We, like you, have encountered so many instances where a kind word, an unselfish gesture, or an offer of help has made all the difference in that moment. The event feels even more important this year as a way to connect us to one another, to celebrate partnerships, and to honor the gift and sacrifice of leadership - past, present, and future. Leadership matters. Without it our resiliency suffers and opportunities for inspiration and progress never come to light. How can we make tomorrow better without leadership today?

I believe it is everyone’s responsibility to try to leave their community a better place than it was before they arrived. Our company’s mission is to “Build A Better Community” and we encourage and empower our staff to get involved. We do what we can to support their passion. Legacy Is a Choice

“It was the best of times and it was the worst of times”… with those immortal words Charles Dickens began his novel, A Tale of Two Cities. That can certainly describe the past eighteen months! Lives, businesses, and even entire communities have been changed forever. In the midst of it all our “legacy” isn’t who we’ve been, but rather, who we are becoming. Whether we are 21, 51, or 71; our story is not yet finished. Despite the year we have all lived through, what are we choosing to do now that will improve our lives, our families, and ultimately our community? The most important question is not “What did we do during the pandemic?” It’s – “What are we going to do now?” The Manatee Chamber of Commerce has long championed the notion that whatever we attempt we can always do it better when we are working together. Just look at all of the Chamber activities that bring us together so we can network, dream, and build! This year’s annual dinner is no different; it is built on the theme of “The Legacy of Leadership”. And when we lead together with one heart, we always fly higher and faster than we could have ever imagined. While we all recognize those opening words from Dickens, the rest of the first paragraph is even more important – “It was the best of times, it was the worst of times, it was the age of wisdom, it was the age of foolishness…it was the season of light, it was the season of darkness.” I am grateful for the privilege to be speaking at this year’s annual dinner. I will be sharing what other leaders and other communities are doing to act with wisdom and light. And I know I will be encouraged by the stories I will hear from you of faith, hope and love!

Every community’s quality of life is dependent upon a vibrant economic environment. Manatee County is fortunate that its business community has coalesced with the Manatee Chamber to enhance the economic vitality of the entire community. The men and women who provide leadership to the Chamber do so selflessly, providing time, talent, and treasure for the benefit of all. And such actions create the pathway for others to follow as we navigate the constant challenges that face our community. public policy 2021 Legislative Session: Many Chamber Priorities Addressed The 2021 Florida Legislative Session ended in April with more than 3,000 bills filed and, for the first time in Florida history, a budget of over $100 billion. Numerous Manatee Chamber priorities successfully made it over the legislative finish line and are either signed into law or headed to the Governor’s desk.

Closing this loophole provides almost $1 billion in revenue creating tax relief to Florida businesses by replenishing the unemployment compensation trust fund and reducing the business rent tax - another of our priorities.

Chief among this year’s business priorities was legislation providing COVID liability protections for employers that are substantially complying with government health and safety guidelines. This critical piece of legislation was the first bill passed by both legislative chambers and signed into law by the Governor.

The Florida Legislature addressed every phase of the talent pipeline in Florida through significant education and workforce development proposals. Early learning and early grade success, student literacy, apprenticeship training, and economic self-sufficiency programs were passed with bipartisan support. This underscores the importance of supporting and building our workforce for Florida as the state recovers from the

pandemic and reimagines our future. Other legislative priorities that will head to the Governor include expansion of broadband access in underserved areas and investments in infrastructure. The Manatee Chamber’s Legislative Committee will start developing our 2022 Business Agenda this summer. This process is dependent on input from our members on issues that impact the business community, policies that are barriers to continued expansion, and proposals that create efficiencies to support economic growth. We encourage our members to join a Chamber committee, reach out to staff, and get involved in the process.

Members of our Florida legislative delegation provided a wrap-up of the legislative session and shared insight into many Chamber supported issues. FAFSA: Impacting Our Future Workforce Completion of the Free Application for Federal Student Aid (FAFSA) is a central initiative of REACH Manatee. To support attainment of post-secondary education, our collaborative REACH Manatee partnership is promoting FAFSA completion as a critical step for students and their families in planning for future education. The FAFSA is required for federal educational assistance and is used by technical colleges, 2- and 4-year colleges, and universities to determine school-based aid for students. Approximately 4 out of 5 students in Florida use a combination of federal, state, and school-based aid to pay for college. FAFSA completion is particularly important now to counteract the impact of COVID-19 on college enrollment. Throughout the US, direct enrollment after high school graduation was down 6.9% (Fall, 2020) and

enrollment declines were 2.3 times steeper for low-income high schools compared to higher-income schools. Students who delay enrollment after graduation are less likely to ever enroll, resulting in significant losses in earnings over a lifetime. FAFSA completion goes beyond funding for school. Students who complete the FAFSA are more likely to enroll in higher education, persist at college, and obtain a degree. All of this is crucial to meet our community’s future workforce needs. Postsecondary attainment leads to greater career outcomes for students, a stronger workforce, and, ultimately, robust economic development. On

average, students with a bachelor’s degree earn $1 million more over their working lives than someone with only a high school diploma. REACH Manatee partners work together to highlight and provide resources for students and families about how to pay for college, career pathways, and local resources.
