‘Sharpeville Day’ honours our fallen heroes!

The Gauteng Provincial Government in partnership with the Sedibeng District Municipality held the commemorative event in honour of the fallen victims of the Sharpeville Massacre on March 21, Human Rights Day.

Locally, the holiday is known as ‘Sharpeville Day’, remembering the day that shaped South Africa’s history.

Human Rights Day is an opportunity to remember and honour those who made it possible for us to achieve freedom and democracy.

These include courageous men and women who marched in Sharpeville and Langa on 21 March 1960 for the total abolition of the pass laws. The Sharpeville massacre and Langa march exposed the brutality of apartheid for the whole world to see and united our people’s unyielding

resolve for freedom. It also forced the international community to put pressure on the apartheid government to change its oppressive and inhumane policies.

Recreation Mbali Hlophe along with officials from the province and the district joined the families of the 69 anti-apartheid protesters who lost their lives 62 years ago.

During this period, South Africans are should also reflect on the strides we have made to ensure that human rights becomes a reality for everyone.

A wreath-laying ceremony was done to remember the late victims of the massacre.

The National Skills Fund (NSF), in partnership with the Presidency, has allocated R100 million towards the Presidential Youth Employment Initiative, which will benefit 4 500 learners in the digital learning space. Higher Education, Science and Innovation Minister, Dr Blade Nzimande, said the NSF has committed R200 million to the employment creation initiative Nzimande said the project will benefit more than 5 000 unemployed youth. Nzimande said the department is also collaborating with the Catholic Church, through their Thabiso skills centres and the Methodist Church to provide much needed skills to communities.

Parcel payment scam plagues Post Office!

The South African Post Office (SAPO) has seen a sharp rise in the number of enquiries arising from emails and text messages that appear to originate from the Post Office, but are designed to make the receiver pay money into a fraudulent account.

“The messages state that the parcel can only be released once a clearance fee has been paid and include a link. Should the receiver click on the link, a page requesting payment opens where the receiver can make a payment to ‘release’ the fictitious parcel,” explained SAPO’s Johan Kruger The current website changes appearance and the message it displays. This is how you can spot a message or email that is not from the Post Office: • The Post Office never asks for import duties or clearance fees in advance. If there are customs fees payable on a parcel from abroad, the client pays the fees when they collect the parcel from the Post Office counter. • The Post Office never requests your bank account number or an

online payment for customs duties. • The tracking number on the message is invalid when entered into the postal tracking website. • The Post Office sends customers an SMS or a collection slip when they have a parcel waiting for collection at a post office branch. This parcel should be collected as soon as possible to make sure it is not returned to the sender. Post Office branches have separate queues for different transactions, so if you collect a parcel you will go into a shorter, faster queue. “The Post Office encourages members of the public with any information about postal crimes to contact its toll-free crime buster hotline on 0800 020 070,” said Kruger.

The Department of Transport is well on track with the production of outstanding driving licence cards. The backlog experienced between November 2021 and January 2022 will be cleared off by April 2022. The renewal backlog that was experienced because of the COVID-19 pandemic grace period will be cleared off by September 2022. The following regulation will apply in due course: Motorists who apply to renew their driving licence cards before 31 March 2022, will have their driving licenses valid for a further 3 months on condition that they are in possession of their old driving licence cards. They must also have proof of fees paid for the application to renew in a form of a receipt. The regulation is also applicable to those who have applied to renew their driving licence cards since 25 February 2022 and before the end of the grace period of 31 March 2022. Their driving licence cards will also be valid for a further period of three months. If you apply after the expiry date, please note that you will be required to apply for a temporary driving licence. Motorists are therefore encouraged to apply to renew their driving licence cards before the expiry date to avoid incurring any possible additional costs. Meanwhile, with the recent dispute by the driving schools having been resolved, the department is happy to report that Driver Licensing and Testing Centers (DLTCs) are now in full operation to assist the public.

Progress made on Vaal sewer spillages!

The Deputy Minister of Water and Sanitation, Mr David Mahlobo has expressed his delight at the progress made by Rand Water in stopping sewer spillages in some parts of the Vaal but remarked that acceleration is needed to speed up the work.

Deputy Minister Mahlobo traversed Sebokeng Zone 10, on Wednesday, 23 March 2022, visiting various households who were at the receiving end of the stench that spilled in their yards as a result of malfunctioning infrastructure in the Emfuleni Local Municipality. He was accompanied by Sedibeng District Municipality Executive Mayor, Cllr Lerato Maloka, her Emfuleni Local Municipality counterpart, Cllr Sipho Radebe, local councilors and officials from the Department of Water and Sanitation and Rand Water. The purpose of the site visit was to assess progress made to date since the appointment of Rand Water as the implementing agent to stop the long-standing issues of sewer spillages in households, streets and leading into Vaal River. Visiting various households, Deputy Minister Mahlobo apologised to the residents for government’s delay in getting rid of the stench that caused discomfort, health hazard for community members and contaminated

water in the Vaal River.

“Our first mandate is to stop sewer spillage in people’s homes, and we assigned Rand Water because we trust it as our entity and with their capacity. Sewer in people’s homes was our biggest headache, it was causing lots of inconvenience, children were starting to have respiratory problems”, he emphasized. Deputy Minister Mahlobo added that key to the task at hand was to divert sewer from the street to the nearby Treatment Plant because the Plant’s capacity had been expanded to deal with large volumes of inflows. He said he is pleased that the treatment plant is starting to receive the flow that is needed to be treated without flowing to Vaal River. “We are very pleased at the progress made thus far and we applaud Rand Water for taking the bull by its horns and steadily make some headways. I came here early this year to introduce Rand Water and the contractors, they have since managed to deal with the first task in Zone 10 and the sewer is now out of people’s homes”, he said. Moreover, Deputy Mahlobo decried the extent to which the infrastructure was vandalized in the Vaal and the extent of pollution, saying more

Police launch manhunt for Esther Mahlangu robbery suspects! The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has strongly condemned an incident in which Dr Esther Nostokana Mahlangu, the renowned and legendary Ndebele Artist, aged 87 was robbed of her personal firearm as well as undisclosed amount of cash. Police have since launched a manhunt for the suspect following this house robbery incident which reportedly occurred on Saturday afternoon, March 19 at Siyabuswa near Kwamhlanga. “Details of the said robbery indicate that on the said day the old woman, who was alone at the time was preparing to take a nap where she reportedly locked all doors of her house. Strangely, she noticed a man unknown to her inside the house. The man then allegedly grabbed her and punched her in the face before tying both her hands with a cable and tried to strangle her until she reportedly became unconscious,” explained Brigadier Selvy Mohlala. Ma Mahlangu reported that she cannot recall what happened thereafter however when she regained her conscious, she realized that her house was ransacked and her firearm as well as money were stolen from the safe. “The woman sustained some bruises on her face and the matter was reported to the police at Siyabuswa whereby a house robbery case was opened hence the

The person who committed this evil act against one of the country’s asset must be swiftly hunted down and be brought to book” said the General.

Gauteng opens opportunities in electronic-waste industry!

Where do people throw away their unwanted or broken electronics and electrical appliances? Most people would just throw it along with the household rubbish in the bin. However, this is not the best solution as some electronics have harmful substances that are bad for the environment. That is why the Gauteng Provincial Government has launched the e-Waste Management Strategy. Being the first provincial and government entity to do something about the piling e-waste in the country, Gauteng has created a plan that will stimulate economic activity in this sector. According to statistics in 2017, an estimated 7.1 kg of e-waste was produced per person in South Africa. In the same year, only 10% of the e-waste was recycled. Furthermore, the Government estimates that approximately 360,000 tons of e-waste enter South Africa annually.

Makhura said the Gauteng e-Waste Strategy aims to create opportunities in the untapped sector, especially for township communities. He said there will be training programmes for collectors, separators and entrepreneurs.

"We will start with training 200 young people immediately. By 2024, we will have over 2 800 young people who have been trained and employed in this e-waste management pilot programme," Makhura added.

“Minimisation of environmental degradation; stimulation of economic development and job creation; enhancing communication, public participation and public education;establishing partnerships; and improving governance and the regulatory environment,” Baloyi said. He added that the strategy also has specific tasks that must be achieved at a set timeframes and will have strict monitoring of progress throughout the entire e-waste value chain.

Currently, Gauteng e-Government department is recruiting young people to join part of the ewaste management courses in partnership with UJ.

The Department of e-Government in partnership with the University of Johannesburg (UJ) and other valued partners have developed the e-waste strategy.

Showing support on behalf of the business community, Themba Ndlovu from the National African Federated Chamber of Commerce and Industry (NAFCOC) said the initiative must support small businesses and create an inclusive sector for black people to fully participate in.

Addressing the launch on March 1, Premier Makhura said it was a proud moment to witness the launch of the e-waste strategy which responds directly to the ever-increasing volumes of e-waste.

Head of Department at e-Government, Cyril Baloyi said that the strategy forms as a basis for government’s response to e-waste management. He said the strategy is guided by five pillars.

"This launch is aimed at addressing both the mounting e-waste and the stubborn unemployment crisis. Driving schools end dispute with Gauteng over e-Natis system!

The Gauteng Department of Roads and Transport has recently signed an agreement with the provincial leg of National Driving School Association of South Africa (NDSASA) and the Road Traffic Management Corporation (RTMC), paving a way for stability and cooperation in the sector. MEC for Public Transport and Roads Infrastructure Jacob Mamabolo had earlier convened talks between the driving school operators and the RTMC in a bid to facilitate a peaceful resolution to the dispute relating to the e-Natis system. The agreement follows service delivery disruptions resulting from the closure of Driver Licence Testing Centres across the province. Said the MEC of the agreement “our

view has always been that the negotiation table is the only mechanism we can use to resolve problems. This agreement goes to show that we resolve the most complex problems by talking to each other and not through violence and intimidation”. The agreement serves to, amongst others, establish and regulate the relationship between parties and for collaboration to create a platform for discussion and negotiations. It is expected that the signing of the agreement will usher in a consultative platform for driving school operators and the provincial government together with the RTMC. This will provide all parties with a common platform to share information and address concerns that relate to this critical service.

The product is targeted at younger investors who are less likely to invest large sums of money, which allows them to start saving from as little as R500 with the option to top up their investment as often as they like with a minimum of R100 at any time over the investment term.

Any individual with a valid RSA ID number and a bank account within the Republic can start investing. Informal groups, such as social clubs and stokvels, who operate on monthly pooled savings, will be able to be eligible to invest in the RSA Retail Savings Top-Up Bond by providing their constitution and proof of banking details in the name of the informal group . As part of broad efforts to address the crisis of youth unemployment, the MEC announced an allocation of R2.4 billion to fund the creation of youth centred employment opportunities.

e-Government and Finance MEC Nomantu Nkomo-Ralehoko (pictured) has unveiled that the Gauteng Provincial Government will spend more than R400 billion over the next three years to grow the economy, create jobs and expand basic services to its communities. She was tabling the provincial government’s 2022/23 budget to the Gauteng Legislature on Wednesday, March 9. “This Budget comprises R153 billion allocated for 2022/23 financial year, R152 billion for 2023/24 financial year and R156 billion for the outer year which is 2024/25. This means that the total new money that will be added to the baselines of provincial department’s budgets over the next three years will be just over R15 billion,” the MEC explained.

These includes a total R2 billion set aside over the next two years from the Presidential Youth Employment Initiative (PYIP) to enable the Department of Education to employ more 40 000 unemployed young people to assist in the implementation of various education sector youth employment programmes including teacher assistants and administrative assistants. “The Department of Education will be receiving an additional R376 million over the 2022 MTEF to employ the youth, as part of the Youth Brigade and ensure that they are placed and employed in critical service areas of the department like Bus Conductors. Our intention is to reduce the grant dependency of unemployed graduates by hiring them in various service points in schools and district offices,” she said. Furthermore, the MEC allocated R13.1 to enable Department of Community Safety to hire approximately 400 more patrollers to fight crime in the province. SAFA welcomes decision to allow fans back to stadiums! BY Stephen Seakgwe

Football lovers will soon have a chance to see their favourite teams live as spectators are now allowed to watch football matches in stadiums countrywide. The South African Football Association (SAFA) has applauded the government’s decision to reopen stadiums to supporters immediately. In a statement, the national governing body said they welcome the announcement by President Cyril Ramaphosa on the country’s easing of Alert Level 1 lockdown restrictions. Only vaccinated and spectators who can present a negative COVID-19 test are would be allowed. SAFA President Dr Danny Jordaan said the Association’s position has always been that of both FIFA and CAF stance that matches without spectators ‘are not complete football matches.’

“We are happy that the government has opened up the space for fans to go back to the stadiums and it is a position that we have always advocated for. We welcome that decision,” said Dr Jordaan. The SAFA President said the Association was intending to bid for various continental and global football events and the return of fans to the stadiums would boost the country’s bidding processes. Dr Jordaan said President Ramaphosa’s announcement was great news for vendors around the country. “We have always said vendors have suffered enough due to Covid-19 pandemic and it is high time that they go back to their businesses and only source of income of selling wares at the stadiums. This is also welcome news to taxi drivers as they had been starved of this source of income of ferrying fans to and from the stadiums,’’ he added. Members of the National Football

‘Wednesday League’ to boost school sports and arts activities!

The Gauteng Department of Sports, Arts, Culture and Recreation together with the Gauteng Department of Education have recently launched the Schools Wednesday Integrated Program (WIP) for Sports, Arts and Culture, also known as the "Wednesday League". The Central Corridor portion of the Schools Wednesday Integrated Program took place on Tuesday, March 15 at the Moletsane Sports Complex in Soweto. The occasion was graced by some of South Africa's famous players like Lebogang Manyama, Ramehlwe Mphahlela (all from Kaizer Chiefs), former Orlando Pirates star Manti Moholo as well as Siboniso Gaxa (former Bafana and Kaizer Chiefs Defender). The Wednesday League programme will be implemented in 1270 no-fee paying schools across the province during the Mid-term period. “Over 381 schools have already benefited in the initial stages of the programme and 410 schools will be supported in the 2022/23 financial year. The Arts and Culture unit also has schools that are supported under this programme,” said the department’s spokesperson, Nkosana Mtolo in a statement. According to the department, arts and culture activities will be im-

plemented alongside sports programmes in schools as part of the WIP. “The Department intends to host an integrated launch at a Provincial scale with subsequent Wednesday League Launch Corridor Roadshows which will kick-start the awareness for the Netball World Cup that will be hosted in South Africa in 2023. This will also assist the department in rolling out the integrated Sport and Arts and Culture programmes in schools during the 2022/2023 FY and beyond,” said Mtolo.

Supporters’ Association (Nafsa), who met Premier Soccer League (PSL) earlier this month say the easing of regulations is a great relief to all fans and sports spectators who have been very eager to once again watch their favourite teams live.

“We had a big outcry when he said that only vaccinated supporters can go to the stadium and the fact that now that discrimination has sort off been taken away it’s actually a good thing for us as supporters. And we still do tell supports that they must vaccinate” said acting Nafsa CEO Siyabulela Loyilane.

City hosts first-ever Joburg Ladies Open! The Joburg Ladies Open, cosponsored by the Ladies European Tour and the Sunshine Ladies Tour was held at the Modderfontein Country Club. City executive mayor, Dr Mpho Phalatse teed off to launch the first instalment of the premier golf tournament on Thursday, March 24. After hitting the first ball of the competition, the mayor admitted that she is still getting her swing in check as she’s new to the sport. “I am delighted to officially start the 2022 Joburg Ladies Open. Hosting such a prestigious tournament at this crucial time for our economy and tourism sector is a timely needed boast. We call upon investors to visit, work and play in our beautiful City of opportunities.

“I have had few training sessions to perfect my swing and I’m happy with the progress, and I have my own golf club now so I can only improve as I’m fairly new in the sport,” she said. In full support of the women’s professional golf circuit, the City did its part by raising the prize fund from R500 000 in 2021 to €250 000 (which is equivalent to R4 million). The purse will be shared by the winner, who receives €37 500, and all players who make the cut to 60 and tie at the 36-hole mark. Mayor Phalatse expressed her thanks and appreciation to the Sunshine Ladies Tour and European Ladies Tour, sponsors and organisers for mounting a tournament that resonates with the Golden start that she promised to City’s residents to turn the City around. She wished all the golfers the best of luck as they battle it out for the prize. The Joburg Ladies Open concludes on Saturday, March 26.
