Pensioners denied access to basic need as a result of Municipality bills! Story by Zanele Mila

Despite having problems with on-andoff electricity cuts, high rate of unemployment residents of Ratanda still faces challenges of power cuts due to unsettled municipality bills. Since Onika, the house-owner passed on in 2010, her daughter Maria More has been living in the house with her brother. Two years back Maria reported a faulty meter-box (pictured) to the Lesedi Local Municipality. After reporting a faulty meter-box the electricians at the time told them that they ran out of meter-box once they have them they will report back to them which till this day never happened. However, they were never left without elec-

tricity, electricians made means to supply them with electricity by what is known as “bridging.” As a result of this incident, they have not been able to pay municipality bills, purchase or load electricity.

can’t add the power bill to their woes. “We’ve been living under the mercies of our neighbors for our daily necessities such as getting water for bathing, etc. Also, I have a relative at Obed Nkosi for cooking needs,” she said.

Loadsheddings has been a pandemic to all residents of Lesedi Local Municipality since September 2021. As a results, some of the areas sometimes are without electricity for hours. Recently, the family again reported electricity issue that is when they were told that they are owing the Municipality R97 000 and before electricity could be restored they need to pay that amount so they can be cleared. Despite coming with alternatives to solve the electricity issue, they were told that a sum of R28000 for penalties after not being able to pay all these years, a new meterbox will cost R3 000. Also, they were advised to make a letter of authority to register the house in their names.

With the help of Mr Okoro Mopol (a samaritan), he assured them that he will pay that amount and that is when he was told that they will first need to consult with authorities. To this day, the family is without electricity until they decided to reach out to Mr. Happy Nyawuza, the member of the Black First and Land First (BLF). Nyawuza contacted people who work at the municipality and was told there was nothing they can do if no amount is brought forward. The party said it may possibly organise a peaceful march to the Lesedi Local Municipality Town Hall. The aim of the march is to let the Mayor know the community grievances and urge the Municipality that pensioners should not be paying municipal bills like everybody else. In addition, introduce flat rates for pensioners. Mapepeza has contacted the Lesedi Local Municipality’s acting communications officer, Katlego Seaga, for a response. Details of their intervention and feedback will be published on www.mapepeza.online.

Maria and her brother are the recipients of old-age grant they cannot afford the amount presented to them. The pensioners’ combined R1890 is too little to sustain them for a month, plus they

Taxi and e-hailing cab drivers get COVID-19 relief fund! Eligible mini bus taxi drivers, cab drivers and e-hailing drivers, who were hard hit during COVID-19 necessitated hard lockdowns, are now able to apply for financial assistance via government’s COVID-19 Taxi Relief Fund (TRF). Transport Minister, Fikile Mbalula, officially opened the application process of the R1.1 billion fund on Tuesday, January 11. At the launch, the Minister reflected on the impact that the pandemic has had on the transport industry, which he said left many unemployed and facing serious financial troubles. “The loss of revenue during the lockdown for the various transport modes presented an economic challenge, as transport operators experienced an unexpected shortfall in their finances. The taxi industry was no exception to this reality. “Almost 20% or more of the taxi industry experienced total loss of income, particularly the long-distance and cross-border operators as a result of the closure of international borders and the prohibition of inter-provincial travel,” he said. According to Mbalula, at least 227 000 operators are expected to receive an estimated R5 000 in once-off relief. “We believe that the disbursement process we are launching today is a stepping-stone towards the transformation and formalisation of the taxi industry. While this is a onceoff ex gratia payment, it is a demonstration of the seriousness with which we take the

role of the taxi industry in the broader public transport value chain,” Mbalula said.

pleted online by the operator or via the assistance of a call centre agent.

The R1.1 billion relief fund was allocated by Parliament as early as July 2020. However, disagreements with the industry led to a delay in its disbursement, which have now been resolved.

“The call centre is reachable via a toll-free number and operators will be able to either call in or send an SMS with their Identification Number, and a call centre agent will call the operator to assist telephonically with the online application,” Mbalula said.

“The disbursement… will be done through the National Empowerment Fund (NEF). We have appointed the NEF as the implementing agent of this process and they have worked tirelessly to put systems in place to enable the release of funds to thousands of eligible operators,” Mbalula said.

Requirements for relief fund The following conditions for a successful application apply: An applicant must be a South African citizen or a permanent resident. They must be in possession of a valid Operating Licence or a receipt as proof of renewal issued on or before the date of the declaration of the national state of disaster. This is applicable only in instances where the Operating Licence has not been subsequently issued by the relevant Provincial Regulatory Entity (PRE). The applicant must be registered with the South African Revenue Service (SARS) as a taxpayer. “The application process of the relief fund is premised on a web-based system, which will be accessed via the [Transport] department’s website. Applications will be com-

Giving back to the community, in style! Government considering the end

Just a few days before schools reopen, most parents sent the children to the salon to make sure they look their best. Alex “maMillion” (28), who owns a salon popularly known as Alex maMillion has offered free haircuts and styles to kids in Ratanda township, south of Gauteng. This initiative was for the sole benefit of school children coming from disadvantaged backgrounds. Alex joined forces with Ward 3 Councillor, Bheki Mkhize who provided with a municipal building during this project. The “Care to Care back to school” project started on Wednesday, January 5 until Friday (7th). “The aim of this initiative was to help parents who could not be able to meet every need of their children since it is the month of January since child support grant is not enough,” Alex said.

background. However, most of the children managed to get their hair done.

Little Siyabonga thanked the Alex MaMillion team and said he was grateful to be granted this opportunity and could not wait to show his hairstyle to his friends when schools starts. Customers from the Alex MaMillion Salon in Protea Road applauded Alex for his kindness and humanity. Joseph, who manages one of the Alex MaMillion branches in Nkitsing Street has been working at the salon for six years described this experience as one of a kind. He added that the spirit of Ubuntu should be ignited irrespective of the nationality. “MaMillion is more than just a brand, it is home where love is,” he said.

There were three hairdressers working on the youngsters. But things started to get challenging when a lot of kids showed up due to word getting around that free hairdos are offered. Another obstacle was being unable to identify which children come from a disadvantaged

of National State of Disaster! President Cyril Ramaphosa says the National Coronavirus Command Council (NCCC) is considering whether or not the country will continue with the National State of Disaster legislation currently in place. The National State of Disaster was declared by Cooperative Governance and Traditional Affairs (COGTA) Minister, Dr Nkosazana Dlamini Zuma, as a response to the onset of the COVID-19 pandemic in March 2020,nearly two years ago. “We are examining how best we should handle the state of disaster in this period where the infections have tapered down and to see the efficacy of using the State of Disaster legislation or utilising other measures. “The National Coronavirus Command Council is examining exactly that to see whether we can use health protocols, health regulations to move forward in our management of this pandemic,” President Ramaphosa said. The President said the legislation has allowed government to navigate through the COVID-19

pandemic and its impact. “Many have challenged in the courts the utilisation of the State of Disaster but I think since the disaster descended on our country we have managed the process rather well… Of course there is a good argument to be put forward that now that we are where we are, should we not examine and look at other methods [or] other instruments that can be utilised,” he said. President Ramaphosa said the decision on whether to continue on with the National State of Disaster is a “collective process” however, and any decision on it must be based on rationality. “[We] are a free country, people have every right to advocate for the dropping of the State of Disaster instrument. “We are government, we’ve got to be very rational in everything that we do so we are examining that. If [we do not drop the legislation] then we will have a very rational explanation to say why we should continue with the State of Disaster legislation,” he said.

Vosloorus flats construction almost completed!

I am happy to say 95% of Phase one of this project is complete and the other phases are expected to be completed by June 2022,” said Cllr Thamathe housing backlog in hane, MMC for Human the southern district of Settlements in the City. Katlehong police and local Class of 2021 excel despite business donate school shoes! the pandemic! On Thursday, January 20, the Katlehong Social Crime Prevention team along with Captain Ngobese, (Liquor officer), Katlehong CPF, VEC members and Ekasi ShisaNyama owners, handed out 18 school shoes to learners from grade 1 to grade 3 at Katlehong Primary in Moleleki Extension 2. The deserving learners who come from disadvantaged homes were identified by their school teachers. Learners were welcomed by a

member of CPF who also encouraged them to work hard and improve academically as that will change their back grounds. Various stakeholders and local business like Ekasi ShisaNyama shareholder, Mr Njabulo also encouraged the learners to respect and continue loving education, as it is the key to success. Social Crime Prevention co-ordinator, Sargent Nkonkoane, emphasized that it takes a village to raise a child, and giving is a blessing.

this ambitious young lady said that she passed with a Bachelors degree with one distinction in Life Sciences.

Nelisiwe hopes to enrol for Medicine at the University of Witwatersrand (Wits) or the University of Johannesburg.

During her studying period Nelisiwe undergone many challenges which some included anxiety, a pressure from home, her teachers and the community which to some extent led to procrastination. She explained that some of her community members were not supporting her. “Some of the Ratanda residents gave me a hard time and made sure that studying for my final examination was unbearable. There was constant noise that led me to change the environment as it was not conducive enough. I had to go to the Ratanda library and study there,” she explained. “Load shedding was another major contributing factor, I had to prioritize my time by studying during the day and even went to the extent of drafting a timetable so that I give each subject the attention it deserved,” she added.

Second Chance for unsuccessful matrics

She further advised the matric class of 2022 to be self-disciplined, selfless, prioritize themselves and their education no matter what. Mbele also added that they have to be ambitious and be willing to make sacrifices for their own future.

The President has urged those who did not make it not to give up but return to school and make another effort to better their lives. “This is a moment for celebration for learners who have passed and a moment for other learners to return to their desks and make another effort to advance their education and improve their quality of life into the future. Our Second Chance programme is another route to success,” said Ramaphosa. Justice and Correctional Services Minister, Ronald Lamola, has commended the inmate class of 2021 for achieving an 89% pass rate. The Department (DCS) transfers skills to inmates through formal and vocational training to equip them for life once they are released. It said education remains an effective rehabilitation tool for inmates which is used to transform their lives and it is one of the fundamental pillars of correctional services.

Lesedi defies odds and passes matric with two distinctions!

Losing parents at an early age has not stopped 18-year-old Lesedi Malope from reaching his dream of becoming a Charted Accountant.

The articulate Lesedi, who resides at Bluegumview in Duduza, Ekurhuleni says he wants to become a game changer in his family, and not allow being an orphan determine his destiny. He says despite growing up as an orphan, one thing that kept him going was the support he received from his grandmother, mme Tryphina Rangoaga, that of taking education as a tool to academic excellence. Lesedi is one of the 2021 Top Achievers from the local school, Asser Maloka Secondary School in Duduza and a beneficiary of the department’s foster care programme. He passed Grade 12 with an ‘A’, and scooped two (2) distinctions in Accounting and English. He is now enrolled to study BCOM at the University of Johannesburg (UJ) to pursue his dream of becoming a Charted Accountant. From a tender age, Lesedi was raised by his grandmother because his parents had demanding working hours, until such a time they both died. “In the year 2020, my grandmother took me to the Gauteng Department of Social Development office in Duduza to apply for foster care. Up until this point, I’ve been in

the foster care system as an orphan,” he said.

“I was raised in a very strict household, and followed my grandmother’s instructions. She always encouraged excellence through all her children. She made sure we are well taken of and all our needs at school are handled properly.” “Her words still reverberate in my mind that school comes first, she’s been loyal and very supportive.” “I remember she helped me so much that she made me cut on my chores at home, just so I could focus and spend time studying. She would set the alarm on her phone and wake me up at night every day to study.” “One thing I appreciate about my family is the support, regardless of the challenges I had to endure as a child. It is through their support and encouragement, that I believed my dreams were valid.” “I am going to work very hard so that I thank them with my success and achievements,” added a jubilant Lesedi. Case Manager and a Social Worker at Gauteng Social Development in Duduza Office, Mpho Thubakgale says she was very lucky to have Lesedi under her wing. “I always knew that Lesedi is a star boy, he

always had that star in him. I want to thank his grandmother also for cooperating and always giving him the support.”

“It is not always easy to work with people, but Lesedi made my work very easy and brought out that passion in me to continue serving people as a passionate social worker specialising in foster care programme,” said Thubakgale. She added that she was very happy to share this moment with Lesedi, and hopes he will remain grounded as he pursues new life challenges at tertiary. Lesedi has thanked the department, his family, and most specially his grandmother for the lifelong support, and gave gratitude to his high school Accounting teacher, Miss Nhleko from Asser Maloka Secondary School.

Minister notes calls for more fans to attend sport events!

The Minister of Sport, Arts and Culture (DSAC), Nathi Mthethwa, has taken note of numerous public announcements advocating for the opening of stadia.

According to the minister, such calls are uninformed, as the department has been active over the last few months to enable access to stadia, in a manner that protects both lives and livelihoods. Whilst ensuring compliance with COVID-19 regulations and protocols, Minister Mthethwa has consistently applied himself to such measures to enable the opening of venues under his portfolio. With COVID-19 vaccines accessible to all South Africans, DSAC has embarked on a partnership-type approach with sport and creative personalities/bodies. The result of this has been the “Play Your Part – Let’s Vaccinate (City to City)” campaign which to date, has been rolled out in seven of our nine provinces. “This campaign essentially involves the encouragement of spectators and the broader public to vaccinate in order to ease positive decision-making regarding the re-opening of venues,” explained Minister Mthethwa. It is in the context of this well-established and continuing collaborative relationship that the return of spectators to stadia was gazetted in the Disaster Management Regu-

lations of October 2021 and further enabled through Directions issued by the Minister of Sport, Arts and Culture. Spectators and the venue of a sport event are consequently permitted to 750 persons or less for indoor venues and 2 000 persons or less for outdoor venues subject to strict adherence to all health protocols and social distancing measures. In other words, from last year in October 2021, it has been already possible for spectators to access stadia. In fact, the Minister of Sport, Arts and Culture went a step further to establish a committee of experts called the Return to Play Adjudication Committee to support organisations, clubs, and individuals to ensure compliance with COVID-19 prescripts.

under-rating the real dangers of COVID-19. Discussions are already underway through Cabinet processes to look at possibilities to further increase spectator numbers. And if this is successful, it will be communicated as was done previously”, stated Minister Mthethwa regarding calls for an increase in numbers. “We are comfortable that our partnershiptype approach on this matter is a valuable mechanism that will also guide Government and all role players’ approach toward the full realisation of an economically active sport and creative sector”, concluded Minister Nathi Mthethwa. “Ours has been and remains to be responsible in how we push back against the devastating effects and real dangers presented by COVID-19”, said the minister.

This was done through submission of plans which were analysed, adjudicated, approved, and monitored based on guidelines shared with the sector. Success factors recorded following this approach include numerous games last year such as Bafana Bafana v/s Ethiopia; Bafana Bafana v/s Zimbabwe and the MTN 8 Challenge Final. “Government is strongly committed to economic recovery and reconstruction and appreciates the re-opening of spaces such as stadia. Attention therefore remains fixed on how access can be further extended without
