To establish India as a reliable sup plier of agricultural commodities in the global market, the Com merce Ministry is planning to oat a proposal for doing away with the practice of imposing export re strictions in the form of minimum export prices (MEP) for nonessential items such as onions, tomatoes and potatoes. “The draft Agri culture Export Policy, which will be put up online for stakeholder comments soon, is likely to in clude a proposal to restrict the ap plication of MEP to a small list of items essential for a person’s sur vival, such as rice or wheat, as a tool to contain domestic prices. On all other items, the proposal would be to do away with MEP alto gether,” a government o cial told BusinessLine. In less than a fortnight, Finance Minister Arun Jaitley will present the last full Budget of this government. In the run-up, speculation revolves around whether he will keep his promise of further reducing the corporate tax rates. While a view is emerging that Jaitley may not reduce the rates given the fiscal situation, a section of P13 India Inc still remains optimistic.

The Centre imposes MEP on items such as onions and potatoes from time to time when prices in the domestic markets surge; the MEP is intended to prevent prices from spiralling further. Often, the MEP is so high that it e ectively acts as a ban on exports as there are no buyers for the commodity at prices above the threshold. “If our farm goods export ers are not able to ful l the commitments towards their buyers be cause of a sud den imposition of MEP, the buyers are left high and dry. Our exporters risk losing their buyers perman ently,” the o cial pointed out. There could be other ways to control rising domestic prices of commodities such as checking cartelisation by traders. Draft policy by next month The draft Agriculture Export Policy is likely to be made public next month. Commerce and Industry Minis ter Suresh Prabhu recently said the proposed agriproduct export strategy would change the export scenario in the country. It will double farmers’ income and also give them a choice of a large num bers of buyers for their items.

Every Indian currency note prominently bears a promissary message from the Reserve Bank of India Governor, which states: “I promise to pay the bearer the sum of (the respective currency denomination value).” The spirit of that promise ex tends to the exchange of soiled notes as well. The Reserve Bank of India Act, 1934 (2 of 1934) stipu lates that the exchange of soiled notes is a “duty that the banking system as a whole owes to the public.” But in what is being seen as a violation of that promissory clause, the RBI is not honouring its promise of the exchange of
soiled notes of 2,000 and 500 denomination even 14 months after they were introduced in November 2016 in the wake of the demonetisation initiative. The RBI has not framed the Note Refund Rules (NRR) for the new currency notes till date un der the Reserve Bank of India (Note Refund) Rules, 2009, which were updated in July 2016,
months prior to the demonetisa tion in November 2016.

When contacted, a top execut ive of a public sector bank said banks are “helpless” till the RBI revises the rules and incorpor ates the new denominations in the mandatory measurement table to calculate the refund amount for soiled notes. Informed sources attribute the delay in the framing of the new noterefund rules to the dif ference in the dimensions of the new notes and the withdrawn ones. The value of a mutilated bank note is ascertained by measuring the damaged part against a gridbased system. The 2,000 and 500 notes are not being accepted for re fund at the RBI counters, too. This has anguished the public. The central bank recently is sued new notes of 200, 50 and 10 denomination. Those notes too are not yet in the NRR system. It is learnt that the Ministry of Finance is in the process of fram ing of refund rules for the notes.
Floor price for onion exports Om Prakash Rawat takes over as Chief Election Commissioner lowered by $150 a tonne PRESS TRUST OF INDIA New Delhi, January 21
The government has reduced the minimum export price (MEP) of onion by $150 a tonne in response to the moderation in the prices of the kitchen staple . The MEP for onion, the oor price below which exports are not allowed, has been reduced to $700 a tonne from $850 xed in November, according to the Commerce Ministry. The MEP of onions was scrapped in December 2015 but #4 4 6 6 0 1
brought back in November 2017 in order to check rising prices. At that time, prices were ruling at 5065 per kg in most cities. The MEP of $850 was applic able till January 20. “Export of onion... shall be per mitted only on Letter of Credit subject to an MEP of $700 per tonne” till February 20, the min istry said in a noti cation. According to the Price Monit oring Cell of the Department of Consumer A airs, retail onion prices are 40 a kg in most cities.

Ashok Lavasa, who retired re cently as Finance Secretary, has been appointed as an Election Commissioner. Om Prakash Rawat takes over as the Chief Election Commis sioner in place of Achal Kumar Joti, who retired on Friday. Lavasa, a 1980 batch Haryana cadre IAS o cer, joins the Com mission as the third Commis sioner in place of Joti.
During his career, Lavasa held various positions at the Centre, including Civil Aviation Secret ary and Additional Secretary and Special Secretary in the Ministry of Power before he moved to the Ministry of Finance, from where he retired from service in Octo ber last year. By convention, the three Com missioners have equal powers al though the seniormost of them takes over as the Chief Election Commissioner.
