1. INTRODUCTION

PROJECT PRESENTATION

The proposal is about the design of an urban park that offers a qualified public space able to serve the population living and working in the central area of the city of Florianรณpolis, including the existing community currently living in the favela called Morro Mocotรณ and also the inhabitants of Avenida Hercilio Luz and surrounding areas. The urban park also can gather people from different locations, both from the island and the continent due to its strategic location in the urban heart of the city. The park will works in two different parts apart, both with area around 32,000 square meters disconnected by an expressway

but, at the same time, connected by a footbridge. The land area located on the shoreline is connected directly with the sea and is going to be called Paralelo Mar Park, while on the opposite side (adjacent to the expressway) the land area is going to be called Paralelo Park. The design proposal aims to create areas of contemplation, sense of community life and sports facilities, beyond other amenities. The main goal of the design is the reappropriation of the embankment area, which has been existing for over 40 years and still causes strangeness to the residents of Florianopolis.

LOCATION

FLORIANÓPOLIS GENERAL DATA : Population: 469 690 hab. Density: 695,42 hab./km2 Estimated life: 78,1 anos Area: 675,409 km2 The project will be carried out on the BaiaSul embankment, in Florianopolis downtown, Capital of the state Santa Catarina. The island is in the South region of Brazil. It is composed of one main island, the Island of Santa Catarina (Ilha de Santa Catarina), a continental part and the surrounding small islands. It has an area of 423 km2, with 18 km of width and 54 km long – north to south. Its ecosystem is composed of mountains, dunes, mangroves, beaches, small coves and calm bays. It is only 500

meters from the continent and it is connected via two bridges - Colombo Salles and Pedro Ivo. The Hercílio Luz Bridge is the largest icon and postcard of the city. It has been banned for 34 years, with no provision for reopening in the near future. The city has a population of approximately 470,000 inhabitants.

JUSTIFICATION

Florianรณpolis, in the 60s, used to have the sea next to the Public Market. Many connections were still made by sea. It was an area of great movement. There they used to trade, social and cultural interchange. This close relationship of the city to the sea represented the society at that time. It could be said that the central zone image of the capital, however, has changed dramatically with the implementation of the South Bay embankment in the early 70s, since its direct connection to the sea has been lost. Residents of that time remember the historical center as a maritime place. Today, rather than feeling the sea breeze and hear the waves, the citizen is immersed in such a

noisy environment, with an incessant coming and going of cars. The embankment is now over 40 years after its creation, and it does not represent the Florianopolis downtown residents anymore. Unmake it, however, does not seem a practical solution - Even because the city will never be again what it was. The big question is: Can new urban uses be assimilated in this area? Here, I propose an alternative.

The South Bay embankment was work of the Colombo Sales governor. It was concluded in the early 70s in an attempt to print an strong and progressive image of the state. His aim was to get more urban space and a better highway development for the capital of Santa Catarina. The architect from São Paulo, Burle Marx was the author of the original project. The prediction was for 23 facilities in the newly created embankment, with 600 thousand square meters. Until 1993, only eight facilities had been built. State work, on federal land, however, led to a jurisdictional dispute that limited the municipal intervention in theembankment. And what could be a second meeting of the city to the sea, from the ocuppation of its borders for services or leisure, not only failed to occur, as it was relegated to abandon of the prime area at the only gateway to the island, which got behind to the city. The views of the South Bay waters was overshadowed by parking lots, a sewage treatment plant and public structures whose architectural contours were not complete, such as Nego Quirido catwalk and the Centro Sul Pavilion. Dozens of others urbanization projects and leisure were drawn over the past decades. None achieved. Until the landscape proposal and leisure of Burle Marx, which was included sports courts and public squares, has been gradually abandoned - and from it, now we only can see some palm trees. The Space degradation process has started in the 80’s. Part of it was invaded by informal trade without any bidding process. The Justice in 2013 determined that the municipality had to promote the return of the area to the Union. Recently, however, it received a new assignment about 30 thousand square meters, in order to promote a new site redevelopment project. His first providence, however, was to perform cleaning services and re-install

Green space in urban areas provides benefits either to the environment quality or overall health and wellbeing. Thus, it is extremely important to think and design them according to local potential and the reality of those who will usufruct them. There are 95 squares in Florianรณpolis, 77 just on the island. Although this number seems significant, they do not represent the quality of these areas. By analyzing the existing green areas in the city center you can realize the lack of the quality of public spaces. The existing squares are abandoned or do not provide users the ability to develop interactive activities, such as sports.

1. Coqueiros Park

The largest park on the Continent area. The park has an area of approximately 50 thousand square meters and is wellequipped. It has yet two sand soccer fields, a Swiss football field, a sand volleyball court, a basketball court, and a parking lot with capacity for 700 vehicles. The park promotes the interaction of different social classes of the surroundings residents. It is a good example of an urban park for the area. As it is located in the continental area of Florianopolis, the biggest users are the residents of the Coqueiros neighborhood.


2. Da Luz Park

This park is an example of abandoned wooded area. With over thirty thousand square meters, the park does not work as it should or could. There is no demarcation of spaces and the vegetation grew up without a purpose in a way that is difficult even to make a reading of the park. You can see the intention of a soccer field inside, but nothing more than that, and the weak existing paths were eventually formed by pedestrians. Trees hide the activities in the center of the square and transmit a sense of insecurity to those who approach.

3. XV de Novembro Park

The city began to expand from the XV de Novembro park. Therefore, there are several services and activities running around it. The intense movement of pedestrians makes the square always busy. Many of them just pass by to shortcut their ways, while others enjoy the shadows from trees to relax on the banks along its entire length.


4. Tancredo Neves Park

Previously known as the Three Powers Square, as around it was the Executive, Legislative, and Judicial head offices. Only the last two has remained in its surroundings. It’s also characterized by extreme dryness and treeless area, under tiled floor. The few trees surrounding it, regardless the neighborhood, provides shade for the homeless and drug addicts. There remains it to be used as a shortcut between the Government offices, while the sun predominates. At night, only few would venture to pass by it.

The topography of Florianรณpolis counts with mountains that reach up to 400 meters high. The green of the mountains is part of the Florianopolis landscape. The city center is confined to quotas 10-30 meters. Yet the embankment displays much smaller dimensions, with no greater fluctuations than 2 meters, which brings a certain strangeness to the site.

It is noticed that the road that links both lands is an arterial road. It is a rapid transit route, where you can access the island and it also allows connection to other districts of the insular part of the capital. In the nearest land close to downtown , you can notice that the place of intervention is surrounded by 4-way; the arterial one already mentioned, two gatherers and a local. One of the gatherers is Avenida Hercilio Luz, which has great potential, with a beautiful boulevard that permeates many residential buildings.

The existing bike path in downtown Florianรณpolis exist on the northern edge and on the center of the downtown. They are interrupted on the South Bay earthwork.

Winter

The arrows above represent the direction and the occurrence frequency of the winds, by season in percentage. When designing the area is important to take into account the south wind as it shows higher incidence, mainly in the winter and thus calls for greater attention. Possibly, this analysis will influence the vegetation position and different ways and barriers in order to minimize it in the park.

From the photographic survey you can analyze what, the Park visuals will provide. Both 1 and 3 figure camera are facing the sea e give a sense of tranquility, whereas the camera 5 turns to the city, showing the dynamic that the collection of buildings in the city generates. Figure 2 shows the visual interaction that the community will have from the Mocotรณ Hill to the park, parallel to the sea. In the 6 picture, the Burle Marx imperial palms lie at the front, while at the bottom the two buildings diverge from the existing background community.
