Hello and a warm welcome to the August edition of Dorset Business Focus, Dorset’s only monthly business publication. As I write this introduction, I am in my second day of self-isolation following my recent return from Spain, the requirement to self-isolate being introduced whilst my wife and I were away. Whilst not being ideal I am fortunate in so much that I can work from home quite easily. However, this isn’t the case for many and we will all have read numerous articles and debates over this controversial decision. It’s also been severely felt in Spain and people I spoke to who in the hospitality industry, including the owners of the small restaurant by our villa, are devastated at the Government advice that we should only travel to Spain if absolutely essential and the long-term impact on their business. We will also have been reading about concerns of a second spike and local areas having to go back in to a lock-down type situation. There is no doubt the threat of a second spike is real and this is obviously a huge concern given the impact of COVID 19 on our economy to date. It’s vital we continue to take every step and precaution in protecting our staff and our customers whilst seeking to back to go work and some form of normality. We’ve seen huge devastation on the economy over the last few months and it’s vital that the Government provides every stimulus to help get business and the economy moving. We are seeing some success stories and I’ve heard some really positive reports from some

businesses around trading conditions; however, this certainly isn’t the case for many and reports on the economy make grim reading. Businesses that are re-opening have a legal responsibility to protect both employees and visitors to their sites and there should be risk assessments in this respect. For employees with fewer than 5 staff you are not legally required to document this; however, I would suggest common sense means any business should document this so this is clear and all staff and visitors can see this. I have undertaken the risk assessment for the Dorset Chamber offices as part of our phased re-opening and I have to say, it does open your eyes in terms of the steps we need to take to properly protect our employees and visitors and it is an exercise that should be taken seriously. You can read our risk assessment on our website and if you’d like any help or tips on this, please don’t hesitate to get in touch and we can share our experience and signpost your expert help if required. We also now face the additional challenges of Brexit which will impact on many businesses – including the new requirement for a Customs Declaration for any UK business that is either exporting or importing goods from the UK from next year. Many businesses are as yet unprepared and we can offer support and advice on both Brexit and Customs Declarations. BRITISH CHAMBERS OF COMMERCE QUARTERLY ECONOMIC SURVEY Q2 2020 The British Chambers of Commerce’s Quarterly Economic Survey is the UK’s largest independent survey of business sentiment and a leading indicator of UK GDP growth. The most recent results find that UK economic conditions deteriorated at an unprecedented rate in the second quarter of 2020, with eleven of the 14 key service sector QES indicators falling to their lowest level in the survey’s 31-year history.

LOOKING AHEAD The survey of 7,700 businesses also finds that most forwardlooking indicators dropped to record lows for both services firms and manufacturers. The balance of firms confident that turnover will increase over the next twelve months dropped to its lowest level on record among services firms. The balance of firms reporting improved cashflow – a key indicator of business’ health – is also at its lowest level for both sectors.

ABOUT THE QES The Quarterly Economic Survey is the flagship economic survey from the British Chambers of Commerce. It is a prominent tool used to measure the state of business sentiment and is monitored by a range of national and international organisations, including the Bank of England, HM Treasury, and the European Commission. The BCC Q2 2020 QES is made up of responses from 7,706 businesses across the UK. Firms were questioned between 18 May and 12 June 2020. In the manufacturing sector, 1,709 firms responded, employing approximately 162,800 people. 67% (1,149) of manufacturing respondents were exporters. In the services sector, 5,997 businesses responded, employing approximately 422,100 people. Brexit Update by Camilla Call, Brexit Advisor

Since publishing the Brexit update in last month’s magazine, where we noted that it felt like not much was coming out from Government, we’ve seen a flurry of updates and even some leaked communications via the media. First we heard via Business Insider of a leaked letter from Liz Truss, International Trade Secretary, to Rishi Sunak and Michael Gove on her concerns for how the proposed border plans leave the UK exposed to legal, security and political risks. She outlined four concerns involving the staged approach and World Trade Organisation (WTO) challenge, controls at the border, tariff assessment and collection, and Northern Ireland Protocol risks. A couple of days after this saw details outlined in the media about the Government’s plan to launch a “Get Ready for Brexit” campaign, a second attempt after the first was pulled three days before we were due to leave the EU on 31 October 2019 due to extending the transition period. The Government then shared details via the 206-page document ‘The Border with the European Union – Importing and Exporting Goods’, insisting this gives businesses the clarity needed to plan. This document advises businesses to get a customs intermediary to deal with the “complicated” requirements, a service offered by the International Trade Team at Dorset Chamber. Following this, an article published by Government outlined investment of £705 million in new infrastructure to prepare the UK for the end of the transition period. This also shares 6

how they’ll be delivering a public information campaign, “The UK’s new start: let’s get going”, aimed at everyone from the “managing director of a multinational conglomerate or a family business; a UK citizen resident in the EU or planning to work abroad”. We then heard of a study by the Institute of Directors showing that three out of four firms, particularly in manufacturing, weren’t prepared for the end of the transition period due to a lack of clarity and half were unable to prepare because of this. These are concerning figures, particularly for Dorset with a large number of manufacturing firms. 69% of the directors surveyed stressed the importance of securing a deal with the EU as opposed to exiting on World Trade Organisation (WTO) terms. Considering that talks between the UK and EU have been strained, with limited progress due to both sides being unwilling to compromise, again this is concerning for our local, and national, companies. The Institute for Government then published the paper ‘Preparing Brexit – the scale of the task left for UK businesses and government’. This concludes that coronavirus has made it even more difficult for businesses to prepare, uncertainty about our future relationship with the EU also hinders preparations, preparation will /company/dorset-chamber/

not avoid disruption and Brexit does not end on 1 January 2021. This also outlines several pointers for what the government should do to support businesses, including targeting information and support to the least prepared businesses, namely small and medium sized businesses (SMEs) that lack professional support and are least prepared. This is a consideration for us in Dorset with a large number of SMEs. Now we have a bit more clarity from Government on the plans being rolled-out, we’ll keep close to how our local businesses react to this and whether they feel it’s enough for them to prepare with. As businesses must be fully proficient in the new customs requirements by 1 January 2021 we are drawing attention to the importance of this. Sunseeker’s latest ‘Beach Club’ success driven by investment New Product Development (NPD) is the lifeblood of companies like Sunseeker; designing, engineering and manufacturing cutting-edge yachts that fire the imagination of wealthy owners who can afford to buy anything. The President’s Column by Liz Willingham

I hope this finds you all well and enjoying the summer so far? It has been a strange year for sure. It feels like we have had a long summer already. Having a 16 year old at home since March, months earlier than the usual July school summer break, has made the seasons blur into one. GCSE’s planned for and vanishing overnight has made motivation and momentum a challenge. Our young people are going to need all the support we can give them moving forward as their education has been so disrupted. With exams and the ‘right of passage’ events that are important to their personal development all scrapped this year, I do worry that the gaps will reveal themselves as the next few years unravel. Work experience opportunities need to be offered as best we can, even if it feels like one extra thing to worry about. Our future workforce, and therefore economy, depends on us providing opportunities for young people to fast track their learning and to open doors for them. They need our encouragement to be bold, brave and up for blowing the doors down! I recently joined an online event ‘Union In Speech’, organised by the talented Nawar Saadi, which I have to say was one of my favourite online events since lockdown. A series of young poets sharing their work in a public forum, expressing their frustrations, their beliefs and opinions about life, lockdown, Black Lives Matter, the system, the government and all the things which affect them. It was inspiring and uplifting to hear this raw talent and watch the support system which was connecting them together. I wanted to invite them all over and give them a nurturing high five and a hug! Of course, I can’t do that right now but virtual hugs in the shape of an opportunity, some sharing of experiences, and an introduction where helpful will go a long way right now. And for some time to come….. In the last edition I talked about the reawakening of the hospitality industry and how critical it was to our economy and protecting jobs that businesses can get their doors open again to the public. Now some four weeks later, most who have been able to, are open and trading. And its been interesting to see the approach different operators have taken to the guidelines. The public have responded accordingly, thankfully in a fairly measured way, to support these businesses where making hay when the sun is shining is key for many. Making customers feel safe and comfortable I believe is the critical factor which makes the difference between a one-off visit and an ongoing repeated commitment. I am so proud of our clients who have worked incredibly hard to prepare their businesses ready for reopening, prioritising the safety of their teams and their guests whilst minimising any compromise to the experience. Hall & Woodhouse took a calm and considered approach to reopening their houses, but the attention taken to the bells and whistles of distancing measures, clear communication and customer service is impressive. Everyone is relaxed, knows what to expect of themselves and each other and clear messages delivered with light humour shows how well you can pivot and adapt. Equally Paultons Park and Peppa Pig World has seen a surge of bookings upon reopening and have just been rated 10th best amusement park in the world in the TripAdvisor Traveller's Choice Best of the Best Awards 2020, which is incredible! This is well deserved and a welcome accolade after many months of hard work and commitment by the team. As non-essential retail reopened, working with Dolphin Shopping Centre was an interesting exercise as procedures across an indoor shopping environment came with its obvious challenges. We saw the Centre make significant investment into top grade cleaning processes and even created ‘road junction’ type floor stickers for the one-way route system that has been implemented throughout the Centre. They thought it all through so carefully and this is testament to the creativity and commitment of the centre management team. Dolphin is buzzing again in a manageable and comfortable way! I am noticing that people are differing in their readiness to engage in public spaces again. It will take us a while to catch up with each other. Personally, I am back out and meeting people face to face where safe to do so, which is wonderful, alongside the continuation of the video call which has transformed all our working lives. I am very happy with the hybrid approach so far and can’t see it changing anytime soon…. Keep supporting each other and buy local, think global where possible. ‘Til the next time. Best wishes Liz

Lester Aldridge announces new head of family team

Joining Lester Aldridge during the recent lockdown was an out of the ordinary experience to say the least. Gone was the office tour and the opportunity to meet and shake the hand of new colleagues, replaced instead with remote training sessions and Zoom team meetings. What struck me was how welcoming my new colleagues were, as reflected in the various emails, phone calls and Zoom coffee meetings I received. This really highlighted the importance of promoting an open and inclusive culture in the workplace. Not only is it helpful when integrating new joiners, but also to combat discrimination in the workplace. It was sad, but understandable, to hear that this year’s Bourne Free Pride Festival was cancelled due to the impact of social distancing measures. However, it’s important not to forget to celebrate events such as Pride Month, despite the restrictions in place. Certainly at Lester Aldridge we have been doing our best to promote diversity in the workplace with several Zoom events taking place throughout the week. It should also not be forgotten that the Equality Act 2010 prevents discrimination on the grounds 14

of sexual orientation and gender reassignment, as well as age, disability, marriage/civil partnership, pregnancy/maternity, race, sex, and religion/belief. Discrimination can take many forms, including: Treating someone less favourably by reason of their protected characteristic or because of their association with, or a perception that they have, a particular characteristic. Engaging in unwanted conduct towards someone with a particular protected characteristic, which has the purpose or effect of violating that person’s dignity, or creating an intimidating, hostile, degrading, humiliating or offensive environment. promoted in the workplace, employers will have the foundations in place to confidently identify and tackle discrimination issues that arise before they become a problem. The impact of covid-19 on the economy Bournemouth University's Emeritus Professor Nigel Jump writes the next in a series of economic blogs looking at the impact of covid-19 on the economy. CURRENT SITUATION Many are expecting the unprecedented, economic dip (Q2 2020) to have been up to 25% below the recent peak (Q4 2019) in terms of output (real GDP). A modest recovery may already be underway, but a return to ‘normal’ is not expected soon (see previous blog 2 in this series for a discussion of some possible future scenarios). In response, policy makers have gone to extraordinary lengths to counter some of the effects of the recession and to prevent a depression. Success is far from guaranteed, but the Treasury and the Bank of England can be applauded for trying, especially with regard to their attempts to boost short term liquidity and to dampen the threat of higher unemployment. Measures-to-date have included massive quantity easing (of money), ultra-low interest rates, the jobs furlough scheme, mortgage and business rate holidays, and other direct grants and loans – both general and sector specific. July 8th’s statement by the Chancellor added another raft of interventions and incentives, potentially worth about £30bn. The highlights were: 1. Young worker initiatives - a “kickstart” scheme including wage and other labour cost support to firms offering work placements, trainee posts and apprenticeships. 2. Infrastructure and decarbonisation - support for housing and public agencies in areas of new investment and refurbishment. 3. Job retention - £1,000 for every furloughed worker put back to work by November and retained until at least January 2021. 4. VAT - rate reduction from 20% to 5% for a wide range of accommodation, catering and leisure (“hospitality”) services until 12/1/21. 5. Stamp Duty - exempt limit increased from £125,000 to £500,000 for residential property until 31/3/21, meaning 9 out of 10 buyers will not pay the tax on transactions in this period. 6. Energy Efficiency – up to £5,000 towards various home energy efficiency expenditures, such as improved insulation. CURRENT PROSPECTS The Chancellor’s aim is to prevent the recession turning into a depression by supporting viable employment prospects and pursuing longer term environmental and other investment goals. The idea is to unlock household’s and firm’s precautionary savings (recently accumulated in their bank accounts) and to make business more economically active. By increasing confidence and making demand more effective, government spending can ‘multiply’ its consumption and ‘accelerate’ its investment impact and, thereby, help to sustain a positive recovery. more news online - www.dorsetchamber.co.uk/news

There are several risks to his approach: 1. The first risk with all such interventions is that novel and higher public spending squeezes out or distorts private expenditure and decision making in a way which is not ‘optimal’ for long term growth and development. The economic shock is severe enough to warrant state action for the near term, but it should not become embedded in people’s choices in ways that encourage non-productive behaviour and relationships to persist. The Treasury should resist voices calling for it to keep its ‘special’ measures in place for too long. It has many other long-term issues needing future funding attention, including climate change, health and social care provision, and technological innovation. 2. The second risk is that policies affect the timing but not necessarily the scale of the outcome. There is a chance that decisions on jobs and investments are brought forward or temporarily retained but there is a second ‘double dip’ in activity later when the measures are turned off. Whether workers are laid off in October or January matters little to the path of the overall economy, though it is crucial for the individuals involved. 3. The third risk is that the net economic impacts are small because of: a)‘deadweight’ – that some beneficiaries get a hand-out unnecessarily for what they would have done anyway; b) ‘leakage’ – that some funds go to competitors outside the UK through our high propensity to import; c) ‘substitution’ – some firms move from a more efficient strategy to an inferior one just because of the new public d) ‘subsidies; and e) ‘displacement’ – some good activities/practices are ousted by these distorting alternatives. The Chancellor has acknowledged that some recipients will get public funding who do not really need it, but he argues that this cost is worth it to: a) keep things simple, b) get it out quickly, and c) capture a wider overall effect by demonstrating what is possible and boosting private confidence. 4. The fourth risk is to the longer-term public finances and other incentives. The taxpayer has to foot the bill at some point. Even though interest rates are very low now, they may rise later in response to higher inflation that is allowed to slowly devalue the annual deficits (£300bn this year?) and growing debts (well over 100% of GDP). This will probably have to be managed over many years (even decades – WW2 loans from America and Canada were finally paid off in 2006). The negative impact on the public finances represents a persistent constraint on government and personal incomes compared with what otherwise might have been. Eventually, it will mean higher taxes and prices for some parts of the community: already there are discussions of further wealth taxes, ending the triple pensions lock, and higher fees for public services. This is the Treasury’s hangover and a political headache for future budgets.

5. The final risk is external. How will the UK measures be judged by the financial and other markets at a time of great uncertainty over our future trading relationships (Brexit etc)? Many of our partners and rivals are in the same policy boat of increased public spending now and higher taxes to come. Growth potential may be adversely affected everywhere for a generation or more. During the recovery, there may be wider relative macro, finance and wealth losses associated with the UK’s perceived comparative increase in isolation and weakness in potential performance. The public sector usually represents about 40% of our economy. This ratio is going to rise sharply in 2020 and beyond, but it is unrealistic to think the state can support all the other 60% now, or major parts of it indefinitely. Intervention needs to be choosey (who, what and how) and shortlived. Policy makers are showing a valuable lead. Job retention bonus:

SUMMER ECONOMIC UPDATE A third iteration of support to employers who have furloughed employees and accessed the Government’s job retention scheme has been announced. This latest announcement has been designed to help mitigate the potential job loss cliff edge anticipated when the scheme comes to an end on 31 October – the Chancellor also confirming today that there is no intention to extend the current scheme beyond this date on a general or sector specific basis. The new Job Retention Bonus will be available to employers who have furloughed employees and subsequently bring them back to work if they continue to continuously employ them until January. Employers will be able to receive a one-off bonus in January of £1,000 per eligible employee who has returned and remained in employment. We still need detail on the qualifying conditions for the bonus and some key questions that still need to be answered include: Which employees will employers be eligible to receive the bonus for? Will it apply for any employee who has been furloughed since March 20, or only those who remain furloughed under the current (post-June 30) scheme? Will the employee have to return to the same role, or simply remain employed by the

business? Business models will undoubtedly have changed and adapted, meaning employees may now return to the business but in a different role from the one they were in before being furloughed While the employee may remain in continuous employment and have been paid at least the Lower Earnings Limit (LEL) for National Insurance per week (currently £120), will a reduction to the employee’s usual working hours post-furlough restrict an employer’s entitlement to the bonus? Will employers have to have made a Coronavirus Job Retention Scheme claim to receive the bonus for an employee? This would be relevant to those employers who have furloughed an employee but not been eligible to make a claim for them, i.e. employees not included on a RTI submission by March 19 or where the employer missed the June 30 claim deadline under the original scheme If the employee decides to resign in the qualifying period to January, will this stop the employer claiming the bonus, even though their intention was to keep the employee employed

up to January? £1,000 is unlikely to cover the employment costs for employers during the qualifying period of the bonus and the scheme is clearly nowhere near as favourable as the current or previous job retention schemes. If employers do not envisage a furloughed employee’s role existing in the long term, this bonus is unlikely to factor into the difficult decisions ahead when thinking about terminating employment. That said, the bonus could provide some welcome additional support for employers in industries where the furloughed employee role is likely to return in time, and provide an additional incentive to preserve those jobs and stand by their employees in the short term. Positive perspectives from lockdown Amongst all the challenges of our current worldwide situation, I am a firm believer that some good is coming out of these Covid -times. At the start of lock down, my neighbour Mandy suggested some neighbourly support by offering social distancing keep fit sessions in the cul de sac where we live. Some of our neighbours are elderly, live on their own or had been tasked with home schooling. We started offering keep fit sessions, led by a neighbour, and yoga led by me. The sessions were well attended (11 maximum) all observing the 2 meter distance rule. Some of you know me as a professional coach and leadership development professional, and not a qualified yoga teacher. However, I have practiced yoga consistently for the last 15 years and I find that I use the words of my own yoga teacher to pass the instructions onto others. Imagine my delight when my neighbour Mandy returned to her job as a nursery school assistant and did some yoga with her pre-school kids. I call that ‘paying it forward’. It warms the

The prestigious awards programme recognises the achievements of ex-forces personnel who are now excelling in their second careers. By showcasing the military-gained attributes that have enabled their post-service success, the Awards aim to demonstrate to employers the business value of hiring veterans. The thousands of servicemen and women who leave the Armed Forces each year create a rich pool of talent for employers, underpinned by skills and values that easily transfer into a wide spectrum of roles. Yet transitioning back to civilian life and establishing a meaningful second career can be challenging. Visibility of role models across different sectors is often lacking, and depictions of veterans in the media can fuel damaging misconceptions. In a study by SSAFA, the Armed Forces charity, three in ten UK hirers said they’d feel reluctant to hire someone who served in the military. Hangar vision becomes reality with VR A structural steel firm used cutting-edge virtual reality (VR) technology to help win a major new contract with Southeast #GetBusinessDone Asia’s largest airline. John Reid & Sons Ltd (REIDsteel) is designing and manufacturing the 175,000 square feet (16,335 sq m) hangar for Lion Air at Batam Airport, a short ferry ride from Singapore. A team from Dorset-based REIDsteel used VR headsets to impress senior airline executives with a virtual 3D tour of the proposed development as part of their presentation to win the multi-million pound project. Now 130-strong REIDsteel is setting its sights on delivering the first steelwork later this year and will supervise construction of the hangar – for maintenance, repair and overhaul of aircraft. Bid Manager, Benjamin Riviere said: “This is our first development for Lion Air and our first at Batam Airport. “The VR presentation was key because we were able to transform their brief into a virtual world with the hangar taking shape before their eyes on VR headsets. “We were able to give them an exciting opportunity to see how the hangar would realistically look and work at a very early stage. “Our ability to create these cutting-edge VR presentations for an immersive experience is a more news online - www.dorsetchamber.co.uk/news

Batam Airport is on the Indonesian island of Batam, about 30km from Singapore across the Singapore Strait and in a central location for South East Asia. Based in Jakarta, Lion Air was launched in 1999 and carries more than 36.8million passengers a year, according to latest figures. Working from home HR Magazine has recently reported on recent surveys that found that 60% of HR leaders thought that there will be more remote working in the future, and that 95% of workers favour a return to the office following development of a coronavirus vaccine, but desire greater flexibility in working hours. Gemma Murphy, Director at View HR said: "When the current period of concern passes, hopefully sooner than later, it may be that employees who have become used to additional flexibility will submit a flexible working request to make their current flexible arrangements permanent. Employees may submit requests for various forms of flexible working, such as reduced or condensed working hours and job shares, as well as working from home." What are the steps that employers should follow in response? 1. Check if the employee is eligible. Statutorily, only employees with 26 weeks’ continuous service are entitled to apply, but you may decide to accept requests for those who have worked for you for less time. However, if you are going to do so, this should be applied consistently, and not just for some. Please note that previously legislation restricted the right to apply for flexible working to those with childcare responsibilities, but this limitation no longer applies. 2. Get the employee to set out their request in writing, if they haven’t already. Some employees only have a vague notion of what they want flexible working to look like, and the process of setting it out in writing can be helpful to clarify what they want. This should include: The date; • A statement that this is a statutory request; • Details of how the employee wants to work flexibly and when they want to start; • An explanation of how they think flexible working might affect the business and how this could be dealt with, for example if they’re not at work on certain days; • A statement saying if and when they’ve made a previous application. more news online - www.dorsetchamber.co.uk/news

Please note that employees are only statutorily entitled to submit one request per year, and it is best to inform them of this. 3. You should then consider the request and make a decision within three months (it can be longer, but only if agreed with the employee). This should be undertaken in a “reasonable manner” which includes considering potential advantages and disadvantages, and potentially holding a meeting to discuss the application. Employers should try to keep an open mind, and not assume that because a job has always been undertaken in a certain way (e.g. full-time in the office) then it must be in future. 4. You may decide to agree or reject the application. If you are unsure, you may also propose a trial period, or discuss alternative options with the employee. If you decide to accept the application, you should write to the employee confirming this and the start date for the changes, within 28 days. You will also need to change the employee’s contract (in most cases a variation letter will suffice). If you decide to reject the application, you must set out the business reason for this. Reasons may include: • • • • • • •

Extra costs that will damage the business; The work cannot be reorganised among other staff; People cannot be recruited to do the work; Flexible working will affect quality and performance; The business will not be able to meet customer demand; A lack of work to do during the proposed working times; The business is planning changes to the workforce.

5. Employees do not have a statutory right to an appeal, however, offering an appeals process helps to demonstrate that the employer is handling requests in a reasonable manner. See www.viewhr.co.uk

Talbot Village Trust donates to rape crisis service

Talbot Village Trust has donated £16,000 to the Sexual Trauma and Recovery Service (STARS), a Dorset-based charity that offers support to people in the community who have experienced sexual violence. STARS is the only specialist rape crisis service in Dorset that offers free support regardless of age or gender. From April 2019 to March 2020, STARS supported over 1,800 individuals and throughout lockdown, calls to their telephone support line increased by 155% when compared to the same period in 2019. The donation from Talbot Village Trust was used to install additional IT infrastructure and soundproofing to increase the number counselling rooms at the STARS centre. These changes have allowed the centre to expand the capacity of its online and telephone supportline services and provide additional specialist counselling sessions for those clients who have experienced their sexual violence within domestic abuse. Helen Stevens, Service Manager at STARS, commented: “We are delighted to have received this additional funding from Talbot Village Trust. It has enabled us to increase capacity across our frontline services to ensure we can sustain the increased demand for our support during such a challenging time”. Russell Lucas-Rowe, Trustee at Talbot Village Trust, added: “We are glad we could help this valuable local charity, by providing the crucial funds needed to help it adapt to remote working, in response to the Coronavirus crisis. The Dolphin Shopping Centre in Poole is providing shoppers with the opportunity to design its popular rooftop honey packaging. The Centre is encouraging designs to be created based on the NHS and key worker heroes, with all funds raised from the sales of the centre’s honey going to Poole Hospital Charity. Competition entrants have until the Friday, August 21 to submit their designs, just in time for the expected honey harvest at the end of August. John Grinnell, Centre Manager at the Dolphin Shopping Centre, commented: “The rooftop honey is extremely popular with our shoppers and we thought it was only right to get them involved in the design of our new packaging. We wanted to acknowledge the great work that our key workers are doing in the local area and help fundraise to support their effort. We are hoping to receive some really creative submissions that capture the community spirit we have here in Poole.” Competition entrants are asked to create a design on an A4 piece of paper, which incorporates the NHS and key worked hero theme. Every year the harvest from the beehives, which are located on the centre’s rooftop garden, is extremely successful. Morebus is ‘good to go’ - as Dorset begins to emerge from hibernation Poole-based Morebus is playing its part in helping Dorset emerge from hibernation. The operator has been transporting key workers since March - but its team is gearing up to welcome many more passengers from across the region and from further afield. “Thanks to hard work and determination from my colleagues, Morebus has been providing essential travel continuously during the past four months - and now we are excited to be welcoming lots more people on-board,” said Morebus head of communications, Nikki Honer. “We have been rapidly increasing our services here and now we have received the industry standard mark ‘We’re Good to Go’ - which recognises our efforts to implement cleaning and social distancing measures for staff and customers during the coronavirus crisis. Business travel remains a necessity for many says Katherine Cleall. We’ve experienced an unmatched impact on global business travel from the Covid-19 pandemic. I’ve worked in business travel for over 13 years and though I’ve seen travel disruption on a global scale (remember the volcano?) I’ve never experienced such a continued hiatus to worldwide travel. Is it scary? Yes, without a doubt. Is it sustainable? No. I don’t think so. Why? Because…for every business that has withdrawn its travel plans vowing never to do so again and switch to video conferencing, there is another company who relies on travelling worldwide for their business. There’s a kind of ignorance around this subject. I’ve been challenged on social media from connections who state they’re pulling up the drawbridge on business travel. As though it was a nice to have thing, that they can now do without. If that was the case, then good for you. This is not the case for most of my clients. Clients who work in information technology, telecommunications, construction, nuclear, aerospace, data infrastructure, oil, gas and utilities. For clients who must fulfil contractual obligations or warranty specifications regardless of a worldwide pandemic, work life continues. In the midst of the crisis when there were only a limited number of planes still flying, I was faced with the challenge of getting a Russian and UK oil vessel crew out to Stavanger in Norway. With no conventional way of getting them there to relieve the off-coming crew, we resorted to private jet charters to get the job done. Business travel was cut back, but business travellers have still been out there, I think of them as unseen and unsung heroes. When most of us were terrified to pop to Tesco without a Hazmat suit, an army of engineers, consultants and service personnel took to the skies to keep us all going! I’ve been working hard in my business, keeping in contact, providing my services when required. Yes, it has been quieter than usual, but I’m confident that very soon, things will start to change. We’re seeing a return to a ‘new normal’ life, we’re seeing our economy slowly but surely 46

Business leaders upbeat on challenges ahead Business leaders in Dorset have charted a course for a postCOVID-19 recovery that champions investment in skills, young people, infrastructure and low-carbon solutions. An upbeat Zoom conference – one of Dorset Chamber’s new Business Leaders’ Events – produced many shared thoughts on the challenges facing companies and organisations, and the further measures required to help them as the county’s economy emerges from the crisis. Fifty-eight participants from a range of sectors attended the ‘Back to Business’ event hosted by Dorset Chamber and Dorset Local Enterprise Partnership (LEP). Setting the context, Ian Girling, Chief Executive of Dorset Chamber, highlighted the need to maintain and strengthen business support to enable continued access to finance, mentoring and retraining opportunities. He said there had been more than 400 enquiries during lockdown to the Dorset Gateway – the free business information, advice and support service run by Dorset LEP and Dorset Chamber – adding: “The pandemic has exposed the precarious position of many businesses who are in distress because they have little or no working capital and have seen orders cancelled.” Ian pointed to data from the latest Quarterly Economic Survey carried out by the British Chamber of Commerce which had shown several key indicators for business performance dropping to 31-year lows, and said that in Dorset there was particular pressure in tourism, leisure and hospitality. Jim Stewart, Chair of Dorset LEP’s Board, said his organisation’s response to COVID-19 featured additional resources help businesses to cope in the short-term coupled with a focus on longer-term infrastructure and skills investment and a need to create more apprenticeships. He cited several examples of how Dorset LEP was helping to build closer working relationships between education providers and businesses. PHC welcomes visitors back to award winning marinas Following the latest guidance from the UK Government, Poole Harbour Commissioners have begun to welcome the first visitors back to their award-winning marinas. The latest announcement has now enabled the marinas to extend their opening and allow overnight stays for both berth holders and visitors. During our phased reopening additional measures were put in place to prevent the potential spread of COVID-19. West Dorset see investment in 'Centres of Excellence' Dorset’s engineering and construction industries continue to benefit from investment in state-of-the-art training facilities for students at Weymouth College. A £1.36 million Local Growth Fund allocation from Dorset Local Enterprise Partnership (Dorset LEP) will allow Weymouth College to launch two new Centres of Excellence, in Engineering and Construction. Dorset LEP Chair, Jim Stewart, said: “We are committed to investing in Dorset’s young people. These new Centres of Excellence will not only enable the college to meet identified skill gaps but will also help young people find suitable work in Dorset. “Investing in training will ensure our county has the workforce ready to meet the needs of the economy. In turn, this will help grow the economy and bring a boost to local businesses.” Firstly, £605,000 will be invested into the ‘Centre of Excellence for Engineering’. This new facility will improve the college’s advance engineering teaching capabilities, helping to provide a future workforce that can meet the needs of the local economy. It will feature a new digital media suite, allowing students to develop computer-aided-design and modelling skills using the most up-to-date equipment and software. The Centre of Excellence for Engineering is still on course to open this autumn. This project funding will also unlock investment to improve the college’s Electrical Engineering Centre and purchase new machinery and IT equipment for its Centre of Excellence for Motor Vehicle Technology, opened by Dorset LEP in November 2019.

Higher quality engineering training is not only good news for Weymouth College but also the wider Dorset economy, particularly Weymouth and Portland area, offering more opportunities for local students. The Advanced Engineering & Manufacturing (AEM) sector has been identified as one of Dorset’s high growth sectors and is worth £800m (gross added value) to the local economy, employing 17,300 people. Unlocking talent to support the AEM sector is a key priority of Dorset’s Local Industrial Strategy. Secondly, £750,000 will be allocated to the ‘Centre of Excellence for Construction Skills’. The centre of excellence will increase teaching standards and the number of construction students and apprentices. The project will provide extra capacity by fully re-modelling and upgrading accommodation to support up to 260 full-time and parttime construction students and up to 160 construction apprenticeships per year. The college will be able to meet new apprenticeship standards and increase specialisms not currently delivered to meet the

needs of Dorset’s construction industry. These include painting and decorating, plastering, construction maintenance, plumbing with solar/ thermal pathways and an increased emphasis on environmentally sustainable construction. Weymouth College Principal and Chief Executive, Nigel Evans said: “We are incredibly excited about the opportunities this funding from Dorset LEP will unleash. “Our new Centres of Excellence will vastly improve our advanced engineering and construction teaching capabilities. “We have already held meetings with local engineering and construction employers to ensure we invest in the equipment and software that will make our students work-ready.” This announcement again proves Dorset LEP’s on-going investment in skills for the engineering and construction sectors. EMI share schemes and the impact of furlough leave Government announces temporary changes to Employee Management Incentive (EMI) legislation from 19 March 2020 to 5 April 2021. On the 3 April 2020 we reported that it was unclear what impact furlough leave would have on employee’s EMI (Employee Management Incentive) share schemes. There was some concern that an employee on furlough would fail to meet the working time requirement for EMI purposes, as the rules set out that option holders must work at least 25 hours per week or if less, 75% of their working time. The government has now announced temporary changes to the EMI legislation with effect from 19 March 2020 until 5 April 2021 to ensure furlough leave does not affect option holders meeting this criteria. The changes mean when calculating the employee’s ‘committed time’ for granting an EMI option, any time when the employee was not required to work for reasons connected with Covid-19 will still count as working time. Likewise when determining if a disqualifying event has occurred, any time that the employee is not required to work for reasons connected with Covid-19 will also count as working time. It comes as a relief to option holders who have an EMI scheme as it confirms that they will not suffer a disqualifying event, nor lose tax advantages as a result of being furloughed. It also means that companies can still use EMI schemes to incentivise staff and reward loyalty. Take the bull by the horns Lexus have a reputation for unbeatable customer service and reliability, in the 2017-20 Driver Power survey they have been voted Best Manufacturer. Their customers love the cars and love the dealers. I wanted to see how the UX hybrid fairs in the competitive urban crossover market. It’s the smallest and most recent SUV from the brand sitting under the larger RX and NX. The design is typically angular with a nod to the 50’s in the rear lights with small ‘fins’, inside it borrows design from other models in the range with the exception of two ‘horns’ either side of the instrument binnacle, which look out of place to me. The UX 250h F-Sport with Premium Plus package from Hendy Lexus Poole is a relaxing drive. Mated to the new 2L petrol engine, the CVT automatic gearbox is smooth and engine noise is at a minimum even when accelerating, the UX reaches 0-60 in 8.5 seconds. Sitting on 18inch wheels the ride is very comfortable and although the touchpad, similar to the one on your laptop, takes a little getting used to it works well with the infotainment system. The UX is the first in the Lexus rage to include the ability to use ApplePlay and Android Auto which will help this car be more attractive to younger buyers. There are three driving modes Eco, Normal and Sport which alter the dynamic of the car.

Now here is the pleasant surprise, in a 5-hour journey over 141 miles 53% of the time was on battery alone. With range anxiety over pure electric vehicles still an issue for many drivers this is a great compromise. The quoted MPG figures of 47-53mpg appear very achievable, in my time I averaged over 51mpg, which for a car of this size makes it very cost effective to run. For business users the UX is an alternative to the German brands that dominate businesses car parks. Increase in users to advice service The Advice Team, operated by Dorset’s disability charity Diverse Abilities, has seen a 20 per cent increase in service requests. After launching a telephone advice service in early 2019, enquiries are up almost 91 per cent after increasing its hours due to popular demand. Benefit clients increased 12 per cent over the same period of the 2019/20 financial year. Diverse Abilities Advice Team offers assistance with benefit applications, drafting of appeal submissions and representation at Tribunal hearings, along with the drafting of Lasting Power of Attorney. Is now a good time to invest in buy to let? Chancellor Rishi Sunak announced a temporary stamp duty holiday in last week’s summer statement. The announcement has been welcomed by many, as homebuyers are set to save thousands in Stamp Duty Land Tax. The tax has been suspended on all residential purchases up to £500,000 until March 2021. You can read the full details in Jennifer Smith’s article here. Buy to let properties and stamp duty holiday The announcement, however, was criticized by Labour last week. The opposition accused the policy of “helping people to invest in buy to let properties”. So, is this true, and if so, how is the stamp duty holiday helping? Does the SDLT holiday apply to buy to let? As the SDLT holiday applies to purchases of all residential properties up to £500,000, it does mean that property investors in the buy to let market stand to benefit. We have seen a surge in enquiries and instructions for buy to let property since the announcement, and you can understand why. How much will property investors save with the SDLT holiday? A property investor buying a £500,000 house stands to save £15,000 in SDLT as a result of the chancellor’s announcement. Desirable areas in Bournemouth, Poole and Christchurch and the New Forest are prime locations for buy to let properties.

Rishi Sunak said of the review: “It’s a reasonably business as usual practice for the Treasury to ask the Tax Simplification Office to examine various parts of our tax system to make sure they’re up to date. It happens every year, so the last year or two the Tax Simplification Office looked at inheritance tax, before that they looked at capital relief, before that they’ve looked at VAT, they’ve looked at stamp duty and before that income tax and national insurance. So, I think, actually, that capital gains tax is the only one they haven’t looked at if you look at everything they’ve done over the last few years.” How will a capital gains tax increase affect BTL landlords? Capital Gains Tax is currently charged at a rate of 28% (for higher-rate taxpayers) or 18% (basicrate taxpayers) on any growth in value that a property has enjoyed. Even with the various ways of offsetting this tax (e.g. the tax free allowance (currently £12,300.00 per person per annum), legal fees for the purchase or SDLT on the purchase) this is still a fair chunk out of any profits you make selling your buy to let. Any increase, even small, will be difficult for landlords. Those who need to sell their properties in the short term in order to deal with a downturn in the economy, or who would simply

like to retire from being a landlord and take cash from their portfolio, will be hit hard at a time when they least need it. On a brighter note - if any increases are predicted or announced then we may see an increase in buy to lets coming onto the market which in turn may lead to some reasonable investments for new investors. So, is it a good time to invest in buy to let property? We have seen an increase in enquiries and instructions for conveyancing on buy to let properties since the chancellor’s announcement. The local property market is moving quickly, having halted during lockdown. Whether this is driven by pent-up-demand, changes in lifestyle (with more people working from home), or the stamp duty holiday remains to be seen. We are facing a turbulent few months ahead, as the economy continues to try to rebuild after the lockdown. Life after Lockdown – what does the future of retail look like? We have been reflecting on what life after lockdown now looks like for many businesses, as the gradual lifting of restrictions continues. In particular, the way people shop, both now and into the future due to COVID-19 will have changed dramatically as retail companies have faced huge challenges across the industry to adapt to the country-wide lockdown. It has also seen the demise of some big bricks and mortar stores. KFA Connect believes that retail businesses will need to sell and increase their range across as many sales channels as possible in order to improve chances of survival. With the after-effects of the lockdown and phased return to work, many retail stores will remain closed or sadly go out of business altogether. In addition, the average consumer is still unlikely to go to the shops unless they need to. With social distancing remaining in place indefinitely and shoppers not wishing to join long queues for stores, it’s time to consider the long-term effects. The likelihood is, that people will continue to buy online from the security of their homes for a long time to come. Online sales are on an upward trajectory with no sign of slowing down and the lockdown has changed the behaviour of the population with little chance of it reversing. It is imperative that businesses look to sell and increase their range online as soon as possible, as a surge in sales post-lockdown is too risky to rely on. The change in behaviour is evident in the noticeable increase in online ordering for our e-commerce customers, with some seeing a 60% increase in online sales during the lockdown. Another challenge retailers continue to face is the sudden increase in pressure on deliveries. Additional online ordering means companies must be able to switch between couriers easily and to mitigate this we strongly suggest the use of software systems that integrate with multiple couriers. This will ultimately offer more flexibility to enable a business to run efficiently and eliminate any internal process issues. There has been a huge variant in the way retail companies have been able to respond to online ordering, from some small businesses opening only 1-2 days per week to large high street chains capping daily order numbers, to the likes of Amazon reportedly reaping an $11,000-a-second during the lockdown. Whichever way you look at it, it is a sink or swim situation and while online order numbers remain high for those with e-commerce options in place, businesses still need to understand the best way to manage them. The VAT team at Saffery Champness has produced responses to a series of FAQs that will help many rural and other businesses get it right when it comes to adjusting to the VAT changes announced by the Chancellor in his recent summer statement. In his statement, the Chancellor announced a temporary reduction in the VAT rate for certainly supplies of food and drink, hospitality, holiday accommodation and visitor attractions, to 5%. The FAQs cover the changes, the supplies to which they apply, and retaining or passing those savings on to the consumer. There is guidance included relating to catering, holiday accommodation, caravans and camping pitches, admission charges to attractions, and the treatment of deposits and vouchers, all of which will be of relevance to many diversified rural businesses. COVID-19:Businesses must respond quickly to survive and get ahead Businesses will struggle to survive if they are not flexible enough to adapt to continual change in the COVID-19 landscape we are now living in, according to restructuring and recovery specialist Kevin Parish in Smith & Williamson’s South Coast office. “Those businesses that develop the right tools, flexible structures and forward plans will not only survive in the long-term, but will get ahead quickly in the current marketplace and could potentially lead the field,” said Kevin “As Government guidance and the underlying law changes day by day, businesses and management will need to understand their operations, market and customers better than ever before.”

Dorset Community Foundation launches round 2 of Coronavirus Fund

Here is a useful checklist of important questions for business and management: • How is the business running now it has re-opened (or how will it run when it does)? • How is it different from before? • What further changes might be coming and how do you minimise their impact? • What are the capacity constraints of your business, taking into account things like social distancing and mask wearing? • How will this affect break-even points, profitability and cash? • Can the business cope with renewed demand? • Does it have the cash availability to restore stock levels, bring staff back from furlough and to meet liabilities that have been accruing or deferred while it has been dormant? • If you sell to consumers, how will you persuade them that the risks are low and that they will not need to queue around the block? Are there new delivery channels? • If you sell to other businesses, are they able to restart trading and will they do so in the same way? Will demand increase or reduce, and will there be pressure on pricing? • How will your medium and longterm strategy or operations have to alter because of changes in the marketplace and the operating environment? • How will the business react to further change, including temporary and local lockdowns?

Dorset Community Foundation, a local charitable Foundation supporting those most in need across the county, has just launched Phase 2 of their Dorset Coronavirus Community Fund. The second funding round will support groups and charities helping Dorset people suffering hardship and disadvantage as a result of the economic and social impact of the COVID-19 pandemic. In the first phase of funding, over the last four months, the Foundation supported almost 200 projects to the value of just over £500,000. Grant Robson, Foundation Director shared: ‘We are very pleased that thanks to the generous donations to our Dorset Coronavirus Appeal, we have secured £900,000, an amazing amount. I am delighted we can now move to the second phase of our response as the needs within our villages, towns and their inhabitants change and develop. Ultimately, as a funder, it’s vital we seek the best ways to support and sustain small charities and community groups because without these front-line voluntary organisations, our communities face an even tougher recovery from the impacts of Covid-19. As a Community Foundation we are a core local part the solution and working with our donors we can ensure that emergency and resilience funding (as well as longer term funding) gets to the right place, where it will have most impact. This is what we do. As one of the only local funders still awarding grants at this time, we need to keep raising more support as the demand is unprecedented and will grow. We are by no means finished and we continue to be more relevant than ever before in our 20 years of operation, all for the benefit of communities within Dorset.’ One of the supported projects is #Masks4All, which is making a real difference to key workers, care home staff, GP surgery staff, hospital staff, local schools, charities, community volunteer groups, social work teams, family workers and lifeboat crew by providing them with colourful re-usable face masks. One of the beneficiaries from the project shared: ’Thank you so much for your help and for the masks. It is such a kind thing you are doing for the community in such uncertain times.’ The Phase 2 of the Dorset Coronavirus Community Fund offers three types of grants - £2,000 fast track grants, £5,000 longer-term grants and £10,000 partnership grants. The deadline for applications is noon on 28th August.
