EMPD officers honoured with medals!
Eskom scam alert in Mpumalanga! It has come to the attention of the Eskom Development Foundation that an unknown caller is calling Eskom’s previously-funded projects in Mpumalanga recently. According to Eskom, the unknown caller claims that he is from Eskom in Centurion and claims that Eskom has received minibus taxis from another donor. The caller then alleges that State power utility is donating these minibus taxis to previously-funded projects. The Eskom
previously-funded project are informed that they first need to pay insurance money over for these minibus taxis before they can receive their minibus taxis. “Eskom wishes to alert its previouslyfunded projects and members of the public that this is a scam and that they should be wary of these types of calls wherein the victims are promised a benefit for a small upfront payment. We advise the projects not to engage any further,” confirmed Eskom in a statement.
105th birthday suprise party for Gogo Nxumalo!
About 35 members of the Ekurhuleni Metro Police Department (EMPD) were decorated with loyal service and the 2010 Soccer World Cup Support Medals at a medal parade in Kempton on Friday, March 1. The group of officers are only the first of 1,100 recipients of the honorary decorations for dedicating their lives to serve, protect and enforce the law. Their service medals ranged from 20 to 40 years of loyal service, the long service was for service that started before the amalgamation of the nine towns that were incorporated to form the City of Ekurhuleni. Ekurhuleni Executive Mayor Cllr Mzwandile Masina said, altogether, about 5 000 capable metro police officers will be recruited to join the EMPD in the next five years in a bid to double the efforts
to maintain law and order in the City. He also congratulated the medal recipients for reaching this milestone. Speaking at the parade, the Gauteng MEC for Safety and Security, Sizakele Nkosi-Malobane her department appreciates the passion the police are showing in line of duty. “These medals will motivate them to perform their duties excellently in their communities. We thank them for their unbroken service that has been characterised by dedication and hard work,” she said. Superintend Ronald Botha, a recipient of a 20-year service medal dedicated the medal to his late friend and colleague who was killed in the line of duty about three years ago. However, he said it is rewarding to be honoured by the City that he serves daily.
Khat-dealing couple arrested in Vosloo!
On Thursday, March 7, the Katlehong CPF (Community Protection Forum) and Mr Patrick Sithole, the Principal of Ntuthuko Primary School gave Gogo Getrude Nxumalo a surprise party celebrating 105 years of age. She celebrated with her friends , children, her grandchildren, great grandchildren, the community of Twala Section and the police from the Katlehong North police station. Gogo Nxumalo said her secret for living so long is Respect, as the Bible says “Respect your Mother and Father so you can live long on Earth.”
She says she respects everyone, young and the old. Gogo also said people must learn to be humble and eat healthy plus exercise regularly. One of Gogo Nxumalo’s grandchilden from Kwa-Zulu Natal said Gogo raised them well and taught them how to respect and fear the Lord. Principal Sithole said he was very grateful to Gogo Nxumalo and it was a pleasure to celebrate her birthday at the school premises as he was also raised under Gogo Nxumalo’s teachings. The school Choir sang beautiful songs and poems for Gogo Nxumalo.
Number plate recognition device helps in tracking down wanted vehicle!
On Tuesday afternoon, March 5 the Ekurhuleni Mertro (EMPD) Drug Enforcement Unit members responded to a tip off received about a man and a woman reported to be selling drugs to learners and other members of the community in Vosloorus. The metro police swift reaction yielded two arrests as well as seizure of packets of khat and crystal methamphetamine (Crystal Meth). “The house at Vumbuka Section was raided and four ziplocks of khat and

three ziplocks of crystal methamphetamine were found. The two occupants found in the house – a man and a woman – were immediately arrested. The 45 year old female and the 22 year old male suspects were locked up at Vosloorus police station charged with possession and dealing in narcotics,” said Wilfred Kgasago (EMPD spokesperson). They were expected to appear in the Vosloorus Magistrate’s Court on Wednesday, March 6.

The Ekurhuleni Metro Police (EMPD) Equestrian Unit members arrested a male foreign national found driving a stolen vehicle. The arrest took place on Sunday, March 3 in Duduza. It is reported that the car is on the SAPS wanted list for a case of theft that took place in Johannesburg. The case of theft was registered at Booysens police station “While the Equestrian Unit members were on patrol approaching an intersection of Vlakfontein and Duduza Roads using a number plate recognition apparatus, a Nissan Duke was picked up as a wanted vehicle.
The Nissan was stopped and the driver read his rights and detained at Duduza police station on a charge of driving a vehicle wanted in a case of theft,” confirmed EMPD spokesperson Wilfred Kgasago.

Gauteng Premier David Makhura condemns the brutal and dastardly killing of internationally-acclaimed telenovela Matwetwe lead actor, Sibusiso Khwinana, this past Friday (March 1). The Premier described his senseless killing by unknown criminals as a frontal attack on concerted efforts to make the Gauteng City Region (GCR) a no violent crime zone for all. The departed Khwinana, a precious jewel from Soshanguve, who was destined for a bright future in the artistic and entertainment field is a sad loss not only to his family, but to the country. His God-given talent was an epitome of Gauteng's youth resolve to break new grounds and open new doors against all odds. "The heinous killing of this brightest star in our province is saddening. I urge the police to work tirelessly in apprehending the culprits, so that they face the full might of the law", said Premier Makhura. The tragic killing of Khwinana has made our province poorer. The criminals have robbed us not only of a decorated jewel, but a role model and exemplary figure to be emulated by other young people of our province. "Criminals and perpetrators of violent crimes have made Gauteng a golden den for their ill-deeds. That era is about to end, through our reconfigured policing strategy they days are over. We are going to make our province safe for all. I'm deeply shattered by this loss and I extend my sincere condolences to the family", continued Premier Makhura. Premier Makhura on behalf of the provincial government and residents of Gauteng, conveys his heartfelt condolences to Sbu’s family, Kagiso Lediga, Black Coffee and the entire cast of Matwetwe Film. We thank Sbu for sharing his talent with the rest of our people. Sbu’s artistic talent shines through Matwetwe, a South African film production that tells the story of life in the townships in the most persuasive way. Prior to the State of the Province Address, the Premier had a conversation with a group of artists, entrepreneurs and young professionals who inspired him to talk about the “Gauteng Spirit of Resilience and Excellence”. The success of Matwetwe was part of the conversation. “Sbu’s untimely death leaves me quite angry. The police will not rest until Sbu’s killers are found. We will not rest until Gauteng is safe.”, the Premier added. The Premier urged the people of Gauteng to join hands in efforts to fight crime and make our province safer.

More Life Esidimeni patients found! The Gauteng Health Department has traced five more Life Esidimeni patients, bringing down the number of unaccounted patients to 16. “I am encouraged by the progress Dr Kobie Marais and her team are making and reaffirm our determination to continue working relentlessly to leave no stone unturned, doing all in our power and sparing no effort until each of the outstanding unaccounted for on the list is traced,” said Health MEC Gwen Ramokgopa. According to the Gauteng Health Department’s own records, there were 55 unlocated mental health care users in January 2018. This was reduced to 16 by February 2019 following concerted joint efforts between stakeholders. These included Non-Governmental Organisations (NGOs); the Social Development Department; the South African Social Security Agency (SASSA); Private Healthcare facilities, Gauteng hospitals and the Home Affairs Department.
“I have personally visited some of the users and their families and some were not aware that there were discrepancies in either name, addresses or even a lack of identity numbers on the records of Life Esidimeni given to the department. “We are eternally grateful to all stakeholders for their hard work which has seen us making significant progress with the tracing efforts thus far,” said the MEC. The Gauteng Health MEC said most of these users who were recently found were at new addresses where they had moved with their families. Others were re-admitted to special mental health facilities. “The department calls on all families and guardians to update contacts with the relevant institutions when such change. “I remain optimistic that our task of accounting for all clients will be conducted soonest as we follow up with the SAPS and use any other records,” said Ramokgopa.
It is with regret and sadness that Ekurhuleni Council announces the passing of one of their own, Councillor (Cllr) Debeila Maserishane. According to the City Council, Cllr Debeila Maserishane was a true community activist. He was born in 1966 in Limpopo and he joined the Democratic Alliance in 2010 and served on various structures. In 2016, he was sworn in as a councillor in Ekurhuleni where he dedicated his life to improving the lives the community. He was extremely focused on the wellbeing of the community, and more especially the community from which he came from in Tembisa. The love he got from his community in Tembisa was affirmation of the dedication he showed to his community work. He will be sincerely missed at the Council and by the Tembisa Community. On Wednesday (March 6), an extra ordinary Council sitting took place at the Germiston Civic Centre, which declared a Civic funeral for the late Cllr Debeila Maserishane, in accordance with the Ekurhuleni Council’s Protocol Policy. The Speaker of Council, Alderman Patricia Kumalo expresses her heartfelt condolences to the family of the late Cllr Maserishane and encourages her community as well as her colleagues to show the bereaved family comfort and support during this trying time.
Fuel prices increase drastically this month!
Consumers are in for a shock at the pumps as the price of petrol is set to increase by 74 cents a litre from Wednesday, March 6. The Department of Energy announced fuel hikes of 74 cents a litre for both grades of petrol 93 (ULP and LRP) and 95 (ULP and LRP). In its statement, the department also announced increases for Diesel 0.05% sulphur by 91 cent, while Diesel 0.005% sulphur is scheduled to go up by 93 cents a litre. Going forward this means that a litre of 95 ULP will now cost motorists in
Gauteng R14.82, up from the R14.08 a litre in February. This is the second hike in the petrol price since December 2018. Meanwhile, the price of Illuminating Paraffin (wholesale) will increase by 76 cents in the wholesale price, while the price of Illuminating Paraffin (SMNRP) will increase by R1.02 cents. The Maximum Retail Price for LP Gas will go up by R1.01 cents a kilogram. The department said the average international product prices for petrol, diesel and illuminating paraffin
increased during the period under review. Crude oil increases were also responsible for the price hike. “The current fuel price adjustments are due mainly to international factors, namely, the increase in crude oil prices. "As had been predicted last year, OPEC [Organization of the Petroleum Exporting Countries] is determined to support higher crude oil prices by reducing production. They are achieving their objective due to the support by other non-OPEC producers,” said the department.

Mpumalanga State Of the Province Address 2019: "Putting service delivery at heart of agenda!"
The Mpumalanga provincial government will in the 2019/20 financial year prioritise the provision of basic services as it accelerates efforts to improve the lives of its citizens.
Premier Refilwe Mtshweni, picured, on Friday (February 28) delivered her first State of the Province Address (SOPA), where she said her government had taken a conscious decision for the provision of water, sanitation, electricity and roads to take precedence over other priorities. “The focus was on areas that had been neglected in the past, including but not limited to, Bushbuckridge,” she said. The province has, however, over the years made significant inroads in providing the services. “Today, over 85% of households in our province have access to water, leaving us with a backlog of just under 15%.
We have successfully implemented 23 high impact bulk water supply projects, which have benefitted more than 158 959 households at a cost of more than R239 million,” Mtshweni said. The province has in addition completed and delivered 29 water reticulation projects at a cost of R237 million. “We expect 38 bulk and 39 reticulation infrastructure from MIG [Municipal Infrastructure Grant] currently under construction and seven implemented from RBIG [Regional Bulk Infrastructure Grant] to be soon completed,” the Premier said. In an effort to fast track the delivery of basic services, the province has completed a series of much needed projects. Among these, Mtshweni said, is the rehabilitation of water infrastructure in 30 villages in Bushbuckridge. The installation of 18 steel tank reservoirs in Mbombela (15) and Bushbuckridge (three) is another key project that has been completed. The government of Mpumalanga also collaborated with Glencoe Mine to build the Phola Water Pipeline in Emalahleni Local Municipality. It has also completed the Siyanqoba Water and Sewer Pipeline, also in Emalahleni. “All these achievements happened despite the trying economic turbulences and setbacks that we have encountered. As government, we have always maintained an open door policy for the private sector to hold hands with us and
build a strong economy that creates jobs. “We will continue to engage our private sector partners with a view of forming strong partnerships and creating an enabling environment that will allow big and small business to flourish,” Mtshweni said.
Job creation
The Premier expressed concern at the province’s rate of youth unemployment, which stands at 43.5%. “[This] calls for more innovative and collaborative partnership with the social sector and the private sector to craft a strategy that will be more responsive to skills development, unemployment and economic growth,” she said. The provincial unemployment rate increased from 26.6% in 2014 to 32% in 2018. “The expanded unemployment rate, which includes discouraged workers, who have stopped looking for work, was 41.1% at the end of 2018 and the total number of unemployed people, according to the expanded definition, was 868 809. “Despite the current unemployment challenges, it is imperative to note that from 2014, we have recorded a net-job creation of 107,350 between 2014 and 2018. This is an average of 26,837 jobs per annum, achieving almost 40% of the provincial job creation target,” said the Premier.
Infrastructure Development
Mtshweni said her government would in the upcoming financial year continue to implement the Mpumalanga Vision 2030, which provides a provincial expression of the key priorities, objectives and targets enumerated in the NDP. “Through our provincial Department of Public Works, Roads and Transport (DPWRT) that acts as our implementing agent for infrastructural projects, the province has made significant progress towards the provision of an efficient, competitive and responsive economic infrastructure network,” she said. During the 2018/19 financial year, the province saw construction of six boarding schools, 47 ordinary schools and two new special schools. “Our continuous improvement against the national benchmark shows that there is an indelible link between the construction of educational infrastructure and the subsequent improvement in the quality of education. “Most notably, the province undertook the eradication of basic services and sanitation backlog in 225 schools. In this regard, we are proud to report that 402 basic services and sanitation projects in these schools were completed,” the Premier said. She said the province would continue to address the backlog of pit toilets still existing in some government schools.

"Enough Is Enough,Taxi Killings Must Stop!" - GPL
The Roads and Transport Portfolio Committee in Gauteng is extremely concerned with the resurgence of gruesome killings in the taxi industry in the Province. About 12 (twelve) taxi owners and leaders have been gunned down in the space of recent two weeks, including killings in the e-hailing services (Uber and Taxify). The Committee remains exceptionally concerned that to date no one has been arrested for the violent killings. The normal assertion that the killings are being investigated with positive leads from the law enforcement agencies, is not enough anymore. This statement simply perceives that no arrests are being made, criminals keep killing without fear of any punishment. “As an oversight committee for Roads and Transport in Gauteng, we continue to play our part and do due diligence to our constitutional duties of holding the Members of the
Executive accountable. We won't tire in dealing with the scourge of taxi violence, hence our commitment to see to it that all the resolutions entailed in the Taxi Permit Inquiry Report completed and published in November 2017, are implemented in full by the Department of Roads and Transport in the Province under the leadership of MEC Vadi”, said Mafika Mgcina, Chairperson of the Roads and Transport Portfolio Committee. The law enforcement agencies and in particular the new SAPS Provincial Commissioner, Lieutenant-General Ellias Mawela must commit and assure the Committee and the people of Gauteng that they are up for the challenge and that this time around something radical and tangible will be undertaken to ensure that it’s not business as usual. “We want to see all perpetrators behind bars and the justice system being meted out with the harshest sentences ever”, expressed Mgcina.

“HAMBA NONTSOKOLO”: Minister Nathi Mthethwa’s Tribute To The Late “Diva of Kofifi” Dorothy Masuku It is with deep sadness that the country and the music world has learnt of the passing from this earthly realm of one the grand women of African Music who is also one of the original “Divas of Kofifi”Mama Dorothy Masuku.

orothy Masuku was born in 1935 and raised in Zimbabwe. A talent scout discovered her when she sang in a school concert and immediately she signed up as Troubadour. By the time she was sixteen, Mama Dorothy had become a top recording star and after running away from school several times, she was released. She arrived in Johannesburg aged twelve as a student at a Catholic boarding school and came of age just as the first great flowering of urban African culture in South Africa was getting underway in the early 1950s. Eventually, she was advised that she had best leave South Africa before the authorities closed in on her. For several years thereafter, she used her musical talents to help support independence movements in Kenya, Tanzania and Malawi and then, shortly after settling back into her native-born Southern Rhodesia, she was forced into exile a second time when the white supremacy regime of Ian Smith wrested control of the territory from England. Placed on a ‘subversives’ list, Dorothy fled to newly-independent Zambia
In 1992, against the backdrop of imminent political change and a general easing of apartheid era policies, Dorothy was finally allowed to come back to South Africa. She found a very different musical culture to the one she had left behind some thirty years before, but Dorothy was determined to rebuild her career and in fact, her timing was perfect: South African audiences of all ages across all the racial boundaries seemed eager to explore, or to renew an acquaintance with, an almost forgotten and suppressed chapter of the country’s musical heritage. From that time and up to the present day, Dorothy Masuku has justly taken her place as one of South Africa’s great musical veterans.
Dorothy made her first record at age sixteen in 1951 and by 1953; she was already a fullyfledged professional musician. She left for Johannesburg by train and it was during this journey that she composed the song “Hamba Nontsokolo” that launched her career as a professional musician and has since been regarded as a classic in South Africa. Through the decades, she never lost her status as one of South Africa’s best-selling recording artists. What is applicable to the greatest of artists throughout the world, is that they do not consider their art as art for the sake of itself. In Mama Masuku’s case, we recall how during the ‘Golden Era of Township Jazz’ in the 1950s are today regarded as African classics. As in the case of most African songs of that earlier era, Dorothy’s compositions were usually ‘message songs’, grounded in the everyday realities of urban Afri-
where she spent the next sixteen years, singing and recording on occasion, but making her living as an airline hostess for Zambia Airways (during which time she survived two air crashes.) In 1981, when the Ian Smith government was finally brought down and an independent Zimbabwe established, Dorothy returned to the country and resumed her full-time musical career.
Mama Masuku was one of the “Living Legends” of the Department of Arts and Culture (DAC), whom Minister Mthethwa describes as… “These giants of our country (who) lived because they had surrendered their very beings to the people. They lived because their very beings embodied love, hope, inspiration and a vision of our collective destination.”
Through the DAC’s “Living Legends Endowment Fund, the DAC has been ensuring that these living treasures - without whose contributions South Africa would not be a country that is wealthy in Arts, Culture and Heritage- be celebrated while they are alive, ensure their livelihood and comfortable lives for as long as they live, and be given the means and resources to impart their life-honed skills and gifts to current generations for future generations’ benefit. To quote Mama Masuku herself in a recent TV interview;
“If you stop me from singing I will die. Ngingafa nya. If you tell me, ‘Dorothy, here’s triple billions, stop singing’- I will refuse. Because you are stopping me from breathing. I didn’t want to sing, music wanted me to do it, yinto ephakathi egazini kimi le (this thing is in my blood).”
With Mama Dorothy’s words in mind, how do we not but marvel at the fulfilling of the words she articulated with her own mouth, that of never ever wishing to stop singing…until the day she dies? Indeed, that is what she did, because the only interruption to her singing, was that of her taking ill and finally taking her final breath. This Ministry would be remiss to fail to note how Mama Dorothy was the quintessential African, completely at ease in her articulation of the languages of Africa and her “sons and daughters”. At this stage, words truly fail, as Mama Masusku’s death reverberates throughout the country and continent as would when a great Baobab tree falls… It leaves a trail of destruction in its fallin our case, that of broken hearts, as hers was one of the most extraordinary of all lives,. A legacy of immesurable proportions. On behalf of the government and the people of South Africa, I wish to pass my deepest condolences to the family of this great African, her peers, and in particular the surviving “Divas of Kofifi”, her fans, and my compatriots who loved and treasured her.

Continued support for #NaturallySuperior Semenya!
South Africans and the international community have been urged to endorse the #NaturallySuperior campaign as Caster Semenya continues her fight against proposed regulations by athletics’ world governing body. “We should seek to ensure that the South African voice is clearly heard until this ruling is made and our call to the rest of humanity to take a stand against discriminatory practices and subtle racism, wherever and whenever it rears its ugly head,” said Minister of Sport and Recreation, Tokozile Xasa, on Thursday (March 7). The #NaturallySuperior campaign is a rally for a bid by the country's 800-meter double Olympic champion Semenya who is appealing the hyperandrogenism regulations, introduced by the International Association of Athletics Federations (IAAF). The regulations seek to force athletes to take medication, to reduce the levels of testosterone in their bodies or be forced to compete with men.
The regulations were originally scheduled to come into effect in November 2018 but were delayed after Semenya lodged an appeal against them. Minister Xasa says government is opposed to these regulations as they seek to punish athletes who are endowed with physical traits, attributes and abilities, naturally, and subject them to medical procedures that seek to alter who they are. “We believe that this is tantamount to modernising barbarism and is indeed an attempt at civilising cruelty as well as making discriminatory practices acceptable in a world that should be steeped in a human rights culture.” Meanwhile, the Speaker of the Gauteng Provincial Legislature (GPL), Honourable Ntombi Mekgwe, has also expressed her support for Ms Caster Semenya who is currently challenging the International Association of Athletics Federations’ (IAAF) new regulation that seeks to restrict female athletes with higher than normal testoster-
one levels to compete in international events. Speaker Mekgwe holds a strong view that this regulation, which is discriminatory in nature, goes against the norms and standards of human rights that must be upheld by the international community at all times. She says, “We are a country that prides itself in upholding the fundamental values and principles of human rights, and have a responsibility to demonstrate this to the international community. I believe that the fight waged by Ms Semenya is a clear indication of how we value human rights as espoused in our Constitution; it warrants our unwavering support as a nation.” “We have emerged victorious in many battles as a nation by holding hands and together fighting against the many forms of discrimination directed towards anyone of us, and it is for this reason that we should all feel duty bound to support Ms Semenya in this battle,” added Speaker Mekgwe.
She applauded Ms Semenya for her courage in appealing this regulation and compared it to that of the brave women of 1956 who marched to the Union Buildings against discriminatory laws of the apartheid government. “Like the remarkable winner that we know Ms Semenya to be, we pledge our support and wish her all the best with our renown confidence that she will emerge victorious in this trial,” she continued.
Highlands Park gives back to local school! The Ekurhuleni-based Premier League side, Highlands Park FC, recently visited the Ingqayizivele High School in Tembisa to donate stationery to students. The entire team and management interacted with the learners, including motivational talks from some of the players. Entries are open to all runners and citizens for the annual Sharpville Half Marathon, taking place at the George Thabe Stadium (Sharpeville township in Vereeniging) on Sunday, March 17. The event is a build-up to the main event of the 2019 National Human Rights Day Commemoration. This year’s public holiday will be celebrated under the theme: "The year of indigenous languages: Promoting and deepening a human rights culture”. National Government will host the main event on Thursday, March 21 at the George Thabe Stadium, Sharpeville in Sedibeng. The Sharpville Half Marathon will be divided into three categories: 5km, 10km and 21km races. Entry fees for each race are: R30 (5km), R80 (10km) and R120 (21km). Pre-entries open on March 16 at the George Thabe Stadium. On race-day, all participant are expected to gather at 4AM for the start of the marathon.
