Ekurhuleni celebrates artists on Youth Month! City of Ekurhuleni in partnership with Kincha Media will be hosting Masterclasses and a concert as part of Youth Month Celebration Programme.

Preliminaries of the Masterclasses will be held across the City between June 4-12, with the grand finale taking place on 19 June at the Dumisani Masilela Theater where winners of the various regions will clash for the coveted prize.

GOVT CASH BALANCE INCREASE

During the month of May 2021, net domestic short-term loans decreased by R6 661 million, says the National Treasury. In a statement, the department said net domestic long-term loans inclusive of redemptions and switch transactions increased by R26 118 million. “In addition, foreign loans of R6 million were repaid. National Revenue Fund receipts of R356 million were recorded resulting from revaluation profits on foreign currency transactions, premiums on debt portfolio restructuring and premiums on bond transactions,” reads the statement.

GOVT. INTERVENES IN EMFULENI

Water and Sanitation Minister Lindiwe Sisulu will meet with various stakeholders to brief them on the outcomes of the Cabinet meeting regarding the intervention in Emfuleni Local Municipality. At the Cabinet meeting held in May, the Minister sought and received Cabinet’s approval for national government to intervene in Emfuleni Local Municipality. This will see the Department of Water and Sanitation taking over water and sanitation services within the jurisdiction of the affected municipality, in accordance with Section 63 (2) of the Water Services Act, 1997 (Act 108 of 1997). Rand Water has been appointed as the implementing agent. Sisulu said the series of meetings with all affected parties will also seek to outline an implementation plan that will see the intervention being put into action without any delay.

Fuel prices drop in June

Mineral Resources and Energy, Minister Gwede Mantashe has announced that both grades of petrol will decrease by 10 cents a litre on Wednesday (June 2). The price of petrol 93 (ULP and LRP) and 95 (ULP and LRP) will decrease by 10 cents respectively while the price of diesel (0.05% sulphur) will increase by 20 cents and the price of diesel (0.005% sulphur) will increase by 21 cents. The price of illuminating Paraffin (wholesale) will increase by 20 cents and the price of SMNRP for IP will increase by 26 cents. The Maximum Retail Price for LPGas will decrease by 143 cents per kilogram.

COVID-19 new cases surge in Gauteng! South Africa’s COVID-19 infections continue to increase, with Gauteng experiencing a greater surge than the rest of the country.

Health Minister, Dr Zweli Mkhize, has since urged Gauteng citizens to adhere to the nonpharmaceutical interventions, as the country recorded 5 782 new infections. The department said on Wednesday (June 2) that the country’s positivity rate now stands at 12.7%. “We will be monitoring this increase in positivity rate to see if it sustains and meanwhile urge all citizens to remain vigilant and adhere to non-pharmaceutical interventions, even if vaccinated,” the Minister pleaded.

Condolences for MacDonald ‘Bra Mac’ Ndodana Mathunjwa! Minister of Sport, Arts and Culture Nathi Mthethwa has paid tribute to veteran actor MacDonald Ndodana Mathunjwa for his contribution to the arts sector. Mathunjwa hails from KwaThema in Springs, east of the City of Ekurhuleni. “Bra Mac, as he was affectionately known, was a sterling actor and music producer who was loved by many across the length and breadth of South Africa. He was a true thespian, an icon and a formidable figure who shaped the arts sector,” Mthethwa said. Mathunjwa was most famous for his role on the SABC drama series, Home Affairs. He also featured on numerous television soapies and dramas such as uGugu no Andile, iThemba, Ubambo Lwami, Khululeka, Intsika, Bone of my Bones, Stokvel, Soul City and Generations, among others. “the Mathunjwa family, our hearts are saddened by your loss and our thoughts and prayers are with you. May you be comforted by the outpouring of love during this difficult time,” the Minister said. Mathunjwa was part of the process of building and strengthening the Living Legends Legacy Fraternity Trust, an entity of the Department of Sport, Arts and Culture. He attended the most recent national summit in December 2020. Meanwhile, Gauteng MEC for Sport, Arts, Culture and Recreation Mbali Hlophe also paid tribute to acting giant MacDonald Ndodana Mathunjwa for portraying his roles on television and theatre authentically. “uBab Mathunjwa has been an epitome of acting excellence and was very authentic in the roles he played, whether it was on television or theatre. SA on Level 2 Lockdown!

In an effort to counter the increase in the number of COVID-19 infections, President Cyril Ramaphosa has announced that the country will be placed on Adjusted Alert Level 2 with effect from May 31. The President’s address follows meetings in recent days of the National Coronavirus Command Council (NCCC), the President’s Coordinating Council (PCC) and Cabinet. With the tighter restrictions, the hours of curfew will start at 11pm and end at 4am. “Non-essential establishments like restaurants, bars and fitness centres will need to close by 10pm. This is to allow their employees and patrons to travel home before the start of the curfew,” Ramaphosa said. All gatherings will be limited to a maximum of 100 people indoors and 250 people outdoors.

Until he chose to settle here full-time and uplift the community which nurtured him. City gets a clean audit report from AG! The Auditor General of South Africa (AG) tabled the audit outcomes of the City of Ekurhuleni’s 2019/2020 financial statements in an extraordinary council meeting in Germiston on May 31.

“The City is proud to announce that it received an overall clean audit opinion from the AG. A clean audit outcome occurs when submitted financial statements free from material misstatements (in other words, a financially unqualified audit opinion) and there are no material findings on reporting on performance objectives and noncompliance with legislation,” said Ekurhuleni in a statement.

joburg council approves R73.3BN ‘pro-poor’ budget!

The City of Johannesburg Council on Thursday, 27 May 2021, approved the 2021/22 Budget of approximately R73.3 Billion which is set to kickstart the rebuilding of the municipality following the devastation of the Covid-19 pandemic on coffers. The Budget was presented by the Member of Mayoral Committee (MMC) for Finance, Cllr Jolidee Matongo during his Budget Speech at the 48th Ordinary Council on Tuesday as part of the 2021/22 – 2023/24 Medium Term Budget. It is anchored on the pleas of the residents of Johannesburg on affordability of annual rates and tariffs, acceleration of service delivery, as well as the Growth and Development Strategy (GDS) 2040 vision of spatial redesign and socioeconomic development.

Speaking during the Budget Speech, MMC Matongo said: “A difficult balancing act of our Budget has enabled the City to take into account pleas from residents for minimal tariff increases in the finalisation of the proposed rates and tariffs for 2021/22 – amidst the Covid-19 economic impact on the livelihoods of residents.” MMC Matongo (pictured)announced that the City managed to keep the new annual tariff increases at the most possible minimal rates as follows: • Property rates increase by 2%. This is 2% less than the current property rate charge of 4%.

• Water and sanitation up by 6.8%, which is equal to the pass-through costs from Rand Water, and the City continues to provide all residents with free 6kl of water. • Refuse increases by 4.3%, which is lower than the increase of 5.2% in the current year. • Electricity tariff increases by 14.59% for 2021/2022. This is below the 15.09% that NERSA granted to ESKOM. The tariff increases come after the City has already rolled out several relief measures to assist ratepayers who are struggling to pay for their municipal accounts while also extending the benefit period for residents who are on the Expanded Social Package (ESP) support during the hard lockdown. The relief measures also included the expansion of the pensioner rebates net to benefit for pensioners, and most recently the improved Debt Rehabilitation Programme to also cover more beneficiaries that include churches, nonprofit organizations, and small businesses.​ Visit www.joburg.org.za for the enire Budget Speech.

In late 2016, the fifth administration of the City of Ekurhuleni initiated a turnaround strategy for the City’s finances coined, “Operation Clean Audit”. The interventions introduced by the plan included a skills review of personnel working within the Finance Department, monthly reconciliations of key accounts, stringent policy implementation checklists and an agile framework for responding to legislative developments, especially during the coronavirus (COVID-19) pandemic. Compliance with the Municipal Standard Chart of Accounts (mSCOA) also served as a fundamental pillar of ‘Operation Clean Audit’. The City’s Audit Committee conducted quarterly reviews of internal processes and interrogated the City’s performance to ensure that the administration remained committed to improving the control environment. It is the oversight from the Audit Committee, which also contributed to the effectiveness of the turnaround strategy, which has translated to the positive audit outcomes. To date, ‘Operation Clean Audit’ has produced a series of positive results, among others:

As we begin to enter a post-COVID-19 era, there is no time when it has become more important for government institutions to provide ethical and honest governance over state funds. Every cent of the taxpayers’ hard-earned money must go towards revitalising our local economy and providing the necessary relief and public services for households to recover from the impact of the COVID-19 pandemic,” said Executive Mayor Cllr Mzwandile Masina. “As our term of office comes to an end as the fifth administration of the City of Ekurhuleni, this clean audit outcome must stand as a benchmark for the incoming administration. With the systems we have introduced in the institution, the focus must turn to building a resilient city that can leverage the opportunities presented in the fourth industrial revolution and withstand the shocks brought forward by potential future global pandemics, uncertain global polity and climate change. “I want to take this opportunity to thank the political and administrative leadership of the City, our coalition partners and council for their commitment to clean governance.”

Calls open for Mzansi Golden Economy initiative The Department of Sport, Arts and Culture has called for proposals for key Mzansi Golden Economy (MGE) work streams.

MGE is a strategy to reposition the cultural industries in South Africa. The strategy opens up the arts; culture and heritage sector to contribute to economic growth and job creation comprehensively. “The application period for this financial year runs from 1 June to 25 June 2021 for projects/programmes that will be executed between September 2021 and March 2022,” the department said recently. Projects that the department has implemented and initiated as part of the MGE include cultural events, sourcing enterprise, public art, touring ventures, Art Bank, the National Cultural Industries Skills Academy (NACISA) and cultural observatory. These involve: • The cultural events initiative funds big cultural events in different cities and towns of the country. These events provide platforms for performing artists to display their arts and earn a living.
