and Volvo Cars Poole have taken delivery of their first model. As a fully electric version of the best-selling XC40 SUV, the first Volvo to win the prestigious European Car of the Year award, the XC40 Recharge P8 is based on an advanced vehicle platform codeveloped within the Geely Group. It features all-wheel-drive and a projected range of more than 249 miles (WLTP) on a single charge. and output of 408hp. The battery
can charge to 80 per cent of its capacity in approximately 40 minutes on a fast-charger system. There is a new, Androidpowered infotainment system that offers customers unprecedented personalisation, improved levels of intuitiveness and embedded Google technology and services, such as the Google Assistant, Google Maps and the Google Play Store. Where will recruitment go from here?
As a fledgling recruitment business, we are examining the way we work, talking to our clients and focusing on how recruitment might change postpandemic? What things have we learnt from this incredibly difficult time in our lives, does virtual work or are we all craving to return to the face to face human approach of interviewing? How can we improve our service for the future and provide our clients and candidates with the best recruitment offering in this new virtual world? For ourselves, as with many other companies, the vast majority of our interviews for the past year have been online. After mastering the art of the Zoom/Teams/ Skype/WhatsApp etc. we have been meeting candidates virtually to prepare, pre-interview and brief before an interview with clients. For the first time, it has sparked recruiters and hiring managers to create completely virtual end-to-end recruiting strategies. Many recruiters are embracing the cost and time-saving benefits of this, however, there are some challenges. Businesses will need to refine the virtual process and, as they master the technology, also make sure to add the human touch back into virtual recruiting. They need to examine how they offer the ‘look and ‘feel’ of their business and culture to a candidate who they really want to work for them. This not only saves time and cost for the client and recruiter but also the candidate. If you have a think, I could have ten to twelve candidate briefings in one day for two or three roles I am working on at any one time. By the time the candidates travel to the office, has the meeting and returns home they could have spent over two hours doing so. This means that some candidates who may already be working full-time roles who are looking for a new role, will be more willing to register interest as they are aware that the virtual process may be less time-consuming. Recruiting teams have been stretched and re-drawn in recent months and that’s likely to continue. From working with hiring slow-downs (or in some industries such as supermarkets/healthcare or online retailers, massive spikes), to dealing with ever-shifting client priorities, recruiters will have to adapt to keep afloat. Instant meetings with customers ‘lets hop onto Zoom’ is the new norm, being ready to build relationships faster that also offer more accessibility are key. The video call will eventually phase out the telephone call as we all become more adept online. This accessibility to meet instantly as if we are on Star Trek I am sure will develop over the years but there is no denying that the Pandemic has escalated the speed of this use of technology. I am sure that many more of us ‘facetime’ relatives currently rather than call. There is something more reassuring about seeing a loved ones face when you cannot see them in person? In my opinion, it is finding a balance of both virtual and in-person recruitment, nothing will replace that handshake, kiss on two cheeks or hug, it always ‘seals the deal’ somehow? Despite this, I think we can all agree that recruitment has seen some major change in the past year and some aspects of this are here to stay for the foreseeable, if not for the long-term. www.oyster-recruitment.co.uk
Bournemouth 7s Festival sets sights on August The Bournemouth 7s Festival team have announced that the fourteenth edition of the multi-award-winning sport and music festival will take place over the August Bank Holiday weekend (Fri 27th – Sun 29th August 2021). Bournemouth 7s, founded by Roger and Fleur Woodall in 2008, welcomes some 30,000 festival guests and 400 sports teams to the 65 acres of Chapel Gate in Christchurch for a weekend full of sport, music and live entertainment. The festival, which normally takes place on the Spring Bank Holiday, was rescheduled as part of the team’s ongoing response to the Covid-19 pandemic. With the rapid rollout of the UK vaccination programme, there is increasing hope that large scale events will be able to take place towards the end of Summer 2021. Festival owner, Roger Woodall, was delighted to see some positive news on the horizon: “We have been blown away by the positive response to our new August dates and, in fact, all of the support we have received over the past 12 months. Over 80% of our amazing fans retained their tickets whilst our contractors, suppliers and partners have all been incredibly supportive.” Bournemouth 7s, which is headquartered in Poole is planned and delivered by a small team of 6 people who are responsible for all elements of the festival from sales and marketing to event operations, safety planning and entertainment programming. After a challenging year which saw the thirteenth festival cancelled, the team have been working hard on a host of contingency measures to hopefully enable the festival to take place. This process involves a host of work with multi-agency partners including the county’s public health team. This frequent engagement process, headed by Bournemouth 7s Managing Director, Craig Mathie, is a long-standing component of the festival’s management process and contributes significantly to the festival’s professional reputation across the County. Mathie, who also chairs the recently formed South Coast Events Forum, is proud of the work the team have accomplished in a difficult year: “The pandemic has had a seismic impact on the events industry with almost the entire industry closing down for over a year. Through that time, we have re-organised the festival dates on 3 occasions which has taken a lot of work from an incredibly talented team. We cannot wait to bring back the festival for our loyal fans and the 1200 people who are employed as part of our operation each year. This is feeding into a greater resolution to start cycling or walking to work in the future, rather than taking the car. This is good news for business leaders - a fitter workforce means a more productive workforce, with regular exercise a well-known ‘stress-buster’. But despite a clear wish to change to a more active commute, people are still reticent about taking the next step, citing road safety as a leading concern. However, thanks to the Transforming Cities Fund (TCF), a Central Government funded joint initiative from BCP and Dorset councils, this position will soon be changing. The TCF programme proposes six new sustainable transport routes giving 78km of dedicated cycling and walking facilities, plus bus infrastructure improvements including new shelters and reduced journey times.
