The Alternative Students’ Alliance for Progress – Katipunan ng mga Progresibong Mag-aaral ng Bayan (A-K) has secured the position of chairperson while the Bigkis ng mga Iskolar Para sa Bayan Tungo sa Makabuluhang Pagbabago (BIGKIS-UPM) got the vice-chairperson seat during the University Student Council (USC) Elections, March 14. Tight Competition A-K chairperson bet John Carlo C. Lorenzo won against BIGKIS-UPM’s Nikolai Thadeus Q. Mappatao with a 59 vote margin. Lorenzo, who will be heading the 36th USC, earned substantial votes from the College of Arts and Sciences (CAS) and the College of Nursing (CN), helping him clinch the chairpersonship from Mappatao who dominated five colleges. Meanwhile, BIGKIS-UPM Vice Chairperson bet John Edward Tanchuco took the seat, beating Allia Maria Ysabell I. Acosta of A-K by 450 votes. Tanchuco garnered most of the votes from the seven colleges except from CAS. There were also a total of 323 students who chose to abstain from voting. Likewise, Francesca D. In a statement released by the UEB, the board decided to nullify the votes made by CPH graduate students during their special election and to hold a re-election to ensure fair and reliable results. Prior to the university elections, a special election for the CPH graduate students was held on March 8. During that day, parties were prohibited from campaigning. However, according to the UEB, BIGKIS-UPM conducted a room-to-room (RTR) campaign. BIGKIS-UPM explained that they have mistaken the UEB’s instruction as allowing for RTRs to be conducted. They said that they have asked Cabaña, whom they thought was part of CPH’s college electoral board, regarding the issue. Cabaña, however, denied the accusation in her comment to the UEB’s statement. Contrary to the claims, she said that BIGKIS-UPM never clarified the RTR schedule with her. “To cap things off, from the very start, I have never claimed that I am part of the college electoral board and this fiasco was only brought about by the misunderstanding of the UEB and Bigkis CMs.” Increasing voter turnout The total voter turnout for this year’s elections is 64.04 per cent which is 3.68 per cent higher than last year’s voter turnout (See Table 2 for comparison). The College of Pharmacy (CP) has again registered the most number of turnout, while the College of Arts and Sciences (CAS) had the least. Yolanda-stricken SHS Palo, still far from recovery

Five months after typhoon Yolanda ravaged the Visayas region on November 8, 2013, students, faculty and staff of the University of the Philippines Manila School of Health Sciences (UPM SHS) in Palo, Leyte are still calling for adequate assistance from the UP administration. Worsening neglect In a Facebook note, an SHS student revealed the current situation of UPM’s extension school months after the super typhoon. According to Naimah Negad, Student Council officer in UPM SHS Palo, the SHS community has been patiently waiting for the university’s help for the SHS’ recovery. Classes in SHS Palo resumed on February 19, 2014 after being relocated in the UP Visayas - Tacloban Campus field. The 11 polycarbon bunk houses donated by the Tzu Chi Foundation, a Taiwanese foundation, serve as SHS’ temporary relocation. Four bunks were used as classrooms, while three were used as student dormitories with 20 students each. One bunk house serves as the Office of the Dean, the College Secretary, and the Faculty, and one is used as the Supply, Administration, and Treasurer’s Office. Two bunks were not utilized due to lack of wooden platforms. Despite the makeshift classrooms and residences, students and faculty alike suffer from problems in electricity, venti-

lation, water, hygiene and health and sanitation. Due to limited electricity from solar panels, students charge their cellular phones, laptops, and flashlights in electric outlets in UP VTC Learning Resource Center (UPVTC LRC). Moreover, they are forced to study in the dark during night time. Likewise, the comfort rooms and bathrooms available for the SHS students are located at UPVTC LRC, and they can only use these facilities at night when there are no more classes. In addition, the water that the students use for cooking and drinking comes from the comfort rooms, only purified to make the water potable. Kitchen and dining utensils were washed in open spaces near the tents. Furthermore, their poor living condition had resulted to SHS students getting sick, where one student was diagnosed with dengue, three with chikungunya, seven with diarrhea, 11 with fever, and 22 with acute respiratory infection. Two students were also reported to experience hyperventilation due to the extreme heat and lack of ventilation inside the bunk houses. According to Negad, they find it quite ironic that the university trains them to be community health workers yet the lack of administration’s assistance forces them into unsanitary and unhealthy practices. “As health workers, the SHS community knows how to adapt to difficult Continued on Page 12

GPH, MILF ink Bangsamoro peace agreement Christine Joy Frondozo Angat The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) signed the Comprehensive Agreement on the Bangsamoro at the Malacanang Palace on March 27, culminating the 17 years of negotiations between the government and the MILF. The five-page, 12-point peace deal was signed by MILF peace panel chair Mohagher Iqbal and government peace panel chair Miriam Coronel-Ferrer, while Philippine President Benigno Aquino III, MILF Chair Murad Ebrahim, and Malaysian Prime Minister Najib Razak served as witnesses. Also present to behold the signing were leaders of the Senate and House of Representatives, Cardinal Orlando Quevedo of Cotabato province, United Nations Development Program (UNDP) Administrator Helen Clark, diplomats, foreign dignitaries from Saudi Arabia, Turkey, Germany, Libya, and Malaysia, and members of the MILF and the Moro National Liberation Front (MNLF). New autonomous government

The signing of the Bangsamoro will create a new autonomous political entity within the Philippines which will replace the Autonomous Region of Muslim Mindanao (ARMM). The framework for the Bangsamoro agreement was initially signed on October 15, 2012 while deliberations and signing of the annexes occurred until January 2014. In his speech, President Aquino laid down the plans for the ratification of the basic law, the transition of the Muslim Mindanao to Bangsamoro, and the eventual elections come 2016. “If we sustain the momentum for peace, by 2016, the MILF will have shed its identity as a military force, and transformed itself into a political entity, casting its stake in democracy by vying for seats in the Bangsamoro elections,” Aquino stated. Aquino announced that the Bangsamoro Transition Commission, a 15-member transition commission created thru Executive Order 120 on December 2012, is already drafting the Bangsamoro Basic Law which shall govern the Bangsamoro government. Various groups staged series of protests on March 15 in line with the first death anniversary of Kristel Tejada, the Behavioral Science freshman who allegedly committed suicide due to the failure to settle her matriculation fees.

The Katipunan ng Sanggunian ng mga Mag-aaral sa UP (KASAMA SA UP) held system-wide protests on March 13 and 14 to remember Kristel. The programs, which included candle lighting ceremonies and the cloaking of the Oblation, called for the reassessment of the education policies and the deliverance of justice for Kristel’s death.

Following Kristel’s death, the UP administration reviewed its matriculation policies and declared that no UP student should be denied of access to education due to financial incapacity. The administration then passed revisions on the UP code and transformed the Socialized Tuition Fee Assistance Program (STFAP) into Socialized Tuition Scheme (STS) which reduced application requirements and lowered the tuition brackets.

Correspondingly, the protests also condemned the inadequate support of the University of the Philippines (UP) administration on the campuses struck by typhoon Yolanda. Consequently, UP Kilos Na, Student Christian Movement in the Philippines (SCMP), Alliance of Concerned Teachers (ACT), and Justice for Kristel Alliance (JFK), together with UP Student Regent Krista Melgareho, held a demonstration on the Mendiola Peace Bridge. The protest presented a memorandum addressed to President Aquino demanding for a 6% GDP allocation for Education, nullification of the Roadmap for Public Higher Education Reform (RPHER), and the suspension of the K-12 program. Furthermore, UP Kilos Na, JFK, and the Congress of Teachers/Educators for Nationalism and Democracy- UP Diliman (CONTEND) sponsored a program for Kristel on March 13 at the Vinzons Hall in UP Diliman. As the academic year comes to a close, the condition of the University of the Philippines (UP) continues to worsen as it con fronts several issues resulting from the failure of the university’s administration and the national government to uphold the interests of the students and of the people. Unnecessary shift

Insufficient state subsidy

The UP Board of Regents (BOR), the highest policy making body in the university, has approved the academic calendar shift in all its constituent universities, in line with Association of South East Asian Nations (ASEAN) Integration by 2015.

The problem of the UP administration’s flawed priorities are worsened by the government’s lack of support. The Aquino administration has failed to approve the proposed P 17B budget of the university. Moreover, despite the already insufficient budget, UP continues to suffer from annual budget cuts.

Of the P8.1 billion budget approved this year, the Department of Budget and Management allotted P6.02 billion for personal services (PS), the fund for salary and compensation of faculty and employees.

According to UP President Alfredo Pascual, the academic calendar shift was “to develop UP into a regional and global university and to maximize the opportunities offered by ASEAN integration and global educational partnerships”. Furthermore, Pascual claimed that the shift was consistent with Republic Act (RA) 9500 or the UP Charter, which states that the university’s mandate includes the need to “serve as a regional and global university in cooperation with international and scientific unions, networks of universities…in the Asia Pacific Region and around the world”. Moreover, Pascual claimed that the synchronization of UP’s academic calendar with most international academic partners will “create more joint programs and partnerships with other universities, allow students to get transfer credits, and address the problem with semestral gaps with partner universities”. Despite the opposition from several University Student Councils (USCs), College Student Councils (CSCs), organizations, and faculty, however, the BOR approved the academic calendar with only the student regent and staff regent voted against the shift. According to the position paper released by the UP Diliman (UPD) USC, the merits of the shift are agreeable but do not guarantee quality education for all the students. UPD USC Councilor Erra Zabat argued that the university must prioritize more urgent issues such as improving the quality of UP education and its facilities. Furthermore, the shift would render the Philippine General Hospital (PGH) with inadequate medical personnel for there would be no clerks at PGH for three months. With the current academic calendar, 5th year students from the College of Medicine (CM) begin their internship on May 1 and are joined by 4th year students as clerks in June. However, the clerks will now begin their internship in August instead of June, resulting in a three month period without adequate staff in the PGH.

The remaining P2.07 billion were appropriated to maintenance and other operating expenses (MOOE) such as the utility expenses, which is less than half of the P5.16 billion UP proposed. The budget for capital outlay that is needed for the

improvement of the equipment and rehabilitation and building of new infrastructures was not approved by the DBM. (See Tables 2.1 and 2.2) Due to the government’s failure to provide sufficient budgets for state universities and colleges (SUCs) including UP, the administration began implementing projects to minimize the deficit. The largest among these schemes is the Socialized Tuition Scheme (STS), formerly known as the Socialized Tuition and Financial Assistance Program (STFAP), which has generated at least P420M over the last three years together with increased miscellaneous and laboratory fees.

Unattainable healthcare The Philippine General Hospital bears the brunt of the lack of state subsidy to UP. In order to fulfill the deficiencies in the budget, PGH Director Dr. Jose C. Gonzales has imposed charges on previously free laboratory exams for the Class D or indigent patients at PGH. Class D or indigent patients comprise approximately 98% of all patients in the PGH’s charity wards and charity Intensive Care Units (ICUs). Moreover, added requirements for availing of free examinations were also implemented. The memorandum also reduced the previously 192 free laboratory examinations for Class D patients to only 44. Furthermore, indigent patients must submit additional requirements before being classified as Class D patients

Moreover, Aparato claimed that the P30 million budget for the NIH Centennial Building is only sufficient for Phase 1 of construction and the total cost amounts to approximately P90 million. Subsequently, in a student consultation organized by BIGKIS UPM on March 19, Vice Chancellor for Planning and Development Dr. Charlotte Chiong stated that while there is no specific date yet for the SSWC demolition and that the NIH building’s construction is still in the design process. Additionally, Chiong listed the facilities of nearby universities such as Emilio Aguinaldo College (EAC) and government agencies such as the National Bureau of Investigation (NBI) and Department of Justice (DOJ) as possible alternative venues for PE classes. Meanwhile, Chiong cited the offices and rooms on the 4th floor of the Old NEDA Building as another possible

and receiving the appropriate benefits, such as free laboratory exams in the future. Additionally, these charges were implemented in 2013 when the Maintenance and Other Operating Expenses (MOOE) of PGH doubled from P305 million in 2012 to P616 million in 2013. Compromising progress The food concessionaires from the Gusaling Andres Bonifacio (GAB) Cafeteria and other areas around the university were evicted during the end of February because of their supposed failure to secure the necessary permits and a contract with the university administration. Also, the concessionaires from the GAB Cafeteria were also evicted to supposedly make way for the construction of the College of Arts and Sciences (CAS) Student Center, a structure that will house food stalls, a student lounge, and various offices. According to student leaders from the CAS Student Council and various organizations, the proposed CAS Student Center is a manifestation of the further commercialization of the UP system. The eviction of GAB Cafeteria concessionaires deprives the students of their right to accessible and affordable food. Additionally, the Sports Science and Wellness Center (SSWC) will be demolished to make way for the construction of the National Institute of Health’s (NIH) Centennial Building. In a meeting with The Manila Collegian on March 14, Department of Physical Education (DPE) Chair Conrado Aparato asserted that the DPE will continue to oppose the demolition of the SSWC until adequate venues are provided by the administration. Furthermore, Aparato stated that the DPE refuses to hold PE classes outside the university as doing so would

alternative but reassured the organizations affected that they will not be evicted from their current offices. Instead, they will simply be requested to share their office with PE classes. Likewise, Chiong listed the CAS GAB Roofdeck, 4th floor of the College of Dentistry, and 3rd floor of the Old Dentistry building as possible alternatives. Furthermore, Chiong also stated that a temporary building for PE classes is set to be constructed beside the College of Medicine (CM) that will contain parking spaces, classrooms, indoor track, and other PE facilities. However, Chiong stated that the building would eventually be turned over to the College of Medicine.

The actions and decisions of the UP administration, exac erbated by the blatant aban donment of the national gov ernment, are manifestations of the depreciating public character of the university. Ibinaba na ang hatol. Isang panibagong University Student Council (USC) ang uupo para paglingkuran ang mga mag-aaral at ipaglaban ang kanilang mga karapatan. Bukod sa dami ng isyu na kinakaharap ng unibersidad ngayon ay ang pagtugon sa mga isyu na minana mula sa nakaraang konseho. Nananatiling hamon sa mga bagong halal na mga miyembro ng konseho ang muling pagbabalik ng dangal at prestihiyo ng nasadlak na USC. Pagkatuto sa pagkakamali

Patuloy na pagtindig

Ang nagkakaisang USC ay simbolo ng nagkakaisang mga Iskolar ng Bayan.

Ang konseho ng mga Iskolar ng Bayan ay hindi lamang nagbibigay ng serbisyo sa mga nasasakupan nito, nakikisangkot din ito sa mga isyung kinakaharap ng pamantasan at ng bayan.

Sa mga nakalipas na panahon, naging balakid ang pagkakaiba ng partido ng mga miyembro ng konseho upang ito’y magkaisa sa pagharap sa mga suliranin ng pamantasan. Lubha itong nakita sa nagdaang USC, kung saan ang pananaig ng kulay at sarling interes ay nagdulot ng internal na hidwaan sa konseho. Ngayong naihalal na ang bagong pamunuan ng USC, inaasahang tuluyan nang maisasantabi ang mga pagkakaiba at makakakilos na ang konseho bilang isa. “’Yung pagkakahati ng ating konseho ay hindi lang nakakaapekto sa council mismo dahil ‘yung pinaka-nagsa-suffer talaga ay ‘yung mga estudyanteng pinagsisilbihan n’yo. Ito ‘yung unang-unang hindi natin dadalhin sa incoming na USC,” ani Carlo Lorenzo, bagong halal na Chairperson ng USC at miyembro rin ng nakaraang konseho.Bukod sa pangako ng pagkakaisa, siniguro rin ni Lorenzo na sa kabila ng pagkakaiba nila ng partido ni USC Vice Chairperson John Edward Tanchuco ay magkakasundo sila sa paglilingkod sa mga Iskolar ng Bayan. Gayonpaman, hindi lubos na makakamtan ng USC ang tunguhing nabanggit kung walang magiging pagbabago sa paraan ng pamamalakad sa konseho. Upang maisakatuparan ito, ayon kay Tanchuco, magsisimula ang ika-36 na USC sa pagrerepaso sa Rules of Internal Governance (RIG) nito na naging dahilan din umano ng hindi pagkakasundo ng nagdaang pamunuan.“Siguro unang-una, we have to start with the total overhaul of the rules of internal governance... So babaguhin natin, aayusin natin ‘yung mga depinisyon, ayusin natin kung ano ba talaga ‘yung ‘undermining the integrity,’ ano ba talaga ‘yung mga specifics. Kasi iyon ‘yung kulang ng RIG na ‘yun, feeling ko. Dapat talaga siyang isaayos na hindi nasasakal ‘yung mga members ng USC, but at the same time, it defines the specifics of our roles as USC members,” paliwanag pa ng bagong halal na vice chairperson. Bukod sa pagsasaayos ng RIG, balak din ng bagong USC na ayusin ang sistema ng mga komite sa konseho. “In terms of the committees,... integrated ‘yung mga committees sa isa’t isa. Hindi siya magiging committees-based, kundi, magiging kaming councilors is nagdadala lang kami ng advocacy, tapos magwo-work pa rin siya as isang buong USC,” sambit ni USC Councilor Iska Dalangin. Binigyang diin din ni Micahella Jane Merencilla, kinatawan ng College of Nursing, na ang mga proyekto ng bawat komite ng konseho ay nagbibigay-kabuoan sa USC. “You’re not here to banner yourself,” aniya, “you’re here to banner yourself as USC.” Sa kabilang banda, ipinapahiwatig din ng bagong pamunuan ang posibilidad ng pagbuo ng mga karagdagang komite na maghahatid ng serbisyo sa mga mag-aaral ng UP Manila. Bagama’t maganda ang pangitain ng bagong halal na konseho, hindi kailanman sasapat ang matatamis na pananalita upang mapunan at maitama ang pagkakamali ng mga nagdaang pamunuan. Kahit ang bawat parating na konseho ay nangangako ng pagkakaisa, nabatid nang ang pananaig ng kulay at ideolohiya ay pumipigil upang maisakatuparan ang pangakong ito. Kaya naman sa oras na kumawala ang bawat isang miyembro sa anino ng kanyang partido at kumilos para sa kapakanan ng mga Iskolar ng Bayan, doon lamang makakamit ang inaasam na pagkakasundo at pagbabago.

Kaya naman naging kapuna-puna ang kawalan ng konkretong paninindigan ng nakaraang USC kaugnay ng mga suliraning pumukol hindi lamang sa mga mag-aaral ng unibersidad, kundi maging sa mamamayang Pilipino. Kasabay ng pagkakahati ng nagdaang pamunuan ay ang pagkabigo nitong mabalanse ang paghahatid ng mga proyekto sa mga mag-aaral at ang pagpapabatid ng mga paninindigan nito kaugnay ng mga isyung kinaharap ng pamantasan at ng lipunan. Sa pagpapalit ng liderato ng USC, ipinapangako ng bagong pamunuan ang isang konsehong mas nakasentro sa mga isyung bumabagabag sa Unibersidad. “Siguro, mas magiging campaign-centered ‘yung USC at ilalapit talaga sa bawat Iskolar ng Bayan ‘yung mga isyung kinakaharap ng ating Unibersidad, dito sa UP Manila, at pati mismo ‘yung sa labas ng ating pamantasan,” ani Carlo Lorezo, bagong halal na chairperson ng USC. Sisigurohin din umano ng bagong konseho na may kasamang kampanya ang bawat proyektong isasakatuparan ng USC. Bagama’t malinaw ang tunguhin ng bagong USC bilang isang konsehong mangunguna sa paglaban sa karapatan ng mga mag-aaral, mananatili lamang itong isang panaginip kung hindi mahihimok ng USC ang mga mag-aaral na lumahok at makiisa sa mga kampanyang ilulunsad nito. Kaya naman kasabay ng pagharap ng konseho sa mga suliraning pumupukol sa mga mag-aaral ay ang pagharap nila sa hamong pagkaisahin ang mga Iskolar ng Bayan. Upang mapagtagumpayan ang hamong ito, isusulong umano ng bagong konseho ang mas pinaigting na konsultasyon sa mga mag-aaral. “We would be engaging that, na talagang involved ‘yung students with each and every decision na ginagawa ng USC because as a council, we would want it na hindi lang kami ‘yung nandito. We are one with the students,” ani Micahella Jane Merencilla, kinatawan ng College of Nursing. “Makikinig tayo tapos lalaban tayo,” dagdag pa ni Tanchuco. Bilang kinatawan ng mga mag-aaral, marapat lamang na maisatinig ng konseho ang tunay na saloobin ng mga Iskolar ng Bayan. Ayon kay Tanchuco, isa sa tututukan ng bagong USC ay ang pagsasaayos sa sistema ng konsultasyon sa mga mag-aaral. “We should really be for the students, ayusin natin ‘yung mga proseso na para talaga sa mga estudyante ng UP Manila,” aniya pa. Magiging malaking bahagi ang konsultasyon sa pakikibaka ng konseho sa mga isyung kinakaharap ng Unibersidad, tulad ng pag-amyenda sa Return Service Agreement (RSA) na lubos na makaaapekto sa mga mag-aaral ng health colleges. “Itong RSA issue, isa ‘to talaga sa mga haharapin ng USC... So, of course, through student consultations ng ating college representatives, kukunin talaga natin ‘yung mga idea ng students, and we will push for the amendments na makatutulong sa mga estudyante,” ani Lorenzo. Dapat rin umanong maging mapagmatyag ang bagong konseho sa pagtukoy sa mga butas ng kasunduan upang mas makita ito ng mga estudyante, ayon kay Raniv Rojo, kinatawan ng College of Medicine. Makukuha lamang ang honor sa pagtulong sa kapwa, sa pag-aaral at pag-intindi sa sitwasyon ng mga mahihirap at inaapi. Ang honor ay nakukuha sa pagiging solusyon sa isang suliranin, hindi sa pagtakas dito dahil lamang sa paghangad umano ng katahimikan.

Gusto mo na lang makalabas sa tinaguriang impyerno. Ang halos dalawang dekadang pagtulak sa iyo ng lipunan na mag-aral (kahit minsan hindi mo naman gusto) ay matatapos na sa pagkuha mo ng diploma. Ibang usapan na lang ang gusto pang mag-aral at tila hindi pa na-trauma sa UP. Subalit anoman ang tatapusin mo, anoman ang mga leksyong makalimutan mo, may mga bagay na tinuro ang UP para iyong intindihin at isapraktika. Ang mga leksyong ito ay itinuro sa iyo dahil ikaw ay naging ‘estudyante’ ng UP, at kailangan mo itong ipagpatuloy na pag-aralan at isapraktika bilang ‘alumnus’ o ‘alumnae’ ng UP.

Ngunit ang pagsasapuso ng excellence ay ang pagsilbi sa bayan — isa itong bagay na hindi kayang gawin ng lahat, isa itong bagay na tunay na nagpapakitang ang karunungan mo’y para sa ikabubuti ng nakararami.

Tuwing natatapos ang semestre, aakalain mong tapos na ang pinakamahirap na semestre sa buong UP experience mo, ngunit malalaman mong mas mahirap pala ang susunod. Ganito rin ang mangyayari pagkatapos mong makuha ang diploma. Hindi palaging nasa iyo ang hulog ng suwerte — kahit UP graduate ka pa. Subalit anomang hirap ng semestre mo noon, lumaban ka. Ganito rin ang hinihiling sa iyo ng lipunan pagkatapos mong magtapos – ang patuloy na isulong kung anoman ang tingin mong ikauunlad ng bansa. Itinuro sa iyo ng pamantasan na ang paghihirap at ang pagbangon dito ay bahagi ng pagkamit ng tagumpay. Tulad ng lagi nating naririnig: ang Sablay sa UP ay tagumpay.

Pero hindi natatapos sa iyo ang paghihirap. Sapagkat laging mayroong isang Pilipino na mas nahihirapan sa iyo. Ang paglaban ng mga Iskolar ng Bayan ay hindi lang para sa kanilang mga sarili, kung hindi para sa mga taong hindi nakakamit ang kanilang mga karapatan. Ang pagkakaroon ng diploma ay hindi katapusan ng paghihirap dahil ikaw ay inaasahan na sumandig at sumama sa paghihirap ng iba.

The moves to progress were again hindered by heavy blows of privatization and commercialization. As the public character of the university is being compromised, the students and the masses bear the collateral damage. Acountability is not a question; it is an imperative. As Agulto’s term comes to an end this October, a critical assessment is necessary to expose the true face of the administration in the past years.

Manuel Agulto, a professor in the College of Medicine and the Director of the Institute of Ophthalmology in the National Institute of Health (NIH), assumed the office of the Chancellor last November, 2011. In his inaugural speech, Agulto introduced TORCH, his 25-year strategic plan. TORCH stood for technology advancement, operational efficiency, relevant research, community service, and human resource development.

Earlier this year, Chancellor Agulto announced the construction of a multilevel NIH building that will support his goal of relevant research, aiming to improve the translation and use of devices, and to encourage inventions that will benefit the Filipino people.

The highlight of this plan is the PhP 1 billion TORCH building, which will be composed of the official University of the Philippines Manila (UPM) gymnasium, the Department of Education (DPE) facilities, Office of the Chancellor, clinics of health colleges, food court, housing facilities for both students and faculty, and on the topmost, a pool which will be part of the DPE facilities. PhP 350 million was targeted to be allotted merely for the facilities of this building. However, prior to the construction of TORCH building, a PhP 20M three-level SSWC was supposed to be constructed by June 2013 to act as the short-term DPE facility. This project required the demolition of the gas area and Philippine General Hospital storage building to pave the way for its construction. In line with this, volleyball and badminton courts will be placed on the first floor and would serve as the parking spaces for the PGH faculty in the absence of P.E. classes. The second floor was supposed to contain the basketball court equipped with new lockers, shower rooms, toilets, bleachers, and desks. And to solve the problem on parking spaces’ shortage of the PGH faculty, the Agulto administration has aimed to build the UPM-PGH Multilevel Parking, placed just behind the Centennial Oblation. A basketball court was also designed to be placed on the topmost of the parking establishment as an extra DPE facility. In the face of budget cuts posed to UP’s funds and with its existing lack of facilities, Agulto has planned on pursuing his goals with the use of “entrepreneurial approach”, specifically stating that to be able to increase funds, “proper bodies” should be involved. This is an actual admission that the schemes which have been implemented are moves to privatize the University. Evidently on the current state of University policies, these “proper bodies” refer to those private entities who invested their resources in the University through the Public-Private Partnership. In this approach, it seems that the U.P. administration has already accepted that adequate budget from the government will never materialize. This eventually resulted not only to the degradation of the University’s public character but also to the prioritization of profit over public service.

This announcement created clamor among the students as it will require the demolition of the current SSWC which was the only facility being used for PE classes. This simply implies that the UPM would have to either rent gymnasiums from other universities or utilize other rooms of other buildings in the campus. On the other hand, the promised construction of the PhP 20M SSWC by June 2013 never pushed through. Along the burdens brought by the intensified commercialization of education, another burden will be passed to the students as they are threatened to be deprived of PE facilities. Another considered momentum of this administration was an onslaught directed to the professors and instructors themselves. Agulto’s goal of human resource development includes the “improvement” of faculty development while increasing the qualifications of professors to the doctorate level. Instructors would only be given three years to take a master’s or even a doctorate degree and publish in a reputable journal preferably one that is always used by students. Basing from the inherent lack of time that these professors have due to work overload, the situation will only constitute to a literal enforcement of the socalled “publish or perish” policy, in which the professor could only either retain his position or be removed for not fulfilling the said qualifications. The Agulto administration, while aiming to shape the system to cater to international standards, has also continuously stepped on the rights of the UP Manila populace these past years.

Forceful Impositions The Agulto administration has not only followed the footsteps of its predecessor but moreover furthered the privatization of not only the university but also the Philippine General Hospital. Privatization shunned the image of PGH that caters to the Filipino masses and served only those who have the capacity to pay. Nahirapan akong intindihin yung leksyon namin ngayon sa isang major dahil sa balitang ito. Lum ipad ang isip ko sa ibang bagay, una sa lahat ay kung bakit hindi na lang ito tinanggal nang tuluyan. Inisip ko rin, siyempre, ang mag iging buhay ko at ng aking pamilya sa ganitong sistema. Subalit, ang notes na ito ay hindi mga leksyon, kundi listahan ng mga taong nautangan ko at kung kailan ko sila dapat bayaran. Para sa isang mahirap na tulad ko, araw-araw ay hell week. Araw-araw, mas mabigat pa sa librong dala mo ang bigat ng mga problemang lahat ay nagmumu la sa pinansiya.

May mga pagbabago na namang nagbabadya. Akala ko matatapos na ang paghihirap ko sa hindi mabayarang tuition fee. ‘Yun pala, mas titindi pa ang mga problemang parating sa mga susunod na taon. Mayroon pa palang mga polisiyang kayang maipatupad dito sa UP. Akala ko, pinakamalala na yung mataas na tuition fee at yung FLOA. Hindi ko alam kung paano ito naisakatuparan. Ano na lang bang ginagawa nila sa Board of Regents doon sa Quezon Hall? Parang wala naman talagang nakikinig sa mga estudyante at mga guro. Parang moro-moro na lang lahat ng debate, at isang malaking stage play na lang ang mga konsultasyon at survey. Higit sa lahat, hindi ko naiintindihan kung bakit kailangan ito sa UP. Hindi naman lahat gustong mag-aral sa ibang bansa, diba? Ano ba ang mga bansang ito sa buhay ng mga mas mahihirap nating kababayan? Ano ba sila sa buhay ko? Hindi ko ginustong makapag-aral sa kanila dahil alam kong dito pa lang sa sarili kong bansa, hindi ko na makamit yung kalidad na gusto ko dahil may kabayaran ang bawat asignatura. Laging naroon yung pangamba na ito na ang huli kong semestre. Sa totoo lang, ang Academic Calendar Shift ang papatay sa aking kagustuhang makapag-aral. Dahil sa pagpapatupad nito, kailangan mag-isip ng tatay kong nagtatrabaho sa bukid kung paano pa kami magkakaroon ng pera panustos ng gastusin ko rito sa siyudad. Nahihiya na ako sa kanila. Gusto ko na silang magpahinga dahil matatanda na sila, pero ang pag-asa nila, unti-unti na ring nawawalan ng pag-asa.

Wala akong makain. Hindi ko na naiintindihan kung ano ba ang nangyayari sa pamantasang pinapasukan ko. Kahapon lang, nagkaroon ng demonstrasyon sa loob ng kolehiyo, pagkatapos magbanggaan ng mga estudyante at ng administrasyon. Kung bakit gustong alisin ng administrasyon ang mga tindero at tindera sa cafeteria namin, hindi ko alam. Pero sa totoo, hirap na hirap na ako. May ilan na gugustuhing tanggapin na lang ang kalagayan nila, na tila mayroong nagdidikta ng magiging buhay nila — gaano man kahirap. The only way for them to be exempted from these fees requires them to acquire an endorsement from a politician who will approve of paying for the fees. As the July 4, 2013 memorandum stated, fees “maybe waived upon the recommendation of the Department Chair and the submission of the following documents for the purpose of requesting for a guarantee letter: 1. Due to the different issues that have transpired in the past three years, Agulto’s term has undeniably given way for UP Manila to be detached from its character as a University of the Poor, but rather a University of Payments. The students have confronted the administrators several times throughout Agulto’s term. Two of these confrontations made the greatest impacts—first, during the time of Kristel Tejada’s death, and now, during the eviction of the food concessionaires in UP Manila. In this year’s Scholar’s Convocation, Agulto reportedly said the following statement: “ . . . But, the students and the administrators know that UP is beyond an institution; it is the University of the People and it carries a mandate to cater to every deserving Filipino’s right to quality and accessible higher education. Subalit sa kabila ng magandang simula na ipinapakita ng bagong USC, sila ay nanatiling bulnerable sa atake ng iba’t ibang suliranin. Sila ay kinakailangang mag-ingat sa mga aksyong kanilang gagawin sapagkat maaari itong makaapekto sa kanilang paglilingkod. Nabanggit ni USC councilor-elect Iska Dalangin ang muling pagtatatag ng komite ng National and Local Issues. Ayon sa kaniya, “maaari siyang madagdagan based on the needs of UP Manila” at “ang committee na pwede nating i-consider this term” na patungkol sa komite ng National and Local Issues. Kung susuriin, hindi na kailangan pa na itatag ang komiteng ito sapagkat ang mga kampanya ay maaari nang ikabit sa mga proyektong kanilang ipatutupad. Ang mga komite ay hindi dapat makulong sa pagsasagawa lamang ng mga proyekto – maaar-

ing sila na rin ang magdala ng mga kampanya. Dahil imbis na makatulong, maaaring ang pagkakaroon ng maraming komite ay humantong lamang sa pagkakapatong-patong ng mga tungkulin. Marahil ay dapat matutunan ng bagong-halal na USC na ang pagkakaroon ng mas maraming proyekto kaysa sa kampanya ay maaaring humantong sa pagtalikod nila sa mandato na pagsilbihan at bigyang-tuon ang mga isyu ng mga estudyante. Ang bawat Iskolar ng Bayan ay umaasang matutugunan ng USC ang pangagailangan ng mga mag-aaral at ng bayan sa kabila ng iba’t ibang mga isyung naiwan sa kanila ng nagdaang termino. Inaasahan ng bawat Iskolar ng Bayan ang tagumpay ng konseho sa gitna ng mga sularanin na dito ay gumagapi. Ang mga pangyayari sa loob ng nagdaang termino ay dapat magsilbing aral para sa mga nahalal. Ngayon, isang bagong konseho ang papasok upang muling tuminding at lumaban sa gitna ng iba’t ibang mga suliranin at isyu. Bilang mga saksi sa kabiguan ng nakaraang konseho, sila ay inaasahang babangon at lalaban para sa mga Iskolar ng Bayan at sa masang Pilipino.

Overall, Manuel Agulto’s term was marked with anti-student and anti-people policies that kept encouraging further privatization and commercialization of both UPM and PGH. And as long as this kind of administration stays evident on UP Manila’s future administrators, development will never be attained by the university. It will lead to a path that continuously moves backwards, rather than forward to progressa retrograde motion.

It is also very important to note how the administration considers students’ collective confrontations as forms of violence instead of recognizing it as a venue for students to voice out their concerns. Agulto also announced that a report regarding the students’ actions will be forwarded to the University President which has eventually materialized as several students were placed under investigation.

Another instance is embodied in the case of Alyssa Asilo, a UP Los Baños student who died prior to being awarded a degree in Veterinary Medicine. Due to the failure of the parents to pay the downpayment of PhP 11,800 in order for Asilo to be admitted at the hospital, Asilo’s treatment was delayed for 8 hours. The staff also reasoned out that the other private rooms are only reserved for UP Manila students. Despite the statement of the parents, Dr. Bejamin Sablan, Coordinator for Health Service of PGH, insisted that they have delivered adequate measures in catering to the patient’s needs, but the delay in treating her due to different invalid reasons was surely a contributing factor on the worsening of her disease before her death. It is evident that PGH is already closing its doors of accessibility of providing healthcare to the nation, only opening wide for those with money to give.

Hungkag ang pagkilos na hindi nakaangkla sa mga aral mula sa mga naging tagumpay at kabiguan ng nakaraan. Ang buwan ng Abril ang siyang nagtatakda ng katapusan. Sa pagdaan ng isa na namang akademikong taon, namulat ang mga Iskolar ng Bayan sa mga isyung pumukol sa pamantasan at sa bansa. Sa bawat anti-estudyante at anti-mamamayang opensiba na inilunsad laban sa mga mag-aaral at sa mamamayan, makikita na naging esensyal ang kolektibong paggiit at sama-samang pagkilos upang makapagtala ng mga konkretong tagumpay. Nararapat lamang na muling sariwain ang ilang mga isyung humamon sa pagkakaisa ng mga mag-aaral at ng sambayanan. Sa taong ito, sunod-sunod ang bugso ng mga represibo at anti-estudyanteng polisiyang ibinaba ng administrasyon ng unibersidad. Nandiyan ang Socialized Tuition System (STS), na naglalayong palitan ang porma, ngunit hindi ang esensya, ng dating Socialized Tuition Financial Assistance Program (STFAP) – isang plano ng pagkait sa karapatan sa edukasyon sa mga mahihirap at pagtangi ng edukasyong ibinibigay ng UP para lamang sa mga kayang magbayad para rito. Isama na rin ang pagpapatupad ng “No Late Payment Policy” na kung saan muntikan na nitong harangin ang pagtatapos ng ilang mag-aaral mula sa Kolehiyo ng Agham at Sining (KAS). Ang polisiyang ito ay patuloy na kumikitil sa mga pangarap, pag-asa, at buhay ng maraming Iskolar ng Bayan. Lumaganap din ang pagbusal ng administrasyon ng UP sa boses ng mga Iskolar sa nagdaang taon. Ilang mga polisiya at programa ang ibinababa nang hindi lamang dumaan sa isang maayos at demokratikong konsultasyon kasama ang mga mag-aaral at kawani. Nandiyan ang academic calendar shift na ibinabanderang tumutugma umano hindi lamang sa taong panunuran, kung hindi pati na rin sa pang-ekonomikong polisiya ng ibang mga bansa sa Timog Silangang Asya. Ngunit sa katotohanan ay pumupuno lamang sa ganid na interes ng mga kapitalista at lalong nagpapahirap sa pamumuhay ng mga pinakamahihirap na masa. Tila nakalimutan din ang demokratikong konsultasyon at ang karapatan ng mga estudyante nang ipilit ng administrasyon ang pagtatayo ng isang student center kapalit ng pagpapaalis sa mga manininda sa Gat Andres Bonifacio Cafeteria (GabCaf) sa KAS; gayondin ang ibang food concessionares sa ibang kolehiyo sa unibersidad at sa may Office of the University Registrar (OUR). Higit sa paglalagay sa alanganin sa seguridad at sa karapatan ng mga estudyante sa isang malinis, mura, at malapit na makakainan, dito ay tuwirang naipakita ang unti-unting paggunaw sa pampublikong karakter ng unibersidad at pagbibingi-bingihan ng administrasyon sa boses at kapakanan ng kanilang mga dapat pagsilbihan—ang mga estudyante. Ang isa pang isyung sumubok nang husto sa katatagan lalong-lalo na sa ating mga kapwa Iskolar ng Bayan sa University of the Philippines Visayas sa Tacloban at sa School of Health Sciences (SHS) sa Palo, Leyte ay ang paghagupit ng bagyong Yolanda. Sinamahan mo ako sa hirap at ginhawa. At ngayon na kailangan na kitang iwanan, hindi ko alam kung ano ang magiging takbo ng mga susunod na taon ng aking buhay. Ilang gabi tayong magkasama nang walang tulugan. Mula alas onse ng umaga hanggang alas singko ng umaga kinabukasan, ikaw lang ang iniintindi ko. Maski tatlong oras na tulog, hindi mo maibigay sa akin. Ilang baso na nga ba ng kape ang nainom ko para lang hindi ka makatulugan? Madaming beses na tayong nagtalo, pero sa huli, hindi pa rin kita maiwanan. Hindi ko alam kung paano ito nangyari, kung bakit sobra-sobra na ang pagmamahal ko sa’yo, na isang “criticism” lang, handa na kitang ipagtanggol. Ilang beses mo na akong pinahirapan. Minsan, naiisip ko na nagiging sagabal ka na sa pag-aaral ko. Nagtampo ako at nanghinayang. Ngunit gaya ng pinangako ko, hindi ako bumitaw. Madami nang nauna pa sa akin na nagmahal sa iyo. Truths are written, never said… Since this is the only means to keep my connection with you.
