Two corrupt Home Affairs officials fired for selling IDs and passports! In its ongoing clean-up operations, the Department of Home Affairs has dismissed two employees for fraud relating to the selling of South African identities to foreign nationals who do not deserve such documents. Another four officials have been suspended for similar offences. Phathisani Outshiki, from the Benoni office, was found guilty of gross misconduct for processing 111 documents for undeserving foreign nationals using particulars of South African citizens for a fee of R1 000 per application. About 98 of these documents were passports and 13 were IDs. Outshiki pleaded guilty and he was subsequently dismissed. However, he is appealing his dismissal. Morena David Motsamai, from the Germiston office, was found guilty of gross misconduct in that he processed 13 passport applications for undeserving foreign nationals using particulars of South Africans. He was paid between R2 500 and R5 000 per application. Motsamai pleaded guilty and did not appeal the sanction. He was

The police are pursuing criminal charges against both Outshiki and Motsamai. In addition, the police are tracking the South Africans who sold their identities and the foreign nationals who wanted to buy South African documents they do not deserve. Fortunately, all the fraudulently processed IDs and passports were flagged as fraudulent and were removed from Home Affairs records thus rendering them useless and unusable by the people who acquired them. None of these documents were ever used. “If you sell your identity, you are replaced by a foreign national on our database which means that you will not be able to access services in country,” Home Affairs Minister Aaron Motsoaledi On Friday, July 1, the department suspended four officials at the Tzaneen office who were allegedly processing fraudulent documen Their

scheduled to take place within 10 working days. All six officials have been on the radar of the Home Affairs Counter Corruption Branch without their knowledge and them suspecting anything hence it was easy to catch them. “We shall fearlessly and ruthlessly root out corruption wherever it rears its ugly head. I have no doubt that with support from members of the public who are patriotic enough to report these corrupt practices, we dare not fail but win this battle,” said Home Affairs Minister, Dr Aaron Motsoaledi. Motsoaledi added that his department is on the trails of more Home Affairs officials who are involved in these shameful acts and will continue to arrest them. In the same vein, the Minister commended those extraordinary majority of Home Affairs officials who still serve with honesty and integrity despite the lucrative temptations which a few others, who are now being arrested, have fallen into. The Minister has once again urged South Africans to stop selling their identities to foreign nationals.

Pay holiday ends for Gauteng liquor licence holders! The lockdown and the July 2021 unrest made it hard for retail alcohol traders like pubs to operate, sometimes having to close down.
GOVERNMENT CELEBRATES 100 LOCALLY MANUFACTURED TRAINS Roads and Transport minister Fikile Mbalula and Gauteng Premier David Makhura (centre), visited the Gibela Rail Consortium Dunnottar Factory in Nigel, Ekurhuleni to celebrate the production of 100 new electrical trains. The train manufacturing plant has delivered some of the locomotives to the The Passenger Rail Agency of South Africa’s rail modernisation programme, which can be found in Tshwane and the Western Cape. Gibela has the continent’s largest train manufacturing plant, employing and upskilling hundreds of people in the local areas around the plant with bursaries and skills training. Gibela also continuously draws scores of South African companies, many of them black-owned start-ups, into its supply chain and works to improve the lives of people in its neighbouring communities. In response, the Gauteng Government granted a temporary payment break for liquor licence renewal only for few months. The break was only for renewal of liquor licences that were due for renewal from 1 August 2021 to 30 June this year, bringing relief to local taverns and liquor distributors during the two year-long lockdown. Gauteng MEC for Economic Development, Environment, Agriculture and Rural Development Parks Tau, through Gauteng Liquor Board (GLB), has recently announced the end of the payment break for liquor licence holders that were due for renewal. “The reprieve was meant for August 2021 to June 2022 liquor licenses that were due to be renewed during the period of August 2021 up to June 2022. Therefore, the payment break has ended, and liquor licences holders are given up to the end of July 2022 to renew their licences,” said MEC Tau. According to Section 99 of the Gauteng Liquor Act 2 of 2003, the licence shall lapse
on the date on which the licencee abandons it in writing or within two months after the lapse of the renewal period in respect of which the applicable fees under Section 98 are not paid, or on a date otherwise determined by the Gauteng Liquor Board. This Section further stipulates that licence holder has two months to renew the licence after the lapse of the renewal period. The first day of the first month, a 50% surcharge is applicable, the first day of the second month after the renewal period a 100% surcharge is applicable. Liquor licence holders who fail to comply with the provisions of Section 98 & 99, the applicant can apply for condonation or restoration of a lapsed licence and the Board is empowered in terms of the provision of Section 98 to 100 to decide relating to lapsed licences and imposed penalties. “However, liquor licences that are due for renewal in July 2022 onwards were not covered by this payment break and will be charged penalties for overdue payments of their renewals should they not meet renewal deadline,” said the department in a statement.

According to the party, the Bill seeks to ‘capture’ schools and increase the power of politicians in the daily activities of the education sector. Various leaders of the DA took to the party’s podium and spoke out against the proposed legislation, these include Federal Chairperson Hellen Zille, Shadow Minister Baxolile Nodada amongst others. “The BELA Bill seeks to unashamedly take the power of school governing bodies, parents and communities that live in those environments and hand a loaded weapon to politicians like Lesufi and other Cadre-deployed HODs,” said Nodada addressing the crowd. The party handed over a memorandum to the MEC and have vowed to seek accountability for their grievances.
proposed by the BELA Bill and they were tabled in Parliament. As such, we find it odd that this progressive Bill would be termed as a ‘Lesufi Bill’.” said the MEC. Lesufi added that the BELA Bill is a national policy, and is not exclusive to Gauteng. As such, the Minister is the one that initiates the Bill to be introduced to the National Assembly. “Prior to this being done, consultation takes place with stakeholders and a socio-economic impact assessment is done to establish the social and economic impact of the proposed amendment,” added Lesufi.
He further indicated that the Bill is subjected to checks from the State Law advisors for policy and legal compliance before tabled for approval by the cabinet. “Parliament has the right to subject the Bill to further public commentary and scrutiny. Hence, Parliament, through the Portfolio Committee, has extended the deadline for stakeholders and interested individuals to submit written comments on the BELA Bill until 15 August 2022,” concluded Lesufi.
Speaking at a media briefing after the protests, MEC Lesufi dismissed allegations that his department seeks to attack Afrikaans and mothertongue education in schools by using the BELA Bill. “The responsibility for determining and reviewing legislation in the basic education sector of general application at a national level lies with the Minister of Basic Education. This is done through broad consultation with various stakeholders such as Unions, SGB Associations, all HODs of Provincial Departments of Education (including the Western Cape) and the Council of Education Ministers (CEM), which includes MECs from all nine provinces and a DA minister who sits on the CEM.” “All nine provinces sanctioned the amendments YOUR VIEW: DO YOU THINK THE BELA BILL WILL TAKE THE POWER FROM PARENTS AND COMMUNITIES TO MAKE DECISIONS THAT AFFECT SCHOOLS?
Job seekers warned to be careful with their ID numbers!
The Unemployment Insurance Fund (UIF) has warned job seekers to be careful with their identity numbers following a surge in public complaints regarding bogus employers.
The UIF said the bogus employers have reportedly used job seekers' identity numbers to register them with the fund and claim for the COVID-19 TERS benefit, and in some cases, unemployment benefits. In a recent statement, the Department of Employment and Labour said most of the complaints emerged when several people applied for the Social Relief of Distress Grant (SRD) R350 grant from the South African Social Security Agency (SASSA). However, their claims were declined since they were registered with the UIF. “These are mainly learners/ students, who are recruited for 'learnerships' and their studies are allegedly sponsored for R3 500, which was never paid to the learners but ended up being labelled as their monthly salary when claiming UIF,” the department said.
In terms of the UIF’s normal training programmes, the department said learners are recruited through the Department of Employment and Labour’s Employment Services of South Africa (ESSA) work seekers' online portal. ESSA links unemployed people with employment and training opportunities. UIF Commissioner, Teboho Maruping, said as part of the fund’s efforts to create employment opportunities and upskill young people, the UIF has several training programmes under the Labour Activation Programmes (LAP). Through LAP, the UIF partners with training institutions, who upskill the trainees in various fields such as hospitality, aviation, administration, agriculture, and security amongst others, leading to job opportunities. “To support the trainees participating in the programme, the UIF provides a monthly stipend, which is not a salary and should have no UIF deductions attached to it,” Maruping said. Maruping said subsequent to receiving these complaints, the
Department of Employment and Labour’s provincial Risk Management Units, launched multiple investigations and has already identified some of the bogus employers. “However, the fund is not at this stage able to mention them, as investigations are still underway. However, we can mention that some of these companies are in Kwazulu-Natal and others around the country. “Furthermore, the fund has introduced the payment verification process to check the validity and existence of employees, which will assist us in tracking down all the bogus employers,” said Maruping. Any company found to be defrauding the UIF will be reported to law enforcement agencies and criminal cases will be opened with the South African Police Service. Members of the public are advised to report these fraudulent activities at the nearest labour centre, or Fraud@labour.gov. za(link sends e-mail), or call the National Anti-Corruption Hotline on 0800 701 701.

Ratanda Real Hearts crowned SAFA Sedibeng Regional champions!
Ratanda's Real Hearts F.C have come out triumphant in the final payoffs of the SAFA Sedibeng Regional League, beating Vaal University of Technology (VUT) F.C on Sunday, July 3. The team won the two-match Stream Winner’s Playoffs 3-1. “We went to Vanderbijlpark and fought to return home with this win. The amazing part of it? Is that we felt right at home at their own stadium because Ratanda came out in numbers to support us,” posted the team on Facebook. Fans of Real Hearts who couldn’t drive there were taken care of, courtesy of the Lesedi Local Football Association (LLFA), who organ-
ized transport to Isak Styl Stadium in Emfuleni. On behalf of the team, coach Tumelo Morobe had this to say: “I want to to thank the community of Ratanda for their unwavering support. The previous game was not an easy one and the ones that are coming are gonna be more difficult, however we want to assure our followers and the community at large that we have done a lot of preparations and are confident that we will come out triumphant. Our community has produced professional footballers in the past and we need to work together in ensuring that we continue producing stars and putting Heidelberg where it belongs at the top. and we shall!” The road to the top of the Sedibeng Regional league was not an easy feat. The team endured the full effects of the pandemic when the league was divided into two streams. Real Hearts managed to perform very impressively during the 2021/22 Season, staying undefeated throughout and drawing only three times. The journey towards the top of the Stream B log was met with the equally-competitive Perfect Academy F.C. On the deciding fixture between the two teams at the top, the match concluded on questionable terms. Visiting supporters of Perfect Academy could not bear to witness the match ending on their
Local political party, Socialist Economic Freedom Movement (SEFM), recently decided to pay an unannounced visit to the sports grounds at Heidelberg Extension 26. Upon their arrival, they were met with bending poles, boken grandstand and unfinished construction works. The party continued and managed to assess the state of the stadium and sports fields meant for the community to utilize. Currently, the stadium has been closed for some years due to incomplete construction works on site. The facility has a full-size field, with rugby and soccer poles combined. The sports complex also has netball and basketball courts, including ablution and changing rooms nearby. “It is with great sadness that when you arrive at that newly built "stadium" there is no reflection of millions, when you look at the so called stadium in actual fact there is no stadium there it is just a fenced soccer pitch which is not even in a proper condition if we had an accountable gov-
terms. Mid-way during the match, the referee was attacked by angry fans who kept complaining about the match officials’ decisions. The match was prematurely ended and the match official concluded that the game end with the current score at the time (Real Hearts 1-0 Perfect Academy). Ratanda Real Hearts is a team that has its heritage deeply rooted with the history of the people of the Lesedi Municipality-based community, enduring over the decades to produce talented players. ernment that truly cares about its citizens they were never going to allow that mediocre in extension 26 whereby a contractor was paid millions yet our community is still without a stadium. We have teams that are playing in the regional league yet we do not have any proper stadium hopes of our teams were shutdown by greedy capitals municipality and government that colludes with capitals to disservice the community in exchange of envelopes,” explained the SEFM’s General Secretary Teboho Hlanguza. The facility is yet to host any sporting events at it is closed and will remain so until the Lesedi Local Municipality responds on the current state of affairs. However, according to the SEFM, the municipality allowed rugby teams to use the field from time to time. “The opening of that facility remains important because it will not only be of help to soccer and netball teams but the community at large because those who wish to exercise will do so particularly from nearby areas,” the party said.
