FOREWORD WELCOME TO AGENDA TERESINA 2030

From blackouts to flooding, migratory trends to epidemics, all cities face a range of shocks and stresses, natural or human-made. Today, our cities and citizens are facing new and amplified challenges as a result of rapid urbanization, a changing climate and political instability. These phenomena increase the exposure and vulnerability to hazards and can trigger or worsen disasters. Further stress is placed on our urban areas as the effect of climate change become more severe and frequent.

In order to mitigate these upcoming climate changes and reduce their negative impact on people, we need to build resilience in our cities by qualifying and strengthening the capacities of local government and its partners, including the local populations. By engaging all stakeholders in resilience efforts, cities have the ability to harness transformational change and improve the lives of their inhabitants, that is, to increase their adaptive capacity, which is a fundamental dimension of vulnerability. This has been acknowledged by the global community through agreements such as the New

Urban Agenda, Paris Agreement, Sustainable Development Goals, and Sendai Framework for Disaster Risk Reduction. However, most local governments, in particular the ones in developing countries, do not have the capacity to operationalize by themselves these commitments, or to fully promote the needed changes towards a more sustainable and resilient development. One approach towards capacity building and strengthening of adaptive capacity in developing countries is to enhance international support for knowledge sharing and resilience building, including North-South cooperation.

Agenda Teresina 2030 is a think tank for experimentation and innovation in the public sector. The main objective of Teresina 2030 is raising awareness on the need to design and implement joint strategies to build a more sustainable, smart and resilient city. To reach this goal, we support the different municipal departments to achieve the commitments of global sustainability agendas and we give global projection to the local initiatives.

INTRODUCTION LOCAL CONTEXT

Teresina is one of the most vulnerable regions to climate change in the world. It overlaps social and environmental vulnerabilities in a scenario of extreme heat and deep economic inequalities. It is the capital city of Piauí, located in the poorest geographic region of Brazil, the North East. It has an estimated population of 861,442 inhabitants in the municipal area (IBGE, 2018). As any other Brazilian city, Teresina faces urban challenges regarding public transport, public unsafety, lack of infrastructure, etc, consequences of an unsustainable urban development model.

The average temperature of Teresina has increased by 2 degrees Celsius in the last century, at a speed above the global average of 1ºC. According to the National Institute of Meteorology, the maximum temperature of Teresina reaches 41.1ºC. The thermal sensation can reach more than 45ºC, due to the low relative humidity of the air. As the temperature rises, the relative humidity of the air tends to continue to fall.

Teresina’s Climate Change Vulnerability Index is classified as extreme risk, with a performan-

ce below the national index in the indicators: Vulnerability to Climate Change, Exposure and Sensitivity (CAF, 2014). The following map shows the increase in average air temperature in November, over the period 1951 to 2015. Teresina is located in a red zone, indicating that the trend of increasing air temperature over this 64-year period is more than 1°C, higher than for other parts of the globe.

In 2014, the current Master Plan was developed and released aiming to gradually overcome these issues and to align the Municipal planning strategies to the 2030 Global Agenda for Sustainable Development and to the New Urban Agenda. Currently, the Municipal Department of Planning and Coordination of Teresina (SEMPLAN), through the Agenda Teresina 2030, is working to implement and monitor the Sustainable Development Goals (SDGs). Bearing this in mind, Teresina is being prepared to be more resilient in a scenario of climate change, with a particular attention to vulnerable groups.

FELLOWSHIP WOMEN FOR CLIMATE EMPOWERMENT OF WOMEN FOR CLIMATE ACTION

Women For Climate is a global movement to address climate change by empowering women. It aims to inspire leaders, influence decisions, foster innovation, and raise awareness of critical urban issues by encouraging research and action at the interface between gender, cities and climate change. While this phenomenon is gaining momentum in developed countries, women’s leadership for climate action is not yet at the center of discussions on urban resilience in developing countries.

Creating and strengthening female leadership in contexts of deep socio-economic inequalities, where gender inequality is constantly reinforced by behavioral and cultural patterns, is challenging. While in cities such as London, Paris, and Montreal, which make up the global network Women4Climate (C40), women’s leadership in climate action is in forefront of discussions, in metropolitan regions of developing countries this issue is not addressed as a priority. Consequently, actions, projects, plans, and public policies to address climate change are still not very sensitive to gender

issues, reinforcing a vicious circle in which climate change magnifies inequity and inequiy is an obstacle to tackleclimate change.

With the aim of broadening the global reach of the women’s adaptive capacity building movement, the project Women For Climate Teresina seeks to give visibility to the challenges and opportunities of girls and women from Teresina in coping with the socio-environmental crisis in a context of extreme hot weather, by promoting leadership of girls and women from vulnerable communities as an adaptative measure to the risks and threats associated with climate change.

From this perspective, Women For Climate Teresina aims to increase the adaptative capacity of girls and women to climate change by acting directly on the social perception of their roles both as groups of greater vulnerability and as protagonists in facing climate change.

The overall objective of this project is to build female leaders capacity of accelerating local transformations. This involves strengthening their adaptive capacity, that is, to increase their potential, capacity or ability to adapt to climate change and its local effects. The increase of women’s adaptive capacity, in turn, reduces the vulnerability of the whole urban and rural system, since the vulnerability of a system is a function, among other variables, of the adaptive capacity of society to the impacts of climate change (Bohle et al (1999), Kates et al. (1999) and Kelly and Adger (1999).

STADSLAB MASTER CLASS EUROPEAN URBAN DESIGN LABORATORY

Stadslab is a postgraduate program, related to the research program (‘lectoraat’) Urban Strategies at Fontys School of Fine and Performing Arts in Tilburg. Its Master Class program has been designed to be a training program for professionals in urbanism related fields.

The format that it adopted is that of a think tank and design lab for cities.

Stadslab’s Master Classes typically consist of intensive 6 to 10-day charrettes on a specific theme and selected area. Qualifying professionals apply to work with the supervisor and Stadslab staff in groups. Each group is multi-disciplinary and multi-cultural, and the amount of professional experience of the participants is also diverse.

Local participants bring valuable local knowledge on planning regulations, cultural preferences and political sensitivities, while foreign participants bring a fresh perspective and often widely different problem-raising and problem-solving approaches. At the end of each Master Class a stakeholder presentation,

open to the general public is scheduled. This creates the same kind of pressure that there is in professional practice, to come up with convincing strategies and plans, often within a limited timeframe and based upon incomplete and conflicting data. Since Stadslab aims to be both a think tank and a design laboratory, the process and dialogue, and the design products are of equal relevance.

Participants bring their experience and intelligence to bear on the problem, resulting in quality products; at the same time, intensive collaboration and exchange with the supervisor and other participants contribute to the further development of their own professional skills and experience.

OUR PROPOSAL STADSLAB MASTER CLASS 2019 TERESINA

The second phase of the Women For Climate Teresina project consists in a Training and Action strategy. During the first month, the training strategy will target 20 girls from the rural area to empower them to become ambassadors for sustainable development and use digital technologies to strengthen the resilience of groups of women spread in five local territories.

The action strategy proposed is the Stadslab Master Class Teresina, an international workshop on solutions for social and environmental vulnerability reduction in the five territories occupied by vulnerable groups of girls and women. The girls from rural area will support and closely follow up the preparation and implementation of the workshop.

Stadslab Master Class Teresina is designed to enhance practical and theoretical knowledge in urban design and practice. Participants develop their design skills while simultaneously increasing their professional knowledge of planning related to practices, design methods, communication, etc.

We envision the 7-day workshop as a cheerful activity that brings people and ideas together, connecting local and international professionals in the field of urban planning or related areas and inspiring them by facilitating knowledge sharing. As the workshop participants, Teresina as a whole will benefit from this experience, that will create an innovation-friendly setting where new solutions for old and current problems can flourish.

Within the framework presented, we see the Stadslab Master Class as an opportunity to diversify the range of climate-sensitive and gender-sensitive solutions, with particular attention to five vulnerable groups. Specifically, we expect the workshop: [a] Call attention to the threat of local climate change in Teresina, as well as a global phenomenon that requires a general commitment to address it; [b] Call attention to gender inequality and the opportunities created by gender equality, especially to increase local resilience.

Stadslab Master Class will focus on five territories occupied by different vulnerable groups of girls and women:

[1] Urban nuclei in the rural area, located in the northeastern part of the city; [2] Pottery cluster, located in an area related to the origin of the city; [3] Lagoas do Norte urban park, a major urban intervention in a flood prone area; [4] Flower shops located in the banks of the Poti River; [5] Largest urban garden in Latin America (4.5 km long), located in the southeast of the city.

RURAL WOMEN AND GIRLS

According to the NGO Plan International (2017), Brazil is the fourth country in the world with highest number of child marriage. Teresina rural area inhabitants often don’t recognize child marriage as a problem. Culturally, to get married is perceived as the only escape from poverty for rural girls.

One of the ways of enhancing rural girls empowerment is creating opportunities for their participation in public life as much as providing access to education and economic activities that generate a fair income.

02 POTTERS

The women who work in the Poti Velho Pottery Cluster play a very important role in the handcraft production and cultural expression of Teresina. By taking part in those activities, many women can generate income to help their families while contribute to the preservation of the city’s traditions and culture. These women and their families are actively involved in the whole process of production and post-production of the ceramic pieces, however the changes in rainfall regime, related to climate change, along with the unsustainable use of the raw material, endangers the survival of the ceramic handicraft production, as well as the tradition led by the women of the Ceramic Pole.

RECYCLERS

Lagoas do Norte Urban Park, alongside with other lagoon, is a prone-flood area and one of the most vulnerable to climate change in the city. Also, the surrounding lagoons are susceptible to landslides and densely occupied by informal housing, representing a risk for the inhabitants. Due to the characteristics of the occupation and consolidation of the urban nuclei around the lagoons, lots of residues are generated and not disposed correctly. This scenario portrays the importance of the activities of the recyclers. There is a group of women that walk and cycle around the area collecting recyclable waste, as an alternative to generate income and support their families. Despite not being fully aware of the importance of their actions, the recyclers directly contribute to a more sustainable city.

04 FLORISTS

Occupying the Banks of the Poti River, there are many flowers and plants sellers. Both workers and customers of the flower shops are mainly women.

This group of florists settled their shops alongside the Poti River, because of the reduced local temperature, due to the presence of dense vegetation.

However, the shops sell a large number of plants from other regions of Brazil, such as roses, and they are very sensitive to the warm weather of Teresina. As soon as they get in Teresina, they need to be preserved under refrigeration, resulting in a great energy consumption. Because these special flowers are usually brought from the south region of the country, the carbon footprint related to the transportation must be also considered. The florists are extremely engaged with the activity and have real passion for it and their shops represent an opportunity to boost the local sustainable economy, increasing the consumption of native flowers and organic fertilizers.

URBAN GARDENER

Teresina has more than 50 community gardens, throughout several neighbourhoods of the city. The most important one is located in Dirceu district, due to its historical relevance and dimension (4.5 km long, the greatest urban garden in Latin America).

Dirceu urban gardens were spontaneously initiated by people, especially divorced women and widows, coming from the rural area in the first urban demographic explosion in Brazil and searching for income opportunities. In the local context, the urban gardens contribute for the income increase of the families involved in the activity, besides supplying the local food market. It carries a potential to develop the social economic situation of vulnerable population, improving the accessibility to services and urban jobs. This last aspect is particularly important for women, because there is a gap between genders concerning the access to job opportunities in the city.

3 GOOD REASONS FOR INTERNATIONAL COOPERATION

In order to successfully conduct this strategy, we have established a partnership with Dutch institutions and a network of international urban professionals. To locally implement the global agendas as well as to globalize local initiatives necessarily requires the creation of international partnerships that strengthen the institutional capacity of local governments in developing countries. In addition to technical support, these partnerships insert metropolises of developing countries into global cities networks that facilitate the re-application and improvement of good practice. [a] The creation of North-South partnerships for sustainable development is a strategic goal of the United Nations (UN) Given the current limited institutional capacity of the Teresina City Hall on the axis of Climate Change and Urban Resilience, the project Women for Climate Teresina requires partners with experience in the themes, who able to share responsibility and generate results together.

Locally, we are supported by the Teresina City Hall, that can afford expenses with the workshop venue and local transportation costs.

All the activities carried out during the workshop will be documented through a documentary and a technical report on the vulnerability of Teresina’s women in the context of the socio-environmental crisis.

A strategic action roadmap for re-implement the initiative and strengthen women’s adaptive capacity in cities in developing countries will be develop.
