Illegal mining has in recent years proven to be a danger to both the residents as well as to law enforcers. Violence perpetrated by illegal miners which mostly results in murders and a threat to a safe and secure environment for the residents in the area prompted the weekly special operations. Rival groups of people vying for the productive mining areas have waged a scary war using automatic rifles in the area contributing to the unsafe environment.

RE-BLOCKING SET TO BRING DIGNITY INTO INFORMAL SETTLEMENTS Currently, Ekurhuleni has 119 informal settlements (shack houses) inhabited by 164 699 households. This is a record number no other municipality or metro has to deal with - by far the highest concentration of such communities anywhere. Informal settlement are known to commonly lack of formal structure, not enough public spaces and facilities, inadequate basic services and poor access-ways. This is a never-ending trend as more people come into Gauteng from different provinces, Ekurhuleni remains one of the top destinations for migrants looking for ways to earn a living. Usually, a shack is the easiest and fastest way to build a house. Shacks are found everywhere in townships, some as back-rooms behind formal houses and most are built close to one another. Informal settlements have one big disadvantage of not having access to water, sanitation, electricity, refuse removal from the municipality. These basic services cannot reach these communities, thereby creating unsafe and undignified living conditions.

What is Reblocking? The process of changing the current layout of informal settlements and re-organising them in such a way as to optimally use space. As per the National Upgrading Support Programme (NUSP) some of the work carried out during re-blocking includes the electrification of all structures to prevent illegal connections and over-loading on the network, and numbering of structures. Meter accounts have also been created for affected households. Furthermore, the re-blocking process stands to benefit residents in the informal settlements with services such as safer integrated public realm, emergency services vehicle access, safe and convenient paths for movement of people on foot and open spaces, where possible, for essential community facilities. The increase in the City's population translates to the increased need for basic municipal services. Member of the Mayoral Com-

mittee (MMC) for Human Settlements Cllr Lesiba Mpya, said the main purpose of the re-blocking process is to ensure that all informal settlements' communities have access to basic services. "We are aware that many of the residents in these areas are opposing this process simply because they do not see its significance until tragedy strikes. Therefore, with re-blocking we aim to reduce the risk of fires developing and spreading quickly over large areas, and also to mitigate the negative impact of potential disasters and health hazards," MMC Mpya said. Re-blocking, he said, is meant to create an enabling environment for informal settlements and the municipality to plan and implement community development projects together. In some informal settlements, several households have been identified for relocation to reduce congestion and ensure provision of access roads. Over the next five years, the City of Ekurhuleni has set a target to provide 119 informal settlements with access to electricity and basic services such as water, sanitation, waste collection and graded roads. To date, informal settlements that have benefited from the re-blocking system since 2016 include Ekuthuleni (KwaThema), Emandleni (Apex Benoni), Nkanini (Zonkizizwe), Thusong (Katlehong), Winnie Mandela (Tembisa), Holomisa (Boksburg), Thintwa (Tokoza), Esiphetweni (Tembisa), N12 (Benoni), Langaville and Enciweni (Tembisa).

The syndicate radio broadcast is engineered by the City of Ekurhuleni with an aim of ensuring a broader engagement with the wider society of Ekurhuleni, via community radio stations across the region. The Siyaqhuba municipal radio programme is held once a month.

Speaking against maladministration and corruption he said. “Without hesitation, all acts and deeds which are intentionally undermining good governance and clean administration must be responded through the established structures within Council, objectively and with due regards to institutional processes and applicable legislation.”

In his appeal, Cllr Dlabathi advised the residents to be patient with the municipal processes in ensuring that those who have registered for their houses and already approved are being prioritized in the allocation process.

On Friday, April 20, Cllr Dlabathi attended the City’s Press

The municipality plans to build 100 000 (One Hundred Thousand) and 59 (Fifty-Nine Thousand) service stands. “20 informal settlements electrified in 19 months. We have provided over 4 000 serviced stands. The results are there for everyone to see." Dlabathi said.

Club at Germiston Lake where he had an opportunity to engage with various media practitioners on issues of service delivery, governance and state coalition in the City. He told journalist that the current administration is presiding over a stable local government. “We are still running a government that is operational that provides citizens with services, find projects and run the City sustainably,” confirmed Cllr Dlabathi. When asked about the ongoing battle between Nala residents in Katlehong and Eskom over prepaid meters, the chief whip responded in detail about their position on this matter. “People are not paying for services. Eskom get less in revenue that compared to what people consume. Eskom want to install split meters and put prepaid solutions so people can equally share this resource, but the community does not want this. This is unfair to all other areas that have been using prepaid meters and to all rent paying residents,” said Cllr Dlabathi. He also mentioned that the City will intervene and help find a working solution for both parties. A hot topic a this month’s Press Club meeting was the issue of land grabs. Ekurhuleni has been having frequent mushrooming of informal settlements, mostly starting with illegal dwellers occupying vacant land. The Chief Whip strongly condemned such acts, saying this defeats the City’s strategy for urbanization. He said let it be government who expropriates land without compensation. “Let is be government who takes the land so we can build human settlements, industries for jobs and infrastructure to benefit all people,” said Cllr Dlabathi responding to a question from a journalist. The City of Ekurhuleni Press Club is a meeting that takes place on the last Friday of every month. Local media houses meet with the City’s executives, heads of department and other officials in a relaxed setting where the most pressing issue is bought for discussion.

However, the callers could not miss the opportunity to raise their own concerns regarding some service delivery issues in their wards. Siyabonga Mapete from Ward 45, Somalia Park in Vosloorus, said the local community are not benefiting in a form of employment from the projects that are taking place in their areas. He further complaint about the chemical toilets which are unbearable. And mostly are young who affected as a results. Whilst Sechaba from Ward 64 said the municipality has all the good plans and policies but the implementation is poor. “Why are the people who are given the opportunities and tenders are not being monitored?” he asked. “In Ext10, Ward 84 in Tsakane we want electricity” Mfokeng Linda said.

The struggle for a shorter workday, a demand of major political significance for the working class dates back to the 1800s. On 7 October 1884, the Federation of Organized Trades and Labor Unions, in the United States of America and Canada resolved that eight hours should constitute a legal day's labour as of 01 May 1886. The Federation also recommended to workers organizations under their jurisdiction that they abide by this resolution by the said date. Since then May Day has been celebrated on 01 May annually. -sahistory.org.za

HealthWizdom What is lupus?

Lupus is a chronic, autoimmune disease that can damage any part of the body (skin, joints, and/or organs inside the body). Chronic means that the signs and symptoms tend to last longer than six weeks and often for many years. In lupus, something goes wrong with your immune system, which is the part of the body that fights off viruses, bacteria, and germs (“foreign invaders,” like the flu). Normally our immune system produces proteins called antibodies that protect the body from these invaders. Autoimmune means your immune system cannot tell the difference between

these foreign invaders and your body’s healthy tissues (“auto” means “self”) and creates autoantibodies that attack and destroy healthy tissue. These autoantibodies cause inflammation, pain, and damage in various parts of the body. Lupus is also a disease of flares (the symptoms worsen and you feel ill) and remissions (the symptoms improve and you feel better). These are some additional facts about lupus that you should know: • Lupus is not contagious, not even through sexual contact. You cannot “catch” lupus from someone or

“give” lupus to someone. • Lupus is not like or related to cancer. Cancer is a condition of malignant, abnormal tissues that grow rapidly and spread into surrounding tissues. Lupus is an autoimmune disease, as described above. • Lupus is not like or related to HIV (Human Immune Deficiency Virus) or AIDS (Acquired Immune Deficiency Syndrome). In HIV or AIDS the immune system is underactive; in lupus, the immune system is overactive. • Lupus can range from mild to life-threatening and should always be treated by a doctor. With good medical care, most people with lupus can lead a full life.

Freedom Day celebrated in South Africa!

27 April

commemorates the day in 1994 when the first democratic election was held in South Africa. On this day, South Africa celebrates Freedom Day to mark the liberation of our country and its people from a long period of colonialism and White minority domination (apartheid).

Apartheid 'officially' began in South Africa in 1948, but colonialism and oppression of the African majority had plagued South Africa since 1652. After decades of resistance, a stalemate between the Liberation Movement and the Apartheid government was reached in 1988. The ANC, South African Communist Party (SACP), Pan African Congress (PAC) and other organisations were later unbanned on 2 February 1990, and a non-racial constitution was eventually agreed upon and adopted in 1993. On 27 April 1994, the nation finally cast its vote in the first democratic election in the country. The ANC was then voted into power, and Nelson Mandela was inaugurated as the President of South Africa on 10 May. The 1994 election paved the way towards a new democratic dispensation and a new constitution for the country. The elections took place in a peaceful and festive atmosphere, though there were threats of political violence. Of South Africa’s 22, 7 million eligible voters, 19.7 million voted in the 1994 national election. The election was won by the ANC with 62.65 % of the vote. Although the ANC gained a majority vote, they formed the Government of National Unity, headed by the president of the ANC’s Nelson Mandela who became the first democratically elected President of the country. Speaking at the first anniversary of South Africa’s non-racial elections Presi-

dent Mandela said; “As dawn ushered in this day, the 27th of April 1995, few of us could suppress the welling of emotion, as we were reminded of the terrible past from which we come as a nation; the great possibilities that we now have; and the bright future that beckons us. Wherever South Africans are across the globe, our hearts beat as one, as we renew our common loyalty to our country and our commitment to its future. The birth of our South African nation has, like any other, passed through a long and often painful process. The ultimate goal of a better life has yet to be realised. On this day, you, the people, took your destiny into your own hands. You decided that nothing would prevent you from exercising your hard-won right to elect a government of your choice. Your patience, your discipline, your singleminded purposefulness have become a legend throughout the world...” It is important to note however, that "freedom" should mean emancipation from poverty, unemployment, racism, sexism and other forms of discrimination. We are 15 years into our new democracy and many of these issues are still rife in our country. We are still a long way away from solving many of the legacies of Apartheid and now face new challenges, like the growing inequality among South Africans and political and economic instability in the region caused by a new elite who are interested in pursuing their own interests. Freedom Day therefore serves as a reminder to us that the guarantee of our freedom requires us to remain permanently vigilant against corruption and the erosion of the values of the Freedom Struggle and to build an active citizenry that will work towards wiping out the legacy of racism, inequality and the promotion of the rights embodied in our constitution. HEIDELBERG HOSPITAL IN DIRE STATE!

We recently conducted an oversight inspection to Heidelberg Hospital, which is situated in the Lesedi Local Municipality within the main Sedibeng District Municipality.

When we arrived, we discovered that the hospital was in a state of neglect. The casualty area doors do not close properly and there is no ultraviolet lighting, which is used in hospitals to control infection. As a result, there is a high risk of patients being infected with TB and other serious diseases. Another issue is the lack of ventilation, this results in windows having to be left open, which is also not healthy for patients. Similarly, there is not enough road signage by which to direct patients to the hospital from the N3, Ratanda and the road from Vereeniging.

The late payment of service providers is also impacting negatively on stock delivery, to the extent that Heidelberg has to borrow from other hospitals or refer patients for medication. The neglect at Heidelberg Hospital is just one example of what citizens in the Lesedi area have had to contend with under the ANC administration. Citizens should not have to suffer while ANC officials are only concerned with enriching themselves. It is time that they voted for a party that cares about their wellbeing. The DA is the only party that can bring about a total change that builds one South Africa for all. Patricia Baloyi - DA Councillor in Sedibeng District Municipality

“Corruption Undermines Government!” - Makhura

Gauteng partners with SIU to fight corruption and restore integrity! The Gauteng Provincial Government has concluded a partnership with the Special Investigating Unit (SIU) to eradicate corruption and create a culture of integrity in the Public Service. Delivering a keynote address at the event, Premier Makhura said criminally charging people found guilty of corruption would show that government means business in stamping out corruption in the society. Premier Makhura said Gauteng government want to see people found guilty of corruption go to jail and the money lost recovered. Makhura said he was hopeful that through the partnership with the stakeholders such as SIU would assist in catching senior government officials and politicians involved in corruption and criminal activities. “This partnership is very important because it will ensure that cases that we refer to the SIU are prioritised. “Corruption undermines government's ability to deliver services to the people. We are concerned that disciplinary processes in government take too long. People stay home for two years

while still drawing a full salary,” said Makhura The premier noted that the provincial government was cultivating a culture of ethics and integrity. Gauteng has put in place a number of initiatives to fight corruption in the province. Some of these include the following: The establishment of integrity management units in all Gauteng departments to promote ethical leadership and clean governance; The introduction of Open Tender System, which has assisted in minimising and reducing corruption incidents in awarding huge government tenders; and The establishment of the Gauteng Ethics Advisory Council amongst others. He further noted his administration believed strongly in ethical leadership and was working hard to cultivate a culture of clean, accountable, open government and an active citizenry. “In the past three years, we have ensured that two-thirds of our departments and entities achieve clean audit outcomes The stakeholder engagement forum

was held under the theme “Working together towards ridding society of corruption, malpractice and maladministration.” The head of Special Investigating Unit, Advocate Andy Mothibi said they had a new business model which makes provision for them to evolve its focus towards proactively combating all forms of corruption through strategic prevention interventions. He said this would be done by identifying and targeting high priority and vulnerable sectors such as health, housing, State Owned Enterprises and education. “Corruption is responsible for poor service delivery, it degrades the fibre of society and reduces trust in government,” said Mothibi. Premier Makhura and Head of the Special Investigating Unit, Advocate Andy Mothibi signed a Memorandum of Understanding in Newtown on Tuesday (April 24) during the SIU consultative stakeholder engagement forum to cooperate in fighting and eradicating fraud, corruption, maladministration and malpractice in Gauteng government and to promote good governance.

EKURHULENI MAYORAL KINGS OF DISKI CHALLENGE LAUNCHED! Executive Mayor Cllr Mzwandile Masina announced a staggering R190 000 winner's cheque for this year's Mayoral Kings of Diski Challenge champions. Runners up pocket a cool R90 000, while the rest of the six participating teams stand to walk away with R20 000 each. At the draw in Germiston on Wednesday (25 April), Mayor Masina said the prize money had been increased to promote competiveness among the clubs and improve the standard of the tournament, which takes place at Tsakane Stadium this weekend.

"When we came up with this tournament we did so because we remain concerned that Ekurhuleni is no longer producing enough talent to represent us at Premier Soccer League level and even Bafana Bafana, yet our history tells you that we were once the mecca of football. We want to change this and this tournament is the beginning of the steps we are prepared to take." Ekurhuleni has in the past produced soccer stars such as Scara Ngobese, Jabu Mahlangu, Teenage Dladla, Pollen Ndlanya, Zeblon Sputla Nhlapo, Skapie Malatsi and Page Mahlangu.

Plans were made to ensure that the tournament becomes even bigger going forward while not changing the posture and culture of the off-season games adopted over the years. The competition is the brainchild of the executive mayor, having been introduced to bring back the culture of football in the previously disadvantaged areas. The competition pits winners of the Festive off-season tournament, and the six teams to battle it out in the three-day tournament are: Amandla FC (Philly's Games); Ditlou FC (Pollen Festive Games); Wattville United (Imbewu Entle Festive Games); Overland FC (Diski 9 Nine Games); Aston Villa (Scara Ngobese Memorial Games); and Bazingeli (DEFY Ekurhuleni Games). A local organising committee made up of the City, various tournaments organisers and the local SA Football Association is in charge of the smooth running of the tournament at the Tsakane Stadium, starting at 09h00 on Friday, 27 April. The finals will be held on Sunday.

NEDBANK CUP RESULTS!

Great results over the weekend from the Nedbank Cup semifinals. The big teams who were expected to be in the final on May 19 were disappointed and embarrassed by the underdogs. Both Free State Stars and Maritzburg United managed to win their games before extra time, but one match was a trending topic for years to come. The defeat of Amakhosi did not sit well with some fans who were already angry at coach Steve Komphela for not producing any silverware in the last three seasons. A crowd of furious fans took the law into their own hands by damaging the Moses Mabhida stadium after the match. Clashes with security guards were the most horrific scenes ever seen in history of football. At the end of it all, Chief coach was sacked during a press conference after the incidents. Final scores: Kaizer Chiefs 0-2 Free State Stars Maritzburg United 3-1 Mamelodi Sundowns Over the past 10 years, The Nedbank Cup has been instrumental in showcasing the vast football talent that the country has to offer, All road will lead to Cape Town next month to witness the crowning of new champions of the Ke Yona cup.
