Approaching 2021 with Optimism, Compassion, and Confidence Chamber Members Are at the Heart of Our Mission Welcome to the first issue of the Chamber's Current magazine in 2021. The start of a new year has strengthened our confidence that our community and economy are on an upward trajectory. The Manatee Chamber team continues to focus on supporting and partnering with our members to help you rebound and prosper. I am very optimistic for this new year. Just a few weeks ago, we hosted Dr. Jerry Parrish, the Florida Chamber Foundation's chief economist, for our first Headliners event of the year. Dr. Parrish shared insightful research and statistics that provided a helpful lens through which to view our economic recovery. We have pulled out several of the positive data points in the box below, understanding that there are still challenges to overcome. All things considered, I believe we are well-positioned to capitalize on progress across several fronts.

• Manatee County's unemployment rate is lower than the state average. • Florida gained more high wage jobs ($60,000+) than the U.S. average in 2020 and Manatee County's numbers are some of the best in the state (13.8% gain as of October data). • We saw a noteable bump in job gains with earlier rounds of PPP and there is optimism that the current, newly opened rounds of PPP will have a similar impact.

Local job statistics show that while net jobs numbers are still in the negative, we are making real progress. In looking at industries hit the hardest, we must strengthen our commitment to post-secondary educational opportunities and skills development. This commitment will help ensure that our workforce has the skills necessary to build a career here in the Manatee County region and provide the talent our businesses need to grow and thrive. Another important influence on business recovery is the federal relief package signed into law during the last week of December. I urge all of our members to connect with the financial professionals who serve your business to learn more about eligibility, applications, and processes for accessing one or more of the small business assistance programs. It can be a confusing alphabet soup of relief - PPP, ERTC, EIDL - but we will continue to keep our members informed on these and other timely topics.

Connecting our members to resources has always been a priority for our Chamber. Last year we dedicated even more attention to these efforts to ensure that our members had easy access to official, accurate information. We will continue to expand our seminar/webinar offerings to give our members access to experts on topics relevant to their business. We recognize that our members represent a diverse set of industries, business types and sizes, and are in various stages of recovery. As we plan this year’s seminar/webinar topics and speakers, along with virtual and in-person networking opportunities, we want to hear from you! Please share with us the challenges you are facing so that we can deliver educational opportunities that directly support your business and your team. Under the leadership of Phill Baker, our 2021 Board Chairman, we are dedicated to being your partner. The power and passion of the business community will influence our community's upward trajectory. public policy Chamber Advocacy: The Voice for Business One of the most important roles of the Manatee Chamber is to serve as the voice of business - but what does that mean? The Chamber is able to focus the influence of 2,000 businesses and organizations on priority issues thanks to the support and engagement of our members.

Each year, the Chamber’s Legislative Committee pulls together priorities from all of the committee work and proposals to create the Chamber’s business agenda. After it is approved by our board it becomes the foundation for our state and federal advocacy work.

It starts with knowledge. Our members identify issues that impact their business and our community’s quality of life and use the Chamber as their connection to a collective voice. The Chamber convenes business people on diverse topics like transportation infrastructure affecting customers’ ability to get to businesses, workforce readiness and high demand jobs, healthcare affordability and employee access, and governmental processes that affect the ability to grow and expand.

With Your Support, the Chamber: • Focuses business expertise on identifying priorities • Works together with key partners on important issues • Navigates the policymaking process • Influences decisions at multiple levels • Informs our members on the progress

Chamber members work together to research, discuss, and propose solutions on a range of subjects including water quality, education and training, and taxation. Most issues move through one of the 20+ Chamber committees, task forces, and councils that include hundreds of Chamber members.

Once our agenda is set, we meet with state and federal elected officials and agency representatives to present our priorities, explain how issues impact the business community, and work together to find solutions. The legislative process can be drawn out, but our persistence ensures that the business community’s voice is heard. Our advocacy is incredibly important at the local level, as well. We work with our county and city government leaders to ensure that they know how programs and processes affect businesses. We serve in an important communications role, too, so that businesses get the information they need to take advantage of programs, initiatives, and resources. The Chamber monitors the progress of priorities through all phases of the policy-making process. We attend public meetings to represent the voice of our membership, communicate with elected officials and government staff, and capitalize on the tremendous expertise of our members when challenges arise. With our members’ support, we represent the voice of business so that your focus can remain on growing and expanding your business.

44th Avenue East Extension

Major Infrastructure Project Is a Chamber Priority The 44th Avenue East Extension Project is designed to create additional road capacity to meet current and anticipated growth, reduce traffic demand on SR 64 and 70, and provide an additional east-west connection. The entire project spans from Tamiami Trail to Lakewood Ranch Boulevard, creating an east-west route that will connect eastern parts of Manatee County to the area’s Gulf beaches. This long-range project has been a priority of the Manatee Chamber, Manatee County, area transportation agencies, and the Manatee Legislative Delegation. This project will ultimately include new road construction, lane widening and additions, roadway improvements, enhanced signalization, road realignment in some areas, and an I-75 overpass. The project is comprised of six phases - four are completed, one is under construction, and one is in design. The final completion is expected in 2022. Recently, Manatee County designated the County-owned portion of 44th Avenue in honor of Senate President Bill Galvano. President Galvano assisted in obtaining critical state funds for the project and has long been an advocate of transportation infrastructure improvements. Legislative Committee CHAIR: Casey Welch, Director of the Institute for Public Policy and Leadership at the University of South Florida WHEN IT MEETS: July through October to develop the legislative agenda and as needed to address emerging issues OVERVIEW: The Legislative Committee focuses on critical state and federal issues that impact the business community and our area’s quality of life. This committee develops the Chamber’s annual legislative priorities and serves as the voice of business through meetings with state and federal elected officials and agency policy makers to advocate for policies that support business and economic growth. Members of this committee assist Chamber staff with lobbying efforts in both Tallahassee and Washington, D.C. and bring great knowledge and experience to committee efforts.

New Federal Relief Package As part of the year-end pandemic relief package, Congress created changes to the Paycheck Protection Program (PPP) including a “second draw” for certain businesses, updated eligibility, simplified the loan forgiveness process, and clarified tax issues around the loans. Other changes include extending supplemental pandemic unemployment benefits, additional individual stimulus payments, support for public health efforts, rental assistance, and other aid to keep workers on payrolls, support individuals, and bolster the economic recovery.

Outdoor Chamber Showcase Event a Huge Success In partnership with the Pittsburgh Pirates Baseball Club, the Chamber was able to host the annual Chamber Expo as an outdoor event at LECOM PARK. The Better Business Council (BBC) Promotes Local Businesses Committed to a Higher Standard For more than 50 years, the Better Business Council has promoted the credibility of Manatee County area businesses by setting companies with higher business ethics apart from their competitors. The BBC does this by providing referrals to consumers, promoting scam warnings, and promoting the value in doing business with BBC members. Girl Scout Cookie Booths run from February 19 — March 21

Girl Scout Cookie Program Built around entrepreneurship, Girl Scout Product Programs are an integral part of the Girl Scout Leadership Experience. Girls who participate in product programs develop five essential life skills: goal setting, decision making, money management, people skills, and business ethics.

Through the Girl Scout Cookie Program, girls can sell cookies online, in person, and at cookie booths. In 2020, Girl Scouts of Gulfcoast Florida sold over 1 million boxes of cookies, bringing in over $750,000 in proceeds going directly to girls in our council. Whether it’s a trip she’ll never forget, a service project that will change her community forever, or the opportunity to build a lifetime of memories at camp, Girl Scout Cookies help make it all happen!

We support our community! Customers can make a donation to our Hometown Heroes program. 100% of the proceeds from your purchase and donation to Hometown Heroes stay in the local community to support Girl Scouting. Last year we distributed over 50 thousand packages of cookies to essential workers, food banks, veterans, and active military!
