THE release on Thursday of the national crime statistics shows that violent crimes are at a 10 year high. Aggravated robberies, residential burglaries, car hijackings and murders all increased for the year ending 31 April. Murder in KwaZulu-Natal increased to 3 629 from 3 422 last year. Driving under the influence of alcohol and burglaries made significant jumps, increasing by 2 245 and 4 363 respectively. “Our performanceintermsofdrug related crimes (42 167 arrests) and driving under the influence of alcohol (15 112 arrests) is to be commended as we have placed a lot of effort in operations especially targeting drug dealersanddrunkdrivers,”saidColonel Jay Naicker of Corporate Communications at the KZN Media Centre. Lucas Holtzhausen of Safe City reported in response to the crime statistics (see side bar) that contact street crimes in Pietermaritzburg were on the decline as a result of the partnership between the SAPS and Safe City.

He also said that many of these common robberies were liquor related; either the victims or perpetrators were heavily under the influence of liquor. “Items mostly targeted were cellphones. We therefore appeal to the public when they are walking in the streets to conceal their valuables, avoid desolated lanes and to answer or talk on their cell phones only if they are in a secure environment such as a store,” said Holtzhausen. Responding to the national crime statistics was Jacques Sibomana, communication and marketing manager of National Institute for Crime prevention and Reintegration of Offenders (NICRO). He said that the statistics raised an increase in concern for the citizens. “It is certainly not a story of crime being under control. Neither is this a story of hope and inspiration,” he said. However, Sibomana said that preventing crime does not start with the police, saying that the police are at the end of the line; a point that Naicker also emphasized. “There is no single cause of crime

ALTHOUGH the excessive number of taverns in the city centre continues to be an area of concern for Safe City, weekly statistic reports show that there has been a decrease in the number of cases of fighting detected in the upper Church Street area. Today, Sakhumnotho is responsible for making sure that the city streets are clean. She said that the many foreign nationals in the country shows that there are opportunities in South Africa, however most residents want to have it easy. “Young people need to think out of the box and create jobs,” said Ngqulunga. Sakhumnotho has four executive members and one additional member. “We made presentations to the Department of Public Works and at the municipality, and we had to learn every step of the way. Essentially, this has taught us to be business people, be environmentally conscious and be more patriotic,” said Ngqulunga. Public Works pays the stipends of the cleaners and the municipality provided the organization with work equipment and offices. Sakhumnothoisalsoapartofalocaldrugcommittee. Ngqulunga also heads the Motsepe Foundation’s secretariat position. Chairperson of Sakhumnotho, Thokozani Gcaba, said that though the cleanup campaign, they have now become part of the National Economic Development and Labour Council (Nedlac).

>>nqobile@pmbfever.co.za MSUNDUZI Municipality Mayor Chris Ndlela, has denied ever receiving any correspondence fromtheNationalEnergyRegulator(Nersa)regarding the municipality’s rejected appeal to increase its electricity tariff by 10%. InJulythisyear,themunicipalitysentanapplication to Nersa to increase the tariff by 10%, but Nersa rejected it. The municipality went back and appealed the decision. Last week it emerged through a correspondence from the Pietermaritzburg Chamber of Business (PCB) that this appeal had also been rejected. Addressing the Executive Committee (Exco), Ndlela said that it would be highly unprofessional if Nersa decided to communicate to all other stakeholders, except the Msunduzi Municipality. “We have not received any response from Nersa saying that they have rejected our appeal. It is important that we state that categorically. And naturally, due processes will unfold as soon as we receive that correspondence. As things stand right now, we have noted the queries from the media around this issue and the commentsaccordinglyfromrespectiveparties and NGOs,” he said. Last week, the Witness quoted Nersa spokesperson Charles Hlebela as saying that Nersa could not find a reasonable motivation for the requested 10% increase. Nevertheless, the decision by Nersa has received support from various organizations. ThePietermaritzburgChamberofBusiness sent out a communiqué to all its members regarding Nersa’s decision. PCB CEO, Melanie Veness, was quoted as saying: “Nersa have confirmed their decision to allow Msunduzi a 7% electricity increase. Charging a higher tariff is illegal, and accounts will need to be adjusted. This tariff is final, unless a further public meeting is requested by the municipality and acceded to by Nersa.” The Pietermaritzburg Agency for Community Social Awareness (Pacsa) researcher Julie Smith said this is good news for all people of Msunduzi.

IGHT Chinese engineers, and one Malawian, who were detained during a raid at Amalgamated Tobacco Manufacturing (ATM) in Portland Road in Mkondeni on September 11, have been released pending an investigation. Thenineaccusedfacedcharges of illegal immigration. Speaking to the Maritzburg Fever, KZN Crisis and Disaster Centre (CDC) spokesperson, and human rights activist, Ibrahim Shaik said that the CDC decided to intervene after it was reported to them that during the raid, the accused were manhandled by the task

force. “ATM is the first black–empowered cigarette manufacturing company in South Africa and is the only cigarette manufacturing company in KZN. The company purchased cigarette machines from China. When the machines were brought into the country, they came in with seven engineers to operate them and to transfer skills to local people. They arrived around November last year. There is no one in this country qualified torunthesemachines,”saidShaik. It has been reported that the men are employed by a Chinese– based company called Tianjin Pengbo Engineering Ltd, and they were mandated by their company to provide training at ATM.

Shaik alleges that last month, home affairs officials did an inspection of the work permits and confirmed that there were no problems. However there was a second inspection by a home affairs official who, Shaik alleges, entered the premises without permission or a search warrant. He further alleges that the official physically abused the accused and told the task force teamtoholdtheminpositionwhile he checked their passports. “The accused were not handled with dignity,” explained Shaik. He said that due to the arrest of the engineers, the company came to a grinding halt which forced 60 locals to be placed on short time. Last week, CDC sent a memo-

randum of demands to Home Affairs which included the immediatereleaseoftheChinesemenwho were held at Loop Street police station. The accused made their first court appearance at the Magistrate’s Court in Otto Road where they were all released on their own cognisance after the state withdrew its opposition to bail. The case has been postponed untilJanuary28nextyearpending further investigations. The nine accused are Yamina Wang (40), Hao Qian (24), Heping Yang (53), Lanxin Wei (58), Xialin Guo (50), Huajun Xie (56), Guiying Liu (61), Baoming Zhao (56) and Malawian Eric Arafi (35).

USB 3.0 (Universal Serial Bus generation 3.0) – a lot of hype has been going around regarding USB 3.0 lately, and alot of questions have been asked regarding the technical details. In this article I will look at a few of the aspects of USB 3.0 over the previous generation, USB 2.0. The first question is: “How much faster?”. On a rough scale, 10 times faster. USB2.0 has a raw data transfer rate of 480Mbits/s (megabits per second), whereas USB3.0 sports a whopping 5000Mbits/s. This is about the only thing that the average user knows about USB3.0, but there is a second formula to add to this equation. USB3.0 introduced a new full duplex bi–directional data transfer system, which allows full speed simultaneous read/write processes. This means that whilst you are copying data from your USB device, you can also copy to the same device at the same speed concurrently. Another point to consider is power management. USB 3.0 introduced a new system that suspended device polling, and instead utilises an interrupt–driven protocol. As a result, idle devices will no longer be hindered by a power drain, since a signal from the device is required to initiate data transfer. It also supports idle, sleep and suspend states, as well as link–, device– and function–level power management. There is also an additional set of connectors in the USB port, giving it a total of nine connectors and therefore nine data lanes.

Freedom Route attracts US activists

T

HE past three weeks saw the city hosting a group of political activists from America who came to Pietermaritzburg to experience the local Freedom Route. This was the second group after the first was hosted in September 2012. The group leader is Dr A Lenora Taitt– Magubane, a native New Yorker who became involved in the civil rights movement while attending Spelman College in Atlanta, Georgia. She also became a member of the Student Nonviolent Coordinating Committee and the Committee on Appeal for Human Rights. She has worked as an education/social services officer in Lusaka, Zambia for the UN High Commissioner on Refugees, and with the UN Development Program in setting up the first international conference on human resource development in South Africa. The group highlighted a lot of similarities between political struggle stories here and experiences in their own country. For most of them, touching African soil for the first time

was an emotional experience and an ancestral connection. Before the commencement of the tour, the group was hosted for tea by Mrs Motala, widow of Dr Motala who was host to Nelson Mandela in March 1961 after he addressed the All in Africa Conference at Plesislaer Arya Samaj Hall, now known as Manaye Hall, in Imbali. When Madiba made a surprise appearance and addressed the conference, he was dressed in a smart suite but when he arrived at Motala’s house later, he was disguised in overalls, Mrs Motala remembers. The tour proceeded along Edendale and Imbali Heritage and Freedom Route which incorporates, amongst others, Heroes Acre, DCO Matiwane Museum and Peace Monument. The Mandela Capture Site in Howick was also part of the experience. A farewell gathering was held at the City Hall where Msunduzi Pietermaritzburg Tourism and the city mayor formally handed over Freedom Route certificates.

Epworth co–educational preparatory school senior choir, and twenty­three of the school’s musicians, recently took part in the annual SASMT (South African Society of Music Teachers) Eisteddfod. The Senior Choir (pictured) performed a golden performance achieving an A+. The school’s ensemble, made up of boys and girls in various grades playing a range of instruments, achieved an A. The twenty–three musicians all played beautifully with many outstanding performances and great results. Eleven of the pupils were also selected to perform in the Best of Eisteddfod Concert.

HIS year’s Enviro Quiz saw St Charles College take top honours at the national event held in the Colin Webb Hall at UKZN. There were 15 participating teams from as far afield as Gauteng. Each member of the winning team received

a book, plus vouchers to the value of R750. The College received seven R200 Exclusive Book vouchers, compliments of UKZN. Certificates were presented to each member of the first three teams and their schools. The questions have become more challenging over the years and this year was themed ‘Water conservation’. There are many parties that contribute to the organisation and success of the quiz with the main three being Mondi, WESSA(WildlifeandEnvironmentSociety of South Africa) and UKZN, while hours of preparation are spent by Cynthia Dibben from Epworth and Heather Ducasse from WESSA. The St Charles College team, consisting of Mark Ortmann, Peter Taylor, Matthew Germishuizen and Cameron Gemmel, excelled, lead from the start, worked well as a team and successfully contributed in their fields of speciality.

THE Rotary Club of Pietermaritzburg has formally handed over water harvesting equipment to the National Botanical Gardens in Pietermaritzburg. Rain water is harvested, collected in large tanks and sprayed over the many plants in the Garden’s nursery. While Rotary paid for all the equipment, Irritech Agencies International installed the irrigation system at no charge. Botanical Garden’s curator, Allen Nene, thanked both Rotary and Irritech. “Not only has this development allowed us to free up one of our staff members responsible for hand–watering all the plants in the nursery, but it is saving us the many thousands of rand we used to spend on municipal water. As conservationists,westronglybelieveinutilizing natural resources in a sustainable manner and hope to show many people what can be achieved through water harvesting,” he said. – Supplied.

There will also be a speaker from local government who will present a speech on the importance of the upcoming elections and voting. “Education is important in anybody’s life. There are a lot of things I want to do for my community, especially for the children and old people,” said Barnes.

He said that there are currently 30 children enrolled at the foundation between the ages of six and 14. “We have limited the number to 30 until we have transport and other resources to enroll further children,” he

said. He said that the response and eagerness from the children has been incredible, and the LBGF could easily have over 200 children enrolled if it had the necessary funding and required resources. “The response from the corporate sector has been slow, as can be expected with an unknown entity, but I am sure with the right exposure and the goodwill we are creating within communities, LBGF will get the recognition and affiliate partners looking to expand their corporate social investment,” said Bromley.
