resently, the Royal Thai Government has attached much importance to the building of economic strength, and the tourism industry, in particular, has played a vital role. Among the industrious efforts, the Committee for the Economic Quadrangle, 10 Chambers of Commerce, Northern Thailand, has set up a target to push the Greater Mekong Sub-region (GMS) Cooperation project to achieve concrete results in order to create economic opportunities for all provinces in the Upper North of Thailand through working in cooperation with the public sector, as well as the GMS countries and related international organizations. On be half of the Tourism Authority of Thailand (TAT), I would like to congratulate “Mahanathee Magazine”, a publication with the support of the Committee for the Economic Quadrangle, for the significant role relating to advertising, public relations, marketing promotions and stimulation, together with the GMS countries, which has fostered closer ties among the countries. Considering this, “Mahanathee Magazine” has taken part in stimulating the overall economy of the nation, generating the flow of money in different fields of business, increasing opportunities for job creation, and earning income for the tourism industry. On this occasion, I would like to convey my best wishes and appreciation to the President of the Committee for the Economic Quadrangle, all committee members and staff, and related persons for their hard endeavours. ahanathee Magazine has now published its tenth volume and we believe it is clear that this publication not only serves as a source of news about tourism, economy and the social aspects of countries in the Mekong Sub-region, but has been well received and praised by readers from Thailand, Myanmar, Laos and China since its first issue. On behalf of the Committee for the Economic Quadrangle, Ten Chambers of Commerce, Northern Thailand, I wish to congratulate this magazine. At the same time, I am proud of my effort and the efforts of all the people involved in producing Mahanathee. I sincerely hope this teamwork continues. I wish to express my gratitude to the production team of Mahanathee, which translates our policies into concrete results. It is a pleasure to know that Mahanathee will serve as the center of information in the Economic Quadrangle in this region. ahanathee is a handbook which serves the goals of the Committee for the Economic Quadrangle, 10 Chambers of Commerce, Northern Thailand (CEQC) within the Greater Mekong Sub-Region, but with a focus on Thailand, Laos, Myanmar and China’s Yunnan Province. Not only is it a tourist guide book with information about customs, festivals, transportation and accommodation, it also serves as a handbook, complete with facts, figures and detailed information for business interests and investors. Mahanathee will be published every two months and will be available at various tourism and travel offices throughout the Greater Mekong Sub-Region. As this area continues to develop and becomes a more popular travel destination, Mahanathee will provide regular updates on infrastructure developments, commercial ventures, marketing plans and tourism initiatives.

Editor's Note Life from the different side of the River

The relationship between Laos and its Thai neighbors is at an all-time high, thanks in part to the “Friendship Bridge,” which was built across the Mekong River in 1994, connecting the two countries. Coupled with flourishing investment from the West and an expanding rail network, things have never looked so good. Echoes of Laotian legends ring joyously in the ears of the locals as they enjoy the fruits of many hard years labor. But elsewhere on the otherside of the river... An old woman chokes back tears, as floods threaten to ruin this year’s rice harvest. The disaster caused by the cold, relentless downpour penetrates even the strongest of hearts and the floods metaphorically take the form of human tears and suffering. We are learning that it’s impossible to fight nature; that it’s hard to find harmony with the forces that cause flood and famine.

ike humans, the waters take their own path. While we share the pain still felt by many here, I truly hope that the path of Laos, on the auspicious event of Vientiane’s anniversary, will find happiness, prosperity and a bright, sunny outlook.

his month’s Contributor is awardwinning Laotian artist Khamsouk Keomingmuang who was born in Savannakhet province in 1942. He says many of his works are inspired by early memories of Buddhist

images, fond recollections from childhood and a strong sense of the poverty that he suffered. He has exhibited his paintings all over the world, most recently at the fourth Beijing International Art Biennale.

Ideally situated at the confluence of the Khan and Khong rivers, Luang Prabang first came under royal patronage in the year 757 CE when Phraya Khuon Lor, the first king of Laos, founded his capital on the site. Its original name was Suo or Swa, but that later changed to Xieng Thong when it became the capital of the Kingdom of Lane Xang. Finally it was named Luang Prabang—in reference to a sacred Buddha sculpture—the “Phra Bang”— which resided in the city. Buddhism has played a significant role in Luang Prabang for thousands of people throughout the ages. Nowadays, the city is famed for its magnificent ancient Buddhist temples, most

of which are still in remarkably good condition. Early each morning, hundreds of Buddhist monks take to the streets in their saffron robes, receiving alms from the townsfolk. This colorful dawn spectacle has in recent years become Luang Prabang's signature tourism feature. But it was due to its beautifully conserved Buddhist architecture that Luang Prabang was declared a World Heritage Site by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in December 1995. Ahead of the festival on December 15-18, Mahanathee spoke to two of the town's most influential characters:

ท่านสิงห์คำ� พรหมราช เจ้าเมืองหลวงพระบาง สีสะหว่างวง โดยเริ่มจากวัดธาตุหลวงมา จนถึงวัดเชียงทอง ภายในวัดจะมีการประกอบ พิธีทางศาสนา ไม่เพียงแต่ส�ำหรับการครบ รอบการขึ้นทะเบียนเป็นมรดกโลก 15 ปี เท่านั้นยังเป็นการฉลองครบรอบ 450ปี การเป็นเมืองหลวงของเวียงจันทน์ ซึ่งจะ “การที่ ห ลวงพระบางได้ รั บ การขึ้ น จัดขึ้นที่หลวงพระบางเพราะถือเป็นเมือง ทะเบียนเป็นเมืองมรดกโลกนั้นก็เพราะ หลวงเก่า ก่อนที่จะย้ายไปฉลองกันต่อที่ หลวงพระบางมีทงั้ ธรรมชาติ ประวัตศิ าสตร์ เวียงจันทน์ นอกเหนือจากการแสดงแล้ว และวัฒนธรรม การเฉลิมฉลองทีจ่ ะมีขนึ้ ใน ยังจัดให้มกี ารสัมมนาร่วมกับองค์การยูเนส ครัง้ นีเ้ ราได้คน้ คว้าเพิม่ เติมถึงประวัตศิ าสตร์ โกสองวัน ” และประเพณีดงั้ เดิมของชาวหลวงพระบาง ท่านเจ้าเมืองกล่าวเสริมพร้อมเชิญชวน โดยการจั ด งานในครั ้ ง นี ้ จ ะจั ด ขึ ้ น บนถนน คนมาเที ่ยวอย่างมีไมตรี 16 Mahanathee

Please come and appreciate the beauty of our peaceful World Heritage Site. We will welcome you with splendid restaurants and authentic accommodations.”

A parade will be held on Sri Savang Vong Rd, starting at Vat That Luang and moving on to Vat Xieng Thong. Ceremonies will be held inside the temples, not only to celebrate the 15th year of Luang Prabang being a World Heritage site, but to mark the 450th anniversary of Vientiane taking over the role as capital city of Laos.

“Luang Prabang was declared a protected site by UNESCO because of its beautiful nature, long history and unique culture. Especially for this upcoming festival, we have uncovered a little more of our history and our culture to share with you.

“Besides all the shows and performances, UNESCO will hold events and seminars over the two days. As governor, I would like to cordially extend the invitation to all visitors to join us for These festivals.”

ผู้พิทักษ์มรดกโลก

บจากปี คศ.1959 ท่านหมื่น คำ�ได้ทำ�หน้าที่รักษาศาสนสถาน พระพุทธรูป เสาไม้ บานหน้าต่าง ซุม้ ประตู ทัง้ ในหลวงพระบางและเวียงจันทน์ แล้วแต่ ว่าวัดใดจะทรุดโทรมเสียหายกีม่ ากน้อย แต่ ทุกๆแห่งก็ลว้ นแต่ตกอยูภ่ ายใต้การดูแลของ ท่านหมื่นคำ� อดีตช่างหลวงในราชสำ�นัก ของเจ้ามหาชีวติ องค์สดุ ท้าย และผูช้ ว่ ยอีก 5 คน ที่ร่วมกันทำ�หน้าที่อันสำ�คัญนี้ ส่วน ช่างคนอื่นๆ ที่เคยทำ�งานในยุคเดียวกัน นั้นได้เสียชีวิตไปหมดแล้ว แต่ท่านหมื่น คำ�ก็ยังคงทำ�หน้าที่ผู้พิทักษ์โบราณสถาน และวัดวาอาราม ในเมืองหลวงพระบาง ซึง่ ทรุดโทรมไปตามกาลเวลา งานทีท่ า่ นหมืน่ คำ�และผู้ช่วยทั้ง 5 คน กำ�ลังทำ�อยู่จึงเรียก ได้ว่าเป็นงานที่ไม่มีที่สิ้นสุด ท่านเล่าให้เราฟังว่า Mahanathee

“แต่กอ่ นทำ�งานรับใช้เจ้ามหาชีวติ หลัง จากนัน้ ก็ไม่ได้ท�ำ งานเพือ่ ใครคนใดคนหนึง่ แต่ทำ�งานเพื่อประชาชนทุกคน ทำ�งาน เพื่อประชาชนลาว” สกุลช่างของท่านสืบ เชื้อสายมาจากช่างหลวงในวังที่เชี่ยวชาญ งานปูน และงานไม้ ท่านจะซ่อมแซมภาย ใต้เงื่อนไข คือคงรูปแบบลวดลายเดิมที่มี มาแต่โบราณไว้ให้ได้มากที่สุด “วัดและสิง่ ต่างๆ ทีท่ า่ นเห็นมันสวยงาม และเป็นความภูมใิ จ โปรดช่วยกันคงรักษาไว้ ให้มีคุณค่า เพื่อให้หลวงพระบางเป็นเมือง มรดกโลกไปนานๆ” คือคำ�พูดของหมื่นคำ� ผู้ที่ได้สละแรง กายและแรงใจ ทำ�งานเพือ่ ให้นกั ท่องเทีย่ ว ได้ชมความงามของสถาปัตยกรรมในอดีตที่ สมบูรณ์มากที่สุดเท่าที่จะเป็นได้ •

Meun-Kham-Ounkamvilay The Protector of the World Heritage Site

“I don’t work for anyone specifically— I work for all the people of Laos.” hile everyone else focuses on the anniversary schedule, one man is busy maintaining and restoring the historic sites so that Luang Prabang can be proud of its heritage. Meun-Kham-Ounkamvilay has been renovating religious and historic sites since 1959. He was a royal craftsman during the reign of the last king, and has worked on Buddhist sculptures, wooden columns, windows, archways and many other design and architectural features of buildings in both Luang Prabang and Vientiane. He has five assistants and says the work is never-ending.

“I used to work with King Sisavang Vatthana. Since then I've worked for all the people of the country,” he said, adding that many of his ancestors worked for royal missions as experts in cement and woodcraft. He said his sole mission now is to restore all the sites but to maintain as much of their original appearance as possible. “All the temples and historic sites that you see are reflections of the beauty that we live with, so please conserve them and be proud that they have given us the status of being a World Heritage Site,” he said, before picking up his tools and going back to work.

It has been 450 years since King Setthathirath moved the Lao capital from Luang Prabang to Vientiane. Since 1560 CE, the city has undergone a multitude of changes. In the 18th century it was razed and looted by Siamese armies, and was left abandoned for over 100 years until the French colonialists discovered it buried in overgrown jungle in the 1890s. Today Vientiane is quickly becoming a modern trendy city, full of life, culture and opportunity.

ahanathee spoke to two of the Laotian capital's movers and shakers: Inthy Duensavanh: Owner of KobJai-Der Restaurant In the Laotian tourism business, everyone knows Inthy Duensavanh. The 40-year-old entrepreneur has been at the forefront of the industry for over 12 years. He is the owner of

Green Discovery tour agency with six branches all over the country. He also owns hotels in popular destinations such as Vang Vieng and Champasak. In the capital, he is the proud owner of a well-known restaurant named Kob-Jai-Der. “The tourism industry in Laos has a very high potential, especially in cultural and natural areas. Most tourists say that they love Lao people’s friendliness and the country's well-preserved natural environment. Laos' people and its nature cannot be separated. I believe that Laos has very high potential in eco-tourism. “Additionally, Laos is landlocked in the middle of five countries [Cambodia, Vietnam, China, Myanmar and Thailand]. If tourists want to travel around Southeast Asia, they will inevitably have to pass through Laos. If we provide more attractions for tourists, they will stay 21 here longer.”

He has clearly invested in Laos' future and its ability to attract visitors. “For me, Vientiane in the old days was more comfortable. So many things have changed. I would compare Vientiane to a person who used to walk to work, but who now runs. The people of the city are basically the same; it's the appearance of Vientiane that's different—more construction, more businesses, too many cars. “UNESCO has taken on a very important role in conserving Luang Prabang. Therefore, Luang Prabang has developed slowly and with an

eye on its traditional architecture and culture. But Vientiane has grown up to be competitive in so many aspects, the most prominent of which may be real estate. The Laotian economy has grown gradually and does not look like stopping. The economic crisis that hit other countries, including our neighbors, passed us by. We were not really affected because most Lao people work as farmers or in the agriculture sector. They can survive by themselves and have no craving for technology. “From an educational standpoint, Vientiane has schools and universities that provide international curricula. Technologically, I think nothing can stop us from progressing.”

One of the main organizations responsible for this celebration is the Lao Tourism Administration. Soukaseum Bodhisane: Vice Chairman of The Prime Minister’s Office, Lao Tourism Administration “The celebration will be held from November 15-21 and the main festivities will be at three venues: Vat That Luang Square, Laos ITEC and the SEA Games Stadium. There will be a variety of events, such as cultural performances, music, dance and sports activities. “The main objective of the festival is to celebrate the 450th anniversary of Vientiane, the 35th annivsersary of the establishment of the Lao PDR, and to educate all our multiethnic people about their history, so they will love and care about conserving their capital.

There will be a policy to fix retail prices to ensure that tourists are not overcharged.” Additionally, other organizations will participate by holding activities such as a Week of Communications, a Week of Agriculture, and a Week of Tourism at Laos ITEC area that will feature handicrafts, a food festival, fruit-carving competitions, cocktailmixing competitions, food tasting and much more. 450 Years of Vientiane as the Capital and 35 Years of the Lao PDR Main Feature

eep an eye on Laos' development over the next few years. The self-proclaimed “Battery of Asia” plans to turn an apparent weakness—its lack of a coastline—into a strength by acting as a conduit and as a transportation hub for surrounding countries. Laos is attracting investors from all over the world. A new law supporting foreign investment became effective in mid-2009. According to the new law, foreigners can now invest in general businesses with no time limit. And to invest in a government-owned concession, foreign investors can sign contracts for up to 99 years. Foreigners can now also buy property and own land in Laos if they invest more than $500,000. Thailand is still the country's No. 1 investor, but others—such as China, the US, France, Japan, Russia and South Korea—are catching up, not to mention the increasing trade between Laos and its other Greater Mekong Subregion partners.

The Laotian government says it aims to increase economic growth by 8% every year, and by 2020 will finally become a “developed country.” Investments in hydroelectric dams, tourism, manufacturing, education and golf courses are all being nurtured. In addition, 2012 has been officially proclaimed the Year of Tourism in Laos. On the agricultural side, the government has announced it will support farming investments—the so-called “2+3” program, which means that land and labor should remain with Lao citizens, while the budget, marketing and technology will be offered to foreign investors. Celebrating the 450th anniversary of Vientiane as a capital city, and 35 years since the founding of the Lao PDR, the people of Laos increasingly see these events as an opportunity to modernize, but also as a moment to celebrate the country's rich heritage and its historic, 27 social and cultural attributes.

The current owner is the daughter of Princess Maneelai, the former wife of the crown prince, who is today married to Mr. Santi Inthavong. t may be hard to imagine a fusion of Laotian and Italian cuisine, but this is just what the Luang Prabang Restaurant has achieved with its specialty pizza. The pizza base is traditional Italian style—light and not too thick. However, other than Mozzarella cheese, the toppings are pure Laotian delights. Homemade Luang Prabang sausage (like Northern Thai sai-oa sausage but with a milder flavor) and thin slices of deep-fried kai (Luang ) are spread over the base. Then the pizza is rounded off with some of the house's own special sauce and mozzarella. The first bite tantalizes the taste buds with a hint of spice. orthern Thailand has had a longstanding relationship with water buffalo, traditionally killed and cooked in religious ceremonies. Although this custom is now less prominent in Thailand, the people of Laos continue to enjoy buffalo meat and have many wonderful recipes to share such as koi (raw meat spicy salad), larb (cooked meat spicy salad) and a delicious spicy soup.

Recipe: Buffalo meat Ask for advice from the butcher when you buy a cut of buffalo, but our chef recommends that you leave the meat to settle for one day to allow the muscle to shrink. The meat should be deep red, darker than beef, and without much fat. Slice the meat and season with salt and pepper before grilling to your personal taste (rare, medium or well-done).

Contrary to the popular belief that buffalo is tough and chewy, this recipe from the Laotian chef at French restaurant L’Elephant in Luang Prabang will show you how to serve up a a wonderful dish of this low-calorie, low-cholesterol meat.

“Buffalo Steak with Herb Butter” is cooked at L’Elephant using organic produce from its own garden and is a delightful example of the variety of tasty food on offer there. However—don’t worry—you don’t have to be a trained chef to follow this simple recipe and serve up a melt-in-your-mouth buffalo steak. Your friends and family simply won’t believe this tender steak is actually buffalo!

Herb Butter Garlic Salted Soft Butter Mixed Herbs (Fresh Tarragon, Fresh Chives)

he early morning mist rises from the Mekong River as we get into the small boat at the pier in front of the 16th-century temple of Vat Xieng Thong. We leave Luang Prabang behind for a few hours and zip across the river toward the jungle. We get off at Vat Long Kounpier and ascend the long stone stairway. It is an energetic start to a half-day trip that will include a local village, a market, a cave, three temples and a glimpse into some traditional Lao lifestyles. At the top of the stairs the magnificent Vat Long Kounreveals itself. It is a monastery of particular royal and religious significance. Lao kingdesignates historically spent three days here in meditation and ceremonial bathing prior to re-crossing the river to Vat Xieng Thong for their official coronation.

My feet needed a rest now and so we instructed the boatman to take us back across the Mekong to the main part of Luang Prabang. It was still only midday: plenty of time to relax and have lunch before exploring more of Luang Prabang's treasures.

At the portico to the prayer hall I encountered two unexpected characters—large bearded Chinese guardians painted either side of the door. I kept a wary eye on them as I entered.

Laos

Built in the 18th century, Vat Long Koun is adorned with murals depicting scenes from the “Jataka,”—the ancient Indian book of Pali verses that recount the experiences of the Lord Buddha. Although the original murals are authentic, I was disappointed that so many of the paintings were badly faded and chipped. Perhaps a restoration job is needed here.

18 Hours of Happiness

in Xishuangbanna

oday’s challenge, put to me by the staff at Mahanathee, was to cover as much as possible in one day in Jinghong, also known as the Autonomous Prefecture of Xishuangbanna. The native Thai name for this town is “Sipsongpanna,” literally “Twelve Thousand Rice Fields,” on account of its ideal tropical climate and abundance of agriculture.

Xishuangbanna is located in the very south of Yunnan Province, straddling the River Mekong (known as the “Lancang” in Chinese) and a stone’s throw from the borders of Laos and Myanmar. It has an international airport with flights from Kunming, Dali, Chengdu and Bangkok. There’s also a fabulous bus network 56 throughout the province.

I am up and out on the road by 6 am to accomplish my mission today. It’s misty and fresh when I arrive at Menghan morning market, a great spot to observe the daily life of the local Dai people. There’s plenty on offer including a wonderful variety of fresh fruit-ideal for keeping you going throughout a long day’s adventure. It’s a charming indoor market, reminiscent of a bygone era in Thailand. After spending a while browsing the market, I move on to Galanba, a Dai village with wellpreserved examples of the quaint traditional architecture in this area. After paying homage to the Buddha statue at Wat Maharajathan Sutharama, a temple over 1,000 years

old, I am invited for tea inside a Dai house by some accommodating locals. I don’t leave empty-handed with so many tempting souvenirs available in this charming village.

n the afternoon, I visit the Primeval Forest, a scenic park where Xishuangbanna’s famous peacocks display their colors. It is truly a magnificent sight to see hundreds of these beautiful birds roaming around the Golden Lake on a sunny day. Then I had an unexpected detour when I happened upon a traditional Akha wedding. All the village were celebrating and I spent an hour chatting and taking photographs with the cheerful ethnic wedding party.

It’s impossible to find time to enjoy all that Xishuangbanna has to offer, but I recommend the Mengbalanaxi Culture show which is fixed for 8.10 pm every evening. Actors present the history of Buddhism, the Songkran (water) Festival and the culture of the local ethnic groups – it’s clear that the local people are very proud of their homeland. The show finishes just after 9pm - if you still have energy left,

the night market is open until midnight and offers many authentic souvenirs. If that sounds too much like hard work, sit back at a café on the banks of the Lancang River at Tai Jiangnan and absorb the night ambience before heading back to your hotel. No doubt, like me, you’ll be asleep as soon as your head hits the pillow after such a busy and exciting day out.

I made it back into town just after sunset and found a lovely restaurant with typical Dai food, which is somewhat similar to that of Northern Thailand. Several other tourists were there and we watched an entertaining show with beautiful local ladies dancing and traditional music.

ทีป่ กครองระบอบกษัตริยก์ อ่ นจะถูกอังกฤษ ยึดครอง ทั้งสองเมืองตั้งอยู่บนฝั่งแม่น�้ำที่ เป็นเสมือนเส้นเลือดใหญ่เดียวกัน นั้นคือ แม่น�้ำอิระวดี นามบินแห่งใหม่หา่ งจากตัวเมืองกว่า 45 กิโลเมตร ใช้เวลาเดินทางร่วม ชั่วโมง แต่คณะของเรามุ่งตรงไปเมืองอมร ปุระก่อน อมรปุระเป็นเมืองหลวงของพม่า ก่อนทีจ่ ะย้ายเมืองหลวงไปทีเ่ มืองมัณฑะเลย์ ซึง่ อยูห่ า่ งกันเพียงเล็กน้อย ทีเ่ มืองอมรปุระนี้ เราได้ไปชมสะพานไม้สกั ยาวทีส่ ดุ ในโลก คือ สะพานอูเบ็งมีความยาว 1,200 เมตร ทอด ยาวข้ามทะเลสาบตองตะมาน ทะเลสาบที่ สวยงามอีกแห่งหนึง่ ข้ามไปยังอีกฟากหนึง่ ซึง่ เป็นทีต่ งั้ ของวัดเจาต่อจี แต่เนือ่ งจากเวลา เรามีนอ้ ย จึงไม่มโี อกาสข้ามไปยังสุดสะพาน ได้ทนั สะพานนีส้ ร้างในสมัยพระเจ้าปดุง ที่ ทรงให้ขนุ นางชือ่ อูเบ็งเป็นผูด้ ำ�เนินการสร้าง โดยใช้ไม้สกั ทองจากพระราชวังหลังใหญ่ใน กรุงอังวะเมืองหลวงเก่าของพม่ามาสร้าง แม้จะมีอายุรว่ ม 200 ปี แต่กย็ งั แข็งแรงยืน หยัดท้าแดด ลม และฝน มาจนถึงปัจจุบัน ยังมีสภาพดีผู้คนสามารถสัญจรไป-มา อยู่ ตลอดเวลาโดยไม่สั่นคลอนเลย

กล้ๆ กันนั้น เราได้มาแวะที่วัดมหา กันดายง ซึ่งเป็นวัดที่เป็นวิทยาลัย สงฆ์ มีพระและสามเณรมาจำ�พรรษามาก ที่สุดในพม่ากว่า 1,000 รูป หรือบางช่วง มีกว่า 3,000 รูป จากทั่วโลก เนื่องจาก เป็นวัดทีม่ ชี อื่ เสียงว่ามีระเบียบวินยั งดงาม น่าเลื่อมใส จึงมีญาติโยมมาทำ�บุญไม่ขาด สาย รวมทั้งคณะของเราด้วยที่รวบรวม ปัจจัยถวายแก่เจ้าอาวาท นอกจากนี้จะมี ญาติโยมชาวเมืองมาถวายอาหารอย่าง มากมายทุกวัน แสดงให้เห็นว่าชาวพม่ามี ความศรัทธาในพุทธศาสนาอย่างแรงกล้า และเป็นแบบนีม้ านับเป็นพันๆ ปีแล้ว พม่า จึงมีสงิ่ ดีๆ ทางพุทธศาสนาให้เห็นมากมาย จวบจนปัจจุบันนี้

ลังจากได้ทำ�บุญให้จิตใจผ่องใส แล้ว เราได้แวะชมหมู่บ้านทอผ้า ไหมแถบชานเมือง มีลวดลายทั้งแบบพม่า และแบบของไทย มีการสาธิตการทอผ้าไหม ให้นักท่องเที่ยวได้ชม ทราบจากไกด์ท้อง ถิ่นว่าหมู่บ้านแห่งนี้น่าจะเป็นเชื้อสายคน ไทยที่ถูกกวาดต้อนมาตอนไทยเสียกรุงให้ แก่พม่า ซึ่งในครั้งนั้นมีการกวาดต้อนช่าง ฝีมือด้านต่างๆ รวมถึงผู้มีความรู้ ความ สามารถ หลายด้าน จึงได้ถ่ายทอดศิลปะ ต่างๆ ออกมาในรูปของที่ระลึกต่างๆ ที่ เป็นเอกลักษณ์ของเมืองนี้ ากนัน้ เราก็เดินทางเข้าสูเ่ มืองมัณฑะ เลย์ ปลายทางที่ร้านอาหารไทย ใกล้กับคูเมืองและพระราชวังมัณฑะเลย์ 61 ซึ่งจะเป็นอาหารไทยมื้อแรกของเรา คงไม่ ต้องบอกว่าจะอร่อยขนาดไหน....

n the second day of our trip to Myanmar, we woke up before dawn and hurried to the airport to catch our flight to Mandalay. While we were leaving the hotel, I couldn’t help but steal a last glance at the place we stayed last night. The hotel’s special atmosphere had helped provide us with the magical feeling of Bagan with replicas of pagodas and temples positioned throughout the lobby. It would be no exaggeration to say that we slept among the ruins of 4,000 ancient Buddhist pagodas last night.

We traveled by Air Bagan to Mandalay, a pleasant comfortable flight of just 20 minutes. I was told that the 300-km journey often takes a whole day by car because of the terrible road conditions. Although 62 I love road trips, I was grateful for the short inexpensive journey I had that morning.

Bagan and Mandalay share the claim to fame of both being former capital cities of Burma. And both are located on the banks of the mighty Ayeyarwady River, previously the “Irrawaddy,” which is the lifeline of the country to millions of Burmese. Before we had arrived at Mandalay Airport, our group decided to take advantage of the cool morning weather and head directly to the town of Amarapura first. Amarapura was also a former capital, from 1783 to 1857 CE, and is situated to the east of the Ayeyarwady, just 10 km north of Mandalay.

e took a taxi to the beautiful Taungthaman Lake and crossed the U Bein Bridge to see the Jao Torjee temple.

The Twin City of Mandalay he lake was calm and picturesque, and the temple was lovely, but everyone was taking photos of … the bridge! Why? Because the U Bein Bridge is the world’s longest teakwood bridge, built in 1849 from old planks and timber posts that were salvaged from houses in Sagaing and a former palace in Inwa. The bridge has 1,086 posts, and there are nine drawbridges that allow boats to pass. It was a long walk but vendors have set up stalls at teak pavilions along the bridge, so it was an interesting and healthy walk for all of us. After lunch, we went to the nearby Maha Gandayon Monastery, which houses somewhere between 1,000 and 3,000 Buddhist monks at any one time. This enormous temple complex is renowned as a college for monks and is

very popular among Buddhist pilgrims from all over the world. After making merit at the temple, we visited a silk-weaving village that had been recommended to us as a new tourist innovation. The weavers were busy at work, making silk textiles in Thai, Chinese and Burmese styles. We learned from our guide that many of the local villagers were descended from Siamese artisans who were captured by the Burmese armies in ancient wartime, and brought back to the Burmese court to work for the king. By Lunch, we had just one more thing to do: eat! I feel guilty to say it, but we chose a Thai restaurant in Mandalay located close to the palace.

egend has it that the Lord Buddha, on a visit to Mandalay Hill, prophesied that a great city would be founded at its foot. Today, as we arrive at dawn, bright golden morning sunlight falls onto that very spot where Mandalay now proudly stands. The last royal capital of the former Burma (now the Union of Myanmar) and built on the command of King Mindon in 1857, Mandalay now extends to include seven townships, including Amarapura—another of Burma’s former capitals. Our first sight of the day is a feast for the eyes—the beautiful Taungthaman Lake, which is spanned by the world’s longest teak bridge, the U Bein Bridge, extending 1,200 meters across the lake. Today the tide is high and small boats are bobbing gently on the calm water. We are stopped in our tracks by the spectacle of about 1,000 monks and novices lined up to receive their daily offering of alms and food from Buddhists at Mahagandayon Temple, the largest religious institute in Myanmar. After a walk into town and a delicious lunch, our next “must-do” is a visit to Mandalay Palace. The palace has a colorful history having fallen to British colonial rule in 1885 and largely obliterated by fire during World War II. The palace compound was painstakingly rebuilt during the 1990s and is regarded by many as the most beautiful palace in East Asia.

Next on our agenda is the Golden Palace Monastery, or Shwenandaw Monastery, the royal residence where King Mindon died in 1878. Built from golden teak and carved to display intricate and beautiful illustrations of Buddhist legend, the monastery was originally part of Mandalay Palace but moved to its current location in 1880—perhaps a lucky escape, some say, because of the devastating bombing the city suffered in World War II. In the late afternoon, we visit Kuthodaw Pagoda, which was also built during the reign of King Mindon. In 1871, the Fifth Buddhist Council took place here. All the teachings of Buddha were recited during the monastic council and, afterward, 729 marble slabs were inscribed, each with a page from the “Tripitaka,” or Buddhist scriptures. Each slab is housed in a shrine within the grounds of Kuthodaw Pagoda. Collectively, they are considered to be the world’s largest book. Watching the sunset from the top of Mandalay Hill makes for a perfect end to our day. It is accessible by foot or car. Like so many other pilgrims and visitors we make a wish at the Mwegyi Hnakaung (Two Great Snakes) Pagoda. As the last rays fade from the horizon, we take in the magnificent panoramic view of Mandalay, the Royal Palace surrounded by the moat, Amarapura on the far left, and the Ayeyarwady River reflecting the shimmering golden sunlight. And I know this memory will be forever engraved on my mind.

tarting at the corner of Huay Kaew Road, next to the Amari Rincome Hotel, is Soi 1. This Soi, or lane, has in recent years exploded with classy furniture and textiles stores. All within easy walk are: Deco Moda (interior décor); Tawan Decor (home accessories); Loy Far (pewter ware); Koland (garden accessories); and Aka (home décor and ceramics). Also, don't miss Paothong's Private Collection, which has textiles, silk and fashion.

mong the 20 or so other boutiques and art galleries, Studio Kachama offers beautiful local woven textiles and Meaw Jai Dee Studio sells aromatic candles.

rom Soi 1, walk across Nimmanhaemin Road to Think Park where there is space to relax under the shade of banyan trees. Heading back down Nimmanhaemin, nearly opposite Soi 1, is Gerard Collection, a charming interior décor outlet. I recommend the eye-catching bamboo furniture.

short walk southward and you come to Ran Law bookstore, which has English-language books, magazines and postcards. It is situated next to the fantastic Kasem Store with its delicious fresh breads, pastries and imported delicacies.

ime for a coffee? Cross over to Soi 9, which has a courtyard and walkway of cafés. Farther down the street, you'll find Chiang Mai's famous Monkey Club, one of the city's most popular nightspots. If you are in the mood for little sushi and sashimi, head to Hatema restaurant on Soi 11. Close by, on Soi 17, is the popular bar Drunken Flower, which transforms into the Drunken Noodle bistro in the daytime. Also on Soi 17, you'll find the well-known ice cream parlor, I Berry.

ocated on the west side of Chiang Mai, Nimmanhaemin Road is named after an old family of wealth who donated land to the city so it could build a road in the expanding town. Just 20 years ago, this street was lined with little more than rice fields and weedy backstreets. Today it is a shopping promenade and a chic hangout for students, tourists and the city's hi-society.

alking up Soi 17 to Nimmanhaemin Road, a little farther south is the trendy nightclub Warm Up. You'll find it opposite the coffee shop Doi Chaang and a quaint restaurant named Cafe de Nimman.

n fact, there's something different and something special down every lane and on every corner at Nimmanhaemin Road. Whether you're looking for a café, a bar, a boutique or a spa, there's always one nearby.

ut it's not only luxury goods and chic dining that attracts people to this street. It also has great street food and modest diners waiting to be discovered. On the lane behind the 7-11 under Hillside 3 condominium, there's a simple but excellent little place called “Burmese Restaurant and Library,” which has great Burmese food and is very inexpensive. And opposite Kantary Hills condo, there's a little place called Moo Ping Kun Por, which draws customers for its mouthwatering grilled 76 pork and special purple rice wrapped in banana leaves.

t may be a modern street, but you can still find traditional old stalls. Near Hillside Condominium on Huay Kaew, there's a vendor selling hot soy milk, and outside the gate of Warm Up you'll find an old Chinese man who has been selling hot ginger soup with soft tofu from an old red cart for about 20 years. You have arrived in Chiang Mai … When you have arrived on Nimmanhaemin.

What is the GMS? About GMS and CEQC : Greater Mekong Sub-region he Greater Mekong Sub-region (GMS) comprises Thailand, Cambodia, the People’s Republic of China, the Lao People’s Democratic Republic, Myanmar and Vietnam. The bloc is designed to enhance economic cooperation and relations among the member states, and has significantly contributed to the development of infrastructure and resource bases, as well as promoting the freer flow of goods and people in the sub-region. The GMS has successfully implemented projects and programs in sectors as varied as energy, environment, agriculture, tourism and telecommunications. Since 1992, the Asian Development Bank (ADB) has provided support for the GMS.

It has also supported the private sector of northern Thailand in coordinating with the upper GMS countries-essentially northern Thailand, Laos, Myanmar and Yunnan Province in China.

Within northern Thailand, the Chiang Mai Chamber of Commerce has worked in coordination with the Northern Chamber of Commerce to establish an organization called “The Committee for the Economic Quadrangle, 10 Chambers of Commerce, Northern Thailand,”

or more simply, the CEQC. The CEQC unites the Chambers of Commerce from Thailand’s 10 northern provinces: Chiang Mai, Lamphun, Lampang, Mae Hong Son, Chiang Rai, Phayao, Phrae, Nan, Uttaradit and Tak. วนทีจ่ นี ก็มตี ำ� นานเหมือนกัน เพือ่ น ชาวจีนคนหนึ่งเล่าให้เพ็ญฟังว่า เขาลอยกระทงเพือ่ เซ่นวิญญาณของขุนนาง ผู้ซื่อสัตย์คนหนึ่งผู้เพียรพยายามท�ำความ ดี แต่ฮอ่ งเต้กไ็ ม่เห็นความดีสกั ที เขาเสียใจ จึงไปกระโดดน�้ำตาย ราษฎรมีความรักใคร่ ขุนนางคนนีม้ าก เมือ่ ถึงวันตายของขุนนาง ก็จะท�ำกระทงใส่อาหารลอยน�้ำเพื่อเซ่น สรวงดวงวิญญาณ และปฏิบตั เิ ป็นประเพณี 85 สื่อต่อมา Mahanathee

นทางพุทธก็มตี ำ� นานเหมือนกัน เพ็ญ เคยอ่านหนังสือเล่มหนึ่ง เขาว่า ประเพณีลอยกระทงมีต้นก�ำเนิดมาจาก ศาสนาพุทธ เรื่องมีอยู่ว่า เมื่อครั้งก่อน พุทธกาล ก่อนที่พระพุทธเจ้าจะตรัสรู้ พระองค์นงั่ เพียรภาวนาอยูใ่ ต้ตน้ โพธิร์ มิ แม่ น�้ำเนรัญชรา นางสุชาดาสาวใช้เศรษฐีน�ำ อาหารมาถวายพระองค์ เมือ่ เสวยหมดแล้ว พระองค์ตงั้ สัตย์อธิษฐานว่า วันใดทีพ่ ระองค์ ส�ำเร็จเป็นพระพุทธเจ้า ขอให้ถาดนี้ลอย ทวนน�้ำ และถาดนี้ก็ได้ลอยทวนน�้ำจนจม ดิง่ ไปถึงสะดือทะเลถูกหางของพระยานาค ซึ่งก�ำลังนอนหลับ จนตกใจตื่นขึ้นมา เมื่อ เห็นว่าเป็นอะไร พระยานาคก็ประกาศว่า มีพระพุทธเจ้าอุบัติขึ้นในโลกอีกองค์หนึ่ง แล้ว เมือ่ เทพารักษ์ทงั้ หลายทราบเรือ่ งต่าง พากันมาเฝ้าพระพุทธองค์ และพระยานาค ได้ทูลขอให้พระองค์ประทับรอยพระบาท ไว้บนฝั่งแม่น�้ำ นางสุชาดาทราบเรื่องก็น�ำ ดอกไม้ ม าลอยน�้ ำ เพื่ อ สั ก การะรอย พระพุทธบาทเป็นประจ�ำทุกปี และได้กลาย เป็นประเพณีลอยกระทงแพร่หลายไปยัง ประเทศต่างๆ ที่นับถือศาสนาพุทธ

สุโขทัย ปัจจุบันมีประเพณีเผา เทียนเล่นไฟ การลอยกระทง สุโขทัยแต่เดิมเป็นราชประเพณีทเี่ ป็นพิธี ของพราหมณ์ ต่อมาได้เปลี่ยนแปลงให้ เข้ากับคติของศาสนาพุทธ คือ เป็นการ ลอยโคมเพื่อบูชาพระบรมสารีริกธาตุ พระธาตุจุฬามณีบนสวรรค์ชั้นดาวดึงส์ และยังมีการลอยกระทงต�ำรับท้าวศรีจฬุ า ลักษณ์ นางสนมแห่งพระร่วง ที่เป็นต้น ต�ำรับพระราชพิธีลอยกระทงสืบมาถึง ปัจจุบัน ใกล้กับสุโขทัยคือจังหวัดตาก มีการลอยกระทงสาย ด้วยการจุดไฟใน กะลามะพร้าว ลอยเป็นเส้นเป็นสาย งดงามที่สุด

อีสานและเวียงจันทน์มปี ระเพณี ไหลเรือไฟ ในวันเพ็ญเดือน 12 และพิธีลอยไฟ ในวันเพ็ญเดือน 11 ชาวบ้านจะใช้ต้นกล้วยทั้งต้น น�ำ มาเสียบไม้ยาวต่อกัน แล้ววางขนานกัน พอประมาณ ปักเสาบนหยวกเป็นระยะ ปลายเสาสร้างเป็นเรือ หรือพระยานาค แล้วจุดไฟทีป่ ลายไม้ดว้ ยไต้ หรือผ้าขีร้ วิ้ ชุบน�้ำมัน แต่ละวัดจะท�ำแบบนี้หนึ่ง กระทง เมือ่ เสร็จแล้วเขาจะลากมาไว้รมิ น�้ำ ตกเย็นชาวบ้านก็จะมาร้องร�ำท�ำ เพลงกันสนุกสนาน พอได้เวลาก็จุดไฟ และน�ำข้าวปลาอาหารเครื่องใช้ใส่ใน กระทงไปด้วย แล้วลากออกไปกลางน�ำ้ ปล่อยให้ลอยไป

Loy Krathong Festivals

I have long noted the relationship between the moon and people in communities along the rivers of Asia. India also has a Loy Krathong festival which involves Brahmanism. The “krathong,” the floating vessel, is floated downstream on the river to worship the god Vishnu who sleeps in an ocean of milk. In some places, cow ghee is used for a more favorable offering, since legend has it that it is the God’s favorite.

Last year, I carried my rucksack and went with my friends to Burma to experience the Loy Krathong ceremonies over there and found myself lost in the moonlight on the bank of the wide Ayeyarwady River.

Buddhists have a legend about Loy Krathong as well. It is said that while the Lord Buddha was meditating toward attaining enlightenment under the Bodhi tree on the bank of the Naranchara River, a maiden named Suchada offered him a meal. After finishing the food, the Buddha made a wish that if the bowl would float upstream he would attain enlightenment. The bowl did indeed float upstream until it landed on the tail of the Naga and awakened him. Upon recognizing the bowl, the Naga announced that another Buddha was born. The Naga begged the Lord Buddha to leave his footprint on the bank of the river, which he did. When Suchada learned about the footprint, she floated flowers on the river to pay respect, and from that day forth the Loy Krathong custom spread throughout the region. 89

n Burma, the festival is a time when people pay respect and show their gratitude to the Naga, the mythical serpent of the waterways. Legend has it that when King Asoka was attempting to build 84,000 pagodas to match the exact number of Buddhist scriptures, he was continually foiled by the efforts of an evil god named Mara, the destroyer. King Asoka asked for help from a monk named Uppakut who relayed his request to the Naga to help Asoka. Thanks to the Naga’s help, Mara was defeated. Nowadays, on the full moon of the 12th month of the lunar calendar, Burmese celebrate Loy Krathong in the Naga’s honor.

This year, after several long journeys exploring the Mekong Subregion, I am heading back home to my parents’ house in Chiang Mai to spend the year’s biggest and brightest festival—Loy Krathong— with them.

One of my Chinese friends told me that Chinese float krathongs on rivers to honor the spirit of an honest Chinese mandarin who was very loyal and hard-working. Unfortunately, the emperor failed to recognize his efforts and the dejected mandarin committed suicide by jumping into a river. To honor his spirit, devotees of the loyal mandarin make small krathongs containing offerings and float them down the river on the anniversary of his death.

ut it is in Thailand and Laos that people seem to be most reverent toward the customs of Loy Krathong. In many parts, each village has its own unique festival. In Chiang Mai, for instance, it is known as “Yi Peng.” Northern Thais believe that Loy Krathong is a ritual to float away ill-fortune and send offerings to their ancestors who 90 fled to Pegu after a plague ravaged the ancient city of Hariphunchai.

Many years ago, “Loy Kamod” was celebrated in Northern Thailand. “Kamod” means “haunting,” so rituals were followed to appease the spirits. Many candles were lit by the locals, and in a procession at night, the candles would look like shimmering ghosts.

n Sukhothai nowadays, there is a similar event called the Pao Tien Len Fai Festival, which was originally a Brahman ceremony that was adapted to suit Buddhist ways. The festival is a chance for locals to pay homage to the Buddha’s relic and the Chulamanee pagoda in heaven. Close to Sukhothai is Tak, which has the well-known Loy Krathong Sai Festival. Unlike other places, krathongs in Tak are made from coconut husks with candles stuck inside.

n Northeastern Thailand and Vientiane, the Lai Rue Fai Festival is held on the 15th day of the waxing moon of the 12th month of the lunar calendar while the Loy Pratip Festival takes place on the 15th day of the waxing moon on the 11th month. People in these regions carve out entire banana trees and fill them with candles, incense, food, sweets and other offerings. In the evening, locals sing and dance while the giant krathongs set sail downstream. I have taken part in the Lai Rue Fai Festival in Nakornpanom and it really was the most spectacular night. All the locals lit torches, which created a magical effect. he chairman of the Committee for the Economic Quadrangle— Chamber of Commerce (CEQC) of Northern Thailand's 10 provinces, Mr. Pattana Sitthisombat, confirmed that the following large development projects have recently been approved and financed. First, a Chiang Saen ferry pier—the second on the Mekong in this area—will connect the town to Sob-Kok village in Baan Saew sub-district, Chiang Saen district. The pier will be built on about 380 rai of land with a budget of 1,546,400,000 baht, and is due for completion by December 28, 2011. The pier project will be supported by a new road and highway network, including a 40-km road from Mae Sai to Chiang Saen, and a 20-km road from Mae Chan to Chiang Saen.

ภาวการณ์ลงทุนภาคเหนือ ครึ่งปีแรก ของ ปี ๒๕๕๓ มูลค่าการลงทุนเพิม่ ขึน้ จาก 7,161.6 ล้านบาท ในปี 2552 เป็น8,344.9 ล้าน บาท ในปี 2553 อุตสาหกรรมทีน่ กั ลงทุนให้ความสนใจ ยื่นค�ำขอรับการส่งเสริม ใน 3 อันดับแรก ได้แก่ 1. อุตสาหกรรมการเกษตรและผลิตผล จากการเกษตร มีทงั้ สิน้ 17 โครงการ มีมูลค่าการลงทุน รวม 2,295 ล้าน บาท คือ กิจการผลิตภัณฑ์จากพืชผัก ผลไม้ และอาหารพร้อมรับประทาน หรือกึง่ พร้อมรับประทานแช่แข็ง กิจการ ผลิตสิ่งปรุงแต่งอาหาร กิจการผลิต พืชผักผลไม้คดั คุณภาพ กิจการบริการ ห้องเย็น กิจการปลูกพืช

Projects applying for investment promotion in the northern region (17 provinces) in the first half of 2010 increased from 29 projects in 2009 to 49 projects in 2010.

The top three industries that attracted investors were: Agriculture and agricultural products. There were 17 projects with a total investment value of 2.295 billion Baht. Projects included: production of fruit and vegetables; production of ready-toeat or semi ready-to-eat frozen foods; production of food additives; fruit and vegetable grading; cold storage service; hydroponic vegetable farming; chicken farming; products from natural rubber; and seed grading. Investment Prospects in Northern Thailand in the First Half of 2010 A report from Regional Investment and Economic Center 1, Board of Investment, Ministry of Industry Electronics and electrical appliances. There were 8 projects with a total investment value of 723 million Baht. Activities included production of electronic parts and software. Among the foreign investors who showed interest in applying for investment promotion, there were investors from Japan, Korea, Switzerland, Taiwan, Germany, USA, Singapore, the Netherlands and Denmark. A majority of investors signaled an interest in investing in the generation of electricity from alternative energies.

นอกจากนี้ ยังเป็นโอกาสของไทยในการ รองรับนักท่องเทีย่ วชาวจีนทีจ่ ะผ่านเข้ามา ด้วยเส้นทางทางบกได้สะดวกรวดเร็วยิง่ ขึน้ ทั้งนี้ หากโครงการดังกล่าวบรรลุผลอย่าง เป็นรูปธรรมจะเป็นการยกระดับบทบาท ของไทยในการเป็นศูนย์กลางโลจิสติกส์ และประตูเศรษฐกิจหลักของภูมภิ าคเอเซีย ตะวันออกเฉียงใต้และจีน

อีกทั้งการพัฒนาโครงสร้างพื้นฐาน ด้านคมนาคมขนส่งทั้งที่อยู่ในระหว่างการ ก่อสร้างและการศึกษา อาทิ การขนส่ง ทางถนนตามเส้นทางต่างๆ ทั้ง R3A และ R12 สะพานข้ามแม่น้ำ�โขงแห่งที่ 3 และ 4 (ไทย-ลาว) เป็นต้น จะช่วยอำ�นวยความ สะดวกในด้านการค้าได้มากยิง่ ขึน้ นอกจาก นี้ แนวโน้มของเศรษฐกิจในประเทศเพื่อน บ้านทีน่ า่ จะขยายตัวได้ในระดับดี และเป็น ประเทศทีก่ ำ�ลังอยูใ่ นช่วงของการพัฒนา ซึง่ จะมีการเปิดประเทศมากขึน้ อย่างลาว พม่า และกัมพูชา จะช่วยให้การค้าชายแดนใน อนุภูมิภาคลุ่มแม่นำ�้ โขงเติบโตขึ้นอย่าง ทวีคูณในอนาคต อ้างอิง: www.adb.org

six-country joint statement was signed between the members of the Greater Mekong Subregion (GMS) at the 16th GMS Ministerial Conference which was held at the Sheraton Hotel in the Vietnamese capital, Hanoi, on August 19-20.

Delegates at the conference, which was sponsored by the Asian Development Bank (ADB), endorsed six agreements, mostly related to trade, transportation and cross-border issues during the two-day event, which brought together government ministers and representatives from Cambodia, China, Laos, Myanmar, Thailand and Vietnam.

ฌGMS: Connecting Railways and Connecting People One of the main issues endorsed was a strategic framework for a GMS railway system, the first stage of which (Bangkok – Nanning) received the full support of the Royal Thai government. Route 1, as it is known, will be completed within 10 years and will be operational by 2022. The strategic framework for connecting GMS railways, which will open important new trade lanes in the region, proposes four possible routes:

Route 1: Bangkok—Phnom Penh—Ho Chi Minh City— Kunming—Nanning

Route 2: Bangkok—Vientiane—Kunming (via BotenMohan)—Nanning—Hanoi/ Ho Chi Minh City

Route 3: Bangkok—Vientiane— Hanoi/ Ho Chi Minh City

Route 4: Bangkok—Vientiane—Hanoi/ Ho Chi Minh City—Kunming—Nanning

Route 1 is considered most viable because it has the lowest construction costs due to it having the shortest gap, or “missing link,” in the existing railway lines. The Bangkok—Nanning route is also estimated to have the potential for the largest volume of traffic.

Meanwhile, Thailand and China have agreed an investment for highspeed rail projects from Nong Khai to Bangkok and farther south to the Thai-Malaysian border—a total distance of more than 1,000 kilometers. This railway will connect with the Chinese line from Kunming to Vientiane, and is due for completion by 2015, the same year that the Association of Southeast Asian Nations (ASEAN) transforms into the ASEAN Economic Community (AEC).

The Thai Cabinet resolution is currently in progress and marks another important step in the country's logistics development. The new railway lines will also support trade between Thailand and its neighbors and South China, especially cross-border trade, which is expected to expand exponentially. Cross-border tariffs will be nullified under the ASEAN Free Trade Agreement (FTA) and the ASEAN-China FTA framework.

The Thai Cabinet endorsed the draft framework on high-speed railway development on Sept. 7, giving the green light to three main routes: Bangkok—Nong Khai; Bangkok—Rayong; and Bangkok—South of Thailand. The draft framework will be forwarded to the National Assembly for further deliberation.

Thailand hopes the new rail routes will offer opportunities to Chinese tourists to travel to the Kingdom overland quickly and in comfort. Thai delegates believe that if the project is successful, it will enhance Thailand's role as a logistics hub and as an economic gateway to Southeast Asia and China.

China Eastern Launches Flights to Chiang Mai China Eastern Airlines launched its first direct flight between Kunming and Chiang Mai on September 10. The service will operate twice a week—on Mondays and Fridays—with 50 seats available to passengers. The new service is good news to Chinese, Thai and foreign tourists who want to avoid traveling via Suvarnabhumbi Airport in Bangkok. It will also help facilitate trade in the region. China Eastern Airlines is the second largest airline in Asia and the ninth largest in the world. It currently has a fleet of 330 aircraft and flies to 151 destinations around the world. Its routes in Thailand are: Bangkok-Shanghai; BangkokKunming; Bangkok-Xishuangbanna; Phuket-Shanghai; Phuket-Beijing; and Kunming-Chiang Mai.

he Royal Thai Consulate-General in Kunming has reported that the value of import-export trade between Yunnan and Thailand stood at US $149 million in the first haft of 2010, an increase of 66.2 percent from the first half of last year. he Laos Development Bank and Sacombank of Vietnam signed a joint venture agreement in August establishing the Lane Xang Securities Company, which will be listed on the stock exchange in Laos from January. Vichulrat Temple or Wat Makmo The oldest temple in Luang Prabang, Wat Vichulrat was built in the early 1500s in the shape of an Asian tomb, although it is also nicknamed “Watermelon Temple.”

Phou Si Temple Recommended for sunset photographs, this temple is situated on a hill at the far end of the peninsula.

VIENTIANE Si Sa Ket is the oldest building in Vientiane and one of the few that was left standing after Siamese troops razed the city. It now houses more than 2,000 bronze Buddha images.
