Mzansi bids farewell to Minister Edna Molewa!

Mourners came out in their numbers to bid their final farewell to the late Environmental Affairs Minister Edna Molewa on Saturday, October 6. In a eulogy delivered by President Cyril Ramaphosa, Molewa was described as a passionate servant who dedicated her life to serving her people. “She was a daughter of the South African soil, with deep love for nature, for her country and for the African region. “She led from the front and could often be found out in the field herself, in the trademark SANParks ranger uniform,” said the President. The President described Molewa as a woman of principle and an astute professional. “The late Dr Molewa executed her role as Minister of Environmental Affairs with diligence, with excellence and with dedication. She lent immense stature and gravity to the role. “She has ensured that the conservation of the environment has become a catalyst to advance the objectives of the National Development Plan,” said the President. Molewa was laid to rest in an official funeral which included a guard and military honours as declared by President Ramaphosa. The official funeral service took place at the Tshwane Events Centre and Molewa was finally laid to rest at the Zandfontein Cemetery in Pretoria West. True to her character, the late Minister Molewa told her colleagues and family that someday she wished to be buried in one of these eco-firendly coffins. “This wish has been realised through the provision of the wonderfully crafted coffin, made from invasive alien timber, that we see before us today,” said the President. High ranking mourners included

former Presidents such as Thabo Mbeki, Kgalema Motlanthe and Jacob Zuma, government ministers and members of the Diplomatic Corps. Tributes poured in from all corners of the globe, as the world joined South Africa in mourning. Kenyan President Uhuru Kenyatta sent his letter of condolence to the country – in which he revered Molewa’s dedication to global climate change affairs. Molewa, who has been hailed as environmentalist and global climate change champion, was awarded the Officier de ’Ordre National de la Légion d’Honneur (Officer in the French Legion of Honour), one of France’s top honours in July this year. Molewa received the award for her contribution to the liberation struggle, women’s rights and her illustrious effort in environmental protection, in particular her role in the Paris Agreement. President Ramaphosa said Molewa understood the importance of her department and its ability to contribute and build the country’s economy. “She was passionate about the role of the waste economy in addressing poverty alleviation and job creation. “She was determined to provide dignity to waste-pickers by providing them with opportunities and tools of trade,” he said. A true pioneer, Edna Molewa was the first female Premier of the North West between 2004 and 2009. She joined the ranks of national government upon her appointment as Social Development Minister between 2009 and 2010. She was appointed as Minister of Water and Environmental Affairs in 2010 before the two portfolios were split after the 2014 general elections. She maintained the Environmental Affairs portfolio until her passing.

“Criminal charges against VBS Bank looters!” - SARB A forensic report into the embattled VBS Mutual Bank has recommended that criminal charges be laid against a range of individuals alleged to have looted about R2 billion from the financial institution. The South African Reserve Bank (SARB) said Advocate Terry Motau had submitted the report on 5 October. VBS was on 11 March placed under curatorship following what was termed a “serious liquidity crisis” at the mutual bank. The forensic investigation was prompted by a curator finding significant financial losses in VBS. “The primary objectives of the forensic investigation were to establish whether any of VBS’s business was conducted with the intent to defraud depositors and/or any other creditors of the mutual bank, or for any other fraudulent purpose,” the SARB said on October 10. “The probe was to also ascertain if VBS’s business conduct involved any questionable and/or reckless business

practices and/or material non-disclosure, with or without the intent to defraud depositors and/or any other creditors,” the central bank said. Motau was to also investigate if there had been any irregular conduct by VBS’ shareholders, directors, executive management, staff, stakeholders and/or related parties. “The SARB has handed over a copy of the report, as well as all the detailed interviews and annexures, to the law enforcement authorities for further investigation. These interviews and annexures will not be released to the public at this stage, as this could compromise any criminal investigation,” said the SARB. The report, titled “The Great Bank Heist”, paints a sordid details on how monies landed in the bank accounts of certain individuals. Motau in the report states it was imperative that those who have been identified as participating and benefiting from this criminal enterprise be charged and prosecuted.

Committee confident that Mzansi is ready for matric Exams! On Tuesday, October 9, Parliament’s Portfolio Committee on Basic Education received a briefing on the readiness for examinations in 2018 by the Department of Basic Education (DBE). It included the state of readiness to administer and manage the National Senior Certificate (NSC) examinations, which commence on 22 October with foreign languages and on 23 October with English and runs until 28 November 2018. The committee heard that 796,542 candidates have registered for the NSC examinations across 8 000 examination centres. This includes 629,141 full-time learners and 167,401 part-time candidates. A total of 147 examination question papers for the 2018 November examination have been set. The committee noted that several new subjects will be administered for the first time during the 2018 NSC examinations. This includes South African Sign Language, Technical Mathematics, Technical Sciences, Civil Technology, Electrical Technology and Mechanical Technology. Committee Chairperson, Ms Nomalungelo Gina, said the committee was made aware of several generic risks identified by the Department of Basic Education. These risks include challenges with the

30% overtime threshold, service delivery or community protests which could prevent candidates from accessing venues, security of question papers across the system, inadequate monitoring of NSC examinations, inadequate staff capacity and morning and afternoon question papers stored at the school or distribution point. The department, however, indicated that the overtime risk has been addressed by way of relaxing this public service regulation. The current status is that there has been a steady improvement in the quality and standard of question papers, improved security of question papers from origination to writing, no leakage of question papers in the 2017 NSC, strengthened monitoring of exam centres based on risk status of the centre, reduction of group copying and improved marking quality strategies. “At this stage it looks like all systems are ready and in place for the class of 2018. The committee commended the department for taking even the risks into consideration and planning around that. The system is really on the rise,” said Ms Gina. The committee also received a presentation from the Council for Quality Assurance in General and Further Education and Training, also known as Umalusi.

Nigerians nabbed for Nyaope! The Ekurhuleni K9 from Benoni arrested three Nigerian nationals aged 29 to 38 years old for possession of Nyaope and bribery attempts on Thursday afternoon (October 11). Local police received a tip-off from the community about men selling the highly addictive drug, nyaope in the area of Shalimar Ridge in Heidelberg. When police thoroughly investigated and followed the information, it lead to the flats at Kirti Street in the Shalimar Ridge suburb. Upon conducting search in the rooms, they found 100 pieces of Nyaope on the the table covered with a green blanket. According to police, one piece of Nyaope is sold at an estimated price of R50 each. The street value of the 100 pieces of Nyaope found and seized by the Police is estimated at R5 000.

In the process of arresting suspects, a 38 years old Nigerian National offered a bribe of R3 700 to Constable Kgampi Maja, in exchange that the cops should not arrest them. A second charge of bribery was added. The Heidelberg Acting Station Commander Lieutenant Col. Tryphina Nyaka commended the community who bravely reported the illegal activities to the Police and swift search, discovery of drugs and arrest of the suspects. She also encourages more community to report to the Police if any illegal or unlawful activities to the Police immediately. Commander Nyaka concluded by assuring that all information provided if given will be treated with strictest confidentiality. The arrested suspects will appear before Heidelberg Magistrate Court soon.

livery backlogs that have been continuously raised by our citizens in different engagement platforms and through our newly constructed Customer Care Service Centre,” said mayor Maloka in her address. She said the people of Lesedi have raised their dissatisfaction on a number of key service delivery matters, such as: the state of roads, street lighting, refuse removal and the municipal fleet. On the plus side, the mayor said Lesedi municipality is becoming financially viable, and this is made possible by the commitment of people to pay for the municipal tariffs and service rates. “This is indeed highly appreciated,” she said.

The municipality has built a massive road infrastructure over the years covering the previously disadvantaged areas, such as Ratanda, Impumelelo and Kwazenzele communities. The following measures have been put in place by Lesedi to address some of the problems: 1.Resealing of roads: Lesedi has budgeted an amount of about R5 million to reseal and refurbish the highly compromised road infrastructure. The project started at beginning of this financial year and will be concluded November. “The project started at beginning of this financial year and will be concluded November 2018,” said the mayor. 2.Road Marking and Street Furniture: Lesedi also embarked on a campaign to improve the image of the Heidelberg town by revamping the road marking and refurbishing the street furniture. ”We are in the process of painting all our major access roads and this will also contribute towards the safety of road usage,” said Cllr. Maloka.

On Street Lights/Electricity:

“In our previous IDP engagements with the communities of Lesedi, issues around street lighting were sharply raised and the municipality has since embarked on a multi-year project to install high mast lights in the newly developed areas, such as, Obed Nkosi and Ratanda Ext 8,” said the mayor. The Heidelberg suburbs of Bergsig, Rensburg, Jordaan Park and Jameson Park are being repaired.

“We are here to hand over the house in remembrance of our departed son, Richard. We take solace from the fact that the family will regain its dignity of having a decent home,” Cllr Lesiba Mpya said as he consoled the family. The Ekurhuleni MMC for Human Settlements, Cllr Mpya, returned to the family of Richard Thole on 10 October (Wednesday) to deliver on the promise made by Mayor Mzwandile Masina in February 2017 to expedite the process of giving the family a decent house. Mayor Masina made the promise after the five-year-old Richard fell into a disused mine shaft at Jerusalem informal settlement, near Daveyton, while playing with friends. The family already had a pending RDP house subsidy application when the tragedy struck. Despite frantic rescue operations by the City’s emergency services and other emergency service agencies, Richard’s body was never found after it became too dangerous to access all possible cavities of the disused mine shaft. After the incident last year, the Ekurhuleni ANC Caucus called upon the owners of these private own land to

also take the responsibility by closing down these mine shaft s as our communities continues to be aff ected. “About fifty per cent of the land area of the Ekurhuleni Metropolitan Municipality is located on dolomite land including areas of intense residential, commercial and industrial development. We therefore urge our communities who are staying in those areas to cooperate with our government when they are requested to be moved to better areas to minimize the loss of life,” said the Caucus in a statement. MMC Lesbiba Mpya said the City has allocated R30 million for provision of housing to about 3 500 residents of Jerusalem informal settlement. The re-blocking of informal settlements across the City of Ekurhuleni is also on course to mitigate disasters such as the one that befell the family of Richard, as well as shack fires, and to provide basic services such as water, electricity, sanitation and accessible streets during emergencies.

“A procurement process has been initiated to acquire services of maintenance and refurbishment electrical company, as we speak the advert has already being processed,” said mayor Maloka. The mayor also highlighted the new reality of the municipality experiencing a high rate of theft, with regard to electrical cables and the components of in substations. Areas like Jameson Park have been hardest hit. “We are in process of engaging our communities to assist in safe guarding of municipal assets and further continue our engagements with the police through the CPFs. The mu-

On Refuse removal:

According to the mayor, only five of the municipality’s refuse removal trucks are operational and maintained. “The major problem that we experienced with regard to delays of refuse collection, was around aging fleet resulting in a number of mechanical breakdowns,” she said. The other reason the mayor pointed as a cause to delays is that Lesedi has also extended the refuse removal services to Obed Nkosi Township, where collection is now taking place on Fridays. “May I humbly appeal to our residents to keep Lesedi as clean and safe for all who live in it. Illegal dumping is becoming prominent in and around the area, and the municipality alone will not be able win this battle outside the involvement and assistance of the community,” emphasized Cllr. Maloka.

On the Municipal Fleet:

The fleet of municipal service vehicles is a important tool used by Lesedi officials for attending to service delivery related queries (either electricity, water or sanitation etc.) as raised by the residents through the call centre or personal complaints at the offices. But the current fleet is getting old and needs to be replaced. “We have already procured four (4) vehicles that will be used to attend all electricity problems in the area, and these vehicles will be delivered during the course of this month. We are confident that all electricity queries will be attended too, more effectively to the satisfaction of the all our customers. We have committed ourselves to prioritize issues around municipal fleet and will budget annually to replace vehicles accordingly,” said the mayor. In closing, mayor Lerato Maloka highlighted the municipality’s list of projects to begin soon (others already in commencement): 1.Electrification at Obed Nkosi Phase 6 and 7 2.Bulk Electricity at Kwazenzele Extension 1 3.Electrification at Kwazenzele Phase 1 and Phase 2 4.Electrification at Ratanda Extension 8 (Phase 1 and 2) 5.Replacement of old water pipes in Lesedi 6.Upgrading and refurbishments of sewer pump stations in Lesedi 7.Backup power supply at Emasdale Water Pump Station 8.Construction of Sport Facility at Rensburg X4 Other councillors present included Cllr. Teams from around the Heidelberg/Lesedi area gathered at the Palazola Tavern for their monthly competition. Pool is a popular past-time in Ratanda, and the sport is steadily picking up new players every week. The associations organize this type of competition on a monthly basis, where local teams battle it out to see who is the best.

The Tswelopele Social Club organized a 5km Fun Walk across Ratanda on Saturday morning, October 6. Families from all around the community joined the group in keeping fit and getting bodies ready for the hot seasons. The Fun Walk included activities like aerobics, health screenings, fun stuff for kids and so much more. The best thing about the Fun Walk was that it catered for all ages, including people living with disabilities. A lot of support from the Ratanda community was received.

“Help South Africa eliminate dogmediated human rabies in our lifetime!” National Rabies Situation:

In the first half of 2018, two hundred and seventyfour (274) cases of rabies were confirmed in livestock and pets. We are clearly in the midst of a rabies epidemic, because comparatively, there were about three hundred and twenty-eight (328) confirmed cases in the whole of 2017. What is even more troubling is the loss of precious human lives because of dog rabies, given that once symptoms start developing, there is very little prospects of recovery, since treatment is ineffective. Rabies infected dogs are the main culprit responsible for this upsurge in human deaths. There is a rising incidents of human rabies from 2016, with the provinces of Eastern Cape, Mpumalanga and Kwa-Zulu Natal being the most affected. The 2016 and 2017 rabies outbreak maps shown below clearly show that there is a direct correlation between the incidence of rabies in dogs and the presence of the disease in humans. The most frequently affected animal is the dog and the foci of infection, in the main, are in Mpumalanga, KZN and Eastern Cape provinces. Although there haven’t been any rabies cases in Gauteng this year, government is concerned because of the risk of spread of the virus from the infected areas. Some of the previous outbreaks in Gauteng were traced back to the introduction of infected dogs from the neighboring provinces.

How do I recognize signs of rabies in a dog?

• Salivation (drooling), • Barks at objects that you can’t see or even at flies • Bites strange objects and has a peculiarly hoarse barking voice • Roams around aimlessly, • Sudden change in temperament; becomes aggressive or too docile. • Paralysis, especially of the jaws, with the tongue hanging out of the mouth If you see some or all of these signs in your dog, do not

touch the pet, call the State Veterinarian or Police (Your local SPCA is recommended) How do I keep Gauteng free of rabies? Government on its own, will never be able to control rabies in animals and prevent citizens from contracting rabies. Gauteng will only win this battle if all the various stakeholders cooperate and coordinate efforts; • Government supplies rabies vaccine as well as the personnel to vaccinate the pets.

• If someone is bitten by a rabies suspect dog or gets into contact with the pet’s saliva, the bite wound must be washed in water and disinfectant, after which medical attention should be sought immediately. Inform the medical professional that you suspect you may have been exposed to the rabies virus. You will then have to complete a course of post-exposure prophylactic (preventive) injections. • Report to the state veterinary authorities nearest to you to investigate whether or not your pet indeed could be infected with rabies. • Private veterinary clinics and animal welfare organisations can help extend the reach of the vaccination campaigns by ensuring that all pets in their neighborhoods are vaccinated. Gauteng Veterinary Services can make available a limited number of rabies vaccine doses that could either be administered for a nominal fee or for free by the private veterinarians and animal welfare NGO sectors. • Visit the Gauteng Government website for more information (www.gauteng.gov.za).

Important points to remember

• Citizens should bring their pets to the vaccination points as detailed in the schedule from the Gauteng veterinary authorities – see September schedule of vaccination points in Gauteng on the next page. • Talk to your neighbor, friends and relatives on the importance of vaccinating pets against rabies. Help us to spread the message and get as many pets as possible vaccinated. • Do not pick up stray dogs as they may have the disease and may not have been vaccinated against rabies. Especially children should be warned against this danger. • Do not bring into Gauteng, any pet, stray or otherwise, from KZN, Mpumalanga, Limpopo or Eastern Cape provinces, unless the pet has recently been vaccinated for rabies.

Recently I faced tough times in my life, because I lost one of my favourite best friends. a brother, a teacher, a preacher, a father, a husband, a community leader. All just because of Anger. This friend of mine decided to commit suicide just because he was angry. They misunderstood each other with one of his family members. Even today my heart is still bleeding, because I've never thought he would do such a stupid thing like this because of anger. Anger is the most dangerous tool, leading to self-destruction. Anger can make one do regrettable things. We often do crazy thing's when we are angry and realise later, that what we did was out of line- and it is too late to apologize. The best way to keep calm when you're angry is to cry or go somewhere else to talk with someone else. Crying makes you feel better and that's when you can make a sound decision, after you have composed yourself. Anger is dangerous, because it can lead to hatred, suicide, Jealousy, and many other unnecessary harmful factors. Speaking to someone can also help you to reduce anger, because you'll be opening up to, whatever it is that's bothering you. Do it! You will feel better and there will be a forward instead of resentment. I know most of the time we read more stories on newspapers or on TV of a man killing his own family members or closest people, just because of anger. If you know that you have shorttemper, just walk away and re-think. Anger is very very dangerous, And at the end of the day you will not be not the only ones, suffering because of your uncontrolled anger. The whole family members and community, will be suffering too. Anger is not good. Anger is a dangerous tool.

Ekurhuleni celebrates O.R Tambo Month with centenaries of Gazo, Sisulu and Mandela! October is celebrated widely across the country as Oliver Reginald (O.R. Tambo) Month. The City of Ekurhuleni has lined up an list of activities to pay homage to this patriot and stalwart of the struggle for emancipation of all the oppressed South Africans. The O.R. Tambo commemorations will be combined with an additional celebration of the lives of three other freedom struggle giants, for which this year’s theme has been dedicated to: “Celebrating the life, times and legacy of O.R. Tambo in the year of Nelson Mandela, Albertina Sisulu and Margaret Gazo.” Mama Margaret Gazo, who was born in January 2018 was among the leaders and organisers of the famous 1956 Women’s March to the Union Buildings against the extension of Pass Laws to the African Women. A wreath will be laid at her grave at KwaThema Old Cemetery on 18 October in a her honour and remembrance, and a public lecture will be delivered in the evening at KwaThema Community Hall. A wreath will also be laid on O.R. Tambo’s gravesite in Wattville. O.R. Tambo was laid to rest at the Tamboville Cemetery in Wattville, which has been declared a National Heritage Site by the South African Heritage Resources Agency (SAHRA) in 2012. The O.R. Tambo precinct next to the cemetery comprises of the O.R. Tambo Narrative Centre – Interpreting the life and legacy of O.R. Tambo through exhibitions, a

Craft Centre, an Amphitheatre for live cultural events, an Environmental Education Centre and a Craft Trail between the O.R. Tambo Precinct and Tamboville Cemetery. The precinct is bordered in the East by a human settlements development by the City that is currently under construction to provide housing to a local community. Reflecting on the commemoration, Ekurhuleni Executive Mayor Cllr Mzwandile Masina said, “As the City we are proud to have had the honour of providing the last resting home of our heroes O.R. Tambo and Margaret Gazo and to enjoy the fruits of their struggle. We are equally delighted and honoured

to speak of the immense contribution of our leaders for whom we are celebrating their centenary this year, Mama Albertina Sisulu, Nelson Mandela and Margaret Gazo.” The key activities for the commemoration of O.R. Tambo Month in Ekurhuleni

Mama Margaret Gazo was born on 1 January 1918. She was one of the organisers of the Women’s March to the Union Buildings. The women were protesting against the extension of the pass laws to women in 1956. At the time, Gazo lived in Payneville, Springs, east of Johannesburg, Transvaal (now Gauteng). She led the march from Payneville where she lived, stopped by shooting police when they reached town. But Gazo and a small group of women continued to the Union Buildings to join the thousands of women. She passed away in April 1974 of natural causes. She remains synonymous with the chant “Wathinta abafazi, wathinta imbokodo” . She was honoured with the Order of Luthuli in Bronze (posthumously) for her role and sacrifices in the struggle for women’s rights .

In honour of the late legend of Kwaito Music, Mduduzi Tshabalala, better known as Mandoza, a plague statue was unveiled at the Soweto Theatre on September 18. The monument remembers the local musician who died two year ago. The event was attended by Gauteng MEC for Sports, Arts, Culture and Recreation Faith Mazibuko joined by family and friends of the late Nkalakatha hitmaker. Mandoza was aged 38 when he passed away on (September 18) after a battle with cancer.

The first annual Karan Beef Sports Against Crime tournament is taking place at the Ratanda Stadium and Multipurpose Sports Complex until Friday, October 12. The tournament combines soccer, netball and volleyball competitions together in a single event where local schools participate to see who can win the bragging rights. The South African Football Association (SAFA) wishes to announce that as matters stand, the upcoming AFCON matches for Bafana Bafana as well as international matches for Banyana Banyana will not be broadcast on any of the SABC platforms. The immediate matches in question are: Bafana Bafana vs Seychelles, Seychelles vs Bafana Bafana as well as the Bafana Bafana vs Nigeria. SAFA has confirmed that despite it having opened discussions with the SABC as early as October 2017 to negotiate a new deal on similar terms and conditions as the immediate past agreement,the SABC decided to make a offer to SAFA for international football matches to be played in South Africa. SAFA has been repeatedly told by SABC management that it is in no position to conclude a contract /contracts whilst it is in a financial state of crisis. It is common cause that there is no other sport in South Africa that draws a larger TV audience attendance than Bafana Bafana – in excess of 4 000 000 viewers regularly. SAFA says it is also regrettable that the nation and the football loving public missed out on a great opportunity to witness Banyana Banyana defend their COSAFA title recently. SAFA offered the SABC the matches (including the final) at no cost, whilst negotiations were taking place – but the SABC declined. SAFA has written to both the SABC and ICASA and informed the Ministry of Sport and Recreation South Africa and the Ministry of Communications,

that it wishes the SABC and ICASA to issue SAFA with a letter that will relieve the SABC of its obligations towards Sports of National Interest (football in particular) which would consequently allow SAFA to conclude an agreement with another broadcaster for the SAFA Rights in line with the commercial value SAFA attributes to such rights. With the SABC showing no meaningful interest in concluding an agreement on terms and conditions that would give respect to the SAFA Rights, the Association regrets to inform the public that all future International football matches involving national teams – the u23, u20 and u17 – as well as Regional Football Championships run by SAFA, will not be broadcast on any SABC platforms.
